Israel tests SMS missile alerts as Iran chatter grows

Israel on Sunday began testing an SMS system for warning the public of an imminent missile attack as chatter over a possible strike on Iran dominated the Israeli press headlines.As testing began, Prime Minister Benjamin Netanyahu said Israel had chalked up "a significant improvement" in its home front defence capabilities, mentioning its highly-vaunted anti-missile systems such as Iron Dome and Arrow 2."There has been a significant improvement in our level of defence capacity on the home front: with Iron Dome, with the Arrow, in terms of protection and shelters, in advanced warning systems and in other areas," he said at the start of the weekly cabinet meeting."But all the threats which are directed towards the Israeli home front are dwarved by another threat -- different in both its scope and its essence. And so I repeat: Iran must never be allowed to get nuclear weapons."With front page stories in two papers suggesting Tehran had made progress towards the manufacture and assembly of a nuclear warhead, Israel's Home Front Command began final tests of the SMS warning system which is expected to be operational by September."The Home Front Command will today start conducting nationwide testing of the 'Personal Message' alert system, which will end on Thursday," said a statement indicating that SMS texts in Hebrew, Arabic, English and Russian would be sent to subscribers on Israel's three main networks: Cellcom, Pelephone and Orange.The idea is that the SMS system could be used to warn the population of an imminent missile attack by Iran or Lebanon's Hezbollah militia if Israel strikes Tehran's nuclear facilities which it believes is a front for developing a bomb.
In recent days, talk of a possible strike on Iran has dominated the headlines, largely coming from unsourced officials quoting intelligence reports, none of which it was possible to verify."Iran has made progress toward nuclear warhead," was the headline in the Haaretz newspaper."The Iranians greatest progress recently is in the manufacture and assembly of a nuclear warhead," the paper said, quoting the official who was drawing his information from an intelligence report which an Israeli newspaper said was recently presented to US President Barack Obama.Although US officials declined to comment on the report, Israeli Defence Minister Ehud Barak referred to it directly last week, saying it "brings the American assessment much much closer to ours" and makes the Iranian issue "a bit more urgent.""Not prepared for war" was the headline in Yediot Aharonot, which questioned Israel's readiness to both mount a decisive military strike and to cope back home with the expected fallout."Will those preparations be enough to deal a crushing blow to Iran's nuclear facilities and allow Israel to cope with the repercussions of such an attack?" it said. "It is not at all clear that that is the case."It quoted statistics saying 700,000 civilians did not have bomb shelters, only half of Israel's population of 7.8 million people had gas masks, and that work to fortify 70 percent of the country's hospitals would not be completed until 2015.Although Israel charges that its arch foe Iran is driving for a nuclear bomb, the US intelligence services say only that they suspect it is seeking a weapons capability but that no decision has been taken on actually making one.Israel is widely suspected to have the region's sole, if undeclared, nuclear arsenal.

