(Reuters) - The Vatican hailed the United Nations' implicit recognition of a Palestinian state on Thursday and called for an internationally guaranteed special status for Jerusalem, something bound to irritate Israel.
The 193-nation U.N. General Assembly overwhelmingly approved a resolution to upgrade the Palestinian Authority's observer status at the United Nations from "entity" to "non-member state," the same status as the Vatican."The Holy See welcomes with favor the decision of the General Assembly by which Palestine has become a Non-member Observer State of the United Nations," a statement said.But it also said it was a "propitious occasion" to recall a "common position" on Jerusalem expressed by the Vatican and the Palestine Liberation Organisation when the two sides signed a basic agreement on their bilateral relations in 2000.
Thursday's statement called for "an internationally guaranteed special statute" for Jerusalem, aimed at "safeguarding the freedom of religion and of conscience, the identity and sacred character of Jerusalem as a Holy City, (and) respect for, and freedom of, access to its holy places."The Vatican's re-stating of its position on Jerusalem, which has remained mostly dormant for years, was bound to irk Israel, which says there is no need for an international status for Jerusalem because those guarantees already exist.Israel declared Jerusalem its "united and eternal" capital in 1980 after annexing East Jerusalem in the Six Day War in 1967. World powers have not recognized the annexation.Palestinians want East Jerusalem to be the capital of an eventual state.Israel has always resisted the concept of any form of international mandate over Jerusalem.

Jerusalem - The historic Covenant of Jerusalem was presented to the Israeli government on Wednesday, May 19, 1993.It marked the conclusion of a year of celebrating the 25th anniversary of the Holy City's reunification, which reaffirmed the indelible bond between the Jewish people and its eternal spiritual and cultural capital.On May 31, 1992 a proclamation, under the signatures of Deputy Minister Avraham Verdiger, Mayor Teddy Kollek and Jewish Agency Chairman Simcha Dinitz, was sent to Jewish communities around the world, inviting them to share in this moment of history with Jerusalem.Ministry Director-General Yeshayahu Barzel said the year-long celebration had three goals. First, to strengthen the feeling that the entire Jewish people stand united with Israel on the indivisibility of Jerusalem; second, to impart to all Jews - especially those in the former Soviet Union who have been cut off from world Jewry for four generations - a feeling of unity; and third, to remind the non-Jewish world that the entire Jewish people are unified on the emotional and religious significance Jerusalem has for Jews everywhere.Although there has been considerable opposition from those who want Jerusalem to be an "international city," the covenant of Jerusalem was inspired by the covenant renewal ceremony convened by Ezra and Nehemiah for the Israelites who returned to their homeland from Babylon.According to David A. Gross's article in Israel Magazine, the Covenant has seven paragraphs, as Jerusalem has seven gates from Ezra's day. We have gathered together in Zion, national leaders and heads, of our communities everywhere, to enter into a covenant with Jersualem, as was done by the leaders of our nation and all the people of Israel upon Israel's return to its Land from the "Babylonian exile; and the people and their leaders will dwell in Jerusalem, the Holy City. Once again, 'our feet stand within your gates, O Jerusalem - Jerusalem built as a city joined together' which 'unites the people of Israel to one another', and 'links heavenly Jerusalem with earthly Jerusalem.'
We have returned to the place that the Lord vowed to bestow upon the descendants of Abraham, Father of our Nation; to the City of David, King of Israel; where Solomon, son of David, built a Holy Temple; a Capital City which became the Mother of all Israel; a metropolis for justice and righteousness and for the wisdom and insights of the ancient world; where a Second Temple was erected in the days of Ezra and Nehemiah. In this city the prophets of the Lord prophesied; in the City the Sages taught Torah; in this City the Sanhedrin convened in session in its stone chamber. 'For there were the seats of Justice, the Throne of the House of David', 'for out of Zion shall go forth Torah, and the Word of the Lord from Jerusalem.'
Today, as of old, we hold fast to the truth of the words of the Prophets of Israel, that all the inhabitants of the world shall enter within the gates of Jerusalem: 'And it shall come to pass at the end of days, the mountain of the House of the Lord will be well established at the peak of the mountains and will tower above the hills, and all the nation shall stream towards it.' Each and every nation will live in it by its own faith: 'For all the nation will go forward, each with its own Divine Name; we shall go in the name of the Lord our God forever and ever.' And in this spirit the Knesset of the State of Israel has enacted a law: The places holy to the peoples of all religions shall be protected from any desecration and from any restriction of free access to them.
Jerusalem - peace and tranquility shall reign in the city: 'Pray for the peace of Jerusalem; may those who love you be tranquil. May there by peace within your walls, and tranquility within your palaces.' Out of Jerusalem, a message of peace went forth and shall yet go forth again to all the inhabitants of the earth: 'And they shall beat their swords into plowshares, and their spears into pruning-hooks; nation will not lift up sword against nation, nor shall they learn war any more.' Our sages, peace be upon them, said. In the future, The Holy One, the Blessed, will comfort Jerusalem only with peace.
From this place, we once again take this vow: "If I forget thee, O Jerusalem, may my right hand lose its strength; may my tongue cleave to my palate if I do not remember you, if I do not raise up Jerusalem at the very height of my rejoicing.'
And with all these understandings, we enter into this Covenant and write: We shall bind you to us forever; we shall bind you to us with faithfulness, with righteousness and justice, with steadfast love and compassion. We love you, O Jerusalem, with eternal love, with unbounded love, under siege and when liberated from the yoke of oppressors. We have been martyred for you; we have yearned for you, we have clung to you. Our faithfulness to you we shall bequeath to our children after us. Forevermore our home shall be within you.

