Surging gasoline prices are stuffing Iran’s pockets as sanctions – so far – are not slowing down Iran’s nuclear race. Tehran is immune to sanctions, The London Mail and Guardian reported Monday, and Iran may have the last laugh.Sanctions theoretically would work, but China and Russian have led a large contingent of Asian and eastern countries that have refused to cooperate with the American-backed moves aimed at crippling Iran’s oil-based economy.Iran has lived with spiraling inflation and a 20 percent devaluation of its currency since President Barack Obama stiffened sanctions earlier this year. However, plenty of countries are eager for oil, especially at discounts. Coupled with Iran’s counter-sanctions against some European countries, Iran is enjoying the best of both worlds – higher oil prices, continuing demand, causing a recession in the Western world and having a chance to mock the United States, which it constantly describes as feeble.Iran this week refused to load a Green tanker with refined crude oil. Previously, Iran has said it will ban exporting oil to Britain, France and at least five other European nations.The Obama administration is increasingly sure that sanctions will not stop Iran’s race for nuclear capability and that the military option eventually will be the only option, the London newspaper wrote.

The question is when?

The United States is more concerned with the moment before Iran can build a nuclear weapon, while Israel’s attention is on the increasing impossibility of its staging a pre-emptive strike as Iran continues to fortify its nuclear installations deep underground.Another question is how much Iran is bluffing about its nuclear program, which has been damaged by computer viruses and may be operating with equipment far less functional than is claimed.One additional factor in the timing of a military strike is the fact that the 2012 presidential election comes in a year when Americans are increasingly fed up with their country’s intervention overseas, especially when the economy is barely growing.Although analysts are discarding the probability of an Israel strike before the elections, if at all, the talk of war has spiked the price of crude oil to $110 a barrel, the highest in years. The price of Brent crude passed the $125 a barrel mark. The record high price for crude is $148, reached in 2008.It is not that the Israelis believe the Iranians are on the brink of a bomb. It is that the Israelis may fear that the Iranian program is on the brink of becoming out of reach of an Israeli military strike, which means it creates a now-or-never moment, Colin Kahl, recently the U.S. deputy assistant Secretary of Defense for the Middle East, told the Mail and Guardian.The specter of a spiking oil prices causing a new recession is real. High oil prices cause inflation not only at the pump but also for oil-based products, and higher prices in turn can dampen demand, cause a downturn in production and in the end leave more people unemployed.

Representatives of more than 70 nations have gathered for a Friends of Syria conference in the Tunisian capital aimed at finding ways to end bloodshed in Syria's increasingly violent uprising.At the meeting in Tunis on Friday, Saudi Arabia and Qatar pushed for more forceful intervention against Syrian President Bashar al-Assad, with Saud al-Faisal, the Saudi foreign minister, saying he supported the arming of opposition fighters.Faisal said Syrians have the right to defend themselves against Assad's crackdown that has left thousands dead.Hamad bin Jassim al-Thani, Qatar's foreign minister, said an Arab force should be created to impose peace and open humanitarian corridors in Syria.We want this meeting to be a start to stopping the violence in Syria and this cannot be done except after the formation of an international Arab force to maintain security, the opening of secure humanitarian corridors to bring aid to the Syrian people and the application of Arab League decisions,he told the meeting.The current situation demands an Arab intervention in the framework of the [Arab] League, an Arab force to keep peace and security, to accompany diplomatic efforts to convince Bashar to leave,he said.Moncef Marzouki, the Tunisian president, backed calls for an Arab peacekeeping forces but also said that Assad and his family should be granted immunity from prosecution.A political solution must be found, such as granting the Syrian president, his family and members of his regime judicial immunity and a place to seek refuge, which Russia could offer,he said.A declaration by the group is expected later on Friday evening.

Post-Assad plan

Before the conference, the main opposition Syrian National Council (SNC) outlined its vision for a post- Assad era, proposing an interim presidential council of national leaders and a truth and reconciliation committee.In a copy of his speech, Burhan Ghalioun, the SNC leader, called for the continuation of the uprising until Assad was removed or has handed over power as per an Arab League plan.Earlier, the UN and the Arab League appointed Kofi Annan, a former UN secretary-general, to act as a joint special envoy on Syria.The native of Ghana, who along with the UN was awarded the Nobel Peace prize in 2001, has a track record as a mediator, having negotiated a power-sharing deal in Kenya to defuse post-election tensions in 2008.
Turkey called on the Damascus to cooperate with Annan, describing him as a wise man with great experience.All sides, particularly the Syrian administration, should cooperate with Annan's goodwill mission for a peaceful solution to the crisis in Syria to be carried out effectively,the foreign ministry said in a statement.Russia welcomed his appointment and called for an immediate ceasefire to evacuate wounded from the city of Homs.We hope that the work of this respected statesman will assist in solving the acute political and humanitarian problems in Syria, the Russian foreign ministry said in a statement.The Russian side will be ready for close cooperation with him in the search for mutually acceptable paths to solutions for these tasks,it said.Expressing serious concern about the humanitarian situation, it said Annan should work with both sides in the conflict and search for a peaceful solution through dialogue between the Syrian government and the opposition.Moscow is seriously concerned about the continuing clashes between government troops and armed groups in a number of populated areas in Syria, above all in the city of Homs,the Russian foreign ministry said.Both Russia and China refused to attend the conference in Tunis, saying they refused international intervention in Syria.

Country-wide protests

The latest diplomatic developments came against the backdrop of country-wide protests in Syria and reports of continued violence in several cities.The anti-government protests were in support of the besieged Homs' neighbourhood of Bab Amr, which has been under a fierce attack by government forces for nearly three weeks.Activists reported the deaths of at least 50 of people on Friday as footage of street protests emerged from Homs, Qamishili, Aleppo, Idlib, Deraa and the suburbs of Damascus.The Local Co-ordination Committees activist network said most of the deaths occurred in the central city of Hama.Activists said the bombardment was continuing in Bab Amr, the neighbourhood where two foreign journalists were killed and two others injured on Wednesday.A Western diplomat told the AFP news agency on Friday that the British and Polish embassies in Damascus were scrambling to evacuate the wounded journalists and the bodies of those killed.Veteran US journalist Marie Colvin, working for Britain's The Sunday Times, and French photojournalist Remi Ochlik, with the IP3 Press agency, were killed when a rocket hit a makeshift media centre in Baba Amr.Edith Bouvier, a reporter for French daily Le Figaro, and Sunday Times photographer Paul Conroy were wounded in the same attack.

Knesset Speaker Reuven Rivlin met Monday with representatives of Foreign Affairs and Defense Committees of the Russian Federation Council – the upper house of the Federal Assembly of Russia. He implored the parliamentarian delegation, which includes Foreign Affairs Committee Chairman Mikhail Margelov, to act against the Iranian nuclear threat.For Iran, Israel is the symbol of evil – a symbol of Islam's war against the West, Rivlin said. Sometimes threats must be taken seriously. When Iran manufactures unconventional weapons, this is a threat not just to Israel but to the entire free world. I have no doubt that Russia can halt Iran's nuclear arming.
There is not just on sheriff in the world today,Rivlin told Margelov. There are two: the U.S. and Russia. Responsibility for the free world rests with you. Even if it costs financial gain, you must not lend a hand to Islamic fundamentalism that declares its will to erase the state of Israel from the map.If Iranians knew that Russia is not backing them, the world could sleep better, Rivlin said.

The Hamas terrorist organization is homeless following its split with Syria and new obstacles to a unity agreement with Palestinian Authority Prime Minister Mahmoud Abbas.Hamas began turning against Syrian President Bashar Assad several weeks ago as his bloody suppression of the year-long rebellion virtually isolates him from the Arab world. Iran is his only major Muslim ally outside of Lebanon, which is under the domination of Hizbullah and pro-Syrian parties.Despite several denials that Hamas leaders have left Damascus, the terrorist organization for all practical purposes is no longer in Syria because we couldn't practice our duties there, Hamas' number two leader Moussa Abu Marzouk told the Associated Press in Cairo.Hamas is also finding itself out of favor with Iran for having turned against Assad and is paying for it by suffering less financial aid from the Islamic Republic.Egypt has been hosting the Fatah faction, headed by Abbas, and the rival Hamas terrorist organization in another of countless efforts to reach a unity agreement four years after Hamas staged a bloody coup to oust Fatah from Gaza nearly five years ago.

