Top court upholds key part of Sask. anti-hate law

Part of rights code section whittled down in case of anti-gay flyers

The Supreme Court of Canada has upheld key provisions against hate speech in the Saskatchewan Human Rights Code, but struck down some of the code's wording in a case prompted by flyers handed out by a religious anti-gay activist, Bill Whatcott.The court found that most of the pertinent section of the code is constitutional. Although the legislation infringes the rights to free expression and free religion, the court is allowing most of it as reasonable limits.Reached at his home in Weyburn, Sask., Whatcott expressed disappointment but also defiance.
"It's dreadful," he said of the decision. "It's a dark day for Canada."Whatcott said he refuses to pay the $7,500 in damages as directed by the high court. He also says the ruling means the Supreme Court can impose its morals on the rest of the country and limit free speech.

He also said he'll likely be violating Saskatchewan's human rights code for the rest of his life, because he will not stop preaching against homosexuality.David Arnot, chief commissioner of the Saskatchewan Human Rights Commission, hailed the ruling, saying it goes to the heart of what it means to be a Canadian.
"It basically says under no circumstances should hate speech be tolerated," Arnot said.A Saskatoon man who was one of the complainants in the case says he's pleased, too.

After reading about the Whatcott pamphlets in church, James Komar said he had little choice but to speak out."If I don't stand up for myself why should I expect other people to stand up for me," he said.

Part of code struck down

The court struck down the part of the legislation that includes speech that "ridicules, belittles or otherwise affronts the dignity of any person or class of persons on the basis of a prohibited ground." It found those words are not rationally connected to the objective of protecting people from hate speech.
The court left in place the ban on speech that exposes, or tends to expose, persons or groups to hatred.
The Saskatchewan Human Rights Commission had appealed a court decision that overturned its original ruling against William Whatcott, who published and distributed four anti-gay flyers in towns and cities in Saskatchewan in 2001 and 2002. Four people filed complaints with the commission over the flyers.
Whatcott's flyers used words like "filth," "propaganda" and "sodomy" to describe gay relationships and the discussion of equality.Saskatchewan law prohibits publishing or broadcasting anything that "exposes or tends to expose to hatred, ridicules, belittles or otherwise affronts the dignity of any person or class of persons on the basis of a prohibited ground."

Two of four flyers hate speech

The first two sets of flyers were titled "Keep homosexuality out of Saskatoon's public schools" and "Sodomites in our public schools."The other two were photocopies of classified ads with Whatcott's handwritten comments on them stating the ads were for "men seeking boys."The Supreme Court found the first two flyers did constitute hate speech and reinstated the Saskatchewan tribunal's finding, including $7,500 in damages against Whatcott that were to be paid to complainants.The court upheld an appeal court's decision on the second two flyers, ruling against the human rights commission. It found that it was unreasonable to find the second two flyers "contain expression that a reasonable person … would find as exposing or likely to expose persons of same-sex orientation to detestation and vilification.""These flyers are potentially offensive but lawful contributions to the public debate on the morality of homosexuality," Justice Marshall Rothstein wrote in the decision.This was the first time the Supreme Court examined the Saskatchewan law.The Supreme Court of Canada's decision was unanimous.The decision was made by a six-judge panel because one justice retired and wasn't eligible to take part in it. Two other justices are new appointments and weren't eligible because they didn't hear the arguments in the case.

