Hamas has instructed Gaza residents to ignore text messages and phone calls urging them to evacuate buildings, in an apparent effort to grow its supply of "human shields." The calls and messages are sent by Israeli military officials in order to give civilians time to evacuate the area, and are communicated before the IDF targets a house terrorists were using as cover for firing missiles at Israel or for other military purposes.The Hamas-run Palestinian Authority Interior Ministry said in a message to Gaza residents that the messages "are designed to weaken our resolve and to sow panic and fear among us, in light of the failures of our enemies. We call on Gaza residents not to pay attention to these messages and not to leave their homes."The message did not say whether Hamas would dispatch personnel to ensure that individuals inside targeted buildings remain inside.The move, Israeli officials said, was apparently designed to prevent the ongoing demolishing of homes and buildings belonging to top Hamas terrorists. I can’t confirm that,” Israel army spokesman Lieutenant-Colonel Peter Lerner said today in a phone briefing. “I can confirm we are making all the necessary preparations to be ready for that.”The Israeli government has authorized the call-up of as many as 40,000 troops as it seeks to stop the rocket fire from the Hamas-controlled Palestinian coastal enclave. Israel launched strikes against 108 targets today, while militants fired at least eight rockets. In Palestine, a Zionist “national home” was planned in the middle of a hostile Arab population. The country beyond the Jordan was cut off to provide a principality for another Emir from Mecca.This is the world in which we grew up, and which is crumbling now.WHAT ISIS is trying to do now is simply to eradicate all these borders. In the process, they are laying bare the basic Sunni-Shiite divide. They want to create a unified Sunni-Muslim Caliphate.They are up against huge entrenched interests, and will probably fail. But they are sowing something much more lasting: an idea that may take hold in the minds of many millions. It may come to fruition in 25, 50 or a hundred years. It may be the wave of the future.

Seeing this picture developing, what should we do? For me, the answer is quite clear: make peace, quickly, as long as the Arab world is as it is now.“Peace” means not only peace with the Palestinian people, but with the entire Arab world. The Arab peace initiative – based on the initiative of the Saudi (then) Crown Prince – is still lying on the table. It offers full and unconditional peace with the State of Israel in return for the end of the occupation and the creation of the independent State of Palestine. Hamas has officially agreed to this, provided it is ratified by a Palestinian plebiscite.It will not be easy. A lot of obstacles will have to be overcome. But it is possible. And it is sheer lunacy not to try.

THE RESPONSE of our leadership is the exact opposite.The historic events and their background interest them “like the skin of the garlic”, as we say in Hebrew.Their interest is totally focused on the effort to keep hold of the West Bank, which means to prevent the creation of a Palestinian state. Which means to prevent peace.The surest way to do so is to hold on to the Jordan valley. No Palestinian negotiator will ever agree to the loss of the Jordan valley – either by direct annexation to Israel or by the “temporary” stationing of Israeli troops in the valley for any length of time.This would mean not only the loss of 25% of the West Bank (which altogether constitutes 22% of historical Palestine) and its most fertile part but also the cutting-off of the putative Palestinian state from the rest of the world. The State of Palestine would become an enclave within Israel, surrounded on all sides by Israeli-held territory. Much like the South African Bantustans.When Ehud Barak proposed this at the Camp David conference, the negotiations broke down. The most Palestinians could agree to was the temporary stationing of UN or American troops there.This week, suddenly, the Jordan Valley demand popped up again. The picture was simple. ISIS is storming south from its Syrian-Iraqi base. It will overrun all of Iraq. From there, it will invade Jordan and pop up on the other side of the Jordan river.As Netanyahu said: if they are not stopped by the permanent Israeli garrison there, they will appear at the gates of Tel Aviv (except that Tel Aviv has no gates).

Logical? Self-evident? Inescapable? Utter nonsense!

Militarily, ISIS is a negligible force. It has no air force, tanks or artillery. They are opposed by Iran and the US. Compared to them, even the Iraqi army is still a potent force. Next, the Jordanian army is far from a pushover.Moreover, if ISIS came even near to threatening the Jordanian kingdom, the Israeli army would not wait for them on the Jordan River. They would be requested by the Jordanians to come to the rescue – as happened during the Black September of 1970, when Golda Meir, acting under the orders of Henry Kissinger, warned an approaching Syrian army column that Israel would invade to forestall them. That was enough.The very idea of Israeli soldiers manning the ramparts in the Jordan valley to defend Israel from ISIS (or anyone else) is sheer idiocy. Even more idiotic than the famous Bar Lev line, which was supposed to stop the Egyptians along the Suez Canal in 1973. It fell within hours. Yet the Bar Lev “line” – reminiscent of the (futile) French Maginot Line and the (futile) German Siegfried Line of World War II – was far away from the center of Israel.The Israel army has missiles, drones and other weapons that would stop an enemy in his tracks long, long before he could possibly reach the Jordan. The bulk of the Israeli army could move from the sea shore and cross the river within a few hours.This whole way of thinking shows that our Right (right-wing) politicians – like most of their persuasion around the world, I suspect – still live in the 19th century. If I were in a less charitable mood, I would say in the Middle Ages. They might as well be equipped with bows and arrows.(The whole thing reminds me, somehow, of a 19th century German army song: “To the Rhine! To the Rhine! To the German Rhine! / Who wants to be the watchman of the River! / Dear Fatherland, don’t worry / Steady and true stands the watch on the Rhine! / The German youngster, pious and strong / Protects the German borderland!”)

