Thousands of events and ceremonies will take place in Israel on Thursday, Holocaust Memorial Day. After a siren sounds at 10 AM – at which time Israelis stand at attention, reflecting on the tragedy of the destruction of European Jewry in the Holocaust – events will be held in schools, synagogues, IDF bases, at Yad Vashem, and many other venues.The main ceremony at Yad Vashem will take place at 1 PM, while Knesset members will take turns reading out the names of the victims. Youth groups will gather at Yad Vashem for a special ceremony later in the afternoon, and the day will be capped by memorial ceremonies at Yad Mordechai and Kibbutz Lochamei Hageta'ot Thursday evening.In Europe, meanwhile, some 18,000 Jewish youths and adults will participate in the March of the Living, a trek which brings participants from the death camps of Poland and Germany, to Israel, where they will arrive in time for Independence Day next week. Leading the March, among others, are Rabbi Yisrael Meir Lau, Tel Aviv's Chief Rabbi, and Israel Police Commander Yochanan Danino. Among a delegation of police attending the March are a number of officers whose parents are survivors.

Among the student groups attending is one from Turkey. The delegation consists of two members 17 and 18 years old respectively. They asked that their names not be published, given the tense situation in their homeland, but they said that visiting the concentration camps was a very moving experience for them, despite the fact that their families, living in Turkey, did not experience the Holocaust firsthand as did the families of most participants in the March.

EU commission tries to win Greek sympathy

BRUSSELS - With less than a month to general elections in Greece where radical parties are expected to score well, the European Commission is trying change the impression among Greeks that the EU is only about imposing austerity measure.What the commission is saying today to the Greek people is very clear: You are not alone, EU commission chief Jose Manuel Barroso said in a video message published on Wednesday (18 April) together with a 40-page long paper on where Greece stands and what it still has to do.Speaking later that day in the European Parliament in Strasbourg, Barroso likened the two bail-outs and the EU funds put at Greece's disposal with the US Marshall plan that funded the reconstruction of Europe after the Second World War.Let us recall that the assistance provided under the Marshall Plan amounted to around 2.1 percent of GDP of the recipients, he said.The total package of assistance to Greece ... is equivalent to 177 percent of Greek GDP! Yes: almost the double of the growth Greece can generate in one year. This is a very visible symbol of the solidarity which lies at the heart of the Union.Barroso floated the figure of €380 billion in assistance given to Greece, compared to the $13 billion-strong Marshall Plan.But the commission paper notes that 83 percent of the $13 billion-strong Marshall Plan were grants. Both Greek bailouts - €110 billion in 2010 and €130 billion this year - are loans which are contributing to the country’s debt.

The EU commission also adds €40 billion in EU funding for Greece between 2007-2013 to the total assistance.The timing of Barroso's motivational speech and the paper promising jobs and economic growth once the bitter pill of more austerity is swallowed is no coincidence, says Janis Emmanouilidis from the European Policy Centre, a Brussels think tank.It is obviously a political document, most of the proposals are not new, they are already mentioned in the memorandum of understanding (linked to the second bail-out) and in the last taskforce reports, Emmanouilidis told this website.One exception, he noted, is a new focus on the social cost and the record-high rates of youth unemployment.It shows the fear of what could happen if things go wrong, political and social unrest not only in Greece, but also outside the country.Is Brussels’ softer message getting across? UK proposals to weaken European Court of Human Rights

BRUSSELS - A UK-led initiative to weaken the European Court of Human Rights (ECHR) could violate the rights of European citizens, Diogo Pinto, the secretary-general of the Brussels-based NGO, the European Movement International has said.A number of UK draft proposals could in practice give the power to the national courts to decide which cases are to be reviewed by the European court, and to the national governments to have greater leeway in applying its judgments. We are worried that this would violate the rights of the individuals across Europe to apply to the court, he told this website on Wednesday (18 April).Among the UK draft proposals is a change to the court's margin of appreciation - a concept that enables it to apply its founding document, the European Convention on Human Rights, differently to each member state, broadening national powers over the court and making it into more of an advisory body. The UK is also keen to tweak the admissibility criterion, making it harder for individuals to bring cases to the court.Ministers and senior representatives from the Council of Europe (CoE), the Strasbourg-based body which governs the court, will discuss the new ideas at a congress in Brighton, in the UK, on Thursday.A so-alled Brighton Declaration will on Friday enshrine any new political agreement. But a formal decision on reforms will wait until mid-May, when CoE ministers are to meet again.The UK, currently chairing the CoE, has claimed that the ECHR is undermining national efforts to change immigration policy, deport terrorists and set rules for prisoners.Meanwhile, popular newspapers, such as the Daily Mail, have backed the government line, with a series of articles depicting the CoE as an obscure continental club trying to usurp national sovereignty.The ECHR is the last recourse for victims of human rights abuses who can file complaints only after losing all their appeals at member-state-level.

