6.3 magnitude quake strikes near Iran's Bushehr nuke facility, 30 deaths reported

Thirty people have been killed after a 6.3 magnitude earthquake struck near Bushehr in Iran. Around 800 people have been injured, according to the Iranian Students' News Agency. The area is home to the Bushehr nuclear power plant."Up until now the earthquake has left behind 30 dead and 800 injured," said Fereydoun Hassanvand, the governor of Bushehr province, according to ISNA.
The quake has been given "orange alert level" by the US Geological Survey (USGS). An orange alert means that significant casualties are likely and the disaster is potentially widespread. The earthquake's epicenter was 89 kilometers (55 miles) away from the plant, just outside the town of Kaki. There are currently no reports available from the town.The depth of the quake was 10 km (6.2miles). It was followed by several aftershocks, which measured between 4.8 and 6.1."We could clearly feel the earthquake," a local resident told Reuters. "The windows and chandeliers all shook."The villages of Shanbe and Sana have been heavily damaged, a Red Cross official told Reuters. Reports on Twitter say that 23 villages have been affected in total.
The Bushehr nuclear plant, which is located just 11 miles southeast of the city, remains unaffected.

"The earthquake in no way affected the normal situation at the reactor, personnel continue to work in the normal regime and radiation levels are fully within the norm," an official with Atomstroyexport, the Russian company which built the facility, told RIA Novosti.The Governor of Bushehr, Fereydoun Hassanvand, has also confirmed that the plant is undamaged.People on social media reported feeling the quake in Dubai and Abu Dhabi. There were no immediate reports of damages.Gulf Arab countries and Western experts have voiced concerns about the Bushehr plant, which is built in a heily seismic area. Iran has repeatedly denied allegations that it could be unsafe.The UN's International Atomic Energy Agency (IAEA) said during a 2012 visit to the facility that it was indeed safe."I, as the head of the [inspection] team, assure the Iranian society that Iran's installations are safe," Head of the IAEA's Nuclear Safety and Security Department, Olena Mykolaichuk, said in a statement.Bushehr, which is home to around 160,000 people, is located on Iran's southwestern coastal region. The head of the Atomic Energy Organization of Iran said in December another plant is slated for construction next to the Bushehr plant.Iran extends across several major faults in the earth's crust, and is prone to frequent earthquakes. In August 2012, two quakes in Northwestern Iran claimed the lives of 306 people and injured more than 4,500 others.

Tehran denies the allegations, stating that its nuclear endeavors are for purely civilian purposes. The Islamic Republic says its nuclear program is necessary to produce energy, as well as isotopes for research and medical devices.

Last week, foreign embassies were informed that North Korea would not guarantee the safety of their staffs after April 10. Japan has deployed Patriot missile interceptors around its defense ministry headquarters in Tokyo and other key facilities including Okinawa, in the wake of North Korea’s move last week of two intermediate- missiles to its eastern coast, placing Japan, South Korea and the US bases at Guam within range.In Tehran, meanwhile, President Mahmoud Ahmadinejad unveiled Tuesday two additional uranium-processing facilities at Ardakan in the central province of Yazd. This was announced with the official disclosure by Iranian state TV of uranium mines operating in the town of Saghand, 120 kilometers from Ardakan, which are reported to have an estimated output of 60 tons of yellowcake for use in the uranium enrichment process. In case this show of defiance was lost on the West, Tehran is now threatening to follow in the footsteps of its North Korean partner and withdraw from the Nuclear Non-Proliferation Treaty in the wake of the failure of the latest negotiations between the Islamic regime and world powers (April 5-6) in Kazakhstan.The meeting broke up without a date for resumption after Tehran refused outright to curb its enrichment program in exchange of the partial easing of sanctions, demanding that world powers acknowledge the Islamic Republic’s right to enrich uranium under the terms of the Nuclear Non-Proliferation Treaty (NPT).To underline this refusal, Alaeddin Boroujerdi, chairman of the Iranian parliament’s Committee for Foreign Policy and National Security, came out with this argument: There is no reason for Iran to be in compliance with the NPT and IAEA regulations when the United States and European countries “disregard its articles such as article 6 [mandating the reduction of nuclear weapons] and article 4 [Iran’s nuclear rights].” Speaking to the Fars News Agency (run by the Revolutionary Guards), Boroujerdi concluded: “Therefore, there is no reason for Iran to remain a NPT member…”Its exit would mean that the nuclear watchdog  would no longer have monitoring access to Iran’s known nuclear sites and like North Korea, which expelled the inspectors, could carry on enriching uranium and developing its nuclear weapons program without international oversight. These steps, along with Pyongyang’s restart of its nuclear facilities at Yongbyon last week, will give the nuclear collaboration with Iran and North Korea a further boost. However, neither Washington or Jerusalem appear to show any inclination to rein in either North Korea,  Iran or the dangerous ties between them. In Jerusalem, U.S. Secretary of State John Kerry said on Sunday that world powers would pursue further talks with Iran to resolve their nuclear dispute, but stressed  that the process could not go on forever – which is exactly what President Barack Obama said a year ago.

