EU countries urge Israel not to invade Gaza

BRUSSELS - Two leading EU countries have urged Israel not to launch ground operations in Gaza.
Speaking ahead of a foreign ministers' meeting in Brussels on Monday (19 November), the UK's Wiliam Hague told Sky news on Sunday that "a ground invasion of Gaza would lose Israel a lot of the international support and sympathy that they have in this situation."France's Laurent Fabius while on a visit to Tel Aviv also on Sunday told press: "War is not an option. It's never the solution."The EU in a joint statement last week blamed Hamas, the militant group which controls Gaza, for starting the fighting."The rocket attacks by Hamas and other factions in Gaza which began this current crisis are totally unacceptable," its communique said.But Hague and Fabius took different lines in their public remarks."It is Hamas that bears ... the principle responsibility for starting all of this," Hague said. "Responsibility is shared. There are rockets fired from Gaza and there are extremely deadly attacks against the people of Gaza," Fabius noted.For its part, the UN's office in East Jerusalem says the escalation began when Israel assassinated a senior Hamas commander on 14 November.The US-based NGO Human Rights Watch says it began when Israeli fire killed a 13-year-old Palestinian boy on 8 November.With 95 Palestinian and three Israeli deaths so far, the crisis is to dominate the EU ministers' talks, pushing other Middle East issues into the background.Ministers had planned to discuss Palestine's plan to call a UN vote on 29 November on upgrading its status to "observer state."
But Hague said the UN bid is a bad idea in the current context. "I think it would be a mistake for the Palestinians to try at this moment ... because it would be so divisive among all the people whose help they need to get the peace process going," he told Sky.Palestine's draft UN resolution has some sympathy in Brussels, however.One senior EU contact told EUobserver the text is "mild" because it does not call for countries which do not recognise Palestinian sovereignty to do so and does not call on Israel to take back the millions of Palestinian refugees in Lebanon, Jordan and Syria. At the same time, it givs a nod to UN resolution 181, which describes Israel as a "Jewish state."Ministers had also planned to take note of an EU report on Jewish settler violence against Palestinians in the West Bank.Giving a broader context to the decades-old enmity between the two sides, the report says the Israeli army does little to protect Palestinian victims.It urges individual EU countries to consider travel bans on settler extremists, an EU source noted.
Foreign ministers will also look at developments in Mali, Syria and Ukraine. But decisions on the three dossiers are to be left for later.There is no EU consensus on recognising the newly-formed National Coalition for Syrian Revolutionary and Opposition Forces as the legitimate government of Syria despite the fact France took the step last week.Detailed plans on how many troops and what kind of financial or intelligence support to give to Mali to reconquer its northern provinces from Toureg and Islamist warlords are due in December.Ministers will also wait until next month to decide what to do with an EU-Ukraine political and trade agreement following flawed elections in the EU neighbour.

Van Rompuy: financial tax to form part of EU budget

BRUSSELS - The much vaunted EU financial transaction tax (FTT) is set to be hard-wired into the EU budget, with most of its revenue going directly to the EU.A paper prepared by EU Council President Herman Van Rompuy and sent to European capitals ahead of next week's EU budget summit, where leaders aim to agree a mandate on the budget framework for 2014-2020, would deduct FTT revenues from national contributions to the annual EU pot.Van Rompuy put forward his ideas after private talks with EU countries' budget sherpas over the past 10 days.He has proposed a cut of €75 billion in commitments from the text put forward by the European Commission, leaving total commitments at €973 billion - a €20 billion reduction on the €993 billion agreed for the 2007-2013 period.The European Commission had tabled an initial proposal for an EU FTT to apply to the eurozone in autumn 2011.The initiative stalled following opposition from a handful of countries.But in October, the EU executive agreed to demands by 11 states, led by Germany and France, to re-table an FTT bill using the "enhanced co-operation procedure."This rule allows a group of countries within the EU to adopt legislation between themselves without affecting the rest of Europe.Under Van Rompuy's plan, two thirds of FTT revenues from each country would be transferred to the EU budget, with the national contributions made by member states reduced accordingly.Countries not using the FTT would not be affected by the change.While the Van Rompuy paper does not spell out precise figures on the revenue expected to be generated by an FTT, the impact assessment to the Commission's original proposal estimated annual revenue of €57 billion coming from levies of 0.1 percent on bond trading and 0.01 percent on derivatives trading.The EU budgets between 2014 and 2020 are expected to be worth around €140 billion a year on average.Although just 11 countries have to date confirmed that they will use an FTT, with the new Dutch government currently weighing up its options, other EU countries can still block the legislation if they wish.None has indicated that they will do so.The European Parliament, which has campaigned concertedly for an EU FTT since the start of the 2009-2014 legislature, can only give a non-binding opinion on the bill.The Van Rompuy paper, which will form the reference point for talks on 22 and 23 November, attempts a fine balance among member states - who are divided on whether to cut overall spending and on policy priorities - and for the European Parliament, which can veto the budget.EU diplomatic sources voiced hope that the proposal would be welcomed by MEPs, with one official commenting that "changing the system on own resources is big for the parliament."In a resolution adopted at the October Strasbourg session, MEPs said that an FTT and a new EU VAT levy could reduce direct GNI-based contributions to the EU budget to 40 percent by 2020.

