Pope appoints six cardinals who will elect his successor

VATICAN CITY (Reuters) - Pope Benedict made six non-European prelates Roman Catholic cardinals on Saturday, chipping away at the old continent's domination of the elite group that will one day elect his successor.The new cardinals, ranging in age from 53 to 72, are from the United States, India, Nigeria, the Philippines, Lebanon and Colombia, and the decision to choose no Italians or Europeans looked like an attempt to counter criticism that he has in the past neglected the needs of the developing world.Elevating the new "princes" in a solemn ceremony known as a consistory in St Peter's Basilica, Benedict said his appointments reflected "that the Church is the Church of all peoples"."She speaks in the various cultures of the different continents ... amid the polyphony of the various voices, she raises a single harmonious song to the living God," he said in his sermon.The new cardinals are American Archbishop James Michael Harvey, Baselios Cleemis Thottunkal, a major archbishop of the Syro-Malankara rite in India, Archbishop Ruben Salazar Gomez of Bogota, Archbishop Luis Antonio Tagle of Manila, Beatitude Bechara Boutros Rai, patriarch of the Maronite Catholic Church in Lebanon, and Archbishop John Olorunfemi Onaiyekan of Abuja.All six are "cardinal electors," those under 80 years old and therefore eligible to enter a conclave that will one day choose Benedict's successor.Benedict gave the new cardinals their ring and traditional red "biretta," or hat. He reminded them that they wear red vestments because they must be ready to defend the faith "even to the shedding of your blood".The pope is a conservative on matters of faith and sexual morals such as birth control, homosexuality and the ban on women priests. Benedict was criticized in some Church circles last February when, in choosing his previous batch of cardinals, he elevated many from the Vatican's central bureaucracy. He was accused of neglecting the needs of the developing world.But significantly, this time, there were no Europeans or Italians, groups who loomed large in past consistories.With 62 cardinals electors, Europeans still have a slight majority in the 120-member group, but their numbers have shrunk to be about even with the rest of the world.There are now 58 non-European electors and of them, 14 are from North America, 21 are from Latin America, Africa and Asia have 11 each and Australia has one.Two of the new cardinals, Boutros Rai, 72, of Lebanon, and Onaiyekan, 68, of Nigeria, are from countries with significant Muslim populations.The pope's decision to raise the two to the highest rank in the Church short of the papacy indicates his concern for relations between Christianity and Islam.The pope visited predominantly Muslim Lebanon last September and called on members of both faiths to work together to build peace in the Middle East and beyond.In Nigeria, which is about 50 percent Muslim, the Islamist sect Boko Haram has killed hundreds of people in attacks since launching an uprising in 2009. US Senators warn Abbas about upcoming UN bid

JTA — US Sens Ben Cardin (D-Md.) and Susan Collins (R-Maine) sent a letter to Palestinian Authority President Mahmoud Abbas opposing any unilateral attempts to pursue non-member state status at the United Nations General Assembly.The letter, sent Wednesday, said that “Palestinian statehood can only be realized as a result of a broader peace agreement negotiated with the Israelis, not through unilateral measures at the United Nations.”Cardin and Collins, who co-authored a Senate resolution denouncing the statehood bid which passed unanimously in June and was co-sponsored by 90 senators, also warned Abbas that “any such efforts may cause consequences in regards to US policy and foreign aid.”A bid in the General Assembly is likely to be approved. Last year, the United States used its veto to prevent a similar statehood bid in the UN Security Council. No country has a veto in the General Assembly.US.Secretary of State Hillary Clinton, in announcing a ceasefire between Israel and Hamas in Gaza on Wednesday night in Cairo, said the next steps include moving toward a “comprehensive peace” between Israel and the Palestinians.
Meanwhile, Ambassador Susan E. Rice, US Permanent Representative to the United Nations, said Wednesday at the Security Council that the United States “view(s) unilateral steps, including the bid for upgraded status to statehood — observer state status at the General Assembly — to be counterproductive and not take us closer to that goal, and, therefore, we strongly oppose it.”

Environmental Protection Minister Gilad Erdan (Likud) called Palestinian Authority President Mahmoud Abbas a Hamas operative in disguise on Saturday, displaying that campaign season was in full swing in Israel.
At a cultural even in the city of Bat Yam, just south of Tel Aviv, Erdan said Abbas was a “Hamasnik” disguised in a business suit, noting, “At least his predecessor Arafat wore a uniform.”The minister claimed that Abbas had congratulated Hamas on firing missiles at civilians and said that he who “encourages incitement in the Palestinian Authority and acts unilaterally in the international arena is a Hamas operative in disguise.”Erdan was referring to Abbas’s plan to submit a resolution to the United Nations General Assembly on Thursday, asking for an upgrade in status for the PA to a nonmember observer state.The resolution is expected to pass by a large margin, and once approved, the measure would allow the Palestinian to join several international bodies, including the International Criminal Court. PA officials have threatened to sue Israel at the ICC for crimes related to the occupation of Palestinian lands.The minister for regional development, Silvan Shalom (Likud), also criticized Abbas on Saturday for his upcoming UN bid.Shalom said Abbas’s push for the recognition of an independent Palestinian state was “a cancellation in practice and a callous violation of the Oslo Accords, which prohibit unilateral measures.”

