BRUSSELS - Russians, Chinese, and people from the Middle East have shown the most interest in Malta's sale of EU passports so far.A spokeswoman for Henley & Partners, the British firm handling the controversial passport scheme, told EUobserver that “over 200” people from 30 different nationalities have applied since it got up and running in early 2014.She added that: “The main geographic areas from which applicants originate are the MENA [Middle East and north Africa] region, Russia, China, and South East Asia”.She also said the well-heeled applicants will bring in more than €200 million in foreign investment to the tiny Mediterranean state.None of them have passed due diligence tests, designed to weed out shady characters and being carried out by Henley and by Maltese authorities, so far.Henley noted that, on average, 25 to 30 percent of candidates fall by the wayside in similar schemes in other countries. ARBIL (Reuters) - Iran has supplied weapons and ammunition to Iraqi Kurdish forces, Kurdistan President Massoud Barzani said Tuesday at a joint press conference with Iranian foreign minister Mohammad Javad Zarif in Arbil, capital of Iraq's Kurdish region.The direct arming of Kurdish forces is a contentious issue, because some Iraqi politicians suspect Kurdish leaders have aspirations to break away from the central government completely. The move could also be seen by some as a prelude to Iran's taking a more direct role in broader Iraqi conflict."We asked for weapons and Iran was the first country to provide us with weapons and ammunition," Barzani said.Militants from the Islamic State have clashed with Kurdish peshmerga fighters in recent weeks and taken control of some areas on the periphery of Iraqi Kurdistan.Earlier in the day, a car bomb was detonated in a mainly Shi'ite district of eastern Baghdad, killing 12 people and wounding 28, police and medical sources said. Jeddah (Saudi Arabia) (AFP) - Saudi Foreign Minister Prince Saud al-Faisal discussed Tuesday regional developments and the fight against Islamic State jihadists with a senior Iranian official visiting his country's longtime regional rival, an Iranian diplomat said.The visit by Iran's Deputy Foreign Minister Hossein Amir-Abdollahian to the city of Jeddah was the first by a high-level official from Shiite Iran to Sunni Saudi Arabia since Hassan Rouhani became the Islamic republic's president in August last year.The meeting was "fruitful", Iran's representative at the Jeddah-based Organisation of Islamic Cooperation (OIC) Riza Hamid Dahqani told AFP.The diplomat, who attended the meeting, said that the two men discussed relations between both "neighbours", regional developments and "the challenges facing the region such as extremism and Israel's savage aggression" on Gaza Strip.They particularly discussed the situation "in Iraq and means to confront extremism and terrorism," said Dahqani, referring to IS jihadists, operating in Syria and Iraq.The Iranian diplomat did not elaborate on how Saudi and Iran could cooperate to stop the advance of the jihadists.The meeting comes as US media reported that Washington, which has launched air raids in northern Iraq against IS, could consider similar action against the group's fighters in Syria.Iran and Saudi are on opposite sides in the Syrian conflict, with Tehran backing President Bashar al-Assad and Riyadh supporting the rebels trying to topple him.Amir-Abdollahian visited Riyadh in June, but that was for an OIC meeting.Iran's financial daily Donya-e Eghtessad wrote: "It (the visit) is a step towards improving relations between Tehran and Riyadh."The authorities in Saudi Arabia had invited Iranian Foreign Minister Mohammad Javad Zarif, but he declined, citing the ongoing nuclear negotiations between Iran and the P5+1 powers.Donya-e Eghtessad also quoted Amir-Abdollahian as saying a Zarif trip to Riyadh should "be prepared and protocol must be respected".Rouhani has stated his wish to improve relations with Iran's neighbours, especially Saudi Arabia, the Gulf's other regional heavyweight.In June, Rouhani warned that Muslim states which funnel petrodollars to jihadist Sunni fighters wreaking havoc in Iraq will become their next target."I advise Muslim countries that support the terrorists with their petrodollars to stop," Rouhani said, referring to Saudi Arabia and Qatar which Tehran accuses of financing the jihadists."Tomorrow you will be targeted... by these savage terrorists. Although there were rumours, nobody was quite sure what had happened to Mr. Maguire until the RCMP showed up at his mother Patricia’s house a few months later. They said he was in Syria. They said he had travelled there on a one-way ticket.Since then, he has made no secret of his newfound extremism, writing online under the name Yahya Maguire that Canada was “evil” and that what he had done offered “the reward of jihad” and “the opportunity for martyrdom.”The 23-year-old, who once aspired to play in the NHL, is now one of dozens of Canadians under RCMP investigation after allegedly making their way to Syria, some to join extremist factions such as the Islamic State of Iraq and Al-Sham.The RCMP declined to comment on the case but friends and family told the National Post in interviews that police were investigating Mr. Maguire, who appears to have embraced the ISIS cause since leaving Ottawa in January 2013.The ISIS logo was the banner on his Facebook page and he wrote that opposing the so-called caliphate declared by the terrorist group was “apostasy.” He defended the destruction of shrines and said Christians had to convert to Islam “or face the sword.”“As a Muslim, I am not interested in interfaith relations with the Christians and Jews other than calling them to Islam before fighting them,” he wrote on Aug. 10. Like the others, he was approached by Canadian authorities following Mr. Maguire’s sudden departure. “Before he left, he didn’t seem like that type of guy.”Counter-terrorism officials say they are concerned that Canadian fighters who survive the conflicts in Syria and Iraq may return home to spread anti-Western radicalism and conduct terrorist attacks, but Mr. Maguire does not seem to want to leave.