The European Union (EU) and others in the international community need to stop enabling the Palestinian Arabs to make demands without making concessions, Dennis Ross, US peace talks mediator from 1993 to 2001, stated in an Op/Ed in the New York Times Sunday. Ross, who resigned from his post as Middle East adviser in 2011, relates that he met with a European official recently who praised the Palestinian Authority (PA)'s unilateral moves against Israel in international agencies and organizations, specifically the draft resolution PA Chairman Mahmoud Abbas submitted to the United Nations (UN) Security Council last week.But Ross countered that a true Palestinian state depends, in his words, on the global community "giving Palestinians a pass" - and noted that the PA has rejected three separate peace deals, in 2000, in 2008, and in 2014."Palestinian political culture is rooted in a narrative of injustice; its anticolonialist [sic] bent and its deep sense of grievance treats concessions to Israel as illegitimate," Ross explained. "Compromise is portrayed as betrayal, and negotiations - which are by definition about mutual concessions - will inevitably force any Palestinian leader to challenge his people by making a politically costly decision.""But going to the United Nations does no such thing," he argued. "It puts pressure on Israel and requires nothing of the Palestinians. Resolutions are typically about what Israel must do and what Palestinians should get.""If saying yes is costly and doing nothing isn’t, why should we expect the Palestinians to change course?"Ross urged European leaders to "raise the cost of saying 'no' or doing nothing at all" for the PA in future negotiations - and, at the very least, to offer a "balanced" proposal for a peace deal which included land swaps, but also allowing "security arrangements that leave Israel able to defend itself by itself" and a resolution concretizing Israel's own character as a Jewish state. Ross added that he believes that the PA would nonetheless reject such a proposal, and demanded that it bear consequences in terms of international support after so many failed attempts to bring peace.

The International Criminal Court (ICC) on Monday said the Palestinian Authority had formally recognized the court's jurisdiction to investigate crimes allegedly committed during last summer's Gaza war, according to AFP.The legal declaration would allow the ICC to scrutinize offenses allegedly committed since June 13, 2014, the start of Israel's military operation, but does not mean the court would automatically launch an investigation, it said.The Palestinian Authority (PA) have formally requested to join the Hague-based court in a move which opens the way for them to file suit against Israeli officials for alleged war crimes in Judea-Samaria, a request that has infuriated Israel.Acceptance of the ICC's jurisdiction differs from accession to the Rome Statute, the Court's founding treaty. The UN is still reviewing documents submitted by the Palestinian Authority to join the Court."On 1 January 2015, the Registrar of the International Criminal Court (ICC), Herman von Hebel, received a document... by the Palestinian government declaring Palestine's acceptance of the jurisdiction of the ICC since 13 June 2014," the ICC said in a statement.It was on June 13 that Israel began a massive crackdown on terror in the PA after the kidnapping and subsequent murder of three Israeli teenagers, triggering a series of events which led to a seven-week Gaza war."Acceptance of the ICC's jurisdiction does not automatically trigger an investigation," the court added.The ICC can prosecute individuals accused of genocide, crimes against humanity and war crimes committed since July 1, 2002, when the Rome Statute came into force.The ICC only has jurisdiction from that date onwards, but those joining after that time may nonetheless separately accept the authority of the court for the period before the statute entered into force for them.

Tit for tat?

The Palestinian Authority (PA) formally presented a request to the United Nations on Friday to join the ICC, in a move firmly opposed by both Israel and the United States. On Friday, Israel delayed the transfer of $127 million to the PA in retaliation for the initial step.Israel's freezing funds apportioned to the PA has been used as a political tactic before, as the PA is already struggling to dig itself out of at least $4.8 billion in debt. The PA regularly fails to stand by its agreements, and owes Israel staggering sums, including over 1.4 billion shekels (over $360 million) in unpaid electric bills.Similarly, the US said it is "reviewing" its $440 million aid package to the PA over the move, although technically membership to the ICC does not incur punishment - only a war crimes suit against Israel does, under American law.The PA has stated intent to file those charges against Israel in the Hague, and sources say that Palestinian Authority (PA) Chairman Mahmoud Abbas and his aides are already preparing material to do so.However, Israel has already filed counter-suits; on Monday, legal rights group Shurat Hadin filed three more war crimes charges against the Palestine Liberation Organization (PLO), the terror group behind the PA, in the ICC. The PLO already faces criminal charges being levied against it in the US court system for terror attacks it committed during the early 2000s. But even if the PA files charges against Israel, legal rights experts say that having the ICC enter the fray of the Israeli-Arab conflict will ultimately harm the PA, Hamas, and the ICC itself - not Israel.In a recent interview, the PA's envoy to the United Nations Human Rights Council (UNHRC) admitted the PA has no hope of pressing charges against Israel in international courts - because Palestinian Arab terrorist groups are far worse violators of international law themselves.The desperate move follows the PA exhausting other international means of prosecuting Israel, after its draft resolution calling for Israel to withdraw from Judea, Samaria and eastern Jerusalem failed in a UN Security Council vote last week.

BRUSSELS - Israeli FM Avigdor Lieberman has described EU support for Palestine as Israel’s top diplomatic challenge after a UN vote on withdrawal from the occupied territory.Speaking at a meeting of Israel’s European ambassadors in Jerusalem on Sunday (4 January), he said: "Our biggest challenge is not the Palestinian Authority and the Arab states, but Western countries … The best example here is the [UN] Security Council vote. Of its members, three EU countries participated in the vote and two voted with the Palestinians, France and Luxembourg, while one country, Britain, abstained”.He described Germany as the “principal anchor” of Israeli-EU relations.He noted that Israel should cultivate better ties due to its trade dependence on the bloc: "In terms of Israeli exports, Western Europe has this big market … We will have to deal with Western Europe, with the EU".But he accused some European politicians of anti-Semitism by comparing their statements to appeasement of Nazi Germany on the eve of World War II."Some European nations' conduct is reminiscent of 1938, just before the Munich Agreement … The conduct by countries like Sweden and Ireland is reminiscent of how [European powers] abandoned Czechoslovakia to its fate. Now they are making all kinds of excuses to abandon Israel”, he said."Sometimes, you are just amazed by the amount of lies, fabrications, and the distortion of reality you find in the records of meetings held by European parliaments. PARIS (Reuters) - France warned the Palestinians on Tuesday against escalating a diplomatic battle with Israel after President Mahmoud Abbas said he would resubmit to the U.N. Security Council a resolution calling for the creation of a Palestinian state.The United States helped defeat the resolution, which also demands an Israeli withdrawal from the occupied West Bank, in a Security Council vote on Dec. 30. Abbas said on Sunday he hoped to resubmit the resolution "perhaps after a week".France, one of the Council's five permanent members, backed the resolution despite some reservations. France's parliament also backed Palestinian independence in a symbolic vote on Dec. 2 that underlined Europe's impatience with a stalled Middle East peace process.But Paris signaled concern that Abbas' diplomatic offensive -- he has also signed up to 20 international conventions including the Rome Statute of the International Criminal Court -- could harm chances for peace by antagonizing Israel."We are against the logic of letting this spiral (out of control)," Foreign Minister Laurent Fabius told reporters."While we think the Palestinians have the right to move the status quo, at the same time there has to be an effort to find a consensus solution. Hamas man sentenced by Israel to life for teen killings that led to Gaza war-Reuters-jan 6,15-yahoonews

