It is as if a plague of fear, intimidation and cowardice, has swept over the hearts and mouths of our Political leaders and most media. As a Mom, I know kids love to play games but those currently running for President are the biggest gamers ever! Our current political crop and most media are stuck on hide and go seek.Desperate for votes and power they run for cover at the mere notion they might be called a racist or have that other dreaded disease birtherythmia.Donkeys are running around whinnying, while Elephants are stampeding, all the while an ineligible President sits in our White House and we aren’t supposed to notice.Politically expedient bigger fish to fry birthers are annoying Obama showed his birth certificate, that is good enough for me.What about Forgery, lies, cover ups and Constitutional crisis do they not understand? Maybe they are the ones with the brain injuries. They sure act like it. One thing I know for sure, my injured eye can get better with treatment, Obama, his lies and secrets cannot.It’s just a…

It’s just a marriage certificate, our lives and hearts have changed with the times. No hard feelings but I just don’t feel the same way anymore.What is the big deal if for varieties sake I have a fling once in awhile. Political union beginning to take shape, Merkel says

BRUSSELS - German Chancellor Angela Merkel has said a political union is beginning to take shape in the EU, but the Socialist opposition has accused her of putting the Union on an incalculable path after last week’s summit.Speaking to German MPs five days (14 December) after an EU summit whose outcome has already been panned by the markets, Merkel said the crisis had seen Europeans move closer than ever before.
Referring to a sense of determination in other EU leaders to overcome the eurozone problems, the chancellor said: I am sure that this common sense of responsibility will remain with us far beyond the crisis.This means nothing else than that a real political union is beginning to take shape.She said this would mean that all countries will eventually have to work more closely on laws together even if that is not yet legally required and enforced.This will require a change in thinking in national parliaments and the willingness to put themselves in the place of others. We should learn from the best in all areas,said the chancellor.Her speech in the Bundestag comes as the summit agreement by EU leaders has already been criticised for causing legal confusion while not convincing markets that the eurozone crisis is on the way to being properly solved.At the meeting, up to 26 member states agreed to make an intergovernmental treaty on centralising budgetary surveillance, with only Britain remaining outside after it failed in its bid to get special exemptions for its financial services sector.Promising MEPs that they would have observer status in the negotiations, Merkel said the treaty should be ready by March and then should pass through parliamentary ratification as fast as possible.Drawing a line under the division with London, Merkel said that while she regretted the outcome, the UK is and will in future remain an important partner.However she was fiercely criticised by the Socialist opposition leader, Frank-Walter Steinmeier.

Not harmless

Mocking the chancellor for her pursuit of EU treaty change ahead of the summit, Steinmeier, he said the intergovernmental path chosen sounded harmless at first glance, but it is not.With this (solution) we are putting Europe on a politically and legally fully incalculable path.He pointed out that the Czech Republic, Hungary, Denmark and Finland could have problems with the agreement while noting that the European Commission will be making sure that the Lisbon Treaty, over which the commission is the guardian, will take precedence over the new pact as much as possible.The centre-left politician also said he believed that the alienation process with Britain will prove unstoppable and that Germany will come to regret the situation in a few months' time.The opposition criticism comes amid in-fighting within Merkel's own coalition partner, the business-friendly Free Democrats, over the extent to which troubled eurozone countries should be helped.On Wednesday, General Secretary Christian Lindner resigned as a result of the party's deep divisions on the issue.

BRUSSELS - EU politicians praised Poland on Wednesday (14 December) for the way it has handled the six-month rotating presidency during what is considered the biggest crisis in European Union history.The Polish presidency was without a doubt one of the very best presidencies we have had, German MEP Martin Schultz, leader of the centre-left Socialists and Democrats, told conservative Prime Minister Donald Tusk in the European Parliament in Strasbourg.Schultz praised Tusk and his cabinet for the high level of professionalism during the six-month period that saw an ever worsening eurozone debt crisis, and, last week, a highly controversial decision to forge ahead with an intergovernmental treaty with only Britain refusing to take part.

I cannot say that at the end of 2011, Europe is more united than six months ago, said Tusk.He refused to blame anybody for the current state of affairs, but did say that too many politicians want to convince us that the way to exit from the crisis is a departure from communitarian actions.You are discharged from your duties with honour,said Swedish MEP Olle Schmidt, speaking on behalf of the liberal group in the parliament. I salute you, Mr Tusk.Praise also came from the European Commission, whose president, Jose Manuel Barroso, said: Poland demonstrated extraordinary capacity [during] probably the most difficult period since the European integration started.Yet for all the backslapping, EU leaders also seemed relieved that despite difficulties, the first-ever Polish presidency did not present any major organisational problems.Poland has shown that it is not a country that is badly organised,said Jerzy Buzek, president of the European Parliament, and a Polish national.

Denmark stuck in EU treaty quagmire

BRUSSELS - Days away from taking over the EU's rotating presidency that will be responsible in part for steering through a new intergovernmental treaty, the Danish government has become stuck in a quagmire of resistance to the so-called fiscal compact.Copenhagen's centre-left governing coalition, led by the Social Democrats alongside the Socialist People's Party to their left and the Danish Social-Liberal Party to their right, does not have a majority in the parliament and must depend on the support of the eurosceptic and hard-left Red Green Alliance.In the September 2011 elections, the Red Greens enjoyed the largest gains out of all the parties while the Social Democrats, whose leader Helle Thorning-Schmidt is now prime minister, actually lost a seat.The Red Greens have come out firmly against the deal, calling for a referendum in which they intend to campaign for the No side, and so the government will need the backing of the opposition Conservatives and Liberals to push through the new treaty.But the right is also divided on the issue, with the Liberal Alliance, a new libertarian party also calling for a referendum. The hard-right Danish People's Party has come out in favour of a plebiscite as well. Both parties sit on the opposition benches.

