Abbas calls for ‘just solution’ for Palestinian refugees

Speaking on the eve of a meeting in Paris with US Secretary of State John Kerry, who is shepherding the talks, Abbas said any peace deal would have to comply with international resolutions.“We have shown the Peruvian president the destructive consequences of the settlement enterprise and the need for a just solution of the refugee question in line with UN resolution 194,” Abbas told reporters at a press conference with his Peruvian counterpart, Ollanta Humala.Palestinians insist that the question of those who fled or were forced out of their homes when Israel was created in 1948 be resolved on the basis of UN General Assembly Resolution 194, which defines principles for their “right of return.”“We also affirm the need to resolve all questions in line with international resolutions and law and to pursue all efforts to find a peaceful political solution to this conflict which has gone on for 65 years,” he said.Humala said it was a “great honor for a Peruvian president to be making a first official visit” since Lima recognized an independent Palestinian state in January 2011, nearly two years before the Palestinians won upgraded status as a UN nonmember observer state.The refugees question is one of several key issues that have come up during negotiations to end the conflict, which are due to end in April, although Kerry is working on a framework that would allow the talks to be extended until the end of the year.Speaking to 250 Israeli students in Ramallah on Sunday, Abbas insisted he did not want “to flood Israel” with returning refugees, and Palestinian negotiators have said the right of return would “not create an existential crisis for Israel.”But Israel fears such an acknowledgement would open the floodgates to millions of refugees, which would pose a demographic threat to the “Jewish and democratic character” of the state.Prime Minister Benjamin Netanyahu is expected to meet US President Barack Obama at the White House on March 3 at a key meeting expected to focus on the peace talks and the question of a nuclear Iran.

Marcia Fudge (D-Ohio) is leading the Congressional Black Caucus delegation visiting Israel.Peres answered questions from the delegation on the current US-brokered Israeli-Palestinian peace process led by Secretary of State John Kerry and the nuclear threat from Iran.“President Obama and Secretary Kerry are trying to bring peace to this region. Israel’s ambassador to the United Nations was unanimously nominated Tuesday by 170 countries to chair the elections for the UN Human Rights Committee.Ron Prosor’s nomination came days after Israel was admitted into the UN’s core coordinating group on human rights, and after it rejoined the Human Rights Council in late November. Israel left the council more than a year and a half ago to protest its alleged anti-Israel bias.The HRC is the UN body tasked with monitoring human rights around the globe.Representatives from Israel’s UN mission said that the nomination showed the respect Prosor commands among his colleagues in Turtle Bay.“It is a great honor to chair the elections for the Human Rights Committee,” said Prosor, according to a statement released Tuesday by the Foreign Ministry. “The central role Israel plays to advance human rights around the world is the real answer to anyone calling for boycotts against Israel.”HRC elections take place every two years.Prosor previously served as Israel’s ambassador to the UK and director-general of the Foreign Ministry. He became Israel’s UN envoy in June 2011, and was elected as a vice president of the UN General Assembly a year later.

As nuclear talks resumed between Iran and the world powers known as the P5+1, Prime Minister Benjamin Netanyahu said that the Islamic Republic remains aggressive and brutal, and is complicit in the Syrian regime’s murder of its citizens.“I would like to tell the world, today,” Netanyahu said Tuesday morning during a tour of the Golan Heights, “as the talks between the major powers and Iran are being resumed, that Iran has changed neither its aggressive policy nor its brutal character. Iran is continuing to support the Assad regime which is slaughtering its own people. This is the true face of Iran. The world cannot forget this.”
Netanyahu made his comments at an IDF base where injured Syrians are receiving medical care. Defense Minister Moshe Ya’alon and IDF Chief of Staff Maj. Gen. Benny Gantz were on hand as well.“On the day when talks between the major powers and Iran are being opened in Vienna, it is important that the world sees the pictures from this place, which divides the good that is in the world from the bad,” Netanyahu was quoted in a press release as saying. “The good part is that Israel is saving the lives of those who have been wounded in the daily slaughter that is being perpetrated in Syria. This is the true face of Israel.“The bad part is that Iran is arming those who are carrying out the slaughter,” he continued. “This is the true face of Iran. All of the children who have been injured, to say nothing of those who have been killed, were injured as a result of Iran’s arming, financing and training the Assad regime in the massacres that it is perpetrating.”In Early February, Channel 2 News aired footage of a secret Israeli field hospital in the Golan Heights that has treated over 700 Syrians since the war began.

