Japan orders military to strike any new North Korea missile launches

TOKYO (Reuters) - Japan has ordered a destroyer in the Sea of Japan to strike any ballistic missiles that may be launched by North Korea in the coming weeks after Pyongyang fired a Rodong medium-range missile over the sea, a government source said on Saturday.Japanese Defense Minister Itsunori Onodera issued the order on Thursday, but did not make it public in order to avoid putting a chill on renewed talks between Tokyo and Pyongyang, the first in more than a year, local media reported earlier."The defense minister made the order from April 3rd through to the 25th to prepare for any additional missile launches," the source said.Onodera, the source said, did not deploy Patriot missile batteries that would be the last line of defense against incoming warheads.Media reports said the North Korean-Japanese talks in Beijing this week broke no new ground, but ended with an agreement for further meetings.The firing of the Rodong coincided with a meeting in The Hague between U.S. President Barack Obama and the leaders of South Korea and Japan and followed a series of short-range rocket launches.The launch appeared to be a show of defiance by North Korea.The missile fell into the sea after flying 650 km (400 miles), short of a maximum range thought to be some 1,300 km.Japanese Aegis destroyers in the Sea of Japan are equipped with advanced radar equipment able to track multiple targets and carry missiles designed to take out targets at the edge of space.(Reporting by Nobuhiro Kubo, writing by Tim Kelly; Editing by Ron Popeski)

Ukraine eyes arbitration if Russia doesn't cut gas price

KIEV (Reuters) - Ukraine will take Russia to an arbitration court if talks fail to bring about a cut in natural gas prices, Energy Minister Yuri Prodan said on Saturday.Under pressure from two gas price hikes this week which have nearly doubled the price Ukraine pays, Kiev is in emergency talks with European neighbors to secure more supplies, as well as with Russia, which delivers the lion's share of Ukraine's needs."If we don't come to an agreement (with Russia) then there is a procedure laid out in our contract, going to the arbitration court in Stockholm," Prodan told journalists before a cabinet meeting."We are not trying to break our contract but to set up a fair price like in Europe," he said.Easing nerves in Europe, Prodan said Ukraine would not siphon off gas from pipelines that cross its territory to deliver Russian gas supplies to Europe if Moscow turned off gas to Ukraine.Russia has accused Ukraine of stealing gas intended for European customers during gas pricing conflicts in 2006 and again in 2009, which led to supply shortfalls in Europe. Ukraine, which is in an economic crisis, covers half its needs with Russian gas. Athens (AFP) - Europe must stand united as Russia challenges the continent's resolve over the Ukrainian crisis unfolding on its eastern borders, Lithuania's top diplomat told AFP on Friday."Russia is challenging our unity, our way to handle the crisis," Foreign Minister Linas Linkevicius said in an interview on the sidelines of a meeting with his European Union counterparts.Linkevicius, whose Baltic nation was absorbed for half a century into the Soviet Union, remained hopeful that Russia would de-escalate the crisis, but said "we do not see any signals" that it will do so yet.He said Europe needs to stand firm in its support for Ukraine and refuse to recognise the annexation of Crimea.Asked whether the EU should think twice about clinching economic and security deals with Georgia and Moldova that could infuriate Russia, Linkevicius said "No I think vice versa"."If we do not do what we are supposed to do then that would increase tensions," he said."Concessions are not perceived as a good gesture. WASHINGTON (AFP) — US Secretary of State John Kerry’s high-stakes gamble that he could finally achieve the dream of generations and bring peace to the Middle East seems to be collapsing as easily as a house of cards.Despite a dozen visits to Israel and the West Bank since he became US secretary of state 14 months ago and many more late-night meetings with his recalcitrant partners in capitals around the world, it appears after all that he may have been trumped.While there was always a certain hubris to his mission impossible, the political dangers facing wily Prime Minister Benjamin Netanyahu conspired this week with decades of pent-up anger among Palestinians to throw up the most serious crisis to the fragile peace negotiations since they resumed in July.Yet at the start of Kerry’s latest overseas trip, there was little to suggest he would return to the US 13 days later with his peace effort in trouble and a blunt admission that he and the White House needed to “evaluate” the next steps.Indeed, Kerry had not visited Israel in three months in a tacit recognition that each trip raised expectations and usually triggered some kind of provocative move from one of the parties.His monthly commute between Washington and Jerusalem had also begun to raise eyebrows with little tangible progress to show and an April 29 deadline looming.Defense Minister Moshe Ya’alon had called Kerry “obsessive” and “messianic;” at home, some critics said he was “delusional.” All roads to Jerusalem are littered with past failed peace negotiations which have wound through places such as Madrid, Oslo and Camp David.But this time Kerry felt there was something within his grasp, a deal under which both sides would agree to keep talking into next year, as some of the nitty-gritty contours of a pact began to emerge.He deeply believes that a comprehensive peace treaty is the only way to secure Israel’s future and build a better tomorrow for Palestinians, with both peoples having suffered too much.So the 70-year-old former senator, the son of a diplomat, stepped willingly into the quagmire that is Middle East peace.He has invested huge amounts of energy, setting a punishing schedule which would defeat many half his age and remaining eternally optimistic and unflappable even after hours locked in tense negotiations.It was sobering therefore on Friday as he prepared to head home — after the Israelis canceled the last prisoner releases and the Palestinians said they would seek statehood at 15 agencies at the UN — that in a rare moment of frankness and frustration he admitted “it’s reality-check time.”“There are limits to the amount of time and effort that the United States can spend if the parties themselves are unwilling to take constructive steps in order to be able to move forward,” Kerry told reporters in Rabat.With the war in Syria, Iran’s nuclear program and the crisis in Ukraine, “we have an enormous amount on the plate,” he said.

