Brazil, China, India rally round Russia after G7 snub

BRUSSELS - The G7 club of wealthy nations has cancelled a summit with Russia over its annexation of Crimea, but emerging economies have protested against its exclusion from a G20 meeting.The G7 leaders – from Britain, Canada, France, Germany, Italy, Japan, and the US – announced the move in a communique published after their meeting in The Hague on Monday (24 March).The June summit, which was to be held in the G8 format with Russia in Sochi, on the Black Sea coast, will now be held in Brussels.The communique said Russia’s actions “are not consistent” with the G7’s “shared beliefs” and that they will “suspend” the G8 “until Russia changes course”. It also said G7 states “remain ready to intensify actions, including co-ordinated sectoral sanctions … if Russia continues to escalate this situation”.For its part, US ally Australia had indicated Russia might also be excluded from a G20 summit in Brisbane in November.But Brazil, China, India, and South Africa rejected the idea.They said, together with Russia, also at The Hague, where almost 60 countries had sent VIPs to a Nuclear Security Summit, that “the escalation of hostile language, sanctions and counter-sanctions … does not contribute to a sustainable and peaceful solution” to the Ukraine crisis.“ The custodianship of the G20 belongs to all member states equally and no one member state can unilaterally determine its nature."With Brazil and China now wealthier than some G7 countries, Russian foreign minister Sergei Lavrov noted the G7 has lost its monopoly on global governance.“If our Western partners believe this format [G8] has exhausted itself, let it be. We are not clinging to it. As an experiment, we can wait a year or a year and a half and see how we live without it,” he said.Lavrov in The Hague met with his Ukrainian counterpart, Andrey Deshchytsia, for the first time since the crisis began.But he did not agree to launch bilateral talks to resolve the dispute, as demanded by the EU and US.He noted only that Ukraine must undertake unspecified “constitutional reforms” and repeated the Kremlin line that Ukraine’s revolution is a form of Western expansionism.Meanwhile, Ukraine circulated a draft UN General Assembly resolution which says Crimea’s recent referendum on secession has “no validity".It got backing from UN head Ban Ki Moon, who said Russia’s violation of the Budapest memorandum – a 1994 treaty giving Ukraine security guarantees in return for nuclear disarmament – has “profound” implications “both for regional security and the integrity of the nuclear non-proliferation regime”.Russia on Monday also hit back at Western sanctions by blacklisting 13 Canadians.It has mocked EU and US blacklists and economic threats. But its own deputy economy minister, Andrei Klepach, on Monday forecast that Russia’s first quarter economic growth will be zero and that $70 billion of capital will leave the country in developments he linked to “worsening of relations”.Russia’s state-owned Sberbank the same day said capital flight could reach $100 billion.

THE HAGUE/MOSCOW (Reuters) - Russia and the West drew a tentative line under the Ukraine crisis on Tuesday after U.S. President Barack Obama and his allies agreed to hold off on more damaging economic sanctions unless Moscow goes beyond the seizure of Crimea.Describing Russia as a "regional power" and not the biggest national security threat to the United States, Obama said Russian forces would not be removed militarily from Crimea, but the annexation of the Black Sea region was not a "done deal" because the international community would not recognize it."It is up to Russia to act responsibly and show itself once again to be willing to abide by international norms and ... if it fails to do so, there will be some costs," he told a news conference at the end of a nuclear security summit in The Hague.After scoffing at a decision by Obama and his Western allies to boycott a planned Group of Eight summit in Sochi in June and hold a G7 summit without Russia instead, the Kremlin said it was keen to maintain contact with G8 partners."The Russian side continues to be ready to have such contacts at all levels, including the top level. We are interested in such contacts," President Vladimir Putin's spokesman, Dmitry Peskov, told Interfax news agency.

Obama said he was concerned at the possibility of further Russian "encroachment" into Ukraine and believed Putin was still "making a series of calculations". He insisted Russian speakers faced no threat in the country, contrary to Moscow's assertions.He urged Putin to let Ukrainians choose their own destiny free from intimidation, saying he was sure they would opt for good relations with both the European Union and Moscow rather than making a zero-sum choice for one against the other."Russia is a regional power that is threatening some of its immediate neighbors, not out of strength but out of weakness," Obama said. "We (the United States) have considerable influence on our neighbors. We generally don't need to invade them in order to have a strong cooperative relationship with them."Asked what was to stop a further Russian "land grab", the U.S. president drew a distinction between an attack on members of NATO, covered by its Article V mutual defense clause, and on non-members where the West could apply international pressure, shine a spotlight on those states and provide economic support.A senior administration official told reporters traveling with Obama on Air Force One to Brussels that "there's no question that NATO is prepared to defend any ally against any aggression."The official said that in Obama's talks on Wednesday with NATO's secretary general, "we'll be discussing very specifically what more can be done in terms of signaling concrete reassurance to our Eastern European allies."Previewing Obama's speech in Brussels on Wednesday, the official said the president "will speak about the importance of European security and not just the danger to the people of Ukraine, but the danger to the international system that Europe and the United States have invested so much in that is a consequence of Russia's actions."The ruble firmed and Russian assets climbed on Tuesday after Obama and fellow G7 leaders held back from new sanctions and investors took the view that the crisis had been contained for now.Dutch Prime Minister Mark Rutte said the United States and European Union allies were aligned in their response, contrary to media reports that Washington was pushing reluctant Europeans fearful for their economic interests to get tougher.