As in the past, obstacles again may prove to be insurmountable. The terrorist organization’s supreme leader Khaled Mashaal will not be comfortable with headquarters in Gaza, where there might be a race between Israel and rival terrorist groups over who could be the first to annihilate him.His other choice would be the Muslim Brotherhood, from which Hamas sprang, but the newly elected dominant political party in Egypt is not likely to host it and risk diplomatic anger and possible financial punishment by the American government, which defines Hamas as an illegal terrorist organization.Hamas and Fatah previously have agreed to an interim unity government to be headed by Abbas and followed by elections. However, this week’s meetings in Doha did not narrow the gaps between the rival groups concerning Hamas’s avowed strategy of terror against Israel.Another problem is the current stalemated Palestinian Authority legislature, where Hamas won a majority in the first and only parliamentary elections. Abbas has refused to be bound by the same legislature.

This essay examines some historical examples of this particular strain of hate, focusing especially on the Protocols of the Elders of Zion, the most deceitful, dangerous and pernicious of the libels ever used to incite hatred and violence against the Jewish people.The myth of an international Jewish conspiracy to control the world as advanced in the Protocols has been exposed by historians, journalists, politicians, police and religious leaders. In November 1937, the Court of Appeals in Berne, Switzerland, concluded: This scurrilous work contains unheard of and unjustified attacks against Jews and must without reservation be judged to be immoral literature.1-In the introduction to a 1964 report of the U.S. Senate Judiciary Committee investigating the Protocols, the senators stated: Every age and country has had its share of fabricated historic documents which have been foisted on an unsuspecting public for some malign purpose…One of the most notorious and most durable of these is the Protocols of the Elders of Zion.2-Yet the Protocols continues to be published in practically every language, in hundreds of editions, in hundreds of millions of copies, and in very compelling videos on the Internet.The potential danger of the Protocols in shaping public opinion should not be underestimated. When Jews are portrayed as manipulators who seek power over other people’s lives, they come to be perceived as dire threats. The Nazis recognized this phenomenon and exploited it, using the Protocols to rationalize the destruction of European Jewry. It is therefore, particularly disconcerting is that this false and harmful perception of the Jews is embraced even today by leaders of the Arab-Muslim world, where the Protocols continues to be published in vast quantities, and cited in the writings of mainstream academics, who lend credibility and legitimacy to this utter falsehood.

Hatred of Jews

Since the third century B.C., when the Hellenists first advanced the case against the Jewish people, 3 an underlying animosity toward Jews has stayed basically constant, no matter what the grievance. Pagans disliked Jews for being aloof, for refusing to worship their gods, for their practice of marital exclusivity, dietary restrictions and missionizing; Christians accused them of killing Jesus; Enlightenment theorists condemned them for Christianity; populists, who supported the right of the people to fight against the privileged elite, blamed them for modernity; and Islamists depicted and continued to depict them as being in the vanguard of Western ideas and values. 4-During the medieval period, Jews were blamed for causing the Black Death by poisoning Europe’s wells. They were accused of engaging in black magic, witchcraft, and profanation of the host (the Christian sacrament); of scheming to destroy of Christendom, and of committing ritual murder in order to obtain the blood of non-Jews for use in religious rituals.5 This latter accusation became so common that it earned a name of its own—the blood libel.

Blood Libels

Despite having originated among Christians, the blood libel began to appear in the Muslim world during the reign of Ottoman sultan Mehmed the Conqueror (March 30, 1432 – May 3, 1481), and almost certainly emanating from the substantial Greek-Christian community that had fallen under the Ottoman regime. During the Byzantine Empire blood libel allegations were common. Under the Ottomans, blood libels were unusual. When they did arise, they were normally denounced by the Ottoman establishment. 6
In the 19th century, however, blood libels reached epidemic proportions and occasionally led to outbreaks of violence throughout the empire. The Damascus Affair in 1840 was most likely the first such accusation. It began on February 5, when Father Tomaso, a Capuchin monk, inexplicably disappeared along with his servant. After being falsely arrested and tortured, a Jewish barber pleaded guilty.7-The French consul, Ratti-Menton, persuaded Father Tomaso’s fellow monks to declare that the Jews had killed him in order to use his blood for their religious rituals. The consul also pressured governor Sharif Pasha to imprison a significant number of Jews including those who were influential. After being tortured, one Jewish leader died, another converted to Islam and still others confessed to various spurious charges.8

To justify this and other measures against Jews, the French consul launched a vigorous press campaign in France targeting Jews in Damascus and Jews in general. Only intervention by the British, with the support of other European governments and the U.S., convinced Muhammad ‘Ali Pasha, the Ottoman governor of Egypt, to order the release of the surviving prisoners. The blood libel was ultimately denounced by the Ottoman sultan who condemned the accusation as unfounded and acknowledged the Ottoman’s determination to protect Jews and their property.9-During the remainder of the 19th century and into the 20th, blood libels were widespread. A few examples will illustrate the point: Aleppo (1810, 1850,1875), Antioch (1826), Damascus (1840, 1848, 1890), Tripoli (1834) Beirut (1862, 1874), Jerusalem (1874), Cairo (1844, 1848, 1890, 1901-1902), Port Said (1903, 1908), Istanbul (1870, 1874), and [even] more often in Balkan and Greek provinces.10-Though extensive antagonism toward Jews existed in Iran and Morocco, blood libels there were almost nonexistent, probably because of the limited presence of Christians and the absence of European influence. This would come later. 11-Four points are important to understand. First, blood libels were invariably instigated by the Christian community, and frequently promoted in the Greek press. Second, these allegations were at times backed and even prompted by foreign diplomats, principally Greek and French representatives. Third, the Jews could generally rely on Ottoman officials to help them. Lastly, the British and sometimes Prussian and Austrian representatives could be counted on for their active assistance in defending against the libels.12-The libels did not remain within the Christian community. By the early 20th century, some Egyptian Muslim newspapers were using them in anti-Jewish campaigns. They became a frequent subject of Muslim anti-Jewish writings in the Middle East and in other parts of the world. 13

The myth of Jews using blood for sacred purposes distanced them from Christians. Blood libels had invariably emerged during times of anxiety. At the end of the 19th century, charges of ritual murders swept through Eastern Europe. Between the two world wars, there were no fewer than 12 trials involving allegations of ritual murder. Even as late as 1930, Jews in Czechoslovakia were accused of having murdered two children, aged 10 and 11, in Subcarpathian Ruthenia.14-The blood libel continued to endure primarily in the backward areas of Eastern Europe and the Russian Empire. The Russian government exploited this myth to incite pogroms but the accusations eventually lost their potency, especially in secular urban areas. In rural regions the legend persisted through the encouragement of the Catholic Church, whose local priests continued to attest to their veracity throughout the 19th century and well into the 20th century.15

The Wandering Jew

Just as the blood libel led Christians to view the Jew as the “harbinger of evil,” the medieval myth of Ahasverus, the wandering Jew, represented to them the curse that Jesus had placed on the Jewish people. The legendary Ahasverus was said to have rushed Jesus to his crucifixion while denying him consolation or refuge, for which he was cursed to wander the rest of his life without a place to live, loathed and disowned. In Christian folklore, his presence portends horror and emptiness.The myth of the wicked Jew became emblematic of the condemned destiny that Jews were supposed to inflict on themselves and all they encountered. The Jew is the eternal rootless foreigner who never finds his home or develops roots anywhere. A living Jew was a much greater symbol of enduring Jewish treachery than a dead Judas Iscariot, who the New Testament claims, was one of the twelve Jesus apostles and who betrayed him. Responsibility for the Crucifixion was no longer viewed as personal and pardonable like Judas’s transgression; instead Ahasverus exemplified the collective responsibility intrinsic in the nomadic Jewish nation.In the 19th century such images were readily acceptable to a culture that celebrated the romantic and the unusual, where the mythical Frankenstein and human vampires captured the imagination of those enthralled with horror tales in which humans were the foil.The blood libel and concept of the wandering Jew provided convincing explanations for societal problems at a time of industrialization, confusing social change and general upheaval in the same way that they had been used in the past to account for plagues and natural catastrophes. 16

Racial Antisemitism

Racists viewed Jews as a satanic force and the source of practically all evil in the world. Jews were allegedly involved in an eternal conspiracy to control the world using any nefarious methods necessary. Communism and capitalism were said to have been created as a means to manipulate the world and dominate its people. Jews were accused of infiltrating modern society and using their skills to direct the government, the stock exchange, the press, the theater, and literature.17