Just eight other countries voted with Israel, and even its closest allies in Europe, including Germany, Italy, France and Britain, either abstained or voted with the Palestinians.Israel responded strongly and swiftly. "In the interests of peace, any plans for E1 must be rescinded," he said."The secretary-general repeats his call on all concerned to resume negotiations and intensify efforts towards a comprehensive, just and lasting peace and urges the parties to refrain from provocative actions," Nesirky said.The U.S., Britain, France and other European states all denounced the plan.On Sunday, the European Union's foreign policy chief, Catherine Ashton, expressed concern that such settlement expansion "may represent a strategic step undermining the prospects of a contiguous and viable Palestine with Jerusalem as the share capital of both it and Israel. She urged Israel to show its commitment to the early renewal of peace talks but not going ahead with the settlement plan."The European Union has repeatedly stated that all settlement construction is illegal under international law and constitutes an obstacle to peace," Ashton said in a statement.On Sunday, the Israeli government delivered another blow, saying it would withhold more than $100 million in funds it transfers to the Palestinians each month.Instead, it said the money — taxes and customs duties that Israel collects on behalf of the Palestinians — would be used to pay off its debts to Israeli companies, including $200 million owed to the state-run Israel Electric Corp., government officials said.The monthly transfers are crucial for the cash-strapped Palestinian Authority to pay salaries to its tens of thousands of civil servants and security forces. Israel has taken similar measures in the past before eventually releasing the money.At the weekly meeting of his Cabinet, Netanyahu said the Palestinian statehood campaign was a "gross violation" of past agreements calling for disputes to be resolved through negotiations."Accordingly, the government of Israel rejects the U.N General Assembly decision," he told his Cabinet on Sunday. The Palestinians view continued settlement expansion as a show of bad faith and refuse to return to negotiations unless construction is frozen.Netanyahu has claimed a brief settlement slowdown in 2010 failed to jump-start negotiations, and he has refused calls for a new construction freeze.The Palestinians have signaled that they may use their upgraded status to join the International Criminal Court and pursue war crimes charges against Israel. But officials say any decision to seek membership in the ICC is likely months away.Palestinian officials said little was expected to change until Israel holds parliamentary elections on Jan. 22. Examples were shown of the use of Hitler's ideas, the adoration of suicide terrorists, anti-Semitic caricatures, the complete ignoring of Israel on official maps, calls for a return to Jaffa and Haifa, etc.The messages, Kuperwasser told cabinet members, “are being distributed by senior Palestinian officials, on the PA's official web sites, in the media and in the educational system.” The anti-Israel incitement has increased significantly in the past three years, he said.“The incitement is one of the main issues holding back the possibility of peace,” Kuperwasser said. “PA chief Mahmoud Abbas has no intention of holding back these messages, and instead has chosen to enter into a process designed to destroy the Jewish state,” he added.Prime Minister Binyamin Netanyahu said at the briefing, "This is additional proof that this is not a dispute over land but a denial of the existence of the State of Israel. Their unwillingness to accept a Jewish state in any borders whatsoever is the root of the conflict. When there is a map that shows Palestine over the entire area of Israel, there is a conflict here over the very existence of the State of Israel in all its territory. The Palestinian Authority is unwilling to move towards accepting the existence of the State of Israel. It is poisoning the Palestinian public.“The Palestinians want to use the diplomatic process in order to bring about the end of the State of Israel,” he said. “Going to the UN is part of this. The Palestinian Authority is waging a struggle over the very existence of the State of Israel. While we are prepared to recognize them, they deny our existence. We would have long since reached a solution if they had wanted it.”Prime Minister Netanyahu directed that the matter be brought to the attention of the countries that voted in favor of the PA’s unilateral move at the UN, which contravenes all the agreements.
Strategic Affairs Minister Moshe Yaalon said, "As long as the Palestinian Authority educates its people toward hatred, and non-recognition, of Israel, there will not be peace. They are sending deep messages and this education is being absorbed by all sections of the populace, especially the younger generation."

Eurozone bailout funds downgraded over France

BERLIN - Moody's ratings agency on Friday (30 November) downgraded the eurozone's two bailout funds following a recent similar move on France, the second-largest contributor to the rescue funds.The European Stability Mechanism, a permanent €500 billion-strong fund established on 9 October, was downgraded to Aa1 - the second-best available rating. Its predecessor - the European Financial Stability Facility due to be phased out next year - was downgraded to a "provisional" Aa1. Further downgrades may follow, Moody's said.Both funds have France as their second-largest contributor and Moody's on 18 November decided to strip the French state of its top rating due to its sluggish economy and worsening competitiveness compared to Germany."The credit risks and ratings of the ESM and the EFSF are closely aligned to those of its strongest supporters," Moody's said. France's downgrade reflects a "marginal diminution in the certainty" Paris will repay its debt and honour its commitment to pay its share to the ESM, Moody's explained.The ratings agency kept Germany's top rating unchanged. Germany is the largest contributor to the two bailout funds, which are being used for raising money on the markets to fund the bailout programmes for Greece, Ireland, Portugal and Spain."Moody's rating decision is difficult to understand," Klaus Regling who chairs both funds said in a statement."We disagree with the rating agency's approach which does not sufficiently acknowledge ESM's exceptionally strong institutional framework, political commitment and capital structure," he added.However, given that Aa1 is the second-best available rating, the downgrade will not "inhibit ESM or EFSF in any way" to issue bonds and borrow money, Regling said.European Central Bank chief Mario Draghi said during a conference in Paris on Friday that the downgrade will have little effect but that it was a "signal to be taken seriously."

EU law for ratings agencies

Meanwhile, a deal by EU countries and the European Parliament sealed earlier this week seeks to limit the influence of big credit rating agencies.Moody's, Standard&Poor's and Fitch are the world's three largest agencies and their assessments about the likelihood of whether countries and companies will pay back their debt are central their borrowing rates. If the rating is in the so-called junk category, certain banks and pension funds cannot buy them or accept them as guarantees for other banks' loans."Credit rating agencies will have to be more transparent when rating sovereign states, respect timing rules on sovereign ratings and justify the timing of publication of unsolicited ratings of sovereign debt," financial services commissioner Michel Barnier said in a statement."They will have to follow stricter rules which will make them more accountable for mistakes in case of negligence or intent."But some MEPs remain sceptical about how much this EU bill will do in changing agencies' behaviour."This reform is no big breakthrough in changing the rating agency market," said German Green MEP Sven Giegold, who was involved in the negotiations.