Five EU countries call for new military 'structure'

BRUSSELS - Five leading EU countries, but not the UK, have said the Union needs a new military "structure" to manage overseas operations.The foreign and defence ministers of France, Germany, Italy, Poland and Spain issued the call in a joint communique after a meeting in Paris on Thursday (15 November).
The paper says: "We are convinced that the EU must set up, within a framework yet to-be-defined, true civilian-military structures to plan and conduct missions and operations."It adds: "We should show preparedness to hold available, train, deploy and sustain in theatre the necessary civilian and military means."
It lists a number of EU military priorities for the coming years: helping Somalia to fight Islamists and pirates; "a possible training mission to support the Malian armed forces" in reconquering north Mali; "assistance to support the new Libyan authorities" against Islamist militias; "normalisation" of the Western Balkans; "conflict resolution" in Georgia; and police training in Afghanistan.The communique also calls for more "pooling and sharing" of EU defence hardware in the context of crisis-related budget cuts.It identifies "space, ballistic-missile defence, drones, air-to-air refuelling, airlift capacities, medical support to operations [and] software defined radio" as pooling areas.The reference to new "civilian-military structures" comes after the UK last year blocked the creation of a new operational headquarters (OHQ) in Brussels for EU military missions.
Britain's Telegraph newspaper earlier this week cited a "senior French source" as saying that EU foreign affairs chief Catherine Ashton supports the idea of an OHQ, which will become a "ripe fruit" in the "long-term" as EU military operations multiply.Ashton officials denied the report.Meanwhile, the UK's role in future EU defence co-operation was a big topic at the Paris meeting.French foreign minister Laurent Fabius said the UK can join the group-of-five at any time: "The text which we have developed is open to all of our colleagues, especially Great Britain."French defence minister Jean-Yves Le Drian said the communique is designed to "create a movement" ahead of an EU summit on defence in 2013.For his part, Polish foreign minister Radek Sikorski said: "If the EU wants to become a superpower, and Poland supports this, then we must have the capability to exert influence in our neighbourhood ... Sometimes we must use force to back our diplomacy."He called for an "ambitious" EU budget for 2014 to 2020 to help with defence co-ordination.
Speaking in a separate interview in UK newspaper The Times also on Thursday, Sikorski blamed British "nostalgia" for past greatness as a reason why it is pulling back from EU integration and why it wants to cut the EU budget.He touched on historic sensitivities by describing EU spending as a kind of "Marshall plan."
He said Poland and other former-Soviet-controlled EU countries missed out on the plan - a massive injection of US money to rebuild Europe after World War II - because UK and US leaders at a summit in Yalta in 1945 gave the Soviet Union control of eastern Europe."We fought Hitler alone, giving you [the UK] valuable time to prepare for fighting. But we did not enjoy freedom after World War II ... Because of Yalta, we could not benefit [from the Marshall plan]. European cohesion funds are our Marshall plan for catching up with Europe," he noted.





International pressure for ceasefire grows, as Palestinian death toll rises

Western leaders make plain their opposition to ground offensive; China condemns Israel’s ‘over-use of force causing deaths and injuries amongst innocent ordinary people’