The carcasses of more than 8,000 sheep that died in snow blizzards last month have been collected from NI farms.Agriculture Michelle Michelle O'Neill told the assembly of the consequences of the weather on farmers.She said farmers' losses were "greater than anticipated", adding that 8,153 dead sheep and 240 cattle had been collected from 440 farms.The executive has agreed a £5m aid package to help those who lost livestock.Mrs O'Neill said the Department of Agriculture and Rural Development would pay for the collection and disposal of animals that had died in the snow.Any farmer who has suffered livestock losses as a result of the weather may be eligible for the scheme, which began on the 2 April and will remain in place until at least 19 April.The minister said this would deadline would be reviewed.Agriculture committee chairman Paul Frew, DUP, said the weather had been a "very tragic crisis to the faming community".

Surely you are not saying that people should not be dealt with first, surely you are not saying that the priority should not have been getting water, medical supplies and food to people?"RAF Chinook and Irish Air Corps helicopters made 46 air drops of emergency food supplies to farms in upper areas of counties Antrim and Down.TUV leader Jim Allister said the hardship funding was a "token contribution that will come nowhere near the need" and questioned why additional money was not being made available for restocking and restoring infrastructure on farms.The minister said the money available would be up to the maximum allowed under the European Union State Aid of 7,500 euros per farmer, including the collection and disposal of animals.Mrs O'Neill said she was working under "verifiable laws on livestock" and acknowledged the scheme would not fully compensate farmers' losses.

A fresh suspected leak of radioactive water has been detected at Japan's tsunami-hit Fukushima nuclear plant, its operator says.The contaminated water may have leaked into the ground from one of the plant's storage tanks, Tokyo Electric Power (Tepco) said.The nuclear plant has suffered two power failures in the past month.Separately, the International Atomic Energy Agency said it would visit the plant to conduct a review.If confirmed, the leak at the underground storage pool would be the third leak discovered at the plant since Saturday.The underground tanks store radioactive water that have been used in the plant's cooling systems.'Tremendous worry' The suspected leak was detected at the plant's number one pool, the destination for contaminated water from the number two pool, which was also leaking. The transfer has now been stopped."We understand that we have caused tremendous worry to the people of Fukushima and the wider public and we apologise for that," Tepco spokesman Masayuki Ono told reporters.Tepco said that while water may have leaked into the ground, it did not believe the water had reached the sea.It was "currently investigating the cause and countermeasures", said the company in a statement.Meanwhile, the IAEA said it would send a team of experts to the site of the Fukushima Daiichi power plant from 15 to 22 April to review the government's decommissioning plans for the plant.The visit had been requested by the Japanese government, the IAEA added.In the past month, Fukushima nuclear plant has experienced two power outages that shut down some of its cooling systems for spent fuel ponds.On 11 March 2011, an earthquake and tsunami crippled the plant. Waves knocked out cooling systems for the reactors, leading to meltdowns at three of them.Engineers have since stabilised the plant but years of work lie ahead to fully contain the disaster and tackle its effects.

Deadly Levels of Radiation Found in Food 225 Miles from Fukushima: Media Blackout on Nuclear Fallout Continues

New data released by Japan’s Ministry of Health, Labor and Welfare (MHLW) shows once again that the Fukushima Daiichi nuclear disaster is far from over. Despite a complete media blackout on the current situation, levels of Cesium-137 (Cs-137) and Cesium-134 (Cs-134) found in produce and rice crackers located roughly 225 miles away from Fukushima are high enough to cause residents to exceed the annual radiation exposure limit in just a few months, or even weeks.According to Fukushima-Diary.com, which posts up-to-date information about the Fukushima disaster, rice crackers and tangerines produced in the Shizuoka prefecture are testing high for both Cs-137 and Cs-134. Rice crackers, according to the data sheet, tested at 3.7 Becquerels per kilogram (Bq/Kg) of Cs-137, while tangerines tested at 1.46 Bq/Kg of Cs-134 and 3.14 Bq/Kg of Cs-137.The Shizuoka prefecture is located about 80 miles southwest of Tokyo, which is highly concerning as it is actually farther away from Fukushima than Tokyo. This suggest that potentially deadly levels of radiation are still affecting large population centers across Japan, including those that are not even in close proximity to the Fukushima plant.It is generally regarded that adult radiation workers should be exposed to no more than 50 millisieverts (mSv) of radiation per year in order to avoid serious health consequences. For children, this number is far lower, probably somewhere around 10 mSv, with this being on the high end. But the average adult and child eating these tainted foods at their current radiation levels will not only reach but exceed the safe maximum in just a few weeks.
Radiation levels continue to increase in lakes, rivers north of Tokyo
But food, of course, is not the only major source of radiation exposure in Japan. Other data also released by Fukushima-Diary.com shows that radiation levels in rivers, lakes and shorelines around Kashiwa City in Chiba, located about 20 miles northeast of Tokyo, are dangerously high and getting even higher.Since radiation levels were last tested in the Otsu River back in September, detected levels have nearly tripled, jumping from 5,700 Bq/Kg to 14,200 Bq/Kg of radiation. Similar jumps were observed in lakes and shore soils, the former increasing from 7,600 Bq/Kg to 8,200 Bq/Kg of radiation, and the latter increasing from 440 Bq/Kg to 780 Bq/Kg of radiation.Any increase in disease or death resulting from these continued radiation spikes, however, will more than likely be blamed on other causes besides radiation, so as to cover up the severity of the situation. The radiation component of radiation-induced heart disease, organ failure, and cancer, for instance, will simply be ignored, and any uptick in deaths, particularly among the elderly, declared normal.Meanwhile, a recent Rasmussen Report found that more than one-third of all Americans believe radiation from Fukushima caused “significant harm” in the U.S. This is likely due to the fact that high levels of radiation were observed in soil, water, and even food all across America in the wake of the disaster.

