Texas school district will re-tool Arabic culture curriculum

MANSFIELD — Mansfield ISD officials apologized to parents Monday night over a plan to teach Arabic culture in every class at one school. Many parents said they hadn't been told about the mandatory curriculum change.Parents and teachers packed a Mansfield ISD school cafeteria to hear learn more about why Arabic language and culture could soon be embedded in everything their children learn.Veronika Webb is a sixth-grader at Cross Timbers Intermediate School. Her parents adopted her from Russia when she was three years old. She had to learn English, but her language challenges weren't over. She had to learn Spanish when she was in elementary school, and now they want her to learn Arabic, said Bobbi Webb, Veronika's mom.

The Mansfield ISD plans to use grant money to start a program that would look at almost every subject from an Arab perspective, but Monday was the first time they've explained it to parents. Our goal was to focus on the development of the curriculum before we actually rolled that out to parents, said Assistant Superintendent Lamar Goree. Some parents are upset because no one has shown them what information will be taught under the program. It's a porterhouse steak that's been served up on a trashcan lid, said parent Mark Henderson. We love the idea; we just want to be sure we're involved in its development. The idea is to embed Arabic culture in all facets of the school day — from discussing the Arabic roots of the word algebra to serving a Middle Eastern dessert at a class party.I like the idea because a lot of people ... they assume everything Islamic or anything Arabic is terrorist, said parent Kay Hannun.

A major concern is that Arabic culture cannot be taught without including Islam, something Mansfield ISD denies. If it were up to me, it would just be Christian, but my student can benefit from learning different religions, Bobbi Webb said.Hannun agrees. Just teach the culture, how we are, because everybody has this stereotype, and I would like this to be erased. The grant funds an Arabic language class that will start when Cross Timbers students start middle and high school. For now, Mansfield officials say the program is on indefinite hold. They're starting this program over at square one — this time involving parents every step of the way.

We checked around to see what other districts offer.Fort Worth ISD provides instruction in nine languages, everything from Chinese to Russian. Arabic is not one of the languages. The Dallas ISD did not return our calls. We did learn that a public charter school in Coppell offers Arabic. Manara Academy says there is a demand for Arabic speakers.

White House Lies On Blackouts Exposed Paul Joseph Watson

We have become used to seeing politicians distort the truth, but when such lies are brazenly plastered all over the front page of the White House website, it really highlights how much contempt the government has for the intelligence of the American people. When Obama Communications Director Dan Pfeiffer attacked our article blaiming the White House’s anti-energy policies for contributing to the severity of the rolling blackouts that have occurred over the last few weeks, he claimed that the outages had nothing to do with maxed-out grids and were in fact solely the result of mechanical failures. This formed the foundation of Pfeiffer’s charge that our research was unquestionably false, and was used to dismiss our argument that the Obama administration’s strict enforcement of draconian EPA regulations that has led to new clean-burning coal-fired plants being mothballed and other existing ones being shut down, has in turn led to Texas and other states becoming energy-dependent, leading to shortages and blackouts.Whether or not the White House lied comes down to whether the severity of the blackouts was made worse by maxed-out power grids or mechanical failures. The Electric Reliability Council of Texas, the agency that oversees the state’s power, says the energy grid is nearly maxed out, reports WFAA this morning. The agency has warned consumers that if they don’t conserve power this morning, rolling blackouts will likely happen once again.

As people wake up in the morning, they power on the lights, turn on their hairdryers and other electronic equipment as they get ready for the day. That’s exactly what puts pressure on the already maxed out grid, ERCOT says.So there you have it – the severity blackouts is being worsened by maxed-out power grids, not mechanical failures as the White House claimed. While the freezing weather undoubtedly exascerbated the problem, it only highlighted the inherant flaw of not having enough back-up power to meet demand, the blame for which can be laid squarely at the door of the Obama White House.Maxed-out power grids are why Texas is having to rely on countries like Mexico to meet its energy needs.Maxed-out energy grids are a direct consequence of a shortage of new power plants to meet demand. Indeed, contrary to another of Pfeiffer’s falsehoods when he claimed that Texas was not subject to EPA restrictions, one of the delayed power plants that could have alleviated the energy shortage, the Las Brisas Energy Center, has been the subject of an EPA battle with Texas state authorities for the past three years.A federal court ruling last month gave the EPA permission to proceed with greenhouse gas regulation in Texas, temporarily superseding Texas’ non-compliance with the new regulations which came into force on January 2. The White House’s claim that EPA regulations are not currently affecting Texas is a complete fabrication. The Obama administration’s meddling in Texas’ energy policy, through the threat of enforcing new EPA restrictions, has directly led to desperately needed power plants not being built or existing ones being shut down. This is all part of Obama’s publicly stated agenda to bankrupt the coal industry in the move towards a green economy, which has little to do with the environment and everything to do with hollowing out America’s industrial base so that the country may be more easily swallowed up by the post-industrial revolution that remains the goal of the global elite.

CNSC OKS BRUCE POWER SHIPMENT

Opponents plan next step to stop Bruce Power shipments
Author: Paul Jankowski Source: The Sun Times Date published: Fri, 2011-02-18

Opponents on both sides of the Canada-U.S. border are continuing efforts to stop the shipment by Bruce Power of 16 decommissioned radioactive steam generators through the Great Lakes and St. Lawrence Seaway.Sierra Club Canada was to hold a conference call today to discuss a possible court appeal of the Canadian Nuclear Safety Commission's Feb. 4 decision to grant Bruce Power a licence to transport the generators, which the company and CNSC consider low-level nuclear waste, to Sweden, John Bennett, the club's executive director, said Thursday. The CNSC decision can be appealed to the Federal Court of Canada within 30 days of being handed down, according to Aurele Gervais, the spokesman for the commission. We don't know exactly what the legal challenge will be, but lawyers I've talked to sort of preliminary all think there might be some grounds. The point of our conference (call) this week will be to discuss what the grounds might be and then who will actually join the action, Bennett said. If Sierra Club is reasonably convinced we have a reasonable chance we will undoubtedly be part of that. This fight's not over by any means.Bennett said while the only avenue left to contest the plan in Canada is a court challenge, Sierra Club was working with partners in the United States who are focusing on the process there.

Bruce Power needs permission from regulators in the United States and Sweden before proceeding with its plans to send the huge generators, which weigh 100 tonnes each, to Studsvik Nuclear AB, in Nyköping, Sweden. Studsvik would separate and recycle the uncontaminated steel in the generators and return the rest, an estimated 10%, to Bruce Power for storage at the western waste management facility. Both Bennett and the Canadian Environmental Law Association referred questions about the American approval process to Kevin Kamps, the radioactive waste watchdog of Beyond Nuclear, a non-profit organization based in Takoma Park, Maryland, a suburb of Washington DC.Kamps said any approval would come from the Pipelines and Hazardous Material Safety Administration (PHMSA), which he called an obscure agency of the Department of Transportation. It's little known actually. I'd never heard of it before this steam generator issue came up, he said.Kamps said opponents of Bruce Power's plans in the U.S. would push for full environmental impact statement hearing, which would include public meetings and public comment process.Whether one would be held, he couldn't really say.PHMSA has in the past decade or more approved 17 waterborne shipments of large radioactive nuclear components, Kamps said. Only one of them was on the Great Lakes. It was two steam generators . . . from northern Wisconsin down to Memphis, Tennessee. So we assume it went through the waterways of Chicago, but definitely on Lake Michigan.Kamps said it was our assumption, not having done the research yet . . . that PHMSA did a rudimentary environmental assessment and a quick finding of no significant impact, which is in our opinion very much a rubber stamp process in its earlier approvals.

