The Jerusalem District Court on Thurday threw out a lawsuit by the family of Fatima and Khaled Wahba, a mother and child who were accidentally killed during a raid against terrorists in southern Gaza in 2006.According to the lawsuit, an Israeli missile hit the home where the Wahbas were staying in southern Gaza. The IDF said that the missile had been meant for a vehicle carrying several terrorists. Attorneys for the IDF sought to have the case dismissed as soon as it was filed, considering that the incident occurred during an Israeli action against terrorists, a defensive situation in which the army cannot take responsibility for civilians who do not take cover in battle areas. In the vehicle were several wanted terrorists, one of whom was to carry out an attack against Israel in the coming days, the IDF said.The court ruled that the evidence presented clearly showed that the army's description of the events was accurate, and that the Wahbas were unfortunate wartime civilian casualties whose home was not targeted. As such, the state has no financial responsibility to the plaintiffs. Not only that; the court ruled that due to the actions of the terrorists, the army had had no choice but to attack the terrorists in the manner that it did, and that by doing so it put soldiers at greater risk than other methods of stopping the terrorists would have entailed – thus likely saving the lives of many more Gaza Arabs.

In the 2006 incident, the missile that hit the Wahba's residence did not fall far from where the vehicle carrying the terrorists was traveling, indicating that the terrorists had driven very close to the homes of civilians in Gaza – apparently seeking to use the civilians as human shields against IDF attack. Terrorists often take advantage of civilians, taking cover with them and using them for general protection, because they know that the IDF almost never fires directly on structures where it knows civilians are located.The court obligated the members of the Wahba family who brought the lawsuit to pay NIS 25,000 in court costs.

Israel has reportedly once again told the United States it will not freeze construction in Jewish communities in Judea and Samaria in order to jumpstart talks with the Palestinian Authority.U.S. Ambassador Dan Shapiro allegedly made the request during a meeting Thursday morning with Interior Minister Eli Yishai, according to a report broadcast by IDF Army Radio.However, the conversation apparently took place without the knowledge of the Prime Minister's Office. When asked, Prime Minister Binyamin Netanyahu's spokesman Mark Regev told Arutz Sheva that his office had not been notified, and he had not heard anything about this.Shapiro reportedly couched the request in terms of its being a goodwill gesture -- however, it has consistently been framed by the PA as a precondition for any return to the negotiating table.

Yishai told the American ambassador that Israel would not agree to any freeze, noting that no Israeli government had given in to PA demands to freeze settlements in the past, nor is there any reason do so now.Shapiro, for his part, reiterated the U.S. commitment to exercise its veto in the U.N. Security Council against the Palestinian Authority's attempt to circumvent negotiations by applying for United Nations membership and recognition as an independent sovereign nation.

Egypt has come out the big winner in negotiations for the release of U.S.-Israeli national Ilan Grapel, held prisoner by Cairo since June 12 after he inadvertently became caught up in the melee of Tahrir Square's Arab Spring uprising.Delicate diplomatic wrangling by Israeli and American negotiators over the past five months managed to reduce the charge of espionage by Egyptian authorities down to incitement -- but demands for the release of Egyptian prisoners in exchange for Grapel's freedom resulted in both Israel and the United States being forced to fold.On Israel's side 25 Egyptian prisoners, including three minors, will be taken to the Taba Crossing by 1:00 p.m. today (Thursday) to be transferred into Egyptian custody in exchange for the third-year Emory College law student.But according to Egyptian military expert General Sameh Sayf al-Yazal, the United States has agreed to a much bigger deal: America will sell its much-acclaimed F-16 stealth fighter to Cairo.Yazal told the Bethlehem-based Ma'an news agency early Thursday that the U.S. agreed to the price during negotiations for Ilan's release -- a deal that had been rejected by Washington during the Mubarak years in order to maintain the balance of military power in the region.

Israel is being seen as having been the main obstacle to the deal in the past however, having objected to the U.S. selling the F-16 to Egypt because it would equalize Cairo's aerial capabilities with those of the IAF.However, Israel's resistance to the sale has since diminished due to the development of the F-35, which Israel is set to receive within the next five years, and which will once again upgrade the IAF's regional military superiority.Israel will spend more than $200 million per F-35i fighter aircraft, according to Defense Industry Daily. Delivery of the aircraft is not expected, however, until at least 2016.

While Israel has made numerous – so far unsuccessful – attempts to persuade the Palestinian Authority to temper its anti-Israel school curriculum, which essentially denies Israel's right to exist and considers the entire existence of the state as the occupation, Israeli Arab children are set to learn similar ideas in the schools they attend. A new guidance document from the Arab Pedagogic Council – which is made up of schools in Israeli Arab towns and villages and is supported financially by schools which draw their budgets from the government, seeks to implement a vicious anti-Israel curriculum in schools, telling the story of Palestine from the same perspective that the PA does.The document, titled Purposes of Education and Teacher Guidance for the Palestinian Minority in Israel, was published this week with the backing and approval of Arab political leaders, including Knesset members.In the document's introduction, the authors set the agenda by describing the historical facts which the Council recommends as setting the basis for all history and civics lessons in schools. Like the rest of the nations of the world, the document says, Palestinians progressed in the development of Palestinian cities and towns, and of agriculture. Then came the Nakba,the document continues, using the Arab term for destruction that is used to describe the establishment of Israel, which we are still in the midst of.

