Op-Ed: The PA Must Back its Rhetoric on Peace with Actions

Everyone is ready to find fault with Israel, but both sides need to play productive roles in this process. This means the PA must also take conciliatory steps. Where are they?


Many commentators have noted that Israeli Prime Minister Benjamin Netanyahu’s settlement building in the "West Bank" and East Jerusalem has negatively impacted the atmosphere for peace negotiations.Yet, the situation is far more complex, with both sides needing to play productive roles. The Palestinian Arab leadership must take conciliatory steps to prevent the situation from deteriorating and show the Israeli pubic that the Palestinian Authority (P.A.) is a genuine partner for peace during the increased violence.When Israel first announced settlement construction at the beginning of peace talks, Bloomberg’s Jeffery Goldberg condemned Netanyahu’s shortsighted refusal to freeze settlement building, writing that the Prime Minister valued politics over security.  Yet, many of these same pundits have not applied the same level of criticism towards Abbas and the Palestinian Arabs' arguably more problematic actions.The Palestinian Arabs should take steps that would dramatically improve the mood during peace talks.

Palestinian Arab leadership often speaks of the heightened sense of urgency in needing to reach a peace agreement.... their actions on the ground do not match this peaceful rhetoric.
At the beginning of the talks, the Israeli parliament invited Palestinian Authority legislators to the Knesset with the support of 33 Members of Knesset and ministers to promote a spirit of reconciliation hanging the PA and Israeli flags side by side.Abbas was supposed to respond by hosting a gathering with Israeli MKs in Ramallah a month later. However, at the last minute he cancelled.  Abbas called off the toast. According to the official statement, Abbas needed to postpone the event because of the imminent American strike on Syria. Yet, this excuse has turned out to be unsatisfactory, as no strike has been launched and Abbas has not rescheduled the meeting.The Jerusalem Post’s Khaled Abu Toameh reported that anti-normalization pressure within Abbas’ own party led to the cancellation. If Abbas was unwilling to meet publicly with Israelis in Ramallah, a minimal step for any long-term peace agreement, then such behavior speaks volumes to the lack of Palestinian Arab commitment towards reaching a permanent accord.
Furthermore, the Palestinian Authority negotiators have blatantly violated the understanding reached by US Secretary of State John Kerry that both parties maintain absolute silence regarding the peace talks. Kerry pushed for this policy in order to minimize the negativity by either party that could harm the negotiation’s success.  Although lead negotiator Tzipi Livni and the Israeli delegation have followed the American order, the Palestinian Authority side has breached the understanding. Yasser Abed Rabbo, a senior aide to Palestinian Authority headt Mahmoud Abbas, when speaking with Voice of Palestine radio, declared, “these negotiations will not lead anywhere” and “there have been no developments in these talks.”
The increase of violence from the "West Bank" has added to this worrying trend. During the past week, Palestinian Arabs have killed two Israeli soldiers in separate incidents. These murders lead to troubling speculations.Abbas may not have real control over security in the "West Bank"; this marginalizes his role as President and reduces any chance of reaching a permanent accord with him. On the other hand, if Abbas is firmly in charge of the region, then the killings demonstrate that he is not seriously combatting terror. After the killing of IDF soldier Tomer Hazan over the weekend, the killer’s father announced, “I am telling you this from the bottom of my heart… if the military would give me an M-16 (assault rifle) I would go and shoot my son.” Nonetheless, Fatah Central Committee Member Abbas Zaki said that Netanyahu and the Israeli government are the ones to blame for the attack. By allowing senior members of Abbas’ party to launch such outrageous accusations, Fatah is torpedoing the chances of convincing the Israeli public that Palestinian Arabs are now determined to reach a true peace.Finally, rocket fire from Gaza, intentionally targeting nearby Israeli civilians, has continued repeatedly despite the Egyptian mediated cease-fire last year. As recently as Thursday, Gazan terrorists launched rockets at the Israeli city of Ashkelon. This act of terror is in addition to the dozens of other rocket attacks, which struck Israel during recent months. These acts destroy make it difficult for the Israeli public to accept the necessary compromises to reach a solution when their security is so tenuous.The Palestinian Arab leadership often speaks of the heightened sense of urgency in needing to reach a peace agreement to establish an independent state. Social 'scoreboard' to feature in eurozone governance