Pope speaks of "rough seas" of papacy at emotional farewell

VATICAN CITY (Reuters) - Pope Benedict bid an emotional farewell at his last general audience on Wednesday, acknowledging the "rough seas" that marked his papacy "when it seemed that the Lord was sleeping."In an unusually public outpouring for such a private man, he alluded to some of the most difficult times of his papacy, which was dogged by sex abuse scandals, leaks of his private papers and reports of infighting among his closest aides."Thank you, I am very moved," Benedict told a cheering crowd of more than 150,000 people in St Peter's Square a day before he becomes the first pope to step down in some six centuries.He said he had great trust in the Church's future, that his abdication was for the good of the Church and asked for prayers for cardinals choosing his successor at a time of crisis.The Vatican said the address, repeatedly interrupted by applause and cries of "Benedict, Benedict" - was the last by the pope, who as of Thursday evening will have the title "pope emeritus.""There were moments of joy and light but also moments that were not easy ... there were moments, as there were throughout the history of the Church, when the seas were rough and the wind blew against us and it seemed that the Lord was sleeping," he said.When he finished the crowd, which spilled over into surrounding streets and included many of the red-hatted cardinals who will elect his successor in a closed doors conclave next month, stood to applaud."I took this step in the full knowledge of its gravity and rarity but with a profound serenity of spirit," he said, as people in the crowd wave supportive banners and national flags.Loving the Church meant, "having the courage to take difficult and anguished choices, always having in mind the good of the church and not oneself," he said.The pope says he is too old and weak to continue leading a Church beset by crises over child abuse by priests and a leak of confidential Vatican documents showing corruption and rivalry among Vatican officials.He said he was not "coming down from the cross" but would serve the Church through prayer.Some of those who have faulted Benedict for resigning have pointed to the late Pope John Paul, who said he would "not come down from the cross" despite his bad health because he believed his suffering could inspire others.

Many Catholics and even some close papal aides were stunned by his decision on February 11 and concerned about the impact it will have on a Church torn by divisions.Most in the square were supportive of Benedict, an increasingly frail figure in the last months of his papacy."He did what he had to do in his conscience before God," said Sister Carmel, from a city north of Rome, who came to the capital with her fellow nuns and members of her parish."This is a day in which we are called to trust in the Lord, a day of hope," she said. "There is no room for sadness here today. We have to pray, there are many problems in the Church but we have to trust in the Lord."Not everyone agreed."He was a disaster. It's good for everyone that he resigned," said Peter McNamara, 61, an Australian of Irish descent who said he had come to the square "to witness history".The pope, a theologian and professor, never felt truly comfortable with the weight of the papacy and many Catholics feel that, although he was a towering Church figure, perhaps the cardinals should have chosen someone else in 2005."It was clear from the start that he was more at home in a library," said Carla Manton, 65. GIACOMO GALEAZZI vatican city Big manoeuvres are expected in the election of the next successor to the Seat of Peter. Cardinals, including the over 80s among them (Sodano and Ruini), have kick started the pre-Conclave pow wows. Many Italians are betting on Scola being elected as he would strengthen the front and prevent a split, like the one which occurred between Benelli and Siri in 1978, paving the way for outsider Wojtyla’s rise to the Seat of Peter. The focus will also be on U.S. cardinals as they were the first to deal with the paedophilia scandal, they are at the forefront of issues that are key for the Catholic Church in today’s secularised society (the constant friction between U.S. bishops and the Obama administration over issues such as same-sex marriage and abortion demonstrated this), and more prosaically, they are the biggest contributors to the Holy See’s coffers. The Church does not appear to be ready for an African or Asian. Africa and Asia are scarcely represented in the Conclave. Whoever is elected as the next leader of the Catholic Church will have to add Ratzinger’s “purification” programme to their agenda. The profile of the new Pope remains hazy. In his last homily before leaving for Rome, the Archbishop of Washington, Donald William Wuerl, who figures in the list of those considered likely to be elected Pope (the papabili) expressed enthusiasm but also apprehension at the prospect of electing Benedict XVI’s successor. The new Pope will have to have the energy and presence needed in order to tackle the big challenges the Church faces. Argentinean media consider Leonardo Sandri and Jorge Bergoglio, (the two Argentinean cardinals who are taking part in the Conclave) to be potential papabili; the first because of the influence he has in the Curia and the second because of his international prestige which led him to become the most voted cardinal in the 2005 Conclave.Cardinal Angelo Scola is also seen as a strong candidate. He shares a common background with Ratzinger as founder of Catholic journal Communio, he has impressive leadership skills which he demonstrated during his time as Patriarch of Venice and has an international outlook given his position as director of Oasis journal and his frequent travels abroad. Although he has gradually distanced himself from Roman Catholic movement Communion and Liberation (in the 70’s he also had a tiff with the movement’s founder, Fr. Giusani), his background remains rooted in the movement. Crucially, however, he may not manage to gather all the Italian votes necessary to take office. There are 28 Italian cardinals making them the largest group in the Curia. It also seems highly unlikely that Bertone’s supporters will vote for Scola.