Among the tools the Zionists used in setting up a national home for Jewish people were violence and racism, fear-mongering, destruction, uprooting of homes and communities, theft, and ethnic cleansing, the document says.These things caused a destruction for the Palestinian people. But these events also caused a sharpening of the Palestinian identity both in the diaspora and in the homeland.The Council says it released the guidelines to counter what it says was Israel's restrictions on Arab education systems, which are not permitted to present the facts of history.It recommends that history and civics be treated like religion – with all curriculum and materials provided by an expert committee with expertise in the area.The Education Ministry said that the document was not official and and not been approved for use as a guideline.

The ruins of a former Jewish town in northern Gaza on Wednesday night became the launching pad for Grad Katyusha attacks on southern Israel.Military sources said three missiles fired by Gaza terrorists were most likely launched from the ruins of the former secular Jewish village of Dugit.The community, a small seaside fishing, marine rescue and tourism village, was located in the northernmost part of the Jewish area of Gaza. It was closest to the shore of the Mediterranean Sea in a bloc of Jewish settlements that included Elei Sinai and Nisanit. Dugit was technically under the municipal authority of the Hof Aza Regional Council, and not physically part of the Gush Katif bloc, where most of the other Jewish communities were located.

The missiles fired Wednesday night by Gaza terrorists exploded in the coastal city of Ashdod and the community of Bnei Aish shortly before midnight. All landed in open areas. No one was physically injured, but a number of people suffered from shock and severe anxiety.The Color Red air raid alert siren sounded in Yavne, Gedera, Ashdod, Rehovot and Nes Tziona -- the first time air raid sirens had activated in the latter two cities.Israeli Air Force fighter pilots retaliated within hours, targeting three terrorist activity sites in central Gaza, and destroying a weapons storage facility in the southern part of the region. Direct hits were confirmed, and all Israeli personnel returned to base unharmed. A petition to Israel's Supreme Court by a Gaza family that attempted to sue the State of Israel over past collateral damage was denied Thursday morning.Deputy Knesset Chairman MK Danny Danon (Likud) warned Thursday morning that the time has come to set the red line for terrorists launching rocket attacks on Israel from Gaza.After the generous Shalit deal, the time has come for us to deal with the Hamas snakes in Gaza,he said in a statement.The Hamas [terrorist organization] no longer has its hostage, and we must now set a red line to prevent the residents of southern Israel from being the next Hamas hostages.

Quartet: Israel, PA Agree to Make Proposals Within 3 Months-Following separate meetings with PA and Israeli officials, Quartet says sides are ready to make proposals to advance talks.By Elad Benari First Publish: 10/27/2011, 8:25 AM

An official on behalf of the Quartet of Middle East peace mediators said on Wednesday that Israel and the Palestinian Authority have agreed to make proposals on issues of territory and security within three months.The announcement came following separate meetings between a Quartet delegation, headed by Middle East envoy Tony Blair, and PA and Israeli officials.A UN official was quoted as having told Reuters on behalf of the Quartet, The parties agreed with the Quartet to come forward with comprehensive proposals on territory and security within three months in the context of our shared commitment to the objective of direct negotiations leading toward an agreement by the end of 2012.The Quartet envoys also called on the parties to resume direct bilateral negotiations without delay or preconditions and said they would meet the parties regularly over the next 90 days.The Quartet – which comprises the United Nations, the European Union, the United States and Russia – is pushing a timetable for talks it presented last month.The timetable calls for comprehensive proposals within three months on issues of territory and security, and substantial progress within six months. A peace agreement would be reached by the end of 2012.

Israel has already accepted the Quartet’s plan, and Prime Minister Binyamin Netanyahu’s office reiterated on Wednesday that Israel was interested in restarting direct talks without preconditions.The PA, however, is still adamant on presenting preconditions for direct negotiations. Reuters reported that the PA’s negotiator, Saeb Erekat, said after the meeting with the Quartet officials, that the entity is prepared to sit at the negotiating table as soon as the Israeli government freezes all settlement construction and accepts clear terms of reference, specifically the 1967 borders [1949 armistice lines –ed.].

Markets cheer euro deal but questions remain

BRUSSELS (Reuters) - The euro and stocks rallied on Thursday after European leaders struck a deal to provide debt relief for Greece, but analysts warned the plan would fail to halt the euro zone's two-year-old debt crisis unless crucial details were resolved soon.After a summit in Brussels, governments announced an agreement under which private banks and insurers would accept 50 percent losses on their Greek debt holdings in the latest bid to reduce Athens' massive debt load to sustainable levels.
Reached after more than eight hours of hard-nosed negotiations between bankers, heads of state and the IMF, the deal also foresees a recapitalization of hard-hit European banks and a leveraging of the bloc's rescue fund, the European Financial Stability Facility (EFSF), to give it firepower of 1.0 trillion euros ($1.4 trillion).European stocks surged to a 12-week high and the euro shot above $1.40 to reach its top level against the dollar in seven weeks following the deal, which had appeared at risk due to deep differences between Berlin and Paris.

