UNITED NATIONS (AP) — The UN General Assembly overwhelmingly approved a resolution Monday calling on Israel to quickly open its nuclear program for inspection and backing a high-level conference to ban nuclear weapons from the Middle East which was just canceled.All the Arab nations and Iran had planned to attend the conference in mid-December in Helsinki, Finland, but the United States announced on Nov. 23 that it wouldn’t take place, citing political turmoil in the region and Iran’s defiant stance on nonproliferation. Iran and some Arab nations countered that the real reason for the cancellation was Israel’s refusal to attend.The resolution, approved by a vote of 174-6 with 6 abstentions, calls on Israel to join the Nuclear Nonproliferation Treaty “without further delay” and open its nuclear facilities to inspection by the International Atomic Energy Agency. Those voting “no” were Israel, the US, Canada, Marshall Islands, Micronesia and Palau.Resolutions adopted by the 193-member General Assembly are not legally binding but they do reflect world opinion and carry moral and political weight.Israel refuses to confirm or deny it has nuclear bombs though it is widely believed to have a nuclear arsenal. It has refused to join the Nuclear Nonproliferation Treaty, or NPT, along with three nuclear weapon states — India, Pakistan and North Korea.The Arab proposal to create a weapons-of-mass-destruction-free zone in the Mideast, and to pressure Israel to give up its undeclared arsenal of perhaps 80 nuclear warheads, was endorsed at an NPT conference in 1995 but never acted on. In 2010, the 189 parties to the 1970 treaty called for convening a conference in 2012 on the establishment of a WMD-free zone in the Middle East.The resolution, which was approved by the assembly’s disarmament committee before the conference was cancelled, noted the decision to hold it “with satisfaction.”But Israel has long said there first must be a Mideast peace agreement before the establishment of a Mideast zone free of weapons of mass destruction. The region’s Muslim nations argue that Israel’s undeclared nuclear arsenal presents the greatest threat to peace in the region.

Just before Monday’s vote, Iranian diplomat Khodadad Seifi told the assembly “the truth is that the Israeli regime is the only party which rejected to conditions for a conference.” He called for “strong pressure on that regime to participate in the conference without any preconditions.”Israeli diplomat Isi Yanouka said his country has continuously pointed to the danger of nuclear proliferation in the Mideast, singling out Iran and Syria by name.“All these cases challenge Israel’s security and cast a dark shadow at the prospect of embarking on a meaningful regional security process,” he said.“The fact that the sponsors include in this anti-Israeli resolution language referring to the 2012 conference proves above all the ill-intent of the Arab states with regard to this conference,” Yanouka said.Syrian diplomat Abdullah Hallak told the assembly his government was angry that the conference wasn’t going to take place because of “the whim of just one party, a party with nuclear warheads.”“We call on the international community to put pressure on Israel to accept the NPT, get rid of its arsenal and delivery systems, in order to allow for peace and stability in our region,” he said.The conference’s main sponsors are the US, Russia and Britain. British Foreign Office Minister Alistair Burt has said it is being postponed, not cancelled.While the United States voted against the resolution, it voted in favor of two paragraphs in it that were put to separate votes. Both support universal adherence to the NPT, and call on those countries that aren’t parties to ratify it “at the earliest date.” The only “no” votes on those paragraphs were Israel and India.

Former United States Ambassador to the United Nations John Bolton blamed the Obama administration for the U.N.’s decision last week to grant the Palestinian Authority upgraded states as a non-member observer state.“This is a reflection of an ongoing failure by the Obama administration to take this issue seriously,” Bolton told Fox News’s Greta Van Susteren Thursday night.  While the current U.S. ambassador to the U.N., Susan Rice, opposed the initiative, Bolton said the president should have taken decisive steps in October to block the impending move."Palestine is not a state," Bolton said. "That's a fact. And when the U.N. engages in this kind of activity, it just shows a real lack of administration commitment to stop it from happening."Bolton said the Obama administration should have followed the model set by former President George H.W. Bush, and then-Secretary of State James Baker, 20 years ago in blocking a similar initiative to upgrade the Palestine Liberation Organization’s status from an “entity” to a “non-member state,” the same status held by the Vatican.“We’ve been through this before. We did this 20 years ago and defeated the Palestinians,” Bolton said, according to a transcript provided by Newsmax.“And this is how we did it. Secretary of State Jim Baker issued a statement saying he would recommend to the president that the United States make no further contributions, voluntary or assessed, to any international organization which makes any change in the PLO’s status as an observer organization.”“If the administration had simply done what Jim Baker did 20 years ago, this thing would have been deader than a doornail,” Bolton added.The former ambassador concluded by warning that Israel should seriously prepare for subsequent PA efforts to charge Israel with “war crimes” and other grievances at the International Criminal Court and other such bodies, as the upgraded status allows.Bolton’s remarks came prior to Prime Minister Binyamin Netanyahu’s decision to approve 3,000 additional Jewish homes in Jerusalem, Judea and Samaria, including the disputed 5 km (3 mi) long area between Jerusalem and the suburb of Maale Adumim known as “E1”.

EU summit to consider 'reform contracts' for all euro states

BRUSSELS - Draft ideas ahead of next week's EU leaders summit foresee reform contracts for all euro states, political agreement on a full banking union and, post-2014, a budget for the eurozone.The still-to-be finalised conclusions, seen by EUobserver, envisage progress towards profound economic and monetary union - the lack of which is considered to have led to the eurozone's current crisis - in three phases.
By March next year, EU leaders are supposed to agree the "operational framework" for a single European banking supervisor, the first of three planks necessary for full banking union.The proposed second phase (2013-2014) is where the EU leaders are likely to start haggling over language. It suggests that legislative proposals for a bank resolution directive and an EU-wide deposit guarantee scheme are made.If this passes there will "in essence be political agreement on a full banking union," said one contact.However the contact noted that there is likely to be a north-south divide in the discussions particularly on the deposit scheme as "this is money that will actually be used. It will not be lying around. People will be saying - so where are the weakest banks?'"Another controversial part of the second phase concerns the idea that all eurozone states - regardless of whether they are breaking euro budget deficit rules or not - should be obliged to "enter into individual arrangements of a contractual nature with EU institutions" on reforms they need to make and how they need to make them.Making all 17 euro countries enter these programmes would remove the otherwise potentially "stigmatising" nature of the programme. The idea is strongly promoted by Germany, the biggest contributor to the EU budget and the eurozone bailout funds, as it seeks more binding rules in exchange for its show of "solidarity."The thinking in EU council president Herman Van Rompuy's cabinet is that all euro countries need to undertake reforms, no matter how fiscally prudent they are.If the idea flies, the European Commission will be tasked with making a proposal on "such contractual arrangements" during 2013.
The draft conclusions imply that a possible change to the EU treaty would only come after European parliament elections and a new commission is installed in 2014.In this phase - stage three - member states would aim for a "progressive pooling of economic sovereignty ... as well as reinforced solidarity between member states."This could include a "fiscal capacity" or eurozone budget with a "degree of automatic stabilisation at the European level" meaning a limited form of automatic aid transfers for countries that suddenly find themselves in trouble.By then more and more core decisions would need to be taken at EU level including on national budgets and "enhanced coordination of economic policies" particularly in the areas of taxation and employment.EU leaders are due to debate these pre-cooked conclusions at a two-day summit starting Thursday next week. The conclusions will be accompanied by a short paper presented by Van Rompuy on a "roadmap" to the economic and monetary union (EMU).The EU commission recently published its contribution to the forthcoming Van Rompuy paper in which it outlined similar ideas.Irish EU ambassador Rory Montgomery Friday (30 November) noted that when the commission paper was presented to EU ambassadors last week there was "a lot of discussion around the table" on both the contracts idea and the fiscal capacity."Once you mention money in this town, immediate questions arise," noted Montgomery.These include how much money, how it will be provided, how it will be controlled and who will be entitled to receive it."And then there is the question of whether a budget of this kind would be significant enough to influence reforms in a positive direction," said the ambassador.