Canada's RBC outsourcing work to iGate that has operations in India'

Toronto: Canada is investigating a report that its largest bank is using temporary foreign workers hired by outsourcing company iGate, which has most of its operations in India, to effectively replace existing staff, a situation the government said it would not accept. A Conservative government minister revealed the probe on Saturday after a report from the Canadian Broadcasting Corporation.The CBC story said Royal Bank of Canada was planning to eliminate about 50 employees in its investor services division in Toronto and have the work done by outsourcing company iGate Corp. RBC said on Sunday it had not directly hired temporary foreign workers to take over the work of its current employees.But Zabeen Hirji, the bank's chief human resources officer, said RBC looked to suppliers like iGate to ensure it complies with existing Canadian laws. She said she was not sure of the exact visa status of iGate's employees working at the Canadian offices of the bank.The CBC story said RBC was planning to eliminate about 50 employees and have the work done by outsourcing company iGate Corp."We ask them to undertake that they follow all the rules and regulations for everything including employment ... at the end of the day iGate has to answer that question," she told Reuters in a telephone interview, adding that the bank was seeking further information from iGate about the status of the workers.The US-incorporated outsourcing company did not immediately respond to an e-mail seeking comment. Canada's Conservative government has already said it will review a temporary foreign worker programme that lets employers fill jobs with non-Canadians when qualified citizens or permanent residents are not available because of skills and labour shortages.Labour groups say employers are not doing enough to find Canadians to fill those jobs.In a statement after the CBC report, Human Resources Minister Diane Finley said late on Saturday that Canadians must always be the first in line for hiring opportunities. The programme "was never intended as a means to bring in temporary foreign workers in order to replace already-employed Canadian workers. This is why we have launched a review of the program," she said in a statement.The government minister said she instructed staff to work with citizenship and immigration officials "to determine the next steps" in the RBC and iGate situation. RBC's Hirji said about 45 workers were affected by the outsourcing plan. She said so far about 20 of those were set to find other jobs in the bank or had accepted retirement packages. She added the hope is a majority will find work somewhere within RBC.Canada's banking industry is dominated by a half dozen major lenders, which emerged largely unscathed from the global financial crisis and have repeatedly been ranked among the world's most stable.

TORONTO: Canadian telecom giant Bell Canada, a subsidiary of Bell Canada Enterprises (BCE), is looking for suitable vendors as part of outsourcing key voice-based projects for its internet, Solo Mobility, Bell Mobility and satellite TV divisions to India, said a report.Bell Canada plans to outsource these projects via fixed payouts as part of a deal worth approximately $25 million to $30 million a year, said a news report attributing the news to market sources.The projects being sent to India will be largely inbound and Bell Canada is looking at outsourcing the work to a outsourcing partner with strong competencies in carrying out front-end work for international clients, it said.Founded in 1880, Montreal-headquartered Bell Canada is a leading player in the Canadian wireless telecommunication industry, controlling about 30 per cent of total wireless subscribers in that country.Wireless, the key revenue driver, makes up roughly 50 per cent of Bell Canada's revenues.Over the last 10 years, Bell Canada's holding company Bell Canada Enterprises has branched out into complementary business segments such as cable TV, VoIP, IPTV, broadband internet, and wire line phones.With this, key divisions under Bell Canada include internet services provider Bell Internet, cellular wireless services provider Bell Mobility and direct-to-home satellite division Bell TV.

Kerry May Have Offered Abbas Incentives at Israel's Expense

U.S. Secretary of State John Kerry may have offered Palestinian Authority Chairman Mahmoud Abbas incentives to return to the negotiating table - at Israel’s expense.According to PA officials who spoke to the Bethlehem-based Ma’an news agency, following Kerry’s meeting with Abbas on Sunday, the Secretary of State offered Abbas several incentives to return to direct negotiations with Israel.The sources said that Kerry offered to release all PA tax funds and to ensure Israel does not withhold the PA’s tax revenue in the future.
Washington's top diplomat also reportedly offered to extend the Palestinian Authority's jurisdiction, particularly in Area C, the area of Judea and Samaria which is under full Israeli control, according to Ma’an.
Kerry also proposed allowing PA Arabs to build more freely in Area C, the officials said according to the report, which was unconfirmed by other sources.If true, the report is similar to one from several weeks ago, which said that Kerry was planning on offering Israel and the PA an outline which would see Israel releasing terrorists from its prisons and transferring areas from Area B, which is under joint PA-Israeli control under the Oslo Accords, to Area A which is under full PA control.Kerry’s outline would have the PA undertaking a return to the negotiating table and promising not to file lawsuits against Israel with the International Criminal Court.AFP reported earlier that Abbas, who has imposed endless preconditions on peace negotiations, came up with another one, telling Kerry that the release of terrorist prisoners held by Israel was a "top priority" for resuming peace talks. U.S. envoy says must fight mistrust for Middle East peace

