President Shimon Peres summoned the heads of the factions elected to the Knesset to hear their opinion on the appropriate candidate to form a new government.

Four weeks will be given to the selected candidate to form a new government. Prime Minister Benyamin Netanyahu, as the head of the party that received the most amount of votes has the most leverage.

With 99 percent of the votes counted, it seems that Prime Minister Binyamin Netanyahu may have a hard time creating the next coalition. Despite Netanyahu’s significant lead over rival parties, the right-wing and left-wing blocs are now evenly matched with 60 seats each.Netanyahu’s Likud, which ran together with Yisrael Beytenu, took 31 seats. In second place is Yesh Atid with 19 seats, followed by Labor with 17.
Shas and Bayit Yehudi (Jewish Home) won 11 seats each. Yahadut HaTorah (Gimmel) got 7 seats, an increase over its current six.Tzipi Livni’s Hatnua party got 6 seats, the Jewish-Arab Hadash party took 4 4, Meretz appears to have 6, the other Arab parties together earned 7, and Kadima appears to have passed the voting threshold with just 2 seats. Otzma L'Yisrael (Strong Israel, led by MK Michael Ben Ari) may not have made it into the Knesset.While the numbers do not quite add up, as the final calculations have not been completed, the final breakdown will apparently leave current coalition members Likud, Bayit Yehudi and the hareidi-religious parties Shas and Yahadut HaTorah with a total of 60 seats, and Yesh Atid, Labor, Hatenua, Meretz, Kadima and the Arab parties with a total of 60 seats.Netanyahu may be able to include Yesh Atid in his coalition.Yesh Atid head Yair Lapid, a longtime popular TV anchor until exactly one year ago, and son of the former far-left secular Shinui party head Tommy Lapid, defines his party as centrist rather than left-wing, and has not ruled out the possibility of joining a Likud-led coalition.However, the party’s strong stance in favor of mandatory IDF recruitment for hareidi-religious yeshiva students may make it difficult for Netanyahu to include both Lapid’s party and the hareidi-religious parties in a coalition. The dilemma will undoubtedly raise the necessity of negotiations for a compromise -- at best -- over the critical and delicate issue.

Likud’s own advertising cost it a right-wing majority in Knesset, MK Uri Orbach (Bayit Yehudi) claimed Wednesday.Likud focused on attacking the Bayit Yehudi (Jewish Home) party in recent weeks, primarily by portraying its candidates as extremists. According to Orbach, the ads convinced many young voters not to vote for Bayit Yehudi – but instead of choosing Likud Beytenu, they turned left and voted for another new party, the Yesh Atid party led by Yair Lapid.Lapid’s party was the surprise of the elections, winning 19 seats in place of the 11-12 that it had been predicted to receive.Yesh Atid describes itself as centrist, and may be willing to join a coalition led by Netanyahu. However, with its unexpected size, the party may also have the option of aligning with the left and blocking a second consecutive term for Netanyahu, although its chances of forming a government are not realistic.Orbach blamed the Otzma L'Yisrael party, as well, for the failure of the right wing and hareidi-religious parties to earn a majority of Knesset seats. The party, led by MK Michael Ben Ari and Dr. Aryeh Eldad, formerly of Ichud Leumi, failed to pass the threshold to enter Knesset and the roughly 60,000 votes it earned did not go toward more Knesset seats for the political right.
Prime Minister Binyamin Netanyahu seemed unconcerned Wednesday by reports showing the right and left-wing blocs evenly matched with 60 seats each. In a statement he thanked Israelis for turning out to vote Tuesday. The left-wing bloc includes the Arab parties and since they have never been coalition partners, is not a relevant comparison.“The results clearly show that Israel’s citizens want me to continue as Prime Minister,” he declared, “and want me to put together as broad-based a coalition as possible.” The new makeup of the Knesset provides an opportunity for “many changes,” he added.Netanyahu’s apparent calm may indicate confidence that the Yesh Atid party will agree to join him in a coalition despite its inclusion in the left wing bloc in various media reports. Yesh Atid head Yair Lapid has previously indicated that he is willing to join any government that will agree to his party’s major platform points, including IDF enlistment for hareidi-religious yeshiva students.