The Vatican spokesman, Fr. Federico Lombardi has said that the Conclave start date will be set by the cardinals themselves, during the General Congregation meetings. There are, however, very few certainties regarding the Conclave that will elect Benedict XVI’s successor. One thing is for sure though: unlike Joseph Ratzinger in 2005, this time there is no clear favourite.  Benedict XVI’s shock resignation means surprises, dramatic turns of events and unexpected alliances could all be on the cards. This situation is a reflection of Benedict XVI as a figure: As a man of the Church he is tied to tradition and yet was clearly capable of a revolutionary act. He is an integral part of the Wojtyla establishment and yet he is a stranger to power play. He is leader of the Roman Curia and yet the announcement of his resignation was one historic slap in the face to the Holy See’s governing body.If the law of pendulum can be applied to this Conclave, given that the outgoing Pope is elderly and a member of the Curia at the time of his election, this time round, cardinal electors could go for a younger and possibly foreign cardinal. In informal meetings, cardinals have mentioned the possibility of playing the Pope-Secretary of State card, that is, nominating both. This is because in the absence of a clear favourite, cardinals are aware that scandals such as Vatileaks have lessened their chances of being able to nominate a Pope directly.At the same time, however, those cardinals who are not members of the Curia do not have the power to impose a candidate and so must accept a compromise: a Roman Secretariat of State. Non- One possible combination offered by Curia outsider cardinals is U.S. Capuchin monk O’Malley (who has led the battle against paedophilia in Boston) as Pope and Angelo Becciu (current Substitute for General Affairs and former nuncio to Cuba) as Secretary of State. O’Malley taught Hispanic literature in Washington and shares Becciu’s support for Cuba’s silent Church.Alternatively, thinking of a possible Italian-Curia member combo, cardinals could go for a Pope from an Italian diocese (Scola), nominating a Sodano supporter (Sandri, who is Vatican “minister” for Eastern Churches) as Secretary of State. Failing these two options, cardinals may choose mediation candidates such as Bagnasco, Scherer (who is a member of the Vatican Bank commission and therefore familiar with the Curia and well-liked by “Romans” such as Bertone) or Canadian Ouellet who is Prefect of the Congregation for Bishops and is a favourite both among Curia members and the U.S. cardinals. What cardinals will seek to avoid is to select a duo of non-diplomats. This time, at least one of the Catholic Church’s two top leaders will have to come from the diplomatic service. “Casaroli, Wojtyla’s first Secretary of State was the instigator of Ostpolitik and Ratzinger’s was canonist Bertone,” the Holy See points out.

Cardinals want to begin pope selection ASAP, Vatican source says

(CBS News) The world's cardinals want to begin the job of choosing a new pope as soon as possible, according to a well-placed Vatican source.The newest guessing game in Vatican City is how soon the conclave will begin. By both law and tradition, the cardinals can't talk openly about it until one day after Benedict officially leaves office.

But they must be dealt with, in the view of U.S. Cardinal James Stafford, who is too old to vote in the conclave."If it means to be despised, which in many ways it does mean, then we accept that," Stafford told CBS News' Allen Pizzey.Faced with questions about overcoming the scandal and improving the church's image, Stafford said, "We build the image by accepting the reality that we're living in, and not being angry, and not being defensive."How the scandals may affect the choice of a new pope will never be known. The penalty for anyone involved in the conclave who breaks the oath of secrecy, including technicians and even housekeepers, used to be decided by the new pope. But in one of his final acts, Benedict changed the penalty to excommunication.It was issued almost at the same time as Cardinal Keith O'Brien took the unprecedented step of recusing himself from the conclave -- the first head to roll in the ongoing crisis over the sex-abuse scandals. A British newspaper reported that three priests and a former priest had filed a complaint with the Vatican alleging O'Brien had acted inappropriately with them. O'Brien has denied the allegations but said he was withdrawing from the voting so as to not have the focus of attention on that issue, rather than on the business of choosing the new pope.There are plenty of other challenges for the conclave, according to John Thavis, author of "The Vatican Diaries, "I think, in general, the kind of mismanagement, leaks and corruption that have come to the surface over the last few years is going to be a factor when the cardinals come to meet. And I'm sure that now that these sexual episodes have been sort of thrown into the mix. God will fill their mouths with words that come from a humiliated and wounded heart.” The papacy that has done the most to combat the scandal of sex-abuse in the Church, adopting Joseph Ratzinger’s “zero tolerance” rule, will give those cardinals tainted by cover-up accusations the “green light” for participation in the Conclave. “Knowledge is not only given to saints but to sinners too,” Maltese bishop, Charles Scicluna, (who has been prosecutor of the in the Congregation for the Doctrine of the Faith tribunal for ten years) explained.