CONCILIATORY GESTURES

Moscow made two conciliatory gestures on Monday after its deputy economy minister said up to $70 billion in capital may have fled his country in the first quarter of the year.Foreign Minister Sergei Lavrov met his Ukrainian counterpart, Andriy Deshchytsia, for the first time, even though Russia does not recognize the Kiev government.Moscow also allowed monitors from the pan-European security watchdog OSCE to begin work in Ukraine after prolonged wrangling over their mandate, which Russia says excludes Crimea.The Ukrainian Foreign Ministry said Deshchytsia protested at the annexation of Crimea. Lavrov said Russia did not intend to use force in eastern and southern regions of Ukraine, and "the two sides agreed not to fuel further escalation in the Crimea problem that could cause casualties", it said.Ukraine ordered its remaining forces in Crimea to withdraw for their own safety on Monday after Russian forces fired warning shots and used stun grenades when they stormed a marine base and a landing ship. There were no casualties.That order came too late to save the job of interim Defense Minister Ihor Tenyukh, sacked by parliament on Tuesday over his handling of the crisis, after it emerged that fewer than a quarter of soldiers in Crimea plan to stay in the military. Lawmakers elected Mykhailo Koval, head of the Ukrainian border guard, to replace Tenyukh.In the Perevalnoye base, 25 km (15 miles) southeast of the capital, Simferopol, somber-looking Ukrainian troops loaded a freight truck with furniture, clothes and kitchen appliances."We are not fleeing, but leaving to the mainland where we will continue to serve," said a soldier who identified himself only as Svyatoslav. "One cannot be a soldier without a country and we have to relocate," he said.But in the Belbek air base stormed four days ago, officers and soldiers refused to leave until the Russian military releases their commander, Colonel Yuliy Mamchur, who became a symbol of Ukrainian resistance in Crimea.According to his aides, Mamchur is being held in the Russian Black Sea Fleet's home port of Sevastopol.

IMF DEAL SOUGHT

Ukrainian Finance Minister Oleksander Shlapak said he was negotiating with the International Monetary Fund for a loan package of $15 billion to $20 billion because the economy had been severely weakened by months of political turmoil and mismanagement. He forecast a 3 percent contraction in the economy this year.Obama also urged the IMF to reach agreement swiftly on a financial support package for Kiev, which would unlock additional aid from the European Union and Washington.Increasing the chances a Ukraine aid bill will get through the U.S. Congress, Senate Democrats agreed on Tuesday to drop language in their measure containing reforms to the IMF. There had been stiff opposition to the IMF measures in the Republican-led House of Representatives.The legislation backs a $1 billion loan guarantee for the government in Kiev, provides $150 million in aid for Ukraine and neighboring countries and requires sanctions on Russians and Ukrainians responsible for corruption, human rights abuses or undermining stability in Ukraine.The measure is now expected to pass through Congress relatively quickly and be sent to Obama to sign into law, as long as another dispute over whether to include increased natural gas exports in the bill does not hold it up again.Both the West and Russia sought to woo other key nations present in The Hague.Obama, who discussed the Ukraine crisis with Chinese President Xi Jinping on Monday, met President Nursultan Nazarbayev of Kazakhstan, which is part of a customs union with Russia but is also seeking to join the World Trade Organization.Nazarbayev, a ruling politburo member before the collapse of the Soviet Union in 1991, expressed understanding for Russia's position in a telephone call with Putin on March 10.Lavrov sought support from foreign ministers of the BRICS grouping of emerging economic powers - Brazil, Russia, India, China and South Africa.In a joint statement that did not mention Ukraine or take a position on the annexation of Crimea, they said: "The escalation of hostile language, sanctions and counter-sanctions, and force does not contribute to a sustainable and peaceful solution ..."European diplomats said tentative signs that Putin may have decided to go no farther than Crimea in his campaign to protect ethnic Russians in former Soviet republics may reflect concern about the mounting economic consequences.The crisis is also taking a toll in Western Europe. ROME (AP) — Hoping to salvage foundering Mideast peace negotiations, U.S. Secretary of State John Kerry is interrupting a trip to Europe with President Barack Obama to press Israeli and Palestinian leaders to stick with the talks beyond an April deadline.The meetings come at a critical time in the peace talks and against a looming April 30 deadline for a settlement. But the Palestinians have threatened to walk away before then unless Israel releases a batch of prisoners as it agreed to by March 29.The State Department announced Tuesday that Kerry will travel to Amman, Jordan, to meet with Palestinian leader Mahmoud Abbas on Wednesday. Kerry also will talk with Israeli Prime Minister Benjamin Netanyahu, likely either by telephone or videoconference, in the next few days, said deputy spokeswoman Marie Harf. Kerry is currently in Rome to join Obama at a meeting Thursday with Pope Francis.Israel previously has released three groups of prisoners during the negotiations, moves that have been deeply unpopular with the Israeli public because the inmates were convicted of bloody crimes. But Israel has not said whether it will carry out the final release, which includes 14 Israeli Arabs, and is seeking assurances that the Palestinians will extend talks beyond April before doing so.The Palestinians say Israel already pledged to carry out the release and are seeking additional gestures, such as the release of high-profile prisoners or a settlement freeze before extending the talks. The U.S. has said it supports the prisoner release since it previously was agreed to between the two sides.Harf said she did not immediately know Tuesday whether the U.S. believes the Israeli Arabs should be released, as the Palestinians have demanded. Asked if the peace talks could fail if the prisoners are not released, she noted that both Israel and Palestinian officials agreed at the outset to negotiate through April."I think we're still certainly operating under that basis, and they're still negotiating in good faith under that basis," Harf told reporters. "Obviously we've said both parties have had to make courageous decisions throughout this process to keep the negotiations going, and we certainly hope that will continue."It's all but certain that no resolution will be reached in the peace process by the deadline that was set last July. Seoul: NKorea fires 2 ballistic missiles

