Amid rumors of Israeli-Palestinian peace talks hitting an impasse, and two days after Hamas called for a new violent uprising against Israel, a former head of the Shin Bet security agency warned Monday of the likelihood of a “Palestinian Arab Spring.”“All of the conditions exist in our situation for the Palestinian masses to rise up,” Yuval Diskin told a conference at the Finance Ministry’s Budget Division. “In the West Bank, the intense tension and frustration is worsening among the Palestinians, who feel that their land is being stolen from them, that the state they strive for is getting further away, and the economy is no longer something that they can take comfort in.”Diskin also called for Israel’s neighbors to be given an active role in the negotiations with the Palestinians.“We must bring in Egypt and Jordan to the early stages of the negotiation process. Their entrance into this story will give [Palestinian President Mahmoud] Abbas legitimacy to make critical decisions.”

Diskin struck a pessimistic note about Israelis’ confidence in the prospects of peace with the Palestinians. “It is also clear,” he said, that there was no chance of the Israeli public demanding a push for the peace process, “at least according to the political picture that emerges at the moment.”The comments come three months into renewed peace talks between Israel and the Palestinian Authority. Only US Secretary of State John Kerry is authorized to report on progress at the negotiations, but insiders have been quoted repeatedly in Israeli and Palestinian media as saying that little headway is being made and no breakthrough appears imminent, and each side is blaming the other for the impasse.Still, on Saturday Abbas told German TV that peace talks were moving ahead, and on Sunday chief Israeli negotiator Tzipi Livni said she was confident in the talks.The negotiations have come under scrutiny from both sides recently, with some Palestinians officials publicly branding them as fruitless and some Israeli politicians calling to suspend them in the wake of a series of terror attacks in the West Bank over the last month. Nonetheless, reports Monday said Netanyahu would be approving the second of four phases of Palestinian prisoner releases next week, as agreed within the framework of the renewed talks.On Saturday, the Gaza-based Hamas Prime Minister Ismail Haniyeh called for Palestinians to wage a “popular uprising” in the West Bank. Urging a renewal of intifada “resistance,” Haniyeh praised the “heroic martyrs” responsible for a series of recent terrorist attacks in the West Bank, in which two soldiers were killed, a retired army colonel was bludgeoned to death, and a nine-year-old girl was shot and lightly injured. In the latest suspected terrorist attack, on Thursday, a Palestinian man rammed a tractor through the gate of an army base north of Jerusalem and was shot dead by IDF forces.

Abbas: Reports are wrong — peace talks not at a dead end

Israelis have no reason to fear Hamas opposition to possible agreement, Palestinian Authority president tells German TV station

Notwithstanding recent Israeli media reports, the Middle East peace talks are not at an impasse, Palestinian Authority President Mahmoud Abbas said Saturday.“The negotiations are difficult, but they haven’t reached a dead end. They are still in the initial stage and we have enough time to further deal with the main issues that turn out to be difficult,” Abbas told German Deutsche Welle television. “Such things are being claimed, but we have not gotten into a dead end.”In the interview, Abbas stopped short of saying that continued Israeli settlement construction in the West Bank destroys the peace process, as some Palestinians officials have suggested. “But we do say: the settlement policy must not be continued. The incursions into the Palestinian territories must not be continued. The encroachments of the settlers must not go on. The attacks on the Al-Aqsa Mosque must not go on. All this hinders the peace process and obstructs the way to solutions,” Abbas said. “All this is true. But we carry on nevertheless.”The Palestinian leader, speaking in Arabic, said he couldn’t reveal any details of the current state of the negotiations but intimated that the pre-1967 lines are the basis for talks regarding future borders. “I can name the titles of the issues that are negotiated. For example borders, the border between us and Israel. And that is the border of 1967.”Asked by the interviewer whether Israel isn’t justified in being wary of signing an agreement with the PA, given that the Palestinians are divided into conflicted camps, Abbas said that he was speaking for the entire Palestinian people. “Is there an opposition? Yes. Is it strong? Yes. Does [Israeli Prime Minister Benjamin] Netanyahu have an opposition? Yes. Is it strong? Perhaps. There is no state on earth that doesn’t have an opposition. Is there any state that doesn’t sign a treaty out of fear of the opposition? And when this state signs a treaty, should the other state not sign this treaty out of fear of this opposition?”If the Palestinians were to sign a peace treaty with Israel, they would be willing to give guarantees, Abbas added. In addition, both parties agree that any future peace agreement would have to be “legitimized” by a referendum. “So why these fears? There’s no reason for them.”At a meeting with Labor Party MKs in Ramallah two weeks ago, Abbas spoke in favor of Fatah-Hamas reconciliation, but stressed that the Islamists would have to accept “all our positions” on the negotiations with Israel, including a two-state solution and nonviolent resistance. If they did that, he said, “we’ll immediately hold elections.”