Soren Sondergaard, an MEP who sits alongside the Red-Greens and fresh out of a meeting with the Danish finance minister explaining the party's position, told EUobserver why the alliance opposes the government line on the compact.We only just had an election where the central topic of debate was how to exit the crisis. There were two options on the table: austerity or public investment, and it was the public-investment side that won,he said, adding that there are also concerns about a transfer of sovereignty, although the fine print has yet to be unveiled.If we are going to bind ourselves to such policies, it is clear the people must have a say.
Concerns about sovereignty also came from Anders Samuelsen, of the Liberal Alliance, normally the ideological polar opposite of the hard-left Red-Greens.We are calling for a referendum because the issue is too important to be decided by politicians alone,Samuelsen told this website.It involves a de facto surrender of some of our sovereignty, and we believe the Danish people should decide whether this should happen.If there is a referendum, the party will recommend a No vote because it believes that the pact links the Danish economy closer to the euro, even if it supports the principles of greater fiscal discipline contained in the compact.It is not that we are opposed to the specific economic tools that are suggested. In fact, we believe many of them should definitely be implemented in Denmark. But we oppose giving up the sovereign ability to decide for ourselves whether to do so.

The Socialist People's Party (SPP) sits to the left of the Social Democrats, and with the European Greens at the EU level.Thomas Nystrom, a policy advisor with the SPP, told this website that his party will stand with the Social Democrats so long as the country's opt-out on the euro is respected.The SPP disagrees with the Red-Greens that there is no room to manoeuvre in the new fiscal compact.We agree that there needs to be a structural balanced budget, and you can do this either by cuts or increased taxation. There is a focus on balance here within the fiscal compact,he said.As with the Euro-plus pact[a similar agreement to tighten up centralised EU oversight of fiscal policy], we still think there is some political room for national fiscal policy. National parliaments can still decide.Although even here, the SPP signalled its concern over the fiscal compact's requirement of a balanced budget inscribed in constitutions, defined as no structural deficits above 0.5 percent.Does this mean every year, or over the medium term? We will have to see after an analysis of the text.

The Tea Party has gone both global and viral.The words of the message drown those of corrupt politicians, talking heads and exploiters of every kind. I think it may interest you too: it proves that, in fact, all of us, be we Americans, Russians, Australians or Canadians, with all the difference of our national conditions, are in the midst of one and the same world war. This time it’s no more the familiar war of countries vs. countries or ideologies vs. ideologies. Now we have the war of the world’s population vs. the world’s uncontrolled and irresponsible bureaucracy. The victory of this new awesome enemy would mean a sure end of the world as we know it. Because even Nazis, even Communists were still somehow productive in their slow and torturing ways (I have my grandma’s German typewriter of 1938 and my granddad’s Soviet wristwatch of 1940 – both are still working!), but bureaucracy is absolutely non-productive and absolutely parasitic. It can’t manufacture anything but regulations, taxes, hollow promises and its own cancer-like growth. The Silent Majority

To Julia Gillard (Prime Minister) & Tony Abbott (Leader of the Opposition) ...You BOTH Worry me ! ( In fact both of your Political parties worry the hell out of me !!!)Over the last three years, I find myself becoming more and more fearful of the pair of you, and between you, you are turning this country into a place that I no longer feel at home in, or feel a part of! I watch you in parliament, and no, not just the two of you, but every politician that I see, stand up in parliament sneering at each other, and acting like children !!! (..and if you were my children, I would be ashamed of you all ... What an example to set!)Although you would like us all to believe that you are putting the needs of this country at the forefront, NEITHER of you are doing that, you seem more interested in one-up-manship , in scoring off each other, & denigrating each other, to the detriment of this country & its people !!!It seems to be all about YOU as individuals, and not about what you can DO for this country ! It is fast becoming a place that I do not recognize, as the place I always thought, was the best place in the world to be !!! But no longer !!! You are not listening to the people of this country !!!

And here in South Australia , your counterparts are afflicted with the same disease - is it endemic in all politicians ? I am watching the deterioration of living standards in this country, (and according to you, on a world stage we are doing better than most countries ... REALLY ???) ... And yet the gap is widening between the haves and the have-nots .. I see our homeless on the streets, our hospitals under-funded, and understaffed, our health system is an absolute mess and a disgrace ... And yet I see multi-millions of dollars being sent off shore, in aid to other countries, before attending to this country’s needs ! I see the selling off of the farm, in large amounts, to foreign interests, (In Every State ) including water rights to foreign interests too .... And WHY…? Especially when you go to great lengths to tell us that water is a finite resource, & supposedly, we must ALL be careful with how we use it, so that we ensure we have it for the future ? Foreign interests Fracking for coal seam gas, and riding rough shod over farmers’ rights to their own land, AND USING QUESTIONABLE CHEMICALS. (You don’t even KNOW what chemicals they use), and possibly causing damage to the water table in the process !!!
And those foreign interests I believe, do NOT have to pay anything in royalties back to this country, for the first five years of their tenure ... IS THIS CORRECT ???
A Carbon Tax,( which you KNOW is just another tax with a Starting Point dollar value) which will make NO appreciable difference, to carbon emissions, AT ALL! A tax, which in spite of all your arguments FOR it, you are doing alone, when other major countries will NOT & DO NOT embrace it, or believe in it! All that it will do for this country is put working families and small businesses behind the eight ball, .....what planet are you on, if you think that your few hundred dollars a year, will make even a scrap of difference to the effect of the carbon tax on people ?Blind Freddy can see the holes in that argument !!! Do you really think we are that dumb ??? The CONVOY OF NO CONFIDENCE was real !!! ..and I haven’t spoken to even ONE person, who would not have liked to be there if they could, but the tyranny of distance and /or work was the only thing that kept them away, ( myself included ), .. and you KNOW that only a part of the convoy was actually allowed to be in front of Parliament house and ON VIEW ... the rest were streets away, unreported by the media !