As the number of Palestinian civilians killed in Israeli air strikes increased from Sunday to Monday, so did international pressure on Jerusalem to restrain its Gaza offensive and intensify efforts to find a ceasefire.
While Israeli government officials say the international community generally recognizes that Hamas is responsible for the current crisis and supports Israel’s right to defend herself, world leaders and the international press are growing increasingly impatient, with Western leaders heading to Israel to encourage a ceasefire and governments calling on Jerusalem to refrain from escalating the situation.By midday Monday, the Palestinian death toll had climbed up to 84, and the IDF continued to prepare for a ground operation in Gaza. According to unconfirmed reports, about half the casualties were civilians, many of them women and children. The death toll in Israel was three, with dozens of people injured; Hamas rocket fire into Israel continued, with a direct hit on an (empty) Ashkelon school, and much of the south confined to safe areas.
“I am deeply saddened by the reported deaths of more than 10 members of the Dalu family, including women and children, and additional Palestinian civilians killed as a result of the ongoing violence in the Gaza strip,” said United Nations Secretary-General Ban Ki-Moon on Sunday in New York, as he headed to the Middle East.Ban also said he was “alarmed by the continuing firing of rockets against Israeli towns.”“This must stop,” he said, urging both parties to cooperate with Egyptian-led efforts to reach an immediate ceasefire. “Any further escalation will inevitably increase the suffering of the affected civilian populations and must be avoided.”The EU’s foreign policy chief Catherine Ashton called for “a solution that brings security to the region” and said she was “very concerned for the rising death toll on both sides… I have always been and remain in contact with the Israeli Prime Minister, with the Arab League and with the Arab Countries. It is necessary to find a long-term solution for Gaza: I was there three times; we must find a way of preventing rocket strikes and guarantee peace and security to the people in that area.”The IDF is currently investigating the deaths of members of the Dalu family, which might have been the result of a mistake during an attempt to kill Hamas’s rocket chief Yihya Abiya on Sunday. No official statement had been released as of Monday noon.A spokesperson for China’s Foreign Ministry on Monday said that Beijing is “extremely concerned about Israel’s continued large-scale military operations towards the Gaza Strip,” according to Reuters. “We condemn the over-use of force causing deaths and injuries amongst innocent ordinary people,” spokeswoman Hua Chunying said during a daily news briefing.“We strongly urge relevant parties, especially Israel, to maintain maximum restraint and ceasefire as soon as possible, to avoid any actions which may exacerbate the situation or raise tensions,” she said.A spokesperson of the Indian Foreign Ministry made similar statements, saying the government was “deeply concerned at the steep escalation of violence between Israel and Palestine.”But Israeli officials insisted that such statements do not constitute real pressure on Israel to change its course.“It’s not that they are sending someone over to intervene, or are calling for an urgent meeting of the Security Council, or suggesting anything concrete,” an Israeli official told The Times of Israel. “They just issued statements. These are unpleasant statements that are certainly disappointing, given the overall good relations we have with China and India. In light of our good strategic and cultural cooperation, you’d expect also a change of tone in statements on foreign policy. But there’s no pressure.”‘If Eli Yishai wanted to contribute to Israel’s hasbara efforts, he has done the exact opposite’Israel has also come under fire by some critics for comments made by Interior Minister Eli Yishai, who said that Operation Pillar of Defense’s goal is “to send Gaza back to the Middle Ages.” During a television interview on Sunday, the Shas political leader said that Israel did not seek to harm innocent bystanders but that the offensive should “wreak havoc and heavy destruction” on terrorist infrastructure in Gaza.“If Eli Yishai wanted to contribute to Israel’s hasbara (public diplomacy) efforts, he has done the exact opposite,” Foreign Ministry spokesperson Yigal Palmor told The Times of Israel. The minister’s statements do not only have a “dismal impact on Israel’s good image in the world” but on the way Israelis themselves see their government, Palmor added.German Foreign Minister Guido Westerwelle was expected to arrive in Israel on Monday, to meet with Foreign Minister Avigdor Liberman and President Shimon Peres. He is set to meet with Prime Minister Benjamin Netanyahu and Palestinian leaders on Tuesday. Westerwelle so far been supportive of Israel’s operation but is also expected to urge Israel for restraint and to further efforts to achieve a ceasefire.“It is obvious that Israel has the right to confront the violence of Hamas rockets and to protect its people. Israel’s government is acting in order to protect its citizens. The trigger of this spiral of violence are Hamas’s rockets,”Westerwelle wrote Sunday in an op-ed in Bild, Germany’s largest daily. “But what’s also obvious is that the situation is extremely dangerous. The entire region risks to be drawn into an escalation. Everyone needs to be aware of their responsibility.”Middle East Quartet envoy Tony Blair met with Peres on Monday.
On Sunday, French Foreign Minister Laurent Fabius met with Netanyahu, Peres, Liberman and Defense Minister Ehud Barak, urging both sides to end the hostilities.France is interested in “preventing a war in the long run, and bringing about a ceasefire in the short run,” Fabius said.British Foreign Secretary William Hague, who was one of the first Western leaders to back Operation Pillar of Defense, on Sunday advised Israel against sending ground troops into Gaza, saying such a move would protract the conflict and erode international support for Israel.“It’s much more difficult to restrict and avoid civilian casualties during a ground invasion and a large ground operation would threaten to prolong the conflict,” Hague told Sky News. “A ground invasion is much more difficult for the international community to sympathize with or support — including the United Kingdom.”US President Barack Obama likewise said that it would be “preferable” if a solution to the conflict could be found “without a ramping-up of military activity in Gaza.” At a press conference in Bangkok, he said he had told Arab leaders that Israel has every right not have missiles fired into its territory. “If that can be accomplished without a ramping-up of military activity in Gaza, that’s preferable; that’s not just preferable for the people of Gaza, it’s also preferable for Israelis — because if Israeli troops are in Gaza, they’re much more at risk of incurring fatalities or being wounded,” he said.
Vice Prime Minister Moshe Ya’alon rejected statements by foreign leaders advising Israel against launching a ground operation into Gaza, saying that Jerusalem would not determine how to best defend citizens’ lives based on the opinion of foreign leaders.“We expect our allies to support us [when we] use all tools available in order to defend our people. To say the least, we don’t like these kinds of reservations,” Ya’alon told foreign reporters on Sunday in Jerusalem. “Regarding a ground operation, we feel like we should have the freedom of operation in order to be able to defend our country without any reservations. But we don’t think we are under pressure.”Speaking to The Times of Israel on Monday morning, a government official said that there were no signs Western support for Operation Pillar of Defense was waning in the wake of news of Palestinian casualties.Western media outlets, however, highlighted the deaths and destruction in Gaza. While in the initial phase of Israel’s offensive, coverage largely seemed balanced and keen on portraying both sides of the conflict, Monday’s papers mainly focused on Palestinian casualties.The lead story on the front page of The International Herald Tribune, for example, was headlined “Heavy civilian toll from Israeli strikes.”

Israel says prefers diplomacy over Gaza invasion option

GAZA/JERUSALEM (Reuters) - Israel bombed dozens of targets in Gaza on Monday and said that while it was prepared to step up its offensive by sending in troops, it preferred a diplomatic solution that would end Palestinian rocket fire from the enclave.As international pressure mounted for a truce, mediator Egypt said a deal to end the fighting could be close.Twelve Palestinian civilians and four fighters were killed in the air strikes, bringing the Gaza death toll since fighting began on Wednesday to 90, more than half of them non-combatants, local officials said. Three Israeli civilians have been killed.After an overnight lull, militants in the Hamas-run Gaza Strip fired 45 rockets at southern Israel, causing no casualties, police said. One damaged a school, but it was closed at the time.The deaths of 11 Palestinian civilians - nine from one family - in an air strike on Sunday - drew more international calls for an end to six days of hostilities and could test Western support for an offensive Israel billed as self-defense after years of cross-border rocket attacks.
Israel's military did not immediately comment on a report in the liberal Haaretz newspaper that it had mistakenly fired on the Dalu family home, where the dead spanned four generations, while trying to kill a Hamas rocketry chief.Echoes of explosions in Gaza mixed with cries of grief and defiant chants of "God is greatest" at the funeral of the four children and five women killed in the attack that flattened the three-storey house. Their bodies were wrapped in Palestinian and Hamas flags and thousands turned out to mourn them.
United Nations Secretary-General Ban Ki-moon was due to arrive in Cairo to weigh in on ceasefire efforts led by Egypt, which borders both Israel and Gaza and whose Muslim Brotherhood-rooted government has been hosting leaders of Hamas and Islamic Jihad, a smaller armed faction in the Palestinian enclave.
Israeli media said a delegation from Israel had also been to Cairo for the truce talks. A spokesman for Prime Minister Benjamin Netanyahu's government declined comment on the matter."Israel is prepared and has taken steps, and is ready for a ground incursion which will deal severely with the Hamas military machine," a senior official close to Netanyahu told Reuters.But he added: "We would prefer to see a diplomatic solution that would guarantee the peace for Israel's population in the south. If that is possible, then a ground operation would no longer be required. If diplomacy fails, we may well have no alternative but to send in ground forces."The official's language echoed that of U.S. President Barack Obama, who said on Sunday it would be "preferable" to avoid a move into Gaza. Obama also said Israel had a right to self-defense and no country would tolerate missiles raining down on its citizens.Egyptian negotiators could be close to achieving a deal between Israel and the Palestinians to stop the fighting could be close, the Egyptian prime minister said.
"I think we are close, but the nature of this kind of negotiation, (means) it is very difficult to predict," Hisham Kandil said in an interview in Cairo for the Reuters Middle East Investment Summit.Egypt's foreign minister is expected to visit Gaza on Tuesday with a delegation of Arab ministers to express solidarity with the Palestinians.In scenes recalling Israel's 2008-2009 winter invasion of Gaza, tanks, artillery and infantry have massed in field encampments along the sandy, fenced-off Gaza border and military convoys moved on roads in the area.Israel has also authorized the call-up of 75,000 military reservists, so far mobilizing around half that number.

