With three high-level staffers departing the mayor’s office in the course of a week, the National Post‘s Megan O’Toole takes a closer look at those who remain. Many are relatively young and inexperienced, or have links to the mayor’s other passion: football.
Earl Provost: The mayor’s director of stakeholder and council relations was promoted to acting chief of staff after Mark Towhey’s termination last week. Mr. Provost reportedly tried to help the mayor’s former Don Bosco football team last year by unsuccessfully urging Queen’s Park to fund millions of dollars in field renovations.
Christopher Fickel: The acting executive assistant to the chief of staff began as a special assistant, and came under fire last year for helping the mayor with his football-coaching duties.
David Price: The mayor’s director of operations and logistics coached Rob Ford in high-school football, and was identified in a recent Globe and Mail article as a participant in Doug Ford’s alleged hashish business three decades ago. The councillor strongly denied the hashish allegations.
Sanjin (Sunny) Petrujkic: The mayor’s senior policy advisor and director of council affairs was promoted Monday to interim press secretary upon the departures of George Christopoulos and Isaac Ransom.
Sheila Paxton: The senior policy advisor served as executive assistant to right-leaning councillor Mark Grimes prior to joining the mayor’s staff.
Kia Nejatian: Now the mayor’s executive assistant, Mr. Nejatian began during the 2010 election campaign as the mayor’s director of field organization, where he recruited and trained hundreds of volunteers.(RESIGNED TODAY MAY 30,13)
Carley McNeil: Shortly after graduating from Trent University with a psychology and sociology degree, she became the mayor’s event co-ordinator.
Brooks Barnett: One of the mayor’s policy advisors, he recently re-Tweeted a message from Mr. Towhey that described Mr. Christopoulos and Mr. Ransom as “honourable professionals for whom I have enormous respect.”
Brian Johnston: The mayor’s policy advisor describes himself as a proud University of Western Ontario alumni who is “happily working hard for the taxpayers of Toronto.”(RESIGNED TODAY MAY 30,13)
Thomas Beyer: A special assistant in charge of social media on the mayor’s campaign, Mr. Beyer, an Etobicoke native, told the National Post: “The mayor and I go back a long way.”
Brendan Croskerry: The newly hired special assistant, a singer-songwriter from Halifax, says he worked for Toronto marketing agency Ossington Creative prior to joining the mayor’s staff.
Xhejsi (J.C.) Hasko: Recruited to the mayor’s office as a special assistant this month, he was reportedly a former player and assistant coach with the Don Bosco football team, which the mayor coached until his dismissal last week.
Michael Prempeh: A special assistant, he once played football for the University of Toronto.

That brings to five the number of staff who have walked out or been fired from Ford’s office in a week.
It started with Mark Towhey, Ford’s executive assistant, being marched out by security last Thursday. Then on Monday Ford’s two spokespeople, George Christopoulos and Isaac Ransom, tendered their resignations and slipped out before they could be marched out by security.The two latest departures come on the day that the Star reported that sources said Ford told senior aides in a meeting not to worry about a video appearing to show him smoking crack cocaine because he knew where it was.Ford then blurted out the address of two 17th-floor units — 1701 and 1703 — at a Dixon Rd. apartment complex, to the shock of staffers at a city hall meeting almost two weeks ago, the sources said.The mayor cited “our contacts” as the source of his information, according to insiders familiar with the unusual May 17 session in his office.Staffers were alarmed by the implication of hearing so precise a location, sources said.

The Ontario Tories seem to be distancing themselves from Doug Ford, who the party has previously called a potential star candidate.Ford had expressed interest earlier this spring about running for the Progressive Conservatives if an election was called over the budget. Despite the storm brewing down at city hall and Doug Ford's conservative ties, PC party spokesperson Alan Sakach says he doesn't think this affects the conservative brand. Last month when Ford announced he would like to run, Sakach told Newstalk 1010 Ford was a "high-calibre candidate." When asked about those comments, he didn't mention Ford by name, saying only that the party is excited about all of their potential candidates. He went on to say Ford hasn't filed his nomination papers yet.PC house leader Jim Wilson says he has never met Ford. He underlines once Ford does official express interest in running by filing the papers, he has to win the nomination from the local riding association like anyone else.

