The Ministerial Committee for Legislation voted Sunday in favor of a bill that would annex the Jordan Valley and place it under full Israeli sovereignty.Four ministers voted in favor of the draft law, which was proposed Likud MK Miri Regev. Three opposed it.Justice Minister Tzipi Livni, who is in charge of “peace negotiations” with the Palestinian Authority (PA) attacked the ministers who voted for the bill, and called it “an irresponsible proposal that will harm Israel and isolate it.”"Some of those who supported the bill would have opposed it, if they had known it would pass,” she added. “They are taking advantage of the fact that I will file an appeal and do the work for them.”Livni also attacked MK Regev, saying: “I have no respect for the bill nor for its proposer.”Minister Gideon Saar fired back at Livni, asking her “by what right” she is talking in this way.The Ministerial Committee for Legislation decides which proposed bills will enjoy the support of the Coalition. Bills it approves are likely to pass in the plenum. However, Livni's appeal means that the the Committee will vote on the bill again in the coming weeks.The Jordan Valley, situated in eastern Samaria (Shomron), has been the topic of contention in recent months. US Secretary of State John Kerry is reportedly attempting to force a deal on Israel and the Palestinian Authority which would see an Israeli "withdrawal" from all of Judea and Samaria, but allow for a temporary arrangement whereby IDF and/or foreign forces would maintain a presence in the Jordan Valley.The Israeli government argues the Valley is strategically important, and Prime Minister Netanyahu has insisted in the past that, in the event of a withdrawal from Judea and Samaria, Israel would still keep troops in the area.Calls by some nationalist MKs to annex the area are an attempt to forestall any withdrawal from the area whatsoever.Some analysts have criticized the idea that an Israeli withdrawal from Judea and Samaria would be "safe" as long as forces remained in the Jordan Valley, saying that the mountainous regions to the west and south are in fact even more strategically crucial for Israel's security.

Hamas declared Sunday, on the 5th anniversary of Operation Cast Lead, that it would continue to "fight the Israeli occupation" and "advance national goals," no matter what the outcome of negotiations between Israel and the Palestinian Authority (PA) might be. "Our nation (the Palestinians) did not authorize a single person to negotiate with the Occupation," the group declared in a statement, slamming Abbas and the PA.
"All of the possible outcomes the negotiations may have do not represent the will of the Palestinian people, but only represent the negotiators themselves," Hamas claimed. US Secretary of State John Kerry is set to return to the region this week, to advance the negotiation process between the two countries. Rumor has it that he will "force" a deal between Israel and the PA - even though both sides have rejected the US's security plans for an interim deal. The news also follows heightened tensions between the PA and Hamas, after PLO officials called on the terrorist group to withdraw its associations with the Muslim Brotherhood on Saturday.
"The (Hamas) movement's subordination to the Muslim Brotherhood organization has weakened the Palestinian position," Fatah official Mahmoud Ismail charged.Egypt has accused Hamas of being involved in terror attacks in the Sinai Peninsula and of teaching Islamists in Egypt how to carry out attacks. Hamas has denied the allegations.PA supporters have criticized Hamas for their involvement, believing their loyalty to the Brotherhood to be greater than to "the national interests of the Palestinian people." Hamas spokespeople declined to comment on the accusation.

Sources in the IDF have argued that the recent spike in terrorist attacks is an “ongoing wave of terrorism” rather than the start of a third “Intifada.” Victims of terrorism and government ministers are among those who have expressed skepticism, and have warned that the “unplanned” attacks seen in recent weeks are reminiscent of the beginnings of the first and second “Intifada” terror wars.Head of the Political-Security Division in the Defense Ministry Amos Gilad reiterated the denial of an impending “intifada.” Speaking to Kol Yisrael, Gilad said Israel’s defense establishment has not seen signs of the type of organized terrorism that characterized the second Intifada (known by some as the Oslo War).The Palestinians have no interest in initiating an intifada at the current time, he argued. However, he said, the defense establishment has increased its efforts to prevent actions that could encourage terrorism.Gilad also reacted to the recent rocket attacks from Gaza. Hamas rules Gaza and is capable of imposing its orders on terrorist groups there, he said, making it responsible for any attacks on Israel.“If it doesn’t restrain the more extreme terrorist groups and impose quiet in Gaza, the consequences for it will be severe,” he warned.