The Gaza fighting has stoked the worries of world powers watching an already combustible region.
In the absence of any prospect of permanent peace between Israel and Hamas and other Islamist factions, mediated deals for each to hold fire unilaterally have been the only formula for stemming bloodshed in the past. But both sides now placed the onus on the other.Izzat Risheq, aide to Hamas politburo chief Khaled Meshaal, wrote on Facebook that Hamas would enter a truce only after Israel "stops its aggression, ends its policy of targeted assassinations and lifts the blockade of Gaza".Listing Israel's terms, Vice Prime Minister Moshe Yaalon wrote on Twitter: "If there is quiet in the south and no rockets and missiles are fired at Israel's citizens, nor terrorist attacks engineered from the Gaza Strip, we will not attack."Yaalon also said Israel wanted an end to Gaza guerrilla activity in the neighboring Egyptian Sinai, a desert peninsula where lawlessness has spread during Cairo's political crises.Israel bombed some 80 sites in Gaza overnight, the military said, adding in a statement that targets included "underground rocket launching sites, terror tunnels and training bases" as well as "buildings owned by senior terrorist operatives".Netanyahu has said he had assured world leaders that Israel was doing its utmost to avoid causing civilian casualties in Gaza. As Operation Pillar of Defense continues with mounting losses for Gaza Arab terrorists, Arabs in Judea and Samaria have begun to show their solidarity with their fellow Arabs – by rioting and throwing stones and other objects at Israeli cars driving on the roads. A large number of Israeli drivers have reported being targeted in the past several days.Among the victims of stone throwing attacks in recent days was Moti Hominer, a resident of Ateret in the Binyamin region, whose vehicle was attacked by a mob of stone-throwing Arabs as he returned from Petach Tikvah last Friday. Speaking to Arutz Sheva, Hominer said that he saw a number of Arab youths sitting on a hill by the side of the road, and he realized he was going to be attacked. There was damage to the vehicle as the youths lobbed large stones aimed at the driver's side window, but he was uninjured.When asked what he did when he realized that he was going to be attacked, Hominer said he prepared himself psychologically to barrel through the rock barrage, but that what he did was not necessarily what everyone could or should do in that situation. “How a driver reacts is really dictated by the facts on the ground,” he said. In discussions with experts afterwards, Hominer said that he realized he might have been better off stopping the car and making a U-turn, but that he decided at the last moment to try and outrun the attack. “Unfortunately these youths are very experienced, and they know exactly how to match the force and aim of the rock to the car's speed,” he said, with the subsequent damage to his vehicle.
On Monday, Israel Radio reported numerous incidents of rock throwing on roads in Judea and Samaria. A number of vehicles were damaged, but no injuries were reported.

Tens of thousands of army reservists are waiting for orders to move into Gaza. A poll shows 84% of Israelis support Pillar of Defense. A ground incursion apparently awaits the outcome of efforts for a truce.
A Dialogue survey carried out for the Haaretz newspaper revealed that 39% of respondents support a continuation of aerial attacks and 30% want a ground offensive. Only 19%% said they want a quick ceasefire.More than half of the respondents are satisfied with the performance of both Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak in the week-old counterterrorist campaign.
The country has mobilized to come to the aid of reservists, many of whom were called up after the Sabbath began last Friday night, recalling a similar situation at the start of the Yom Kippur War in 1973.
Jewish law not only allows but also requires taking actions that normally are prohibited on the Sabbath in order to save lives.Several reservists, including  fathers with several children, were told before the Sabbath to carry their cell phones in the case of a call-up, which was issued after the Sabbath began.Many synagogues began to empty as reservists rushed home to gather essentials before traveling, sometime taking their own cars.On-duty soldiers called their families to send supplies to friends who were stranded. One reservist from Ashkelon told Arutz Sheva that the parents of “a friend of a friend” surprised him with a personal visit adjacent to the community and gave him sheets, blankets and snacks.Many reservists replaced regular soldiers on patrols to free them for action in Gaza, if the IDF gives the go-ahead.Dozens of armored vehicles and tanks were seen on transports from the Golan Heights, along the Syrian border, to Gaza.Thousands of reservists swarmed into convenience stores on the way to their bases to stock up on goods.

The Israeli army on Monday took over programming at a Gaza-based Hamas television station "to broadcast warnings” on the sixth day of Operation Pillar of Defense.Al-Aqsa television, the official station of Gaza's Hamas regime, said in a statement the Israeli army "is interfering with Al-Aqsa TV," with the picture going on and off for several hours and sometimes appearing scrambled, according to AFP."We took over the Hamas television to broadcast warnings," a military spokeswoman said, indicating the takeover would probably last for a number of hours.She told Arutz Sheva that AFP journalists' claims that “they could see no warning being sent out by the army” were incorrect.On Sunday, the army took over Hamas radio broadcasts in Gaza for several hours.The IDF on Sunday bombed an antenna used by Hamas. The surgical strike atop the 15-story building caused minimal damage, as seen in an IDF video, but Hamas has claimed that eight journalists were wounded in the operation.Mainstream media have reported the claim without verification.
The IDF later called  on "international journalists... to stay clear of Hamas's bases and facilities, which serve them in their activity against the citizens of Israel."

