Israel has doubled its overflights in Lebanese airspace thus far in 2013, compared to the previous year. This move, according to sources in the United Nations force stationed in southern Lebanon on Monday, may point to imminent potential maneuvers against Syria.In one particularly unusual recent incident, on March 14, “some 25 Israeli jets — a mix of F-16s and F-15s in four separate flights — [flew] north up the coast of Lebanon before turning south just short of Tartus in Syria,” according to a UNIFIL source quoted in a Lebanese Daily Star report Monday. Israel also reportedly flew seven drone missions over areas of southern Lebanon and the Bekaa Valley, where Hezbollah has a strong presence, on March 13 and 14.The unprecedented scope of the overflights “could have been a training exercise to target Syrian coastal radar and air defense systems” in what could be considered “a muscle-flexing gesture to let Damascus know that the Israeli Air Force is primed for action,” the UNIFIL source said.Israeli aircraft have routinely overflown southern Lebanon since Israel’s withdrawal in 2000, but recent months have seen increased activity amid the worsening Syria crisis and growing concern over the fate of Damascus’s chemical weapons arsenal.
Israel has repeatedly warned that Syria could transfer weapons of mass destruction to Hezbollah, and has indicated that it would not hesitate to prevent such a scenario with military force.In late January, an airstrike reportedly carried out by Israeli warplanes near the Lebanese-Syrian border targeted a shipment of sophisticated anti-aircraft missiles bound for Hezbollah.Lebanon has repeatedly complained to the United Nations over what it termed Israeli violations of its sovereignty.

Assad fires chemical weapons at rebels, opposition says

Syrian forces reportedly use ‘phosphorous’ near Damascus, killing two and injuring 23

Syrian opposition sources said President Bashar Assad’s forces used chemical weapons overnight Sunday against rebels who surrounded an army base near Damascus.Two fighters were reportedly killed and 23 wounded in the attack, which occurred in the town of Adra.“Doctors are describing the chemical weapon used as phosphorus that hits the nervous system and causes imbalance and loss of consciousness,” said Mohammad al-Doumani, an activist.“The two fighters were very close to where the rockets exploded and they died swiftly. The rest are being treated with Atropine,” he added.There was no independent confirmation of the attack, but it comes on the heels of accusations from both the Assad camp and the rebels, each side claiming that the other has used chemical weapons. US officials voiced skepticism last week over the use of such weapons, and UN chief Ban Ki-moon promised an investigation into the allegations.According to UN estimates, more than 70,000 people have died in the two-year-old civil war in Syria.

Senior Syrian rebel leader wounded in bomb attack


BEIRUT (AP) — A rebel military leader who was among the first to call openly for armed insurrection against President Bashar Assad was wounded by a bomb planted in his car in eastern Syria, rebels and activists said Monday.Col. Riad al-Asaad, leader of a now-sidelined rebel umbrella group known as the Free Syrian Army, had his right foot amputated following the blast late on Sunday, according to an activist in the town of Mayadeen where the attack took place.Calls to al-Asaad's cell phone went unanswered.
Louay Almokdad, a rebel spokesman, confirmed the attack to The Associated Press by phone and said the extent of the injury meant that amputation was likely, though he had not received confirmation it had been carried out. He said Al-Asaad was in stable condition in Turkey.There was no immediate claim of responsibility for the attack.Al-Asaad, a former colonel in the Syrian air force who defected and fled to Turkey in 2011, became the head of the Free Syrian Army, a group of army defectors who were among the first to declare armed struggle the only way to topple Assad."They will soon discover that armed rebellion is the only way to break the Syrian regime," al-Asaad told The Associated Press in October 2011, soon after his group was formed.At the time, most Syrian activists were inspired by the uprisings that had successfully toppled dictators in Tunisia and Egypt and thought popular protests would bring about the same result in Syria. But the Syrian government's vast, violent crackdown on opposition caused many to resort to arms.
Today, hundreds of independent rebel groups are fighting a civil war against Assad's forces across the country and many activists no longer bother to stage unarmed protests. The U.N. says more than 70,000 people have been killed since the first protests in March, 2011.During that transition, al-Asaad, who spent most of his time in a refugee camp in Turkey, never managed to build effective links with most rebel groups or provide the support that would have made them recognize him as their leader. While most fighters in Syria refer to themselves as part of the "Free Army," those who say they follow al-Asaad are rare.More recently, al-Asaad's group has been superseded by the Office of the Chiefs of Staff, which is associated with the opposition Syrian National Coalition and led by Gen. Salim Idris. That body, too, has failed to project widespread authority inside Syria, where most groups still cobble together their own funding and arms.
The Mayadeen activist said via Skype that a bomb planted in the seat of the car al-Asaad was riding in blew up as he toured the town.The activist said rebels now control the town and most of the surrounding areas, although President Assad still has supporters, whom the activist blamed for the attack. He spoke on condition of anonymity out of concern for his safety.Al-Asaad was traveling with an aide and a local activist, Barakat al-Haweish, both of whom were slightly injured, the activist said. Al-Asaad was taken to a local field hospital, where doctors amputated his right foot before transporting him to Turkey.Also Monday, the opposition's exile political leadership, the Syrian National Coalition, said a delegation was heading to Doha, where the Gulf state of Qatar will host a two-day Arab League summit starting Tuesday.Foreign ministers of the League's member states decided Monday to grant Syria's seat in the body to the opposition. The Syria government's membership was suspended earlier in the uprising.Heading the delegation is Mouaz al-Khatib, the Coalition said in a statement on its Facebook page. UK and France: only weapons will make al-Assad talk