BRUSSELS - The European Commission has proposed strengthening the social side of its eurozone governance amid fears the EU is in several member states becoming a byword for austerity and joblessness.
In an ideas paper published Wednesday (2 October), social affairs commissioner Laszlo Andor said a scoreboard should be established to keep track of unemployment and social data in member states.This would help "detect trends" in joblessness, people at risk of poverty, young people in neither training or education, inequality, and household income at an early stage.The scoreboard is to be integrated into the EU's budgetary cycle - the European semester - so that national policy recommendations made by Brussels would take this data into account."This should serve as an analytical tool, allowing for the better and earlier identification of major employment and social problems," says the commission.The key indicators would focus on "employment and social trends that can severely undermine employment, social cohesion and human capital."However, member states will not be forced to changed the policies in these areas if the scoreboard - due to be established in November - shows up failings.There will be "no automatic consequences" from the scoreboard results but it should help policy-makers to "focus better," said Laszlo.He acknowledged that "many would like to see more [ambition]" but pointed to the "limitation" of the EU treaties where social and employment policy is in the hands of member states.Laszlo's paper also says the commission will come forward with a proposal by the end of the year to make it easier for people to seek and find jobs in other member states, amid low figures of just 4 percent cross-border mobility in the eurozone.It will also present plans in 2014 on simplifying the granting of unemployment benefits for those looking for work in another member state.The paper comes as the eurozone faces record unemployment rates as it continues to focus on austerity measures as a way out of the economic crisis.The latest figures, for August 2013, show 19.2 million people are without jobs in the eurozone. Of these, 3.5 million (24 percent) are young people. The figures are starkest in Greece, where 63 percent of young people have no work.The high figures as well as the length of time that people are unemployed has led to references to Europe's "lost generation" and warnings that the EU is being viewed as part of the problem rather than the solution.European Parliament President Martin Schulz called Wednesday's proposals "well-meaning" but said they were "not ambitious enough."The European Trade Union Confederation (ETUC) said it "deplores" the fact that the social indicators do not have "a real and binding impact on economic policies."

The falloff from Orthodoxy, at least, appears to be declining and is significantly lower – only 17% – among 18 to 29 year olds. They tell us they are proud of being Jewish, they feel a close connection to the Jewish people and a strong sense of identity.”‘Religion may not be that important in many Jews’ lives, but being Jewish is’“So those two things – secularization and a strong sense of Jewish identity – are not contradictory.” It’s not that American Jewish identity is necessarily waning, he says, but, rather, it’s changing.One area where change is apparent is American Jewish attitudes to Israel. The Pew survey found that 7 in 10 US Jews say they feel attached to the Jewish state and 4 in 10 say they’ve been to Israel at least once. However, along with this sense of connection, there is also a new willingness to be critical of the Israeli government.When asked whether they believe the current Israeli government is sincere in its efforts to make peace with the Palestinians, 38% said yes and 48% said no, a finding Smith called “striking.” To be sure, there was even more skepticism about Palestinian intentions as 75% of respondents don’t think the Palestinian leadership is making a sincere effort to achieve peace.The full report has much more on Israel and contains a treasure trove of information on American Jewish attitudes.   • More than one-third (34%) of American Jews say believing Jesus is the Messiah is compatible with Judaism.
  • Forty-two percent believe having a good sense of humor is part of what it means to be Jewish.
  • One-quarter (25%) of US Jews have a household income exceeding $150,000 (compared with eight percent of the public as a whole).
  • Seventy percent are Democrats compared with 22% who call themselves Republicans; however, among the Orthodox, 57% lean Republican and 36% lean Democrat.
  • Only 17% of US Jews believe the building of Jewish settlements enhances Israel’s security.
The survey, called A Portrait of Jewish Americans, has been in the works for years and cost several million dollars. Smith says the Pew Research team spoke with more than 70,000 people across the country in order to recruit a large enough sample of Jews. Interviews were conducted from February to June of this year in English and Russian, on land lines and via cell phones. The margin of error for the full sample is plus or minus three percentage points.