Slave Trade

Jews also were and are still are accused of having been part of the trans-Atlantic slave trade, of owning slaves, and being involved in creating the Jim Crow laws that mandated racial segregation, sharecropping, the labor movement, unions and general mistreatment of black people. 18 On an entirely different level, some feminists claim that Jews are responsible for patrimony and male domination, since they worship a male God and dethroned the Mother Goddess of the ancients.19-This canard of Jewish involvement in the slave trade has been debunked by a number of historians as well as the Council of the American Historical Association (AHA). Historian Seymour Drescher, a noted expert on slavery and antislavery movements, found It is unlikely that more than a fraction of 1 percent of the twelve million enslaved and relayed Africans were purchased or sold by Jewish merchants even once.... At no point along the continuum of the slave trade were Jews numerous enough, rich enough, and powerful enough to affect significantly the structure and flow of the slave trade or to diminish the suffering of its African victims. 2-On January 5, 1995, the Council of the AHA passed a policy resolution relating to the alleged role of Jews in the slave trade. It read as follows:The AHA deplores any misuse of history that distorts the historical record to demonize or demean a particular racial, ethnic, religious, or cultural group. The Association therefore condemns as false any statement alleging that Jews played a disproportionate role in the exploitation of slave labor or in the Atlantic slave trade.The claims so misrepresent the historical record, however, that we believe them only to be part of a long anti-Semitic tradition that presents Jews as negative central actors in human history. In such scenarios, Jews are the secret force behind every major social development from capitalism to democracy, every major cataclysm from the Medieval Pandemic of the plague through the French and Russian Revolutions to the collapse of Communism, and now, incredibly, appear for the first time, as the secret force behind slavery. Unfortunately, the media have given the latest charges wide currency, while failing to dismiss them as spurious. 21

Zionism Equals Racism

On November 10, 1975, the 37th anniversary of Kristallnacht (Night of the Broken Glass), the United Nations General Assembly passed Resolution 3379, declaring Zionism to be a form of racism and racial discrimination. The resolution was part of a carefully engineered worldwide campaign to undermine the basic legitimacy of the State of Israel, after her enemies tried and failed to have her expelled from the U.N.22-Branding Israel as a racist state portrays her falsely as a country that freely harms civilians, oppresses minorities and restricts immigration. Thus, Israel’s wars, its response to terrorism and the laws passed by the Knesset must be racist and thus illegitimate. A significant danger today is that this charge has become the new stereotype of Israel in popular culture, the media, literature and daily speech, tainting the Jewish state.23-Just prior to September 2001 attacks on the World Trade Center in New York and the Pentagon in Washington, D.C., the United Nations held its World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance in Durban, South Africa (August 31-September 7, 2001). Six thousand delegates from around the world attended what turned out to be an almost exclusively antisemitic and anti- Israel forum that singled out Israel for special reprimand for wrongdoings.24-What distinguished the Durban conference from other assaults on Israel by the U.N. is the particularly virulent language used and the underlying, but fundamental principle, that Israel should not only be censured, but also no longer allowed to exist. Governments that persecute their own citizens, including some that give sanctuary to international terrorists, sought a formal declaration to delegitimize the Jewish state, demonize her people, and initiate a world-wide movement against her right to remain a country at all. Acts of terror against Israel were rationalized, justified and even applauded.25

9/11--September 11, 2001

Not long after the September 11, 2001 attacks that killed close to 3,000 people in New York, Virginia and Pennsylvania, rumors began to circulate that 4,000 Jews and Israelis had been warned by the Mossad, Israel’s CIA, to stay home that day because of an impending attack the Mossad itself was about to launch.26-Many Muslims wondered whether the Mossad had infiltrated or even created Muslim terrorist cells to carry out the bombings.27 Less than a month after the attacks, Sheik Muhammad Gemeaha, former leader of the Islamic Cultural Center on East 96th Street in New York, was quoted on an Arabic language website on October 4, that Zionists in control of the country’s air traffic system had aided the hijackers; that the Zionist-controlled media were tarnishing Muslims’ image; that Jews were spreading their corruption; and that Jewish doctors were poisoning Muslim children in American hospitals. 28-The idea of a Jewish 9/11 conspiracy and other theories about Jewish attempts to control world affairs generated an entire cottage industry of books, pamphlets, videotapes, websites and “expert” speakers on the subject. The charge that Jews were behind 9/11 revived, in modern form, the classic old lies about Jewish pursuit of world domination by any means necessary.29

The Israel and Arab Lobbies

In this environment and in view of the impending war in Iraq, that John J. Mearsheimer, professor of political science and co-director of the Program on International Security Policy at the University of Chicago, and Stephen M. Walt, professor of international affairs at the John F. Kennedy School of Government at Harvard University, began to examine the Israel lobby, its alleged profound influence on United States foreign policy and the contentious issue of dual loyalty.30-Mearsheimer and Walt further argued that the very significant level of American assistance to Israel, both of financial and diplomatic, was not justified on moral grounds or even by strategic need. Instead they theorized that the largely unconditional” aid was granted primarily because of the political power of the Israel lobby, a loose coalition of individuals and groups that seek to influence American foreign policy in ways that will benefit Israel.31-The professors argued that, beyond trying to persuade the United States to support Israel more or less unconditionally, the groups and individuals in the lobby played key roles in shaping American foreign policy with regard to the Arab/Israeli conflict, the ill-fated invasion of Iraq, and the ongoing confrontations with Iran and Syria. These policies were not only contrary to American interests but in fact harmful to Israel’s long term interests as well.32-In a March 23, 2003 essay in the London Review of Books, Mearsheimer and Walt were careful to disavow any connection between their views and the Protocols: [T]he Lobby’s activities are not a conspiracy of the sort depicted in tracts like the Protocols of the Elders of Zion. For the most part, the individuals and groups that comprise it are only doing what other special interest groups do, but doing it very much better.33-Israel’s enemies have embraced this view because it conveniently corresponds to their own conspiratorial fantasies about American Jews controlling U.S. foreign policy.35 Josef Joffe, publisher and editor of the German weekly Der Zeit, calls this form of antisemitism neo-antisemitism,a variant lacking genocidal intent, but with historic themes of exploitation, manipulation, avarice, worship of false gods and absolute wickedness.

What is new about this form antisemitism? It is the projection of old fantasies on new targets: Israel and America. The U.S. is an antisemitic fantasy come true, the Protocols of the Elders of Zion in living color.Isn’t it true that Jews, who owe their primary allegiance to Israel, control the banks, the Pentagon, universities, the media and the Congress? The conspirator this time is not World Jewry, but Israel. 36-The charge that a small group of Jewish officials working in the American government were secretly responsible for engineering the invasion of Iraq in 2003 added weight to Mearsheimer and Walt’s assertions. Elliot Abrams, Douglas Feith and Paul Wolfowitz, all working in senior Pentagon positions along with Jewish intellectuals and commentators outside the government, including William Kristol, Charles Krauthammer and Robert Kagan, were accused of subversively operating not for the benefit of the U.S., but for Israel and particularly Israeli prime minister Ariel Sharon.Richard Perle, former Assistant Secretary of Defense, was also supposed to have been part of this cabal that conspired to dupe Vice President Dick Cheney, Secretary of Defense Donald Rumsfeld, National Security Adviser Condoleezza Rice, and President George W. Bush into attacking Iraq. On this basis, anyone wanting to discredit the Bush Doctrine could expose the Iraq invasion for what it really was –-a war initiated by the Jews and fought entirely for the benefit of Israel.To shield themselves from being labeled antisemites, promoters of this theory use the term neoconservative as a euphemism for Jew, which is what they really mean. Using a subterfuge like neoconservative does not hide the standard Protocols canard that Jews are disloyal citizens and always plotting clandestinely to manipulate the humankind for their own evil goals.As political scientist Mitchell G. Bard revealed, it is the Arab lobby, especially Saudi Arabia, which is quantifiably the most potent influence on American foreign policy. Working behind the scenes, the lobby ensures that Arab interests—including oil sales to the U.S., military assistance—are given disproportionate attention by decision makers in order to influence American foreign policy and manipulate public opinion. 38-The Arab lobby, with its deep pockets, long reach and allegiance to theocratic despots, poses an actual danger to American democracy, Bard asserts: One of the most important distinguishing characteristics of the Arab lobby is that it has no popular support. While the Israeli lobby has hundreds of thousands of grass root members and public opinion polls consistently reveal a huge gap between support for Israel and the Arab nations/Palestinians, the Arab lobby has almost no foot soldiers or public sympathy. Its most powerful elements tend to be bureaucrats who represent only their personal views or what they believe are their institutional interests, and foreign governments that care only about their national interests, not those of the United States. What they lack in human capital in terms of American advocates, they make up for with almost unlimited resources to try to buy what they usually cannot win on the merits of their arguments.39-Bard notes that in lobbying for Arab interests the Saudis have taken a different tact from the Israeli lobby, focusing a top-down rather than bottom-up approach to lobbying. He cites a proposal written for the Saudis by hired gun J. Crawford Cook: Saudi Arabia has a need to influence the few that influence the many, rather than the need to influence the many to whom the few must respond.40-The Arab Lobby represents the interests of repressive Arab regimes that frequently stand in opposition to America’s core values and undermine America’s security by supporting terrorism, distorting America’s understanding of the nature of radical Islam and the Middle East by infiltrating extremist viewpoints into the American educational system, and seeking to weaken support for the longstanding friendship between America and Israel. 41