JERUSALEM (Reuters) - An Israeli military court on Tuesday sentenced a Palestinian to life imprisonment over the killing of three Israeli youths, whose abduction in the occupied West Bank set off a chain of events leading to the 50-day Gaza war last summer.The court found that Hussam Kawasmeh, a member of the militant Hamas Islamist group, planned the abduction in which Eyal Yifrach, 19, and Gilad Shaer and Naftali Fraenkel, both 16, were shot dead while hitchhiking in the occupied West Bank in June.Kawasmeh was arrested in August and charged with murder. A three-judge panel sentenced him to three life terms, according to a court document released to the media.Two Hamas operatives suspected of having killed the youngsters after picking them up on a road near a Jewish settlement died in a firefight with Israeli forces at their West Bank hideout in September.The bodies of the three Israelis were found in the West Bank nearly three weeks after their disappearance.In an alleged revenge attack in July, a Palestinian teenager, Mohammed Abu Khudair, was abducted and burned to death in Jerusalem by three suspected Jewish assailants, who have since been charged with his murder.Khudair's death and sweeping arrests by Israel of suspected Hamas men across the West Bank led to clashes between Palestinians and Israeli police in East Jerusalem and cross-border rocket fire from the Hamas-controlled Gaza Strip.A seven-week-long Gaza war ensued in July and August in which, according to the Palestinian Health Ministry, more than 2,100 Palestinians, most of them civilians, were killed. Israel's Declaration of Independence was removed from its special preservation facility on Tuesday in a rare event meant to photograph the cornerstone document establishing the renascent modern Jewish state of Israel.The scroll, which enshrines Israel's status as a Jewish and democratic country, was removed in a joint initiative of the Israel State Archives and Israel Antiquities Authority. It was photographed with special technology developed for the Dead Sea scrolls so as to preserve the original appearance of the scroll for future generations.An advanced multi-spectral photographic system that allows shooting different exposures at various wavelengths - from the visible to the near infrared region of the spectrum - gives information ranging from the texture of the scroll's material to its ink and surface topography.The near infrared exposure will allow characters that have faded over time to be seen as well, showing a precise image of the scroll as it was at its creation - and the creation of the modern state."Today the scroll is stored in an environment with special lighting and temperature conditions, in a secure and guarded facility of the Israel State Archives," said State Archivist Dr. Yaacov Lozowick. "Until a decision is made regarding how the scroll is to be exhibited to the public, we will continue performing various operations aimed at documenting, revealing and preserving the scroll for future generations."Explaining the procedure on Tuesdsay, Lozowick said "today’s photography is another step in this process after last year when the archive, with the assistance of the Israel National Heritage - Landmarks program, digitally photographed the scroll in collaboration with Google.”"With the unique technology we developed at the Israel Antiquities Authority together with the best scientists in the world, and generous assistance of the Leon Levy and Arcadia Foundations, we are happy to help not only in preserving the material heritage from the distant past but the recent cultural heritage as well," said Pnina Shor, director of the Dead Sea Scrolls Project at the Israel Antiquities Authority.Shor remarked on the symbolism of the photographing, saying "it is exciting and symbolic to document the Declaration of Independence today, one of the cornerstones of the State of Israel, with technology developed specifically for the Dead Sea scrolls - the earliest Hebrew texts, two thousand years old, which were first discovered on the eve of the establishment of the state, at the time when the Declaration of Independence was written."Dr. Mordechai Naor, a writer and historical researcher, described the ceremony proclaiming the state of Israel in his recent book "Great Friday."In it, he noted "because the ceremony was held in Tel Aviv, some of the signatories were unable to arrive because Jerusalem was under siege, and they signed the scroll only a month later, in 'spaces' that were left them specifically for this purpose.""Because the guest lists have not been found to this day, it is not known exactly who the 300 individuals were that were invited to the ceremony proclaiming the state. One person that was almost not allowed to enter was the designated Minister of Justice Pinchas Rosenblüth (Rosen) who forgot to bring his invitation. It was only after Ze'ev Sherf, Secretary of the Situation Committee, intervened was he permitted to enter and thus was also able to sign the Declaration of Independence," revealed Naor.The Declaration of Independence is the first document declaring Jewish sovereignty since the time of the Hasmonean kingdom over 2,000 years ago.The scroll was read as a proclamation of independence, on Friday, the 5th day of Ayar, 5708 (May 14, 1948) in the Tel Aviv Museum, then located at 16 Rothschild Street in the house of the city’s first mayor, Meir Dizengoff. Twenty-five members of the Provisional State Council signed the declaration and twelve others who were in besieged Jerusalem signed it later. The scroll is 117 cm long and 29.7 cm wide. vatican city-The message Pope Francis was aiming to get across with the announcement of his choice of new cardinals was loud and clear and requires no interpretation in order to be understood. The internationalisation of the College of Cardinals has a precedent in the great Consistory called by Pius XII in February 1946, just after the end of World War II. Pius XII (Pope Pacelli), who had not created one single cardinal in the first six years of his Pontificate, suddenly nominated 32 of them. This was the largest batch of cardinals ever created in the history of the Church up until then and the record was kept until the 2001 Consistory called by Pope John Paul II.Putting together the list of new cardinals was no easy task for Pius XII, who was not used to taking spur-of-the-moment decisions but tended to take his time weighing up the pros and cons. “He talked to me about the creation of new cardinals more than once,” Fr. Wilhelm Heinrich one of Pius XII’s secretaries said in a statement during the process for Pope Pacelli’s beatification. “He found the whole process stressful and worrying as the choice of cardinals was not easy for him. He pondered on whom to choose, he asked for advice and substantial changes were often made to the list of names. He confided in me that the whole thing caused him such worry that it hounded him for weeks, at night time and in his sleep.”The first decision the Pope had to make was how many cardinals the sacred college should be composed of.  Should he increase the quota set by Sixtus V in 1586 with the Postquam verus Constitution? Pius XII decided not to. His successor was to do so. But what he was very undecided about, in relation to the cardinals’ nominations, were the abilities and merits of each candidate. He did not accept that a first class Nuncio should be created a cardinal simply because he was in charge of a particular see. He was of the same opinion when it came to residential sees, the so-called cardinalatial sees. After some years of service, a Nuncio could feel content and satisfied with the rank of titular archbishop. The third cause of his indecision was the need to take into account the growth of the Church in countries once considered to be missionary nations...”Only 4 out of 32 new cardinals in that post-war Consistory were Italian, just as many as those representing the US, three red birettas went to France, three to Germany and three to Spain; of the remaining 15, two went to Brazil and one to each of the following nations: Argentina, Armenia, Australia, Canada, Chile, China, Cuba, England, Mozambique, the Netherlands, Peru, Poland and Hungary. This was the first real internationalisation of the College of Cardinals. Among the new cardinals were the two German bishops who distinguished themselves the most for their efforts against Nazism: Berlin’s von Preysing and Münster’s von Galen. Both were pastors of dioceses that were traditionally seen as “cardinalatial sees”. Other prelates who played a key role in the fight against Nazism and anti-Semitism, also received the red biretta, for example, Adam Sapieha (Kraków) Jules-Géraud Saliège (Toulouse) and Johannes de Jong (Utrecht).At the 1939 Conclave that elected Pius XII Pope, almost half of the cardinals were members of the Roman Curia. This figure dropped to 24% in the 1946 Consistory but rose again in the years and pontificates that followed.Finally, it should not be forgotten that Benedict XVI had already made the shock decision to step down from the pontificate when in November 2012 he held his last Consistory, giving the red biretta to six new cardinals, none of them members of the Curia (James Harvey from the US became Archpriest of the Basilica of St. Paul). In the list, alongside Harvey, there was also the Lebanese Patriarch Béchara Boutros Raï, the Major Archbishops of Trivandrum (Syro-Malankar Rite, India) Baselios Cleemis Thottunkal, the Archbishop of Abuja (Nigeria) John Olorunfemi Onaiyekan the Archbishop of Bogotá (Colombia) Rubén Salazar Gómez and the Archbishop of Manila (Philippines) Luis Antonio Tagle. On that occasion, Benedict XVI decided to leave out a number of candidates from the so-called “cardinalatial sees” as well as the Prefect of the Congregation for the Doctrine of the Faith, Gerhard Ludwig Müller. The second Consistory of 2012 – Ratzinger’s last – came after the one held in February, when many Curia members had received nominations.

