Malaysia Airlines deeply regrets that we have to assume that MH370 ended in the southern Indian Ocean. As you will hear in the next hour from Malaysia’s Prime Minister, new analysis of satellite data suggests the plane went down in the Southern Indian Ocean.On behalf of all of us at Malaysia Airlines and all Malaysians, our prayers go out to all the loved ones of the 226 passengers and of our 13 friends and colleagues at this enormously painful time.We know there are no words that we or anyone else can say which can ease your pain. We will continue to provide assistance and support to you, as we have done since MH370 first disappeared in the early hours of 8 March, while flying from Kuala Lumpur to Beijing.The ongoing multinational search operation will continue, as we seek answers to the questions which remain. Alongside the search for MH370, there is an intensive investigation, which we hope will also provide answers.

Introductory statement 
The search for MH370 continues. Over the past few days, new leads from satellite data have focused our search and rescue operations in the southern corridor. Our partners continue to deploy assets to assist us, as we work to narrow the search areas.
1.    Operational update
Yesterday, 18,500 square nautical miles were searched in the Australian search area.Two orange objects approximately one metre in length and one white coloured drum were sighted by search aircraft, but remain unidentified and have not been conclusively linked to MH370.HMAS Success detected two radar targets within the search area, but could not locate the targets on further investigation of the area.Earlier today, a Chinese search plane reportedly sighted objects in the Australian search area. These objects are not in the vicinity of those which were identified by the Australian authorities last week.A few minutes ago the Prime Minister received a call from the Prime Minister of Australia, who informed him that an Australian search aircraft had located two objects in the Australian search area, one circular and one rectangular.HMAS Success is in the vicinity and it is possible that the objects could be received within the next few hours, or by tomorrow morning at the latest.Three search areas, totalling approximately 20,000 square nautical miles,  have been identified for operations today. RCC Australia anticipates that 10 aircraft will be used.HMAS Success remains the only vessel in the search area. A number of Chinese vessels are expected to commence arriving within the search area on 25th March.3 aircraft - 2 from Japan and 1 from the UAE – have already departed from Subang today and are en route to the southern corridor.6 Malaysian ships, with 3 ship-borne helicopters, are now in northern part of the southern corridor. 10 Chinese ships are in the southern corridor, carrying out search and rescue operations. HMS Echo is currently refuelling in the Maldives and will be sailing to the southern corridor this evening.In the northern corridor, Turkmenistan have confirmed they have not had any sightings of MH370 on their radar. Each piece of information we receive from our partners in the northern corridor helps us to continuously narrow the corridor.
1.    Satellite images
New leads into MH370’s possible location have come from satellite data. This was one of the four tools we identified that could narrow the search area, along with surveillance radar data, increasing surface and air assets, and bringing in more technical experts.The most recent images were obtained by French satellites, which captured radar images of potential objects in the vicinity of the southern corridor on 21st March. These images were received by Malaysia on the evening of the 22nd March, and were relayed to RCC Australia on the morning of the 23rd March, as they are leading the search in that particular area of the southern corridor.This morning we have received a further set of images from French satellites, this time captured by cameras. These images were taken yesterday and have been relayed to RCC Australia.
2.    Family briefings
Yesterday, the high-level team met with families in Beijing for more than eight hours. The families asked many questions, and made detailed requests for radar readings and other data. Some of these questions could not be answered, and some of the data they requested was still being held by the investigation, as is standard procedure in investigations of this sort.After meeting with the families for a total of more than twelve hours, and taking hundreds of questions, the high-level team has returned to Kuala Lumpur to discuss the matters raised at the meetings. They will return to Beijing tomorrow to continue.The briefings in Kuala Lumpur over the last two days went smoothly,  and the families responded as positively as could be expected, with the families engaging with representatives from the relevant authorities.It has always been our intention to keep the families as fully informed as possible. We continue to do so.
3.    Specific questions
There are a few specific questions I would like to respond to.On the police investigation, we can confirm that the police have interviewed more than a hundred people, including families of both the pilot and co-pilot.
As far as the transcript is concerned, the technical committee is considering releasing it and we will keep you informed about the decision.The Inspector General of the Police will attend tomorrow’s press conference to answer further questions on the investigation.We can also confirm that MH370 was carrying wooden pallets. However, there is as yet no evidence that these are related to the wooden pallets reportedly sighted in the Australian search area.
4.    Concluding remarks
The search for MH370 has taken us halfway around the world. At the moment there are new leads, but nothing conclusive. Our thoughts continue to be with the families who are still waiting for news. In the meantime, we are grateful for the on-going co-operation shown by our partners in this multinational search.

