Islamic groups have begun an internet campaign opposing Likud members’ plans to visit the Temple Mount, Temple Mount organizations report.Likud members are planning a joint visit to the holy site in protest of the fact that their fellow Likud MK, Moshe Feiglin, has been barred from visiting.Organizer David Tzviel spoke to Arutz Sheva about the planned protest visit. Feiglin’s ban is not only a personal matter, he explained, but demonstrates that the Israeli government sees the Muslim Waqf as the sole ruling power on the Temple Mount – a situation that he believes must change.An invitation sent by organizers to Likud members read, “46 years after the liberation of Jerusalem, 46 years since the historic shofar blast that made thousands of hearts tremble, and the emotional cry, ‘The Temple Mount is in our hands!’ the Likud-Beytenu movement has decided to end the shameful neglect of Israeli sovereignty on the Temple Mount, the holiest place on earth to the Jewish people!”Islamic groups have called on supporters to spend all day Tuesday on the Temple Mount in order to prevent the Likud group for touring the area.In light of recent tension as Muslims try to prevent Jews from visiting the holy site, Temple Mount groups are throwing their weight behind a proposal to avoid tension by splitting visiting hours at the site. The proposal would see certain times and places set aside for Jewish prayer, while other times are set aside exclusively for Muslim prayer.

'Stunningly Offensive' Church Paper 'Negates Beliefs of Judaism'

The Anti-Defamation League (ADL) has denounced as “stunningly offensive” a paper published by the Church of Scotland that negates the core beliefs of Judaism regarding G-d's promises about the Land of Israel and the Jewish people. “The very premise of the paper reflects a classic rejection of Judaism in the broadest sense,” said the ADL.The church paper, entitled “The Inheritance of Abraham,” which was published online by the Church and Society Council of the Church of Scotland just days before its May 18 General Assembly, selectively highlights scriptural and theological claims of Jews to the land, and rejects verses in which the land is promised to the children of Abraham. The report's introduction describes it as the council's "latest reflection on the ‘questions that need to be faced,' as the political and humanitarian situation in the Holy Land continues to be a source of pain and concern for us all."Abraham H. Foxman, ADL National Director, issued the following statement:“This stunningly offensive paper which attempts to undermine the religious legitimacy of Jewish beliefs is a classic rejection of Judaism,” said ADL National Director Abraham Foxman. “By brazenly dismissing Jewish self-understanding of its own Bible - the Torah, the Church of Scotland has disregarded nearly five decades of progress in Jewish-Christian theological dialogue by promoting religious principles which deny the legitimacy of Judaism and were used for centuries to justify the brutal repression of Jews.”“The paper’s blatant one-sided perspective falsely conflates the political state of Israel and the religious significance of the Land of Israel for both Jews and Christians. The selective citation of Biblical scripture in order to question Israel’s legitimacy is an affront to Jews around the world and to the State of Israel,” he said.“Since the Biblical era, Jews have maintained an unbroken connection to the land of Israel, and in 1948 the Jewish State of Israel’s legitimacy was firmly established under international law. We call on the leadership of the Church of Scotland to respect the religious basis for the relationship between the Jewish people and Israel and to reject this document,” added Foxman.
The report also promotes a gross distortion of the connection between the Holocaust and the establishment of the State of Israel as being based, in part, “…as a compensation for the suffering of the Holocaust.”

World Jewish leaders urge Hungary to crack down on Jobbik

BUDAPEST (Reuters) - The World Jewish Congress urged Hungary on Tuesday to crack down on the far-right Jobbik party and called on governments in Europe to consider banning neo-Nazi parties threatening democracy and minority rights.The WJC plenary assembly, held in the Hungarian capital rather than Jerusalem to highlight rising anti-Semitism in Hungary, passed a resolution saying Budapest must recognize that Jobbik poses "a fundamental threat to Hungary's democracy."Decisive action by all democratic forces against these contemporary expressions of extremism must now be taken," it said, adding a request that Prime Minister Viktor Orban sign an international declaration on combating anti-Semitism.Jobbik, which openly vilifies Hungary's Roma minority and has accused Jews of buying up property to take over Hungary, has been a central issue at the three-day WJC assembly, which brought together Jewish leaders from about 100 countries.Orban addressed the opening session of the assembly on Sunday evening, issuing a strong denunciation of anti-Semitism but avoiding any mention of Jobbik."He missed a golden opportunity," said WJC President Ronald Lauder, who while introducing Orban had specifically asked him to denounce the populist party.Jobbik, which won 17 percent of the vote in the 2010 election and has 43 of the 368 seats in parliament, held an "anti-Zionist and anti-Bolshevik" rally in Budapest to protest against the WJC meeting being held in the Hungarian capital.Orban's Fidesz party has a two-thirds majority in parliament, but has lost ground in opinion polls since it took power in 2010. It still has a strong opinion poll lead over opposition parties however and has a good chance of winning year's election.Support for Jobbik meanwhile has hovered around 10 percent this year, but around half of Hungarian voters are undecided.

Robin Shepherd, author of a study for the WJC on neo-Nazi parties in Europe, told the assembly Fidesz was not anti-Semitic but it competed with Jobbik for votes among nationalists frustrated by the economy crisis and resentful of foreign influence in Hungary."If Orban goes too hard against Jobbik, he's worried he won't be able to scoop up Jobbik's voters," he said.The assembly also debated the rise of far-right parties such as Golden Dawn in Greece, which came from nowhere to win about seven percent in elections there last year amid a deep economic crisis.Shepherd said support for Golden Dawn had risen in opinion polls since the election and the Athens government was so concerned about the country's economic crisis that it did not immediately respond to the challenge it presented.David Saltiel, leader of the Greek Jewish community, agreed and told the assembly: "Our country was caught by surprise."But Saltiel said the government, after lobbying by the WJC, had assured him it would soon pass a tough hate speech law that would outlaw incitement against people because of their race, religion, ethnicity or sexual orientation, and impose up to six years in prison on offenders.Parliamentary deputies would not be excluded, he said, and parties that receive public funding would see it suspended if their leaders publicly deny the Holocaust - which Golden Dawn leaders have done in the past."We think with this law, (Golden Dawn) will be brought back to the small numbers it had before," he said.The resolution also urged Germany and other countries with neo-Nazi parties to consider banning them.German Chancellor Angela Merkel has decided not to seek a ban on the far-right National Democratic Party (NPD) because it is not clear whether such a ban would be constitutional.But the Bundesrat, the upper house of parliament that represents the 16 federal states, has begun its own effort to ban the party, he said.(Reporting By Tom Heneghan)

It is an aspect of Francis’ papacy that is little talked about - possibly because it does not fit the “progressivist” stereotype - and yet it is deeply ingrained within the fabric of popular piety which the Latin American Church sees as key to spreading the faith. In less than two months Bergoglio has visited the Basilica of St. Mary Major, the oldest church dedicated to the Virgin Mary, twice. Once straight after his election, to ask the Virgin Mary to protect the diocese of Rome and again on 4 May, the first Saturday of the month dedicated to Mary, to recite the Rosary. “The “Salus Populi Romani” is the mother that looks after our growth, she helps us face and overcome problems, she gives us freedom,” the Pope said. So Francis is a pope who is deeply devoted to the Virgin Mary and is not afraid to show his attachment to forms of devotion which post-Conciliar theology saw as dated. One image of the Virgin Mary which Bergoglio helped to spread devotion for in Argentina, was that of “Our Lady, Untier of Knots”. This tradition originates from a Bavarian devotional image (Maria Knotenlöserin) created by German painter, Johann Melchior Schmidtner, in 1700. The icon is now preserved as an altar piece in a chapel inside the Romanesque church of St. Peter am Perlach, in the Bavarian city of Augsburg. In an article for Italian Catholic newspaper Avvenire, Stefania Falasca wrote that Bergoglio discovered the icon during one of his study trips to Ingolstadt and started spreading the word about it when he returned to Argentina. As auxiliary bishop of Buenos Aires, he dedicated a shrine to the icon and as archbishop he inaugurated a number chapels named after the Virgin Mary depicted in the icon. He even printed the image on his personal “business card” which he always included in correspondence. The image is of Mary looking determined to untie a number of big and small knots in a ribbon that is being handed to her by some angels. “All of us have knots in our hearts, failings and all of us go through difficult times. Our good Lord, who bestows grace on all His children, wants us to have faith in Her; he wants us to entrust the knots of our woes to her, the knots of our miseries that prevent us from reaching God, so that She can untie them and bring us closer to His son Jesus. This is the meaning of the icon.”On the back of the image of the Virgin Mary which Bergoglio used to send out with his correspondence, there is a prayer that reads: “May evil never ensnare you in its chaotic web… May you act as an example of how to unravel the knots in our lives and help us through difficult time with simplicity and patience, through the intercession of Your Son.” Francis has also shown deep devotion to St. Joseph, the protector of Jesus’ childhood. He began his pontificate invoking the saint’s protection, in the inaugural mass on 19 March, the feast day of Mary’s husband. Another saint the Pope has a special relationship with, is Saint Thérèse of Lisieux, patron saint of missions. Bergoglio was particularly keen to spread devotion for this saint in Argentina’s slums, the villas miserias.Traditional popular piety has kept so many people flocking to shrines even through the current crisis and the secularisation of our times. It is therefore an important part of the new evangelisation; it is the expression of the people’s faith. It is the faith of the simple that the Magisterium must protect fulfilling its “democratic” duty to give a voice to those who do not have one.