As US Secretary of State John Kerry heads back to the Middle East this coming week, conflicting reports emerged at the weekend over the top US diplomat’s capacity to achieve a framework agreement between Israel and the Palestinians, much less the full accord he said he believes possible when launching nine months of peace talks in July.Israel’s Channel 10 news on Friday night claimed President Barack Obama told a “senior Israeli official” in Washington earlier this month that he was confident a dramatic accord could and would be brokered. “We’re going to bring it home,” the president was said to have promised.However, Kerry’s diplomatic efforts have been beset by complications and arguments between the sides, according to both Israeli and Palestinian sources, and his latest visit comes amid a series of new disputes.For one, Palestinian Authority President Mahmoud Abbas is insistently opposed to any ongoing Israeli military presence after Palestinian statehood on the eastern border between the West Bank and Jordan, or anywhere else in a future “Palestine” for that matter. Israel’s Prime Minister Benjamin Netanyahu, with Kerry’s reported backing, is adamant that the IDF must protect that border for the foreseeable future.A second argument surrounds prisoner releases. Israel committed to freeing 104 longtime terror convicts, and has already freed 52, but is refusing to include any Israeli-Arab prisoners among them. Kerry has reportedly pushed Netanyahu to show flexibility and, according to one rather improbable report at the weekend, offered to free spy-for-Israel Jonathan Pollard if the prime minister went along. This report on Israel’s Channel 10 news was unconfirmed, and included the curious claim that Kerry had made the suggestion while stressing that he did have Obama’s approval to do so. The third of four phases of Palestinian prisoner releases is set to take place this coming week. There will be no Israeli-Arabs in this third group, but Abbas is pressing hard for them to be included in the final batch in the coming months.A third, extremely bitter argument revolves around Netanyahu’s reported intention to announce plans later this week — around the time of the third phase of the prisoner release — to build 1,400 new homes over the pre-1967 Green Line: 800 in West Bank settlement blocs and 600 in Jerusalem. Abbas has protested to the US over the plan, and Palestinian officials are threatening to walk away from the peace talks if it goes ahead. They have further warned that they will instead revert to unilaterally advancing efforts for statehood through the UN and other international forums, and seek international legal sanction against Israel for settlement building, including through the International Criminal Court in The Hague.Abbas is also reportedly opposed to Netanyahu’s demand that he formally recognize Israel as a Jewish state, and is further said to be demanding Palestinian sovereignty throughout East Jerusalem. Sources on both sides have indicated that the fate of Jerusalem is so bitterly disputed that there is no realistic prospect of an agreement bridging the gaps on that issue in the foreseeable future.Middle East analyst Ehud Yaari said Friday night that Netanyahu’s new settlement building plan risked providing Abbas with the ideal cause on which to abrogate the peace negotiations and to blame Israel for their failure, secure in the knowledge that Israel’s settlement expansion is opposed by virtually the entire international community, notably including the United States.In marked contrast to the confident quotation ascribed to Obama, the well-connected Yaari, speaking on Channel 2, said there was “nobody” on the Israeli or Palestinian sides who believes Kerry will be able to broker a peace deal.On his two previous recent visits, the secretary presented a highly detailed set of security proposals, designed to form the basis of a framework deal, which in turn would justify continued negotiations. The security proposals do not deal with Jerusalem, or with Palestinian demands for a “right of return” for millions of refugees and their descendants — a demand that Israel opposes since it would spell the end of Israel as a Jewish majority state. But the bitter arguments over the security issue — believed by some in the American team to be one of the core issues that are easiest to solve — underline the complex, uphill nature of Kerry’s peacemaking task.