JERUSALEM (Reuters) - U.S. Secretary of State John Kerry said on Monday he is trying to break down mistrust on both sides of the "festering" conflict between Israelis and Palestinians and would not rush into a new peace process.Making his third visit to the region in less than three weeks, Kerry met Palestinian President Mahmoud Abbas in Ramallah on Sunday night had dinner with Israeli Prime Minister Benjamin Netanyahu on Monday night."I am intensely focused on this issue ... because it is vital, really, to American interests and to regional interests to try to advance the peace process and because this festering absence of peace is used by groups everywhere to recruit and encourage extremism," Kerry told reporters traveling with him.While Kerry gave no details of his talks, Palestinian officials said he had revisited a 2002 Arab League proposal that offered full Arab recognition of Israel if it gave up land seized in a 1967 war and accepted a "just solution" for Palestinian refugees."The U.S. discussed a renewal of the initiative from the Arab League's part," Abbas aide Nimr Hammad told Reuters.Encouraged by Kerry's Middle East trip, an Arab ministerial committee on the peace process decided to send a delegation to Washington on April 29 to push for reviving peace talks stalled since 2010, Arab League chief Nabil Elaraby said."The mood of the meeting was very optimistic in light of Kerry's visit to the region and we hope that means that the U.S. would support the Palestinian people," an Arab diplomat told Reuters in Doha after the talks attended by Abbas.Rejected by Israel when it was originally proposed at a Beirut summit in 2002, the plan has major hurdles to overcome.
Israel objects to key points, including a return to 1967 borders, the inclusion of Arab East Jerusalem in a Palestinian state and the return Palestinian refugees to what is now Israel.Kerry said he was trying to chip away at the mutual mistrust that has built up during the conflict, whose main issues include borders, the status of Jewish settlements on the West Bank, the fate of Palestinian refugees and the status of Jerusalem.
"One of the reasons for these early interventions is to get right at the issue of mistrust," Kerry told reporters traveling with him. "I am convinced that we can break that down but I am not going to do it under ... time limits."This process should not be rushed subject to some sort of external time limit or artificial process because it's too important," he added. "So I am having discussions about those steps that would get at this issue of mistrust."Kerry said in addition to easing the mutual suspicion that has built up during the more-than-six-decade conflict, he is also looking at ways to bolster the economies of the region, something he believes could improve the climate for peace.Economic prospects for Palestinians in the West Bank are limited by Israeli restrictions on trade, and the Palestinian government is deeply dependent on foreign aid and bank credit to pay its bills. Help from abroad has plunged in recent years.
DUSTING OFF 2002 ARAB INITIATIVE
Kerry provided no details, however, on precisely how he hoped to revive Israeli-Palestinian peace talks, which collapsed in late 2010 amid a disagreement over Israeli settlement construction on land it seized during a 1967 war.The Palestinians want the land to establish their own state."There is a quiet strategy, which I intend to keep quiet ... in order to have the best chance of trying to get something moving," Kerry said.
Aaron David Miller, a former State Department official now at the Wilson Center think tank in Washington, said in an emailed comment Kerry should not push for speedy talks without agreed terms of reference, guidelines, and a code of conduct."After two decades of failed talks, violence, broken trust, negotiations without direction are not just a key to an empty room, they're destructive and harmful," Miller said. Kohl confesses to euro's undemocratic beginnings

Berlin - Former German Chancellor Helmut Kohl - the architect of German reunification - admitted he would never have won a referendum on the adoption of the euro in his country and said he acted "like a dictator" to see the common currency introduced.

In an interview from 2002 but published only recently as part of a PhD thesis written by journalist Jens Peter Paul, Kohl said that the idea behind the euro was to avoid another war in Europe."Nations with a common currency never went to war against each other. A common currency is more than the money you pay with," he said.He recalled French President Francois Mitterand - and other European leaders of the time - repeatedly urged him to push through the common currency idea, which was not very popular in Germany.
"They thought - and were right about it - that if Germany doesn't adopt the euro, nobody will. And about the German situation they said: if Helmut Kohl doesn't push it through, nobody else will. Decisions emerged out of this core attitude," Kohl said.One of these decisions was not to step down and let his popular interior minister, Wolfgang Schaeuble, become chancellor in the 1994 elections. Schaeuble, who currently serves as finance minister in the government of Angela Merkel, would not have been able to push through the euro, Kohl said."Schaeuble is a very talented man, no doubt about it, but this was not a matter for a newcomer, you needed someone with full authority," Kohl said.Germany's chancellor between 1982 and 1998, Kohl said it took him "years" to build the trust and negotiation skills to convince other European leaders of his ideas and push them through."And it paid off, for instance in the Frankfurt Bank," Kohl said, in reference to the concession made by France and Great Britain to allow the European Central Bank to be based in Frankfurt.With political parties springing up in favour of keeping Deutsche Mark and his own Christian-Democrats lukewarm to the idea of the euro, Kohl said a referendum on the matter would have been a lost cause."I knew that I could never have won a referendum here in Germany. We would have lost any plebiscite about the introduction of the euro. That is very clear. I would have lost it," he said.The odds would have been about seven to three against the euro, Kohl recalled. The Social-Democratic opposition would not have come out against it, but also "not gone to the battlefield in favour of the euro, surely not."In addition, the freshly reunified East Germans, happy to finally have their Deutsche Mark back, would never have voted in favour of abandoning it again for a new European currency."In the end, representative democracy can only be successful if someone stands up and says: this is how it is. I link my existence to this political project. Then you get a whole bunch of people in your own party who say: If he falls, I fall too. And then it is not about the euro - it is a life philosophy.""I wanted to bring the euro because to me it meant the irreversibility of European development... for me the euro was a synonym for Europe going further," Kohl said.But he admitted that in bringing this idea to life he "was like a dictator."Asked if he had to accept the euro in return for French support for German reunification, Kohl replied:"No more war - that was the first message. That was the point for men like Mitterand and Kohl, who in 1984 held hands on the Verdun battlefield. It wasn't about German reunification first and foremost."Kohl paid tribute to Mitterand's wife, Danielle, who told her husband not to ignore east Germans' desire to reunite with their western brothers."On German reunification, Mitterand was torn. The President of the Republic had all the files from Quai d'Orsay [the French foreign ministry] and they were not in favour of German reunification. Better keep them [the Germans] as few as possible," Kohl recalled.In the end, Mitterand's wife prevailed. The Berlin wall fell and Germany reunited in 1990. Kohl was celebrated as the chancellor of German reunification.His other big legacy however - bringing the euro to life without enough public support - remains controversial. That the single currency began as a political project without being backed up by an economic union is seen as at the root of the ongoing crisis in the eurozone.