“He said he’s not coming back,” his aunt, Allison McPherson, said in the Ontario family’s first public comments about their plight. “My sister doesn’t expect that she will ever see him again, and probably won’t ever see him again alive.”As a boy, Mr. Maguire had a tough time, she said. After his mother left an abusive relationship and then suffered health problems, he was raised partly by his grandparents. “John is a very smart kid,” Ms. McPherson said, “but there was always something kind of closed off, and he kept to himself. And, of course, that’s exactly what these people are looking for — a bright guy, kind of a loner, needing a place to fit in.”According to his online profile, he went to Hillcrest High School in Ottawa and once wanted to be a hockey player or motocross racer. He left home for California for a few months but returned and enrolled at the University of Ottawa.During the fall 2012 term, he began musing on Twitter about the brutality of President Bashar Al-Assad, writing, “how can I sleep with what is happening in Syria.” But the friend said Mr. Maguire was not an activist and had displayed little interest in issues in the Muslim world.“Now we’re all just confused. What I’m trying to figure out is how it all began,” he said. Was he swayed by something he found on the Internet? Did someone influence him? Was he upset about events abroad? “I wish I knew what it was, and I wish I could have prevented it.”Another student, who also asked not to be named, said Mr. Maguire had confided he was leaving Ottawa, but did not say where he was going. He assumed he meant he was taking a vacation. Four or five months later, however, the RCMP contacted him and said Mr. Maguire was in Syria.“They wanted to know more about him, what type of individual he was, why do you think he left,” he said. He is not on the right path, there’s no doubt he’s with the wrong group,” he said. As a new Muslim, he may have been vulnerable to the influence of extremists, he said. “In my eyes he was misguided.”Despite being relatively new to his faith, Mr. Maguire recently sent a message to Calgary imam Syed Soharwardy, condemning him for calling Canadian ISIS members “brainwashed.” In the message, Mr. Maguire told Imam Soharwardy to keep silent and warned he could go to hell.“It seems to me he is very deeply into ISIS,” said the 59-year-old imam, who protested the terror group with a 48-hour hunger strike last weekend. He said Mr. Maguire’s message was typical of extremists, who rely on false interpretations of scripture, over confidence and passing judgment on others.The RCMP laid the first criminal charges related to the Syrian conflict last month. Hasibullah Yusufzai, 25, of Vancouver was charged with a terrorism-related offence. Damascus (AFP) - The United States has begun reconnaissance flights over Syria to track Islamic State jihadists but insisted Tuesday it has "no plans" to coordinate with Syria on targeting the militants.Numerous sources said foreign drones have been seen over Syria, with the Syrian Observatory for Human Rights reporting that "non-Syrian spy planes" had on Monday carried out surveillance of IS positions in the eastern province of Deir Ezzor.The surveillance is seen as a precursor to possible US air strikes on positions of the jihadists, similar to those being carried out in neighbouring Iraq.It comes after Syrian President Bashar al-Assad's regime said on Monday it was willing to work with the international community, including Washington, to tackle extremist fighters.But American officials said they did not plan to coordinate with Damascus on targeting IS militants in Syria, despite Syrian insistence that any military action on its soil must be coordinated in advance."There are no plans to coordinate with the Assad regime as we consider this terror threat," White House spokesman Josh Earnest said in Washington on Tuesday.International concern about IS has been rising after a lightning offensive by the group through parts of Iraq and a string of brutal abuses, including the murder of US journalist James Foley.The United Nations has accused IS and affiliated groups in Iraq of acts that could amount to crimes against humanity.On Monday, Damascus said for the first time that it was willing to work with the international community, including the United States and Britain, to tackle IS and Al-Qaeda's Syrian affiliate Al-Nusra Front.But Foreign Minister Walid Muallem also made it clear that Syria would not accept unilateral military strikes by the United States or any other country."Any violation of Syria's sovereignty would be an act of aggression," he said.
- Damascus seeks cooperation -
There have been few signs that the international community is willing to work publicly with Assad's regime, which has been engaged in a brutal effort to put down an uprising that began in March 2011.Washington has accused the regime of using chemical weapons against his own people and carrying out other widespread abuses.However, sources in Damascus told AFP on Tuesday that the US is sharing intelligence garnered through its reconnaissance with Damascus through Iraqi and Russian channels."The cooperation has already begun and the United States is giving Damascus information via Baghdad and Moscow," one source close to the issue said on condition of anonymity.The US began air raids against IS in neighbouring Iraq on August 8, in a bid to roll back its advances.The US conducted two air strikes near Irbil on Tuesday, destroying two IS armed vehicles and damaging another, US Central Command said.But US Chairman of the Joint Chiefs of Staff General Martin Dempsey has acknowledged that the group cannot be defeated "without addressing that part of the organisation that resides in Syria".The White House says no decision has been taken on whether to carry out air strikes in Syria, although US aircraft have already entered Syrian airspace covertly at least once for a failed mission to rescue hostages including Foley.

