NEW YORK (Reuters) - Fears over Europe's festering debt problems punished global stocks and the euro on Friday as the stakes intensified for the world's top finance officials to find ways to prevent the crisis from spiraling out of control.The euro hit 6-1/2 month lows against the dollar, with more declines likely after the European Central Bank shifted away from further rises in interest rates, a key driver in the single currency's rally this year.Nervousness over the outcome of a Greek debt swap deal fueled safe-haven buying of German and U.S. government debt. The 10-year Bund yield hit another record low, while yields on benchmark U.S. Treasuries touched a 60-year trough.Europe is the No. 1 thing causing pressure on the market as the realization grows that what we've done so far hasn't worked, said Liz Ann Sonders, the New York-based chief investment strategist at Charles Schwab Corp, which has $1.65 trillion in client assets.Divisions within the ECB on the handling of Europe's debt woes boiled over on Friday. Reuters reported board member Juergen Stark will resign because of a conflict over its controversial bond-buying program. The ECB later confirmed Stark will step down at the end of the year.When you get a new story like this, that there's internal turmoil on the ECB, that immediately has implications for the bond-buying program, which immediately has implications on the capital level in European banks, said Jack de Gan, chief investment officer at Harbor Advisory Corp in Portsmouth, New Hampshire.The debt swap deal is critical for Greece to secure a second bailout and avert a near-term default that could ripple across Europe and the global banking system.Banks and insurers face a Friday deadline to indicate whether they will join an exchange of Greek debt, part of an international bailout package agreed in July. It is expected 70 percent of these private investors would agree to such a move, below the 90 percent threshold that Greece has said it wants to go through with the deal.

The cost to insure Greek sovereign debt for five years surged to a record high of 3,106 basis points, up nearly 300 basis points on the day, according to Markit.With that as a backdrop, finance ministers and central bankers from the Group of Seven industrialized nations were to meet in Marseille later on Friday.Meeting host France has called for a coordinated response from G7 members to deal with Europe's debt crisis and the region's shaky banks.In the United States, President Barack Obama unveiled his $447 billion plan to revive economic growth. But investors worried that Congress would hold it up and the Federal Reserve may not follow quickly enough with its own action.Fed Chairman Ben Bernanke, in a speech on Thursday, left the door open for more monetary stimulus but withheld details on the timing and what type of measures the Fed would enact.At 12:40 p.m. (1622 GMT), the Dow Jones industrial average was down 324.11 points, or 2.87 percent, at 10,971.70. The Standard & Poor's 500 Index was down 33.01 points, or 2.78 percent, at 1,152.89. The Nasdaq Composite Index was down 63.51 points, or 2.51 percent, at 2,465.63.Top European shares were off 2.6 percent, and the MSCI world equity index was off 2.9 percent. The FTSEurofirst 300 index and the MSCI world gauge were down 3.4 percent on the week.

Another retreat in equities boosted safe-haven German and U.S. government bond prices. The 10-year Bund yield touched an all-time low of 1.75 percent, while the benchmark 10-year U.S. yield was last 1.896 percent, the lowest in at least 60 years.
The euro was last down 1.6 percent against the dollar at $1.3663, its lowest in 6-1/2 months. The single currency has fallen 5.1 percent in September.Gold slipped after soaring to a record high above $1,900 an ounce earlier this week due to its appeal as both a safe haven and a hedge against inflation. Exclusive: Stark to leave ECB over bond-buying row

FRANKFURT (Reuters) - European Central Bank Executive Board member Juergen Stark is resigning his post in what sources say is a protest against its policy of buying bonds to help troubled euro zone debtor states.A euro zone central bank source said Stark was at angry at being passed over when Bundesbank chief Axel Weber quit earlier this year, clearly unhappy with the ECB bond-buying program, and also felt the departure of ECB President Jean-Claude Trichet next month would mark the end of an era at the ECB.Stark's decision to announce his departure now, rather than in a couple of months, was designed not to make it look like he was resigning because Italian Mario Draghi is succeeding Trichet from November 1, said the source.News of Stark's shock departure highlights the size of the split at the ECB over the bond-buy plan and the extreme tension between its members, who have been at the center of the policy response to the euro zone debt crisis.Stark is one of the most experienced policymakers at the ECB, a young institution facing the impending retirement of Trichet and uncertainty about how it will be led by Draghi, whose country is embroiled in the euro zone debt crisis.Stark and Bundesbank head Jens Weidmann both opposed the ECB's decision last month to reactivate its bond plan following a 19-week pause. The bank decided to buy the bonds of Italy and Spain after they came closer to succumbing to the debt crisis.The ECB has faced sharp criticism in Germany for buying bonds -- a move many here see as taking the bank into the fiscal arena and threatening its core role of fighting inflation.

The ECB confirmed Stark would be the second German policymaker to leave the bank this year after Weber quit in February, also in protest at the bond program.This is remarkable, said Manfred Neumann, emeritus economics professor at Bonn University and former thesis adviser to Weidmann.Stark held the same view of the bond-buying as Axel Weber and the current Bundesbank president. It is a position that all the Germans have. This is a sign of huge problems within the central bank. The Germans clearly have a problem with the direction of the ECB.The ECB said Stark had resigned for personal reasons but two other sources told Reuters it was related to the bond-buying that has rescued Italy and Spain from crisis over the past month.The euro, European and U.S. stock markets fell in response. Bond yield spreads, though, for Europe's struggling periphery were only slightly higher.German Deputy Finance Minister Joerg Asmussen will replace Stark on the ECB's six-member Executive Board, a source familiar with the plan said.Asmussen will be more pragmatic, Bert Ruerup, former head of the wisemen council of economic advisers to the German government told Reuters. I don't think that he will fight as openly. This may calm down when the EFSF gets the power to buy bonds.Asmussen has been a key figure in Germany's policy response to the euro zone debt crisis.The ECB's policy orientation will not be altered by Stark's departure, Austrian ECB policymaker Ewald Nowotny said. German Finance Minister Wolfgang Schaeuble said he expected a German candidate to succeed Stark and that the successor would pursue the same policies of stability as Stark.