His code name during that time was 'The Green Prince.'"What is important is that at the moment there is a ceasefire, and I think we need to look at things and digest all of what happened," Yousef told Israel’s Channel 2 News in a special interview.
"I believe the Shin Bet did its best,” he added. “Let's not forget that our enemy is a barbaric one which uses women and children as human shields, and in these situations we are very limited, because we care about the lives of innocent citizens.”Asked about the possibility of an Israeli ground operation in Gaza, Yousef responded that "it may be that it was not the best timing for action of this kind - but I'm sure it's a possibility that Israel will consider for the future.""Israel should not reoccupy Gaza, but I believe that it has the ability to guard the borders through which Hamas transfers weapons," said Yousef, adding that he believes there may be another round of violence between the two sides. "Today we know that they have greater capabilities than ever before. Sounding more like the frustrated resident of a southern Israeli city after suffering days of sirens and rocket strikes than the son of one of Hamas’s founders, Mosab Hassan Yousef told Israel’s Channel 2 News on Friday that taking down his father’s terror organization “is a necessity, not just for Israel, but for humanity.”
Speaking from a safe house in a secret US location 48 hours after a fragile ceasefire ended eight days of Israeli-Hamas conflict, the former terror operative turned Israeli informant said, “Let’s not forget that our enemy is a barbarian enemy and they are using women and children as a shield.”“Hamas was born to destroy. Hamas does not know how to build,” he said. “I doubt they will be able to build a modern Palestinian state and hope their lies will be exposed to the Palestinian public.”The son of Hamas founder Sheikh Hassan Yousef, Mosab Yousef broke ranks with Hamas in 1997 and began working for the Israeli domestic intelligence service Shin Bet. Ten years later, after helping Israel thwart dozens of terror attacks and arrest many members of his former movement, Yousef left for the United States where he sought political asylum and later converted to Christianity.When asked in the TV interview who he thought had won the recent round of fighting, Yousef, 33, echoed the words of many an Israeli pundit, saying that only the days to come will tell. “What’s important is that there is a ceasefire right now and I think that we need to rethink and recalculate everything that happened.”‘Hamas was born to destroy. I doubt they will be able to build a modern Palestinian state and hope their lies will be exposed to the Palestinian public’Asked to weigh in on the strategic value of an Israeli ground operation versus the long range bombing that the air force carried out during the eight days of Operation Pillar of Defense, Yousef said, “Maybe this was not the perfect time for Israel to execute a ground operation, but this is an option that I am sure Israel will take into consideration in the future. It does not have to re-occupy the Gaza Strip, does not have to go into very populated areas, but I believe Israel can control the borders, where Hamas smuggles its weapons, anytime.”Speaking as footage of air force jets pounding Hamas targets in Gaza, and of IDF soldiers preparing their tanks for a possible incursion, played in the background, Yousef said that “If Hamas continues to threaten the security of the state of Israel, I believe Israel has the ability and the capacity to control the borders and cut off the weapons supply.”Yousef said he was not surprised to see Hamas had proved capable of firing at cites in the center of Israel, as it did on several occasions over the week, aiming for Tel Aviv and Jerusalem. “I think the Israeli intelligence knew about Hamas’s capacity. That was a test to see what Hamas has in storage, and today we know their ability more than any time in the past. I am sure this will allow us to prepare for what is beyond the horizon,” Yousef said.“Among the poor, hungry and ignorant Palestinians, Hamas’s credit went up, but I am sure that at the end of the day Hamas cannot provide Palestinians with peace,” he added.The solution, according to Yousef, is to educate Gazans about their real friends and foes. ”We need to expose the lies and educate the Palestinian public that Israel is not the enemy. Israel actualy helps the people of Gaza more than anybody else,” he said. “We need the average Palestinian to see this clearly.”In a particularly poignant part of the interview, Yousef chose to use the camera to speak directly to his father, the man who publicly disowned him two years ago.“I am sure that Hamas people, people like my father are listening to this interview. It is not courageous of them to hide behind children and launch missiles. Israel was out [of Gaza, having removed all its civilians and its military in the disengagement of 2005]. The battlefield was out of the populated areas. If they [Hamas members] had courage they could have come out of the Gaza Strip instead of hiding like rats,” he charged.Yousef said he hasn’t communicated with his parents since they publicly disowned him after the publication of his book “Son of Hamas,” in which he recounts the tale of his cooperation with Israeli intelligence in 2010. “I consider today that I don’t have a family,” he said.Addressing video footage of Hamas operatives dragging a body of a suspected collaborator with Israel through the streets of Gaza earlier this week, Yousef said: “Hamas thinks they can kill the will of people by intimidation. Most of those who are killed in the Gaza Strip for the suspicion of collaborating with Israel, have nothing to do with Israel.”Asked if he ever desires to return to his West Bank hometown of Ramallah, Yousef chuckled, saying, “Everybody knows what the result would be. I am not interested in going to Ramallah as of now, but I hope at some point in the future there will be a new generation that prays for peace and co-existence. Hamas claims truce deal says nothing about stopping the flow of weapons into Gaza

The ceasefire agreement between Israel and Hamas which ended Operation Pillar of Defense does not include Egyptian guarantees to prevent the smuggling of weapons to Gaza, said a senior Hamas official on Saturday.Izzat al-Rishq, a member of the terrorist organization’s political bureau, wrote on his Facebook page that Israel was attempting to protect its image following defeat.“It is not true what some people are saying that the ceasefire agreement included the approval of Egypt to prevent the smuggling of weapons to Gaza in conjunction with US special units … These leaks are an Israeli attempt to mitigate the impact of defeat,” he posted.This week, the military wing of the Islamic Jihad terror organization, which is closely allied with Iran, said that the group would continue to rearm in Gaza, reported Israel Radio.The published terms of the brief agreement do not appear to include a crackdown on weapons smuggling. However, a more comprehensive set of terms is expected to be hammered out in the coming days, with London-based Al-Quds Al-Arabi reporting that talks between representatives of Israel, Hamas and Islamic Jihad began Friday with the help of Egyptian intelligence officials.Israel’s Channel 2 said Egypt had already intercepted one shipment of missiles en route to Gaza., It also said that in the talks, Israel has indicated a willingness to let Gaza fishermen sail out further from the Gaza coast, though it is insisting on maintaining its naval blockade to prevent weapons reaching Hamas by sea.Prime Minister Benjamin Netanyahu addressed the flow of weapons into the Strip on Wednesday night, following the announcement of the ceasefire. According to the prime minister, “Israel obviously cannot sit idly while our enemy reinforces itself with weapons of terror.” He added that in a phone conversation that night with the US president, “we decided, President Obama and myself, that the United States and Israel would work together to fight the smuggling of weapons to the terror organizations — weapons, virtually all of which come from Iran.”After the eight-day conflict, during which the IDF conducted some 1,500 strikes on terrorist cells and infrastructure in Gaza and Hamas pounded Israel with roughly the same number of rockets and missiles, both sides are claiming victory.IDF chief of staff Lt.-Gen. Benny Gantz said Friday that all the objectives laid out ahead of Operation Pillar of Defense were met successfully. “In its entirety, the operation was coordinated with the upper echelon. We knew what we wanted to achieve and how we wanted to act,” said Gantz. “All the operation’s objectives were successfully met.”“As the days pass and the dust settles, the other side will realize the price it paid for its actions,” the IDF chief said, adding that people should not get worked up over “the various demonstrations” being held by Hamas and its supporters hailing victory. “The results will speak for themselves,” said Gantz.