The army hospital, staffed by soldiers in uniform, includes an emergency room, an intensive care unit, an operating room, a mobile laboratory, a pharmacy and an x-ray facility. It treats Syrian patients who cross the border regardless of creed, ethnicity – or with which faction their loyalties lie.The once-sporadic treatment of Syrian nationals in Israel has, by now, become routine, the report made clear: The wounded cross the border and IDF medical teams deployed in the Golan Heights give them preliminary treatment. Those who are well enough are sent back across the border, and those who require further treatment are evacuated to the military hospital, a field commander at the facility told Channel 2. In this way, the hospital treats about a hundred Syrians per month.

KIEV, Ukraine (AP) — Defiant protesters shouted “Glory to Ukraine” as burning tents lit up the night sky after thousands of riot police moved against the sprawling protest camp in the center of Kiev on Tuesday.
The police, armed with stun grenades and water cannons, attacked the camp after at least 13 people — including six officers — died and hundreds were injured in street clashes. The violence was the deadliest in nearly three months of anti-government protests that have paralyzed Ukraine’s capital in a struggle over the nation’s identity.Opposition leader Vitali Klitschko urged the 20,000 protesters to defend the camp on Independence Square.“We will not go anywhere from here,” Klitschko told the crowd, speaking from a stage in the square as fires burned around him, releasing huge plumes of smoke into the night sky. “This is an island of freedom and we will defend it,” he said.Many heeded his call.“This looks like a war against one’s own people,” said Dmytro Shulko, 35, who was heading toward the camp armed with a fire bomb. “But we will defend ourselves.”As police dismantled some of the barricades on the perimeter of the square and tried to push away the protesters, they fought back with rocks, bats and fire bombs. Many of the protesters were bleeding.Speaking over loudspeakers, police urged women and children to leave the square because an “anti-terrorist” operation was underway.The protesters appeared to sense that Ukraine’s political standoff was reaching a critical turning point. Earlier in the day, protesters attacked police lines and set fires outside parliament, accusing Yanukovych of once again ignoring their demands and dragging his feet on a constitutional reform to limit presidential powers.Tensions had soared after Russia said Monday that it was ready to resume providing the loans that Yanukovych’s government needs to keep Ukraine’s ailing economy afloat. This raised fears among the opposition that Yanukovych had made a deal with Moscow to stand firm against the protesters and would choose a Russian-leaning loyalist to be his new prime minister.The protests began in late November after Yanukovych turned away from a long-anticipated deal with the European Union in exchange for a $15 billion bailout from Russia. The political maneuvering continued, however, with both Moscow and the West eager to gain influence over this former Soviet republic.Until Monday, the government and the opposition had appeared to be making some progress toward resolving the political crisis peacefully. In exchange for the release of scores of jailed activists, protesters on Sunday vacated a government building that they had occupied since Dec. 1.Russia also may have wanted to see Kiev remain calm through the Winter Olympics in Sochi, so as not to distract from President Vladimir Putin’s games. Ukraine is behind us, Ukraine’s future is behind us.”Tuesday’s clashes were the first to lead to deaths since Jan. 22, when two protesters were hit with live ammunition and a third fell.
Angry protesters had hurled stones at police and set trucks blocking their way on fire. Riot police retaliated with stun grenades and fired what appeared to be small metal balls, as smoke from burning tires and vehicles billowed over Kiev.Olha Bilyk, spokeswoman for the Kiev city police, told The Associated Press that six policemen died from gunshot wounds and 159 were wounded, including 39 who were shot. She also said seven civilians died, including three who were shot.The coordinator for the opposition’s medical response team, Oleh Musiy, said more than 400 protesters were injured. He also claimed that about 20 had died, but this could not independently be confirmed.One of the civilians was found dead after protesters stormed the office of the president’s Party of Regions. Police pushed them away, but when firefighters arrived to put out a fire, they discovered the body of an office employee, Kiev’s emergency services said.Justice Minister Olena Lukash, a close Yanukovych aide, accused the opposition of violating earlier agreements with the government and blamed protest leaders for the violence.U.S. Secretary of State John Kerry urged both sides to end the violence, halt their ultimatums and hold high-level talks.U.S. Ambassador Geoffrey R. Payatt also threatened both sides with sanctions. “We believe Ukraine’s crisis can still be solved via dialogue, but those on both sides who fuel violence will open themselves to sanctions,” Payatt said on Twitter.Germany has refused to back Washington’s calls for sanctions against Ukraine’s government to pressure it into accepting opposition demands for reforms.But when central Kiev exploded in violence Tuesday, German Foreign Minister Frank-Walter Steinmeier said Ukrainian security forces have a “particular responsibility” to de-escalate the situation, adding that the EU might resort to unspecified sanctions against individuals. “Whoever is responsible for decisions that lead to bloodshed in the center of Kiev or elsewhere in Ukraine will need to consider that Europe’s previous reluctance for personal sanctions must be rethought,” he said.
The Russian Foreign Ministry blamed the West for the escalation of the violence and called on the opposition to work with the government to find a way out of the crisis.“What is happening is a direct result of the conniving politics of Western politicians and European bodies,” the ministry said in a statement.

