Quebec fire: The dead and the missing, so far

Mourners are only beginning to tell their stories of those missing or known to be gone in the tragic L’Isle-Verte blaze.

Thirty-two people are dead or missing in the wake of the L’Isle-Verte fire; 10 bodies have been foun, but the names of just three have been made public. Little is publicly known about one, 89-year-old Louis-Philippe Roy, but about two, more can be said:
Juliette Saindon
Juliette Saindon, 95, was known to staff at Résidence du Havre as someone who loved to chat.
She always had a smile on her face, said Aubin Rioux, who worked at the home for two years.
Ever since she fell and broke her hip, Saindon used a wheelchair. She needed a long stick to reach the emergency button to summon staff.Workers at the home said she loved to chat, about the weather and her activities of the day, “anything,” said Rioux.
Marie-Lauréat Dubé
Marie-Blanche Boucher, 71, said her aunt Marie-Lauréat Dubé had a son who lives in L’Isle-Verte, and other children in Rivière-du-Loup.Boucher said her aunt, who was “83 or 84,” lived at the residence for about four years; Boucher would visit occasionally, and said she found the home well-run:“These are things that are very hard to live through,” she said.“When there’s a fire and you know there’s people inside that are burning, it breaks your heart. And when it’s so close, it’s even worse.”Among those still listed as missing are the following:
Angéline Guichard
Angéline Guichard’s son Joseph Marie Fraser will always remember his mother as a leader and dedicated worker, hardened by years spent raising 12 children on a farm on the tiny island of Île Verte.“Everything she did, she gave her 100 per cent,” said Fraser, of his 88-year-old mother.Joseph Marie said his mother spent almost her entire life on Île Verte. She spent 65 “very happy years” with her husband, and moved into Résidence du Havre six years ago following his death.She loved to play cards, said Joseph Marie, adding her greatest joy was her massive family: 12 children, about 30 grandchildren and 30 great-grandchildren.
Marie-Jeanne Saindon
Marie-Jeanne Saindon was just three months shy of her 100th birthday when she died in the fire at the facility where she was “proud” to be the oldest resident.Her grandson, Claude Saindon, said she was determined to make it to the big day in April and was going to celebrate with a grand party organized by her family.“She was a determined woman, very kind and very generous,” said Saindon. “Even at 99, her memory was very sharp — I would say sharper than mine.”Marie-Jeanne, who had one son, four grandchildren and six great-grandchildren, had been a widow for 40 years. Born in L’Isle-Verte, she had only been living at the residence for three weeks.
Gérard and Giselle Ouellet
The couple had spent their life working the land and raising 14 children on the small island nearby for which the town is named. Gérard, 92, was reluctant to give up their home, but Giselle, 90, was happy for the break from chores.“We felt safer having them there,” said Marie-Claude Ouellet, the wife of one of their sons, Philippe Ouellet. “They had all the care they needed; the doctors were there.”As a result of a recently broken hip and her age, Giselle needed help to get in and out of bed — assistance that her husband was no longer able to provide.
Claude Fraser
It was his upbringing by the water on the island of Île Verte that inspired Claude Fraser to become a sailor, said his sister, Agnès.He worked for the Coast Guard for 37 years, which included frequent travels to the Arctic.“He had a big heart,” said Agnès. “He was a very hard worker.”Fraser married late in life, to a widow, but he had no children of his own. He moved into the residence five years ago and “he liked it. He was a person who would talk with anyone,” said Agnès.
Paul-Étienne Michaud
Paul-Étienne Michaud spent decades working the land on his farm on the outskirts of L’Isle-Verte, where he and his wife, who predeceased him by over 20 years, raised seven children. Even after he sold the farm to his son, Jean-André, he still worked outdoors almost every day, until his move to Résidence du Havre in 1997, where Jean-André said he was the very first resident.“He liked his room because it faced the road and he could see the boats on the water,” said his son. “He mainly kept to himself.”
Jacqueline Belanger
Jacqueline Belanger was a talker, said her younger brother, Raymond. They spoke on the phone at least two or three times a week.“She could talk your ear off,” he said, laughing. “I guess you could say I was her confidant.”The 90-year-old Belanger, who had three sons and two daughters, one of whom predeceased her, was born in L’Isle-Verte and married the town’s butter maker. Raymond said she had said recently that “she was ready to go,” while adding, “But it’s terrible the way she went.”