A hareidi mayoral candidate in Jerusalem is launching a controversial campaign, appealing to Muslim voters by promising to prevent Jews from praying on the Temple Mount, saying he will work against the “the aggressive attacks of settlers” against the current status quo, which prevents Jews from praying at the holiest site in Judaism.As current Jerusalem Mayor Nir Barkat and his challenger Moshe Leon have in recent days raised the tone of their campaign to convince voters that they - and not their rival - is the worthier candidate to lead the city for the next five years; Haim Epstein, representative of the Bnai Torah party and not well-known outside hareidi circles, has been seeking support among some very non-hareidi voters – the Arabs living in neighborhoods of eastern Jerusalem.In return for their votes, Epstein is promising Arabs that he and his Bnai Torah party will oppose any Israeli efforts to seek rights for Jews pray on the Temple Mount.
In recent days, pamphlets with Bnai Torah's imprimatur have appeared in Arab neighborhoods, laying out the party's case for Arab votes."Jerusalem is a city of peace, the city in which everyone lives in peace and security, and everyone's rights are equal. Our party aspires to a culture of religious tolerance, justice and freedom, in deed and morality.“The party is strongly against the use of violence on the background of divisiveness, and attacks against places that are holy to Islam, Christianity and Judaism,” the pamphlet said. “We will strongly oppose the aggressive attacks of settlers on the rule of the Mosque, and together we aim to change the status of the Mugrabi Gate.“The party approves and supports freedom of faiths and access to the holy places and places of worship. We will fight against prejudice, and create real opportunities to deal with unemployment,” it added.Bnei Torah represents the “Lithuanian” segment of the Degel Hatorah party, which generally represents Israel's mainstream yeshiva community. In recent years, Degel has run in most elections with Agudath Israel, which generally represents the hassidic community. The parties are split in the current mayoral election, with some Agudah leaders supporting Barkat, and others supporting Leon. Bnai Torah's main rabbinical support comes from Rabbi Shmuel Auerbach, dean of Jerusalem's Ma'alot Hatorah yeshiva and considered a leader in the yeshiva community.Commenting on Epstein's appeal to Arabs, Rabbi Chaim Richman, international director of the Temple Institute in Jerusalem, said that “Israeli politics, long known for cynical manipulation, has reached an all time low, when a 'religious' party is prepared to participate in the wholesale sellout of the Jewish people's one and only holy place, where all of Israel are commanded to be seen by G-d, the place regarding which the G-d of Israel Himself commands 'the place which I shall choose' and 'the place which I shall show you,' whose sanctity is eternal,” said Richman, quoting Biblical sources discussing the holiness of the Temple site for Jews.The Temple Mount is Judaism's holiest site and the location of the two Holy Temples of Jerusalem, the latter of which was destroyed by the Romans in 70 CE.
Despite that fact, pressure from Muslim religious authorities - including threats of violence - mean Jewish visitors face severe restrictions upon ascending the Mount, including a blanket ban on praying or on performing any other form of worship, as well as restrictions on the size of groups which can ascend. Those who violate the restrictions face arrest and a prolonged ban from ascending altogether.Numerous court rulings have stipulated that Jews must be permitted to pray on the Temple Mount as a basic human right to freedom of worship. Nevertheless, the Israeli police force has repeatedly ignored the rulings, citing unspecified "security concerns" as a pretext to continue enforcing the ban.Police sometimes close the Mount to Jews altogether in response to Muslim riots – for days or weeks at a time – despite evidence that such violence is usually planned in advance for the specific purpose of forcing Jews out. Prominent Israeli MKs, such as Moshe Feiglin and Zeev Elkin, have been forced to leave the Temple Mount due to anti-Semitic violence on the Temple Mount.The idea of a Jewish party opposing Jewish visitation rights to the holiest site in Judaism may seem odd, but it stems from a dispute among religious scholars concerning the proper way to show reverence to the site.In addition to Islamist opposition to the Jewish presence there, there is a debate within Jewish legal (halachic) circles concerning how best to fulfill the Torah command to "revere" the site.
Certain rabbinical schools of thought - particularly, though not exclusively, within the hareidi world - oppose Jewish visits to the Mount, out of a fear that visitors could accidentally violate the strict rules of spiritual purity which apply to the site according to Jewish law. Other rabbis disagree, and rule that proper reverence at Judaism's holiest site can only be shown via ascending in purity to worship.Additionally, many Jewish leaders warn that handing control over the Mount to the Waqf Islamic trust has led to the wholesale destruction of Jewish antiquities, in a familiar attempt by Islamists to destroy the non-Muslim heritage of the site, upon which there is presently an Islamic complex.This campaign by Bnei Torah appears to be an attempt by the party to find "common ground" with Islamists in an attempt to kill two birds with one stone - win votes and enforce their own interpretation of Jewish law on the site. The party's head, Rabbi Auerbach  is of the camp which opposes Jewish ascents to the Temple Mount.But joining forces with Muslim extremists will be seen as a step to far, even by many within his own school of thought.