TEMPERS FRAY

News of Stark's departure came just a day after Trichet delivered an impassioned defense of the ECB's record and its handling of the euro zone debt crisis.Trichet's emotional response to a question about calls from some in Germany for a return to the Deutschmark suggested tempers were running high at the bank.German politicians immediately leapt on news of Stark's resignation to press for a change of direction at the ECB.His departure is a dramatic alarm signal which shows the ECB must correct its course, said Kurt Lauk, president of the economic council of Chancellor Angela Merkel's Christian Democrats.It is also a clear signal that the ECB must be freed from the role of aid provider that was foisted on it due to bad decisions by politicians,he added.The ECB has been concerned that by buying the sovereign bonds of Italy -- the euro zone's third largest economy -- it is encouraging Rome to slacken efforts to shore up its finances, and has been irritated by flip-flopping over austerity measures.However, Trichet said after the bank's policy meeting on Thursday that the latest decisions by the Italian government meant it was delivering on what it had promised.Stark, 63, has been a member of the ECB's six-member Executive Board -- whose members form the Governing Council along with the 17 euro zone national bank chiefs -- since June 2006.He holds the board's influential economics portfolio, a role that allows him to present a template of the ECB's monetary policy statement that forms a basis for the Governing Council's final view.
The ECB said Stark's successor would be appointed before the end of the year. Stark's term on the board was due to run until May 31, 2014.In addition to Trichet and Stark, Lorenzo Bini Smaghi, another heavyweight ECB board member, is expected to leave the bank this year. MARSEILLE, France (Reuters) - The United States pressed Europe's strongest economies on Friday to give unequivocal financial support to weaker euro zone states to overcome a debt crisis that threatens the world economy.It is completely within the capacity of the stronger members of the euro area to absorb these costs, U.S. Treasury Secretary Timothy Geithner said as G7 finance chiefs gathered in Marseille to discuss how to revive a stalling recovery.Those costs would be much, much greater for them and their economies if they sit here and do nothing, and they recognize that, Geithner told Bloomberg Television in comments that appeared aimed primarily at EU economic powerhouse Germany.With markets looking to the Group of Seven major industrial economies for some sign of a policy shift to help faltering growth, a G7 source said the meeting might after all issue a communique, which G7 chair France had said was not planned.Ministers and central bankers were under pressure to calm the biggest confidence crisis in financial markets since the 2007-8 global credit crunch.But a shock announcement that the top German official at the European Central Bank is leaving early in disagreement with the bank's policy of buying euro zone government bonds to support the likes of Italy and Spain laid bare deep rifts over how to manage the debt crisis.The ECB confirmed that chief economist Juergen Stark would retire nearly three years before his term is due to expire. ASIA AS CONCERNED AS U.S.

With Asian economies deeply worried about the West's debt crisis and slow growth, Japan said it will voice its concern on the euro zone debt crisis and seek support for its right to unilateral action over safe-haven buying pushing up the yen.Bank of Japan Governor Masaaki Shirakawa told reporters in Marseille he hoped the talks would share frank views on the crisis and said it was vital that G7 finance chiefs came up with a firm stance to stabilize the world economy.There are various factors behind the world economy's uncertainty but Europe's debt problem is one major factor. It is important for Europe to tackle its debt problems for its own sake but it would also indirectly bring positive effects on Japan's economy,he said.Finance Minister Jun Azumi said Japan would ask the G7 for its understanding on its intentions to counter yen rises.Lagarde said policymakers must act now, and boldly, giving her blessing to more quantitative easing by central banks and saying the challenge was to find a pace of adjustment that was neither too fast nor too slow.She said countries facing market pressures must push ahead with urgent fiscal consolidation, while there was scope for slower action in countries not at the mercy of market forces.If growth continues to lose momentum, balance sheet problems will worsen, fiscal sustainability will be threatened, and the scope for policies to salvage the recovery will disappear, she said.Decisions by the European and British central banks this week to keep interest rates unchanged accentuated the gloom in Europe but neither indicated that a cut was imminent, while Federal Reserve Chairman Ben Bernanke gave no hint of new stimulus to boost the economy in a keenly awaited speech.Despite speculation about new coordinated forex intervention, a standard final statement remains the most likely outcome, Unicredit said in a research note.
The Organization for Economic Co-operation and Development says growth across the G7 could slow to an anemic 0.2 percent in the last quarter of 2011. With credible 9/11 threat, NY mounts major operation

WASHINGTON (Reuters) - New York police will mount a major counterterrorism operation during Friday's evening rush hour as U.S. officials rush to check credible, but unconfirmed intelligence about a 9/11 anniversary plot, a senior law enforcement official told Reuters.The operation will involve a big show of force which will include officers armed with heavy weapons patrolling subways and stepped up security and bag checks at major subway and commuter train stations, including Grand Central and Pennsylvania station terminals, the official said. Law enforcement agencies in neighboring states were also involved.While the operation had been planned some time ago, the forces and tactics deployed will be stepped up after local and federal authorities received what they described as specific and credible but unconfirmed intelligence about a possible threat to attack the United States by Islamic militants timed to coincide with the 10th anniversary of the September 11, 2001, al Qaeda attacks on New York and Washington.Intelligence about the anniversary threat only surfaced during the course of this week and included possible threats of attacks targeting subways or commuter trains or possible car bomb attacks in New York or Washington, U.S. officials said.Vice President Joseph Biden said on ABC's Good Morning America program on Friday morning: We don't have the smoking gun but we do have talk about using a car bomb.One of the officials said the threat is believed to come from militants following an al Qaeda ideology. But it is not certain whether there is a direct connection to what remains of al Qaeda's battered core leadership.

Officials have said that U.S. law enforcement agencies are on the lookout for three possible suspects, though it is unclear how much, if any, precise information regarding the suspects' identities is available to U.S. authorities.We have to be concerned. SUSPECTS LINKED TO AL QAEDA

U.S. officials, speaking to Reuters on condition of anonymity, said the threat involved Washington and New York City, which were targeted in al Qaeda attacks a decade ago this Sunday that killed nearly 3,000 people.A counterterrorism official said intelligence pointed to possible car bomb attacks and added the threat information came from Pakistan's tribal areas. A manhunt was under way for two or three suspects, who one person familiar with the matter said were suspected of having links to al Qaeda.But U.S. officials used strong caveats when discussing the threat information privately, with a national security official cautioning that experts thought the threat would ultimately not check out.New York City Mayor Michael Bloomberg stressed at a news conference on Friday that the threat had not been corroborated, even as he announced heightened security measures some of which you may notice, some of which you may not notice.Bloomberg asked citizens to go about their daily routines as usual but report any suspicious or dangerous activity. Over the next three days we should all keep our eyes wide open.The White House said Obama was briefed on specific threat information on Thursday morning, and said the government had already heightened security before the anniversary.