Pessimism in the Palestinian Authority about the prospects for peace with Israel has followed the country’s national elections on the “morning after.”
“I don’t see a peace coalition or a peace camp emerging now and revitalizing itself,” said Hanan Ashrawi, a member of the Palestine Liberation Organization (PLO) Executive Committee.Going into the elections, Ashrawi had told the Saudi Okaz newspaper, “elections in Israel will bring about an even more extreme right-wing government that will seek to destroy the possibility of peace, not only in the Israel-Palestinian arena, but in the entire region.”Ashrawi followed up with reporters again at a news briefing in Ramallah on Wednesday, the day after 66.6 percent of Israelis cast their ballots in what at first appeared to be a near-even split between the right and left-wing camps.With 99 percent of the votes counted, the left and right were only really even if one included the Israeli Arab parties among the leftist bloc. Such parties include Knesset members such as Ahmed Tibi, Haneen Zouabi and Jamal Zahalka, all of whom have bluntly advocated the elimination of the “enemy” State of Israel, and expressed their hope for the Palestinian Authority, as “Palestine,” to rise in its place.
A right-wing coalition is still likely to be put together by Prime Minister Binyamin Netanyahu, who like other faction leaders is actively engaged in trying to form a winning combination. But it is probable Netanyahu will have to moderate his coalition and create a more centrist government, this time around. The reason: a dramatic drop in mandates for the Likud-Beytenu list and the rise to second place of centrist former TV news anchor Yair Lapid’s “Yesh Atid” (There is a Future) party.Lapid campaigned on a platform that highlighted what he called the “equal share of the burden, the cost of living and housing.” He adamantly maintained to reporters that his primary responsibility was to “raise the issue of the middle class.”The leftist Labor party, led by another former journalist, Shelley Yechimovich, is in third place, having won 15 mandates. She is followed by two right-wing parties tied with 11 seats each - hareidi-religious Sephardic Shas party, and Bayit Yehudi (Jewish Home) led by another newcomer, former IDF special ops officer Naftali Bennett.The Bayit Yehudi leader also referred to taking care of the “equal share of the burden” in his post-election remarks on Wednesday, saying “the public went for something new. Both Yair Lapid and we are new. The public is now waiting to see the results. Our commitment is to restore the economy and take care of the equal share of the burden.” Leftist Tzipi Livni’s “HaTnuah” party won 6 votes, as did the far-left Meretz party. The United Arab List-Ta’al party won 5 seats, and Balad won 3. The Arab-Jewish “Hadash” (New) party won 4 seats, and the once-powerful Kadima party, founded by former Prime Minister Ariel Sharon, squeaked in with a bare 2 seats.

Nearly a quarter of a million voters chose parties that did not make it into the Knesset this time around.
The ‘Otzma L’Yisrael’ party (Strong Israel) came closest to reaching its goal, but failed to pass the 2 percent threshold needed to enter the parliament. The party, led by MK Michael Ben Ari, earned 61,825 votes, and lacked the 15,000 more needed to break the barrier.The ‘Am Shalem’ party was next, with 42,095 mandates, also lacking enough to enter the Knesset.Both were followed by several other, smaller new parties, all of which made poor showings and had no chance of entering.
Among them were Rabbi Amnon Yitzchak’s ‘Koach L’Hashpiah’ (Power to Influence)  party, with 26,744 votes; ‘Eretz Hadasha’ (New Land) with 26,331 votes; and the ‘Calcala’ (Economy) party, which won only 1,881 votes despite publicity for its controversial ads and use of celebrities. The final votes from Tuesday’s national election will be counted beginning today (Wednesday) in the evening. When the tally is completed, the threshold for entering the Knesset is expected to be set at 76,100, according to the Central Elections Committee.
At present, the threshold is being set at two percent of the total number of votes, which are still being tallied due to the submission from polls among IDF soldiers in the field.


Meretz Urges the Left to Block Netanyahu Coalition

As results from the elections become clearer, hope is growing on the far left that the left wing will be able to block Prime Minister Binyamin Netanyahu by preventing him from forming a new coalition. Without support from parties that  can form a bloc with a total of over 60 seats, Netanyahu will not be named the next prime minister.Zahava Galon, chairwoman of the far-left Meretz faction, met Tuesday night with Yair Lapid, Shelly Yechimovich and Tzipi Livni, the heads of Yesh Atid, Labor and Hatnua respectively. “Don’t throw Bibi Netanyahu a lifeline,” she urged them.Galon had previously urged Yesh Atid and the left to stand with Arab parties to thwart Netanyahu. “We have the opportunity to create a bloc – center, left, and Arabs,” she declared Tuesday night.“The time has come,” she continued. “This could be an historic opportunity to replace the extreme-right regime that has trampled democracy.” She called on her fellow party heads on the left to “create a bloc to block the extremist Bibi, in order to preserve democracy and restore sanity to Israel.”Galon’s proposed 60-seat bloc would have to include both Yesh Atid and the Arab parties Balad and Ra’am Ta’al, a prospect that seems unlikely given Yesh Atid’s centrist stance on defense and diplomacy and Balad and Ra’am Ta’al’s extremism, which has included support for terrorists.Labor head Shelly Yechimovich has also expressed hope that the left will be able to block Netanyahu. Her proposal includes seeking support from the hareidi-religious factions Shas and Yahadut HaTorah (Gimmel) rather than Balad or Ra’am Ta’al.Both plans rely on Yesh Atid to prefer toppling Netanyahu to joining his government as the second most powerful party.

The Electoral System in Israel

Summary:
Israel has an electoral system based on nation-wide proportional representation, and the number of seats which every list receives in the Knesset is proportional to the number of voters who voted for it. The only limitation is the 2% qualifying threshold. In other words, a party must receive at least 2% of the votes in order to be elected. According to this system, the voters vote for a party list, and not for a particular person on the list. Since the institution of the primaries system in some of the parties, these parties directly elect their candidates for the Knesset. Some of the parties elect their candidates via the party's institutions. In the ultra-religious parties their spiritual leaders appoint the candidates. The Knesset elections take place once every four years, but the Knesset or the Prime Minister can decide to hold early elections, and under certain circumstances can serve for more than four years.