War in Iraq

When the U.S. went to war against Iraq, a number of Americans believed this was because of the key political roles played by American neoconservatives i.e., Jews who instigated the conflict. Jews are also to blamed for past wars, and will be held responsible for future conflicts.42-When Malcolm Hoenlein, executive vice-chairman of the Conference of Presidents of Major American Jewish Organizations, was asked on an African-American talk radio program about the Jews being responsible for the war, he offered a detailed refutation of the charge. Nothing he said persuaded the callers. Then he noted: I see that the secretary of state is Colin Powell and the national security adviser is Condoleezza Rice. It seems to me that it is more of a black conspiracy.The questions ceased.43-Hoenlein’s exchange illustrates the danger of Mearsheimer and Walt’s claims about Jewish political influence when seen against two thousand years of Jewish and anti-Jewish history. They have acknowledged that any claim appearing to impugn the Jews for policy failures is a highly sensitive issue reminiscent of the conspiracy theories found in the Protocols.44-To counter the lie that Jews seek to control the world, we need to understand the historical context in which the Protocols were written, why they continue to be disseminated and why they still endure even after being so decisively and repeatedly debunked.The virulent conspiratorial fantasies featured in the Protocols affect even people who aren’t aware that such a book exists due to the commonly held belief in the mythical power of the Jews. Those who have not read the Protocols, but know it exists, are easily convinced of its veracity since it shows everything abhorrent in the world to be simply the result of an unspeakable Jewish plot.46-The Protocols shape the way Jews, Israel and the West are viewed by the rest of the world. Given the danger Jews are thought to pose, the only way to combat this ruthless enemy, this omnipresent Satan in human flesh,determined to harm and enslave all non-Jews, is to destroy them by any means available—a clear warrant for genocide.47-In his book Warrant for Genocide, which exposes the Protocols for the myth it is, Norman Cohn concludes that this fabrication is the story of how in twentieth century Europe, a grossly delusional view of the world, based on infantile fears and hatreds, was able to find expression in murder and torture beyond all imagining. It is a case history in collective psychopathology and its deepest implications reach far beyond anti-Semitism and the fate of the Jews.48

Atlantic slavery was an intercontinental enterprise extending over nearly four centuries. Ethnically, the participants included Arabs, Berbers, scores of African ethnic groups, Italians, Portuguese, Spaniards, Dutch, Jews, Germans, Swedes, French, English, Danes, white Americans, Native Americans, and even thousands of New World people of African descent who became slaveholding farmers or planters themselves. Since Portugal and Spain barred Jews from their empires, and since, by the 16th century most of the Jews who weren't either killed or converted in Western Europe had fled east ward, it was impossible for Jews to play more than a marginal role in a vast system that attracted tens of thousands of pagans, Muslims, Catholics, and Protestants. Even in Holland and the Dutch colonies, where Jews were allowed to make their main contribution to New World slavery as merchants and planters, they always formed a minority. Similarly, Jews played only a nominal role in the slave system in the American South. German journalist Marcus Hammerschmitt found it interesting that an ensemble patched together from Carnival costumes (in part, with clear references to animals), the golden calf, a Star of David straight out of Nazi propaganda, and some masks of politicians is so brazenly used to mark the enemy, because the demonstrators assume that the message is already understood: Jewish Americans, or American Jews, worship money and gold and protect it with (animalistic) power, as only they know how. “Simultaneously confusing and clear, both unfathomably deep and barbarically simple, as only authentic credentials of anti-Semitic mania can be, this procession denounces not only the abysmal stupidity of the demonstrators, but also the relationship (seldom clearer) between anti-Semitism and anti-Americanism: The idiots of Davos, who probably still see themselves as leftists, stick onto the person portraying Rumsfeld (in lovely conformity with Iraqi government newspapers) the yellow star and inscribe the star with the word Sheriff in order to dispel any last doubts about their idiocy: For them, everything is one and the same, Americans are Jews, all Jews are like Sharon, a Star of David is the same as the star on a sheriff's badge, the golden calf is a Jewish calf, it's all the same. Israel raids south Gaza after rocket attacks

Israeli warplanes early Sunday carried out an attack on the south of the Gaza Strip after rockets were fired at Israel, according to the army.During the night an Israeli plane hit an arms factory and a smuggling tunnel in the south of the Gaza Strip, the army said in a statement, adding: This raid is in response to the rockets fired at Israel this weekend.Two explosions were heard around Rafah but nobody was injured, Palestinian witnesses said.Three rockets fired from the Gaza Strip had slammed into southern Israel on Saturday without causing casualties or damage, a police spokesman said.Since the beginning of the year, Palestinian militants in Hamas-controlled Gaza have fired more than 50 rockets at southern Israel, army statistics show.Hamas has maintained a tacit truce with Israel, but other armed groups regularly fire rockets across the border, usually sparking air strikes in response.

KUNDUZ/KABUL, Afghanistan (Reuters) - Seven U.S. military trainers were wounded on Sunday when a grenade was thrown at their base in northern Afghanistan, police said, as anti-Western fury deepened over the burning of the Koran at a NATO base.Despite an apology from U.S. President Barack Obama, riots raged across the country for a sixth day on Sunday against the desecration of the Muslim holy book at a NATO air base at Bagram. Some protesters hoisted the white Taliban flag.The Afghan Interior Ministry identified one of its employees as a suspect in the fatal shooting of two U.S. officers in its headquarters a day earlier, an attack that prompted NATO to recall its staff from ministries.One civilian was killed, 15 more were wounded and three policemen injured in riots near the NATO base in northern Kunduz province, where the blast that wounded the Americans took place, regional police chief Samihullah Qatra told reporters.NATO confirmed there had been an explosion outside one of its bases in northern Afghanistan, but declined to comment on casualties.

The protests have killed 30 people and wounded 200, including two other U.S. troops who were shot dead by an Afghan soldier who joined rallies in the country's east.
The Koran burnings could make it far harder for NATO forces to win the trust of the Afghan public as they try to stabilise the country ahead of the withdrawal of foreign combat troops at the end of 2014.Afghan security sources identified Abdul Saboor, a 25-year-old police intelligence officer, as a suspect in the shooting of the Americans at close range inside the Interior Ministry.In a statement to media, the ministry said: An employee has been identified as a suspect and he has now fled. The Interior Ministry is trying to arrest the suspected individual.NATO is supposed to be moving away from a combat role to an advise-and-assist mission as early as next year. That will require NATO to place more staff in Kabul's ministries.CCTV footage showed that Saboor had access to the Command and Control Centre, tucked deep inside the ministry, where the slain Americans were found, security officials told Reuters on condition of anonymity.The Taliban took responsibility for the attack, saying it was in retaliation for the burning of the Korans.Afghan President Hamid Karzai repeated his plea for calm and restraint.It is time to regain and preserve our calm, and not allow our enemies to misuse it, he told reporters, referring to the nationwide violence.