JERUSALEM (Reuters) - Turkey's threat to send warships to protect aid convoys to Gaza is unlikely to trigger conflict with Israel, but the dramatic deterioration in relations between the one-time allies could jeopardize Israeli energy ambitions.
Turkish Prime Minister Recep Tayyip Erdogan raised the stakes with Israel on Thursday, saying he would dispatch the navy to escort any future flotillas to Gaza and prevent a repeat of an Israeli raid last year that killed nine Turks.Ankara has already downgraded diplomatic relations with Israel and halted defense trade following the Jewish state's confirmation last week that it would not apologize for the deadly 2010 assault on a boat challenging its Gaza blockade.Despite the intensifying rhetoric, it seems hard to believe that the region's two biggest military powers, both important allies of the United States, would face off over the Palestinian enclave Gaza, which is ruled by the Islamist group Hamas.It won't turn into a military confrontation, because the Turks aren't stupid. It's absurd to think a NATO country would get into a military confrontation with Israel, said Gad Shimron, a retired Mossad officer and defense expert.By the same token, it seems unlikely that Erdogan will let the matter drop, with many analysts seeing his repeated criticism of Israel as a calculated bid to boost his standing in the Arab world and assume a dominant role in the Middle East.Tellingly, he made his comments to Al Jazeera, the pan-Arabic television station, upping the ante just days before he is due to visit a trio of Arab countries, including Egypt, which has itself fallen out with Israel in recent weeks.Erdogan thinks the easy target is Israel, but he doesn't know if it will pay off. DISPUTED GAS FIELDS

Turkey has a much larger navy than Israel but would have to think twice about any military brinkmanship given the imposing strength of the Israeli air force.Keep in mind that were Israel to initiate an interception, say against a Turkish bid to sail on Gaza, it would have the advantage of choosing the time, place and deployment strength,a former Israeli admiral told Reuters, declining to be named because of the sensitivity of the subject.Indicating there is no imminent danger of a clash, the charity that organised last year's convoy to the Gaza Strip said on Friday it had no plans for now for another flotilla.Regardless of that, Turkey has also said it will make its presence felt in the eastern Mediterranean at a time when Israel is looking to exploit recently discovered gas fields off its coasts and hook up with Cyprus to build energy facilities.Turkey does not recognize Cyprus's Greek Cypriot government, while Lebanon has accused Israel of breaking international law by exploring for gas without an agreement between the two countries -- which are formally at war -- on their maritime border. Israel denies this.A heavy Turkish naval presence near the disputed fields could undoubtedly cause Israel headaches, just as it thought that it had finally overcome its longstanding energy shortages.This is a feasible and significantly troubling prospect. LOSING FRIENDS

Although Turkey is an undoubted regional power, it has suffered a difficult few months due to the Arab uprisings.It has had to retool its foreign policy in Syria and Libya, losing old allies in the process, and has distanced itself with Iran. Erdogan is clearly trying to regain the initiative and will have to be careful not to push things too far.He has painted Turkey into a very tight corner, said Gareth Jenkins, an Istanbul-based security analyst.Turkey is squandering the moral capital it had gained after the (2010 flotilla) incident, in which international public opinion sided with Turkey. But the international community will be very hostile.Washington has stayed largely quiet over the past week, urging reconciliation between the two parties without publicly taking sides. However, much more Turkish saber-rattling is sure to fire up passions, with the U.S. Congress fiercely pro-Israel.(Erdogan) is about to get a tough response from Washington. JERUSALEM (Reuters) - Israel will keep blockading Gaza in the face of Turkey's unprecedented naval challenge and is prepared for escalation though it seeks to calm the waters with its ex-ally, officials said on Friday.Deepening a crisis over Israel's killing last year of nine of their citizens aboard an aid flotilla that tried to reach the Palestinian enclave, the Turks vowed on Thursday to assign warships to escort such convoys in the future.The prospect of a showdown at sea with Turkey, a NATO power and fellow U.S. strategic partner in the region, rattled Israelis already long on edge given Arab political upheaval and Iran's nuclear program.Breaking an almost 24-hour-long silence on the warships announcement, Prime Minister Benjamin Netanyahu's office said Israeli policy was and remains the prevention of deterioration in our ties with Turkey and easing the tensions between the countries.The prime minister and cabinet discussed the various theoretical possibilities should escalation occur. UN chief says Palestinian statehood long overdue

WASHINGTON (AP) — The Obama administration says it will veto any bid by the Palestinians to seek statehood recognition at the U.N. Security Council.The administration had long said it opposed such a unilateral move by the Palestinians. The U.S. has been working to prevent a Palestinian resolution from coming before the council.Until now, Washington had not explicitly said it would use its veto to prevent passage. On Thursday, State Department spokeswoman Victoria Nuland said that if the issue comes to a vote in the Security Council, the U.S. will veto it.Israel opposes the statehood push as well.Nuland says the U.S. view is that the Palestinian effort is misguided and that statehood should come only as a result of negotiations with Israel.

General Assembly later this month.Some 100 Palestinian officials and activists gathered at the U.N. offices in Ramallah for a short ceremony, where they announced their plans in a letter addressed to Secretary-General Ban Ki-moon.The letter urges Ban to add his moral voice in support of the Palestinian people.Families of the tens of thousands of victims of Israeli occupation, including those martyred, wounded and imprisoned, and countless others who were expelled from their homes or lost their homes and their property, hope that you will exert all possible efforts toward the achievement of the Palestinian people's just demands, it says.The letter was handed over by Latifa Abu Hmeid, a 70-year-old woman who lost one son in fighting with Israel and has seven other sons in Israeli prisons because of alleged militant activities.Officials said Abu Hmeid was selected to deliver the document because her personal story reflects the plight of the Palestinians. A resident of a West Bank refugee camp, her house has been twice demolished by Israeli authorities as punishment for her sons' activities, they said.