 





The Electoral System


Israel has an electoral system based on nation-wide proportional representation. In other words, the number of seats that each list receives in the Knesset - the House of Representatives - is proportional to the number of votes it received. Unlike most of the Western parliamentary democracies, the system in Israel is followed in an extreme manner, and the only limitation on a list which participated in the elections being elected is that it should pass the qualifying threshold, which is currently 2%. (Until the elections to the 13th Knesset the qualifying threshold was only 1%. During the 16th Knesset, the law changed the threshold from 1.5% to 2%.).
Historical Background


The State of Israel inherited the rigid system of proportional representation from the political system of the yishuv (the organized Jewish community) in mandatory times. This system was based on the zeal with which the various political parties - in which ideology and personalities played a major role - fought to preserve their independence. The justification given for the large number of parties resulting from the system was, that in a period in which major, far-reaching and rapid changes were still taking place in the population make-up as a result of immigration, it was important to enable maximal representation for various groups and opinions.
The Legal Basis for the System


The electoral system is based primarily on two laws: the Basic Law: the Knesset of 1958 and the Knesset Elections Law (combined version) of 1969. Since the Parties Law of 1992 was passed, only registered parties can present a list of candidates and participate in the elections.
The Principles Upon Which the Electoral System is Based


The general framework for the elections was laid down in article 4 of the Basic Law: The Knesset, and according to it the Knesset is to be elected in general, country-wide, direct, equal, secret and proportional elections. This article can only be amended by a vote of a majority of the Knesset members. The principle of the generality of the elections ensures the active right of every Israeli citizen, who is at least 18 years old, to vote and the right of every Israeli citizen, who is at least 21 years old, to be elected. Even though the Basic Law: The Knesset gave the legislator the power to deny the right to vote to anyone as it may see fit, the Knesset has never made use of this power. Those holding certain official positions, such as the President of the State, the State Comptroller, judges or dayanim, career officers, and senior civil servants, may not stand for election to the Knesset. However they can contend if they resign from their post 100 days or 6 months before the elections, depending on the public position, as the law specifies.
The principle of country-wide elections states that Israel is a single electoral district insofar as the distribution of Knesset seats is concerned. Direct elections mean that the voter elects the Knesset directly, rather than an electoral college (as is the case in the election of the President in the United States). Equal elections apply to equality amongst the votes given, and the Supreme Court laid down that the principle of equality relates to equality of opportunities for all the lists participating in the elections as well.
The principle of secrecy ensures fairness in the elections and aspires to prevent the placing of effective pressure on voters, since no one has any way of knowing how they actually voted. The principle of proportionality manifests itself in that all the lists, which get past the qualifying threshold, are represented in the Knesset by a number of members which is proportional to their electoral strength.

The Frequency of Elections


The Knesset elections are supposed to take place every four years. The Knesset can decide, by an ordinary majority, to dissolve itself and call for early elections. Under the direct vote for Prime Minister system, the Prime Minister could notify the President of early elections. After the abolishment of that system, the Prime Minister can recommend to the President to call for early elections, but the Knesset can block that initiative. The elections to the Second (1951), Fifth (1961), Tenth (1981), Eleventh (1984), Thirteenth (1992), Fourteenth (1996), Fifteenth (1999), Seventeenth (2006), and Eighteenth (2009) Knessets were all held before the due date by the Knesset's initiative. The elections for the Sixteenth Knesset were brought forward by the initiative of the Prime Minister. The Knesset can also decide, by a special majority, to prolong its term beyond four years. This happened in the case of the elections to the Eighth Knesset (1973) which were delayed because of the Yom Kippur War. In either case of delayed or early elections, the newly formed Knesset is meant to serve a full four-year term from the date of elections as determined by the law, regardless of the election date.

Who Can Participate in Elections?


The contest in the elections is among lists of candidates. Since the Parties Law was passed in 1992, only a party, which has been legally registered with the Party Registrar, or an alignment of two or more registered parties, which have decided to run in the elections together, can present a list of candidates and participate in the elections (for example, in the elections for the fifteenth Knesset, the list "One Israel" was composed of three parties; Labor, Gesher and Meimad). A party can informally add to its list bodies or personalities that are not members of the party and that are not registered themselves as a party (for example, in the elections for the fifteenth Knesset, the Unified Arab List included contenders from the Democratic Arab Party, a registered party, and individuals from the Islamic Movement, a non-registered party). The following lists may not run in the elections: A list which acts directly or indirectly against the existence of the State of Israel as the state of the Jewish people or against its democratic nature; a list which incites racism; a list which supports the armed struggle of an enemy state or a terrorist organization against the State of Israel.
The Distribution of Seats Among the Lists


The lists that have passed the qualifying threshold receive a number of Knesset seats which is propotional to their electoral strength. This is done by the division of valid votes given to the lists which passed the qualifying threshold, by 120, in order to determine how many votes entitle a list to a single seat. In the elections to the second and seventh Knessets the excess votes (the votes received by a list which passed the qualifying threshold, but are not sufficient for a whole seat) were distributed to those lists which had the largest number of excess votes (the Hare method). In the elections to the First Knesset, and since the elections to the Eighth Knesset, the excess votes are distributed to the lists with the largest number of voters per seat - a method known in the world as Hagenbach-Bischoff (de-Hondt), and is known in Israel as the Bader-Ofer method - named after MKs Yohanan Bader (Gahal) and Avraham Ofer (Alignment) who proposed its adoption. Two lists can reach an agreement regarding the distribution of excess votes between them before the elections.
Who is Elected to the Knesset?