TORONTO - A second man has been charged with first-degree murder in connection with the fatal shooting of Anthony Smith.Interest in the case increased after a photo of Smith and Mayor Rob Ford was sent to Gawker.com and The Star by drug dealers who allegedly had a crack cocaine video featuring Ford.In the photo, the murder victim is holding a beer, making a rude gesture and has his arm around the mayor.Smith was gunned down March 28 across the street from the Lokki Lounge, a nightclub on King St. W. A second man was wounded in that shooting.Two other men in the photo, also cuddling up to Ford, have their faces blurred. But a Toronto Sun source claimed one of them is the man who was wounded when Smith was slain.
Ford has said he often takes pictures with members of the public and has denied the photo links him to the drug trade.Hanad Mohamed man was arrested by the RCMP last Friday in Fort McMurray, Alta., Toronto Police announced Thursday morning.In April, a 23-year-old man was also charged with first-degree murder.

Second Arrest in Smith Murder

There's been a second arrest made in the shooting death of Anthony Smith. He's the 21 year old man, gunned down outside of a King St West nightclub on March 28th. Toronto Police say 23 year old Hanad Mohamed was arrested in Fort McMurray, Alberta after a Canada-Wide warrant was issued. He's being moved back to Toronto, where he'll be in court at Old City Hall on Friday.Mohamed will be charged with first degree murder. Smith was one of the men standing with Mayor Rob Ford in a photo that graced the cover of several newspapers, and accompanied reports of an alleged video of the Mayor smoking crack cocaine. So far, Police don't have a motive for the shooting.

Ford and others in attendance at the meeting didn't respond to the Star's request for comment. Reporters who visited the two units were told that "numerous young men are seen coming and going there at all hours of the night and day," but that no one had seen Ford, who is hard to miss. (A recent shooting outside one of the apartments was "an accidental shooting involving people who were drunk.") After the meeting, Ford staffer David Price asked (now-fired) chief of staff Mark Towhey (who was not in attendance) "what we would do" if "hypothetically" they knew where the video was, and suggested that one of the men in the now-infamous photograph of Ford that accompanied the original Gawker article had been killed over the video.Towhey suggested they go to police. Price demurred ("sources," he responded when Towhey asked where he learned of the tape's location). The next day, Towhey told police what he had heard from Price. Toronto Police have assigned two detectives to investigate. Rob Ford is still Mayor of Toronto. On Monday, Gawker's efforts to raise money to buy the tape through crowd-funding reached its goal.

Old Torah scroll found in Italy university library


ROME (AP) — An Italian expert in Hebrew manuscripts said Wednesday he has discovered the oldest known complete Torah scroll, a sheepskin document dating from 1155-1225. It was right under his nose, in the University of Bologna library, where it had been mistakenly catalogued a century ago as dating from the 17th century.The find isn't the oldest Torah text in the world: the Leningrad and the Aleppo bibles — both of them Hebrew codexes, or books — pre-date the Bologna scroll by more than 200 years. But this is the oldest Torah scroll of the Pentateuch, the five books of Moses, according to Mauro Perani, a professor of Hebrew in the University of Bologna's cultural heritage department.Two separate carbon-dating tests — performed by the University of Salento in Italy and the Radiocarbon Dating Laboratory at the University of Illinois, Urbana-Champaign — confirmed the revised dating, according to a statement from the University of Bologna.Such scrolls — this one is 36 meters (40 yards) long and 64 centimeters (25 inches) high — are brought out in synagogues on the Sabbath and holidays, and portions are read aloud in public. Few such scrolls have survived since old or damaged Torahs have to be buried or stored in a closed room in a synagogue.In a telephone interview Wednesday, Perani said he was updating the library's Hebrew manuscript catalogue when he stumbled upon the scroll in February. He said he immediately recognized the scroll had been wrongly dated by the last cataloguer in 1889, because he recognized that its script and other graphic notations were far older.Specifically, he said the scroll doesn't take into account the rabbinical rules that standardized how the Pentateuch should be copied that were established by Maimonides in the late 12th century. The scroll contains many features and markings that would be forbidden under those rules, he said.
The 1889 cataloguer, a Jew named Leonello Modona, had described the letters in the scroll as "an Italian script, rather clumsy-looking, in which certain letters, as well as the usual crowns and strokes show uncommon and strange appendices," according to the University of Bologna release.Perani, however, saw in the document an elegant script whose square letters were of Babylonian tradition, the statement said.
Perani told The Associated Press it was "completely normal" for a cataloguer to make such a mistake in the late 1800s, given the "science of manuscripts was not yet born."Outside experts said the finding was important, even though older Hebrew bibles do exist."It is fairly big news," said James Aiken, a lecturer in Hebrew and Old Testament studies at Cambridge University. "Hebrew scholars get excited by very small things, but it certainly is important and clearly looks like a very beautiful scroll."However, Giovanni Garbini, a leading expert on ancient Semitic languages and retired professor at Rome's La Sapienza university, said the discovery doesn't change much about what the world knows about Hebrew manuscripts."It's an example of an ancient scroll, but from the point of view of knowledge, it doesn't change anything," he said in a telephone interview.But Stephen Phann, acting president of the University of the Holy Land in Jerusalem and an expert in ancient Jewish manuscripts, said if accurately dated, the scroll is a rare and important find. "We don't have anything much from that period," Phann said.There are far older scraps of Torah scrolls that can be dated back to the 8th century, but Phann said it was rare to find a complete manuscript.The find was also emotionally important, he said because the scroll, as opposed to a bound book, is used for reading Torah portions throughout the year in synagogue."It's almost a friendship — that they have come to know the Torah scroll in their midst, and they draw their knowledge and focus on worship on how they live their daily life," Phann said.Perani said it remains a mystery how the scroll came to be part of the Bologna university library but that he anticipated further study would now begin.The scroll remains in the library and doesn't require any extra conservation precautions beyond what it already has, he said.___Diaa Hadid contributed from Jerusalem.___Follow Nicole Winfield at www.twitter.com/nwinfield

