RAMALLAH – The Palestinians will extend negotiations with Israel by nine months on condition that Israel agrees to immediately commence discussing the borders of the future Palestinian state and freeze settlement construction, Palestinian Authority President Mahmoud Abbas said on Tuesday. He stressed, however, that security coordination with Israel will continue regardless of the negotiations’ outcome.Speaking to Israeli journalists in Ramallah on Tuesday afternoon, Abbas said he had rejected an Israeli demand to deport a number of pre-Oslo Palestinian prisoners — some of whom hold Israeli citizenship — expected to be released by Israel as part of a commitment to US Secretary of State John Kerry.Wishing the Israelis a happy Passover in Hebrew, Abbas said that the sole Palestinian demand for extending negotiations beyond their original April 29 deadline, following the release of the remaining 30 pre-Oslo Palestinian prisoners still jailed by Israel, is that Israel agree to discuss borders for a period which will not exceed three months, during which time Israel will entirely freeze construction of Jewish homes beyond the Green Line.“If Israel believes in the two-state solution, let us sit at the table and see where Israel is. In other words, let’s define the borders,” Abbas said.The Palestinians have repeatedly bemoaned Israel’s reported refusal to present any maps delineating its borders throughout the recent negotiation rounds, which began in late July 2013.
Abbas said that Israel had not agreed to freeze settlement construction to extend negotiations, but only to freeze planning [of new housing projects] and new tenders.“We do not accept this. It is dishonest because of thousands of settlements currently in the pipeline not included in the tenders and planning. Give us this demand, and we are prepared to discuss borders and the other final status issues for an additional nine months.”Abbas said he “did not want to continue the conflict [with Israel] for eternity, but rather end the conflict in a respectable agreement which will fulfill the minimal Palestinian demands for justice. “Any other agreement,” Abbas warned, “could lead to a new outburst of violence in two years, which we do not want.”In his largely conciliatory appeal to the Israeli public in which he quoted former Israeli prime minister David Ben-Gurion, Abbas said he did not seek to isolate Israel in the international arena through unilateral bids to join UN treaties and agreements, but rather reach an honorable peace agreement establishing a Palestinian state alongside Israel.“We do not want to isolate Israel, nor do we want to alienate it from its immediate surroundings. We want to end a painful episode in the history of our nations and turn a new leaf.”
Regardless of the outcome of negotiations, Abbas insisted, Palestinians would not stop security coordination with Israel “as long as I’m around.”“I do not consider security coordination with Israel to be shameful,” Abbas said, referring to statements by Hamas officials claiming exactly that. “I consider this coordination obligatory. It is obligatory whether or not negotiations exist, whether they succeed or whether they fail.”He also condemned the recent killing of Israeli police officer Baruch Mizrachi on April 14.“This is a mistake and a crime. Sixty Palestinians were also killed, that’s a mistake and a crime. We hope it will not repeat itself.”Responding to reports that he would dismantle the PA should talks fall apart, forcing Israel to reclaim responsibility for all aspects of Palestinian civil life in the West Bank, including health, education and even security, Abbas denied that he intended to dissolve the administration, but presented the collapse of the PA as the inevitable outcome of Israel’s policies towards it.“If Israel intends to continue its policy towards the PA … the PA will have no authority, because all political, logistical and economic prerogatives will have been stripped from it,” Abbas said. “If Israel continues like this, let it come and take [responsibility] for the PA.”The press conference came as Palestine Liberation Officials were headed to Gaza to discuss reconciliation with Hamas. Abbas refused to accept the choice voiced by Israeli Prime Minister Benjamin Netanyahu between reconciliation with the Islamist group and negotiations with Israel.“Hamas and us are one people,” he said. “Political differences exist within Israel … but I deal with one man named Benjamin Netanyahu, the elected prime minister of Israel. Therefore, When I turn to Hamas, that does not mean I’m turning my back on Israel.”Responding to a question by The Times of Israel as to whether he asked Israel to absorb a portion of the 600,000 Palestinian refugees fleeing fighting in Syria, Abbas said Israel agreed to allow those Palestinians into the West Bank and Gaza on condition that they explicitly renounce their right to return to Israel proper, a demand he dismissed.“Today there is talk with Egypt that some 100 refugees living there could enter Gaza without Israel’s agreement, through the tunnels. Israel will not interfere should Ramallah choose to dismantle the Palestinian Authority, Foreign Minister Avigdor Liberman said Tuesday, addressing reported threats that the Palestinians would collapse the 20-year-old administration should peace talks fail.Liberman said Israel was willing to continue negotiating a final-status peace agreement, but slammed the PA for making new demands and issuing threats.“It’s their business; we don’t intend to get involved, in either direction,” Liberman said during a press conference at the Foreign Ministry in Jerusalem when asked about reports that Palestinian officials were mulling taking down the PA in case the peace talks ended with no result.“They’re grownups, and whatever they decide — we’re ready for every scenario. We’re also ready for negotiations. We’re willing to negotiate in Jerusalem, in Ramallah, New York, London, or Vienna. But we need readiness from the other party. It not possible to come with new threats every day — that’s not how you negotiate. Therefore we’re open to every development, to any options, and much depends on the other side.”A top Palestinian official on Tuesday denied reports about PA President Mahmoud Abbas considering dismantling the PA, which were first reported earlier this week by Israeli daily Yedioth Aharonot.Liberman on Tuesday also dispelled fears of an imminent coalition crisis and new elections that could follow the resignation of the Jewish Home party in case Israel released more Palestinian prisoners to extend the peace talks beyond their April 29 deadline. The party’s chairman, Economy Minister Naftali Bennett, has threatened to leave the coalition if Jerusalem went ahead with the release of Palestinian security prisoners.“There is absolutely no chance that Jewish Home is leaving the coalition,” Liberman said. “I am sure about that. And there’s no need to create a connection between statements to reality on the ground. An Israeli archaeologist claims to have found an ancient chisel used in the construction of the Western Wall some 2,000 years ago.It was unearthed by archaeologists near the Davidson Center, south of the prayer site, Haaretz reported Tuesday, noting that the Israel Antiquities Authority has not publicized the finding because it first wants to study the tool and other relevant evidence more closely.The 15 cm metal tool was discovered over a year ago in excavations headed by Eli Shukron of the IAA.Shukron, who has been digging in the area for 19 years, maintained that the chisel is authentic, and was likely buried by rubble after a laborer working on the higher sections of the wall dropped it and failed to retrieve it.“I have no doubt that this belong to the period of the Kotel’s construction,” Shukron said. “We found it by the foundations of the Kotel, about six meters beneath the main road of Jerusalem during the Second Temple era.”The chisel was buried under the debris formed by the masonry work done on site, he said. Unlike some of the larger stones on the wall’s bottom levels, many of the wall’s bricks were brought from far-off quarries and placed at the site by workers.“People pray and kiss these holy stones every day,” he said. “But someone carved them, chiseled them, someone put them in place. They were laborers, people with tools. Today, for the first time, we can touch one of their chisels.”Shukron pointed to coins and ceramics discovered near the same area as proof of the tool’s antiquity — and claimed that these findings indicate that the wall was not built under Herod’s reign, as previously believed, but rather was a later construction.Shukron has worked on excavations in the area for 19 years, alongside Professor Ronny Reich. Together, the two worked to excavate the Gihon spring, the Shiloah Pool, the Second Temple Road, and Jerusalem’s main water drainage tunnel.The IAA said it would not comment on the find until tests on the chisel and other findings were completed.