ESM bank bailouts will not happen soon, says Schaeuble

BRUSSELS - German finance minister Wolfgang Schaeuble Monday (3 December) reiterated that no bank recapitalisation could take place until the EU's planned banking union is up and running.The move deals a blow to ailing banks hoping for swift capital injections from the European Stability Mechanism.Schaeuble was appearing alongside French Finance minister Pierre Moscovici at a hearing of the European Parliament's Economic and Monetary Affairs committee.He said that "recapitalisation of banks by the ESM will not happen next week and is unlikely to happen soon", adding that hopes that banks would have immediate access to emergency funding were "exaggerated expectations".Schaeuble was also at pains to stress that any bank bailouts would be accompanied by strict conditions and would have to be formally applied for by national governments. He also emphasised the need for strict separation between the ECB's new supervisory powers and its role in formulating monetary policy.However, addressing questions by Spanish centre-right deputy Pablo Zalba Bidegain, he acknowledged that "Spain can't wait that long".Earlier the Spanish government submitted a formal request for €39.5 billion of emergency funding to prop up its stricken banking sector. Ireland is among the member states most anxious for the ESM to provide support for Anglo-Irish and the Bank of Ireland, both of which had multi-billion euro lossesThe €500 billion permanent bailout fund came into force in September, and will replace the Luxembourg-based European Financial Stability Facility (EFSF).EU finance ministers are meeting in Brussels on Tuesday to discuss proposals to establish a eurozone banking union. The draft legislation would establish the European Central Bank as a single supervisor of the eurozone banking sector, and is expected to come into force in 2013, with EU leaders recently agreeing that the legal framework should be in place by the end of 2012.Formal negotiations between ministers and MEPs are also set to begin in the coming days after the Economic committee agreed its position on the package last week.Schaeuble's remarks are the latest attempts by the German government to downplay the possibility of widespread bank bailouts from the ESM. Berlin is also anxious to ensure that its regional Ländesbanks are kept out of the scope of supervision.Meanwhile, Moscovici called for new political structures, and possible treaty change, for the eurozone. "We need to look at the role of the executive in the eurozone and a eurozone minister", he said, while also mooting the possibility of creating a committee of MEPs charged with dealing solely with the single currency area.MEPs expressed concern that further integration of the 17 eurozone countries with banking union risks the fragmentation of banking supervision and of the single market.
However, Schaeuble said that the best way to ensure "fair treatment in banking supervision" was for the ten non-euro countries to participate in the banking union.

Spain to get bank bailout next week

BRUSSELS - Eurozone finance ministers agreed Monday (3 December) that €39.5 billion will be paid to prop up Spain's banks.Speaking with reporters after the meeting, Jean Claude Juncker, who chairs the 17 member Eurogroup, stated that Spain had taken steps to fulfil its terms of the bailout."The implementation of the program is well on track, meeting all required conditionality steps as enshrined in the memorandum of understanding," he said."We have also welcomed the decision by the ESM (European Stability Mechanism) board of directors to authorise the first tranche of the programme of up to 39.5 billion (euros). The disbursements will be made in mid next week," Juncker said.The four nationalised Spanish banks will receive €36.97 billion in European aid. Of this, €17.96 billion - will go to Bankia, which holds 10 percent of Spanish savings deposits, while €5.43 billion will be disbursed to Novagalicia, €9.08 billion to CatalunyaCaixa and €4.5 billion to Banco de Valencia.A further €2.5 billion will be paid into Spain's state-backed "bad bank," set up to bear losses, estimated at up to €60 billion, following the collapse of the country's property market.
The loans have a 12.5 year maturity meaning a repayment date of 2025, with Spain obtaining an interest rate averaging at less than 1 percent.Spain's finance minister, Luis De Guindos, welcomed the deal. "We believe these are advantageous conditions, that will help heal, restructure and overcome the problems in the Spanish banking system. It's positive, it's fundamental, it's vital and we won't make the mistakes of the past," he said.
Portugal also received assurances that it would receive €2.5 billion in January as part of its bailout deal."Provided the authorities persevere with strict programme implementation, we reaffirmed our commitment to support Portugal until full market access is regained."Following the conclusion of this review, which we expect shortly, Portugal will receive 2.5 billion (euros) in January -- 2.5 billion that means 1.6 billion from EFSF/ESM and 0.9 billion from the IMF.Juncker indicated that eurogroup talks on emergency funding for Cyprus would continue on 13 December.Meanwhile, speaking after the meeting Juncker revealed that he would stand down as the eurogroup chairman at the end of the month. Juncker, who serves as both the Prime Minister and Finance minister of Luxembourg, has held the post since 2005.Germany's Wolfgang Schaueble and France's Pierre Moscovici are already being touted as the front-runners for the job, although the Germans, through Klaus Regling, who was appointed as director of the ESM, have a senior EU finance post.While Juncker has previously indicated support for Schaueble, he refused to be drawn on the matter. "I don't have to endorse anyone, I asked my colleagues to provide for my successor," he said.

With elections around the corner, is Netanyahu bluffing on E1?