Clinton raps Palestinians, Israelis for letting peace slip away

WASHINGTON (JTA) — The Palestinians have missed multiple opportunities for peacemaking, but the Israelis have shown a lack of empathy, US Secretary of State Hillary Rodham Clinton said.“I think Israelis have good grounds to be suspicious” of Palestinians as a result of the stalled peace process, Clinton said last Friday at an event held in her honor in Washington by the Saban Forum, an annual assembly of US and Israeli leaders.“The Palestinians could have had a state as old as I am if they had made the right decision in 1947,” she said. “They could have had a state if they had worked with my husband and then-Prime Minister Barak at Camp David. They could have had a state if they’d worked with Prime Minister Olmert and Foreign Minister Livni.”Clinton was referring to negotiations in 2000 between Ehud Barak and Palestinian leader Yasser Arafat facilitated by President Bill Clinton, and then the 2007-08 negotiations between Ehud Olmert, Tzipi Livni and Palestinian Authority President Mahmoud Abbas under the auspices of President George W. Bush.Clinton blasted those who claim Israel was principally to blame for the collapse of the 2000 talks.“I don’t care how many people try to revise that history, the fact is [Arafat] said no at Camp David,” she said.And while Clinton said she was not fully satisfied with the 2010 partial settlement freeze instituted by Israeli Prime Minister Benjamin Netanyahu, she said it also was a missed opportunity for Abbas.“It wasn’t perfect, it didn’t cover East Jerusalem, but it covered much of the contested area in the West Bank,” she said. “But the fact was it was a 10-month settlement freeze. And [Netanyahu] was good to his word. And we couldn’t get the Palestinians into the conversation until the 10th month.”Clinton suggested that the resultant Israeli suspicion and “the lack of generosity, the lack of empathy” was inhibiting peace moves.
“There is more that the Israelis need to do to really demonstrate that they do understand the pain of an oppressed people in their minds, and they want to figure out, within the bounds of security and a Jewish democratic state, what can be accomplished,” she said.Clinton, who plans to step down early next year, said an Obama administration priority continued to be reviving peace talks.She said ensuring Israel’s security by keeping Iran from obtaining a nuclear weapon and assisting Israel in ending missile fire over its borders was a necessary component, but urged Israelis to cultivate, not sideline, moderates like Abbas.“At a time when violence commands attention, America and Israel must do better at demonstrating not just the costs of extremism but the benefits of cooperation and coexistence,” she said.The Saban Forum is convened by the Saban Center for Middle East Policy, a subsidiary of the Brookings Institution largely funded by Haim Saban, the entertainment mogul who aggressively backed Clinton in her bid in 2008 for the Democratic presidential nomination.Friday’s proceedings started with a video feting Clinton that also appeared to urge her to run in 2016. The fact that the overwhelming majority of nations voted on Thursday in favor of a resolution granting the Palestinians nonmember observer state status at the United Nations General Assembly was widely and accurately seen as proof of Israel’s international isolation — on the issue, at least. Still, there were eight countries that voted with Israel in the 138-9 diplomatic drubbing (with 41 abstentions).Who are these nations that dared to oppose China, France, Italy, Russia, Japan, Switzerland and 132 other nations? And why did they back the lost cause?Washington and Ottawa are Israel’s staunchest supporters in the international arena, so the no votes from the US and Canada came as no surprise. But they were joined by Panama and the Czech Republic, as well as four countries most people would have difficulty finding on a map: the Marshall Islands and the Federated States of Micronesia, Nauru and Palau.These four remote island nations, combined, have a population of about 205,000; that’s a bit less than the population of Petah Tikva. But in the UN General Assembly, every vote is equal, whether it belongs to China or to a 459-square-kilometer group of islands in the North Pacific Ocean, such as Palau.
The Marshall Islands, Micronesia, Nauru and Palau have a long history of voting similarly to the US. In 2010, for example, Micronesia echoed Washington’s vote at the US 47 times and only contradicted it three times. Palau followed the US lead in 96.5% of all votes.Some observers suggest that “checkbook diplomacy” is at work here, and that Israel or the US bought the tiny island states’ votes for cash.The Marshall Islands and Micronesia are states “in free association” with the US and are set to receive $3.5 billion from Washington in the next 10 years, the International Business Times reported last week. “Palau is also in free association with the US, having received $18 million annually from the US until 2009.”
Checkbook diplomacy certainly exists — in 2008, Nauru received $10 million from Russia for voting in favor of the breakaway nation of Abkhazia — but Israeli officials denied it was at play during Thursday’s vote.“We don’t have money to pour on the other states for their votes,” a diplomatic official told The Times of Israel on Sunday. Neither Jerusalem nor Washington put “a single cent or even half a cent on the table” in exchange for a pro-Israel vote, the official said.It was actually the other side that bought pro-Palestine votes, this official claimed, hinting that “some Gulf states” paid for the support of “a few poor Pacific states and governments in Africa.”Guatemala, meanwhile, gave Israel a “solemn promise” to vote against the Palestinian resolution, but ended up abstaining, the official said.Panama is consistently pro-Israeli and pro-American, he added. The Central American nation of 3.5 million, which is slightly smaller than South Carolina, said it believed that Palestine had the right to be recognized as a state and regretted not being able to vote for the resolution. “However,” the country’s foreign ministry said in a statement, Palestine “first needs to settle the differences with its neighbor, the State of Israel, which, like Palestine, is entitled to a life in peace and harmonious coexistence with Palestine and other states in the region.”

The Czech Republic’s vote delighted and surprised Israeli officials: It was the only European country to vote against the Palestinian statehood bid. “They have been consistently one of our best friends in the EU,” the official told The Times of Israel.Berlin actually tried to pressure Prague to at least abstain in Thursday’s vote, to present a more-or-less unified European position. “But they don’t care what anyone else says; they’re ballsy,” the official said.“We do not agree with any unilateral steps that may hamper or jeopardize the peace process leading to the two-state solution,” the Czech Foreign Ministry said in a statement. Prague voted against the resolution “because we are afraid that it might result in a further delay in the resumption of the negotiating process.”Prime Minister Benjamin Netanyahu promptly called his Czech counterpart, Petr Necas, and thanked him for his country’s “courageous” stance. He promised to stop by in Prague on his way to a state visit to Germany this week to personally thank him for “standing up for the truth and for peace.”
“The history of Israel and the Czech Republic has taught us that one must cling to the truth, even if the majority is not with you,” Netanyahu told Necas. “Your vote must serve as an example for all those who support peace, which can be achieved only via direct negotiations without preconditions.”Netanyahu and Foreign Minister Avigdor Liberman are also expected to call the leaders of the Marshall Islands, Micronesia, Nauru and Palau in the coming days to thank them personally for their support. Soon after Thursday’s vote, Netanyahu said that these nations deserve praise and that “history will judge them favorably.”“The Pacific Island nations actually surprised us last week,” Foreign Ministry spokesman Yigal Palmor told The Times of Israel on Sunday. “They usually side with us because of the very strong emotional ties we have, but this time round we thought only Micronesia was with us.”The “no” votes were the more surprising given that even many of Israel’s allies voted for the proposal, arguing that the Palestinians deserve a state and that this upgrade could reenergize the peace process.“It is no mystery that many world leaders and many nations feel very strongly about, and have very deep emotional bonds with, Israel and the Jewish people. That is not something so exceptional and sometimes it translates into actual votes at the UN,” Palmor said by way of explanation. “Voting at the UN General Assembly is always the result of complex and intricate sets of pressures and interests. Whoever takes a country’s vote at face value and thinks that a vote accurately reflects a country’s true opinion on the issue at hand doesn’t know much about international diplomacy.”

But the support of the Marshall Islands, Micronesia, Nauru and Palau did not come out of nowhere, said Michael Ronen, Israel’s non-resident ambassador to 13 Pacific Islands, including the Marshall Islands and Micronesia, adding that he spent a lot of time lobbying before Thursday’s vote.“We weren’t surprised that these four countries voted against a Palestinian state,” Ronen told Yedioth Ahronoth. “We’ve been working there in an orderly and continuous fashion for 30 years. We don’t tell them that we’re sending them an Israeli doctor in exchange for their vote. Other countries discover the Pacific only when they need it. A nation suddenly needs votes at the UN and instantly embraces these countries, offering them assistance, only to forget about them afterwards. We don’t work like that.”Israel doesn’t buy votes, but it does send aid to the Pacific. Medical and agricultural experts have traveled to the South Pacific from Israel, and in the 1990s an Israeli coach trained a Micronesian national team. In addition, the leaders of these tiny island nations receive royal welcomes whenever they come to Israel, which adds to the warm feelings they feel toward the Jewish state.“Whenever somebody likes us, it feels strange to us, almost like it’s against the laws of nature. But I don’t agree with that,” Ronen opined. “Their knowledge of us is based on the Bible and on Christianity… They really value the Jewish people and the State of Israel, what we’ve achieved and what we represent.”