COMMENTARY | Jonathon Turley, a law professor at George Washington University, reports on a disturbing case in which a state judge in Pennsylvania threw out an assault case involving a Muslim attacking an atheist for insulting the Prophet Muhammad.Judge Mark Martin, an Iraq war veteran and a convert to Islam, threw the case out in what appears to be an invocation of Sharia law.The incident occurred at the Mechanicsburg, Pa., Halloween parade where Ernie Perce, an atheist activist, marched as a zombie Muhammad. Talaag Elbayomy, a Muslim, attacked Perce, and he was arrested by police.Judge Martin threw the case out on the grounds that Elbayomy was obligated to attack Perce because of his culture and religion. Judge Martin stated that the First Amendment of the Constitution does not permit people to provoke other people. He also called Perce, the plaintiff in the case, a doofus. In effect, Perce was the perpetrator of the assault, in Judge Martin's view, and Elbayomy the innocent. The Sharia law that the Muslim attacker followed trumped the First Amendment.Words almost fail.The Washington Post recently reported on an appeals court decision to maintain an injunction to stop the implementation of an amendment to the Oklahoma state constitution that bans the use of Sharia law in state courts. The excuse the court gave was that there was no documented case of Sharia law being invoked in an American court. Judge Martin would seem to have provided that example, which should provide fodder for the argument as the case goes through the federal courts.

The text of the First Amendment could not be clearer. Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof- It does not say unless somebody, especially a Muslim, is angered. Indeed Judge Martin specifically decided to respect the establishment of a religion, in this case Islam.That Judge Martin should be removed from the bench and severely sanctioned goes almost without saying. He clearly had no business hearing the case in the first place, since he seems to carry an emotional bias. He also needs to retake a constitutional law course. Otherwise, a real can of worms has been opened up, permitting violence against people exercising free speech.It should be noted that another atheist, dressed as a Zombie Pope, was marching beside the Zombie Muhammad. No outraged Catholics attacked him.

Syria referendum goes ahead amid military onslaught

BEIRUT (Reuters) - At least 31 Syrian civilians and soldiers were killed on Sunday in fighting over Syria's future that coincided with a vote on a new constitution that could keep President Bashar al-Assad in power until 2028.The Syrian Observatory for Human Rights said a military bombardment of opposition districts in Homs, now in its fourth week, had killed nine civilians, while rebel fighters had killed four soldiers in clashes in the city.The British-based Observatory said eight civilians and 10 members of the security forces were killed in violence elsewhere in Syria, scene of what has become an increasingly militarized revolt against four decades of Assad family rule.Voting was under way in the referendum on a new constitution, which Assad says will lead to a multi-party parliamentary election in three months, but his opponents see as a sick joke given Syria's turmoil.What should we be voting for, whether to die by bombardment or by bullets? This is the only choice we have, said Waleed Fares, an activist in the Khalidiyah district of Homs.We have been trapped in our houses for 23 days. We cannot go out, except into some alleys. Markets, schools and government buildings are closed, and there is very little movement on the streets because of snipers, he said.He said another besieged and battered district, Baba Amro, had had no food or water for three days. Homs in general has no electricity for 18 hours a day.With most foreign reporters barred from Syria or heavily restricted, witness reports are hard to verify.The Interior Ministry acknowledged obliquely that security conditions had disrupted voting, saying: The referendum on a new constitution is taking place in a normal way in most provinces so far, with a large turnout, except in some areas.The Syrian government, backed by Russia, China and Iran, and undeterred by Western and Arab pressure to halt the carnage, says it is fighting foreign-backed armed terrorist groups.

NO DESIRE FOR REFORM

Prime Minister Adel Safar, asked about opposition calls for a boycott, said this showed a lack of interest in dialogue.There are some groups that have a Western and foreign agenda and do not want reforms in Syria and want to divert Syria's steadfastness, he told reporters in Damascus.We are not concerned with this. We care about ... spreading democracy and freedom in the country, Safar said.If there was a genuine desire for reform, there would have been movement from all groups, especially the opposition, to start dialogue immediately with the government to achieve the reforms and implement them on the ground.The outside world has been powerless to restrain Assad's drive to crush the 11-month-old revolt, which has the potential to slide into a sectarian conflict between Syria's Sunni Muslim majority and the president's minority Alawite sect.Unwilling to intervene militarily and unable to get the U.N. Security Council to act in the teeth of Russian and Chinese opposition, Western powers have imposed their own sanctions on Syria and backed an Arab League call for Assad to step down.U.S. Secretary of State Hillary Clinton warned on Sunday of the perils of any foreign intervention.I think there is every possibility of a civil war. Outside intervention would not prevent that, it would probably expedite it, she told BBC television in an interview.We have a very dangerous set of actors in the region: al Qaeda, Hamas and those who are on our terrorist list claiming to support the opposition. You have many Syrians more worried about what could come next ...If you bring in automatic weapons, which you can maybe smuggle across the border, what do they do against tanks and heavy artillery? There is such a much more complex set of factors.German Foreign Minister Guido Westerwelle said the referendum was nothing but a farce.Sham votes cannot contribute to a solution of the crisis. Assad needs to put an end to the violence and clear the way for a political transition, he said in a statement.

HARROWING CONDITIONS

The military onslaught on parts of Homs has created harrowing conditions for civilians, rebels and journalists.A video posted by activists on YouTube showed Mohammad al-Mohammad, a doctor at a makeshift clinic in Baba Amro, holding a 15-year-old boy hit in the neck by shrapnel and spitting blood.It is late at night and Baba Amro is still being bombarded. We can do nothing for this boy, said the doctor, who has also been treating Western journalists wounded in the city.American correspondent Marie Colvin and French photographer Remi Ochlik were killed in the bombardment of Homs last week and two other Western journalists were wounded. The group is still trapped there despite Red Cross efforts to extricate them.The International Committee of the Red Cross said on Saturday it was still unable to evacuate distressed civilians from Baba Amro. After a day of talks with Syrian authorities and opposition fighters, it said there were no concrete results.In Hama, another city with a bloody record of resistance to Baathist rule, one activist said nobody was taking part in the referendum. School is defined to include homeschoolers and private schools in addition to publicly funded school boards.

McColl emphasized that homeschoolers were already included in the current definition of school in the School Act, going back to 1988 or longer. And Section 16, she said, is specifically with regards to programs, courses, and instructional materials.
According to McColl, Christian homeschooling families can continue to impart Biblical teachings on homosexuality in their homes, as long as it’s not part of their academic program of studies and instructional materials.What they want to do about their ideology elsewhere, that’s their family business. But a fundamental nature of our society is to respect diversity, she added.Pressed about what the precise distinction is between homeschoolers’ instruction and their family life, McColl said the question involved real nuances and she would have to get back with specifics.But in a second interview Wednesday evening, McColl said the government won’t speculate about particular examples, and explained that she had not yet gotten a straight answer on what exactly constitutes disrespect.She did say that families can’t be hatemongering, if you will.In the first interview, she justified the government’s position by pointing to Friday’s Supreme Court ruling upholding the Quebec government’s refusal to exempt families from its controversial ethics and religious culture program. We’re not going to do anything differently, and other things like that.The long arm of the government wants to reach into family’s homes and control what they teach to their own children in their own homes about religion, sexuality, and morality, he said. These are not the words of a government that is friendly to homeschooling or to parental freedom.The Progressive Conservative government has 67 of the 83 seats in the province’s legislature, so the bill’s passage is essentially assured. But an election is imminent and the new right-wing Wildrose Alliance Party is expected to have a strong showing. A Forum Research poll last week showed the upstart party polling at 30% behind the government’s 37%.The Home School Legal Defence Association is calling on Alberta citizens to contact the Education Minister and their elected representatives.

On last year's Israel independence day, or the so-called Naqba Day (meaning catastrophe day) of the Palestinians, media-hyped attempts by Arabs to cross the border were stopped by Israel on several fronts. Lebanese forces prevented marchers from approaching Israel's border, so as to avoid confrontation. Only Syria aided the marchers, hoping to get their minds off its own internal rioting, yet an estimated one hundred protesteres did manage to enter and were repelled. Israel has taken measures to prevent the re-occurance of a similar attack by those who associate with terrorist organizations and pride themselves on being dedicated to the destruction of the State of Israel.