SEOUL, South Korea (AP) — North Korea on Wednesday test-fired what appeared to be two mid-range ballistic missiles, South Korea said, hours after Pyongyang rivals South Korea, Japan and the United States met in the Netherlands to discuss the country.Such a launch would be a violation of U.N. resolutions and a big step up from a series of shorter-range rocket launches the North has staged in recent weeks in apparent protest of ongoing annual military drills by Washington and Seoul that the North claims are invasion preparation.It also comes on the fourth anniversary of the deadly sinking of a South Korean warship that Seoul and other nations blame on a North Korean torpedo. Pyongyang denies involvement in the sinking, which killed 46 sailors.A South Korean military official said two likely Rodong missiles flew about 650 kilometers (403 miles) off North Korea's east coast early Wednesday. It wasn't immediately clear where the missiles splashed down. The official spoke on condition of anonymity because of office rules.The launch followed a meeting on Tuesday of U.S. President Barack Obama, Japanese Prime Minister Shinzo Abe and South Korean President Park Geun-hye. It was Park and Abe's first face-to-face meeting since they both took office more than a year ago. Kuwait City (AFP) - Syria's opposition called for "sophisticated" arms at an Arab summit in Kuwait Tuesday while Saudi Arabia said the military balance needed to change to "end the impasse" in Syria's civil war.But UN-Arab League peace envoy Lakhdar Brahimi insisted on the need for a "political solution" to the three-year conflict, urging an "end to the supply of arms to all parties."Opposition Syrian National Coalition chief Ahmed Jarba repeated calls on the international Community to supply rebels with "sophisticated weapons" as the two-day summit opened."I do not ask you for a declaration of war," said Jarba, urging Arab leaders to put pressure on world powers to fulfil pledges to supply arms.Saudi Crown Prince Salman bin Abdulaziz, whose country is a key backer of the rebellion against President Bashar al-Assad, said the world was "betraying" rebels by failing to arm them and leaving them as "easy prey."A solution to the conflict, in which regime forces have recently made significant advances, requires a "change in the balance on the ground to end the impasse," he said.National Coalition spokesman Louay Safi said rebels urgently needed "anti-aircraft missiles" to defend against barrel bombs that regime forces have been raining down on fighters and civilians alike.The conflict in Syria, which entered a fourth year on March 15, has killed more than 146,000 people and displaced millions.Meanwhile, Jarba said a decision not to hand over Syria's seat in the Arab League to the opposition sends a wrong message to Assad, telling him to continue "to kill.""Let me say quite frankly that keeping Syria's seat empty... sends a clear message to Assad that he can kill and that the seat will wait for him," he said.The government's brutal repression of protests that erupted in March 2011, which led to the war, resulted in its suspension from the 22-member Cairo-based Arab League.- No military solution: Brahimi -Brahimi urged a revival of peace talks."I call upon Europe, the United Nations and the United States to take clear steps to reactivate the Geneva talks," which broke off on February 15.

"There is no military solution," he stressed.