Abu Qatada re-arrested

In a high profile case involving Islamist cleric Abu Qatada in January, the ECHR ruled against his deportation to Jordan by the UK saying he risks torture if he is sent home.The UK re-arrested Qatada on Tuesday morning and plans to send him packing, saying it has received assurances from Jordan that he will not be mistreated.A draft version of the Brighton Declaration dated 12 April reaffirms the rights of individual applicants to the ECHR. But there are concerns some member states want to curb access to the court.Not all CoE members - which include Azerbaijan, Russia and Ukraine - respect the rule of law. But on paper all are presumed to implement its convention in good faith.This is a weakness that is almost impossible to deal with when the assumption of the convention is that all member states are committed to liberal democracy, Jacob Mchangama, the director of legal affairs at the Danish think-tank Cepos told EUobserver.

Russia is elephant in the room

Russia is the target of 37,850 ECHR complaints - some 25 percent of all applications. In 2010 alone, there were 1,079 judgements against it. In 1,019 of the cases, the court found at least one violation of the convention.These included inhuman and degrading conditions of detainees awaiting trial and negligence by security services, which used a narcotic gas that caused the deaths of over 120 hostages at the Dubrovka theatre in October 2002 in Moscow.Having lost many prominent cases, Russia attempted to introduce a bill last year that would give the its Constitutional Court a right to block the enforcement of the court's judgments, Ireneusz Kaminski, an expert at the Warsaw-based Helsinki Foundation for Human Rights, noted in his blog.Russia is the elephant in the room and ... the British chairmanship is doing the work for them, the European Movement International's Pinto said.His view is backed by Kaminski, who told this website that the position of the UK and the Russian Federation on the ECHR are similar.The two countries are not happy with the number of cases launched against them,Kaminski explained, describing the UK proposals to limit the court's power as dangerous.

UNITED NATIONS/BEIRUT (Reuters) - Syria has not fully withdrawn troops and heavy weapons from towns, so far failing to send a clear signal about its commitment to peace, the U.N. chief said, underlining Western fears over the prospects for a week-old truce.In the first progress report since the Security Council passed a resolution on Saturday authorizing the deployment of observers, Secretary-General Ban Ki-moon proposed an expanded mission of 300 personnel to monitor a shaky ceasefire between forces loyal to President Bashar al-Assad and opposition fighters.
The report will be crucial in determining whether conditions are right for deploying the mission at a Security Council meeting on Thursday, a day after an advance group of observers were swarmed by protesters against Assad's 12-year rule.The scenes of U.N. vehicles being stuck in crowds and men running away to the sound of gunfire in the outskirts of the capital Damascus, were an echo of an earlier monitoring mission by the Arab League, which collapsed in January.The Syrian government has yet to fully implement its initial obligations regarding the actions and deployments of its troops, or to return them to barracks, Ban told the Security Council in a letter obtained by Reuters on Wednesday.Violent incidents and reports of casualties have escalated again in recent days, with reports of shelling of civilian areas and abuses by government forces,he said.The government reports violent actions by armed groups.While the truce worked out with international envoy Kofi Annan has held in some parts of Syria, in strong opposition areas such as Homs, Hama, Idlib and Deraa the army has kept up attacks on rebels.Syria pledged that it would cease using heavy weapons against what it calls foreign-backed terrorists, who have killed 2,500 soldiers and police. The ceasefire officially came into force last Thursday.