I sit right for the four cardinals who have been dragged into the paedophilia scandal to vote for the next Pope?

“We are all sinners; God will make their presence in the Conclave work for the good of the Church. We should avoid pointing the finger. Even the members of the first college of apostles did not all deserve to be canonised; there are treasures to be found in clay vessels. Human fragility becomes a spectacle for the world. We cannot hand out permits. Who is worthy? In the liturgy we constantly proclaim our unworthiness. Every day in the Church we bear fitness to a holiness we would like to take part in. The curtain of silence that often covered abuse cases has finally been removed. The only guiding principle that can remedy the moral downfall of the clergy is the fact that truth sets humans free.” 

Why did these cardinals keep silent about paedophile priests?
“For fear of a scandal breaking out. What they didn’t realise was that they needed to look at the abuse from the exact opposite angle. The real scandal was not reporting the abuse. Perceptions changed: silence became a scandal. We have Ratzinger to thank for this. So we should let them take part in the Conclave. As Psalm 51, the Miserere, says: “Have mercy on me, God, in your kindness. In your compassion blot out my offense. O wash me more and more from my guilt and cleanse me from my sin. My offenses truly I know them.” Their right to participate is linked to the need to show respect for their conscience, whilst their duty to be there involves them taking on their responsibilities. Let he who is without sin cast the first stone."

Which is the model to follow?
“The principle of purification which was central to Benedict XVI’s papacy. This links back to Gaetano da Thiene who gave his life to bring morality to the era of the Borgias and Alfonso Maria De’ Liguori and who brought saintliness to the Conclave. Unfortunately, then, like today, the sore spots are the sixth and seventh commandments: do not sin against purity and do not steal. We need to go back to the Gospel, which contains the answer to the renewal of religious life. We have just celebrated the Second Vatican Council’s 50th anniversary: the clergy should base what they do on what Pope Ratzinger told Roman priests. The Pope’s successor will be left with the indelible legacy of the sex abuse committed by the clergy, which has left its mark on the future of the Church.”

Will Ratzinger be a factor in the Conclave?
“Whoever is elected Pope will have to continue Ratzinger’s “purification” work. Benedict XVI is not a comet that sweeps past and dies. He said so himself to his biographer Peter Seewald. It is the beginning and the end o fan era. Ratzinger is an example of freedom whom we all look up to, but he is also a leader who is able to manage fear and point the Church in the right direction. From now on, no one will be able to say they know nothing about what goes on regarding clerical sex-abuse. Benedict XVI’s determination in fighting paedophilia in the clergy will not become a distant memory or a story to be recounted. It is now a fundamental part of the Church’s response to sex-abuse. It will be part of the leadership programme of whoever is elected in the Sistine Chapel.”

What has changed?
“Now, all the tools are in place for dealing with cases of paedophilia in the clergy. Benedict XVI has equipped bishops will all that they need to prevent such cases from being repeated. His decisions demonstrated courage and his solitude will continue when he resigns. The monkhood runs deep within his blood. His words are always transparent, theologically grounded and extraordinarily inspirational to everyone. The Church has no choice but to continue its work against clerical sex-abuse: it is a universal and absolute law of the Church and the presence of a few controversial figures in the Conclave is not going to change this.”