Two earthquakes in Iran kill 300 and injure 5,000

DUBAI (Reuters) - Overcrowded hospitals in northwest Iran struggled to cope with thousands of earthquake victims on Sunday as rescuers raced to reach remote villages after two powerful quakes killed nearly 300 people.Thousands huddled in makeshift camps or slept in the street after Saturday's quakes for fear of more aftershocks, 60 of which had already struck. A lack of tents and other supplies left them exposed to the night chill, one witness told Reuters."I saw some people whose entire home was destroyed, and all their livestock killed," Tahir Sadati, a local photographer, said by telephone. "People need help, they need warm clothes, more tents, blankets and bread."The worst damage and most casualties appeared to have been in rural villages around the towns of Ahar, Varzaghan and Harees, near the major city of Tabriz, Iranian media reported.Tabriz resident Ahmad, 41, told Reuters his cousin living in a village near Ahar was killed and his body found."Nobody knows what happened to his wife and two daughters," aged 4 and 7, Ahmad said. "We fear that if rescuers don't get to them soon, they will lose their lives too if they're still alive."
But Iranian officials said rescue operations had ended by Sunday afternoon and that all those trapped beneath the rubble had been freed, Iran's English-language Press TV reported.Many villages are hard to reach by road, hindering rescue efforts. Hospitals in Tabriz, Ardabil and other cities nearby took in many of the injured, residents and Iranian media said, and there were long queues of survivors waiting to be treated.
"I wanted to go there last night to help but heard there was bad traffic and that it wasn't safe enough," Ahmad said. "People in those villages need help."Abbas Falahi, member of parliament for Ahar and Harees, said people in some villages were still "in dire need of food and drinking water", the semi-official Mehr news agency reported."Despite the promises of officials, little first aide has been distributed in the region and most people are left without tents. If the situation continues, the toll will rise," he said.Aidin, a Tabriz resident, said he went to give blood at a local hospital on Saturday and saw staff struggling to cope with the influx of patients. Most patients had been taken there by their families, he said, indicating a shortage of ambulances.
Ahar's 120-bed hospital was full, said Arash, a college student in the town. There were traffic jams on the narrow road to Tabriz as victims tried to reach hospitals, he said by telephone.
VILLAGES DESTROYED
"People are scared and won't go back into their houses because they fear the buildings aren't safe."
The U.S. Geological Survey measured Saturday's first quake at 6.4 magnitude and said it struck 60 km (37 miles) northeast of the city of Tabriz, a trading hub far from Iran's oil-producing areas and known nuclear facilities.The second, measuring 6.3, struck 11 minutes later near Varzaghan, 49 km (30 miles) northeast of Tabriz.More than 1,000 villages in the area were affected by the earthquakes, Ahmad Reza Shaji'i, a Red Crescent official, told the Iranian Students' News Agency (ISNA). Some 130 villages suffered more than 70 percent damage, and 20 villages were completely destroyed, he said."We saw some villages that were truly destroyed," said Sadati, the photographer who was documenting the quake aftermath. "One good thing was that the earthquake happened during the day, so many people were not in their homes. If it had happened at night the casualties would have been far worse."Close to 300 people were believed to be dead, said Reza Sadighi, Ahar's local governor, Fars news agency said. National emergency head Gholam Reza Masoumi said 5,000 people are believed to be injured, according to ISNA.Nearly 100 ambulances and 1,100 Red Crescent workers were deployed, Shaji'i said, along with 44,000 food packages and 5,600 tents for shelter. The relief agency had enough supplies and most residents in the area had access to clean water but Shaji'i asked residents to donate cash to the relief effort.Tehran officials sent condolences to the victims and declared two days of mourning in the province, ISNA reported.About 36,000 people in the quake-hit area have been given emergency shelter, Masoumi was quoted as saying by ISNA.Iranian lawmaker Mohammad Hassan-Nejad warned that if relief efforts did not speed up, the death toll would swiftly rise."Relief groups have still not reached many villages, because in normal conditions some of these villages are several hours away," he told ISNA. "Currently the roads are closed and the only way to reach these villages is by air."

Photographs posted on Iranian news websites showed numerous bodies, including children, lying on the floor of a white-tiled morgue in Ahar and medical staff treating the injured in the open air as dusk fell on Saturday. Other images showed rescue workers digging people out of rubble - some alive, many dead.Twenty-eight year old Narges in Tehran said she saw dozens of people in a hospital waiting to donate blood for the victims.Iran is crisscrossed by major fault lines and has suffered several devastating earthquakes in recent years, including a 6.6 magnitude quake in 2003 that reduced the historic southeastern city of Bam to dust and killed about 31,000 people.Saturday's quakes struck in East Azerbaijan province, a mountainous region that neighbours Azerbaijan and Armenia to the north. Buildings in Tabriz, the provincial capital, are substantially built and ISNA reported nobody in the city had been killed or hurt.Homes and business premises in Iranian villages, however, are often made of concrete blocks or mud brick that can crumble and collapse in a strong quake.Water, electricity, and phone lines in the area of Varzaghan are all down, further hindering rescue efforts, Iran's English-language Press TV reported.Tabriz residents left their homes and crowded the streets following the two quakes, those in the city said. "Everyone was scared last night," a resident said by telephone. Egypt president Mohamed Morsi forces top generals to retire

Egypt's president, Mohamed Morsi, has ordered Egypt's two top generals to retire and revoked a military-declared constitutional amendment that gave them wide powers.Field Marshall Hussein Tantawi, who led Egypt after Hosni Mubarak was ousted, retires as defence minster and Sami Enan steps down as chief of staff.
The decisions are effective immediately, presidential spokesman Yasser Ali said in a news conference broadcast on state TV on Sunday.The cancelled constitutional declaration was issued by the ruling army council in June and aimed to limit presidential powers as the election that brought Morsi to office drew to a close.The new Morsi-appointed defence minister is Abdel-Fattah el-Sissi. A senior judge, Mahmoud Mekki, has been appointed vice-president. Tantawi and Enan have become presidential advisers.