CCEE concludes London meeting on dialogue and faith

The Council of Bishops' Conferences of Europe has published its final document at the end of the third meeting between bishops and delegates for Christian – Muslim relations in Europe

In contemporary Europe - whether East or West, North or South – dialogue between Christians and Muslims has become a mandatory necessity. And this can only be achieved through deeper mutual knowledge. Only through contact and dialogue will it be possible to approach Muslim believers within genuine and unbiased relations. In secularized and pluralistic societies, the challenge of educating people to open up to diversity must be integrated with a deepening of our faith and identity. At the same time, pluralistic societies can only exist if people respect and are looking forward to knowing each other, through constant dialogue. These are just some of the thoughts that were shared by bishops and Bishops Conferences’ delegates for Christian-Muslim relations, who gathered in London for a three-day working meeting.Dialogue and proclamation and the question of building Christian and Muslim youths’ identity were the two main themes that were discussed during the meeting, chaired by Cardinal Jean-Pierre Ricard, Archbishop of Bordeaux. The meeting was attended by bishops and delegates for Christian-Muslim relations from 20 European Bishops’ Conferences, as well as delegates from cultural and Church institutions.Father Andrea Pacini, CCEE Meeting Coordinator and Secretary for ecumenism and interreligious dialogue of the regional Bishops’ Conference of Piedmont and the Aosta Valley, discussed the relationship between dialogue and proclamation, showing how living testimony is the best synthesis and response regarding both pastoral needs. The reflection on identity building for young Christians and Muslim was illustrated, instead, by Prof. Brigitte Maréchal, from the University of Louvain, and Dr. Erwin Tanner, Secretary General of the Swiss Bishops’ Conference.The President of the Pontifical Council for Interreligious Dialogue, Cardinal Jean-Louis Tauran, and the President of the Bishops’ Conference of England and Wales, Mons. Vincent Nichols, Archbishop of Westminster, were also in attendance.Baroness Sayeeda Hussain Warsi’s cordial visit - Minister for Faith and Communities and Senior Minister of State in the Foreign and Commonwealth Office - was particularly appreciated. The visit took place in an informal and friendly ambience, and also testified to the British Government’s commitment in favor of the various religious communities.During their three-day London meeting, participants addressed the plight of young Christians living as minorities: they discussed the situation in their respective countries, and the difficulties young Christians go through, which might possibily lead to their conversion to Islam. The issue of young Christians’ lesser engagement in their faith – compared to their Muslim peers – was also explored, as well as the initiatives the Church  is currently introducing in Europe in order to be present among young people in new and different ways.During the meeting, delegates from Albania, France, Germany and England reported on their countries’ situation.

Palestinian group says Syria OKs attacks on Israel

BEIRUT (AP) — President Bashar Assad's regime has given a Palestinian militant group the go-ahead to set up missiles to attack Israel in the wake of recent Israeli airstrikes on the Syrian capital, a spokesman for the group said Tuesday.Syria has hinted at possible retribution against Israel since the Jewish state carried out the airstrikes over the weekend, although official government statements have been relatively mild. In that light, the Assad regime's decision to allow a minor Syria-based Palestinian group to prepare for attacks is largely seen as a face-saving gesture unlikely to escalate the confrontation with Israel."Syria has given the green light to set up missile batteries to directly attack Israeli targets," Anwar Raja of the Damascus-based Popular Front for the Liberation of Palestine-General Command told The Associated Press.He said authorities also told the PFLP-GC that the group could carry out attacks independently without consulting Syrian authorities.
"Practically, the Syrian stand has always been supportive of the Palestinian resistance and Syria provides the Palestinian resistance with all capabilities including all kinds of weapons," Raja said.When the revolt against Assad's rule began in March 2011, the half-million-strong Palestinian community in Syria largely stayed on the sidelines. But as the uprising shifted into a civil war, many Palestinians backed the rebels, while some groups have been fighting on the government side.Those include the PFLP-GC, a small Damascus-based Palestinian militant faction that the U.S has designated a terrorist organization.In the 1960s through 1980s, PFLP-GC militants hijacked an Israeli airliner, machine-gunned another at Zurich's airport, and blew up a Tel Aviv-bound Swissair plane, killing all 47 aboard. In 1987, a PFLP-GC guerrilla flew from Lebanon into Israel on a hang-glider and killed six soldiers before being shot dead.While the group earned notoriety for its past attacks on Israel, it has been eclipsed in the past 20 years by the other Islamic militant groups such as Hamas and Islamic Jihad.Israel's government has not formally confirmed involvement in the strikes on Syria. He advised the prime minister to make sure to keep this in mind. Our sources add: Since Syrian air defense teams have already trained in Russia on the handling of the S-300 interceptor batteries, they can go into service as soon as they are landed by one of Russia’s daily airlifts to Syria. Russian air defense officials will supervise their deployment and prepare them for operation. Moscow is retaliating not just for Israel’s air operations against Syria but in anticipation of the Obama administration’s impending decision to send the first US arms shipments to the Syrian rebels.
Intelligence agencies in Moscow and the Middle East take it for granted that by the time Washington goes public on this decision, some of the Syrian rebel factions will already be armed with American weapons.
That the measure was in the works was signified by the introduction Monday by Bob Menendez, chairman of the Senate Foreign Relations Committee, of legislation allowing the US to provide arms and military training to the Syrian rebels,US military instructors have been working with Syrian rebels at training camps in Jordan and Turkey for some months. So putting the arms in their hands only awaited a decision in Washington.Putin’s message to Netanyahu was intended to reach a wider audience than Jerusalem, such as Barack Obama in Washington and President Xi Jinping in Beijing ahead of Netanyahu’s talks there Tuesday.
Therefore, when US Secretary of State John Kerry landed in Moscow that day, in an attempt “bridge the divide” between their governments on the Syria conflict, he was preceded by a barrage of Russian condemnation of the Israeli air strikes in Damascus “as a threat to regional stability,” a stiff warning from the Russian foreign ministry to the “West” to stop “politicizing the issue of chemical weapons in Syria,” and Moscow’s “concern that world public opinion was being prepared for possible foreign military intervention.”
In other words, the Russian leader rejected in advance and with both hands any attempt by the US to use the Israeli air strikes as leverage for a deal with Moscow for ending the Syrian war. US weapons supplies to the rebels would furthermore be matched by stepped-up arms supplies to the Assad regime, which Putin is totally committed to preserving. Kerry planned back-to-back meetings Tuesday with Russian officials focusing mainly on Syria but also covering the Russian angle on the Boston bombings, and hoped-for cooperation on the Iranian and North Korean nuclear issues. The Chinese government’s cold shoulder to Israel was exhibited less directly that Moscow’s but no less firmly.  Palestinian leader Mahmoud Abbas was invited to visit Beijing and meet President Xi two days before the prime arrived in the Chinese capital Tuesday to begin the official part of his visit. The Chinese president unveiled his peace plan before meeting the Israeli prime minister.This plan emphasizes, as the key to a settlement, the Palestinian right to a state on the basis of 1967 borders with east Jerusalem as its capital. It also adopts Abbas’s preconditions for talks, including a stop to settlement activities, an end of the Gaza blockade and “proper handling” of the Palestinian prisoners issue.Clearly, Prime Minister Netanyahu would have been wiser to postpone his Chinese visit instead of taking off while Israeli air force blasts will still reverberating in Damascus. By staying at home, he would have displayed a firmer and steadier hand at the helm.And after taking off, he would have done well not to linger for two days in Shanghai first. This gave the Russian leader the chance to catch him wrong-footed and administer a strong, publicized rebuke, so bearing down on the agenda of Netanyahu’s forthcoming talks with Chinese leaders.