Israeli special forces are deployed in Gaza searching for hidden rockets and weapons, the Sunday Times reported on Sunday, amid fears that a desperate Hamas might affix chemical weapons to its remaining long-range Fajr-5 missiles.According to the report in the London weekly, which was not attributed to any source, the commandos are looking for missiles hidden underground, a favorite tactic of Hamas.As Gaza terrorists over the weekend targeted Tel Aviv, a concern for Israeli officials is the threat that Hamas may fit chemical warheads on its long-range Fajr-5 missiles, the newspaper said, quoting an unnamed defense source.“Hamas might go for a desperate attempt to launch rockets with chemical warheads if the worst came to the worst,” the source said.The Sunday Times report (behind a paywall) also gave details of how Israel finally killed Hamas military commander Ahmed Jabari, whose targeting was the opening shot of Pillar of Defense.Jabari had long been at the top of Israel’s hit-list for his central role in overseeing terror attacks on Israelis. Paranoid about an attempt on his life, Jabari never carried a mobile phone and constantly switched between vehicles in a fleet he used for transport.Last week Israel’s Shin Bet security service tracked Jabari down in Gaza and succeeded in fitting one of his cars — a silver Kia — with a tracking device, the paper said. IDF Chief of General Staff Benny Gantz was updated, as was Prime Minister Benjamin Netanyahu. With a window of opportunity of scant seconds, it was the Israeli Air Force Commander Amir Eshel himself who gave the order for a drone strike that killed the 52-year-old, the report said.“On a giant television screen at air force headquarters in Tel Aviv, Amir Eshel, its commander, supervised the operation. He gave the order: ‘Kill the bastard.’ At 3.55pm the drone operators hit the kill button. The Kia burst into flames as two missiles hit the car. Jabari and a son who was with him died on the spot.”In eliminating Jabari, said the Sunday Times, “the Israeli government had killed the instigator of virtually every attack from Gaza in recent years.”

For the third day in a row, Tel Aviv is the target of Hamas attacks, and Iron Dome carries out successful interceptions. Amid rumors of a halt to fighting, Israeli officials tell The Times of Israel that Jerusalem is not currently interested in a ceasefire. Prime Minister Benjamin Netanyahu says the IDF’s campaign will be expanded, hinting at a looming ground operation. The IAF, in the meantime, is targeting key Hamas personnel, several of whom were killed on Saturday. Hamas PM Haniyeh has gone underground. Since the start of Operation Pillar of Defense on Wednesday, the IDF has hit some 1,000 targets in the Gaza Strip, with Palestinians reporting 52 dead, over a dozen of them civilians, including children. Gazan terrorists have fired some 750 rockets at Israel and Iron Dome has shot down nearly 270, including three aimed at Tel Aviv. Israel’s death toll stands at three, with dozens more injured, including three on Sunday when a missile scored a direct hit on an apartment in Ashkelon. A building in the southern town of Ofakim has reportedly suffered a direct hit from a Hamas missile. One person was lightly injured by shrapnel.
Palestinian sources say at least two people were killed in an air strike on a civilian building in the Sheikh Radoan neighborhood in Gaza City. Sources say at least ten people were also injured in the attack.
Israel under attack:
President Barack Obama reiterates that the US is “fully supportive” of Israel’s right to defend itself, saying that no country would tolerate missiles on its citizens.
IDF spokesman says 124 trucks carrying supplies crossed from Israel to Gaza since this morning. The trucks are carrying goods, medical supplies, dairy products, and gas.
Foreign Minister Avigdor Liberman meets with his French counterpart, Laurent Fabius. At a press conference following their meeting, Liberman thanks France for all its efforts to bring about a long-term agreement between Israel and the Hamas-led Gaza Strip.

Liberman emphasizes that no country should have to tolerate a million citizens sitting in bomb shelters, children not attending school and adults not working.
The foreign minister says that the first condition for any ceasefire agreement must be the complete cessation of all rocket fire into Israel. Once all terror organizations operating in the Gaza Strip halts their attacks, Liberman said, Israel will be willing to discuss any options that are on the table.
The latest barrage from Gaza consists of 18 missiles fired around 2 p.m., of which Iron Dome intercepted 15, Ynet reports.
A ceasefire between Israel and Hamas is on the verge of being completed, says senior Hamas official Mustafa Sawaf. Speaking to Al-Jazeera, Sawaf says that 90 percent of the agreement has been finalized and that they are waiting to hear from Israel regarding certain security guarantees.

Seven injured in Gaza City from bombardment from Israeli helicopters, Ma’an news reports.
Reports coming now of a large volley of rockets launched toward communities in the south, Beersheba, and coastal areas.
Ynet reports that two rockets have landed in Beersheba, one damaging a building and one landing in an open area next to an apartment building, and two have landed in Ashdod, one of which damaged a vehicle in a parking lot. No reports of injuries.
The national police force is employing school security guards who have been left without work on account of the school closures in all communities within 40 kilometers of the Gaza Strip.Minister of Internal Security Yitzhak Aharonovitch indicates that the arrangement is beneficial for both the strained police force and the jobless guards.
President Shimon Peres was just interviewed by Channel 2. He praises the conduct of the IDF and the government, which he called “very good” during the crisis. He says that he is unsure if national elections (currently set for January 22) will be delayed by the hostilities, and is open to the possibility that if there is a ceasefire soon, elections can proceed as planned.He says several times that Hamas must cease rocket fire from Gaza in order for a truce to be considered, and adds that “we have received no truce offers” so far. Peres praises Egyptian President Mohammed Morsi for taking a “responsible role” in attempting to broker, along with Turkey and Qatar, a truce between Israel and Hamas.The president explains that the current conflict is also a “technology competition,” with Hamas acquiring long-range missiles than can reach Israel’s heartland, which Israel can counter with the Iron Dome missile defense. Israel is “among the most advanced nations” in this regard, he says.