Dear Brothers and Sisters,
With the traditional Rite of Ashes last Wednesday we entered Lent, a season of conversion and penance in preparation for Easter. The Church who is mother and teacher calls all her members to renew themselves in spirit and to turn once again with determination to God, renouncing pride and selfishness, to live in love. This Year of Faith Lent is a favourable time for rediscovering faith in God as the basic criterion for our life and for the life of the Church. This always means a struggle, a spiritual combat, because the spirit of evil is naturally opposed to our sanctification and seeks to make us stray from God̢۪s path. For this reason the Gospel of Jesus̢۪ temptations in the wilderness is proclaimed every year on the First Sunday of Lent.
Indeed, after receiving the â€Å“investiture” as Messiah — â€Å“Annointed” with the Holy Spirit at the baptism in the Jordan — Jesus was led into the wilderness by the Spirit himself to be tempted by the devil. At the beginning of his public ministry, Jesus had to unmask himself and reject the false images of the Messiah which the tempter was suggesting to him. Yet these temptations are also false images of man that threaten to ensnare our conscience, in the guise of suitable, effective and even good proposals. The Evangelists Matthew and Luke present three temptations of Jesus that differ slightly, but only in their order. Their essential core is always the exploitation of God for our own interests, giving preference to success or to material possessions. The tempter is cunning. He does not directly impel us towards evil but rather towards a false good, making us believe that the true realities are power and everything that satisfies our primary needs. In this way God becomes secondary, he is reduced to a means; in short, he becomes unreal, he no longer counts, he disappears. Ultimately, in temptation faith is at stake because God is at stake. At the crucial moments in life but also, as can be seen at every moment, we stand at a crossroads: do we want to follow our own ego or God? Our individual interests or the true Good, to follow what is really good?

As the Fathers of the Church teach us, the temptations are part of Jesus’ â€Å“descent” into our human condition, into the abyss of sin and its consequences; a â€Å“descent” that Jesus made to the end, even to death on the Cross and to the hell of extreme remoteness from God. In this way he is the hand that God stretches out to man, to the lost sheep, to bring him back to safety. As St Augustine teaches, Jesus took the temptations from us to give us his victory (cf. Pope recalls 'joy' of papacy, and difficulties

Storm that buried Plains slams Great Lakes region

CHICAGO (Reuters) - A powerful winter storm that buried the U.S. Plains moved on Tuesday into the southern Great Lakes region, where it snarled the evening commute in Chicago and Milwaukee, created near-whiteout conditions and forced hundreds of flight cancellations.Wind gusts of up to 35 miles per hour (56 km per hour) hurled a potent blend of wet snow and sleet on north-central Illinois, southern Wisconsin and northern Indiana and Ohio, according to the National Weather Service.More than 500 flights were canceled at Chicago's O'Hare International and Midway airports, according to the Chicago Department of Aviation. California prisons may have to hire a Wiccan chaplain for inmates after court ruling

SAN FRANCISCO (AP) — California prisons hire full-time chaplains and spiritual leaders to serve Catholic, Muslim, Jewish, Protestant and Native American inmates.On Tuesday, a federal appeals court gave new life to a decades-long battle by Wiccan inmates for access to their own full-time chaplain.The 9th U.S. Circuit Court of Appeals overturned a trial judge’s dismissal of a Wiccan prisoner lawsuit seeking the same rights as the five other religious practices. The appeals court said the Wiccan prisoners make a compelling argument that the California Department of Corrections and Rehabilitation may be unconstitutionally showing preference to the five religions in violation of the 1st Amendment of the U.S. Constitution, which guarantees religious freedoms.The appeals court ruled that the trial court judge was wrong to dismiss the case almost immediately after it was filed without delving deeper into the evidence. For instance, the court said it could be that a Wiccan chaplain could be needed only at the Chowchilla prison rather than throughout the 33-prison statewide system of 150,000 inmates.The appeals court also warned that the CDCR may still be able to show that the Wiccans don’t have enough worshippers or critical needs for a full-time chaplain. It ordered the trial court judge to reconsider the case.“There are certainly enough Wiccan prisoners to merit their own chaplain,” said Gary Friedman, a spokesman for the American Correctional Chaplains Association. “I hope this leads to the hiring of more chaplains to represent even more minority faith groups.”Wicca is a pagan religion that worships nature and involves witchcraft.The number of Wiccan inmates in California is in dispute. A CDCR survey reported 183 Wiccan prisoners in 2007 after recording about twice that number in 2002.