Japan increasingly nervous about North Korea nukes

TOKYO (AP) — It's easy to write off North Korea's threats to strike the United States with a nuclear-tipped missile as bluster: it has never demonstrated the capability to deploy a missile that could reach the Pacific island of Guam, let alone the mainland U.S.But what about Japan? Though it remains a highly unlikely scenario, Japanese officials have long feared that if North Korea ever decides to play its nuclear card it has not only the means but several potential motives for launching an attack on Tokyo or major U.S. military installations on Japan's main island. And while a conventional missile attack is far more likely, Tokyo is taking North Korea's nuclear rhetoric seriously.On Monday, amid reports North Korea is preparing a missile launch or another nuclear test, Japanese officials said they have stepped up measures to ensure the nation's safety. Japanese media reported over the weekend that the defense minister has put destroyers with missile interception systems on alert to shoot down any missile or missile debris that appears to be headed for Japanese territory."We are doing all we can to protect the safety of our nation," said chief Cabinet spokesman Yoshihide Suga, though he and Ministry of Defense officials refused to confirm the reports about the naval alert, saying they do not want to "show their cards" to North Korea.North Korea, meanwhile, issued a new threat against Japan."We once again warn Japan against blindly toeing the U.S. policy," said an editorial Monday in the Rodong Sinmun, the official newspaper of its ruling party. "It will have to pay a dear price for its imprudent behavior."Following North Korea's third nuclear test in February, Japanese experts have increasingly voiced concerns that North Korea may already be able to hit — or at least target — U.S. bases and major population centers with nuclear warheads loaded onto its medium-range Rodong missiles.
"The threat level has jumped" following the nuclear test, said Narushige Michishita, a former Ministry of Defense official and director of the Security and International Studies Program at Tokyo's National Graduate Institute for Policy Studies.Unlike North Korea's still-under-construction intercontinental ballistic missile, or ICBM, program, its arsenal of about 300 deployed Rodong missiles has been flight tested and is thought to have a range of about 1,300 kilometers (800 miles).That is good enough to reach Tokyo and key U.S. military bases — including Yokota Air Base, which is the headquarters of the U.S. 5th Air Force; Yokosuka Naval Base, where the USS George Washington aircraft carrier and its battle group are home-based; and Misawa Air Base, a key launching point for U.S. F-16 fighters.Michishita, in an analysis published late last year, said a Rodong missile launched from North Korea would reach Japan within five to 10 minutes and, if aimed at the center of Tokyo, would have a 50-percent probability of falling somewhere within the perimeter of Tokyo's main subway system.He said Japan would be a particularly tempting target because it is close enough to feasibly reach with a conventionally or nuclear-armed missile, and the persistent animosity and distrust dating back to Japan's colonization of the Korean Peninsula in 1910 provides an ideological motive.
Also, a threat against Japan could be used to drive a wedge between Tokyo and Washington. North Korea could, for example, fire one or more Rodong missiles toward Tokyo but have them fall short to frighten Japan's leaders into making concessions, stay out of a conflict on the peninsula or oppose moves by the U.S. forces in Japan to assist the South Koreans, lest Tokyo suffer a real attack."Given North Korea's past adventurism, this scenario is within the range of its rational choices," Michishita wrote.Officials stress that simply having the ability to launch an attack does not mean it would be a success. They also say North Korea is not known to have actually deployed any nuclear-tipped missiles.Tokyo and Washington have invested billions of dollars in what is probably the world's most sophisticated ballistic missile defense shield since North Korea sent a long-range Taepodong missile over Japan's main island in 1998. Japan now has its own land- and sea-based interceptors and began launching spy satellites after the "Taepodong shock" to keep its own tabs on military activities inside North Korea.For the time being, most experts believe, North Korea cannot attack the United States with a nuclear warhead because it can't yet fashion one light enough to mount atop a long-range ICBM. But Japanese analysts are not alone in believing North Korea has cleared the "miniaturization" problem for its medium-range weapons.In April 2005, Lowell Jacoby, director of the Defense Intelligence Agency, told the Senate Armed Services Committee that North Korea had the capability to arm a missile with a nuclear device. In 2011, the same intelligence agency said North Korea "may now have" plutonium-based nuclear warheads that it can deliver by ballistic missiles, aircraft or "unconventional means."The Pentagon has since backtracked, saying it isn't clear how small a nuclear warhead the North can produce.But David Albright, a physicist at the Institute for Science and International Security think tank, said in an email he believes the North can arm Rodong missiles with nuclear warheads weighing as much as several hundred kilograms (pounds) and packing a yield in the low kilotons.
That is far smaller than the bombs dropped on Hiroshima or Nagasaki but big enough to cause significant casualties in an urban area.Japan also is a better target than traditional enemy South Korea because striking so close to home with a nuclear weapon would blanket a good part of its own population with the fallout.
Regardless of whom North Korea strikes — with a nuclear or conventional weapon — it can be assured of one thing: a counterattack by the United States.