In announcing dramatic settlement expansion, the PM may have brought Israel-Europe relations to a new nadir. But that does not necessarily spell a protracted crisis

‘This is a new low in our relation with Europe,” a veteran Israeli diplomatic official told The Times of Israel on Monday evening. “When was the last time five ambassadors were summoned to hear harsh criticism? I don’t remember such a thing ever happening.”The fact that Britain, France, Spain, Sweden and Denmark took the unprecedentedly harsh step of calling in their Israeli ambassadors to rebuke them over Israel’s plans to build 3,000 new homes in the West Bank and East Jerusalem — and especially in the E1 area east of Jerusalem — undoubtedly signifies a grave diplomatic crisis.But although already strained relationships between foreign leaders and Prime Minister Benjamin Netanyahu reached a nadir this week, the perception that the Europeans are now Israel’s foes is somewhat exaggerated. The US and Europe indeed worry about Israel’s stated intention to intensify settlement building beyond the Green Line, and are increasingly frustrated with what they perceive as Netanyahu’s drive to torpedo the possibility of a two-state solution. But according to some European diplomats, the world is sure that Netanyahu will not actually go through with the most alarming part of his plan.The international community expresses disappointment and frustration every time Jerusalem announces plans to build Jewish homes beyond the Green Line — in both what Israel says is its sovereign capital Jerusalem, and in the East Bank. And for all the stated dismay over the expansion of East Jerusalem neighborhoods such as Ramat Shlomo in the city’s north, and Har Homa in the capital’s south, the world is particularly worried about Israel’s plans to de-freeze development in the E1 corridor, which connects Jerusalem to Ma’aleh Adumim, one of the largest West Bank settlements. That’s because building up this area is seen as the one step that would deal a death blow to an already ailing peace process.“If construction goes ahead as planned in the E1 area, this will divide the West Bank in two, Jerusalem will be cut off from the West Bank, and any meaningful two-state solution will be impossible to achieve,” said Norwegian Foreign Minister Espen Barth Eide, echoing many of his colleagues.And yet many European diplomats, while certainly concerned about the prospects of additional Israeli settlement construction, do not think Netanyahu is actually going to build up E1.“E1 is definitely the key word — it’s a red line that cannot be crossed, and the American and European governments did right to condemn Israel’s announcement. But really, hardly anyone thinks that the Israeli government is actually going to cross that line,” a senior European diplomat told The Times of Israel on Tuesday. “Netanyahu is playing with fire by making these kinds of announcements. But I don’t see the bulldozers rolling.”The international community is deeply worried about the political signal Israel is sending by boasting of its intention to expand settlements in blatant disregard of international opposition, the senior diplomat said. By approving construction in the West Bank and creating additional facts on the ground, he said, Jerusalem gives the impression that it does not intend to work toward a two-state solution and a Palestinian state.But the world’s capitals are also aware that Netanyahu is in the midst of an election campaign. Faced with a humiliating defeat last week at the United Nations General Assembly, which overwhelmingly (138 to 9) awarded nonmember state status to Palestine, the prime minister felt the need to retaliate, they believe. And despite those harsh reactions to the prospects of increased settlement building — the summoning of the ambassadors, the calls for a volte face, the US dismay and pressure — Netanyahu, the assessments in the diplomatic community go, Netanyahu cannot publicly back down now, less than 50 days before Israel heads to the polls. He will keep up the bellicose rhetoric to avoid appearing weak. But what will happen on the ground is a different story.Most Israelis believe that Ma’aleh Adumim will be a part of Israel in any future peace agreement, and many do not see why building in E1 would cause such outrage. So what Jerusalem may really be saying to the international community is this: We had to do something to punish the Palestinians for going unilaterally to the UN, so we announced our intention to increase settlement construction. We even threatened to make a contiguous Palestinian state impossible by building up E1. But if the Palestinian hold their fire, so will we.Furthermore, Jerusalem has been keen to point out that the E1 plan is still on the drawing board.“No decision has been made to actually build in E1,” a government official told The Times of Israel on Monday night. “We decided to build 3,000 new units in Jerusalem and the settlement blocs and to allow planning and zoning in other areas, including E1,” he clarified, emphasizing that planning and zoning were the first of about a dozen steps that had to be taken before actual construction could commence.All of this is not to say that the US and the Europeans aren’t angry at what they perceive as Netanyahu’s petty, problematic and counterproductive response to the Palestinians’ UN status upgrade. And there are several painful measures that European nations in particular could take to punish Israel for expanding what they deem to be illegal settlements to Jerusalem’s north and south.“They could start labeling West Bank products as coming from the occupied Palestinian territories, or they could refuse to help us when we need their votes at the United Nations Human Rights Council, or they could be less forthcoming on the Iranian issue,” an Israeli official said. “There are many things for which we routinely solicit their assistance, and they could turn a cold shoulder.”Turning a cold shoulder, but not, it appears, walking out on Israel altogether. The statement appeared also to suggest that it is business as usual at the presidential palace despite the planned rally.A large turnout would signal sustained momentum for the opposition, which brought out at least 200,000 protesters to Cairo's Tahrir Square a week ago and a comparable number on Friday, demanding that Morsi's decrees be rescinded. Hundreds of protesters also have camped out in Tahrir, birthplace of last year's uprising, for close to two weeks.The Islamists responded by sending hundreds of thousands of supporters into Cairo's twin city of Giza on Saturday and across much of the country. Thousands also imposed a siege on Egypt's highest court, the Supreme Constitutional Court.The court had been widely expected Sunday to declare the constitutional assembly that passed the draft charter on Friday to be illegitimate and to disband parliament's upper house, the Shura Council. Instead, the judges went on strike after they found their building under siege by protesters.The opposition has yet to say whether it intends to focus its energy on rallying support for a boycott of the Dec. 15 vote or defeating the draft with a "no" vote."We haven't made any decisions yet, but I'm leaning against a boycott and toward voting 'no'," said Hossam al-Hamalawy of the Socialist Revolutionaries, a key group behind last year's uprising. The country's privately owned TV networks planned their own protest Wednesday, when they will blacken their screens all day.Morsi's Nov. 22 decrees placed him above oversight of any kind, including the courts. The constitutional panel then rushed through a draft constitution without the participation of representatives of liberals and Christians. Only four women, all Islamists, attended the marathon, all-night session.The charter has been criticized for not protecting the rights of women and minority groups, and many journalists see it as restricting freedom of expression. Russia, China urge North Korea to drop rocket launch plan

MOSCOW/BEIJING (Reuters) - Russia and China urged North Korea on Monday not to go ahead with a plan for its second rocket launch of 2012, with Moscow saying any such move would violate restrictions imposed by the U.N. Security Council.North Korea's state news agency on Saturday announced the decision to launch another space satellite and reportedly told neighbors it would take a similar path to that planned for a failed rocket launch in April."We urgently appeal to the government (of North Korea) to reconsider the decision to launch a rocket," the Russian Foreign Ministry said in a statement.North Korea on Monday notified the U.N. shipping agency, the International Maritime Organization, about the launch, which was scheduled to take place between December 10 and December 22 at between 11.00 a.m. and 5.00 p.m. EST.The rocket's first stage drop-off would take place off the west coast of the Korean Peninsula, while the second stage would occur off the Philippines - both stages nowhere near Japan, coordinates provided by Pyongyang showed.Echoing its criticism of the April launch, Russia said North Korea had been warned not to ignore a U.N. Security Council resolution which "unambiguously prohibits (it) from launching rockets using ballistic technology".China was not so direct in its criticism of North Korea, but urged "all sides" not to take any action that "worsens the problem"."China believes that maintaining peace and stability on the Korean peninsula and in Northeast Asia accords with the interests of all sides and is the joint responsibility of all sides," Foreign Ministry spokesman Hong Lei told reporters."In the present circumstances, we hope all sides can be calm and restrained and not take any moves to worsen the problem. North Korea says its rockets are used to put satellites into orbit for peaceful purposes. Russia said in its statement North Korea would be allowed to exercise its right to peaceful activity in space only if the U.N.-imposed restrictions were lifted.The warnings come just weeks before South Korea's December 19 presidential election in which how to handle North Korea is a major campaign issue. The isolated North has for years tried to influence major events in the South by issuing propaganda or launching armed attacks.

