Meanwhile, president Mahmud Abbas, a year after making an historic appeal for UN recognition of Palestinian statehood in the absence of peace talks that last collapsed in 2010, is expected to return to the assembly with a more modest goal.Abbas wants to see Palestine recognized as a non-state member with pre-1967 borders encompassing the West Bank, Gaza and east Jerusalem.“We want Palestine back on the map, on the 1967 lines, with east Jerusalem as its capital, carried by 150 to 170 nations,” Palestinian negotiator Saeb Erakat told journalists last week.The Palestinians see this as the basis for border negotiations with Israel on a permanent solution to their conflict, but Israel and the United States oppose any recognition before the terms of a final deal are agreed.

Palestinian Abbas Pares His Statehood Aspirations at UN

Palestinian Authority President Mahmoud Abbas appeared to put off efforts to achieve full statehood at the United Nations as he told the world body time is running out for a lasting peace with Israel.The 77-year-old Abbas, facing a cash crisis at home, returned today to the setting where last year he waved an application for statehood recognition from the podium of the United Nations General Assembly. This time, Abbas is seeking a limited upgrade from observer “entity” to “non-member state” in the 193-member General Assembly.
Abbas offered no timeline and gave little sense of urgency, an indication he will hold off on any new initiatives until after the U.S. elections in November.“We have begun intensive consultations with various regional organizations and member states aimed at having the General Assembly adopt a resolution considering the State of Palestine as a non-member state of the United Nations during this session,” Abbas said in the UN hall.“In our endeavor, we do not seek to delegitimize an existing State -- that is Israel; but rather to assert the state that must be realized -- that is Palestine,” he said in the English text of his remarks.While becoming a non-member state may open the door for the Palestinian Authority to sign treaties such as the Rome Statute that set up the International Criminal Court, it would alienate the U.S., the UN’s biggest financial contributor and a key aid donor to the Palestinians.When the Palestinian Authority was accepted last year into the UN cultural agency Unesco, best known for its designation of “world heritage” sites, the U.S. response was to cut off funding that provides almost a quarter of the agency’s budget. The U.S. has said that American law would require similar cutoffs for any UN agency that grants the Palestinians the same status as member states.

Netanyahu’s Appearance

Israeli Prime Minister Benjamin Netanyahu, who last year devoted his rhetoric to fending off the Palestinian statehood bid, this year is focusing his attention on convincing the leaders gathered that military action may be required to stop Iran’s nuclear program from advancing.The dispute over Iran has drawn attention away from the difficulties facing the Palestinians.Deteriorating economic conditions in the West Bank have fueled social-welfare protests. In the Gaza Strip, the Palestinians say the situation is becoming untenable.
Palestinians are also no closer to achieving statehood, either in terms of territory or UN recognition, and the Israeli- Palestinian peace process is moribund.

‘Racist Israel’

Abbas acknowledged as much today, attacking Netanyahu for not wanting to engage in “serious” peace negotiations. The last round of direct talks broke down in 2010 over the issue of limiting Jewish settlements in Palestinian areas.“Developments over the past year have confirmed what we have persistently drawn attention to and warned of: the catastrophic danger of the racist Israeli settlement of our country, Palestine,” he said.In what appeared to be a gesture to Netanyahu, Abbas cited the Holy Land’s connection to Muhammed, Jesus and Abraham. Last year he omitted Abraham, the biblical progenitor of both Jews and Muslims, from his UN address -- a slight noted by Netanyahu when he said, “We are both sons of Abraham.”Expressing “anger” at the state of affairs, Abbas said chances for a two-state solution were disappearing. Foreign Minister Avigdor Liberman said Thursday that ties between Israel and the US had not been damaged by a recent spat over the setting of red lines.Liberman was speaking aboard a jet carrying Prime Minister Benjamin Netanyahu to New York for the United Nations General Assembly, which he will address at 1 p.m. Thursday (New York time; 7 p.m. Israel time).An official from the Prime Minister’s Office said Netanyahu would use the speech to “set out clear red lines,” beyond which Israel would act to stop Iran’s nuclear program.“The US and Israel have a common interest in ensuring Iran does not acquire a nuclear weapon and will work together to reach that goal,” the official said.Liberman said Netanyahu’s speech should represent Israel’s best interests, even if they were not in line with the rest of the world’s.“It doesn’t always go hand in hand with what the US wants. Such disagreements have happened in the past and it doesn’t take away from the two countries’ friendship or commitment to each other,” he said.The US has rebuffed Israeli calls for it to similarly set red lines for military action against Iran, a move which sparked a heated cross-Atlantic verbal exchange between officials in Washington and Jerusalem.On Tuesday, US President Barack Obama did not use his speech at the UN to set out the so-called red lines, as some Israeli officials had hoped, but nonetheless said the US was committed to keeping Iran from acquiring a nuclear weapon.On Thursday, Deputy Foreign Minister Danny Ayalon said the US and Israel had kept up closed-door contacts on the red lines issue and were moving closer together.The main bone of contention between the two countries is reportedly the timetable for when the military option must be used. The US and much of the West believe time remains for sanctions and diplomacy to work on Iran, while Israel sees those measures as mere stalling tactics.Iran says its nuclear program is for peaceful purposes, a claim both Israel and US deny.Netanyahu’s plane landed shortly after 6 a.m. in New York. Before boarding, the prime minister slammed Iranian president Mahmoud Ahamdinejad’s speech at the UN.“On the day that we pray to be inscribed in the Book of Life,” the prime minister said in reference to Yom Kippur, “the authoritarian Iranian regime takes every opportunity to condemn us to death.”Netanyahu said his speech would constitute a response to Tehran.While in New York, Netanyahu is expected to meet with US Secretary of State Hillary Clinton, UN chief Ban Ki-moon and Canadian Prime Minister Stephen Harper.