Kerry to return to Middle East next week

Secretary to hold talks in Ramallah and Jerusalem — with prisoner releases and settlement plans high on agenda

US Secretary of State John Kerry will return to the Middle East late next week.Kerry will hold talks on the peace process with Palestinian and Israeli officials, the US State Department said Saturday. The top US diplomat is set to arrive on January 1st.The visit will come shortly after Israel’s scheduled released of a third group of Palestinian prisoners and amid a row over reported plans by Prime Minister Benjamin Netanyahu to authorize construction of 1,400 homes over the pre-1967 Green Line — 600 of them in Jerusalem, and 800 in West Bank settlements. Palestinian Authority President Mahmoud Abbas has urged the US to block the plans.“Kerry has told the Palestinian Authority he will return to the region on January 4 to discuss the peace process and negotiations with Israel,” the official was quoted as saying.Ahead of his upcoming visit, Kerry is expected to present both sides with a written framework agreement for resolving the long-standing conflict between them, while unveiling Palestinian demands for a final deal.Last week, Arab League Assistant Secretary General Mohammad Sbeih said that Abbas and other Arab officials revealed to an Arab League meeting of foreign ministers that Kerry would present the plan on December 31, according to a report in the Palestinian Ma’an news agency.Abbas told the meeting that he would not respond to the Kerry proposal immediately, but would instead present it first to Arab countries in order to come to a joint decision.
Many of the demands Abbas is said to be making for a permanent accord, meanwhile, run counter to reported Israeli requirements for a deal.Israel has been demanding that the PA recognize Israel as a Jewish State, for instance, which Abbas will refuse, according to the report.Israel has also insisted upon the continued presence of Israeli troops in the Jordan Valley. Sbeih said that Abbas would not agree to even one Israeli soldier on the Palestinian-Jordanian border, but that he would be open to an international force stationed there — something Netanyahu has rejected.Sbeih also indicated that Abbas refuses to acquiesce to a completely demilitarized Palestinian state.Abbas would consent to a three-year Israeli military withdrawal process from the territories, according to an agreed upon timeline, the Arab League official said.The PA president would demand control of all East Jerusalem, which would become the Palestinian capital, and would also be open to one-for-one land swaps to adjust the Green Line, provided the territory to be swapped was of equivalent value.Under heavy US pressure, Israel and the Palestinians resumed negotiations in July after a three-year hiatus. The sides have reportedly met more than 20 times since and Kerry has traveled to the region no fewer than nine times in recent months to further talks, though officials have reportedly complained that talks are at a dead-end.Kerry has been pushing for a framework agreement that would outline particulars of a permanent status accord to resolve core issues — Israeli security, Jerusalem, the borders of a Palestinian state, and the Palestinian refugees.As a preliminary step to the agreement, Kerry proposed a security plan earlier this month to mollify Israeli concerns about control over the Jordanian border and Jordan Valley area.Among its key elements, the US security plan reportedly provides for a series of border crossings along the Jordan Valley border between the West Bank and Jordan which would be jointly controlled by Israel and the PA. The entire border itself, however, would remain under full Israeli control, for the next 10-15 years, with the IDF joined only by a symbolic Palestinian security presence.
The US, under the proposal, would provide an additional security “envelope,” which would utilize drones and other high-tech equipment to provide real-time intelligence on any terrorist threats and other unlawful border activity.Last Saturday the Arab League rejected the security plan at an emergency meeting of its foreign ministers in Cairo that was called by Abbas.Kerry was last in the region earlier this month as Israel and neighboring countries were hit by a severe winter storm. Israeli ministers approve list of Palestinian prisoners set to go free Monday