No one walking away yet

RABAT (Reuters) - U.S. Secretary of State John Kerry said on Friday that Washington was evaluating whether it was worth continuing its role in Middle East peace talks, signaling his patience with the Israelis and Palestinians was running out.There was a limit to U.S. efforts if the parties themselves were unwilling to move forward, Kerry said during a visit to Morocco after a week of setbacks."This is not an open-ended effort, it never has been. It is reality check time, and we intend to evaluate precisely what the next steps will be," Kerry said, adding he would return to Washington on Friday to consult with the Obama administration.Israeli and Palestinian negotiators are likely to meet on Sunday, together with U.S. envoy Martin Indyk, to discuss a possible way forward, a source familiar with the talks said.White House spokesman Josh Earnest acknowledged that President Barack Obama shared Kerry's frustration over "unhelpful" actions by both sides and the two men would discuss the path forward in the eight-month-old talks after the secretary of state's return to Washington.Kerry's decision to declare a time-out could be an attempt to pressure Israel and the Palestinians to soften their entrenched positions but, should that fail, it might mark the beginning of the end for his signature diplomatic initiative.By stepping away for now, Kerry is reminding the parties that he can ill-afford to focus endlessly on a fruitless Middle East peace process when other pressing international issues like the crisis in Ukraine demand more of this attention.Abandoning the peace effort, however, also has its risks. 'UNILATERAL STEPS'

The current phase of the Middle East peace process is not over, and it has broken down due to "unilateral steps" by both sides, Earnest said."It's time for the Israeli leaders and the leaders of the Palestinian people to spend some time considering their options at this point," he told reporters.The negotiations were catapulted into crisis at the weekend when Israel refused to act on a previously agreed release of Palestinian prisoners unless it had assurances the Palestinians would continue talks beyond an initial end-April deadline.Kerry flew to Jerusalem to try to find a solution. Just as he believed a convoluted deal was within reach, Palestinian President Mahmoud Abbas signed 15 international treaties, making clear he was ready to beat a unilateral path to world bodies unless he saw more movement from the Israelis.A senior Palestinian official, Nabil Shaath, told Reuters that Abbas had not intended to upset Kerry, but rather to shine a spotlight on Israel's failure to release the prisoners."I think (Kerry) will return because we have not abandoned the process," said the veteran negotiator, speaking in Ramallah, the Palestinians' administrative capital in the West Bank.
"We will continue these negotiations as we agreed, and I wish for once that America's patience runs out - with Israel and not the Palestinians," he said.