Damascus has challenged Ban over the size and scope of the mission, dismissing his efforts to increase the number of observers and secure European help in supplying planes and helicopters as unnecessary.Syrian Foreign Minister Walid al-Moualem said on Wednesday 250 people was a reasonable number, adding they should be from countries such as China, Russia, Brazil, India and South Africa - all more sympathetic to Damascus than the West or the Arab League. He also dismissed any need for U.N. aircraft.In the report, Ban expressed some hope that there may be a chance for progress on ending the 13-month conflict.He said the advance team had visited the town of Deraa and enjoyed freedom of movement, but its initial request to visit Homs, a centre of the uprising against Assad, had been refused.At the same time the very fragility of the situation underscores the importance of putting in place arrangements that can allow impartial supervision and monitoring,he said.

Germany defends ECB from Sarkozy proposal

BRUSSELS - Germany has rejected Nicolas Sarkozy's idea to change the rules of the European Central Bank (ECB) bank if he gets re-elected as French president.The German position on the ECB and its role – independent of encouragement and assistance from politics – is known, also in Paris, and has been unchanged for a long time, German government spokesman Steffen Seibert told a press conference in Berlin on Monday (16 April).He added that Berlin agrees with Paris on the need to boost growth and employment in Europe, but suggested this was not a task for the eurozone central bank.On Sunday, Sarkozy said that if re-elected in May, he would push for a revamp of the rules governing the Frankfurt-based bank to support growth more actively. Currently the bank's task is limited to price stability.But his comments were downplayed by some of his own aides who told Le Monde anonymously that the candidate Sarkozy has the liberty to talk about issues he cannot as a president.

Germany's Angela Merkel, Sarkozy and Italy's Mario Monti last November agreed to no longer talk publicly about the role of the bank amid fears that the institution would be perceived as being under political influence.But Sarkozy on Sunday said we cannot have taboo subjects. His comments came as he trails the Socialist contender Francois Hollande in polls. Hollande's campaign has been focussed on growth measures.
Another aide to the French president told Reuters that Sarkozy knew he would have no chance of getting the ECB's mandate changed to include provisions for supporting growth.What we want is for there to be a dialogue between the economic government (of Europe) and the ECB on all important issues and in particular exchange rate policy, the aide said.But the Danish minister of economy, who is chairing the meetings of EU finance chiefs on Monday, said all this talk was counter-productive.
I think that the European Central Bank could only act when politicians stop talking about what the central bank should do, Margrethe Vestager told an audience in Copenhagen.It is very important that the Central Bank is independent in handling monetary policy, and when Merkel and Sarkozy backed off the Central Bank, then it started to act, and to make sure that the equity was more available than it had been. And I think that the reason why we are in a more stable situation now is very much due to the fact that there is an active monetary policy by the ECB,she said.

BRUSSELS - While MEPs continue to relish the extent of the European Parliament new powers in making EU laws, officials at the heart of the institution are looking into how the world's biggest transnational assembly is being transformed by the internet, new forms of governance and advances in IT.Klaus Welle, the Secretary General of the parliament, is drawing up what might be described as the parliament's very own existential handbook.It seeks to lay out how parliament will have changed by 2025. Part of the self-assessment will come through 200 questions. Unanswered, they are supposed to provoke thought and debate.Many of them centre around the role of the internet and practical and political effects of fast-changing technology.A recent example of the power of the internet for deputies was the mobilising effect it had on opponents of Acta- a controversial international anti-counterfeit treaty. The parliament - due to decide whether to reject the agreement in summer - was recently the subject of a global 2-million strong petition against Acta.The internet cuts out the middle man. This is a challenge for parliament because parliamentarians are traditional middle men, said Welle at a recent conference.So how can we equip MEPs so that under completely different competitive conditions they are still credible middle men towards the citizens, and they are not cut out of the system.Other issues are more prosaic. Machine translation, for example, is steadily improving. But this has important implications for the parliament's 1,300 translators.The EU's relations with other powers also have a profound effect on the workings of the assembly. In 2010, it opened its first ever office abroad - in Washington.As relations with the US are increasingly defined by legislation and regulation in a series of areas of mutual interest - such as security and financial services - the theatre of power has shifted from the executives to law-making bodies.