Now they've got a large amount of attention on both sides of the border and to the best of our ability we're not going to let them get away with a rubber stamp like that this time.Part of the merit to our argument is they have issued these quick approvals of these past shipments without looking at the inherent risks of waterborne radioactive waste shipments, especially on the Great Lakes, he said. One of the concerns Beyond Nuclear has is the precedent the Bruce Power shipment would set, Kamps added. It's so large, 16 steam generators. It's getting exemptions galore from ordinary standards. But it also is a precedent for much worse to follow, which would be high-level radioactive waste shipments. The Lake Michigan steam generator shipment is a good cautionary tale he said. It took place in late 2001, it happened very, very quietly. I would even say secretly. Environmental watchdogs were in the midst of fighting a proposal to set up a high-level radioactive repository at Yucca Mountain in Nevada and on high alert for any nuclear shipments and it went by us without anybody knowing about it. We didn't find out about it until Bruce Power bragged about it. They said this is not unprecedented, what we're about to do.David Ullrich, the Chicago-based director of the Great Lakes and St. Lawrence Cities Initiative, said that group remains opposed to Bruce Power's plans. He said he has so far been unable to obtain information from the U.S. Department of Transportation about its approval process because they tell us they haven't received an application yet.Bruce Power spokesman John Peevers said earlier this week that the company has yet to make its applications to American and Swedish regulators. We have been asked to appear before a parliamentary committee . . . to talk about the project, which we welcome. So right now we're kind of focused on that. We see it as a good opportunity to tell the story and present scientific-based factual information.

The House of Common's standing committee on natural resources has set aside two days — March 8 and 10 — to examine the decision of the Canadian Nuclear Safety Commission (CNSC) concerning the proposed shipment of 1,600 tonnes of radioactive steam generators by Bruce Power, the broader policy framework governing import and export of radioactive waste from Canadian territory, transport of radioactive waste through the Great Lakes and the St. Lawrence River, and recycling of radioactive metal for free release into the marketplace, according to the minutes of a committee meeting in Nov. 10.The committee has invited CNSC president Michael Binder, representatives of Bruce Power, Mayor Gaëtan Ruest of Amqui, Que. Ullrich, Patrick Madahbe, the Grand Council chief of the Union of Ontario Indians, and Gordon Edwards of the Canadian Coalition for Nuclear Responsibility to testify and others may yet be asked to attend, Andrew Lauzon, the clerk of the committee, said. There has also been opposition in the UK to the shipment. The Nuclear Free Local Authorities, an umbrella group that has received policy support from 75 local governments there, has expressed its deep alarm about the plan. We don't want them passing by our waters and putting our communities at risk. The waste should remain in Canada and be safely managed there, NFLA chair Bailie George Regan was quoted as saying in announcing the launch of a campaign to stop the ship from passing through British waters.Peevers said the ship carrying the generators would travel through international waters once it reached the Atlantic until it got to Sweden.Link to source site: http://www.markdalestandard.ca/ArticleDisplay.aspx?e=2983925

UPDATE FEB 9,11 THE TRACK OF THE NUCLEAR WASTE.

Radioactive river cargo THE SUN TIMES FEB 9,11

On February 4, 2011, the Canadian Nuclear Safety Commission authorized the export of 16 used radioactive steam generators from a nuclear power plant in Ontario. Communities along the St. Lawrence River and the Great Lakes are concerned about the threat posed to drinking water.

1Transported by truck from Tiverton, on the shores of Lake Huron, to Owen Sound.

2 Loaded aboard a ship.

3 Transported through the Seaway and the St. Lawrence River.

4 Transported across the Atlantic Ocean and the Baltic Sea.

5 Recycling

Dismantling of the generators at the Studsvik plant in Nykoping, Sweden, to recover metals.

6 Back to Halifax

Return of concentrated nuclear waste (10% of the initial charge) in Halifax, then by land to Ontario.

On-site storage of used generators is a more secure, but more expensive, solution.

Each generator is the size of a school bus and becomes contaminated by radioactive material during its life.

City mayor comfortable with Bruce Power shipping plan
By Denis Langlois FEB 7,11 THE SUN TIMES

Owen Sound Mayor Deb Haswell says she is comfortable with the decision by Canada's nuclear regulator to allow Bruce Power to ship low-level radioactive steam generators out of the Owen Sound Harbour and to Sweden for recycling. They are the Canadian Nuclear Safety Commission. It is their role to ensure the safety of all things nuclear and they are the experts we refer to for advice and recommendations, she said Sunday in an interview. The CNSC announced Friday it has granted Bruce Power a transport licence and certificate, which are valid for one year, to ship 16 decommissioned, school bus-sized steam generators through the Great Lakes and to Studsvik Nuclear AB in Sweden.Bruce Power must still secure approvals from regulators in the United States and Sweden to transport the generators. In a news release, the CNSC said the commission is satisfied that the risk to the health and safety of the public and the environment posed by the proposed activity is negligible.Haswell said she is confident the CNSC made the responsible decision.

She said she plans to speak by telephone with Bruce Power officials today to arrange a time for the company to publicly discuss its transportation plan in more detail at a city council meeting. The company's plan is to truck the generators one by one from its site in Tiverton to the Owen Sound Harbour where they will be loaded onto a ship.
Haswell's predecessor Ruth Lovell Stanners had raised concerns about the shipment plan, but Haswell has always publicly said she has full confidence in any decision by the CNSC.Bruce Power's shipment plan has been controversial from the start. Critics forced the CNSC tribunal to hold two days of public meetings on the plan in September. Seventy-seven interveners delivered submissions to the tribunal.Critics said they fear the plan will set a dangerous precedent for shipping nuclear waste through the Great Lakes and raised concerns about potential threats to human health and the environment. The environmental group Sierra Club Canada released a statement in which it described the CNSC's approval of Bruce Power's plan as a sweetheart deal.

The shipment to Sweden sets a dangerous precedent that will lead to thousands more tonnes of nuclear waste being shipped across Eastern Canada, hugely increasing the likelihood of a spill, accident or dangerous material getting into the hands of terrorists, the group said in the statement. The shipment was opposed by municipalities, First Nations and hundreds of individuals who provided a mountain of testimony and evidence to the CNSC last fall.We did everything right. We followed the play book but the game was rigged from the beginning. We asked for an environmental assessment - denied. We asked for intervener funding - denied. We worked with individuals, municipalities and First Nations and our views - ignored. Justice for the environment - denied.Article ID# 2965203

FEBRUARY 4, 2011, 8:29 P.M. ET.Canadian panel OKs nuclear shipment on Great Lakes . Associated Press

TRAVERSE CITY, Mich. — The Canadian Nuclear Safety Commission has approved a shipment of 16 scrapped power generators with radioactive contents across three of the Great Lakes. The panel announced its decision Friday, turning aside objections from environmentalists and some local officials in the region who said the lakes would be contaminated if there were an accidental spill.Bruce Power Inc. plans to send the spent generators to a recycling plant in Sweden aboard a 387-foot cargo vessel. Each generator is about the size of a school bus.The shipment would depart from a port on Lake Huron's Owen Sound and traverse Lakes Erie and Ontario, plus the St. Lawrence River, before reaching the Atlantic Ocean. The company says recycling the generators would be good for the environment.

CNSC approves Bruce Power shipping plan
By Paul Jankowski - FEB 4,11 THE SUN TIMES OF OWEN SOUND

The Canadian Nuclear Safety Commission gave Bruce Power the green light Friday to ship 16 decommissioned steam generators to Sweden for recycling. The company still needs permission from regulators in the United States and Sweden to transport the generators, which the company and the CNSC consider low-level nuclear waste, to Studsvik Nuclear AB in Nyköping, Sweden, Bruce Power spokesman John Peevers confirmed. The company has not started the process of seeking those approvals, he added. The way it works we first have to apply to the Canadian regulator, the Canadian Nuclear Safety Commission. Now that we have that approval we'll take the next steps. The CNSC transport licence and certificate is valid for one year, the regulatory agency said in a news release. How long it will take to get the other required approvals is completely out of our hands, Peevers said.Right now, we're just pleased with the announcement today . . . we've always believed this is the right thing to do to reduce our environmental footprint and we're pleased the soundness of our case has been verified by the CNSN.Bruce Power wants to truck the generators, which each weigh about 100 tonnes and contain four grams of radioactive material, from the nuclear power complex near Tiverton to Owen Sound, where they will be put on a ship and carried through the Great Lakes and the St. Lawrence Seaway, then across the Atlantic to Sweden.