He also argued that a survey should be conducted by a neutral party with no ties to the CDCR.McCollum, who volunteers as a Wiccan chaplain in California prisons and who lost his own lawsuit against the CDCR in 2011, says he believes the CDCR opposes hiring a full-time chaplain because of a misunderstanding of the religion’s beliefs.
“People have a lot of misconception about Wiccans,” McCollum said. “It has nothing to do with Satan.”
The CDCR declined comment, citing pending litigation. In court papers, its lawyers argue that its opposition is based strictly on numbers, pointing out that other minority faith groups are also without full-time chaplains. The court papers also argued that Wiccans are served by the full-time chaplains and volunteers like McCollum.California deputy attorney general Kenneth Roost argued in the court papers that “the Constitution permits prisons to employ chaplains to accommodate inmates’ religions needs, and does not require prisons to hire chaplains representative of all inmates’ religions.”Still, the appeals court said that if the Wiccans claims do hold up then “the prison administration has created staff chaplain positions for five conventional faiths, but fails to employ any neutral criteria in evaluating whether a growing membership in minority religions warrants a reallocation of resources.”

MK Rabbi Eli Ben-Dahan (Bayit Yehudi) had strong criticism Wednesday for a European Union report that recommended a boycott targeting Israelis living in Judea and Samaria. The EU also condemned construction in majority-Jewish neighborhoods of Jerusalem.“We are again witness to blatant interference in internal Israeli policy, in such a way as to give one-sided support to the Palestinians,” he said. EU consuls should be reminded that the British Mandate has been over for some time, he added.In the report, the EU suggests its 27 member states “prevent, discourage and raise awareness about problematic implications of financial transactions, including foreign direct investments from within the EU in support of settlement activities, infrastructure and services.”
The recommendation followed an internal report which alleged that Israel had used construction in eastern Jerusalem and Judea and Samaria to prevent the possibility of a two-state solution.The report also called for tighter oversight on EU-Israel cooperation regarding technology and research, to ensure that such activities are not benefitting Israeli communities in Judea and Samaria.“This report is intended to further delegitimize Israel in the world community, and in Europe in particular,” Ben-Dahan accused.“It is outrageous that an official report of the European consulates would call important archaeological findings discovered in the land of Israel a ‘historic narrative’ that deliberately ignores other religions,” he continued. “The Europeans need to be reminded that we are the most ancient people on earth, and they cannot erase the findings in the land of Israel that confirm this.”“The State of Israel allows the European Union to build projects in Area C for the sake of the Palestinians, on a scale of millions of euros,” he noted. “If this is the treatment that the State of Israel gets in return, I recommend that we reconsider that permission.”Area C is the term used for the regions of Judea and Samaria that were put under Israeli control in past agreements with the Palestinian Authority.Ben-Dahan concluded with a call to Prime Minister Binyamin Netanyahu “not to be discouraged by the consuls’ talk, and to continue building Jerusalem.”

