Palestinian victims describe being used as shields by Hamas

Members of a Gaza family whose farm was turned into a "fortress" by Hamas fighters have reported that they were helpless to stop Hamas from using them as human shields. They described how for years Hamas has used their property and homes as shields for military installations from which to launch rockets into Israel, dig tunnels and store arms. According to the victims, those who tried to object were shot in the legs by Hamas.

The Israeli Air Force has struck terrorist targets in the Gaza Strip in response to rocket fire this afternoon, following Prime Minister Binyamin Netanyahu's order to strike back hard against the perpetrators.Sources in Gaza reported at least one IAF strike on an open area, which did not cause any injuries. It is possible the target was the site from where the rockets were launched, although this has not been confirmed.Palestinian sources say the Israeli airstrike response focused on the Gaza neighborhoods of Beit Hanoun and Beit Lahia. The Institute for National Security Studies head Maj. Gen. (res.) Giora Eiland on Tuesday criticized Israel's policy of retaliatory airstrikes to Hamas rocket attacks, instead proposing anotherl idea - responding to missiles by cutting off supplies.As terrorists in the Hamas enclave of Gaza renewed their rocket barrage on Tuesday afternoon in breach of the ceasefire, Eiland told Channel 2 that the current burst of terror does not necessarily mean Hamas wants to return to full combat.Rather, the general suggested that Hamas possibly intends to accompany the Cairo truce talks with rocket fire so as to strengthen its hand in the talks. Supporting this appraisal, Hamas spokesperson Moshir al-Masri hinted his group's possible responsibility for the rockets as a strategic ploy, saying shortly after the first salvo "if Israel wants calm, it must answer to the demands and rights of the Palestinians."Eiland criticized the current Israeli policy of responding to missile attacks with limited airstrikes on terror targets, a policy employed Tuesday after the initial salvo, and which he argued was ineffective.Instead of this tactic, Eiland offered a different stratagem - every time Gaza terrorists fire a rocket on Israel, according to the proposed policy, Israel would cut the transfer of supplies to the Hamas enclave."You don't give supplies to someone who is firing on you, that's an accepted fact between countries," noted Eiland.Even in the midst of Operation Protective Edge, Israel continued to transfer supplies to the Hamas stronghold. I’m a cop. A teenager is fatally shot by a police officer; the police are accused of being bloodthirsty, trigger-happy murderers; riots erupt. This, we are led to believe, is the way of things in America.It is also a terrible calumny; cops are not murderers. No officer goes out in the field wishing to shoot anyone, armed or unarmed. And while they’re unlikely to defend it quite as loudly during a time of national angst like this one, people who work in law enforcement know they are legally vested with the authority to detain suspects — an authority that must sometimes be enforced. Regardless of what happened with Mike Brown, in the overwhelming majority of cases it is not the cops, but the people they stop, who can prevent detentions from turning into tragedies.Working the street, I can’t even count how many times I withstood curses, screaming tantrums, aggressive and menacing encroachments on my safety zone, and outright challenges to my authority. In the vast majority of such encounters, I was able to peacefully resolve the situation without using force. Cops deploy their training and their intuition creatively, and I wielded every trick in my arsenal, including verbal judo, humor, warnings and ostentatious displays of the lethal (and nonlethal) hardware resting in my duty belt. One time, for instance, my partner and I faced a belligerent man who had doused his car with gallons of gas and was about to create a firebomb at a busy mall filled with holiday shoppers. The potential for serious harm to the bystanders would have justified deadly force. Instead, I distracted him with a hook about his family and loved ones, and he disengaged without hurting anyone. Every day cops show similar restraint and resolve incidents that could easily end up in serious injuries or worse.Sometimes, though, no amount of persuasion or warnings work on a belligerent person; that’s when cops have to use force, and the results can be tragic. We are still learning what transpired between Officer Darren Wilson and Brown, but in most cases it’s less ambiguous — and officers are rarely at fault. When they use force, they are defending their, or the public’s, safety.Even though it might sound harsh and impolitic, here is the bottom line: if you don’t want to get shot, tased, pepper-sprayed, struck with a baton or thrown to the ground, just do what I tell you. Don’t argue with me, don’t call me names, don’t tell me that I can’t stop you, don’t say I’m a racist pig, don’t threaten that you’ll sue me and take away my badge. Don’t scream at me that you pay my salary, and don’t even think of aggressively walking towards me. Most field stops are complete in minutes. How difficult is it to cooperate for that long? Don’t argue with me, don’t call me names, don’t tell me that I can’t stop you, don’t say I’m a racist pig, don’t threaten that you’ll sue me and take away my badge. Don’t scream at me that you pay my salary, and don’t even think of aggressively walking towards me.