BRUSSELS - Britain and France have said the only way to get Syrian President Bashar al-Assad to talk is to threaten him with arming rebels.

The foreign ministers of the EU's top military powers - William Hague and Laurent Fabius - made their case in a joint letter, seen by EUobserver, sent to EU foreign relations chief Catherine Ashton on 21 March.
They said the EU should exempt the National Coalition, an opposition umbrella group, from its arms embargo on Syria when the ban is reviewed in May.They underlined that they want peace talks.But they noted "the regime has yet to show readiness to engage in a genuine transition process or in meaningful political dialogue."They added: "It is only by increasing the pressure on the regime that we can help bring them to the negotiating table and keep open the prospect of a political solution. This decision is not - and this is the key - an alternative to a political resolution, it is an essential enabler."They warned that the status quo will see more killing and more escalation.They said "there is a cruel imbalance between the forces in the field, causing ever more civilian casualties" and that "the opposition needs to be able to protect the areas it controls."They noted that jihadists are flocking to Syria, that refugees are causing instability in neighbouring countries and that they "are increasingly concerned about the regime's willingness to use chemical weapons."
The Anglo-French appeal did little to end EU divisions at foreign ministers' talks in Dublin on Friday (22 March).Speaking after the event, Ashton said: "If you were in the room, you would have heard many, many contributions about what we can do."Some countries openly disagreed with Britain and France.Germany's Guido Westerwelle said he is "still reluctant on delivery of offensive weapons." Eamonn Gilmore of Ireland, the EU presidency, noted "the more guns that get into Syria … the more casualties there will be."
Britain and France previously threatened to veto the renewal of the Syria sanctions if they do not get their way.But if it comes to that, it would cause a major mess.The EU sanctions package also covers visa bans, asset freezes and a ban on Syrian oil imports.If it goes in the bin, member states would have to create 27 national-level measures on how to control arms transfers and how to stop al-Assad's people from travelling, using their money and selling oil.The nay-sayers' main concern is that Western weapons might end up in the hands of extremists.The Anglo-French letter described the National Coalition, which embraces the Free Syrian Army (FSA), the main rebel fighting force, as "genuine[ly] moderate and democratic."The Liberal group in the European Parliament recently brought the FSA's commander in chief, Salim Idriss, to Brussels to talk to MEPs and diplomats.Ashton on Saturday said only that she and Idriss "discussed the kind of support that he needed."But for his part, Liberal leader and former Belgian PM Guy Verhofstadt, one of whose advisors in February spent several days with the FSA in Syria, believes Idriss is the right man for the EU to back."We are stronger as a Union if we act together. But a Union of indecision is an invitation for member states to act alone," he said after the Dublin talks.

China's Xi tells Africa he seeks relationship of equals

DAR ES SALAAM (Reuters) - China's new president told Africans on Monday he wanted a relationship of equals that would help the continent develop, responding to concerns that Beijing is only interested in shipping out its raw materials.On the first stop on an African tour that will include a BRICS summit of major emerging economies, Xi Jinping told Tanzanian President Jakaya Kikwete that China's involvement in Africa would help the continent grow richer."China sincerely hopes to see faster development in African countries and a better life for African people," Xi said in a speech laying out China's policy on Africa, delivered at a conference center in Dar es Salaam built with Chinese money.Renewing an offer of $20 billion of loans to Africa between 2013 and 2015, Xi pledged to "help African countries turn resource endowment into development strength and achieve independent and sustainable development".Africans broadly see China as a healthy counterbalance to Western influence but, as ties mature, there are growing calls from policymakers and economists for a more balanced trade deal."China will continue to offer, as always, necessary assistance to Africa with no political strings attached," Xi said to applause. "We get on well and treat each others as equals."But gratitude for that aid is increasingly tinged with resentment about the way Chinese companies operate in Africa where industrial complexes staffed exclusively by Chinese workers have occasionally provoked riots by locals looking for work.Countering concerns that Africa is not benefitting from developing skills or technology from Chinese investment, Xi said China would train 30,000 African professionals, offer 18,000 scholarships to African students and "increase technology transfer and experience".