On the humanitarian front, the president Lebanon, one of several Syrian neighbours dealing with refugees, told the evening session his country was overburdened by the influx and called for help.Michel Sleiman said Lebanon was no longer capable of accepting more Syrian refugees. who now make up 32 percent of the population.He warned without elaborating that, if Beirut does not receive help, "we may look into legal ways to stop their influx."Meanwhile, a regional rift over Egypt's Muslim Brotherhood has been kept off the summit agenda.But Egyptian President Adli Mansur called for interior and justice ministers meet before the end of June to activate the Arab counter-terrorism treaty.Mansour made no specific mention of the Muslim Brotherhood of his ousted predecessor Mohamed Morsi, which Cairo designated a terrorist organisation in December.But he told the summit it was vital that League members extradite and not give shelter to "terrorists" wanted by fellow member states. That was a veiled reference to Qatar, accused of harbouring fugitive Brotherhood leaders.Relations between Egypt and Qatar have nosedived since the army's overthrow of Morsi last July.And Qatar's support for the Brotherhood has strained ties with fellow Gulf states -- Bahrain, Saudi Arabia and the United Arab Emirates -- who withdrew their ambassadors from Doha earlier this month.Kuwait's emir, Sheikh Sabah al-Ahmad al-Sabah, told the summit these rifts are threatening Arab aspirations and insisted that "we are required to resolve these disputes... and achieve unity."But Kuwaiti foreign ministry undersecretary Khaled al-Jarallah said the dispute would "be resolved within the Gulf house," not at the summit.On the Palestinian issue, Arab leaders are expected to call for $100 million (72.5 million euros) in monthly aid for the Palestinian Authority and to reject demands by Israel that Palestinians recognise it as a Jewish state.Palestinian leader Mahmud Abbas, fresh from talks with US President Barack Obama in Washington last week, told the summit that Palestinians "reject even discussing the issue."He warned of Israeli plans to divide Jerusalem's Al-Aqsa Mosque, highly revered by Muslims worldwide, between Jews and Muslims "which we totally reject."

El Nino likely in 2014, says Australian Bureau of Meteorology-MAR 25,14-Yahoonews

SYDNEY (Reuters) - Climate models show an increased chance of a 2014 El Nino weather event, said Australia's bureau of meteorology, leading to possible droughts in Southeast Asia and Australia and floods in South America, which could hit key rice, wheat and sugar crops.The Australian Bureau of Meteorology (BOM) said an El Nino could occur during the southern hemisphere winter, May-July, with Australian cattle and grain farmers already struggling with drought which has cut production.The last El Nino in 2009/10 was categorized weak to moderate. The most severe El Nino was in 1998 when freak weather killed more than 2,000 people and caused billions of dollars in damage to crops, infrastructure and mines in Australia and other parts of Asia."The latest climate model survey by the shows that the tropical Pacific is very likely to warm in the coming months, with most models showing sea surface temperatures reaching El Nino thresholds during the southern hemisphere winter," the BOM said in an emailed statement.Australia's outlook echoes similar forecasts from other weather bureaus in Japan and the United States, which each said an El Nino was increasingly like.(Reporting by Colin Packham)

Residents fear higher death toll after Washington state mudslide

ARLINGTON, Washington (Reuters) - Ruth Hargrave held back her emotions as she gazed at an aerial photograph of her neighborhood showing how it had looked before a monstrous landslide ripped through it, killing 14 people and leaving scores more missing.The 67-year-old retiree, who fears the home she bought near the tiny town of Oso some 15 years ago was among the dozens swept away, conjured images of her neighbors buried in the muck."Right here is the firefighter whose wife and baby granddaughter are missing," Hargrave told Reuters as she pointed to houses now swept away by the cascading mud.Hargrave's community in this rural stretch of Washington state is bracing for a higher death toll as up to 176 people remain missing, and emergency officials have expressed doubts about finding any more survivors.Pete Bellomo said he feared his daughter, Shelley, and her longtime partner, Jerry, would not be found alive."No, no, I don't think there's any chance of that ... but I haven't been informed of anything yet," Bellomo told the Seattle Times newspaper.The slide tore through an area near Oso, one of a number of small communities dotting a stretch of two-lane highway along with farm stands, gas stations and craggy views of the Cascade Range. TREACHEROUS CONDITIONS

A crude dam of mud and rubble dumped into the river by the slide was building up in the area along State Route 530, about 55 miles northeast of Seattle.President Barack Obama has signed an emergency declaration ordering U.S. government help to supplement state and local relief efforts after the mudslide and flooding.Several dozen homes were believed to have sustained extensive damage in the slide, officials said. More than 100 properties were hit by the cascading earth, 49 of which had a house, cabin or mobile home on them. At least 25 of those homes were believed to have been occupied all year round."Family members are grieving, trying to focus on finding missing loved ones or working through the process of rebuilding what was lost," Washington state Governor Jay Inslee said.There were more than 100 rescuers on the ground during the day on Monday, some with dogs, others using earth-moving equipment. Aircraft were also used to scan the debris.The rescue operation was often treacherous, with quicksand-like conditions forcing workers to suspend their efforts late on Sunday. Houston ship lane remains shut as cleanup drags on; Exxon cuts output