The Jewish Home Chairman mentioned the elimination of Hamas leaders Ahmed Yassin, Abdel-Aziz Rantisi, and Ahmed Jabari, adding "I declare to the [remaining] Hamas terrorist commanders - we'll get to you as well."According to Bennett, the Israeli public has found an inner well of resilience, as rockets fall from Be'er Sheva to Tel Aviv, Hadera to Jerusalem."The public has told political leaders, 'we are strong and willing to take it, you get the job done," he said. The IDF is purposely targeting the homes of top Hamas officials, experts say. According to commentary on Israeli media Wednesday, the water supply at the “refugee camp” neighborhood of Shati in Gaza has been cut off by the Israeli attacks. This is seen as personally targeting Hamas “Prime Minister” Ismail Haniya, who lives in Shati. As an expert said – Haniya will not be showering in his home in the coming days.Another expert noted that a similar strategy was pursued by the IDF in the 2006 Second Lebanon War, in which the entire Beirut neighborhood that housed Hizbullah's men – the Dahia – was turned to rubble.However, Israel is still not targeting civilian infrastructures such as water and electricity in a way that would create large scale pressure on the Hamas leadership. The Chairman of Israel Electric Company, Yiftah Ron-Tal, sauid Wednesday that he supports cutting off electricity to Gaza – currently supplied by Israel. He noted that the Palestinians owe the IEC a large debt that they are not paying.Deputy Transprt Minister Tzipi Hotovely also told Channel 2 that it is time for Israel to stop supplying Gaza with electricity and water.Eleven women and children were among 17 Palestinians killed in Israeli strikes on Gaza Wednesday, hiking the overall death toll to 38 in two days, Hamas emergency services said. More than 300 people have been wounded.The deadliest single strike took place shortly after midnight when a missile slammed into a house in the northern town of Beit Hanun, killing Hafez Hammad, a senior Islamic Jihad commander, and five of his family members.Elsewhere in Gaza, a 30-year-old man was killed in a pre-dawn strike on the southern city of Rafah. The added forces are slated to replace active duty battalions on other fronts, freeing them up for a possible ground incursion into the Strip as part of Operation Protective Edge.The IDF used the authorization to immediately call up some 15,000 reserve combat troops on Tuesday afternoon, the Ynet news website reported.The large call-up would seem to presage a ground incursion into the Gaza Strip.The cabinet has yet to approve a ground operation, but Prime Minister Benjamin Netanyahu said earlier Tuesday, following a meeting with the heads of the security services in Tel Aviv, that a ground operation was on the table, according to officials in Jerusalem.“The gloves are off. Despite several statements by world leaders condemning rocket fire on Israel and calling for restraint, the international community currently doesn’t really care about Israel’s conflict with Gaza, a senior diplomatic official said Wednesday.“The international community is totally disinterested. Yes, there were a few press releases from [UK Foreign Secretary] William Hague and a few others, but generally the world doesn’t show any particular interest in this,” the official told The Times of Israel. “They’re either very tired of [Israeli-Palestinian conflict], or their attention is elsewhere, or they want to go on a summer vacation and don’t think this story is important enough.”Hague and several of his counterparts in Europe and elsewhere have issued statements on Israel’s Gaza offensive, as have the United Nations, the European Union and the White House. And yet, most world leaders are exhausted by the current conflagration in Gaza because they have “seen it again and again,” the Israeli official said. “Much worse is happening in the region, and people saw that we were attacked by Hamas rockets” and therefore are hesitant to come out with strong condemnatory statements against Israel.Prime Minister Benjamin Netanyahu is said to have phoned several leaders of the international community to explain why Israel launched Operation Protective Edge, but his office did not provide any details. Similarly, a spokesman for Foreign Minister Avigdor Liberman Wednesday refused to answer this reporter’s question about whether Liberman called any of his counterparts in capitals around the world.Liberman’s possible involvement in the Foreign Ministry’s public diplomacy efforts was not discussed during the ministry’s morning meeting Wednesday. WASHINGTON – As barrages of rockets rained down across central and southern Israel, the US State Department called on both sides to “act responsibly” while condemning the “deliberate targeting of civilians by terrorist organizations in Gaza.”“We strongly condemn the continuing rocket fire into Israel and the deliberate targeting of civilians by terrorist organizations in Gaza,” State Department Spokeswoman Jen Psaki said in a Tuesday press briefing. “No country can accept rocket fire aimed at civilians, and we certainly support Israel’s right to defend itself against these attacks.”Secretary of State John Kerry and State Department “teams on the ground”, she said, have reiterated to members of “both sides… the need to de-escalate tensions on the ground.” Psaki cited Prime Minister Benjamin Netanyahu’s calls over the weekend to people on the street to act responsibly.The State Department has, however, repeatedly stated in recent weeks that it does not hold Palestinian Authority (PA) President Mahmoud Abbas directly responsible for terrorist rocket fire that originates in the Gaza Strip.On Tuesday, Psaki reiterated that Abbas faces “limitations” in Gaza, given that Hamas is in control of the coastal territory. A day earlier, she had told reporters that “we don’t believe that Hamas plays a role” in the current Palestinian unity government. The technocratic government was formed this spring when Fatah and Hamas agreed on a cabinet that would have the support of, but not include members of, Hamas.At the same time, however, Psaki offered the most dubious assessment of the future of the Palestinian unity government offered by the administration, which has stood by its wait-and-see approach in the face of escalating tensions.“It is difficult to see how other aspects of the reconciliation process can move forward in this current atmosphere, and we’ve conveyed that as well,” Psaki said on Monday.When the technocratic government was formed, a number of members of Congress – and Israeli politicians – said that the US should suspend its funding for the PA pursuant to a 2006 law that forbids funding Hamas unless it fully renounces violence. The administration, however, has repeatedly said that it will not do so, but will keep a careful eye on whether the technocratic government itself abides by the principles set out by the Quartet – recognition of the state of Israel, respecting all previous diplomatic agreements, and renouncing violence as a means of achieving goals.