The candidates of any given list are elected to the Knesset on the basis of the order in which they appear on it. If a certain party received sufficient votes for 10 seats, the first 10 candidates on its list will enter the Knesset. If a Knesset member passes away or resigns his seat in the Knesset for whatever reason, the next on the list will replace him/her.

Voter turnout for Israel's elections has been high Tuesday morning, with 38.3% of voters exercising their right to vote by 2:00 p.m.
The turnout for this hour was 4.4% higher than in the last elections, in 2009.The turnout by 12:00 noon was the highest since the 1999 election, 14 years ago. One quarter of registered voters voted in the first five hours of the election, with 10 hours left.In 2009, 23.4% had voted by 12:00. In 2006, the number had been 21.7%.A high voter turnout is usually considered bad news for small parties that may not pass the threshold for entering the Knesset. It is also bad for hareidi parties, which enjoy a high turnout of their supporters and would rather see a low turnout among their rivals' supporters.Likud's Gideon Saar was quoted as saying he is worried about the relatively high turnout in leftist strongholds.

Exit polls from Tuesday’s elections, released at 10 p.m. as the polls closed, showed Likud Beytenu winning with 31 seats. Yair Lapid’s Yesh Atid party surpassed all its achievements in previous surveys and earned 18 seats, putting it in second place.The Labor party was in third with 17, Shas was fourth with 13, and Bayit Yehudi (Jewish Home) was in fifth with 12.Another elections day victory went to the Arab-Jewish Hadash party, which earned five seats.The Kadima, Am Shalem and Otzma Leyisrael parties are not believed to have made it into Knesset.

Israelis expected to return Netanyahu to office

JERUSALEM (AP) — Prime Minister Benjamin Netanyahu was expected to win a third term Tuesday in the first election in decades in which the Mideast peace process didn't take center stage, with many Israelis focused more on economic woes than ending their conflict with the Palestinians.The election comes at a troubled time for Israel. Netanyahu's hard line on concessions to the Palestinians has put Israel into conflict with the international community, increasing its diplomatic isolation.A declining economy and ballooning budget deficit mean painful government spending cuts and possible tax increases are in store for an electorate already bowed by the high cost of living.In the background looms the possibility that Israel would attack Iran over its suspect nuclear program, a move that would likely draw harsh retaliation by Iran and its proxies on Israel's northern and southern borders.Still, many voters said they'd cast ballots for Netanyahu's list because they see no viable alternative. Polls suggest hard-line and religious parties that have been his traditional allies will form the core of his next coalition government.The big question is whether Netanyahu will be able to woo centrist parties with more moderate positions on peacemaking into his governing coalition — and whether they would have any influence on his policies.Netanyahu, 63, was smiling when he arrived early at a heavily secured polling station in Jerusalem with his wife, Sara, and two sons, both first-time voters. The Israel Air Force on Monday conducted a successful test of an upgraded Iron Dome rocket system. The Defense Ministry said in a statement that the new, upgraded system would enable the placement of Iron Dome systems in more parts of the country, including areas where deployment had been problematic because of topography and other factors.The first “edition” of Iron Dome did yeoman's work during Operation Pillar of Defense last year, intercepting over 90% of the rockets fired at Israel by Gaza Arab terrorists. The Ministry said the upgraded system was even more accurate. In addition, the new system had a wider range, enabling it to more efficiently intercept rockets. During the test, the Ministry said, the new Iron Dome was able to successfully intercept an object heavier than a Fajr rocket.The Ministry said that the test was conducted as part of a wider effort to better protect Israelis from short-range rockets fired at Israel. Further tests of the system can be expected, officials said. Further improvements to the hardware and software that makes up the system are under development, and several new features will be added to Iron Dome in the near future, the Ministry said.“We are working on improving the system both in terms of the range Iron Dome covers, and the speed in which it can deflect rockets. We are also developing methods to deploy Iron Dome against additional threats to Israel,” the Ministry said in a statement. “Iron Dome has proven itself, and we believe it will continue to do so in the future, including new security threats that may develop in the future,” the statement said.

Merkel and Hollande dream of EU 'utopia'

BERLIN - The leaders of Germany and France encouraged young people to be "utopian" and dream of a European federal state with common taxation, on the eve of festivities on Tuesday (22 January) marking the 50th anniversary of the Elysee peace treaty."When the Elysee treaty was signed, 50 years ago, we were both eight years old. I was in East Germany at the time and who would of thought we will be here one day," German Chancellor Angela Merkel said at a townhall session with French and German students and with young soldiers on Monday evening.She was speaking alongside French President Francois Hollande, who travelled to the German capital with his entire government and parliament for joint festivities marking 50 years of what has become the Franco-German "engine" in EU affairs."The Franco-German friendship is a choice. We are not born friends, we become friends," Hollande said.It was an allusion to his own relationship with the German chancellor, whom he casually calls "Angela" these days, despite the bad blood during his election campaign last year when Merkel openly supported his predecessor and her old ally, Nicolas Sarkozy.
Unlike the dozens of young people enrolled in Franco-German exchange programmes, neither Hollande nor Merkel speak each other's language."Even Angela and myself, we often speak English to one another. But don't tell anyone," Hollande joked.Merkel added: "You are all sitting together and getting along. I envy you, as I don't speak French although I would like to, if only I wasn't so busy these days. But I think you can only understand France if you speak the language and perhaps this is true for Germany, too."Quizzed about the state of the Erasmus exchange programme for students - which narrowly avoided closure last year because EU governments are trying to slash the Union's budget - both leaders promised the scheme is safe.
Merkel also said it should be expanded to young professionals and mentioned several times the EU job portal Eures of which few in the audience seemed to have heard about."Please use Eures and then write to me to tell me if it works. I didn't try it as I was not seeking for a job, and I don't know if I would have got a job in France immediately," she joked when asked by a 24-year old French woman who just finished media studies and could not find work.