President Mohammed Morsi on Friday insisted Egypt was on the path to "freedom and democracy", as protesters held rival rallies over sweeping powers he assumed a day earlier."Political stability, social stability and economic stability are what I want and that is what I am working for," he told an Islamist rally outside the presidential palace, according to an AFP report."I have always been, and still am, and will always be, God willing, with the pulse of the people, what the people want, with clear legitimacy," he said from a podium before thousands of supporters.Secular opponents staged a rival rally in Cairo's Tahrir Square to denounce Morsi's power grab. Some clashed with police on the outskirts of the square, reported AFP.Just hours before Morsi spoke, protesters attacked Muslim Brotherhood offices in several cities, including in Alexandria."The situation in Alexandria is tense and security forces are eager to exercise self-restraint and maintain security and protect vital establishments," General Abdelmawgud Lutfi, head of Alexandria security, said in a statement.In Cairo, an array of liberal and secular groups, including activists at the forefront of the protest movement that forced former President Hosni Mubarak from power early last year, marched on Tahrir Square, Cairo's iconic protest hub, to demonstrate against the "new pharaoh".Morsi's backers, led by the Muslim Brotherhood, gathered outside the presidential palace in north Cairo in a show of support for his decision to temporarily place his decisions above judicial oversight."The people support the president's decisions," the crowd chanted.On Thursday, the president undercut a hostile judiciary that had been considering whether to scrap an Islamist-dominated panel drawing up a new constitution, stripping judges of the right to rule on the case or to challenge his decrees.The decision effectively places the president above judicial oversight until a new constitution is ratified.Morsi's opponents poured into Tahrir Square after the main weekly Muslim prayers, joined by leading secular politicians Mohamed ElBaradei, a former UN nuclear watchdog chief, and Amr Mussa, a former foreign minister and Arab League chief.Morsi's decisions "are clearly aimed at appropriating revolutionary legitimacy and using it to strengthen the position of the Muslim Brotherhood-controlled presidency," Hesham Sallam, a political analyst at Georgetown University, told AFP.

Syria says Turkey's bid for NATO missiles "provocative"

BEIRUT (Reuters) - Syria on Friday condemned Turkey's request for NATO to deploy Patriot defense missiles near their common border, calling it "provocative", after a spate of clashes there that has raised fear of the Syrian civil war embroiling the wider region.The 20-month-old uprising against Syrian President Bashar al-Assad has turned increasingly bloody and heavy fighting has often erupted right along Syria's northern border with Turkey. Ankara has repeatedly scrambled fighter jets and responded in kind to stray shells and mortars flying into its territory.In the first Syrian response to Ankara's request earlier this week, a ministry source told Syrian state television that Damascus would hold Turkey's prime minister responsible for increasing tensions along the frontier.Turkey's missile request may have riled Damascus and its allies - notably Russia and Iran - because it could be seen as a first step toward implementing a no-fly zone.Syrian rebels have been requesting a no-fly zone to help them hold territory against a government with overwhelming firepower from the air, but most foreign governments are loath to impose one for fear of getting sucked into the conflict.The Patriot system is designed to intercept aircraft or missiles. Turkey asked for it after weeks of talks with its NATO allies about how to shore up its 900-km (560 mile) border, where it fears security may crumble as the Syrian army fights harder to contain the rebels - who have enjoyed sanctuary in Turkey.
"Syria stresses its condemnation of the Turkish government's latest provocative step," the ministry source told Syria TV.The source said that Syria would respect Turkish sovereignty but also said that it "holds (Tayyip) Erdogan responsible for the militarization of the situation on the Syrian-Turkish border and increased tensions".NATO chief Anders Fogh Rasmussen said on Thursday that the possible deployment of Patriot missiles was "purely defensive" and would "serve as a deterrent to possible enemies even thinking of attacks".
The U.S.-led Western alliance has had some talks on the Turkish request but no decision is expected before next week.TURKEY REJECTS SYRIAN CRITICISM
Asked about Syria's remarks, Turkish Foreign Minister Ahmet Davutoglu said Damascus was at fault for heightened tensions by having attacked its own people with tanks and warplanes "without any regard for any rules of war"."There exists such a situation now right next to Turkey, that (Turkey) has to take its own measures...aimed at defense."If this measure is not needed then it will not be used, but if there is any kind of risk to Turkey's security, all kinds of steps will be taken, both within Turkey's national capacity and within the framework of Turkey's membership of NATO. Nobody should have a need to question this," Davutoglu added.Russia, Syria's main arms supplier, opposes the deployment of surface-to-air missiles. It is not a NATO member and cannot block alliance decisions, but planned talks with NATO about a move it says "would not foster stability in the region".Analyst Michael Stephens of the RUSI think-tank in Doha said Turkey's request was a symbolic gesture, noting that Patriots could do little to stop incoming mortar fire.
"It could be a first step to a no-fly zone, but what does that take? NATO would need a mandate, which means a United Nations Security Council resolution, and Russia will obviously say no to that," he said.
DEATH TOLL RISES ABOVE 40,000
Western states, keen to avoid another costly Middle East conflict and wary of backing rebels who include Islamist militants, have stayed on the sidelines, although France and Britain formally recognized a newly formed opposition coalition as the sole representative of the Syrians this month.With no credible peace mediation on the horizon, the number of dead is rising rapidly by the day. The Syrian Observatory for Human Rights said more than 40,000 had died and the actual number may well be higher because both sides appeared to be under-reporting their casualties.Rebels appear to have been advancing in recent weeks, seizing several military bases in the eastern oil-producing province of Deir al-Zor, Aleppo in the north and even around the capital Damascus.Their tactics have improved as they focus on controlling roads and sealing off military bases.Recent rebel gains in Deir al-Zor, including the Mayadeen artillery base on Thursday, have meant notable amounts of arms and a wider swathe of territory passing into insurgent hands.
REBELS STILL LACK FIREPOWER
But rebels still lack advanced heavy weaponry they need to oust Assad's well-armed troops ensconced in the main cities, and remain vulnerable to increasingly frequent air strikes.Many surface-to-air missiles seized in recent rebel raids seem to be missing some of the equipment needed to fire them, arms experts say. This means the rebels probably have the means only to fire a few anti-aircraft missiles at a time."The rebels have made big advances in the countryside and even into the main (Deir al-Zor) city, but they cannot take it," Stephens said. "This is another brick the rebels have taken down, but it is not critical for toppling the regime."
Deir al-Zor province abuts the long Iraqi border but controlling it may not offer the same advantages seen by rebels near the northern border with Turkey, where the fighters can go in and out easily.Iraqis are slipping in to fight on both sides, reflecting the sectarian faultlines increasingly defining Syria's conflict.Iraq's majority Shi'ite Muslims largely support Assad, whose Alawite minority, derived from Shi'ite Islam, has dominated the country for 42 years. Friday night, Sabbath eve. I was sitting with my son-in-law at the Tapuach community synagogue, in the Shomron, north Samaria. We were just about to begin the beautiful Shabbat service, when suddenly, sirens started whining and blasting.The sound wasn’t really strange to me. I hear it, not first-hand in Beer Sheva,
Ashkelon, Ashdod, or other places. Rather sitting, staring at my computer screen in Hebron. I have a program which notifies me whenever sirens start sounding. It too is a siren. The only difference is, that in Hebron, I don’t have to run for shelter.  Anywhere else you hear it, you have to scurry pretty fast to avoid the possibility of being hit by one of the Hamas rockets.But, I must admit, hearing a siren in a Samaria synagogue, well, it sort of makes your hair stand up. After all, we are quite a ways away from Gaza. They do have long-range missiles, but still…We all looked at each other, trying to figure out what to do, where to go.
The shelters there weren’t really ready for a public stampede. After a few minutes someone came in and exclaimed that sirens were sounded
throughout all of Israel. “I guess that means war,” I remarked, “all-out war.”But a few minutes later we were informed that a rocket had been shot towards Jerusalem,and, ‘just in case,’ sirens were sounded over much of Judea and Samaria. We later heard that the missile had fallen in an Arab village near Gush Etzion, halfway
between Hebron and Jerusalem.So much for sirens.Actually as I’m writing this, listening to the radio in the background, I can’t even begin to count the virtual sirens warnings I’ve been alerted to over the past 10 minutes.
Basically, that’s the way it is all day.Here in Hebron, many reservists have replaced the regular IDF brigades usually here.Older men, from around Israel, are standing guard and patrolling.  Yesterday I met a man from Netivot, near Beer Sheva in the south, one of the cities being bombarded day and night. “Ah,” I told him, “here you’re safer here than in Netivot. Here there aren’t any missiles or rockets, just rocks and firebombs.”