The Palestinians have decided to turn to the U.N. to recognize their independence after two decades of unsuccessful peace efforts with Israel. The latest round of talks broke down a year ago.The campaign seeks recognition of an independent Palestine in the West Bank, Gaza Strip and east Jerusalem — areas captured by Israel in the 1967 Mideast war. Israel rejects a return to its 1967 lines.While any U.N. vote will be largely symbolic, the Palestinians believe a strong international endorsement will boost their position and put pressure on Israel should negotiations resume. Israel has been lobbying the international community to oppose the vote, saying peace can only be achieved through negotiations.The letter says the campaign will include a series of peaceful events in various international cities and capitals leading up to the Sept. 21 opening of the General Assembly. Israel remains ready to free 1,000 Palestinian prisoners for Gilad Shalit, according to the captive soldier's father who demanded Thursday that any UN vote on Palestinian statehood be tied to his release.Noam Shalit indicated that many Palestinian detainees were only being held by Israel because of the dispute with Hamas over his son, now 25, who was grabbed by gunmen from Hamas and two other militant groups on June 25, 2006.Israel is ready to release 1,000 Palestinian prisoners in exchange of my son. So Israel is not asking for Gilad for free, Noam Shalit told reporters at the end of a visit to the United Nations to lobby ambassadors.The prisoner exchange proposal was made by German mediators to Israel and Hamas in February, but Noam Shalit said the Palestinian side rejected this.After a deal will be carried out, hopefully very soon, Israel will be happy to free many other Palestinian prisoners that from my point of view are not relevant any more, the father added in an indication of the importance that Israel has put on the soldier's release.The captivity of Gilad prevents the release of many, many Palestinian prisoners unfortunately, he said.The father said he had spoken to the ambassadors of several countries at the UN to urge that any vote on Palestinian statehood at the UN General Assembly include a condition that Gilad Shilat be released.The Palestinian leadership has said it will go to the UN Security Council or General Assembly this month to see a vote giving formal membership to a Palestinian state, or super observer status.

Hockey in shock after Russian jet crash kills 43

TUNOSHNA, Russia (AP) — A private Russian jet carrying a top ice hockey team slammed into a riverbank moments after takeoff Wednesday, killing at least 43 people in one of the worst plane crashes ever involving a sports team. Two other people on board were critically injured.Both Russia and the world of hockey were left stunned by the deaths of so many international stars in one catastrophic event. The International Ice Hockey Federation said 27 players of the Lokomotiv Yaroslavl team were killed, along with 2 coaches and 7 club officials.Russian NHL star Alex Ovechkin tweeted: I'm in shock!!!!!R.I.P ...The Russian Emergency Situations Ministry said the Yak-42 plane crashed into the shores of the Volga River immediately after leaving the airport near the western city of Yaroslavl, 150 miles (240 kilometers) northeast of Moscow. The weather was sunny and clear at the time. Russian media said the plane struggled to gain altitude and then crashed into a signal tower, shattering into pieces.Russian television showed a flaming fragment of the plane in the river as divers worked feverishly to recover bodies.The plane was carrying the team from Yaroslavl to Minsk, the capital of Belarus, where they were to play Thursday against Dinamo Minsk in the opening game of the Kontinental Hockey League season. It had 45 people on board, including 37 passengers and eight crew, the ministry said.

Officials said Russian player Alexander Galimov survived the crash along with a crewmember.Their state of health is very grave. But there is still some hope, said Alexander Degyatryov, chief doctor at Yaroslavl's Solovyov Hospital.Among the dead were Lokomotiv coach and NHL veteran Brad McCrimmon, a Canadian, as well as Pavol Demitra, who played for the St. Louis Blues and the Vancouver Canucks and was the Slovakian national team captain. Also killed were Czech players Josef Vasicek, Karel Rachunek and Jan Marek, Swedish goalie Stefan Liv, Latvian defenseman Karlis Skrastins and defenseman Ruslan Salei of Belarus, the Emergency Ministry said.Though it occurred thousands of miles away from our home arenas, this tragedy represents a catastrophic loss to the hockey world — including the NHL family, which lost so many fathers, sons, teammates and friends, NHL Commissioner Gary Bettman said in a statement.The crash comes on top of an already mournful year for the NHL in which three of the league's enforcers were found dead: Derek Boogaard, Rick Rypien and recently retired Wade Belak.The cause of Wednesday's crash was not immediately apparent, but Russian news agencies cited unnamed local officials as saying it may have been due to technical problems. The plane was built in 1993 and belonged to a small Moscow-based Yak Service company.

In recent years, Russia and the other former Soviet republics have had some of the world's worst air traffic safety records. Experts blame the poor safety record on the age of the aircraft, weak government controls, poor pilot training and a cost-cutting mentality.Swarms of police and rescue crews rushed to Tunoshna, a ramshackle village with a blue-domed church on the banks of the Volga River 10 miles (16 kilometers) east of Yaroslavl. One of the plane's engines could be seen poking out of the river and a flotilla of boats combed the water for bodies. Divers struggled to heft the bodies of large, strong athletes in stretchers up the muddy, steep riverbank.Resident Irina Prakhova saw the plane going down then heard a loud bang.It was wobbling in flight, it was clear that something was wrong, said Prakhova. I saw them pulling bodies to the shore, some still in their seats with seatbelts on.More than 2,000 mourning fans wearing jerseys and scarves and waving team flags gathered in the evening outside Lokomotiv's stadium in Yaroslavl to pay their respects. Riot police stood guard as fans chanted sport songs in honor of the dead athletes.Yaroslavl governor Sergei Vakhrukov promised the crowd that the Lokomotiv team would be rebuilt from scratch, prompting anger from some fans at a perceived lack of respect for the dead.Lokomotiv is a leading force in Russian hockey and came third in the KHL last year. In the western Slovak city of Trencin, where Demitra started his career and where he played during the NHL lockout 2004-05 season, hundreds fans gathered outside the ice hockey stadium Wednesday night to light candles in his memory.Medvedev has announced plans to take aging Soviet-built planes out of service starting next year. The short- and medium-range Yak-42 has been in service since 1980 and about 100 are still being used by Russian carriers.In June, another Russian passenger jet, a Tu-134, crashed in the northwestern city of Petrozavodsk, killing 47 people. That crash has been blamed on pilot error.In past plane crashes involving sports teams, 75 Marshall University football players, coaches, fans and airplane crew died in Huntington, West Virginia, on Nov. 14, 1970, coming home from a game. Israel isolated ahead of UN vote on Palestinians

JERUSALEM (AP) — Rising tensions with some of its closest and most important allies have left Israel increasingly isolated ahead of a momentous vote on Palestinian independence at the United Nations.Troubles with Turkey, Egypt and even the U.S. are adding to Israel's headaches ahead of the vote, which is shaping up to be a global expression of discontent against the government of Prime Minister Benjamin Netanyahu.
The Palestinians plan to ask the United Nations this month to recognize their independence in the West Bank, Gaza Strip and east Jerusalem — areas captured by Israel in the 1967 Mideast war — probably by embracing them as a nonmember observer state.The measure is expected to pass overwhelmingly in the U.N. General Assembly.