Israel says 'no winds of war' despite Syria air strikes

JERUSALEM/AMMAN (Reuters) - Israel played down weekend air strikes reported to have killed dozens of Syrian soldiers close to Damascus, saying they were not aimed at influencing its neighbor's civil war but only at stopping Iranian missiles reaching Lebanese Hezbollah militants.Oil prices spiked above $105 a barrel, their highest in nearly a month, on Monday as the air strikes on Friday and Sunday prompted fears of a wider spillover of the two-year old conflict in Syria that could affect Middle East oil exports."There are no winds of war," Yair Golan, the general commanding Israeli forces on the Syrian and Lebanese fronts, told reporters while out jogging with troops."Do you see tension? There is no tension. Russia, Assad's other protector on the U.N. Security Council, said the strikes by Israel "caused particular alarm". Israeli officials said that, as after a similar attack in the same area in January, they were calculating Assad would not fight a well-armed neighbor while preoccupied with survival against a revolt that grew from pro-democracy protests in 2011.Israel has not confirmed the latest attacks officially, but has reinforced anti-missile batteries in the north. It said two rockets landed, by mistake, on Monday, in the Golan Heights, the Israeli-occupied area near Syria's border with Israel."They were fired erroneously as a byproduct of internal conflict in Syria," an Israeli military spokesman said.Syria would be no match for Israel in any direct military showdown. But Damascus, with its leverage over Lebanon's Hezbollah, could consider proxy attacks through Lebanon.Tehran, which has long backed Assad, whose Alawite minority has religious ties to Iran's Shi'ite Islam, denied Israel's attack was on arms for Hezbollah. Egypt's Mursi brings more Islamists into cabinet

CAIRO (Reuters) - Egyptian President Mohamed Mursi increased the influence of his Muslim Brotherhood over government in a cabinet reshuffle that replaced two ministers involved in crucial talks with the IMF over a $4.8 billion loan.The changes fell well short of the opposition's demand for a complete overhaul of Prime Minister Hisham Kandil's administration and the installation of a neutral cabinet to oversee parliamentary elections later this year.It looked unlikely to help build the political consensus the International Monetary Fund is seeking for reforms needed to secure a loan seen as vital to easing Egypt's deep economic crisis - an unaffordable budget deficit and a plunge in the value of its currency. The government is struggling to seal a deal that would require it to implement austerity measures.Kandil, a technocrat appointed premier last year, named nine new ministers. They included Amr Darrag, a senior official in the Brotherhood's Freedom and Justice Party, as planning minister. The outgoing minister, Ashraf al-Arabi, had played a central role in the IMF talks.Another Brotherhood member, Yehya Hamed, was named investment minister, and Ahmed el-Gezawi, an FJP member, took over agriculture, lifting the movement's share to around a third of the cabinet's 35 portfolios.Fayyad Abdel Moneim, a specialist in Islamic economics, was appointed as finance minister, replacing Al-Mursi Al-Sayed Hegazy, another expert on Islamic finance who was appointed in January - the last time Kandil reshuffled the cabinet."The reshuffle is unlikely to signal any real shift in policy, particularly from an economic perspective," Said Hirsh, a London-based economist, said."If anything it deals a blow to demands for political consensus which the government seems to have ignored."The changes underscored the polarized state of an Egyptian political scene split between Mursi and his Islamist allies and opposition parties that accuse him and the Brotherhood of trying to dominate the post-Hosni Mubarak order.
Mursi announced on April 20 he would carry out the reshuffle to replace a government widely criticized for failing to get the economy moving nine months into his presidency.The United States, which gives Egypt $1.3 billion in military aid each year, has grown more critical of Mursi of late, listing a lack of political inclusivity as a concern.
"COSMETIC CHANGE"
Essam el-Erian, deputy head of the Freedom and Justice Party, told Al Jazeera's Egyptian news channel the aim of the reshuffle was to "confront the economic crisis and to conclude the agreement with the IMF with new spirit and a new vision, and to confront the energy crises", a reference to fuel shortages.The National Salvation Front (NSF), a loose alliance of opposition parties, wants Mursi to install a neutral government and replace the public prosecutor before elections that are expected to get under way in October."The changes will only deepen the political crisis and state of polarization and block the way to any possible real national dialogue," said Hussein Abdel Ghani, an NSF member.Yasser El-Shimy, Egypt analyst with the International Crisis Group, said: "They might be getting people who will do a better job but it does not address the political crisis in any meaningful way, and I'm not sure it's meant to."They have absolutely no doubt that they will be able to ride this wave of instability," he said.The reshuffle left the ministers of interior, defense and foreign affairs unchanged.Ahmed Suleiman was named as justice minister, replacing Ahmed Mekky, who resigned last month in protest at efforts by Mursi's Islamist allies to purge the judiciary. A former assistant to Mekky, Suleiman has been critical of some of Mursi's toughest opponents in the judiciary.Sherif Haddara, chairman of the Egyptian General Petroleum Corporation, was named as minister of petroleum, responsible for meeting the fuel needs of the cash-strapped state as summer approaches. Bangladesh garment accident death toll passes 700

DHAKA, Bangladesh (AP) — Hundreds of survivors of last month's collapse of a building housing garment factories in Bangladesh protested for compensation Tuesday, as the death toll from the country's worst-ever industrial disaster passed 700.The police control room overseeing the recovery operation said the death toll stood at 705 on Tuesday afternoon as workers pulled more bodies out of the wreckage of the eight-story building that was packed with workers at five garment factories when it collapsed on April 24. The factories were making clothing bound for major retailers around the world.The disaster is the worst ever in the garment sector, surpassing the 1911 garment disaster in New York's Triangle Shirtwaist factory, which killed 146 workers, and more recent tragedies such as a 2012 fire that killed about 260 people in Pakistan and one in Bangladesh that killed 112, also in 2012. It is also one of the deadliest industrial accidents ever.
No one knows what the final toll will be, as the exact number of people inside Rana Plaza at the time of the collapse was unknown. More than 2,500 people were rescued alive.Hundreds of garment workers who survived the disaster blocked a major highway near the accident site in a Dhaka suburb on Tuesday to demand the payment of wages and other benefits. No violence was reported, although traffic was disrupted for hours.Local government administrator Yousuf Harun said they are working with the Bangladesh Garment Manufacturers and Exporters Association to ensure the workers get paid.The workers, many who made little more than the national minimum wage of about $38 per month, are demanding at least four months in salary. The workers had set Tuesday as the deadline for the payment of wages and other benefits.Harun said no salary remained unpaid except for the month of April and there was an agreement for the workers to receive an additional three months of pay. After a team from the BGMEA arrived at the protest and pledged to make the payment later Tuesday, the workers left the highway, Harun said.The BGMEA had said Monday that it was preparing a "complete list" of the workers employed in the factories and they would need a few more days to finish it and to clear the salary.Bangladesh earns nearly $20 billion a year from exports of the garment products, mainly to the United States and Europe.Authorities have not set any specific timeframe to complete the recovery operation at the building site, saying they will continue until all bodies and debris are removed.Officials say the building's owner illegally added three floors to Rana Plaza and allowed the garment factories to install heavy machines and generators.