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu on Wednesday promised a tough response at the United Nations to the latest verbal attacks on Israeli by Iranian President Mahmoud Ahmadinejad and said he was determined to stop Iran developing nuclear weapons.Before boarding a flight to New York to address the annual U.N. General Assembly, Netanyahu issued an open letter to Israelis marking the end of Yom Kippur, the Day of Atonement, the most sacred holiday in the Jewish calendar."On the question of Iran, we are all united in the goal of preventing Iran from achieving nuclear weaponry. On the day on which we pray to be inscribed in the Book of Life, a stage was given to the tyrannical regime of Iran which seeks at every opportunity to sentence us to death," Netanyahu said."On Yom Kippur eve, sacred to the Jewish people, the Iranian tyrant chose to call publicly before all of the world for us to vanish. This is a black day for those who chose to remain in the auditorium and hear these hateful words."The Israeli leader did not name any U.N. member state in particular. The United States delegation chose not to attend Ahmadinejad's General Assembly speech, while other allies of Israel walked out."In statements I will make before representatives of the nations at the U.N. General Assembly, they will hear our response. Israel and its main ally the United States have repeatedly said they will not permit Tehran to build the bomb.Netanyahu's senior advisers privately shrug off Ahmadinejad's incendiary rhetoric, saying he has no policy-making role in Iran's nuclear development program.On Tuesday, U.S. President Barack Obama told the U.N. Assembly that time was running out to find a diplomatic solution to the Iranian nuclear issue. "The United States will do what we must to prevent Iran from obtaining a nuclear weapon," he said.That statement went no further than his previously stated position, appearing to ignore calls from Netanyahu urging that Washington must now set clear red lines for Iran, beyond which military action would be taken.Relations between the men are strained. Netanyahu's office said Obama had declined a request to meet this week, but the two leaders were expected to speak by telephone.

Rich French people look to EU capital to avoid tax

BRUSSELS - Marc Goldbrenner, a top salesman at Lecobel, a real estate agent in the Belgian and EU capital, says he has meetings two or three times a week with French "fiscal exiles" who want to avoid President Francois Hollande's new rich tax.They are looking at town houses worth €1 million to €2.5 million with high ceilings and parquet floors in the style of George-Eugene Hausmann, a 19th century French architect.They want to live in a belt of nice areas already popular with French expats and EU officials - Prince d'Orange, Place Brugmann (known as "le petit Paris"), Avenue Molliere, Place du Chatelain, the Jardin du Rois and the Etangs d'Ixelles.The richest ones are also eyeing-up the so-called "Clos du Millairdaires" - a gated compound at the end of Avenue Louise, a leafy boulevard leading from Brussels' city centre to a huge park.They also want easy access to the Gare du Midi - a station that runs fast trains to the French capital 23 times a day."They are industrialists, company owners, independent people with large inheritances ... They like the ambiance here. People walk around. There are nice cafes. They want a life a bit like in Paris," Goldbrenner told EUobserver on Wednesday (26 September).A Brussels mayor stirred things up on 10 September when he told Belgian press that Bernard Arnault, France's richest man, has bought a pied-a-terre in the city.Arnault said it has nothing to do with Hollande's tax.But many people do not believe him - four days after the news broke, thousands of Belgian trade unionists marched close by to his apartment in 5 Avenue d'Hougoumont in the Uccle district shouting into megaphones about "tax justice."Details of the French tax - including a promised 75 percent on incomes of €1 million a year or more - are to be unveiled in Paris on Friday in a new budget designed to meet EU-demanded budget targets.The top tax band for Belgian residents is 50 percent.Meanwhile, the mini-exodus to the doorstep of the EU institutions has political implications.Member states have not given EU officials the power to set national tax rates. But pro-tax-harmonisation hawks say that unless they take the step, tax tourism will spoil national efforts to balance the books.For his part, Lecobel's Goldbrenner said French interest in Brussels began the minute that Hollande mentioned the tax in his election campaign.Suzanne Belgeonne, a manager at Le Lion, another high-end property agent in Brussels, noted: "There is a real movement. Over the past year we've seen a lot of French people asking for information about renting or buying in Brussels.""It really went up after the French elections [in April]," Anne Monard, the PR manager at the Engel & Volkers agency, added.The phenomenon is not yet big enough to boost property prices in Belgium."I would be lying if I said I have a line of Rolls Royces outside my door," Philippe Lienard, who runs the Metropole Properties agency, told this website.
And the financial crisis has changed mentalities even in the haute bourgeoisie."Five or six years ago, they didn't really negotiate. Sellers used to say 'aha, it's the French!' and increase their prices. They [French buyers] used to compare things to the market in Paris and think that everything here is cheap. But now they do research about the Belgian market before buying anything," Lecobel's Goldbrenner noted."The French don't pay whatever you ask these days. They know what things are worth and they can be quite tough," a director at the Victoire real estate agency in Brussels said.But people expect more to come as Hollande's tax bites."I think in the next few months we will see a real difference. I know several people back home who are planning to come here and I think it will be good for us," Sandrine Lagnien, a French expat who runs the Toucan brasserie near Place Brugmann, said.

Environment agency and Council fail MEP's budget test

BRUSSELS - MEPs dealing with budgetary checks on Wednesday (26 September) refused to give a clean bill of health to the European Environment Agency after its director gave "contradictory" explanations on how she managed EU funds.The anti-fraud office is also investigating the Copenhagen-based office.In March, MEPs voted to suspend the procedure on signing off the 2010 accounts for EU three agencies citing lack of transparency and alleged conflicts of interests.The two other agencies - dealing with food safety and authorisation of medicines - were given the green light on Wednesday.But the director of the environment agency, Jacqueline McGlade, has given apparently conflicting information to the parliament about her links with an environmental NGO hosted on the premises of her building in Denmark.Research trips to the Caribbean and a "green facade" for the site - plants worth €300,000 - were also paid out of EU money without proper tenders."It is a serious signal for both the executive director and the management board that they have to assume responsibility for the way the director managed the EU funds," Romanian MEP Monica Macovei, who drafted the parliament's position, told this website."The contradictions in the executive director's correspondence with the parliament raise concern about the capacity to ensure the correct management of EU funds and to be accountable," she added.A final vote by all 754 members of the parliament is expected in October.

Council keeps its books closed

MEPs also refused to sign off the 2010 accounts for the Council of the European Union, where ministers and EU leaders meet.Council services and management is protected by a "gentleman's agreement" dating back to the 1970s that the two institutions would not look into each other's books.In the meantime, the parliament has been granted full budgetary control powers and MEPs now say that the gentleman's agreement is obsolete.They want answers to several questions on the Council's budget, including the financing of its new headquarters in the Rue de la Loi in Brussels' EU district and costs relating to setting up the EU's new diplomatic service.It is the second year in a row that the Parliament is refusing to sign off the Council's accounts.The final vote on the Council will also take place in October.