The assembly's decisions are not legally binding, so the vote will be largely symbolic. But the Palestinians hope the measure will increase the already considerable pressure on Israel to withdraw from occupied territories, and add leverage should peace talks resume. The Palestinians refuse to negotiate while Israel continues to expand Jewish settlements in the West Bank and east Jerusalem.
Ghassan Khatib, a spokesman for the Palestinian government in the West Bank, said Israeli isolation is playing right into Palestinian hands. We are seeing that result in increased support for us in the United Nations, he said.On Wednesday, China announced it would support the Palestinian bid. And a French Mideast envoy, Valerie Hoffenberg, said she had been fired after publicly arguing against the Palestinian initiative. France has not publicly said how it will vote, but her comments signaled that the government favors the Palestinians.The vote is seen by many not only as a message of sympathy with the Palestinians, but also a barometer of discontent with Israel's settlement policies. Some 500,000 Israelis now live in territories claimed by the Palestinians.There's no question that had Israel been seen as a country doing its utmost to promote peace, no such vote would be taking place, said Yossi Beilin, Israel's former deputy foreign minister.Beilin cited Netanyahu's refusal to extend a freeze on new settlement construction a year ago as the mother of all sins that put him at odds with the international community. The decision, made over the very public objections of President Barack Obama, caused a brief round of peace talks to collapse.Since then, relations with Obama have been further strained. In May, Netanyahu paid a tense visit to Washington, where he objected before cameras to Obama's call that the 1967 boundaries be the basis of a future agreement with the Palestinians. American officials privately express deep frustration with Netanyahu.

Even so, Washington has been trying to pressure the Palestinians to give up the U.N. bid, saying peace can only be achieved through negotiations.Closer to home, Israel has watched Egypt, perhaps its most critical regional ally, cool relations since the ouster of longtime President Hosni Mubarak in February. Mubarak was seen by many of his people as too sympathetic to Israel, negotiating an unpopular deal to supply it with natural gas, for example.Israel-Egypt relations took a hit last month when five Egyptian police were killed during a firefight between Israeli forces and fleeing militants. Egypt was outraged, and mass demonstrations against Israel erupted in Cairo. Israel later apologized. But there have been calls in Egypt to cancel the 30-year-old peace agreement with Israel — which is an absolutely critical element of Israel's regional strategy.Another key regional ally, Turkey, has greatly curbed diplomatic and trade ties with Israel following Israel's deadly raid on a protest flotilla that tried to breach the Israeli blockade of the Gaza Strip last year. The Kuwaiti daily Al-Jarida has reported that the Palestinian Authority is considering an Israeli offer to postpone the unilateral statehood bid at the UN for at least one year and to immediately begin negotiations for a permanent peace agreement.According to the report, which was translated and presented on the website of the Middle East Media Research Institute (MEMRI) on Wednesday, the offer was made to the PA during secret negotiations which have been ongoing for several months in various Arab and European countries.According to the report in the Kuwaiti daily, the negotiations also included meetings between Palestinian Authority President Mahmoud Abbas and Israeli Defense Minister Ehud Barak, in which they discussed the possibility of holding a formal meeting between Abbas and Israeli Prime Minister Binyamin Netanyahu. Netanyahu promised the U.S. to return to negotiations if an agreement on scheduling was reached.The report stressed that Netanyahu shared the negotiation details with Foreign Minister Avigdor Lieberman and opposition leader Tzipi Livni.

Meanwhile, MEMRI also reported that a website close to Abbas’ Fatah party reported that Abbas advisor Nimer Hammad said that if Dennis Ross and David Hale, the U.S. envoys visiting the region, would make offers that meet the PA’s demands of halting Jewish communities in Judea and Samaria and recognizing a Palestinian state along the 1949 armistice lines, the PA would forgo an appeal to the UN.The report comes after on Wednesday, the United States formally asked Ramallah to drop its bid for recognition of a PA state based.The request was relayed to Abbas by Hale during a meeting in Ramallah, officials said. The meeting was attended by US envoy Dennis Ross and US Consul-General in Jerusalem, Daniel Rubenstien.The officials complained US envoys did not carry any new proposals for reviving the peace process and intimated the PA may go only to the UN General Assembly due to the threat of a US veto in the Security Council.We have been advised by some or our European and Arab friends not to go to the Security Council because we don't have a majority in favor of the plan and because of the US threat to use the veto,the official said. We are now studying submitting a request to the General Assembly to accept the state of Palestine as a full member. This is also an important step because it would give us access to numerous international bodies.Such a move would be largely symbolic and be aimed at building lawfare and propaganda momentum as UN membership requires Security Council approval.Hale told Abbas that Washington wants to see the Palestinians return to the negotiating table with Israel, Chief PLO negotiator Saeb Erekat said.

According to Erekat, the PA is only planning to apply to the UN for membership of a Palestinian state on the pre-1967 lines, with east Jerusalem as its capital.Contrary to what is being said, we are not asking for independence or recognition of a Palestinian state,Erekat insisted.It's wrong to say that the Palestinian Authority is asking for independence. The independent state was declared more than 20 years ago. We are only asking that Palestine be admitted as a member of the UN.Erekat did not explain, if a Palestinian state was declared more than twenty years ago, how it is that the PA was only created in 1993 with the understanding it was empowered to negotiate for the creation of a state that did not yet exist.