Reding predicts eurozone to become a federal state

BRUSSELS - European Commission vice-president Viviane Reding has predicted that the eurozone will become a federal state, while urging the UK not to leave the Union.The Luxembourg politician in Cambridge University on Monday (17 February) recalled a speech by Britain’s World War II leader, Winston Churchill, in Zurich in 1946.“In my personal view, the eurozone should become the United States of Europe. Like Winston Churchill, I believe that the UK will not be part of this, but it should remain a close ally with the federated eurozone, with which it would continue to share a common market, a common trade policy, and, hopefully, a common security agenda,” she said.Reding noted that euro countries have made an “extraordinary” leap in terms of integration due to the economic crisis.Citing the commission’s new powers to scrutinise national budgets and plans to create a banking union, she said: “a few years ago no one could have imagined member states being prepared to cede this amount of sovereignty.”She added that “if this country [the UK] decides one day to be part of a stronger integration, you know where to find us. The door is open, and there is a seat at the table for you.”Reding also lambasted the quality of British debate ahead of its potential EU in/out referendum in 2017.She noted that Cambridge University itself has a tradition of “rational” discourse, but “the most important questions we are faced with in Europe are debated so very differently in this country … [there are] so many lazy assumptions.”She took aim at calls to curb immigration from fellow EU states.“Simply trying to project all problems on the supposed issue of too many foreigners moving into the country is certainly not the answer,” she said.She noted that British politicians “have even abandoned their policy of pushing for ever more enlargement of the EU.”She also warned that, with the UK “gradually, inexorably, drifting away” from the Union, it risks losing access to the “goldmine” of the single market and being taken less seriously by overseas investors.Churchill in 1946 said: "The structure of the United States of Europe, if well and truly built, will be such as to make the material strength of a single state less important.” He called on the then Soviet Union, the UK, and the US to be “friends” of the project.
The Cambridge speech is Reding’s second high-profile visit to the UK after a debate in London on 10 February in which she also criticised British immigration attitudes.Open Europe, a London-based think tank which criticises deeper integration, at the time asked “Is Viviane Reding Ukip’s most effective recruitment sergeant?” referring to the UK Independence Party, which advocates Britain leaving the Union.Speculation grew last year she wants to be the centre-right’s candidate for the next commission president.But she said in January that she is backing fellow Luxembourger, former PM Jean-Claude Juncker, for the post instead.

Is the EU ready for a common foreign policy?