Foley's murder and advances by IS in both Syria and Iraq have heightened fears about the group, which emerged from Al-Qaeda's one-time Iraqi affiliate but has since parted ways.On Sunday, IS cemented its control over an entire province in Syria for the first time, seizing the Tabqa military airport in a bloody battle that killed hundreds of people.The air base was the last outpost controlled by the Syrian military in Raqa province, which has now become an IS stronghold.The group has also advanced in recent days in northern Aleppo province and controls territory in the oil-rich eastern province of Deir Ezzor.Syrian war planes launched at least 12 raids using precision rockets against IS positions in Deir Ezzor on Tuesday, according to the Britain-based Syrian Observatory for Human Rights NGO.In Iraq, the group has seen its momentum curbed in some areas by Kurdish forces backed by American air strikes, but it still holds significant areas that federal troops are struggling to regain.On Tuesday, Iraq's air force carried out strikes against IS jihadists who have for months besieged the town of Amerli, where residents are short on food and water and face a "possible massacre"."The people are still besieged and stranded there," said Eliana Nabaa, spokeswoman for the UN mission in Iraq.There is "no possibility of evacuating them so far," and only limited humanitarian assistance is reaching the town, she said.

Tripoli (AFP) - The United Arab Emirates and Egypt secretly bombed Islamist militia in Libya, apparently catching Washington off guard, as turmoil in the North African country deepened with the Islamists naming a rival premier.The US government said on Tuesday that the UAE and Egypt were behind last week's two deadly night raids on Islamist positions near Tripoli airport."We do believe there were air strikes undertaken in recent days by the UAE and Egypt inside Libya," Pentagon spokesman Rear Admiral John Kirby told a news conference.The State Department also confirmed the air attacks but officials would not say whether Washington was notified in advance.An Emirati official told AFP only that his country had "no reaction" to the report, while Egyptian Foreign Minister Sameh Shoukri on Tuesday denied any "direct" role by his country.The air strikes signalled a step towards direct action by regional Arab states that previously have fought proxy wars in Libya, Syria and Iraq in a struggle for power and influence.Islamist forces in Libya alleged at the weekend that Egypt and the UAE were behind the air raids.Earlier, two US officials told AFP the United States did not take part or provide any assistance in the bombing raids, although they could not confirm that Egypt and the UAE had left Washington totally in the dark about the attacks.The first strikes, on Monday last week, focused on militia targets in Tripoli, including a small weapons depot, according to a New York Times report on Monday.A second round south of the city early Saturday targeted rocket launchers, military vehicles and a warehouse, it said.Those strikes may have been a bid to prevent the capture of the airport, but the Islamist militia forces eventually prevailed anyway.

Freetown (AFP) - The United Nations warned Tuesday of a looming food crisis in eastern Sierra Leone, under lockdown since the Ebola-hit west African nation announced a state of emergency.The UN's Food and Agricultural Organization (FAO) said many of the deaths in Kailahun district, at the epicentre of the outbreak, had been among those aged 15 to 45, leading to an acute shortage in farm labour.An FAO report written at the end of a 10-day study of the district concluded that a government ban on fairs and other public gatherings had "prevented farmers assembling in large numbers to undertake large scale farming"."Hikes in prices of consumer goods have made people feed on cassava, bush yam, banana and maize, with many farmers mortgaging their plantations to make ends meet," the report said.The report said there was a shortage of safe crop seeds in Kailahun, where the main export is coffee and cocoa, resulting from the disinfections of households where Ebola deaths had occurred.Impoverished Sierra Leone has been hit hard by the outbreak sweeping across west Africa, with 910 cases of the deadly haemorrhagic fever and 392 deaths, almost all in the east.President Ernest Bai Koroma appealed to the international community two weeks ago for help to fill an $18 million (13 million euro) shortfall in funding to battle the Ebola epidemic.The president announced a raft of measures as part of a state of emergency in July, including quarantining Ebola-hit eastern districts and cancelling foreign trips by ministers.The move came in response to a spike in cases of infection by the virus, which has killed more than 1,400 people in Sierra Leone, Guinea, Liberia and Nigeria since the start of the year."Farmers have not been able to harvest their crops planted since May because of the Ebola outbreak," an agriculture ministry spokesman told AFP."The outbreak has hit the farming community the hardest."Jesse Olu John, president of the National Federation of Sierra Leone Farmers, told AFP pests had destroyed crops in Kailahun as labourers had been unable to tend their fields."Most of the farmers have lost wives, children or loved ones. The secretary-general of the federation, Idrissa Magbity, has also died," he said.