Recent Events Prove Arab's True Intent

Begin cited the recent Fatah-Hamas unity treaty and Naqba unrest throughout Israel on May 15, which saw the infiltration of Northern Israel by over 100 Syrian radicals, along with riots throughout Judea and Samaria, as proof the Arab's have no intention of making peace with the Jewish state.I think in the last month people can see for themselves [what their intentions are] through the following events: the new agreement between the PLO and Hamas, who nobody doubts is openly bent on the destruction of the state of Israel, and then the May 15 marches on our borders marking the devastation or calamity, that they claim was inflicted upon them by the very establishment of the state of Israel on May 15, 1948,Begin explained.Their real aim is not a a two state solution, but a two-stage solution. In the sense that they push us to the pre-1967, actually 1949 lines, and then push more through terrorism and other forms of political pressure in order to dwarf us and to try to erase the state of Israel, the Jewish state, Begin said.They did not mark the date in June, Begin said referring to the 1967 Six Day War, sometimes called the June War, in which Israel liberated its eternal capitol and ancestral heartland. After all, the occupation so to speak of Judea and Samaria and Gaza started in June 1967. No, they mark the original May 15 date of the very birth of the Jewish state.

Israel's Hasbara Advantage

Begin conceded Israel starts at a public relations disadvantage due to the vastly greater sums the Arab world pours into its anti-Israel media efforts, but said Israel has a big advantage in its hasbara [public relations, ed.] war because it doesn't have to sell lies.It used to be Hasbara was translated propaganda,Begin explained. Now they call it public diplomacy, which is a little nicer. But years ago it was considered by Israelis to be propaganda [and therefore beneath them, ed.] One of the nice things about our propaganda is that we don't have to sell lies. Such articles will only help us, Begin said optimistically. I don't know if this would be efficient immediately It takes time, but people of good will, if they will stand up and work for truth – for morality – I think it would be a great help to the cause of real justice in our part of the world.

Danny Dayan, head of Council of Judea and Samaria:A Golden Opportunity Missed:Israel has done some good political preparation for September (the PM made successful trips to several European countries, for example) as well as security planning (the IDF is rehearsing various scenarios), but the most crucial steps have not been taken: steps that would frighten the Arabs into giving up their plan.And most telling of all: Israel has not been wise enough to turn the crisis into an opportunity, although it has the ability to do so.Deterrent-wise, Israel has done nothing, except for saying a few hollow words that no one took seriously. Israel has an abundance of political leverage, as well as economic, defense, and settlement options that could stop the Arabs in their tracks.Not only has none of them been used, the opposite is true: the policy in the defense establishment is that this is the time to strengthen the PA financially so that it will keep on coordinating security with us.This is not the way to build a wall, said a sportscaster once, coining a new phrase, as Israel’s soccer team absorbed a rival team’s goal. This is not the way to prevent a unilateral Arab offensive against Israel, we have to tell our government, hoping it will come to its senses and act differently.The biggest shame of all is not turning this into a golden opportunity. The unilateral Arab step in the UN voids all former agreements with Israel.It has to be responded to with a strong, obvious unilateral move of our own: asserting Israeli sovereignty in Judea and Samaria, if not on its entirety, then on all the Jewish settlements and the open areas between them—what is known as Area C.The Arabs forced Israel into a political war. In this war, just as in military wars, Israel must win and not accept a tie, nor a respectable loss (i.e. a few dozen countries who abstain or vote nay in the UN, our Foreign Ministry’s current aspiration).Only asserting Israeli sovereignty on large portions of our homeland would achieve a victory. This is, therefore, a crisis that has been badly handled, a great opportunity that has been missed.

Expose the Palestinian Bluff:There is no difference between the goals of Hamas, Al Qaeda and the PLO, the only differences are in methods and tactics. Abu Mazen is an anti-Semite, Holocaust denier, as extremist as Arafat was.All the moderates surrounding him are the same, clearly announcing that they do not recognize Israel as a Jewish state; that Israel must let the 7 (yes, 7) million refugees return to their homes; mainly because they do not believe in two states for two peoples, but rather in one large Palestinian state alongside a small dual-nationality, multi-cultural one that will quickly become part of the Palestinian state, as will Jordan.

Israel erred egregiously in strategic preparation. Since Abu Mazen does not talk about a Palestinian state with 1967 borders as a final goal, but only as a step on the road to erasing the Jewish state, Israel should have exposed that.Instead of expending so much effort in thwarting the idea of declaring a state, Israel should have exposed the extremist Palestinian goals, suggested that the world have the Palestinians sign that once they have a state with the 1967 borders, they will abandon all other goals for eliminating Israel: no more right of return to within Israel, cessation of terror and all forms of violence, cessation of incitement to anti-Semitic hatred.Abu Mazen and his friends could never accept these conditions ands the international arena would realize that this is not a desire for self-determination with which we are dealing, but a desire to destroy the state of Israel.All the Palestinian groups are not prepared to, are not able to and do not want to agree to a country with 1967 borders. Arafat could not force this on them, and Abu Mazen, just as extreme but weaker, certainly cannot and also doesn’t wish to.

Many people, in Israel as well, do not know his extremist personality and that the brilliant idea of declaring a state in September is just a means to continue his plan of annihilation. Exposing his bluff and proving what he is like are the biggest challenge for Israel, but Israel is failing to meet it. The never ending need to thwart terror keeps Israel from being able to deal with the real challenge: the Palestinian aspiration to destroy israel through delegitimizing and dehumanizing. her internationally. The recognition of a Palestinian state is simply a means to advance the goal of eliminating Israel.

The IDF must instruct the residents of Yesha on how to carry on with their lives within their communities and with respect to travel on the roads during this period.My feeling is that the PA has no interest in having an uncontrollable situation on its hands, just as they had no interest in having one on Naqba and Naqsa days. They understand that the IDF and the Jewish residents will not let such disturbances pass them by. Nevertheless, there is still a danger that the whole thing will get out of control, especially in the light of the ability nowadays to fire people up through social networks.In the military sphere: I am not familiar with the details, but I take it for granted that the IDF is suitably organized and that it has learned the lessons of previous events, that it is in contact with the PA and fairly well coordinated with them.In the international arena: the government could have prevented the process in the General Assembly, but today it is a bit late to do anything, although that does not mean there is no need to continue to persuade countries not to support the PA initiative. I regret to say that the handwriting is already on the wall and the General Assembly will support the PA move by a large majority.This is not an existential threat to Israel, at least not in the short term. However, it is another step towards delegitimization and the weakening of our international relations. I have no doubt that the skewed minds of the world will find us new challenges to meet, such as far out legal claims, sending ambassadors to the Palestinians and the like.

