2012 just started looking a lot like 2008 all over again.Controversial sheriff Joe Arpaio of Maricopa County, Ariz., declared President Barack Obama's birth certificate and Selective Service card fakes Thursday, according to the Washington Times. Arpaio says his investigators used law enforcement tools to test the authenticity of Obama's identity documents, working on their own time.While not accusing the president directly, Arpaio said his investigators' findings constitute evidence of fraud, forgery and other criminal offenses.Here's why Arpaio says the president's documentation doesn't pass muster:

* The president's long-form birth certificate never existed in paper form, lead investigator Mike Zullo said, according to CBS News. He says Hawaii officials may have deliberately kept original 1961 birth records from being examined.

* According to ABC News, Arpaio said the date stamp and registrar's stamp on the birth certificate appear to have been imported from outside sources. NPR explained the basis for that charge, saying the stamps were on different layers of the document and could be moved about in editing software. NPR said its own test did not find the document to be multi-layered.

* A look a records for twins born at the same hospital as Obama one day earlier proved that there were microfiche records from the era, Arpaio told Phoenix New Times. Microfiche copies of the president's birth record have not been acknowledged to exist.

* Arpaio said the there are inconsistencies in the text characters used in the long form birth certificate released by the White House.

* The 1980 date on Obama's Selective Service registration card was created by cutting the date 2008 to read just 08 and flipping it to make the 80 portion of 1980, according to the Arpaio investigators. Zullo says the card isn't just forged; it's poorly forged, according to NPR.

* Arpaio's team also claims Immigration and Naturalization Service international arrival records for the month August 1961 contain a gap- there are no records for the week of Obama's birth, they say.Arpaio is subject to a federal grand jury investigation for abuse of power, unrelated to the birther issue, and several critics contend the beleaguered sheriff is seeking to draw attention away from his own legal problems with this investigation.

The footage that Andrew Breitbart planned to release just hours after his untimely death would have proven hugely damaging to President Obama’s re-election hopes, because it shows Obama fraternizing with Weather Underground terrorists whose goal it was to set up a Communist dictatorship inside the United States.According to former FBI agent Larry Grathwohl, who was assigned to infiltrate the Weather Underground’s Central Committee, the organization run by Bill Ayers carried out bombings targeting the Pentagon, the State Department, as well as police stations and federal buildings, in an attempt to cause the United States government to collapse and open the door for Cuban, North Vietnamese, Chinese and Russian troops to occupy the country.Grathwohl stated that Ayers and his group planned to deal with Americans who would try to resist this takeover by establishing re-education centers in the south-west. Asked what he would do with those who still refused to convert to communism, Ayers said that they would have to be eliminated, as in 25 million Americans would be killed in concentration camps.Grathwohl points out that most of the people advocating this brutality had graduate degrees from Columbia and other well known educational centers, and relates the shock it was to listen to these people figure out the logistics for the elimination of 25 million people – and they were dead serious.

Although Obama’s links with Bill Ayers and other radicals from the era has been well documented for years, after all it was Ayers who helped launch Obama’s political career, for him to be seen on video ‘palling’ around with terrorists who wanted to set up a brutal Communist dictatorship inside the United States would have represented a public relations nightmare going into the election.In the aftermath of Breitbart’s death, it remains to be seen whether the footage will still be released, or if it is released whether it will carry anything like the same impact it would have generated if Breitbart had still been around to push it.As we reported earlier, Breitbart himself made a chilling and prophetic statement when referring to the footage during an event in Washington DC three weeks ago when he told Lawrence Sinclair, Wait til they see what happens March 1st.Breitbart had been teasing the release of the footage during speeches throughout last month, notably at CPAC where he told the audience, I’ve got videos – this election we’re going to vet him, adding that the video shows Obama meeting a bunch of silver pony tails, including Bill Ayers and Bernardine Dohrn.In another bizarre twist of irony, Breitbart himself actually had dinner with Bill Ayers and Bernardine Dohrn just last month. Breitbart’s friend Tucker Carlson mischievously won a bid on an auction to dine with the two radicals and invited Breitbart along. Although the cause of Breitbart’s death was hastily reported to be of natural causes, the Los Angeles County coroner’s office have refused to confirm anything until an autopsy has been performed.According to marketing executive Arthur Sando, Breitbart spent his final hour in a bar near his home called the Brentwood sipping red wine and talking politics. I recently joined Michael Coren at Sun TV in Canada for the second time. The interview took place at the Time Warner building where CNN provides studios for other networks. The view of Columbus Circle, which also houses the Mandarin Oriental Hotel and Jazz at Lincoln Center, is breathtaking, very Old New York. One contemplates Central Park trees, a manicured circular garden, and of course, the statues of Christopher Columbus and the USS Maine National Monument, a memorial to sailors who died on board the USS Maine in 1898 in Havana, Cuba.The Sun studio driver was an exceedingly courtly gentleman who unfurled an overly large and comforting umbrella and walked me into and out of the car in the driving rain. Nice touch.Back in the olden days, television and radio studios had no security. And, then things changed: first, one's name was kept on a list and one had to show photo IDs; then, escorts were provided; finally Israeli-style security systems were installed, complete with metal detectors and equipment to monitor attaché cases and handbags, just like in airports today.And then--one does what one came to do. Look into a completely black camera and engage with one's delightful host who can be heard, but not seen. I was there to speak about honor killings (see video below). There were many important things that I did not have time to discuss.

I should have congratulated Canada for prosecuting both the actual perpetrators and the collaborators in the Shafia Honor Killing. However, the 25 years without parole sentence for the murder of the four Muslim female victims only amounts to 6 1/2 years for each victim. Not good enough. (Am I this bloodthirsty?)I should also have congratulated Canada for, after twelve years, and a complex legal battle, now being ready to extradite Malkit Kaur Sidhu, the heartless Sikh-Canadian mother who had her daughter brutally murdered abroad because the young woman had dared to marry a social inferior.Canada did not try Aqsa Parvez's mother who lured her daughter home from a protective shelter. The United States did not try the Said sisters' mother who also lured her girls home to certain death at their father's hand in Irving, Texas. Nor did the US try Noor Almaleki's mother who helped her husband flee. It should have done so. These mothers are all accessories to murder.Host Michael Coren (an excellent interviewer), gave me the opportunity to own my own research. He noted that 91% of honor killings in the West are perpetrated by Muslims. And, said I, that statistic is mine, I reported that precise percentage in my 2010 study published at Middle East Quarterly.I quickly pointed out that Hindus and Sikhs do commit honor killings as well but they do so mainly in India; Hindu immigrants do not conduct themselves this way in the West. Florida mulls outlawing Shariah, other foreign law

WEST PALM BEACH, Fla. (AP) — A measure to ban the use of foreign laws in domestic courtrooms is progressing in Florida's statehouse, one of dozens of similar efforts across the country that critics call an unwarranted campaign driven by fear of Muslims.Forty such bills are being pursued in 24 states, according to a tally by the National Conference of State Legislatures, a movement backers say is a response to a glaring hole in legal protections for Americans. Opponents say the bills simply address a made-up threat and could threaten agreements made under Jewish or other religious law.There have been all sorts of wild accusations about what this bill does, said Sen. Alan Hays, R-Umatilla, who sponsored the Senate bill in Florida. This is very clear, very simple: In American courts we need American laws and no other.The Florida measure passed the House on Thursday 92-24. It awaits a full vote in the Senate.If passed, Florida would join three other states — Louisiana, Arizona and Tennessee — in approving legislation curtailing the use of foreign laws. An Oklahoma ballot measure got 70 percent approval, but it goes a step further in specifically mentioning Sharia, the Islamic system of law. A federal court has blocked the measure's implementation until its constitutionality is determined.