Studsvik Nuclear is to recycle 90% of the steel from the generators and return the rest to Bruce Power, which will store it at the western waste management facility, under the company's plan.Critics lined up against the proposal and forced the CNSC to hold two days of public hearings in September.CNSC staff supported Bruce Power's plans. However, opponents argued, among other things, that sending the nuclear waste through the Great Lakes would set a dangerous precedent. They are also concerned about the consequences if the ship sank, leaving the cargo on the bottom of a lake.
During its hearings, CNSC commissioners heard submissions from 77 interveners. Commissioners then requested additional information from staff and later also allowed additional time for supplementary written submissions from hearing participants.Based on its deliberations, the Commission is satisfied . . . that the risk to the health and safety of the public and the environment posed by the proposed activity is negligible. The commission is satisfied that Bruce Power is qualified to carry out the activities to be permitted under the licence and certificate and that Bruce Power will make adequate provisions to protect the environment, the health and safety of persons and to maintain national security and measures required to implement Canada's international obligations, the CNSC said in Friday's news release.A 44-page record of proceedings including reasons for decision the CNSC also released Friday afternoon said the commission includes in the licence the conditions set out in the draft licence attached to CMD 10-H19.C.

Peevers said he did not know what those conditions were. The company only found out about the CNSC decision at 4:40 p.m. Friday and it's really too early for us to even comment on that. This is something we just received within the last hour that we haven't had time to review it in detail. As I said, we're pleased with the announcement and we're going to take the next steps.Article ID# 2963726

House GOP Leaders Blindsided By Patriot Act Defeat 09:35 am February 9, 2011NPRby Frank James

National Security Agency (NSA) headquarters at Fort Meade, Maryland, January 2010.

If the House's new Republican leaders were going to fail to pass any particular piece of legislation, you wouldn't expect it to be an extension of several Patriot Act provisions. The Patriot Act, a Bush Administration legacy, has typically been more strongly supported by Republicans than Democrats. But the House leadership was blindsided Tuesday evening when a Patriot Act extension was defeated.Several new GOP lawmakers from the Tea Party wing who, in principle, are suspicious of federal power, joined other Republicans as well as House Democrats to torpedo the extension.

The legislation failed on a 277-148 vote, coming seven votes shy of the two-thirds margin needed to pass bills under House rules normally reserved for non-controversial legislation. It was the biggest defeat for the House's new GOP managers since they took charge last month.House Republicans vow to bring the bill up again under chamber rules that would require just a simple majority. The Obama Administration supports the extension. As NPR's Carrie Johnson who covers the Justice Department reported:The FBI's authority to conduct some kinds of surveillance and get business records expires at the end of February. So the defeat of a House plan to extend the deadline until the end of the year threatens to throw the law enforcement community into disarray.A GOP aide blamed the situation on new lawmakers who don't understand the Patriot Act and on Tea Party favorites who reject broad federal powers.

The Senate will try to push forward its version of the plan next week. Now the question is whether Republicans in the House can work with Democrats in the Senate with only two weeks of room to maneuver.Aides to Republican leaders also blamed Democrats who had voted for such an extension during the last Congress but didn't this time. They also blamed House Majority Whip Kevin McCarthy (R-CA) whose job it is to count the votes before the actual vote and twist enough arms to gain passage.

From National Journal:I am surprised that so many Democrats who supported an extension of these very same provisions last Congress suddenly changed their votes, said House Judiciary Committee Chairman Lamar Smith, R-Texas. President Obama supports a reauthorization of these important national security tools. And the House bill provides Congress with the opportunity to engage in a thorough review of the provisions as we consider a longer reauthorization. It's unfortunate that partisan politics seems to have prevented so many Democrats from doing what's best for America's national security.GOP aides, however, were pointing the finger at House Majority Whip Kevin McCarthy, R-Calif. Aides said McCarthy failed to whip the vote, which led to the embarrassment of the bill falling short and leaders being caught off guard. For Democrats, it was an opportunity for a little payback, to bloody the noses of the House's new GOP managers. But the vote also demonstrated the impact of the House losing so many of its more centrist Democrats. Some of those who were defeated in the mid-terms or retired would have likely provided the necessary votes to pass the extension. But they weren't there.Instead, the House Democrats who remain are more liberal. And they could hardly contain their joy at the House leadership's failure to pass the bill.

An excerpt from The Hill:Veteran Democratic Rep. Barney Frank (Mass.) exited the House chamber boasting that the GOP unsuccessfully held the scheduled 15-minute vote open for a total of 35 minutes to twist enough Republican arms to change the outcome.
They didn't have the votes! They kept trying to get them to switch, but couldn't get them, Frank exclaimed as he walked through reporters in the Speaker's Lobby, which is just off the House floor.Democratic Rep. Lacy Clay (Mo.) laughed as he told The Hill, We're so happy, I'm so happy. I voted against it. They tried to get enough Rs to switch their votes, because the Tea Party voted no also... but it wasn't enough.

Israeli army chief urges readiness for war

The Israeli army chief has urged Tel Aviv to make preparations for an all-out war over the recent developments across the Middle East, a report says.Israel’s Chief of Staff Lieutenant General Gabi Ashkenazi has said that given the recent revolution protests across Middle East, Israel must prepare for a battle in several theaters, Ynetnews quoted him as saying on Monday. The outgoing military chief also said, The connection between the different players requires us to contend with more than one theater.Ashkenazi warned of the transpiration of a radical camp in the Middle East, adding that the moderate camp among the traditional Arab leadership is weakening.

Because of this spectrum, we must prepare for a conventional war…it would be a mistake to prepare for non-conventional war or limited conflicts and then expect that overnight the forces will operate in an all-out war, he went on to say.In December 2010, Israel’s Deputy Prime Minister Silvan Shalom threatened Palestinians in the Gaza Strip with a new war, saying that Tel Aviv would have to respond and respond with all our force if the Palestinian resistance fighters did not stop firing their home-made rockets into Israel. In late December 2008, Israel launched a devastating war against the coastal Palestinian territory where more than 1,400 Palestinians — mostly civilians — were killed in three weeks of relentless Israeli land, sea and air strikes.

NETANYAHU WARNS ISLAMIC RADICALS WANT TO BUILD A NEW CALIPHATE Posted: February 9, 2011 by joel c rosenberg

Israeli Prime Minister Benjamin Netanyahu delivered an important address to a policy conference in Jerusalem on Monday of some 400 European lawmakers and dignitaries, organized by the European Friends of Israel. During the address, which I encourage you to read in its entirety, Netanyahu warned of several serious threats to world peace and Western civilization:

1.The expressed ambition of Shia and Sunni Radical Muslims to build a Islamic kingdom or caliphate that will encompass the Middle East and North Africa, and then Europe, and then North America, and then the entire world. Netanyahu did not say the caliphate would be achieved, but he rightly warned that this is what the Radicals want to achieve.
2.The rise of an Iranian regime with nuclear weapons and ballistic missiles that can not only reach Israel but more and more of Europe.
3.An Egypt that doesn’t develop into a peaceful, moderate, secular democracy with a prominent role for the military to provide stability and security but into one of two other scenarios: A) one in which the Islamists exploit the[ir] influence to gradually take the country into a reverse direction, not towards modernity and reform but backward; or B) one in which Egypt would go the way of Iran, where calls for progress would be silenced by a dark and violent repression that subjugates its own people and threatens everyone else.

Netanyahu did not say these threats would inevitably come to pass. To the contrary, he stated clearly, The good news is that nothing is inevitable. We have the power to protect our common civilization, to roll back the forces of radicalism and to advance a secure peace. One of the keys to defeating this fanaticism is to be able to distinguish friends from enemies. Well put, Mr. Prime Minister. Let us pray more people have ears to hear, eyes to see and hearts to understand.