NKorea issues warning ahead of US-SKorea summit

SEOUL, South Korea (AP) — North Korea on Tuesday threatened the United States and South Korea over joint naval drills taking place this week in tense Yellow Sea waters ahead of a Washington summit by the allies' leaders.In a highly conditional warning, the section of the Korean People's Army responsible for operations in North Korea's southwest said it will hit back if any shells fall in its territory during the drills, which began Monday and will end Friday. Should the allies respond to that, the statement said, Pyongyang's military would then strike five South Korean islands that stand along the aquatic frontline between the countries.The area includes waters that are claimed by both countries, and is the most likely scene of any future clash between the rival Koreas. North Korea disputes a boundary unilaterally drawn close to its shores by the U.S.-led U.N. Command after the war, and has had three bloody naval clashes with the South since 1999.Highly critical language is standard from North Korea during what the allies call routine military drills that they stage over the course of a year. Tuesday's statement was softer than the bellicose rhetoric Pyongyang unleashed with regularity during two months of larger-scale joint military drills by the allies that ended one week ago. That included threats of nuclear and missile strikes on Washington and Seoul.Still, this new warning comes at a time of tentative diplomatic maneuvering on the divided Korean Peninsula, which is still technically in a state of war, as the three-year Korean War ended 60 years ago in an armistice, not a peace treaty.The threat also came hours ahead of a summit by U.S. President Barack Obama and South Korea's new president, Park Geun-hye. CLEVELAND (Reuters) - Three women who vanished as teenagers about a decade ago were discovered alive in a house in Cleveland, and the home's owner and his two brothers were arrested, police said on Tuesday.Authorities were alerted to their whereabouts on Monday evening by a frantic emergency call from one of them, Amanda Berry, moments after she was freed from the house by a neighbor who said he heard screaming and came to her aid."Help me! I'm Amanda Berry. ... I've been kidnapped and I've been missing for 10 years and I'm here. I'm free now," Berry, now 27, can be heard telling a 911 operator in a recording of the call released by police.Police descended upon the house within minutes to find Berry along with Gina DeJesus, who vanished in 2004, and Michelle Knight, who went missing in 2002 at age 20 and is now 32, police said at a news conference on Tuesday.They also discovered a 6-year-old girl believed to be Berry's daughter, police said.Berry had last been seen leaving her job at a fast-food restaurant the day before her 17th birthday in April 2003, and DeJesus, now 23, was last seen walking home from school.The three women were taken to MetroHealth Medical Center, where they were reunited with family and friends, and released on Tuesday, a spokeswoman said.The owner of the house, Ariel Castro, 52, a school bus driver was arrested, as were his brothers Pedro, 54, and another brother, Onil, age 50, police said."We believe we have the people responsible," Cleveland Deputy Police Chief Ed Tomba said at the news conference.
The house is close to where each woman was last seen, and police believe they were in the home for the entire time they were missing."The nightmare is over. During her 911 call, Berry gave the name of a man she said had abducted her. She said he had left the house and urged police to come quickly. There was no word on the fate of a fourth missing girl, Ashley Summers, who disappeared from the same vicinity in July of 2007 aged 14 and who police investigated as possibly linked to the Berry and DeJesus cases, according to the Charley Project website, which documents more than 9,000 missing-persons cases.

The disappearance of Knight did not attract the local media attention of the suspected abductions of Berry and DeJesus. Her grandmother, Deborah Knight, told the Cleveland Plain Dealer newspaper that some family members had concluded, based in part on suggestions by police and social workers at the time, that she had run away.But her mother Barbara Knight, who now lives in Florida, told the newspaper she never believed her daughter would have vanished without a trace on her own and that she kept searching long after police gave up looking for her.A woman who lived on the same street but asked not to be identified said Castro lived alone in the house. She said he drove her two daughters to school and would drop them off in front of her house."I'm totally in shock. He seems like a normal guy. He was a gentleman. They're back: 17-year cicadas to swarm from Georgia to New York

HAMDEN, Connecticut (Reuters) - Colossal numbers of cicadas, unhurriedly growing underground since 1996, are about to emerge along much of the U.S. East Coast to begin passionately singing and mating as their remarkable life cycle restarts.This year heralds the springtime emergence of billions of so-called 17-year periodical cicadas, with their distinctive black bodies, buggy red eyes, and orange-veined wings, along a roughly 900-mile stretch from northern Georgia to upstate New York.The eerie, cacophonous mating music they produce, along with the unusual synchronous mass emergence and lengthy development cycles, have amazed scientists and lay people alike for centuries.In central Connecticut, particularly dense concentrations of so-called Brood II cicadas, named Magicicada septendecim, should arrive in late May or June, says Chris Maier, entomologist with the Connecticut Agricultural Experiment Station in New Haven.This will be Maier's third time studying their emergence - he tracked them in 1979 and again in 1996. He said they are next due in 2030, when he will be 81 years old.Maier said the first scientific recording of Brood II specimens was in 1843.The precisely-timed arrival of the 1.5-inch (38-mm) plant-sucking, flying adults takes place after a lengthy period of development underground as juveniles.After maturing, males begin what cicadas may be best known for: their conspicuous acoustic signals, or "songs," to sexually attract females."When there's a lot of them together, it's like this hovering noise. It sounds exactly like flying saucers from a 1950s movie," Chris Simon, professor of ecology and evolutionary biology at the University of Connecticut, said on Thursday.
When they suddenly emerge, the cicadas will be visible "on the sides of the trees, on the sides of the house, on the shrubbery - even on the car tires," said Simon.Magicicada population densities - from tens of thousands of cicadas per acre to 1.5 million per acre - are much higher than they are with other cicada species.One theory behind their bizarre but sustainable life cycle is that their emergence produces such overwhelming numbers at once that predators, such as birds, spiders, snakes, and even dogs, can't eat them all.To create their unique choruses, male cicadas use ribbed tymbal membranes on their abdomens to produce sounds, while females - lacking tymbals - click or snap their wings. This clamor is all done by July.
Although boisterous, cicadas do not sting or bite, and they aren't harmful to crops. But they may cause damage to young, small trees or shrubs, if too many feed from the plants or lay eggs in their twigs, according to research published at www.magicicada.org.After mating occurs, females lay their eggs on twigs; the eggs hatch later in the season, and the nymphs drop to the ground and burrow underground to restart the 17-year cycle.Juveniles subsist on xylem, or root fluid, for food. But xylem has poor nutritional value for nymphs, which is one reason scientists theorize that juvenile periodical cicadas develop so slowly.Every 17th year, a few weeks before emerging, the cicadas build exit tunnels to the surface. Activists: Israeli strike kills 42 Syrian soldiers

BEIRUT (AP) — Israel's weekend airstrike on a military complex near the Syrian capital of Damascus killed at least 42 Syrian soldiers, a group of anti-regime activists said Monday, citing information from military hospitals.The Syrian government has not released a death toll, but Syrian state media have reported casualties in Sunday's pre-dawn airstrike, Israel's third into Syria so far this year.The Britain-based Syrian Observatory for Human Rights said about 150 soldiers are normally stationed in the area that was targeted, but that it was not clear how many were there at the time of the strike.Rami Abdel-Rahman, the head of the group, said his sources at Syrian military hospitals gave him information on 42 Syrian soldiers killed in the Israeli attack.Israel's government has not formally confirmed involvement in strikes on Syria.However, Israeli officials said the attacks were meant to prevent advanced Iranian weapons from reaching Lebanon's Hezbollah militia, an ally of Syria and foe of Israel.The officials spoke on condition of anonymity because they were not authorized to discuss covert military operations.Israel on Monday signaled a return to "business as usual," with Prime Minister Benjamin Netanyahu arriving in China for a scheduled visit.