China has often sided with Russia in disputes with the West, but U.S. officials have been appealing to Beijing's well-known opposition to outside interference in other nation's domestic affairs.Obama treaded carefully in statements with Xi before their meeting, saying only that they planned to discuss the situation in Ukraine."I believe ultimately, that by working together, China and the United States can help strengthen international law and respect for the sovereignty of nations and establish the kind of rules internationally that allow all peoples to thrive," Obama said in a subtle appeal for Chinese support.He added that he and the Chinese leader would also seek to "work through frictions that exist in our relations" on matters like human rights and maritime disputes.Xi, for his part, pointed to areas of potential cooperation with the U.S. as he settled in for what Obama described as a wide-ranging session. Brussels - Nato’s top general, Philip Breedlove, has warned that Russia has amassed enough troops on the eastern Ukrainian border for a new invasion and said Nato will mobilise troops to defend the Baltics if need be."The force that is now at the Ukrainian border - to the east - is very, very sizeable and very, very ready. You cannot defend against that if you are not there to defend against it. So I think we need to think about our allies, the positioning of our forces in the alliance and the readiness of the forces so we can be there to defend against it if required, especially in the Baltics," he said on Sunday (23 March) at the Brussels Forum, an event organised by the German Marshall Fund, a think tank.He noted that Russia could no longer be trusted to respect national borders when it carries out military exercises."We saw several snap exercises executed in which large formations of forces were brought to readiness and exercised and then they stood down. And then as we have all seen, a snap exercise with large formations brought into readiness and boom, into Crimea, they went, with a highly prepared force," Breedlove said.He also warned the current number of troops amassed along the eastern Ukrainian border may pose a threat for Moldova and its separatist region of Transniestria, which last week requested to be incorporated into Russia on the Crimean model."There is absolutely sufficient force postured on the eastern border of Ukraine to run to Transnistria if the decision was made to do that and that's very worrisome,” he said."When we talk about threat in the military, we marry capability with intent. We know the capability absolutely exists to do that and cause that problem. KIEV — Ukraine on Monday ordered its troops to withdraw from Crimea following the flashpoint peninsula’s seizure and annexation by Russia in response to the fall in Kiev of a pro-Kremlin regime.
The dramatic announcement came just as world leaders gathered in The Hague for a nuclear security summit dominated by concern over the worst East-West crisis since the Cold War.A top commander in NATO had warned on Sunday that the Western military alliance was carefully watching massive Russian troop formations on the eastern border of Ukraine that could theoretically make a push across the vast ex-Soviet country at any point.Ukraine’s acting president Oleksandr Turchynov told top lawmakers that both servicemen and their families would now be relocated on the mainland.“The national security and defense council has reached a decision, under instructions from the defense ministry, to conduct a redeployment of military units stationed in the Autonomous Republic of Crimea,” Turchynov said in nationally televised remarks.“The cabinet of ministers has instructions to resettle the families of soldiers as well as everyone else who today is forced to leave their homes under the pressure and aggression of the Russian army’s occupying forces.”Crimea’s pro-Kremlin deputy premier Rustam Temirgaliyev told Russia’s RIA Novosti state news agency that “all Ukrainian soldiers have either switched to the Russian side or are leaving the territory of the Crimea.”Turchynov’s announcement came less than a month after Russian President Vladimir Putin won authorization to use force in response to the February 22 ouster of pro-Kremlin president Viktor Yanukovych regime by more nationalist leaders who are seeking a closer alliance with Europe.Ukraine’s heavily outnumbered forces had been steadily losing ground on the Black Sea peninsula and saw their main airbase outside the regional capital Simferopol stormed by Russian troops on Saturday.The assault by Russian forces and pro-Kremlin militias continued on Monday with the fall of a Ukrainian naval base in the east Crimean port of Feodosia.Turchynov praised his country’s soldiers despite heavy criticism by some Crimean commanders of confusion and indecision reigning among the army and naval brass in Kiev over the past month.“Despite the enormous losses, the Ukrainian soldiers in Crimea did their duty,” said Turchynov. “Most importantly, they gave the Ukrainian armed forces the opportunity to prepare their defenses, to put the military on full combat alert, and to launch a partial mobilization.”Several top officials had warned on Sunday that they feared an attack by Kremlin forces on the heavily Russified regions of southeastern Ukraine was now imminent.Commando-style operation.Russia’s latest surprise assault in Crimea came in the pre-dawn hours on Monday and involved both armored personnel carriers and stun grenades.The Ukrainian defense ministry said Russian paratroopers were lowered onto the Feodosia naval base from four helicopters in a commando-style operation in which guns were fired in the air and stun grenades strewn across the facility in intimidation.Several military trucks were seen leaving the base less than two hours later with some Ukrainian marines whose hands had been tied.The Ukrainian statement said two commanders were injured when they were kicked in the face before being taken away in a helicopter in an unknown direction.An AFP reporter saw the blue-and-yellow Ukrainian flag above the base taken down and replaced with Russia’s tricolour.The ministry later said that between “60 to 80 marines were captured” in violation of a prior agreement with the Russians.The base in Feodosiya housed Ukraine’s only marine battalion. The country’s marine union said it was home to an elite unit that was part of the navy.News agencies in Moscow cited the Russian defense ministry as saying that 189 Ukrainian military facilities and bases in Crimea were flying the Russian flag by Saturday.

BRUSSELS - National parliaments should be able to initiate reviews of existing EU law, according to a report by the UK parliament.The paper, published on Monday (24 March), by the House of Lords' EU committee, says domestic lawmakers should have more power in the EU legislative process."There should be a way for a group of like-minded national parliaments to make constructive suggestions for EU policy initiatives," it notes."We would envisage a ‘Green Card’ as recognising a right for a number of national parliaments working together to make constructive policy or legislative suggestions, including for the review or repeal of existing legislation, not creating a (legally more problematic) formal right for national parliaments to initiate legislation."The Lisbon treaty introduced a regime allowing national lawmakers to formally object to a proposed EU law.If objections to a proposal are submitted by at least a third of the bloc's national assemblies, a so-called "yellow card" is triggered, and the European Commission is expected to review the proposal.In the four years since the Lisbon treaty came into force, the yellow card has only been used twice, however.A number of national parliaments have also accused the commission of ignoring their objections.Frustration with the system reached a head last autumn when the commission ignored a yellow card by 18 parliaments on plans to establish a European Public Prosecutor’s Office.The proposal, which would establish an EU-level body with the exclusive power to investigate and prosecute criminal offences relating to the EU's financial interests, is now being negotiated by MEPs and ministers.The second yellow card was issued against a draft law affecting the right to strike, which the commission abandoned in 2012 citing opposition from governments."Technical deficiencies have meant that the [yellow card] procedure has not been as effective as hoped," said the Lords' report.It added that when a yellow card is created, the EU executive should be required to "either drop the proposal in question, or substantially amend it in order to meet the concerns expressed".Peers also want to increase the deadline for national chambers to issue an opinion on a legislative proposal, from 8 weeks to 16 weeks.Giving national parliaments the power to block unwanted European legislation is one of the reforms demanded by UK prime minister David Cameron as he seeks to re-write the UK membership terms of the bloc. The plan has also been backed by a handful of other governments.