The parliament's office in Washington colour-codes all legislation being made by US law-makers. This has been upped to 12.For parliament these past two years, defined both the eurozone crisis and the new Lisbon Treaty rules, have represented something of a coming of age for the institution, which only a short decade ago was routinely dismissed as a talking shop.MEPs notice the change in the balance of power. National politicians coming to Brussels for ministerials often meet deputies to discuss upcoming policy decisions.It has practical door-opening effects for those behind the scenes too.
Welle noted that he now has monthly meetings with his counterpart in the council to discuss issues on the agenda and that last year for the first time he was asked to meet all the director generals of the European Commission.Five years ago this was unimaginable. Military spending: EU dwarf shrinks as US gets bigger

BRUSSELS - The US is spending more on its military than EU countries, China and Russia put together. Meanwhile, as US President Barack Obama pulls troops out of Europe, the financial crisis is seeing EU capabilities erode.America spent $711 billion (€548bn) at current prices on its armed forces last year, according to figures published on Tuesday (17 April) by Swedish NGO the Stockholm International Peace Research Institute (Sipri).The fast-growing US number compares to $496 billion spent by the EU27 ($281bn), China ($143bn) and Russia ($72bn) combined.Obama declared last year that he is pulling resources from Cold-War-era bases in Germany to put them in places such as Australia instead in what he dubbed America's Pacific [Ocean] century.At the same time, the financial crisis is seeing EU countries' power diminish. Looking at expenditure in comparable prices in 2008 and 2011, the EU27 were spending $289 billion a year before the crisis, but the figure is $281 billion today.Russia is rarely discussed as a military threat by EU politicians. But over the same period, its spending went from $57 billion to $64 billion.With Chinese expenditure soaring from just $17 billion in 2008 to $129 billion in 2011, it is easy to see why Obama is looking to the other side of the world.Meanwhile, the Sipri report is likely to make painful reading for countries such as France and Poland, which want EU member states to pool resources, but which are being blocked by the UK. Everybody knows that sooner or later Nato will be finished because the US will pull out and create some kind of new structure, a Polish diplomat told EUobserver, referring to the 53-year-old trans-Atlantic alliance.

Zooming in on individual EU countries, the financial crisis has had a different impact in different places.In the hardest crisis-hit country, Greece, military spending went from $10.1 billion in 2008 to $7.5 billion today. But Athens is still among the top EU spenders in terms of ratio to GDP (2.3%) due its perceived threat from fellow Nato member and EU candidate country Turkey.Spending remained more-or-less constant in the other two EU-and-International-Monetary-Fund-bail-out states: Ireland and Portugal. But it plumetted in potential bail-outees Italy and Spain.In the Union's top three military powers - France, Germany and the UK - Berlin and London have shaved off a few hundred million dollars. But Paris cut $2.5 billion.
In the Middle East - where talk of war between Iran and nuclear-armed Israel or between Shia Muslim Iran and its Sunni Muslim enemies is getting louder - it is also easy to see why the UN believes Iran might want a nuclear bomb.Iran and its ally Syria are estimated to be spending just $8-billion-or-so a year.Israel spent $16.4 billion in 2011 on conventional arms alone (it dooes not admit having nuclear weapons). The Western-armed Sunni-controlled axis - counting Bahrain, Jordan, Kuwait, Oman, Qatar, Saudi Arabia, the United Arab Emirates and Yemen - spent $81 billion.

More than 40 people have been killed, thousands have been wounded and property damage and economic losses has been immeasurable.Since the beginning of 2012, terrorists from Hamas-controlled Gaza have attacked Israel with 269 rockets and missiles – a rate of more than two a day, according to the IDF.
Mainstream media usually focus on Israeli military retaliations and occasional large-scale aerial bombings of terroroists, but the Oslo War, also known as the Second Intifada, has been carried out on a day-to-day basis for more then a decade, leaving a new generation growing up with the almost daily trauma of running to bomb shelters and suffering shock amid explosions, some of them harmless physically and some of them lethal.IDF spokesmen pointed out Tuesday that Gaza is the same area where the government headed by Prime Minister Ariel Sharon expelled 9,000 Jews and destroyed their homes in June 2005 as part of his Disengagement program. Farm facilities were turned over to the Palestinian Authority, which promptly turned most of them into training grounds for terrorist militias, while the IDF staged a total withdrawal from the area.Years after the rocket barrage began, President Shimon Peres expressed his surprise that Hamas attacks southern Israel with missiles despite the expulsion, which Sharon and his supporters would end attacks from Gaza.