Jerusalem is Israel's biggest city, the Central Bureau of Statistics announced Monday. In a slew of Jerusalem-related statistics, released in honor of Jerusalem Day, to be celebrated later this week, the CBS announced that at the end of 2011, there were 804,400 people living in the city, 499,400 (62%) of them Jewish. Of the rest, 281,000 (35%) were Muslim, 14,700 (2%) Christian, and 9,000 (1%) “other” or no declared religion. In addition, 200 Druze lived in the city.The city added a net of 16,300 residents during 2011. Joining 2,900 individuals who moved into the city from abroad that year were an additional 18,700 who were born to families already living in Jerusalem or Israelis who moved there. However, 7,300 people left the city as well. New Israeli residents of Jerusalem hail mostly from Beit Shemesh, Tel Aviv, and Beitar Ilit, the CBS said.
The average Jerusalem household has 3.9 residents, higher than the average 3.3 in the rest of the country. Other large cities had significantly smaller families; in Haifa, the average household size is 2.5, while in Tel Aviv it is 2.2. Jersualemites also produced more children; women in the city had an average of 3.9 children, compared to 3.0 in the rest of the country.Significantly fewer Jerusalemites are in the workforce; just over half, 50.5%, are employed, compared to a national average of 63.6%. Unemployment in Jerusalem was 7.8% in 2012, compared to a national average of 6.9%. 84.4% of working Jerusalem residents are employed in the city, compared to 70.9% of Haifa residents, and 63.4% of Tel Aviv residents.Thirty one percent of residents are “very happy” to be living in Jerusalem. Among Jews alone, 41% said they were very happy to be residents, compared to only 13% of Arabs. Fifty seven percent said they were “happy” to be Jerusalem residents, while 12% said they were unhappy.Of the Jewish residents of the city, 32% consider themselves hareidi, 21% religious Zionist, 10% traditional-religious, 16% traditional, and 19% said they were secular. Two percent did not place themselves in any of these categories.During the past educational semester, there were 37,700 students in institutions of higher education in Jerusalem. Among Israel's six largest cities, Jerusalemites had the lowest per capita spending rate – NIS 3,326. And, the CBS said, city residents owned fewer communication and entertainment devices than residents of other large cities.

Afghanistan warns Pakistan after border clash erupts again

KABUL (Reuters) - Afghanistan warned Pakistan on Monday that it will bear the consequences of more clashes on their contested border, hours after a new bout of fighting erupted between the neighbors.The clash is the latest indication of a sharp deterioration in relations between the important U.S. allies, and comes days before a Pakistani general election.In the case of "any further unprovoked attacks by Pakistani forces, Pakistan will bear responsibility for any consequences," the Afghan Foreign Ministry said in the strongest words yet on the conflict.It is unclear if there were any casualties in the Monday clash, which sparked a large protest in the Afghan capital, Kabul, drawing thousands of men chanting "Death to Pakistan".Pakistan is seen as vital in bringing stability to Afghanistan as most Western forces prepare to withdraw by the end of next year.The United States and other powers involved in Afghanistan have been trying to promote cooperation between the Asian neighbors, who have a history of mistrust.Afghan officials said the clash on Monday erupted after Pakistani troops tried to repair a gate on the border, in the Afghan district of Goshta in Nangarhar province, where last week an Afghan border policeman was killed in an exchange of fire."This morning's clash began after the Pakistani side continued to repair the gate, which was damaged in the previous fighting," said Ahmad Zia Abdulzai, a spokesman for the Nangarhar governor.It was not clear which side fired first.A Pakistani official, speaking on condition of anonymity, said Afghan soldiers initiated the clash. Afghan Interior Ministry spokesman Sediq Sediqqi blamed Pakistan."The construction of outposts or a gate on Afghan soil is illegal and we will do whatever we can to stop it," Sediqqi said.Afghanistan says the gate, adjacent to Pakistan's Gursal military post, encroaches on its territory.

—WHAT IS THE FATEH-110?
The Fateh-110, or "Conqueror" in Farsi, is a short-range ballistic missile developed by Iran and first put into service in 2002. The Islamic Republic unveiled an upgraded version last year that improved the weapon's accuracy and increased its range to 300 kilometers (185 miles). Iranian Defense Minister Gen. Ahmad Vahidi said at the time that the solid-fueled missile could strike with precision, making it the most accurate weapon of its kind in Iran's arsenal.

BEIRUT (AP) — Israeli warplanes struck areas in and around the Syrian capital Sunday, setting off a series of explosions as they targeted a shipment of highly accurate, Iranian-made guided missiles believed to be bound for Lebanon's Hezbollah militant group, officials and activists said.The attack, the second in three days and the third this year, signaled a sharp escalation of Israel's involvement in Syria's bloody civil war. Syrian state media reported that Israeli missiles struck a military and scientific research center near Damascus and caused casualties.Syria's Foreign Ministry condemned the attacks, saying the "flagrant Israeli aggression aims to give direct military support to terrorist groups" fighting the government. Syria refers to rebels trying to topple President Bashar Assad's regime as "terrorists."The ministry, in letters sent to the United Nations and the U.N. Security Council, also said the Israeli strikes killed and wounded several people and "caused widespread destruction."The Syrian government was holding an emergency Cabinet meeting Sunday afternoon to discuss the attacks, according to state TV.While the government tried to use the airstrikes to taint the rebels by linking them to Israel, Syria's arch rival, the attacks still pose a dilemma for an Assad regime already battling a relentless rebellion at home. Lebanon's Al-Mayadeen TV, which has several reporters around Syria, said one of the strikes targeted a military position in the village of Saboura, west of Damascus and about 10 kilometers (six miles) from the Lebanon border.An amateur video said to be shot early Sunday in the Damascus area showed fire lighting up the night sky. The video appeared genuine and corresponded to other AP reporting.Uzi Rubin, a missile expert and former Defense Ministry official, told the AP that if the target were Fateh-110 missiles as reported then it is a game changer as they put almost all Israel in range and can accurately hit targets.
Rubin emphasized that he was speaking as a rocket expert and had no details on reported strikes.
"If fired from southern Lebanon they can reach Tel Aviv and even (the southern city of) Beersheba." He said the rockets are much five times more accurate than the scud missiles that Hezbollah has fired in the past. "It is a game changer because they are a threat to Israel's infrastructure and military installations," he said.
Israel's first airstrike in Syria, in January, also struck Jamraya. How Planned Parenthood Duped America
At a March 1925 international birth control gathering in New York City, a speaker warned of the menace posed by the "black" and "yellow" peril. The man was not a Nazi or Klansman; he was Dr. S. Adolphus Knopf, a member of Margaret Sanger's American Birth Control League (ABCL), which along with other groups eventually became known as Planned Parenthood.Sanger's other colleagues included avowed and sophisticated racists. One, Lothrop Stoddard, was a Harvard graduate and the author of The Rising Tide of Color against White Supremacy. Stoddard was something of a Nazi enthusiast who described the eugenic practices of the Third Reich as "scientific" and "humanitarian." And Dr. Harry Laughlin, another Sanger associate and board member for her group, spoke of purifying America's human "breeding stock" and purging America's "bad strains." These "strains" included the "shiftless, ignorant, and worthless class of antisocial whites of the South."Not to be outdone by her followers, Margaret Sanger spoke of sterilizing those she designated as "unfit," a plan she said would be the "salvation of American civilization.: And she also spike of those who were "irresponsible and reckless," among whom she included those " whose religious scruples prevent their exercising control over their numbers." She further contended that "there is no doubt in the minds of all thinking people that the procreation of this group should be stopped." That many Americans of African origin constituted a segment of Sanger considered "unfit" cannot be easily refuted.While Planned Parenthood's current apologists try to place some distance between the eugenics and birth control movements, history definitively says otherwise. The eugenic theme figured prominently in the Birth Control Review, which Sanger founded in 1917. She published such articles as "Some Moral Aspects of Eugenics" (June 1920), "The Eugenic Conscience" (February 1921), "The purpose of Eugenics" (December 1924), "Birth Control and Positive Eugenics" (July 1925), "Birth Control: The True Eugenics" (August 1928), and many others.These eugenic and racial origins are hardly what most people associate with the modern Planned Parenthood Federation of America (PPFA), which gave its Margaret Sanger award to the late Dr. Martin Luther King in 1966, and whose current president, Faye Wattleton, is black, a former nurse, and attractive.Though once a social pariah group, routinely castigated by religious and government leaders, the PPFA is now an established, high-profile, well-funded organization with ample organizational and ideological support in high places of American society and government. Its statistics are accepted by major media and public health officials as "gospel"; its full-page ads appear in major newspapers; its spokespeople are called upon to give authoritative analyses of what America's family policies should be and to prescribe official answers that congressmen, state legislator and Supreme Court justices all accept as "social orthodoxy."