Excerpts from PM Netanyahu’s address: Our commitment, our goal is the maintenance and the expansion of peace. But as we think about the dramatic events that are taking place in Egypt, let’s not lose sight of an even greater earthquake, greater than everything that I described, that could rock our region and rock the world and rock each of your countries and Europe if Iran were to develop nuclear weapons.
Here’s what Iran is doing today. It’s in Afghanistan; it’s in Iraq; it’s in the Yemen; it’s pretty much taken over Lebanon; it’s taken over Gaza; it’s in the Horn of Africa; it’s even sending its tentacles to the Western Hemisphere, penetrating Latin America. This is what Iran is doing today without nuclear weapons. Imagine what they will do tomorrow with nuclear weapons. Iran already has missiles that reach well beyond Israel. They’re not developing these long-range missiles for us; they can reach us. They’re developing it for you, to reach you. With each passing day, those missiles bring more of Europe into range. And I have some bad news for you: Jose Maria, you’re in the caliphate. They talk about a new caliphate. There’s anyone here from Romania? Borderline. Sweden? You’re out of it for now. They say they can’t possibly mean this, it cannot be that in the 21st century people speak of caliphates, of new-found empires, of an ideology that is suited not for the 21st century but for the 9th century. I urge you not to underestimate this threat to our common civilization. It’s hard for people to understand, especially for Westerners. It’s hard for them to understand fanaticism – especially if sometimes it wears a suit and a tie, or a suit without a tie. It’s very hard to understand that. But it’s there.

You ask yourself, for example, what was the Taliban thinking when they enabled the dispatch of al-Qaida to bomb New York and Washington. What were they thinking? Were they thinking that the United States would not send an army to bring down their regime? Could they have been that crazy, or that stupid? They weren’t stupid. They were totally irrational.Today there’s a competition between the militant Sunnis and the militant Shiites. The militant Shiites have a state. That state is developing nuclear weapons, with unbridled ambitions for power and dominance. They see the United States as the great Satan, we’re the little Satan, and you’re somewhere in between. You’re a middle-sized Satan. That’s how they view us. And there’s no room in the world, in their world, for us and for our societies.I believe that the greatest threat facing the world today is the possibility that a militant Islamic regime will meet up with nuclear weapons, or that nuclear weapons will meet up with a militant Islamic regime. The first is called Iran, the second is called Pakistan. Given the events that are unfolding in our region, there are other possibilities as well. This cannot be allowed to happen.

The good news is that nothing is inevitable. We have the power to protect our common civilization, to roll back the forces of radicalism and to advance a secure peace. One of the keys to defeating this fanaticism is to be able to distinguish friends from enemies. In this battle between the 21st century and the 9th century, between freedom and despotism, between progress and primitivism, Europe and Israel stand squarely on the same side…..

-We should not doubt that when[al Qaeda's Ayman] Zawahiri and his cohorts heard the news from Tahrir Square, they were probably jubilant that the revolution they had sought for so long had begun. They were likely also frustrated that they were not there to hijack it and lead it toward the radical Islamist state they seek. Zawahiri is probably doing whatever he can to play catch-up—to dispatch his supporters to Egypt to take control of the revolution.
-If there is a need for a speedy resolution to the present impasse, the answer should not be an accelerated move to new elections. Where elections are concerned, speed kills. Elections are an important element of democracy, but they are not synonymous with democracy. Few things can do more harm to a nascent democracy than premature elections. To see the proof, look at the Bush administration’s disastrous insistence on elections in Palestine and Iraq well before those societies were ready for them. Egypt is not ready to have good elections. It needs a new constitution and time for viable political leaders to establish parties, something the Mubarak regime prevented for 30 years. It is an open question whether eight months will be enough, but advancing that timetable would be incredibly reckless….It could be disastrous if the Brotherhood got to pick the next president of Egypt simply because it was the only organized party when elections were held.

Address by PM Netanyahu to the European Friends of Israel Conference
7 Feb 2011

It's very good to see all of you, to welcome you in Jerusalem. It is a great city that has great significance for each of your countries and for Europe. I was recently in Athens and my friend George Papandreou took me to a nightly visit to the Acropolis. It was very moving, very moving. I learned that 2500 years ago the Greeks took the ropes of the bridge across the Bosporus. They burnt the bridge after they won the war against the Persians. They took the ropes and put them in the Acropolis, in the Parthenon, as a testament to their values, the values that they safeguarded in the battle for freedom.

So there were two sources of freedom for Western civilization that grew out of these two places. One was in Athens and the other is in Jerusalem. And a few hundred years before that, when this man depicted here, King David, you see him with the harp - when he was here, there was a prophet who said that he committed a great sin. He took one of his commanders and sent him to the front in order to gain the commander's wife. That's probably Batsheva right behind him. And the prophet described how a rich man takes the poor man's lamb. The poor man had only a little lamb, one little lamb. And the rich man took it and he said, What should we do with this man? And he said, Well, he has to be punished. And the prophet stands before the king and he says, You are that man. This is inconceivable in ancient times, but what is more inconceivable is that people wrote this down in the Bible. The idea is that men are governed by laws, by moral laws, and not by men; that they have innate rights, innate freedoms. This was a revolutionary idea. Well, it came from this Acropolis here. If you visited the Temple Mount, that's the other Acropolis.

Now people say, well, you don't really have an attachment to this land. We are new interlopers. We are neo-crusaders. If I could I would invite each of you into my office. You would see a display of antiquities from the Department of Antiquities. It's in a little stand like this. And from the place next to the Temple wall, the Western Wall, from around the time of the Jewish kings, they found a signet ring, a seal of a Jewish official from 2700 years ago, and it has a name on it in Hebrew. You know what that name is? Netanyahu. Now, that's my last name. My first name, Benjamin, goes back a thousand years earlier to Benjamin the son of Jacob who with his brothers roamed these very hills. So we have some connection to this land, but we recognize that others live in it too. We want to make peace with them but we have this basic millennial connection to this land. Part of the campaign against Israel is the attempt to distort not only modern history, but also ancient history. There was no Jewish Temple - did you hear that one? Well, I'd like to know where were those tables that Jesus overturned? Were they in Tibet? There's an attempt to rewrite history - ancient and modern and to deprive the Jewish people of their connection to their ancestral homeland and this is why I so welcome the fact that you come here to Israel, to Jerusalem - perhaps next time to my office. You will not be spared. Now the Jewish people did not have many friends in Israel in the long history that we had, so we appreciate our friends, but especially at times of uncertainty. And this is why I want to thank you, each of you, for proudly calling yourselves European Friends of Israel. I deeply appreciate your steadfast support, your friendship, your uprightness, your courage. It requires courage to stand against the stream. This is what true leaders are made out of. All of you are leaders - you wouldn't be here without that.

As I've indicated, the connection between Israel and Europe is bases on shared values, deep values from which springs European civilization and also shared interests. In the Middle East, Israel is the only country on which you can say that both things are true - shared values and shared interest. In the most profound sense, in the deepest sense, we are you and you are us. We form part and parcel of the same civilization. We share a common heritage and we share a common future. We were in the Speaker's office just now, and there's a picture of Herzl, the modern prophet, like a biblical prophet who appeared in the history of our people over a hundred years ago, and he spoke about the rebirth of the Jewish State, and he was asked, "once founded, once established, how long would the Jewish State survive?" And his response, I'm paraphrasing it, basically the ideas was, the Jewish State would survive as long as Western civilization survives. There are those who say today, and vice versa - because we face common challenges. And at a time of uncertainty, the bonds that bind us together are more important than ever, and we're definitely living in times of uncertainty. The sands between Pakistan and Gibraltar, they're shifting. A few weeks ago, the ground moved in Tunisia, and then the earthquake hit Egypt, and we still don't know how far and how deep, and where the tremors will reach, but I think one thing has been brought into very sharp relief by the events of the past few weeks. Israel is an island of stability in a very unstable region. Between the great swathe of earth west of India up to the Atlantic Ocean, going from North Africa through the Middle East, through Afghanistan and Pakistan, and all that vast land, Israel is the one true and certain place of stability.