More than 305 people were killed in Syria Wednesday, including at least 199 civilians, as the war-sundered country saw its bloodiest day yet in 18 months of civil war, a Britian-based rebel-linked group said Thursday.
The death toll included at least 55 people killed in Damascus suburbs and dozens more in other cities around the country, including 23 in Deir El Zour.The Syrian Observatory for Human Rights said 40 civilians had been shot in al-Dhiyabia, near Damascus. Other activists put the death toll in the town as high as 107, Reuters reported.“This is the highest toll in a single day since March 2011. And this is only counting those whose names have been documented. If we count the unidentified bodies, the figure will be much higher,” Observatory director Rami Abdel Rahman said to AFP.Also on Wednesday, 14 regime troops were killed when rebels blew up a military command building in Damascus and in an ensuing gunbattle. The bombing was seen as a major strike against the heart of Assad’s embattled power base.Some 30,000 people have been killed in Syria since the beginning of the uprising as rebel groups have battled troops loyal to President Bashar Assad for control of the country.Wednesday’s daily death toll was the highest since violence broke out in March 2011. On July 19, some 302 people were reported killed in battles across the country.
High daily death tolls of two or more figures have become more common in the past several months as Assad has taken to using air power to fight the rebels and the revolutionaries have become supplied with more advanced arms.Speaking to the United Nations on Wednesday, Egyptian President Mohammed Morsi termed the Syrian civil war the “tragedy of the age,” and called for its end.

Iran’s President Mahmoud Ahmadinejad told the UN General Assembly Wednesday that his country was under threat of military action from “uncivilized Zionists.”“Continued threat by the uncivilized Zionists to resort to military action against our great nation is a clear example of this bitter reality,” he said in the address, his last as president before his second term ends next summer.Ahmadinejad, in remarks that largely followed the prepared text of the speech lodged with the UN ahead of time, lamented that the major world powers had allied with the devil, and suggested a new world order that would end the “hegemony of arrogance,” bolster human dignity and bring universal happiness.He also said he did not believe Muslims, Christians, Jews and Buddhists had “any problems with each other,” but protested the “arms race and intimidation by nuclear weapons and weapons of mass-destruction by the hegemonic powers.” The military threats by the Zionists to his country, he said, were a case in point.He said “a state of mistrust has cast its shadow” over international relations, and that there was “no trusted or just authority to help resolve world conflicts.”Ahmadinejad was speaking a day after President Barack Obama told the General Assembly that the US “will do what we must to prevent Iran from obtaining a nuclear weapon.The US boycotted Ahmadinejad’s speech, as did Israel. Outside the UN headquarters in New York City, thousands of people filled a plaza in a protest against the Iranian regime.The protest included appearances by former New York City mayor Rudolph Giuliani and former US House speaker Newt Gingrich.Syrians also protested Iran’s support of their homeland’s regime.
Prime Minister Benjamin Netanyahu on Wednesday reacted to Ahmadinejad’s speech saying that  ”On the day that we pray to be inscribed in the Book of Life, the authoritarian Iranian regime takes every opportunity to condemn us to death.”Netanyahu called it “a black day for those who chose to to remain in the room and listen to these accusatory words,” and added that his speech at the UN on Thursday will include a response.
Wednesday marked Ahmadinejad’s last address to the General Assembly as Iranian president. He will end his second four-year term next summer; presidential elections are scheduled for June.

Egyptian President Mohamed Morsi Wednesday opposed military intervention in Syria to settle the prevailing crisis in the country.Morsi said Egypt would support such efforts to prevent a catastrophe in Syria that would "rule out the danger of foreign military intervention".On Tuesday, the emir of Qatar called for Arab military intervention in Syria.The Syrian conflict has claimed up to 20,000 lives according to estimates by various Syrian opposition groups. The UN estimates the toll at over 18,000 people but the Syrian authorities say 8,000 people were killed.The West is pushing for President Bashar al-Assad's ouster while Russia and China are trying to prevent outside interference in Syria, saying that the Assad regime and the opposition are both to blame for the bloodshed.

For the second time in two days, a rocket fired during clashes between Syrian regime forces and rebels exploded in the Golan Heights on Wednesday without causing casualties, the IDF told AFP.“A rocket fired in the morning during fighting inside Syria exploded on the Golan, without causing casualties or damage," an Israeli military spokeswoman was quoted as having said.The latest spillover of fire from the conflict comes a day after the Golan was hit by mortar rounds which the IDF said were fired at "villages inside Syria and are part of the ongoing internal conflict."AFP reported that on Tuesday, the Britain-based Syrian Observatory for Human Rights said at least five Syrian troops and two rebels were killed after insurgents attacked army checkpoints near the Golan.The clashes took place in the villages of Hamidiyeh and Horriyeh in Quneitra province, located in the small part of the Golan that is not held by Israel, it said.On Tuesday Israel filed a complaint with the United Nations over the Syrian mortar shells which landed in the Golan Heights.

Up to 700,000 Syrians could flee by year-end: UNHCR

Tropical Storm Nadine Strengthens; Miriam Forecast to Weaken

Tropical Storm Nadine, which formed more than two weeks ago, became a little stronger in the Atlantic, according to the U.S. National Hurricane Center. In the Pacific, Miriam is set to weaken today.
Nadine was about 680 miles (1,095 kilometers) south- southwest of the Azores with winds of 60 miles per hour, up from 45 mph yesterday, as it moved southwest at 6 mph, the Miami- based center said in an advisory issued at 5 a.m. Atlantic Standard Time. Slow strengthening is forecast over the next two days, according to the notice.Tropical Storm Miriam was about 395 miles west of the southern tip of Baja California, a peninsula in northwest Mexico, with winds of 45 mph, the NHC said in a separate advisory. Strong earthquake jolts Alaska's Aleutian Islands

ANCHORAGE, Alaska (AP) — Seismologists say a strong earthquake has jolted Alaska's sparsely populated western Aleutian islands.There are no immediate reports of injury or damage from Wednesday's earthquake. Its magnitude was initially reported as 6.9 but officials later revised that to 6.4.The Alaska Earthquake Information Center says the quake was felt in the communities of Adak and Atka, more than 1,000 miles from Anchorage.The quake struck at 3:39 p.m. Alaska Daylight Time, or 7:39 p.m. EDT, and was centered 71 miles southwest of Adak.The Tsunami Warning Center in Palmer, Alaska, says there is no expectation that the quake will create a damaging tsunami.