Forces pound Damascus suburbs, flights to resume

BEIRUT (Reuters) - Syrian forces pounded rebel-held suburbs around Damascus with fighter jets and rockets on Sunday, opposition activists said, killing and wounding dozens in an offensive to push rebels away from the airport and stop them closing in on the capital.The army struck hard after a week of rebel advances, including the capture of two military bases near the capital. Rebels had been planning to push into central Damascus from their strongholds on the outskirts and fighting in the past week has been fierce.Activists said heavy rocket fire struck towns close to the Damascus airport road, where rebels and the army had been locked in three days of clashes. Some described constant shelling, similar to carpet bombing, in towns like Beit Saham."It was frightening because it was the first time we heard continuous shelling. Really powerful explosions, one after the other, were shaking the area. I could see fire coming up from the town," said Samir al-Shami, from the opposition's Syrian Youth Union, speaking by Skype."This was the worst day in those people's lives."In a sign the government had regained some control over the airport, EgyptAir said it was resuming flights to Damascus and the northern city of Aleppo on Monday after a three-day halt in which Damascus airport was effectively closed due to unrest. The airline's head said conditions were stable.
No comment was immediately available from Emirates Airline, which had also suspended its flights indefinitely.The army's assaults appear to have staved off a rebel advance into central Damascus so far. But neither side has gained ground in recent days, and fighting continued along the outskirts of the city despite heavy shelling by Syrian President Bashar al-Assad's forces.But rebels said the area around Damascus airport was not secure, with clashes still erupting along the road. It is difficult to verify opposition reports because the government restricts media access into Syria.Other activists said the road was in army hands but the area was still unstable due to fighting in nearby towns like Beit Saham, about 1 kilometer away.
"No one controls that road. The army has tanks along the road, but the whole area is exposed to rebel attacks and they could fire on it any time," said one, asking not to be named.
DEADLY ROCKET ATTACKS
Rocket attacks on Sunday killed at least 10 in the town of Deir al-Asafir, 12 km east of Damascus, activists said. Video published by activists from the town showed at least five bodies, one of them a young boy and one an elderly man. The other bodies were wrapped in blood-spattered white sheets.Syrian security officials and diplomatic sources say the army's goal is to push rebels back and seal off central Damascus from the surrounding suburbs where the opposition is dominant.Rebels say they want to control the airport because the army has used it to bring in weapons. Western intelligence reports earlier this year said that Iran, Assad's main backer, had been using civilian aircraft to fly military equipment and personnel through Iraqi airspace into Syria.U.S. officials say the arms flow into Syria has continued due to Iraqi reluctance to check flights, according to a New York Times article. It said only two inspections had occurred since Iraq agreed to a U.S. request in September and that Iran may have been tipped off about the searches.Iraqi Prime Minister Nuri al-Maliki told reporters in Baghdad on Sunday there was no such request."There is no ability to inspect all planes destined to Syria and there was no U.S. request to inspect all aircrafts because they know that this is not possible," he said.Lebanese troops clashed with Syrian rebels on the border between the two countries on Sunday in what a security source called the first such incident between Lebanon's army and the rebels.
The clash occurred when a Lebanese border patrol spotted the rebel fighters along the border and the rebels opened fire to prevent the patrol from approaching, said a Lebanese military source. He said there were no casualties.
CAR BOMBINGS
In Syria's central city of Homs, a car bomb killed at least 15 people and wounded 24 on Sunday, Syria's state news agency SANA said. It said the blast in the city's Hamra district also damaged many nearby residential buildings. The government and the opposition traded blame for the blast.There has been a rise in the number of car bombs around the country. The British-based Syrian Observatory for Human Rights, which has a network of activists across Syria, reported four car bombs on Saturday.The group gave a preliminary death toll for Sunday's fighting of 140.Violence has risen in Syria particularly since rebels began to contest Assad's control around the capital and Aleppo, Syria's largest city, but foreign powers remain deadlocked.Western countries support the opposition but Russia, Syria's main arms supplier, and China have blocked three U.N. Russia may soften religion law over Putin concerns

MOSCOW (Reuters) - Russian lawmakers are reworking a draft law introducing prison terms for religious offences after signs that Vladimir Putin is concerned it could undermine the delicate balance between the country's many religions.The president's party proposed the law after two members of the Pussy Riot punk band were jailed for two years over a protest in a cathedral against Putin's increasingly close ties with the Russian Orthodox Church.Putin has trod a thin line between celebrating a secular state of many religions and promoting the Russian Orthodox Church since rising to power in 2000, but has leaned more on the Orthodox Church for support since starting his third term as president in May following protests against his rule.Opponents say the draft law is intended as part of broader Kremlin moves to suppress dissent and bolster public support by casting Putin, a former KGB spy, as the protector of religious believers.
Critics have also said the definition of offending religious feelings is so broad and vaguely defined in the draft law that it risks being ineffective or applied selectively in practice, hurting relations between Russia's many religions."The impression is that in the Kremlin they understood that somehow they have overdone it," said Alexei Malashenko, a religion expert at the Carnegie Moscow Center think tank."The goal of this law is still to tighten regulations in general but they understand that a too radical tightening is dangerous so they will consult now and hold talks, especially as at the Kremlin itself there is no unanimity on that matter."Yaroslav Nilov told Reuters that the parliamentary committee overseeing the legislation, which he heads, was looking again at the wording after Putin told his advisory council on human rights that lawmakers should not rush with the bill.He did not comment on the jail term it now envisages -- up to three years for offending religious feelings and up to five years for inflicting damage on religious sites or holy books, in addition to fines and community work."What does offending religious feelings mean? Is the most important principle for Muslims, that there is no God but Allah, an offence to the religious feelings of Christians?," said Alexei Grishin, a member of Russia's Civic Chamber, an advisory body to the Russian authorities."Most likely it is if you approach it very stringently, as it suggests all other gods are not really gods. So the law really needs to be worded very precisely, otherwise it would lead to unpredictable consequences."
RUSSIAN ORTHODOX CHURCH RESURGENT
The Russian Orthodox Church has been resurgent since the collapse of the Soviet Union in 1991, but atheistic traditions are also strong after decades of repression of religious faith during the Soviet Communist era.About three in four Russians say they are Orthodox Christians and a vast majority were outraged by the profanity-laced Pussy Riot protest in February, although far fewer supported the tough sentences, opinion polls showed.The two members of the all-female protest band were sentenced for hooliganism motivated by religious hatred.Nilov, head of parliament's committee on civic and religious groups, said he hoped the jail terms would stay."We are refining the wording. The law will only be passed next year," he said, adding that one change discussed was aimed at avoiding legal discrimination of atheists."For example, we will move away from talking of safeguarding the feelings of believers towards creating a punishment for offending people because of their views on religion. Egypt's top court shuts down, blames Islamist protesters