Blaming Families
Sanger's obsession with eugenics can be traced back to her own family. One of 11 children, she wrote in the autobiographical book, My Fight for Birth Control, that "I associated poverty, toil, unemployment, drunkenness, cruelty, quarreling, fighting, debts, jails with large families." Just as important was the impression in her childhood of an inferior family status, exacerbated by the iconoclastic, "free-thinking" views of her father, whose "anti-Catholic attitudes did not make for his popularity" in a predominantly Irish community.The fact that the wealthy families in her hometown of Corning, N.Y., had relatively few children, Sanger took as prima facie evidence of the impoverishing effect of larger families. The personal impact of this belief was heightened 1899, at the age of 48. Sanger was convinced that the "ordeals of motherhood" had caused the death of her mother. The lingering consumption (tuberculosis) that took her mother's life visited Sanger at the birth of her own first child on Nov. 18, 1905. The diagnosis forced her to seek refuge in the Adirondacks to strengthen her for the impending birth. Despite the precautions, the birth of baby Grant was "agonizing," the mere memory of which Sanger described as "mental torture" more than 25 years later. She once described the experience as a factor "to be reckoned with" in her zealous campaign for birth control.From the beginning, Sanger advocacy of sex education reflected her interest in population control and birth prevention among the "unfit." Her first handbook, published for adolescents in 1915 and entitled, What Every Boy and Girl Should Know, featured a jarring afterward:To Sanger, the ebbing away of moral and religious codes over sexual conduct was a natural consequence of the worthlessness of such codes in the individual's search for self-fulfillment. "Instead of laying down hard and fast rules of sexual conduct," Sanger wrote in her 1922 book Pivot of Civilization, "sex can be rendered effective and valuable only as it meets and satisfies the interests and demands of the pupil himself." Her attitude is appropriately described as libertinism, but sex knowledge was not the same as individual liberty, as her writings on procreation emphasized.The second edition of Sanger's life story, An Autobiography, appeared in 1938. There Sanger described her first cross-country lecture tour in 1916. Her standard speech asserted seven conditions of life that "mandated" the use of birth control: the third was "when parents, though normal, had subnormal children"; the fourth, "when husband and wife were adolescent"; the fifth, "when the earning capacity of the father was inadequate." No right existed to exercise sex knowledge to advance procreation. Sanger described the fact that "anyone, no matter how ignorant, how diseased mentally or physically, how lacking in all knowledge of children, seemed to consider he or she had the right to become a parent."

Religious Bigotry
In the 1910's and 1920's, the entire social order–religion, law, politics, medicine, and the media–was arrayed against the idea and practice of birth control. This opposition began in 1873 when an overwhelmingly Protestant Congress passed, and a Protestant president signed into law, a bill that became known as the Comstock Law, named after its main proponent, Anthony Comstock. The U.S. Congress classified obscene writing, along with drugs, and devices and articles that prevented conception or caused abortion, under the same net of criminality and forbade their importation or mailing.Sanger set out to have such legislation abolished or amended. Her initial efforts were directed at the Congress with the opening of a Washington, D.C., office of her American Birth Control League in 1926. Sanger wanted to amend section 211 of the U.S. criminal code to allow the interstate shipment and mailing of contraceptives among physicians, druggists and drug manufacturers.During January and February of 1926, Sanger and her co-workers personally interviewed 40 senators and 14 representatives. None agreed to introduce a bill to amend the Comstock Act. Fresh from this unanimous rejection, Sanger issued an update to her followers: Everywhere there is general acceptance of the idea, except in religious circles. . .The National Catholic Welfare Council [sic] (NCWC) has a special legislative committee organized to block and defeat our legislation. They frankly state that they intend to legislate for non-Catholics according to the dictates of the church.There was no such committee. But 20 non-Catholic lay or religious organizations joined NCWC in opposition to amending the Comstock Act. This was not the first time, nor was it to be the last, that Sanger sought to stir up sectarian strife by blaming Catholics for her legislative failures. Catholic-bashing was a standard tactic (one that Planned Parenthood still finds useful to this day), although other Christian groups now also come in for criticism.Eight years later, in 1934, Sanger went to Congress again.  Reporting on the first day of the hearings, the New York Times noted: ... the almost solidly Catholic opposition to the measure. This is now, according to Margaret Sanger. . . the only organized opposition to the proposal.Sanger wrote a letter to her "Friends, Co-workers, and Endorsers" that portrayed the opposing testimony as the work of Catholics determined ... not to present facts to the committee but to intimidate them by showing a Catholic block of voters who (though in the minority in the United States) want to dictate to the majority of non-Catholics as directed from the Vatican in social and moral legislation ... American men and women, are we going to allow this insulting arrogance to bluff the American people? For Sanger, the proper attitude toward her religious critics featured character assassination, personal vilification and old-fashioned bigotry. Her Birth Control Review printed an article that noted: "Today by the Roman Catholic clergy and their allies . . . Public opinion in America, I fear, is too willing to condone in the officials of the Roman Catholic Church what it condemns in the Ku Klux Klan.A favorite Catholic-baiter of Sanger's was Norman E. Himes, who contributed articles to Sanger's journal. Himes claimed there were genetic differences between Catholics and non-Catholics.Are Catholic stocks . . . genetically inferior to such non-Catholic libertarian stocks and Unitarians and Universal . . . Freethinkers? Inferior to non-Catholics in general? . . . my guess is that the answer will someday be made in the affirmative. . . and if the supposed differentials in net productivity are also genuine, the situation is anti-social, perhaps gravely so.
Sanger sought to isolate Catholics by creating a schism between them and Protestants, who had held parallel views of birth control and abortion for centuries. She welcomed a report from a majority of the Committee on Marriage and the Home of the General Council of Churches (later the National Council of Churches) advocating birth control. This committee was composed largely of social elite Protestants, including Mrs. John D. Rockefeller, Jr. A number of Protestant church bodies publicly repudiated the committee's endorsement.The Rev. Worth Tippy, council executive secretary and author of the report, told Sanger in April 1931 that: ... the statement on Moral Aspects of Birth Control has aroused more opposition within the Protestant churches than we expected. Under the circumstances, and since we plan to carry on a steady work for liberalizing laws and to stimulate the establishment of clinics, it is necessary that we make good these losses and also increase our resources.  Could you help me quietly by giving me the names of people of means who are interested in the birth control movement and might help us if I wrote them.Sanger immediately wrote Tippy that she would be "glad to select names of persons from our lists whom I think might be able to subscribe." Tippy replied to Sanger a week later, offering to give her some names for fund raising and thanking her for the offer of "names of people who are able to contribute to generous causes and who are favorable to birth control." He also related that they had expected some reaction from the "fundamentalist groups," but nothing like what had happened.Protestants repeatedly stated their unity with Catholics in opposing Planned Parenthood's initiatives. During Sanger's attempts to reform New York state law, another Protestant stood with Catholics. The Rev. John R. Straton, Pastor of the Calvary Baptist Church of New York City, said: "This bill is subversive of the human family . . . It is revolting, monstrous, against God's word and contradicts American traditions."Sanger's attack on Catholics appeared to be an attempt to divert attention from the class politics of Planned Parenthood. The Rev. John A. Ryan wrote: ... their main objective is to increase the practice of birth-prevention among the poor . . . It is said that the present birth-prevention movement is to some extent financed by wealthy, albeit philanthropic persons. As far as I am aware , none of these is conspicuous in the movement for economic justice. None of them is crying out for a scale of wages which would enable workers to take care of a normal number of children.
Sanger's sexual license was another motivation for her Anti-Catholic sniping. A Sanger biographer, David M. Kennedy, said her primary goal was to "increase the quantity and quality of sexual relationships." The birth control movement, she said, freed the mind from "sexual prejudice and taboo, by demanding the frankest and most unflinching re-examination of sex in its relation to human nature and the basis of human society.