The two leaders witnessed the signing of trade and other deals, including plans to co-develop a new port and industrial zone complex, a loan for communications infrastructure and an interest free loan to the government. Crop-dusting planes on Monday bombarded a scourge of locusts with pesticides in an effort to cull the biblically timed plague that threatened to annihilate crops in southern Israel.Israel has battled swarm after swarm of the voracious insects for the past three weeks, with ever-larger plagues of the destructive insects arriving daily from neighboring Egypt. At the start of the month, the Agriculture Ministry launched a major crop-dusting campaign to kill the aerial invaders.Unlike previous swarms that have entered Israel in the past month, the locusts that hit Israel Sunday are yellow and fertile and, in this stage of their metamorphosis, pose less risk to crops because they eat significantly less. Once the insects lay eggs and they hatch, however, Israeli farmers will face the threat of this wave’s insatiable brood, which will eat anything green in their path.
“The planes spray the swarms and stop them from going further into the country,” a Ramat Negev Regional Council official said.“You spray them early in the morning to stop them from arriving at moister areas, where they would lay eggs and the larvae would eat everything in sight.”The latest swarm to hit Israel on Passover eve carries biblical significance: Of the 10 plagues which, according to the Bible, smote Pharaoh to ensure the release of the Israelites from bondage in Egypt, the eighth was locusts.

The municipality of Bethlehem removed a monument depicting the Palestinian state as covering the entire area from the Jordan River to the Mediterranean Sea ahead of US President Barack Obama’s visit to the city last Friday, Palestinian Media Watch revealed on Sunday.Obama’s route into the city would have taken him past the monument, called “The State Monument,” and said to show the “State of Palestine,” PMW said. The model of “Palestine” also includes all of Israel, thereby erasing it completely, the watchdog group noted.The Palestinian Authority daily Al-Hayat Al-Jadidah first reported the removal of the map — commemorating the successful UN bid for non-member status last November, and “the outbreak of the glorious revolution” in 1965, a reference to the first PLO/Fatah terror attack against Israel – on March 19. Obama visited the Church of the Nativity in Bethlehem three days later.“It seems that in the city, there are those who not only welcome the visit of the American President, but are willing to go even further,” the article read, disapprovingly.“Residents were surprised to find that a model of the map of Palestine engraved with details about the Nakba [the catastrophe, a Palestinian term denoting the establishment of Israel] and an olive tree were removed from the Al-Karkafa Square, to be replaced by a model of what was described as a peace dove. Berlin - Marathon meetings in Brussels ended in the early hours of Monday (25 March) with eurozone finance ministers and international creditors agreeing a second bailout deal for Cyprus.Unlike the agreement last week, which saw all depositors in Cyprus take a hit and which was rejected by the Cypriot parliament, this time the deal only affects deposits in the two largest banks - Laiki and the Bank of Cyprus - accounting for about 40 percent of total deposits in the country.Under the deal, Laiki will be "wiped out completely," while its "good" assets - including deposits under €100,000 - will be placed in a "good bank" which will be taken over by the Bank of Cyprus, Eurogroup chief Jeroen Dijsselbloem explained in a press conference.
Laiki depositors above €100,000 - including many wealthy Russians - will see their savings gone, bringing in an estimated €4.2 billion in terms of Cyprus' own contribution to the €10bn bailout.Technically, these deposits, along with Laiki bonds and other liabilities will be put in a "bad bank" and gradually wound down, Dijsselbloem explained.Depositors in the Bank of Cyprus - which will include the small savers transferred from Laiki - will also be hit to a lesser extent."We want Bank of Cyprus to stay alive and continue, but it needs recapitalisation from senior, junior bondholders, also small savers," Dijsselbloem said.For his part, EU economic affairs commissioner Olli Rehn noted that deposits under €100,000 will be guaranteed across the board.But details on the losses for bondholders and depositors in both Laiki and Bank of Cyprus remain sketchy for now.The only clear aspect is that a Monday deadline set by the European Central Bank to avoid a full collapse of the banking sector and state bankruptcy in Cyprus has been met.But none of the officials could predict when banks will re-open and how long capital controls will stay in place.The Cypriot Parliament on Saturday approved emergency legislation making the tiny island the first eurozone country ever to limit bank withdrawals and cross-border monetary transactions. Sinem Tezyapar, a Muslim TV producer in Turkey, has called for the rebuilding of the “Prophet Solomon’s” Temple.She assures her fellow Muslims that they need not be nervous because:“There is a broad expanse of land around the Al-Aqsa Mosque and the Dome of the Rock. The land there is quite convenient in that respect, and the Temple can be placed just a little way from Qubbat As-Sakhrah, and a little ahead of Masjid el-Aqsa.”There are overtones of wanting peace and togetherness with the Jewish people in her statements as well. This is a very interesting development and would be easy to dismiss as just one secular Muslim’s simplistic idea. Unfortunately, the fact that she is a woman in the Muslim world makes the idea even less feasible. However, this is not the first time this idea has come from the lips of a Muslim. According to an article in Word Net Daily, an influential Muslim leader by the name of Adnan Oktar in Turkey is described as making the same proposal, to rebuild the Jewish Temple, calling it the “Palace of Solomon.”The Jewish people have longed for their Temple to be rebuilt. In an article about the rebuilding of the Temple, Hassidic writer and publisher Mordechai Housman, describes the first and primary obstacle as being political, and second being safety reasons due to Muslims. If a significant Muslim leader would declare that Solomon’s Temple should be rebuilt, then if the Muslim community would follow, it is likely the Jewish people would jump at the opportunity and be able to overcome whatever ceremonial obstacles also lie in the path.
This is very significant prophetically, because the Jewish Temple must be standing at the mid-point of the time period commonly known as the Tribulation. The Apostles John and Paul, the Prophet Daniel, and Jesus Himself make references to this Temple standing.