IDF forces patrolling the border with Egypt were targeted by fire from the Egyptian side on Monday. No injuries were reported in the incident, and further details are currently being investigated.The soldiers were just north-west of Be'er Milka, located right on the border with Egypt to the south of Gaza, when they were shot at.The Sinai peninsula has been a hotbed of terrorism, especially for Salafist terrorists and those aligned with the Muslim Brotherhood.The attack comes on the same day that an Egyptian court sentenced 529 Muslim Brotherhood members to death, over their support of ousted President Mohammed Morsi in clashes with the military. Morsi was deposed last July.

The Knesset introduced a new bill this week to mark the Hebrew date of the 10th of Nisan (April 10 this year) as "Yom Haaliyah," a national holiday celebrating Jewish immigration to Israel.The holiday intends to recognize Aliyah (immigration) as a core principle of the Jewish state, and honor the contributions to the country by immigrants. The bill states the holiday's purpose is to "realize the value and supreme importance of Aliyah in the past, present and future to the strengthening of Israel from within."MKs Robert Ilatov (Yisrael Beytenu), Hilik Bar (Labor), Gila Gamliel (Likud) and Yoel Rozbozov (Yesh Atid), who serves as Chariman of the Committee for Immigration, Absorption and Disapora Affairs, sponsored the bill. Various parties in both the coalition and opposition have thrown their weight behind the bill.The 10th of Nisan was selected for the holiday given the historical importance of the date, on which the Jews crossed the Jordan River into Israel after the Exodus from Egypt, as recorded in the Book of Joshua. The bill notes this was the "first mass Aliyah in history."MK Bar remarked that "the Yom Haaliyah bill is an important national day in a country  that was built on Aliyah, since that it is an inseparable part of the country's essence."Yom Haaliyah is planned to be celebrated in various ceremonies, highlighting the contribution of immigrants who have found their way home to Israel from all parts of the world.Initially, the bill was drafted and lobbied for by Jay Shultz, an immigrant from New York who founded TLV Internationals, a large online community for young professional immigrants; Schultz was joined in the bill by Jonathan Javor who immigrated from London, and who also was part of TLV Internationals before working for the Mayor of Tel Aviv to plan the absorption of immigrants.

A survey carried out by TEV, the umbrella organization for combating anti-Semitism in Hungary, points to a slight decrease in the level of anti-Semitism in the country, even as the right-wing party Jobbik gains strength in Hungary. TEV includes representatives of all parts of the country's Jewish population.In the survey, Hungarians were asked about their attitudes toward the country's Jews. The results were presented in a comprehensive study that analyzed the results based on various social cross-sections.The organization noted that the anti-Semitic wave was at its peak in 2010. At that time, 22% of Hungary's population was identified as actively anti-Semitic, and another 22% were identified as supporting anti-Semitic principles and harboring prejudice against Jews.In 2013, 17% of the populace were identified as actively anti-Semiticm and 23% as “moderately anti-Semitic.”TEV noted that the percentage of “moderate” anti-Semites has not changed, and that more than one third of the population still holds some kind of anti-Semitic views.Among the questions asked was “Do Jews have too much influence in Hungary today?” – to which 27% responded positively. A full 34% agreed that there is “a secret Jewish conspiracy behind political and economic processes.”The survey results were presented at a conference of the Center of European Rabbis and the Federation of Jewish Organizations in the EU, which is taking place in Budapest.