Facing the threat of thousands of enemy rockets, Israel’s home front is more vulnerable than ever, Prime Minister Benjamin Netanyahu said Thursday at a meeting concluding this week’s home front drill, which tested the country’s readiness for chemical and conventional rocket attacks.“We are deep in the era of missiles that are aimed at civilian population areas,” Netanyahu said during a meeting of the Emergency Economy Committee. “We must prepare defensively and offensively for the new era of warfare. The State of Israel is the most threatened state in the world. Around us are tens of thousands of missiles and rockets that could hit our home front.”Netanyahu said that November’s Operation Pillar of Defense, during which Hamas terrorists fired hundreds of rockets from Gaza at Israeli civilian areas, was a small example of the change in the nature of the threats Israel faces.In addition to training the military and emergency services, the weeklong exercise also sought to prepare the civilian population. Air raid sirens sounded twice, drilling the civilian population in finding shelter at home, work and school.The prime minister explained that maintaining high public morale was a key element of national security.“Defensive preparations, first of all, mean preparing the spirit of the nation to be steadfast in order to allow the military to strike the enemy that wants to destroy us,” Netanyahu said. “It is important to maintain functional continuity in the home front that is under fire. AnaIysis: Israel could swoop on S-300 missiles in Syria, but with risks

JERUSALEM (Reuters) - Israel could overcome advanced S-300 anti-aircraft missiles if they were deployed in Syria but any strikes on the system would be difficult and risk alienating its supplier, Russia.
Israel has pledged to take preventive action, seeing a future Syrian S-300 as a "game-changing" threat to its own air space as well as to the relative free rein with which it now overflies its northern foe as well as neighboring Lebanon.Experts agree that Israeli sabotage or open force to disrupt delivery by Russia is extremely unlikely - a view seemingly shored up by Syrian President Bashar al-Assad's announcement on Thursday that the first missiles had arrived.That leaves Israel lobbying Moscow to slow down the shipment in hopes it would be overtaken and scrapped if Assad fell to a more than two-year-old rebellion, and in parallel preparing counter-measures to neutralise the S-300 on the ground in Syria.The Israeli newspaper Haaretz quoted National Security Adviser Yaakov Amidror as warning European diplomats that Israel would "prevent the S-300 missiles from becoming operational". That may be achieved by ensuring Assad does not get the full system, experts say, or by disabling it militarily if he does."The S-300 would be the pinnacle of Russian-supplied arms for Syria," Colonel Zvika Haimovich, a senior Israeli air force officer, told Reuters in an interview. "Though it would impinge on our operations, we are capable of overcoming it.He said Israel's "red line" on the S-300 was "between Syria and others". This was a hint Israel might hold off on bombing the batteries as long they did not appear set on shooting down planes within Israeli airspace, of being transferred to Lebanese Hezbollah guerrillas or to Iran - both staunch allies of Assad and enemies of Israel, or of being looted by Islamist rebels.