Daniel 9:27a says:
“And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease.” (KJV) The “he” spoken of here is the coming world leader, known as the Antichrist. The “one week” is the seven years of the Tribulation period.

In Matthew 24:15-16, Jesus references this very passage:
“When ye therefore shall see the abomination of desolation, spoken of by Daniel the prophet, stand in the holy place, (whoso readeth, let him understand:) Then let them which be in Judaea flee into the mountains:” (KJV) This “Abomination of Desolation” is set up in the Most Holy Place, which is well known to be the Holy of Holies in the Jewish Temple. Thus this Temple must be standing in order for the “Abomination of Desolation” to happen.

Paul writes in 2 Thessalonians 2:3-4:
“Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition; Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.” (KJV) Here also is a reference to the Antichrist (the man of sin) declaring himself God inside the Temple of God. This also is the Jewish Temple.

In Revelation 11:1-2, John tells us:
“And there was given me a reed like unto a rod: and the angel stood, saying, Rise, and measure the temple of God, and the altar, and them that worship therein. But the court which is without the temple leave out, and measure it not; for it is given unto the Gentiles: and the holy city shall they tread under foot forty and two months.” (KJV) Forty-two months is also equivalent to half of seven years. In other words, the Temple which John refers to is standing, not only in the middle of the Tribulation, but it has been standing for the entire first part of the Tribulation.There are several big milestones that students of prophecy are waiting for. One of those is the construction of the Third Jewish Temple for it does indeed seem to be a prerequisite to the beginning of the Tribulation period. If not a prerequisite, then it does definitely need to be standing by the midpoint of the Tribulation. With hints that the Muslim world might be agreeable to its construction, it would seem this particular milestone might be nearer than many think.

New pope opens Holy Week at Vatican on Palm Sunday

VATICAN CITY (AP) — Pope Francis celebrated his first Palm Sunday Mass in St. Peter's Square, encouraging people to be humble and young at heart as he promised to go to a youth jamboree Brazil this summer, while the faithful enthusiastically waved olive branches and braided palm fronds.The square overflowed with some 250,000 pilgrims, tourists and Romans eager to join the new pope at the start of solemn Holy Week ceremonies, which lead up to Easter, Christianity's most important day.
Keeping with his spontaneous style, the first pope from Latin America broke away several times from the text of his prepared homily to encourage the faithful to lead simple lives.At the end of the two-hour Mass, Francis took off his red vestments, leaving only the white cassock and skull cap, and climbed into an open-topped popemobile to circle through the enthusiastic crowd. He leaned out to shake hands, kissed and patted the heads of infants passed to him by bodyguards, and often gave children the thumbs-up sign.
His security detail seemed to be reluctantly dealing with this get-close-to-the-people pontiff, scrambling around the vehicle to pick up this child or that one. Other appointments in public will include the Way of the Cross procession at the Colosseum on Good Friday night. Next Sunday, Francis will celebrate Easter Mass in the square.