With the world waiting for word of Malaysia Airlines Flight 370, a retired El Al pilot, a veteran of five armed hijacking attempts and plots, including one movie-worthy standoff at 29,000 feet, splashed some local brandy into his afternoon tea.“When you don’t know, you just don’t know,” Uri Bar-Lev said of the fate of the missing airliner, which dropped off the radar two weeks ago.Then, while he was folding the Hebrew paper, which was splayed open to the MH370 story of the day, came an endearingly familiar routine, the ritual dance performed by so many Israelis of Bar-Lev’s 1948 generation: Why do you want to hear this story? What’s so special about it? It’s been told before. Haven’t you read it? Why would people want to hear it now? The Times of Israel mentioned the missing plane and hinted at his heroics. We said there might be a lesson to be learned or simply a tale worth re-telling. He waved his hand dismissively, but, fresh from Pilates and in a rush to finish his chores before setting off for Chile the next day to visit a newborn grandson, the 83-year-old pilot agreed to deliver the abridged version of events.On September 6, 1970, Bar-Lev, who had flown as a 16-year-old in the 1948 War of Independence and later during the 1956 War, was picked up from his Amsterdam hotel and brought to Schiphol airport to fly the second leg of El Al Flight 219 from Tel Aviv to New York. Before take-off, El Al’s security officer on duty at the airport told the pilot that there were four suspicious people seeking to board the flight. Two held Senegalese passports with consecutive numbers; two others, a couple, carried less suspicious looking Honduran passports, but all had ordered their tickets at the last minute.Bar-Lev, in consultation with the security officer, barred the Senegalese passengers from boarding and demanded that the local security officers closely inspect the two Honduran nationals before allowing them to board.Although at the time he did not know that no such inspection had been performed, he stopped at seat 2C and had a chat with Avihu Kol, one of the two armed security officers on the plane. “I told him, I want you in the cockpit with me,” Bar-Lev said.Kol was alone in first class. Skyjackings were not a new phenomenon. During the previous year alone, dozens of planes had been hijacked. Yet El Al was the only airline in the world to field armed guards and re-enforced steel cockpit doors — precautions that had been put in place after the 1968 hijacking of an El Al jet to Algeria, the only time Israel’s national carrier has been hijacked. Kol, though, initially resisted Bar-Lev’s demand that he sit in the cockpit, saying it contradicted his orders. Finally, Bar-Lev pulled rank.At 29,000 feet, with the plane still climbing, the emergency light flashed in the cockpit. False alarm, one of the crew members said. It happened often. Flight attendants sometimes grazed against the warning panels, sounding the alarm. “No,” Bar-Lev responded, “we’re being hijacked.”Seconds later a flight attendant’s voice came through the intercom: two people, armed with a gun and two grenades, wanted to enter the cockpit. If he didn’t open the door, they would blow up the plane.Bar-Lev sent flight engineer Uri Zach to look through the peep hole. The “Honduran” man, Nicaraguan-American Sandinista supporter Patrick Argüello, a former Fulbright scholar operating on behalf of George Habash’s Popular Front for the Liberation of Palestine (PFLP), was holding a gun to a female flight attendant’s head. Uri, she said to the pilot through the locked door, they are going to kill me if you don’t open up.According to the International Air Transport Association rules, Bar-Lev said, a pilot is responsible “for the welfare of his passengers” and therefore must acquiesce to the demands of terrorists. His thinking was just the opposite: acceding will only further endanger the passengers. Giving voice to an unformed thought, he said aloud, “We are not going to be taken hostage.”Sitting in the right-hand seat, having let the co-pilot handle the take-off from Amsterdam, Bar-Lev recalled his mandatory training on the Boeing 707 at the company headquarters several years earlier. The certification training was eight hours long. After six hours, the company instructor told Bar-Lev he was cleared to fly and wondered if he had any other questions. He did. He wanted to know the outer limits of the plane’s capacity. The instructor, a Korean War vet, walked him through some of the maneuvers and explained that the passenger plane was very strong and could endure more than it would seem at first glance.

Bar-Lev told Kol, the air marshal, to hold on tight. He was going to throw the plane into a dive. The negative g-force, akin to the feeling one gets on the downhill section of a roller coaster ride, would accomplish two things: it would lower the plane’s altitude, reducing the pressure difference between the inside and outside of the plane, which would make a bullet hole or a grenade explosion less dangerous; and it would throw the hijackers off their feet. The passengers, he said, were all belted in and would be fine.Bar-Lev lifted the nose of the aircraft, dipped one of the wings, and then tilted the nose down to earth. The plane began to plummet, dropping 10,000 feet in a minute. When he pulled out of the dive, Kol charged through the door and killed Argüello.The second terrorist, Leila Khaled, a Palestinian veteran of previous skyjackings, rolled a grenade forward but it didn’t explode. In her memoir, Bar-Lev said, Khaled claimed to have been violently subdued, but the air marshals found her passed out from the dive and quickly arrested her.But it was far from over. Three other planes, in what Bar-Lev called a more complex attack than 9-11, had been hijacked. The two men carrying Senegalese passports had commandeered a Pan Am flight and flown it to Egypt. TWA and Swiss Air flights were flown to Jordan. The Shin Bet, via an El Al dispatcher, sent Bar-Lev a terse command: About face. Come home.On board he had two armed Shin Bet officers — Kol, and a second agent who was at the back of the plane — plus a dead man and an internationally wanted terrorist. Pivotally, though, he also learned that Shlomo Vider, the chief flight attendant, had charged the hijackers and been shot several times. Before responding to the Shin Bet’s orders – Bar-Lev didn’t know and wasn’t told about the other hijackings – he called for a doctor to come forward and examine Vider. The most qualified person was a dentist. He ruled that Vider was in stable condition. “I didn’t think so, though,” said Bar-Lev. Vider was pale and though he had been shot, he didn’t seem to be bleeding out, raising concerns about internal bleeding. Bar-Lev told Tel Aviv that Vider didn’t have five hours left in him. He was going to request permission to land in London.Headquarters again ordered him to return to Israel, but Bar-Lev contacted the British authorities and began to descend. En route, he heard the voice of an El Al pilot preparing to take off from Heathrow to Israel. “I told him to switch to the internal frequency,” Bar-Lev said.Speaking quickly and in Hebrew, he told the other pilot the situation and the plan: he would land near him. In the commotion, no one would notice if the two armed Shin Bet marshals slipped through the flight engineer’s maintenance door between the wheels and quickly boarded the Israel-bound plane in the same way. The last thing he needed was for the two to be arrested by the local authorities and possibly charged for killing Argüello.    He insisted that he had simply flown the plane throughout and did not know how the Nicaraguan terrorist had died. Bar-Lev had good reason for concern. In February 1969 a Shin Bet air marshal named Mordechai Rachamim had fought off a squad of terrorists attacking an El Al plane in Zurich. After jumping out of the airplane door under fire, apprehending three of the terrorists and killing the fourth, the Swiss authorities, before finally exonerating him, first put him on trial for manslaughter.After Bar-Lev slowed the plane to a stop, the crew welcomed an emergency British medical team on board. Vider, he later learned, reached the local hospital an estimated five minutes from death. But when Bar-Lev tried to close the door and head back to Tel Aviv, several armed agents from the British secret services drew their sidearms and said, “Do not shut that door. You are on the soil of Great Britain.”Bar-Lev and the rest of the crew were taken for interrogation. Asked what he told the British authorities, he said, “I told them nothing.” He insisted that he had simply flown the plane throughout and did not know how the Nicaraguan terrorist had died.An El Al security officer, in the meanwhile, printed tickets for the two Shin Bet air marshals who had slipped onto the Israel-bound flight and, after going through the passenger list repeatedly, the British authorities were forced to let the plane take off.Bar-Lev and the crew were released the following day. The British authorities knew they were lying but could find no proof. Leila Khaled remained in the United Kingdom. She was let out of British custody three weeks later, after a British jet was hijacked on September 9, en route from Bahrain, expressly in order to secure her release.For Bar-Lev, though, the ordeal was still not over. Upon return to Israel, a man he did not recognize took him into a side room and began asking questions: Why had he insisted on bringing the sky marshal into the cockpit? Why had he refused a direct order to return to Tel Aviv? Why had he dismissed the dentist’s assessment? The next day, El Al Director General Mordechai Ben-Ari told him that the Shin Bet would not provide security for Israel’s national air carrier so long as he remained an active pilot. Ben-Ari tried to convince him to take a year off, to pacify the Shin Bet, and then return to service.