But economists noted that key aspects of the deal, including the mechanics of boosting the EFSF and providing Greek debt relief, would take weeks to pin down, meaning the plan could still unravel over the details.There is plenty of room to doubt whether each of the key aspects of the package will deliver within its own space, said Malcolm Barr, an economist at J.P. Morgan. The hope of EU policy makers is that the whole will be perceived as more than the sum of its rather questionable parts.Three months ago, euro zone leaders unveiled another agreement that was meant to draw a line under the debt woes that threaten to tear apart the 12-year old currency bloc. But they realized within weeks that it was inadequate given the depth of Greece's economic problems and the vulnerability of their banks.The new deal aims to address these holes.

ABSOLUTELY SUSTAINABLE

Under it, the private sector agreed to voluntarily accept a nominal 50 percent cut in its bond investments to reduce Greece's debt burden by 100 billion euros, cutting its debts to 120 percent of gross domestic product (GDP) by 2020, from 160 percent now.The euro zone will offer credit enhancements or sweeteners to the private sector totaling 30 billion euros. The aim is to complete negotiations on the package by the end of the year, so Greece has a full, second financial aid program in place before 2012.The value of that package, EU sources said, would be 130 billion euros -- up from 109 billion euros in the July deal.The debt is absolutely sustainable now, Greek Prime Minister George Papandreou said in Brussels after the deal was struck. Greece can settle its accounts from the past now, once and for all.A top lawyer for the International Swaps and Derivatives Association said that because banks had agreed to accept the losses, the deal was unlikely to trigger a credit event in which default insurance contracts would be paid out.In a bid to convince markets that they can prevent larger countries like Italy and Spain from being swept up by the crisis, euro zone leaders also agreed to scale up the EFSF, the 440 billion euro bailout fund that they have already used to provide help to Ireland, Portugal and Greece.Around 250 billion euro remaining in the fund will be leveraged 4-5 times, producing a headline figure of around 1.0 trillion euros, which will be deployed in a variety of ways.

The EFSF will be leveraged in two ways, either by offering insurance, or first-loss guarantees, to purchasers of euro zone debt in the primary market, or via a special purpose investment vehicle that will be set up in the coming weeks and which is aimed at attracting investment from China and Brazil.The methods could be combined, giving the EFSF greater flexibility, the euro zone leaders said.But EU finance ministers are not expected to agree on the nitty-gritty elements of how the scaled up EFSF will work until some time in November, with the exact date not fixed.There is also concern about Italian Prime Minister Silvio Berlusconi's commitment to implementing reforms seen as crucial for restoring confidence in the bloc's third largest economy.Dogged by scandals, Berlusconi has promised to raise the retirement age to 67 by 2026 and attempt other reforms, but the EU is reserving judgment.

SARKOZY TO TALK TO HU

Japan and Canada welcomed the euro zone agreement. China's official Xinhua news agency said the outcome was positive but filled with difficulties.

A spokeswoman for China's foreign ministry confirmed that President Hu Jintao would speak with French President Nicolas Sarkozy by phone later. An EU source told Reuters the conversation would center on Beijing's possible participation in the bailout fund.Beijing has so far been a big buyer of bonds issued by the EFSF, which is triple-A rated by credit agencies.As with the July 21 agreement, the concern is that Thursday's deal will only work if the fine print can be promptly agreed with the private sector, represented by the Institute of International Finance (IIF).
Charles Dallara, the managing director of the IIF, said those he represented were committed to making the deal work.We believe (bank take-up) is likely to be very, very high, Dallara said on Thursday. All parties recognized not only that the future of Greece but also the future of Europe and the future of the world economy was at stake.Josef Ackermann, chairman of the IIF and CEO of Germany's largest bank Deutsche Bank, described it as an acceptable compromise.Alongside the hit to the private sector, euro zone leaders agreed the banking sector needs recapitalizing to the tune of around 106 billion euros.German sources told Reuters that four German lenders -- NordLB, LBBW, Commerzbank and Deutsche Bank -- would be asked to shore up their capital. Three leading French banks ruled out the need for government help in meeting tougher capital requirements.While the headlines look good, the devil is in the details, said Damien Boey, equity strategist at Credit Swisse in Sydney. We don't actually know how they are planning to increase the bail-out fund size from 440 billion euros to a trillion. On top of that, there are some questions as to whether one trillion euros in itself is enough.There were corporate doubters, too. Oil giant Royal Dutch Shell said it planned to curb its investments in the European Union in future due to doubts about the bloc's chances of recovering from the crisis.