The twin House and Senate bills in Florida make no mention of Shariah law or any other specific foreign system. The language of the legislation, in fact, seems innocuous, outlawing the use of foreign law only when it violates rights guaranteed by the U.S. Constitution, and only in certain domestic situations, such as divorces and child custody cases. It does not apply to businesses and says it shouldn't be construed to prohibit any religious organization from making judgments in ecclesiastical matters.But that's done little to quiet critics who see such legislation as right-wing fear mongering.It's a waste of time and irrelevant legislation, said Nezar Hamze, head of the Miami chapter of the Council on American-Islamic Relations. But the motive behind it is very troubling.The most fervently outspoken supporters of such bills caution Shariah law could begin to spread outside of Muslim countries in a slow-speed Islamic takeover of the world. Others, seeking to appeal to the masses, say not outlawing Shariah jeopardizes the rights of American women.Though Shariah law was an unrecognizable term to nearly every American just a few years ago, it has become much more mainstream. Dangers of Shariah have been aired on the campaign trail, in tea party rallies and on cable news.One of the most persistent voices on the issue is David Yerushalmi, a Brooklyn lawyer who drafted model legislation on the foreign law issue and who has waged a quiet campaign to ensure Shariah is outlawed in the U.S.Yerushalmi's views have made him a lightning rod; he even declines to say where in Florida he lived as a child because he has family that still calls it home and he says he fears for their safety. He disputes characterizations of him as a bigot.

Yerushalmi calls Shariah an offensive foreign law but he says even if critics are right, and that he and other proponents of such legislation are acting on prejudice, legislatures have nothing to lose by outlawing it.If you're right and Shariah is everything that is good and noble and doesn't have all the ugly things that we understand it to have, he said, then such legislation simply will have no effect on the public. He notes people found to have committed adultery can be stoned under Shariah law.The Florida bills include passages from Yerushalmi's model legislation, which was written for a group called the American Public Policy Alliance. The leader of that organization, Stephen Gele, says there are egregious court cases that have shown Shariah is a threat in the U.S., with foreign judgments on divorces and child custody allowed to stand.It's probably a small percentage of a court's docket, but certainly if you're the woman who lost her child to Pakistan, it's important to you, he said, citing a case in which he said a mother lost custody because of a foreign ruling.An estimated 1.3 million Americans identify as Muslim, according to the 2008 American Religious Identification Survey, a respected count published by Trinity College in Hartford, Conn. That amounts to fewer than 1 percent of the population nationally. Florida has a similar share.If passed, Hamze said, Florida's legislation would have virtually no effect because he says he's not aware of the issue ever coming up in a state courtroom. He believes the message, however, would be a harmful one.Others have come to the side of Muslim advocates, including the Anti-Defamation League, a prominent defender of Jewish causes. Andrew Rosenkranz, regional director for the ADL in Florida, issued a statement calling the bills unnecessary and saying they could jeopardize agreements reached in religious settings such as a Jewish tribunal.

The alleged threat of Islamic, other religious or foreign law to Florida's court system is completely illusory, and the Senate's consideration of this measure is an unwise use of resources, Rosenkranz said. At best, this bill is wholly redundant as the Florida and U.S. constitutions already prohibit the unconstitutional application of foreign law in the courts.Hays said those who oppose the bill are mistaken about its intentions. He said he wasn't aware what led to the legislation's introduction — another version of it failed last year — or who might have had a role in crafting its language, which he said was ultimately put together by the House sponsor, Rep. Larry Metz, R-Yalaha. Metz did not return a call seeking comment.I don't care where the law comes from or who the originators of the law are, Hayes said. According to the British Guardian, Netanyahu is expected to raise the issue during his meeting on Monday at the White House with Obama.The report quoted diplomats as having said that Israel is angered by the Obama administration's public disparaging of early military action against Iran, saying that it weakens the prospect of Tehran taking the warnings from Israel seriously.While the two sides are attempting to agree on a joint public statement to paper over the divide, the Guardian noted, the talks will not be made easier by a deepening distrust in which the Israelis question Obama's commitment to confront Iran.One diplomatic source was quoted as having told the Guardian that Netanyahu and Obama are poles apart.The White House believes there is time for sanctions to work and that military threats don't help. The Israelis regard this as woolly thinking,said the source, adding, They see Iran as headed towards a bomb, even though they agree there is no evidence Tehran has made that decision yet, and they want the White House to up the ante. The White House has the Europeans behind its position but it's losing Congress.

Israeli officials, the Guardian reported, say that Netanyahu is not happy with Obama's vague assertion that all options are on the table in dealing with Iran. Netanyahu wants Obama to state unequivocally that Washington is prepared to use force if Iran's nuclear program advances beyond specified red lines, they said.
Sources in the U.S. administration say, however, that Obama is unlikely to make a major shift in policy in public although he may give Netanyahu firmer assurances in private.Despite Obama’s position, U.S. military officials said Wednesday that America is preparing a plan to strike Iranian nuclear targets in the event that sanctions fail to persuade Tehran to halt its hurtle towards atomic development.A report by the Bloomberg news agency quoted U.S. Air Force Chief of Staff General Norton Schwartz as saying such a strike would be carried out if Iran fails to prove its nuclear develop program is geared solely towards peaceful purposes.The report indicated that options under consideration included the possibility of aerial refueling for Israeli planes as part of the assault. Targets under consideration included the regime in Tehran, the Iranian Revolutionary Guard Corps, the Ministry of Intelligence and Security, the Quds Force, and various Iranian military bases.
Meanwhile, a poll released Thursday said that 81 percent of Israelis oppose a solo Israeli attack against Iran.The poll, taken by the Dahaf organization in Israel on behalf of the Brookings Institution, found that if, on the other hand, Washington approved an Israeli action against Iran, some two thirds of Israelis would support it. 34% would oppose a strike regardless of Washington's approval.