The statement released made no mention of the Secretary of State, Cardinal Tarcisio Bertone, but an explanation was issued stating that the announcement concerned him as well. Reliable Vatican sources say Pope Francis intends to choose his closest collaborator quickly, after Easter. Tarcisio Bertone will turn 79 in December and it seems only logical that he should leave the position he held as Benedict XVI’s right hand man, amid controversies and divisions.
 
These sources also mention an Italian member the diplomatic corps as the Argentinean Pope’s potential number two man. The current Substitute, Angelo Becciu and the Prefect of Propaganda Fide, the former nuncio Filoni, seem to be excluded as possible candidates because of their involvement in the rifts and internal struggles that have tainted Bertone’s management of the Secretariat of State. Pope Francis would apparently prefer to start with a clean slate and a new Secretary of State.The Church is not short of possible candidates, starting with Archbishop Piero Parolin, Apostolic Nuncio to Venezuela. Archbishop Celestine Migliore, the Pope’s current ambassador in Warsaw who represented the Holy See at the UN is another potential future collaborator of the Pope. Both have close ties with the Dean of the College of Cardinals, Angelo Sodano, who was Secretary of State under John Paul II for many years and also under Benedict XVI for a period of time, before Bertone was appointed as his substitute.But the list goes on. In Paris there’s Mgr. Luigi Ventura (from Brescia, Italy), a follower of the Casaroli school of thought. He has a very respectable résumé, with stints in Burkina Faso, Chile, Canada and France. Then there’s Giacomo Guido Ottonello who was first Nuncio to Panama and now Ecuador, where since 2005 he has had the difficult task of mediating between the Church and an openly anti-clerical government. He has a deep knowledge of Latin America. Finally, we must not forget the former Nuncio to Brazil, Mgr. Lorenzo Baldisseri, whom Benedict XVI appointed Secretary of the Congregation for Bishops and Secretary of the College of Cardinals in the Conclave, in 2012. There are voices going round about Pope Francis wanting to create him a cardinal.
Having received the white zucchetto from him (it is the Secretary of the College of Cardinal’s job to hand this to the Pope), the newly-elected Pope apparently placed his red cardinal’s biretta on the secretary’s head. This is a tradition Pope’s have had for the last century and is not indicative of any definitive decision.

Church says no marriage for straight couples until gay couples can wed too

Public Statement on Marriage, Standing in Solidarity with LGBTQ members. Winston-Salem, NC – Members of the Leadership Council of Green Street United Methodist Church published a Public Statement on Marriage at a Press Conference on March 17, 2013 at 2 p.m. in the Sanctuary of Green Street UMC, 639 S. Green Street, Winston-Salem, NC 27101.On the matter of same-sex marriage, Green Street UMC sees injustice in the legal position of state government and the theological position of our denomination.  North Carolina prohibits same-sex marriage and all the rights and privileges marriage brings.  The Leadership Council has asked that their ministers join others who refuse to sign any State marriage licenses until this right is granted to same- sex couples. Because the United Methodist Church prohibits its pastors from conducting same- sex weddings, excluding gay and lesbian couples from the holy sacrament of marriage, the Leadership Council has asked the pastor to refrain from conducting wedding ceremonies in our sanctuary for straight couples, until the denomination lifts its ban for same-sex couples.Green Street UMC is presently the only Reconciling Congregation in the Western North Carolina Conference.  With a growing number of LGBTQ members, Green Street seeks to be a public witness to its community, Conference and denomination.
In an interview with the United Methodist News Service, the Rev. Kelly P. Carpenter had this to say:
“I do not see it as an act of exclusion for straight couples, but an invitation for all people to be in solidarity with those who are excluded,” said the Rev. Kelly P. Carpenter, the church’s senior pastor, in a pastoral letter. “Some may think it to be a sacrifice made by straight couples, but I think a better way to see it is the creation of a level playing field in one sacred space.”
As you might imagine, the church leadership's position is not without controversy:
But the Rev. Thomas Lambrecht, the vice president and general manager of the unofficial evangelical caucus Good News, said he thinks it is possible Green Street may still run afoul of church law even though he is uncertain whether the point of law has been litigated. Lambrecht has argued cases before the United Methodist Judicial Council, the denomination’s top court. “If the blessings could be construed as celebrating homosexual unions, then that is a chargeable offense,” Lambrecht said. “But I don’t know if that issue has been litigated.”
Let's hope more church leaders heed the call to action and start standing up for equality. In the meantime, three cheers for the Rev. Kelly P. Carpenter and the Green Street United Methodist Church!