STRUGGLE

With each side looking to blame the other for the impasse, Israel's centrist finance minister, Yair Lapid, said he questioned whether Abbas wanted a deal, pointing to a lengthy list of Palestinian demands published on Maan news agency.These included lifting a blockade on the Gaza Strip, and freeing a group of high-profile prisoners, including Marwan Barghouti, jailed a decade ago over a spate of suicide bombings."(Abbas) should know that at this point in time his demands are working against him. No Israeli will negotiate with him at any price," said Lapid, one of the more moderate voices within Prime Minister Benjamin Netanyahu's rightist coalition.Kerry has spent much of his first year as America's top diplomat invested in the Middle East peace process, and has visited the region more than a dozen times.He broke off twice from his current 12-day trip in Europe and the Middle East to see Israeli and Palestinian leaders in an effort to salvage the peace negotiations.The talks have struggled from the start, stalling over Palestinian opposition to Israel's demand that it be recognized as a Jewish state, and over the issue of fast-growing Israeli settlements in the occupied West Bank and East Jerusalem.Palestinians want an independent state in Gaza, the West Bank and East Jerusalem - lands captured by Israel in the 1967 war. US official: Iran nuke deal to be drafted in May

The sides were making progress in talks, said the official, who was not authorized to be quoted by name and briefed reporters on condition of anonymity.The United States and its partners are trying to remove the threat of Iran assembling an atomic arsenal, which could have grave implications for the Middle East and beyond. NATO opens Kosovo airspace to civilian overflights after 15 years

Today there have been some sightings of objects reported by ships in the search area but none were associated with MH370 (as at 1900 AEDT).The Royal Australian Navy, using the Towed Pinger Locator from the United States Navy on Australian Defence Vessel Ocean Shield, and the Royal Navy, with a similar capability on HMS Echo, today began the underwater search for emissions from the black-box pinger from Malaysia Airlines flight MH370.A total of 14 aircraft and 11 ships were involved in today's search activities. The Australian Maritime Safety Authority determined a search area of about 217,000 square kilometres, 1700 kilometres North West of Perth.Weather in the search area was good, with visibility greater than 10 kilometres.

The Royal Australian Navy and Royal Navy have today commenced a sub-surface search for emissions from the black-box pinger from Malaysia Airlines flight MH370.Using the Towed Pinger Locator (TPL) from the United States Navy on Australian Defence Vessel Ocean Shield and a similar capability on HMS Echo, the two ships will search a single 240 kilometre track, converging on each other.This will be the first time that a sub-surface search will have been conducted in the search, in an attempt to detect the signal from the black-box of MH370.The Commander of Joint Task Force 658, Commodore Peter Leavy, said the two ships and their towed-pinger equipment would be operating at significantly reduced speed to search at depths of three thousand metres or more.“There has not been any change in the search,” Commodore Leavy said.“No hard evidence has been found to date so we have made the decision to search a sub-surface area on which the analysis has predicted MH370 is likely to have flown.“While the preference for search operations is to use physical evidence and then drift modelling to determine a smaller sub-surface search area, the search track is considered to be the best estimate possible for an area likely to contain the crashed aircraft.“The equipment on Australian Defence Vessel (ADV) Ocean Shield and HMS Echo can only operate effectively at reduced speed, around three knots.“The search using sub-surface equipment needs to be methodical and carefully executed in order to effectively detect the faint signal of the pinger.”Functionality tests were carried out on the TPL, Autonomous Underwater Vehicle (AUV) and transducer pole to prove its effectiveness during transit to the search area. All the acoustic sensors, GPS positioning, tracking and frequency systems and positioning of the equipment completed a functionality test.