North and South Korea have been technically at war since their 1950-53 conflict ended in a truce, not a peace treaty, and regional powers have for years been trying to rein in the North's nuclear program.

Countries trying to stop North Korea's arms program believe it is using rocket launches to perfect technology to build a missile arsenal capable of delivering a nuclear warhead to the United States.North Korea is under U.N. sanctions that ban trading in missile or nuclear technology that have driven its already dire economy deeper in trouble by cutting off what was once a lucrative source of hard cash.Russia has often balanced criticism of the nuclear activities and missile launches of North Korea, a Soviet-era client state, with calls on other powers to refrain from belligerent actions against it, which Moscow says can be counterproductive.Russia is a permanent member of the U.N. Vietnam condemns China's sea claims as "serious violation"

HANOI/NEW DELHI (Reuters) - Vietnam condemned on Tuesday China's claims to disputed South China Sea islands as a serious violation of its sovereignty after saying it was setting up patrols to protect its fisheries and accusing Chinese boats of sabotage.The condemnation of China's claims to the sea and its numerous reefs and tiny islands was the strongest yet from Vietnam since tension flared this year and came after India declared itself ready to send navy ships to safeguard its interests in the disputed waters.Claims by an increasingly powerful China over most of the South China Sea have set it directly against U.S. allies Vietnam and the Philippines, while Brunei, Taiwan and Malaysia also claim parts of the mineral-rich waters.

Vietnam's condemnation came a day after its state oil and gas company, Petrovietnam, accused Chinese boats of sabotaging an exploration operation by cutting a seismic cable being towed behind a Vietnamese boat.Vietnam's Foreign Ministry spokesman condemned the cable cutting as well as some recent Chinese provincial regulations that identified the disputed Spratly and Paracel islands as Chinese, and a map that did the same thing."The actions of the Chinese side have seriously violated Vietnam's sovereignty over the two archipelagos," the spokesman, Luong Thanh Nghi, said in a statement.Vietnamese Foreign Ministry officials met representatives of the Chinese embassy in Hanoi on Monday, Nghi said.The Vietnamese officials handed over a diplomatic note "resolutely opposing the above mentioned actions by the Chinese side, asking China to respect Vietnam's sovereignty, to immediately stop such wrongful acts and not to repeat similar actions."
Earlier, Vietnam said civilian-led patrols, backed by marine police and a border force, would be deployed from January 25 to stop foreign vessels violating fishing laws in Vietnam's waters.A decree on the Vietnamese patrols was signed on November 29, the day Chinese media announced new rules authorizing police in the southern Chinese province of Hainan to board and seize foreign ships in the South China Sea.
"It's going to lead to friction," Carl Thayer, a Southeast Asia security expert at the University of New South Wales in Australia, said of China's new rules that take effect from January 1 on boarding ships which "illegally enter" waters it claims."If it begins to assert these rights and isn't challenged, over time it becomes customary, it becomes practice."On Monday, Petrovietnam said the seismic vessel had been operating outside the Gulf of Tonkin when the cable was severed on Friday. It had earlier been surveying the Nam Con Son basin further south - an area where Indian state-run explorer Oil and Natural Gas Corp (ONGC) has a stake in a Vietnamese gas field.Petrovietnam posted on its website comments by the deputy head of exploration, Pham Viet Dung, in which he said the cable was repaired and the survey resumed the following day."The blatant violation of Vietnamese waters by Chinese fishing vessels not only violates the sovereignty ... of Vietnam but also interferes in the normal operations of Vietnamese fishermen and affects the maritime activities of Petrovietnam," Dung was quoted as saying.Asked about the complaint, Chinese Foreign Ministry spokesman Hong Lei told a briefing in Beijing that China was checking the reports of the incident, which he said was understood to have taken place in an area of overlapping claims."Chinese fishing boats were operating in normal fishing activities," Hong said.

India has also declared itself ready to deploy naval vessels to the South China Sea to protect its oil-exploration interests there, a new source of tension in a disputed area where fears of conflict have been growing steadily.Indian navy chief, Admiral D.K Joshi, said on Monday that, while India was not a territorial claimant in the South China Sea, it was prepared to act, if necessary, to protect its maritime and economic interests in the region."When the requirement is there, for example, in situations where our country's interests are involved, for example ONGC ... we will be required to go there and we are prepared for that," Joshi told a news conference."Now, are we preparing for it? Are we having exercises of that nature? The short answer is yes," he said.An Indian government spokesman on Tuesday played down the comments: "This is an issue for the parties concerned to resolve."India is not the only non-claimant nation concerned about disruption to shipping or oil exploration in the South China Sea. The United States, a close ally to several of the Southeast Asian claimants, has also voiced concern at the prospect of China stopping international ships in contested waters.India has sparred diplomatically with China in the past over its gas and oil exploration block off the coast of Vietnam.Any display of naval assertiveness by India in the South China Sea would likely fuel concern that the navies of the two rapidly growing Asian giants could be on a collision course as they seek to protect trade routes and lock in the supply of coal, minerals and other raw material from foreign sources.

(Reuters) - The Vatican hailed the United Nations' implicit recognition of a Palestinian state on Thursday and called for an internationally guaranteed special status for Jerusalem, something bound to irritate Israel.
The 193-nation U.N. General Assembly overwhelmingly approved a resolution to upgrade the Palestinian Authority's observer status at the United Nations from "entity" to "non-member state," the same status as the Vatican."The Holy See welcomes with favor the decision of the General Assembly by which Palestine has become a Non-member Observer State of the United Nations," a statement said.But it also said it was a "propitious occasion" to recall a "common position" on Jerusalem expressed by the Vatican and the Palestine Liberation Organisation when the two sides signed a basic agreement on their bilateral relations in 2000.
Thursday's statement called for "an internationally guaranteed special statute" for Jerusalem, aimed at "safeguarding the freedom of religion and of conscience, the identity and sacred character of Jerusalem as a Holy City, (and) respect for, and freedom of, access to its holy places."The Vatican's re-stating of its position on Jerusalem, which has remained mostly dormant for years, was bound to irk Israel, which says there is no need for an international status for Jerusalem because those guarantees already exist.Israel declared Jerusalem its "united and eternal" capital in 1980 after annexing East Jerusalem in the Six Day War in 1967. World powers have not recognized the annexation.Palestinians want East Jerusalem to be the capital of an eventual state.Israel has always resisted the concept of any form of international mandate over Jerusalem.