The civil war in Syria seems to be approaching Israel’s borders, according to reports received on Thursday.A Syrian human rights organization said that at least 15 people were killed throughout Thursday in clashes between Syrian President Bashar Assad's army and rebels in the Quneitra province.The organization said the fighting took place in the village of Jebata al-Khashab, which is located just two kilometers from the border fence with Israel.The Syrian organization said in a statement, Clashes have been taking place since the morning between Assad’s army and a group of deserters in a village near the occupied Golan Heights.The statement said eight soldiers and seven deserters were killed in the clashes.It was the first time since the uprising against Assad began last March that clashes were reported so close to the border with Israel.The capital of the Quneitra province is the city of Quneitra, which was conquered by Israeli troops during the 1967 Six Day War. It was briefly recaptured by Syria during the 1973 Yom Kippur War, but Israel regained control in a subsequent counter-offensive.The city was almost completely destroyed before Israeli withdrew from it in June of 1974. Today, it lies in a demilitarized United Nations Disengagement Observer Force Zone between Syria and Israel, a short distance from the de facto border between the two countries, and is populated by only a handful of families.

The clashes in Quneitra come after earlier reports that forces loyal to President Bashar Assad have taken over the Baba Amr neighborhood in the city of Homs, the leading stronghold of the anti-Assad rebellion.According to reports on Thursday, most of the rebels in the Baba Amr section retreated after withstanding three weeks of government shelling. Opposition members called the retreat tactical and noted that a few combatants remained inside Baba Amr in order to provide for cover for their retreating colleagues.The assault on Homs, which began February 4, has left hundreds of civilians dead. An Iranian armored brigade was spotted by Syrian Army defectors who are among the opposition forces, and who say that Iran and Lebanon-based Hizbullah terrorists have joined with Assad's troops in the assault Syrian citizens.

BRUSSELS - Germany's vision of an EU of fiscally prudent states held in check by tight budgetary laws and the threat of legal action came a step closer on Friday (2 March) when 25 leaders signed a new treaty on fiscal discipline.In a low-key signing ceremony, all countries except the UK and the Czech Republic, became signatories to the 16-article pact, which, after going under a variety of monikers, has now been lumbered with the title Treaty on stability, co-ordination and governance in the economic and monetary union.Its effects will be deep and long-lasting. said EU council president Herman Van Rompuy ahead of the signing, adding that it will help prevent a repetition of the debt crisis.In line with Berlin's wishes, the text includes an article obliging those that ratify it to enshrine a balanced budget into national law, while a country breaching the budget deficit rules will be subject to intense surveillance, with curbed discretionary spending powers, and obliged to carry out an agreed list of structural reforms.Ahead of the signing, German Chancellor Angela Merkel said the treaty represented a strong signal on how the EU is dealing with the eurozone crisis and spoke of a politically unified Europe of the future.The treaty was drawn up in a record two months but it is an only intergovernmental agreement, after the UK in December vetoed a full-blown EU treaty change.

The awkward status - outside the EU's normal architecture - has had lawyers scratching their heads over how to get EU institutions to implement it. It has also weakened the treaty's bite as countries breaching the implementation of the balanced budget rules can only be brought to court by another member state - a politically difficult option.The treaty will go into force once 12 of the 17 euro countries have ratified it, and only those that have done so will have access to the eurozone's permanent bail-out fund, the ESM - a provision pushed by Berlin.The agreement foresees that eurozone country leaders will hold summits twice a year, an arrangement that some non-euro countries fear will fortify divisions between the ins and outs.Designed to ease German political and public opposition to further bail-outs, critics say the treaty, with its belt-tightening focus, risks worsening Europe's struggling economy.The biggest debate on the treaty is likely to be in Ireland where it will be put to a referendum - the debate has already started about what concessions Ireland should seek to sweeten the vote for a population looking to vent its anger at having to foot the bill for bad behaviour by banks.Another wrinkle in German Chancellor Angela Merkel's plan is the possible election of Francois Hollande as French President later this spring.Hollande - while backpedalling on previous, much stronger comments - has said he wants the treaty to have more emphasis on growth and questioned the exact role of the European court.

BRUSSELS - Herman Van Rompuy, the Haiku-writing, self-styled grey mouse of European politics, has been elected to a second term as head of the European Council, with his understated style credited with keeping the show on the road during the ongoing eurozone crisis.With little ado, and early on in the EU leader's meeting beginning Thursday evening (1 March), the former Belgian prime minister - unchallenged - was tasked with carrying on for a further two and a half years.Very honoured that all European Council members have decided to ask me to continue as European Council President for a 2nd mandate, Van Rompuy tweeted after the result.The first ever to hold the post, which is vaguely defined in the EU's latest treaty as driving forward EU leaders' summits, Van Rompuy's take on the job has been almost complete political self-effacement in return for gaining the trust of the 27 leaders.He started the job at the beginning of 2010, just when the scale of the Greek debt crisis was becoming apparent. His first speech was on the importance of growing Europe's economy. But most of his time has been spent managing the ensuing eurozone crisis - including keeping leaders from completely falling out with one another, blunting the feeling the EU is run by Berlin and Paris, and stopping major rifts between those in and outside the single currency.

The result has been the uncontroversial re-election on Thursday but at the expense of having a public persona - he remains little known outside the Brussels bubble.
One senior diplomat remarking on Van Rompuy's tenure so far said: He's kept the show on the road, which is quite an achievement.I think the overall view is that in an extraordinary difficult time, he has handled matters pretty well. He has shown a level of discretion and diplomacy and he is well liked and respected by his peers.Hugo Brady, from the London-based Centre for European Reform, says Van Rompuy's non-confrontational style, honed by his time in fractious Belgian politics where the art of compromise is king, is what the EU needs just now.On balance, he has done a good job. You have to think about what it would have been like during the crisis if the old system - of rotating presidencies every six months - had still been in place.He has been such as shoo-in for re-election, says Brady, because it is hard to see what other politician has his skills. Although, frankly, I am not sure who else would want such a job.

Mr Euro, too

Another measure of his success is that he was also appointed chair of the twice-yearly eurozone summits, a controversial new set-up contained in the fiscal compact treaty.This is where trust becomes an extremely valuable currency, says Piotr Kaczynski from the Centre for European Policy Studies, a Brussels-based think tank.
Non euro states are already concerned that the French-pushed idea will drive a further wedge between the euro ins and outs.A diplomat from a non-euro state, noting Van Rompuy's even-handed treatment of member states, said we are not concerned by the appointment.Sometimes his political nous deserts him, however. At a meeting in June he ruffled feathers by circulating a glossy brochure about his expensive new headquarters when EU leaders were supposed to be discussing Greece's debt woes.
Meanwhile, according to Kaczynski, Van Rompuy might have nailed the behind-the-scenes dynamics, but he should do more to bridge the disconnect with citizens.
The general public doesn't know who the guy is. And this is despite him being very influential.Nevertheless, the Belgian politician who once remarked that he appeared to have gone from grey mouse to putschist in the eyes of the press, has a cult following in Japan.There, he is appreciated for his 17-syllable Japanese poetry, if not for his backstage political acumen.