Why? We are stable because we're a vibrant democracy anchored in robust democratic values. Of course there is no contradiction between the Jewish nation-state and a democratic state. A Jewish nation-state that recognizes the fact that the Jewish people were scattered as a minority - never had a land of their own. I was in China when I was Prime Minister the first time. There's a first time and a second time. Jose Maria and my friends, it's not a suggestion, I'm just telling you that this is not an impossible development. So I was in China, and I was speaking to the president of China, Jiang Zemin, and he said to me, I really admire the Jewish people. So I said, I really admire the Chinese people. And he said, well, the Jews and the Chinese are two of the oldest civilizations in the world. And I said, yes, and then I put my foot in my mouth, I said, yes, India, China and Israel are three of the oldest civilizations and he agreed. And then I said, but you notice there's a difference. He said, what's the difference? I said, how many Chinese are there in the world? He said, I think about that time, about 1.2 billion and, how many Indians? He said, about 1 billion. And I said, how many Jews? He didn't know. I said, there are about 13 million Jews in the world. And there was a stunned silence in the room. That's a small suburb of Beijing. I said, that's odd because we numbered about ten percent of the population of the Roman Empire, so by extrapolation we should have had about a quarter of a billion Jews today in the world. That's clearly not the case so what happened, he asked me.

And I said a lot of things happened, but they boiled down to one basic thing. You, the Chinese kept China - you had Diaspora, but you kept China. The Indians kept India. They had Diasporas, but they kept their home base. And we Jews lost our homeland and were scattered to the far corners of the earth and we were subjected to a horrific campaign of persecution, pogroms, displacement, murder, until the last and worst pogrom, and the Holocaust that destroyed all the Jews on the soil of Europe and also the Jews of North Africa and beyond. So for the last 2,000 years what we've been trying to do is get back to our ancestral homeland and reestablish a sovereign existence for our people so we can continue our national life with our heritage and our values of freedom, and this is an encapsulation of our history and we did come back. We did reestablish our sovereignty. We did establish a vibrant democratic state. We are anchored in those values and because of those values of freedom, of choice, of pluralism; Israelis are innately sympathetic to the advance of genuine democratic reform in all countries. We feel a natural bond with countries where the rights of women, the rights of gays, the rights of minorities are respected - where people are governed by laws and not by men. This is something we innately identify with and you innately identify with because these are things democratic societies that citizens in such societies consider to be their birthright, and they're rightly precious to all of you - to everyone present in this room.

Now the 20th century saw a great part of humanity enter the modern age with an unprecedented expansion of political and economic liberty. But for many in the Middle East, the 20th century skipped them by. Now 21st century technology is reminding them of what they missed. We are sympathetic to all those who are working to reform their own societies and to bring them into the modern world. Many of you come from Eastern and Central Europe. I remember what we felt in the great events of 1989. I remember the jubilation in Berlin and in the capitals of Eastern Europe. We all felt the promise of a new day. And that day has arrived. All of you have arrived. You've come here today to Israel from Poland, from the Czech Republic, from Hungary, from Romania, from the Baltic countries and many other countries. You are testament to the possibility of progress and liberty. There's no one else who can better describe this promise than you.Yet at the same time, history also argues for caution when it comes to revolutions. Even those revolutions started in the name of freedom. We know of many examples of anti-democratic forces that co-opted a people's genuine desire for liberty and instead established brutal regimes that snuffed out liberty - just crushed all human rights into the dust. You're familiar with one example, it happened in 1917. A few months of a Russian spring under Kerensky, then turned into a 70 year Bolshevik winter. And this happened again in our region in 1979. The Iranian people's hope of a new democratic dawn, turned into the darkness of thirty years of brutal repression. So while we all hope that every country succeeds in walking down the path of reform, history teaches us not to assume that any destination is inevitable. In the case of Egypt, there are many possible outcomes beyond the liberal, democratic models that we take for granted in our own countries.

First, Egyptians may choose to embrace the model of a secular reformist state with a prominent role for the military. There is a second possibility that the Islamists exploit the influence to gradually take the country into a reverse direction - not towards modernity and reform but backward. And there's still a third possibility - that Egypt would go the way of Iran, where calls for progress would be silenced by a dark and violent despotism that subjugates its own people and threatens everyone else. You just have to remember the brutal crackdown in Iran 18 months ago. In Tehran, there was no dialogue, no reform, no restraint, nothing. In the squares of Cairo, with all the turbulence and some tragedy, Egyptians read papers on the tanks of their soldiers. In the squares of Tehran, Iranians were gunned down systematically and left choking on the sidewalks on their blood.I don't know what will happen in Egypt. But from Israel's perspective, our interest is clear. Our interest is to maintain the peace that we have enjoyed for three decades. That peace has brought quiet to our southern border and it served the strategic interests of both countries, and brought stability to the region, in fact to the entire Middle East.We expect the international community to be equally clear that it expects any Egyptian government to maintain the peace. The peace with Jordan is also critically important to us. Since 1970, we've enjoyed a de facto peace on our eastern frontier with the Kingdom of Jordan. Both the late King Hussein and King Abdullah have been genuine partners for peace. And that peace has also served the strategic interests of both countries and increased stability in the region. Some of us are old enough to remember what it was like before we had that peace.

I joined the army in 1967. And I remember as a young soldier crossing into Jordan many times in battle, in firefights. And I remember fighting along the banks of the Suez Canel. I remember fighting in the Suez Canal and in one of those firefights, I was actually about to drown in the Suez Canal with a forty pound ammunition pack on my back and with my last gasp of breath, I went to the surface, put my hand up and somebody on a semi-punctured zodiac commando boat of ours reached his hand and put me on the boat. People are still trying to figure out whom that soldier was who was foolish enough to reach down into the water to save me. We remember what it was like. We remember when our friends died in battle. We remember when we had a multi-front war. We remember the pain, the anguish, of grief, ours and that of our Arab neighbors. We remember. And so we bless the fact that for over 30 years on the Egyptian front and close to 40 years on the Jordanian front, we've had peace. There's a new generation in Israel and in Egypt and in Jordan that has grown up without war. So a new generation of Israelis and Egyptians and Jordanians who grew up without war. So we have to do everything in our power to preserve this blessing for future generations as well. And we want to expand the peace; we want to expand it with our other neighbors, specifically with the Palestinians. We want to forge a lasting peace. We have to maintain the present peace treaties and create new ones. These are big challenges.I've been saying in the Knesset just about every week that in our pursuit of peace, we have to ensure that there are rock-solid security arrangements, both to protect the peace, to reflect the reality on the ground today, but also to reflect the fact that that reality can change tomorrow. We need a peace anchored in iron-clad security arrangements both to bolster the peace itself, but also to protect our security if the peace unravels, and the peace can be unraveled from without. We left Lebanon - Iran walked in with Hizbullah. We left Gaza - Iran walked in with Hamas. It could be unraveled from without. It could be unraveled from within.