TEXAS CITY, Texas (Reuters) - The closure of the vital Houston Ship Channel looked set to extend to a fourth day after the Coast Guard struggled to finish cleaning up after an oil barge spill on Monday, threatening to force deeper production cuts at local refiners.Earlier on Monday, the Coast Guard had told ship operators that it should be able to reopen the waterway later in the day, resuming at least some supply of crude oil to more than one-tenth of the nation's refining capacity."We will begin the process of a tapered ... not a floodgate resumption of marine traffic," Captain Brian Penoyer, commander of U.S. Coast Guard sector Houston-Galveston and captain of the Port of Houston, told reporters on Monday."We anticipate re-opening the Houston Ship Channel as soon as we can," he said.However the Port of Houston was still shut by evening, officials said, with the queue of waiting vessels growing to more than 90.Penoyer explained that traffic can't move again until there's no more oil in the water to cling to ships and be carried further. Also, any ships that were touched must be cleaned before moving through water deemed sufficiently clean.The closure of the channel on Saturday has led to a queue of more than 90 vessels trying to move into or out of the Gulf of Mexico. Shipping delays forced Exxon Mobil Corp to cut production at the nation's second-largest refinery.Exxon said production at its 560,500 barrel per day Baytown, Texas, refinery had been cut on Monday due to the closure of the Houston Ship Channel. The company expects further production cuts by mid-week if the channel remains shut.

INVENTORIES CONSIDERED AMPLE

Analysts on Monday were largely unconcerned, noting that ample inventories in the region provide a cushion for refiners.But a senior engineer at a Houston-area refinery that depends on crude deliveries through the ship channel was concerned about the requirement that the water be cleaned of any thick fuel oil before ships run back and forth to ensure they don't track it further upstream or into the Gulf."We're toast," the engineer said. "I would say this is a big problem. Any delay is bad, but three days or more is really bad because we use the channel to bring crude and products in and out."The ship channel was shut on Saturday after a collision between a Kirby Inland Marine oil barge and a cargo ship, spilling some 4,000 barrels, or 168,000 gallons (636,000 liters), of residual fuel oil. THE HAGUE/FEODOSIA, Crimea (Reuters) - U.S. President Barack Obama and major industrialized allies warned Russia on Monday it faces damaging economic sanctions if President Vladimir Putin takes further action to destabilize Ukraine following the seizure of Crimea.Leaders of the Group of Seven nations, meeting without Russia, agreed to hold their own summit this year instead of attending a planned G8 meeting in the Russian Olympic venue of Sochi, along the Black Sea coast from Crimea, and to suspend their participation in the G8 until Russia changes course.On a day when Kiev ordered its remaining troops to withdraw from Crimea and Russian forces captured a Ukrainian marine base and a landing ship in the region, leaders of the United States, Germany, France, Britain, Italy, Japan and Canada condemned what they called "Russia's illegal attempt to annex Crimea in contravention of international law".They also agreed their energy ministers would work together to reduce dependence on Russian oil and gas and increase energy security."We remain ready to intensify actions including coordinated sectoral sanctions that will have an increasingly significant impact on the Russian economy, if Russia continues to escalate this situation," they said in a joint statement.The G7 leaders, who met on the sidelines of a nuclear security summit in The Hague, said they would convene again in Brussels in early June, the first time since Russia joined the G8 in 1998 that it will have been shut out of the annual summit of industrialized democracies.They also urged the International Monetary Fund to reach a rapid agreement with Ukraine to unlock urgently needed financial aid for the country's shattered economy.Obama, who has imposed tougher sanctions on Moscow than European leaders over its takeover of the strategic Crimean peninsula, told reporters: "Europe and America are united in our support of the Ukrainian government and the Ukrainian people"."We're united in imposing a cost on Russia for its actions so far," he said of the visa bans and asset freezes slapped on senior Russian and Crimean officials.

Russian Foreign Minister Sergei Lavrov played down the G8 snub.

"If our Western partners believe the format has exhausted itself, we don't cling to this format. We don't believe it will be a big problem if it doesn't convene," he told reporters.