PERTH (Reuters) - The search for missing Malaysia Airlines Flight MH370 in remote seas off Australia headed underwater on Friday, with a U.S. Navy high tech "black box" locator deployed for the first time as the battery life of the cockpit data recorder dwindles.Australian authorities said the so-called Towed Pinger Locator will be pulled behind navy ship HMAS Ocean Shield, searching a converging course on a 240 km (150 miles) track with British hydrographic survey ship HMS Echo."The area of highest probability as to where the aircraft might have entered the water is the area where the underwater search will commence," Retired Air Chief Marshal Angus Houston, the head of the Australian agency coordinating the operation, told reporters in Perth."On best advice the locator beacon will last about a month before it ceases its transmissions so we're now getting pretty close to the time when it might expire."On Monday it will be 30 days since the jetliner lost communications and disappeared from civilian radar less than an hour into an overnight flight from Kuala Lumpur to Beijing on March 8.The Boeing 777 was briefly picked up on military radar on the other side of Malaysia and analysis of subsequent hourly electronic "handshakes" exchanged with a satellite led investigators to conclude the plane crashed far off the west Australian coast hours later.Sonar may help find the plane's black box voice and data recorders that are key to unlocking what happened on the flight. Let me start by thanking the Foundation Institute for Strategic Studies for organising today’s conference, together with the Konrad Adenauer Stiftung and the Polish Institute of International Affairs.  It’s a pleasure to visit beautiful Krakow once again, and this year’s conference comes at an especially opportune moment.For 20 years, the security of the Euro-Atlantic region has been based on the premise that we do not face an adversary to our east. This premise is now in doubt.Russia’s recent actions against Ukraine have been a wake-up call for everyone in the Euro-Atlantic community.  They follow a pattern of behaviour that we already observed in Transnistria, South Ossetia and Abkhazia.  The pattern is to influence, destabilize and even intervene in countries on Russia’s borders, to prolong “frozen” conflicts by supporting corrupt, separatist groups, and to thereby deny sovereign states the ability to choose their own security arrangements and to chart their own political destinies.President Putin’s goal is to create a sphere of influence in Eurasia and to prevent the emergence of stable democracies that could call into question the legitimacy of Russia’s authoritarian system.  This behaviour is more typical of predatory nation-states from the 19th century – and it is far removed from the cooperative and peace-building behaviour we expect to see from modern states today. It rips up the rulebook of inter-state relations that we have painstakingly written since the end of the Second World War, and it violates the many principles that Russia swore to uphold after the end of the Cold War.  It recreates new dividing lines in Europe, some 25 years after all of us – including more enlightened leaders in Moscow – erased them and committed ourselves to the values of liberty and democracy.Russia’s actions – altering legally recognized borders by force and actively subverting the government of a friendly neighbouring state – pose a real threat to an open, rules-based international system, a system based on respect for the sovereignty and territorial integrity of all states and their right to make their own choices without fear of intimidation or interference.In response, we in NATO have to make a painful and necessary choice of our own. If President Putin continues to guide Russia along its present path of aggression, confrontation and escalation, we will be forced to consider Russia less of a partner and more of an adversary.