CAIRO (Reuters) - Protests by Islamists allied to President Mohamed Mursi forced Egypt's highest court to adjourn its work indefinitely on Sunday, intensifying a conflict between some of the country's top judges and the head of state.The Supreme Constitutional Court said it would not convene until its judges could operate without "psychological and material pressure", saying protesters had stopped the judges from reaching the building.Several hundred Mursi supporters had protested outside the court through the night ahead of a session expected to examine the legality of parliament's upper house and the assembly that drafted a new constitution, both of them Islamist-controlled.The cases have cast a legal shadow over Mursi's efforts to chart a way out of a crisis ignited by a November 22 decree that temporarily expanded his powers and led to nationwide protests against him and his Muslim Brotherhood group.The court's decision to suspend its activities appeared unlikely to have any immediate impact on Mursi's drive to get the new constitution passed in a national referendum on December 15.Judges supervise voting in Egypt, and Mursi will need them to oversee the referendum.But in a blow to the president, an influential body representing judges decided on Sunday not to oversee the vote, the state news agency reported. The Judges' Club's decisions are not binding on members, however.Vice President Mahmoud Mekky said on Sunday he was confident the judges would perform that role, despite calls by Mursi's critics in the judiciary for a boycott.Three people have been killed and hundreds wounded in protests and counter-demonstrations over Mursi's decree.At least 200,000 of Mursi's supporters attended a rally at Cairo University on Saturday. His opponents are staging an open-ended sit-in in Cairo's Tahrir Square, the cradle of the uprising that toppled Hosni Mubarak in February 2011.The National Salvation Front, an alliance of liberal, leftist and socialist opposition groups, called for protests in Tahrir Square on Tuesday against Mursi holding the referendum on what it branded an "illegitimate constitution".Mursi and the Muslim Brotherhood, which propelled him to power in a June election, hope to end the crisis by pushing through the new constitution hastily adopted by the drafting assembly on Friday. The next day the assembly handed the text to Mursi, who called the referendum and urged Egyptians to vote."The Muslim Brotherhood is determined to go ahead with its own plans regardless of everybody else. There is no compromise on the horizon," said Hassan Nafaa, a professor of political science at Cairo University.
DEEP SUSPICION
Outside the Supreme Constitutional Court, Muslim Brotherhood supporters rallied behind the referendum date. "Yes to the constitution," said a banner held aloft by one protester. Chants demanded the "purging of the judiciary".The interior minister told the head of the court that the building was accessible and that the protests were peaceful, according a statement from the ministry.The protest reflected the deep suspicion harbored by Egypt's Islamists towards a court they see as a vestige of the Mubarak era. The same court ruled in June to dissolve the Muslim Brotherhood-led lower house of parliament.Since then, several legal cases have challenged the legitimacy of the upper house of parliament and the 100-member constituent assembly that wrote the constitution.Those against the upper house have focused on the legality of the law by which it was elected, while the constitutional assembly has faced a raft of court cases alleging that the way it was picked was illegal.Mursi believes securing approval for the new constitution in a popular referendum will bury all arguments on the legality of the constituent assembly, as well as controversy over the text it worked through the night to finish on Friday.It will also override the November 22 decree that drew concern from Western governments and a rebellion by sections of the judiciary. The decree shielded Mursi from judicial oversight.While the Islamists' critics, including representatives of the Christian minority, have accused the Brotherhood of trying to hijack the constitution, investors appear to have seen Mursi's moves as a harbinger of stability. They were also relieved that Saturday's mass Islamist protest went off calmly.The main stock market index, which lost a tenth of its value in response to Mursi's November 22 decree, rallied more than 2 percent when the market opened on Sunday."The events that took place through the weekend, from the approval of the final draft of the constitution and the president calling a referendum, gave some confidence to investors that political stability is on track," said Mohamed Radwan of Pharos Securities, an Egyptian brokerage.
OPPOSITION INFURIATED
But opposition parties have been infuriated by what they see as the Brotherhood's attempt to ram through a constitution that does not enjoy national consensus. Mursi's opponents warn of deeper polarization ahead.
Liberal figures, including former Arab League chief Amr Moussa, pulled out of the constituent assembly last month, as did Christian representatives.The draft constitution contains Islamist-flavored language which opponents say could be used to whittle away human rights and stifle criticism. It forbids blasphemy and "insults to any person", does not explicitly uphold women's rights and demands respect for "religion, traditions and family values".New York-based Human Rights Watch said the draft constitution protected some rights while undermining others.The text limits presidents to two four-year terms, requires parliamentary approval for their choice of prime minister, and introduces some civilian oversight of the military - although not enough for critics. Mubarak ruled for three decades.Mursi described it as a constitution that fulfilled the goals of the revolution that ended Mubarak's rule. McAfee captured: report
WASHINGTON — Anti-virus software pioneer John McAfee, wanted by authorities in Belize for his neighbor's murder, has been captured after weeks on the run, his blog said Saturday."We have received an unconfirmed report that John McAfee has been captured at the border of Belize and Mexico," his official blog whoismcafee.com said.The website, which McAfee launched to counter what he sees as erroneous claims by the media or authorities about him, said it would provide more information as it became available.
Police say they simply want to question the 67-year-old about the murder of fellow American Gregory Faull, a Florida native who was found dead at his home last month in a pool of blood on the Caribbean island of Ambergris Caye.Faull, 52, was shot in the back of the head, according to a police report. There were no signs of a break-in, and a laptop and cell phone were missing.McAfee has said he fears for his life and was fleeing authorities with whom he has been at odds ever since refusing to make a donation to a local politician's campaign.

Today, Mulligan's attorney, Ellis Arnold took his bail petition to the Supreme Court before Justice Herbert Lord. Crown Counsel Christophe Rodriguez, who represented the DPP's office objected on the sole ground that while in custody Mulligan told investigators that he was a British National. Rodriguez told the court that if that information was accurate, it meant that Mulligan was a flight risk, which was prosecution's main ground for objecting to bail. Ellis Arnold produced an authentic copy of Mulligan's immigration document, which verified that he has dual British and Belizean Nationalities, therefore proving that his Belizean ties indicates that he isn't a flight risk. As a result, the crown withdrew their objection, and Justice Lord granted Mulligan bail of $10,000. The conditions of the bail are that his sureties must be Belizean, he must surrender all of his travel documents, and he must report to all adjournments of his case at court. His boss is in hiding, but tonight John McAfee's chief of security William Mulligan is free on bail. As we've reported, on November 14th, Mulligan was charged for multiple counts of kept firearm and ammunition without a license - for which remand is automatic. The firearms were part of an arsenal police found at McAfee's home on northern Ambergris Caye as they investigated the murder of American Gregory Faull. On Sunday 11th November, police found a 12 gauge Remington pump action shot gun loaded with seven cartridges and one Baikal brand 12 gauge single action shot gun. William Mulligan was at the home and charged for kept firearm and ammunition without a gun license for which remand is automatic. Investigators believe that they weren't lending at all - that they got the licenses on behalf of theMcAfee Estate. They reportedly got the guns licensed in the Punta Gorda jurisdiction - quite a distance from San Pedro where they reside.So he's out on bail, and John McAfee is still being sought by police. In his comic relief blog McAfee is urging his readers to blitz the Government and the BTB will mail requests to free his associates Eddie Ancona and Cassian Chavarria. Both men had guns licensed in their names which were found in the McAfee arsenal. They were charged for one count each of lending a firearm without a written permission from the Commissioner of Police.

(CNN) -- The journey to interview Internet security guru John McAfee began with a secret phrase, a mysterious driver and a circuitous route full of left turns, right turns and U-turns.
It concluded at a safe house on a tropical island paradise, where the 67-year-old was waiting in disguise --as an old man with salt and pepper hair -- to tell his bizarre tale."It hasn't been a lot of fun. I miss my prior life. Much of it has been deprivation. No baths, poor food," McAfee told CNN Friday in his first on-camera interview since going on the run from Belize authorities who want to question him in the killing of his neighbor.
Three people have been detained for questioning in the killing, police have said, and investigators are pursuing multiple leads.