The European Union is targeting Jewish construction in Jerusalem, calling it “systematic, deliberate and provocative.” Building projects in the eastern portion of Israel’s capital city are part of a strategy aimed at preventing the holy city from being divided and used as the capital for two states, the EU’s “Jerusalem Report 2012" claims.Jewish construction in sections of the city restored to the capital and annexed following the 1967 Six Day.War is seen by the EU as “the biggest single threat to the two-state solution,” according to the report seen by AFP on Wednesday.This refers to construction projects such as basic upgrades to neighborhoods like Gilo, home to some 40,000 Jewish and non-Jewish residents in southern Jerusalem, and built in 1980; the more central neighborhoods of Ramat Eshkol and French Hill, where residents first began living in 1970, and the outlying neighborhoods of Neve Yaakov, Pisgat Ze’ev, East Talpiot (Armon HaNatziv) and Ramot.Relations between Israel and the European Union have been particularly tense in recent months, with Europe voicing increasing discontent over Israel’s plans to build more than 5,000 new homes for Israelis in and around the capital.The report, authored by EU heads of mission in Jerusalem and Ramallah, flagged construction in the Jerusalem neighborhoods of Har Homa, Gilo and Givat HaMatos as being “the most significant and problematic plans.”All three were referred to as “settlements” rather than the neighborhoods of the city that they are.“The construction of these three settlements is part of a political strategy aiming at making it impossible for Jerusalem to become the capital of two states,” the report warned. “If the current pace of settlement activity on Jerusalem’s southern flank persists, an effective buffer between east Jerusalem and Bethlehem may be in place by the end of 2013, thus making the realization of a viable two-state solution inordinately more difficult, if not impossible.”Israel does not consider the division of Jerusalem to be an issue for consideration in talks with the Palestinian Authority. All of Jerusalem — Judaism’s holiest city, containing the Jewish People’s holiest sites – is considered Israel’s eternal, undivided capital.The Palestinian Authority has demanded that Israel hand over nearly half of the city to create a capital for its hoped-for state, “Palestine.” The international community also dispute the status of the areas restored to the Israeli capital in the 1967 Six Day War and accuses Israel of violating international law in their annexation.But many of the disputed neighborhoods in Jerusalem actually pre-date the state in one form or another, and were simply rebuilt on their original sites after Israel conquered the land from the Jordanians, who occupied the area from 1948 to 1967.“If the implementation of the current Israeli policy regarding the city continues, particularly settlement activity, the prospect of Jerusalem as a future capital of two states – Israel and Palestine – becomes practically unworkable,” the executive summary states. “This threatens to make the two-state solution impossible.”
In 2012, tenders were issued for 2,366 new housing units – “more than twice” the total number issued over the preceding three years, the report noted.As a concession to restart final status talks with the Palestinian Authority, Prime Minister Binyamin Netanyahu froze construction for a 10-month period in all Jewish communities in Judea and Samaria – at considerable political cost to his party and government – at the behest of U.S. President Barack Obama in 2010.Nevertheless, PA Chairman Mahmoud Abbas reneged on his side of the agreement, grudgingly arriving towards the end of the freeze as a guest in the White House after having been dragged there by Jordan’s King Abdullah II and former Egyptian President Hosni Mubarak. Three meetings later, the “talks” were over, ended by a new demand by Abbas for an additional Israeli construction freeze in order to proceed further.The report also noted an increase in clashes between Jews and Muslims in Jerusalem’s Old City, particularly at the Temple Mount, Judaism’s holiest site, and Islam’s third holiest. “With the peace process at an impasse and the region in transition, this increases exponentially the risk of a new crisis erupting over the site,” the report said.

North Korea blames U.S. for tension on peninsula

GENEVA (Reuters) - North Korea accused the United States on Wednesday of contributing to an "unpredictable" situation on the divided Korean peninsula and abusing its power in the U.N. Security Council to impose its "hostile policy" against Pyongyang.North Korea is facing further United Nations sanctions for its underground nuclear test explosion two weeks ago, its biggest and most powerful to date which drew warnings from Washington and international condemnation.In December it launched a long-range rocket in a move that critics said was designed to test technology for an intercontinental ballistic missile, leading to tighter U.N. sanctions being imposed last month."The U.S. is to blame for the situation on the Korean peninsula which is inching close to an unpredictable phase now," So Se Pyong, North Korea's ambassador in Geneva, told the U.N.-sponsored Conference on Disarmament.A week ago, North Korea's delegation threatened South Korea with "final destruction" during a heated debate at the talks, the main U.N. disarmament negotiating forum.U.S. ambassador Laura Kennedy did not respond to the verbal assault on Wednesday.
But South Korea's disarmament ambassador Kwon Haeryong took the floor to urge its isolated neighbor to "abandon its nuclear ambitions without delay and embark on the path to peace"."North Korea's nuclear test is a challenge to the peace and security of the Korean peninsula and northeast Asia and beyond. There should be no mistake that the biggest victim will be none other than North Korea itself," Kwon said.