A government ministerial panel on Saturday night finalized a list of 26 Palestinian prisoners set to go free late Monday, in the third of a four-phase series of prisoner releases as part of Israeli-Palestinian peace efforts.
The panel met earlier Saturday to approve the list of prisoners, all convicted of involvement in the murder or attempted murder of Israelis prior to the signing of the 1993 Oslo Accords. They have all served between 19 and 28 years of their sentences, according to a statement released by the Prime Minister’s Office.“If the released Palestinian convicts will engage in hostilities, they will be re-incarcerated so as to serve out the rest of their sentences,” the statement read.The Israel Prison Service will publish the names of the prisoners set for release on its website sometime overnight Saturday-Sunday.The 26 are set to go free late on Monday, after a legally mandated 48-hour period during which opponents can appeal the release of individual prisoners.Families of terror victims demonstrated Saturday night against the scheduled releases. Representatives of the families claimed Prime Minister Benjamin Netanyahu has been refusing to meet with them.Israel’s Channel 10 news, which on Friday night claimed Secretary of State John Kerry had proposed that the US would release spy-for-Israel Jonathan Pollard around the time of the fourth and final phase if Israel would agree to set free Israeli Arab terror convicts, reported Saturday night that Israel was still trying to ascertain whether the offer had the support of US President Barack Obama.Kerry is expected back in the region on January 1 on his tenth visit of the year, to try to push Israeli and Palestinian negotiators toward agreeing a “framework” deal covering all the core issues of dispute in the peace process. But the Palestinians are threatening to scuttle the talks altogether if Netanyahu goes ahead with reported plans next week to announce the building of 1,400 new homes in East Jerusalem and West Bank settlements.Jibril Rajoub, a senior PA official who is close to PA President Mahmoud Abbas, on Saturday night called Israeli settlement building “official terrorism,” urged Israel to halt it, and warned: “I hope we don’t get to the stage where neither of us can count the number of bodies” in a new upsurge of violence.Speaking on Channel 2′s Meet the Press, Rajoub said that the “worst thing [that could happen] is the loss of hope on the Palestinian side.” Amid talks of a third intidafa given the uptick in attacks on Israeli targets, the senior official claimed the Palestinian Authority would not lead its people to violence and bloodshed and hoped to sign a peace agreement with Israel in 2014.Science Minister Yaakov Peri (Yesh Atid) said Saturday that he opposed the new settlement plans, and that they would do nothing to “calm” any of the families that are protesting against the prisoner releases. United States Secretary of State John Kerry has offered Israel the release of Jonathan Pollard, Channel 10 News reported on Friday.According to the report, Kerry’s offer was made as part of the discussions surrounding the upcoming planned release of 26 terrorists from Israeli jails as a “gesture” to Palestinian Authority chairman Mahmoud Abbas.Kol Yisrael radio, which also reported about Kerry’s offer, said it relates to the fourth stage of the terrorist release and is conditional upon Israel agreeing to release Israeli Arabs who have committed acts of terrorism.Israeli officials were quoted by both outlets as having said that they believe the idea has not been cleared with President Barack Obama and as such were doubtful that the offer would actually be implemented.Pollard’s release has been tied in the past week with recent revelations by documents leaked by Edward Snowden that the United States conducted surveillance on Israeli leaders.
In recent days there have been calls by Israeli Knesset Members for the United States to free Pollard in the wake of these revelations, which said that American and British intelligence agencies tapped the communications of former Prime Minister Ehud Olmert and former Defense Minister Ehud Barak, among other foreign leaders.Channel 2 reported this week that Prime Minister Binyamin Netanyahu will officially demand the release of Pollard from the U.S.The unconfirmed report said that Netanyahu will ask for Pollard's release in one of two frameworks: either for another exchange of more Arab terrorist prisoners, or as part of agreeing to the interim deal between Israel and the Palestinian Authority.Officials in the White House later said that Obama has no immediate plans to release Pollard and that he "stands behind what he said just before his visit to Israel.”Before his visit to Israel last March, Obama said in an interview with Channel 2 that Pollard “has been serving his time. The Palestinian Authority (PA) has appealed to the United States to block a new Israeli plan to build hundreds of additional homes in Judea and Samaria, the PA’s top negotiator said Friday, according to The Associated Press (AP).The comments by Saeb Erekat come in the wake of reports that Israel plans to publish tenders for the sale of 1,400 housing units in Judea and Samaria, parallel to next week’s release of 26 terrorist prisoners from Israeli jails.Erekat said that in a late-night meeting Thursday with U.S. envoy Martin Indyk, PA Chairman Mahmoud Abbas "asked for U.S. intervention to stop the Israeli government from issuing new settlement decisions in order to save the peace process and the American efforts.”NRG/Maariv on Thursday quoted diplomatic sources as saying 600-700 homes will be sold in Jerusalem, apparently in Ramat Shlomo, and the rest of the units marketed will be in Judea and Samaria, most likely inside the “settlement blocs.”The announcement will come despite requests by both the United States and the EU that Israel refrain from announcing new construction at the present time.Previous announcements on construction raised the ire of the PA, which demanded that Israel cancel any tenders it has issued for new construction or the talks would be over.The PA has repeatedly slammed Israel’s planned construction in Judea, Samaria and Jerusalem, despite the fact that it was informed in advance that Israel will continue to build as talks continue. As peace talks plow on, right tries to make a legislative stand