U.S. carbon tax could halve deficit in 10 years: report

WAHSINGTON, Sept 26 (Reuters Point Carbon) - Imposing a $20 per metric ton carbon tax in the U.S. could reduce the country's budget deficit by 50 percent over the next 10 years, a report by the Congressional Research Service said on Tuesday.Such a tax would generate approximately $88 billion in 2012, rising to $144 billion by 2020, the report said, slashing U.S. debt by between 12 and 50 percent within a decade, depending on how high the deficit climbsThe U.S. budget deficit has exceeded $1 trillion annually in each fiscal year since 2009, and could rise to between $2.3 trillion and $10 trillion by 2020, according to the Congressional Budget Office (CBO).Since deficits can lead to reduced savings, higher interest rates and higher levels of inflation, reducing them is a high-priority issue in Washington.
The concept of using a carbon tax to combat the problem has been floated in Congress this year, but it comes with many potential downsides, the report added.For example, households would face higher energy bills because utilities forced to pay the tax would likely pass the costs onto consumers."Lower-income households, in particular, would face a disproportionate impact if revenues were not recycled back to them in some fashion," the report said.Returning money to consumers would mean fewer funds available for cutting the deficit.And unlike a cap-and-trade system, where the government would set a hard limit on the amount of CO2 that could be released into the atmosphere, a carbon tax could not ensure a specific environmental outcome, the study said.The likelihood of Congress passing such a measure would be limited, given the opposition of many Republican lawmakers to any type of tax increase.Despite the odds, some politicians in Washington continue to promote the idea.Former Republican Congressmen Sherwood Boehlert and Wayne Gilchrest joined Democrats Henry Waxman and Ed Markey to support a carbon tax in February.In July, former Republican Congressman Bob Inglis launched a think tank to promote a plan to raise taxes on fossil fuels while cutting income tax, a concept previously supported by former Democratic Vice President Al Gore.Democratic Congressman Jim McDermott last month introduced a Managed Carbon Price (MCP) bill to cut and put a price on carbon emissions, while returning some money to consumers and using the rest to reduce the deficit.(Reporting by Valerie Volcovici; additional reporting by Rory Carroll)

Anti-austerity protests in Spain turn violent

BRUSSELS - Protesters clashed with riot police on the streets of Madrid on Tuesday (25 September) as Spain braces itself for a fresh round of spending cuts linked to a potential bailout.Thousands of people marched toward the Spanish parliament asking for the government to resign.The initially peaceful demonstration turned violent when protesters tried to tear down barricades and threw rocks at riot police, which responded with rubber bullets. Police said at least 22 people were arrested and dozens injured.
Violent protests are new to Spain, where people have in the past taken to streets in peaceful rallies, as with the "indignados" movement.The violence on Tuesday comes ahead of a fresh round of austerity measures to be unveiled on Thursday in what the European Commission has called an "upgrade" of spending cuts already announced earlier this year.The Spanish government is trying to implement the new cuts in what is seen as a pre-emptive move, so that if or when it asks the eurozone to buy its bonds, the attached conditions will not go any further than demands to stick to its existing programme.The European Central Bank (ECB) earlier this month announced it would buy unlimited amounts of bonds from countries under market pressure, but only if a formal request is made and a memorandum of understanding is signed on how reforms will be implemented.Madrid has not yet formally requested such a move, but the fresh spending cuts are seen as an indication it will do so soon."The ECB action can only be the bridge to the future. The project must be completed through decisive actions by government both individually and collectively," ECB chief Mario Draghi said on Tuesday in Berlin.Meanwhile, in Greece, trade unions have called for a general strike on Wednesday in the biggest protest action in five months.Public services are to be shut down, including airports, ferries and trains. The strike is directed against €11.5 billion worth of spending cuts demanded by international lenders in return for the next tranche of the Greek bailout.The final details of the cuts have still not been agreed, with trade unions rebelling against expected wage and pension cuts.Similar anti-austerity protests took place also in Portugal last week, with the government forced to repeal a controversial move for employers to pay smaller social contributions and for workers to pay more.

EU promises change to scandal-tainted bank lending rate

BRUSSELS - The EU is planning an overhaul of inter-bank lending rates tainted by the Libor and Eurlibor rate-fixing scandals.At a public hearing in the European Parliament on Monday (24 September), EU internal market commissioner Michel Barnier said that new rules on the calculation of interest rates would be presented before the end of 2012.He told MEPs that the European Commission is working with other international regulators to restore public trust in the system, which he described as a "public good."
He added that a radical "culture-change" is needed to get away from the "anything goes attitude of the financial sector."The hearing was held against the backdrop of new EU-wide rules on market manipulation which are currently being negotiated by MEPs and ministers.In July, the commission announced plans to widen the scope of the legislation to include criminal sanctions on rate fixing.However, Gary Gensler, chairman of the US Commodity Futures Trading Commission, who spoke to MEPs via videolink, went further by indicating that Libor should be scrapped.Gensler said that there are "no rules or controls to prevent banks from intentionally or unintentionally herding together to distort the rate." he added that "if Libor does not reflect genuine unsecured interbank lending then maybe we should move to a replacement."He pointed out that the Libor rate had been unchanged from the previous day in 85 per cent of cases. "Given that markets are volatile, why is Libor so stable?" he asked.The parliament committee hearing came after public outcry about the Libor scandal which has engulfed Europe and the US.In the summer, the chief executive of British banking giant Barclays, Bob Diamond, was forced out after the bank was fined almost £300 million (€375 million) for its involvement in rate-fixing. More than 20 banks are now believed to be under investigation over their role in the affair.The Libor index calculates the London inter-bank interest rate, based on self-reported borrowing costs on unsecured loans between banks. It also determines the price of an estimated $800 trillion worth of financial instruments.For his part, Gensler also said that the rapid decline in the volume of inter-bank loans when money markets seized up during the financial crisis in 2008 and 2009 had increased the scope for abuse. He added that "collusion is less likely if Libor rates are anchored on real transactions."Meanwhile, Dan Doctoroff, the chief executive of financial information service Bloomberg, told MEPs that his company is establishing its own "Blibor" indices based on a range of real credit information, including credit default swaps and short term maturity bonds.He noted that a "widespread lack of transparency and reliable information contributed substantially to the crisis."Meanwhile, EU competition chief, Joaquin Almunia, revealed that the EU executive is investigating a series of cases where bank cartels had colluded to artificially raise interest rates.Almunia, who described the Libor scandal as another product of the "age of deregulation," told euro-deputies that the commission has already moved against rating agency Standard & Poor's and Thomson Reuters over restrictions they placed on the availability of their market information.He added that the blame for rate-fixing does not lie solely with banks and that politicians and regulators also bear responsibility, however.