The Israelis excel in electronic warfare. In 1982, they "blinded" Soviet-supplied Syrian anti-aircraft units in Lebanon, then destroyed 19 of them without Israeli losses. Similar technologies helped Israeli jets destroy a suspected nuclear reactor in Syria in 2007 and, this year, to hit Syrian targets on at least three occasions to prevent what intelligence sources called attempts to move advanced weaponry to Hezbollah.A source close to Russia's defence ministry agreed that the Israelis "likely have a million ways to combat the S-300 electronically". But he questioned their feasibility because they had not been tested in war."So, whether the S-300 would fail or not cannot be known".Robert Hewson, an IHS Jane's air power analyst, predicted Israeli prowess would prevail in Syria while cautioning that the S-300 would be the most formidable air defence system it had ever faced. "Israel has had nasty surprises from these things before," he said, noting its steep losses to the Soviet anti-aircraft missiles used by Syria and Egypt in the 1973 war.Hewson felt Israel would prefer to destroy the S-300 in Syria but may opt instead just to circumvent it as required for missions, especially if there was the risk of inadvertently killing or wounding Russians helping to install the system.
Security sources have put the number of Russian military personnel in Syria at several hundred."The Russians would react badly to losing their people, and Israel knows that equally," Hewson said.Former Israeli defence minister Moshe Arens said Moscow should be mindful of the harm that seeing the S-300 defeated in Syria would do to exports of the system elsewhere.Past clients include Cyprus, whose S-300, posted on the Greek island of Crete, may have given Israel's air force a chance for test runs during manoeuvres over the Mediterranean."I'd be very surprised if the Russians deliver this system (to Syria)," Arens told Israel Radio. "It would become apparent that our air force is capable of besting this system, and that would not make for good advertising."Playing down the strategic challenge that would be posed to Israel by a Syrian S-300, Arens added. "We are not afraid. This would simply change the situation, and we are not interested in the situation being changed to our detriment."
HAZY DEPLOYMENT TIMELINE
The timeline for the anticipated Syrian deployment of the S-300 remains hazy. Hewson said it could be "up and running within a minimum of a few weeks" once all components were in, and provided qualified Syrian personnel were available.But the Russian defence ministry source said he knew of no Syrians who had already been trained by Moscow, and put the completion of the S-300 delivery at "six to 12 months from now".Assuming Assad survives in power, such a lag could provide Israel with thwarting opportunities.
Hewson said the truck-towed S-300 would be physically hard to conceal. Its radar, if activated, would emit a distinctive signal that Israel could easily monitor, he added.Diplomatic alternatives may not have been exhausted, though.Yuval Steinitz, a senior member of Prime Minister Benjamin Netanyahu's cabinet, held on Thursday what political sources described as a discussion of the Syrian S-300 deal with Russian Ambassador Sergei Yakovlev.In 2010, following Israeli appeals, Russia scrapped an S-300 sale to Iran. In what may have been a quid pro quo, the Israelis also agreed that year to sell Russia surveillance drones that would narrow its technological military gap with rival Georgia.Russia now has other strategic interests - for example, investment in Israel's Mediterranean gas fields. Silvan Shalom, another Israeli cabinet minister, told Reuters that Russian President Vladimir Putin mentiond the gas fields while hosting Netanyahu in Sochi on May 14 for talks that focused on Syria.But Zvi Magen, a former Israeli ambassador to Moscow, was sceptical that Israel could offer anything that would spur Putin to slacken his support for Assad. Lebanese TV: Syria has received Russian missiles