Pastors from the peripheries of the world, in many cases bishops of dioceses that had never had a cardinal before. This is a sign that Pope Francis intends to continue along the path he set out on a year ago: cutting down on the number of cardinals who are members of the Curia (on 14 February their number will drop from 30% to 27%); stopping the Cardinalate from being automatically connected to certain sees, that is the unwritten tradition of naming cardinals the archbishops of certain sees considered "cardinalatial sees"; and above all giving a voice to the southern part of the world, thereby allowing the true universality of the Church to increasingly shine through.The names on the list all appear to be very personal choices made by the Pope: the new cardinals learnt about their nominations on the television. The Italian, Edoardo Menichelli, found out through a friend who called up to tell him the news, which at first he believed to be a joke. The elderly Sardinian archbishop Luigi de Magistris, a pupil of Cardinal Ottaviani, was in Cagliari Cathedral listening to faithful’s confessions. Other “chosen-ones” were reluctant to believe journalists as they tried to get a statement. Nothing was leaked and even the timing of the announcement caught many by surprise.Francis clearly wants to restyle the future Conclave, bringing into the College of Cardinals pastor-electors who have first-hand experience of difficult contexts, in countries like Tonga and Myanmar that act as frontier lines, in regions torn apart by violence such as Morelia in Mexico and sometimes in small Churches or in areas where the Church represents a minority. In Italy, the Pope chose pastors from periphery Churches over bishops from the country’s biggest dioceses, Turin and Venice. Menichelli from Ancona and Francesco Montenegro from Agrigento. The former drives around his diocese in an old Fiat Panda and has started initiatives to help fragile marriages. The latter is the Bishop of Lampedusa and is right in the thick of the immigration problem. Three of the new cardinals are Italian, two of them are electors and one is over 80, which shows Francis’ attention for Italy.“Of one thing I am certain: Great changes in history were realized when reality was seen not from the centre but rather from the periphery,” Francis said just over a year ago during his meeting with religious superiors. The new nominations seem to set this in stone.The 15 new cardinal electors below the age of 80 come from 14 different countries. This number rises to 18 if we consider the five “outsiders” who cannot vote in a Conclave due to their age. If a Conclave is held to elect a new Pope, the electoral college will be made up of fewer Curia representatives and fewer Europeans, even though the list of names read out yesterday mentioned 5 European cardinal electors, 3 from Asia, 3 from Latin America, 2 from Africa and 2 from Oceania.No red birettas for the US and Canada, but North America was already well represented and the number of cardinal electors representing it remains stable. The Archbishop of Chicago Blaise Cupich and the Archbishop of Madris Carlos Osoro did not receive birettas. Both recently received nominations from Pope Francis and are believed to be especially close to him. So Francis wanted the unwritten rule of making archbishops wait if emeritus predecessors were under the age 80 (and therefore eligible to vote in a Conclave), to apply to everyone.Francis chose to include the Prefect of the Apostolic Signatura, Mamberti, a Curia member, in the list. He is still young by Vatican standards so Francis could have skipped him this time round but the fact he included him, indicates that Francis remains faithful to the standards set by John Paul II. Those who had a right to be receive the cardinalate in Francis’ Curia have received it. Meanwhile, heads of Pontifical Councils – which will be undergoing extensive reforms – did not receive it. The Curia will count less in the election of a Pope.

BRUSSELS - The prospect of an EU-US trade agreement was one of relatively few sources of comfort for EU lawmakers during the bloc’s struggling economy in 2013.Opening the first round of talks last July, European Commission officials and ministers spoke of a "debt free stimulus" that could be worth as much as €100 billion extra to the EU’s GDP. Many governments described the potential deal as "win-win".Trade officials concluded their seventh round of talks on the cumbersome-sounding transatlantic trade and investment partnership (TTIP) in Brussels in October 2014. Their plan to initial a draft agreement by the end of 2015 remains the goal.But in 2014, TTIP’s teflon coat started to wear off as politicians and trade negotiators got down to hard detail, while opponents of the talks got organised.

Backlash

The backlash came as a surprise to both the EU commission, which is negotiating on the EU’s behalf, and the Americans. No previous trade talks have attracted so much attention or controversy. But then no EU trade deal has come close in size and importance to TTIP.TTIP was always likely to be vulnerable to latent anti-Americanism in many EU countries. There were scare stories about the prospect of US chlorine-treated chicken and hormone-treated beef flooding European supermarkets.But rules on investor protection appear to pose the greatest risk to TTIP’s survival.Until recently, detailed knowledge of investor state dispute settlement (ISDS) was confined to corporate lawyers and trade negotiators. Outside these circles, few people had ever heard of it or understood it.

Investor disputes

The mechanism was designed in the 1960s by Germany, which now opposes its inclusion in TTIP, to let companies take legal action against governments on grounds of unfair treatment or discrimination in favour of domestic firms.Critics say that corporate lawsuits, or even the threat of them, could prevent governments from passing legislation in fields such as health and safety and environmental and social protection.The best-known case is an ongoing dispute between tobacco giant Philip Morris and the Australian government over Australia's plain packaging regime – a ban on cigarette advertising.The EU executive parked the issue by opening a public consultation on ISDS at the start of the year.In November, six months after the consultation closed, Cecilia Malmstrom, who replaced the abrasive Karel de Gucht as EU trade commissioner, told MEPs the commission is still evaluating its findings.The German and French governments have indicated that ISDS is unnecessary because investor rights are already safeguarded by national laws.It is a mark of how international trade has evolved that the main bone of contention is not tariffs or state subsidy for a particular sector but investor protection.

Already 1,400 agreements

The trouble is that EU governments have already signed up to more than 1,400 investment protection agreements, covering nearly half of the 3,000 such deals between governments around the world.The US ambassador to the EU, Anthony Gardner, laments that media reports on ISDS overestimate the importance of existing claims.The commission’s preference, and that of the Americans, is to keep the clauses in any deal. De Gucht was a vocal supporter, telling reporters in October that excluding ISDS would be “an absolute disaster”, while Malmstrom, has been more circumspect.But it now looks increasingly likely that MEPs will veto the entire TTIP agreement if ISDS is part of it.If so, the Juncker commission may conclude that keeping it in isn’t worth the risk. Lawmakers have mooted a possible compromise under which ISDS would be taken out of TTIP and dealt with as a stand-alone agreement - the same way the EU’s Charter of Fundamental Rights is attached to the Lisbon treaty.