For Mr Albanese to stand up in parliament, and call it THE CONVOY OF NO CONSEQUENCE , in his sneering tone, shows just how out of touch with the people of Australia , you really are !!!! WE WOULD HAVE ALL LIKED TO BE THERE !!! DEFENCE ........ Because Americans are our Allies, and we support them in Wars, ......... Korea , Vietnam , Iraq , Afghanistan , ..... and you have sent our soldiers to those places, and our soldiers fought for you, and for Australia ........ some coming home with terrible physical injuries, and some with devastating Mental Injuries as well ..... BUT WHERE ARE YOU, WHEN THEY NEED YOU ????? Veteran’s Indexation to CPI only is a disgrace ... and is something YOUR Labor party Julia, used as an election sweetener, to get the Veteran’s Vote ... BUT YOU LIED (Again) ! You never had any intention of honouring your election promise to them ... and it WILL come back to bite you at the next election !!!! (And Tony, Liberals were NO BETTER, Howard had more than 10 years to fix it and didn’t !)Veterans are not alone, they have families, friends and supporters, who are heartily sick of the deception your party perpetrated on them ....AND THEY ALL VOTE !!!! THEY are your obligation, first and foremost ..... and it is not your first obligation to give aid to every man and his dog overseas first !!! Look after your own FIRST !!!! Is this what you call SALUTING THEIR SERVICE ???

Have you any idea , how sickening it is for our Vets to see you both, ( Labor or Liberal ) turn up to the funerals of our current young vets for a photo opportunity, to be seen to be caring in the public eye, but only to turn your backs on them all, when they need you ??? Please tell me WHY Australians cannot legally wear a face covering bike helmet into a bank ..and yet it is ok to wear a Burqa which covers the whole face ? And please tell me WHY, when those people who want asylum here, can wreck our detention centres, as in Villawood , and STILL be accepted here ?

SO , in light of the above, WILL BOTH OF YOU ......Please tell me WHY, when some of our Vietnam Veterans FINALLY received (in the last 6 months) the recognition that they should have had after the Vietnam War, (and which they received from the USA & South Vietnam, during and immediately after the Vietnam War), that the families of those Veterans, were refused assistance by this Government, to attend that award ceremony, and yet this Government ...flew , accommodated , and even took on bus tours , to the the families of asylum seekers, after the funerals of those who were killed in the boat which sunk off Christmas Island ? What does that say, about just who are this government’s priorities ? The Australian people that I speak to have genuine concerns about becoming a second class minority in our own country, and the reasons for it, are some of the above, ..... Are you so blind that you cannot see this ? And no , I am NOT racist !!!..(if I did not like Catholics or Protestants would I be considered racist ?) Of course not ! Why is it, that if we object to what is happening in our country ... we are immediately labelled RACIST, in an attempt to shut us up ? We are fighting Radical Muslims, in Afghanistan & Iraq , are we not ?I hear you say, yes but the Muslims we have here are Not like that ... well how would we know ? ...do we hear ANY of them coming out & speaking AGAINST radicals ?? Remember – it was Obama’s White House that demanded the law apply to U.S. citizens in the first place.The bill which would codify into law the indefinite detention without trial of American citizens is about to be passed and sent to Obama’s desk to be signed into law, even as some news outlets still erroneously report that the legislation does not apply to U.S. citizens.The House on Wednesday afternoon approved the rule for the 2012 National Defense Authorization Act (NDAA), setting up an hour of debate and a vote in the House later this afternoon, reports the Hill.Mainstream news outlets like The Hill, as well as neo-con blogs like Red State, are still pretending the indefinite detention provision doesn’t apply to American citizens, even though three of the bill’s primary sponsors, Senator Carl Levin, Senator John McCain, and Senator Lindsey Graham, said it does during speeches on the Senate floor.

It is not unfair to make an American citizen account for the fact that they decided to help Al Qaeda to kill us all and hold them as long as it takes to find intelligence about what may be coming next,remarked Graham. And when they say,I want my lawyer,you tell them,Shut up. You don’t get a lawyer.As Levin said last week, it was the White House itself that demanded Section 1031 apply to American citizens.
The language which precluded the application of Section 1031 to American citizens was in the bill that we originally approved…and the administration asked us to remove the language which says that U.S. citizens and lawful residents would not be subject to this section,said Levin, Chairman of the Armed Services Committee.

Senator McCain also told Rand Paul during a hearing on the bill that American citizens could be declared an enemy combatant, sent to Guantanamo Bay and detained indefinitely, no matter who they are.Quite how those still in denial could even entertain the notion that the bill would not apply to American citizens when the Obama administration is already enforcing a policy of state assassination and killing American citizens it claims are terrorists, without having to present any evidence or go through any legal process, is beyond naive.With the White House having largely resolved its concerns with the bill, which had nothing to do with the indefinite detention provision, Obama could put pen to paper as early as tomorrow on a law that if recognized will nullify the bill of rights – ironically tomorrow is Bill of Rights Day.

Even at this 11th hour – when all of our liberties and freedom are about to go down the drain – many people still don’t understand that the indefinite detention bill passed by Congress allows indefinite detention of Americans on American soil.The bill is confusing. As Wired noted on December 1st:It’s confusing, because two different sections of the bill seem to contradict each other, but in the judgment of the University of Texas’ Robert Chesney — a nonpartisan authority on military detention — U.S. citizens are included in the grant of detention authority.A retired admiral, Judge Advocate General and Dean Emeritus of the University of New Hampshire School of Law also says that it applies to American citizens on American soil.