Bank's Fisher sees strong chance of another recession

LONDON (Reuters) - Bank of England policymaker Paul Fisher said on Thursday Britain could quite easily suffer another recession and that more asset purchases might be needed after the current round is completed.Although Britain's last recession ended in mid-2009, the economy has barely grown over the last 12 months. Unemployment has started to rise again and consumers are cutting spending as soaring prices, higher taxes and slow wage increases hit their pockets.Fisher, the central bank's executive director for markets, said that a new recession could not be ruled out.I think it is a significant chance. Looking at Q4 for example, at best it seems likely to be flat, could easily have negative growth, so the technical outcome of two quarters of negative growth in a row could quite easily come about, he said in an interview with Bloomberg TV.Fisher's fellow policymaker Adam Posen, who had been lobbying for more quantitative easing for the past year, also struck a downbeat tone on the economy.

I'm glad the committee has decided to recognise the British economy is cratering and we have a responsibility to do something about it, Posen told the Independent newspaper in an interview, adding that growth was set to remain very weak.I'm saying roughly 0.5 (percent) or below for 2011 and 0.5 (percent) or above for 2012, he said, giving a forecast that is well below the average prediction of 1.0 percent growth for this year and 1.3 percent for next in a Reuters poll.A survey among retailers from the Confederation of British Industry highlighted the weakness in consumption as retail sales in October continued to fall albeit at a slightly slower pace than in the previous months.The central bank has launched a second round of asset purchases worth 75 billion pounds to try to stimulate growth. It has also kept interest rates at a record low of 0.5 percent, where they have stood since March 2009.It takes some time to purchase these large scales of assets, so we think the four months running up to February is a sensible period of time to buy 75 billion, Fisher said.And when we get to that point we can stop and see whether or not we think we need to go further.Fisher said in a separate text interview with Bloomberg that he had voted for 75 billion pounds because he was sure that the bank would have to do at least 75 billion of easing.Bank justifies QE on the basis that inflation has probably already peaked at September's three-year high of 5.2 percent, and that without QE it is likely to undershoot its 2 percent target in the medium term due to weaker global growth.

EASING INFLATION

Like Governor Mervyn King and other Bank policymakers before, Fisher said inflation should fall back significantly early next year when one-off factors like an increase in value-added tax fall out of the equation.We were previously forecasting inflation to fall back on the central projection somewhere between 1.5 and 2 percent, looking 2 or 3 years ahead, Fisher said. It is likely that without building in the effect from restarting the asset purchase program, we would have had a significantly lower inflation forecast.While noting the uncertainties for the outlook, Fisher saw the biggest danger in inflation falling too far. The big risk for us is that a significantly weak economy would push us back into deflation and that's the really tricky problem to get out of once you get there, he said.With the government's hands tied by its pledge to erase a budget deficit of some 10 percent over the next 5 years, the onus to boost growth has been on Bank.I think that the overall combination of a tight fiscal policy and loose monetary policy is the right one for the country at the moment, Fisher said.Bank policymaker said Britain was viewed as a safe haven by investors. If people did not have confidence in the UK, you would not see gilt yields as low, Fisher said. Rainbow of religious leaders join pope for peace

ASSISI, Italy (AP) — Buddhist monks, Muslim imams, Yoruba leaders and a handful of agnostics traveled with Pope Benedict XVI to the Umbrian hilltown of Assisi on Thursday to make a communal call for peace and insist that religion must not be used as a pretext for war.The event was designed to commemorate the 25th anniversary of a daylong prayer for peace called by Pope John Paul II in 1986 amid Cold War conflicts in dozens of countries. Some 300 delegates representing a rainbow of faiths answered Benedict's invitation, though the event lacked the star power of 1986 when the Dalai Lama, Mother Teresa, Native American chiefs and others came together to pray.Traditional Catholics condemned the meeting as they did in 1986, saying it was blasphemy for the pope to invite leaders of false religions to pray to their Gods for peace. The Society of St. Pius X, a breakaway traditionalist group which Benedict has been working to bring back into Rome's fold, said it would be celebrating 1,000 Masses to atone for the damage done by the event and urged the pope to use the occasion to urge others to convert to Catholicism.

The pope did no such thing. But Benedict too objected to the 1986 event and didn't go, disapproving of members of different faiths praying in the presence of one another. His 25th anniversary edition stripped away all communal public prayer in an attempt to remove any whiff of syncretism, or the combining of different beliefs and practices.The Archbishop of Canterbury Rowan Williams, one of the first speakers in the opening session of the peace meeting, said the delegates weren't gathered there to come to a minimum common ground of belief.Rather, he said, the meeting would show the world that through their distinctiveness, different faiths provide the wisdom to draw upon in the struggle against the foolishness of a world still obsessed with fear and suspicion, still in love with the idea of a security based on active hostility, and still capable of tolerating or ignoring massive loss of life among the poorest through war and disease.And there was a lot of distinctiveness on hand: Standing on the altar of St. Mary of the Angels basilica, Wande Abimbola of Nigeria, representing Africa's traditional Yoruba religion, sang and shook a percussion instrument as he told the delegates that peace can only come with greater respect for indigenous religions.We must always remember that our own religion, along with the religions practiced by other people, are valid and precious in the eyes of the Almighty, who created all of us with such plural and different ways of life and belief systems, he said.A group of four Buddhists from mainland China took their places in the basilica, significant given the recent Sino-Vatican tensions over the appointments of Catholic bishops in the country. They came from Henan's Shaolin temple, famous for its kung fu-fighting monks. And in another novelty, Benedict invited four people who profess no faith whatsoever — part of his outreach to the world of agnostics and atheists who nevertheless are searching for truth.