BEIRUT (AP) — Syria has received the first shipment of Russian missiles that are part of a more sophisticated air defense system, President Bashar Assad told Lebanon's Hezbollah-owned TV channel, according to remarks released by the station Thursday.Bashar Assad's comment on the arrival of the long-range S-300 air defense missiles in Syria could further ratchet up tensions in the region and undermine efforts to hold U.N.-sponsored talks with Syria's warring sides.Israel's defense chief, Moshe Yaalon, said earlier this week that Russia's plan to supply Syria with the weapons was a threat and that Israel was prepared to use force to stop the delivery.The Al-Manar TV, owned by the Lebanese militant Hezbollah group, released Assad's comments on the Russian missiles in print, through its breaking news service Thursday morning."Syria has received the first shipment of Russian anti-aircraft S-300 rockets," the TV quoted Assad as saying. The Syrian leader added: "All our agreements with Russia will be implemented and parts of them have already been implemented."An official at the station confirmed to The Associated Press that the remarks were from the exclusive interview the TV was to air in full later Thursday.The shipment of the missiles, if confirmed, comes just days after the European Union lifted an arms embargo on Syria, paving way for individual countries of the 27-member bloc to send weapons to rebels fighting to topple Assad's regime.The developments raise fears of an arms race — not just between Assad's forces and the opposition fighters battling to topple his regime, but also in the wider Middle East.Israel has carried out several airstrikes in Syria in recent months that are believed to have destroyed weapon shipments bound for Hezbollah, the Lebanese Shiite group that along with Iran and Russia is a staunch Assad ally. But on Wednesday, Syrian Foreign Minister Walid al-Moallem told Lebanon's Al-Mayadeen TV that Damascus "will retaliate immediately" if Israel strikes Syrian soil again.It was the regime's most serious warning to Israel since the beginning of the conflict in March 2011 but it was not clear if there was a link between al-Moallem's remark and the Russian shipment.Israel has long lobbied Moscow over the planned sale of S-300 air-defense missiles to Syria. Leading opposition members have said they would only attend the conference if Assad's departure from power tops the agenda, a demand on which sponsors Russia and the U.S. appear to disagree.In Syria, Assad's forces backed by Hezbollah fighters fought pockets of resistance in the strategic town of Qusair near the border with Lebanon. The Britain-based Syrian Observatory for Human Rights said the government controls most of Qusair following a fierce, 12-day battle with opposition forces.Thursday's sporadic clashed came as government troops were mopping up in northern and western parts of Qusair, said the Observatory, which relies on information from a network of activists on the ground.The Syrian army on Wednesday took control of nearby Dabaa air base, dealing a major blow to the rebels in Qusair, an overwhelmingly Sunni town in western part of the country that has been controlled by the opposition since early last year.

Earlier this month, Israeli warplanes reportedly twice struck near the Syrian capital, Damascus, targeting purported Iranian missiles intended for Assad’s ally, the Lebanese militia Hezbollah.“We’ve declared to the world that we will retaliate immediately if Israel attacks again,” Walid al-Moallem said in an interview with the Lebanese TV station Al-Mayadeen. ”Any aggression will be met with a response of a similar magnitude.”He also insisted that Bashar Assad will remain Syria’s president at least until elections in 2014 and might run for another term, a statement that will make it difficult for Syria’s opposition to agree to UN-sponsored talks on ending Syria’s civil war.Israel has warned Damascus that if Assad chooses to hit back at Israel for any further Israeli military strikes, Israel will bring down his regime. An Israeli official confirmed that a dramatic and unprecedented message to that effect had been conveyed to Damascus, Channel 2 news reported on May 15.Syria vowed to respond “immediately and harshly” to any further Israeli airstrikes, after Israel carried out two early morning attacks on weapons consignments being stored in and around Damascus en route from Iran to Hezbollah in Lebanon. The Almagor anti-terror organization expressed concerns Wednesday that Israel could be preparing for another mass release of Arab terrorists from Israeli prisons, among them terrorists who directly participated or plotted murders of Israelis. The organization said that it had obtained information that in recent weeks, Justice Minister Tzipi Livni has ordered staff to examine the cases of over a hundred of these terrorists, with the suspicion being that she is seeking loopholes in the law that would enable their release.Most of the terrorists have been in Israeli prisons for years or even decades, with many of the terrorist acts undertaken before the signing of the Oslo Accords.Almagor chairman Meir Indor told Arutz Sheva that he had requested an urgent meeting with Livni in order to discuss the matter. Indor said that the Palestinian Authority had launched a massive campaign aimed at pressuring Israel to release “long-term prisoner” terrorists, who are in prison for terrorist acts that occurred over two decades ago. The release of the terrorists, along with a full building freeze in all of Judea, Samaria and Jerusalem, are the two preconditions the PA has given Israel for a return to negotiations.Indor said that his organization had obtained a list of 120 such terrorists. “All of them are murderers,” Indor said. “And they are all in good health. Indor also said that it appeared that if Livni did decide to release the terrorists, President Shimon Peres would not stand in her way, as he said in a recent speech that he, too, was in favor of the release of “prisoners.”Almagor is attempting to organize an opposition bloc of the families of victims of the terrorists to pressure Livni against signing release papers for the terrorists.