Actually, that’s really what we are facing here, over the past few days. Hebron Arabs, supporting Hamas terrorists, are hurling massive amounts of rocks and firebombs, on the roads and within the city. A firebomb hit a pizza truck near Beit Hadassah Saturday night, and a little while ago another fire-bomber was shot in the leg by an IDF officer, caught in the act of trying to kill Jews with his Molotov cocktail.  Rocks are flying all over, but thank G-d, without too many injuries.For the time being we are all sitting, watching, and waiting: what will be next? Will Israel commence with a ground war? We all have friends and relatives who’ve been called-up in the emergency draft. One of my sons and a son-in-law were swooped out of civilian life to take part in the defense of Israel.  My son-in-law,a Rabbi, living in a mostly secular town not far from Beer Sheva was notified on Shabbat that he should report immediately to his unit. So he caught a ride with a resident from his neighborhood, even before Shabbat was over.(Orthodox Jews usually don’t drive on Shabbat.)So it goes when our country goes to war. And make no mistake: war it is! This is a very emotionally trying week. Current events are undoubtedly stressing.But I find myself dwelling on other thoughts too.Every week, a different member of the community writes a short Torah message,distributed to soldiers in Hebron on Friday, before Shabbat, with all sorts of goodies –cookies, cake, and the like. A few days ago, my friend Yoni Bleichbard, (himself also drafted and now serving – here in Hebron), who initiated the Sabbath soldier program, asked me to write an article for the coming Shabbat.Here is a brief version of part of the essay:
“In this week’s Torah portion, we read that Ya’akov (Jacob) left Beer Sheva, fleeing
from his brother Esau, who wanted to kill him. The primary commentator on the Torah,
Rashi, writes: The departure of a righteous man from a place makes an impression,
for while the righteous man  is in the city, he is its beauty, he is its splendor, he
is its majesty. When he departs from there, its beauty has departed, its splendor
has departed, its majesty has departed.

for their people and their country.”I read an article, published last week, dealing with this horrific event, and it made me shiver, even after a decade. These men knowingly took part in the bloodiest battle in Hebron since 1929, and went to their deaths as genuine heroes.This is the fabric of Am Yisrael, of the Jewish people. There were days, months and years when Hebron was under daily attack. Israel’s north came under rocket fire for years;Kiryat Shemona was showered with Katusha missiles shot from South Lebanon. So too the brave people who lived in Gush Katif, as well as those in Sderot, and today,Beer Sheva, Ashkelon and Ashdod.There isn’t anyone, anywhere in this small country, that hasn’t faced an enemy threat,be it in his home, on the roads, or on the battlefield.What keeps us going?

Leaders break off EU budget talks

EU leaders on Friday (23 November) decided to break off the 2014-2020 budget negotiations and postpone them for another summit, as a second compromise attempt failed to reconcile positions between those wanting cuts and those asking for more money.Admitting that there are "still existing divergences," EU council chief Herman Van Rompuy at a press conference said that leaders had given him the task to continue bilateral talks in the coming weeks, with a view to a final deal early next year.EU commission chief Jose Manuel Barroso will also be involved in what he described as "complex, difficult, but constructive talks."
The tone was set already in the morning when most leaders expressed scepticism that a deal would be reached. "Positions are too far apart, but as I said before it would not be dramatic if we need to come back next year," German Chancellor Angela Merkel said on her way into the discussions.EU diplomats conceded that there was not enough pressure for the leaders to agree already now for a budget framework that will start on 1 January 2014. The seven-year budget agreed in 1999 was agreed after poisonous debates only nine months before it should have started and in 2005, it was sealed 12 months before."We are well within the normal calendar. There will be no drama if there is no deal this weekend," a German official told journalists in Berlin on Thursday.The Prime Ministers of Austria, Luxembourg, Finland, Netherlands struck a similar tone, downplaying expectations about a deal on Friday.Meanwhile, British Prime Minister David Cameron dismissed the latest draft budget tabled the night before by EU council chair Herman Van Rompuy as "tinkering with figures" instead of making real spending cuts. "We need a real cut, that's what's happening at home, that's what needs to happen here," he said.But neither were eastern member states happy. According to one participant at the debates, Romanian President Traian Basescu lashed out at the proposal and demanded more for cohesion and agriculture aid.Romania however has used less than ten percent of the €20 billion allocated for 2007-2013 and the EU commission has frozen all the funds for this year due to irregularities in the public tenders. The non-used money flows back to member states.Commenting on the negotiations, Liberal leader and former Belgian Prime Minister Guy Verhofstadt said the whole summit looked like a "Turkish bazaar" where everyone needs to show they fought for a good deal, even though the sum is tiny compared to what national budgets are.The one-trillion-euro budget for 2014-2020 is only one percent of EU's total gross domestic product, compared to 24 percent of the federal budget in the US, Verhofstadt stressed.