(Reuters) - A system to provide early warnings of earthquakes such as the one which shook California's wine country this week is planned and ready to go, but two years after the scientific work finished, the funding is still being lined up.California passed a law last year to start the system, but did not appropriate the money needed to build it.A system to cover California, Washington and Oregon would cost $38 million, according to the U.S. Geological Survey (USGS).Had money been available two years ago, the system would likely have been finished by Sunday, when the largest earthquake in the region in 25 years injured more than 200 people and damaged buildings around the city of Napa, said Doug Given, earthquake early warning coordinator for the USGS."We don't have the funding to move it forward yet," he said.The technology, which can provide a few seconds to halt a speeding train or stop elevators before seismic waves hit, would not have helped residents near the epicenter, where shaking happened too quickly to warn anyone.Similar systems are already in place in Japan and Mexico. When a magnitude 9.0 earthquake struck eastern Japan on March 11, 2011, people in Sendai, a city of about 1 million that was the closest big city to the epicenter, had more than 10 seconds to prepare. But those living in the coastal town of Ishinomaki, nearer to the epicenter in the seabed, had only 2 seconds’ warning before tremors began, according to the Japan Meteorological Agency.Sensors pick up a tremor from shallower and faster-moving waves, known as "P-waves". A meteorological agency uses that data to estimates the location and intensity of shaking from so-called "S-waves", which are deeper and cause actual motion on the ground. Japan began developing an earthquake warning system after the devastating 1995 Kobe temblor, which caused 6,000 deaths and more than 30,000 injuries, and went online in 2004. When sensors pick up a tremor, the public is warned via television and radio stations, as well as by cellphone alerts and through loudspeaker systems.In California, the system would piggy-back on an existing network of 400 earthquake monitoring sensors. Scientist envision doubling that to 800 sensors and sending alerts to residents, public utilities and others.David Oppenheimer, who directs the Northern California Seismic Network for the USGS, said a few seconds would be enough to open a fire station's doors so rescue engines are not trapped inside should a power outage render them inoperable.USGS scientists have been working on a system for western states for years in cooperation with the California Institute of Technology and the University of California, Berkeley, among others.A report released by Given's group in May said the $38 million system for California, Washington and Oregon would cost $16 million annually to operate. A California-only system would cost $23 million to build.But funding from federal and state sources has been slow.California U.S. Senator Dianne Feinstein on Monday called for federal funding."An integrated early warning system is essential to save lives and property," Feinstein said. "What we need is the political resolve to deploy such a system."California state senator Alex Padilla, who represents part of the Los Angeles area hit by the deadly 1994 Northridge earthquake, said scientists complained to him about difficulty obtaining federal funding nearly two years ago.Governor Jerry Brown signed a law last year directing state emergency services officials to develop a system for California using outside funding, which Padilla said the state was working to identify."It wasn’t my preference but given what the state has been through for the past decade and the impact on the state’ budget, a lot of leaders were wary (of using state funds)," Padilla said.

BRUSSELS - Russians, Chinese, and people from the Middle East have shown the most interest in Malta's sale of EU passports so far.A spokeswoman for Henley & Partners, the British firm handling the controversial passport scheme, told EUobserver that “over 200” people from 30 different nationalities have applied since it got up and running in early 2014.She added that: “The main geographic areas from which applicants originate are the MENA [Middle East and north Africa] region, Russia, China, and South East Asia”.She also said the well-heeled applicants will bring in more than €200 million in foreign investment to the tiny Mediterranean state.None of them have passed due diligence tests, designed to weed out shady characters and being carried out by Henley and by Maltese authorities, so far.Henley noted that, on average, 25 to 30 percent of candidates fall by the wayside in similar schemes in other countries. ARBIL (Reuters) - Iran has supplied weapons and ammunition to Iraqi Kurdish forces, Kurdistan President Massoud Barzani said Tuesday at a joint press conference with Iranian foreign minister Mohammad Javad Zarif in Arbil, capital of Iraq's Kurdish region.The direct arming of Kurdish forces is a contentious issue, because some Iraqi politicians suspect Kurdish leaders have aspirations to break away from the central government completely. The move could also be seen by some as a prelude to Iran's taking a more direct role in broader Iraqi conflict."We asked for weapons and Iran was the first country to provide us with weapons and ammunition," Barzani said.Militants from the Islamic State have clashed with Kurdish peshmerga fighters in recent weeks and taken control of some areas on the periphery of Iraqi Kurdistan.Earlier in the day, a car bomb was detonated in a mainly Shi'ite district of eastern Baghdad, killing 12 people and wounding 28, police and medical sources said. LOS ANGELES (Reuters) - An American man suspected of fighting with Islamic State militants operating in Iraq and Syria has been killed in the region, a U.S. security official said on Monday.The official, who asked not to be identified, told Reuters that the FBI was investigating the death of 33-year-old Douglas McAuthur McCain.A spokeswoman for the U.S. State Department could not confirm media reports that McCain had been killed in Syria but said the department had been in contact with his family and was providing "all consular assistance."Family members told the Minneapolis Star Tribune that McCain's mother had been called by a State Department official reporting that he had been killed in Syria over the weekend.The newspaper said the family had been concerned with McCain's expressions of support of the Sunni Muslim militant group Islamic State, which has seized large areas of Iraq and Syria to the alarm of the Baghdad government and its allies in the West.NBC News reported that McCain was born in Illinois and moved with his family to the Twin Cities area, where he graduated from high school in the Minneapolis suburb of New Hope in 1999. He later moved to the San Diego area, where he attended community college.Attorney General Eric Holder said in July that U.S. intelligence agencies estimate around 7,000 of roughly 23,000 violent extremists operating in Syria are foreign fighters, including dozens of Americans.Holder said federal prosecutors had opened fewer than 100 investigations into American citizens who may have traveled to Syria or Iraq to fight.In May, a 22-year-old man from Florida carried out a suicide bombing in Syria's Idlib province, and a Denver woman was arrested in July on suspicion of trying to fly to Syria to support insurgents. Before he left Canada last year, John Maguire, a recent convert to Islam, told a student he knew from the University of Ottawa’s multi-faith prayer room that he would be going away, but he was uncertain about whether he was coming back.