European commission president Jose Manuel Barroso has said he believes the eurozone will integrate further with market demands now trumping past ideological debates.My assessment is that the European Union will go further into integration, namely around the eurozone, he told an audience on Tuesday (6 September) during a visit to Australia.He said that in the past debates about the future of Europe were political or even ideological with federalists on the one side and intergovernmentalists on the other.But now with markets calling for mechanisms for quickly dealing with the eurozone debt crisis, the fundamentals of the debate have been altered.Now, the markets are demanding more integration at least for the euro area. They see the need to get ahead of the curve. To do that they have to go substantially further toward fiscal union.The question is whether this can be done under the current treaty situation, and to be able to answer that, we need a lot more details about what is being proposed,he continued.As to how realistic, achievable all this is, we all know what happened with the Lisbon Treaty, and the problems of domestic resistance have not gone away.

No, this will be a long and difficult path, but one that is important for the future.The chancellor said the central question that has to be dealt with is the fact that although all 17 eurozone countries are completely bound to one another, each has control over their national budget.A solution to this thorny issue would lead to a more favourable climate for considering eurobonds, the chancellor indicated.

She also dismissed solidarity as a stand-alone concept. We need solidarity and personal responsibility,she said.It is not those who immediately give in and help others who are right but rather those whose actions lead to a stability union.
Brushing all problems under the carpet and talking about solidarity will not lead us to a stability union.Her speech comes just weeks ahead of a Bundestag vote on extending the powers of the eurozone fund, so that it can buy bonds, something strongly criticised by some in her own party.She reminded deputies that the discussions are not taking place in a vacuum and a rejection would have consequences.

The Dutch government has proposed that highly indebted states be put into guardianship, with spending decisions seized from the elected government and placed under the direct control of a European commissioner.Mark Rutte has radical ideas for the eurozone (NewsPhoto!)If a state is unwilling to surrender its sovereignty in this way, then it would be forced to exit the euro.Member states not willing to make themselves a ward, may choose to make use of the option to leave the eurozone, Dutch Prime Minister Mark Rutte said in a letter to the national parliament co-signed by the finance, economy and foreign ministers.To continue to be part of the monetary union, states should fully respect agreements.Under the proposals, seen by EUobserver, a special European commissioner would be appointed to oversee the budgets of euro-area countries.If a country repeatedly overspends in breach of EU stability pact rules, this commission overseer would be able to intervene directly in the running of the country, in a similar way to how a court intervenes in the running of a bankrupt firm put into receivership, according to officials familiar with the intention of the Dutch government.The commissioner would be given a ladder of intervention under which the level of control of the state would be steadily ratcheted up and applied this ward of the EU executive.

The first rung of the ladder would involve an outside auditor making adjustments to spending to bring down the level of the deficit.If this level of intervention is insufficient, binding measures would be imposed, or the commissioner could order a country to cut spending or raise taxes.The last rung of the ladder would see a country placed under guardianship. The auditor would then draft the budget of a country before sending it to the national parliament for approval.Such states, described in the paper as notorious sinners, would also lose their voting rights in the EU and the delivery of European structural funds would be dependent on compliance with the orders of the commissioner.The guardianship would be accompanied by intensive monitoring and verification of progress at a more detailed level under prior review by the commissioner.The Hague recogises the extreme nature of the proposals, but argues that such measures are necessary if the eurozone is to survive.
For the eurozone and the internal market in their present form to have a future as a stable currency union that underpins our prosperity, there needs to be a radical break with the persistent habit of soft touch approach to agreements.One Dutch official said of the paper: It is not like it would be a takeover of sovereignty, but things do need to get much tougher for countries.Asked whether voters would still consider themselves in a democracy under such extreme conditions, the official said: In that case, they need to take their own responsibility. If you want to be in the club, you have to play by the rules.The paper adds that for the proposal to be implemented, agreement with especially but not exclusively eurozone countries.

A draft proposal will be put forward next week and is already causing a stir in pre-election Denmark.The EU commission doesn't want capitals to randomly put up border controls (MSVG)Freedom of movement of persons is a common European good and decisions affecting it should be taken at EU level,home affairs spokesman Michele Cercone said Tuesday (6 September) during a press conference in Brussels.He explained that the proposals have been requested by member states wanting to have stronger control mechanisms in the so-called Schengen area, a border-free zone comprising of 25 EU and non-EU countries.Under the proposal, likely to be watered down by member states who have to endorse it before it can enter into force, governments will have to ask the EU commission when they want to temporarily re-introduce border controls in case of foreseeable events such as football championships. If approved by the EU executive, the decision is then to be taken by a qualified majority of the member states.In case of unforeseeable events endangering national security or public order - such as a terrorist attack or a nuclear disaster prompting a massive flow of people - member states are allowed to temporarily put in place border checks for a limited period of time, before asking the EU commission and other member states to prolong it.

In the current draft, the number of days is limited to five, after which governments either have to lift the restrictions or go through the EU decision-making process. But EU sources say the number may be altered in the final proposal, due to be presented on 13 September.It is a very brave proposal, to come up with something so pro-European at a time when everybody is going back to nation states, one EU source told this website.The reformist drive was prompted earlier this year by a French decision to deploy border guards and push back Tunisian migrants which had previously arrived in Italy and were granted temporary residence permits.

Federal agencies seize control on Tuesday

Hundreds of firefighters from all the surrounding counties worked two days and nights in a heroic effort to contain the fires, but high winds Sunday night and all day Monday thwarted their efforts. So the call went out for more volunteer firefighters to join the effort from across the state.Before they arrived, however, the federal government showed up and claimed it was in charge of the situation. Agents with the federal National Interagency Fire Center, a coalition of federal agencies including the U.S. Forest Service, assumed command of firefighting efforts Tuesday afternoon,reports The Gonzales Cannon (http://www.gonzalescannon.com/node/6411).

But some Texans aren’t allowing their efforts to be thwarted. FEMA is approving grant money to help pay for some firefighting efforts

• Two fatalities have been reported so far: A young mother and her 18-month-old daughter were killed in Gladewater due to the wildfires there.

• Insurance companies have set up claims camps with large buses and tents to help the locals get their property claims handled. I personally saw several insurance industry buses on the North side of Highway 71 when we drove through.