During the 11-year missile barrage, the IDF momentarily entered Gaza several times to try to put a stop to the attacks, and the three-week Operation Cast Lead campaign two years ago achieved a two-month lull, until missile attacks resumed.Since then, the IDF took up a more defensive position and developed the costly Iron Dome anti-missile system, which has been proven highly effective in knocking out incoming missiles but leaves more than 1 million residents defenseless when the system fails.

Virtually no one expects substantial results from the meeting, if it takes place.The high-level discussion would be the first time in nearly two years that Prime Minister Netanyahu has met with either Fayyad or Abbas, who continues to demand that Israel release all Palestinian Authority terrorists and prisoners, stop all development for Jews in Judea and Samaria and parts of Jerusalem where it claims sovereignty, and accept the 1949 temporary Armistice Lines as the borders of Israel and a Palestinian Authority country.Abbas has written a letter, already released to media, making the demands and telling Netanyahu this is his last chance before resuming attempts to win recognition from the United Nations, a bid that failed last November.Abbas’ letter contains a hint of desperation. India set to test its long-distance missile

New Delhi (CNN) -- India plans the maiden test flight this week of its longest-range nuclear-capable missile, which can travel more than 5,000 kilometers (3,100 miles), military officials said.The Agni V rocket could be launched between Wednesday and Friday, said Ravi Gupta, the spokesman for the country's Defense Research and Development Organization.It's the most advanced missile so far, he said.In November, India successfully tested the fourth version of Agni, meaning fire in Hindi, with a range of 3,500 km. Built years earlier, Agni I could travel 700 km, according to Indian defense authorities.India says that it pursues no aggressive designs and that its military program is based on building a credible minimum deterrent with a no-first-use policy.Our missiles are purely for deterrence, said Gupta.The flight of Agni V would be a significant move to demonstrate India's technological competence, said Uday Bhaskar, a strategic expert.But the home-grown missile, he said, would undergo several tests more before it becomes fully operational.Yet, the first test of Agni V will enhance India's technological profile, he said.A successful experiment, Bhaskar said, would bring India closer to the group of nations capable of building intercontinental missiles. BEREZNIKI, Russia — Dmitry Rybolovlev, the Russian fertilizer tycoon who in February bought the most expensive apartment ever sold in New York City — the $88 million penthouse at 15 Central Park West — may have done a lot for real estate values there. But here in this old mining city in the Ural Mountains, where he made his fortune, not just property values, but properties too, have been plunging.Sinkholes are common hazards in mining regions, plaguing areas where miners have burrowed into layers of soluble minerals and accidental floods have followed. But in Berezniki, as often happens in Russia, the problem has been magnified by past practices in which safety was not always the foremost concern.In the West, mines are usually located far from populous areas, to reduce the risks of sinkholes to homes and other buildings. But Berezniki, a city of 154,000 that began as a labor camp, was built directly over the mine — a legacy of the Soviet policy of placing camps within marching distance of work areas.And so Berezniki is afflicted by sinkholes, yawning chasms hundreds of feet deep that can open at a moment’s notice. So grave is the danger that the entire city is under 24-hour video surveillance. On a screen in the command center late last year, one such hole appeared as a small dark spot in a snowy field in the predawn hours, immediately threatening to suck in a building, a road and a gas station.I looked and said, Wow, a hole is forming,recalled Olga V. Chekhova, an emergency services worker who monitors the video. This was a small one by the standards of Berezniki, which has had three in the past four years. In fact, it has since been called The Tiny One.While scientists have so far successfully predicted each sinkhole, the chasms can open with astonishing speed. On Dec. 4, as Ms. Chekhova watched the dark spot on her screen expand, witnesses began calling an emergency number for reporting sinkholes. They had heard a loud swooshing noise.