Egypt's president retires defense minister

CAIRO (AP) — Egypt's Islamist president ordered the retirement of the defense minister and chief of staff on Sunday and made the boldest move so far to seize back powers that the military stripped from his office right before he took over.It was not immediately clear whether President Mohammed Morsi's surprise decisions had the military's blessing. But the appointment of outgoing Defense Minister Field Marshal Hussein Tantawi and Chief of Staff Gen. Sami Annan as presidential advisers suggested that the nation's top two soldiers may have agreed, perhaps reluctantly, in advance. Morsi awarded them two of the country's highest honors.Adding to the sweeping changes in the military leadership, the president also ordered the retirement of the commanders of the navy, air defense and air force, but named two of them to senior positions. He appointed a senior judge, Mahmoud Mekki, as vice president. Mekki is a pro-reform judge who publicly spoke against election fraud during Hosni Mubarak's 29-year rule before he was ousted in last year's uprising.Hours after announcing the shake-up, a confident looking Morsi appeared at a religious ceremony to hand monetary awards to young Muslims from Egypt and elsewhere who have learned the Quran, Islam's holy book, by heart. Thousands of jubilant Morsi supporters, meanwhile, gathered at night to celebrate in Tahrir Square, birthplace of the uprising that ousted Mubarak 18 months ago. Another crowd of supporters formed outside the presidential palace in Cairo's suburb of Heliopolis.Mohammed Aboul-Ghar, a founder of the new Egyptian Social Democratic Party — a secular group critical of the military as well as Morsi's Muslim Brotherhood — said the power struggle has now been settled in Morsi's favor."The military council was forced out of power and lost its position and this was inevitable," he said. "In the power struggle, the military council was increasingly weakened because of its decisions" and its failure to secure a more straightforward path to democratic transition, he said.Morsi, a U.S.-educated engineer, has been intensely seeking to assert his authority in the face of the powerful military. On Wednesday, he fired the nation's intelligence chief after militants killed 16 Egyptian soldiers along the border with Israel in Sinai. He was sacked after it was disclosed in the Egyptian media that he failed to act on an Israeli warning that an attack was imminent in the Sinai peninsula.Egypt's first democratically elected president and the first who does not hail from the military, Morsi has since the Aug. 5 attack on the soldiers made two visits to Sinai in the company of top commanders, chaired several meetings with the armed forces' top brass and made a point of calling himself the supreme commander of the armed forces during televised speeches.The Muslim Brotherhood won both parliamentary and presidential elections in the first free and fair votes in Egypt's modern history. The group had been repressed under Mubarak, who ran a secular state.The Supreme Council of the Armed Forces (SCAF), which ruled Egypt for 17 months, stripped the presidency of many of its key powers before it handed the reins of office to Morsi on June 30. Tantawi was the head (SCAF) and Annan was No. 2 on the ruling council.The two men appointed to replace them were also members of the SCAF — something that could indicate either the military's agreement to the shuffle or splits at the highest level of the armed forces.Days before the inauguration, the ruling generals decreed constitutional amendments that gave them the power to legislate after the military dissolved parliament, as well as control over the national budget. It also gave them control over the process of drafting a new constitution.With Sunday's moves, Morsi restored to his office the powers taken from him, taking back control of the constitution drafting process and the right to legislate.He decided that if the 100-member panel currently drafting the document did not finish its work for whatever reason, he will appoint a new one within 15 days and give it three weeks to finish its work. The draft will then be put to a vote in a national referendum within 30 days. Parliamentary elections will follow if the draft is adopted.His decisions were announced at a time of day when life in Egypt grinds to a halt as Muslims prepare to eat the sunset meal that breaks the 15-hour, dawn-to-dusk fast every day in the holy month of Ramadan."The question is now will these decisions end that conflict and the duality of powers or will there be resistance?" said analyst Gamal Abdel-Gawad. "These are huge changes."Morsi was able to take the higher moral ground since taking office as an elected leader, while Tantawi and his generals on the SCAF continued to be vilified by rights groups for mismanaging the transitional period and accused of human rights violations, such as killing protesters, torturing detainees and hauling before military tribunals at least 12,000 civilians.Presidential spokesman Yasser Ali said told a news conference aired on state TV that Morsi named a career army officer, Lt. Gen. Abdel-Fattah el-Sissi, to replace Tantawi and Lt. Gen. Sidki Sayed Ahmed to replace Annan.El-Sissi and Mekki were sworn in shortly after the announcement.The outgoing navy commander, Lt. Gen. Mohab Mameesh, was named executive chairman of the Suez Canal, the strategic waterway linking the Red Sea and the Mediterranean and a major source of revenues for the country.Lt. Gen. Abdel-Aziz Seif, the outgoing air defense commander, was named head of a major industrial military complex owned by several Arab nations and established in the 1970s.A senior member of the SCAF, Maj. Aleppo battle rages as both sides report atrocities