Other invitees included Ecumenical Patriarch Bartholomew I and representatives from Greek, Russian, Serbian and Belarusian Orthodox churches as well as Lutheran, Methodist and Baptist leaders. Several rabbis were joined by some 60 Muslims, a half-dozen Hindus and Shinto believers, three Taoists, three Jains and a Zoroastrian.
They all traveled together on a special papal train that left early Thursday from the Vatican's train station. The delegates are to eat a spare lunch together, have time for silent, private prayer before coming together in the afternoon to make a joint call for peace. They'll return together via train Thursday night and have a special audience with Benedict Friday.

BRUSSELS - Greek sovereignty was further undermined by eurozone leaders on Thursday (27 October), as Germany demanded a durable supervision on the ground of its economic policy-making under the terms of a second €130 billion bail-out.The new rescue package, which comes with a 50 percent debt cut by private lenders and is to run until 2020, will include a monitoring capacity on the ground instead of current visits every three months by the troika of European Commission, International Monetary Fund (IMF) and European Central Bank lenders, the summit communique said.The aim of the mission will be to advise and offer assistance in order to ensure the timely and full implementation of the reforms.German Chancellor Angela Merkel pushed for the permanent presence instead of the current set-up, which sees the troika coming and going every three months,she told journalists after the meeting.As an afterthought, the leaders in their joint statement also referred to the EU commission-led task force of 25 experts who shuttle back and forth between Brussels and Athens and whose declared mission is also to help the government with reforms and tax collection.We fully support the task force on technical assistance set up by the commission,the summit declaration said.On Wednesday, the head of the task force briefed journalists in Athens and defended the legitimacy of his unit, which had been formally asked for by the Greek Prime Minister Papandreou earlier this summer after EU commission chief Barroso and EU leaders convinced him to do so.

Papandreou also freely asked for the permanent troika, according to the summit conclusions.Speaking to media on Thursday morning, Papandreou was thankful for the second bail-out and said that a default last year would have been worse than the 50-percent debt restructuring planned for January.We were guinea pigs for these bail-outs. What the chancellor said fully complies with our position, we will be responsible in the implementation of this agreement. The Italian premier on the eve of the summit shot off a press release saying nobody in the EU can appoint themselves as supervisors or give lessons to Rome.His eccentric style was also on show on Sunday when he demanded live on TV that Italy's man on the ECB board make way for a French candidate in a reshuffle. I don't know if the TV is the best way to send out such a message, but okay. Please don't ask me any more about Italian politics,Sarkozy told media on Thursday.Even if Italy's septuagenerian playboy means what he says, his coalition partners, the nationalist Northern League, signed up to hiking the retirement age under extreme protest. Volatility in Rome was again on show on Wednesday when MPs threw punches at each other in parliament over pensions reform.Leading Italian daily La Repubblica the same day wrote that Berlusconi will step down in December or January, adding another layer of uncertainty. But the government denied the report.

With negotiations ahead of Wednesday evening's (23 October) EU and eurozone summits in chaos, EU officials have confirmed that yet another EU emergency summit may be called this weekend.A senior figure close to the discussions told EUobserver: Nothing has been decided yet. The idea has been put out there to put the frighteners on some of the actors to encourage a deal today.Separately, an official in the cabinet of EU Council President Herman Van Rompuy, when asked if another summit will be called, said only there is no news ... there is a summit today. We'll see.The bare bones of an agreement may be delivered at the end of the Wednesday or weekend summit, with the technical details to be decided at a lower level in the following days. There was technical work to be done upstream and there will be technical work to be done downstream,Olivier Bailly, a spokesman for the European Commission told reporters on Wednesday.Convergence has been reached on the scale of a second bail-out of Europe’s banks - somewhere in the range of €110 billion. But agreement is still far off on two other key elements of a comprehensive solution - the size of a haircut on bank holdings of Greek public debt and how to boost the firepower of the eurozone's rescue fund, the EFSF.