RESISTANCE ENDED

In Washington, both Republicans and Obama's fellow Democrats said they were disappointed the G7 had not gone further.In the Senate, which is considering an aid package to Ukraine this week, lawmakers said Russia should be barred permanently, not temporarily, from the G8.A State Department spokeswoman highlighted the economic damage Russia has already suffered due to its action in Crimea, a Russian-majority region, after the fall of Ukraine's pro-Russian president to months of mass protests."The Russian stock market's down 20 percent this year already. That's the worst performing index in the world," spokeswoman Maria Harf told reporters. "That's $75 billion of market value wiped away, due in large part to the power and reach of our sanctions."The Russian currency is near an all-time low as investors have lost confidence in the economy and fled into dollars."Earlier on Monday, Russian troops forced their way into a Ukrainian marine base in the port of Feodosia, overrunning one of the last remaining symbols of resistance. They later stormed and captured a Ukrainian landing ship, firing warning shots and stun grenades. No casualties were reported in either incident.In Kiev, acting president Oleksander Turchinov told parliament the remaining Ukrainian troops and their families would be pulled out of Crimea in the face of "threats to the lives and health of our service personnel".That effectively ends any Ukrainian resistance, less than a month since Putin claimed Russia's right to intervene militarily on its neighbor's territory.White House officials accompanying Obama expressed concern at what they said was a Russian troop build-up near Ukraine and warned that any further military intervention would trigger wider sanctions than the measures taken so far.One U.S. official said Moscow had massed some 20,000 soldiers near the border. Russian intervention in eastern or southern Ukraine would be the clearest trigger for additional sanctions, as would violence in Crimea, another official said.NATO also fears Putin may have designs on Transdniestria, a part of another former Soviet republic, Moldova.Russia has said it is complying with international agreements on troop movements and has no plans to invade.

RUSSIA-UKRAINE TALKS

In what has become the biggest East-West confrontation since the Cold War, the United States and the European Union have imposed personal sanctions on some of Putin's closest political and business allies. But they have held back so far from measures designed to hit Russia's wider economy.Obama also discussed the crisis at a meeting in The Hague with Chinese President Xi Jinping, who has voiced support for Ukraine's sovereignty but refrained from criticizing Russia.The West wants Beijing's diplomatic support in an effort to restrain Putin but while Xi called for a political solution, he did not harden China's position towards Moscow.Russia formally annexed Crimea on March 21, five days after newly-installed pro-Moscow regional leaders held a referendum that yielded an overwhelming vote to join Russia. Kiev and the West denounced the annexation as illegal.In one sign of a possible easing of tension, Lavrov agreed to hold a first meeting with his Ukrainian counterpart, Andriy Deshchytsya, on the sidelines of the nuclear security summit.The first 50 out of 100 observers dispatched by the pan-European OSCE security watchdog arrived in Ukraine on Monday to monitor potential trouble spots and defuse tensions. Russia relented late last week and agreed on a mandate after prolonged wrangling, but the monitors will not be allowed to enter Crimea.

FURTHER COSTS

Western officials are now focused less on persuading Putin to relinquish Crimea - a goal that seems beyond reach - than on deterring him from seizing other parts of Ukraine, which was under Moscow's control within the Soviet Union until its break-up in 1991.Persuading Europeans to sign on to tougher sanctions could be difficult. The EU does 10 times as much trade with Russia as the United States, and is the biggest customer for Russian oil and gas. The EU's 28 members include countries with widely varying relationships to Moscow.But German Chancellor Angela Merkel, the EU's most powerful leader, has taken a tough line with Putin and supported EU moves to reduce the bloc's long-term dependence on Russian energy.Despite the disruption to East-West relations, Washington wants other diplomatic business with Moscow to continue. U.S. Secretary of State John Kerry held talks with Lavrov after meeting the head of the Organization for the Prohibition of Chemical Weapons, overseeing the destruction of Syria's toxic stockpile in action sponsored jointly by Washington and Moscow.Russia hit back symbolically at Canada, announcing personal sanctions against 13 Canadian officials in retaliation for Ottawa's role in Western sanctions so far. He admitted doing so after a German newspaper posted a voice recording of his comments on Internet.Earlier in the day, Jewish Community leader Oskar Deutsch and Eva Glawischnig, the head of Austria's Greens party, demanded that Moelzer withdraw his candidacy to the EU parliament for saying that the European Union is a dictatorship that makes the Third Reich look "possibly ... liberal."Both comments were made last month but were reported only recently. Moelzer said he used the Third Reich comparison to point to EU over-regulation and that his anti-black comments were "inappropriate."Moelzer is on the far-right fringe of his FPO party, which has made huge gains over recent years with a stridently Eurosceptic, anti-corruption and anti-foreigner message. Influential representatives of the Orthodox Church were among the first to recognise John XXIII’s saintliness in the days of the Second Vatican Council. They even wanted to proclaim the good Pope a “patron” saint of the ecumenical path. Italian journalist and essayist Stefania Falasca has just published a book about this based on testimonies gathered during the procedure for the canonization cause. “Giovanni XXIII, in una carezza la rivoluzione” (which roughly translates as: “John XXIII, a revolution came with a caress”) runs through the history of Roncalli’s canonization, explaining the reasons and pastoral opportunities that led Francis to approve, pro gratia, the full canonization of his great Lombard predecessor.In convening the Second Vatican Council, John XXIII took on the task as Successor of Peter, to make it clear to all Churches that the journey towards full unity between all baptised Christians could not be put off any longer. “This is not an ideological ecumenism that wants to gloss over differences inherited from the past, but an ecumenism of truth and charity,” Falasca writes. The desire expressed since the days of the Council for a return to unity, does not aim to bring about a forced uniformity but create “a building site for the future of the Church.” This is not to be based on emotions and sentiments but on “one, common baptism and the same faith in Jesus Christ.”Among those who also saw this passion for Christian unity as a reflection of the Good Pope’s holiness, were some of the Orthodox Church’s foremost representatives, who played prominent roles in the post-conciliar period, Falasca writes.There was one key figure in particular who testified the enthusiasm John XXIII inspired within the Orthodox world long before his canonization was officially decided: Dutch cardinal Johannes Willebrands (1909-2006). He played a leading role in the development of Catholic ecumenism, right from the days of Vatican II. In 1960 John XXIII called him to form part of the Secretariat for promoting Christian Unity led by the Jesuit cardinal Augustin Bea. In his statement for John XXIII’s canonization process, Falasca quotes Willebrands saying that the Ecumenical Patriarch of Constantinople, Athenagoras, was the first to refer to John XXIII quoting the Gospel passage: “Fuit homo missus a Deo cui nomen erat Johannes” (“There came a man who was sent from God; his name was John.”)“The solution to the Church’s separation from the brothers in the mission which the Pope had found by opening the Church’s arms, turned into something concrete, a common sentiment, first of respect and then of genuine worship of the Servant of God,” Falasca writes and the customary visit by Orthodox delegations to John XXIII’s tomb in the Vatican became a sign of this great veneration. The very day after John XXIII’s death, Athenagoras recognised that “as a head of the Church who was driven by his love of Christ and despite his short reign, the deceased Pope traced a new path towards ecumenical dialogue, which for the Church is the prelude to Christ’s priestly prayer being put into practice.”