Dismantle the Palestinian Authority? Not likely-Despite his repeated threat, Abbas knows that chaos, violence and economic catastrophe would follow such a drastic move-By Avi Issacharoff April 22, 2014, 8:56 am 30-The Times of Israel

At least three Palestinian threats have become a recurrent ritual, repeating themselves every few months: (1) the resignation of Mahmoud Abbas from the presidency of the Palestinian Authority; (2) the resignation of top Palestinian negotiator Saeb Erekat from his post (a step he has already taken countless times throughout his illustrious career, and yet there he remains); and (3) the dissolution of the Palestinian Authority.So first it should be made clear: A scenario in which the Palestinian Authority is dissolved is possible, but its probability is low, very low. The discussion in recent days over the possibility of the PA being dismantled has been held mainly in the Israeli media, with little to no presence in the discourse of the Palestinian media and among PA leaders.A story did appear Sunday night in the Palestinian Ma’an news agency, which of course referenced the original Yedioth Ahronoth article on the issue at the start of this week. The Ma’an report quoted anonymous Palestinian officials who vehemently asserted that the dissolution idea was being “seriously” considered by the Palestinian leadership in the event that negotiations are not extended. The same officials claimed that “these are not empty threats or hollow talk.” But it is just insistent statements that make it clear that these are in fact only fanciful statements, at least at this stage.It is hard to say where the latest threats originated. Israeli officials who seek to alarm the Israeli public over the possibility of negotiations failing could have been behind them, or it could have been Abbas’s emissaries.PA Religious Affairs Minister Mahmoud al-Habash, a confidant of Abbas, hinted several days ago during a conversation with Israeli journalists in Ramallah that the option of disbanding the PA was under consideration and could even take place by the end of 2014.And yet, this is not a realistic option. Yes, it is a step that practically begs to be taken by Abbas in the face of stalled negotiations and in light of the economic woes faced by the Palestinian government. And yes, this threat will be used repeatedly in the coming days as we approach the end of the nine-month negotiations timeframe (April 29 is only a week away). It is almost a “doomsday weapon” against Israel, a clear threat that creates deterrence in Israeli public opinion.But there are many more steps that would be considered by the Palestinians before they entertain such an extreme option. The Ma’an news agency itself noted in its report that there are many in the PA who oppose such a plan of action. And there are quite a few reasons for this.Abbas, during all the years of the Second Intifada and afterwards, made it clear that he is opposed to violent action. Abbas understands that dismantling the PA would lead to chaos that would cause countless acts of violence, not only against Israel but also within Palestinian society itself. For Abbas, dissolving the Palestinian Authority’s mechanisms is not an option, because Hamas is a far more severe threat than Israel. The absence of a functioning PA security apparatus would increase Hamas’s power and severely imperil the life of every PA and Fatah official, without exception.In addition, it is impossible to ignore the economic considerations. PA officials benefit financially from the existence of the PA and, in addition to their salary, enjoy many economic bonuses that come with their jobs — via connections with Israel, involvement in economic projects, and so on. Another equally important consideration that totally prevents deliberations on the real possibility of dismantling the Authority is the impact this would have on the future of the 150,000 PA workers and Fatah members, in the West Bank and in Gaza, who receive salaries each month and drive the Palestinian economy.Getting rid of the PA would condemn close to a million people not only to unemployment, but also to poverty and potentially hunger. Abbas doesn’t wish to bring chaos to the territories, and it is clear to him that an act such as dismantling the PA would put Palestinian cities back a decade — something no one on the Palestinian side wants.