EU chief spurring negotiations on Cyprus deal

BRUSSELS (AP) — A top European official is leading a high-level meeting Sunday afternoon in a last-ditch effort to help Cyprus come up with a plan necessary for a 10 billion euro bailout loan that would save it from bankruptcy.The day of talks could prove critical — not only for the future of the small island country, but also for the 17-nation eurozone. If Cyprus or its banks were to collapse, officials fear that a lack of confidence could spread to other countries that use the euro, triggering higher borrowing costs or capital flight from those countries.Cyprus is racing to meet a Monday deadline to come up with a plan to raise 5.8 billion euros ($7.5 billion) in order to get the bailout from the other European countries that use the single currency, as well as from the IMF.Cyprus has "to fulfill a difficult mission to save the Cypriot economy and avert a disorderly default threatening the economy if there is no final deal for the loan agreement," government spokesman Christos Sylianides said in a written statement.Cypriot President Nicos Anastasiades and Finance Minister Michalis Sarris were flying to Brussels, Sylianides said. Anastasiades was to be in constant contact throughout the negotiations in Brussels with party leaders who would be in the presidential mansion in Nicosia, he said.An EU spokesman said European Council President Herman Van Rompuy would lead the meeting, with Anastasiades and European Commission President Jose Manuel Barroso attending. The Council is the gathering of 27 EU heads of state and government; the Commission is the EU's executive arm.
Van Rompuy's role will not be to reach a final agreement, but to facilitate efforts to find a solution, spokesman Preben Aamann said. Any new proposal would have to be approved Sunday evening by the Eurogroup, the gathering of finance ministers from the 17 EU countries that use the euro currency.
The IMF, European Central Bank and European Commission will then determine whether any plan put forward by Cyprus meets the requirement that Cyprus' debt, including any new bailout loan, be sustainable over the long run.To avoid bankruptcy or the collapse of its banking system, Cyprus needs significantly more than the 10 billion euros the international creditors are willing to lend it. For that reason, the country must somehow raise — and not through borrowing — the additional money.The original plan, agreed to in marathon negotiations, called for a one-time "levy" on all bank depositors in Cypriot banks. The proposal ignited fierce anger among Cypriots and failed to garner a single vote in the Cypriot Parliament.German Finance Minister Wolfgang Schaeuble underlined that time was of the essence. The European Central Bank says it will stop providing emergency funding to Cyprus' banks after Monday if no new plan is in place.
"Cyprus will go down a tough path — either way. Cyprus MPs pass bank laws, start bailout talks

BRUSSELS - Cyprus edged back from the brink of bankruptcy on Friday (22 March) after MPs agreed to a series of emergency reforms in a bid to avoid financial meltdown and a traumatic exit from the euro.
Facing a Monday deadline (25 March) to agree on a rescue package before the European Central Bank withdraws its emergency lending programme from Cypriot banks, MPs adopted legislation to restructure the country's fragile banking sector by giving the government the power to split up institutions into 'good' and 'bad' banks.Cyprus will also set an unwanted precedent by becoming the first eurozone country to introduce capital controls. Limits on bank withdrawals and transfers of funds will come into place when Cyprus' banks open for business on Tuesday (26 March).The controls are an attempt to avoid a run on the country's fragile banks, whose balance sheets amount to around eight times the size of the island's economy, after a week of lockdown.MPs also voted to create a solidarity fund to pool state assets.After three days of talks with Russian government officials in Moscow failed to deliver a promise of new funding, Cyprus has been forced to refocus its attention on an EU bailout.Despite MPs decisively rejecting the EU's €10 billion package on Tuesday (19 March) amid large public protests, EU leaders have refused to increase the size of the loan.

However, while the proposal to be voted Saturday is set to exempt all savings below €100,000 in conformity with EU rules on deposit guarantees, it could see big deposits facing a levy of up to 15 per cent.
Finance ministers will then meet in Brussels on Sunday (24 March) with a view to reaching agreement on a rescue package. The meeting, which EU officials warn could last well into Monday morning, will also be attended by IMF boss Christine Lagarde.For their part, European Council President Herman van Rompuy and European Commission counterpart Jose Barroso shelved next week's EU summit with Japan to focus on the Cypriot crisis.In a statement, the EU leaders said that "the on-going efforts to find a solution for the financial situation of Cyprus require our presence in Brussels."