At least 45 dead in Nigeria market attack: police

Kano (Nigeria) (AFP) - At least 45 people were killed in a suspected Boko Haram attack on a market in restive northeast Nigeria, police said on Monday, warning the death toll could rise."So far, we have 45 dead and 26 injured... but the figures could increase as our men are still in the village searching for more casualties," Borno state police commissioner Lawan Tanko told AFP.Witnesses to the attack in Kawuri, in the Konduga area of Borno state, 37 kilometres (23 miles) southeast of Maiduguri, earlier said that 15 people had been killed and 20 others wounded.One witness, Isa Ibrahim, said gunmen stormed the town on four-wheel-drive vehicles, pretending to be traders who had come to do business in the market."Unknown to the people, the gunmen had planted improvised explosive devices at strategic areas in the town before carrying out the attack on residents," he added.Several houses and vehicles were set on fire before the gunmen fled, he said.

China’s new leader, Xi Jinping, has not kept his promises and the Chinese Patriotic Catholic Association and the Ministry of Religious Affairs are trying to turn bishops and faithful into “slaves”.This is according to Cardinal Joseph Zen, the Bishop Emeritus of Hong Kong who, in an interview with missionary news agency AsiaNews, said that Beijing was carrying on its “work of destruction” against the local Catholic Church. 
“With the power position they have acquired in dealing with religions, they are destroying not only the religions but also the good name of our nation,” the cardinal said. “The only purpose of their work seems to be "enslaving" our Church (unfortunately with much success) by forcing our bishops and priests to betray their conscience, their faith.”“It seems undeniable that [Xi Jinping] has shown a certain determination in reforming his party by fighting courageously the corruption and setting up a regime of austerity and frugality for his communist comrades.” Cardinal Zen added that “clarity of position seems to be a characteristic feature of our Jesuit Pope … Somebody said that Pope Francis likes tango, but it takes two to tango. Can we suppose the same good will in his counterpart?”

The spokesman of the Catholic bishops of Egypt has issued a statement in light of the suicide bombings against Cairo’s police, saying people are fed up and want peace

Rafic Greiche, said in a statement to Catholic news agency Fides. In a telephone call from Cairo, the spokesman said "television continues to send images of demonstrations against the Muslim Brotherhood, considered responsible for acts of terrorism. People are fed up", from Cairo, where today a series of bomb attacks have struck the police headquarters in the Egyptian capital, a police station in Giza, and a police patrol.“The most serious attack, against the police headquarters, was committed by a suicide bomber in a car filled with explosives. The explosion was so violent that it seriously damaged the Islamic art museum. A total of 5 people have died and hundreds have been injured.”"There are massive demonstrations like those seen in Tahrir Square, which is closed in anticipation of the third anniversary of the fall of Mubarak, tomorrow January 25,” the priest said. "I am convinced that the violence committed by those who want to throw Egypt into chaos, will have an impact against its authors, because the Egyptians want peace,” Fr. Greiche concluded.”

Ten or so Seleka rebels have attacked the local Catholic mission, leaving three dead. Missionaries and civilians have fled after a series of raids and thefts, leaving the city of Bocaranga deserted