VILNIUS - The question - whether the EU is mature enough to have a common foreign policy - needs to be asked in the light of recent comments by Gernot Erler and, indeed, Sergei Lavrov.Erler, who is a member of the Social Democratic Party in Germany and a senior advisor on Russia relations to Chancellor Angela Merkel, said in January that the EU should review its Eastern Partnership (EaP) policy for the sake of better relations with Moscow."We have to ensure there is no tension between the Eastern Partnership and the Russian Customs Union,” he noted.The idea was repeated by Russian foreign minister Lavrov at a press conference on Tuesday (18 February), shortly before an eruption of violence in Kiev, which saw police kill several people and storm the protesters’ “Maidan” camp after a two month siege.“We urge a frank discussion of the Eastern Partnership and energy dialogue, the cornerstone of Russia’s relations with the EU,” Lavrov said.This kind of talk masks the gravity of events in Ukraine and the pressure which Russia is exerting not just here, but also in several other EaP states - Azerbaijan, Armenia, Belarus, Georgia, and Moldova.
Coming from Erler, a man of no little influence in Berlin, it also speaks volumes on why the EU is still failing to shape an effective foreign policy.The element which unites the 28 member countries is shared values: human rights, rule of law, a free economy.The kind of pragmatism which Erler advocates is an element of discord: each of the 28 countries in the Union has its own interests. If they all pursue realpolitik, there is no chance of a united front.Pragmatism undermines the mutual trust between EU countries and the very foundations of the European Union.If the EU follows Erler’s advice to postpone, or to sacrifice, its support for the democratisation of the EaP region, it is not only the EaP countries that will pay the price, but also our own unity.Meanwhile, it must be understood that when Georgia and Moldova initialed EU association and free trade pacts last November, they were not making pragmatic or economic decisions, but civilizational ones.
The real issue at stake is not trade, but people’s right to self-determination.These countries, and the opposition movement in Ukraine, want to get closer to the EU because they want to live in democratic and law-abiding societies - European societies.The EU has no right to put their fate on its negotiating table with Russia.Realpolitik aside, the prospect of an effective EU foreign policy is also endangered by other factors.
European politics is governed by a short-term electoral cycle, which creates a temptation for leaders to react to events in an ahistoric way.When a new government is elected, we often hear calls to turn over a new leaf, or to reset relations, in this or that domain. But in reality, no important political project can be undertaken without due regard for its historical roots or completed in a single term in office.International relations, and especially European relations with Russia, require a lot of patience. All change is incremental.People, like Erler, who say we should start afresh with Russia in light of the Ukraine crisis, merely show their feeble memory, or deliberate forgetfulness, and risk repeating the mistakes of the past.I choose my words carefully when I say that his proposal to review the EaP is irresponsible.It is a discourse which dates back to the Europe of 1938 and 1939. The EaP has problems not because it is badly designed or because people in EaP countries do not want it. It has problems because Russia is creating them and appeasement will only make matters worse.The more difficulties that Russia makes, the more important it is for us to maintain our principled stance.What we need vis-a-vis Russia is not fine talk, but adequate instruments to counter its aggressive behaviour.And if we want to strengthen our foreign policy in the region, then, ironically, Lavrov’s remark shows us the way to go.“We urge a frank discussion on the … energy dialogue,” he said.The EU in 2009 put into law its “third energy package,” which forces EU companies and foreign firms active in the EU to separate energy production and distribution assets. It has a clear goal - to stop monopolitsic price gouging, not least by Russia’s energy champion, Gazprom.It has caused friction at the highest levels in EU and Russia contacts.But the EU has not backed down. If anything, it has gone further - in 2012 EU officials raided Gazprom offices in several European capitals and launched a legal case which could end in fines.
We should consider EU energy law as a model for EU-Russia relations more broadly.The EU needs a foreign policy with a clear goal and with the legal instruments to implement it. Ukraine violence catches EU by surprise

Berlin and Brussels - A sudden eruption of violence in Kiev, leaving six protesters and one policeman dead, has taken EU diplomats by surprise.The fighting broke out on Tuesday (18 February) morning when riot police confronted anti-government demonstrators as they tried to march toward the parliament building in the city centre.The march was designed to put pressure on the parliament speaker to introduce a motion on constitutional reform into the order of the day.The fighting escalated in several flashpoints in the government district. Over the next few hours, “at least” six protesters and one policeman were killed, the BBC reports. More than 150 demonstrators and 30 policemen were also injured and the HQ of the ruling Party of the Regions was set on fire.Authorities issued an ultimatum threatening a mass crackdown if protesters did not disperse by 6pm Kiev time.But opposition leaders called on more people to come to their main camp, the Maidan, while pictures on social media showed police squads carrying boxes of molotov cocktails and AK47s into the riot zone.Andrew Wilson, an analyst for the London-based think tank, the European Council on Foreign Relations (ECFR), spoke to EUobserver by phone from the scene.“There are ambulances everywhere. The metro has stopped and shops have closed early … a direct assault on the Maidan is possible, but it would be very costly for all concerned,” he said.The events met with calls for restraint by European diplomats.A member of European Commission President Jose Manuel Barroso’s cabinet phoned the office of Ukrainian President Viktor Yanukovych to deliver the message.German foreign minister Frank-Walter Steinmeier also phoned acting Ukrainian foreign minister Leonid Kozhara, saying: "I urge the opposing groups in Ukraine to return urgently to the path of recent days and talk about a political solution."
EU foreign relations chief Catherine Ashton said in a statement: “I condemn all use of violence, including against public or party buildings … Political leaders must now assume their shared responsibility to rebuild trust.”She added in a video clip from Vienna, where she is chairing nuclear talks with Iran: "I am also very concerned about the ultimatum to stop this by force."Polish foreign minister Radek Sikorski noted that Tuesday’s events came despite expectations the two sides were nearing a compromise on an interim government and on curbing Yanukovych’s powers. “Ukraine seems poised to snatch defeat from the jaws of negotiated success,” he said on Twitter.A diplomatic source in one EU embassy in Kiev said EU capitals failed to grasp that the opposition movement does not trust Western-backed opposition MPs, such as Arseniy Yatsenyuk, to negotiate on their behalf."The EU was happy because it already saw the light the end of the tunnel. But it seems the people did not endorse compromises which were negotiated between discredited authorities and a corrupt and equally discredited opposition,” the contact said.Yatsenyuk and fellow opposition MP, ex-boxer Vitali Klitschko, who has distanced himself from the talks, visited Berlin on Monday.They met with Chancellor Angela Merkel for one hour, as well as with Steinmeier and with leading MPs. Speaking in the Bundestag at the end of the meetings, they said they were grateful for the show of support by "one of the most influential politicians in the world."But Klitschko's plea for Germany to back sanctions against regime officials remained unanswered.Sources in the German foreign ministry say Berlin would consider sanctions only if violence keeps escalating and there is no chance of a political solution.
But for the ECFR’s Andrew Wilson, Tuesday’s events amount to Yanukovych crossing the red line.Looking back to conclusions by EU foreign ministers last week, he noted: “The key phrase last Monday was that the EU would 'respond quickly' if there is 'deterioration.' Clearly there is deterioration. If we do not regard this as deterioration, we will lose all credibility in what is already a looming disaster for European soft power.”
He said the first step should be triggering anti-money laundering laws in Austria and the UK to go after the illegitimate assets of Yanukovych allies.With Ashton’s communique referring to “violence … including [by protesters] against public or party buildings,” Wilson warned that “one should avoid moral equilateralism” which puts the authorities and the demonstrators on par.