I know it is scary for people to be stopped by cops. I also understand the anger and frustration if people believe they have been stopped unjustly or without a reason. I am aware that corrupt and bully cops exist. When it comes to police misconduct, I side with the ACLU: Having worked as an internal affairs investigator, I know that some officers engage in unprofessional and arrogant behavior; sometimes they behave like criminals themselves. I also believe every cop should use a body camera to record interactions with the community at all times. Every police car should have a video recorder. (This will prevent a situation like Mike Brown’s shooting, about which conflicting and self-serving statements allow people to believe what they want.) And you don’t have to submit to an illegal stop or search. You can refuse consent to search your car or home if there’s no warrant (though a pat-down is still allowed if there is cause for suspicion). Always ask the officer whether you are under detention or are free to leave. Unless the officer has a legal basis to stop and search you, he or she must let you go. Finally, cops are legally prohibited from using excessive force: The moment a suspect submits and stops resisting, the officers must cease use of force.But if you believe (or know) that the cop stopping you is violating your rights or is acting like a bully, I guarantee that the situation will not become easier if you show your anger and resentment. Worse, initiating a physical confrontation is a sure recipe for getting hurt. Police are legally permitted to use deadly force when they assess a serious threat to their or someone else’s life. Save your anger for later, and channel it appropriately. Do what the officer tells you to and it will end safely for both of you. We have a justice system in which you are presumed innocent; if a cop can do his or her job unmolested, that system can run its course. Later, you can ask for a supervisor, lodge a complaint or contact civil rights organizations if you believe your rights were violated. Feel free to sue the police! Just don’t challenge a cop during a stop.An average person cannot comprehend the risks and has no true understanding of a cop’s job. Hollywood and television stereotypes of the police are cartoons in which fearless super cops singlehandedly defeat dozens of thugs, shooting guns out of their hands. Real life is different. An average cop is always concerned with his or her safety and tries to control every encounter. That is how we are trained. While most citizens are courteous and law abiding, the subset of people we generally interact with everyday are not the genteel types. You don’t know what is in my mind when I stop you. Did I just get a radio call of a shooting moments ago? Am I looking for a murderer or an armed fugitive? For you, this might be a “simple” traffic stop, for me each traffic stop is a potentially dangerous encounter. Show some empathy for an officer’s safety concerns. Don’t make our job more difficult than it already is.Community members deserve courtesy, respect and professionalism from their officers. Every person stopped by a cop should feel safe instead of feeling that their wellbeing is in jeopardy. Shouldn’t the community members extend the same courtesy to their officers and project that the officer’s safety is not threatened by their actions?

(Reuters) - Funeral services are planned on Monday for an unarmed black teenager whose fatal shooting by a white policeman in Missouri has ignited more than a week of racially charged clashes in the St. Louis suburb of Ferguson.The violence has captured international headlines, raising questions about the state of U.S. race relations nearly six years after Americans elected their first black president.As lawyers for the family of Michael Brown, 18, announced plans on Tuesday for his funeral, U.S. lawmakers called for calm and a change in police tactics that have so far failed to soothe angry demonstrators.Police said they came under gunfire again overnight and made dozens of arrests despite the deployment of Missouri National Guard troops and the lifting of a curfew to allow protesters more freedom to demonstrate.There were at least 57 arrests on Monday night and into Tuesday, most on a charge of failure to disperse, according to the St. Louis County Justice Services Center. It said 15 of those arrested were from outside Missouri."The people who are rioting and looting are not the people who live in this area. They come down here and they wait for the action to start," said Arlando Travis, 38, owner of a local landscaping business."We overpoliced for a few days, and then we completely underpoliced," U.S. Senator Claire McCaskill, a Missouri Democrat who was traveling to Ferguson on Tuesday, told cable channel MSNBC. She said she was working with local leaders on new methods, such as screening for weapons and moving protest areas away from the business district to open green spaces.President Barack Obama said on Monday he told Missouri Governor Jay Nixon that use of the National Guard should be limited, and he also called for conciliation. Attorney General Eric Holder plans to visit Ferguson on Wednesday.Ferguson, a mostly black community of about 21,000 residents just outside St. Louis, has a history of racial tension. Blacks have long complained of police harassment and under-representation in city leadership.In a separate incident just miles (km) from the protests, a 23-year-old black man holding a knife was fatally shot by police on Tuesday, police told a news conference. They said two officers opened fire after the man ignored repeated calls to drop his weapon.