This is not a choice that we want to make. Since the end of the Cold War, we have tried hard to reach out to Russia.  Our nations provided substantial economic assistance to Russia after 1991 and we made it a full and equal member of some of our leading global institutions, such as the G-8. When the new democracies of Central and Eastern Europe sought to join the Atlantic Alliance, we made a special effort to ensure that NATO enlargement went hand in hand with the development of a substantial partnership with Russia.  We believed that it was in our mutual interest for a democratic Russia to be a full partner within an all-inclusive Euro-Atlantic security system. Moreover, to make crystal clear that NATO enlargement was not directed against Russia, the Alliance made a series of unilateral commitments to refrain from deploying substantial combat forces or nuclear weapons on the territories of new Alliance member states. We partnered with the Russians as fellow peacekeepers in Bosnia and Kosovo. And we worked hard to engage Russia in dialogue and cooperation on many issues of common concern.Regrettably, while there were some success stories, NATO-Russia relations never achieved their full potential, much less the strategic partnership we set as our goal at the Lisbon Summit four years ago.  The unfortunate fact is that, even before the recent crisis, the scope of NATO-Russia cooperation was narrowing as Moscow assumed an obstructionist, zero-sum stance on virtually all major issues – including missile defence cooperation, non- strategic nuclear weapons and military transparency.Now, however, Russia has gone far beyond ‘agreeing to disagree.’   It is expressing its disagreement through unjustified military deployments, illegal referendums, and crude propaganda reminiscent of Stalin’s times, rather than engaging in an honest debate and search for common ground.  And Russia’s leaders appear to be falling victim to their own propaganda, seeing a Western anti-Russian conspiracy behind the legitimate strivings of its neighbours for honest government and mutually beneficial cooperation with the European Union and NATO.Our NATO Foreign Ministers’ meeting earlier this week made clear that there is still a broad consensus across the Alliance that engagement with Russia remains our preferred way forward.  This crisis is not ideological, and we do not face a renewed Cold War competition across the globe with the total paralysis of any cooperation that such a situation would entail.  Our past cooperation has borne real fruit and, in many areas, this cooperation could continue when conditions are right.  But we must face the possibility that for the foreseeable future, Russia will present a challenge to our aspiration for a Europe that is whole, free and at peace. So far, NATO has responded to the crisis in Ukraine in four ways, in tandem with the sanctions and other measures undertaken by our member states and the European Union. First, we have reaffirmed our full support for the sovereignty and the territorial integrity of Ukraine and the inviolability of its international recognised borders.  In this regard, I’m confident that Allies will maintain a long-term “non-recognition” policy regarding Russia’s annexation of Crimea.