Knesset bills that seek to annex or strengthen Israel’s hold over portions of the West Bank are gaining support among lawmakers

To gauge from media leaks and the pace of US Secretary of State John Kerry’s visits to the region, the much-derided US-brokered peace talks with the Palestinians seem nevertheless to be advancing steadily.
That, at least, is the view of many of Israel’s right-leaning parliamentarians, both supporters and detractors of the talks, who are slowly but steadily beginning to believe the talks may bear fruit and are looking for ways to influence their outcome. The result has been a growing interest in legislation as a way to shore up — and even outright declare — what the lawmakers believe should be the outcome of talks. That includes legislating Israeli sovereignty over parts of the West Bank.On Tuesday this week, in the wake of a series of leaks about US proposals to enhance security measures in the Jordan Valley in order to allow Israel to withdraw from the area, MK Moti Yogev (Jewish Home) proposed a bill to apply Israeli civil law, and in effect annex, the strategically significant border region.Formally titled “The Bill to Apply Israeli Law to the Jordan Valley 5774-2013,” the measure would place the region under Israeli law rather than its current legal status as a captured territory administered by the IDF. The bill is nearly identical to the 1981 Golan Heights Bill, which applied Israeli civil law and effectively annexed the Syrian border region to Israel. While the international community refused to recognize Israel’s unilateral annexation of the Golan, under Israeli law it is treated as sovereign Israeli territory.

The Jordan Valley bill quickly won the support this week of some of the Knesset’s most influential figures, including Coalition Chairman Yariv Levin (Likud), Law Committee Chairman David Rotem (Yisrael Beytenu), former Knesset speaker Reuven Rivlin (Likud), Jewish Home faction chair Ayelet Shaked, former Shas chairman Eli Yishai, and at least 13 other lawmakers.To be sure, even proponents of the bill acknowledge it stands little chance of passing into law. Since it impinges on issues being discussed in peace talks, and could thus limit the maneuvering room of Israeli negotiators, it will face decisive opposition from Prime Minister Benjamin Netanyahu, Justice Minister and chief negotiator Tzipi Livni and other top officials and power brokers.But the bill is only the latest in a series of bills that seek to extend Israeli sovereignty over the West Bank. The bills are all piecemeal measures, either extending all Israeli civil law over a small part of the West Bank, or a small measure of Israeli law over the entire territory.