Our commitment, our goal is the maintenance and the expansion of peace. But as we think about the dramatic events that are taking place in Egypt, let's not lose sight of an even greater earthquake, greater than everything that I described, that could rock our region and rock the world and rock each of your countries and Europe if Iran were to develop nuclear weapons. Here's what Iran is doing today. Because the European Friends of Israel are the European friends of Europe. They are the European friends of our common civilization, our common roots, our common values, our common aspirations for the future. If we stand together; if we solidify this partnership we have the strength, the will and the determination to protect and secure our common future.Thank you from the bottom of our hearts. No Escape from the TSA’s Sexual Molestation and Naked Body Porno Scanners

Back in January there was a healthy sign that a handful of airports around the country were saying no to the TSA and its sexual molestation searches and naked body porno scanners. Airport managers said they are opposed to the federal government telling them how to run security. The TSA has grown too big and we’re unhappy with the way it’s doing things, Larry Dale, president of Orlando Sanford International Airport, told MSNBC.My board is sold on the fact that the free enterprise system works well and that we should go with a private company we can hold directly accountable for security and customer satisfaction.Airports in Los Angeles, the Washington, D.C. metro area and Charlotte, N.C., were also considering telling the TSA to take a hike.Rep. John Mica, a Florida Republican and chairman of the House Transportation and Infrastructure Committee, encouraged the country’s 200 biggest airports to opt out. Mica said the TSA is a bloated, poorly focused and top-heavy bureaucracy. The TSA immediately attempted to control this dangerous trend. TSA sets the security standards that must be followed and that includes the use of enhanced pat-downs and imaging technology, if installed at the airport,TSA spokesperson Greg Soule said in response.

The TSA eventually offered a fig leaf to ward off disenchantment. It turned out to be nothing but a smoke screen. The Transportation Security Administration is still taking applications from airports looking to shift over to private security screeners, but those applications probably aren’t going anywhere, the agency explained, reports Government Security News.In addition, the TSA declared that sexual molestation searches and dangerous naked body porno scanners to be the iron-clad rule of the day that cannot be deviated from. You may recall a recent post where I wrote about the TSA contract screener program. I posted because many were under the wrong impression that screening from contractors is or would be different than federal screening. The post explained how airports that opt out of TSA screening are still regulated by TSA. In a nutshell, the screening is the same, explains Blogger Bob on the TSA blog.On January 28, TSA boss John S. Pistole said that he had decided not to expand the contract screener program because he did not see any clear or substantial advantage to do so. Mr. Pistole said airports that currently use contractor screening will continue to be regulated by TSA and required to meet our high security standards. In short, there will be no escape from federal Gestapo zones where sexual humiliation and submission to the state are the order of the day.

Obama’s initial choice to head up the TSA was Robert Harding, who wanted to turn the TSA into a military intelligence operation that would expand to bus and train stations. Fortunately, Harding was rejected, but that did not stop Pistole’s TSA from implementing intrusive pat-downs and naked body scanners. On Sunday, the TSA in partnership with a military contractor and the private sector – the very essence of fascism – gave us a glimpse of the future during the Super Bowl. Everyone entering the stadium must pass through a magnetometer, such as those used at airports, and get a pat down as part of the screening process. The majority of fans will enter through checkpoints on the east side of Cowboys Stadium, reported the Dallas Star-Telegram on Friday. An array of high-tech surveillance technology was used on fans.

The electronic panopticon used at the event, however, was just the beginning. Homeland Security is also developing technology to be used at security events which purports to monitor malintent on behalf of an individual who passes through a checkpoint. Similar programs are in use at 161 airports around the country.John Pistole has made it perfectly clear that when you travel you will be subjected to humiliation and made to submit to the government. The feds will not allow private airlines and airports to hire their own security. As noted above, the TSA and DHS are itching to extend their reach to sports stadiums, malls, train and bus stations, and all public areas. America is rapidly becoming little different than the Soviet Union or East Germany with its notorious Stasi. How long before they place naked body porno scanners in your neighborhood?

MEPs vent fury at Van Rompuy over Franco-German economic plan
VALENTINA POP 08.02.2011 @ 20:06 CET

EUOBSERVER / BRUSSELS - European Council President Herman Van Rompuy on Tuesday (8 February) was confronted with an avalanche of criticism from MEPs for allegedly letting France and Germany run the show when it comes to economic governance of the eurozone, at the expense of other member states and EU institutions. The heated discussions revolved around the Pact for Competitiveness drafted by France and Germany and circulated in an informal way a few days before an EU leaders meeting last Friday. The six-point plan, seen by EUobserver, suggested, amongst other proposals, the abolition of salary indexation systems, greater harmonisation of member-state corporate tax rates and an overhaul of national pension systems.

Speaking in front of the parliament's political-group leaders and committee chairs, Mr Van Rompuy denied that the document was the origin of a fresh drive to deliver further economic co-ordination in the eurozone. Although there have been some documents going around, there has not been any suggestion, any plan put on the table at the Council. Not at all. No proposal whatsoever, Mr Van Rompuy insisted, while the leader of the Socialist group, Martin Schulz, waved the document in front of him.
I'm speaking about the Council, I was there – you were not, he said as the German politician continued to point to the paper. There were no proposals put on the table. Not by one country, two countries. Nothing.Asked if he had seen the draft Mr Schulz was waving, the EU official said: I saw the document. But it's not a Franco-German one, it was not presented to the Council, it was not discussed there. This is not a non-paper of the Council, he insisted. In Brussels jargon, a non-paper is an informal discussion document drafted by EU institutions on sensitive topics. The former Belgian Prime Minister did acknowledge, however, that there were talks on how to strengthen economic governance even more and stressed several times that all 27 EU leaders tasked him to explore such options in the coming weeks, ahead of a special eurozone summit in March. The concrete proposals will be drafted in close co-operation with the European Commission and possibly with consultation of the European Parliament ahead of the March summit, Mr Van Rompuy added.I can only swear on the [EU] treaty, not the community matter, he insisted, when pressed by MEPs about the prevalence of member states taking decisions at the expense of other EU institutions.

Even centre-right leader Joseph Daul, from the same political family as Mr Van Rompuy and most leaders in the European Council, said:Economic governance has to be dealt with and debated in a community framework and that member states should not impose anything on others. The head of the Liberals in the EU Parliament, Guy Verhofstadt, himself a former Belgian Prime Minister, also criticised the inter-governmental approach reflected by the Franco-German pact.I received the paper 24 hours before the summit and I heard there were prime ministers who didn't get the chance to read it before the start of the session, so they didn't even knew what they were discussing, he said.We need to make decisions based on proposals by the European Commission. That is what the Lisbon Treaty is about, not an organisation of national states, Mr Verhofstadt argued.Mr Van Rompuy's insistence that there were no conflicting views on anything discussed at the summit - including economic governance and the events in Egypt - was even likened by German Green MEP Rebecca Harms to statements by the Politbureau, the main decision-making body in the Soviet Union. No matter how meagre the results are, we always get reports of how smooth everything went. We need more honest declarations which pinpoint the problems, Ms Harms said. The Franco-German pact is the title used everywhere instead of what was actually discussed and I think this stands for the disaster brought about by Ms Merkel and Mr Sarkozy, she went on.There was not one single criticism from Mr Van Rompuy or the European Commission. It seems like you're playing hide and seek and it is difficult to believe that the Council understands the community matter.

The Franco-German entente and the side-lining of Mr Van Rompuy was unfair and put him in an embarrassing position, but was also very clumsy of Berlin and Paris, British Liberal MEP Andrew Duff told this website.Perhaps Mr Sarkozy and Ms Merkel are not as in tune with the EU as they may have been in the past. They are also under pressure from the UK to do everything in an inter-governmental way. But they should stand up to Mr Cameron. He also has to abide by the treaties, despite the fact his country is not in the eurozone.Arguing that Berlin - traditionally a staunch supporter of EU institutions and the community matter - has succumbed to French and British bullying, Mr Duff said he was disappointed by Ms Merkel. Himself part of the parliamentary delegation that negotiated the Lisbon Treaty, Mr Duff had hoped that the German chancellor, at that time in charge of chairing EU meetings, had grown to appreciate the importance of the community method. What we are up against now is the weakness of the German position and bullying of the Brits who threaten anyone with a referendum. If the European Commission and the parliament don't stand up for themselves and the spirit of the treaty, then we're in real trouble,he warned.