Three Grad Katyusha missiles struck the southern city of Be'er Sheva Sunday afternoon after being launched from Gaza by Hamas terrorists. Rescue crews raced to the scene to provide assistance.At least one of the missiles landed in an open area, officials said, but two apparently struck residential neighborhoods. At least one apartment building sustained a direct hit, although miraculously no one was physically injured. Numerous residents suffered from trauma and anxiety, however, and at least four people were treated by medics at the scene for hysteria.Extensive damage has been reported by local sources in the city.Gaza terrorists have continued to target southern Israeli cities despite repeated warnings that Operation Pillar of Defense will be expanded if the attacks continue.The IDF sent a message to Gaza over Hamas radio after seizing control of the region's radio waves earlier Sunday, announcing that the operation would be moved up if attacks did not cease.“Hamas is playing with fire, and is putting your lives in danger for no purpose,” the message stated. “The Israel Defense Forces is moving to the next stage,” the IDF warned Gaza's residents and terrorist leaders."By now the IDF has attacked over 1,000 terrorist targets in the Gaza Strip and it is continuing its operations as we speak," reported Prime Minister Binyamin Netanyahu in opening remarks at the weekly government Cabinet meeting Sunday morning. Iran, Ahmadinejad, & the 12th Imam
Throughout time, there have been many evil madmen who cite their cause as reason to perform horrific acts upon his fellow man. In the recent past, Hitler comes to mind. Among other things, under the guise of ethnic cleansing (or the elimination of an “inferior race”) for the greater good. One example is Hitler, who killed many Jewish people in an attempt to eliminate through horrific gas chambers what he saw as an "inferior race."
Jump forward to present day. The madman’s name is Mahmoud Ahmadinejad, the president of Iran. He refers to Israelis and Americans are "Little Satan" and "Great Satan," since to radical Muslims, the term "Satan" refers to groups rather than a specific individual as Christians know. Christians know that a fallen angel, Lucifer, is Satan. To a lot of radical Muslims, Satan is groups of people, or countries, not an individual, hence the “Satan” labels he’s given to Israel and the United States. Ahmadinejad's potential weapons are even more horrific than Hilter's gas chambers in that they are capable of killing millions in minutes. His goal in doing this is to hail the Shiite Muslim's messiah, the 12th Imam.
According to Islamic belief, an Imam is an anointed leader or ruler. Moreover, among the Islamic Shia, an Imam is believed to be a prayer leader or cleric who is anointed by the Islamic prophet Allah and a perfect example being able to lead mankind in every way. The 12th Imam, according to some Shia Muslims, is a great spiritual savior. This savior has a name; Muhammad al Mahdi.

Mahdi was born around 868 A.D. at a time of large persecutions of Shiite Muslims. In order to protect him, his father, the 11th Imam, sent him into hiding. Mahdi appeared briefly in public as a child, but when his father died, he went back into the shadows. Even today, Shiites believe he continues to guide Muslims. Mahdi’s followers are often called ‘Twelvers’. Some devout Shiite Muslims believe him to be a direct descendant of the prophet Mohammed.The president of Iran, Ahmadinejad, is a deeply committed Shiite Muslim and has spoken often and openly about praying for the return al Mahdi, his savior. But not in a way Christians speak about their savior Jesus Christ returning to earth, as you will soon discover. Ahmadinejad believes that the 12th Imam is coming soon and that he is the chosen one. Chosen by Allah himself to hasten Mahdi’s return; which wherein is where the problem lies.

At a recent speech at the United Nations, Ahmadinejad prayed to his [false] God asking him to “hasten the arrival of the Imam Mahdi”. Let’s pause and recap for a moment. At the very least, we clearly have an unbalanced man, most likely a psychopathic killer, who is the leader of an oil rich nation where money is essentially endless.  His scientists are working around the clock to develop nuclear weapons. If unable to produce, he has the resources to purchase them along with biological weapons or E.M.P. devices from a friendly rogue nation. As a fanatical Muslim, he hates all non-Muslims especially Christians and Jews, which he openly states. Ahmadinejad is also someone who believes he has been told by the prophet Mohammed that he is the chosen one to hasten the return of the Muslim’s messiah by creating chaos throughout the world. Combine all of this with a world full of countries, except for Israel, who is unable or unwilling to stop this madman and we have all the ingredients of a very serious situation.Even with the overwhelming inarguable evidence stated above, many world leaders and decision makers still dismiss this dangerous man as some lunatic in a 3rd world country that is all bark but no bite. Unfortunately, nothing could be further from the truth. Should Chairman Mao, Hitler, Che Guevara, or Joseph Stalin have been taken more seriously before they murdered tens of millions of people? Yes! Should Iran be treated seriously? Yes, because the Bible tells us so.