EU leaders meet on economy, Schengen and Serbia

BRUSSELS - A two-day EU summit starts Thursday evening (1 March) in Brussels with EU leaders set to look at statistics showing where each country stands in terms of public deficit, labour taxes and retirement ages.A discussion paper prepared by EU council chief Herman Van Rompuy, and seen by EUobserver, lists several priority measures aimed at countering the recession in many member states in 2012.Unusually, the paper goes into some detail with charts showing how each member state fares in a particular area.One chart shows the public deficit in 2011 and the 2012 deficit target for each country compared to the three-percent of GDP limit set by EU rules.

Ireland, Greece and the UK carry the largest deficits - above eight percent of GDP - while Sweden is the only EU country on budget surplus.On R&D spending which remains a challenge for many member states, the paper shows that Sweden and the UK invested most in research and development while Malta and Bulgaria languish at the other end of the scale.Meanwhile Belgium charges the highest labour taxes (around 50%) followed by France and Germany. Malta and Ireland have the lowest rates.The paper also notes that those at risk of poverty in Spain, Greece, Bulgaria, Romania and the Baltic countries has risen by 20 percent between 2005 and 2010.

With fresh budget cuts passed by the Greek parliament in the early hours of Thursday, EU leaders are likely to hear good news from eurozone chief Jean-Claude Juncker who will chair a meeting of finance ministers ahead of the EU summit, which is set to start at 6PM Brussels time.Finance ministers are supposed to give the green light to a €5bn tranche for Greece from its first 2010 bail-out.They are also expected to approve €35bn from the eurozone bail-out fund guaranteeing Greek loans during a bond swap operation – an operation which by 11 March is supposed to slash €100bn off Greece's debt.

Schengen and Serbia

Despite EU commission chief Jose Manuel Barroso’s prediction that this summit will see less drama than previous meetings, EU sources told this website that discussions on Schengen enlargement and Serbia’s EU candidate status could be lengthy.Romania earlier this week surprised colleagues by threatening to veto the Balkan country's upgrade over minority rights issues. Its foreign minister later backed down. But its leader could still cause trouble at the summit.Bucharest’s move is seen as an attempt to pressure the Netherlands, which had vetoed Romania and Bulgaria's accession to the border-free Schengen area last year.But it is seen as having overplayed its hand by some. The Romanians lost a lot of Schengen sympathy over the Serbian issue one EU diplomat said.A compromise text sought by the Van Rompuy team on Thursday would agree in principle to Bulgaria and Romania getting the Schengen green light in September.This would follow a second report by the European Commission on how corruption and organised crime are tackled in the two countries – with the report a pre-condition for the Dutch government to reconsider its veto.

More violent weather ahead for damaged communities

HARRISBURG, Ill. (AP) — Crews cleared splintered plywood and smashed appliances from small-town neighborhoods Thursday, a day after tornadoes killed 13 people in the Midwest and South. But the forecast held a menacing possibility: More twisters may be coming, and they could be even stronger.Damaged communities tried to take advantage of the brief break in the weather, mindful of one meteorologist's warning that by Friday, both regions would again be right in the bull's eye.Skies were sunny in the southern Illinois community of Harrisburg, where Darrell Osman was back in the rubble of his dead mother's home, trying to salvage whatever he could. When he arrived, a neighbor handed him his mother's wallet, which the twister had dropped in a truck near her home.He couldn't help but think of the pain that would be inflicted if another twister hit Harrisburg, a town of 9,000 where six people died.On a personal level, I think I've been hit as hard as I can be hit, but it would be disheartening for this community, Osman said.Kera Wise searched the ruins of her aunt and uncle's home after the two were hospitalized in neighboring Indiana with injuries they suffered in the storm.Wise figured she had little time to waste in rounding up her aunt's prized trove of Elvis memorabilia and Beenie Babies. Another line of storms could ruin anything left exposed to the elements.You just keep thinking, God, please don't let there be another tornado.National Weather Service meteorologist Beverly Poole said severe storms are expected to roll through the region again after midnight Thursday and linger into early Friday, possibly bringing hail and rain.Then yet another system is expected to arrive Friday afternoon.Both rounds of violent weather carry the potential of more tornadoes, Poole said.The weather service planned to bring a severe-weather specialist to the region's command center to provide up-to-the-minute information before and during the storms.Osman awoke before Wednesday's storm because he was alerted by his special weather radio. Authorities warned that the next line of storms was forecast to take a similar path and potentially grow stronger than Wednesday's system.Ryan Jewell, a meteorologist with the Storm Prediction Center, said the Midwest and South will be squarely in the center of the danger zone.Wednesday's fatalities spanned four states. In addition to the Illinois deaths, one person was killed in the Missouri town of Buffalo, while two more fatalities were reported in the state's Cassville and Puxico areas. All three died in mobile homes.A Harveyville, Kan., man suffered fatal injuries after his home collapsed on him, and three more people were killed in eastern Tennessee.
Another twister hopscotched down the main thoroughfare of the country music mecca of Branson, Mo., damaging some of the city's famous theaters just days before the start of the town's crucial tourist season.Local leaders insisted Branson was open for business, but they expected the full cleanup to take weeks.In Harrisburg, Levi Fogle and Sarah Pearce — parents of three young daughters — were grateful that their entire family survived without a scratch even though two oak trees toppled onto their home.God held my house up, there's no doubt about that, Pearce said Thursday as Fogle strummed a guitar, shaking it at times to jingle the glass fragments that got inside after the instrument was left in the backseat of a car.The Harrisburg tornado was an EF4, the second-highest rating given to twisters based on damage. NOVOMOSKOVSK, Russia (Reuters) - A flashy campaign advertisement sets the scene after Russia's presidential election: Communist Party leader Gennady Zyuganov steps out of a black Mercedes in front of the Kremlin, the seat of power since Soviet times.After three failed attempts to win the presidency, the perennial loser of Russian politics is trying to convince the country once again to vote him into the top office in Sunday's election.Addressing the frustration of many Russians who feel powerless to end Vladimir Putin's dominance, a voiceover in the advertisement asks: No choice? There is always a choice, it says, flashing to footage of the stern-faced Communist leader.Zyuganov has fed off of the largest protests Putin has faced in his 12-year rule, seeking support from young voters who do not remember the Soviet Union or his past failures and simply refuse to vote for Putin's third term in office.