Sceptical public

In her first speech on the trade talks as commissioner, Malmstrom hinted at a change of tack on how to sell TTIP to a sceptical public. She noted that striking an agreement with the US would help protect Europe's economy from the rising might of China.The strategic element – that a US deal would strengthen the EU’s hand in negotiations with China – is a new line to take.In the context of Europe’s declining share of world trade and the comatose state of global trade talks, many analysts view TTIP as a chance to shape regulatory standards across the world.If nothing else, the furore on investor protection has demonstrated the importance of political symbolism. The perception of the US as the holy land of low regulation and brutal multinationals is hard to shake.

The court of public opinion

TTIP’s path was always going to be longer and trickier than lawmakers cared to admit.Officials hope to reach agreement on a draft text before the end of 2015 and lawyers will have months to scrutinise it before MEPs get their hands on it. Ratification, if it comes at all, is unlikely to be completed before 2018.Unlike previous agreements it will have to pass the court of public opinion. One online petition against TTIP and a similar trade deal between the EU and Canada had over 1 million signatures in December.The fact that the talks have already generated thousands of metres of newsprint is a sign EU officials won't be able to deflect TTIP scrutiny by hiding behind technical small print.The story is already too big and too political for that.

BRUSSELS - As we enter 2015 it is worth taking another look at the political developments in the EU's neighbourhood.A glance shows us that democracy progress in the Eastern Partnership countries – Georgia, Moldova, Ukraine, Armenia, Azerbaijan, and Belarus – has been uneven.There are big differences between the six countries, although they are governed by the same EU policy – the Eastern Partnership Initiative.Nevertheless, looking at the trends in the past years, it seems the countries of the region can be divided into two groups.Moldova, Georgia, and Ukraine - which signed Association Agreements with the EU last summer - show higher standards of democracy than the other three countries; Armenia, Belarus, and Azerbaijan.

Moldova

In the past years Moldova has clearly been the frontrunner, showing higher standards of conduct of elections, political freedoms and human rights. It tops the latest European Integration Index for Eastern Partnership countries.The pro-European coalitions that have been running Moldova since 2009 demonstrated political will to reform and have achieved a lot.In the recent parliamentary elections, the pro-European parties again won a majority, though the vote was close this time.Moldova was also the first country in the region to adopt anti-discrimination legislation in line with EU requirements. It also made significant progress in fighting corruption and reforming the judiciary.

Georgia

Georgian political elites have also demonstrated willingness to integrate with the EU. Despite significant democracy shortcomings during Mikhail Saakashvili’s presidency, the country implemented certain reforms successfully and has begun to tackle corruption and to reform the judiciary and the public service.The pro-European coalition that has been in power since 2011 is continuing this course despite the most recent internal turmoil.In the latest edition of the Bertelsmann Stiftung’s Transformation Index (BTI), which analyses transformation processes towards democracy and a market economy in 129 developing and transition countries, Georgia made the largest gains in political transformation in the Eurasian region since 2011.

Ukraine

Ukraine, however, has been rocked by turbulence in recent years. The inability of the ‘Orange’ political elites to institutionalise democratic achievements led to the consolidation of authoritarian trends during the presidency of Viktor Yanukovych between 2010 and 2014.It was only due to the Euromaidan protests that that opportunities for reform arose.In October 2014 Ukraine managed to hold free and fair elections. Yet it remains a highly dysfunctional state which has to overcome corruption and promote the rule of law.

Armenia

In 2008, Armenia saw a brutal crackdown on peaceful protests against alleged electoral fraud yet it has since seen an improvement both in the conduct of elections and media freedom.The country also managed to make some progress on reforming the judiciary, fighting corruption and improving public administration.Armenia actively pursued rapprochement with Brussels until September 2013 when President Serzh Sargsyan announced that closer ties with the EU was no longer on his agenda.In October last year, Armenia became a member of the Eurasian Economic Union of Russia, Belarus and Kazakhstan.

Azerbaijan and Belarus

Azerbaijan and Belarus remain highly authoritarian states where human rights and political freedoms are suppressed.According to some estimates, there are around 142 political prisoners in Azerbaijan yet its position as an exporter of oil and gas allows the country to ignore criticism coming from the West.While Belarus is subject to EU sanctions, Azerbaijan enjoys extensive cooperation with the EU in the field of energy.Azerbaijan negotiated an Association Agreement with the EU but then dropped the idea and proposed an alternative strategic modernisation partnership. Brussels’ leverage in both countries is limited and the prospects of democratisation remain gloomy.

Civic engagement

Political will and a strong civil society combined with pro-EU public opinion appear to be key factors for successful democratisation. Moldova, Georgia and Ukraine serve as good examples.Where the survival of the regime is at stake, however, democracy has no chance of succeeding. Azerbaijan, Belarus, Armenia and Ukraine during the Yanukovych presidency demonstrate this very clearly.The political elites in these countries have sustained their power through clientelistic networks, corruption, and elimination of political freedoms. Liberalisation of the political environment would undermine the pillars that uphold the regime.Only a strong push from within such a system can challenge it.

Eastern partnership countries and democracy

There is also an interesting relationship between the Association Agreements (AAs) with the EU and the state of democracy in the Eastern Partnership countries.Commitment to European integration and the political will to implement reforms seem to go hand-in-hand. The AAs serve both to recognise the reforms that have taken place in some of the eastern neighbourhood countries, and as a tool to push for further change. Georgia, Moldova and post-Euromaidan Ukraine have taken this path.From this perspective the gap between the three countries that have signed the AAs and the other three, which have opted for other arrangements, might grow over time.Iryna Solonenko is a DAAD/Open Society Foundations Scholar at the European University Viadrina, Frankfurt/Oder. NEW YORK (AP) — U.S. stocks fell on Tuesday, bonds rallied and the price of oil continued to fall.
Investors had some downbeat news on the economy to digest, as reports showed that growth in the service industry slowed last month and that factory orders fell in November.KEEPING SCORE: The Standard & Poor's 500 index was down 21 points, or 1.1 percent, to 1,998, as of 1:14 p.m. Eastern. The Dow Jones industrial average fell 193 points, or 1.1 percent, to 17,307. The Nasdaq composite dropped 66 points, or 1.4 percent, to 4,585.OIL SLIDE: U.S. crude continued to fall, dropping $1.84 to $48.19 a barrel on the New York Mercantile Exchange. The price of oil has fallen by more than half since trading as high as $107 in June. Brent crude, the global benchmark, was down $1.86 at $51.25 a barrel.IMPACT: The prolonged slide in oil prices should help economic growth by reducing energy costs, however investors worry that the large scale of the downturn could foretell a global economic slowdown. Also, as the price of oil falls, energy companies might cut jobs, put off investment or go out of business.THE QUOTE: "The overall situation in the economy is still relatively positive," said Randy Schwab, Managing Director of Trading and Derivatives with the Schwab Center for Financial Research. "But I do have a bit of a cautious perspective in the next couple of weeks, just simply because oil does not seem to be finding a floor."KORS FOR CONCERN: Michael Kors slumped $7.50, or 10.3 percent, to $65.40. Analysts at Credit Suisse cut their price target on the company's stock to $79 from $103 following what they described as a "dramatic" increase in promotional activity at the luxury retailer, suggesting that it is struggling to maintain its growth rates.FEWER ORDERS: A report that orders to U.S. factories fell for a fourth straight month in November stoked investors' concerns about growth. The Commerce Department said Tuesday factory orders dropped 0.7 percent in November after a similar 0.7 percent fall in October. The November weakness came from decreases in demand for primary metals, industrial machinery and military aircraft.The Institute for Supply Management said Tuesday that its services index fell to 56.2 last month, down from 59.3 in November.EUROPE'S DAY: Germany's DAX was flat and France's CAC-40 fell 0.7 percent. Britain's FTSE 100 lost 0.8 percent.EURO JITTERS: The possibility that Greece's anti-austerity Syriza party might win national elections this month has fed doubts about whether the country will stick to terms of its bailout and remain in the euro bloc. Meanwhile, a new survey showed that economic growth in the eurozone was weak at the end of 2014. The news helped keep pressure on the euro, which was down 0.2 percent to $1.1955, near a nine-year low.BONDS AND CURRENCIES: In government bond trading, the yield on the 10-year Treasury note fell back below 2 percent. Apart from a brief dip in the fall, it's the first time the note's yield has fallen below that level in more than 18 months. The yield on the note, which drops when prices rise, sank to 1.92 percent on Tuesday from 2.03 percent late Monday.The dollar declined to 118.75 yen from 119.44 yen.