“In those days, though,” Bar-Lev said, “you could still call the prime minister.”

He phoned Golda Meir and asked to explain his side of the story. The Hermes 900 UAV, manufactured by the Israeli company Elbit Systems, received its official Hebrew name in the Israel Air Force (IAF): “Kochav” (star in Hebrew). The Kochav UAV strengthens the UAV arm of the IAF and is designed for HALE (High Altitude Long Endurance) reconnaissance missions.

The UAV arm of the IAF continues to expand: this week, a Hebrew name for the “Hermes 900″ UAV was chosen: “Kochav” (star, in Hebrew).The Israeli-built UAV serves at the Palmachim airbase and takes part in all kinds of reconnaissance missions and special missions.The Kochav UAV, which is manufactured by the Israeli company Elbit System, has joined the UAV Division of the IAF. The long and frustrating hunt for missing Malaysian Airlines Flight 370 might be a sign of what’s to come, thanks to our growing obsession with drone imagery at the expense of the quaint technology of satellite radar data.While today’s high-resolution image satellites can take very detailed pictures of relatively small areas, old-fashioned radar satellites are the best solution for finding lost objects at sea, says Kurt Schwoppe, manager for imagery solutions for the company Esri. Radar satellites don’t see the world. Rather they get a sense of objects in somewhat the same way that a bat does. As bats use sonar to bounce signals off of prey to determine the location of targets and other objects, radar satellites take detailed scans of the planet by bouncing electromagnetic signals off the earth’s surface. Military officials won’t publicly disclose what assets they are using in the search for the missing aircraft. But militarily speaking, these sorts of satellites were great for seeing over large areas where there was cloud cover or finding ghost ships that had turned off their transponders. They’re also useful for spotting anomalies at sea.

“If there’s any oil slick that stands out well because there’s these flat dark spots where there are no wave ripples at all. If there’s an angular thing, like maybe a wing floating on the surface or some type of debris, that stuff stands out brightly” says Schwoppe.It’s a technology that NASA led in the development of in the 1970s. Today, space-based radar is an area where other countries are out-innovating the United States, at least commercially. The main private players are AirBus and a Canadian public-private program called RADARSAT (which includes Lockheed Martin but is run out of Canada by MacDonald, Dettwiler and Associates or MDA). “From a commercial company standpoint, we have not flown a radar satellite ourselves,” says Schwoppe.That’s a problem because the U.S. continues to rely more on commercial satellites for our imaging data. “Right now to buy this data from the Canadians or the Europeans is just very, very expensive. So then it never gets acquired,” says Schwoppe. “The U.S. has invested a lot in this technology and the question is, can we get some of these commercial vendors up and start making a commercial business out of this and get it more and more readily available for different use cases. It seems we’re great at developing technology. Then others adopt it and put it to good use and for us it sits on the shelf a little bit.”Lagging space-based radar imaging has bitten us before. During the Deepwater Horizon oil spill in 2010, in which 4.9 million barrels of oil were leaked into the Gulf of Mexico, high-resolution satellites took volumes of pictures but could not get a comprehensive sense of the entire spill area. The RADARSAT II satellite, conversely, was able to provide daily coverage of the entire area.  You think the U.S. would have learned.To understand how the U.S. got to this point, consider the last decade’s evolution of reconnaissance tools. In Afghanistan and Iraq, we brought high-resolution satellite imagery to bear on the task of getting snap shots, at a resolution as fine as 50 cm, of insurgents hiding among the dusty hills of the Pakistan border. Today, high-resolution satellite imagery is playing a role in the search for Flight 370. U.S. company Digital Globe has opened up its image satellites to aid in the search and launched a crowdsource campaign to enlist volunteers to analyze the images. “Users can go to Tomnod, and zoom in on each satellite image from DigitalGlobe’s satellite constellation and drop a pin if they see signs of wreckage. Its algorithm, CrowdRank, will find where there is overlap in the tags from people who tagged the same location. Then, DigitalGlobe’s expert analysts will examine the tags to identify the top 10 or so most notable areas and share the information with customers and authorities,” a company official explained, in an email.But the crowdsourced solution may not be ideal and can produce false positives, as evinced by the singer Courtney Love’s fleeting but ebullient conviction that she had found the phantom Malaysian flight based on satellite imagery.Schwoppe is skeptical of the tactic. The necessity of crowdsourcing speaks to the fact that high-resolution imagery doesn’t offer wide enough coverage. DigitalGlobe’s satellites can only see an area that’s 18 kilometers wide. RADARSAT’s synthetic aperture radar can cover 500 kilometers.U.S. reliance on high-resolution imaging is surpassed only by the military obsession with unmanned areal vehicles or UAVs, which have proven relatively useless in the current search for Flight 370. UAVs were an ideal solution for an environment like Afghanistan or Iraq where the military wanted the ability to follow a target from house to house to roadside, or perhaps loiter over a key area where insurgents might be gathering. “From a tactical perspective in actually fighting ground operations, UAVs were extremely powerful and they met that niche,” Schwoppe observed. “We had the luxury to do that because we totally controlled the airspace over Iraq and Afghanistan and you know we won’t have that same luxury in other areas.”As previously mentioned, the most-recent budget request cuts spending for Navy satellite communications to $41,829,000 from $66,196,000 and the Navy Satellite Control Network $20,806,000 from $35,657,000.Schwoppe believes that military spending on radar satellites is probably safe, but can’t be sure. “I can tell you, the reconnaissance community understands and knows the value of radar, especially as targets change.” But he acknowledges that broader cuts in military satellite programs are disturbing.Also, European and Canadian groups have found civilian uses for radar technology in environmental monitoring, another area where the U.S. lags.If the U.S. and allies don’t give this old technology some better attention, the next Flight 370 might be even harder to find.