Iacopo Scaramuzzi vatican city The Pope and the eight cardinal advisors (the so-called “C8”) who are helping him reform the Roman Curia received the Commission for Reference on the Institute for the Works of Religion (IOR) in an audience this morning. During this meeting, both “problems” and “possible” restructuring “strategies” were discussed, bearing in mind the “Church’s mission” and the “context” of the Vatican’s economic and administrative structure as a whole. This includes the IOR. Vatican spokesman Fr. Federico Lombardi communicated this, adding that the Vatican Secretary of State was present at both yesterday and today’s meeting.Today’s meeting was the second in a three-day meeting being held between the Pope and his advising Council. Yesterday the “C8” heard the Commission for Reference on the Economic-Administrative Structures of the Holy See (COSEA). Tomorrow afternoon there will be a meeting with the 15 cardinals in charge of studying the organisational and economic problems of the Holy See (Meisner, Rouco Varela, Pengo, Rivera Carera, George, Fox Napier, Cipriani, Scola, Toppo, Pell, Vallini, Urosa Savino, Ricard, Odilo Scherer, Tong Hon).
 
Today the Pope and his advisors received almost all members of the Commission for reference on the IOR (cardinals Farina (president) and Tauran, Mgr. Arrieta (coordinator), Mgr. Wells (secretary): only Professor Glendon who lives in the United States was missing). Lombardi said that the Commission presented “a thorough report” which cardinals showed “significant interest in,” asking “further questions” on it after it was presented. The Vatican spokesman emphasised that the “mission for the IOR” – in other words fitting “the mission of the Church into the world” – was discussed. This debate was not just limited to a close examination of economic efficiency. More specifically, the Commission “reported on the current situation of the Institute, the problems, the interpretations of what caused existing problems or reasons why there may be problems to deal with or resolve” and “some ideas for the renewal or set-up of the Institute.”“No decisions were taken” during the meeting and neither has the commission led by Salesian cardinal Farina finished its job. What emerged from the statement given by the Vatican spokesman, is that the ideas shared by the Pope and his advisors may not separate the fate of the IOR from that of the Vatican’s other economic and administrative structures (APSA, Governorate, etc.) which COSEA is dealing with: “While the two Commissions have been given different tasks, the Pope, assisted by the Council of Cardinals, is certainly trying to see the whole picture, so as to come up with a coherent and solid solution for renewing the organisations and institutions that make up the Curia and the Church government.”During the course of the briefing, Fr. Lombardi also answered some questions about a letter published in today’s press, regarding Cardinal Attilio Nicora’s role. He was President of the Vatican Financial Information Authority (AIF) up until a few weeks ago. The Vatican spokesman said the AIF “is a young and new institution which has evolved over the years, partly as a result of the results of the Moneyval report: I would be surprised if there were no disagreements or different visions or interpretations offered. I think it is perfectly normal that there is a debate surrounding the growth of the AIF.”Questions were asked about the possibility of a married couple being put in charge of the Pontifical Council of the Family, in light of a recent interview with Cardinal Oscar Rodriguez Maradiaga, the “C8’s” coordinator.Fr. Lombardi responded by humorously referring to the “many interviews” the Honduran cardinal has given and stressed that the idea is an “interesting” one but that there was no specific proposal being discussed by the Council of Cardinals.The Vatican spokesman called for “prudence” when speaking about a possible end date to the work being done by the Council of Cardinals. The council already met with the Pope last October and December. “The hard work continues and no time is being lost. The Pope intends to arrive” at a conclusion “but I would be cautious in giving an exact time frame for any decisions and conclusions relating to this work,” he said.