North Korean lead Kim Jong-un is continuing to take steps towards initiating hostilities with South Korea and possibly the United States.Pyongyang issued a statement Monday saying it would withdraw its workers from the Kaesong joint industrial park administered together with South Korea.However, the North Korean government stopped short of saying it would permanently withdraw its workers from the site, leaving open the option for a return to normal operations.“It will temporarily suspend the operations in the zone and examine the issue of whether it will allow its [continued] existence or close it,” the North Korean official KCNA news agency said, quoting Kim Yang Gon, secretary of the Central Committee of the Workers’ Party of Korea.Meanwhile, United Nations Secretary-General Ban Ki-moon warned the North that any further nuclear testing would be considered a “provocative measure.”Ban added that North Korea cannot continue “confronting and challenging the authority of the Security Council and directly challenging the whole international community.”
He warned Pyongyang to obey the sanctions against its nuclear development activities, saying that he was offering “an urgent and honest appeal from the international community, including myself.”Ban’s statement came in response to an alert by South Korea that there were signs North Korea was preparing to launch another nuclear test. However, a defense ministry spokesperson in Seoul later said that while activity had indeed been detected at the Punggye-ri underground test site, it appeared to be routine.Israel neutralized a nuclear plant in Syria on September 6, 2007, that appeared to be under construction with the active assistance of North Korea.Russian President Vladimir Putin issued a statement saying that as a neighbor of North Korea, his country was concerned about the rising tensions. He added that all parties should “calm down... and start to resolve the problems that have piled up for many years there, at the negotiating table,” the BBC reported.

PAJU, South Korea (Reuters) - North Korea suspended its sole remaining major project with the South on Monday, after weeks of threats against the United States and South Korea, as Russian President Vladimir Putin said any nuclear conflict could make Chernobyl look like a fairy tale.Reclusive North Korea's decision to all but close the Kaesong industrial park coincided with speculation that it will carry out some sort of provocative action - another nuclear weapons test or missile launch - in what has become one of the most serious crises on the peninsula since the end of the Korean War in 1953.Tension has been rising since the United Nations imposed new sanctions against the North in response to its third test of a nuclear weapon in February. Pyongyang has been further angered by weeks of joint military exercises by South Korean and U.S. forces and threatened both countries with nuclear attack.Putin said conflict on the peninsula could cause greater devastation than the Chernobyl nuclear disaster in 1986."I would make no secret about it, we are worried about the escalation on the Korean peninsula, because we are neighbors," he told a joint news conference with German Chancellor Angela Merkel during a visit to a trade fair in Germany."And if, God forbid, something happens, Chernobyl which we all know a lot about, may seem like a child's fairy tale. Is there such a threat or not? I think there is... I would urge everyone to calm down... and start to resolve the problems that have piled up for many years there at the negotiating table."U.N. Secretary-General Ban Ki-moon said North Korea could not go on "confronting" the authority of the Security Council and challenging the international community."I sincerely hope that they will fully comply with the relevant Security Council resolutions. A senior North Korean official, quoted by the official KCNA news agency, said after a visit to Kaesong that authorities would withdraw North Korean workers and then decide on whether it would continue to operate.
  "It will temporarily suspend the operations in the zone and examine the issue of whether it will allow its (continued) existence or close it," KCNA quoted Kim Yang Gon, secretary of the Central Committee of the Workers' Party of Korea, as saying.KCNA said leaders in South Korea, a major U.S. ally, were "running the whole gamut of intrigues to find a pretext for igniting a war against (North Korea) after reducing the Kaesong Industrial zone to a theatre of confrontation".Seoul, it said, was trying to "turn the zone into a hotbed of war" against the North.The North last week barred South Koreans from entering the zone and South Koreans had been leaving the zone gradually in the past week as raw materials and food begin to run out.Analysts had suggested Pyongyang would continue to allow Kaesong to operate as it accounted for some $2 billion in annual trade, with 50,000 North Koreans working in the zone making household goods for 123 South Korean companies.It also generates more than $80 million a year in cash in wages - paid to the state rather than to workers.About 475 South Koreans workers remain in Kaesong. Thirteen factories have stopped operations due to lack of raw materials, according to the South's Unification Ministry."North Korea's unilateral decision to push ahead with this measure cannot be justified in any way and North Korea will be held responsible for all the consequences," the ministry said in a statement."The Korean government will calmly but firmly handle North Korea's indiscreet action and we will do our best to secure the safety of our people and the protection of our property."
"PREENING, POSTURING"
Bruce Cumings, a historian and author of "North Korea: Another Country", said in a report Pyongyang was behaving to a pattern."Nothing is more characteristic of this regime than its preening, posturing, overweening desire for the world to pay it attention, while simultaneously threatening destruction in all directions and assuring through draconian repression that its people know next to nothing about that same world," he wrote.
The zone was the last shared link between the two Koreas as the North cut off three telephone "hot lines" and declared it was tearing up the armistice that ended fighting in the 1950-53 Korean War.Earlier on Monday, the South's Defence Ministry denied suggestions that a nuclear arms test was imminent in North Korea, saying reported movements around the reclusive country's atomic site were routine, contradicting earlier government comments.China's Foreign Ministry said it wanted to see nuclear-free peace on the Korean peninsula. Ministry spokesman Hong Lei told a Beijing briefing that China "believes that the only way to realize denuclearization is dialogue among all the parties concerned".North Korean authorities told embassies in Pyongyang they could not guarantee their safety from Wednesday - after saying conflict was inevitable amid the joint U.S.-South Korean military exercises due to last until the end of the month. Antiochus IV (175-164 BC), was the 8th ruler of the Seleucid empire. He gave himself the surname "Epiphanes" which means "the visible god" (that he and Jupiter were identical). He acted as though he really were Jupiter and the people called him "Epimanes" meaning "the madman". He was violently bitter against the Jews, and was determined to exterminate them and their religion. The number of Muslims in Canada is predicted to triple over the next 20 years, sparking a debate among moderate Muslim-Canadians about whether the country is ready to deal with the community’s more extremist members.The current number of Muslims — 940,000 — comprises 2.8% of the Canadian population. A recent report from the Washington-based Pew Forum on Religion & Public Life said they will increase both in number and proportion of the country — 2.7 million, or 6.6% of the Canadian population, by 2030. By comparison, Muslims are expected to make up 1.7% of the U.S. population by that time.
The vast majority of Muslims coming to Canada want the same things every immigrant wants, said Tarek Fatah, a commentator on Muslim affairs and founder of the Muslim Canadian Congress. They are looking for economic security, better education and freedom from oppression.“But what is different from other immigrant groups is there is a subgroup among Muslims, I call Islamists, who come here with the intention of destroying the social fabric of the country,” said Mr. Fatah. “That is very unusual for an immigrant group and will be more of a problem in the future.”Canadian society, especially the country’s education system, is not yet prepared to deal with a portion of young Muslims who do not subscribe to Canadian ideals of pluralism, he noted.