Prime Minister Benjamin Netanyahu took to the US airwaves Wednesday, persistent in his effort to convince the international community that Iranian President Hasan Rouhani’s charm offensive at the UN last week was an act meant to cover up Iran’s nuclear weapons ambitions.“Everybody knows that Iran wants to destroy Israel and it’s building — trying to build atomic bombs for that purpose,” Netanyahu told NBC’s Andrea Mitchell.“You don’t want to be in a position where this messianic, apocalyptic, radical regime that has these wild ambitions but nice spokesmen, gets away with building these weapons of mass [destruction].”
Asked by Mitchell whether he ran the risk of overstating the threat and isolating Israel from the rest of the world that wants to see a diplomatic solution to the nuclear issue, the prime minister answered in the negative.“No, no, I want a diplomatic solution, but one that actually dismantles Iran’s nuclear program,” he said.Netanyahu dismissed the notion that Rouhani was freely elected, saying Iranians would topple the regime if they could.“These people, the Iranian people, the majority of them are actually pro-Western,” he stated, adding, “But they don’t have that. They’re governed not by Rouhani, they’re governed by Ayatollah Khamenei. He heads a cult. Palestinian Authority resident Arabs took over the town of Homesh on Thursday morning, just two weeks after a government order supported turning the Jewish community over to PA hands.Pictures showed Arab men celebrating at the scene by waving PLO flags and holding up signs with what appeared to be anti-Semitic images, including a depiction of a religious Jew being speared through the head.The men painted over the picture of a menorah on the local water tower that had been Homesh’s trademark, replacing it with PLO images and slogans in Arabic.Homesh was destroyed in the 2005 “Disengagement” from Gaza and northern Samaria, but Jewish activists had returned to the town and had set up a new community in the ruins. Activists formed a group called Homesh First, with the goal of eventually resettling all of the towns demolished in the Disengagement.They remained at the site despite frequent expulsions by the Border Police, but were forced to leave when Attorney General Yehuda Weinstein declared that the area was no longer an Israeli community, giving PA residents free access.Former Yesha (Judea and Samaria) Council head Danny Dayan posted a photo to Twitter showing Arab men waving an anti-Semitic poster in Homesh. “This is how our partner celebrates entering the town of Homesh,” he wrote.“The immoral government decision to allow Arabs to take over the land of Homesh is now revealed in its full power: every Jewish symbol is desecrated, anti-Semitic pictures are held up,” Dayan said.“It’s not too late to correct this mistake and eject the rabble,” he urged.

The Vatican has published the first-ever annual report for the Vatican bank. Its director, Ernst von Freyberg, says the bank is ready for inspection

vatican insider staff romE The Vatican took another step in its efforts to be more financially transparent by publishing a first-ever annual report for the Vatican bank on Tuesday. It comes as Italian prosecutors investigate alleged money-laundering there, a Vatican monsignor remains in detention and the Pope himself probes the problems that have brought such scandal to the institution.Net earnings at the bank, known as the Institute for Religious Works, rose more than four-fold to 86.6 million euros ($116.95 million) in 2012, the report said. More than 50 million euros of that was given to the pope for his charitable works. The improvement in earnings was driven by profits made on the value of securities that the bank held and sold — net trading income rose to 51.1 million euros from a loss of 38.2 million euros in 2011.The picture may not be so rosy for 2013, with rising interest rates cutting into profits and millions of euros earmarked for the IOR's ongoing transparency process, which has involved hiring outside legal, financial and communications experts to revamp its procedures, review its client base and remake its image."Overall, we expect 2013 to be marked by the extraordinary expenses for the ongoing reform and remediation process, and the effects of rising interest rates," bank president Ernst von Freyberg said in a statement. He said the publication of the report meets the bank's commitment to providing transparency about its activities.Aside from the earnings, the 100-page report published Tuesday provides some fascinating reading about the secretive institution: The IOR in 2012 had 41.3 million euros in gold, metals and precious coins, owned a real estate company and was bequeathed two investment properties worth 1.9 million euros. It also made some 25.8 million euros in loans in 2012.The Vatican has long insisted the IOR isn't a bank but a unique financial institution aimed at managing assets for religious or charitable works — a distinction that presumably helped it avoid typical banking regulations. Yet in the past year, the IOR has slowly revealed itself to work very much like a bank, providing asset management services to its clients, earning some 12.2 million euros in fees and commissions for such services in 2012 and making loans.The Vatican is about to enter a second round of international scrutiny by the Council of Europe's Moneyval committee, which helps countries comply with international norms to fight money laundering and terrorist financing. The Vatican passed Moneyval's inaugural inspection last year, but evaluators gave the IOR and the Vatican's financial oversight agency poor or failing grades for insufficient controls to ensure that its clients and assets were clean.The report was released as Rome prosecutors continue to investigate a Vatican accountant, Monsignor Nunzio Scarano, who was arrested in an alleged plot to bring 20 million euros into Italy from Switzerland without declaring it at customs. Scarano is also under investigation in his native Salerno for allegedly laundering money through his IOR account. His lawyer has insisted the money was clean and that he was only trying to help out friends.The IOR's former top managers, Paolo Cipriani and Massimo Tulli, meanwhile, are under investigation by Rome prosecutors for alleged violations of Italy's anti-money laundering norms. Rome financial police launched the investigation in 2010, seizing 23 million euros ($30 million) from a Vatican account at an Italian bank after determining that the IOR hadn't provided sufficient information about the transaction. The Vatican has said it was a misunderstanding and money was eventually ordered released. Cipriani and Tulli resigned in July.Around the same time, Pope Francis created a commission of inquiry into the IOR to look into every aspect of its operations to get to the bottom of the scandals that have bedeviled it. The commission has wide-ranging authority to obtain documents, data and information, even overriding traditional banking secrecy rules to get it. Francis also named a trusted prelate to be his eyes inside the bank to figure out what really goes on inside the tower just inside the Vatican walls.The Vatican bank was founded in 1942 by Pope Pius XII. It employs 114 people, runs the Vatican pension system and oversees about 6.3 billion euros in customer assets. Its customer base has been reduced from some 21,000 customers in 2011 to 18,900 last year, thanks to efforts to close inactive accounts. Customers include religious orders; Vatican offices, embassies and employees; individual cardinals, bishops and priests and foreign embassies accredited to the Holy See.