For their part, diplomats are becoming increasingly exasperated.One gloomy figure told this website: I'm tired of it all. I just want to get out of here. They have to realise we're talking about the destruction of Europe here.Another downcast individual said: Whether it'll be enough is perhaps a bit on the hopeful side. There's not much optimism in the air with so many obstacles.Describing the situation as chaotic, he added there is a network of parallel discussions and negotiations going on in capitals, here in Brussels, at all different kinds of levels. Banks playing hardball

Fury at the position of the Institute for International Finance, the trade association of the world’s banks, is bubbling over, with one EU official noting that the banks have already been bailed out to the tune of €4.6 trillion.The IIF is thought to be refusing to budge from a maximum of a 40 percent haircut while the EU is pushing for between 50 and 60 percent. There is frustration at all levels,the contact said of the IIF. They’re playing hardball.So much of the grand bargain in the offing depends on the willingness of European and international banks to accept a substantial but voluntary haircut on their holdings of public debt. German risks

While stressing that Germany's contribution to the EFSF loan guarantees would continue to be capped at €211 billion, she said she could not exclude there may be risks for Germany linked to the EFSF increase of firepower. Her own party colleagues had demanded that she clearly excludes German state assets, such as the central bank's gold reserves, to be put as collateral for the EFSF lending power.Nobody can clearly estimate if there will be such risks. What I can say is that we cannot exclude it,she said, insisting that the current situation is pushing European leaders into uncharted territories.Not to take these risks would be irresponsible. There is no better and more sensible alternative. Europe and the world are looking at Germany,the chancellor said.Looking ahead to the summit, the chancellor repeated her long-standing stance that there is no silver bullet, no simple solutions. Permanent supervision for Greece

On the three euro-countries currently propped by EU-IMF loans, Merkel said Ireland was on the right path, Portugal showed it could implement the promised reforms, while Greece was still at the beginning of a long road.For the first time, as opposition MPs noted later on in the debate, Merkel had words of praise for the ordinary Greek citizens feeling the brunt of the austerity measures demanded by international lenders. People in Greece have to stomach a lot of sacrifices. They deserve our respect and also a sustainable growth perspective in the eurozone.According to the latest report of the so-called troika, consisting of experts sent from the European Commission, the European Central Bank and the International Monetary Fund, Greece will need even higher debt restructuring and losses for private lenders compared to what EU leaders had agreed upon on 21 July.
But debt restructuring alone does not solve the problem. Painful structural reforms have to be made, otherwise even after debt restructuring we're back to where we are today,Merkel warned.

That's why, she said, Greece would have to be assisted for quite some time.It's not enough that the troika comes and goes every three months. Having initially disabled comments on the You Tube clip, Illuminating Concepts yanked the video entirely this afternoon, presumably nervous about the negative publicity that could be generated from concerns about new high-tech street lights being used for Homeland Security purposes – their words, not ours.However, having gone to the trouble of putting together a promotional video for their product, and having already started installing the system in the city of Farmington Hills, Michigan with the aid of federal funding, the fact that the company attempted to prevent people learning about the Homeland Security applications for the street lights speaks volumes.If Intellistreets is such a cutting edge concept that presents an array of wonderful benefits, as the promo video claims, then why remove it from You Tube? It’s almost like a kid getting caught with his hand in the cookie jar.Now that the company has tried to hide the video, it will only generate more suspicion about the true purpose behind Intellistreets and the level of involvement on behalf of Homeland Security.As we documented earlier today, Intellistreets is even more frightening a concept than the DHS-funded surveillance cameras that have blanketed America. Not only does this system have video surveillance capabilities, it also includes audio sensors and speaker systems that will be used by authorities to promote civic awareness,presumably in the same vein as Homeland Security’s telescreens in Wal-Mart stores that feature a message from Janet Napolitano encouraging Americans to spy on each other and report suspicious activity.Using street lights as Minority Report-style broadcasting platforms for advertising and government propaganda also dovetails with the Obama administration’s agenda to have complete control over communications by means of the Emergency Alert System and the program to have all new cell phones display mandatory emergency messages from the federal government by next year.You can still watch a duplicate of the video for Intellistreets below (until that too is pulled). The chairman of the House Transportation and Infrastructure Committee, which oversees the TSA, has asserted that the release of a classified report on TSA security failures will renew calls for the replacement of the agency with private airport security personnel.The failure rate (for body scanning equipment) is classified but it would absolutely knock your socks off, Florida Republican, Rep. John L. Mica told reporters during a briefing Monday.Mica also asserted that recorded instances of pat downs failing to detect contraband are off the charts. This information is also currently still classified, but is due to be released within weeks as part of an upcoming committee report on the TSA’s first decade.Mica suggested that the TSA’s performance report would read sort of like the record of the Marx Brothers.The TSA has withheld results of its official security tests, despite repeated requests to release the information under the Freedom of Information Act.The Department of Homeland Security has classified the results of the most recent random, covert red team tests, where undercover agents try to see what they can get past airport security. The reason they have done so, according to MIca, is because the results have been so shockingly and consistently bad for the past nine years.