Jerusalem - The historic Covenant of Jerusalem was presented to the Israeli government on Wednesday, May 19, 1993.It marked the conclusion of a year of celebrating the 25th anniversary of the Holy City's reunification, which reaffirmed the indelible bond between the Jewish people and its eternal spiritual and cultural capital.On May 31, 1992 a proclamation, under the signatures of Deputy Minister Avraham Verdiger, Mayor Teddy Kollek and Jewish Agency Chairman Simcha Dinitz, was sent to Jewish communities around the world, inviting them to share in this moment of history with Jerusalem.Ministry Director-General Yeshayahu Barzel said the year-long celebration had three goals. First, to strengthen the feeling that the entire Jewish people stand united with Israel on the indivisibility of Jerusalem; second, to impart to all Jews - especially those in the former Soviet Union who have been cut off from world Jewry for four generations - a feeling of unity; and third, to remind the non-Jewish world that the entire Jewish people are unified on the emotional and religious significance Jerusalem has for Jews everywhere.Although there has been considerable opposition from those who want Jerusalem to be an "international city," the covenant of Jerusalem was inspired by the covenant renewal ceremony convened by Ezra and Nehemiah for the Israelites who returned to their homeland from Babylon.According to David A. RAMALLAH, West Bank (AP) — The Palestinian president returned triumphantly to the West Bank on Sunday, receiving a boisterous welcome from thousands of cheering supporters at a rally celebrating his people's new acceptance to the United Nations.An Israeli decision to cut off a cash transfer to the financially troubled Palestinian Authority, following an earlier decision to build thousands of new homes in Jewish settlements, failed to put a damper on the celebrations.But Palestinian officials acknowledged they were undecided on what to do with their newfound status, and were waiting for upcoming Israeli elections and new ideas from President Barack Obama before deciding how to proceed.Outside the headquarters of President Mahmoud Abbas in the West Bank city of Ramallah, some 5,000 people thronged a square, hoisted Palestinian flags and cheered their leader's return from New York. Large posters of the Palestinian leader, whose popularity had plummeted in recent months, adorned nearby buildings."We now have a state," Abbas said to wild applause. These incident were shown as a Power Point presentation to Israeli government ministers during a briefing on Sunday.The briefing was presented by Strategic Affairs Ministry Director-General Yossi Kuperwasser, the coordinator of the professional team that is monitoring the issue and which is constantly updating the "Culture of Peace and Incitement Index in the Palestinian Authority."In the period under review there was a negative record in expressions of hatred and incitement against Israel as seen in remarks by senior Palestinian Authority officials, on official websites, in the media and in the Palestinian Authority education system. Examples were shown of the use of Hitler's ideas, the adoration of suicide terrorists, anti-Semitic caricatures, the complete ignoring of Israel on official maps, calls for a return to Jaffa and Haifa, etc.The messages, Kuperwasser told cabinet members, “are being distributed by senior Palestinian officials, on the PA's official web sites, in the media and in the educational system.” The anti-Israel incitement has increased significantly in the past three years, he said.“The incitement is one of the main issues holding back the possibility of peace,” Kuperwasser said. “PA chief Mahmoud Abbas has no intention of holding back these messages, and instead has chosen to enter into a process designed to destroy the Jewish state,” he added.Prime Minister Binyamin Netanyahu said at the briefing, "This is additional proof that this is not a dispute over land but a denial of the existence of the State of Israel. Their unwillingness to accept a Jewish state in any borders whatsoever is the root of the conflict. When there is a map that shows Palestine over the entire area of Israel, there is a conflict here over the very existence of the State of Israel in all its territory. The Palestinian Authority is unwilling to move towards accepting the existence of the State of Israel. It is poisoning the Palestinian public.“The Palestinians want to use the diplomatic process in order to bring about the end of the State of Israel,” he said. “Going to the UN is part of this. The Palestinian Authority is waging a struggle over the very existence of the State of Israel. While we are prepared to recognize them, they deny our existence. We would have long since reached a solution if they had wanted it.”Prime Minister Netanyahu directed that the matter be brought to the attention of the countries that voted in favor of the PA’s unilateral move at the UN, which contravenes all the agreements.
Strategic Affairs Minister Moshe Yaalon said, "As long as the Palestinian Authority educates its people toward hatred, and non-recognition, of Israel, there will not be peace. They are sending deep messages and this education is being absorbed by all sections of the populace, especially the younger generation."

Eurozone bailout funds downgraded over France

BERLIN - Moody's ratings agency on Friday (30 November) downgraded the eurozone's two bailout funds following a recent similar move on France, the second-largest contributor to the rescue funds.The European Stability Mechanism, a permanent €500 billion-strong fund established on 9 October, was downgraded to Aa1 - the second-best available rating. Its predecessor - the European Financial Stability Facility due to be phased out next year - was downgraded to a "provisional" Aa1. Further downgrades may follow, Moody's said.Both funds have France as their second-largest contributor and Moody's on 18 November decided to strip the French state of its top rating due to its sluggish economy and worsening competitiveness compared to Germany."The credit risks and ratings of the ESM and the EFSF are closely aligned to those of its strongest supporters," Moody's said. France's downgrade reflects a "marginal diminution in the certainty" Paris will repay its debt and honour its commitment to pay its share to the ESM, Moody's explained.The ratings agency kept Germany's top rating unchanged. Germany is the largest contributor to the two bailout funds, which are being used for raising money on the markets to fund the bailout programmes for Greece, Ireland, Portugal and Spain."Moody's rating decision is difficult to understand," Klaus Regling who chairs both funds said in a statement."We disagree with the rating agency's approach which does not sufficiently acknowledge ESM's exceptionally strong institutional framework, political commitment and capital structure," he added.However, given that Aa1 is the second-best available rating, the downgrade will not "inhibit ESM or EFSF in any way" to issue bonds and borrow money, Regling said.European Central Bank chief Mario Draghi said during a conference in Paris on Friday that the downgrade will have little effect but that it was a "signal to be taken seriously."

EU law for ratings agencies

Meanwhile, a deal by EU countries and the European Parliament sealed earlier this week seeks to limit the influence of big credit rating agencies.Moody's, Standard&Poor's and Fitch are the world's three largest agencies and their assessments about the likelihood of whether countries and companies will pay back their debt are central their borrowing rates. If the rating is in the so-called junk category, certain banks and pension funds cannot buy them or accept them as guarantees for other banks' loans."Credit rating agencies will have to be more transparent when rating sovereign states, respect timing rules on sovereign ratings and justify the timing of publication of unsolicited ratings of sovereign debt," financial services commissioner Michel Barnier said in a statement."They will have to follow stricter rules which will make them more accountable for mistakes in case of negligence or intent."But some MEPs remain sceptical about how much this EU bill will do in changing agencies' behaviour."This reform is no big breakthrough in changing the rating agency market," said German Green MEP Sven Giegold, who was involved in the negotiations.