Palestinian Authority Chairman Mahmoud Abbas is reportedly between a rock and a hard place as he ponders whether to accept a request by U.S. Secretary of State John Kerry to resume peace talks with Israeli.Abbas has reportedly told advisers that as the U.S. tries to restart Mideast peace talks, he is under intense international pressure to return to negotiations with Israel and drop his long standing precondition of a freeze on Jewish construction in Judea, Samaria and eastern Jerusalem.PA officials told the Associated Press on Wednesday that in a closed meeting, Abbas lamented his difficult choice: Rebuff the Americans and alienate Washington, or cave in, drop the demand that Israel freeze construction and face an uproar at home.
"There is pressure on us from international parties who are saying we should give the Americans a chance," said Hana Amireh, a member of the Palestine Liberation Organization's decision-making executive council.
"What the Americans are talking about is negotiations over security and borders, and some confidence-building measures, and asking both sides to refrain from any provocative acts," Amireh told AP.Abbas has reportedly rejected a proposal from Kerry for Israel to halt most construction, but allow building to proceed in the so called "settlement blocs". At the same time, he is wary of turning down the whole U.S. initiative, fearing he would be blamed for the failure. He is concerned about a public backlash at home if he returns to negotiations without winning any significant concessions.The peace talks with Israel broke down in 2010, when Abbas refused to negotiate with Israel even though it agreed to his precondition and froze construction in Judea, Samaria and eastern Jerusalem for 10 months. Instead, he has continued to impose preconditions on talks with Israel.In recent weeks, Kerry has been pushing the sides to resume peace talks, and reports last week indicated that he has proposed that Israel freeze construction east of the 1949 armistice line so the talks can resume.It was not clear if Prime Minister Binyamin Netanyahu responded favorably to Kerry’s suggestion of a new construction freeze.As part of his efforts to lure the sides back to the negotiating table, Kerry unveiled a plan to boost the Palestinian Authority’s economy by attracting $4 billion in private investment.Kerry said the plan could transform the lives of PA Arabs, adding it was also imperative to create jobs and meet the hopes of young people for a better economic future.Israel has not officially responded to the plan, but it was given a cool reception by the PA, which stated that it would “not offer political concessions in exchange for economic benefits.”

France says Brussels 'cannot dictate' economic policy

BRUSSELS - France's President and Prime Minister have said Brussels has no right to tell them which economic reforms to make.Speaking to AFP on a visit to Rodez, in southern France, on Wednesday (29 May), President Francois Hollande said: "The European Commission cannot dictate to us what we have to do. It can simply say that France has to balance its public accounts, which is true."He noted: "On pensions, it's a discussion which we will have with our social partners."He added: "We have respected our European commitment on deficit reduction. But regarding structural reforms, especially pensions reform, it's for us and only us to say what is the right way to attain this objective."His Prime Minister, Jean-Marc Ayrault, was equally defiant at a meeting in Matignon, in north-east France, with former German leader Helmut Schmidt the same day.He said: "We will carry out reforms in our own way."He noted: "If I think of pensions reform, it's [needed] not because Brussels has asked us to do it, but because we know it's necessary."He added that his reform programme will help to restore France's "leading position in Europe."The reactions come after the commission published recommendations for 23 member states, including France, earlier on Wednesday.
It gave France an extra two years to meet deficit targets.But it also called for reforms in six areas.It said on pensions the French treasury "will still face large deficits by 2020 and new policy measures are urgently needed to remedy this situation," proposing a hike in the retirement age among other ideas.Commission chief Jose Manuel Barroso told press in the EU capital: "Our message to France is in fact quite challenging."
He added: "France has in the last decade lost maybe even 20 years of competitiveness."The commission won the right to make the recommendations - which also cover areas such as tax and social policy - under the "European semester" law passed in 2011.They are non-binding.A second set of laws - the "two pack," which comes into force on Thursday - gives Brussels real teeth.Under the two pack, eurozone countries such as France will have to submit their national budgets to the commission in October.If EU officials do not like them, they can force governments to submit new proposals.But Hollande's remarks raise the prospect that big EU countries will bully the commission, while smaller member states will have to obey - just as they did with the Union's old Stability and Growth Pact.For his part, administrative affairs commissioner Maros Sefcovic voiced worry over the two pack at a seminar in April in Slovakia.He said at the time: "The commission in its history never had more power than it has now."He noted: "In September or October, the commission will send letters to Estonia or to France saying: 'Show us your budgets. We want to see them first to see if they're sustainable'."He added: "When I present this [the commission verdict] … people might say: 'Who is this man from Brussels telling us what to do?'."