In the statement he gave for the late Pope’s cause, Willebrands said that when it came to the moment for Catholics and their separated brothers to choose a patron to drive the move towards Christian unity, Catholics put St. Josaphat (the Ukrainian Greek Catholic bishop who was honoured as a martyr of unity with the Successor of Peter) forward. It was the Russian observers who asked for Pope John to be considered as a candidate for the role of patron of the ecumenical movement.A year or so later, the Metropolitan of Leningrad, Nikodim, a prophetic figure of Russian Orthodoxy, apparently discussed the doctrine and the work Roncalli for Christian unity in his theology dissertation. Nikodim discussed his dissertation entitled “John XXIII Pope of Rome” on 15 April 1970 at the Moscow Theological Academy. One of the pastoral reasons Francis has decided to proclaim Roncalli a saint, is the modern-day relevance of his ecumenical vision. Pope Francis has mentioned the preferential option for the poor in a number of speeches, bringing him closer to his Orthodox brothers.In his interview with Italian newspaper La Stampa, Francis spoke about the meetings he has already had with a number of representatives of the Eastern Churches, saying: “I felt like their brother. They have the apostolic succession; I received them as brother bishops. It is painful that we are not yet able to celebrate the Eucharist together, but there is friendship. I believe that the way forward is this: friendship, common work and prayer for unity. We blessed each other; one brother blesses the other.” In his Apostolic Letter Evangelii Gaudium, Francis recommends “reaping what the Spirit has sown in them, which is also meant to be a gift for us.” Referring to the Church’s Orthodox brothers, Francis reiterates that “we Catholics have the opportunity to learn more about the meaning of episcopal collegiality and their experience of synodality.”According to Falasca, Francis’ upcoming trip to the Holy Land to meet the Ecumenical Patriarch Bartholomew (fifty years after the historic embrace between Paul VI and Patriarch Athenagoras), is not just a one-way Apostolic Visit by the Pope, it is a pilgrimage that both brother faiths are embarking on from the start, for the first time. This pilgrimage is a decisive step forward in the common awareness that the Churches will be “retracing Christ’s steps in the holy and glorious Sion, mother of all Churches.” Faiths will be able to invoke the support of St. John XXIII as patron saint - given that he will be canonized a month prior to the pilgrimage – in the hope that full ecclesiastical and sacramental unity will flourish once again between the Orthodox and Catholic Churches. They can only achieve this by putting aside political strategies and focusing on the Gospel, as Roncalli had suggested.

THE MALAYSIAN PM SAYS HE WAS BRIEFED BY THE UK AND ACCIDENTS INVESTIGATIONS BRANCHES OR AANB.THE COMPANY THAT DOES THE RADAR DATA WHICH CORRELATED THE NORTHERN AND SOUTHERN CORRIDORS HAS BEEN PERFORMING FUTHUR CALCULATIONS WITH DATA.USING A TYPE OF ANALYSES NEVER BEFORE USED IN AN INVESTIGATION OF THIS SORT.THEY HAVE BEEN ABLE TO SHED MORE LIGHT ON MH370-777-200S FLIGHT PATH.