Israeli officials expressed concern that a powerful tremor may follow four minor earthquakes in the past week.“I’m not so worried about the earthquakes that occurred specifically over the past few days. I’m concerned in general about the possibility of a major tremor in Israel,” Avi Shapira, chairman of the inter-ministerial steering committee on earthquake preparedness, said on Army Radio today.Shapira said in the past, several smaller tremors preceded a much larger one, though this wasn’t necessarily always the case. “There is the possibility a large earthquake may be coming,” Shmuel Marco, a geophysicist at Tel Aviv University, said on Army Radio.The Syrian-African fault line runs through Israel, and experts have warned that the country isn’t prepared for a major quake. Buildings erected decades ago are in danger of collapse during a tremor because they weren’t built to meet an earthquake safety code drafted later.Prime Minister Benjamin Netanyahu spoke with Shapira yesterday before meeting with officials from various government offices to assess readiness, according to an e-mail from his office. Quakes rattle northern Israel but the real earthshaking news is that the Bank of Israel has a governor, finally

One hundred and twelve days. That’s how long the office of governor of the Bank of Israel has sat empty. But no more! Monday’s dailies heap praise on the first woman chosen to lead the Bank of Israel.Dr. Karnit Flug, who has led the Bank of Israel as acting governor since Stanley Fischer stepped down at the end of June, is front and center on all the dailies. Israel Hayom’s front page highlights the significance of her appointment with the headline, “The first female governor.” The road to Flug’s appointment was not easy and the paper recalls the embarrassing failures on the way. Ultimately, the paper reports, what may have tipped the scales in favor of Flug was a phone call from Fischer to Netanyahu recommending her again for the position.In an accompanying op-ed piece, Hezi Sternlicht praises Flug for being down to earth and not an economic superstar (like Larry Summers). “Economic stars did not want to come. Hand on heart, who can blame them. Who wants to come here, learn Hebrew and then get shouted at on the street?” he writes. Instead Flug has already proved to be a good manager of the most important part of the Israeli economy (according to Sternlicht). “The only thing regrettable is that the appointment lingered on and took so much time. This is an opportunity to regulate the process, and maybe create a public or committee appointment process that is transparent in the Knesset.”Over in Haaretz, Amir Oren comes to pretty much the same conclusion. After meandering on about the scandal that derailed Jacob Frenkel’s candidacy, Oren points to the lessons we should learn from the whole debacle. “The functioning of Netanyahu and Lapid teach us how dangerous it is to allow two people to determine the fate of a nation.” It’s no surprise that Oren’s conclusion (like Sternlicht’s) is to make the process more public and (in his words) “more serious.”In Yedioth Ahronoth, Sima Kadmon writes that one positive aspect of Netanyahu relenting on his previous position against Flug and now appointing her shows that he is prepared to reevaluate issues. “We hope that on other issues he will be as open and attentive, including to the repeated recommendations of experts and the public sentiment,” Kadmon writes.“Karnit is not alone” is the theme of a photo array in Yedioth that highlights the key positions that women currently hold in the Israeli economy. Included in the list is the executive director of the Finance Ministry, Yael Endorn, the Finance Ministry’s Accountant General Michal Abadi–Boiangiu, and the heads of Bank Leumi, the First International Bank of Israel, and Bank Discount.Over in Maariv, Yossi Greenstein skips over praising Flug and instead focuses on the problems facing the new governor. Greenstein argues that the first priority should be to reduce poverty in Israel. “In the Western world, Israel tops the list for poverty. 40% of children and one-third of the population are living in poverty or at risk to slip below the poverty line, and the situation is getting worse.” But that’s not all there is on Flug’s plate; according to Greenstein there’s also: lowering the price of consumer goods, currency depreciation, accelerating economic activity, and lowering inflation. As if that’s not enough, Greenstein concludes that she must also lead the Bank of Israel to help the government to increase employment, increase growth and assistance to exporters, and help businesses get through the downturn. Land matters

While Sunday’s news of the appointment of the first female governor of the Bank of Israel could be considered an economic earthquake, actual earthquakes rattled northern Israel. Maariv reports that over the past four days four earthquakes have been felt around the Sea of Galilee. Sunday’s largest quake registered 3.6 on the Richter scale and while it didn’t cause any injuries, it did inflict some minor property damage. As the paper points out, there is a history of earthquakes in the region, with the last big one hitting in 1927.