Severe U.S. storm brings heavy snow, baseball-sized hail

CHICAGO (Reuters) - A major early spring storm brought heavy snow, severe thunderstorms and floods as it moved east across the United States on Saturday, closing highways, forcing flight cancellations and causing a pileup involving dozens of vehicles.The weather system forced the cancellations of more than 100 flights in and out of Denver International Airport on Saturday and blowing and drifting snow closed several roads in Colorado, including Interstate 70 in both directions east of Denver to the Kansas state line."Travel on the eastern plains is strongly discouraged," said Mindy Crane, spokeswoman for the Colorado Department of Transportation. "It is snowing half an inch an hour with sustained winds of 25 miles an hour with gusts up to 40 miles an hour."A chain-reaction crash involving some 50 vehicles and at least four tractor-trailers shut down Interstate 25 about 30 miles north of Denver for several hours on Saturday, the Colorado State Patrol said in a statement. A tanker involved in the accident burst into flames.Several injured people were taken to the hospital but no fatalities were reported, police said.Kyle Fredin, a meteorologist with the National Weather Service, said some counties in far eastern Colorado had seen a foot of snow by mid-afternoon.

Meteor lights up night sky over eastern United States

NEW YORK (Reuters) - A meteor bright enough to be classified as a fireball lit up the night sky over eastern North America on Friday, providing a spectacle witnessed in at least 13 states, Washington, D.C. and two Canadian provinces, the American Meteor Society said.The society verified more than 300 witness sightings from Ontario and Quebec down to the southern U.S. state of North Carolina with more than 100 reports yet to be reviewed, said Mike Hankey, an observer for the American Meteor Society."This was most certainly a fireball seen over a good portion of the eastern states," said Robert Lunsford, the society's fireball coordinator."It happened at a good time, around 8 o'clock on a Friday night, when a lot of people were out to see it," Lunsford said.The society describes a fireball as a meteor brighter than Venus and Lunsford said they can be brighter than the Sun, as was the case with the one that streaked across the sky and exploded over Russia on February 15.Meteors are small particles from the solar system that burn from friction when entering the atmosphere.Several thousand meteors of fireball magnitude occur each day, most of them unseen over the oceans or hidden by daylight, the society said on its website.This one was seen up and down the East Coast and in inland states such as West Virginia and Ohio, the society said.The fireball's likely trajectory showed it moving east from eastern Pennsylvania and across New Jersey, passing just south of New York City and then over the Atlantic Ocean, based on witness reports to the society."I originally thought the fireball was a low-flying plane," said one witness from West Chester, Pennsylvania, whose comments were logged by the society.Many witnesses called it the brightest meteor they had ever seen. Obama ends Mideast trip with tour of ancient Petra

PETRA, Jordan (AP) — President Barack Obama set aside the Middle East's tricky politics Saturday to marvel at the beauty of one of the region's most stunning sites, the fabled ancient city of Petra."This is pretty spectacular," he said, craning his neck to gaze up at the rock faces after emerging from a narrow pathway into a sun-splashed plaza in front of the grand Treasury. The soaring facade is considered the masterpiece of the ancient city carved into the rose-red stone by the Nabataeans more than 2,000 years ago.Obama's turn as tourist capped a four-day visit to the Middle East that included stops in Israel and the West Bank, as well Jordan. The White House set low policy expectations for the trip, and the president was returning to Washington with few tangible achievements to show. Aides said his intention instead was to reassure the region's politicians and people — particularly in Israel — that he is committed to their security and prosperity.Curious residents and picture-taking tourists lined the streets of modern Petra as Obama's motorcade wound toward the entrance to the ancient city. The president, dressed in khaki pants, a black jacket and hiking boots, began his walking tour at the entrance to the Siq, a narrow, winding gorge cutting between two soaring cliffs.The path opened into a dusty plaza with the massive columned Treasury as its centerpiece. No small feat, such a coup placed a positive final note on a regional tour rife with topics that were anything but positive, given the turbulence and risks facing the nations he visited, at least two which continue to be directly affected, and even threatened, by the 2011 Arab Spring upheavals.The last day of Obama's visit to the region was spent in Jordan on talks with King Abdullah II, and visiting the ancient world-renowned site of Petra. Jordan is now home to literally hundreds of thousands of Syrian refugees who have fled the bloody civil war ravaging their homeland, with the outcome yet in doubt and multiple factions vying for power, including those linked to Al Qaeda and to Iran.In a joint news conference with the Hashemite monarch, Obama warned Friday that Syria could become a haven of “extremism” and radiated concern about the savage civil war entering its third year.At every stop along the way during his tour of Egypt, Israel, and Jordan, in fact, Obama discussed the situation in Syria and its impact on neighboring nations with the region’s leaders. Palestinians cool to partial settlement freeze