In the wake of Operation Pillar of Defense, the Ministry of Public Diplomacy and Diaspora Affairs opened a special operations center in Jerusalem last week, aimed at coordinating public diplomacy efforts by enlisting a reservoir of trained activists to transmit messages in Israel and around the world.Thousands of volunteers have been dedicating their time and efforts since the beginning of the operation to advocate for Israel and counter the lies and misinformation that often come to dictate public opinion.Natan Epstein, a political blogger and activist for Israel, commented on the efficiency with which the Internet and social networking sites are being used to promote Israel’s positions around the world and dispel the lies of Hamas.“Basically we are showing the truth,” he told Arutz 7. “We are showing pictures of children in Israel who are under fire, we are exposing lies of Hamas.”The Center created a Facebook page titled “Israel Under Fire”, which has already garnered over 26,000 “likes,” in an effort to present an alternative narrative to the lies being espoused by much of the mainstream media.While a cease-fire had been reached Wednesday night, the fortitude of the agreement remains questionable, at best. Epstein thus affirmed the Ministry’s invitation to volunteers, by beseeching them to join him in advocating for Israel.Prime Minister Binyamin Netanyahu thanked volunteers earlier this week saying,  “I want to thank you. You are doing very important work; I follow your activities. We are [operating] on four fronts: The military front, the home front, the diplomatic front and the public diplomacy front.”“What you are doing greatly strengthens us on the public diplomacy front,” he said. “We must fight for the truth, for the facts, and your help is worth more than gold.“The fact that you are focusing on refuting the industry of lies and that you are reaching so many sectors is a significant addition for the State of Israel,” the prime minister added.

JERUSALEM — A poll released Friday shows that about half of Israelis think their government should have continued its military offensive against Palestinian militants in Hamas-ruled Gaza.The independent Maagar Mohot poll shows 49 percent of respondents feel Israel should have kept going after squads who fire rockets into Israel. Thirty-one percent supported the government’s decision to stop. Twenty percent had no opinion.Twenty-nine percent thought Israel should have sent ground troops to invade Gaza.Israel and Hamas agreed to a ceasefire two days ago.The poll of 503 respondents had an error margin of 4.5 percentage points.The same survey showed Prime Minister Benjamin Netanyahu’s Likud Party and electoral partner Yisrael Beytenu losing some support, but his hard-line bloc still able to form the next government. Elections are scheduled for Jan. 22.Netanyahu’s chief rival in the last elections, former Kadima party chief Tzipi Livni, is expected to announce her bid for the Knesset as the head of a new party early next week, after former prime minister Ehud Olmert officially bows out of the race.

Criticism of Prime Minister Binyamin Netanyahu continued Friday over the ceasefire with Hamas that ended the Pillar of Defense counter-terror operation.“The bottom line is, not only did the government and the IDF not deter Hamas, Hamas deterred the government,” said attorney Yoram Sheftel in his weekly column for Arutz Sheva.“Terrorist organizations have no concept of ‘deterrence’ until they are wiped out,” he added. “That is how it was in the Defensive Shield [Homat Magen] operation when we destroyed Hamas in Judea and Samaria.”Explanations that pin the government’s decision on a lack of international support are absurd, Sheftel continued. “Was there support for Defensive Shield? For the siege on Beirut?” he asked.“Hamas is going to continue to arm itself and the situation will only get worse,” he concluded. “They will arm themselves with tens of thousands of rockets and they will decide when to fire on Israel.”Sheftel noted that the Iron Dome defense system cannot be considered a solution. “Even if 98 percent of the rockets were shot down, there would still be one and a half million people sitting and trembling in fear in bomb shelters,” he noted. “Even if all the rockets were shot down, there would still be a huge part of the country shut down… The state of Israel cannot tolerate such a situation.”Rabbi Zev Karov spoke to Arutz Sheva regarding the ceasefire. He, too, predicted that the government’s approach would make matters worse.“Every time you see that they cannot stand up to outside pressure,” he said of Israel’s leaders. “It puts us back in the same situation over and over.”“What we had here wasn’t a conclusion, just a break,” he added. “It’s true that we dealt a significant blow to Hamas, but on the other hand, we see yet again a type of weakness and non-recognition of the justice of our cause.”

The IDF is on alert in Judea, Samaria (Shomron) and Jerusalem on Friday over threats of further terrorist attacks. There has been increased violence in the region in recent days, beginning with the outbreak of the Pillar of Defense battle with Gaza terrorists.On Thursday night the IDF conducted an arrest operation, detaining 28 Palestinian Authority residents suspected of involvement in terrorism.The night before, 55 suspects were arrested, some of them PA members of parliament affiliated with Hamas and Islamic Jihad. Both terrorist groups, which call openly for Israel’s destruction, are recognized as political parties in the PA.As part of its mission to thwart threatened attacks, Jerusalem commanders have restricted access to Friday prayers in the Al-Aqsa mosque on the Temple Mount. Male worshipers will be allowed in only if they are age 40 or over and have a Jerusalem or Israel ID card, following reports of planned riots in the area.Several terrorist attacks were carried out by PA residents in Judea and Samaria over the past week. The largest-scale attack was a bus bombing in Tel Aviv carried out by an Arab citizen of Israel guided by PA terrorists in the Binyamin region.Another attack seriously wounded a 60-year-old woman as she and her daughter drove south of Jerusalem.On Thursday, the Jerusalem light rail train was attacked as it passed the Arab neighborhood of Beit Hanina. Earlier in the day masked attackers hurled stones at a bus as it drove near Jerusalem’s Old City.Several other attempted rock and firebomb attacks were reported in Samaria.