• Local churches have stepped up to provide aid, including the Ascension Catholic Church, Grace Lutheran Church and First Baptist Church.
• The winds died down significantly all day Tuesday, greatly slowing the spread of the fires. Low winds are also expected to hold out Wednesday. The severe drought conditions in Texas have made the state a fire tinderbox, and any wind over 5-10 mph could easily cause these fires to spread out of control once again (actually, they’re still not even 10% contained, so they’re not in control at all…)
• Rumor report: A DC-10 aircraft that has been retrofitted for firefighting has arrived in Bastrop County, according to reports on a Central Texas news radio station, but the plane will not be operational until Friday because of mandatory government “down time” restrictions on the flight crew. Tropical Storm Nate forms in Gulf of Mexico

MIAMI – Tropical Storm Nate has formed in the Gulf of Mexico, and authorities have issued a tropical storm warning for parts of Mexico's coast.The U.S. National Hurricane Center in Miami says Nate could become a hurricane by Friday. The storm was nearly stationary, moving at just 2 mph (3 kph). Nate is expected to move very little Wednesday and Thursday, and then it will start to move north by Friday.

Nate's maximum sustained winds were at 45 mph (72 kph) Wednesday.Meanwhile, Tropical Storm Maria was swirling in the western Atlantic. It was still far from land and was not expected to strengthen in the next couple of days.Hurricane Katia also continued to blow as a Category 1 storm in the Atlantic and was not expected to hit land.

MIAMI (Reuters) – Tropical Storm Maria formed in the Atlantic on Wednesday while Hurricane Katia churned up the surf along the beaches of Bermuda and the eastern United States, the U.S. National Hurricane Center said.Maria could threaten Puerto Rico and the Leeward Islands of the northeast Caribbean during the weekend, but posed no immediate danger to land.It was about 1,305 miles east of the Lesser Antilles and racing rapidly westward. Maria had top winds of 50 miles per hour (85 km per hour) and could strengthen slightly in the next two days, forecasters at the hurricane center in Miami said.Computer models showed it turning northwest early next week but it was too early to know whether Maria would then curve away from the United States, like Katia is forecast to do.Katia has weakened significantly in the last two days but is still a hurricane with 85 mph winds, making it a Category 1 storm on the five-step Saffir-Simpson intensity scale. It was a Category 4 at its peak.Katia was centered about 320 miles southwest of the mid-Atlantic island of Bermuda and was expected to pass between the eastern U.S. coast and Bermuda by Thursday.

Forecasters said the core of the storm would stay out to sea, but Katia was so wide that its outer squalls could reach the shores of Bermuda, a British territory and global reinsurance hub whose 70,000 residents were under a tropical storm watch.

WINDHAM, N.Y. – Drenched and dispirited, East Coast residents recovering from Hurricane Irene were stuck under the chugging remnants of Tropical Storm Lee Wednesday, some of them grudgingly preparing to move to higher ground yet again as rivers rose.From Maryland to New England, heavy rains swelled waterways, flooded highways and stretched emergency responders already dealing with cleanup from last week's punishing blow from Irene. Sodden ground gave rain nowhere to go but directly into streams, creeks and rivers that rushed a turbid red-brown past rural communities.Now it's getting on my last nerves, said Carol Slater, 53, of Huntersfield, N.Y., on the northern edge of New York's Catskill Mountains and just outside of hard-hit Prattsville.The National Weather Service predicted heavy rain would continue across the mid-Atlantic and Northeastern states through Thursday with anywhere from 4 to 7 more inches falling and up to 10 in isolated pockets. Flood watches and warnings were up throughout the region.New York positioned rescue workers, swift-water boats and helicopters with hoists to respond quickly in the event of flash flooding. Central Texas wildfire destroys nearly 800 homes

BASTROP, Texas (AP) — Firefighting crews started Wednesday to gain control of a wind-stoked blaze that has raged unchecked across parched Central Texas for days, leaving hundreds of charred properties in its wake and causing thousands of people to flee.As the crisis unfolded, Gov. Rick Perry flew off to a Republican presidential debate in California as authorities commanded operations fighting the disaster.At least two people have died in the wildfire, which destroyed nearly 800 homes and blackened about 45 square miles (116 square kilometers) in and around the city of Bastrop, outside Austin, the state capital.The Texas Forest Service said Wednesday that blaze had consumed 785 homes, making it the most catastrophic of the fires that have erupted in the past week across Texas. One of the most devastating wildfire outbreaks in state history has caused four deaths and pulled the state's firefighting ranks to the limit.But Bastrop County Judge Ronnie McDonald also sounded an optimistic tone, saying firefighters had a good night and that no new structures were lost overnight in the battle to contain the 33,000-acre (13,350-hectare) blaze about 25 miles east of Austin. Containment remained at 30 percent.

The forest service said it responded to a total of 19 new fires Wednesday totaling 1,490 acres (600 hectares) across the state, bringing the count over the past week to more than 170 fires consuming more than 130,000 acres (52,600 hectares).Texas Task Force 1, an elite search team that was sent to New York following the Sept. 11 terrorist attacks and to New Orleans in the aftermath of Hurricane Katrina, will be assisting in Bastrop.The team has dogs that can help look for people trapped in debris, Chief Bob McKee told The Associated Press.We also have human remains canines that would scent on deceased persons or animals, McKee said.Crews finally got a reprieve Tuesday from winds pushed in by Tropical Storm Lee that whipped the blaze into an inferno over the weekend. Texas Forest Service spokeswoman April Saginor said the lighter winds were assisting firefighters in their efforts.Even though the fuels are critically dry, the grass is dry and the relative humidity is still pretty low, they were able to take advantage of lower winds, Saginor said.Perry cut short a presidential campaign trip to South Carolina to deal with the crisis, and on Tuesday toured a blackened area near Bastrop.About 1,200 firefighters battled the blazes, including crews from as far away as California and Oregon. Five heavy tanker planes, some from the federal government, and three aircraft capable of scooping 1,500 gallons (5,680 liters) of lake water at a time also helped.The disaster is blamed largely on Texas' yearlong drought, one of the most severe dry spells the state has ever seen. The fire in Bastrop County is the most devastating wildfire in Texas in more than a decade, eclipsing a blaze that destroyed 168 homes in North Texas in April.At least 11 other fires exceeded 1,000 acres (400 hectares) Tuesday, including a 7,000-acre (2,800-hectare) blaze that has destroyed at least 60 homes and threatened hundreds more about 40 miles northwest of Houston. An 8,000-acre (3,230-hectare) fire has destroyed at least six homes in Caldwell County, next to Bastrop County.