Clinton raps Palestinians, Israelis for letting peace slip away

WASHINGTON (JTA) — The Palestinians have missed multiple opportunities for peacemaking, but the Israelis have shown a lack of empathy, US Secretary of State Hillary Rodham Clinton said.“I think Israelis have good grounds to be suspicious” of Palestinians as a result of the stalled peace process, Clinton said last Friday at an event held in her honor in Washington by the Saban Forum, an annual assembly of US and Israeli leaders.“The Palestinians could have had a state as old as I am if they had made the right decision in 1947,” she said. “They could have had a state if they had worked with my husband and then-Prime Minister Barak at Camp David. They could have had a state if they’d worked with Prime Minister Olmert and Foreign Minister Livni.”Clinton was referring to negotiations in 2000 between Ehud Barak and Palestinian leader Yasser Arafat facilitated by President Bill Clinton, and then the 2007-08 negotiations between Ehud Olmert, Tzipi Livni and Palestinian Authority President Mahmoud Abbas under the auspices of President George W. Bush.Clinton blasted those who claim Israel was principally to blame for the collapse of the 2000 talks.“I don’t care how many people try to revise that history, the fact is [Arafat] said no at Camp David,” she said.And while Clinton said she was not fully satisfied with the 2010 partial settlement freeze instituted by Israeli Prime Minister Benjamin Netanyahu, she said it also was a missed opportunity for Abbas.“It wasn’t perfect, it didn’t cover East Jerusalem, but it covered much of the contested area in the West Bank,” she said. “But the fact was it was a 10-month settlement freeze. And [Netanyahu] was good to his word. And we couldn’t get the Palestinians into the conversation until the 10th month.”Clinton suggested that the resultant Israeli suspicion and “the lack of generosity, the lack of empathy” was inhibiting peace moves.

“There is more that the Israelis need to do to really demonstrate that they do understand the pain of an oppressed people in their minds, and they want to figure out, within the bounds of security and a Jewish democratic state, what can be accomplished,” she said.Clinton, who plans to step down early next year, said an Obama administration priority continued to be reviving peace talks.She said ensuring Israel’s security by keeping Iran from obtaining a nuclear weapon and assisting Israel in ending missile fire over its borders was a necessary component, but urged Israelis to cultivate, not sideline, moderates like Abbas.“At a time when violence commands attention, America and Israel must do better at demonstrating not just the costs of extremism but the benefits of cooperation and coexistence,” she said.The Saban Forum is convened by the Saban Center for Middle East Policy, a subsidiary of the Brookings Institution largely funded by Haim Saban, the entertainment mogul who aggressively backed Clinton in her bid in 2008 for the Democratic presidential nomination.Friday’s proceedings started with a video feting Clinton that also appeared to urge her to run in 2016. Along with the US, Canada, Panama and the Czech Republic, four tiny Pacific island nations — with a combined population that’s less than that of Petah Tikva — spared Israel still greater ignominy last Thursday. Could it be that they simply like us?

The fact that the overwhelming majority of nations voted on Thursday in favor of a resolution granting the Palestinians nonmember observer state status at the United Nations General Assembly was widely and accurately seen as proof of Israel’s international isolation — on the issue, at least. Still, there were eight countries that voted with Israel in the 138-9 diplomatic drubbing (with 41 abstentions).Who are these nations that dared to oppose China, France, Italy, Russia, Japan, Switzerland and 132 other nations? And why did they back the lost cause?Washington and Ottawa are Israel’s staunchest supporters in the international arena, so the no votes from the US and Canada came as no surprise. But they were joined by Panama and the Czech Republic, as well as four countries most people would have difficulty finding on a map: the Marshall Islands and the Federated States of Micronesia, Nauru and Palau.These four remote island nations, combined, have a population of about 205,000; that’s a bit less than the population of Petah Tikva. But in the UN General Assembly, every vote is equal, whether it belongs to China or to a 459-square-kilometer group of islands in the North Pacific Ocean, such as Palau.

The Marshall Islands, Micronesia, Nauru and Palau have a long history of voting similarly to the US. In 2010, for example, Micronesia echoed Washington’s vote at the US 47 times and only contradicted it three times. Palau followed the US lead in 96.5% of all votes.Some observers suggest that “checkbook diplomacy” is at work here, and that Israel or the US bought the tiny island states’ votes for cash.The Marshall Islands and Micronesia are states “in free association” with the US and are set to receive $3.5 billion from Washington in the next 10 years, the International Business Times reported last week. “Palau is also in free association with the US, having received $18 million annually from the US until 2009.”

Checkbook diplomacy certainly exists — in 2008, Nauru received $10 million from Russia for voting in favor of the breakaway nation of Abkhazia — but Israeli officials denied it was at play during Thursday’s vote.“We don’t have money to pour on the other states for their votes,” a diplomatic official told The Times of Israel on Sunday. Neither Jerusalem nor Washington put “a single cent or even half a cent on the table” in exchange for a pro-Israel vote, the official said.It was actually the other side that bought pro-Palestine votes, this official claimed, hinting that “some Gulf states” paid for the support of “a few poor Pacific states and governments in Africa.”Guatemala, meanwhile, gave Israel a “solemn promise” to vote against the Palestinian resolution, but ended up abstaining, the official said.Panama is consistently pro-Israeli and pro-American, he added. The Central American nation of 3.5 million, which is slightly smaller than South Carolina, said it believed that Palestine had the right to be recognized as a state and regretted not being able to vote for the resolution. “However,” the country’s foreign ministry said in a statement, Palestine “first needs to settle the differences with its neighbor, the State of Israel, which, like Palestine, is entitled to a life in peace and harmonious coexistence with Palestine and other states in the region.”

The Czech Republic’s vote delighted and surprised Israeli officials: It was the only European country to vote against the Palestinian statehood bid. “They have been consistently one of our best friends in the EU,” the official told The Times of Israel.Berlin actually tried to pressure Prague to at least abstain in Thursday’s vote, to present a more-or-less unified European position. “But they don’t care what anyone else says; they’re ballsy,” the official said.“We do not agree with any unilateral steps that may hamper or jeopardize the peace process leading to the two-state solution,” the Czech Foreign Ministry said in a statement. Prague voted against the resolution “because we are afraid that it might result in a further delay in the resumption of the negotiating process.”Prime Minister Benjamin Netanyahu promptly called his Czech counterpart, Petr Necas, and thanked him for his country’s “courageous” stance. He promised to stop by in Prague on his way to a state visit to Germany this week to personally thank him for “standing up for the truth and for peace.”