SIMMERING DIVISIONS

Public reaction to the police response in Ferguson was mixed nationally, showing divisions along color and political lines, according to a Reuters/IPSOS poll released on Tuesday.“There’s certainly not universal support on this particular issue – there’s a lot of divisiveness,” said IPSOS pollster Julia Clark.The online poll of 976 U.S. adults conducted from Friday to Monday showed a clear majority agreed the racial makeup of a police force should reflect the local community, and 78 percent said citizens should be able to record police making arrests and carrying out other duties.Tension boiled over 10 days ago after Brown was shot and killed while walking with a friend down a residential street on the afternoon of Aug. 9.The police refused to immediately release the name of the officer who killed Brown. They later identified him as 28-year-old Darren Wilson but have not provided details about why he fired multiple rounds at Brown.Wilson has yet to make a public statement, but investigators said he has been cooperative in interviews with detectives.The U.S. Department of Justice and the St. Louis County Police Department are both investigating the shooting. The county prosecutor's office said it could start presenting evidence to a grand jury on Wednesday to determine if Wilson will be indicted.Since the killing, thousands of protesters have taken over the site of the shooting and the nearby business district each night, chanting anti-police slogans and carrying signs calling for Wilson's arrest.Some journalists covering the confrontations have been hit by tear gas and arrested.On Tuesday, the Vienna-based Organization for Security and Co-operation in Europe, an intergovernmental security and human rights organization whose members include 57 countries including the United States and Canada, criticized the treatment of the journalists.On Monday night, some in the crowd hurled bottles, rocks and petrol bombs at officers, who responded by firing gas-filled canisters and a noise cannon to try to disperse the throng.State Highway Patrol Captain Ron Johnson, who was named to oversee security in Ferguson last week after the tactics of local police leadership were questioned, said officers had come under "heavy gunfire" but did not return it. NEW YORK (Reuters) - When calm and order is finally restored to Ferguson, Missouri, the city's leaders may find little room to maneuver to resolve an issue that has long inflamed racial tensions: traffic tickets.On the surface it would seem an easy fix for the mainly white police force simply to adopt a less aggressive policy on traffic stops, which overwhelmingly and disproportionately snare black motorists.That may be easier said than done, though.Traffic fines are the St. Louis suburb's second-largest source of revenue and just about the only one that is growing appreciably. Municipal court fines, most of which arise from motor vehicle violations, accounted for 21 percent of general fund revenue and at $2.63 million last year, were the equivalent of more than 81 percent of police salaries before overtime.The heavy reliance on these funds is emerging as a thorny issue for Ferguson following the Aug. 9 shooting of unarmed black teenager Michael Brown by white policeman Darren Wilson. Brown's death has sparked days of protests and nights of riots in the majority black community, many of whose residents complain about their treatment by Ferguson police."In the aftermath of this month's tragic events in Ferguson, the city will be forced to shift away from its increasing reliance on traffic fines as a revenue source," said James Parrott, chief economist at the Fiscal Policy Institute in New York. "Not only is it a self-defeating budget practice, but it has exacerbated racial tensions."Ferguson's finance director declined a Reuters interview request and referred inquiries to the city manager who was not immediately available for comment.The civil unrest has all but crippled the city of about 21,000, around a dozen miles north of downtown St. Louis, and has drawn an extensive and costly police response. Brown's family also has hired a legal team, raising the prospect that the city could face pricey litigation."One big unknown, aside from any potential lawsuit, is the tremendous cost of police overtime, which could lead to a troubling budget shortfall and force other tax and fee increases or service reductions," said Parrott.