Facebook John "Yahya" Maguire, a Muslim convert and former University of Ottawa student, is under RCMP investigation after he disappeared in January 2013 and turned up in Syria. On his Facebook page, he supports killing Christians and Jews who do not convert to Islam.“We’ll see,” he said.
Although there were rumours, nobody was quite sure what had happened to Mr. Maguire until the RCMP showed up at his mother Patricia’s house a few months later. They said he was in Syria. They said he had travelled there on a one-way ticket.Since then, he has made no secret of his newfound extremism, writing online under the name Yahya Maguire that Canada was “evil” and that what he had done offered “the reward of jihad” and “the opportunity for martyrdom.”The 23-year-old, who once aspired to play in the NHL, is now one of dozens of Canadians under RCMP investigation after allegedly making their way to Syria, some to join extremist factions such as the Islamic State of Iraq and Al-Sham.The RCMP declined to comment on the case but friends and family told the National Post in interviews that police were investigating Mr. Maguire, who appears to have embraced the ISIS cause since leaving Ottawa in January 2013.The ISIS logo was the banner on his Facebook page and he wrote that opposing the so-called caliphate declared by the terrorist group was “apostasy.” He defended the destruction of shrines and said Christians had to convert to Islam “or face the sword.”“As a Muslim, I am not interested in interfaith relations with the Christians and Jews other than calling them to Islam before fighting them,” he wrote on Aug. 10. Like the others, he was approached by Canadian authorities following Mr. Maguire’s sudden departure. “Before he left, he didn’t seem like that type of guy.”Counter-terrorism officials say they are concerned that Canadian fighters who survive the conflicts in Syria and Iraq may return home to spread anti-Western radicalism and conduct terrorist attacks, but Mr. Maguire does not seem to want to leave.“He said he’s not coming back,” his aunt, Allison McPherson, said in the Ontario family’s first public comments about their plight. “My sister doesn’t expect that she will ever see him again, and probably won’t ever see him again alive.”As a boy, Mr. Maguire had a tough time, she said. After his mother left an abusive relationship and then suffered health problems, he was raised partly by his grandparents. “John is a very smart kid,” Ms. McPherson said, “but there was always something kind of closed off, and he kept to himself. And, of course, that’s exactly what these people are looking for — a bright guy, kind of a loner, needing a place to fit in.”According to his online profile, he went to Hillcrest High School in Ottawa and once wanted to be a hockey player or motocross racer. He left home for California for a few months but returned and enrolled at the University of Ottawa.During the fall 2012 term, he began musing on Twitter about the brutality of President Bashar Al-Assad, writing, “how can I sleep with what is happening in Syria.” But the friend said Mr. Maguire was not an activist and had displayed little interest in issues in the Muslim world.“Now we’re all just confused. What I’m trying to figure out is how it all began,” he said. Was he swayed by something he found on the Internet? Did someone influence him? Was he upset about events abroad? “I wish I knew what it was, and I wish I could have prevented it.”Another student, who also asked not to be named, said Mr. Maguire had confided he was leaving Ottawa, but did not say where he was going. He assumed he meant he was taking a vacation. Four or five months later, however, the RCMP contacted him and said Mr. Maguire was in Syria.“They wanted to know more about him, what type of individual he was, why do you think he left,” he said. He heard Mr. Maguire had traveled to Damascus and then to Raqqa, a northern city under the control of ISIS, which has been waging a campaign of atrocities and attacks on religious minorities.Mr. Maguire appeared to be in Syria as recently as July 26, when he wrote on his Facebook page that he had seen “many dead soldiers from Bashar’s army.” Last week, his Facebook account said he was in Mosul, the Iraqi city occupied by ISIS, and he commented on the group’s beheading of James Foley.“Watch as the Arab leaders, munafiqeen [hypocrites] and moderates condemn the killing of the American journalist … yet are too spineless to speak about the thousands of Muslims killed by American aggression,” he wrote.FacebookJohn "Yahya" Maguire's Facebook account was taken down shortly after a reporter sent him a message requesting an interview. But on a social network account associated with his Twitter page, he explained at length his decision to relocate to a “land of jihad.”Canada was a country Muslims should “hate for the sake of Allah” because of its “support for the enemies of Islam,” notably the United States and Israel, and its “war against the Muslims in Afghanistan,” he wrote.“Evil is very prominent in Canadian culture, homosexuality, fornication and adultery are generally accepted, drugs and alcohol are easily accessible and widely accepted as being ‘normal,’ women and men are often not properly covered, music is widespread in public places.”He explained he had not sought his parents’ permission to travel abroad because jihad was “obligatory” and “in this situation the son is to go for jihad regardless of what his parents say.” To please God “one should sacrifice what he has in the West and make hijrah [migration] to a land of jihad.”The student who knew him from the university prayer room said he had exchanged Facebook messages with Mr. Maguire following his departure from Canada but had eventually un-friended him after he posted photos of gunmen and a map of ISIS territory.