Earlier this year, MK Orit Strock (Jewish Home) proposed a bill that would extend the Women’s Labor Law, which grants Israeli women certain labor protections such as maternity leave, to the West Bank. Strock noted that women who take maternity leave in West Bank settlements can be fired for doing so because the territory does not fall under Israeli civil laws that prevent such abuses.Indeed, Strock’s bill would have granted these protections to Palestinian women employed by Israelis in the West Bank, as well. It was a measure to protect women, she argued, and the bill’s supporters were not limited to the right.But the bill was ultimately felled by Netanyahu, who on September 1 announced a cabinet decision that a solution would be found to the inequality of labor rights in the West Bank. The prime minister made a point of not publicly opposing the legislative route, but nevertheless ordered the IDF Central Command, as the legal administrator of the territory, to issue a military order applying the provisions of the Women’s Labor Law to the West Bank — thus extending the law’s protections to settlers and their Palestinian employees without taking a step that could have been interpreted as an expansion of Israeli claims to sovereignty over the area.The government decision also promised to extend all other Israeli laws related to labor protections to the West Bank by January 1, 2014, a deadline “that will clearly not be met,” Strock told The Times of Israel on Friday.While government attorneys are unlikely to successfully apply all the relevant laws through military directives by the deadline set in the September 1 cabinet decision, the measures are expected to pass eventually – not as legislation, but as military directives.Though the protections themselves are being extended to the West Bank, Strock and others are dissatisfied. Chief among this group is Economy Minister Naftali Bennett, who is simultaneously the minister responsible for the implementation of labor laws and the political system’s chief advocate for the expansion of Israeli sovereignty in the West Bank.There are already plans underway for new bills that would seek to apply other civil laws to the West Bank, including one that would extend the Public Libraries Law empowering local governments to create public libraries, the Disabled Rights Law and other measures.Together with MK Levin, who co-chairs with Strock the Caucus for the Land of Israel, “we intend to propose more bills dealing directly with applying Israeli sovereignty [to the West Bank],” she said Friday.Some of them are explicit. The explanatory preface to this week’s Jordan Valley bill notes bluntly: “The future of the Jordan Valley begins in the Israeli consciousness. Israel must decide to apply its sovereignty to this broad region, which has a relatively small Palestinian population, and to say openly: ‘The Jordan Valley will remain under Israeli sovereignty forever.’”But others are more circumspect.The bills dealing with labor rights and other civil matters “are about individual rights, not national or diplomatic questions,” Strock insisted.Indeed, she noted, some Israeli laws were extended to the West Bank years ago. The West Bank’s Israeli population “pays taxes by force of legislation [as opposed to a military directive]. We are drafted into the IDF by legislation, not a military directive. We must obey traffic laws by legislation. So there is nothing new here.”In the end, Strock said, the new bills are about recognizing the reality on the ground. “All we’re trying to say is that [the West Bank’s Jews] have lived here for 45 years. Our young people who are getting drafted this year — not only were they born in Judea and Samaria, so were their parents.”

About 40,000 customers in Ontario, Quebec and New Brunswick remain in the dark one week after a major ice storm blanketed Central and Atlantic Canada, and warming temperatures have caused new power outages in Toronto.
Toronto Hydro CEO Anthony Haines said early Saturday that melting ice falling from trees and other structures has lead to fresh damage. At about 1 a.m. ET the number of customers without power had dropped below 20,000 for the first time, but by 8 a.m. it was back up to around 23,000."Over the morning hours we’ve been moving backwards, but I’m sure our crews will attend to those and we’ll start moving in the right direction again over the next couple of hours," he told CBC News Network.Roughly 28,000 customers in Ontario are still waiting for the lights and heat to be restored, seven days after the power went out. Haines couldn't provide a guess for when the power would be restored to everybody. He said computer simulations have shown three days, but that there are variables at work like the new outages and the arrival of more crews.“I’m hopeful certainly by the early part of next week the vast majority of customers will be back," he said.Haines, who noted that the average Toronto Hydro customer is equivalent to 2½ people, said his heart goes out to those without power but that crews are working as fast as they can.“I understand the difficulties that not having electricity brings, but what we can do is work around the clock and we can bring extra resources in from far and wide, which is what we’ve done, and we will not stop until the power is on for everybody," he said. "What we can do is what we can do, I suppose.”
Haines stressed the enormous scope of the damage:
  • Forty per cent of the city's power lines, which would cross Canada twice, have been affected by the storm.
  • Thirty-thousand pieces of equipment have been installed back into the grid and about 47,000 metres of cable have gone back up into the air.
  • The City of Toronto says about 20 per cent of the city's tree canopy has been damaged and it could take seven weeks to clean up all the fallen limbs, Haines said. 

12,000 without power in N.B.