“The history of Israel and the Czech Republic has taught us that one must cling to the truth, even if the majority is not with you,” Netanyahu told Necas. “Your vote must serve as an example for all those who support peace, which can be achieved only via direct negotiations without preconditions.”Netanyahu and Foreign Minister Avigdor Liberman are also expected to call the leaders of the Marshall Islands, Micronesia, Nauru and Palau in the coming days to thank them personally for their support. Soon after Thursday’s vote, Netanyahu said that these nations deserve praise and that “history will judge them favorably.”“The Pacific Island nations actually surprised us last week,” Foreign Ministry spokesman Yigal Palmor told The Times of Israel on Sunday. “They usually side with us because of the very strong emotional ties we have, but this time round we thought only Micronesia was with us.”The “no” votes were the more surprising given that even many of Israel’s allies voted for the proposal, arguing that the Palestinians deserve a state and that this upgrade could reenergize the peace process.“It is no mystery that many world leaders and many nations feel very strongly about, and have very deep emotional bonds with, Israel and the Jewish people. That is not something so exceptional and sometimes it translates into actual votes at the UN,” Palmor said by way of explanation. “Voting at the UN General Assembly is always the result of complex and intricate sets of pressures and interests. Whoever takes a country’s vote at face value and thinks that a vote accurately reflects a country’s true opinion on the issue at hand doesn’t know much about international diplomacy.”

But the support of the Marshall Islands, Micronesia, Nauru and Palau did not come out of nowhere, said Michael Ronen, Israel’s non-resident ambassador to 13 Pacific Islands, including the Marshall Islands and Micronesia, adding that he spent a lot of time lobbying before Thursday’s vote.“We weren’t surprised that these four countries voted against a Palestinian state,” Ronen told Yedioth Ahronoth. “We’ve been working there in an orderly and continuous fashion for 30 years. We don’t tell them that we’re sending them an Israeli doctor in exchange for their vote. Other countries discover the Pacific only when they need it. A nation suddenly needs votes at the UN and instantly embraces these countries, offering them assistance, only to forget about them afterwards. We don’t work like that.”Israel doesn’t buy votes, but it does send aid to the Pacific. Medical and agricultural experts have traveled to the South Pacific from Israel, and in the 1990s an Israeli coach trained a Micronesian national team. In addition, the leaders of these tiny island nations receive royal welcomes whenever they come to Israel, which adds to the warm feelings they feel toward the Jewish state.“Whenever somebody likes us, it feels strange to us, almost like it’s against the laws of nature. But I don’t agree with that,” Ronen opined. “Their knowledge of us is based on the Bible and on Christianity… They really value the Jewish people and the State of Israel, what we’ve achieved and what we represent.”

Forces pound Damascus suburbs, flights to resume

BEIRUT (Reuters) - Syrian forces pounded rebel-held suburbs around Damascus with fighter jets and rockets on Sunday, opposition activists said, killing and wounding dozens in an offensive to push rebels away from the airport and stop them closing in on the capital.The army struck hard after a week of rebel advances, including the capture of two military bases near the capital. Rebels had been planning to push into central Damascus from their strongholds on the outskirts and fighting in the past week has been fierce.Activists said heavy rocket fire struck towns close to the Damascus airport road, where rebels and the army had been locked in three days of clashes. Some described constant shelling, similar to carpet bombing, in towns like Beit Saham."It was frightening because it was the first time we heard continuous shelling. Really powerful explosions, one after the other, were shaking the area. I could see fire coming up from the town," said Samir al-Shami, from the opposition's Syrian Youth Union, speaking by Skype."This was the worst day in those people's lives."In a sign the government had regained some control over the airport, EgyptAir said it was resuming flights to Damascus and the northern city of Aleppo on Monday after a three-day halt in which Damascus airport was effectively closed due to unrest. The airline's head said conditions were stable.
No comment was immediately available from Emirates Airline, which had also suspended its flights indefinitely.The army's assaults appear to have staved off a rebel advance into central Damascus so far. But neither side has gained ground in recent days, and fighting continued along the outskirts of the city despite heavy shelling by Syrian President Bashar al-Assad's forces.But rebels said the area around Damascus airport was not secure, with clashes still erupting along the road. It is difficult to verify opposition reports because the government restricts media access into Syria.Other activists said the road was in army hands but the area was still unstable due to fighting in nearby towns like Beit Saham, about 1 kilometer away.
"No one controls that road. The army has tanks along the road, but the whole area is exposed to rebel attacks and they could fire on it any time," said one, asking not to be named.
DEADLY ROCKET ATTACKS
Rocket attacks on Sunday killed at least 10 in the town of Deir al-Asafir, 12 km east of Damascus, activists said. Video published by activists from the town showed at least five bodies, one of them a young boy and one an elderly man. The other bodies were wrapped in blood-spattered white sheets.Syrian security officials and diplomatic sources say the army's goal is to push rebels back and seal off central Damascus from the surrounding suburbs where the opposition is dominant.Rebels say they want to control the airport because the army has used it to bring in weapons. Western intelligence reports earlier this year said that Iran, Assad's main backer, had been using civilian aircraft to fly military equipment and personnel through Iraqi airspace into Syria.U.S. officials say the arms flow into Syria has continued due to Iraqi reluctance to check flights, according to a New York Times article. It said only two inspections had occurred since Iraq agreed to a U.S. request in September and that Iran may have been tipped off about the searches.Iraqi Prime Minister Nuri al-Maliki told reporters in Baghdad on Sunday there was no such request."There is no ability to inspect all planes destined to Syria and there was no U.S. request to inspect all aircrafts because they know that this is not possible," he said.Lebanese troops clashed with Syrian rebels on the border between the two countries on Sunday in what a security source called the first such incident between Lebanon's army and the rebels.
The clash occurred when a Lebanese border patrol spotted the rebel fighters along the border and the rebels opened fire to prevent the patrol from approaching, said a Lebanese military source. He said there were no casualties.
CAR BOMBINGS
In Syria's central city of Homs, a car bomb killed at least 15 people and wounded 24 on Sunday, Syria's state news agency SANA said. It said the blast in the city's Hamra district also damaged many nearby residential buildings. The government and the opposition traded blame for the blast.There has been a rise in the number of car bombs around the country. The British-based Syrian Observatory for Human Rights, which has a network of activists across Syria, reported four car bombs on Saturday.The group gave a preliminary death toll for Sunday's fighting of 140.Violence has risen in Syria particularly since rebels began to contest Assad's control around the capital and Aleppo, Syria's largest city, but foreign powers remain deadlocked.Western countries support the opposition but Russia, Syria's main arms supplier, and China have blocked three U.N. Russia may soften religion law over Putin concerns