Belize authorities say they only want to talk to McAfee about the November 11 shooting death of American businessman Gregory Faull, who was found dead in his home near San Pedro, on the Caribbean island of Ambergris Caye.The case began to unfold on November 9, when McAfee told police someone poisoned four of his dogs. To put them out of their misery, he shot each in the head and buried them on his property, a former girlfriend said.Officials say the dogs' barking and aggressive behavior was a frequent source of friction between McAfee and Faull, a 52-year-old contractor who retired to Belize from Florida and lived next door.
Two days later someone shot Faull in the head in his own living room. A 9 mm shell was found on the second step on the first floor, and Faull was found dead on the second floor.
Former girlfriend says McAfee 'frightened for his life' During the interview, McAfee said he did not kill Faull and did not pay anybody to kill the man.So why not surrender to police for questioning? "I will not," McAfee said, adding his priority is to clear his name.To hear McAfee, who is not a suspect, tell it: He's a man on the run, afraid for his life, from authorities who he has been at odds with since refusing to pay a bribe to a politician months earlier.McAfee is so fearful, he says, that he carries up to a dozen disposable cell phones at one time. He estimates he has gone through 200 since he fled more than three weeks ago.In fact, he only agreed to an interview with CNN after a number of conversations that involved middle men, telephone calls with ever changing numbers and, finally, a cloak and dagger meeting complete with a secret phrase and response.The phrase: "Sorry I'm late."The response: "That's OK, we are waiting for our co-worker." In several districts of Novgorod the lights went out for a few seconds after the bright flash – the news agency “Great Submit Thread.” Around 20:15 beginning of the street lit Kochetova flash of bright light, after which the surrounding buildings for a few seconds, the lights went out, turned off street lighting.After that, the sky over the city was decorated something like the Northern Lights. Bright flashes clearly emerges through the clouds. Then the power was restored, but left your original work of several cable television operators.
Townspeople joke that it could be a rehearsal for the end of the world. We can assume that the result was a bright flash of lightning, but no sounds like thunder, Novgorod heard.

t sounds like the scheme of a James Bond villain — or even Dr. Evil from the Austin Powers movies — but the U.S. was once dead serious about attacking the moon with an atom bomb. The time was the 1950s, and America's arch-enemy the Soviet Union had just humiliated the U.S. with its 1957 launch of the first successful spacecraft, the satellite Sputnik 1. In the panic that followed, the U.S. Air Force approached the physicist Leonard Reiffel in 1958 to come up with plan to make a highly visible mushroom cloud on the moon.The top-secret project was given the innocuous name "A Study of Lunar Research Flights," or the more X-Files-friendly Project A119. Among Reiffel's hires at the military-funded Armour Research Foundation (now the Illinois Institute of Technology Research Institute) was a young Carl Sagan, then a graduate student, who modeled how the gas-and-dust cloud would expand in low-gravity. Reiffel says the point of blowing a hole in the moon was to put on a show for the Soviets, and recapture some morale from the space-race loss. It would have been technically possible by 1959, when the U.S. launched its first intercontinental ballistic missile, Reiffel told Britain's The Observer in 2000, and the U.S. could have hit its target with an accuracy of about two miles."This accuracy would have been particularly important, as the Air Force wanted the resulting explosion to be clearly visible from Earth," says Daven Hiskey at Mental Floss. "As such, it was proposed that the explosion happen on the border of the visible part of the moon, so that the resulting mushroom cloud would be illuminated by the sun." The project obviously (and thankfully) never came to fruition, "as it was felt that the public would not respond favorably to the U.S. dropping a nuclear bomb on the moon." And aside from contaminating the pristine lunar surface, Reiffel notes, the crater could have ruined the visage of the man on the moon. The Air Force was also worried about what would happen on Earth if the project failed.The Air Force is still refusing to comment publicly on the project, and in fact we may never have known of the plan to nuke the moon if not for Sagan. The famous astrophysicist died in 1996, but biographer Keay Davidson discovered in the 1990s that Sagan had discussed the project when applying for the Miller Institute graduate fellowship at Berkeley in 1959. The project plans were all destroyed in 1987. "It was well known that the existence of this project was top secret," Reiffel told The Observer, and Sagan violated national security. "Had Sagan wanted to make any disclosures to any party, as his boss at the time, I would have had to take forward any such request and Air Force permission would have been extremely unlikely in those very tense times."

The idea of a global city has a long lineage. It is most often associated with being a centre of world trade and finance, but it usually also possesses strong cultural and touristic resources that attracts visitors. Along such lines, the persisting tendency is to view the hierarchy of global cities from a West-centric perspective: London, New York, Paris, Los Angeles placed in the first rank, with cities such as Tokyo, Geneva, Sao Paulo, Hong Kong, Singapore and Shanghai treated as forming a second tier. This radical compression of space and time in the world creates a natural inclination to find, designate and establish someplace as "the centre of the world", as the "world capital". The claim and perception of being "the world capital" is both a social and political construction that is connected with the realities of global leadership, sometimes reinforced by cultural preeminence and normally narrated in an inherently subjective and self-centred interpretation of the flow of history, however the self is defined. From a mainstream realist international relations perspective, we can think geopolitically of the world capital as a reflection of the prevailing distribution of hard power at a given time. Thus in the bipolar world of the Cold War, it was Washington and Moscow. After the collapse of the Soviet Union, it became Washington alone. Some are now insisting that a new bipolarity is or will shortly be upon us, and even anticipate a new cold war, designating Beijing to be a world capital more or less equivalent, in status, to Washington. And for those who believe, and hope, that a more polycentric world is emerging, and would be desirable, then perhaps, in addition to Washington and Beijing, one might add Delhi, Rio de Janeiro, Berlin and even Jakarta, if the European Union moves forward, maybe Brussels, and possibly Cairo as well but only if Egypt is able to find stability and regain its regional stature.
Successful city-states
Of course, all existing cities are contained within a particular state and are subject to its authority, and share its destiny. In the past, there have been some "international cities" without any national affiliation. And today, there are in our world several successful city-states and many states smaller in population and area than the largest cities.