Muslim leaders in London, Ont., say they "unequivocally condemn violent extremism of any kind" following the identification of two young Canadians from the city as participants in a deadly attack in Algeria earlier this year.Chair of the London Muslim Mosque, Rob Osman, said at a news conference Tuesday that “the Association of London Muslims has and will continue to unequivocally condemn violent extremism of any kind, as this is the opposite to the core teachings of Islam.”CBC News has learned that two al-Qaeda-linked militants, Xristos Katsiroubas, 22, and Ali Medlej, 24, came from a comfortable middle-class neighbourhood in London and were former high school friends, who may have attended the mosque.

The attack on an Algerian gas plant left more than three dozen refinery workers dead, the final 10 of whom were reportedly tied to gas plant piping and killed in a massive bomb blast.Munir El-Kassem, imam of the Islamic Centre of Southwest Ontario, also spoke at the news conference, and said that “we as Muslims are as concerned as everybody else.”El-Kassem said the families of the two suspects were not known to him or his colleagues.“We condemn these things together, not only as a Muslim community but as members of the community at large,” El-Kassem said. “Faith and terrorism is an oxymoron. They do not exist together."
El-Kassem expressed concern that reports in the media and reaction by the larger community could prompt a backlash against Muslim youth. “Members of our community deserve to continue to live peacefully and away from anxiety and concern,” he said. “We have to work together to combat global phenomena that are affecting all of us.”He urged people not to be influenced by anti-Islam websites that are prominent on the internet.El-Kassem said "our doors are open to anyone. We do not worship behind closed doors."
Osman said the Muslim community in London has worked to combat the radicalization of youth, and had recently hosted a fair on public security that brought in the RCMP, CSIS, Department of Justice and Canada Border Services Agency to “bridge gaps between our community and youth."

RCMP asked about suspect in June

CBC News has learned that two RCMP investigators were asking questions last June about at least one of the Canadians later involved in the Algeria gas plant attack.A member of the Muslim Youth Association in London said police showed members pictures of Ali Medlej and several other men.Ahman Elturk said police were asking if anyone knew them. Elturk said he had seen Medlej once before.Regarding the questions about Medlej, RCMP spokesman Lawrence Trottier told CBC News: "We do not confirm or deny investigations."

Pair moved to Edmonton in 2007

CBC News has learned that in 2007, Medlej and Katsiroubas left London for Western Canada in search of work.A former friend of Katsiroubas said the teen seemed lost and adrift before he left home to go West.
“I felt he had no motivation or no goal in life. [I] tried to tell him to, you know, Xris, you really need to get a job, you need to at least go through school or something.”CBC News spoke to a landlady who rented a condo in south Edmonton to Katsiroubas and Medlej from mid-February to May 2007 before evicting them for causing damage.