Nato's new headquarters to cost €1 billion
VALENTINA POP 08.02.2011 @ 09:28 CET

EUOBSERVER / BRUSSELS - The price tag on Nato's giant new headquarters currently under construction is expected to hit €1 billion, the organisation's secretary general said on Monday (7 february) as he warned of the dangers of not co-ordinating defence budget cuts in Europe. The total estimated cost of the new Nato headquarters is about €1 billion euros, the alliance's spokeswoman, Oana Lungescu, told journalists on the margins of a press briefing by Nato secretary general Anders Fogh Rasmussen. In reply to a question on the cost, Mr Rasmussen said that the final figure happens to be a bit lower than the original expectation, as a result of construction prices dropping amid the economic crisis. The initial price tag for the construction itself was at €650 million, but following the bidding procedure, the Belgian state who hosts the facility managed to lower it by 28 percent, to €460 million. On top of that come other expenses, such as demolition costs, site security, cabling, IT and audiovisual facilities, as well as personnel costs, leading to the total estimate of €1 billion.

During a ground-breaking ceremony in December 2010, Mr Rasmussen had said the new mega-headquarters were needed to accommodate all the delegations and staff, currently hosted in a barrack-style compound that was provisionally offered to Nato by the Belgian state in 1967 when the alliance was kicked out of France. Our current building simply cannot cope with the demands that we are placing on it. It is too small, it is too inflexible, and it is inefficient, Mr Rasmussen said at the inauguration ceremony in December.Expected to last five years, the construction works will stretch over 250,000 square metres across the street from the current location on the highway between Brussels and the international airport in Zaventem and house some 4,000 people, as well as conference rooms, sport facilities and shops.

The construction was agreed upon in 2004, with progress moving slowly through project tenders, land appropriations and the demolition of a former Belgian military base.In terms of location, Nato is somewhat on the outskirts of Brussels, but I think we are very much at the heart of the European debate when it comes to dealing with the effects of the economic crisis on our security, Mr Rasmussen said in the press conference on Monday. He again warned against un-coordinated budget cuts and urged the 26 members of the alliance to use the Nato forum when deciding which defence programmes to slash. Over the past two years, European defence spending by Nato's European member nations has shrunk by some 45 billion dollars – that is the equivalent of Germany's entire annual defence budget, Mr Rasmussen noted.Nato itself is due to decide in June which command bases and local headquarters scattered across Europe to cut in a bid to lower its overall costs.

Ashton aims to visit Tahrir Square, scene of Egypt's revolutionary drama
LEIGH PHILLIPS 08.02.2011 @ 09:26 CET

EUOBSERVER / BRUSSELS - EU foreign policy head Catherine Ashton hopes to visit revolutionaries camped out in Tahrir Square in Egypt next week as well as Omar Suleiman, a career spy dubbed the torturer-in-chief by protesters, who was chosen by President Hosni Mubarak to oversee the transition process. EUobserver has learnt that Ms Ashton is intending to travel to the country as an extension of a previously scheduled trip to post-revolutionary Tunisia on Monday (14 February).Mr Suleiman, head of the dreaded Egyptian General Intelligence Directorate since 1993 until he was appointed vice-president by Mr Mubarak on 29 January, is to brief Ms Ashton on the state of negotiations with the opposition. According to an EU source familiar with the EU high representative's schedule, she also aims to speak with all political forces, including the Muslim Brotherhood. It's a tricky question as to precisely which groups she's going to meet, but the aim is all of the people who are part of the dialogue that [vice-president] Suleiman is conducting. The [EU] delegation on the ground is organising the contacts, but ... it's not as straightforward as you might think to arrange this, said the official, who stressed that the logistics of the trip, in preparation on Monday (7 February) evening, are complex and highly tentative given how quickly events on the ground can change.

It is possible that she will meet with the Muslim Brotherhood as they have joined this dialogue. There is also an idea that she will go to Tahrir Square. It is part of the logistical preparations, but there is nothing concrete, the source added, referring to the main plaza in Cairo where protesters and pro-Mubarak militia fought deadly battles in recent days. On Sunday, Mr Suleiman met with representatives of some 50 opposition groups, including the Muslim Brotherhood as well as secular liberal parties Wafd and Ahrar, and Nobel Peace Prize laureate Mohamed ElBaradei's National Association for Change. The results of the first meeting were inconclusive. But reports indicate that the vice-president explored the option of assuming power for an interim period. The EU contact voiced cautious support for Mr Suleiman's efforts: In order to appease the people on the streets, he is making this process open, with very public statements. The Muslim Brotherhood has decided to meet with him and there appear to be efforts on both sides to move forward with key political reforms. But for his part, Mr ElBaradei told US television channel NBC that the Suleiman talks are not working properly: The process is opaque. Nobody knows who is talking to whom at this stage ... It is all managed by the military and that is part of the problem.

Our man in Cairo

Human rights groups are also highly critical of the EU and US effort to create a contained transition under a man they say may steal the revolt from the demonstrators. It's pretty clear that Suleiman is now their man in Cairo, Human Rights Watch's Peter Bouckaert told EUobserver from Egypt. They know Suleiman very well. He was the key CIA contact and for US and EU counter-terror operators. I'm sure they feel very comfortable with Suleiman. For the EU and US, these relations are more important than the aspirations of the people of Egypt. He added that Brussels and Washington see the democratic process in Egypt as an unquantifiable threat. They are moving very hard for a contained transition process, a managed succession that is much more limited than what the protesters are demanding ... We are very concerned about the increased role of Suleiman, that he will carry forward a military-led transition and steal this revolt from the demonstrators and rig elections.Mr Bouckaert noted that military intelligence services over the weekend began rounding up pro-democracy activists and journalists. There is enormous pressure to adhere to the military-led process of reform, he said. It is impossible that a man so central to the security of the regime will be able to manage the dismantling of that same regime.

What next for Mubarak?

According to German media, arrangements are already underway to whisk Mr Mubarak away to a luxury clinic in Baden-Baden, Germany for an extended health check-up once the transition is assured.Discussions about a stay at the Max-Grundig-Klinik Buehlerhoehe in Buehl near Baden-Baden, which offers hotel-like accomodation to its guests are at an advanced stage, reports Der Spiegel. Policymakers from both of the governing parties have already issued statements offering a German berth to the Egyptian leader should it be required.

Palestinians want Bethlehem on UN heritage list
by Gavin Rabinowitz – Tue Feb 8, 1:55 am ET

BETHLEHEM, Palestinian Territories (AFP) – The Palestinians on Monday made a formal bid to have the no-longer-so-little town of Bethlehem, birthplace of Jesus Christ, added to UNESCO's list of World Heritage sites. We are very proud to announce that we have submitted the nomination file of Bethlehem: birthplace of Jesus -- Church of the Nativity and the Pilgrimage Route ... to the World Heritage Centre, tourism minister Khulud Daibes told reporters. The addition of the West Bank town to the UNESCO list should have been almost automatic and accomplished a long time ago, but like most issues in the Holy Land, it has become entangled in the Israeli-Palestinian conflict. And the Palestinians are hoping that getting the UN Educational, Scientific and Cultural Organization to recognise Bethlehem as a part of Palestinian cultural heritage will give impetus to their struggle to establish a state. This timing is crucial for us, it is part and parcel of our plan to end the (Israeli) occupation and build the institutions of the state of Palestine, Daibes said.In the absence of constructive peace talks with Israel, Palestinian prime minister Salam Fayyad has been leading an effort to build institutions for a de-facto state. They feel they have a strong case for Bethlehem's recognition when the UN committee meets to decide on the nominations in July 2012.Where Jesus Christ was born is one of the most important cultural places in the world. It is from here that the message of peace and light was brought to the world by the Prince of Peace, said Bethlehem mayor Victor Batarseh.

And UNESCO officials agree.