Proposals have been made in recent decades to establish Jerusalem as an international city, not only because such a step would contribute to a sustainable and just peace between Israel and Palestine, but because of its sacred and historical engagement with the three Abrahamic religions. Most globally ambitious cities in the modern world, then, have this dual identity, as belonging to a state and yet striving for a measure of internal autonomy. As a result, cities often develop a split national personality that combines loyalty and antagonism, the latter often fuelled by the deep-seated tensions between cosmopolitan urban space and the more provincial hinterland, as well as by national politicians that shift resources from the city to the countryside in their quest for votes, or sometimes, to reduce gaps in standards of living. These tensions give rise to frivolous suggestions of secession for cities that seem at odds with the ethos of the country as seems to many to be the case for New York City. It is called by its fiercest critics "Sodom-and-Gomorrah-on-Hudson" and by its most loving residents "The Big Apple". Some New Yorkers have daydreams of being a city-state and many Midwesterners would be happy if the dream came true.
It is much more common for secessionist movements to become serious political projects for territorial communities comprising a minority ethnicity or religion that claims a political and legal right of self-determination.
Restive urban minorities may riot on occasion and vent their dissatisfaction, but their imaginary rarely includes a scenario of formal disaffiliation. Singapore, which split off from the British colony of Malaya at the moment of independence is one example. A focus on cities is one way of circumventing the tendency to view sovereign states as the only political actors worth theorising about in international life. It is true that states have an identity based on governance over a defined space that is recognised in diplomatic circles, as well as enjoying the prerogative of granting or withholding citizenship. The primacy of states as international actors is reinforced by membership rules and procedures for international institutions, especially the United Nations, that confers special status on a political community that qualifies as a sovereign state. In contrast, the terminology of "global cities" is assigned without any agreed criteria, lacks diplomatic relevance from the perspective of international law, and the idea that there exists one or more "global capital" is nowhere referenced on standard world maps and remains a completely constructed category of status and identity. No government would be foolish enough to proclaim its main city as the capital of the world, although the United States came close to doing so during the springtime grandiosity of George W Bush's presidency.
Separation of status from statehood
Proponents of a certain leadership role for a given state may for a variety of reasons be tempted to put forward the claim of providing the world with a capital city. It would follow from the very real geopolitical ambition to be at the "centre" of global policy formation and implementation, to have control over a disproportionate share of the world's resources and to boast of offering visitors the most exciting cultural experience. Part of the appeal of the global capital is precisely this separation of status from statehood, and more specifically from the calculus of hard power. Cities, unlike states, have police forces but no armies, although some cities have local guard or militia units, none possess or aspire to possess force capabilities to project hard power beyond city limits. In modern times, cities generally lack heavy weapons, do not have foreign policies and enjoy only secondary diplomatic representation. Embassies are in capital cities however remote and small, while consulates are in cities no matter how large and influential. In Brazil, for instance, foreign ambassadors resent being posted to Brasilia, the planned and somewhat isolated and artificial capital city, and greatly prefer living in such stimulating urban centres as Sao Paulo or Rio de Janeiro. Cities are simply places where lots of people live, work, enjoy nightlife and engage in a range of cultural and economic activities. What, then, motivates a city to be treated, even symbolically, as a political actor and more grandly, to put forward the claim to be the potential or actual global capital?

Some assertions along these lines are deliberately extravagant or are merely intended to call attention to past glories, without any serious political intention. The interior Chinese secondary city of Dengfeng, for instance, claims not only to be the centre of the world but the centre of heaven, as well, and indeed in past times it has served as the national capital for nine Chinese dynasties.
Dengfeng's self-assertion as a city whose provenance extends beyond China and beyond any given time period is part of its charm and lends traditional and spiritual significance to the very metaphorical idea of being such a reality as the centre of the world. Such an idea resembles in certain respects the geographical seats of the great world religions that do indeed possess a centrality for the more devout among the faithful as illustrated by the great pilgrimages to Rome to visit the Vatican or the haj as a journey taken by religious Muslims to their most holy site of worship. In my view, such a claim on behalf of cities should be understood as partly a site of struggle between two types of adherents. On one side, those who adhere to the old geopolitics that continues to believe, always somewhat misleadingly, but recently more grotesquely so, that history is principally made by those who prevail in warfare, and little else. On the other are those who view history through a soft power rainbow optic in which culture, political vitality, religious identity and ethics shapes and forms what unfolds, and eventually yields a cosmopolitan urban outcome despite being out-gunned on the battlefield, or succumbs and endures the tragedy of alien domination.
Securitisation of world politics
Cities, more than countries, can be analogised to magnets or force fields where people go to strike deals, to be entertained and well fed, to add pleasure, cultural enjoyment, to enjoy greater privacy in their private lives, to discuss the problems, chase dreams and entertain hopes about the future, to be educated, to be inspired by art and artists, and of course, to be protected by municipal government against violent crime and natural disasters.
There was a time not many years ago when there was a notable interest in cities as independent political actors on the global stage. There were many conferences organised around the theme "x city and the world". I attended a series of annual gatherings bearing the title "Yokohama and the World" that brought together thinkers and civil society actors from many foreign countries and regions. These meetings were a pet project of the governor of the Japanese prefecture and the discussions were vibrant and suggestive, blending wishful thinking, advocacy and an assessment of trends.

The underlying perspective was one in which it was presupposed that what was good for Japan was not necessarily good for Yokohama, that cities might have separate interests and different priorities from those of national political leaders, and that especially the national capital was subject to many distorting pressures divorced from service to the human interest or the wellbeing of Yokohama's citizenry.
The global city as distinct actor, complicated by its formal subjugation to the territorial order of sovereign states, suggests that people living in a particular city might not share the postulates of territorial nationalism and were not nearly as inclined to include hard power in their political imaginary. The idea of a world order that was basically constituted by the principal cities of the world does suggest an alternate pathway to peace, sustainability, justice and world order that is at fundamental variance from the preoccupation of sovereign states with national security.
In the Yokohama setting, for instance, there was a much greater willingness to engage positively with China than was then the case for the Japanese government located in Tokyo. Should we not favour a network of global cities as creating a non-territorial approach to global policy that might be much more attuned to global needs and desires, especially if cities could reap the full benefit of the labours of their inhabitants? In the pre-modern world, cities were much more prominent than in modern times when sovereignty, nationalism, citizenship and statehood organised political life. Socrates felt that death was preferable to being exiled from Athens, the city that he loved, and exile was often seen as the worst punishment that could be inflicted. Even Machiavelli, centuries later, rarely celebrated for his tenderness, expressed a romantic attachment to his native Florence: "I love my city more than myself." In the course of the transition to modernity, there were many instances of resistance on the part of cities that did not want to get swallowed by these larger political communities established in every instance by conquest. It is rare to grasp the deep connections in the past between political violence and the constituting of larger "legitimate" political communities. The relationship between state-building and war that is so fundamental to the securitisation of world politics is, in other words, neither new nor without deep roots in the histories of every sovereign state and all major cities.

Revival of city-states
But with the revival of city-states such as Singapore and Hong Kong, and the success of several micro states, we can observe a far weaker linkage between security and hard power, as well as the rebirth of the medieval idea of community viability. These political entities become secure by being useful to others, viable for themselves, and generally defensible, but not by being able to extend territory and control of resources by conquest. Although this portrayal must be expanded to admit that most modern states did originate with cities that did expand for the sake of food security and wealth or to provide their city with security against marauding neighbours or the vagaries of weather. Nevertheless, this experience of the past is suggestive of how it might be possible to transform the political imaginary of states with respect to their most fundamental reason for existence, inducing more dedication to the security of people ("human security") less to the security of governments ("national security").