Ahmadinejad has virtually unlimited funds. His scientists are building atomic weapons. Iran and Israel are only several hundreds of miles apart, so it is very likely he will attack Israel as soon as it is militarily advantageous to do so.As Christians, we know time is short before we’re whisked off to Heaven to be with our Lord and loved ones during The Rapture. This is the season and we are the generation that will see it. Around the time of The Rapture, a defining battle will take place around Israel called the War of Gog and Magog. The IDF has been stepping up its airstrikes on the Gaza Strip on Saturday, the fourth day of Operation Pillar of Defense. Rocket fire from the Strip persists, with Gaza terrorists directly hitting an apartment building in Ashdod and three other houses, injuring 10. Israel deploys a fifth Iron Dome battery, this time in central Israel, where it can protect the residents of Tel Aviv and its environs. The Palestinians appear to be taking the first steps in a diplomatic push, via Egypt, toward a ceasefire. Palestinians report 40 killed from Israeli airstrikes. Israeli death toll is three. Israel hits Hamas government buildings, reservists mobilized

GAZA/JERUSALEM (Reuters) - Israeli aircraft bombed Hamas government buildings in Gaza on Saturday, including the prime minister's office, after Israel's cabinet authorized the mobilization of up to 75,000 reservists, preparing for a possible ground invasion.Palestinian militants in Gaza kept up their cross-border rocket salvoes. One rocket hit an apartment building in the Israeli Mediterranean port city of Ashdod, ripping into several balconies, and police said five people were injured.Hamas, the Palestinian Islamist group that runs the Gaza Strip, said Israeli missiles wrecked the office building of Prime Minister Ismail Haniyeh - where he had met on Friday with the Egyptian prime minister - and struck a police headquarters.With Israeli tanks and artillery positioned along the Gaza border and no end in sight to hostilities now in their fourth day, Tunisia's foreign minister travelled to the enclave in a show of Arab solidarity.Officials in Gaza said 41 Palestinians, nearly half of them civilians including eight children and a pregnant woman, had been killed since Israel began its air strikes. RESERVE TROOP QUOTA DOUBLED
At a late night session on Friday, Israel's cabinet decided to more than double the current reserve troop quota set for the Gaza offensive to 75,000, political sources said.The move did not necessarily mean all would be called up or that an invasion would follow. Tanks and self-propelled guns were seen near the sandy border zone on Saturday, and around 16,000 reservists have already been called to active duty.U.N. Secretary-General Ban Ki-moon is expected to visit Israel and Egypt next week to push for an end to the fighting in Gaza, U.N. diplomats said on Friday.Israel rushed an "Iron Dome" missile interceptor battery to the Tel Aviv area on Saturday after the city, its commercial centre, came under rocket fire from Gaza on Friday for the second straight day.The Tel Aviv beachfront was bustling on a sunny weekend day.
In Jerusalem, targeted by a Palestinian rocket on Friday for the first time in four decades, there was little outward sign on the Jewish Sabbath that the attack had any impact on the usually placid pace of life in the holy city.Some Gaza families abandoned their homes - some of them damaged and others situated near potential Israeli targets - and packed into the houses of friends and relatives.

In Washington, U.S. President Barack Obama commended Egypt's efforts to help defuse the Gaza violence in a call to Mursi on Friday, the White House said in a statement, and underscored his hope of restoring stability there.On Friday, Egyptian Prime Minister Hisham Kandil paid a high-profile visit to Gaza, denouncing what he called Israeli aggression and saying Cairo was prepared to mediate a truce.Egypt's Islamist government is allied with Hamas but Cairo is also party to a 1979 peace treaty with Israel.
In a call to Netanyahu, Obama discussed options for "de-escalating" the situation, the White House said, adding that the president "reiterated U.S. support for Israel's right to defend itself, and expressed regret over the loss of Israeli and Palestinian civilian lives".The Gaza conflagration has stirred the pot of a Middle East already boiling from two years of Arab revolution and a civil war in Syria that threatens to spread beyond its borders.Hamas fighters are no match for the Israeli military. Hamas aims at Jerusalem, Israel calls reserves

GAZA CITY, Gaza Strip (AP) — Hamas rocket squads aimed at Jerusalem for the first time Friday, along with commercial hub Tel Aviv, showing off their expanded reach as Israeli airstrikes pounded the Palestinian territory for a third day. Israel called up 16,000 reservists, moving a step closer to a possible ground offensive in the Palestinian territory.Air raid sirens sounded in the two cities which — unlike population centers in Israel's south — had not been exposed to rocket fire from Hamas-ruled Gaza before the current round of cross-border fighting. No injuries were reported, but Hamas' latest attempts to hit Israel's heartland could push Israel closer to sending ground troops into Gaza.Over the past three days, Israel has relentlessly pounded suspected rocket launching sites and other Hamas targets in Gaza with scores of airstrikes, while Hamas has fired more than 450 rockets toward Israel. The overall death toll rose to 30 — 27 Palestinians and three Israelis.The Islamic militant group was badly bruised during its last full-fledged confrontation with Israel four years ago that ended with an informal truce, although rocket fire and Israeli airstrikes on militant operations continued sporadically. The Islamic militant group appeared better prepared this time with a more powerful arsenal.Just a few years ago, Palestinian rockets were limited to crude, homemade devices manufactured in Gaza. But in recent years, Hamas and other armed groups have smuggled in sophisticated, longer-range rockets from Iran and Libya, which has been flush with weapons since Moammar Gadhafi was ousted last year.Most of the rockets do not have guided systems, limiting their accuracy, though Israeli officials believe the militants may have a small number of guided missiles that have not yet been deployed.