Different views on economy

Despite the friendly talk, the two leaders stuck to their different views on the economy, with the Socialist government in France currently pushing for higher taxes instead of cutting wages like Germany."We are aware we have a competitiveness problem in France. We lost time in France while Germany pushed reforms and we need to catch up. But lowering wages or social spending is not the way, rather by giving tax exemptions to companies hiring young people, for example," Hollande said."We cannot simply copy the German model, in our friendship, we shouldn't mix up the countries. Each has their own specificity, their own strengths," he added.Merkel said she has no intention of copying the French model by raising taxes for the rich."I won't take up one element and apply it here. What is important is to have justice in the tax system. Here in Germany, ten percent of the highest earners pay 50 percent of the entire tax income. So we think our system is fair and we don't want to change it," she explained.Hollande noted that his recent 75-perecnt-tax on millonaires is all about fairness.But he added: I am aware we are in an open society, where capital flows and people get away," in reference to French actor Gerard Depardieu who recently got Russian citizenship to avoid paying the tax.They both agreed that EU taxes should be harmonised in the long run, however.
When asked if it is "utopian" to think that one day there would be a federal EU state, Hollande said that the EU as it is today seemed "utopian" 50 years ago."I accepted that we need to converge towards common budgetary policies. We need to have a similar discussions about taxes, for instance a common CO2 tax. It's true there are political risks, but we need to embrace our common destiny," he said.Merkel named Ireland, Malta and Cyprus as low-corporate tax havens: "I don't want to make a statement now that my fellow EU leaders will be upset about, but step by step we'll need to establish margins and then each country will have to choose how it fits in those margins. Your utopia is totally right."

EU officials want governments to share bank bailout pain

BRUSSELS - National governments should pay their own contribution to recapitalize ailing banks alongside funding from the eurozone's bail-out fund, according to a paper by EU officials.Eurozone finance ministers are expected to discuss the plans when they convene on Monday (21 January) for their first Eurogroup meeting of 2013.For their part, officials in the EU Council in an informal "Issues Note" leaked on Friday by the Wall Street Journal, propose that banks should be eligible for direct support only if national governments are unable to put up the cash themselves or if their failure is of systemic importance to either the member state or the eurozone as a whole.Banks would also be eligible if they would otherwise breach rules on capital requirements requiring them to hold core capital worth at least 4.5 percent of the total value of financial instruments on their balance sheets.But the officials also said that national governments should make a contribution to bank bailouts, with the paper noting: "It is suggested to have a contribution from the member state where the rescued institution is headquartered, so as to take into account the existence of legacy assets."In a bid to make sure national governments shoulder the burden of bank losses, it adds that member states should "make a capital contribution or provide a loss guarantee equivalent to a certain percentage of the amount injected by the ESM [the EU's bailout fund]."The programme forms a key part of the legal framework of a comprehensive banking union for the eurozone.Ministers will on Monday also discuss the state of negotiations on two regulations to establish a single supervisory mechanism, with the European Central Bank to co-ordinate banking supervision and have the powers to directly intervene in the functioning of the bloc's most systemically important institutions.Talks on the supervisory regime have progressed slower than expected.Ministers and MEPs missed their self-imposed December 2012 deadline to sign off on the legislation, which is now expected to come into force in early 2014.They are likely to be followed later this year by EU legislation to put in place a common resolution scheme to wind up insolvent banks and harmonisation of national rules guaranteeing savers' bank deposits.In June 2012, EU lawmakers promised to take measures to sever the link between heavily-indebted governments and banks by allowing the ESM to offer direct aid to banks, ending the vicious cycle of governments driving themselves into debt by borrowing billions to prop up their banks themselves.Last year, Spain became the first EU country to request emergency funds to directly prop up its insolvent banking sector, with the centre-right government of Mariano Rajoy requesting €39.5 billion for Spanish banks in December.Germany, Finland and the Netherlands are reluctant to pave the way for the ESM to assume complete liability for bank losses, however.Meanwhile, some officials worry that bank recapitalization would severely deplete the size of the fund, potentially making it harder to finance any future state bail-outs.The initial blueprint of the €500 billion bail-out fund in early 2011 said that it would only provide emergency support to national governments.