BEIJING (Reuters) - China is likely to unveil its military spending for 2012 on the weekend, flagging the direction that Beijing will take after President Barack Obama launched a new pivot to reinforce U.S. influence across Asia.Beijing has not set a time to announce the yearly budget for the People's Liberation Army (PLA), but it has made a habit of releasing the number at a news conference preceding the annual parliament session, which this year opens on Monday.Though the official Chinese budget is widely thought to undercount real military spending, neighbors and the Obama administration are likely to read the 2012 figure as one signpost of how Beijing is responding to the U.S. focus on the Asia-Pacific and to maritime territorial disputes.The official numbers don't tell us a lot other than the fact that China's defense budget is increasing year on year, said Rory Medcalf of the Lowy Institute for International Policy in Sydney, who specializes in Asian security.

At least 12 killed as tornadoes strike Midwest

NASHVILLE, Tennessee (Reuters) - Powerful storms that spawned tornadoes ripped through the U.S. Midwest on Wednesday, killing at least 12 people, including six in Illinois who were crushed when a house was lifted up and fell on them, authorities said.The violent weather that hit six Midwest states starting in Kansas and Missouri overnight swept into middle Tennessee and slammed the Cumberland Plateau region, about an hour east of Nashville, killing two women in Cumberland County and one person in DeKalb County, according to emergency agency officials.Three people in Missouri were also killed by a storm that struck during the night. A tornado temporarily closed the famous entertainment strip in Branson, Missouri, where country music shows and other performers draw thousands of people a day.Two men and four women died when a pre-dawn tornado struck Harrisburg, Illinois, a town of nearly 10,000 people, Mayor Eric Gregg said, describing the storm damage as horrific.
In Harrisburg, the six people were killed when powerful winds lifted a house up and dropped it on top of other homes in a housing subdivision adjacent to a wrecked shopping strip.There are hundreds of homes damaged, millions of dollars in damage. The hospital is severely damaged. Illinois Governor Pat Quinn issued a disaster declaration for the southern third of the state, Missouri Governor Jay Nixon declared a state of emergency for the state, while Kansas Governor Sam Brownback declared a state of disaster emergency for Wabaunsee County.The National Weather Service's Storm Prediction Center rated the Harrisburg tornado an EF-4, or one notch below the strongest tornadoes, meaning it packed winds of up to 200 miles per hour. FEAR OF ANOTHER DEADLY YEAR

The storms raised fears that 2012 will be another bad year for tornadoes after 550 people died in the United States from them last year, the deadliest year in nearly a century, according to the Weather Service. The highest death tolls were from an April outbreak in Alabama and Mississippi that claimed 364 lives, and the tornado in Joplin on May 22 that killed 161 people.Twisters caused $28.7 billion in damage last year, according to the U.S. National Climatic Data Center.In Harrisburg, a stretch of the normally busy shopping strip along Highway 45 was a mass of splintered wood, signage and debris from collapsed stores.The tornado smashed a Forest Service headquarters serving the nearby Shawnee National Forest and a Walmart, and ripped away a wall from the hospital. A truck trailer and cars were upended. Dozens of people were injured, suffering broken bones and cuts, Mayor Gregg said.A suspected tornado killed a person in a mobile home park in rural Buffalo, Missouri, and 13 people were injured by a suspected twister, said Lamont Swanson, coroner for Dallas County.A man in Stoddard County in southeast Missouri was killed when his mobile home was destroyed. His wife was severely injured.It looks like it just exploded, Dale Moreland of the county's emergency management service said of the home.A 70-year-old man died in Cassville, Missouri, when he was thrown from his mobile home by high winds, Barr County Sheriff Mick Epperly said in a news release.

A WIDESPREAD EVENT

There had been two tornado-related deaths in 2012 before these storms, both in Alabama on January 23.At least eight people were injured in Kentucky on Wednesday, one critically, said state emergency management spokesman Buddy Rogers. We're getting hammered,Rogers said.This is a pretty widespread weather event.Rogers said at least five homes caught fire, the roof of an elementary school gymnasium in Muhlenberg County was blown off, but no students were injured.A suspected tornado a half-mile wide damaged more than 50 homes in southern Indiana, said Madison Seib, a public information officer in Warrick County, Indiana. HONOLULU (AP) — Lumber, boats and other debris ripped from Japanese coastal towns by tsunamis last year have spread across some 3,000 miles (4,828 kilometers) of the northern Pacific, where they could wash ashore on the U.S. west coast as early as a year from now.The National Oceanic and Atmospheric Administration estimated the first bits of tsunami debris will make landfall soon on small atolls northwest of the main Hawaiian Islands. Other pieces were expected to reach the coasts of Oregon, Washington state, Alaska and Canada between March 2013 and March 2014.NOAA's tsunami marine debris coordinator, Ruth Yender, told an online news conference Tuesday that agency workers were boarding Coast Guard flights that patrol the Hawaiian archipelago. NOAA also asked scientists stationed at Midway and other atolls to look for the debris.Debris initially collected in a thick mass in the ocean after tsunamis dragged homes, boats, cars and other parts of daily life from coastal towns out to sea. Most likely sank not far from Japan's eastern coast.In September, a Russian training ship spotted a refrigerator, a television set and other appliances west of Hawaii. By now, the debris has likely drifted so far apart that only one object can be seen at a time, said Nikolai Maximenko, a University of Hawaii researcher and ocean currents expert.One to 2 million tons of debris remain in the ocean, but only 1 to 5 percent of that could reach Hawaii, Alaska, Oregon, Washington state and Canada's British Columbia, Maximenko said. The tsunamis generated a total of 20 million to 25 million tons of debris, including what was left on land.

Yender said that so far, no debris confirmed to be from the tsunamis has landed on U.S, shores, including large buoys suspected to be from Japanese oyster farms found in Alaska last year. The buoys would have had to travel faster than currents to get to Alaska at that time if they were set loose by the March 11 tsunamis.Yender said there is little chance of any debris being contaminated by radiation. The debris came from a large swath of Japan's northeastern coast, not only near the tsunami-damaged nuclear power plant in Fukushima. Further, it was dragged out to sea with the tsunamis, not while the Fukushima plant experienced multiple meltdowns.Nicholas Mallos, a conservation biologist and marine debris specialist for the Ocean Conservancy, said many of the objects in the debris were expected to be from Japan's fishing industry. That could pose a risk for wildlife, such as endangered Hawaiian monk seals, if fishing gear washes up on coral reefs or beaches.The major question is how much of that material has sank since last year, and how much of that remains afloat or still in the water column,Mallos said.Maximenko said the dispersion of the debris makes it more difficult to track but no less hazardous.In many cases it's not density that matters, it's total amount, he said.For example, if there's a current flowing around Midway island, that island would collect debris like a trawl moving across the ocean. It will collect all the debris on its way.Ultimately, Maximenko said, tsunami debris will join garbage floating in a gyre between Hawaii and California produced by swirling Pacific currents. Much of that trash in a wide area known as the Great Pacific Garbage Patch is bits of plastic, which slowly breaks down into smaller pieces but doesn't completely disappear.