France speaks out for EU sanctions on Iran

BRUSSELS - The French leader and French foreign minister have spoken out in favour of new EU sanctions against Iran.French President Francois Hollande told press after his first-ever speech at the UN's annual meeting in New York, that Iran is "continuing its programme of [uranium] enrichment" and that "France cannot accept this action which threatens regional security. With our European partners, we are, therefore, ready to impose new sanctions."He added that the new measures are not designed "to punish the Iranian population, but to bring them [the Iranian government] back to the negotiating table."Earlier on during his UN speech, he also accused Iran of helping the Syrian government to butcher civilians."It is clear that we have all the proof we need that Iran is intervening by human and material means in Syria, and this is unacceptable," Hollande noted.French foreign minister Laurent Fabius told Reuters in the margins of the UN event that the new sanctions will be "on the financial and trade side."Back in Brussels, the French press agency AFP cited an anonymous EU diplomat as saying the UK wants to see a "full freeze on Iran's central bank, on all its financial transactions" and "a wide sectoral ban on shipping."AFP's contacts added that "most member states are largely supportive" of the plan, but that France itself, Germany, Spain and Sweden want to stop short of a full-blown trade embargo on the Middle East power.The previous round of EU sanctions, imposed on 1 July, included an oil ban and forbade transactions with the Iranian central bank. But the bank ban allowed EU countries to do business with it if it relates to trade in other areas, such as food or textiles.
For its part, Iran believes it has shown good faith by resuming international talks on the nuclear issue earlier this year.It also says the UN's Vienna-based non-proliferation watchdog, the IAEA, has not put forward any evidence that its nuclear enrichment work is aimed at making weapons.EU contacts previously told EUobserver that the international talks, which are chaired by EU foreign policy chief Catherine Ashton, have begun addressing some key issues, such as the closure of one enrichment facility in Fordow. But they added that Iran is wasting time on debating the format of the talks themselves. "They are masters of obfuscation," one source said.US President Barack Obama in his UN address also on Tuesday noted that the Iranian programme could lead to war.He said that "a nuclear armed Iran is not a challenge that can be contained" and that the US would "do what it must" to stop it from getting the bomb.The EU sanctions decision is due on 15 October.

AP Interview: Ahmadinejad pushes new world order


NEW YORK (AP) — After an hour of fielding questions about Syria, sanctions and nuclear weapons, Iranian President Mahmoud Ahmadinejad had enough. Now, he said, it was his turn to choose the topic — his "new order" which will inevitably replace the current era of what he called U.S. bullying.Continuing his hectic pace of media appearances and diplomatic meetings, Ahmadinejad presented an air of boredom when it came to the hot topic on everyone's mind — Iran's nuclear program and the possibility of impending war. Whether it was feigned or sincere, he said he would much rather be talking about his vision of what the next world order might be.Conveniently, it would be an order in which the U.S. and the traditional powers play a smaller role and every country has equal standing (though the state of Israel, he often predicts, will soon become a historical footnote)."God willing, a new order will come and will do away with ... everything that distances us," Ahmadinejad told The Associated Press in an interview Tuesday, speaking through a translator. "All of the animosity, all of the lack of sincerity will come to an end. It will institute fairness and justice."He said the world was losing patience with the current state of affairs."Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying," he said. "I do believe the system of empires has reached the end of the road. The world can no longer see an emperor commanding it."The interview was held on the sidelines of the U.N. General Assembly — Ahmadinejad's last as president of Iran. He was to address the assembly Wednesday morning.
He also discussed solutions for the Syrian civil war, dismissed the question of Iran's nuclear ambition and claimed that despite Western sanctions his country is better off than it was when he took office in 2005.
Earlier Tuesday, President Barack Obama warned Iran that time is running out to resolve the dispute over its nuclear program. In a speech to the General Assembly, Obama said the United States could not tolerate an Iran with atomic weapons.Ahmadinejad would not respond directly to the president's remarks, saying he did not want to influence the U.S. presidential election in November.But he argued that the international outcry over Iran's nuclear enrichment program was just an excuse by the West to dominate his country. He claimed that the United States has never accepted Iran's choice of government after the 1979 Islamic revolution.
"Everyone is aware the nuclear issue is the imposition of the will of the United States," he said. "I see the nuclear issue as a non-issue. It has become a form of one-upmanship."Ahmadinejad said he favored more dialogue, even though negotiations with world powers remain stalled after three rounds of high-level meetings since April.He said some world leaders have suggested to him that Iran would be better off holding nuclear talks only with the United States."Of course I am not dismissing such talks," he said, asked if he were open to discussions with the winner of the American presidential election.Israeli leaders, however, are still openly contemplating military action again Iranian nuclear facilities, dismissing diplomacy as a dead end. Israel and many in the West suspect that Iran is seeking to acquire nuclear weapons, and cite its failure to cooperate fully with nuclear inspectors. Iran says its nuclear program is for peaceful purposes only.Ahmadinejad also proposed forming a new group of 10 or 11 countries to work to end the 18-month Syrian civil war. Representatives of nations in the Middle East and elsewhere would meet in New York "very soon," he said.
Critics have accused Tehran of giving support to Syrian President Bashar Assad in carrying out massacres and other human rights violations in an attempt to crush the uprising against his rule. Activists say nearly 30,000 people have died.Ahmadinejad said the so-called contact group hopes to get the Syrian government and opposition to sit across from each other."I will do everything in my power to create stability, peace and understanding in Syria," Ahmadinejad said, adding that he last spoke with Assad one year ago over the telephone.Earlier this month, Egyptian President Mohammed Morsi announced the formation of a four-member contact group with Iran, Turkey and Saudi Arabia. But Saudi Arabia so far has not participated.Ahmadinejad denied Iranian involvement in plotting attacks on Israelis abroad, despite arrests and accusations by police in various countries. He also vehemently disputed the U.S. claim that Iranian agents played a role in a foiled plot to assassinate the Saudi ambassador to the United States last year.
Ahmadinejad will leave office next June after serving two four-year terms. He threw out numbers and statistics during the interview to show that Iran's economy and the lives of average Iranians have improved under his watch. Since his 2005 election, he claimed, Iran went from being the world's 22nd-largest economy to the 17th-largest; non-petroleum related exports increased sevenfold; and the basic production of goods has doubled. Median income increased by $4,000, he said."Today's conditions in Iran are completely different to where they were seven years ago in the economy, in technical achievement, in scientific know-how," Ahmadinejad said. "All of these achievements, though, have been reached under conditions in which we were brought under heavy sanctions."Iran has called for the U.S. and its European allies to ease the sanctions that have hit its critical oil exports and left it blackballed from key international banking networks.It was not possible to immediately verify most of Ahmadinejad's figures and claims. The CIA's World Factbook says Iran was the world's 18th largest economy last year, as measured by its gross domestic product. It said Iran's "GDP growth remains stagnant" and that the country "continues to suffer from double-digit unemployment and underemployment."But the Factbook credited Ahmadinejad with spearheading a law to reduce state subsidies that drained the budget and mostly benefited Iran's upper and middle classes.On other matters, Ahmadinejad said he had no knowledge of the whereabouts of Robert Levinson, a private investigator and former FBI agent who vanished in Iran five years ago. He said he directed Iranian intelligence services two years ago to work with their counterparts in the U.S. to locate him.
"And if any help there is that I can bring to bear, I would be happy to do so," he said.He also claimed never to have heard of Amir Hekmati, a former U.S. Marine who is imprisoned on espionage charges in Iran. Hekmati was arrested while visiting his grandmothers in Iran in August 2011, and his family has been using Ahmadinejad's visit to New York to plead for his release.In spite of Ahmadinejad's assertions on the importance of dialogue and respect for others, he has presented a hard line in many areas in this week's media appearances.He refuses to speak of the state of Israel by name and instead refers only to the "Zionists." And when asked on Monday about author Salman Rushdie, he made no attempt to distance himself from recent renewed threats on the author's life emanating from an Iranian semi-official religious foundation."If he is in the U.S.," said the president of Iran, "you should not broadcast it for his own safety."