STRIVING FOR BALANCE

Searching for other areas for revenue growth could prove an uphill task. The city describes itself as being in the midst of an "extraordinarily slow" economic recovery.Sales tax receipts, for instance, have been highly variable since the recession, frequently falling short of projections. While fiscal 2014 sales tax receipts were budgeted for a 4 percent increase to just over $6 million, this revenue source remains some 13 percent below its peak in fiscal 2006 of around $6.9 million."Local economic circumstances continue to improve slowly, but steadily," the city's latest budget said. "Unfortunately, this trend has not carried over to retail sales activity and sales tax collections."A property tax increase two years ago helped give an initial boost to that revenue line, but real estate taxes were forecast to dip slightly in the most recent budget year.While the city denies in its budget that it explicitly targets court fines as a revenue source, it notes city police have placed greater emphasis on traffic control in recent years."Due to a more concentrated focus on traffic enforcement, municipal court revenues have risen about 44 percent ... from those in full-year 2010-2011," its 2013-2014 budget says. This has been boosted in recent years by the use of traffic cameras.A study released last week by a group of St. Louis-area public defenders, ArchCity Defenders, detailed the perception of local black residents that they are singled out by the police for traffic stops and treated unfairly by the local courts."If you’re black, they’re going to stop you," the study quoted one traffic defendant as saying.In 2013, 86 percent of all Ferguson police traffic stops involved black drivers, the largest share since the Missouri Attorney General's Office began tracking the data in 2000. According to 2010 U.S. Census data, the city is 63 percent black and 34 percent white."If the city were to try to be seen as not targeting blacks, but maintain similar revenue levels, then it would probably have to pull over a much higher proportion of whites," said Jeff Smith, assistant professor at The New School and a former Missouri state senator.Arlando Travis, a 38-year-old owner of a landscaping business in Ferguson described how a friend of his, a minister, had been pulled over for a traffic stop."They see a 60-year-old and driving a $70,000 car and he can't find his insurance card ... he just forgot it, but they don't listen," Travis said. "The intelligence community is working as quickly as possible to determine its authenticity.""If genuine, we are appalled by the brutal murder of an innocent American journalist and we express our deepest condolences to his family and friends," she said.Islamic State militants also claimed in the video to be holding U.S. journalist Steven Sotloff and said his life depended on U.S. President Barack Obama's next move. The video was posted after Obama resumed air strikes in Iraq for the first time since the end of the U.S. occupation in 2011."The life of this American citizen, Obama, depends on your next decision," said a masked man in the video posted on social media sites, speaking English with a British accent as he held a prisoner the video named as Sotloff, who went missing in northern Syria while he was reporting in July 2013.Foley was kidnapped on Nov. 22, 2012, in Syria by unidentified gunmen.A Twitter account set up by Foley's family said on Tuesday: "We know that many of you are looking for confirmation or answers. FIERCE RESISTANCE

Earlier, Iraqi forces halted a short-lived offensive on Tuesday to recapture Tikrit, home town of executed dictator Saddam Hussein, due to fierce resistance from Islamic State fighters.Buoyed by an operation to recapture a strategic dam from the militants after two months of setbacks, Iraqi army units backed by Shi'ite militias launched their offensive shortly after dawn on Tikrit, a city 130 km (80 miles) north of Baghdad which is a stronghold of the Sunni Muslim minority.But officers in the Iraqi forces' operations room said by mid-afternoon that the advance had stopped.South of Tikrit, the government side came under heavy machinegun and mortar fire from the militants, a group of Arab and foreign fighters hardened by battle both in Iraq and over the border in Syria's civil war, the officers told Reuters.To the west, landmines and snipers frustrated efforts to get closer to the city center in the latest in a series of attempts to drive out the militants. Residents of central Tikrit said by telephone that Islamic State fighters were firmly in control of their positions and patrolling the main streets.Sunni Muslim fighters led by the Islamic State swept through much of northern and western Iraq in June, capturing the Sunni cities of Tikrit and Mosul as well as the Mosul Dam, a fragile structure which controls water and power supplies to millions of people down the Tigris river valley.On Monday, fighters from Iraq's Kurdish autonomous region said they had regained control of the hydro electric dam with the help of U.S. air strikes. DONETSK Ukraine/BERLIN (Reuters) - A gun battle broke out in the center of the rebel-held Ukrainian city of Donetsk and residents ran for cover from artillery fire on Tuesday, taking a government military offensive into the heart of the retreating pro-Moscow separatist rebellion.Russian