The US described the dissolution of the Palestinian Authority — as reportedly threatened by President Mahmoud Abbas and other top Palestinian officials — as an “extreme step” that could fundamentally alter relations between Washington and Ramallah.State Department Spokesperson Jen Psaki told reporters Monday that she was aware of reports that Abbas was considering canceling the 1993 Oslo Accords, disbanding his security forces and transferring responsibility of the Palestinian population in the West Bank to Israel, saying the move would have “grave implications.”“A great deal of effort has gone into building Palestinian institutions by Palestinians as well as the international community, and it would certainly not be in the interests of the Palestinian people for all of that to be lost. We — the United States has put millions of dollars into this effort. It would obviously have very serious implications for our relationship, including our assistance going forward,” she said.Psaki emphasized that the US was focused on extending negotiations between the parties, which have all but collapsed in recent weeks. Search continues for Malaysian flight MH370-Media Release-21 April 2014—am-JACC

Up to 10 military aircraft and 11 ships will assist in today's search for missing Malaysia Airlines flight MH370.Today the Australian Maritime Safety Authority has planned a visual search area totaling approximately 49,491 square kilometres. The centre of the search area lies approximately 1741 kilometres north west of Perth.This morning, Bluefin-21 AUV completed mission eight in the underwater search area. Bluefin-21 has searched approximately two thirds of the focused underwater search area to date. No contacts of interest have been found to date.The focused underwater search area is defined as a circle of 10km radius around the second Towed Pinger Locator detection which occurred on 8 April.Bluefin-21 AUV's ninth mission will commence later this morning.The weather forecast for today has conditions deteriorating, particularly in the north of the search area, as Tropical Cyclone Jack continues its track southwards. Wide spread showers are developing with isolated thunderstorms to the north and east south-easterly winds.

PUTRAJAYA: Investigations would be carried out to see if there were elements of sabotage on Malaysia Airlines Flight MH192.Inspector General of Police Tan Sri Khalid Abu Bakar said the investigation would be made as the plane had made an air turn back early this morning.He was responding to Acting Transport Minister Datuk Seri Hishammuddin Hussein's call for the police  to conduct an investigation.MH192 was en route to Bangalore from Kuala Lumpur when the tyre burst and right hand landing gear malfunctioned. The 166 passengers including crew members were unharmed as the plane had landed safety at approximately 1.56am.

KUALA LUMPUR: The government has not determined the overall cost of the search and recovery operation for the Malaysia Airlines (MAS) flight MH370 which went missing on March 8, the Dewan Negara was informed here Monday.Deputy Transport Minister Datuk Ab Aziz Kaprawi said the International Civil Aviation Organisation (ICAO) required every country to provide search and rescue services within their jurisdiction under Annex 12 of the Chicago Convention 1994.This meant that the SAR cost would be shared by all the countries involved, he replied to a question from Senator Rohani Abdullah on the cost of the operation so far."So far 26 countries, 89 aircraft, 80 ships, several satellites, a submarine and an autonomous underwater vehicle have been involved in the operation," he added.The search is now focused at the southern Indian Ocean, south west of Perth, Australia.MH370 with 239 people aboard left the KL International Airport at 12.41 am on March 8 and disappeared from radar screens about an hour later while over the South China Sea. PERTH: As the search continued off the coast of Australia for the missing Malaysia Airlines jet today, the airline announced another plane bound for India was forced to make an emergency landing after one of its tires burst on takeoff.All 159 passengers and seven crew members arrived safely back in Kuala Lumpur, Malaysia, about 2am on today, around four hours after the plane took off for Bangalore, India.The incident brought additional drama to an airline already under immense pressure for answers from the public and the families of those missing from Flight 370, more than six weeks after it departed the same airport.Meanwhile, a robotic submarine continued scouring a desolate patch of silt-covered seafloor in the Indian Ocean for any trace of the missing plane.The unmanned sub has spent nearly a week searching for the plane’s black boxes and has covered about two-thirds of its focused search area. MH370 Tragedy: NOK committee to set date for 'no survivors' announcement