Russia Begins Evacuating Citizens from Syria

Russia announced Monday that it was sending two airplanes from its emergency services fleet to Beirut, Lebanon, to evacuate about 100 Russian citizens from Syria.
The decision reflects Moscow’s belief that President Bashar al-Assad is losing control of the country after nearly two years of civil war.The New York Times reported that it was not clear if the announcement signals a large scale evacuation of most of Russian citizens from Syria. Russia has an estimated 30,000 citizens in the country, including government and military personnel, private contractors, and thousands of women married to Syrian men.Around a dozen Russian ships are in the Mediterranean off the coast of Syria for naval exercises and could be used to evacuate Russian citizens.
“On orders from the leadership of the Russian Federation, the Emergencies Ministry is sending two airplanes to Beirut so that all Russians who want can leave Syria,” Emergency Services Ministry spokeswoman Irina Rossius said.“It is planned that more than 100 Russians will leave Syria” on these planes, she told the Interfax news agency.Russia has been Assad’s main foreign protector during the 22-month-long uprising against his regime.

Syrian rebels clash with Kurds in northeast: activists

BEIRUT (Reuters) - At least 56 people have been killed in a week of fighting in northeast Syria between anti-government rebels and members of the long-oppressed Kurdish minority who have seized on the civil war to try to secure self-rule, activists said on Tuesday.The British-based Syrian Observatory for Human Rights, which collates reports on Syria's violence from local activists, said on Tuesday that the anti-Damascus rebels were using tanks and mortars on Tuesday against Kurdish forces.In a separate incident, it said at least 42 people including women and children had been killed when a car bomb targeting a pro-government militia went off on Monday evening in the town of Salamiyah, east of the central city of Hama.With Arab rebels entangling government forces to the west and south, the Kurds, who make up around 10 percent of the population, have exploited the vacuum to set up the Kurdish schools and cultural centers long denied them under Baath party rule, as well as police and armed militias.But they have remained at arm's length from the increasingly Islamist-dominated mostly Sunni Arab rebels, fearing that these would not honor the autonomy aspirations of a region that holds a significant part of Syria's estimated 2.5 billion barrels of crude oil reserves.On Tuesday, fighters of the Kurdish People's Defence Units clashed with several rebel groups in the city of Ras al-Ain in Syria's northern Hasaka province, the Observatory said."The clashes erupted (last) Wednesday ... and (have) resulted in the deaths of at least 56 fighters," the group said.The fighting is one of many sectarian or ethnic fault lines that have prevented the emergence of a single coherent movement to try to oust President Bashar al-Assad since insurgents took up arms after the government cracked down on peaceful protests in March 2011.Since then, the conflict has become a full-scale civil war in which more than 60,000 people have been killed, 650,000 pushed to flee the country and well over a million made homeless within Syria.A video posted online showed men and women gathering around a street strewn with rubble at what the Observatory said was the site of the blast in Salamiyah.It said some of the wounded were in critical condition.The state news agency SANA said the blast had been caused by a suicide bomber and that 25 people had been killed.Reuters cannot verify such reports from inside Syria because the government severely limits access for independent media.(Reporting by Alexander Dziadosz; Editing by Kevin Liffey) 

Piers Morgan: Use Machine Guns to “Take Out” Critics

CNN host pushes gun control to reduce violence while making violent threats

CNN host Piers Morgan has built his case for gun control on an apparent concern for victims of gun violence. However, that concern was not evident when he told an interviewer of his desire to see his critics taken out with machine guns.Asked about how he would treat his critics if they were appearing on Britain’s Got Talent, a show on which Morgan appeared as a judge, the CNN host remarked, “I’d replace the buzzers with machine guns and just take them all out and do the public a massive favor.”Morgan’s penchant for mowing people down with machine guns, even in the context of a joke, is somewhat rich given that he has spent weeks pontificating about the need to ban semi-automatic assault rifles on his live CNN show.
This is by no means the first time that Morgan has joked about murdering his ideological adversaries while simultaneously brow-beating second amendment advocates about the need to ban guns in order to prevent shootings.While debating Morgan’s contentious interview with Alex Jones earlier this month, author Buzz Bissinger remarked, “But what do you need a semi-automatic weapon for? The only reason I think you’d need it is, Piers, challenge Alex Jones to a boxing match, show up with a semi-automatic that you got legally and pop him.”“I’d love to see that,” responded Huffington Post’s Abby Huntsman, adding, “In uniform.”