President Vladimir Putin and his Ukrainian counterpart will meet next week for the first time in months to try to end their confrontation over the separatist rebellion in eastern Ukraine, their offices said.In a prelude to the talks between Putin and Ukraine's Petro Poroshenko, German Chancellor Angela Merkel is to visit the Ukrainian capital Kiev on Saturday, her office said, to show support for the Ukrainian government.A diplomatic solution would have to resolve a contradiction: with his troops advancing and victory possibly within reach, Poroshenko has little incentive to offer the kind of compromises that would allow Putin to achieve a face-saving deal.Donetsk has for months been the headquarters of Ukraine's separatist rebellion, with rebel flags flying over administrative buildings and where residents strolled along the main avenue lined with flower bed and fountains.On Tuesday afternoon, the center of the city was transformed into a battle zone.A Reuters reporter said intense shooting broke out. Five or six rebel gunmen ran through a shopping mall car park, ducking behind cars and firing their guns.It was not possible to determine at whom they were firing; there was no sign of Ukrainian troops and the rebels remained in control of the center.In a park near the rebel headquarters building, residents fled when they heard the sound of shelling nearby. Shops closed early, and cars with gunmen inside sped through the streets, ignoring red traffic signals.A few hours earlier, fighting broke out in Makiyivka, a neighborhood on the eastern edge of Donetsk that until Tuesday had not seen any combat.A resident of Makiyivka who gave his name as Svyatoslav said he had seen separatist fighters turning back an ambulance from the scene of the fighting, telling the crew there was no one left alive for them to treat."They're having to retreat, they're not able to stand their ground the way they want to," he said of the rebels.Ukrainian officials said their troops were also fighting rebels in the center of the other big separatist stronghold, the city of Luhansk, on the border with Russia.

DIPLOMACY

The conflict, which began when street protests put a Western-leading leadership in power in Kiev against Moscow's wishes, has dragged relations between Russia and the West to their worst level since the end of the Cold War.It has also triggered a round of trade sanctions and retaliatory measures which are hurting fragile economies both in Russia and in European Union states.Russia annexed the Ukrainian region of Crimea earlier this year. Since then, Kiev and its Western backers say Russia has been arming the anti-Kiev rebellion in Russian-speaking eastern Ukraine, an allegation that Moscow has denied.The offices of the Ukrainian and Russian presidents said both men would attend a meeting in the Belarus capital, Minsk, on Aug. 26, which is also to be attended by EU officials, and the leaders of Belarus and Kazakhstan.Officially, the meeting concerns relations between the EU and a customs union involving Russia, Belarus and Kazakhstan, but Ukraine will top the agenda.The meeting will be the first between Putin and Poroshenko since a fleeting encounter in Normandy, France, in June at commemorations of the World War Two D-day landings.European officials say privately that they will keep up pressure on Putin to not support the rebels, but at the same time Ukraine has to be persuaded not to ruthlessly press home its advantage on the battlefield.That could humiliate the Kremlin and force it into an unpredictable reaction, officials say.Stefan Meister of the Berlin-based German Council on Foreign Relations said Merkel would use her visit to Kiev to back Poroshenko, but also to test how flexible Kiev is willing to be to achieve a deal with Moscow."In order to get a compromise with Russia, you need movement from Ukraine. The fighting in eastern Ukraine has taken a heavy human toll. The United Nations says an estimated 2,086 people, including civilians and combatants, have been killed in the four-month conflict.That figure nearly doubled since the end of July, when Ukrainian forces stepped up their offensive and fighting started in urban areas.In Donetsk, artillery fire has struck apartment buildings, killing and wounding residents. Officials in Kiev deny they are firing heavy weapons at residential areas.A doctor at a maternity hospital showed Reuters a ward that she had set up in a cellar, for use when the shelling makes it too dangerous for mothers to give birth above ground.Luhansk has been largely cut off for weeks and is now in its 17th day without water and regular supplies of electricity which have hit mobile and landline phone connections.A statement issued by the press service of the Luhansk municipality painted a picture of misery and fear for inhabitants there."Overnight there was fresh shelling. The center of the town has seriously suffered particularly near the central market ... As a result of the armed clashes civilians have been wounded and killed. There is further destruction (of buildings)," it said.Fires had broken out in several places after shelling. Only vital foodstuffs were on sale. "Bread is being sold from vehicles, with big queues forming ... Interrupted supplies of food, medicines and fuel to Luhansk is a particularly acute problem," the statement said.Some of the people who fled