The landlady, whose identity is being withheld, said that the pair responded to an online ad about the apartment."I guess you could say Ali [Medlej] was a smooth talker. He was definitely the leader. Xris [Katsiroubas] was quiet. Ali was insistent that we rent them a place because they were in a bind. I kind of felt like helping them," she said. "They had moved to Alberta and couldn't stay with their cousin. They were sleeping on a couch or something and they really needed a place."But the pair couldn’t keep jobs and were soon reduced to stealing groceries.They were evicted from their condo after trashing it, breaking windows and smashing holes in the walls and doors.In April another tenant complained that the patio glass in their ground-floor apartment was shattered."They claimed they didn't do it. That they were attacked. They filed a complaint with police," the landlady said."I served them an eviction notice because there were damages at the place. There were holes punched in the walls."It's funny. I was just talking about them yesterday. They were very memorable."Court records show the two teens and a third friend from London were caught stealing a buggy of groceries from a store on March 25, 2007. They pleaded guilty to minor theft charges and were fined and given time to pay.Last month, the former friend of Katsiroubas learned he and Medlej had been killed in the in the Algeria attack linked to al-Qaeda.“They wanted to find a purpose or some kind … something to do, something to believe in, something to strive for. I guess that maybe terrorists or maybe other ideas got to them before we as Canadians were able to offer something better.”How these teens went from unemployed in Edmonton to a deadly hostage-taking in Algeria still isn't known.

Third former London student linked to two men killed in Algeria terror attack

LONDON, Ont. -- A third former London high school student has been linked in media reports to the two London men killed in a January terror attack in Algeria.CBC identified the third man as Aaron Yoon.
School records show Yoon attended South Collegiate at the same time as Xristos Katsiroubas and Ali Medlej, who were killed at a gas plant in Algeria earlier this year. All three men enrolled in the high school in 2005-06. Yoon graduated that year from the south-end school.He reportedly travelled overseas with Medlej, and the details around his status are murky. He’s still alive, family members say, but they dispute indications he’s behind bars in a North African prison.Beyond that, though, a relative would say little late Tuesday.“We’ll be able to talk at another time but not at this time,” the man said. “As of now we’re not going to speak about this.”He said it was “fairly accurate” to report the family believes Yoon is free to travel abroad and has not been arrested.

At least three people have been killed and dozens taken hostage in a deadly attack on a natural gas facility in Algeria Wednesday in a strike that appears to have been carried out by an al-Qaeda-linked militant group.According to reports by the AP and Reuters, 41people have been taken hostage from the complex deep in the Sahara, including citizens from America, Britain, France, Norway, and Japan.The attack is thought to be a new offensive against France’s military intervention in the neighboring north African country of Mali. The U.S. Secretary of Defense, Leon Panetta, has branded the incident a ‘terrorist attack.’The Associated Press reports that seven Americans are among the hostages, and said that one of those killed was a French national, the other was British. The nationality of the third person killed was unknown, according to Reuters.
Reports from the area remain largely unclear, and many details about Wednesday’s attack are still evolving, and there are conflicting reports over the number of people killed, their nationalities, and the number of hostages.The incident occurred at the upper northeastern corner of Algeria close to the Libyan border and was reportedly carried out by militant group Katibat Moulathamine, or the Masked Brigade.One member phoned a Mauritanian news outlet to say that one of its affiliates had carried out the operation at the Ain Amenas gas field, and that France should end its intervention in Mali to ensure the safety of the hostages.BP, the Norwegian company Statoil and the Algerian state oil company Sonatrach, operate the gas field. A Japanese company, JGC Corp, provides services for the facility as well.In Rome, U.S. Defense Secretary Leon Panetta declared that the U.S. 'will take all necessary and proper steps' to deal with the attack in Algeria. He would not detail what such steps might be but condemned the action as 'terrorist attack' and likened it to al-Qaida activities in Pakistan, Afghnistan and in the United States on September 11, 2001.Algeria's top security official, Interior Minister Daho Ould Kabila, said that 'security forces have surrounded tharea and cornered the terrorists, who are in one wing of the complex's living quarters.He said one Briton and one Algerian were killed in the attack, while a Norwegian and two other Britons were among the six wounded.We reject all negotiations with the group, which is holding some 20 hostages from several nationalities,' Kabila said on national television, raising the specter of a possible armed assault to try to free the hostages.Those held captive could now be used as human bargaining chips in the escalating war in Mali.
There are also rumours that the hostage takers fought off a night-time attack made by Algerian troops who tried to rescue hostages, although there has been no confirmation of this.

A spokesman for the interior ministry in Algiers said: ‘Two people, including a British national, died in the attack. Six others have been wounded and others held hostage.’
All of the victims were on a bus in the south of the country near the town of Ain Amenas, which is in the south east of the former French colony, close to the Libyan border.A gang of terrorists brandishing machine guns, rocket launchers and grenades opened fire soon after dawn, halting the bus, and then moving into the In Amenas gas installation.The rebels are holding all the hostages inside the plant, which is now surrounded with mines, with the terrorists threatening to detonate them if security forces intervene, said an Algerian diplomatic source based in Paris.There were some reports last night that semtex explosives were strapped to some of the hostages.He confirmed that the facility was ‘in the hands of the terrorists’ who had demanded the release of 100 Islamists held in Algeria, and that everything was being done to capture them and to free the hostages.Hundreds of Algerians work at the plant and were taken in the attack, but the state news agency reported that they have gradually been released, unharmed and in small groups, by the late afternoon.Typically there would be fewer than 20 foreign staff members on site on a typical day, along with hundreds of Algerian employees.Many hostages were believed to have been on their way to Ain Amenas airport, from where there are regular flights to Gatwick airport.Gatwick-based company Jet Air is among those who have now suspended their flights from the UK to southern Algeria.The British worker and a French security guard are thought to have died in a fire fight after the Algerian Army deployed troops at the scene.