2009 Nobel Peace Prize nominee Jim Garrow shockingly claims he was told by a top military veteran that the Obama administration’s “litmus test” for new military leaders is whether or not they will obey an order to fire on U.S. citizens.
Garrow was nominated three years ago for the prestigious Nobel Peace Prize and is the founder of The Pink Pagoda Girls, an organization dedicated to rescuing baby girls from “gendercide” in China. Garrow has been personally involved in “helping rescue more than 36,000 Chinese baby girls from death.” He is a public figure, not an anonymous voice on the Internet, which makes his claim all the more disturbing.“I have just been informed by a former senior military leader that Obama is using a new “litmus test” in determining who will stay and who must go in his military leaders. Get ready to explode folks. “The new litmus test of leadership in the military is if they will fire on US citizens or not”. Those who will not are being removed,” Garrow wrote on his Facebook page, later following up the post by adding the man who told him is, “one of America’s foremost military heroes,” whose goal in divulging the information was to “sound the alarm.”Garrow’s claim is even more explosive given that the country is in the throes of a national debate about gun control, with gun rights advocates keen to insist that the founders put the second amendment in the Constitution primarily as a defense against government tyranny.It also follows reports on Sunday that General James Mattis, head of the United States Central Command, “is being told to vacate his office several months earlier than planned.”Concerns over US troops being given orders to fire on American citizens in the event of mass gun confiscation first arose in 1995 when hundreds of Marines at 29 Palms, California were given a survey as part of an academic project by Navy Lieutenant Commander Ernest Guy Cunningham which asked the Marines if they would, “Fire upon U.S. citizens who refuse or resist confiscation of firearms banned by the United States government.”The survey was subsequently leaked because many of the Marines who took it were shocked by the tone of the question.The US Military has clearly outlined innumerable civil emergency scenarios under which troops would be authorized to fire on U.S. citizens.In July 2012, the process by which this could take place was made clear in a leaked US Army Military Police training manual for “Civil Disturbance Operations” (PDF) dating from 2006. Similar plans were also outlined in an updated manual released in 2010 entitled FM 3-39.40 Internment and Resettlement Operations.The 2006 document outlines how military assets will be used to “help local and state authorities to restore and maintain law and order” in the event of mass riots, civil unrest or a declaration of martial law.On page 20 of the manual, rules regarding the use of “deadly force” in confronting “dissidents” on American soil are made disturbingly clear with the directive that a, “Warning shot will not be fired.”Given that second amendment advocates are now being depicted as dangerous terrorists by the federal government and local law enforcement, Garrow’s claim is sure to stoke controversy given that Americans are seeing their gun rights eviscerated while the federal government itself stockpiles billions of bullets.Last week, Gloversville Mayor Dayton King warned that any federal gun confiscation program could lead to a “Waco-style standoff” in rural areas of America.

A Palestinian Authority Arab group calling itself “the European initiative to remove the fence and the settlements” has launched a new media campaign in Europe, entitled “Palestine without a fence and with no settlements.”Arab affairs expert Dalit Halevi reports that the group’s chairman, Amin Abu Rashid, an Arab-Dutch national known for his activism in favor of Hamas and Gaza-bound flotillas, is calling as part of the campaign to continue what he termed the “Palestinian Spring” protests against the Jewish communities in Judea and Samaria.Halevi reports that Abu Rashid is calling on PA Arabs to continue to establish facts on the ground by setting up illegal outposts in areas designated for expropriation by Israel.At least two such outposts have already been set up by PA Arabs. The first one, in the E1 area which connects Jerusalem and Maaleh Adumim, was demolished by Israel last week and its inhabitants evacuated.Last Friday, another illegal outpost was set up by Arabs, this time in Beit Iksa, a PA Arab village located between the Ramot and Mevasseret Zion neighborhoods of Jerusalem.The Arabs have indicated they intend to erect more tents in the new illegal outpost and even build a mosque.Halevi quoted Abu Rashid as having said in a press conference on Sunday that the attempts to establish illegal outposts were an expression of the so-called “Palestinian Spring,” which he said must be escalated in light of what he called “the crazy attack of settlements, especially in Jerusalem.”He said he supported the initiative to establish new Arab villages, in order to convey a message to the world that the owners of the land are attached to their land and to their right to build it, and they will not accept Israel’s attempt to establish facts on the ground and change reality.The Arabs who set up the newest outpost near Beit Iksa said that the reason for the outpost is the fact that Beit Iksa is set to be entirely encircled by Israel's border fence, cutting it off from Jerusalem.Israeli authorities ordered the confiscation of 124 acres of the village's land three weeks ago, and do not permit any new building in the town, they claimed.

The European Union, the World Bank, and a host of European countries working outside the framework of the EU, have for years been funding a youth-oriented television program in the Palestinian Authority that has promoted terrorism as an ideal act of “martyrdom,” honoring terrorists whom Israel has released from prison, and glorifying acts of terror in which Israeli women and children were murdered. Now, said Palestinian Media Watch, an independent group that monitors Arab media, the TV show has begun a new campaign – encouraging young viewers to prepare to hijack airplanes.A poem that has been broadcast repeatedly on the program, called “Raise Your Voice,” says, among other things, that Israelis “should expect us, even though we are the unexpected. We are at all airports, aboard all planes. We stop off in Rome and Zurich, and peep out from under rocks. We hide behind statues and plants. Our brave ones attack without warning, with anger, thunder, lighting and storm. They come in the garb of the prophet and with the sword of the warrior.” The poem also threatens the U.S., saying that “a gun in the hand of the little one can kill the great one.”According to PMW, the mention of Rome and Zurich in the poem – two cities where Arabs hijacked El Al planes, in 1968 and 1969 – makes clear the poem's intention.After the poem was read, the young presenters of the program thanked the NDC (Non-Governmental Organization Development Center), which provides funding to the PA organization that produces the program. In the past, PMW said, the program has hosted dozens of PA terrorists for interviews. Terrorists have also appeared on other programs produced by the company, called Fialara. Other organizations that support Fialara include international NGOs Save the Children and Cordaid, PMW added.