the fighting crossed the border into Russia and were gathered at a refugee camp near the Russian village of Donetsk.Roman Dubchak, 40, a coal miner from east Ukraine, said he fled with seven of his family members, including his disabled father and three children."We have nothing left: no job, no cash and no accommodation. We are heading nowhere," he said at the refugee camp, sitting near a tent. TORONTO - Ontario won't allow turban-wearing Sikhs to ride a motorcycle without wearing a helmet, a decision the Canadian Sikh Association called "deeply" disappointing.Premier Kathleen Wynne wrote to the organization last week, saying she had struggled with striking the right balance between public safety and religious accommodation."After careful deliberation, we have determined that we will not grant this type of exemption as it would pose a road safety risk," she wrote in the Aug. 14 letter."Ultimately, the safety of Ontarians is my utmost priority, and I cannot justify setting that concern aside on this issue."The mandatory helmet law is based on extensive research that shows the high risk of injury and death for motorcyclists who ride without a helmet, she added. Mortality rates have gone down 30 per cent and head injury rates down 75 per cent in jurisdictions with such laws.Courts have also found that Ontario's law doesn't infringe on the Charter of Rights and Freedoms or the Ontario Human Rights Code, she said.The association has been a strong advocate for an exemption and presented "compelling arguments," Wynne wrote."However, the Ontario government has carefully monitored, and considered, the soundness of accommodating your position, drawing on relevant academic research, key legal decisions, and consultations with caucus and the community."The organization said it felt let down by the Liberal government, which had promised to bring in legislation that would provide the exemption."In all our discussions and meetings and consultations, we were given the understanding, assurances, commitment that we will be moving forward on this," said Manohar Singh Bal, secretary of the association.Members of all three parties as well as other high-profile Canadian politicians, such as former premier Bob Rae, all support the exemption, he said. Former transportation minister Glen Murray promised to introduce a bill sometime in March or April this year."The premier has reversed her position, I will say, or has not followed through on the understandings and commitments that she gave," Bal said.British Columbia, Manitoba and the United Kingdom have all enacted legislation that allows turban-wearing Sikhs the right to ride a motorcycle, he said.Wearing a turban is part of their religion and dress code, he said. They can't go out in public without wearing one."It's part of their very being as a person," Bal said.Ontario Provincial Police allowed its uniformed officers to wear turbans long ago, but the province won't grant Sikhs equality when it comes to the helmet law, he said."It's mindboggling how they pick and choose where they want to accommodate Sikhs and where they don't want to accommodate Sikhs," he said."It's just like we're at the mercy of the majority that they will pick and choose which rights we are entitled to and which rights we are not entitled to, and this is a classic example of that."Almost a year ago, Wynne spoke out against Quebec's controversial "values charter" which aimed to impose restrictions on religious clothing and symbols on public servants.Her government introduced a symbolic motion promising to oppose any bills that would restrict people's freedom of expression and religion in public places, which was passed unanimously in the legislature.NDP MPP Jagmeet Singh, who introduced a private member's bill to support the helmet law exemption, said he's also disappointed in the Liberals and will continue his efforts to protect all articles of faith."While the Wynne Liberals are happy to pay lip service to civil rights, when the rubber meets the road, this so-called activist premier is quick to deny the Sikh community rights recognized elsewhere," he said in a statement.

BRUSSELS - German chancellor Angela Merkel has said Nato will defend Baltic states if need be, but will not build permanent military bases in the region.She spoke on Monday (18 August) on a visit to Riga in which she also laid a wreath at the Freedom Monument, a memorial to the Latvian War of Independence against Russia in 1918."I want to stress that ... Article V of the Nato contract - the duty to provide mutual support - is not something which just exists on paper, but is also something which must be filled with life”, she told press after meeting Latvian prime minister Laimdota Straujuma.She noted that German jets will start Nato air policing operations in Latvia on 20 August and that Nato is to build up a rapid reaction force to be used if Russia tries to destabilise its Baltic neighbours on the Ukraine model."I absolutely understand the concerns of the populations in Latvia, but also in the other Baltic states, and Poland, too”, she said.She ruled out building permanent Nato bases in the region because, she noted, this would violate a 1997 Russia-Nato accord on troop deployments in Europe, however."We won't have a permanent stationing of combat troops but we will boost our participation in other ways ... we