The ACLU notes:Don’t be confused by anyone claiming that the indefinite detention legislation does not apply to American citizens. It does. There is an exemption for American citizens from the mandatory detention requirement (section 1032 of the bill), but no exemption for American citizens from the authorization to use the military to indefinitely detain people without charge or trial (section 1031 of the bill). So, the result is that, under the bill, the military has the power to indefinitely imprison American citizens, but it does not have to use its power unless ordered to do so.But you don’t have to believe us. Instead, read what one of the bill’s sponsors, Sen. Lindsey Graham said about it on the Senate floor: 1031, the statement of authority to detain, does apply to American citizens and it designates the world as the battlefield, including the homeland.Another sponsor of the bill – Senator Levin – has also repeatedly said that the bill applies to American citizens on American soil, citing the Supreme Court case of Hamdi which ruled that American citizens can be treated as enemy combatants:The Supreme Court has recently ruled there is no bar to the United States holding one of its own citizens as an enemy combatant,said Levin.This is the Supreme Court speaking.Levin again stressed recently that the bill applies to American citizens, and said that it was president Obama who requested that it do so.Under questioning from Rand Paul, another co-sponsor – John McCain – said that Americans suspected of terrorism could not only be indefinitely detained, but could be sent to Guantanamo:

Congressman Ron Paul says that it will establish martial law in America.Indeed, Amash accuses lawmakers of attempting to intentionally mislead the American people by writing a bill which appears at first glance to exclude U.S. citizens, when it actually includes us:Pres. Obama and many Members of Congress believe the President ALREADY has the authority the bill grants him. Legally, of course, he does not. This language was inserted to keep proponents and opponents of the bill appeased, while permitting the President to assert that the improper power he has claimed all along is now in statute.
***They will say that American citizens are specifically exempted under the following language in Sec. 1032: The requirement to detain a person in military custody under this section does not extend to citizens of the United States.Don’t be fooled. All this says is that the President is not REQUIRED to indefinitely detain American citizens without charge or trial. It still PERMITS him to do so.

QUEBEC – Quebec’s Public Security Minister Robert Dutil announced Tuesday that the province will go to court to keep the Quebec portion of the federal long-gun registry in service.Ottawa’s Bill C-19 would abolish the federal registry.Quebec believes a system of registering weapons is essential in crime prevention, Dutil told reporters at a news conference, also attended by representatives of Quebec police forces, their unions, crime experts and crime victims.In the event Quebec wins its court battle and gets its hands on the gun records, Quebec would then adopt a bill to create its own arms registry.The Liberals established the gun registry in the mid-1990s but its origins date back to December 1989, when Marc Lepine walked into the engineering school of the University of Montreal with a semi-automatic rifle and shot 28 people, killing 14. He then took his own life.Dutil noted that 2,561 weapons were ordered seized across the province during the past year out of concerns for the safety of the owner or another person.Bill C-19 proposes that the arms registry be not only abolished but that all the records will be destroyed.

Dutil made his case for preserving the registry at House of Commons hearings on Bill C-19 in Ottawa, but his federal counterpart, Vic Toews, has said plans to destroy the registry would go ahead.The long-gun registry has long been a political hot button — wildly unpopular in much of the West and in rural Canada but enjoying broad support in Quebec. Advocates have argued it’s a much-needed tool for police to keep Canadian communities safe while critics call it a costly intrusion into the lives of law-abiding gun-owners.The Conservatives introduced Bill C-19 in October.With their majority in both the Commons and the Senate, the Tories now have the power to ensure the bill will be passed and that the long-gun registry will be abolished.A year ago, the minority Conservative government attempted to repeal the long-gun registry through a private member’s bill introduced by Tory MP Candice Hoeppner.That bill was narrowly defeated once the Liberals whipped all their MPs to vote as a block against it, and when some NDP MPs who had opposed the registry previously changed their votes to help keep it alive.During the spring election campaign, Prime Minister Stephen Harper vowed to introduce legislation if re-elected to kill the registry.We must stop targeting law-abiding gun owners, and instead focus our resources on real criminals,he said in a statement while campaigning in April.The RCMP has argued it’s an important tool used by police to keep track of firearms.The RCMP says the registry costs about $4-million to run but it was plagued by cost overruns when it was being launched in 2002. Then-auditor general Sheila Fraser pegged the costs at $1-billion.

EU Commission pushing for narrowest possible treaty

BRUSSELS - The European Commission is pushing to have the narrowest possible treaty to tightening budgetary rules among member states, arguing that most measures can be made using normal EU law-making procedures.EU officials are still digesting the implications of last week's decision by all member states, except the UK, to pursue an intergovernmental treaty, with the route currently raising more legal and political questions than it answers.One of main questions concerns the content of the agreement. Last week's summit agreement is very similar in tone and nature to the so-called six-pack of legislation, centralising budgetary surveillance, which came into force on Tuesday (13 December) and to the further moves announced in that direction by the commission late last month.Our legal analysis is that by far the vast majority of measures decided on Friday can be introduced through [EU] legislation,EU economic affairs commissioner Olli Rehn said Monday.At moment commission officials suggest that only the debt brake rule - requiring countries to have balanced budgets - and making sanctions easier to impose by changing the voting system would need to be in the new intergovernmental text.If you want to introduce and implement automatic sanctions, to which there is a reference in the new fiscal compact, it may be that you may require a treaty change for that, Rehn said.

Speaking to MEPs on Tuesday, European Commission President Jose Manuel Barroso pledged to make full use of Article 136 in the treaty - governing budgetary surveillance in eurozone countries - to see that most changes are made via the normal process of a commission proposal, which passes approval to parliament and member states.It could actually be reasonably limited, one source said, but added it depends how far member states will actually go.But even where the treaty will be drawn up remains in question. The secretariat of member states - the council - is expected to draw up the legal text, with work to start by the end of the week. A draft may already be on the table by next Tuesday, one diplomat said.This may then be discussed by the so-called euro-working group which consists of eurozone treasury officials as well as a representative from the commission's finance department.The group would have to be extended to those who wish to be involved said a diplomat from one non-euro country.But the diplomat added:No one knows the details yet.There is talk of using the Economic and Financial Committee, which has also includes representatives from the European Central Bank, or the regular meetings of EU ambassadors. However, this is complicated because these are bodies for all 27 member states, when only up to 26 are to be involved.