Snow hits London and Paris flights, more cuts seen

LONDON/PARIS (Reuters) - London's Heathrow Airport canceled a fifth of flights on Sunday and airlines scrapped 40 percent of flights to Paris's main airports as snow blanketed parts of Europe, with more forecast.Air France predicted more cancellations on a similar scale for Monday.Heathrow Ltd, owned by Spain's Ferrovial, said the reduced schedule - amounting to around 250 fewer flights - would help it cope with the snowfall without making further cancellations.As snow continued to fall through Sunday, the airport operator said Monday's flight schedule would be cut by 10 percent. That number could rise, depending on conditions at other European airports, Heathrow said.The Paris airport operator, ADP, said airlines scrapped 40 percent of flights in and out of the two main airports on the outskirts of Paris, Charles de Gaulle and Orly, primarily reducing short-haul services.London's smaller Stansted and Gatwick airports said they were operating as normal on Sunday morning but that delays and some flight cancellations were likely.
Weather forecaster the British Met Office said snow was likely to continue into Monday. As much as eight centimeters was expected in southeast England on Sunday, it said.On average, some 1,300 flights leave Heathrow daily. The airport, Europe's busiest, operates at close to full capacity after Britain's coalition government blocked development of a third runway in 2010."Many airports have plenty of spare runway capacity so aircraft can be spaced out more during low visibility without causing delays and cancellations," said Heathrow, whose owners have campaigned hard for more capacity at the London hub."Because Heathrow operates at almost full capacity, there is simply no room to reschedule the delayed flights," it said.
Heathrow has spent 36 million pounds ($57 million) on upgrading its winter weather equipment since 2010 - a year that saw it face heavy criticism after it almost shut down when snow hit just before Christmas. It now has 130 snow-clearing vehicles.More than 400 flights were canceled on Friday, while on Saturday 111 flights, most of them operated by IAG's British Airways, were canceled and hundreds of passengers spent the night in Heathrow's terminals.BA said there had been a knock-on effect because many of its planes were in the wrong place after Friday's snow."Like other airlines at Heathrow we have complied with a request to reduce our schedule by 20 percent on Sunday and we continue to work with Heathrow Airport to help keep the airport running as smoothly as possible," BA said in a statement."We are doing everything we can to help customers whose flights have been disrupted by severe weather."Services by Air France-KLM, Ireland's Aer Lingus and Germany's Lufthansa have also been affected.France's SNCF rail firm announced delays of up to 40 minutes on many lines as drivers cut speed in a safety measure.Some 25,000 homes lost power supply in southwestern France.Emergency services were drafted in to rescue around 100 people from an urban train carriage that got stuck on a track which passes in open air over the Seine river in Paris, said Frederic Grosjean, a spokesman for city's emergency services.(Additional reporting by Rosalba O'Brien in London, and Brian Love and Gerard Bon in Paris; Editing by Louise Heavens and Myra MacDonald)

Syrian opposition seeks Qatar backing for transition government

ISTANBUL (Reuters) - The head of Syria's opposition coalition has flown to Qatar to secure promises of financial aid for a transitional government in rebel-held areas, sources at negotiations in Istanbul said on Sunday.The talks on agreeing a transitional government had been hit by disagreement over whether a transitional government could survive when the Syrian National Coalition President Moaz Alkhatib left in the middle of deliberations, the sources said."It seems that there won't be a government unless Sheikh Moaz comes back from Qatar with enough to convince enough members of the coalition that any government they set up will be viable," said one coalition member who did not want to be named.The talks launched Saturday are the opposition's second bid to form a transitional government, with its credibility at stake as the country slides into sectarian conflict between majority Sunnis and President Bashar al-Assad's minority Alawite sect.
The Syrian opposition is set for more talks in Paris on January 28, French Foreign Minister Laurent Fabius told radio station Europe 1.The 70-member coalition, dominated by Islamists and their allies, was formed with Western and Gulf backing in Qatar at the beginning of December. Power struggles among its members have undermining efforts to agree a transitional government.The United Nations says 60,000 people have been killed in the almost two-year revolt against Assad. A collapse of the country could draw in rival powers in a region where the Sunni-Shi'ite faultline has deepened since the Arab Spring revolts began in Tunisia two years ago.Some coalition members doubt a transitional government is viable yet."There is agreement on the need to establish a transitional government but the majority opinion favors not to form it now without secure areas to operate in and enough international support and guarantees for direct recognition," Coalition member Ahmad Ramadan said."Otherwise the government will be born paralyzed," he added.
MUSLIM BROTHERHOOD
The Muslim Brotherhood, the only organized force in the Syrian opposition, has made it clear it does not favor a government at present. But opposition sources said the Brotherhood could change its mind if regional powers, especially Turkey and Gulf states, throw their support behind the project."Between the military effort and humanitarian and administration needs a transitional government needs up to $40 million a day to operate. There is no point creating a government that cannot meet the aspirations of the revolt," another source said.Assad's forces massacred over 100 Sunni men, women and children when they overran an opposition-held district in the central city of Homs last week, in the latest in a string of ethnic cleansing of Sunni areas, according to opposition campaigners.They said the massacre was part of a campaign to secure an open corridor for Alawite forces deployed on hills in Damascus and coastal bases. The Alawites, who have controlled Syria's military and security apparatus since the 1960s, follow an offshoot of Shi'ite Islam and comprise about ten percent of the population.A few names have emerged as possible contenders for the prime minister job.