“It sounds like the ideology of ISIS for sure. He is not on the right path, there’s no doubt he’s with the wrong group,” he said. As a new Muslim, he may have been vulnerable to the influence of extremists, he said. “In my eyes he was misguided.”Despite being relatively new to his faith, Mr. Maguire recently sent a message to Calgary imam Syed Soharwardy, condemning him for calling Canadian ISIS members “brainwashed.” In the message, Mr. Maguire told Imam Soharwardy to keep silent and warned he could go to hell.“It seems to me he is very deeply into ISIS,” said the 59-year-old imam, who protested the terror group with a 48-hour hunger strike last weekend. He said Mr. Maguire’s message was typical of extremists, who rely on false interpretations of scripture, over confidence and passing judgment on others.The RCMP laid the first criminal charges related to the Syrian conflict last month. Hasibullah Yusufzai, 25, of Vancouver was charged with a terrorism-related offence. Damascus (AFP) - The United States has begun reconnaissance flights over Syria to track Islamic State jihadists but insisted Tuesday it has "no plans" to coordinate with Syria on targeting the militants.Numerous sources said foreign drones have been seen over Syria, with the Syrian Observatory for Human Rights reporting that "non-Syrian spy planes" had on Monday carried out surveillance of IS positions in the eastern province of Deir Ezzor.The surveillance is seen as a precursor to possible US air strikes on positions of the jihadists, similar to those being carried out in neighbouring Iraq.It comes after Syrian President Bashar al-Assad's regime said on Monday it was willing to work with the international community, including Washington, to tackle extremist fighters.But American officials said they did not plan to coordinate with Damascus on targeting IS militants in Syria, despite Syrian insistence that any military action on its soil must be coordinated in advance."There are no plans to coordinate with the Assad regime as we consider this terror threat," White House spokesman Josh Earnest said in Washington on Tuesday.International concern about IS has been rising after a lightning offensive by the group through parts of Iraq and a string of brutal abuses, including the murder of US journalist James Foley.The United Nations has accused IS and affiliated groups in Iraq of acts that could amount to crimes against humanity.On Monday, Damascus said for the first time that it was willing to work with the international community, including the United States and Britain, to tackle IS and Al-Qaeda's Syrian affiliate Al-Nusra Front.But Foreign Minister Walid Muallem also made it clear that Syria would not accept unilateral military strikes by the United States or any other country."Any violation of Syria's sovereignty would be an act of aggression," he said.

There have been few signs that the international community is willing to work publicly with Assad's regime, which has been engaged in a brutal effort to put down an uprising that began in March 2011.Washington has accused the regime of using chemical weapons against his own people and carrying out other widespread abuses.However, sources in Damascus told AFP on Tuesday that the US is sharing intelligence garnered through its reconnaissance with Damascus through Iraqi and Russian channels."The cooperation has already begun and the United States is giving Damascus information via Baghdad and Moscow," one source close to the issue said on condition of anonymity.The US began air raids against IS in neighbouring Iraq on August 8, in a bid to roll back its advances.The US conducted two air strikes near Irbil on Tuesday, destroying two IS armed vehicles and damaging another, US Central Command said.But US Chairman of the Joint Chiefs of Staff General Martin Dempsey has acknowledged that the group cannot be defeated "without addressing that part of the organisation that resides in Syria".The White House says no decision has been taken on whether to carry out air strikes in Syria, although US aircraft have already entered Syrian airspace covertly at least once for a failed mission to rescue hostages including Foley.

Foley's murder and advances by IS in both Syria and Iraq have heightened fears about the group, which emerged from Al-Qaeda's one-time Iraqi affiliate but has since parted ways.On Sunday, IS cemented its control over an entire province in Syria for the first time, seizing the Tabqa military airport in a bloody battle that killed hundreds of people.The air base was the last outpost controlled by the Syrian military in Raqa province, which has now become an IS stronghold.The group has also advanced in recent days in northern Aleppo province and controls territory in the oil-rich eastern province of Deir Ezzor.Syrian war planes launched at least 12 raids using precision rockets against IS positions in Deir Ezzor on Tuesday, according to the Britain-based Syrian Observatory for Human Rights NGO.In Iraq, the group has seen its momentum curbed in some areas by Kurdish forces backed by American air strikes, but it still holds significant areas that federal troops are struggling to regain.On Tuesday, Iraq's air force carried out strikes against IS jihadists who have for months besieged the town of Amerli, where residents are short on food and water and face a "possible massacre"."The people are still besieged and stranded there," said Eliana Nabaa, spokeswoman for the UN mission in Iraq.There is "no possibility of evacuating them so far," and only limited humanitarian assistance is reaching the town, she said.