MOSCOW (Reuters) - Russian lawmakers are reworking a draft law introducing prison terms for religious offences after signs that Vladimir Putin is concerned it could undermine the delicate balance between the country's many religions.The president's party proposed the law after two members of the Pussy Riot punk band were jailed for two years over a protest in a cathedral against Putin's increasingly close ties with the Russian Orthodox Church.Putin has trod a thin line between celebrating a secular state of many religions and promoting the Russian Orthodox Church since rising to power in 2000, but has leaned more on the Orthodox Church for support since starting his third term as president in May following protests against his rule.Opponents say the draft law is intended as part of broader Kremlin moves to suppress dissent and bolster public support by casting Putin, a former KGB spy, as the protector of religious believers.
Critics have also said the definition of offending religious feelings is so broad and vaguely defined in the draft law that it risks being ineffective or applied selectively in practice, hurting relations between Russia's many religions."The impression is that in the Kremlin they understood that somehow they have overdone it," said Alexei Malashenko, a religion expert at the Carnegie Moscow Center think tank."The goal of this law is still to tighten regulations in general but they understand that a too radical tightening is dangerous so they will consult now and hold talks, especially as at the Kremlin itself there is no unanimity on that matter."Yaroslav Nilov told Reuters that the parliamentary committee overseeing the legislation, which he heads, was looking again at the wording after Putin told his advisory council on human rights that lawmakers should not rush with the bill.He did not comment on the jail term it now envisages -- up to three years for offending religious feelings and up to five years for inflicting damage on religious sites or holy books, in addition to fines and community work."What does offending religious feelings mean? Is the most important principle for Muslims, that there is no God but Allah, an offence to the religious feelings of Christians?," said Alexei Grishin, a member of Russia's Civic Chamber, an advisory body to the Russian authorities."Most likely it is if you approach it very stringently, as it suggests all other gods are not really gods. So the law really needs to be worded very precisely, otherwise it would lead to unpredictable consequences."
RUSSIAN ORTHODOX CHURCH RESURGENT
The Russian Orthodox Church has been resurgent since the collapse of the Soviet Union in 1991, but atheistic traditions are also strong after decades of repression of religious faith during the Soviet Communist era.About three in four Russians say they are Orthodox Christians and a vast majority were outraged by the profanity-laced Pussy Riot protest in February, although far fewer supported the tough sentences, opinion polls showed.The two members of the all-female protest band were sentenced for hooliganism motivated by religious hatred.Nilov, head of parliament's committee on civic and religious groups, said he hoped the jail terms would stay."We are refining the wording. The law will only be passed next year," he said, adding that one change discussed was aimed at avoiding legal discrimination of atheists."For example, we will move away from talking of safeguarding the feelings of believers towards creating a punishment for offending people because of their views on religion. Egypt's top court shuts down, blames Islamist protesters

CAIRO (Reuters) - Protests by Islamists allied to President Mohamed Mursi forced Egypt's highest court to adjourn its work indefinitely on Sunday, intensifying a conflict between some of the country's top judges and the head of state.The Supreme Constitutional Court said it would not convene until its judges could operate without "psychological and material pressure", saying protesters had stopped the judges from reaching the building.Several hundred Mursi supporters had protested outside the court through the night ahead of a session expected to examine the legality of parliament's upper house and the assembly that drafted a new constitution, both of them Islamist-controlled.The cases have cast a legal shadow over Mursi's efforts to chart a way out of a crisis ignited by a November 22 decree that temporarily expanded his powers and led to nationwide protests against him and his Muslim Brotherhood group.The court's decision to suspend its activities appeared unlikely to have any immediate impact on Mursi's drive to get the new constitution passed in a national referendum on December 15.Judges supervise voting in Egypt, and Mursi will need them to oversee the referendum.But in a blow to the president, an influential body representing judges decided on Sunday not to oversee the vote, the state news agency reported. The Judges' Club's decisions are not binding on members, however.Vice President Mahmoud Mekky said on Sunday he was confident the judges would perform that role, despite calls by Mursi's critics in the judiciary for a boycott.Three people have been killed and hundreds wounded in protests and counter-demonstrations over Mursi's decree.At least 200,000 of Mursi's supporters attended a rally at Cairo University on Saturday. His opponents are staging an open-ended sit-in in Cairo's Tahrir Square, the cradle of the uprising that toppled Hosni Mubarak in February 2011.The National Salvation Front, an alliance of liberal, leftist and socialist opposition groups, called for protests in Tahrir Square on Tuesday against Mursi holding the referendum on what it branded an "illegitimate constitution".Mursi and the Muslim Brotherhood, which propelled him to power in a June election, hope to end the crisis by pushing through the new constitution hastily adopted by the drafting assembly on Friday. The next day the assembly handed the text to Mursi, who called the referendum and urged Egyptians to vote."The Muslim Brotherhood is determined to go ahead with its own plans regardless of everybody else. There is no compromise on the horizon," said Hassan Nafaa, a professor of political science at Cairo University.
DEEP SUSPICION
Outside the Supreme Constitutional Court, Muslim Brotherhood supporters rallied behind the referendum date. "Yes to the constitution," said a banner held aloft by one protester. Chants demanded the "purging of the judiciary".The interior minister told the head of the court that the building was accessible and that the protests were peaceful, according a statement from the ministry.The protest reflected the deep suspicion harbored by Egypt's Islamists towards a court they see as a vestige of the Mubarak era. The same court ruled in June to dissolve the Muslim Brotherhood-led lower house of parliament.Since then, several legal cases have challenged the legitimacy of the upper house of parliament and the 100-member constituent assembly that wrote the constitution.Those against the upper house have focused on the legality of the law by which it was elected, while the constitutional assembly has faced a raft of court cases alleging that the way it was picked was illegal.Mursi believes securing approval for the new constitution in a popular referendum will bury all arguments on the legality of the constituent assembly, as well as controversy over the text it worked through the night to finish on Friday.It will also override the November 22 decree that drew concern from Western governments and a rebellion by sections of the judiciary. The decree shielded Mursi from judicial oversight.While the Islamists' critics, including representatives of the Christian minority, have accused the Brotherhood of trying to hijack the constitution, investors appear to have seen Mursi's moves as a harbinger of stability. They were also relieved that Saturday's mass Islamist protest went off calmly.The main stock market index, which lost a tenth of its value in response to Mursi's November 22 decree, rallied more than 2 percent when the market opened on Sunday."The events that took place through the weekend, from the approval of the final draft of the constitution and the president calling a referendum, gave some confidence to investors that political stability is on track," said Mohamed Radwan of Pharos Securities, an Egyptian brokerage.
OPPOSITION INFURIATED
But opposition parties have been infuriated by what they see as the Brotherhood's attempt to ram through a constitution that does not enjoy national consensus. Mursi's opponents warn of deeper polarization ahead.
Liberal figures, including former Arab League chief Amr Moussa, pulled out of the constituent assembly last month, as did Christian representatives.The draft constitution contains Islamist-flavored language which opponents say could be used to whittle away human rights and stifle criticism. It forbids blasphemy and "insults to any person", does not explicitly uphold women's rights and demands respect for "religion, traditions and family values".New York-based Human Rights Watch said the draft constitution protected some rights while undermining others.The text limits presidents to two four-year terms, requires parliamentary approval for their choice of prime minister, and introduces some civilian oversight of the military - although not enough for critics. Mubarak ruled for three decades.Mursi described it as a constitution that fulfilled the goals of the revolution that ended Mubarak's rule.