andrea tornielli vatican city The "C8", the eight-member Council of Cardinals set up by Francis to reform the Curia and the government of the universal Church talked mainly about the Synod of Bishops on the first day of their three-day meeting.  The Synod was established after the Second Vatican Council but not always has it proved to be useful and efficient.“On Tuesday afternoon [the Council] went on to discuss the issue of the Synod of Bishops which is a priority both in terms of its importance as a tool and in terms of bishops’ participation in the life of the universal Church. It is also important because of the urgent need to prepare for the next Synod.” The Vatican spokesman added that the Synod’s Secretary will give out detailed information next week about the Synod and communicate any modifications to the rules already in place.The Synod’s new Secretary, Archbishop Lorenzo Baldisseri, was present at the "C8’s" first meeting yesterday afternoon. One of the topics discussed was the family and Bergoglio brought it up himself. The Pope had told journalists on the return flight from Rio that the Council of Cardinals would deal with the issue of remarried divorcees. The group began its work yesterday morning in the papal apartment library in the Apostolic Palace but moved onto St. Martha’s House – where the 8 cardinals are staying while the meetings take place – yesterday afternoon, for the official meeting in a room close to the residence’s chapel. The meeting began with a brief introduction from the Pope. “The Council’s members then reflected on ecclesiology after the Council. The group’s work is not meant to be mainly organisational but is inspired by a certain theological and spiritual vision of the Church and linked to the ecclesiology of the Council.” The cardinals took several aspects into account in their perspective and preparation for the meetings: “the mission of the Church, the relationship between local Churches and the universal Church, the idea of the Church as the Church of the poor, the laity in the Church, the spirit of service in ecclesiastical institutions and serving the common good.”Fr. Lombardi said Francis emphasised the importance of the chirograph he issued two days ago, “establishing the eight-member Council of Cardinals. He gave the Council lasting importance beyond this meeting, giving is legal substance.” The spokesman was keen to point out that the eight members “are not continental “delegates” but members of the College of Cardinals selected by the Pope, who have a great deal of experience and serve important dioceses all around the world.” The eight cardinals “enjoy the trust and appreciation of Pope Francis and they are people whom he feels in tune with.” This partly accounts for the spirit of communion and calm during the meeting. Each participant presented a summary of all the suggestions they had received and brought other material and notes with them. The group then collectively decided on the topics for discussion.The meetings resumed this morning, with the issue of Curia reform being addressed. “The Pope’s relationship with the dicasteries, the coordination of dicasteries, the function of the Secretariat of State: there are a vast number of ideas being presented but this work is going to take some time. There aren’t going to be any quick conclusions.”