Clinical trial starts at Ebola center for anti-viral drug-Associated Press-By JONATHAN PAYE-LAYLEH -jan 6,15-tahoonews

MONROVIA, Liberia (AP) — A clinical drug trial is now under way at a major health center in Liberia's capital to determine if a medication already used to treat other viruses could help those suffering from Ebola.The drug called brincidofovir is being tested in patients at the ELWA 3 center operated by Doctors Without Borders, the group said. Ebola, which has no licensed treatment or cure, has killed more than 8,000 people in West Africa over the past year."It must be stressed that it is not a miracle cure and it is still not known whether it will help patients survive the virus," the medical charity said in announcing the start of the drug trial this week.Brincidofovir is an antiviral drug being developed to treat several types of viruses, including one that infects patients undergoing bone marrow transplants.All new patients confirmed to be Ebola positive by blood test at the charity's ELWA 3 center will be informed about the trial and can decide whether they would like to participate, the group said. Those who opt out will receive the usual supportive care.Brincidofovir is not the only drug being considered for use in treating Ebola. Another drug — ZMapp — healed all 18 monkeys infected with the deadly virus in one recent study. Experimental doses of ZMapp also were given to several humans who suffered from Ebola before the manufacturer's supply ran out months ago. It was not known whether the doses of ZMapp helped the patients who recovered.A third drug — The TKM-Ebola injection, by Tekmira Pharmaceuticals of Canada — works by blocking genes that help the Ebola virus reproduce and spread. SURABAYA, 6TH JANUARY 2015 –AirAsia Indonesia wishes to provide an update regarding the latest development on the tenth day of search and rescue operation of QZ 8501 lead by The National Search and Rescue Agency (BASARNAS) Republic of Indonesia.The SAR operations continued around the focused area where the aircraft is most likely located. More than 40 vessels and 20 helicopters were deployed and focused to find the exact location of the plane’s wreckage as well as the black box.The weather was cloudy with light rain and waves at 2–3 meters. However, the underwater current is still strong around 4-5 knots and the visibility is still limited for the sea divers to identify more findings from under the sea.Indonesian National Armed Forces Commander, General Moeldoko visited the military base at Pangkalan Bun this afternoon, to inspect the search and evacuation operation which is still running today.This evening, BASARNAS also confirmed to recover two more remains from the focused search area. The two remains are still in Pangkalan Bun, waiting to be transported to Surabaya for further identification process.Meanwhile, the Disaster Victim Identification Police Department Republic of Indonesia (DVI POLRI) today announced that they have identified 3 more remains of QZ 8501 passengers as: Indra Yulianto (male), Hindarto Halim (male), Jou Brian Youvito (male). AirAsia Indonesia officially handed over the remains to the respective families at Bhayangkara Hospital, Surabaya this afternoon.To date, BASARNAS confirmed to have recovered a total of 39 remains of which 16 remains have been identified by DVI POLRI and 23 remains are still being identified.AirAsia would like to take this opportunity to urge the public seeking progress on the search and evacuation and identification process of QZ 8501 passengers to refer solely to official information from BASARNAS and DVI POLRI.Our thoughts and prayers remain with the families and friends of our passengers and colleagues on board QZ 8501.

PANGKALAN BUN, Indonesia: Recovery teams made patchy progress on Tuesday (Jan 6) in the search for bodies from the wreckage of AirAsia Flight 8501, finding the remains of just two more victims on the tenth day of operations.Hindered by rough seas, the teams have found fewer than 40 bodies since the plane crashed during a storm early on December 28, carrying 162 people from the Indonesian city of Surabaya to Singapore.Recovery workers are also yet to find the "black box" flight data recorders, crucial to determining the cause of the crash, although they have located five major parts of the plane on the seabed including a "suspected tail" - where flight recorders are usually housed.Divers were sent down to the sea floor during a break in the weather on Tuesday but they were struggling to investigate the wreckage, according to search official S B Supriyadi. "Some of them tried to dive but the bad weather hampered the diving operation," he told AFP from Pangkalan Bun, a town on Borneo island with the nearest airstrip to the wreckage."Divers haven't managed to get close to the large parts of the plane so far," he said.The operation has prioritised finding the bodies of the victims, all but seven of whom were Indonesian. All of the bodies found so far were spotted floating on the sea's surface, some still strapped into their seats, according to officials.The two bodies found on Tuesday brought the total recovered to 39, despite an extension to the area of sea being searched in the belief that debris and bodies may have drifted in strong currents.