Tripoli (AFP) - The United Arab Emirates and Egypt secretly bombed Islamist militia in Libya, apparently catching Washington off guard, as turmoil in the North African country deepened with the Islamists naming a rival premier.The US government said on Tuesday that the UAE and Egypt were behind last week's two deadly night raids on Islamist positions near Tripoli airport."We do believe there were air strikes undertaken in recent days by the UAE and Egypt inside Libya," Pentagon spokesman Rear Admiral John Kirby told a news conference.The State Department also confirmed the air attacks but officials would not say whether Washington was notified in advance.An Emirati official told AFP only that his country had "no reaction" to the report, while Egyptian Foreign Minister Sameh Shoukri on Tuesday denied any "direct" role by his country.The air strikes signalled a step towards direct action by regional Arab states that previously have fought proxy wars in Libya, Syria and Iraq in a struggle for power and influence.Islamist forces in Libya alleged at the weekend that Egypt and the UAE were behind the air raids.Earlier, two US officials told AFP the United States did not take part or provide any assistance in the bombing raids, although they could not confirm that Egypt and the UAE had left Washington totally in the dark about the attacks.The first strikes, on Monday last week, focused on militia targets in Tripoli, including a small weapons depot, according to a New York Times report on Monday.A second round south of the city early Saturday targeted rocket launchers, military vehicles and a warehouse, it said.Those strikes may have been a bid to prevent the capture of the airport, but the Islamist militia forces eventually prevailed anyway.
- No 'direct' Egypt role -
The UAE -- which has spent billions on US-made warplanes and advanced weaponry -- provided the military aircraft, aerial refuelling planes and crews to bomb Libya, while Cairo offered access to its air bases, the Times said.Egypt's Shoukri said: "We have no direct tie to any military operation in Libya."
However, he told journalists in Cairo: "We help the Libyan armed forces by supplying their requirements for training."Egypt, Saudi Arabia and the UAE view Islamist militants in the region as a serious threat and have cooperated against what they see as a shared danger."I think this strike is the unsurprising result of a momentum we've seen building in Libya... and within the region amongst Egypt and these Gulf states," said Frederic Wehrey of the Carnegie Endowment for International Peace."I believe there was no consultation with the West," said Wehrey, a specialist on the Gulf, Libya and US policy in the Middle East.Abdulkhaleq Abdulla, political science professor at Emirates University, said: "The lesson of Syria still resonates... that you cannot depend on America or the West... America is no longer reliable."News of the raids came after Libya's Islamist-dominated General National Congress on Monday threw down the gauntlet to the interim government by naming a premier-designate to form a rival administration.The GNC, officially replaced earlier this month by a freshly elected parliament, selected pro-Islamist Omar al-Hassi to form a "salvation government", a spokesman said."The GNC dismissed (interim premier) Abdullah al-Thani as head of government and gave Omar al-Hassi a week to form a salvation government," Omar Ahmidan told journalists in Tripoli, where GNC members met.At the same time, Libya's new army chief Abdel Razzak Nadhuri declared "war on terrorists" after parliament, holed up 1,600 kilometres (1,000 miles) east of Tripoli in Tobruk, nominated him to tackle the unrest sweeping the nation.Thani rejected the GNC's decisions, saying: "The meeting was illegal, its decisions are illegal and the only legislative body is parliament."The Fajr Libya (Libya Dawn) mainly-Islamist alliance seized Tripoli airport at the weekend after weeks of skirmishes with nationalist militia who had controlled it since the overthrow in 2011 of long-time dictator Moamer Kadhafi.Fajr Libya, chiefly fighters from Misrata, east of Tripoli, on Tuesday rejected a call from Ansar al-Sharia, controllers of around 80 percent of the eastern city of Benghazi, to unite under one banner.They said in a statement published by the LANA news agency that they "respect the constitution and the peaceful transfer of power."Ansar al-Sharia is an Al-Qaeda inspired group that is on the US terror blacklist for its alleged role in a deadly 2012 assault on the US consulate in Libya's second city.

French Prime Minister Manuel Valls on Monday (25 August) tendered his government's resignation after more leftist ministers voiced criticism to what is being perceived as German-imposed austerity.