Second, we have agreed to strengthen our support for Ukraine through intensified political and military cooperation. This includes helping Ukraine’s armed forces transform into modern and effective institutions that can defend their country against external threats while providing credible deterrence. It includes improving the ability of Ukrainian forces to operate together with Allied forces and greater participation in NATO exercises, so that Ukraine can continue to be a contributor to global security as we have seen in the Balkans, in Afghanistan and, most recently, in our maritime counter-piracy mission, Ocean Shield.Third, we have also reaffirmed our commitment to collective defence, deterrence and reassurance for NATO’s own members.  We have reaffirmed that Article 5 of the Washington Treaty is unbreakable and absolute, and that NATO will come to the defence of any of its members now and in the future.  Allies have already deployed additional fighter jets to police the airspace of our Baltic members. We have begun surveillance flights over Poland and Romania.  We remain ready to take additional steps if circumstances warrant, and we will apply the lessons of this crisis to future assessments of our strategy and force posture.Finally, we have suspended virtually all practical civilian and military cooperation in the NATO-Russia Council framework.  Our political dialogue will continue to allow us to exchange views on the current crisis and its resolution.  But business as usual is clearly not an option. NATO Foreign Ministers will review our relationship with Russia again when they next meet in June.  But in the next weeks and months, we will also assess the implications of Russia’s violation of the letter and spirit of its obligations, including those it assumed in the NATO-Russia Founding Act of 1997 and the Rome Declaration of 2002.  Clearly, our own assumptions about the nature of the relationship with Russia, and the unilateral commitments we made in the 1990s, will need to be reassessed. Russia’s actions over the past few weeks put our next NATO Summit in Wales in September in a very different light.  It will still be about “Future NATO” and set priorities for the Alliance for the period after 2014, following the completion of our decade-long mission in Afghanistan.  Many of our Summit deliverables may, in fact, be the same.  But we will need to work towards them with a new sense of urgency, taking into account the additional challenge we now must reckon with to the East.A first, crucial lesson from the recent crisis is that we must maintain a strong defence and deterrence in Europe.  If there was ever any doubt, the crisis now makes clear why we must invest sufficiently in defence and security, and why we cannot just keep cutting our defence budgets every year while others around the world continue to boost theirs.NATO’s greatest responsibility is to protect and defend our territory and our populations. To do that, we must ensure that we have the full range of capabilities to deter and defend against any threat.  This means high-end capabilities to deter and defend against large-scale threats to our territory, and expeditionary forces for future crisis management missions.  We need to be prepared for all threats.  And our people and platforms need to be ready to deploy wherever and whenever required, with the high level of interoperability we have attained through nearly two decades of non-stop operations.  This puts a premium on our Smart Defence and Connected Forces Initiatives, including a robust program of training and exercises.A second key lesson from the recent crisis is that we need not only the right capabilities to project stability, but also the right relationships. And so we must deepen our partnerships with other nations and organisations and explore ways to help others to project stability in their own region.  This must include doing what we can to support Ukraine and our other Eastern partners such as Georgia and the Republic of Moldova – in close coordination with the efforts of the European Union and other organizations.  And we must keep our door open for new countries to join our Alliance, making clear that no outside power can have a veto.Finally, the Ukraine crisis has highlighted the importance of the transatlantic bond.  In the tough economic climate of the past few years, the temptation to act alone – or in some cases, to opt out – has been strong.  But if we want to protect our shared security and our common values, America and Europe must continue to stand together, work together, and act together.The United States will continue to be involved in Europe’s security, and that involvement is constantly being updated and modernized.  We now need European nations to make a greater effort to match the U.S. commitment – both politically and militarily. Therefore, we need to redouble our efforts to work together to fill key capability gaps, including missile defence, cyber defence, and joint intelligence, surveillance and reconnaissance.  We need to more closely combine our efforts to address security challenges on our European doorstep – such as Ukraine.  And we need to continue to work together on challenges beyond Europe.  The Increased danger in Europe doesn’t mean we can pay any less attention to challenges in the Middle East, Africa or Asia.We also need to find a better balance of responsibilities between Allies – both between the United States and Europe and between Allies within Europe.  Increased multinational cooperation – NATO Smart Defence, EU ‘Pooling and Sharing’ – can make a difference.  But ultimately, a better balance can only be achieved by adequate levels of defence spending on the part of all allies, whether measured as a percentage of GDP or in terms of increasing the share of defence budgets devoted to modernization and investment.

Ladies and gentlemen,

The Ukraine crisis has created a new strategic reality in Europe, and NATO must respond.   It’s not too late for Russia to turn back from its current path and to seek a peaceful, political solution that respects international law and the rights of sovereign nations.  But if Russia chooses confrontation over cooperation, NATO will meet that challenge.  We will adhere to our principles, we will engage constructively with partners to support their freedom of choice, and we will continue to protect our Allies.NATO SITE

KIEV (Reuters) - The Kiev government will stick to unpopular austerity measures "as the price of independence" as Russia steps up pressure on Ukraine to destabilise it, including by raising the price of gas, Prime Minister Arseny Yatseniuk told Reuters.Yatseniuk, 39, who stepped in as interim prime minister last month after Viktor Yanukovich and his ministers fled the "Euromaidan" protests, conceded that it would be very difficult "under the current Russian presence" to undo what he described as Russia's "international crime" in seizing Crimea.But he said Ukraine would never recognise the Russian takeover in exchange for re- establishing good relations."I want to be perfectly clear. We will never recognise the annexation of Crimea ... The time will come when Ukraine will take over control of Crimea," he said, speaking in English, seated in his cavernous, Soviet-built government headquarters beneath the blue and yellow Ukrainian flag.He has called himself the leader of a "kamikaze" government, doomed by unpopular austerity measures it must take, but he said Ukraine would stick to the measures, which include doubling gas prices for domestic consumers from May 1 and holding down state pensions and salaries against a background of a 3 percent contraction of the economy and double-digit inflation.IMF support - a $14-18 billion financial lifeline in return for tough economic reforms - would be a "tremendous step forward", he said."We will regain trust and credibility from foreign investors. This is the roadmap for Ukraine," he added.The Kiev government has said that without the IMF-mandated austerity measures, the economy could shrink by up to 10 percent this year.