The Syrian army pressed its assault on rebels in commercial capital Aleppo on Sunday, while both sides reported atrocities and Arab foreign ministers postponed a planned meeting on the 17-month conflict.
The exiled opposition said pro-government militia had executed 10 civilians in a roundup in the flashpoint central city of Homs, while the official SANA news agency reported the murder of one of its staff, in the latest case of a pro-government journalist being killed.The Arab League gave no reason for the indefinite postponement of its planned meeting in Saudi Arabia that had been due to discuss a replacement for international envoy Kofi Annan who announced his resignation earlier this month.On Tuesday, Saudi Arabia is to host an Islamic summit focused on Syria to drum up support for the anti-regime revolt. Arab foreign ministers of the Gulf held talks late Sunday in the Saudi city of Jeddah to prepare for the summit.
In Aleppo, troops shelled rebel-held districts as fighting flared anew around a southwestern neighbourhood that rebel fighters had quit last week, the Syrian Observatory for Human Rights said.The Shaar, Tariq al-Bab, Sakhur, Hanano and Bustan al-Qasr neighbourhoods all came under bombardment, as the army pressed a ground offensive it launched on Wednesday to recapture areas seized by rebels since July 20, the group said.The Britain-based monitoring group also said that "communications of all forms have been cut off in the city of Aleppo as well as large areas of the province since the morning."In the city of Homs, three children on a minibus were killed as they tried to flee with their parents from the Shamas district, where a military operation took place, it said.The Observatory said 150 people were killed across the country on Sunday, including 49 civilians, 56 rebels and 45 regular soldiers.In Damascus, gunfire was reported in the Qadam neighbourhood. Outside the capital, machinegun fire was heard in the town of Al-Tal, where 15 civilians were killed in shelling and clashes the previous day.They were among 148 people -- 85 civilians, 43 soldiers and 20 rebels -- killed across Syria on Saturday, according to the Observatory.On the situation in the capital, the pro-government Al-Watan newspaper spoke of "foiled bids to break the calm in Damascus, which was cleansed of terrorist groups who terrified residents."In Aleppo, the paper said that the army was poised to assault the Sukari neighbourhood in the south of the city, after its recapture of the nearby Salaheddin district on Thursday.Activist groups said 10 civilians were executed in a roundup of military-aged men in the Shamas district of Homs."Militiamen detained nearly 350 people from the Shamas district, assembled them in a courtyard and executed 10 of them," activist group, the Syrian Revolution General Council, said."The fate of the nearly 340 others is unknown and we fear greatly that they have met the same fate as the 10 martyrs," the group added.-- State media targeted --