Mica further slammed the TSA Monday, ripping into the agency’s latest experimental security chat down procedure.The chairman referred to the pilot program of behaviour detection being tested at Boston Logan airport as an idiotic mess.Describing the program as a poor man’s version of Israeli interrogation security techniques, Mica noted that that the pilot is merely an extension of an already existing program that the Government Accountability Office concluded had little scientific credibility and had cost a quarter billion in hiring additional TSA officers.This is no joke, Mica told reporters at the briefing, adding that he had personally visited Logan airport and witnessed first hand the failures of the program.I put my ear up and listened to some idiotic questions, Mica said of the chat down procedure, also noting that TSA officers expressed a lack of understanding of the program they had supposedly been trained to engage in.I talked to them about their training, which was minimal,Mica said, adding It’s almost idiotic… It’s still not a risk-based system. It’s not a thinking system.The program is set to be beta tested in Detroit next, before being rolled out nationwide.Mica repeatedly argued that the TSA’s role at airports could be undertaken in a more efficient and less costly manner by private companies, albeit ultimately still under the supervision of the federal government.Back in March, the Congressman charged that the TSA intentionally fixed data to ensure that federal workers were employed to screen airport passengers, rather than private contractors.TSA cooked the books to try to eliminate the federal-private screening program, said Mica at the time.The Congressman was referring to revelations from federal auditors that cost differentials between federal employees and private contractors were overstated by the TSA.Though the agency contends it was an error, The TSA made it appear that it was more cost effective for airports to use federal government workers for security by increasing the costs for private-contractor screeners relative to federal screeners, government auditors wrote.

The 2001 Aviation Transportation Security Act, which created the TSA, contained an option written in by Congress allowing airports to choose between using TSA workers and private screeners. It is known as the Security Partnership Program (SPP).
Currently, sixteen airports throughout the country use private contractors under the SPP, however, the TSA has since actively prevented other airports from joining the program, as more and more express an interest in dropping the federal workforce in wake of an epidemic of TSA scandals and failures.Mica, who helped create the TSA after 9/11, has repeatedly stated that he believes the agency is now completely out of control and believes it should be radically reformed.

Radio host Glenn Beck has spoken of his fear that the upcoming Emergency Alert System test being conducted by Homeland Security and FEMA on November 9 gives the government the pretext to seize control of communications in America, because for the first time broadcasters will have no choice on whether to partake.Beck explained that in every previous instance where the EAS system was tested, broadcasters were in control of whether or not to flip the switch, although they did face losing their broadcast license if they failed to partake. However, for the very first time, the federal government will have complete control over the broadcast frequency and will be able to override all radio and television stations.Next month’s test also marks the first time that the alert has been conducted nationwide.The nationwide test may last up to three and a half minutes. The public will hear a message indicating that This is a test. The audio message will be the same for radio, television and cable, states a FEMA press release.Beck warned that the first of its kind test gave the government the pretext to take over all civilian communication outlets under the guise of a national emergency.If the state wants to take control…they can just take it and there is nothing I can do about it, Beck stated, adding that the process seizes control of the broadcast frequency.

Beck questioned the timing of the test, asking why it was being conducted in the middle of a work day at 2pm and not at midnight on a Saturday.Why are we testing this thing at 2pm on a Wednesday when we don’t even know if this damn thing will work – who does that? asked Beck, drawing attention to the fact that FEMA has indicated it isn’t even sure whether television broadcasts will display a message or not during the test.Who takes the nation’s communications and shuts it down in the middle of a work day on a Wednesday when the whole world is in revolution? That doesn’t help calm things, Mr. President,said Beck.The fact that the government has also chosen a date which is the reverse of 9/11 (the 9th of November being 11/9), is also unlikely to reduce anxiety surrounding the test.

Brussels - The German parliament will on Wednesday (26 October) vote on the government's negotiating mandate for the eurozone bail-out fund, just hours before Chancellor Angela Merkel is to attend yet another EU crisis summit in the European capital.It is the first time the Bundestag will vote on the content of a euro-rescue package before the deal is actually sealed among EU leaders. The new powers follow a key ruling by the German constitutional court last month.The need for a negotiating mandate approved by the Bundestag was one of the reasons Merkel insisted for another first in EU history: a two-part summit on Sunday and Wednesday.Initially, the vote was supposed to be held just in the 41-member budget committee, but Merkel's own Christian Democrats in the House demanded a full debate and vote early Wednesday.

Brig.-Gen Mordechai is replacing Brigadier General Nitzan Alon who held the position for over two years.Brig.-Gen. A determined, moral and professional defense force.Alon’s tenure as commander of the Judea and Samaria division was a controversial one, due to his comments against Jewish residents of Judea and Samaria.Most recently, in an interview he gave to The New York Times, Alon expressed concern over increasing violence by radical Israeli settlers,colloquially called price tag operations, which he called Jewish terrorism.He also called on U.S. Congress not to freeze aid to the Palestinian Authority in response to the unilateral PA statehood bid, saying such a step would lead to instability and insecurity - for Israel, although commenting on political issues is not the mandate of IDF personnel.