Ratification questions

One central question will be the ratification process. It remains unclear what will happen if one of the countries rejects the treaty.Meanwhile, non-euro countries are likely to push to be able to choose during the ratification process which measures would apply from the treaty coming into force and which will follow actual entry into the eurozone.The commission is also fighting to make sure that it would have the powers to oversee any agreement while the court could enforce it, something of a legal minefield, although commission officials say there is already legal precedent.
Euro-deputies are also looking for a seat at the negotiating table. So far, they have been offered the nebulous term of being associated with drawing up the text.
Joseph Daul, leader of the centre-right European People's Party, the largest group in the EU assembly, called for parliament to have its rightful role in the process, while his socialist counterpart Martin Schulz said it should be on the same level as the commission and the council.Governments want the treaty to be signed by the March EU summit at the latest. But much is expected to depend not only on how the legal and political questions are answered but also on what France and Germany expect from the text.French President Nicolas Sarkozy recently repeated that no new powers should be transferred to EU level. France may be keen to widen the scope of the text to include other issues dear to Paris, but which it only wants dealt with among states.

BRUSSELS - EU officials will tell Russian President Dmitry Medvedev in Brussels on Thursday (15 December) they have serious concerns about recent elections. However, discussions on visas and trade are likely to dominate.The meeting comes a few days after tens of thousands of Russians on the streets of Moscow and St Petersburg called for Russian Prime Minister Vladimir Putin to go. The protest against rigged parliamentary elections was the biggest in 20 years.EU foreign relations spokeswoman Maja Kocjancic said on Tuesday EU officials will complain about electoral violations and urge Moscow to let people protest in peace.Russia's EU ambassador Vladimir Chizhov, in a press briefing on Monday gave a foretaste of what they are likely to hear back.There was quite a mixed group of people - some waving orange flags [in reference to the Orange Revolution in Ukraine], others waving imperialist flags, some waving red and black anarchist flags. There were parallel protests in support of the president and the prime minister ... all these are expressions of democracy, he said.There is one concern for the authorities - abiding by the law. And I can assure you that the laws regulating protests and rallies are no different to those in EU countries.The title of the EU's official press release on the Medvedev meeting - EU and Russia Move Strategic Partnership Forwards - indicates that its priorities lie elsewhere.

Russia will in Geneva the day after the EU summit sign up to join the World Trade Organisation (WTO) after 18 years of talks in what the EU hopes will end some commercial disputes, such as Siberian overflight fees for EU airlines, and provide impetus for stalled talks on a new EU-Russia partnership treaty.Apart from congratulating Medvedev on the move, the EU will on Thursday also agree a set of common steps for visa-free travel in future.WTO ratification is expected to take until mid-2012 and the visa talks are likely to take years.But EU countries are this week also planning to let Poland and Russia already drop visas for people living near the border of the Russian exclave of Kaliningrad, creating an immediate feel-good factor.On foreign policy, Chizhov said Russia will repeat warnings for EU countries to avoid military action in Iran and Syria.On the financial crisis, he said Russia is considering giving more money to the International Monetary Fund to help pay for future EU bail-outs in a sign of the EU's weakened position on the international stage.The veteran diplomat - this will be Chizhov's 26th EU summit - alluded to the open secret that neither the EU nor Russia want to hold two summits a year but are forced to under the terms of their old bilateral treaty.He referred to the event as yet another EU-Russia summit, adding: It is somewhat difficult to expect every summit to act as a major reassessment of bilateral relations.

Several countries have criticised Canada for formally withdrawing from the Kyoto Protocol on climate change.A spokesman for France's foreign ministry called the move bad news for the fight against climate change, a sentiment echoed by other officials.
Peter Kent, Canada's minister of the environment, has said the protocol does not represent a way forward.The move, which is legal and was expected, makes Canada the first nation to pull out of the global treaty.A spokesman for China's foreign ministry told reporters that the decision was regrettable and flies in the face of the efforts of the international community, Reuters news agency reported.The protocol, initially adopted in Kyoto, Japan, in 1997, is aimed at fighting global warming. Through the agreement, countries like China and India take voluntary, but non-binding steps to reduce their carbon emissions.Japan's own environment minister, Goshi Hosono, urged Canada to stay in the protocol.

That Canada would withdraw from the Kyoto Protocol has been the worst-kept recent secret in climate change politics.On taking office in 2007, Stephen Harper's government found their predecessors, for all their green rhetoric, had done little to cut Canada's emissions.Rather than heading for a 6% cut from 1990 levels by 2020, the Kyoto pledge, it was and still is set for a rise of about 16% - more like 30% if you include forestry. The obvious answer, to huge distain from critics, was to say they wouldn't try meeting the target.Since then, the approach has been to copy the US line. Canada's current pledge is exactly the same as the US one - a cut of 17% from 2005 levels by 2020 - with the proviso that the number will change if the US passes legislation with a different target.And as the US is outside Kyoto, Canada's last act of mimicry was to leave as well.A burning question at the recent UN talks in Durban was whether Japan, Russia, Australia or New Zealand would follow Canada's lead - which would effectively leave just European countries inside.For the moment, it appears unlikely, as all like the flexibility Kyoto offers for meeting emission targets. But it's not impossible.But that will not happen, Mr Kent said. Kyoto, for Canada, is in the past, and as such we are invoking our legal right to withdraw from Kyoto,Mr Kent said.He said he would be formally advising the United Nations of his country's intention to pull out.