BACKPACKS AND SHOES AMID DEBRIS

Indonesian navy commander Yayan Sofyan, whose warship Bung Tomo was the first to find debris last week, described to AFP some of the everyday objects they had recovered. "We found backpacks, suitcases, shoes, a chair for a baby," he said, adding that the search teams were determined to overcome the monsoon season weather to find more bodies."In our mind we just want to get the victims reunited with the rest of their families."Indonesia has ordered the suspension of aviation officials involved in the departure of the flight. It says the flight operated by AirAsia Indonesia was flying on an unauthorised schedule when it crashed.The airline, a unit of Malaysia-based AirAsia, has been suspended from flying the Surabaya-Singapore route -- although Singapore officials said they had given permission for the flight at their end. Indonesia's transport ministry also promised action against any domestic airlines violating their flying permits in the country, which has a patchy aviation safety record.The Indonesian meteorological agency BMKG has said weather was the "triggering factor" of the crash, with ice likely damaging the plane's engines. The initial report by BMKG into the likely cause referred to infra-red satellite pictures that showed the plane was passing through clouds with temperatures of minus 80 to minus 85 degrees Celsius.But it remained unclear why other planes on similar routes were unaffected by the weather, and other analysts said there was not enough information to explain the disaster until the flight recorders were recovered.In Surabaya, which was home to a number of the victims, a crisis centre has been up for identifying bodies and wakes have been held as they are returned to relatives.Eric Edi Santo lost his aunt and five other family members, but so far only two of their bodies have been found. JAKARTA: Bodies of AirAsia flight QZ8501 victims that have suffered extensive decay and deemed unrecognisable can be left to submerge in the water, said Istiqlal Mosque Grand Imam, Ali Mustafa Yakub.“If the victims have suffered extensive decomposition and are no longer recogniseable, best to leave the bodies to sink in the water,” said Ali Mustafa in an interview with Republika here, Sunday.Ali Mustafa also explained that people who died on board a vessel and requires longer time to be brought to the mainland, the human remains can be disposed in the ocean for the final resting.“If we wait until it (the body) reaches the mainland, the remains will smell,” he said.The method, he said was discussed in several Islamic kitab where the weighted body can be left to sink to the seabed. There the remain will be slowly buried by broken down further over months or years, depending on the acidity of the water.In today’s scenario, burial management is viewed crucial by using the existing state-of-the-art technology available.“Since we have the technology on conducting DNA tests, so best to bring the remains back to mainland,” he said.Ali also said that burials should be conducted as soon as possible following fardhu kifayah (communal obligatory) in Islamic teachings.

SURABAYA: Indonesia's National Police has given its assurance that it will not conduct a mass funeral for the victims of the ill-fated AirAsia flight QZ8501 which crashed on Sunday.According to its Chief General Sutarman, all victims will be identified before their families can claim the bodies.Sutarman was speaking to the families of flight QZ8501 victims where sternly disputed extensive media report regarding the alleged 'mass funeral'.“I will ensure all victims retrieved will be identifiedm too. No way, the mass funeral will occur as what was reported by the media, the news is hoax and the public should not take heed of it,” said Sutarman, during a press conference held at the Police Operation Centre (POLDA) in East Java, today.Sutarman has urged the victims' families to be patient as identification process remains delicate and requires long hours due to stringent investigation process.“If there are organs available, it will be faster, if there are only bones (left), we need longer time to process. There are the antamortem data available and we are certain that the identification process will be coherent and accurate,” he added.A total of 260 personnel from the Disaster Victim Identification (DVI) have been tasked to identify the victims’ remains. It has been reported that forensics experts from Singapore, Australia, South Korea and Saudi Arabia will be joining the team soon.On a more personal note, Sutarman also apologised to the family members for the imminent delay in the identification process.The identification process, he clarified is not done in Pangkalan Bun.At approximately 2pm (local time), Bhayangkara Police Hospital in Ahmad Yani Street, Surabaya has received 34 victims’ bodies. SURABAYA - Family members of passengers on the ill-fated AirAsia Flight QZ8501 have received an offer to board an Indonesian naval ship to visit the plane's search location.This is to "to lessen their sorrow and sense of loss", said Indonesia's armed forces chief Moeldoko on Monday.They will be ferried from Surabaya, where the AirAsia crisis centre for relatives is located, to Pangkalan Bun via military flight.Speaking at a press conference at the East Java police headquarters after he visited relatives at the crisis centre, General Moeldoko said he assured family members that the armed forces "is working hard (to find bodies and the plane wreckage) with friendly countries"."I told them to have trust in the armed forces that we are working hard," he said.Indonesia's police chief Sutarman said he also promised relatives that all bodies recovered will be identified."We are working to identify all bodies recovered, no matter the condition they arrive in, and to release them to their families," said Gen Sutarman.The Disaster Victim Identification team at the Bhayangkara hospital, 100m away from the crisis centre and where all recovered bodies will be taken to, now comprises 260 local and foreign forensic experts, he said.While fingerprint identification will take "just a matter of minutes", other methods of identification such as through dental records and DNA testing will take longer, he said.This is the first time both military and police chiefs are visiting relatives of the 162 people on board the ill-fated flight, which crashed in the Java Sea on Dec 28 while en route from Surabaya to Singapore.A total of 37 bodies have been recovered, with 34 of those brought to Bhayangkara hospital. Only nine have been released to their families. The other 25 remain in cold storage here, waiting to be identified by forensic experts working round the clock.

It badly damages the atmosphere with the very people with whom they ultimately need to make peace.”At the same time, Psaki also criticized Israel’s move to freeze the transfer of tax revenues to the PA in retaliation for its bid to join the ICC, saying it was a step “that raises tensions as others do.”Under American law, noted AP, any PA case against Israel at the court would trigger an immediate cutoff of U.S. financial support. Membership itself, however, doesn’t automatically incur U.S. punishment.Secretary of State John Kerry discussed the matter by telephone over the weekend with Israeli Prime Minister Binyamin Netanyahu. Shurat HaDin (Israel Law Center) has filed three more war crimes suit against Palestine Liberation Organization (PLO) officials in the International Criminal Court (ICC) in the Hague.The NGO says that while the Palestinian leadership can be indicted for terror acts carried out from 2002 onward, Israel can only be indicted for deeds done from the day the PLO joined the Rome Statute - the request to join was signed last week.The three new complaints, against PLO leaders Jibril Rajoub, Majid Faraj and Rami Hamdallah, follow the Israeli NGO's previous ground-breaking ICC complaints against Hamas leader Khaled Mashaal (filed in September) and against PLO and Palestinian Authority (PA) Chairman Mahmoud Abbas (filed in November) for war crimes and human rights violations.Shurat HaDin accuses the three Palestinian civilian officials of terrorism, torture and civil rights violations which are all international law offenses and actionable under the Rome Treaty of the ICC. Today's filings are the first war crimes complaints filed against senior Palestinian officials since PLO leader Mahmoud Abbas signed the Rome Treaty late last week.Jibril Rajoub is Deputy Secretary of the Fatah Central Committee and is second to Abbas within Fatah, a terrorist faction within the PLO. Majid Faraj is head of Palestinian General Intelligence while Rami Hamdallah was previously minister of the interior in the Palestinian Authority (PA), and now serves as prime minister.The Shurat HaDin complaint demands the investigation and arrest of Rajoub, contending that Rajoub was a leader of Fatah at the time the terrorist group was responsible for numerous rocket attacks on Israeli civilians, during the summer's Gaza War.Targeting civilians with deadly weapons constitutes a war crime under international law. Fatah has boasted on its Facebook page and in other social media that it – and not just Hamas or other factions – was responsible for launching rockets at Israel this summer.As a senior Fatah leader, Rajoub should be held responsible for the actions of his subordinates, who act according to the terrorist faction's policies and goals, said Shurat Hadin in a press release, noting that the terrorist rocket attacks from Gaza left numerous Israelis dead and injured.The complaint also alleges that Faraj and Hamdallah knowingly employ torture against ordinary Palestinians. As senior officials responsible for agencies within the Palestinian security apparatus, Faraj and Hamdallah are “liable for the widespread civil rights abuses and killings which were perpetrated by those agencies,” the NGO charged.The complaint requests that the Chief Prosecutor of the ICC investigate Faraj and Hamdallah for torture and murder and issue warrants for their arrest.