Previously, Alon distributed a letter to commanders in his division in which he asked them to investigate soldiers who are residents of Jewish communities in Judea and Samaria. The reason for the request, according to Alon, was a concern that these soldiers may leak information regarding future evacuation of outpost communities.His comments and actions resulted in heavy condemnations by Yesha’s leaders and protests by residents outside his home. IDF Chief of Staff Benny Gantz condemned the attacks against Alon in an appearance at the Or Etzion yeshiva in July.During Tuesday’s ceremony, Maj.-Gen. Avi Mizrahi praised Alon, calling him a true commander and leader. His professionalism, humility, level-headedness and sharp thinking led the division during a challenging and complex time, and he steered it safely and without hesitation towards achieving its goals with a clear understanding of its main priorities.Mizrahi rejected the criticism directed at Alon, calling it unjustified and condemning it.I find it appropriate to take this opportunity, as you leave this position, to denounce them, including those which were made by senior public officials, who chose to believe rumors, publicly making statements that are far from the truth, Mizrahi told Alon.You are true to your principles and to the policy that was determined for Judea and Samaria,he added. You led the relations with the Israeli communities with sensitivity, yet you demonstrated determination and took no shortcuts.Alon’s leaving of his position was praised by some nationalists on Tuesday, including longtime land of Israel activist Baruch Marzel.Marzel said Alon is the most left-wing commander the IDF has ever had, adding, The political persecution that Brigadier-General Alon created is what pushed people to support price tag.

Social activist Dafni Leef began warming up the engines in advance of the social protest rallies scheduled to take place at 9 PM following the Sabbath.The main rally will take place in Tel Aviv's Rabin Square with parallel protests taking place in other major cities from Kiryat Shmona in the north to Eilat in the south. The protest movement has been in recess for the holidays and also as a result of public preoccupation with the Shalit deal and the feeling that the government has met the demands half way.In a Tel Aviv press conference this morning Leef attacked Prime Minister Binyamin Netanyahu repeatedly and personally I will never look you straight in the eye Mr. Prime Minister. You are living at my expense; you are using me and my people as a springboard. The time has arrived for you to admit your mistake and understand that your time is running out.Leef was equally scathing about the politicians For two months they tried to talk with a public representatives – excuse me the politicians who sit at the Knesset in Jerusalem it feels like coming into a high school… Every time I feel that they're trying to blur or water down this protest. French President Nicolas Sarkozy says that a Jewish state has no meaning because a state is neither Jewish nor Catholic.He made the same remark several times this week in interviews on two Jewish radio stations and with a French news agency following the release of kidnapped soldier Gilad Shalit, whose parents are French citizens.
Sarkozy earlier this month said on another occasion that Israel cannot be defined as Jewish no more than this table is Catholic. He was raised as a Roman Catholic but his grandfather was Jewish.His remarks reflect an international view that denies that the United Nations recognition of Israel as a country in 1947 actually is the re-establishment of the ancient state that existed for approximately 1,000 years from the time of King Saul until the fall of the Holy Temples.Asked about a Jewish state, Sarkozy replied, A Jewish state – I don’t know what that means. Speaking of a state of the Jewish people is already more interesting.A Jewish state has no meaning because a state is neither Jewish nor Catholic.Nevertheless, the French president favors a two-state solution in which Israel will be bordered by the Palestinian Authority, which PA Chairman Mahmoud Abbas has stated will be cleansed of Jews and thereby be a country only for Arab Muslims and a small and dwindling Christian population.

If there is a Palestinian state, it is likely that Palestinians will be mainly living there and if there is an Israeli state Jews around the world know that whatever happens they will have a homeland, according to Sarkozy’s line of thinking.
Two states for two peoples would mean that nobody is losing face. As far as I know there are millions of people who are not Jewish in Israel today,he added.Sarkozy also expressed views shared by many people who support Jews when they are down-trodden. Frankly, I prefer to be on the side of those who are victims of anti-Semitic abuse than with those who profess these kind of behaviors,he said.

The Obama administration reportedly wants Israel to implement a silent freeze of Jewish homebuilding in eastern Jerusalem and the mountains of Samaria and Judea to coax the Palestinian Authority (PA) into agreeing to negotiate with Israel.According to Israeli daily Maariv, the United States wants the freeze to be undeclared and partial. The idea is that Israel will not build new neighborhoods but will be allowed to build within existing ones. Any transgression of these terms will result in harsh steps against Israel by the U.S.MK Tzipi Hotovely (Likud) was quick to chop down the idea. After ten months of a loud and unprecedented freeze, it is outrageous to see that the Obama administration still believes that construction in the settlements is indeed an obstacle on the road to negotiations, she said.There is no difference between a silent and loud freeze, she added.The public's clear choice of the right wing will not allow a second freeze of construction in Judea and Samaria, no matter what statement comes out of the Prime Minister's office.The PA has insisted that Israel freeze all construction in Judea and Samaria as a precondition for negotiations. However, when Israel did freeze construction for 10 months, he did not sit down at the negotiating table, yet demanded that the freeze be extended.