About 12,000 customers in New Brunswick are in a similar situation. In Quebec, officials tweeted late Friday night that they were "almost there" with only about 400 customers left who needed power restored.

He blamed the attack on palometas, "a type of piranha, big, voracious and with sharp teeth that can really bite."Paramedic Alberto Manino said some children he treated lost entire digits. He told the Todo Noticias news channel that city beaches were closed following the incident, but it was so hot that within a half-hour, many people went back to the water.The fish inhabit the waters of South America's Parana and Paraguay Rivers. Target confirms encrypted PIN data stolen

Hackers who stole data for millions of credit cards and debit cards used in Target stores removed encrypted data containing personal identification numbers — but the theft isn't expected to compromise cardholder accounts — the company said Friday."We remain confident that PIN numbers are safe and secure," said a statement issued Friday by Target spokeswoman Molly Snyder.According to the company, Target does not have access to or store the encryption key within the company's computer systems. The data can only be decrypted when it is received by the company's external payment processor, Target said."What this means is that the 'key' necessary to decrypt that data has never existed within Target's system and could not have been taken during this incident," the company said, adding "the most important thing for our guests to know is that their debit card accounts have not been compromised due to the encrypted PIN numbers being taken."
However, class action lawsuits filed against the company in the wake of the massive November-December data breach have alleged that thieves might use the PIN numbers to withdraw money from cardholders' bank accounts.Similarly, a Reuters report earlier this week said an executive of at least one major bank voiced fear that the thieves would be able to crack the encrypted PIN numbers and victimize cardholders by making fraudulent withdrawals.Contributing: Mike Snider

Francis: “Violence and discrimination against Christians must end”

The Pope dedicated today's Angelus to the persecuted Christians across the world and to St. Stephen, the first Christian martyr

The sugary image many have of Christmas is false.”   After the bloody attack on the Church of the Nativity in Iraq on Christmas Day, Francis dedicated the Angelus on the Feast of St. Stephen to the Church that is suffering persecution and denied religious freedom. But violence against the followers of Jesus has many different sides to it and today the Pope also pointed the finger at those who discriminate against Christians in the West, in an attempt to blot out the public dimension of the faith.

 The Pope used strong words in his concerned appeal for Christians, denouncing both the incessant martyrdom being witnessed across the globe and the Christianophobic secularisation that aims to erode religious life and the practice of the Catholic faith by confining worship to the private sphere.

“In the liturgical year, the solemnity of Christmas is spread over eight days: this is a time of joy for all of God’s people,” the Pope said addressing the droves of pilgrims who gathered in St. Peter’s Square despite the rain and cold. On this, the second day of the Octave, we celebrate the Feast of St. Stephen the first Christian martyr, surrounded by the joy of Christmas.” The Book of the Acts of the Apostles presents St. Stephen as “a man full of faith and the Holy Spirit,” chosen along with six other men to serve widows and the poor in the first Christian community in Jerusalem. Today Francis recalled St. Stephen’s martyrdom and how he was dragged outside the city walls and stoned after a controversial speech which unleashed the anger of the members of the Sanhedrin.

 “Stephen died as Jesus did, asking his killers for forgiveness,” Francis stressed. He added: “Recalling this martyrdom may seem out of place in the context of the joyous spirit of Christmas. Indeed, Christmas is the celebration of life and instils in us feelings of calm and peace; why upset the magic with memories of such atrocious violence? In actual fact, from a faith perspective, the Feast of St. Stephen is fully in tune with the profound meaning of Christmas. In martyrdom, violence is overcome by love, life defeats death.” The Church “sees in the sacrifice of martyrs their birth in heaven.” Francis therefore urged faithful from all across the world to celebrate Stephen’s “birth” which “is a result of Christ’s birth,” as “Jesus transforms the death of those who love him into the dawn of a new life.”
 
Francis linked St. Stephen’s martyrdom to Jesus’ death on the Cross: St. Stephen’s death embodies “the same contrast between good and evil, hatred and forgiveness, kindness and violence, which Christ embodied fully with his death on the Cross.” By commemorating this martyr, we cast away any “false perception” we may have of Christmas,” that is, “the fairy tallish and sugary image [of Christmas] which does not exist in the Gospel.”
 