PLO 'playing with fire'

Shurat HaDin Chairperson Attorney Nitsana Darshan-Leitner explained that all three men can be prosecuted in the ICC for offenses dating back to 2002 because, “These PLO officials are all Jordanian citizens and Jordan has been a member of the ICC since its founding in 2002.”The ICC is empowered to exercise its jurisdiction over all acts committed by the citizen of a member state, wherever those acts are committed, from the date the state was granted membership.Darshan-Leitner noted that almost all of the PLO leadership possesses Jordanian citizenship. In deciding to sign the Rome Statute, she added, “The Palestinian leadership is playing with fire. The Palestine Authority can only file complaints going forward, because court jurisdiction over acts committed within its territory begins at the date that a state joins the court. Abbas can only complain about future events which occur in the presently undefined territory of the Palestinian Authority because Abbas attempted to join the ICC only now.“The Palestinian leadership, however, may be tried by the ICC for the many terrorist acts and human rights abuses, including the Second Intifada, for which they are responsible, dating back to 2002, because they are Jordanian citizens and that is when Jordan joined the court.”As such, she elaborated, the ICC is compelled to investigate the war crimes and international law violations perpetrated by the PLO officials who retain Jordanian citizenship immediately without waiting for the Palestinian Authority's membership application to be approved.According to Darshan-Leitner: “Abbas and his colleagues in the Hamas terrorist organization believe that the ICC is a weapon to be used against Israel, and that the crimes of Palestinian leaders against their own people and terrorist attacks against Israeli civilians will go unpunished. They want to consider legislation penalizing Iran and authorizing force against ISIS, Monday’s report noted.Last week, diplomats said Iran and the U.S. have tentatively agreed on a formula that Washington hopes will reduce Tehran’s ability to make nuclear arms by committing it to ship to Russia much of the material needed for such weapons, a report which was later denied by Iran.In another sign of progress, the two diplomats told AP that negotiators at the December round of nuclear talks drew up for the first time a catalog outlining areas of potential accord and differing approaches to remaining disputes.The diplomats said differences still dominate ahead of the next round of Iran-six power talks on January 15 in Geneva. But they suggested that even agreement to create a to-do list would have been difficult previously because of wide gaps between the sides.While Washington and its partners are hoping to clinch a deal with Iran by July that would set long-term limits on Iran’s enrichment of uranium and other activity that could produce material for use in nuclear weapons, Republicans say the Senate will vote within weeks on a bill to impose more sanctions on Tehran.

SURABAYA, 5TH JANUARY 2015 – Weather was still the primary challenge for today’s SAR operation lead by The National Search and Rescue Agency Republic of Indonesia (BASARNAS) with reported waves of 4 – 5 meters.The search area is currently focused in the east part of the Java Sea where more than 50 vessels, helicopters and more than 80 deep divers are observing the area.BASARNAS confirmed to have recovered 3 more remains from the SAR operations held today and more debris found in the area such as passengers seats and oxygen masks. The three remains are already arrived in Surabaya today for identification.Earlier this morning, Indonesian National Armed Force Commander, General Moeldoko, and Indonesian Police Chief, General Sutarman visited the crisis center at Bhayangkara Hospital, Surabaya. Both Generals came to extend their condolences to the families and relatives of QZ 8501 passengers.Indonesian National Armed Force Commander urged the families to be patient as the search and evacuation process is still underway supported by the navy, marines and air force. Families were also invited to join a ceremony to sow flowers around the search area, of which date will be announced later. As for this plan, Indonesian National Armed Force Commander will dedicate an aircraft, vessels and accommodation for the families.The Disaster Victim Identification Police Department Republic of Indonesia (DVI POLRI) announced that they have identified 4 more remains of QZ 8501 passengers as: Tony Linaksita (male), Shiane Josal (female), Lim Yan Koen (male) and Yongki Jou (male). AirAsia Indonesia officially handed over the remains to the respective families at Bhayangkara Hospital, Surabaya this afternoon.To date, BASARNAS confirmed to have recovered 37 remains, of which 13 remains have been identified by the Disaster Victim Identification Police Department of Republic of Indonesia (DVI POLRI) with 24 remains awaiting identification. Indonesian police identified them as 45-year-old Shiane Josal; 42-year-old Tony Linaksita; 61-year-old Lim Yan Koen; 53-year-old Yongki Jou. This means that of the 37 bodies retrieved so far, a total of 13 have been identified. As the massive search operation entered its ninth day, officials were hopeful for a break in poor conditions to send divers down to the area where large parts of the crashed Airbus A320-200 have been found.A total of 162 people were on board when the plane crashed into the sea during a storm on Dec 28, en route from the Indonesian city of Surabaya to Singapore."Hopefully the weather is good today so that the ROVs (remotely-operated underwater vehicles) and other instruments can be used and our divers can go to the seabed again," search and rescue official S B Supriyadi told AFP.He said he was hopeful they would find "all the parts" of the aircraft Monday and get its exact coordinates underwater."Yesterday when our divers went down, the visibility was very bad," Supriyadi added. HOPE TO FIND BLACK BOXES

"If the tail is upside down and the door to the black box is in the mud, we need to dig the sea floor and that's difficult. We are hoping the door to the black box is facing upwards so it is easier for us to fetch it."An initial report by Indonesia's meteorological agency BMKG suggested the weather was the "triggering factor" behind the accident.The report referred to infra-red satellite pictures that showed the plane was passing through cloud top temperatures of minus 80 to minus 85 degrees Celsius.But it remained unclear why other planes on similar routes were unaffected by the weather, and other analysts said there was not enough information to explain the disaster until the flight recorders were recovered.The operation has prioritised finding the bodies of the victims, of whom 155 were Indonesian, with three South Koreans, one Singaporean, one Malaysian, one Briton and a Frenchman - co-pilot Remi Plesel. Some of the bodies have been found still strapped into their seats.The daughter of the plane's pilot, Captain Irianto, made a televised plea late Sunday urging people not to blame her father."He is just a victim and has not been found yet. My family is now mourning," said Angela Anggi Ranastianis. "As a daughter, I cannot accept it. PANGKALAN BUN, Indonesia: Indonesia on Monday (Jan 5) ordered the suspension of aviation officials as it investigates the crash of AirAsia Flight 8501, also promising action against any domestic airlines violating their flying permits.The crackdown came as a major search in the Java Sea entered its ninth day, struggling in bad weather to find more bodies or the "black box" flight data recorders which are crucial to determining the cause of the disaster.Only three more bodies were recovered on Monday, bringing the total found to 37. A total of 162 passengers and crew were aboard the Airbus A320-200 on December 28 when it crashed en route from Indonesia's second largest city Surabaya to Singapore.Indonesia alleges the plane was flying on an unauthorised schedule. The transport ministry has now ordered airport and air navigation managers to "suspend the personnel involved" in the activity of Flight 8501, director general of air transport Djoko Murjatmodjo told reporters.AirAsia Indonesia, a unit of Malaysia-based AirAsia, has already been suspended from flying the Surabaya-Singapore route - although Singapore officials said they had given permission for the flight at their end.Murjatmodjo said they would halt any other airline found violating its permitted flight schedule in the country, which has a patchy aviation safety record. The initial report by BMKG into the likely cause of the crash referred to infra-red satellite pictures that showed the plane was passing through clouds with top temperatures of minus 80 to minus 85 degrees Celsius.But it remained unclear why other planes on similar routes were unaffected by the weather, and other analysts said there was not enough information to explain the disaster until the flight recorders were recovered.The transport ministry said at the weekend it would issue a circular insisting pilots were directly briefed by officials on weather conditions before flights, after reports that the AirAsia pilots had instead taken forecasts from the BMKG website.Search and rescue official S.B. JAKARTA - The chief of Indonesia's search and rescue agency Basarnas expressed optimism on Sunday that the black box of AirAsia Indonesia flight QZ8501 was located "not far" from five large objects the search operation had spotted in the Java Sea."The black box should not be far from the five significant objects we found," Mr Fransiskus Bambang Soelistyo told a media briefing at the agency's headquarters in Jakarta late on Sunday.Officials had believed they were close to a major breakthrough after pinpointing five large objects on the sea floor thought to be parts of the Airbus A320-200 jet this weekend.But Mr Bambang Soelistyo noted the ongoing difficulty facing the multinational recovery operation: "Our challeng is mud. Lots of mud at the sea bottom."Up to now, he said, no vessels had detected any signal beamed from the black boxes, or flight recorders.Mr Bambang Soelistyo also confirmed that 34 bodies had been found so far, eight days after the jetliner crashed en route from Surabaya to Singapore with 162 people onboard.All the bodies had been sent to the identification centre in Surabaya, Indonesia's second-largest city.He said five vessels with the ability to locate black boxes will be assigned on Monday. Search teams will focus on looking for the black box flight recorders of AirAsia Indonesia flight QZ8501, now that debris and bodies have been found in the Karimata Strait off the coast of Borneo. Search efforts are underway to find the black box of the plane which went down in the Java Sea with 162 people on board during its journey from Surabaya to Singapore on Dec 28. Finding the black box, which contains recorded information on the plane's final moments, will provide investigators clues to what could have happened. To find these black boxes, investigators listen for "pings" coming from them. So far, no ping has been detected, and reasons pointed out have been the bad weather and mud.