France and Poland main winners in first round of EU budget talks

BRUSSELS - The first day of talks between leaders on the €1 trillion EU budget framework broke up around midnight on Thursday (22 November) with France and Poland the main beneficiaries from a new compromise proposal.Following criticism over his initial plans to slash agricultural subsidies and regional development funds, European Council President Herman Van Rompuy presented leaders with a fresh compromise text of figures on which to base negotiations.The draft paper keeps to the same overall top-line figure of 972 billion stated in the proposal sent to national capitals last week, equivalent to 1.01% of GNI.
However, in a bid to pacify member states, it redistributes the cuts between budget headings.Agriculture is the main beneficiary with an €8 billion increase, while intensive lobbying by the 15-nation "Friends of Cohesion" group led by Poland saw it rewarded by a €10.6 billion increase in funds.The EU's own projects aimed at promoting jobs and growth are set to be the main losers from the new proposal.The flagship Connecting Europe Facility, which focuses on infrastructure projects to develop Europe's transport, energy and digital networks would be cut a further €5 billion to €41 billion.The Galileo space programme would also lose an extra €350 million. The irony of EU leaders cutting back on their own growth strategy, just months after agreeing on a €60 billion ' growth and jobs pact in June, was not lost on officials.Meanwhile, the "Europe in the world" heading, which covers spending in Croatia and other candidates for EU membership as well as EU aid to the world's poorest countries is to suffer a further €5 billion cut.The move is likely to deepen concerns of NGOs.Commission President Jose Manuel Barroso earlier said that development aid could be among the biggest losers from the negotiations. Despite being in the firing line of a handful of the net contributor countries, led by the UK and the Netherlands, the draft leaves administrative spending in the EU institutions untouched.As expected, UK Prime Minister David Cameron put forward a more ambitious cuts programme with a €890 billion budget. However, EU officials expect Cameron to accept a compromise based on the latest draft.For his part, European Parliament President Martin Schultz told reporters that a comprehensive budget agreement is unlikely at this summit."There seems to be very little room from manoeuvre," he commented, adding that "what is probable is that there will not be an agreement."Schultz also reiterated that the assembly would oppose any budget lower than the €972 billion Van Rompuy headline figure. "There is no chance the European Parliament will go along with this,' he said.With the one-to-one "confessional' meetings between leaders and European Council President Herman van Rompuy delaying proceedings, the first formal session of negotiation lasted little over an hour, with the summit negotiations set to resume at midday on Friday (23 November).If the summit breaks off without agreement, EU leaders are likely to come together in early in spring next year. However the later the deal, the higher the timetable pressure to get all the corresponding pieces of spending legislation agreed with parliament by end of 2013.

BRUSSELS - The world's top military powers and Iran aim to restart talks on nuclear proliferation in December or January.The negotiators - led by EU foreign policy chief Catherine Ashton and Iranian diplomat Saeed Jalili - last met in Moscow in June.But Iran declined the international offer - to stop enriching uranium to near weapons grade, to hand over its stockpile and to close one enrichment site in return for outside supplies of nuclear fuel.In the meantime, Israel's leader, Benjamin Netanyahu, has on the UN podium in New York threatened war if Iran crosses his enrichment red line.The EU has piled on extra sanctions.
And US President Barack Obama got re-elected, removing the spectre of a hawkish Republican administration taking the talks back to square one.A diplomatic source from the so-called E3+3 group - China, France, Germany, Russia, the UK and the US - told EUobserver that when it met for internal talks in Brussels on Wednesday (21 November) it agreed to contact Tehran by phone in the next few days to set up an Ashton-Jallili meeting.The contact said they will aim for December, but it might take until January to agree a venue.Another diplomatic source said the group hopes Iran will be more willing to make concessions because of prospects of good relations with Obama in his second term."We want to see where we stand with Iran after the US elections," the contact said.Officially speaking, the E3+3 offer has not changed.
US spokesman Mark Toner this week told press: "The ball's in Iran's court." EU spokeswoman Maja Kocijancic told this website: "The proposal is well known ... and that's where we are at the moment."
But experts, such as Mark Fitzpatrick from the London-based think tank, the Institute of International Strategic Studies, believe there is room for manouevre.Fitzpatrick wrote in August that if Iran froze enrichment at its Fordow plant and converted its uranium stockpile into a less weapon-usable form, the EU should consider relaxing sanctions.For its part, Iran still wants the big powers to formally recognise its right to enrich uranium.The step might see little immediate change in terms of activity on the ground.But it would mean a watershed in world affairs - recognition that Iran is a legitimate regional power, whose views on the future of Israel/Palestine and its interests in Iraq, Syria, Lebanon and in the oil-producing Gulf states have to be respected.Amid the diplomatic niceties of the E3+3 format, the main line of confrontation is the Iran-US-Israel axis.The US and Israel have demonized Iran as an Islamist basket-case ever since religious leaders kicked out a US-puppet administration in 1979.Meanwhile, Iran has demonized Israel as an artificial country whose days are numbered.Iranian and US delegates sit in the same room during E3+3 talks.But Iranians are unwilling to hold a bilateral meeting with the US until Washington takes the big decision on Iran's political status.For its part, Iran believes it is in a strong position ahead of the mooted December/January meeting because of Egypt.E3+3 diplomats say the non-proliferation talks are a "technical" discussion which is separate from broader events.But EUobserver understands that for Tehran, the nuclear talks are all about the balance of power in the Middle East, with the US and Israel losing an important ally when pro-Western Egyptian dictator, Hosni Mubarak, was replaced by Islamist President Mohamed Morsi in the Arab Spring.

300 Palestinians attempt to breach Gaza border fence

IDF fire kills one and injures several others, report Palestinian sources; Palestinian Authority FM, Islamic Jihad spokesman say shooting violates ceasefire

GAZA CITY, Gaza Strip — Roughly 300 Palestinians approached the border fence at several locations in southern Gaza, tried to damage it and cross into Israel on Friday, according to the IDF. Protesters also hurled rocks at Israeli troops.Soldiers fired warning shots in the air to distance the Palestinians from the fence, but after they attempted to cross into Israel, troops fired at their legs, the military said. It also said a Palestinian infiltrated into Israel in the course of the unrest, but he was returned to Gaza.A Palestinian health official said Israeli troops shot dead a 20-year-old Palestinian man and wounded 19 people as crowds surged toward the border fence, the first violence since a truce between Israel and Gaza’s Hamas rulers took hold some 36 hours earlier.