Impediment

He said meeting Canada's obligations under Kyoto would cost $13.6bn (10.3bn euros; £8.7bn): That's $1,600 from every Canadian family - that's the Kyoto cost to Canadians, that was the legacy of an incompetent Liberal government.Despite that cost, greenhouse emissions would continue to rise as two of the world's largest polluters - the US and China - were not covered by the Kyoto agreement, Mr Kent said.
We believe that a new agreement that will allow us to generate jobs and economic growth represents the way forward.Mr Kent's announcement came just hours after a last-minute deal on climate change was agreed in Durban.Talks on a new legal deal covering all countries will begin next year and end by 2015, coming into effect by 2020, the UN climate conference decided.Some countries, including India, were worried that the first nation to formally remove itself from the binding Kyoto agreement would jeopardise the future conferences.For low-lying island nation Tuvalu, most at-risk for rising sea levels, the withdrawal was more personal.For a vulnerable country like Tuvalu, its an act of sabotage on our future, Ian Fry, Tuvalu's lead negotiator told Reuters. Australia's lead delegate, Minister of Climate Change Greg Combet has defended Canada's decision.The Canadian decision to withdraw from the protocol should not be used to suggest Canada does not intend to play its part in global efforts to tackle climate change, a spokesman told the Sydney Morning Herald.Mr Kent said that Kyoto was a dated document but said there was good will demonstrated in Durban, the agreement that we ended up with provides the basis for an agreement by 2015.Though the text of the Durban agreement provides a loophole for China and India, the Canadian minister said, it represents the way forward.Canada's previous Liberal government signed the accord but Prime Minister Stephen Harper's Conservative government never embraced it.Canada declared four years ago that it did not intend to meet its existing Kyoto Protocol commitments and its annual emissions have risen by about a third since 1990.

Is the Canadian citizenship ceremony a place where Muslim women should show up with their faces covered to take the oath? Prime Minister Stephen Harper’s Conservative government thinks not. And it’s a fair bet that a lot of Canadians would agree.Even in the Muslim community, the niqab and burqa are controversial. Only a tiny fraction of Muslim women go about veiled. The few who do deliberately hold themselves aloof from the wider community and display beliefs that run counter to ideals about equality between men and women. These are jarring signals to be sending at the very moment when one is joining the Canadian family.As Immigration Minister Jason Kenney sees it, the veil reflects a certain view about women that we don’t accept in Canada. We want women to be full and equal members of Canadian society and certainly when they’re taking the citizenship oath, that’s the right place to start. Again, most people would probably agree.All that said, should Canada be coercing women to fit into the mainstream, whatever that may be in our pluralistic society, by withholding citizenship, along with the right to vote, run for public office and hold some jobs? Is the citizenship ceremony the place to demand that newcomers give up deeply held religious or cultural practices that are perfectly legal and don’t hurt anyone else? Is it the place to be telling newcomers to behave and look just like us, or pay the price?

What matter of deep principle is Kenney trying to affirm here? And how does it square with Canada’s vaunted image as an open, tolerant, welcoming society? Indeed, where does the Conservative government get off by denying otherwise qualified people citizenship without benefit of a debate in Parliament and the appropriate legislation? It’s one thing to expect newcomers to speak English or French, to grasp something of our history and to respect our laws. It’s quite another to demand that they pay obeisance to mainstream cultural preferences. Where could this leave any minority? Ironically, this comes as the Supreme Court is weighing the case of a Muslim woman who wants to wear a niqab in court as she testifies against relatives whom she says sexually assaulted her. The issues are quite different: in a courtroom, a woman’s right to cover her face must be weighed against the accused’s right to a fair trial. But the high court is rightly giving due consideration to cultural accommodation even as the immigration ministry brushes the notion aside in a situation where no one else’s rights are at stake. There’s a gaping disconnect here.Unfortunately, the Harper government has never seen a Muslim veil that it didn’t want to ban. Kenney has also said he thinks it reasonable that Muslim women be forced to show their faces when they vote, even though hundreds of thousands of people have voted in past elections by mail-in ballot, sight unseen. He’d like to fix a problem that exists only in his mind.The remedy, in the case of citizenship oaths, should not be hard to find. Why not have the few veiled women who want to swear the oath unveil themselves before women judges, in private, or before a male judge if they are willing? (This would also address Kenney’s unpersuasive concern that some judges find it hard to tell whether veiled women are reciting the oath.) We know of no cases in Canada where women have refused to show their faces to obtain passports, driver’s licences and other documents, or to clear security and immigration at ports of entry. Why should administering a citizenship oath be so problematic? Unless, of course, the government is simply singling out a tiny number of women to curry favour with the majority. But that would be bigotry. Kenney believes in full and equal membership in society. A good place to begin would be to resist the impulse to punish those who are different – however much we disagree with their beliefs.

They also may vote in elections without showing their face.But Kenney said as of Monday, all women must remove any face coverings before crossing the final hurdle to becoming a Canadian citizen.

Abdullah Khan, a member of the North Shore Islamic Information Centre, said a majority of B.C. Muslims likely won’t fight too strenuously against the new regulation.I think it’s fine, as long as you take it from the legal context, Khan told The Province.If you go in front of a judge to give testimony, you would be required to reveal your identity, so I think there’s nothing wrong with it legally.
Islam is also flexible to accommodate these needs, he added.But I’m sure there might be people that might try to make a political point out of it, but I think it would be hard to prove.But Waqar Jan, a settlement worker with the Progressive Intercultural Community Services Society, was upset by the minister’s proclamation.
The real issue is poverty among Muslim women, said Jan, who works with new immigrants in helping to find them jobs and integrate into Canadian society.It looks like the biggest threat to Canada is now the niqab or hijab.I’m disgusted, he added. My colleagues and friends, born and raised Canadians, are angry over it.Jan pointed to a recent Gallop survey among Muslims around the world that rated Canada the best country in which to live.