KUALA LUMPUR: Deputy Foreign Minister Datuk Hamzah Zainudin said as the head for the next-of-kin (NOK) committee, he understands the anguish and pain that the family members of those on board MH370 are going through.  "I give my personal assurance that our committee is keeping the families' best interest close to our hearts," said Hamzah adding that the previous three NOK committee meetings he had chaired involved 16 relevant ministries and agencies.  "We are working very closely with various governments especially with the countries whose nationals were on board MH370, from the meetings, various issues that needed urgent attention were addressed such as the objective and framework of our committee.  "I will be flying to Beijing soon to ensure that the bilateral ties between Malaysia and China remains unscathed by the MH370," he said at a press conference after attending a briefing with the affected family members here.  Hamzah said the NOK had been told that every party is looking for answers of what happened to the ill-fated flight and promised the families that he would bring issues that were raised in the briefing to the committee's meeting tomorrow.  He added part of the discussion with the NOK involved finding a solution for the family members to move forward as well as the amount of financial assistance that will be given to every affected families.  Hamzah said the financial assistance for every NOK would come from Malaysia Airlines and that the government would assist the airline if necessary.  Hamzah added that the NOK committee would be discussing on setting a date to announce that there were no survivors from MH370 so that relevant documents including death certificates could be issued.  "It has taken 44 days to find the missing MH370 and the family members were updated with information that has been furnished by the experts," he said.  Hamzah said the Chinese government holds a crucial role in explaining to the affected family members as they understand their own people and the culture. He added that the sub-committee had also undertaken steps to address the needs and welfareof the Chinese next of kin including assigning Datin Paduka Chew Mei Fun to discuss with the Chinese Government on the needs and welfare of the affected familiy members.  Hamzah say the team in Beijing has conducted briefings and the updates will be given when there are things that have come up.Read more: MH370 Tragedy: NOK committee to set date for 'no survivors' announcement - Latest - New Straits Times http://www.nst.com.my/latest/font-color-red-mh370-tragedy-font-nok-committee-to-set-date-for-no-survivors-announcement-1.573804#ixzz2zWXe2DO5

MISSING MH370: 3 pieces of evidence point to jet's takeover

There are three pieces of evidence that aviation safety experts say make it clear the missing Malaysia Airlines jet was taken over by someone who was knowledgeable about how the plane worked.

TRANSPONDER

One clue is that the plane’s transponder — a signal system that identifies the plane to radar — was shut off about an hour into the flight. In order to do that, someone in the cockpit would have to turn a knob with multiple selections to the off position while pressing down at the same time, said John Goglia, a former member of the National Transportation Safety Board. That’s something a pilot would know how to do, but it could also be learned by someone who researched the plane on the Internet, he said.

 ACARS

Another clue is that part of the Boeing 777’s Aircraft Communications Addressing and Reporting System (ACARS) was shut off.The system, which has two parts, is used to send short messages via a satellite or VHF radio to the airline’s home base. The information part of the system was shut down, but not the transmission part. In most planes, the information part of the system can be shut down by hitting cockpit switches in sequence in order to get to a computer screen where an option must be selected using a keypad, said Goglia, an expert on aircraft maintenance. That’s also something a pilot would know how to do, but that could also be discovered through research, he said. But to turn off the other part of the ACARS, it would be necessary to go to an electronics bay beneath the cockpit. That’s something a pilot wouldn’t normally know how to do, Goglia said, and it wasn’t done in the case of the Malaysia plane. Thus, the ACARS transmitter continued to send out blips that were recorded by the Inmarsat satellite once an hour for four to five hours after the transponder was turned off. The blips don’t contain any messages or data, but the satellite can tell in a very broad way what region the blips are coming from and adjusts the angle of its antenna to be ready to receive message in case the ACARS sends them. Investigators are now trying to use data from the satellite to identify the region where the plane was when its last blip was sent.

GUIDED FLIGHT

The third indication is that that after the transponder was turned off and civilian radar lost track of the plane, Malaysian military radar was able to continue to track the plane as it turned west. The plane was then tracked along a known flight route across the peninsula until it was several hundred miles (kilometres) offshore and beyond the range of military radar. Airliners normally fly from waypoint to waypoint where they can be seen by air traffic controllers who space them out so they don’t collide. These lanes in the sky aren’t straight lines. In order to follow that course, someone had to be guiding the plane, Goglia said. Goglia said he is very sceptical of reports the plane was flying erratically while it was being tracked by military radar, including steep ascents to very high altitudes and then sudden, rapid descents. Without a transponder signal, the ability to track planes isn’t reliable at very high altitudes or with sudden shifts in altitude, he said. --AP