DUBAI, Aug 12 (Reuters) - Two strong earthquakes killed 180 people and injured about 1,500 in northwest Iran where rescuers frantically combed the rubble of dozens of villages through the night into Sunday.
Thousands fled their homes and remained outdoors after Saturday's quakes, as at least 40 aftershocks hit the area.
Casualty figures could rise, Iranian officials said, as some of the injured were in a critical condition while other people were still trapped under the rubble and rescuers - hampered by the darkness - had yet to reach some affected villages.
Six villages had been destroyed and about 60 had sustained more than 50 percent damage, Iranian media said.
Photographs posted by Iranian news websites showed bodies lying on the floor in the corner of a white-tiled morgue in the town of Ahar, and medical staff, surrounded by anxious residents, treating the injured in the open air as dusk fell.
Other images showed collapsed buildings and cars flattened by rubble.
Iran is situated on major fault lines and has suffered several devastating earthquakes in recent years, including a 6.6 magnitude quake in 2003 which turned the southeastern historic city of Bam into dust and killed more than 25,000 people.
The U.S. Geological Survey measured Saturday's first quake at 6.4 magnitude and said it struck 60 km (37 miles) northeast of the city of Tabriz at a depth of 9.9 km (6.2 miles). A second quake measuring 6.3 struck 49 km (30 miles) northeast of Tabriz 11 minutes later at a similar depth.
Officials said 180 people had been killed and about 1,500 injured, the semi-official Fars news agency reported.
The second quake struck near the town of Varzaghan. "The quake was so intense that people poured into the streets through fear," Fars said.
COLLAPSED BUILDINGS
Hundreds of people were rescued from under the rubble of collapsed buildings but night-time severely disrupted emergency efforts.
"Unfortunately there are stilll a number of people trapped in the rubble but finding them is very difficult because of the darkness," national emergency head Gholam Reza Masoumi was quoted as saying by Fars.
The state news agency IRNA quoted Bahram Samadirad, a provincial official from the coroner's office, as saying: "Since some people are in a critical condition ... it is possible for the number of casualties to rise."
The hospital in Varzaghan, manned by just two doctors and suffering from shortages of medical supplies and food, was struggling to cope with about 500 injured, the Mehr news agency reported.
"I was just on the phone talking to my mother when she said, 'There's just been an earthquake', then the line was cut," one woman from Tabriz, who lives outside Iran, wrote on Facebook after telephoning her mother in the city.
"God, what has happened? After that I couldn't get through. God has also given me a slap, and it was very hard."
Tabriz is a major city and trading hub far from Iran's oil-producing areas and known nuclear facilities. Buildings in the city are substantially built, and the Iranian Students' News Agency said nobody in the city had been killed or hurt.
Homes and business premises in Iranian villages, however, are often made of concrete blocks or mud brick that can crumble and collapse in a strong quake.
Red Crescent official Mahmoud Mozafar was quoted by Mehr news agency as saying about 16,000 people in the quake-hit area had been given emergency shelter.
Fars quoted Iranian lawmaker Abbas Falahi as saying he believed rescue workers had not yet been able to reach between 10 and 20 villages.
Falahi said people in the region were in need of bread, tents and drinking water.
A local provincial official urged people in the area to stay outdoors during the night for fear of aftershocks, according to IRNA.
The Turkish Red Crescent said it was sending a truck full of emergency supplies to the border. Turkey's Foreign Ministry said it had informed Iran it was ready to help.

Iran state TV says earthquake hits northwest

TEHRAN, Iran (AP) — Iran's state television says a 6.2-magnitude earthquake has hit northwestern Iran but that there have been no reports of possible casualties or damages.The main news channel says the moderate quake hit the town of Ahar in East Azerbaijan province. It gave no further details.Iran is located on seismic fault lines and is prone to earthquakes. It experiences at least one earthquake every day on average, although the vast majority are so small they go unnoticed.

Barroso to Ponta: Stop fighting, protect judges

BRUSSELS - The head of the EU commission on Friday (10 August) sent a harsh letter to Romanian Prime Minister Victor Ponta, urging him to stop political infighting and ensure that top judges can do their work without threats."I am deeply concerned about recent developments relating to the Constitutional Court's validation of the referendum, despite the assurances you have personally given me in our contacts," Jose Manuel Barroso wrote.In recent days, the EU justice commissioner and a panel of top European jurists have appealed to Romanian authorities to protect the country's top judges after some of them received death threats.The court is to rule on 31 August on the validity of a referendum which took place last month and which was aimed at ousting President Traian Basescu from office for alleged abuse of power.A large majority of voters were in favour of his removal, but the turnout was below the required 50 percent.The government appealed to the court to recalculate the turnout figure, saying the voters' lists contained names of deceased people. It also tried to organise a mini-census, which the court said was not necessary.Meanwhile, Ponta has reshuffled his government after the interior minister and one of his deputies resigned, citing political pressure and their unwillingness to participate in unlawful practices.Leaked transcripts of alleged discussions between the sacked minister, Ioan Rus, and other party colleagues on Friday caused a stir in Romanian media as it portrayed an administration struggling to "fix" the voters lists so that the minimum turnout is met.Barroso's letter went on to say: "It is now crucial that the Romanian government responds without undue delay to the requests of the Constitutional Court as regards the transmission of the relevant electoral lists."He added: "In this context it is of paramount importance that it is left to the Constitutional Court itself to clarify its position should it consider that to be necessary, and all other parties should refrain from making their own interpretation."The EU official also urged Romanian authorities to investigate any threats made against the judges "so that any attempt to put pressure on the court is struck down.""I trust that you and your government will take, in the interest of Romania and of its citizens, the decisions required to implement the commitments you have undertaken."Earlier, on 18 July, the EU commission issued a report in which it questioned whether the Romanian government has the "understanding of the meaning of the rule of law in a pluralist democratic system."The report contained an 11-point-long to do list, including independence of the judiciary.Barroso said implementing the list "is essential for Romania's credibility and economic and financial stability."He also called on the Ponta and Basescu camps to cease hostilities."I am deeply worried about the intensification of the divisions between the various political actors in Romania and the tone of political discourse across the party spectrum. Through you I would therefore appeal to all political forces in Romania, in government and in opposition, to act with responsibility and restraint and to set their focus very firmly on the urgent need to restore stability."Another special report on the Romanian situation will be drafted before the end of the year.Romanian parliamentary elections are due in November.They could coincide with new presidential elections if the referendum is validated. If not, the spat is likely to continue for another two years, when Basescu's mandate ends.