Malaysia Airlines deeply regrets that we have to assume that MH370 ended in the southern Indian Ocean. As you will hear in the next hour from Malaysia’s Prime Minister, new analysis of satellite data suggests the plane went down in the Southern Indian Ocean.On behalf of all of us at Malaysia Airlines and all Malaysians, our prayers go out to all the loved ones of the 226 passengers and of our 13 friends and colleagues at this enormously painful time.We know there are no words that we or anyone else can say which can ease your pain. We will continue to provide assistance and support to you, as we have done since MH370 first disappeared in the early hours of 8 March, while flying from Kuala Lumpur to Beijing.The ongoing multinational search operation will continue, as we seek answers to the questions which remain. Alongside the search for MH370, there is an intensive investigation, which we hope will also provide answers.

Introductory statement 
The search for MH370 continues. Over the past few days, new leads from satellite data have focused our search and rescue operations in the southern corridor. Our partners continue to deploy assets to assist us, as we work to narrow the search areas.
1.    Operational update
Yesterday, 18,500 square nautical miles were searched in the Australian search area.Two orange objects approximately one metre in length and one white coloured drum were sighted by search aircraft, but remain unidentified and have not been conclusively linked to MH370.HMAS Success detected two radar targets within the search area, but could not locate the targets on further investigation of the area.Earlier today, a Chinese search plane reportedly sighted objects in the Australian search area. These objects are not in the vicinity of those which were identified by the Australian authorities last week.A few minutes ago the Prime Minister received a call from the Prime Minister of Australia, who informed him that an Australian search aircraft had located two objects in the Australian search area, one circular and one rectangular.HMAS Success is in the vicinity and it is possible that the objects could be received within the next few hours, or by tomorrow morning at the latest.Three search areas, totalling approximately 20,000 square nautical miles,  have been identified for operations today. RCC Australia anticipates that 10 aircraft will be used.HMAS Success remains the only vessel in the search area. A number of Chinese vessels are expected to commence arriving within the search area on 25th March.3 aircraft - 2 from Japan and 1 from the UAE – have already departed from Subang today and are en route to the southern corridor.6 Malaysian ships, with 3 ship-borne helicopters, are now in northern part of the southern corridor. 10 Chinese ships are in the southern corridor, carrying out search and rescue operations. HMS Echo is currently refuelling in the Maldives and will be sailing to the southern corridor this evening.In the northern corridor, Turkmenistan have confirmed they have not had any sightings of MH370 on their radar. Each piece of information we receive from our partners in the northern corridor helps us to continuously narrow the corridor.
1.    Satellite images
New leads into MH370’s possible location have come from satellite data. This was one of the four tools we identified that could narrow the search area, along with surveillance radar data, increasing surface and air assets, and bringing in more technical experts.The most recent images were obtained by French satellites, which captured radar images of potential objects in the vicinity of the southern corridor on 21st March. These images were received by Malaysia on the evening of the 22nd March, and were relayed to RCC Australia on the morning of the 23rd March, as they are leading the search in that particular area of the southern corridor.This morning we have received a further set of images from French satellites, this time captured by cameras. These images were taken yesterday and have been relayed to RCC Australia.
2.    Family briefings
Yesterday, the high-level team met with families in Beijing for more than eight hours. The families asked many questions, and made detailed requests for radar readings and other data. Some of these questions could not be answered, and some of the data they requested was still being held by the investigation, as is standard procedure in investigations of this sort.After meeting with the families for a total of more than twelve hours, and taking hundreds of questions, the high-level team has returned to Kuala Lumpur to discuss the matters raised at the meetings. They will return to Beijing tomorrow to continue.The briefings in Kuala Lumpur over the last two days went smoothly,  and the families responded as positively as could be expected, with the families engaging with representatives from the relevant authorities.It has always been our intention to keep the families as fully informed as possible. We continue to do so.
3.    Specific questions
There are a few specific questions I would like to respond to.On the police investigation, we can confirm that the police have interviewed more than a hundred people, including families of both the pilot and co-pilot.
As far as the transcript is concerned, the technical committee is considering releasing it and we will keep you informed about the decision.The Inspector General of the Police will attend tomorrow’s press conference to answer further questions on the investigation.We can also confirm that MH370 was carrying wooden pallets. However, there is as yet no evidence that these are related to the wooden pallets reportedly sighted in the Australian search area.
4.    Concluding remarks
The search for MH370 has taken us halfway around the world. At the moment there are new leads, but nothing conclusive. Our thoughts continue to be with the families who are still waiting for news. In the meantime, we are grateful for the on-going co-operation shown by our partners in this multinational search.