Security Council as a tool for executing its hostile policy toward the DPRK," he declared.The United States has launched the most military satellites and nuclear-capable intercontinental ballistic missiles in the world, he said, making it "the biggest threat to world peace".North Korea's latest nuclear test, its third since 2006, had been a resolute step in self-defense, So said."The third nuclear test was carried out as part of the practical countermeasures for defending the country's sovereignty and security to cope with ruthless hostile behaviors of the U.S., which wantonly infringed upon the DPRK's legitimate right to satellite launch for peaceful purposes."Ireland's foreign minister Eamon Gilmore said that North Korea, by defying U.N. resolutions, shunning its obligations under the nuclear Non-Proliferation Treaty (NPT), and refusing to cooperate with the IAEA nuclear watchdog, "only isolates itself further from the international community".In a speech at the forum, he called on North Korea to cease immediately nuclear testing and ballistic missile activities and re-engage in stalled six-party talks on denuclearization.

Texas public school students don burqas, learn that Muslim terrorists are freedom fighters

Texas public schools have come under fire again. This time, a teacher allegedly encouraged high school girls to dress up in full-length Islamic burqas and then instructed the entire class that Muslim terrorists are actually freedom fighters.The incident occurred in a world geography class at Lumberton High School in the small town of Lumberton, Texas. The general topic of the class that day was Islam.An unnamed student informed WND that the teacher said, “We are going to work to change your perception of Islam.”“I do not necessarily agree with this,” the teacher also allegedly said, “but I am supposed to teach you that we are not to call these people terrorists anymore, but freedom fighters.”The controversial lesson came from a lesson plan provided by CSCOPE, an all-embracing, online K-12 educational curriculum used in 80 percent of the school districts in Texas. A rapidly growing chorus of critics charges that CSCOPE is a radical, backdoor way for progressives to circumvent both the Texas legislative process and the desires of local school boards and communities. (Ten shocking things CSCOPE is teaching kids in Texas) A student in the class told WND that the burqa-related lesson focused mainly on the lives of women in Muslim countries. The enveloping outer face and body covering was treated more or less as a fashion accessory.Apparently, no mention was made of the fact that women in Saudi Arabia and Iran must wear the garment under threat of arrest and criminal punishment.At the end of class, the teacher assigned a paper about Egypt. A student explained to WND that the topic of the paper was “how Egypt was a good country until democracy took over, and that things were finally corrected when the Muslim Brotherhood came into power.”State Sen. Dan Patrick, chairman of the Texas state senate’s education committee, told Fox News that he found the photograph of the burqa-clad female students disturbing. Patrick was also concerned that the CSCOPE lesson apparently blames democracy for turmoil in Egypt and paints the Muslim Brotherhood as some political savior.“Parents are very sensitive to any issue that seems to be anti-American — that blames democracy for some sort of trouble in the world,” Patrick told Fox News.The CSCOPE curriculum seems to be inherently agenda-driven — particularly in history and social studies courses. The curriculum provider has foisted some hilariously biased coursework on public school students in The Lone Star State.For example, CSCOPE has given students material suggesting that Christianity is a cult that parallels the death and resurrection in the story of Osiris, the Egyptian god of the dead. The same material takes pains to point out that early Christians were accused of incest, cannibalism and other atrocities.There’s an infamous chart that innocuously describes communism as “the idea of living together in a ‘commune’ where all people work together for everyone.”Another notorious CSCOPE lesson (now ostensibly removed from circulation) depicts the Boston Tea Party, the famous protest against taxation without representation, as an act of terrorism.As WND notes, CSCOPE also defines Republicans as lovers of “big business over labor unions.” Warm and cuddly Democrats, meanwhile, “will spend more tax dollars on education to benefits [sic] each individual.” (The grammar error is CSCOPE’s, not WND’s.)CSCOPE labels fascism and Nazism as “conservative,” despite the fact that both ideologies prescribe that the state should control everything and own all resources.