In an interview with “Vatican Insider” the eldest of the Catholic Church's cardinals says Francis’ pontificate “is bringing the world closer to the faith”

As the Consistory approaches, the Prefect Emeritus of the Congregation for Bishops and former head of the Pontifical Commission for Latin America gives Vatican Insider a very positive overview of the first year of Francis’ pontificate and outlines the areas the Pope sees as priorities (“re-launching family pastoral care and making the Synod function more efficiently”).
 
How are the Pope’s reforms going?
“Francis is a determined reformer. His first reform has been setting an example through his sober and simple lifestyle. He has started reforming the Curia but this is a process that will take some time and the reforms will need to be carefully examined, as the Pope is currently doing with the eight cardinal advisors.”
 
How would you sum up Bergoglio’s first year on the Throne of Peter?    
“Francis is much loved and respected throughout the world. His election came as a surprise to the public and the mass media. Twelve months later the results were clear for everyone to see and they were nothing but positive. Bergoglio has a huge following in the southern hemisphere but his Italian roots as well as his devotion to Mary are evident. The first thing he did when he became Pope was to go to pray in the Roman Basilica of St. Mary Major to ask the Virgin Mary to protect his pontificate.”
 
How important is the pastoral care of the family for Francis? 
“It is fundamental. The Pope is well aware that looking after the family is crucial in improving society and guaranteeing a more certain future. A person’s faith and values are transmitted in the family that is why Bergoglio gives it so much importance.”
 
Will family doctrine be discussed?
“I don’t think it is possible to review the exclusion of remarried divorcees from the sacraments. An objective situation cannot be changed. Francis turns the Church’s pastoral attention towards those who find themselves in this situation and need help in preserving their faith, leading a life of prayer and attending Sunday mass. The Pope is thinking about what can be done to support remarried divorcees and better ways of showing this support are in fact currently being looked into.” 
 
Is it right to make changes to the Synod as well?
“Of course it is. Paul VI set it up as an instrument to foster collegiality but it needs to function more efficiently and the Pope is very right to call for changes. Getting three hundred people to work well together is not easy and the Pope is fully aware that the way the Synod works needs to be simplified.

Hamas will endorse two-state deal, Fatah leaders assert

West Bank officials returning from Gaza say Islamist rulers will back accord with Israel, despite statements to the contrary