TORONTO (AP) — New Canadian citizens must remove any face coverings, such as the Islamic niqab or burqa, while they take the oath of citizenship, the country’s immigration minister said Monday.Jason Kenney said most Canadians find the practice of reciting the oath behind a veil disturbing and said new Canadians should take it in view of their fellow citizens. He said he has received complaints from lawmakers and citizenship judges who say it’s difficult to ensure that individuals whose faces are covered are actually reciting the oath.The Conservative minister called the issue a matter of deep principle that goes to the heart of Canada’s identity and the country’s values of openness and equality. He said women who feel obliged to have their faces covered in public often come from a cultural milieu that treats women as property rather than equal human beings. I do think that most Canadians find that disquieting to say the least, Kenney said in a telephone interview with The Associated Press.Most Muslim Canadian women I know find the practice of face covering in our society disturbing, indicative of an approach to women that is not consistent with our democratic values,Kenney added.Kenney made the announcement in the French-speaking province of Quebec, which has experienced heated debates over how much Canada should bend to accommodate newcomers. While in the rest of Canada such issues are more often raised by conservatives, in Quebec it’s the left-leaning and Parti Quebecois separatists who often discuss it.Kenney said his government would not go further by drafting laws to ban women from wearing veils that cover their faces in public. France became the first country to enact a law designed to forbid face-covering veils such as the niqab or burqa anywhere in public. Violators risk fines or being ordered to take citizenship classes.

We shouldn’t have the state using its power to dictate what people choose to wear in their private lives, but when there are important points of intersection with the state in obtaining state services I think it’s entirely reasonable for people to show who they are, Kenney said.There are no laws banning veils or headscarves in the U.S., though there have been unsuccessful attemtps in some states to ban Sharia law. The sponsor of such a bill in Oklahoma wanted to prohibit women from wearing headscarves in driver’s license photos. The Massachusetts College of Pharmacy and Health Sciences in 2010 banned veils that obscure the face for security reasons, but later changed it to accommodate Muslim women.The burqa is a head-to-toe gown with a mesh-like panel over the face that allows a woman to see and breathe. The niqab is a veil that leaves only the eyes exposed.The new Canadian rule takes effect immediately. Kenney defended it by saying it has nothing to do with religious freedom, and said when Muslim women make a pilgrimage to Mecca they’re required to show their face. So, the notion that this is somehow a religious obligation, I don’t accept, he said.Kenney said he raised the issue during a recent meeting of citizenship judges in Ottawa and was told it was a widespread problem.About 940,000 Muslims live in Canada, about 2.8 percent of the Canadian population. It is the fastest growing religion in Canada. (AP) – Canada's environment minister said today his country is pulling out of the Kyoto Protocol on climate change. Peter Kent said that Canada is invoking its legal right to withdraw and said Kyoto doesn't represent the way forward for Canada or the world. Canada, joined by Japan and Russia, said last year it will not accept new Kyoto commitments, but renouncing the accord is another setback to the treaty concluded with much fanfare in 1997. No nation has formally renounced the protocol until now.The Kyoto Protocol does not cover the world's largest two emitters, United States and China, and therefore cannot work, Kent said.It's now clear that Kyoto is not the path forward to a global solution to climate change. If anything it's an impediment.Kent's announcement comes a day after marathon climate talks wrapped up in the South African port city of Durban. Negotiators from nearly 200 countries agreed on a deal that sets the world on a path to sign a new climate treaty by 2015 to replace the Kyoto Protocol, which expires at the end of next year.

BRUSSELS - The results of last week's summit shows that there are now two Europes, French President Nicolas Sarkozy has said, following a deal that saw Britain as the only member state refuse to take part in a fiscal pact.There are now clearly two Europes. One that wants more solidarity between its members, and regulation. And the other which is attached only to the logic of the single market, he told Le Monde newspaper in an interview published Monday afternoon (12 December).His words come after dramatic negotiations on Thursday night resulted in the 17 euro states plus up to nine others saying they would forge ahead with an intergovernmental deal designed to tighten fiscal discipline.The UK alone will remain outside, after Prime Minister David Cameron said he would not allow a full-blown treaty change if the City of London was not protected from financial services regulation. The demand resulted in the rest of member states going it alone.The (German) chancellor and I did everything we could for the UK to be a party to the agreement, said Sarkozy, adding of the question as to why London found itself alone in the early hours of Friday morning: The repeated affirmation of their opposition to any prospect of joining the euro cannot be without consequence.I would add that the demands on the financial services were not acceptable. The crisis arose because of the deregulation of finance. We could never accept a step backward. Europe must move towards more regulation.

According to Sarkozy, another Europe is being born: that of the eurozone where the key words will be convergence of economies, budgetary rules and tax.With the EU in something of a state of confusion as to the nature of the new treaty and how it will involve EU institutions and what exactly it will contain, Sarkozy made clear his vision for a limited role for the European Commission in overseeing national spending.We will not delegate our economic sovereignty to others. This will be a shared exercise of sovereignty by democratically elected governments. Not one single new field of competences will be transferred to any supranational authority.

Sarkozy's words come as EU lawyers are working on the wording of such a text, which is supposed to be finalised by March. The French president said he hope that ratification could be ready by summer of next year.But many questions remain open. It is not clear if the pact - because it is outside EU structures - could continue if one country failed to ratify. There may be difficulty getting it through the parliaments of several countries while some countries, such as Ireland, could have a referendum.It is also unclear what has to be put into the fiscal treaty, since much of what was agreed could be done through normal legislation.Meanwhile, the role of non-euro countries, and MEPs, in shaping the accord has not been spelled out. Nor has the exact nature of the agreement in relation to the current treaties or the role of the EU institutions, such as the commission and the European Court of Justice.

Interior ministers divided on EU border controls

BRUSSELS - A meeting of interior ministers on Tuesday (13 December) is unlikely to take any decision in the messy debate on letting the EU have a say in the temporary re-introduction of border checks to fight irregular migration.After noting that four EU meetings in the past year have produced conclusions on how to tackle irregular migration, the outgoing Polish EU presidency plans only to report on the state of play and give suggestions to the incoming Danish presidency on how to take the debate further, according to a paper seen by EUobserver.The challenges posed by the recent migratory situation clearly undermine confidence in the ability of the EU and its member states to manage migration flows across the external borders and across the EU. The internal security concerns are increasing and need to receive an effective response. But it should be emphasized that this response cannot be to the detriment to the movement of people within the Schengen area. Mobility and security must go hand in hand,the document reads.After debate in the first half of this year on the need to reform the existing rules for re-establishing temporary border checks when faced with influxes of irregular migrants, the European Commission unveiled proposals that are a no-go for most ministers, as it would give the EU executive a right to approve such measures.