The liturgy “restores the real meaning of the incarnation, connecting Bethlehem to Calvary and reminding us that divine salvation means fighting sin and passing through the narrow door of the Cross.” This is “the path Jesus clearly pointed out for his disciples, as today’s Gospel reading says.”  “And you will be hated by all for my name's sake. But the one who endures to the end will be saved.” The Pope invited faithful to pray especially for “Christians who are discriminated against for being witnesses of Christ and the Gospel.” “We are close to those brothers and sisters who, like St. Stephen, are unjustly accused and subjected to violence of various kinds,” the Pope said. This is particularly prominent in places “where religious freedom is not yet guaranteed or has not yet fully come into being.” But violence against Christians is also witnessed “in countries and environments where human rights are protected on paper but where faithful, especially Christians, experience restrictions and discrimination.” Christians “are not surprised by this because Jesus had already said this would happen, presenting it as a chance to bear testimony to the faith.” But “injustice in the civil [sphere] must be denounced and eliminated.” So Francis prayed to Mary Queen of Martyrs to help faithful to experience this Christmas with that ardent faith and love that shines through in St. Stephen and all the Church’s martyrs.

After the Angelus the Pope greeted families, parish groups, associations and individual faithful from Rome, other parts of Italy and all across the world. “May your visit to the Nativity Scene to see Mary and Joseph with the Baby Jesus inspire a generous commitment to reciprocal love, fostering a sense of intense fraternity within families and communities, which is so beneficial to everyone,” Francis said.

Federico Lombardi said this in a wide-ranging interview with Vatican Radio, stressing the fact that the Latin American Pope “has set the Church in motion”.
The aim of the Church is to announce Jesus’ Gospel
 “Pope Francis really has set the Church on its way, with great strength and he has set it on its way with his example, his effort and with various messages and initiatives – think of the new Synod on the family; think of how he has encouraged the renewal of the Church and of our lives,” Lombardi said.I believe that what distinguishes Pope Francis’ spirituality and leadership in a special way is the fact that we are constantly in motion, trying to find the new things which God asks of us in our daily lives.  We are now part of a Church in motion. We are not presented with any specific goals or any specific picture of how tomorrow’s Church will need to be organised to achieve this goal.”“The purpose or value of the all-important structural changes, the reforms that everyone is talking about, is primarily to ensure that the Church’s structures, instruments and organisations are indeed serving the spirit and announcement of the Gospel. This is what Pope Francis means by reform: making sure that instruments and structures better serve the mission of the Church.”In the interview with Vatican Radio, Fr. Lombardi recalled that the Church’s mission is “to proclaim the Gospel to the furthermost corners of the Earth, to the peripheries he so often talks about, so that it reaches the poor and those who are most in need of the Lord’s love and closeness and the testimony of God.” Fr. Lombardi said he hoped “the Council of eight cardinals and other advisory bodies can achieve this goal. But one thing should be made very clear in my opinion, and that this is of secondary importance and is important insofar as it facilitates the proclamation of the Gospel and the Church’s mission, the Church that is in motion. This is the absolute priority.”The Pope has set up a number of advisory commissions to make the testimony of the various structures within the Church more transparent and efficient. This also goes for the Vatican’s administrative structures.

Ratzinger’s resignation
Ratzinger’s decision to step down from the pontificate “is a choice which left its mark on the Church this year and will continue to mark the Church in the decades to come,” Fr. Lombardi said. Benedict XVI’s resignation “will affect the pontificates to come.” The move “has opened up a path, a possibility let’s say, which in terms of the reason for the resignation, is to do with the times we are living in, as Bergoglio rightly said.” It is not so much down to a personal choice but taking stock of the accumulation of problems that come with changing times.”The Pope took stock of this showing great lucidity and humility, giving the Church the chance to be led with renewed vigour. And this is precisely what has happened and it has happened in an astounding and unexpected way.”