The killings in south Afghanistan came after two senior U.S. officers were gunned down in the heart of Afghanistan's Interior Ministry on Saturday by what Afghan security officials say was a police intelligence official.That attack stunned NATO and cast doubt on its strategy of replacing large combat units with advisers as the alliance tries to wind down the war, now in its eleventh year.NATO immediately moved to withdraw all its advisers from Afghan ministries in Kabul, followed by Britain, Germany and Canada.The Obama administration will not swerve from plans to move into an advisory role in Afghanistan, U.S. officials say. But Afghan officials worry that further attacks by Afghan forces on Western troops could damage ties with NATO.At least five NATO soldiers have been killed by Afghan security forces since the burning of copies of the Koran at a NATO base last month triggered widespread protests.According to the U.S. Pentagon, around 70 members of the NATO force were killed in 42 insider attacks from May 2007 through January 2012.

These incidents have become more frequent after the United States sent tens of thousands of more soldiers to Afghanistan as part of a surge to fight in Taliban strongholds.There are Taliban sympathizers in uniform inside Afghan security forces who are not in fact sent or recruited by the Taliban, said an Afghan government official, who spoke on condition of anonymity.Despite tighter vetting procedures, such unfortunate incidents do occur. U.S. officials, wary that an Israeli strike could drive up oil prices and entangle the U.S. in a new Mideast military confrontation during the presidential election season, want to give diplomacy and sanctions more time to work.These differences have created tension ahead of Benjamin Netanyahu's arrival at the White House next Monday. Aides to the Israeli leader would not say what he plans to tell President Barack Obama.The meeting will be a good opportunity to clarify both sides' stands on ... how to act against the Iranian nuclear threat, which both sides agree is grave, Vice Premier Moshe Yaalon told Israel Radio.Israel's Haaretz and Israel Hayom newspapers reported Wednesday that Netanyahu wants Obama to deliver an explicit military threat to Iran in a joint statement to be issued after the meeting.Differing assessments of urgency underlie the disagreements on Iran.Israel considers a nuclear-armed Iran to be a threat to the existence of the Jewish state. Syrian forces batter rebels, U.N. body condemns Syria

BEIRUT (Reuters) - Elite Syrian forces trying to destroy rebels besieged in Homs pounded the shattered district of Baba Amro on Thursday, despite international alarm at the plight of civilians trapped there.Snow blanketed the city, slowing down the military assault, but also worsening conditions for civilians, activists said.We have not seen such snow in Homs in years. The bombardment on Baba Amro and other parts of the city is continuing but the fighting has subsided after the army was repelled yesterday, activist Abu Imad said from Homs.He said casualties on both sides had been heavy, but no tally was available because of the fighting and bad weather.Syrian President Bashar al-Assad is increasingly isolated in his struggle to crush an armed insurrection that now spearheads an almost year-long uprising against his 11-year rule.But Russia, China and Cuba voted against a resolution, adopted overwhelmingly by the 47-member U.N. Human Rights Council in Geneva, that condemned Syria for violations that may amount to crimes against humanity.A senior official in the rebel Free Syrian Army told Reuters that outgunned fighters in Baba Amro were fending off more than 7,000 government troops. Opposition forces had promised to step up attacks elsewhere in Syria to try to relieve the pressure.Baba Amro will be the straw that will break the regime's back,Mohaimen al-Rumaid said from an area in Turkey near the Syrian border. All of Syria is turning into Baba Amro.Heavy shelling resumed overnight after several hours of sporadic bombardment, opposition sources in the city said.

The exile opposition Syrian National Council said on Thursday it had formed a military council to oversee and organize armed anti-Assad groups under a unified leadership.The creation of the military council was agreed upon by all armed forces in Syria, SNC leader Burhan Ghalioun told a news conference in Paris.We will be like a defense ministry.The SNC has been under pressure from within Syria for not overtly backing the armed struggle led by the Free Syrian Army, made up of army deserters and other insurgents.With Assad's forces closing in rebels in Homs, the SNC appealed for help late on Wednesday, urging the U.N.-Arab League envoy on Syria, Kofi Annan, to go to Baba Amro tonight.Annan said in New York he expected to visit Syria soon and urged Assad to engage with efforts to end the turmoil.Syria, which denied entry this week to U.N. humanitarian aid chief Valerie Amos, adopted a guarded approach to Annan's role.The state news agency SANA quoted Foreign Ministry spokesman Jihad al-Maqdisi as saying the government was waiting for a clarification from the U.N. on the nature of his mission.The Foreign Ministry also said Amos had asked to come at an inconvenient time, but that it was ready to discuss a new date for her to visit.

GROUND ASSAULT

The ground assault on Baba Amro followed more than three weeks in which besieging forces have battered the enclave and other rebel districts with rockets, shells and mortar rounds.But Rumaid, a member of the Higher Military Council overseeing the Free Syrian Army, said the lightly armed rebels using assault rifles, mortars and machineguns were holding out.Infantry fighting goes on. The men are still resisting and Assad's army is shelling Baba Amro but it has not gone deep beyond its perimeters, he said.Reports from the city could not immediately be verified due to tight government restrictions on media work in Syria, where Assad is facing the gravest challenge of his 11-year rule.Activists in Homs said it was in desperate shape, without power or telephone services. Water, fuel and food were also in short supply.Homs is cut off from the world, an activist statement said. MOSCOW (Reuters) - Vladimir Putin is all but certain to return to Russia's presidency with the same swagger, bravado and fighting talk against the West as when he entered the Kremlin 12 years ago.But the country he will get the chance to lead for another six years after an election on Sunday has changed, and he is on a collision course with Western powers and a newly confident middle class demanding a freer and fairer Russia.The way he is conducting the campaign at the moment sends a signal reading I am sure of myself, I am the strongest of them all, I control everything, I am the leader, nothing has changed. But this is not true,said Maria Lipman, a political analyst at the Moscow Carnegie Centre think tank.A few months ago, the former KGB spy was a safe bet to win two more terms and rule until 2024, keeping him in power almost as long of Soviet dictator Josef Stalin.All that changed when he bungled the announcement of his presidential bid on September 24 and allegations of fraud in a parliamentary poll on December 4 soured the mood, triggering the biggest opposition protests since he rose to power.He may now struggle to see out even one full term.Writing off the 59-year-old prime minister before he has even returned to the post he held from 2000 until 2008 would be reckless: Putin is a survivor and a pragmatist.He still tops opinion polls as Russia's most popular politician, controls most media, has strong ties in business and the security forces, and many Russians credit him with overseeing an economic boom and making the country strong again.Opinion polls suggest Putin will comfortably pass the 50 percent of votes needed for victory without a runoff. Political experts say he will reclaim the presidency regardless of whether the vote is clean and whatever the turnout.Even foreign diplomats in Moscow see Putin as a safer option than the other candidates - billionaire Mikhail Prokhorov, Communist Gennady Zyuganov, nationalist Vladimir Zhirinovsky and former upper house speaker Sergei Mironov.But one senior Western envoy said: Six months ago diplomats talked about what Putin will do in 12 years' time. Now they talk about whether he will last for six years.