1. What is a ping?

It is a sound emitted by a device called the Underwater Locator Beacon that is fitted to the flight recorders found in the black box of a plane. The sound, which is inaudible to humans, helps investigators track the black box of a plane. The underwater locator beacon is also called an emergency locator beacon, or pinger.

2. How does the ping get heard?

The beacon gets activated once it is is submerged underwater. According to a user manual for such beacons, it trasmits an acoustic signal (the ping) at 37.5 kHz once every second. The pinging usually lasts 30 days after activation with a standard lithium battery. The ping is then picked up by a pinger locator. Pings can typically be picked up from about 3,000 to 6,000m away.

3. What is a pinger locator?

There are different kinds of pinger locators. Examples include the towed pinger locator, which is pulled by a vessel slowly, and the unmanned automonous underwater vehicle. The towed pinger locator is equipped with a sensor that recognises the pings up to 20,000 feet (6,100m) below the water surface. The autonomous underwater vehicle, which works like a robot, takes six times longer to cover the same area as the towed pinger locator, according to Reuters.

4. What makes it difficult to hear a ping?

The sound can be obscured by weather, noise or silt, CNN news reported. Given that the AirAsia plane crashed in shallow seas, experts say finding the boxes should not be difficult if the pingers, with a range of 2,000 to 3,000 metres, are working. The chief of Indonesia's search and rescue agency Basarnas Hernanto said: "Our challenge is mud. Lots of mud at the sea bottom."The weather also remained a problem. Reuters also reported that strong winds and four-meter high waves have kept progress "agonisingly slow".

5. Does a ping always lead to the location of the black box?

No. In the case of Malaysia Airlines flight MH370 which went missing on March 8 as it flew from Kuala Lumpur to Beijing, four pings were detected, and they were believed to be from the missing plane's black box.A search area was established based on the pings, but no black box was found. It was later decided that the area was not the "final resting place" of the plane. To date, no trace of the plane has been found and there is no explanation for its disappearance.

6. Can a black box be located even after the pinging stops?

Yes. The black boxes of Air France Flight 447 was not found until after its ping had expired. Two years after it went missing in 2009, the black boxes were found deep in the middle of the Atlantic Ocean. The black boxes were located by autonomous underwater vehicles. The flight, with 228 people on board, went missing over a large body of deep water. Search-and-rescue operations found debris and some of the bodies in the weeks following the crash, but the main wreckage and black boxes only much later. On the positive side, the depletion of the battery will not wipe out data. The plane wanted to take off but the APU (auxiliary power unit), which is the equipment that helped to start the engine, suddenly shut down," Sadikin said.The plane later landed safely at its destination in West Java after undergoing a check, Indonesia AirAsia chief executive Sunu Widyatmoko was quoted by local media as saying.Meanwhile, AirAsia boss Tony Fernandes lashed out at the initial media reports, calling the headlines "sensational" and "silly". PANGKALAN BUN/SURABAYA, Indonesia (Reuters) - Bad weather forced divers trying to identify sunken wreckage from a crashed AirAsia passenger jet to abort their mission on Sunday and Indonesian officials said they had not yet picked up any signals from the lost plane's "black box".Indonesia's meteorological agency has said seasonal tropical storms probably contributed to last Sunday's crash and the weather has persistently hampered efforts to recover bodies and find the cockpit voice and flight data recorders that may explain why the Airbus A320-200 plunged into the sea."Conditions did not allow diving operations," the head of Indonesia's search and rescue agency, Fransiskus Bambang Soelistyo, told a news conference in Jakarta. "Our priority is to dive in the location we suspect parts of the plane to be."Flight QZ8501 crashed into the Java Sea about 40 minutes after taking off last Sunday from Indonesia's second-largest city Surabaya en route for Singapore. There were no survivors.The main focus of the search is about 90 nautical miles off the coast of Borneo island, where five large objects believed to be parts of the plane -- the largest about 18 meters (59 feet) long -- have been pinpointed by ships using sonar."Based on past experience, the black box is not far from the plane debris we have found," Soelistyo said. BAD WEATHER

Both flight recorders are located near the tail of the Airbus, but it was unclear whether that part of the aircraft was among the debris found on the seabed."Based on the finding of pieces of debris it looks like the body of the aircraft split or cracked and was separated from its tail," said Air Force Lt Col Johnson Supriyadi, a search and rescue official co-ordinating the operation from the southern Borneo town of Pangkalan Bun.The suspected wreckage is lying in water around 30 meters deep, which experts say should make it relatively straightforward to recover.Nine ships from four countries have converged on the area, with teams of divers including seven Russian experts standing ready, but strong winds and four-meter high waves have kept progress agonizingly slow."There's a storm ... Earlier, four divers were transferred to (Indonesian navy ship) KRI Banda Aceh but they canceled the diving because the sea currents were too strong," said a Reuters photographer on board one vessel.Second Sergeant Akhyar of the search and rescue agency described what it was like being winched onto the deck of a ship to collect bodies in such conditions."The wind makes you spin and I'm quite light, so I get blown left and right, swinging," he said.

BODIES MAY BE IN FUSELAGE

Thirty-four bodies of the mostly Indonesian passengers and crew have so far been recovered, including some still strapped in their seats.