Late last year, Greece failed to guard its land border with Turkey, the main entry point for migrants trying to get into the EU, prompting the deployment of border guards from other Schengen states. France in spring put up border checks on its Italian border to block Tunisian migrants, while the previous Danish government toyed with the idea of re-establishing border checks to fight migration and crime.
According to one EU diplomat, discussions on the changing the rules of the border-free Schengen area are now a mess. Objections relate mainly to the legal base on which the commission chose to make its proposals, linking evaluation of how states guard common borders to the ability to re-introduce internal border checks.

There is no unanimity on changing the legal base and no majority to approve the commission's proposal. So we're stuck,the source said.Under its proposal, the commission would need to approve temporary border checks if they are put in place for more than five days and would have a say in deciding whether a country is not guarding its borders properly - something member states claim only the European Court of Justice is competent to do.We need a cooling period, for the European Commission to go back and think about it and member states to consider if perhaps the status quo is not so bad after all, the diplomat concluded.In its recommendations, the Polish presidency proposes speeding up mobility partnerships with Tunisia and Morocco and as soon as conditions allow it, with Egypt and Libya. The same goes for the eastern neighbours and Turkey.It is important to ensure the commitment of Turkish relevant authorities to the fight against illegal immigration and to strengthening border control. Other ways to achieve progress with Turkey, such as offering clear incentives to the Turkish authorities in the area of visas within the framework of the possibilities offered by the Visa Code, should be directly implemented,the paper reads.

IMF euro rescue starts to unravel

BRUSSELS - Days after leaders pledged to channel €200 billion through the International Monetary Fund (IMF) to help rescue the eurozone, the Czech Republic, Estonia and the German central bank have come out against the idea. Japan, Canada and the US are also sending negative signals.On Sunday (11 December), a member of the German central bank, Andreas Dombret, told Handelsblatt that his institution cannot be used for any covert funding of eurozone states through the back door of the IMF.The money cannot migrate into some sort of special pot that is used exclusively for Europe. That would be a clear breach of the prohibition of monetary financing of states. The German Bundesbank has explicitly ruled this out,he said.

Dombret said the Bundesbank's share of such an IMF package would be €45 billion and is inherently risky, as it would breach the €211-billion-ceiling imposed by the parliament on EU bail-outs.A spokesman for German Chancellor Angela Merkel confirmed on Monday that the funding plan has to be sent to parliament, but could not specify if MPs will be merely informed about it or will get a chance to vote. Merkel is set to address parliament on Wednesday.In the 9 December agreement, all EU leaders except the British prime minister agreed to consider and confirm within 10 days to supplement IMF funds by €200 billion. The money is supposed to come from bilateral loans from European national banks to ensure that the IMF has adequate resources to deal with the crisis.The statement adds that parallel contributions from the international community are welcome.In Prague, Czech President Vaclav Klaus said his country should not participate in the IMF scheme.

The Czech Republic itself lives with a deficit, which, as one can see, it is unable to eliminate. In this situation, it would be irresponsible to increase our debt by providing more loans to the extremely indebted countries, which would only allow for further postponement of real solutions,Klaus told Czech Radio on Monday.The Czech contribution would amount to €3.5 billion - a sum deemed very high by the country's finance minister.Polish officials in charge of co-ordinating talks among EU countries also noted that the end sum may be lower than earlier estimated.We don't know if it's going to be €200 billion. Maybe it will be a little less than that, said deputy foreign minister Mikolaj Dowgielewicz at a press conference in Warsaw.He added that a euro work group has been set up and is drafting the inter-governmental treaty agreed to by 26 EU countries - leaving out the UK - at the summiy. The draft is due in January, Dowgielewicz said.Deputy finance minister Ludwik Kotecki, also present at the news conference, said Poland has not decided how much it will contribute from its national bank to the IMF, dismissing rumours it may earmark €10 billion out of its national reserves of €74.3 billion.The rough estimate is for the EU members outside the eurozone to contribute €50 billion, with the rest to come from the euro countries themselves.EU countries already under an EU-IMF rescue plan are not expected to pay said Romanian President Traian Basescu after the summit deal on Friday, however.

Romania is under an IMF programme after taking a €20-billion loan in 2009. Latvia has just ended its rescue programme and Hungary is about to go for a new one, amid worsening economic conditions. Within the eurozone itself, Greece, Ireland and Portugal are under EU-IMF loan programs.Estonia has also said it will not join the €200-billion scheme. Estonia didn’t participate in the IMF capital boost in 2009 following the financial crisis and Europe is currently not counting on Estonia’s contribution,its financee ministry told Bloomberg on Tuesday.

Scepticism overseas

Speaking for the IMF itself, chief economist Olivier Blanchard has said the new agreement is part of the solution, but it's not the solution.The commitment to give us €200 billion makes a major difference in the sense that we can now go out and talk to other countries and say: The Europeans have given us money, can you help?, Blanchard said a business conference in Tel Aviv on Sunday.Reactions from governments around the world have been sceptical so far.Japanese Finance Minister Jun Azumi on Tuesday urged Europe to make further efforts to convince markets, while expressing caution about any potential Japanese IMF contribution.The United States and Canada have shown no interest in contributing to the IMF euro-rescue. President Barack Obama has repeatedly said that Europe has enough resources to deal with the problem on its own.Only Russia has spoken well of the IMF plan. We're considering this option. I don't have any final numbers to share with you but this is an issue that is being considered by my government,Russian ambassador to the EU Vladimir Chizov told reporters in Brussels on Monday.For its part, ratings agency Moody's has said it will review ratings of all EU member states in the first quarter of 2012. Rival agency Fitch said the summit has failed to provide a comprehensive solution to the crisis.