OUT OF TOUCH

The man once described in U.S. diplomatic cables as Russia's alpha dog looks more out of touch than at any time in his career. Tough-guy antics, such as shooting a tiger with a tranquilizer and horse-riding with a bare torso, are no longer guaranteed to impress voters and are openly mocked by some.When he said on national television in December that he had mistaken the white ribbons worn by opposition protesters for condoms, a fake picture of him wearing a condom pinned to his chest went viral on the Internet within minutes.We will have a weak authoritarian national leader, said opinion pollster Lev Gudkov, describing what he saw as a crisis of confidence in the authorities.When Putin was elected president in 2000, Russians craved a strong leader after the anarchy of Boris Yeltsin's presidency.Now, he faces ever more frequent protests led by Russia's urban middle class who want to live in a modern country with independent courts and no corruption.As one source close to the Kremlin put it, Putin has been slow to grasp the seriousness of the situation, certainly slower than his younger ally, Dmitry Medvedev, the iPad-carrying president with whom he is about to swap jobs.He is at a fork in the road and this situation is not entirely clear to him, said Igor Mintusov, a political consultant involved in several Russian election campaigns.Everything was clear to him at the beginning of the 2000s - to preserve Russia, to raise its ambitions and from this came liberal reforms. Now this clarity does not exist.

MAN OF ACTION

Vladimir Vladimirovich Putin's domination of Russia began on December 31, 1999, when Yeltsin quit and asked him, as prime minister since August, to stand in until an election.Putin quickly headed to Chechnya to visit federal troops he had sent to fight Islamist separatists in the southern region. The message was clear: Putin was a man of action determined to restore Russia's dignity, stability and global standing.He wanted a clean break with an era marred by Yeltsin's erratic behavior, reports of drinking and ill health, as well as endemic corruption and lawlessness.
Russia had defaulted on its debt in 1998 but after Putin came to power, it recorded nine successive years of growth.His popularity rose as a surge in the price of oil, Russia's main export, fuelled prosperity. Elected president in March 2000, he won a new term in 2004.One hundred years ago the sovereign said that Russia had just two allies, the army and the navy, Deputy Prime Minister Dmitry Rogozin said, referring to Tsar Alexander III.But in the time since, Russia has increased its allies, doubled them in fact. Today Russia has four allies: The army, the navy, the military-industrial complex and Vladimir Putin.Putin reined in Russia's restive regions and clipped the wings of tycoons known as oligarchs who gained political power and huge fortunes after the Soviet Union collapsed in 1991.Marina Kuzmina, 46, spoke for many when she defended Putin at a rally last week attended by tens of thousands.I came here for stability, for there not to be any revolutions in the future. Personally, my quality of life has really improved, she said.

NO CHANGE

But when Putin addressed the rally, evoking the defeat of Napoleon Bonaparte in 1812 in an appeal to national pride, some of those present said it sounded like he had said it all before and that he, and his vision of Russia, were stuck in the past.
When he took over, Putin vowed to protect freedoms of speech, conscience and the media as fundamental elements of a civilized society.Instead, he cracked down on the media and smothered criticism. Murders of investigative journalists have rarely been solved and political opponents were long silenced.Mikhail Khodorkovsky, an oil tycoon with political ambitions, was arrested in 2003 and then jailed on fraud and tax evasion charges.The organizers of the anti-Putin rallies attended by tens of thousands of people have lost faith in him ever changing.This means the same conflict between him and civil society will continue, said Vladimir Ryzhkov, an opposition leader.Protests are planned in Moscow the day after the election.How much can we take? asked Sergei Shikov, a 40-year-old driving instructor.We have so much corruption among state employees, police and even plumbers. Putin and his circle sit at the top of it all ... He and his friends are getting richer.

WARNINGS ON UNREST

Putin has allowed the peaceful protests so far, but has indicated that his patience may be running out. He warned this week that opposition figures may try to stoke unrest, a refrain taken up by supporters to underline that the protesters are a minority of Russia's 143 million population.I don't think there are really many people who want to push Russia into catastrophic chaos, said Oscar-winning film director Nikita Mikhalkov.Putin could also face confrontation with the West after whipping up anti-American hysteria during his election campaign, accusing foreign governments of financing the protests.Moscow has already locked horns with the West over the bloodshed in Syria and with Washington over U.S. plans to site a missile-defense shield in eastern Europe.Putin may ease this rhetoric once he is back in the Kremlin, but diplomats say he is unlikely to quickly change policies that he has shaped even as prime minister.Putin hopes his election will end the uncertainty that has put off foreign investors and led to $84 billion in capital flowing out of the country last year.But investors are seeking a commitment to reforms such as cutting corruption, privatization, restructuring large state companies and a reduction in dependence on energy exports.Spending promises by Putin during the campaign could return to haunt him as tax rises may be needed to fill state coffers.

LOSING HIS GRIP?

Until September, Putin's grip on Russia seemed firm.He had risen quickly after working in the city authorities of his home town, St Petersburg, on his return from service with the KGB in then East Germany after the Berlin Wall fell in 1990.He had incredible charm which affected men and women, especially women. He could talk a woman into anything, said Lyudmila Fomicheva, press secretary to Putin's former boss, St Petersburg Mayor Anatoly Sobchak.Putin held a senior Kremlin post from 1996 before being appointed head of the FSB security service and then premier.His popularity remained high, even when he stepped aside to become premier in 2008 because of constitutional limits and ushered Medvedev into the Kremlin , but his relations with West have long been prickly.This is perhaps not surprising, given his own remark: There is no such thing as a former intelligence officer. Former U.S. Secretary of State Colin Powell said that when he looked into Putin's eyes, he saw KGB.But Putin's touch deserted him with the announcement on September 24 that he and Medvedev would swap positions this year.There were a lot of nice ways for Putin to return but this arrogant, undemocratic job swap alienated so many people, even their own followers, that his ratings started to fall, said Ilya Ponomaryov, one of the protest organizers.Putin's standing slid further among urban middle-class voters when allegations of fraud emerged after the December 4 election won by his United Russia party.Initially Putin sought to mock and insult the protesters who took to the streets. He has since held out an olive branch but has not met the protesters or granted any of their key demands.