Vatican considers establishment of national ecclesiastical tribunals to deal with clerical sex-abuse cases

ANDREA TORNIELLI vatican city The fight against paedophilia and abuse against minors by members of the clergy remains a priority under Francis’ pontificate as it was under Benedict XVI’s. One of the ideas currently being examined for the improvement of the existing system, is to establish national and regional ecclesiastical courts, specialising in these types of cases. This would speed the trial process up.The idea was discussed during the second part of the Concistory which took place on Monday morning. All cardinals present in Rome attended. After John Paul Ii and John XXIII’s canonization dates were officially announced, Francis consulted the cardinals on the anti-paedophilia regulations currently in place.Last 6 April, after receiving the Prefect of the Congregation for the Doctrine of the Faith, Gerhard Müller, Francis “strongly urged the Congregation to continue the work Benedict XVI had begun against sex abuse and act with determination to combat it.” Francis asked the Congregation above all to “promote measures for the protection of minors, help past victims of sex abuse, take all necessary measures to bring guilty parties to justice and ensure Bishops’ Conferences introduced and implemented all necessary regulations relating to sex abuse. This is so important for the Church’s testimony and credibility.” This is an unmistakable sign that the clampdown on paedophilia in the Church continues. 
The current regulations which were introduced by Ratzinger and have been in force for the past ten years got tougher in 2010. These regulations state that child sex abuse cases cannot be heard in local courts but can only be dealt with by the Congregation for the Doctrine of the Faith in Rome. In the wake of the wave of sex abuse cases in the U.S., Ireland and Germany, a form of “emergency legislation” came into force, making it possible for priests found guilty of sex abuse crimes to be removed from the clergy via administrative judicial means. Although cases had to be evaluated by the Congregation’s special team, which until a year ago was headed by Maltese monsignor Charles Scicluna, the Congregation for the Doctrine of the Faith passed the cases on local first instance and second instance ecclesiastical courts. In such cases, these local courts acted on a Holy See mandate. But these courts were set up on a case-by-case basis, they were not fixed, specialist structures.One of the ideas that is currently being examined, is the potential establishment of regional or national courts which could be linked to individual bishops’ conferences. This would speed up legal procedures, making them more efficient and would guarantee the protection of victims as well as the legitimate defence of the rights of the individual being accused. The courts would have the authority to promptly hold first and second instance hearings into abuse cases. Thanks to Benedict XVI’s hard work, mentalities are slowly changing. Bishops’ Conferences are adopting specific regulations, deriving from the Holy See’s more general regulations. These more specific regulations are tailored to the civil and criminal laws of individual countries. The logical result will be decentralisation and clearer rules.Another aspect the Holy See’s jurists are looking into is the procedure for appealing against a cleric’s dismissal through the administrative track in very serious cases. Until today the Congregation for the Doctrine of the Faith itself acted as a court of second instance but some are suggesting that the Tribunal of the Apostolic Signatura should handle sex abuse cases.

At the moment the UN is split into two sections: the Ordinary Section and the Security Council but the Vatican would like all members to be able to express themselves and take part in decision-making as well. Not all nations are currently present in the Security Council.The President of the Pontifical Council for Justice and Peace, Cardinal Peter Appiah Turkson said this at the press conference presentation of Days commemorating the 50th Anniversary of John XXIII's encyclical, “Pacem in Terris” being held between 2 and 4 October and the publication of the book “Il concetto della pace” (“The concept of peace”) by the Vatican Publishing House.“We do not intend to force anyone, but to propose a reform that gives all members a voice and take part in the pursuit of the common good,” the cardinal added. Addressing the issue of political institutions and global politics, cardinal Turkson said: these “are indispensable in addressing global questions. “Already fifty years ago, for that matter, with clarity and clear foresight, Pacem in Terris noted the inadequacy of nation-states with respect to the realization of the universal common good.”Cardinal Turkson concluded that in order to address these kinds of problems it is necessary “to begin with an examination of the theme of reform of the largest global institution: the United Nations”. This issue has been on the agenda for years seeing as though the debate surrounding Security Council reform started approximately twenty years ago.

Tripoli: Russian Embassy Attacked in Libyan Capital

The Russian embassy in Tripoli, Libya was attacked on Wednesday and allegedly a fire has been started there.Gunmen attacked the embassy, according to Al Arabiya.The sound of gunfire and rocket-propelled grenades could be heard around the embassy, according to the middle eastern news agency’s correspondent there.The embassy is at 10, Mustafa Kamel Street.A Russian news agency said that it cannot at this time confirm the attack.According to one resident, four Libyans were shot by unknown assailants at the scene of the attack. The resident said that youth have burned a Russian diplomatic building in the Dahra district.