Davide Demichelis Rome “There were about ten of them. They fired shots everywhere: in the streets, at windows, at the people they saw feeling.” Denis Ngoto’s voice is still trembling from shock. The attack took place two days ago but he stayed in the forest, where he had gone to seek refuge, five kilometres away from Bocaranga, in the north of the Central African Republic. Denis is a catechist. He was at the mission on Tuesday when the Seleka rebels turned up. Priests, nuns, catechists, everyone has fled.Denis has no idea where everyone else is. Bocaranga was home to about 16 thousand people before the war, now it is practically a desert town.
He may be the only one who still has a cell phone. His voice comes and goes and the signal’s bad but he still manages to describe the dramatic events which took place: “They entered the mission. Fr. Robert came out and tried to negotiate with them; he asked them to leave but they wouldn’t listen to him or to brother Nestor who went out to support him.” The rebels were fleeing from the Central African Republic, Bocaranga is just a few kilometres from the border with Chad. They wanted to frighten people and above all to steal whatever they could. They stole about ten motorbikes, a car, computers, telephones, cameras, money and anything else they could find.“When he saw there was nothing he could do to stop them, Fr. Robert begged them at least not to harm anyone.” Denis’ voice grew weak as he recounted these moments which seemed to last an eternity: “But when they saw a man trying to escape they shot him in cold blood. His body must still be lying there. Then they killed another man and a woman. Thankfully they didn’t harm the other women who were in the vicinity; many of them were holding their children in their arms.”“They were on a shooting spree,” said the Superior of the Capuchin Friars in the Central African Republic, Fr. Serge Mbremandji: “It was terrible: even brother Nestor was wounded on his arm. We told all religious to take all necessary precautions.” In Bocaranga there are fears Seleka will strike again, as another group of militants were seen on the road that leads to Chad. “They were from Chad, I heard them speaking in Arabic,” Denis recalled. “But there were also some Central Africans among them. I heard them speaking in French and in our local language, Sango.”

The Central African Republic’s National Transitional Council elected its new president - Catherine Samba-Phanza – the day before the attack.  The country’s first ever female leader called on all militia to let down their weapons and asked the international community to intervene to restore peace. A day later, from the headquarters of the Community of San’Egidio in Rome and as Seleka rebels launched their attack on Bocaranga, a delegation of Central Africans called for joint efforts to reach a new Republican Pact. A delegation from the Community of Sant’Egidio, will go to Bangui in the next few days to meet the new President. But today the Archbishop and the Imam of Bangui, Dieudonné Nzapalainga and Oumar Kobine Layama issued a statement from Paris saying that while the situation is relatively under control in Bangui, the rest of the country is still at the mercy of Seleka and Anti-Balaka rebels.Indeed, Denis, the missionaries as well as a large portion of Bocaranga’s population are still stuck there, hiding in the forest.

Netanyahu settlement stand draws fire from all sides

Jerusalem (AFP) - Comments by Israeli Prime Minister Benjamin Netanyahu at the World Economic Forum make it clear he is against the establishment of a Palestinian state, chief Palestinian negotiator Saeb Erakat has said."Anyone who says they want the settlers to remain is actually saying they don't want the establishment of a Palestinian state," Erakat said in remarks published Monday in Palestinian daily Al-Ayyam.
Erakat was reacting to comments by Netanyahu at last week's WEF gathering in Davos, where the premier insisted Israel would not evacuate Jewish settlements built on occupied land the Palestinians want for their future state.Netanyahu has publicly supported the two-state solution during US-sponsored talks which envisage the creation of a Palestinian state as part of a final peace agreement.But at Davos, the premier told Israeli journalists at a briefing, "I have said before and I say again; I do not intend to dismantle any settlement, I don't intend to uproot any Israeli."His comments were broadcast on public radio.Israel's settlements, which are illegal under international law, are a key sticking point that is preventing peace talks from making any visible progress.Some Israeli media said that Netanyahu was speaking in response to a question specifically about the Jordan Valley, the part of the occupied West Bank bordering Jordan.Israel insists on maintaining a long-term military presence in the Jordan Valley as a buffer against attacks on the Jewish state, while the Palestinians want an international security force deployed there for their own security.
But angry Israeli hardliners on Monday linked Netanyahu's Davos comments to a report by an international news agency that the premier is floating the idea of existing settlements being leased from the Palestinians in a future Palestinian state."We do not leave settlers behind enemy lines," deputy defence minister Danny Danon, a hawkish member of Netanyahu's own Likud party, told army radio."It's an idea of leaving Jews, abandoning Jews to the control of the Palestinians," deputy foreign minister Zeev Elkin, also of Likud, told the station."It's a red line, contrary to the beliefs of the national camp, the beliefs of the Likud," he said.
Settler leader Dani Danon told AFP that the concept of settlements no longer being under Israeli sovereignty was a "political, security and Zionist aberration."Veteran political analyst Shimon Shiffer said that the news agency report, which Netanyahu's office neither confirms nor denies, was a deliberate attempt to draw a hostile response from the Palestinians, painting them as rejecting peace."Netanyahu... is trying to push the settlers into a corner and challenge the Palestinian side, knowing that the latter will reply with a resounding negative," he wrote in the top-selling Yediot Aharonot newspaper.Maariv's Shalom Yerushalmi suggested that the premier was playing for time."The settlements will certainly be removed, but the prime minister will not be the one to remove them," he wrote."This will be a gradual process in any case, and by the time we reach the removal of the settlements Netanyahu will no longer be there."