PERTH, Australia (AP) — France provided new satellite images Sunday showing possible debris from the missing Malaysia Airlines jet, Malaysian officials said, as searchers combing a remote part of the southern Indian Ocean tried to locate a pallet that could be a key clue in solving one of the world's great aviation mysteries.The imagery given to Malaysia's government and forwarded to searchers in Australia "show potential objects" in the same part of the ocean where previous satellite images released by Australia and China showed objects that could be debris from the plane, Malaysia's Ministry of Transport said in a statement.Flight 370 went missing over the Gulf of Thailand on March 8 with 239 people on board en route from Kuala Lumpur, Malaysia, to Beijing, setting off a multinational search effort that has turned up nothing conclusive so far on what happened to the jet.The French satellite images themselves had not been released or described by Malaysia, France or Australia hours after the announcement of their existence. In an emailed statement, the Australian Maritime Safety Authority declined to offer details about what they showed or where the objects were located and did not respond to multiple requests by The Associated Press for access to the images."Any satellite images or other new information that comes to AMSA is being considered in developing the search plans," the agency said.But a Malaysian official involved in the search mission said the images were captured Friday and pinpointed objects about 930 kilometers (575 miles) north of the spots where the objects in the images released by Australia and China were located.One of the objects in the French imagery was estimated to be about the same size as an object captured Tuesday by the Chinese satellite that appeared to be 22 meters (72 feet) by 13 meters (43 feet), said the official, who declined to be identified because he isn't authorized to speak to the media. But the official said the French satellite image was unclear and fuzzy, making it difficult to determine precise dimensions.Information about the fresh images emerged as authorities coordinating the search, which is being conducted about 2,500 kilometers (1,550 miles) southwest of Perth, sent planes and a ship to try to "re-find" a wooden pallet that appeared to be surrounded by straps of varying lengths and colors. It was spotted Saturday by spotters in a search plane, but no images were captured of it and a military PC Orion military plane dispatched to locate the pallet could not find it."So, we've gone back to that area again today to try and re-find it," said Mike Barton, chief of the Australian Maritime Safety Authority's rescue coordination center. An Australian navy ship was also involved in the search.Wooden pallets are commonly used in shipping, but can also be used in cargo containers carried on planes.AMSA said the aircraft that spotted the pallet was unable to take photos of it."We went to some of the expert airlines and the use of wooden pallets is quite common in the industry," Barton said. "They're usually packed into another container, which is loaded in the belly of the aircraft. ... It's a possible lead, but we will need to be very certain that this is a pallet because pallets are used in the shipping industry as well."Sam Cardwell, a spokesman for AMSA, said the maritime agency had requested a cargo manifest from Malaysia Airlines, but he was unsure whether it had been received as of Sunday night.Malaysia Airlines asked The Associated Press to submit questions via email for comment on whether Flight 370 had wooden pallets aboard when it disappeared. The airline had not responded by Sunday night.When Brazilian searchers in 2009 were looking for debris from Air France Flight 447 after it mysteriously plunged into the Atlantic Ocean, the first thing they found was a wooden pallet. The military first reported that the pallet came from the Air France flight, but then said six hours later that the plane had not been carrying any wooden pallets.
Eight planes took part in Sunday's search, with most involving spotters peering out the windows and looking for signs of debris."Today is really a visual search again, and visual searches take some time. Russia to Europe: We can do whatever we want

Brussels - Foreign policy debates are usually a polite affair. Ideas may clash, but the exchange rarely gets personal.This was not the case on Friday (21 March) during the "Brussels Forum", an annual gathering of European and American politicians and experts, including the Russian ambassadors to the EU and Nato.The Estonian President, Toomas Ilves, complained about the EU "sitting and watching" while Russia annexed Crimea and giving Moscow "a minor slap on the wrist" by blacklisting a few dozen people, a reaction which Russia "laughed at."The Italian foreign minister, Federica Mogherini, who was defending the EU decisions, snapped: "So let's bomb Russia? What is the solution?"Ilves retorted: “We should begin defending ourselves, because once you start going in this direction [annexation of territories], what possible intellectual reasoning could say 'this won't continue'?"The Russian ambassador to the EU, Vladimir Chizhov, defended what he called the Russian "intervention" in Crimea, saying the crisis had started earlier, when Ukraine slipped into "deep political and economic problems" and risked turning into a "failed state."Ilves said Chizov was being "disingenous," because "you can't destabilise a country and then express concern that it's a failed state."Mikheil Saakashvili, the former president of Georgia at the time of Russia’s last “intervention,” its 2008 invasion, said he had "no respect" for Chizov, who reminded him of a character from Dr Strangelove, a Cold War satire directed by Stanley Kubrick in 1964.On a separate panel, Nato secretary general Anders Fogh Rasmussen cornered the Russian ambassador to Nato, asking why Russia is not respecting the international principle it subscribed to in 1999 - that each country has a right to freely decide on its international alliances."This is true, but there is also the international law enshrining the principle of indivisibility of security. Nobody will improve their security at the expense of the security of others. Nato is free to take any decision. And Russia is free to take any decision to protect its legitimate security interest," the Russian ambassador, Alexander Grushko, said."From the beginning, we said that if Nato will go on with enlargement, it will continue producing new dividing lines, moving dividing lines towards the Russian borders. We also said that in some cases, these dividing lines will cross inside countries. It's up to you if you listen or not," he added.Rasmussen continued his grilling: "Would you accept Georgia's right to choose Nato membership if this is a Georgian deision and if Nato accepts that? Would you accept that?"Grushko replied: "We are against, we believe that this is a huge mistake. This is the position of my country."