Pakistan Islamist accuses Obama of religious war on Muslims

ISLAMABAD (Reuters) - One of Pakistan's most feared Islamists accused President Barack Obama on Wednesday of starting a religious war against Muslims over his handling of a video that mocked the Prophet Mohammad.Hafiz Saeed, accused by India of masterminding the 2008 attack by Pakistani gunmen on India's financial capital Mumbai, said Obama should have ordered steps to remove the film from the Internet instead of defending freedom of expression in America."Obama's statements have caused a religious war," Saeed told Reuters in an interview. "This is a very sensitive issue. This is not going to be resolved soon. Obama's statement has started a cultural war."The Obama administration has condemned the film, which ignited Muslim protests around the world as "disgusting".But Western countries remain determined to resist restrictions on freedom of speech and have already voiced disquiet about the repressive effect of blasphemy laws in Muslim countries such as Pakistan."Obama has said he cannot block the film," said Saeed. "What does that say?"He said the United States should take tough action against the makers of the film.
"If not, then hand them to us," he said, flanked by bodyguards.
U.S., INDIA WANT PAKISTAN TO DETAIN SAEED
India has repeatedly called on Pakistan to bring Saeed to justice, an issue that has stood in the way of rebuilding relations between the nuclear-armed neighbors since the carnage in Mumbai, where gunmen killed 166 people over three days.India is furious that Pakistan has not detained Saeed since it handed over evidence against him to Islamabad. Washington has offered a reward of $10 million for information leading to Saeed's capture.Saeed founded Lashkar-e-Taiba (LeT) in the 1990s, the militant group which India blames for the rampage in Mumbai, where six Americans were among the dead.He denies any wrongdoing and links to militants.The $10 million figure signifies major U.S. interest in Saeed. Only three other militants, including Taliban leader Mullah Omar, fetch that high a bounty. There is a $25 million bounty on the head of al Qaeda leader Ayman al-Zawahri.After the reward was announced, Saeed taunted the United States by holding a press conference at a hotel 40 minutes' drive away from the U.S. embassy in Islamabad, calling the bounty laughable.On Wednesday, he again mocked the bounty, which has not led to Saeed's capture even though he openly moves around strategic U.S. ally Pakistan, fires up supporters at rallies and runs a huge charity.
"I am wandering in my own country," he said with a chuckle at a hotel where he and other Islamists gathered for a conference on the short film, called 'Innocence of Muslims'."So, what right does America have to put a bounty on my head? I have told America to start a case against me in court. So I can give my point of view. This is terrorism by putting a bounty on people's heads."A Pakistani minister offered $100,000 on Saturday to anyone who kills the maker of the online video. A spokesman for Pakistan's prime minister said the government dissociated itself from his statement.While many Muslim countries saw mostly peaceful protests, 15 people were killed in Pakistan during demonstrations over the video.The United States has accused Islamabad of foot dragging in the case of Saeed.Pakistan disputes U.S. charges of inaction against militants, saying it has suffered more casualties than any other country in fighting the Pakistani Taliban, other militant groups along the Afghan border and Islamist groups inside the country.Saeed abandoned the leadership of the LeT after India accused it of being behind an attack on the Indian parliament in December 2001. But his charity is suspected of being a front for the LeT.A short bearded man, Saeed lives near a park and a mosque in a villa with a policeman stationed outside, in the central city of Lahore, capital of Punjab.Some of his bodyguards wear olive camouflage vests while others are dressed in dark traditional shalwar-kameez, baggy shirt and trousers. Iran pushes ahead in building nuclear reactor