Yatseniuk, a former economy minister, lawyer, and economist by education, has often been regarded as too aloof and intellectual to be a contender for high office in Ukraine, which he told the Kyiv Post newspaper in December 2012 was "because I'm bald and wear glasses".Like most of the former opposition leaders, he had difficulty connecting with the thousands of angry Ukrainians massed on Kiev's Independence Square - the Maidan - during the three months of protests that finally toppled Yanukovich.But he is also working hard to improve his image at home, especially by reaching out to the Russian-speaking population, which is concentrated in the east and south of the country and seen as fertile ground for Russian troublemakers to foment unrest against the Kiev government.Commentators say he also impressed Western leaders during visits to Washington and Brussels last month with his clear-sightedness.When asked about the support Kiev was getting from the West in dealing with Russia after the Crimean annexation, he replied. "Is the world ready for World War Three? I am absolutely sure it is not ready."He said that though Western sanctions against Russia, which were limited to targeted travel and financial restrictions against a list of individuals and a few businesses, were understandable, they had allowed Russia to apply stronger pressure.This took the form of trade pressure as well as incitement of unrest among the Russian-speaking population to undermine and destabilise the central government.Referring to Moscow's move on Thursday to raise the gas price for Ukraine for a second time in a week, Yatseniuk said: "There is no reason why Russia would raise the gas price for Ukraine ... other than one - politics. We expect Russia to go further in terms of pressure on the gas front, including limiting gas supplies to Ukraine."They press, press, press," he said.The subtext of Russia's message to Ukraine's Russian-speaking population, he said, was that they would enjoy higher living standards in Russia, with higher wages and better pensions and without the austerity that the Kiev government was now offering."They're saying: if you go to Russia, you'll be happy, smiling, and not living in a Western hell," he said."They (the Russians) are trying to compensate (for the Western sanctions). NATO Secretary General Anders Fogh Rasmussen welcomed the new Estonian Prime Minister Taavi Roivas in his first visit to NATO Headquarters and stressed the firm commitment of the Alliance to collective defense. “As we face the most serious security crisis in a generation, we are determined to keep NATO robust, ready and agile. Estonia, like every NATO member, can count on Allied solidarity at all times and against any threat”, the Secretary General said.Speaking about the measures taken by NATO in response to Russia’s aggression against Ukraine, Mr. Fogh Rasmussen underlined that NATO has more than doubled the number of fighter aircraft allocated to the Alliance’s air policing mission in the Baltic States.“And we will make sure we have updated military plans, enhanced exercises and appropriate deployments”, he said. The Secretary General also praised Estonia’s commitment to the Alliance. “It is now ten years since Estonia joined our Alliance.  Throughout, Estonia has made NATO stronger, and NATO has made Estonia stronger”, the Secretary General said. ”Over the years, brave and professional Estonian troops have made a substantial contribution to our challenging mission in Afghanistan. Estonia has learnt tough lessons on cyber defence, and is now making a significant contribution to strengthen the Alliance efforts in this vital domain.”The Secretary General said that Estonia is leading by example when it comes to investing the right amount of resources in the right defence capabilities.“Despite the economic crisis, you are spending 2 percent of your gross domestic product on defence.  This shows your commitment to collective defence. And it shows that if Estonia can do it, other Allies can do it too”, Mr. Fogh Rasmussen said.Responding to journalists’ questions on claims by the Russian Foreign Minister Sergey Lavrov that NATO was not respecting its bilateral agreements with Russia, the NATO Secretary General said “no, of course we haven’t violated the Rome Declaration and I’m actually surprised that Russia can claim that NATO has violated its commitments, because Russia is violating every principle and international commitment it has made. First and foremost the commitment not to invade other countries. Russia has undermined all the principles of our relationship and therefore there can no longer be business as usual and to make it clear NATO’s core task is to defend our allies and this is what we are doing”.