The embattled French President, Francois Hollande, whose popularity ratings are only 17 percent, accepted the resignation and tasked Valls to form a new cabinet by Tuesday, the Elysee palace said in a press release."The head of state has asked him [Valls] to form a team in line with the orientation he has defined for our country," the statement added - a reference to further budget cuts needed for France to rein in its public deficit.The rebel minister, Arnaud Montebourg, who had held the economy portfolio until Monday, over the weekend criticised his Socialist government for being too German-friendly."France is a free country which shouldn't be aligning itself with the obsessions of the German right," he said at a Socialist rally on Sunday, urging a "just and sane resistance".The day before, he gave an interview to Le Monde in which he claimed that Germany had "imposed" a policy of austerity across Europe and that other countries should speak out against it.Two more ministers, Benoit Hamon in charge of education and culture minister Aurelie Fillipetti, also rallied around Montebourg and said they will not seek a post in the new cabinet.In a resignation letter addressed to Hollande and Valls, Fillipetti accused them of betraying their voters and abandoning left-wing policies, at a time when the populist National Front is gaining ground everywhere.According to Le Parisien, Valls forced Hollande to let go of Montebourg by telling him "it's either him or me." Freetown (AFP) - The United Nations warned Tuesday of a looming food crisis in eastern Sierra Leone, under lockdown since the Ebola-hit west African nation announced a state of emergency.The UN's Food and Agricultural Organization (FAO) said many of the deaths in Kailahun district, at the epicentre of the outbreak, had been among those aged 15 to 45, leading to an acute shortage in farm labour.An FAO report written at the end of a 10-day study of the district concluded that a government ban on fairs and other public gatherings had "prevented farmers assembling in large numbers to undertake large scale farming"."Hikes in prices of consumer goods have made people feed on cassava, bush yam, banana and maize, with many farmers mortgaging their plantations to make ends meet," the report said.The report said there was a shortage of safe crop seeds in Kailahun, where the main export is coffee and cocoa, resulting from the disinfections of households where Ebola deaths had occurred.Impoverished Sierra Leone has been hit hard by the outbreak sweeping across west Africa, with 910 cases of the deadly haemorrhagic fever and 392 deaths, almost all in the east.President Ernest Bai Koroma appealed to the international community two weeks ago for help to fill an $18 million (13 million euro) shortfall in funding to battle the Ebola epidemic.The president announced a raft of measures as part of a state of emergency in July, including quarantining Ebola-hit eastern districts and cancelling foreign trips by ministers.The move came in response to a spike in cases of infection by the virus, which has killed more than 1,400 people in Sierra Leone, Guinea, Liberia and Nigeria since the start of the year."Farmers have not been able to harvest their crops planted since May because of the Ebola outbreak," an agriculture ministry spokesman told AFP."The outbreak has hit the farming community the hardest."Jesse Olu John, president of the National Federation of Sierra Leone Farmers, told AFP pests had destroyed crops in Kailahun as labourers had been unable to tend their fields."Most of the farmers have lost wives, children or loved ones. SACRAMENTO Calif. (Reuters) - A system to provide early warnings of earthquakes such as the one which shook California's wine country this week is planned and ready to go, but two years after the scientific work finished, the funding is still being lined up.California passed a law last year to start the system, but did not appropriate the money needed to build it.A system to cover California, Washington and Oregon would cost $38 million, according to the U.S. Geological Survey (USGS).Had money been available two years ago, the system would likely have been finished by Sunday, when the largest earthquake in the region in 25 years injured more than 200 people and damaged buildings around the city of Napa, said Doug Given, earthquake early warning coordinator for the USGS."We don't have the funding to move it forward yet," he said.The technology, which can provide a few seconds to halt a speeding train or stop elevators before seismic waves hit, would not have helped residents near the epicenter, where shaking happened too quickly to warn anyone.Similar systems are already in place in Japan and Mexico. When a magnitude 9.0 earthquake struck eastern Japan on March 11, 2011, people in Sendai, a city of about 1 million that was the closest big city to the epicenter, had more than 10 seconds to prepare. But those living in the coastal town of Ishinomaki, nearer to the epicenter in the seabed, had only 2 seconds’ warning before tremors began, according to the Japan Meteorological Agency.Sensors pick up a tremor from shallower and faster-moving waves, known as "P-waves". A meteorological agency uses that data to estimates the location and intensity of shaking from so-called "S-waves", which are deeper and cause actual motion on the ground. Japan began developing an earthquake warning system after the devastating 1995 Kobe temblor, which caused 6,000 deaths and more than 30,000 injuries, and went online in 2004. When sensors pick up a tremor, the public is warned via television and radio stations, as well as by cellphone alerts and through loudspeaker systems.In California, the system would piggy-back on an existing network of 400 earthquake monitoring sensors. Scientist envision doubling that to 800 sensors and sending alerts to residents, public utilities and others.David Oppenheimer, who directs the Northern California Seismic Network for the USGS, said a few seconds would be enough to open a fire station's doors so rescue engines are not trapped inside should a power outage render them inoperable.USGS scientists have been working on a system for western states for years in cooperation with the California Institute of Technology and the University of California, Berkeley, among others.A report released by Given's group in May said the $38 million system for California, Washington and Oregon would cost $16 million annually to operate. A California-only system would cost $23 million to build.But funding from federal and state sources has been slow.California U.S. Senator Dianne Feinstein on Monday called for federal funding."An integrated early warning system is essential to save lives and property," Feinstein said. "What we need is the political resolve to deploy such a system."California state senator Alex Padilla, who represents part of the Los Angeles area hit by the deadly 1994 Northridge earthquake, said scientists complained to him about difficulty obtaining federal funding nearly two years ago.Governor Jerry Brown signed a law last year directing state emergency services officials to develop a system for California using outside funding, which Padilla said the state was working to identify."It wasn’t my preference but given what the state has been through for the past decade and the impact on the state’ budget, a lot of leaders were wary (of using state funds)," Padilla said.