Sannger's Gamble
It was in 1939 that Sanger's larger vision for dealing with the reproductive practices of black Americans emerged. After the January 1939 merger of her Clinical Research Bureau and the ABCL to form the Birth Control Federation of America, Dr. Clarence J. Gamble was selected to become the BCFA regional director for the South. Dr. Gamble, of the soap-manufacturing Procter and Gamble company, was no newcomer to Sanger's organization. He had previously served as director at large to the predecessor ABCL.Gamble lost no time and drew up a memorandum in November 1939 entitled "Suggestion for Negro Project." Acknowledging that black leaders might regard birth control as an extermination plot, he suggested that black leaders be place in positions where it would appear that they were in charge as it was at an Atlanta conference.It is evident from the rest of the memo that Gamble conceived the project almost as a traveling road show. A charismatic black minister was to start a revival, with "contributions" to come from other local cooperating ministers. A "colored nurse" would follow, supported by a subsidized "colored doctor." Gamble even suggested that music might be a useful lure to bring the prospects to a meeting.Sanger answered Gamble on Dec. 10. 1939, agreeing with the assessment. She wrote: "We do not want the word to go out that we want to exterminate the Negro population, and the minister is the man who can straighten that idea out if it ever occurs to any of their more rebellious members." In 1940, money for two "Negro Project" demonstration programs in southern states was donated by advertising magnate Albert D. Lasker and his wife, Mary.Birth control was presented both as an economic betterment vehicle and as a health measure that could lower the incidence of infant mortality. At the 1942 BCFA annual meeting, BCFA Negro Council board member Dr. Dorothy B. Ferebee–a cum laude graduate of Tufts and also president of Alpha Kappa Alpha, the nation's largest black sorority–addressed the delegates regarding Planned Parenthood's minority outreach efforts : With the Negro group some of the most difficult obstacles . . . to overcome are: (1) the concept that when birth control is proposed to them, it is motivated by a clever bit of machination to persuade them to commit race suicide; (2) the so-called "husband rejection" . . . (3) the fact that birth control is confused with abortion, and (4) the belief that is inherently immoral. However, as formidable as these objections may seem, when thrown against the total picture of the awareness on the part of the Negro leaders of the improved condition under Planned Parenthood, or the genuine interest and eagerness of the families themselves to secure the services which will give them a fair chance for health and happiness, the obstacles to the program are greatly outweighed.Birth control as an economic improvement measure had some appeal to those lowest on the income ladder. In the black Chicago Defender for Jan. 10, 1942, a long three-column women's interest article discussed the endorsement of the Sanger program by prominent black women. There were at lease six express references, such as the following example, to birth control as a remedy for economic woes:" . . . it raises the standard of living by enabling parents to adjust the family size to the family income." Readers were also told that birth control" . . . is no operation. It is no abortion. Abortion kills life after it has begun. . . Birth Control is neither harmful nor immoral."But the moral stumbling block could only be surmounted by Afro-American religious leaders, so black ministers were solicited. Florence Rose, long-time Sanger secretary, prepared an activities report during March 1942 detailing the progress of the "Negro Project." She recounted a recent meeting with a Planned Parenthood Negro Division board member, Bishop David H. Sims (African Methodist Episcopal Church), who appreciated Planned Parenthood's recognition of the extent of black opposition to birth control and its efforts to build up support among black leaders. He offered whatever assistance he could give.Bishop Sims offered to begin the "softening process" among the representatives of different Negro denominations attending the monthly meetings of the Federal Council of Churches and its Division of Race Relations.These and other efforts paid off handsomely after World War II. By 1949, virtually the entire black leadership network of religious, social, professional, and academic organizations had endorsed Planned Parenthood's program.

National Scandal
More than a decade later, Planned Parenthood continued targeting minority communities, but without much success.In 1940, nonwhite women aged 18 to 19 experienced 61 births per 1,000 unmarried women. In 1968, the corresponding figure was 112 per 1,000, a 100 percent jump. What other factor could account for the increased rate of sexual activity than wider access to birth control, with its promise of sex without tears and consequences? Alan Guttmacher, then president of Planned Parenthood, was desperate to show policy-makers that birth control would produce a situation whereby "minority groups who constantly outbreed the majority will no longer persist in doing so. . . " Despite claims that racial or ethnic groups were not being "targeted," American blacks, among whose ranks a greater proportion of the poor were numbered, received a high priority in Planned Parenthood's nationwide efforts. Donald B. Strauss, chairman of Planned Parenthood World Population, urged the 1964 Democratic national Convention to liberalize the party's stated policies on birth control, and to adopt domestic and foreign policy platform resolutions to conform with long-sought San gerite goals: [While almost one-fourth of nonwhite parents have four or more children under 18 living with them, only 8% of the white couples have that many children living at home. For the Negro parent in particular, the denial of access to family planning professional guidance forecloses one more avenue to family advancement and well-being..Unwanted children would not get the job training and educational skills they needed to compete in a shrinking labor market; moreover, unwanted children are a product and a cause of poverty.Surveying the "successes" of tax-subsidized birth control programs, Guttmacher noted in 1970 that "[Birth control services are proliferating in areas adjacent to concentrations of black population." (In the 1980's, targeting the inner-city black communities for school based sex clinics became more sensitive than expected.) Guttmacher thought that as long as the birth rate continued to fall or remained at a low level, Planned Parenthood should certainly be introduced before family size by coercion is attempted."Reaching this goal, he thought, would best be accomplished by having groups other than the PPFA preach the doctrine of a normative 2.1-child family, as doing this would offend Planned Parenthood's minority clients. He suggested that family size would decrease if abortion were liberalized nationwide and received government support. In this prediction he was right on target.But Guttmacher did not completely reject forced population control: Predicting 20 critical years ahead in the struggle to control the population explosion, Dr. Alan Guttmacher, president of Planned parenthood World Population, continues to urge the use of all voluntary means to hold down on the world birthrate. But he foresees the possibility that eventual coercion may become necessary, particularly in areas where the pressure is greatest, possibly India and China. "Each country," he says, "will have to decide its own form of coercion, and determine when and how it should be employed. At Present, the means are compulsory sterilization and compulsory abortion. Perhaps some day a way of enforcing compulsory birth control will be feasible.Coerced abortion is already practiced in China, with the International Planned Parenthood Federation's approval.

Extreme Irony
Despite its past, Planned Parenthood has managed to present the image of toleration and minority participation through the vehicle of its divorced, telegenic, African American president, Ms. Faye Wattleton, appointed titular head of the PPFA in 1978, a post she still holds. Though paid in the six-figure range, she has impeccable minority credentials that would have fit the public relations criteria for both Margaret Sanger and Dr. Clarence Gamble.Wattleton's PPFA biography touts her as a friend of the "Poor and the young"; a nurse at Harlem Hospital; and the recipient of the 1989 Congressional Black Caucus Foundation Humanitarian Award and the World Institute of Black Communicators' 1986 Excellence in Black Communications Award. It further states she was featured in a national photography exhibit, "I Dream A World: Portraits of Black Women Who Changed America"; interviewed in Ebony; and was the cover story in Black Enterprise magazine. (Time published a profile of Wattleton in 1990 entitled "Nothing Less Than Perfect.")Her ideological orientation has received certification in the form of the Better World Society's 1989 Population Model, the 1986 American Humanist Award, and others. But surely, the spectacle of the Congressional Black Caucus awarding its humanitarian award to the black woman who presides over the organization that has hastened and justified the death of almost eight million black children since 1973 and facilitates the demise of the black family is ironic in the extreme.