VIENNA (Reuters) - Iran appears to be making headway in building a research reactor that could yield potential nuclear weapon material, adding to Western concerns about Tehran's atomic aims, experts and diplomats say.The West's worries about Iran are focused largely on underground uranium enrichment plants at Natanz and Fordow, but it is also pressing ahead with construction of a heavy-water reactor near the town of Arak, which analysts say could produce plutonium for nuclear arms if the spent fuel is reprocessed.
Iran now plans to bring Arak on line in the third quarter of 2013, moving up its timetable from 2014, according to the latest U.N. information, although there is uncertainty whether it will be able to meet that target date.Iran, rejecting Western allegations it seeks to develop a capability to assemble atomic arms, says its nuclear program is entirely peaceful and that the reactor will produce isotopes for medical and agricultural use."There is no reason to seriously doubt Iran's resolve to complete this project on time and begin operating the reactor," said Mark Hibbs of the Carnegie Endowment think-tank.Most of what is needed is "dual-use, off-the-shelf equipment that Iran can buy all over the world using the procurement network it has set up" for its nuclear program, he said.A U.N. report last month on Iran's nuclear program, which made headlines because it showed a doubling of the uranium enrichment capability at Fordow, suggested Tehran was also carrying out new work at Arak.The report by the International Atomic Energy Agency (IAEA) said cooling and moderator circuit piping was being installed when inspectors visited the Arak facility in early August.
"They are certainly continuing to make progress on the reactor," one Vienna-based diplomat said. "As long as we still don't trust Iran's nuclear intentions, even the elimination of its enrichment capability will not eliminate all the danger."
THREATS
Israel, believed to be the Middle East's only nuclear-armed state, sees Iran's nuclear program as a serious threat and has ramped up threats of attacking its arch enemy. If it does, the nuclear sites at Natanz, Fordow and Arak in central Iran are likely to be among the targets.U.S. President Barack Obama this week warned Iran he would do what it takes to prevent it from getting nuclear weapons.The European Union this month said it was "deeply worried" Iran had not suspended activity at the Arak facility, which like other nuclear sites is monitored by U.N. inspectors to ensure there is no diversion of nuclear materials.In August, German prosecutors said police had arrested four men suspected of delivering valves for the heavy-water reactor, breaking an embargo on such exports to Iran.If operated optimally, the heavy-water plant would produce about 9 kilograms of plutonium annually, or enough for about two nuclear bombs each year, said the Institute for Science and International Security, a U.S.-based think-tank."Before it could use any of the plutonium in a nuclear weapon, however, it would first have to separate the plutonium from the irradiated fuel," it added on its web site.Iran has announced it has no plans to reprocess the spent fuel, the International Institute for Strategic Studies think-tank said in report last year.But Mark Fitzpatrick, director of its non-proliferation and disarmament program, said "similarly sized reactors ostensibly built for research" have been used by India, Israel, North Korea and Pakistan to make plutonium for weapons.Given Iran's "record of delays with other major nuclear facilities and the sanctions and export controls that have impeded access to foreign parts, it is very doubtful that the 2013 deadline will be met", he said.(editing by Jane Baird)

Syrian rebels bomb army command in Damascus


BEIRUT (Reuters) - A Syrian rebel bomb attack reduced the army headquarters in Damascus to a smouldering wreck on Wednesday as world leaders, unable to break the diplomatic deadlock in the conflict, met at the United Nations.The rebels said the assault on President Bashar al-Assad's power base in the center of the capital killed dozens of people.The army said four guards were killed and 14 wounded in what it said were suicide attacks. No senior officers were hurt in the blasts, which shook the whole city just before the start of the working day, it said.It was the biggest attack in Damascus since July 18 when a bombing killed several senior security officials, including Assad's brother-in-law, the defense minister and a general.
Since then Assad's forces have pushed back rebels to the outskirts of the capital but have lost control of several border crossings, struggled to win back the northern city of Aleppo and mounted air strikes to crush opposition in rebel territory.State television showed CCTV footage of a white minibus pulling up by the side of the road and exploding in a ball of flames. It showed another blast 10 minutes later, apparently inside the complex.The explosions struck as world leaders met at the United Nations, where deadlock over Syria has blocked a united global response to a conflict which activists say has killed 30,000 people, forced a quarter of a million refugees to flee the country and left 2.5 million people in need of help.The uprising, which erupted in March last year as mainly peaceful protests for reform, has become an armed insurgency pitting mainly Sunni Muslim rebels against Assad, from the Alawite faith which is close to Shi'ite Islam.Shi'ite Iran supports Assad while regional Sunni powers have backed the rebels.One Sunni leader, the Emir of Qatar, told the United Nations that Arab countries should intervene "to stop the bloodshed", but few Arab states are likely to back his call.In Moscow, Russian President Vladimir Putin rebutted calls for an intervention. Any attempt to unilaterally use force or interfere with events in the Middle East would be counter-productive, he said.
The pro-opposition Syrian Observatory for Human Rights, which monitors the violence through a network of activists in the country, said 240 people were killed in Syria on Tuesday. Most were civilians but the death toll included 54 members of Assad's security forces.Activists said security forces killed more than 40 people in a town outside Damascus on Thursday, calling it a massacre.Video published by activists showed rows of bloodied corpses wrapped in blankets in the town of Dhiyabia. The victims appeared to be male, from 20-year-olds to elderly men.The Syrian Observatory said it could confirm 40 dead."A massacre in the Dhiyabia area," says the voice of an activist in the video. "God damn you Bashar. The bodies are in the dozens. Look, Muslims, look what this dictator is doing."
FLAMES ENGULF MILITARY BUILDING
Internet footage of Wednesday's fire at the General Staff Command Building showed flames engulfing its upper floors."The attack in Damascus once again proves that, with sufficient planning and co-ordination, the opposition appears to retain the ability to strike at the heart of regime," said David Hartwell, Middle East analyst at IHS Jane's."This is despite the fact that the FSA has appeared in recent weeks to be under pressure as a result of the fighting in Aleppo and other parts of the country."The main gate of the military complex was blackened from fire while windows of the building were blown out. Glass shards littered streets and a deep crater was gouged in the road.Residents reported that gunfire rattled out around the district for at least two hours after the explosions."All our colleagues in the military leadership, the army staff command and the Defense Ministry are unhurt," Information Minister Omran Zoabi told Syrian Television."It's a terrorist act, close to an important site, that's true. But as usual they failed to achieve their goal," he said.Activist Samir al-Shami said the main explosions were caused by a suicide car bomb and second car loaded with explosives on the perimeter of the complex."Then the fighters went inside and clashed with security inside, while some of the men started to torch the building," he said.That tallied with accounts from residents who heard gunfire and smaller blasts after the first explosions."The explosions were very loud. They shook the whole city and the windows of our house were shuddering," one resident reached by telephone said.
A correspondent for Iran's English-language Press TV was shot dead by a rebel sniper and its Damascus bureau chief was wounded while they covered Wednesday's explosions, Press TV said.Pro-Assad gunmen also killed at least 16 people in Damascus, the British-based Observatory said. It said three of those killed in the poor district of Barzeh, which is sympathetic to opposition fighters, were children and six were women.
NO FUTURE
At the annual U.N. General Assembly in New York, French President Francois Hollande sought to shake up international inertia over the crisis by calling for U.N. protection of rebel-held areas."The Syrian regime ...has no future among us," Hollande said in a speech on Tuesday. "Without any delay, I call upon the United Nations to provide immediately to the Syrian people all the support it asks of us and to protect liberated zones."Protection for "liberated" areas would require no-fly zones enforced by foreign aircraft, which could stop deadly air raids by Assad's forces on populated areas. But there is little chance of securing a Security Council mandate for such action given the opposition of veto-wielding members Russia and China.The United States, European allies, Turkey and Gulf Arab states have sided with the Syrian opposition while Iran, Russia and China have backed Assad, whose family and minority Alawite sect have dominated Syria for 42 years.Western powers have stopped short of supplying military aid to the rebels to an extent that could turn the tide of the conflict, in part out of fear of arming Islamist militants who have joined the anti-Assad revolt.