It must have seemed a good idea at the time.Asked by The Times of Israel on Sunday to clarify what exactly the prime minister had meant in Davos, on Friday, when he said he wouldn’t remove a single settlement or displace a single settler, the Prime Minister’s Office provided explicit elaboration.No, Benjamin Netanyahu had not only been talking about settlements in the Jordan Valley, as some reports had suggested. And no, the prime minister was not only speaking about an interim period ahead of a permanent accord. Rather, the official told The Times of Israel, Netanyahu would henceforth be insisting that all settlers be given the free choice of remaining in place and living under Palestinian rule after a peace deal, or relocating voluntarily to areas under Israeli sovereign rule. “Just as Israel has an Arab minority, the prime minister doesn’t see why Palestine can’t have a Jewish minority,” we were told. “The Jews living on their side should have a choice whether they want to stay or not.”The official who spoke to us claimed that this position represented Netanyahu’s “longstanding” stance. If so, it had never been expressed so explicitly — as is clear from the diplomatic storm our article has provoked.It may be that Netanyahu was floating a trial balloon, to see how the international community, and the settlers, would react. In which case, the results thus far cannot have been too pleasing for the prime minister. More likely, it was a gambit to embarrass the Palestinians, whom Netanyahu could rightly have predicted would furiously reject the idea. The problem is that this predictable Palestinian reaction has been drowned out by the speed and intensity of the rejection by his own right-wing allies/rivals.Leading the avalanche of right-wing criticism has been the Jewish Home party leader and economics minister, Naftali Bennett, who dismissed the notion of creating settler-Palestinians with a Facebook post on Sunday evening that can be summarized by the single word “Never.”Behind the scenes in the last few hours, members of Bennett’s circle have assailed Netanyahu for selling the settlers out to the Palestinians. Members of the prime minister’s camp have retorted that, by attacking Netanyahu for floating an idea the Palestinians were sure to reject, Bennett was hurting the shared cause of settlement. Well, the Bennett camp has countered, it might be smart to tell us in advance the next time you’re unleashing a brilliant plan to expose Palestinian intransigence. After all, Netanyahu and Bennett spent six full hours together on Sunday. Did this cunning new plan slip his mind? Moreover, he may have hoped, the Israeli right would celebrate him for his refusal to uproot Jewish communities; quite the contrast to Ariel Sharon and the demolition of the entire Gaza settlement enterprise in 2005. His aides might even have contemplated linking Palestinian intransigence on the issue to the calendar: Here’s Mahmoud Abbas insisting on a Judenrein Palestine, just in time for International Holocaust Remembrance Day.
None of this has panned out. The idea of a Jewish minority in “Palestine” was shot down so quickly by Bennett and his fellow warriors against Palestinian statehood that the Palestinian brush-off will hardly have registered with the international community. The US and the EU have so far kept quiet on the issue. And the Palestinians have smoothed out their initial indignation. Sunday night’s angry vow by chief negotiator Saeb Erekat that “not one” settler could stay in Palestine, quickly attacked by the PMO, had given way by Monday morning to PLO official Hanan Ahrawi’s far more palatable position that Jews could be welcome, it’s only “ex-territorial” settlers retaining Israeli citizenship who are a no-go.It’s possible that Netanyahu’s idea of offering settlers the chance to stay represents his acceptance of the inevitable division of the land, his willingness to preside over that process, but his refusal to follow Sharon and forcibly remove Jews from Biblical Israel: He can live with the gradual establishment of a Palestinian state and thus enter the history books as the leader who ended the conflict. But kicking Jews out of their houses? Not on his watch. Let them stay, if they want. If they need to be withdrawn, let someone else do the dirty work.It’s also possible that his Davos comments — “I do not intend to remove a single settlement, [and] I do not intend to displace a single Israeli” — were deemed so inflexible by the Americans that he had to give some ostensible ground toward realizing a two-state solution: No, he won’t uproot settlements, but that doesn’t mean there can’t be a two-state deal.Again, though, if the idea was to sound flexible, the result has been the reverse.Thus Netanyahu is not merely back where he started — widely perceived internationally as the key player blocking peace process — but even further in the mire, seen as seeking to place yet another obstacle in the path to Palestinian statehood. Snowfall overnight is making for a messy Monday morning commute in Toronto.
The weather is causing reduced visibility and slippery roads across the GTA, where drivers are being urged to go slow and drive with extra caution.Buses have been cancelled in Caledon because of inclement weather, according to the Peel District School Board.Buses have also been cancelled north of Highway 7 for both public and Catholic schools in the Durham Region.The windy, snowy weather is due to an Alberta clipper, or a fast-moving low pressure area, that is affecting southern Ontario.The flurries are expected to end sometime in the morning, giving way to a mix of sun and cloud, according to Environment Canada.Temperatures are expected to drop to - 14 C in the afternoon in what will be yet another extremely cold day.Air Canada is warning of disruptions and possible delays due to strong winds today and Porter Airlines has advised all passengers to confirm their flight status before arriving at Billy Bishop Airport as delays and cancellations could occur.The cold and snowy weather has been causing problems on roads across Ontario this weekend.
Snow late Sunday and overnight Monday caused reduced visibility, with multiple crashes on many roads.
Highway 404 was closed eastbound express after a collision involving a tractor-trailer and an SUV. A large overhead sign was struck and fell onto the highway.