will do what it takes to guarantee that, should Latvia come into difficulties, Nato will be able to help straight away".For her part, Straujuma said Russia’s attack on Ukraine has "fundamentally changed the security environment in Europe … trust has been lost”.She noted that she is “pleased that Ms. Merkel has affirmed that the words [Nato’s Article V] are not just words on paper" and that the German leader “promised” to help Latvian dairy producers struck by Russia’s import ban on EU food.Merkel’s remarks on Article V and the rapid reaction force echoed statements by Nato’s military chief, Philip Breedlove, on Sunday.Meanwhile, Pavlo Klimkin, Ukraine’s foreign minister, said on Monday that Merkel plans to visit Ukraine on 23 August in what he described as a "very interesting" trip.The Ukraine conflict and the EU-Russia confrontation show little sign of abatement despite German diplomatic efforts.Ukraine’s president, Petro Poroshenko, told press also on Monday that Russia has in the past few days sent 1,200 trained militants to east Ukraine.Its parliament speaker, Oleksandr Turchynov, said on a visit to Lithuania that Ukraine plans to join the EU in the next five years and to join Nato - a red line for Moscow - later down the line."I believe Ukraine has to not only be an EU member but also a Nato member. BRUSSELS - Philip Breedlove, Nato’s top military commander, has said that if Russia does what it did in Crimea to a Nato state, it would be considered an act of war against the alliance.Referring to Russia’s actions in Crimea in March, he told Germany’s Die Welt newspaper on Sunday (17 August): “The most important thing is that Nato nations are prepared for the so-called green men: armed military without insignia who create unrest, occupy government buildings, incite the population; separatists who educate and give military advice and contribute to the significant destabilisation of a country … there is a danger that this could also happen in other eastern European countries”.He added: “I want to clarify one thing: If foreign forces seep into Nato territory, and if we can demonstrate that this approach is an aggression - then this means Article V [of the Nato treaty on collective defence] … this means a military response to the actions of the aggressor”.Breedlove and Nato secretary general Anders Fogh Rasmussen sent out a similar message in an op-ed in the Wall Street Journal on Saturday.“Today and in the future, Nato means one for all, all for one”, they said.They noted that when the alliance holds its summit in Wales in September, it will “upgrade” its rapid-reaction force to deal with potential ‘green men’ scenarios.They said the force will “deploy at the first sign of trouble … travel light but strike hard if needed”.“Having the right capabilities, in the right place, at the right time can make the difference between threat and reassurance, between war and peace … these measures are necessary to adapt to a dangerous world and to respond to Russia's double-game”.
Estonia and Latvia are considered the most vulnerable Nato members because, like Crimea, they host large ethnic Russian minorities.Breedlove spoke out in German media the same day German foreign minister Frank-Walter Steinmeier met with his French, Russian, and Ukrainian counterparts for a five-hour long fireside talk at the Villa Borsig in Berlin.The talks come amid new photo evidence that Russia is sending Russian-flagged military vehicles into east Ukraine on a daily basis.They also come amid concern Russia will try to use humanitarian aid to reinforce pro-Russia rebels, who have suffered setbacks, in what some analysts are calling “beige men” tactics by reference to the Russian aid personnel's beige clothes.Steinmeier said the Berlin meeting was “difficult” but “made progress on some points” and that the FMs are likely to meet again this week.Ukraine’s Pavlo Klimkin said they would probably have to hold “many more” five-hour long conversations before there is progress.EU foreign ministers also discussed Ukraine at an extraordinary meeting in Brussels on Friday.They urged Russia to allow international monitors from the OSCE, a multilateral European body in which Russia holds a veto, to work on the Russia-Ukraine border.They also urged Russia to “reach an agreement as soon as possible” on Ukraine gas prices, after European Commission chief Jose Manuel Barroso said he is to hold new gas supply talks with Russian leader Vladimir Putin and Ukrainian President Petro Poroshenko.The gas initiative comes amid concern that eastern EU states who get Russian gas via Ukraine might suffer cut-offs in winter.Slovakia, which gets 83 percent of its gas from Russia, and Hungary, which gets 80 percent, spoke out against EU sanctions on Russia last week.Slovak PM Robert Fico said on Thursday: “Why should we jeopardise the EU economy? … If there is a crisis situation, it should be solved by other means than meaningless sanctions”.Hungary’s Viktor Orban told Hungarian media on Friday “the sanctions policy pursued by the West … causes more harm to us than to Russia”. He added: "In politics, this is called shooting oneself in the foot”.For his part, Lithuanian FM Linas Linkevicius, whose country gets 100 percent of its gas from Russia, noted the same day: “I would say: Better shoot yourself in the foot, than let yourself be shot in the head”.