On the 26th of February, campuses across America will begin their eighth annual Israel Apartheid Week (IAW). As the name suggest, the protest organizers aim to equate the government of Israel with South Africa’s apartheid regime. The protestors want to paint Israel as a racist, bigoted country that deserves international condemnation.If they succeed in creating a link between the South African system of apartheid and Israel’s treatment of its Arab citizens, they hope for Israel to lose all legitimacy in the eyes of the world. Just like the anti-apartheid movements in the seventies and eighties helped bring down the forced system of racial domination in South Africa, the organizers of IAW hope their movement can bring down the nation of Israel.Modeling the former anti-apartheid strategies, the IAW groups are using boycotts, divestment, sanctions, and synchronized protests to isolate the Jewish state on all fronts.The Israel apartheid analogy has now gone mainstream—gaining especially wide acceptance in the academic community. In 2006, former President Jimmy Carter aptly titled his best-selling book Palestine: Peace not Apartheid. Anti-Israel signs, apparel, literature, and documentaries run with the semantics of the apartheid comparison: Zionism is racism,Tear down the wall, and Wrong for South Africans, wrong for Palestinians.There is one obvious problem, however. Israel is not an apartheid state. To accuse it of such requires a real imaginative stretch. Presented here are the top five reasons that the apartheid analogy is fatally flawed.

1.Equality. During South Africa’s apartheid system, the majority black population was oppressed and persecuted by the minority whites. In Israel, all citizens—including Arab citizens—are equal before the law, regardless of their race, religion, or minority status. Of all the countries in the Middle East, Israel is the only true democracy with full freedom for its citizens.

2.Citizenship. In 1970s South Africa all non-whites were stripped of their South African citizenship. In 1948, Israel did the opposite. When the dust settled from Israel’s war of independence, Israel gave full citizenship to the Arabs who remained in Israel and did not flee. They did this even though it was a defensive war. Today 20% of the Israeli citizenry's population is Arab. That’s a million and a half Arab citizens living in Israel and enjoying all the same rights as Israeli Jews. In addition, only 4% of the Palestinian Arabs in the West Bank (Judea and Samaria) are under Israeli rule, the rest are under Palestinian Authority rule.

3.Democracy. In South Africa, non-whites were not allowed to be in government or even vote. In Israel, Arabs have been represented since the very first Knesset. Israeli Arabs vote and have been elected to every level of local and national office, including appointments to the Israeli Supreme Court and government minister positions.

4.Freedom. The South African apartheid regime strictly regulated the lives of non-whites with a host of separation laws. Black South Africans were confined to Bantustans, defined labor areas that they were not permitted to leave. Israel, in contrast, has extensive anti-discrimination laws. Israeli Arabs work in all sectors, attend universities, and open businesses. While much of the Arab population lives in concentrated Arab municipalities in Israel, this is an informal segregation as a matter of choice. For South African blacks, segregation was a matter of force.

5.Security. The security fence separating Israel from the West Bank is often denigrated as the apartheid wall. During Israel Apartheid Week, a common tactic on campuses is to build mock apartheid walls at protest sites. Admittedly, Israel must strictly enforce border control at entrance points from the Palestinian Authority and hostile Palestinian Arab communities to its jurisdiction. However, this restriction is due to their legitimate security concerns and not racism. The fence is credited for a drastic reduction in the number of mass-murder attacks carried out in Israel after reaching a peak in the second intifada. In South Africa, racism formed the base of segregation, not terrorism. Blacks living under South African apartheid did not seek the destruction of South Africa, only the regime of apartheid.

Perhaps the best proof that Israel is not an apartheid regime is the fact that the vast majority of Israeli Arabs want to retain their Israeli citizenship. Israeli Arabs both privately and publicly say they would not want to leave Israel and move to a Palestinian state should one be created. When former Prime Minister Ehud Olmert suggested in 2007 that he would hand over Arab neighborhoods in East Jerusalem to the Palestinian Authority, the Arabs in Jerusalem rose up in protest. Nabil Gheit, an Arab mayor of one of these neighborhoods, said If there was a referendum here, no one would vote to join the Palestinian Authority. We will not accept it. There would be another intifada [uprising] to defend ourselves from the PA.Those who are demanding to Stop Israeli Apartheid from the comfort of their campus parade grounds, should first stop and ask the Arab citizens and alleged victims in Israel one question: Where in the Middle East would you have it better?

KABUL (Reuters) - Twelve people were killed on Friday in the bloodiest day yet in protests that have raged across Afghanistan over the desecration of copies of the Muslim holy book at a NATO military base with riot police and soldiers on high alert braced for more violence.The burning of the Korans at the Bagram compound earlier this week has deepened public mistrust of NATO forces struggling to stabilize Afghanistan before foreign combat troops withdraw in 2014.Hundreds of Afghans marched toward the palace of Afghan President Hamid Karzai in Kabul, while on the other side of the capital protesters hoisted the white flag of the Taliban.Chanting Death to America! and Long live Islam!, protesters also threw rocks at police in Kabul, while Afghan army helicopters circled above.Friday is a holy day and the official weekly holiday in Afghanistan and mosques in the capital drew large crowds, with police in pick-up trucks posted on nearby streets.Armed protesters took refuge in shops in the eastern part of the city, where they killed one demonstrator, said police at the scene. In another Kabul rally, police said they were unsure who fired the shots that killed a second protester.Seven more protesters were killed in the western province of Herat, two more in eastern Khost province and one in the relatively peaceful northern Baghlan province, health and local officials said. In Herat, around 500 men charged at the U.S. consulate.

U.S. President Barack Obama had sent a letter to Karzai apologizing for the unintentional burning of the Korans at NATO's main Bagram air base, north of Kabul, after Afghan laborers found charred copies while collecting rubbish.Muslims consider the Koran to be the literal word of God and treat each copy with deep reverence. Desecration is considered one of the worst forms of blasphemy.Afghanistan wants NATO to put those responsible on public trial.In neighboring U.S. ally Pakistan, about 400 members of a hardline Islamist group staged protests. If you burn the Koran, we will burn you, they shouted.To Afghanistan's west, Iranian cleric Ahmad Khatami said the U.S. had purposely burned the Korans. These apologies are fake. The world should know that America is against Islam, he said in a speech broadcast live on state radio.It (the Koran burning) was not a mistake. It was an intentional move, done on purpose.Most Westerners have been confined to their heavily fortified compounds, including at the sprawling U.S. embassy complex and other diplomatic missions, as protests that have killed a total of 23 people, including two U.S. soldiers, rolled into their fourth day. Archaeologist Dr. Eilat Mazar warned on Thursday about the plans of the Muslim religious authority, the Waqf, for the Temple Mount.Speaking to Arutz Sheva, Mazar said that for the past 12 years, the Waqf has constantly built on the Temple Mount in an attempt to implement its final plan: the establishment of a huge mosque on the Mount.There is no order there and no one to uphold the law, she said. No one can enforce the law there. Not the Israel Antiquities Authority, not the Nature and Parks Authority and not the city of Jerusalem. The police are there but they are precluded from enforcing.The Temple Mount was left in the hands of the Waqf following Jerusalem’s reunification in 1967, a decision of then-Defense Minister Moshe Dayan. The Waqf has taken advantage of this and removed every sign of ancient Jewish presence at the most Jewish holy site. At the entrance, a Waqf sign says, The Al-Aqsa Mosque courtyard and everything in it is Islamic property.Police, in an attempt to appease the Waqf, discriminate against Jews. They limit the number of Jewish worshippers allowed on the Temple Mount at one time in order to prevent conflict with Muslim worshippers. They often close the Mount to Jews in response to Muslim riots – despite evidence that Muslim riots have been planned in advance for the specific purpose of forcing Jews out.