(Reuters) - Road traffic to Valdez, Alaska, was cut off from the rest of the state after avalanches over the weekend blocked the only road into the coastal community, officials said on Monday.The highway to the town of about 4,000 residents was blocked after an avalanche in the Keystone Canyon on Friday, followed by another on Saturday, according to the city's website.The Richardson Highway could be shut for a week or more while crews work to clear the road, officials said. Supplies were being brought by barge to the town, one of Alaska's main seaports, which lies in a remote area of the Chugach Mountains.Officials have set up shelters and urged some residents to evacuate their homes as a precaution, according to the website.
"There is plenty of gasoline and heating fuel oil in town to serve local needs during an extended road closure," said a statement posted late Sunday. "Should fuel run short at any time, it will be barged in as needed."
Schools remain open in the town, as well as airport and port facilities, officials said.Valdez was recently named by Weather.com as the snowiest city in the nation, with an average annual snowfall of 326 inches.

Thousands shiver in Manitoba as pipeline blast cuts gas supply

WINNIPEG, Manitoba (Reuters) - Thousands of Manitoba residents were without natural gas to heat their homes and businesses for a third frigid day on Monday, following a weekend explosion along a TransCanada Corp pipeline in the Western Canadian province.The temperature on Monday morning in southern Manitoba hovered around -29 Celsius (-20 Fahrenheit). The electricity grid continues to operate.The explosion and fire happened early Saturday near Otterburne, Manitoba, about 50 km (31 miles) south of the provincial capital, Winnipeg. No one was hurt in the blast, which a witness said shot flames up to 300 meters into the sky.
The incident interrupted the supply of natural gas to 4,000 residents and other customers, although TransCanada arranged for tanker trucks to deliver compressed natural gas to a hospital and nursing homes.
TransCanada was working on restoring the gas supply to the area in two stages, starting with residents and other customers north of the damaged pipeline, said Scott Powell, spokesman for Manitoba Hydro, a provincial government-owned energy company.Powell said he could not estimate when gas might flow again, since TransCanada is handling the work, but said Monday night might be a possibility.TransCanada did not respond to requests for comment on Monday. The Israel Minister of Housing and Construction Uri Ariel on Friday expressed his wish to see the construction of a "Third Temple" in the Al-Aqsa Mosque compound in occupied Al-Quds (East Jerusalem).
According to the Alray Palestinian News Agency, Uri Ariel said "The first Temple was destroyed in 586 BCE, the second Temple in 70 CE, and ever since the Jews have been mourning its loss."He then went on to say "Al-Aqsa Mosque is currently in place of the temple, despite the temple being much holier than it. Al-Aqsa Mosque is only the third most holy mosque in Islam.""Now that Israel has once again become a Jewish sovereign state, there have been occasional calls to rebuild the Temple," he added.Palestinians who have stated their desire to see Israeli occupying forces retreat out of East Jerusalem back to their 1967 borders are suspicious of so called archeological excavations taking place under the Al-Aqsa Mosque compound. They believe the works are destabilizing the foundations of the Al-Aqsa Mosque, and have already reported damage to the building.In recent months, the Al-Aqsa Mosque compound has been subject to numerous raids by far-right Jewish settlers under the protection of Israeli security forces, who have performed Jewish rituals on the site. On a number of occasions last year, the Israeli authorities banned Muslim congregational Friday prayers at the mosque.