Philippine flood deaths climb to 66


Philippine authorities rushed to bring food and other emergency provisions onSaturday to more than two million people affected by widespread flooding, as the death toll rose to 66, an official said.The flooding that submerged 80 percent of Manila early in the week has largely subsided, allowing people to return to their homes, but low-lying farming regions to the north remained under water.Civil defence chief Benito Ramos told AFP the huge displaced population, including 441,000 people crammed in crowded evacuation camps, would need to be fed and taken care of for at least another seven days."The government has a month's worth of relief goods if necessary. We have substantial emergency supplies," Ramos said.Volunteers are helping the government pack rice and other food items into 100,000 grocery bags to replenish supplies at some of the camps, he said.Nearly two weeks of monsoon rains across the Philippines' main island of Luzon peaked with a 48-hour deluge earlier this week that battered Manila and surrounding regions.The government's disaster co-ordination council said Saturday that 66 people had been confirmed killed, up from 60 on Friday.
It put the number of people affected by the floods at 2.68 million, from 2.44 million on Friday.The Philippines endures about 20 major storms or typhoons each rainy season. But this week's rains were the worst to hit Manila since Tropical Storm Ketsana killed 464 people in 2009.

Ernesto weakens over Mexico, still a flood threat

VERACRUZ, Mexico (AP) — Ernesto weakened to a tropical depression as it moved inland Friday, though forecasters warned it could still dump dangerous rains in the mountains of Mexico's flood-prone southern Gulf region, where five people were killed by the storm.In Tabasco state, two fishermen drowned when the stormed passed through the area Thursday, Gov. Andres Granier told reporters.Granier said the storm's strong winds ripped rooftops from several homes but residents refused to evacuate, fearing their possessions might be stolen. "People have chosen to stay in their homes and we are helping them," he said.In neighboring Veracruz state, three people died when strong winds knocked down a tree that fell on their car, the state's civil protection department said in a statement.A 38-year-old man, his wife and their 8-year-old boy were killed, it said.Ernesto came ashore Thursday near the waters dotted with oil rigs operated by the state oil company in the far southern Gulf of Mexico. The government closed its largest Gulf coast port, Veracruz, and the smaller ports of Alvarado and Coatzacoalcos.Coatzacoalcos, a major oil port, got seven inches (177 millimeters) of rain in the 24 hours before Ernesto's center passed just a few miles (kilometers) away, according to Mexico's weather service. San Pedro in the neighboring state of Tabasco had seen more than 10 inches (273 millimeters).The U.S. National Hurricane Center said Ernesto's sustained winds had decreased to 35 mph (55 kph) by early Friday. U.S., Turkey to explore imposing Syria no-fly zone