Although the military has mounted a hunt, parents who spent days searching the forest say they did not see any soldiers. NAIROBI, Kenya (AP) — Gunmen who targeted both children and the elderly left "piles and piles" of bodies — many of those in a mosque — in a provincial capital in South Sudan, the U.N.'s top humanitarian official in the country said Tuesday.Toby Lanzer told The Associated Press in a phone interview Tuesday that the ethnically targeted killings are "quite possibly a game-changer" for a conflict that has been raging since mid-December and that has exposed longstanding ethnic hostilities. There was also a disturbing echo of Rwanda, which is marking the 20th anniversary this month of its genocide that killed 1 million people."It's the first time we're aware of that a local radio station was broadcasting hate messages encouraging people to engage in atrocities," said Lanzer, who was in Bentiu on Sunday and Monday. "And that really accelerates South Sudan's descent into an even more difficult situation from which it needs to extract itself."U.N. human rights investigators said late Monday that hundreds of civilians were killed last week because of their ethnicity after rebel forces seized Bentiu, the capital of oil-producing Unity state. Those rebel forces are Nuer, the same ethnic group that former Vice President Riek Machar, who is now a rebel leader, comes from.Lanzer said thousands of civilians from several ethnic groups are streaming to the U.N. peacekeeping base in Bentiu because many believe more violence is coming. The base now holds 25,000 people but has only one liter of water per person per day and only one latrine per 350 people."The risk of a public health crisis inside our base is enormous," he said.As rebel forces entered Bentiu last week, residents were led to believe that by entering the city mosque they would be safe, Lanzer said, citing accounts from survivors. But once inside they were robbed of their valuables — mostly money and mobile phones — and a short while later gunmen arrived and began killing, both inside the mosque and inside the city hospital.British Ambassador Ian Hughes on Tuesday said the April 15-16 killings are a clear violation of international law. Lanzer arrived in Bentiu on the third day of that operation but still counted 150 bodies. He said the U.N. is documenting the killings and will soon have "a pretty good grasp" on the precise number killed.The violence is only one part of a dual crisis South Sudan faces. Because of all the fighting, very few residents are tending to their crops. Lanzer said there is a severe risk of famine in coming months because April and May is when people should be planting and cultivating.The U.N. hasn't spelled out clearly who exactly the victims were, but because ethnic Nuers carried out the killings it is mostly likely that ethnic Dinkas were among those killed. The U.N. also said former residents of the Darfur region of Sudan were among those killed in the slaughter. Nuer residents who refused to take part in the attacks were also killed.The U.N. has been warning of mounting evidence of ethnically-targeted killings in the world's newest nation as both government troops and rebel forces lose and gain territories in sporadic clashes. ISLAMABAD: Pakistan’s military says it has successfully test-fired a short-range missile capable of delivering a nuclear warhead.A military statement says the Hatf III Ghaznavi missile with a range of 290 kilometres (180 miles) was launched today from an undisclosed location.It says the test was conducted during a field training exercise and that the Chairman of the Joint Chiefs of Staff Committee Gen. Rashad Mahmood and other officers were present.Afterward, Mahmood congratulated scientists and engineers involved for the successful launch.Pakistan, which became a nuclear power in 1998, routinely test-fires what it claims are indigenously developed missiles.The international community closely watches its weapons program as Pakistan has fought three wars with its nuclear-armed archenemy and neighbour India after gaining independence since 1947. --AP