Vial of John Paul II’s blood stolen in Italy

ROME // A tube containing Polish pope John Paul II’s blood has been stolen from a church in Italy, sparking a region-wide search involving sniffer dogs and 50 police officers, Italian media reported said Monday.
The vial was stolen on Saturday from the San Pietro della Ienca church in the mountainous Abruzzo region in central Italy where the pope, who died in 2005, loved to go on skiing holidays, according to the Repubblica daily.Police and sniffer dogs are sweeping the area, famed for its weathered stone houses and the little church where the head of the Catholic Church once reportedly took refuge in a storm.Pasquale Corriere, head of the “San Pietro della Ienca” association, said there are only three vials in the world containing the former pontiff’s blood.John Paul II and the Italian Pope John XXIII — known as the “good pope” — are set to become saints in a ceremony at the Vatican in April expected to draw hundreds of thousands of pilgrims.

Owner of fire-ravaged Quebec seniors' residence speaks out about tragic loss

L'ISLE-VERTE, Que. - The owner of a Quebec seniors' residence that burned to the ground offered his condolences to the victims Sunday.Speaking to a throng of reporters outside the church in L'Isle-Verte, Roch Bernier said it was not the right time to say whether he would rebuild the residence.He said the mass, attended by more than 1,000 people, was a day for the victims, the missing and residents of the town.
Bernier received a standing ovation as he stood up to speak at the mass."What you're living inside, we are living it inside as well," he told the gathering, which included Premier Pauline Marois and Liberal Leader Philippe Couillard."We will try to find the strength to get through this."A more formal commemorative ceremony has been scheduled for this coming Saturday. That event will feature more dignitaries.Sunday was a chance for the tiny Quebec village to voice its collective grief, with priest Gilles Frigon calling it ''a first step toward healing."Meanwhile, authorities said there was no change in the number of victims. Ten people have been confirmed dead and 22 others are missing and presumed dead after Thursday's blaze at the Residence du Havre.Searches were hampered Sunday by bitter cold, poor visibility, blowing snow and winds up to 90 km-h, provincial police Lt. Guy Lapointe told a news conference.Marois arrived in L'Isle-Verte on Sunday to see first-hand the results of the fatal fire, cutting short a trip to Europe to deliver condolences in the village of about 1,500.The premier called the brutal blaze "unacceptable" and said she hopes such a tragedy never repeats.She told a news conference that everything is being done to provide support for those who survived the fire and to give closure to those still awaiting word on their loved ones.Marois met with Mayor Ursule Theriault and aid workers and had a look at the rubble herself.The premier said she wants to see the results of the various investigations into the blaze before rushing to judgment on a solution."We will wait for the inquiry because now we don't have the results of this evaluation and examination," Marois said. "After that, we will see if there are some new rules to adopt."Marois said a working committee has been in place for one year studying a number of issues, including whether mandatory sprinklers are necessary in buildings such as the Residence du Havre."If they recommend to us to change the rules, to change the laws and implement (mandatory) sprinklers, we will do that," Marois said.Marois applauded the efforts of the police, firefighters and other first responders."For the people who are working on these situations, it's not easy to do that, so I want to say 'thank you very much'," she said.The coroner's office formally identified a third victim on Sunday — Louis-Philippe Roy, 89.