ALEPPO, Syria (Reuters) - The United States and Turkey indicated on Saturday they might impose no-fly zones in Syria as battles between rebels and President Bashar al-Assad's forces shook Aleppo and fighting erupted in the heart of Damascus.U.S. Secretary of State Hillary Clinton said after meeting her Turkish counterpart Ahmet Davutoglu in Istanbul that Washington and Ankara should develop detailed operational planning on ways to assist the rebels fighting to topple Assad."Our intelligence services, our military have very important responsibilities and roles to play so we are going to be setting up a working group to do exactly that," she said.Asked about options such as imposing a no-fly zone over rebel-held territory, Clinton said these were possibilities she and Davutoglu had agreed "need greater in-depth analysis", while indicating that no decisions were necessarily imminent."It is one thing to talk about all kinds of potential actions, but you cannot make reasoned decisions without doing intense analysis and operational planning," she said.
Nevertheless, her remarks were the closest Washington has come to suggesting direct military intervention in Syria.No-fly zones imposed by NATO and Arab allies helped Libyan rebels overthrow Muammar Gaddafi last year. Until recently, the West had shunned the idea of repeating any Libya-style action.Saudi Arabia and Qatar are believed to be arming Syrian rebels, while the United States and Britain have pledged to step up non-lethal assistance to Assad's opponents.Davutoglu said it was time outside powers took decisive steps to resolve the humanitarian crisis in cities such as Aleppo, where Assad's forces have fought rebels for three weeks.
JETS, TANKS IN ACTION
In the latest battles, tanks and troops pummeled rebels near the shattered district of Salaheddine, a former opposition stronghold that commands the main southern approach to Aleppo.Tank fire crashed into the adjacent Saif al-Dawla neighborhood as military jets circled over an abandoned police station held by rebels, firing missiles every few minutes.Insurgents said they had been forced to retreat in the latest twist in relentless, see-saw battles for Salaheddine, part of a swathe of Aleppo seized by rebels last month.Some rebels, outgunned and low on ammunition in Aleppo, have pleaded for outside military help, arguing that more weapons and a no-fly zone over areas they control near the Turkish border would give them a secure base against Assad's forces."The reason we retreated from Salaheddine this week is a lack of weapons," complained Abu Thadet, a rebel commander in Aleppo who said his fighters would regroup and fight back. "We can handle the bombing. It's the snipers that make it hard."Ten of the 30 fighters in his brigade have been wounded, mostly by snipers lurking even in areas rebels claim to control. His men have broken holes in walls of buildings to try to create safe passages for them to move around in Salaheddine.In Damascus, where Assad's forces have regained control of districts overrun by rebels last month, a resident reported an explosion near the Central Bank, followed by gunfire."The explosion was huge. There has been fighting for the past half-hour along Pakistan Street. I am very close. Can you hear that?" she told Reuters, a bang audible over the telephone.Syrian state TV said authorities were hunting "terrorists" who had set off a bomb in Merjeh, an area near the central bank, and who were "shooting at random to spark panic among citizens".
END GAME BEGINS?
Despite their superior firepower, Assad's forces have been stretched by months of warfare against increasingly skilled and organized fighters who have taken them on in every city and in many parts of the countryside at one time or another.Germany's spy chief said the Syrian army had been depleted by casualties, deserters and defectors."There are a lot of indications that the end game for the regime has begun," said Gerhard Schindler, head of the BND intelligence agency, in an interview with Die Welt newspaper."The regular army is being confronted by a variety of flexible fighters. The recipe of their success is their guerrilla tactics. They're breaking the army's back."Syria's torment, however, is far from over and several signs point to how the conflict could spill over into its neighbors.Jordanian and Syrian forces clashed along the border overnight when Syrian refugees tried to cross into Jordan, a Syrian opposition activist who witnessed the fighting said.He said armored vehicles were involved in the clash in the Tel Shihab-Turra area, about 80 km (50 miles) north of Jordan's capital, Amman. No deaths were reported on the Jordanian side.
Thousands of Syrians have fled into Jordan, but tensions heightened after Assad's newly installed prime minister, Riad Hijab, defected and escaped across the border this week.In Lebanon, Michel Samaha, a former information minister and Assad ally, faces military indictment for his alleged part in "terrorist plots" which included transporting explosives from Syria for use in north Lebanon, a Lebanese security source said.
Lebanon, still scarred by its 1975-90 civil war, is nervous about instability spreading from Syria and shattering its own delicate sectarian power-sharing balance between Shi'ite and Sunni Muslims, Christians and other minorities.Assad's main outside allies are Shi'ite Iran and Lebanon's Shi'ite Hezbollah movement. His ruling system is dominated by members of his Alawite minority, an offshoot of Shi'ite Islam.His foes are mostly from Syria's Sunni majority, who are backed by Sunni-ruled states such as Saudi Arabia, Qatar and Turkey, which are also regional rivals of Iran.Arab foreign ministers will meet on Sunday in Jeddah to discuss the Syria crisis and who should replace Kofi Annan, the United Nations-Arab League envoy, a League official said.U.N. diplomats said veteran Algerian diplomat Lakhdar Brahimi could be named next week as the new envoy for Syria.Annan quit after his peacemaking efforts proved futile in the face of divisions in the U.N. Bizarre rock 'ice shelf' found in Pacific