The Russian ambassador also said that instead of focusing on "how to show its muscles" militarily, Europe should focus on the rights of Russians in the Baltic states, where hundreds of thousands are denied citizenship "just because they speak Russian.""I think it would be a better solution than to send US [missile defence] interceptors,” he noted.Meanwhile, senior figures who had dealt with Russian leader Vladimir Putin during their career warned of the consequences of letting him get away with the annexation of Crimea.With Putin knowing that Nato will not go to war over Ukraine or Georgia because they are not members of the alliance, Former Nato chief Jaap de Hoop Scheffer said Moldova may be next on Putin's list."Let's not forget Moldova, because the next stop might really be Transnistria," he said.The former ambassador of the US to Nato, Kurt Volker, warned that the dismemberment of Ukraine sets a terrible precedent after it unilterally gave up its nuclear arsenal."After Russia's incursion in Ukraine, no country will give up nuclear weapons in return for territorial guarantees," Volker said.In the aftermath of the Soviet Union's collapse, in 1991, the newly independent Ukraine had on its territory the world's third largest nuclear arsenal, larger than those of Britain, France, and China combined.Five years later, it handed over all its nuclear warheads to Russia for dismantling, after having signed a memorandum in Budapest with the UK, Russia, and the US pledging to respect Ukraine's territorial integrity.US President Barack Obama did tell Putin he is in violation of this Budapest memorandum. But both Washington and London are excluding the "military option" in reaction to Russia's actions in Ukraine.Contacts say the furthest they might go is arming the Ukrainian military, which according to its foreign minister, is preparing to defend itself in case of attacks beyond Crimea.

British FM warns Russia of 'isolation and stagnation'

"As things stand today, the arc of Russia’s path in world affairs risks once again bending towards isolation and stagnation," he noted, in reference to escalating Western sanctions.

Putin Completes Annexation of Crimea

WASHINGTON (AP) — President Barack Obama's complex relationship with Europe faces new challenges during a weeklong trip as he tries to persuade allied leaders to hold firm in efforts to punish Russia for its incursion into Ukraine.The deepening dispute between East and West is expected to dominate his visit to Europe, which begins Monday in the Netherlands. The four-country trip was long-planned, but now provides the U.S. and Europe a well-timed chance to present a united front against Russian President Vladimir Putin.But behind the scenes, Obama will be gauging how far the still economically shaky European Union is willing to go in punishing Russia, one of its largest trading partners. He'll also be confronted with other European frustrations with the U.S. that are bubbling just below the surface.Some European officials, chief among them German Chancellor Angela Merkel, are still smarting over revelations of National Security Agency spying on the continent. There's also lingering resentment among EU leaders over what it sees as Obama's snubbing of the alliance."There's an anger there, there's a frustration there," said Heather Conley, a Europe expert at the Center for Strategic and International Studies. She added that while the Ukraine crisis may "mute" some of Europe's irritation with Obama, "it doesn't solve it."In the Netherlands, Obama will join world leaders at the Nuclear Security Summit and head a hastily arranged meeting of the Group of Seven - the U.S., Britain, Canada, France, Germany, Italy and Japan.The latter meeting will focus on boosting financial support for Ukraine's fledgling government, while also serving as a symbol of the West's efforts to isolate Moscow. Russia often joins the G-7 nations for Group of Eight meetings, including a summit Putin is supposed to host this summer. Those plans are now in doubt.

Russia is participating in the nuclear summit, but Putin will not attend. He's sending Foreign Minister Sergey Lavrov to The Hague.Obama's focus on Ukraine will continue in Brussels, the headquarters for the EU and NATO. A later stop in Rome will feature a highly anticipated meeting with Pope Francis. Then it's on to Saudi Arabia for a fence-mending visit with the important Gulf ally.Initial punishments from the U.S. and EU did little stop Russia from annexing the Crimean Peninsula from Ukraine. Western officials are now warily watching Russia build up its troop presence elsewhere along the former Soviet state's border.Russian officials say those troops are simply participating in military exercises. But Obama's national security adviser, Susan Rice, said that given Russia's "past practice and the gap between what they have said and what they have done, we are watching it with skepticism."The U.S. has warned that further Russian incursions could result in broader penalties targeting the Russian economy, including its robust energy sector. But administration officials acknowledge that American sanctions wouldn't have the same kind of bite as European penalties, given Europe's deeper economic ties with Russia.That puts Obama in the position of seeking cooperation from the sometimes unwieldy EU, the 28-country bloc that has often bristled at what its leaders see as snubs by the American president.The president has skipped over Brussels on all eight of his previous trips to Europe as president. He ended the practice of holding U.S-EU summits annually, preferring to hold meetings instead with individual European leaders. On the rare occasions when he has attended EU summits, the meetings have been brief and yielded little of consequence."They know the president can't stand sitting in these meetings," Conley said of EU leaders. "They got that message very clearly."The NSA spying disclosures have strained Obama's relations with Europe, particularly with Merkel, the leader with whom he had perhaps the closest relationship. Last year's explosive leaks from NSA contractor Edward Snowden included a revelation that the U.S. was monitoring Merkel's cellphone.Former State Department official Jeremy Shapiro said that while anger over the NSA persists, Europe's leaders are unlikely to get let that matter bleed into discussions over Ukraine."Ukraine is too serious an issue for them." said Shapiro, now a fellow at the Brookings Institution. "Russia is too serious an issue for them. And the need to work with the United States is too serious an issue to complicate it with this type of thing."The crisis in Ukraine seems likely to overshadow what had been expected to be the most-attention grabbling stops of Obama's trip - meetings with Pope Francis at the Vatican and Saudi Arabia's King Abdullah in Riyadh.Obama has praised the new pontiff and sees a connection with Francis' recent statements on income inequality, an issue the president is pushing at home.Hot-button issues in the Middle East will dominate Obama's stop in Saudi Arabia, his second visit to the kingdom as president. NATO commander warns of Russian threat to separatist Moldova region