I believe that the idea of proposing a global capital is a defensible endeavour if we take into account the degree of integration that has been achieved by markets, by globally constituted battlefields, by changing geopolitical patterns, by struggles to generate global policy that is commensurate with such collective goods problems as climate change and nuclear weaponry, by global travel and globalisation of political identity and the dispersion of families throughout the planet by migration and forced displacement.  Of course, the choice of this city rather than that one is political, economic, ethical and even aesthetic and hedonistic. My initial sense of which city offers the most plausible site of the global capital is rather pluralist. For instance, if our outlook is geopolitically grounded in the outlook of hard power realists, then the argument for choosing Washington to play that role seems rather obvious despite its recent experience of relative decline. Yet, if the speculation is more normative, connected with human values, then we would probably pick New York, especially because aside from the being the headquarters of the United Nations, it is a most notable global city from the perspective of ethnic diversity, finance and cosmopolitan culture, although its short lifespan and West-centric orientation limits the quality of its candidacy given 21st century post-colonial realities. London also could be considered, having the advantage of a long lineage, rich tradition, as well as finance and culture, and the birthplace of the English language. Until very recently, a case could be made for Brussels as the hub city for the European Union, as well as NATO, and giving expression to the idea that the world we live in is mainly responsive to economic and military power (an inversion of the 9/11 attacks that targeted the World Trade Centre and the Pentagon as the two pillars of the American world role).
Brussels could also be championed as a precursor of a post-statist world order that is constituted by regional groupings, but its Western identity and association with the extensive European overseas empires and colonial crimes are fatal handicaps in our post-colonial world that bases notions of legitimacy more and more on de-Westernising claims of civilisational identity. I find none of these cities as sufficiently endowed with the combination of features that might justify christening it as the capital of the world. But I do have a promising candidate: Istanbul.
Istanbul as global capital
This may seem surprising, because although achieving a much higher profile in the last decade, Turkey as a state is not viewed as belonging to the top tier of countries in the world, including among emerging states, its currency is not much valued beyond its borders and its language is spoken only in its own country, among a few nearby Turcoman minorities and some central Asian countries that gained independence a couple of decades ago when the Soviet Union fell apart.

As well, Turkey has some severely troublesome internal problems, especially its inability to accommodate the grievances of 12-15 million Kurdish minority and important international unresolved issues such as its relationship with the Armenian diaspora and its various tensions with Israel, Greece, Cyprus, Syria and Iran.
There are more serious issues as well that make Istanbul's candidacy problematic in many quarters. It is situated in Turkey that has some severe unresolved human rights issues and has not come to terms with either the Armenian genocide of 1915 or the Kurdish struggle for autonomy and self-determination.
"Should the sins of the state be visited upon the city" is an unanswered question, but what about the sins of the city? Istanbul has had a spectacular building boom in recent years, with shopping malls and upper income restaurants and hotels, and an overall atmosphere that may not be conducive to a fulfilled life for the majority of inhabitants who must struggle with the ordeals of living and working in a city of rising living costs and limited resources for human satisfaction if not the recipient of a large salary. How then can Istanbul be seriously considered in our search for a global capital? I would point to several factors. Increasingly, Istanbul is a city of choice for those international travellers in search of touristic fulfillment and it rarely disappoints visitors despite its awesome traffic that clogs streets well past midnight and its polluted air. It has also become a secure and acceptable place to hold the most delicate diplomatic discussions, whether involving such regional issues as Syria and Iran, or wider concerns about Afghanistan and Africa. Istanbul is convenient to reach for global gatherings, and Turkish Airlines was recently selected as the best in Europe. Important, also, is the fact that Turkey is not Europe, which is more than a geographic description, being a cultural and religious reflection, given greater recent authority by the European Union's rejectionist response to the Turkish application for membership. Many comment that Turkey has been fortunate to remain outside the EU during its current crisis, but more than this, if Turkey had become a member it would no longer be perceived as favourably by many non-Western constituencies. Turkey also has gained economic and political credibility at a time when so many important states have either been treading water so as to remain afloat. It has also pioneered in achieving a stable interface between secular principles and religious freedom, moving away from the "over-secularisation" - to borrow the designation from Ibrahim Kalin - that occurred during the long period of Kemalist ascendancy that ended in 2002 with the control of the Turkish government by the AKP. Such factors take account of the Turkish milieu of which Istanbul partakes.
Geopolitically and geographically unique
But is not such acclaim for Turkey irrelevant to the advancement of Istanbul as global capital? One of the distinguishing features of the Erdogan leadership has been to shift the attention of the country and the world to Istanbul, just as Ataturk sensed that a modern Turkey would need to repudiate its Ottoman past and so moved the capital city to Ankara, a fresh start for the young republic. For the AKP, Istanbul is a way of reviving pride and the traditions associated with the pre-republican era. This is not a crude form of neo-Ottomanism, but a realisation that Istanbul was a treasure trove of cultural eminence unmatched elsewhere and a subtle reminder, through its extraordinary mosque architecture, of its former religious stature as the home of the Islamic Caliphate.
As well, Turkey geopolitically and geographically provides a unique set of linkages between Europe and Asia, Europe and the Middle East, Europe and Africa, and offers the world a more cosmopolitan understanding of the Mediterranean world. I would also mention the degree to which Turkey's most celebrated author, the Nobel laureate, Orhan Pamuk, has been inspired by the imaginative excesses of Istanbul as a city. Sometimes, referred to as "the biographer of Istanbul", Pamuk's The Black Book and his memoir of growing up in the city have brought the magic and mysteries of Istanbul into the hearts and minds of many millions around the world.

 Inside Story - Turkey: A new political era?
Tell me a city other than Istanbul that has exerted such an influence on our collective imaginations? Some might answer "Venice", recalling Thomas Mann's great story Death in Venice, as well as the haunting novel The Comfort of Strangers, set in Venice by Ian McEwan, but the charisma of Venice is as a place of menace and degeneracy. What most enhances Istanbul's candidacy, in my judgment, is the degree to which this Turkish worldview has been articulated in a clear manner.
More than any other current political leaders, those who have spoken for Turkey during the last several years have understood and expressed the need to bring a change about the way in which security and power have been achieved in modern international relations, while at the same time not losing an appreciation of the resilience of the old ways during a period of global transition.
This innovative projection of Turkish influence has been rooted, to the extent feasible, in soft power geopolitics stressing the mutual benefits of peace, trade, cultural achievement, civilisational pride and dialogue. Turkey's preferred orientation has recently been significantly readjusted to take account of a series of unexpected developments arising from the aftermath of the Arab upheavals, especially in neighbouring Syria. Despite Turkish foreign policy being confronted by hard power challenges within its borders and region, Ankara's underlying commitment to a new paradigm of world order has not been abandoned.
New balance amid the turmoil
The Kurdish challenge, the Syrian internal struggle, tensions with Iran have led to a dramatic modification of the earlier flagship promise of "zero problems with neighbours", but even this seemingly unrealistic goal, if sensitively and contextually considered, retains its essential wisdom, which combines principle associated with maximising peaceful relations with states and their peoples and promoting mutually beneficial interests. AKP detractors, whether Kemalists within or Israelis without, have tried their best to discredit the Turkish approach and its chief architect, the foreign minister, Ahmet Davutoglu. How to strike a new balance amid the turmoil of the region has so far made fools of us all! Yet, I am convinced that Turkey continues to do its best to increase the prospects for soft power geopolitics while taking the necessary prudent steps to avoid undue vulnerability to those political forces that continue to rely on hard power solutions for conflict, including the perpetration of mass violence against their own people. By considering Istanbul as a possible future capital of the world, we are heralding the advent of soft power geopolitics, as well as responding to the receptivity of Turkey as a state willing to provide the peoples of the world with a safe haven for dialogue, negotiation, empathy and the satisfactions of a post-Western world civilisation. We are also recognising the geographical and geopolitical convenience of Istanbul as a crossroads connecting several civilisations and religious traditions. Such a proposal can be dismissed as a wild exaggeration of the Turkish role in the world or as a perverse instance of wishful thinking. But it is forward partly in response to an interpretation of trends in our globalising world, and also as an expression of the kind of flourishing future that will most likely be of most benefit the peoples of the world.