Toronto official says mayor didn't order records destroyed

Mississauga News-ByCanadian Press TORONTO - A Toronto city official says the mayor's office didn't ask municipal staff to destroy any documents — the latest allegation to surface in the ongoing crack cocaine scandal surrounding Mayor Rob Ford.A report published in the Toronto Star said that telephone and email records belonging to three former aides were ordered deleted. The report did not specify where the alleged order came from.The newspaper cited anonymous sources, and said one of the people it spoke to expressed concerns that evidence related to the drug controversy could be wiped out.The Star and the U.S. website Gawker reported earlier this month that Ford was captured on video smoking what appears to be crack cocaine, though the Star itself has said it could not vouch for its authenticity. The mayor has denied the accusation and the clip's existence.Ford wouldn't address the new allegations Wednesday, walking out of a news conference when journalists flooded him with questions.A spokeswoman for the city issued a statement shortly afterward denying anyone in the mayor's office requested that records be erased."The city has bylaws and policies in place to ensure that city records are not destroyed," Jackie DeSouza said in the statement.The mayor parted ways with his chief of staff last week and lost two of his spokesmen this week, and the Star alleges their records are the ones targeted for elimination.The newspaper has also reported that Ford's head of logistics, David Price, discussed the possibility of seeking the video with other members of the mayor's staff. Neither Ford nor Price have addressed those allegations.Ontario's privacy commissioner said she sent Ford a letter Wednesday, warning him that "any inappropriate destruction of records has the potential to erode the public's trust."While documents related to personal, political or constituency matters are exempt from municipal freedom of information laws, it can be tricky to determine what falls under those categories, Ann Cavoukian said."There's often grey areas, and so we always say that the premature destruction of records prevents the public and us from making a determination," she said.She wouldn't, however, comment on whether documents linked to the alleged video would be exempt from the regulations.

Dwight Duncan says embattled Rob Ford should step aside immediately because the mayor’s “gong show” is doing “irreparable harm” to Toronto’s reputation.The former Ontario finance minister is first person of prominence outside city hall to call on Ford to either resign or take a leave of absence in the wake of allegations of drug use.Speaking to the Economic Club on Tuesday, the former Liberal cabinet minister turned businessman said, “I think he ought to resign . . . this is doing horrible damage to the reputation of this great metropolis.”For that reason, Duncan said he is baffled by the fact that more city council members and even officials at Queen’s Park aren’t doing more.“Why aren’t they taking a resolution demanding that he step aside while these various allegations be looked at. I don’t know why the province isn’t doing something on that,” Duncan said in an onstage chat with TVOntario’s Steve Paikin.Duncan, who left politics in February to become a senior investment adviser at McMillan LLP, said the “ongoing insanity” at city hall “in my view is going to do irreparable harm to this community.”He explained that when he was a cabinet minister he would often be advised on the financial cost of good and bad news coverage and “I can’t imagine what the cost of all of this is to the city and to the region’s reputation.”The former treasurer argued the maelstrom surrounding Ford is also hurting Ontario because Toronto is the provincial capital as well as the country’s banking centre.
Duncan said it is unlikely Queen’s Park could formally have Ford removed “but there has to be a leadership role because Toronto is the engine of the Ontario economy, of the Canadian economy arguably.”“Until people of good will start saying that (Ford should resign) this gong show is going to continue on,” he told the luncheon.“Can you imagine a provincial politics or senior cabinet minister were in this position? We have had ministers resign for viewing movies in hotel rooms. It’s just gotten beyond the pale.”A spokesperson for Premier Kathleen Wynne said later that there is virtually nothing the province can do to intervene unless Ford is convicted of an offence and sentenced to jail time.Another senior provincial official confirmed the government is closely monitoring the situation at city hall.Under Ontario’s City of Toronto Act, the province could only order a mayoral and council byelection if city councillors fail to obtain a quorum for 60 days and are unable to hold meetings.In that case, the entire 45-member council would be forced to run in a byelection.The senior insider stressed no one is considering such drastic actions because the business of the city is continuing.