North Korea 'may be close to nuclear test' warns Seoul

QINGDAO, China: Naval officials from the U.S. and two dozen Asia-Pacific nations adopted an agreement today aimed at improving communication at sea to reduce the possibility of conflict amid rising friction between an increasingly assertive China and its neighbours.The Code For Unplanned Encounters at Sea provides simple standardised phrases — such as “alpha” meaning divers are in surrounding waters — that navies can use when they come across ships from other countries.  It’s hoped the code will lessen the possibility of collisions or misunderstandings that could lead to conflict in the heavily trafficked sea lanes surrounding China, Japan and Southeast Asia.Tensions have risen in the region over competing territorial claims, especially over a group of uninhabited islands in the East China Sea that are controlled by Japan but claimed by China.  The agreement, approved unanimously at the Western Pacific Naval Symposium in the eastern Chinese port city of Qingdao, is targeted at “establishing international standards in relation to the use of the sea,” according to a text of the agreement provided by a U.S. Navy officer.  Although not legally binding, China’s adoption of the code indicates its increased willingness to engage with its neighbours, U.S. Navy officials said. The U.S., Japan, South Korea, Philippines, Vietnam, Malaysia, Thailand, Australia, Canada, Mexico, Chile, Peru and several other nations also signed on. In the China-Japan island dispute, the U.S. has said it takes no side on the question of sovereignty but that it recognises Japan’s administration of the chain and has responsibilities to protect Japanese territory under a mutual defence treaty. Chinese and Japanese ships have come into regular contact in the area since China stepped up patrols near the islands after Tokyo moved to nationalise them in 2012.  Addressing the symposium on Tuesday afternoon, China’s navy commander, Adm. Wu Shengli, welcomed the accord as a means for closer cooperation in humanitarian missions, as well as a way to avoid misunderstandings.“For the sake of the extremely precious peace we enjoy at present, we need to ... try to avoid extreme behaviours that may endanger regional security and stability,” Wu told participants, including U.S. Chief of Naval Operations Jonathan Greenert. U.S. Navy officers said the code was based on protocols already used by the U.S. military and its allies. It had been discussed among Asia-Pacific states for more than a decade, but legal and linguistic barriers were overcome only in the past year. While ships at sea already talk over the radio, the accord seeks to standardise those communications with code phrases, the meaning of which have been translated into local languages.“Bravo” indicates a ship is conducting weapons practice, reassuring other craft that they are not being fired at. “Foxtrot” means the ship is launching or retrieving helicopters or other aircraft. While that doesn’t guarantee conflicts won’t occur, it does give regional navies a standard way to communicate and avoid incidents such as the Dec. 5 near-collision between a U.S. Navy cruiser, the USS Cowpens, and a ship accompanying China’s sole aircraft carrier in international waters of the South China Sea. U.S. Navy officials said the Cowpens manoeuvred to avoid crashing into the Chinese ship, in the two nations’ most serious sea confrontation in years. China has been increasingly forceful in its claims over almost the entire South China Sea, bringing it into conflict with neighbours to the south, especially Vietnam and the Philippines. The commander of the U.S. Pacific Fleet, Adm. Harry Harris, told the meeting that Washington would continue to discourage all sides from using force in dealing with their territorial disputes.“The only acceptable way for responsible nations to resolve these issues is through diplomacy. The U.S. strongly opposes coercion or intimidation as means to resolve territorial disputes,” Harris said. KIEL, Germany (AP) — Five NATO mine-hunting ships set off Tuesday on a deployment in the Baltic Sea, part of the alliance's efforts to strengthen its presence in Europe's ex-communist east as members there worry about Russia's intentions in Ukraine.The ships — a minesweeper and a support ship from Norway and one mine-hunter each from the Netherlands, Belgium and Estonia — left the German port of Kiel for an exercise that will continue under Norwegian command until the end of May. Germany will then take command of the deployment.The ships will visit several Baltic ports and also participate in previously scheduled operations to dispose of ordinance from the two world wars.Commodore Arian Minderhoud, the NATO Allied Maritime Command's deputy chief of staff for operations, said the exercise "is part of the whole package of ... actions to show NATO's resolve, to show NATO's preparedness."NATO said last week it was strengthening its military footprint along its eastern border.During a visit Tuesday to the Czech capital, Prague, Canada's foreign minister stressed his country's support for NATO's eastern members. But after 23 years of post-Soviet independence from Moscow that have seen endemic graft sap the economy and public faith in the state, Biden told lawmakers: "To be very blunt ... you have to fight the cancer of corruption."Prime Minister Arseny Yatseniuk, who took office after the overthrow of Ukraine's Kremlin-backed president two months ago, told him that this would be a priority of the new administration.Repeating a threat of heavier economic sanctions after those impose following the annexation of Crimea last month, Biden renewed U.S. calls for Russia to pull back troops from Ukraine's eastern border and said "time is short" for Moscow for show it is upholding its commitments under a four-way agreement signed at Geneva on Thursday that is intended to defuse the crisis.Ukraine and its U.S. and European Union allies, which signed the accord with Russia, complain Moscow is failing to persuade separatists in the east to disarm and vacate occupied public buildings. Of the $50 million in new aid, the White House said in a statement, $11.4 million was earmarked for helping with the election to choose a successor to President Viktor Yanukovich.It also offered an additional $8 million in non-lethal military aid, including radios and vehicles.Small in terms of Ukraine's needs and in relation to the $1 billion loan guarantee already signed with Washington, the aid package, along with Biden's visit, was a clear show of support for the new authorities in the confrontation with Russia."The United States is committed to ensuring that Ukrainians alone are able to determine their country's future without intimidation or coercion from outside forces," the statement said. U.S. experts would also work on reducing Ukraine's dependence on Russian gas and in fighting corruption.In a meeting with leading members of parliament, including several candidates for the presidency, Biden spoke of the "heroism" of Ukrainians and of the "humiliating threats" they face in trying to create a united nation: "Getting it right is within your grasp," he said. "And we want to be your partner, your friend in the project. This would end a system that currently sees the different countries negotiate their own deal with energy giant Gazprom, the government-backed firm which dominates Russia's gas market.Meanwhile, "solidarity mechanisms" between EU countries would kick into action if countries were threatened with being cut off from gas supplies.The question of energy independence, which was already one of particular concern to the EU's eastern European countries, many of whom complain that they are overcharged by Gazprom, has become more prominent as a result of the ongoing Ukraine crisis.Last month, Russia doubled the price of the energy it sells to Kiev, increasing the pressure on the already cash-strapped government in Ukraine.Meanwhile, Baltic country Lithuania is suing Gazprom, arguing that it pays 35 percent more for its gas than Germany.Gazprom is currently subject to a probe by the European Commission's competition department over its dealings with eight EU countries, including Lithuania, and could face a multi-million euro fine for abusing its position as the dominant force in the gas market."Today, at least 10 EU member states depend on a single supplier - Gazprom - for more than half of their consumption," noted Tusk.However, Tusk's view is not shared by the bloc's energy commissioner, Gunther Oettinger who has stated that gas deals between EU countries and Russia will not be affected even if economic sanctions are imposed on Moscow because of its role in destabilising Ukraine."From my many talks with Gazprom, my impression is that our Russian partners will fulfill their contractual obligations and want to supply the gas," Oettinger told a German Sunday newspaper."I am against scaling back or even cutting our gas links with Russia in the coming years," he added.Tusk also calls for EU countries to be allowed to exploit existing supplies of fossil fuels and the so-far untapped resources of shale gas.Poland has been one of the most enthusiastic countries about shale gas exploration. However, uncertainty about the volume of gas deposits on European soil and public disquiet about the practice of hydraulic fracturing - needed to access the gas - means that Europe has not seen anything approaching the shale gas boom that has transformed the US energy market."No nation should be forced to extract minerals but none should be prevented from doing so - as long as it is done in a sustainable way," Tusk said.Data published by EU statistics office Eurostat's indicates that imported gas accounted for 65.8 percent in 2012 up from 63.4 percent in 2009. Of this, Russian gas accounts for 30 percent, up from 22 percent in 2010.Most European energy policy making is currently in the hands of national governments.