Hamas had first targeted Tel Aviv on Thursday, an unprecedented achievement for the group."We are sending a short and simple message: There is no security for any Zionist on any single inch of Palestine and we plan more surprises," Abu Obeida, spokesman for the Hamas militant wing, said of the rockets aimed at Israel's two main cities.A senior Hamas official said that Egypt, which often mediates between Hamas and Israel, was working behind the scenes to arrange a truce.The official, speaking on condition of anonymity because he was discussing a sensitive diplomatic matter, said Hamas was demanding an end to the offensive, limits on Israeli ground activities along the border, a permanent halt in assassinations of Hamas leaders and an end to Israel's blockade of Gaza.
"These conditions must be honored and sponsored by a third party," he said. "We will stop all armed activities out of Gaza in return."Israel is unlikely to accept some of the demands, particularly a permanent halt to military operations against Hamas.An Israeli official refused to say whether Egypt or any other country was involved in cease-fire efforts but said Israel would not settle for anything less than a complete and longstanding halt to the rocket fire. "We're not interested in a timeout that returns us to square one," he said, speaking on condition of anonymity because he was not allowed to discuss the matter with the press.
Hamas' political rival in the West Bank, Palestinian President Mahmoud Abbas, said in a televised speech Friday that he has urged the U.S. and European countries to pressure Israel to halt the offensive. Abbas also called for Palestinian unity.Hamas wrested Gaza from Abbas in 2007, deepening a split the two sides have been unable to overcome.Despite the Gaza fighting, Abbas said he was determined to seek U.N. recognition of a Palestinian state in the West Bank, Gaza and east Jerusalem on Nov. 29. Such recognition of Palestine as a non-member observer state would be a largely symbolic step, but Israel and the U.S. oppose the idea, saying it's an attempt to bypass negotiations.In Israel, military spokeswoman Lt. Col. Avital Leibovich said no decision has been made yet on a ground offensive but all options are on the table. Dozens of armored vehicles have been moved to Israel's border with Gaza since fighting intensified Wednesday, following Israel's assassination of the Hamas military chief.She said 16,000 reserve soldiers were called up Friday, and the army could draft an additional 14,000 soldiers. She did not say where the reservists were being deployed.
Defense Minister Ehud Barak asked the Cabinet at a special meeting Friday night for authorization to activate additional soldiers.The violence has widened the instability gripping the region, straining already frayed Israel-Egypt relations. The Islamist government in Cairo, like Hamas linked to the region-wide Muslim Brotherhood, recalled its ambassador in protest and dispatched Prime Minister Hesham Kandil to show solidarity with Gaza.Kandil called for an end to the offensive while touring Gaza City's Shifa Hospital with Ismail Haniyeh, the Gaza prime minister who was making his first public appearance since the fighting began.
In one chaotic moment, a man rushed toward the two leaders, shouting as he held up the body of a 4-year-old boy. The two prime ministers cradled the lifeless boy who Hamas said was killed in an Israeli airstrike — a claim Israel denied.Fighting to hold back tears, Kandil told reporters that the Israeli operation must end."What I saw today in the hospital, the wounded and the martyrs, the boy ... whose blood is still on my hands and clothes, is something that we cannot keep silent about," he said.Israel said it halted its incessant air attacks on militant targets in Gaza during Kandil's visit, though Hamas security claimed three airstrikes hit the territory during that period.Militants, meanwhile, fired off more than 60 rockets after Kandil arrived in Gaza. In Egypt's two largest cities, Cairo and Alexandria, thousands protested the Israeli offensive Friday in marches organized by Egyptian President Mohammed Morsi's Muslim Brotherhood. Protesters waved Palestinian flags and chanted slogans against Israel. In Cairo's Tahrir Square, a few hundred protesters burned an Israeli flag.Prominent Brotherhood figures took part, many brandishing the checkered Palestinian scarf, or keffiyeh, during the marches.Small anti-Israeli demonstrations occurred in east Jerusalem and the West Bank. Police dispersed the crowds with tear gas and stun grenades. And in Iran, a close Hamas ally, thousands of people took to the streets in the capital Tehran. The demonstrators carried banners denouncing Israel. They chanted "Death to the U.S." and "Death to Israel."In Europe, reaction was mixed. "The Israeli military "continues to strike hard against Hamas and is prepared to expand its action into Gaza," he said.At least 27 Palestinians, including 14 militants and six children, as well as three Israelis have been killed in the fighting — a relatively low toll compared to the beginning of Israel's previous major offensive against Hamas four years ago. Netanyahu has said the air force is trying to strike surgically and avoid harm to civilians.The 4-year-old boy whose body had been handed to Kandil and Haniyeh was killed along with a young man earlier Friday when an Israeli missile struck close to their homes in the town of Jebaliya near Gaza City, relatives said.
The area near the boy's home showed signs that a projectile had exploded there, with shrapnel marks in the walls of surrounding homes and shattered kitchen windows. Immediately after Israel assassinated Hamas’s military leader, Ahmed Jabari, and publicly announced its launch of Operation Pillar of Defense, activists around the world began demonstrating against what they termed Israeli aggression in Gaza. Protests took place in Cairo, Washington, D.C., New York, Jerusalem, Istanbul, Seoul, Rome, and other European cities.Protests are also planned for Hebron and Ramallah Saturday afternoon.Some called on the international community to level sanctions on Jerusalem; others denounced the West’s support of Israel.

In Istanbul Saturday, protesters burned the Israeli flag and a poster of Prime Minister Benjamin Netanyahu. Thousands gathered in Cairo Friday and chanted slogans in support of Gaza Strip against Israel’s “blatant aggression.”In New York, some 250 activists stood outside the Israeli Consulate at 42nd Street Friday and chanted “Free, Free, Palestine!” and “Hey Israel, what do you say, how many kids did you kill today?” They were joined by the ultra-religious anti-Zionist group Naturei Karta. A small, opposing group congregated across the street and retorted:“Israel wants peace, Hamas wants terror” and “God bless America. God bless Israel.”Similar rallies also took place in South Korea’s capital city, Seoul, in front of the Israeli embassy. “Protestors laid flowers on a temporarily built memorial, for Palestinians who have died in the last couple of days,” China’s Xinhua reported.

Activists carrying the Palestinian flag and donning keffiyehs in Washington D.C. stood outside the White House Friday and chanted “Zionism is racism,” and “Free Gaza, free Palestine.” One activist said: ”I don’t know if [US President Barack] Obama’s in there, but if he is, I hope he hears us,” Channel 10 News reported.
On Thursday, some 150 protesters demonstrated against the Israeli operation in downtown San Francisco.

Some of the activists said their aim was prevent “another Operation Cast Lead,” the group Gaza Youth Break Out wrote on their Twitter feed.Known as Emergency Global Actions, the protests were organized by a host of Palestinian solidarity groups, reported Mondoweiss, a Mideast-related news blog. The site also offered a list of dozens of protest locations across South America, Europe, Asia, and North America.