Pope Francis handed the queen a precious stone globe with a cross on it for Prince George, who is about to depart on his first overseas trip to Australia and New Zealand.The queen was given an antique parchment, which dates back to May 1679 with an “Urbi et Orbi” message by Cardinal Cesare Facchinetti. The pope traditionally gives a "urbi et orbi" message - meaning "to the city and the world" - at Easter and Christmas. The queen gave the pope a hamper of what the Vatican said was "jams and drinks" produced on lands owned by the royal family. He ended up discussing, among other things, extraterrestrial life.Clinton admitted that soon after becoming president, he had his aides research Area 51, the Nevada military facility, "to make sure there was no alien down there." He was also interested in Roswell, N.M., the site of a reputed UFO sighting in 1947, which was celebrating its 50th anniversary during Clinton's presidency."I had all the Roswell papers reviewed - everything," he told Kimmel."If you saw that there were aliens there, would you tell us?" Kimmel asked."Yeah," Clinton said, nodding.Given the size of the universe, and the continued discovery of new planets, Clinton believes we're not alone."If we were visited someday I wouldn't be surprised," Clinton said. Army: Fort Hood gunman showed no previous violence

FORT HOOD, Texas (AP) — The soldier who killed three people before committing suicide in an attack on the same Texas military base where more than a dozen people were slain in 2009 had shown no recent risks of violence, authorities said Thursday.The shooter, identified as Ivan Lopez by Texas Rep. Michael McCaul, chairman of the House Homeland Security Committee, opened fire Fort Hood on Wednesday afternoon. He wounded more than a dozen others.Military officials declined to formally identify the gunman, an enlisted soldier with the rank of specialist, by name until his family members had been officially notified.But Army Secretary John McHugh said the soldier saw no combat during a four-month deployment to Iraq as a truck driver from August to December 2011. A review of his service record showed no Purple Heart, which indicates he never was wounded.The soldier saw a psychiatrist last month and showed no "sign of any likely violence either to himself or others," McHugh said. His record shows "no involvement with extremist organizations of any kind.""We're not making any assumptions by that. We're going to keep an open mind and an open investigation. We will go where the facts lead us. And possible extremist involvement is still being looked at very, very carefully. He had a clean record in terms of his behavior," McHugh said.Within hours of the Wednesday attack, investigators started looking into whether the soldier had lingering psychological trauma from his time in Iraq. Fort Hood's senior officer, Lt. Gen. Mark Milley, said the gunman had sought help for depression, anxiety and other problems, and was taking medication.Among the possibilities investigators were exploring was whether a fight or argument on the base triggered the attack." A woman has died after she was taken by a shark while swimming off the coast of New South Wales, Australia.Christine Armstrong, 63, was swimming with a group of five others when she was separated from the group and attacked by the shark.The incident occurred at about 8.20am on Thursday morning, about 320 feet from the shore.It was witnessed by swimmers in the water and people on the nearby wharf.People at the scene reported seeing a 10-13 feet shark close to the surface of the water near the time of the attack.‘We have got a number of witnesses who have all seen this incident occur and I’m fairly safe to say at this stage to say that a shark has taken her, Inspector Jason Edmunds from Bega Police told ABC radio.Mrs Armstrong was a Tathra local, a keen swimmer and had been married to her husband Rob since the age of 19.Her family released a statement in which they said she had been loved by many people and would be sadly missed.'She has been swimming at Tathra Beach for 14 years and was an experienced and committed member of the surf club', they said.