The land in the north may be moving, but back in Jerusalem government ministers are trying to lock down any movement to negotiate over the capital. Haaretz reports that a proposed bill would require the approval of 80 Knesset members before negotiations over Jerusalem could begin. The bill, which is sponsored by Yaakov Litzman (United Torah Judaism), has met resistance from Justice Minister Tzipi Livni, who heads negotiations with the Palestinians. Along with Livni, Yair Lapid opposes the bill and perhaps most importantly, Netanyahu is expected to come out against it.National politics landed on the front page of Haaretz, and over in Israel Hayom local politics gets some of that coveted real estate. With municipal elections a day away, the Supreme Court removed indicted Bat Yam mayor Shlomo Lahiani from office due to the seriousness of the indictment against him (bribery, fraud, and breach of trust). The justices scolded the city for allowing Lahiani to remain in office, accusing city officials of making a mockery of the court. But don’t feel too bad for Lahiani; despite his removal from office he is still allowed to run in Tuesday’s elections.

Finally, the Tax Authority has set its sights on Israeli crooner Eyal Golan. Yedioth reports that the singer has been charged with not declaring or paying income tax on NIS 2.6 million (about $736,000). Golan is one of Israel’s biggest stars and the paper reports that he makes about NIS 14 million per year (about $3.9 million). Golan isn’t the only signer to run afoul of the tax man, as singers Moshe Peretz and Kobi Peretz (no relation) are also accused of hiding their earnings from the state.

The Council on Foreign Relations (CFR), an organisation established in 1921 by the global elite, has publicized what it believes to be the challenges that need to be overcome to establish World Government in 2013.In summary, the Council on Foreign Relations has sought the opinion of four Globalists from around the world on what are the greatest challenges the world faces that would prevent the formation of World Government in 2013.

Astonishingly, these Globalists claim that the emergence of World Government will not occur if the following 7 ‘challenges’ are not overcome 2013.1) The world needs to establish shared responsibility for the most intractable problems of our post-unipolar world. Therefore, for World Government to become a reality, China needs to play a greater role as a global power.
2) To implement World Government, it is essential to strengthen organisations like the United Nations, World Trade Organisation, International Monetary Fund and the G20.
3) Major powers need to begin engaging less prominent countries so that both major and minor players in the global political landscape can further the “networked governance” principle. Essentially, the key to World Government in 2013 is for all countries to enter into new mindsets and functioning mechanisms.
4) Globally, trade needs to be more regulated. In 2013, government subsidies should be tackled at the global level as opposed to regional or bilateral level.
5) The World needs to begin harnessing regional efforts into common action on a global level. Discouraged by the stalemate of global governance building, many countries and regions are now turning to regional and sub-regional integration, which explains why we are seeing more regional and sub-regional free-trade agreements.
If such a trend cannot be reversed in a timely fashion, then there will be no World Government in its real sense.

National governments declining in importance'

BRUSSELS - As more key powers are transferred to Brussels, it poses an existential question for central governments.A recent study on public finances by the European Commission found that member states, even traditionally centralised ones, have “generally increased” their decentralisation in recent decades.This is true for not only for policies such as local infrastructure but also for education, social protection, housing and health care.Meanwhile, regional and local public spending has increased in most member states and local authorities are broadly accounting for a larger share of the general government deficit.To this trend comes the transfer of core state activities such as budget planning and spending to the EU level."In my opinion national central governments will become less important and will lose more power. They will become more and more impotent," says Franz Schausberger, founder of the Austria-based Institute of the Regions of Europe.

Regions have to become stronger

To compensate, he notes, "regions have to become stronger so that the citizens can strengthen their identity and participate in regional and local democracy."But Schausberger, who is also a professor of modern history at Salzburg University, says calls for decentralisation are not to be conflated with the "separatist" movements of Flanders, Scotland and Catalonia."The independence movements in these countries have different historical, political, economic and mostly nationalistic causes.""If people with the regions are satisfied then the common Europe will be strong. In Austria, which along with Belgium and Germany, is considered to be a fully federalised state, “there are a lot of discussions, as well as concrete moves, to reduce local and regional democracy."“But you need to offset national governments losing power. People should have the possibility to identify more and more with their regions as a counterpart to the not very transparent but more powerful Europe.”His answer is a new treaty convention with a “major focus” on decentralisation. Brussels should stick to “major issues” such as economic governance and stop trying to regulate in the minutiae.“The national level will never disappear but there should be an equal importance between Brussels, national and regional levels,” he said.