BRUSSELS (Reuters) - NATO's top military commander said on Sunday that Russia had a large force on Ukraine's eastern border and he was worried it could pose a threat to Moldova's separatist Transdniestria region.The warning comes a day after Russian troops, using armored vehicles, automatic weapons and stun grenades, seized the last military facilities under Ukrainian control in Crimea, the Black Sea peninsular that Russian President Vladimir Putin formally annexed on Friday."The (Russian) force that is at the Ukrainian border now to the east is very, very sizeable and very, very ready," NATO's Supreme Allied Commander Europe, U.S. Air Force General Philip Breedlove, told an event held by the German Marshall Fund think-tank.Russia's seizure of Crimea, which has a majority Russian population, after the ousting of Ukraine's pro-Russian president by mass protests has triggered the worst East-West crisis since the Cold War.The United States and the European Union have targeted some of Putin's closest political and business allies with personal sanctions and have threatened broader economic sanctions if Putin's forces encroach on other eastern or southern parts of Ukraine with big Russian-speaking populations.Breedlove said NATO was very concerned about the threat to Transdniestria, which declared independence from Moldova in 1990 but has not been recognized by any United Nations member state. About 30 percent of its half million population is ethnic Russian, which is the mother tongue of an overall majority.Russia launched a new military exercise, involving 8,500 artillery men, near Ukraine's border 10 days ago."There is absolutely sufficient (Russian) force postured on the eastern border of Ukraine to run to Transdniestria if the decision was made to do that, and that is very worrisome," Breedlove said.The president of ex-Soviet Moldova warned Russia last Tuesday against considering any move to annex Transdniestria, which lies on Ukraine's western border, in the same way that it has taken control of Crimea.The speaker of Transdniestria's parliament had urged Russia earlier to incorporate the region.

"NO EXPANSIONIST VIEWS"

Russia's Deputy Defence Minister Anatoly Antonov was quoted by the state's Itar-Tass news agency on Sunday as saying that Russia was complying with international agreements limiting the number of troops near its border with Ukraine.Moscow's ambassador to the European Union, Vladimir Chizhov, also told Britain's BBC television on Sunday that Russia did not have any "expansionist views".Asked to give a commitment that Russian troops would not move into other Ukrainian territory outside the Crimea, Chizhov said: "There is no intention of the Russian Federation to do anything like that."U.S. Senator John McCain, a Republican foreign policy specialist, told the same BBC show that Putin's actions in Ukraine were akin to those of Adolf Hitler in 1930s Germany."I think he (Putin) is calculating how much he can get away with, just as Adolf Hitler calculated how much he could get away with in the 1930s," McCain said.McCain criticized the international response and said he supported sending military equipment to Ukraine. He also said he considered Moldova and the Baltic nations, all former Soviet states with sizeable Russian populations, to be under threat.U.S. President Barack Obama's national security adviser said on Friday that the world was reassessing its relationship with Russia and Washington was skeptical of Russian assurances that troop movements on the Ukraine border were no more than military exercises.

"BAD PRECEDENT"

Belarussian President Alexander Lukashenko, a close ally of Russia, accepted on Sunday that Crimea was now "de facto" a part of Russia, but he criticized the annexation as a "bad precedent".Speaking to reporters in Minsk, Lukashenko said Ukraine, which shares a long land border with Belarus, should remain "a single, indivisible, integral, non-bloc state".Hopes that the limited sanctions measures in place might dissuade further incursions were dealt a blow on Sunday when Russia's SMP bank, whose main shareholders were targeted by U.S. sanctions, said Visa Inc and MasterCard Inc had resumed payment services for its clients.The bank said it was glad the two biggest international payments systems had listened to its arguments to reverse Friday's suspension of services as it was wrong to target the bank, which was not itself the target of any sanctions.Putin and Russian media had mocked the sanctions, which did not stop the Russian military completing its takeover of Ukraine's military bases in Crimea.Russia's defence ministry said on Sunday that its flag was now flying over 189 Ukrainian military installations on the peninsula.A referendum held a week ago after Russian troops had seized control of Crimea overwhelmingly backed union with Russia but was denounced by Washington and the European Union as a sham.The EU emphasized its support for the new pro-Western government in Kiev, signing a political agreement with interim Prime Minister Arseniy Yatseniuk last week.They also promised financial aid for the government - which Moscow says came to power by a coup to overthrow Russian ally Viktor Yanukovich - as soon as Kiev reaches a deal with the International Monetary Fund.The IMF is to report next Tuesday on advanced talks with Ukraine on a loan program that would be linked to far-reaching reforms of the shattered economy.Three months of protests were set off by Yanukovich's refusal to sign an association agreement with the EU, the political part of which was signed on Friday.