Even as a top Hamas official warned Monday against Palestinian acceptance of an American “framework” peace agreement, West Bank leaders were asserting that the Islamist rulers of the Gaza Strip would in fact back a peace deal with Israel based on “national principles.”Hamas’s deputy political bureau chief, Moussa Abu Marzouk, called the anticipated American document “very dangerous,” saying it would decimate the Palestinian cause through the final status issues.“I believe that those who turned to negotiations despite [the objection] of all [Palestinian] factions, the PLO’s Executive Committee and many members of Fatah, will not hesitate to sign an agreement despite all of the above,” Abu Marzouk told Hamas’s Al-Resalah newspaper.
Nevertheless, PA President Mahmoud Abbas expressed confidence during a speech to Israeli students and activists in Ramallah Sunday that Hamas would back an agreement with Israel on a two-state solution.
That position was reiterated by Fatah officials present in the hall during Abbas’s speech. Asked whether Hamas would endorse an agreement with Israel, Azzam Al-Ahmad, Fatah’s chief negotiator with Hamas, was unhesitating.“Of course they’ll join, why wouldn’t they?” he said. “They will be obligated by the decisions of the Palestinian leadership. I am confident of this. In my opinion, the real impediment to peace is not Hamas but [Prime Minister Benjamin] Netanyahu and the extremist right-wing government in Israel.”
Al-Ahmad pointed out that Hamas’s political leader, Khaled Mashaal, accepted the two-state principle in the reconciliation agreement signed with Fatah in Cairo in 2011.“One of the issues we agreed on was the right of the Palestinian people to a state on the June 4, 1967, borders,” he said. “Mashaal declared this publicly during his speech at the signing ceremony on May 4, 2011.”The acceptance of a two-state outcome, Al-Ahmad continued, was reaffirmed by West Bank Hamas official Hassan Youssef, recently released from an Israeli prison, in an interview with Spanish newspaper La Vanguardia earlier this month.With regard to Fatah-Hamas reconciliation talks, Al-Ahmad was less optimistic. He said that Hamas had agreed to hold elections six months after the formation of a unity government headed by Abbas, but was reluctant to implement the agreement on the ground.“After Hamas’s agreement [to elections within six months] I was told to wait. I called [Hamas Prime Minister Ismail] Haniyeh four times and never heard back from him,” Al-Ahmad told The Times of Israel.Fatah Central Committee member Mohammed Al-Madani, who returned last week from talks with Hamas in Gaza, said attitudes in the Strip have changed dramatically amid political turmoil in Egypt since the ouster of Muslim Brotherhood president Mohammed Morsi on July 3, 2013.“I think things now are better than they were in the past. There is a positive understanding among the Hamas leadership; their positions have changed on many issues,” Al-Madani told The Times of Israel.
Munib Al-Masri, a Palestinian billionaire and political independent, returned from talks with Hamas’s leadership in Gaza earlier this month confident that the Islamic movement was behind the two-state paradigm based on the “Palestinian principles” of a state on the 1967 borders with Jerusalem as its capital.“Not only Ismail Haniyeh told me this, but the entire Hamas leadership,” Al-Masri told The Times of Israel.

US said ready to compile list of Palestinian refugees to return in deal

The US reportedly has recently offered to compile a list of Palestinian refugees interested in settling in Israel, under the assumption that a small number would be approved to do so by the Israeli government, according to a Palestinian source cited in an Israeli report.The compilation of the list, reported by Israel Radio, would mark a new phase in the US-brokered talks, which are reportedly stuck on security guarantees for Israel in the Jordan Valley, among other issues.Israeli officials denied the report to Army Radio, saying it has never come up, and they would reject it if it did.The return of refugees is seen as one of the more intractable issues, which would only be tackled in a final status agreement. Successive Israeli governments have ruled out a substantial influx of refugees; former prime minister Ehud Olmert said he offered to take in 5,000 Palestinians over five years after a peace deal, on an “individual humanitarian basis.”On Wednesday, Secretary of State John Kerry is slated to meet with Palestinian Authority President Mahmoud Abbas to discuss the talks.
Ramallah has insisted on a right of return for Palestinians who left their homes during Israel’s War of Independence, a demand Israel has rejected as endangering the Jewish character of the state.The Palestinian source quoted by Israel Radio indicated that it is thought that very few Palestinians would choose to live in Israel even if that was an option, because they would have to sing the national anthem, Hatikvah, send their children to schools run by the Israeli educational system, and perhaps in the future have to perform some form of national or army service.Any final list of Palestinians for resettlement would have to be approved by Israel, the report said.The fate of the millions of Palestinian refugees, which include Palestinians who left their homes both in 1948 and 1967 and their descendants, is one of the long-standing final status issues due to be addressed during the current round of Israeli-Palestinian peace talks.The right of all the Palestinians refugees to return to what is now Israel has traditionally been a “red line” that the Palestinian leadership has been unwilling to give up.Abbas has maintained a hardline stance on the issue, although this week, in a speech to Israeli students, he said that the Palestinians “do not seek, and we will not seek, to flood Israel with millions in order to change its social culture.”The traditional Palestinian position on the “right of return” follows the language of the 2002 Arab Peace Initiative, which stipulates a “just and agreed upon solution based on UN resolution 194.”