JINDO , South Korea: The confirmed death toll from South Korea’s ferry disaster rose sharply to more than 120 today as divers speeded up the grim task of recovering bodies from the submerged ship and police took two more of its crew into custody.Better weather and calm seas spurred their efforts but underwater visibility was still very poor, forcing divers to grope their way blindly though the corridors and cabins of the ferry that capsized and sank last Wednesday.Nearly one week into one of South Korea’s worst peacetime disasters, close to 200 of the 476 people who were aboard the 6,825-tonne Sewol — most of them schoolchildren — are still unaccounted for.The official toll stood at 121, with 181 still missing.Distraught families of victims gathered in the morning at the harbour on Jindo island — not far from the disaster site — awaiting the increasingly frequent arrival of boats with bodies.In the initial days after the Sewol went down, their anger was focused on the pace of the rescue effort.With all hope of finding any survivors essentially gone, this has turned to growing impatience with the effort to locate and retrieve the bodies of those trapped.“I just want my son back,” said the father of one missing student. “I need to be able to hold him and say goodbye. I can’t bear the idea of him in that cold, dark place.” The disaster has profoundly shocked South Korea, a proudly modernised nation that thought it had left behind large-scale accidents of this type.The sense of national grief is accompanied by an equally deep but largely unfocused anger that has been vented towards pretty much anyone in authority.Coastguard officials have been slapped and punched, senior politicians — including the prime minister — pushed and heckled, and rescue teams criticised for their slow response.If there is a chief hate figure, it is the ferry’s captain Lee Joon-Seok, who was arrested at the weekend and charged with criminal negligence and abandoning his passengers.Six members of his crew are also under arrest and prosecutors said two more were taken into police custody today.President Park Geun-Hye, who faced a hostile crowd when she met relatives on Jindo last week, has described the actions of Lee and his crew as being tantamount to murder”. Four of the detained crew were paraded — heads bowed and faces hidden — before TV cameras today, and asked why only one of the Sewol’s 46 life rafts had been deployed.“We tried to gain access to the rafts but the whole ship was already tilted too much,” one of them responded.The Sewol capsized after making a sharp right turn — leading experts to suggest its cargo manifest might have shifted, causing it to list beyond a critical point of return.The large death toll has partly been attributed to the captain’s instruction for passengers to stay where they were for around 40 minutes after the ferry ran into trouble.By the time the evacuation order came, the ship was listing so badly that escape was almost impossible.A transcript released Sunday of the crew’s final communications with marine transport control illustrated the sense of panic and confusion on the bridge before the ferry sank.Captain Lee has insisted he acted in the passengers’ best interest, delaying the order to abandon ship because he feared people would be swept away and drowned.Nearly 750 divers, mostly coastguard and military, are now involved in the operation.“The weather is better, but it’s still very difficult for the divers who are essentially fumbling for bodies in the silted water,” a coastguard official told reporters.A priority for today is to access the ferry’s main dining hall.“We believe there are many bodies there as the accident took place in the morning when students must have been eating breakfast,” the official said.Of the 476 people on board the Sewol, 352 were students from the Danwon High School in Ansan city just south of Seoul, who were on an organised trip to the holiday island of Jeju.Among the bodies recovered so far were those of three foreign nationals — believed to be a Russian and two Chinese.Read more: S. Ten rockets fired from the Gaza Strip exploded in southern Israel Monday, prompting Israeli retaliatory strikes on the Hamas-controlled territory.Red alert sirens sounded Monday morning in Sderot and the Sha’ar Hanegev region of southern Israel, adjacent to the Palestinian enclave.Seven rockets fell in open areas in the Sha’ar Hanegev region and outside the city of Sderot, causing no injuries or damage. One rocket exploded in Sderot, causing damage to a road and several shops.Another rocket struck the Eshkol region of southern Israel, but regional officials said the warning sirens did not go off.According to Army Radio, the Iron Dome missile defense system intercepted an inbound rocket as well.A police spokesman said police bomb disposal experts were searching for the remains of the projectiles.The IDF dispatched two attack helicopters to the northern Gaza Strip to identify the source of the rocket fire and the choppers fired “warning shots” into the Strip.Later on Monday, the Israeli Air Force carried out airstrikes on the Gaza Strip, hitting targets in Khan Younis, Nasirat and Deir al-Balah. According to the IDF, Israeli aircraft struck two “terror activity sites” in the southern Gaza Strip and a third in the central Gaza Strip in response to the rocket fire. The IDF said direct hits were confirmed.The Palestinian Ma’an news agency reported that one government security agent was hurt in an IAF strike in the central Gaza Strip.Earlier in the morning, a Gaza-based terrorist group launched a rocket-propelled grenade at an IDF patrol near the security fence east of the city of Deir al-Balah. According to the Palestinian Safa news agency, the rocket missed its target, and the Israeli soldiers returned fire.The IDF confirmed that an army patrol identified an RPG fired in its general direction, but said the soldiers did not fire back.There was no immediate claim of responsibility for either of the attacks.
According to the IDF, terrorist groups in the Gaza Strip have fired at least 108 rockets and mortars into Israel since the beginning of 2014.IDF spokesman Lt. Col. Peter Lerner responded to the escalation of hostilities in southern Israel saying that it was the IDF’s “obligation to seek out and target those who wish to attack our civilians and soldiers and to eliminate their capabilities. Hamas rocket terrorism is an intolerable reality Israelis should not have to accept.”