Egypt's new President Morsi debuts at UN

UNITED NATIONS (AP) — Egypt's new President Mohammed Morsi debuts at the United Nations on Wednesday with a speech that will be closely watched by world leaders for clues about his democratic intentions and plans for lifting his country out of crippling poverty.Morsi, an Islamist and key figure in the once-banned Muslim Brotherhood, is the first democratically-elected leader of the ancient land at the heart of the Arab world. He was sworn in June 30.Another Arab leader making his first appearance at the U.N. General Assembly's annual ministerial meeting after being swept into power by the Arab Spring revolutions was Yemen's President Abed Rabbo Mansour Hadi. He took office in February after more than a year of political turmoil and is now trying to steer his country's democratic transition. Hadi called on the U.N. to grant membership to Palestine and support a transfer of power in Syria."The only option for our brothers in Syria is to agree on an initiative ... for peaceful change and transfer of power through ballot boxes," he said.
Morsi previewed his General Assembly remarks in a speech delivered Tuesday at former President Bill Clinton's Global Initiative. Addressing the violence that raged across the Muslim world in response to a video produced in the U.S. that denigrated Islam's Prophet Muhammad, the Egyptian leader said freedom of expression must come with "responsibility."He appeared to have been responding to President Barack Obama's General Assembly speech earlier Tuesday in which the U.S. leader again condemned the video but sternly defended the U.S. Constitution's guarantees of free speech.At least 51 people were killed in violence that erupted last week in Muslim countries, including the U.S. ambassador to Libya and three other Americans targeted in an attack on the U.S. consulate in Benghazi.Morsi did not explain what limitations he felt should be placed on free speech but said the video and the violent reaction to it demanded "reflection." He said freedom of expression must be linked with responsibility, "especially when it comes with serious implications for international peace and stability."Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, will be making his last speech at the world body as he finishes a second and final term as president.Ahmadinejad took aim at both the U.S. and Israel while addressing a high-level U.N. meeting promoting the rule of law Monday, accusing Washington of shielding what he called a nuclear-armed "fake regime." Egypt: No need to amend treaty with Israel

CAIRO (AP) — A spokesman for Egypt's president says there is currently no need to amend the peace treaty with Israel, despite calls in Cairo to amend the 1979 accord to allow the country to beef up its presence in the Sinai Peninsula to combat militants there.The comments by Yasser Ali, carried by the state Middle East News Agency, were made Wednesday in New York where President Mohammed Morsi is attending the U.N. General Assembly.Many Egyptians have for years considered the limitations on troop deployments to be impinging on national sovereignty. Egyptian groups including the Muslim Brotherhood, from which Morsi hails, have called for revising the treaty.Although Israel has allowed Egypt to temporarily strengthen its forces in the Sinai to fight Islamist militants, it is leery about formalizing any changes.

China, Japan stand their ground in islands row, but keep talking


BEIJING/TOKYO (Reuters) - China claimed islands at the core of a row with Japan as its "sacred territory" in talks between the two countries' foreign ministers, Chinese state media said on Wednesday, as neither side showed any sign of backing down in a long-festering feud.Japanese Foreign Minister Koichiro Gemba urged China to exercise restraint over the dispute during what he called a tense hour-long meeting on the sidelines of the U.N. General Assembly in New York, Japan's Kyodo news agency reported.The spat has triggered violent anti-Japanese protests in China and hurt trade ties between Asia's two biggest economies.China's Xinhua news agency said Chinese Foreign Minister Yang Jiechi reiterated Beijing's "solemn position on the issue of Diaoyu Islands, which have been China's sacred territory since ancient times".Japanese Chief Cabinet Secretary Osamu Fujimura told a news conference in Tokyo the two sides had agreed to keep talking."There is no magic bullet in foreign diplomacy. We need to hold talks through various channels taking into account of broad perspective," Fujimura told a news conference in Tokyo.Sino-Japanese relations deteriorated sharply this month after Japan bought the isolated East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking protests across China.In a sign of the economic fallout, Japanese automakers Toyota Motor Corp, Nissan Motor Co Ltd and Suzuki are curtailing production in China in the wake of the protests that shuttered dealerships and darkened their sales prospects in the world's top car market.China's meetings with Japanese diplomats -- both at the United Nations and a day earlier in Beijing -- suggest Beijing does not want the row over the island chain, believed to be in waters rich in natural gas deposits, to lead to a rupture in relations. RETREAT DIFFICULT
Sino-Japanese ties have long been plagued by China's bitter memories of Tokyo's military aggression in the 1930s and 1940s as well as present rivalry over regional resources and clout.The row coincides with a once-in-a-decade leadership change in China, while Japanese Prime Minister Yoshihiko Noda's ruling party faces a drubbing in an election expected in months, domestic dynamics that make it hard for either side to retreat.Noda is under fire from the main opposition party, which picked former prime minister and security hawk Shinzo Abe as its new leader, and possible next premier, on Wednesday.Abe has been most vocal of the candidates in urging Tokyo take a tougher line in its territorial disputes with China and South Korea but on Wednesday he struck a balanced tone."We must show our will to firmly protect our territorial waters and Senkaku amid China's movements," he told a news conference after being elected party chief.But he added: "Even if our national interests clash, we should acknowledge that we need each other and control the situation while thinking things strategically. My stance on this has not changed."Japan, which says the islands' purchase was meant to fend off a more provocative bid by the nationalist governor of Tokyo, Shintaro Ishihara, to have his metropolitan government buy them, is trying to keep communication channels open.
China postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan, but an official at the Japan-China Economic Association said Toyota Motor chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing.Patrol vessels from the two countries have also been playing a tense game of cat-and-mouse in the waters near the disputed islands, raising concerns that an unintended collision or other incident could escalate into a broader clash.