RAMALLAH, West Bank (AP) — A senior Palestinian official rejected on Sunday the idea of a partial Israeli settlement freeze as a way of restarting peace talks, a sign of tough times ahead for the Obama administration's new attempt to bring the sides together.U.S. Secretary of State John Kerry met separately late Saturday with Palestinian President Mahmoud Abbas and Israeli Prime Minister Benjamin Netanyahu to talk about ending a deadlock of more than four years over settlements.Abbas says he won't return to negotiations without an Israeli construction freeze, saying Israel's building on war-won land pre-empts the outcome of talks on a border between Israel and a future state of Palestine. Abbas last held talks with Netanyahu's predecessor in late 2008.Netanyahu has refused to halt construction and instead calls for an immediate return to negotiations. President Barack Obama sided with Israel's position during a visit to the region last week, saying the Palestinians should return to talks to sort out the settlement issue.The U.S. has not spoken publicly about possible compromises in recent days, though there has been some speculation it would propose a partial construction stop in the West Bank heartland, east of Israel's separation barrier.
Palestinian negotiator Saeb Erekat said Sunday that the Palestinians do not seek a confrontation with the Obama administration, but appeared to suggest that nothing short of a full freeze will bring them back to negotiations.The Palestinians want a state in the West Bank, Gaza and east Jerusalem, areas Israel captured in 1967. Since that war, Israel has built dozens of settlements — considered illegal by much of the world and now home to more than half a million Israelis — in the West Bank and east Jerusalem.Much of the construction takes place in so-called "settlement blocs" close to Israel and in east Jerusalem. Israel's separation barrier cuts off east Jerusalem and some of the settlement blocs from the rest of the West Bank.

First of all, 90 percent of the building in settlements is going on in the blocs," he said. "If we accepted that, we would be committing two crimes. Syrian gunmen opened fire on an IDF position in the Golan on Sunday morning in the second attack of its kind in 24 hours.IDF soldiers responded with heavy fire, scoring a direct hit on the position from which the fire originated. No soldiers were hurt.On Saturday night gunfire from the Syrian side of the border hit an IDF jeep in the same area. No soldiers were hurt in the attack.Senior military commanders said they remain unsure whether Syrian gunmen are deliberately targeting Israel, or if the gunfire and mortar shell fire over the border is simply spillover from Syria’s ongoing civil war.It is difficult to differentiate the motivations behind the attacks, because the civil war raging in Syria has evolved into a battle between the government and an opposition that is split into two factions.One is the Western-backed National Syrian Council (NSC) represented by the Free Syrian Army, and the second, a radical jihadist coalition called the Islamic Front for the Liberation of Syria comprised of 13 terrorist factions, most linked to extremist groups such as Al Qaeda.
Israel has filed a complaint with UN forces in the Golan over the latest violence.

National Security Adviser Yaakov Amidror confirmed on Saturday night that the situation in Syria was the main reason for Israel’s apology to Turkey for the Mavi Marmara incident.“The Middle East has changed,” he told Channel 2 News. “Between us and Turkey there is a state with chemical stockpiles that may get into hostile hands and Turkey has an interest to prevent this from happening, as does Israel.”

British police give all clear on radiation at Putin critic's home

ASCOT, England (Reuters) - Specialist police with nuclear and chemical training gave the all clear at the British home of former Russian oligarch Boris Berezovsky on Sunday, a day after the fervent critic of Russian President Vladimir Putin died in unclear circumstances.The 67-year-old, a former powerbroker who helped Putin climb to the top of Russian politics before falling from grace, was found at his house in Ascot, 25 miles west of London.Police said his death was "unexplained" and sent radioactive, biological and chemical experts to do tests in the house as they tried to piece together Berezovsky's final hours.Berezovsky had survived assassination attempts and said he feared for his life after he became one of Putin's fiercest critics, repeatedly calling for him to be forced from office.He was also a friend of Alexander Litvinenko, the former Russian spy who was poisoned with radioactive material in London in 2006, a murder that strained diplomatic ties between Britain and Russia.However, associates said the man who personified the ruthless world of post-Soviet politics was depressed and may have committed suicide or had a heart attack after the stress of losing a $6 billion court case to Chelsea Football Club owner Roman Abramovich.British media said he had given an interview to Forbes Russia magazine shortly before his death in which he spoke of wanting to return to Russia. He had lived in Britain since fleeing Russia in 2000."I do not know what to do. I am 67 years old. And I do not know what to do next," he said in the interview, according to extracts published in several British newspapers.Police stood guard outside Berezovsky's mansion. Berezovsky had kept a low profile since the defeat and was rarely seen in public.
"He had no money, he had lost it all. He was unbelievably depressed," Tim Bell, a public relations executive who was one of his closest British advisers, told the Sunday Times newspaper.