Killer Angel
In his book, Killer Angel, George Grant says: "Myths, according to theologian J. l. packer, are stories made up to sanctify social patterns.' They are lies, carefully designed to reinforce a particular philosophy or morality within a culture. They are instruments of manipulation and control.Killer Angel tells the real story behind one of the biggest myths that controls our culture today the life and legacy of Margaret Sanger, founder of Planned Parenthood. Grant exposes "the Big Lie" perpetuated by Sanger's followers and the organization she started.Through detailed research and concise writing, Grant unveils Sanger's true character and ideology, which included blatant racism, revolutionary socialism, sexual perversion and insatiable avarice. Grant includes direct quotes from sources such as Sanger's Birth Control Review to support his findings. His biography spans Sanger's disturbed and unhappy upbringing which Sanger said contributed to her agitation and bitterness later in life to her eventual fixation with drugs, alcohol and the occult.Particularly shocking was Sanger's involvement in the Eugenics movement. Grant says: "[Sanger] was thoroughly convinced that the inferior races' were in fact human weeds' and a menace to civilization.' . . . [S]he was a true believer, not simply someone who assimilated the jargon of the times as Planned Parenthood officials would have us believe."Sanger died September 6, 1966, a week before her eighty-seventh birthday. Grant says: "[She] had nearly fulfilled her early boast that she would spend every last penny of Slee's [her second husband] fortune. In the process, though, she had lost everything else: love, happiness, satisfaction, fulfillment, family, and friends. In the end, her struggle was her naught."The truth uncovered in grant's book has proven to be a threat to those who follow the cult of :Planned Parenthood. In fact, Killer Angel was recently banned from a public library in Toledo, Ohio. A library manager stated in a letter that, "The author's political and social agenda, which is strongly exposed throughout the book, is not appropriate even in a critical biography of its subject."In response, Grant pointed out that "The question at hand is whether librarians should be making subjective judgments about my political beliefs and the beliefs of other authors."By censoring Killer Angel, the library appears to be violating its own policies, which state that, "the Library collection shall include representative materials of all races and nationalities, and all political, religious, economic and social views." Except Christian views, apparently.While the Toledo public library may not be interested in the information put forth in Grant's book, pro-lifers will find this biography useful and enlightening. It serves as a powerful tool in dispelling the myths surrounding a woman considered a heroine by many who began an organization that is responsible for the deaths of millions of unborn children.Grant states that, "Margaret Sanger and her heirs at Planned Parenthood . . . have thus far been able to parlay the deception into a substantial empire. But now the truth must be told. The illusion must be exposed." Killer Angel does an outstanding job in doing that.

Sanger's Legacy is Reproductive Freedom and Racism

Despite Margaret Sanger's contributions to birth control and hence women's freedom and empowerment, her legacy is diminished by her sympathies with eugenics. This writer says that, like many modern feminists, Sanger ignored class and race.(WOMEN'S NEWS)--Margaret Sanger opened the nation's first birth control clinic in 1916. For the rest of her life she worked to establish a woman's right to control her body and to decide when or whether to have a child. In 1921, she founded the American Birth Control league, the forerunner of Planned Parenthood.Her impact on contemporary society is tremendous. Enabling women to control their fertility and giving them access to contraception, as advocated by Sanger, makes it possible for women to have a broader set of life options, especially in the areas of education and employment, than if their lives are dominated by unrelieved childbearing.A recent reminder of Sanger's impact on our society came when the Equal employment Opportunity Commission found that it is illegal sex discrimination to exclude prescription contraceptives from an otherwise comprehensive health benefits plan. Sanger's efforts to provide access to contraception are at the foundation of decisions to provide equal access to prescription contraceptives and other prescriptions.Still, especially with the Bush administration, activists will have to fight to maintain access to contraception and to abortion. In April, the House of Representatives passed legislation that would establish criminal penalties for harming a fetus during the commission of a crime. While proponents of the bill say it does not include abortion, some see fetal protection legislation as an attempt to undermine abortion rights. The passage of this legislation is a reminder that the rights Margaret Sanger worked so hard to establish are tenuous rights that many would challenge.For all her positive influence, I see Sanger as a tarnished heroine whose embrace of the eugenics movement showed racial insensitivity, at best. From her associates, as well as from some of the articles that were published in Sanger's magazine, the Birth Control review, it is possible to conclude that "racially insensitive" is too mild a description. Indeed, some of her statements, taken in or out of context, are simply racist. And she never rebuked eugenicists who believed in improving the hereditary qualities of a race or breed by controlling mating in order to eliminate "undesirable" characteristics and promote "desirable" traits.

Sanger: We Must Limit the Over-Fertility of Mentally, Physically Defective

"Our failure to segregate morons who are increasing and multiplying . . . demonstrates our foolhardy and extravagant sentimentalism," she wrote in the recently republished "The Pivot of Civilization." This book, written in 1922, was published at a time when scientific racism had been used to assert black inferiority. Who determines who is a moron? How would these morons be segregated? The ramifications of such statements are bone chilling.

In a 1921 article in the Birth Control Review, Sanger wrote, "The most urgent problem today is how to limit and discourage the over-fertility of the mentally and physically defective." Reviewers of one of her 1919 articles interpreted her objectives as "More children from the fit, less from the unfit." Again, the question of who decides fitness is important, and it was an issue that Sanger only partly addressed. "The undeniably feebleminded should indeed, not only be discouraged but prevented from propagating their kind," she wrote.Sanger advocated the mandatory sterilization of the insane and feebleminded." Although this does not diminish her legacy as the key force in the birth control movement, it raises questions much like those now being raised about our nation's slaveholding founders. How do we judge historical figures? How are their contributions placed in context? It is easy to see why there is some antipathy toward Sanger among people of color, considering that, given our nation's history, we are the people most frequently described as "unfit" and "feebleminded."Many African American women have been subject to nonconsensual forced sterilization. Some did not even know that they were sterilized until they tried, unsuccessfully, to have children. In 1973, Essence Magazine published an expose of forced sterilization practices in the rural South, where racist physicians felt they were performing a service by sterilizing black women without telling them. While one cannot blame Margaret Sanger for the actions of these physician, one can certainly see why Sanger's words are especially repugnant in a racial context.The Planned Parenthood Federation of America has been protective of Margaret Sanger's reputation and defensive of allegations that she was a racist. They correctly point out that many of the attacks on Sanger come from anti-choice activists who have an interest in distorting both Sanger's work and that of Planned Parenthood. While it is understandable that Planned Parenthood would be protective of their founder's reputation, it cannot ignore the fact that Sanger edited the Birth Control review from its inception until 1929. Under her leadership, the magazine featured articles that embraced the eugenicist position. If Sanger were as anti-eugenics as Planned Parenthood says she was, she would not have printed as many articles sympathetic to eugenics as she did.

Like Many Modern Feminists, Sanger Ignored Race and Class
Would the NAACP's house organ, Crisis Magazine, print articles by members of the Ku Klux Klan? Would Planned Parenthood publish articles penned by fetal protectionist South Carolina republican Lindsey Graham? The articled published in the Birth Control Review showed Sanger's empathy with some eugenicist views. Margaret Sanger worked closely with W. E. B. DuBois on her "Negro Project," an effort to expose Southern black women to birth control. Mary McLeod Bethune and Adam Clayton Powell, Jr. were also involved in the effort. Much later, Dr. Martin Luther King, Jr. accepted an award from Planned Parenthood and complimented the organization's efforts. It is entirely possible that Sanger Ôs views evolved over time. Certainly, by the late 1940s, she spoke about ways to solve the "Negro problem" in the United States. This evolution, however commendable, does not eradicate the impact of her earlier statements.

What, then, is Sanger's legacy?
The Planned Parenthood Federation of America has grown to an organization with 129 affiliates. It operates 875 health centers and serves about 5 million women each year. Planned Parenthood has been a leader in the fight for women's right to choose and in providing access to affordable reproductive health care for a cross-section of women. Planned Parenthood has not supported forced sterilization or restricted immigration and has gently rejected the most extreme of Sanger's views.In many ways, Sanger is no different from contemporary feminists who, after making the customary acknowledgement of issues dealing with race and class, return to analysis that focuses exclusively on gender. These are the feminists who feel that women should come together around "women's issues" and battle out our differences later. In failing to acknowledge differences and the differential impact of a set of policies, these feminists make it difficult for women to come together.Sanger published the Birth Control Review at the same time that black men, returning from World War I, were lynched in uniform. That she did not see the harm in embracing exclusionary jargon about sterilization and immigration suggests that she was, at best, socially myopic.That's reason enough to suggest that her leadership was flawed and her legacy crippled by her insensitivity.