As the police cordoned off the area that day, dirt and snow tumbled in. Before noon, the sinkhole was 25 yards across.Berezniki’s problems have been traced to October 2006, when a freshwater spring began flowing into the mine, where potash fertilizer is extracted from salt lying 720 to 1,500 feet below the surface. The problem is that the walls and pillars of salt that miners had left to support the ceilings of huge underground caverns began to dissolve.Imagine putting a sugar cube in a cup of tea,Mikhail A. Permyakov, the chief land surveyor for Uralkali, the company that owns the mine, said in an interview.That is what happened under Berezniki.Mining engineers first tried to maintain the supports by pumping in saltwater, intending to raise the salinity of the floodwater to the saturation point before the structure collapsed, but that did not work.After that, the local government adopted the policy in effect today, of careful observation and early warning: geologists, surveyors and emergency personnel use a panoply of high-technology monitors. These include the video surveillance system, seismic sensors, regular surveys and satellite monitoring of the changes in altitude of roofs, sidewalks and streets.We will fight the holes with science, the mayor, Sergei P. Dyakov, said in an interview. The city will not need to relocate, he said, because engineers believe that no new holes will open. Much of the mine was filled before the flood, he said, and the sinkholes occurred in an anomalous area that had not been filled in.But federal officials and company executives are debating whether to relocate the entire city to the opposite bank of the Kama River, where the bedrock is solid.The largest hole opened in July 2007. Experts at Uralkali say it may be the largest manmade sinkhole in the world. Residents, who have given all the holes nicknames, call it The Grandfather.

The next hole appeared on a snowy night in November 2010, underneath a railroad siding. As dirt funneled in, the railroad tracks remained suspended over the abyss for a time. Then a boxcar tumbled in. That hole became known as the Young One. It sucked in a row of storage sheds and a parked Moskvich passenger car.We are afraid but don’t know what to do, Tatyana Shishkina, a city resident, said in an interview in her living room, where the ceiling is cracked and appears ready to cave in. About 60 apartment blocks, including this one, are so badly damaged from subsidence that they will have to be abandoned, even though no holes have appeared nearby.The mayor says one thing, people say another. We are confused.A government commission in 2008 cleared Mr. Rybolovlev, the fertilizer tycoon, of wrongdoing, blaming past unsafe practices for the sinkholes.But a senior official close to Prime Minister Vladimir V. Putin has said that Uralkali and Mr. Rybolovlev bear some responsibility, even though Mr. Rybolovlev, whose principal residence is in Monaco, sold the mine after the Grandfather opened.The authorities are left trying to soothe nerves.Why worry about this all the time? Kovbasyuk, the editor of an opposition online newspaper called Inaya Gazeta, says the municipal government is not being forthright about the risks. Moreover, he says that the local government has moved some residents to new buildings constructed on top of the cemetery of the old gulag without moving the bones and that it is not paying fair compensation for condemned apartments.In my view, we need to move the entire town, he said.Every house has cracks.But Mr. Kovbasyuk has been frustrated in his efforts to change anything. In 2009, he gathered 800 signatures for a public hearing on cracks in buildings, but the day he was to submit the signatures to the City Council, the police called him in for questioning on an unrelated pretext.

Census data, though, shows that about 12,000 people voted with their feet, leaving the town between 2005 and 2010. Those who remain in Berezniki are on the watch for holes. April 17, 2012 –RUSSIA – Russia’s northernmost active volcano is churning out ash to a height of 9,500 meters (over 31,000 feet) in the country’s Far East, local scientists reported on Tuesday. The 3,283-meter (10,771-foot) Shiveluch volcano increased activity in May 2009 and has been periodically spewing ash from three to ten kilometers. A powerful eruption of ashes took place 05.59 a.m. local time [17:59 GMT on Monday], a source at the Far Eastern Institute of Volcanology and Seismology said. The official said the column of ashes could be clearly seen from a distance of 40 kilometers spreading to the east. It is the most powerful eruption this year, the expert said. According to scientists, the volcanic activity over the past two-three years has significantly altered the contour of the volcano with the crater increasing in size by 50% and the slopes becoming far steeper than before. Although the current eruption poses no immediate threat to nearby settlements, the ensuing ash fallouts could be hazardous to health and the environment. The clouds of volcanic ash could also pose threat to air traffic because the tiny particles cause problems with aircraft engine turbines. –RIA Novosti