Mazar, a member of a group of Israelis who work to prevent the destruction of antiquities on the Temple Mount, said that the State Comptroller wrote a report which exposed serious findings about Israeli authorities’ inability to enforce the law on the Temple Mount, but noted that the report has remained confidential to this day.The Comptroller produced a thorough report and questioned all the right people. He came to important conclusions which so far have not been published. Our group has demanded and continues to demand that the contents of the report be published.She warned that the excavations of antiquities being performed on the Temple Mount by the Waqf may lead to disaster.It has been going on for 12 years. They’re digging there as if it’s a construction site. There is a danger that the ground will collapse under thousands of Muslims. It endangers the safety of the people. There must be engineering control over this huge monument. Every stone on the Temple Mount may contain some of the most important antiquities in the world.Mazar added, I do not accept the argument that this could lead to a world war. The Temple Mount is at the center of Jerusalem. We’re not harming the Muslim rituals. We only want to enforce the law and order so that a disaster can be prevented. The Waqf cannot be trusted. If something collapses there the Western Wall may also be damaged, because the Temple Mount is on a round hill and its edges will be in danger.Mazar said the Waqf’s final plan is to unite all the mosques on the Temple Mount and create one big mosque. Former UN secretary-general Kofi Annan on Thursday was appointed to serve as the joint United Nations-Arab League envoy on the Syrian crisis.Annan's appointment was announced jointly by his successor, Secretary-General Ban Ki-Moon, and Arab League Secretary-General Nabeel Al Araby.The announcement said Annan carries a mandate to work to bring an end all violence and human rights violations, and promoting a peaceful solution to the Syrian crisis.It added Annan will work internationally and in Syria to bring a peaceful Syrian-led and inclusive political solution that meets the democratic aspirations of the Syrian people through a comprehensive political dialogue between the Syrian government and the whole spectrum of the Syrian opposition.Last week, the UN General Assembly asked Ban to support the Arab League's efforts to promote a peaceful solution to the crisis, including through appointment of a special envoy to Syria.Annan's appointment reportedly came after Ban failed to find a high-level Arab acceptable to both sides. Anan is a veteran mediator who, in 2001, was jointly awarded with United Nations (U.N.) he ran a Nobel Peace Prize for their work for a better organized and more peaceful world.Ban's decision to appoint Annan came the day before a major international conference in Tunisia, which is expected to gather together over 70 senior officials from nations and international organizations.The conference comes as forces loyal to President Bashar al-Assad shells rebel-held areas of the central city of Homs for the 21'st straight day, with rights observers reporting hundreds have been killed.

Assad's brutal crackdown on anti-regime demonstrations has now been ongoing for over a year with rights groups estimating civilian deaths have risen past 7,300.However, UN Human Rights officials stopped trying to ascertain the civilian death toll in Syria in January due to the increasing instability and unrest. Their last official count was over 5,400.A major point of discussion at the conference between major powers is expected to be plugging Asian, Eastern European, and Russian loopholes in sanctions targeting Assad's regime.Both China and Russia, with billions of dollars in trade agreements tied to Assad's regimes, have repeatedly stymied international efforts to impose universal sanctions in the Security Council.Russia has said it will not attend Friday's conference.Annan, 73, served as the UN's secretary-general from 1997 to 2006. The UN he left behind was more aggressively engaged in peacekeeping and fighting poverty, but also marred by a scandal over the UN-run oil-for-food program for humanitarian relief in Iraq.He was also locked in a lengthy imbroglio with US officials and lawmakers who demanded reforms in the UN Secretariat aimed at achieving greater budgetary transparency and fiscal accountability.After leaving the UN, Annan was suggested as a candidate to be president in his native Ghana – a position he declined. He did however remain active in several African organizations.In 2008, Annan participated in negotiations to end civil unrest in Kenya following disputed elections and mediated agreement on a coalition government.

Iran rapidly expands sensitive nuclear work: IAEA

VIENNA (Reuters) - Iran has sharply stepped up its controversial uranium enrichment drive, the United Nations' nuclear agency said on Friday in a report that will further inflame Israeli fears that the Islamic Republic is pushing ahead with an atomic weapons program.The U.N. International Atomic Energy Agency (IAEA) also reported its failed mission to Tehran this week that aimed to get Iran to respond to allegations of research relevant for the development of nuclear weapons - a serious setback to the possible resumption of diplomatic talks.The Agency continues to have serious concerns regarding possible military dimensions to Iran's nuclear program, the Vienna-based U.N. body said in a quarterly report about Iran issued to its member states.Israel, which has threatened Iran with pre-emptive strikes on its nuclear sites, had no immediate comment on the report. Germany, which has backed tough new sanctions on Iran, said it was further cause for concern.Germany is very concerned about the latest report from the IAEA. We think Iran should understand the key to ending sanctions is in their own hands, they have a duty to cooperate with the international community, said German Foreign Minister Guido Westerwelle.

The Islamic Republic's rapid expansion of work which can have both civilian and military purposes underlines that it has no intention of backing down in a long-running row with the West that has sparked fears of war in the Middle East.
Tehran says its nuclear program is exclusively for civilian purposes and denies it aims to make atomic weapons.The confidential IAEA report said Iran has, since late last year, tripled output of uranium refined to a level that brings it significantly closer to potential bomb material, an official familiar with the agency's probe said.

Making clear the two sides were far apart, it said there were major differences on how to tackle the issue and that Iran had dismissed the IAEA's concerns as unfounded. No further meetings are planned.The setback increased concerns of a downward spiral towards conflict between Iran and the West, and sent oil prices higher.IAEA Director General Yukiya Amano urged Iran in the report to provide early access to Parchin, a military site near Tehran seen as central to the agency's investigations into possible military aspects of Iran's nuclear work.The failure of the two-day IAEA visit could hamper any resumption of wider nuclear negotiations between Iran and six world powers - the United States, China, Russia, Britain, France and Germany - as the sense grows that Tehran feels it is being backed into a corner.The IAEA report said Iran had carried out a significant expansion of activities at its main enrichment plant near the central city of Natanz, and also increased work at the Fordow underground facility.Enriched uranium can be used to fuel nuclear power plants, which is Iran's stated aim, or provide material for bombs if refined much further, which the West suspects is Tehran's ultimate plan.At Natanz, the IAEA report said 52 cascades - each containing around 170 centrifuges - were now operating, up from 37 in November.At Fordow, almost 700 centrifuges are now refining uranium to a fissile concentration of 20 percent and preparations are under way to install many more, the report said.

PROTECTION

Fordow is of particular concern for the West and Israel as Iran is shifting the most sensitive aspect of its nuclear work - refining uranium to a level that takes it significantly closer to potential bomb material - to the site.Estimated to be buried beneath 80 meters (265 feet) of rock and soil, it gives Iran better protection against any Israeli or U.S. military strikes.The report said Iran had now produced nearly 110 kg of uranium enriched to 20 percent since early 2010. Western experts say about 250 kg is needed for a nuclear weapon, although it would need to be enriched much further.An IAEA report in November suggested Iran had pursued military nuclear technology helped to precipitate the latest sanctions by the European Union and United States.Iran last month said it had started to refine uranium to a fissile concentration of 20 percent - compared with the 3.5 percent it mainly produces at Natanz and which is used for nuclear power plants - at Fordow.Nuclear bombs require uranium enriched to 90 percent, but Western experts say much of the effort required to get there is already achieved once it reaches 20 percent concentration, shortening the time needed for any nuclear weapons break-out.(Reporting by Fredrik Dahl; Editing by Robin Pomeroy)

TUNIS (Reuters) - The Syrian Arab Red Crescent began evacuating wounded or sick women and children from the Baba Amro district of the besieged city of Homs on Friday as international pressure mounted on the Syrian government to open the country up to humanitarian aid.The International Committee of the Red Cross (ICRC) said the evacuation was underway after Syrian Arab Red Crescent ambulances had entered Baba Amro. It's a first step forward, ICRC chief spokeswoman Carla Haddad told Reuters in Geneva.News of the evacuation came as Gulf Arab nations meeting in Tunis pushed for more forceful intervention against Syrian President Bashar al-Assad and the United States warned he would have even more blood on his hands if he blocked aid to stricken civilian areas.Speaking at the meeting called to escalate pressure on Assad over his crackdown on 11 months of protests, Saudi Arabia's Foreign Minister Prince Saud al-Feisal said he supported arming the rebels.I think it's an excellent idea, he said at the start of a meeting with Secretary of State Hillary Clinton, who warned Assad would pay a heavy price for the violence in Syria.

If the Assad regime refuses to allow this life-saving aid to reach civilians, it will have even more blood on its hands, Clinton said in prepared remarks for the meeting.So too will those nations that continue to protect and arm the regime.With the bombardment of opposition-held neighborhoods in Homs entering its fourth week on Friday, the city has become the most internationally known focus of the violent crackdown on opposition in Syria.Opposition activists said earlier on Friday that Syrian government artillery fire killed five people.Baba Amro is being hit with 122mm artillery directed at it from surrounding villages. A father and his 14-year-old son were among those killed. They were trying to flee the shelling when shrapnel hit them in the street, Mohammad al-Homsi said.The International Committee of the Red Cross, which had been negotiating with Syrian officials and opposition forces in Homs for an evacuation of all sick and wounded in need of help, gave no further details of its operation.ICRC spokeswoman Carla Haddad said there was no immediate information from the humanitarian agency's teams on the ground as to whether wounded foreign journalists were among them.French Foreign Minister Alain Juppe had said the Red Cross and the governor of Homs were working to evacuate the foreign journalists stranded in the city.Activists also said Syrian security forces lined up and shot dead at least 18 people in a village in the central western Hama province. A video uploaded by activists showed people wrapping the bloodied bodies of children and at least four adults. Several had been shot through the head.