Since the initial reports nearly two weeks ago that Toronto Mayor Rob Ford was seen in a cellphone video allegedly using crack cocaine, questions have been swirling at city hall and beyond.Ford initially responded by saying the allegations were "ridiculous," and then held a steadfast silence — he says on the advice of a lawyer — until last Friday."I do not use crack cocaine," Ford told a news conference at City Hall that day. "Nor am I an addict of crack cocaine." Ford also said he doesn't believe the alleged video exists.The next day, new allegations emerged around Ford's brother, Coun. Doug Ford, with the Globe and Mail newspaper reporting that he had been involved in selling hashish in the 1980s when he was in his teens and early 20s.
The Globe story was the result of 18 months of research and legal review, its editor said. But it did rely heavily on unnamed sources, albeit sources that senior editors at the paper were said to verify themselves.
Doug Ford vigorously denied the allegations, but his denials and the statements from the mayor have done little to quell the controversy.So what do we know with any certainty about this controversy, and what questions remain?

What we know

Two media outlets report that they saw the video
The Toronto Star and the U.S. gossip website Gawker reported on May 16 that members of their staff saw a video of Ford smoking what appears to be crack cocaine.Two experienced Star reporters, Kevin Donovan and Robyn Doolittle, and Gawker editor John Cook saw the video on separate occasion on an iPhone and said it was being shopped around."The men were clear that they want the money for it. And we know that they have spoken with American outlets," Doolittle told CBC News on May 17. "They wanted six figures for it and we did not pay it."
Ford's chief of staff was fired

As Towhey was being escorted out of city hall by security guards, he said: "I am no longer the chief of staff. I did not resign."(A source close to the mayor's office told CBC News that Towhey was fired because he told Ford to "go away and get help." Towhey has refused to make any public comment on the events.)
Two of Ford's communications staff quit
Another two members of Ford's staff left his office the following Monday, May 27. Ford said he found out that day that press secretary George Christopoulos and deputy press secretary Isaac Ransom had tendered their resignations and were leaving his office.Sources told CBC's city hall reporter, Jamie Strashin, that the two key staff members quit "on principle." But what that principle was has not been spelled out.
Relations between the Ford family and the media are tense
Ford has repeatedly criticized the Star's reporting on issues involving him for many months now. On May 26, the mayor and his brother used their weekly radio show to deny the allegations of drug use. Rob Ford also called the media a "bunch of maggots." The following day, Ford apologized for the remark.
"I'm sure you understand this has been a very stressful week for myself and my family," Ford said. He added that the stress "doesn't justify using the terminology I did describing the media."
Rob Ford was fired as high school football coach

In the Sun interview, John Yan said, Ford painted the Don Bosco community negatively when he referred to it as "crime ridden," and the youth as "gang bangers."During his media statement on May 24, Ford commented on his “long relationship” with Don Bosco.“I will continue to support Don Bosco in spirit and I wish them great success for their upcoming season. These kids are phenomenal kids who have bright futures and can do anything if they put their minds to it,” he said.

What questions remain

Where is the video?
For all the controversy that has been swirling, one crucial question remains: Where is the video?
The Star and Gawker have stood by their reports about the video. Ford has said it doesn't exist.
The Star's Doolittle has said she and Donovan were told there was more than one copy of the video. Gawker has said it has raised the $200,000 asking price, through crowd-sourcing, but has not been able to make contact with those who have the alleged video. It said Tuesday that it will give the sellers about a month to respond before it decides what else to do with the money; donating it to charities was the alternative.According to published reports on May 28, someone on Ford's staff was told days ago about the potential location of the video, and passed that information along to police.
Has Rob Ford ever smoked crack cocaine?
Ford said on May 17 that he does not "use crack cocaine” and that he is not a crack cocaine addict. Questions remain as to whether he has used drugs in the past. Ford has yet to provide additional clarification.
What is the connection to Anthony Smith?
The people shopping the alleged Ford video would not provide a screen grab of what they had. But the alleged go-between did give the Toronto Star and Gawker a photo of the mayor with his arm around someone said to be Anthony Smith, a 21-year-old who was shot and killed outside a downtown nightclub in March.CBC News has spoken to people who know the men in the picture, and confirmed they believe that the men in the photo are Smith and Muhammad Khattak, who was injured in that same shooting and whose face was pixellated in the original photo.The mayor, who has a practice of coaching and working with young people, has simply said he gets his picture taken with many people.The Toronto Star is now suggesting the cellphone with the alleged video may have belonged to Smith. Police haven't confirmed that is the case.
Just how are things going at city hall?
Ford has said it is business as usual at city hall, and city council's executive committee said in a letter May 24 that city business is continuing "without interruption."
Still, the media presence at city hall is not the usual contingent, and three staff members in Ford's office have left abruptly in the past week, meaning there is, at the very least, a different staff dynamic in his office.