Quebec premier vows 'never again' at site of senior residence fire

L'ISLE-VERTE, Quebec (Reuters) - Quebec Premier Pauline Marois on Sunday said a fatal fire in a seniors' residence was "unacceptable" but stopped short of saying her government would make sprinklers mandatory in homes for the elderly."These are events we very much don't want to happen, and so we have to do everything possible to make sure they don't happen again," she told reporters after arriving in town..Authorities fear 32 people died early on Thursday when fire ripped through the Residence du Havre in L'Isle-Verte, a town of 1,500 people some 230 km (140 miles) northeast of Quebec City in eastern Canada.
Marois later joined town residents at a private memorial service at the town's simple stone church.
Roch Bernier, co-owner of the residence, greeted the congregation somberly and was given a standing ovation."I come to you with a heart full of emotion and at the same time enormous suffering," he told the mourners, saying he considered the residents to be part of his family.Bernier also called on people not to look for blame."Let us find out what we can to do to help each other," he said before returning to his seat, barely able to choke back tears.A larger public mass is due to be held in the town on February 1. A spokesman for Canadian Prime Minister Stephen Harper did not immediately respond when asked whether Harper would attend."My thoughts and prayers are with the families of the victims of the terrible fire in L'Isle-Verte," Harper said in a statement on Twitter.Despite media reports that a cigarette might have ignited the blaze, police say they still do not know the cause.Only part of the residence was equipped with sprinklers. Quebec law does not require sprinkler systems in residences where the occupants have some mobility.
Premier Marois said she would wait for the results of an inquiry into the blaze and the report of a committee examining the question of sprinklers before deciding what to do next."If they recommend to change the rules and change the law and implement sprinklers, we will do it ... but we will take the time to do that very well and not do it (as) an emergency," she said, speaking in English. Police say it could take months to find the cause.Earlier in the day, high winds and driving snow forced Quebec police to briefly suspend their search for bodies in the ice-clad ruins of the three-storey wooden residence.Specialist teams at the fire site had worked through the night, using steam and a machine blowing hot air to melt ice that in some places was 2 feet thick - a result of the large amounts of water used to put out the fire.Ten bodies have been recovered and 22 people are still missing."It's a terrible tragedy. But we have to keep going, one step at a time," said Marco Gagnon as he helped customers at a grocery story carry their bags out into the wind."It's going to leave a big hole in the village. That's 2 percent of the population," he told Reuters.Most of the 50 or so residents were over 85, and many needed to use wheelchairs or walkers, town officials said.
TOO EARLY TO APPORTION BLAME, SAYS QUEBEC PREMIER.
Grocery store owner Christian Morin paused after mopping the floor to reflect on two of his relatives who perished - an 82-year-old aunt and an uncle in his early 90s."What frustrates me is these people went to finish their days in peace, but to finish in this way ...," he said, his voice trailing off.His aunt was able to walk and lived on the ground floor but still died in the blaze, which firefighters say was fanned by unusually high winds.Marois cautioned against trying to apportion blame."We have to be very careful at this point not to draw conclusions, not to pass judgments. Wait for the inquiry to finish. Rumors don't help anyone, or blaming this or that person. It's not the time for that," she said.Town officials and residents interviewed by reporters have said the residence was clean and appeared to be well run.