According to one version of events, the Palestinians who neared the border fence were agricultural workers. But according to another report, the Palestinians were on their way to prayers, and a family member of the man reportedly killed told Reuters that the 20-year-old had attempted to place a Palestinian flag on the fence.Palestinian Authority Foreign Minister Riad Malki said the IDF shooting of the man was a violation of the ceasefire agreed upon between Israel and the Palestinian factions in Gaza on Wednesday night following eight days of cross-border fighting, the bloodiest between Israel and Hamas in four years.Speaking at a meeting with Italian Foreign Minister Giulio Terzi, Malki called the incident “a clear violation of the agreement and should not be repeated”.Hamas officials were not immediately available for comment, but Nafez Azzam, a spokesman for Gaza’s Islamic Jihad, also said the shooting was a violation of the truce and that Egypt had been informed.Gaza prime minister, Ismail Haniyeh of Hamas, meanwhile urged militant factions to respect the ceasefire. It appeared unlikely Hamas would retaliate for Friday’s shooting because that could jeopardize the militant group’s potential gains from the ceasefire deal, such as an easing of restrictions on movement in and out of the Gaza Strip.On Thursday, two people were reportedly injured by Israeli fire while marching near the same area, east of Khan Younis.In the past, Israel’s military has barred Palestinians from getting close to the fence, and soldiers have opened fire to enforce a no-go zone meant to prevent infiltrations into Israel.Since the ceasefire, growing numbers of Gazans have entered the no-go zone.
In one incident captured by Associated Press video, several dozen Palestinians, most of them young men, approached the fence, coming close to a group of Israeli soldiers standing on the other side.Some Palestinians briefly talked to the soldiers, while others appeared to be taunting them with chants of “God is great” and “Morsi, Morsi,” in praise of Egyptian President Mohammed Morsi, whose mediation led to the truce.The ceasefire agreement allowed both Hamas and Prime Minister Benjamin Netanyahu to step back from the brink of a full-fledged war. Over eight days, Israel’s aircraft carried out some 1,500 strikes on Hamas-linked targets, while Gaza fighters peppered Israel with roughly the same number of rockets.
The fighting killed 166 Palestinians, including dozens of civilians, and six Israelis.In Cairo, Egypt is hosting separate talks with Israeli and Hamas envoys on the next phase of the ceasefire: a new border deal for blockaded Gaza. Hamas demands lifting all border restrictions, while Israel insists that Hamas must halt weapons-smuggling to the territory.In Israel, a poll showed that about half of Israelis think their government should have continued its military offensive against Hamas.The independent Maagar Mohot poll released Friday shows 49 percent of respondents feel Israel should have kept going after the squads that fire rockets into Israel. Thirty-one percent supported the government’s decision to stop. Twenty percent had no opinion.
Twenty-nine percent thought Israel should have sent ground troops to invade Gaza. The poll of 503 respondents had an error margin of 4.5 percentage points.The same survey showed Netanyahu’s Likud Party and electoral partner Yisrael Beytenu losing some support, but his hard-line bloc would still be able to form the next government. Elections are January 22.


Hamas ‘victory’ sparks fighting spirit in the West Bank

Activism inspired by ‘steadfast’ rocket-firing Islamists in Gaza seems to be rising across the territories and East Jerusalem, with Palestinians increasingly dismissive of negotiations

Jerusalem’s Old City was bustling as usual on Thursday afternoon. Arab school children in uniform were rushing home, groups of tourists with cameras hanging from their necks were peeping into gift shops; and elderly Arab women from the countryside were sitting on the ground selling fresh bundles of coriander and sage.In the Muslim Quarter, Gaza was the talk of the day. Inside a falafel shop, three men watched Hamas Prime Minister Ismail Haniyeh deliver a victory speech on a TV latched to the ceiling.“We want a final resolution of the Palestinian issue,” said one of the men, as he glanced away from the screen. “These temporary solutions that drag on for years while the West Bank is swallowed up by settlements are unacceptable.”The man was referring to Palestinian Authority President Mahmoud Abbas and his continued advocacy of peace negotiations with Israel. Twenty years of talks have left West Bank Palestinians with little, many East Jerusalem residents say today, and Hamas’s steadfastness during operation Pillar of Defense has provided them with a new source of inspiration.After weeks of deriding Abbas for his bid to win limited UN recognition next week, Hamas and Islamic Jihad seemed to magnanimously change their tone. Ismail Haniyeh and two Islamic Jihad leaders each called Abbas on Thursday, the official WAFA news agency reported, telling him they would support his bid to have “Palestine” join the UN as a non-member state. Later, though, a Hamas spokesman denied the conversation ever took place.Nevertheless, celebratory rallies in Gaza called for national unity and an end to the political divide which has pitted Fatah against Hamas since 2006.

The perceived victory of Gaza’s armed resistance over Israel has given fighting spirit to many Palestinians, new Israeli data shows.The IDF reported a steep rise in violent activities in the West Bank during the week of fighting in Gaza. Rocks and Molotov cocktails were thrown at civilian cars and a bus was shot at from a passing car near Gush Etzion junction, south of Jerusalem. In Jerusalem’s Old City, a young woman stabbed a soldier on Thursday.The Palestinian street is quickly slipping into combat mode, inspired by the fighting words emanating from Gaza. Jibril Rajoub, a former Palestinian security chief who speaks fluent Hebrew, appealed to Israel on Channel 2 News Thursday to stop that process by re-engaging the PA, which has favored negotiations over violence.“For eight years, we’ve not thrown a stone at you from the West Bank,” he said. “What have we gotten from you? We want our state on the 1967 borders … to live in peace alongside the state of Israel.”