Palestinians issue list of demands for extension of peace talks

Keeping peace process alive would require settlement freeze, prisoner release, drawing of future border, senior Fatah official says

A senior Fatah official said Monday that the Palestinian leadership has put forward seven terms by which they would extend peace talks with Israel beyond their April 29 deadline.Amin Maqboul, a member of the Fatah revolutionary council, told the Palestinian newspaper al-Quds that the Palestinian Authority would agree to an extension of negotiations if Israel agreed to: announce the basis on which future talks will be held; draw the outline of the borders of a Palestinian state within the next three months; halt settlement construction; withdraw Israeli troops from the West Bank’s Area C to the lines held before the Second Intifada; release the fourth wave of prisoners that it has until now refused to do; end what he called “disruptions” in Jerusalem and open Palestinian institutions in the city.Until now Israel has refused to freeze settlement construction in the West Bank as part of the peace process, and won’t release the final 26 Palestinian prisoners from Israeli jails because it objects to the freeing of 14 Israeli Arab terrorists included in that list.Palestinian Authority President Mahmoud Abbas told Israeli opposition MKs visiting him in the West Bank city of Ramallah last Wednesday that if talks were extended, he would want the first three months “devoted to a serious discussion of borders,” Haaretz reported.Maqboul said that the Palestinian demands were given to American mediator Martin Indyk and Israel has yet to respond to them.Prominent Fatah member Azzam al-Ahmad confirmed that the Palestinians have demanded that, should the negotiations be extended, the first three months be dedicated to drawing the border of a future Palestinian state. He said that no agreement to extend peace talks has been reached, and that the latest rounds of meetings by negotiators Saeb Erekat and Tzipi Livni have yielded no progress.A senior Palestinian official quoted by the Palestine News Network on Monday said that during Friday’s meeting Indyk presented no new proposals on how to salvage the Israeli-Palestinian peace talks.Officials in Jerusalem on Friday also said that no progress was made in emergency talks that took place between Israeli and Palestinian negotiators the night before, and that the two sides would meet again this week after the Passover holiday.Maqboul’s list of demands were published a day after a report in the Israeli press said that Abbas had threatened to dissolve the PA and disband Palestinian security forces operating in the West Bank if peace negotiations with Israel fail, a move which would create huge security and diplomatic problems for Israel.According to Palestinian sources cited by Yedioth Ahronoth on Sunday, Abbas and top PA officials are considering the drastic move, which would involve canceling the 1993 Oslo Accords and announcing that the Palestinian Authority is a “government under occupation” without full sovereignty, which would technically move full responsibility for the Palestinians, in the West Bank at least, to Israel.The threat, which has reportedly been passed on to Israel, would also disband and abolish PA security forces operating in the West Bank, theoretically opening the way for expanded Palestinian unrest against Israeli forces. The move could also prompt a surge in international legal and diplomatic action against Israel.Yedioth said a vote on the move is scheduled for a PLO meeting on Saturday, three days before the peace talks are currently scheduled to end.