HOLDING ON TO POWER

To hold on to power, Putin will need to keep the support of the influential political, security and business elites.There have been no overt signs that he has been abandoned by any of those constituencies although conflicting signals towards the media - glimpses of a more liberal approach accompanied by a backlash against outlets that criticize him - could point to differences of opinion behind the scenes.
Some political analysts say he will have to make concessions to the protesters - perhaps allowing Medvedev only a short time as prime minister before replacing him with a liberal such as Alexei Kudrin, a former finance minister respected by the West.Another possible concession would be to call an early parliamentary election. This could pave the way for a parliament that offers real opposition for the first time in years as United Russia recedes or becomes defunct.If he goes too far, too quickly, Putin risks alienating conservatives happy with the status quo.He's going to move very gradually towards a more liberalized society but he has to watch his back because some of his people want a crackdown, said Vladimir Pozner, a veteran television journalist and commentator.I am not foreseeing 12 more years of Putin anyway. I am seeing a maximum six, but perhaps not even that.If that happens, Putin may want to groom a successor to grant him immunity from prosecution, just as he did for Yeltsin in one of the first moves of his acting presidency 12 years ago.

SHVUT RACHEL, West Bank (AP) — Israel has legalized one of the oldest and largest of the unsanctioned settler enclaves dotting the West Bank, a step denounced by the Palestinians and Israeli activists as a show of bad faith ahead of talks next week between the Israeli leader and President Barack Obama.The dispute over settlements has confounded Washington's attempts to revive Israeli-Palestinian negotiations, mostly on hold since 2008. Prime Minister Benjamin Netanyahu has refused to stop construction and the Palestinians say they won't negotiate while Israel unilaterally determines the borders of their state through settlement-building.Now, the question of outposts Israel has not formally sanctioned is coming to a head: The government is under Supreme Court orders to evacuate residents from Migron, a relatively large such enclave, by the end of March.Aware that doing so could badly unsettle the ruling rightist coalition, officials have attempted to avoid a confrontation by persuading residents, so far unsuccessfully, to move to a nearby sanctioned settlement.The stalled talks and dispute over settlements is bound to come up when Netanyahu meets Obama on Monday.Shvut Rachel, home to 95 Israeli families, was established 21 years ago on a hilltop in the heart of the West Bank — an area Israel would likely have to withdraw from to make way for a Palestinian state. The settlers grabbed the land without government permission.Now that approval seems at hand. A planning committee last week retroactively legalized 115 apartments already built or under construction in Shvut Rachel, according to government officials and the community's acting mayor, Yaakov Moshe Levi. The move apparently resulted from pressure by peace activists to stop construction there.In its decision, the panel also approved in principle nearly 500 more apartments, though a construction start would require further permits and could be years away, government officials said.

Hagit Ofran of Israel's Peace Now group says this amounts to establishing a new settlement, contrary to pledges by successive governments over the past two decades not to do so. Israel's Defense Ministry rejected that characterization, saying Shvut Rachel is a neighborhood of the nearby government-sanctioned settlement of Shilo.
Ghassan Khatib, a Palestinian spokesman, said setting up a Palestinian state alongside Israel is becoming practically impossible because of such construction. He denounced the Shvut Rachel decision as an escalation of Israel's practices.The Palestinians want to set up their state in the West Bank, Gaza and east Jerusalem, lands Israel captured in the 1967 Mideast war. However, half a million Israelis already live on war-won land, in more than 130 government-sanctioned settlements and some 100 unauthorized outposts set up by settlers who are open about their desire to impede any partition.There is little discussion of Jewish settlers remaining in a Palestinian state and Israel has a history of using the location of settlements to stake claims on West Bank land in the context of negotiations.On the other hand, Israeli government officials note that Israel has proven in the past that it can and will dismantle settlements. They point to the removal of Sinai settlements when the area was returned to Egypt some 30 years ago, as well as the dismantling of nearly two dozen communities in 2005 as part of the Gaza pullout.Spokesman Mark Regev insists the current Israeli government has shown more restraint on the issue of settlements than any previous government, referring to a 10-month construction slowdown in 2010. He reiterated that the fate of settlements must be determined in negotiations and that Israel is willing to resume talks immediately.But a visit to the West Bank's heartland suggests that an Israeli withdrawal would be increasingly difficult. Settlers control many hilltops, their communities flourishing with government support, including for unauthorized outposts.Shvut Rachel and Shilo, which also won retroactive approval for some 100 apartments last week, have spawned five more nearby outposts. Settlers operate vineyards on 3,000 acres that produce more than 50,000 bottles of wine a year, as well as an olive press that produces 12 percent of Israel's domestic olive oil, said New York-born Yisrael Medad, a Shilo resident.

The Housing Ministry under settler patron Ariel Sharon, later Israel's prime minister, built 68 homes in Shvut Rachel just months after it was established, even though it lacked permits, said Moshe Levi, the acting mayor.
The government also provided water, electricity and other services, just as it does for other unauthorized settler enclaves set up since the late 1990s in response to calls by Sharon for settlers to seize the hilltops.Israel's Defense Ministry denied last week's decision means an outpost has been legalized. It described Shvut Rachel as a neighborhood of Shilo, home to about 300 families. The two communities are about a half-mile (kilometer) apart, on neighboring hilltops separated by a valley.
This is not an isolated outpost. This is a neighborhood of Shilo, a Defense Ministry spokesman said of Shvut Rachel, speaking on condition of anonymity in line with briefing regulations.Shvut Rachel is part of Shilo's municipal boundaries, Medad said.However, a 2005 government-commissioned report classified Shvut Rachel as an outpost — as it has with other unauthorized enclaves, even if they were set up within the municipal boundaries of a mother settlement.Moshe Levi said Shilo and Shvut Rachel have separate budgets and administrations.Talia Sasson, an Israeli lawyer who wrote the 2005 report on outposts, said she was concerned the Shvut Rachel decision could pave the way for the retroactive legalization of more outposts. In her 2005 report, Sasson concluded that government agencies had funneled millions of dollars in state funds to the outposts.Sasson said in an interview that construction in outposts has accelerated in the last two years, though their number has largely held steady. In her 2005 survey, she counted 105 outposts, including about half built at least in part on private Palestinian land.Sharon promised Washington to dismantle outposts built after he took office in March 2001. The Defense Ministry official said three outposts have been removed. The military has also removed mobile homes and other structures in other enclaves, but settlers routinely return to the sites.

Now the Netanyahu government appears to be backing away from Sharon's promise. In January, Netanyahu appointed a three-member committee to review land and legal issues in each outpost.The panel was told illegal construction on private West Bank land should be removed, and was asked to put in order the planning and zoning status of Israeli construction on public lands, said committee member Alan Baker.While Baker said the panel enjoys a broad mandate, those supporting the settlers said they hope the committee will reach favorable conclusions. Danny Danon, a hardline lawmaker, said he expects the committee to show that most of the Jewish communities are built legally.Ofran, the settlement monitor, said the recent government decisions have sent a clear message to the settlers: You build illegally where you want ... and the government of Israel will approve it for you retroactively.