As demonstrators flocked to the main squares of Ramallah and Hebron to celebrate Hamas’s victory Thursday, Fatah official Bassam Zakarneh was incredulous.“My brothers, if the death 163 of martyrs including the leader Ahmad Jabari, with thousands of wounded and all [government] institutions destroyed is considered a victory, then by God what is defeat?” Zakarneh wrote on his Facebook page.But Abu-Ahmad, a 40-year-old hotel employee, sitting on a bench outside Jerusalem’s Damascus Gate, had no hesitation when asked who is the big winner of the latest round of violence.“Of course Hamas won this round,” he said. “Israel certainly came out as the loser. Hamas achieved almost all of its demands, and all Israel got was missiles.”And the big loser? That’s the Palestinian Authority, which he said won’t be able to recover from the blow it received with the rise of Hamas.“The Palestinian Authority is out of the picture and will stay out,” said Abu-Ahmad, explaining that the PA has not managed to present a clear vision to the Palestinian people, unlike Hamas. ”If someone presents you with a clear agenda, you respect him even if you disagree with his ideas.”Izz A-Din Sheikh Qassim, bearded and with a white cap traditionally worn by religious Muslims, owns a small shop in the Muslim Quarter where he sells spices and oil. “We are weak and can’t attack them too much, so we agreed to a ceasefire proposed by Israel,” said Qassim. “But if someone is to attack us, we will respond … This is only a ceasefire, we will never recognize Israel.”For Qassim, who spent three years in an Israeli prison in the late 80s, the choice between the PA’s strategy of a negotiated settlement with Israel and Hamas’s strategy of armed struggle is clear.“Forget about institutions. Do I need institutions or do I want my land? Why should I go begging from the West for food when I have my own land I can sow?”Even the language of Al-Quds, a privately-owned daily read by the Palestinian intelligentsia, is beginning to change. An op-ed published by the Jerusalem-based daily Thursday expressed the second thoughts of many Palestinians regarding the possibilities ahead.“Yes, the blood has triumphed over the sword, and the nation has triumphed over occupation,” wrote columnist Ibrahim Mulhim.
“Hamas may receive funding from abroad, but they produce their weapons themselves. Thank God, they’ve proven their strength”
Um-Issa, waiting for her shoes to be fixed by a local cobbler, considered Hamas’s resilience in the face of Israel’s superior military technology a victory, even if no tangible goals were achieved.“Hamas may receive funding from abroad, but they produce their weapons themselves. Qassim, the spice vendor, said he is sick of symbolic actions on the part of the Palestinian Authority.
“Abbas’s people put some candles at the Damascus Gate in solidarity with Gaza,” he said with scorn. “Gaza needs you to stand with it! Send it doctors, send it food, cook for the warriors.”


US embrace of Morsi in Gaza conflict resolution shows the White House’s new detachment

American political analysts see Obama administration, while supportive of Netanyahu, deprioritizing the Israeli-Palestinian issue

NEW YORK — It was a good week for Mohammed Morsi. The Israel-Hamas ceasefire, which sees Egypt as the responsible enforcer of the peace, marks the final embrace of Morsi’s Muslim Brotherhood government by the West.“Egypt’s new government is assuming the responsibility and leadership that has long made this country a cornerstone of regional stability and peace,” Secretary of State Hillary Clinton said glowingly, standing alongside Morsi’s foreign minister Mohammed Amr.“This was a major moment for Mohammed Morsi,” noted Nicholas Burns, former undersecretary of state for political affairs and now a professor at Harvard’s Kennedy School of Government.“There were a lot of doubts about how he would lead Egypt, whether he would maintain the peace agreement with Israel,” Burns told the PBS NewsHour on Wednesday. But Morsi “showed that he is very tough minded. He was willing to pressure Hamas, he was able to work with the Turkish and Qatari governments as well as the United States. He can be, based on this performance, I think an important partner for the United States. I think this is a confidence builder both for the Israelis and Americans in knowing they have a stable and impressive leadership in Cairo now that we can deal with.”Perhaps it should not surprise, then, that the day after the signing of the ceasefire and the heaping of American praise, Morsi issued a presidential decree declaring his decisions as president are no longer subject to judicial review until a new Egyptian constitution is adopted.A few commentators on the American right have pointed to the embrace of Morsi and suggested it marks an Obama administration that is weak in confronting the Middle East’s Islamists.But if weakness in the face of Islamists was the problem, it’s strange that the Obama administration, along with hundreds of American leaders from across the political spectrum, was adamant and vocal throughout the crisis in its support of Israel, and placed the onus for the violence squarely on Hamas’s shoulders.Indeed, Obama’s embrace of Israel was so complete that Jewish Democrats went to the trouble of celebrating it in a press release that seemed to continue the bruising election spat with Jewish Republicans over which party supported Israel more.“We are proud to see that the Obama Administration has forcefully condemned Hamas’s terrorist attacks and reiterated its support for Israel’s right to defend itself,” the National Jewish Democratic Council declared last week. “We are also deeply gratified to see that President Obama and Israeli President Shimon Peres conferred about the situation this afternoon — an action that is a testament to the deep strength of the US-Israel relationship.”But the partisan repartee seemed to miss the key shift in American policy that explained both Obama’s embrace of Morsi and his unconditional support for Netanyahu.Simply put: Obama is walking away Barack Obama in 2012 seems to be what Johnny Cash once called a “wiser weaker man.” Gone is the faith in the power of words or in the courage of the region’s leaders. The Middle East, the White House seems to believe, has its own peculiar dynamics and dysfunctions, and it’s a fool’s errand to invest political capital and reputation in once again dragging the region’s players kicking and screaming to the table.Time magazine’s political analyst Mark Halperin spoke for many American analysts on Wednesday.“You can’t say the administration has put a high priority on this or the kind of full-time engagement that Secretary Clinton’s husband [former president Bill Clinton] engaged in or we’ve seen in previous administrations. Israel decided to refrain from a ground invasion of Gaza after it was warned that such a move could spell the end of the peace agreements with Egypt and Jordan, Channel 2 reported Thursday.According to the report, Mossad Head Tamir Pardo, who went to Cairo as Israel's representative in the contacts that preceded the ceasefire, was told in messages from Cairo and from Washington that the peaceful relations between Israel, Jordan and Egypt were at risk.In addition, Channel 2 reported that the Americans asked Egypt's president Mohammed Morsi to talk directly with Israeli Prime Minister Binyamin Netanyahu about the ceasefire – but Morsi refused pointedly.Foreign Minister Avigdor Lieberman told Channel 1 that some of the considerations behind the unpopular decision to agree to a ceasefire could not be made public. He said, however, that if the government's motivation had been political, it would have made the opposite decision.