ARAB/UN FORCE

At the meeting in Tunis, Qatar's Foreign Minister Sheikh Hamad bin Jassim al-Thani said an Arab force should be created to impose peace and open humanitarian corridors in Syria.He was addressing the first gathering of the Friends of Syria group, more than 50 countries who met amid mounting world outrage over violence that has claimed thousands of lives during the uprising.An updated draft declaration from the meeting called on Syria to immediately cease all violence to allow the United Nations access to Homs, and to let agencies deliver aid to civilians affected by the violence.The Friends of Syria pledged, in the latest version of the draft seen by Reuters, to deliver humanitarian supplies within 48 hours if Syria's government stopped its assault on civilian areas and permitted access.With moves for tough action against Syria in the U.N. Security Council stymied by Russian and Chinese vetoes and a lack of appetite for military action to end Assad's crackdown, delegates in Tunis have limited options.The head of the main opposition Syrian National Council (SNC) expressed disappointment in the Tunis meeting. This conference does not meet the aspirations of the Syrian people,SNC chief Burhan Ghalioun told Reuters.But in a sign the international community is seeking ways around the Security Council deadlock, U.N. Secretary General Ban Ki-moon said he would dispatch former U.N. chief Kofi Annan to Syria as a joint U.N.-Arab League envoy.And in a blow to Assad, the Palestinian Islamist group Hamas turned publically against their long-time ally on Friday. I salute the heroic people of Syria who are striving for freedom democracy and reform,Hamas leader Ismail Haniyeh said.

The exiled political leadership of Hamas, based in Damascus for over a decade, quietly quit the Syrian capital recently but had tried to deny their absence had anything to do with the revolt.One Syrian opposition source said that although no country had yet decided to arm the rebels, foreign powers were turning a blind eye to weapons purchases by Syrian exiles smuggling in light arms, communications equipment and night vision goggles.Syrian opposition supporters were also trying to bring anti-aircraft and anti-tank weapons to the Free Syrian Army rebels, and to get retired Syrian officers into the country to help coordinate military opposition to Assad.

HARSH REALITIES

The draft communiqué did not mention any foreign military intervention along the lines of the NATO bombing campaign that helped force out Libya's Muammar Gaddafi.
Instead, it called for further diplomatic pressure on Assad to step down and endorsed an Arab League plan that sees him handing power to a deputy as a prelude to elections.The group will also commit to enforce sanctions aimed at pressuring Syrian authorities to halt violence, according to the draft declaration.These include travel bans, asset freezes, a halt to purchases of Syrian oil, ceasing infrastructure investment and financial services relating to Syria, reducing diplomatic ties and preventing arms shipments to the Syrian government.Juppe said the European Union, which has already imposed sanctions on Syrian officials, businesses and oil exports, would freeze assets of the Syrian Central Bank from Monday.But the wording of the Tunis draft reflected a harsh reality: there is little the world can do to stop the violence as long as Russia and China, both of which declined invitations to the Tunis meeting, reject Security Council resolutions.
Another problem for world powers is divisions in the Syrian opposition. U.S. negotiators are heading into a second day of what have been dubbed serious and substantial talks with North Korean officials. Yet amidst all the discussion of how the U.S. will attempt to work with Kim Jon-un, there has been little (open) speculation as to whether Dear Leader Junior might crank up production of $100 and $50 bills. No, not North Korean 100- or 50-won banknotes, worth about as much as old tissues. I'm talking about fake greenbacks -- or, as the U.S. Secret Service has dubbed them, superdollars.These ultra-counterfeits are light years beyond the weak facsimiles produced by most forgers, who use desktop printers. As an anti-counterfeiting investigator with Europol once put it: Superdollars are just U.S. dollars not made by the U.S. government. With few exceptions, only Federal Reserve banks equipped with the fanciest detection gear can identify these fakes.Yet as unpatriotic as this may sound, perhaps America would be better off if Kim Jong-un were to try and enrich himself with D-I-Y Benjamins. The super moniker does not stem from any particular talent on the part of the North Koreans. It's a matter of equipment. The regime apparently possesses the same kind of intaglio printing press (or presses) used by the U.S. Bureau of Engraving and Printing. A leading theory is that in 1989, just before the collapse of the Berlin Wall, the machines made their way to North Korea from a clandestine facility in East Germany, where they were used to make fake passports and other secret documents. The high-tech paper is just about the same as what's used to make authentic dollars, and the North Koreans buy their ink from the same Swiss firm that supplies the US government with ink for greenbacks.Forging $100 bills obviously gels with the regime's febrile anti-Americanism and its aim to undercut U.S. global power, in this case by sowing doubts about our currency. State level counterfeiting is a kind of slow-motion violence committed against an enemy, and it has been tried many times before. During the Revolutionary War, the British printed fake Continentals to undermine the fragile colonial currency. Napoleon counterfeited Russian notes during the Napoleonic Wars, and during World War II the Germans forced a handful of artists and printing experts in Block 19 of the Sachsenhausen concentration camp to produce fake U.S. dollars and British pounds sterling. (Their story is the basis for the 2007 film The Counterfeiters, winner of the 2007 Oscar for Best Foreign Language Film.)Superdollars can be viewed as an act of economic warfare, but Pyongyang's motive is probably more mundane: The regime is broke. The 2009 attempt to raise funds by devaluing its already pathetic currency revealed not only the country's fiscal desperation, but also the abuse Dear Leader was willing to inflict on his people. The won was devalued by 100 percent, which meant 1,000 won suddenly had the purchasing power of 10 won. (Imagine waking up to a learn that a slice of pizza costs $250.) Officials set a tight limit on how much old money could be exchanged for new, so whatever value existed within people's paltry savings evaporated overnight. The superdollar affair has a certain comic-book quality: copying the currency of the evil capitalists so you can buy cognac and missiles. But Washington isn't laughing. At the end of December, Ireland's high court rejected a U.S. request to extradite former Workers Party president and IRA veteran, Sean Garland, for his alleged involvement with the superdollar plot. There is also the question of what exactly the North Koreans hope to procure with all of this money. According to the House Task Force on Terrorism and Unconventional Warfare, superdollars may be part of the regime's effort to acquire materials for nuclear weapons.Since the superdollars were first detected about a decade ago, the regime has been pocketing an estimated $15 to $25 million a year from them. (Other estimates are much higher -- up to several hundred million dollars' worth.) That sounds like a lot of money, but compared to the $1 trillion in cash circulating in the great ocean of commerce, a few hundred million is chump change. Although certainly costly for small business owners who unknowingly accept a bunch of forgeries, counterfeits probably won't bring about a crisis of faith in our paper money anytime soon.Yet taking the long view, maybe a rash of new superdollars from the hermetic regime of Kim Jong-un would be beneficial. How so? Because counterfeits have a way of reminding people of what material money is and how it functions, and that could lead to a discussion of its pros and cons. Cash is, and always has been, such an uncontested part of everyday life that we rarely stop to consider its toll on society as the currency of crime, to say nothing of the heaping expense of printing, transporting, securing, inspecting, shredding, redesigning, reprinting, re-inspecting, and redistributing it ad nauseum, plus the broader costs of prosecuting and incarcerating the thousands, if not millions, of people who commit cash-related crimes. That's not to suggest we could get rid of paper money tomorrow; we still don't have a substitute that's equally convenient, universally accepted, and adequately secure. Superdollars, and the untold billions of (electronic) dollars spent combating them could be the wake-up call that finally forces us to think more clearly about the costs of physical money. If killing all cash strikes you as a little too radical, consider for a moment what it would mean to get rid of high-denomination banknotes. Who would be most inconvenienced if Washington were to outlaw $100 and $50 bills tomorrow? Cartel bosses in Juarez, Mexico jump to mind. So do human traffickers in China and Africa, aspiring terrorists in Afghanistan, wildlife poachers, arms dealers, tax evaders, and everyday crooks who hold up mom and pop groceries. And, or course, North Korean government officials.So then. At the risk of infuriating cash-hoarding militia members, anonymity-obsessed ACLU'ers, the U.S. Treasury, Russian mob, Laundromat owners, and just about every person who has ever hid a purchase from a spouse or income from the government, I would say this to Kim Jong-un and his posse of counterfeiters: Bring it.