A huge cluster of floating volcanic rocks covering almost 26,000 square kilometres (10,000 square miles) has been found drifting in the Pacific, the New Zealand navy said Friday.The strange phenomenon, which witnesses said resembled a polar ice shelf, was made up of lightweight pumice expelled from an underwater volcano, the navy said.An air force plane spotted the rocks on Thursday about 1,000 kilometres (600 miles) offshore from New Zealand and warned a navy warship that it was heading towards them.

Lieutenant Tim Oscar said that while he knew his ship the HMNZS Canterbury was in no danger from the pumice, which is solidified lava filled with air bubbles, it was still "the weirdest thing I've seen in 18 years at sea"."As far ahead as I could observe was a raft of pumice moving up and down with the swell," he said.
"The rock looked to be sitting two foot (half a metre) above the surface of the waves and lit up a brilliant while colour in the spotlight. It looked exactly like the edge of an ice shelf."

Scientists aboard the ship said the pumice probably came from an underwater volcano called Monowai, which has been active recently.They said the phenomenon was unrelated to increased volcanic activity in New Zealand this week, including an eruption at Mount Tongariro that sent an ash cloud 20,000 feet into the atmosphere.

A massive 400-foot deep sinkhole that has opened up in a Louisiana bayou has swallowed all of the 100-foot trees in the surrounding area and led to mandatory evacuations.
About 150 people have been ordered to leave their residences after the 400-sqaure-foot gaping hole opened in Assumption Parish amid fears of potential radiation leaks and natural gas explosions.
But despite the authorities enacting the mandatory evacuation, most people have decided to stay following allegations of a cover-up and industrial mis-management from the owners of a nearby salt cavern.

As state scientists monitored the toxicity of naturally occurring radiation at a slurry hole in Assumption Parish, residents said Thursday they were furious with their public state officials because they think they have been withholding information.
The Louisiana Department of Environmental Quality said the slurry hole near Bayou Corne is near areas that have been used for oil and gas exploration. Low levels of radioactivity may be remaining from the work, though not at harmful levels, officials say.
'Out of abundance of caution and because of the ongoing incident, I have decided to further enhance our monitoring efforts,' DEQ Secretary Peggy Hatch said in a statement.
Officials said the first set of 15 samples from the area show that there are no detectable levels of naturally occurring radioactive material on the surface of the sinkhole and Hatch says they're confident residents aren't at risk for exposure.

Department spokesman Rodney Mallett said such material tends to accumulate in low levels on equipment used to drill for oil and gas.
Gas bubbles have been erupting in the area for weeks. Residents have been especially alarmed at the possibility of a natural gas explosion after 28 residents in Grand Bayou had to evacuate their homes on Christmas 2003 because natural gas was seeping from a salt dome storage cavern and bubbling up into water wells.
Residents have also been reporting earthquakes but despite a battery of tests conducted by federal, parish and local officials, no one has been able to figure out the source of the tremors.
Randy Rousseau, who lives in Grand Bayou and owns a body shop in Belle Rose, said he's noticed tremors for years. He eventually moved out of his house because he didn't feel safe and has been unable to sell it because the property value plummeted after several small sinkholes opened up in his yard.

At first glance, it might look like a sign of the apocalypse - but scientists say the blood red lakes in southern France are actually a natural phenomenon.
Camargue, France is a river delta where the Rhône meets the sea. The picturesque area is home to numerous salt flats, and it is this concentration of salt that will occasionally stain red the regions normally blue water.
A photographer driving through the region recently stopped to chronicle the incredible blood-red color of the water and the trillions of salt crystals crusting rocks, branches and shoreline.

Though it is unclear how often this phenomenon occurs, salt has been a lifeblood of the region for hundreds of years.
Today, evaporation pans at Salin-de-Giraud, the largest salt extraction city in Europe, extend for thousands of acres and produce some 1,000,000 metric tons of salt per year, according to Languedoc.com.