Hamas head sent message to Netanyahu asking for restraint

Intermediary Gershon Baskin confirms he was passed message by contact in room with Ismail Haniyeh, asking Israel to keep from escalating violence

Hamas’s prime minister in the Gaza Strip recently relayed a direct message to the office of Prime Minister Benjamin Netanyahu affirming that the terror organization has no interest in furthering its conflict with Israel and seeking restraint on Israel’s part, Palestinian and Israeli security sources told The Times of Israel.The message, relayed by Ismail Haniyeh through Israeli-American mediator Gershon Baskin, came after an escalation of violence between the sides threatened to spiral out of control two weeks ago.Baskin, who founded the Israel/Palestine Center for Research and Information and was instrumental in brokering the deal that saw kidnapped Israeli soldier Gilad Shalit released from Gaza in 2011, confirmed the message had been sent through him.Haniyeh’s message requested Israeli military restraint, after a series of rockets from Gaza hit the Negev and Israeli planes struck back at sites in the Strip in late January and earlier this month.The Prime Minister’s Office declined to comment on the letter.In private conversations last week, senior Palestinian officials claimed Israel is in communication with Hamas leadership, if not with Haniyeh himself.The Islamist organization, which initiated the contacts, has yet to receive a response from Israel, sources said.Baskin keeps regular contact with one of Haniyeh’s advisers, Ghazi Hamad, on a variety of issues, both humanitarian and non-humanitarian. The specific message asking for restraint was passed along two weeks ago.After a volley of rocket fire out of Gaza late last month, the Israel Defense Forces fired upon several targets in the Gaza Strip, hitting, among other targets, a rocket-prevention force in Hamas’s armed wing charged with stymieing attacks from smaller groups in the Strip.As The Times of Israel reported at the time, sources in Gaza said Hamas’s military wing responded by deciding to withdraw most members of the rocket-prevention force, which was first deployed last July. The move essentially gave a green light for smaller terror organizations to fire upon Israel.During a phone conversation between Baskin and Hamad, the latter asked that the plea for restraint be passed along directly to the Prime Minister’s Office.Senior Palestinian officials said the conversation took place with Haniyeh in the same room as Hamad, a claim Baskin confirmed.
At the end of the conversation, Baskin delivered the message to Gil Sheffer, Netanyahu’s bureau chief, in writing.After a few days, Hamas redeployed the rocket prevention force belonging to the Izz ad-Din al-Qassam Brigades along the border with Israel.The brigades are considered Hamas’s elite force operating in the Gaza Strip, and Hamas’s decision to deploy them to prevent rocket fire against Israel has been interpreted as a sign of the Islamist terror group’s intention to keep the ceasefire reached with Israel after the November 2012 Operation Pillar of Defense.Hamas has used the “Baskin channel” a number of times in the past in order to forward information to the Israeli leadership. Baskin is well connected with officials at the Defense Ministry and the Coordinator of Government Activities in the Territories.Communication between Haniyeh and Netanyahu via Baskin is rare, but Israel and Hamas maintain contacts through a number of channels.In recent weeks, Egyptian intelligence officers also functioned as intermediaries between the two sides. According to Palestinian officials, the Qataris as have also recently served as middlemen. On humanitarian issues, such as medical evacuations and the entrance of goods and supplies into Gaza, Palestinian Civil Affairs Minister Hussein al-Sheikh remains the primary mediator between Israel and Hamas.

The man expected to become Italy’s next prime minister is known to be friendly toward Israel and to take a tough line on Iran.Matteo Renzi, currently the mayor of Florence and the secretary of the Italian center-left Democratic Party, is the top candidate to succeed Prime Minister Enrico Letta, who resigned last week.
“Sometimes Israel exceeds its defense [actions], and we need to say it, but it is time that the left state unequivocally that Israel has a right to live without threats,” Renzi, who has visited the country, has been quoted as saying. “Israel is a country that is surrounded by organizations that wish its destruction, starting with Iran,” he said on a different occasion.A government led by Renzi would probably imply a “few variations to the traditional pattern of Italian foreign policy,” according to Michele Di Donato, an Italian scholar focusing on European left-wing politics. “A slight pro-Atlanticist swing may be expected, as well as a more careful consideration of Israel’s stances in Middle Eastern policy.”Renzi has called Iran the “mother of all challenges” in the Middle East, Di Donato noted, not only because of the regime’s nuclear ambitions but mostly because the 39-year-old politician supported Iran’s opposition “Green Movement” in 2009. “On the same occasion he expressed reservations about the Italian approval of the bid to upgrade Palestine’s UN status on November 2012: a rather isolated position in the center-left, traditionally quite sympathetic to the Palestinian cause,” Di Donate noted.In 2012, Renzi attended a demonstration entitled “For the Truth, for Israel,” during which Israeli and Italian flags were waved.“I don’t really know why, but he has always shown very pro-Israel ideas the few times he talked about foreign policy,” said Nathan Servi, a Jewish native of Florence who has been following Renzi’s political career closely over the years. “It seems we may [get] a European center-left prime minister who doesn’t hate Israel after all.”