Who can question that the Nativity Church is a world heritage site? said Louise Haxthausen, head of UNESCO's Ramallah office, who has worked with the Palestinian tourism ministry in preparing the bid.But in the end, UNESCO may not even be able to consider the bid for the same reason that it has not been added to the list to date: Palestine is not yet a recognised state. At the same time as filing the nomination, the Palestinians have also applied for membership of the World Heritage Committee.
The tourism minister said she was hopeful the application would be accepted, though she conceded there was no plan B.Officials said UNESCO recognition was crucial to help preserve the Church of the Nativity, a fourth century basilica built by the Roman Emperor Constantine. And preserving the church, which is built over the site of the stable where Mary is said to have given birth to Jesus after she and Joseph could not find any room at the inn, was key to maintaining Bethlehem's status as the premier Palestinian tourist attraction.Following the start of the second Palestinian uprising in 2000, the spectre of unrest and violence kept tourists away, leaving the little town empty over several Christmases. However, things began to change after the violence eased in 2005 and have gradually been improving, with 2010 being the third straight year Bethlehem has seen record numbers of visiting pilgrims and tourists.

Officials are now hoping that more than two million visitors will arrive in 2011 in the town of 27,000 that was, according to biblical scholars, a mere village outside Jerusalem in the period when Jesus was born. Daibes said the bid was backed by the Greek Orthodox church as well as the Catholics and Armenians, who are custodians of the shrine. It is not the first time that UNESCO has become embroiled in the Israeli-Palestinian conflict, with the heritage of the Holy Land taking a more central role in the dispute.Last November, Israel reduced its cooperation with UNESCO in protest at its description of Rachel's Tomb -- a Jewish holy site near Bethlehem -- as a mosque.Rachel's Tomb, built over what is believed to be the burial place of the biblical matriarch, is the third holiest site in Judaism, but also considered a holy place for Muslims.Earlier last year, Israel announced plans to include Rachel's Tomb and the Tomb of the Patriarchs in Hebron in a national heritage restoration plan -- a decision criticised by UNESCO as escalating tension in the area.Israel defended the decision at the time, saying the plan involved only restoration work and promising there would be no attempt to change the delicate status quo at these sites.Daibes said Bethlehem was only the first site they were seeking to have added to the list of World Heritage sites, and that Hebron and the ancient oasis town of Jericho would be next.

Southern Africa floods threaten more crops
– Mon Feb 7, 1:17 pm ET

ROME (AFP) – Floods and heavy rain across southern Africa have damaged thousands of hectares (acres) of farmland and more may be hit in coming weeks, raising fears for food supplies, the UN food agency said Monday. With the rainy season still only half way through, and with the cyclone season due to peak in February, agricultural areas along the region's rivers in remain at high risk of flooding, the Food and Africulture Organisation warned. Most countries in the region, including Botswana, Lesotho, Mozambique, Namibia, South Africa, Zambia and Zimbabwe, are affected, it said, quoting quoted Cindy Holleman, FAO regional emergency coordinator.Food insecurity levels are already critical in the affected areas of some of these countries and floods will only further worsen the ability of poor farmers to cope and feed their families in the coming months, Holleman added. The FAO is working with regional and national early warning systems to monitor the evolution in major river basins and to assess the impact on food crops, the statement added.

The agency is also providing governments with technical advice on flood monitoring systems, preparedness, and measures to prevent the outbreak or spread of animal disease, while preparing to provide aid such as seeds, and restoring agricultural activities after flood waters recede. In Lesotho, one of the poorest countries in the sub-region, up to 60 percent of harvests have been lost in some areas and more than 4,700 head of livestock, mainly sheep and goats, are dead, the FAO reported.
Localized crop losses are also reported along river banks in southern and central Mozambique. The government has declared a red alert for central and southern Mozambique as water flows in the major rivers are above alert levels.South Africa has already declared a national state of disaster in many districts of the country due to the floods that have destroyed thousands of hectares of crop land, and caused damages estimated in millions of dollars.

Latest Eastern storm exits, two more on the way
By Barbara Goldberg – Mon Feb 7, 10:38 am ET

NEW YORK (Reuters) – The latest storm blew off the East Coast early on Sunday, sending snow shovelers and crane operators scrambling to clear threatened roofs and icy walkways before two more storms arrive to start the work week. The first new front is moving in from the Midwest and was expected to bring snow from the Ohio Valley throughout the Northeast starting Sunday night, according to AccuWeather meteorologist Jim Dickey. The second will move east across the Deep South on Monday and hit the East Coast late Monday into Tuesday. There will be some disruptive snowfall, said Dickey, although he noted accumulations would likely pale in comparison to the record-breaking snow of the last few storms. The danger of roofs collapsing from snow piling up after a series of storms caused the shutdown of buildings throughout the Northeast.Schools in Seabrook, New Hampshire, have been closed since Wednesday of last week and those in Methuen, Massachusetts, schools are expected to remain shut through at least Wednesday of this week to remove rooftop snow.

A Target store in Woburn, Massachusetts, reopened Sunday after being closed for three days while a crane equipped with a pouch was used to haul snow off the roof into the parking lot.At Indianapolis International Airport, the parking garage remained partially closed on Sunday after sections of its fabric canopy ripped, dumping snow and ice into the structure. Eight rental cars stored inside were damaged but no one was hurt. While the East Coast took advantage of sunny, warmer temperatures to dig out on Sunday, the Midwest was expected to remain in the grip of scattered rain and sleet giving way to snow flurries throughout the day.Chicago got another three inches of snow on Sunday on top of the 20 inches from last week's historic blizzard. To claim the parking spots they dug out of the snow drifts, many Chicagoans used dibs markers, including lawn chairs, buckets, even a keyboard and hockey nets.Illinois senators, meanwhile, asked federal officials to discuss ways to better protect the city's shoreline in the event of storms as severe as the one last week that shut down Chicago's lakefront highway.Frigid temperatures and below zero wind chills were predicted to follow the latest snowstorm and that cold front was expected to move East on Monday night. One thing is definite. Behind this storm is a shot of bitter cold air, AccuWeather's Dickey said.In New York City, where temperatures rose into the 40s midday, the brief respite allowed repair crews back on the roadways, where they have patched 45,000 potholes since December 1, said Janette Sadik-Khan, commissioner of the city Department of Transportation. This winter, 40 crews have filled a daily average of 2,000 potholes, Garcia said. Potholes are caused by fluctuating temperatures, as melting snow and rain seep into cracks in the pavement and then freeze and expand, chipping asphalt.Mother Nature has thrown everything at us this winter and we're striking back, said Sadik-Khan.

Jordan Grabs Egyptian Gas, Leaving Lebanon in the Dark
by David Lev FEB 8,11

There have been widespread blackouts in Lebanon over the past several days, due to the lack of natural gas in the country, reports in the Arab media said Tuesday. Egypt on Saturday had stopped supplying natural gas to Israel, Lebanon and Jordan when a pipeline in Sinai blew up, and so far Israel has managed to find alternative sources - but Lebanon has not. Blackouts were common throughout the country, except for in Beirut, the reports said.Gas shipments were partially restored to Jordan and Lebanon this week, using another pipeline that does not run to Israel, but the amount of gas flowing through that pipe is much smaller. The pipeline flows through Jordan, and only then to Lebanon. According to reports on Lebanese websites, the Jordanians have taken all the gas, claiming that they are concractually allowed to do so – leaving none for Lebanon. Electrical output in Lebanon was drastically reduced. Lebanon's main electric company, Electricite du Liban, said that they could not say when full power would be restored.Ampal, the Israeli partner of Egyptian natural gas provider EMG, said Tuesday that the gas will begin to flow from Egypt to Israel in about a week. The pipeline is being repaired, and if tests show that it is working properly, Israel should begin getting its regular deliveries of gas again beginning a week from Thursday, the company said. Infrastructure Ministry officials said Tuesday that Israel was spending an extra $1.5 million a day for alternative gas sources.

While Egypt officially attributed the blast to a gas leak, Arab media websites report that many in local government in Sinai believe that the blast was a targeted attack. Suspects range from Islamic radicals to involvement of foreign elements (meaning Israel). One theory states that the bombing may have been the work of disgruntled Sinai Bedouin; the company responsible for pipeline security recently began building a concrete wall on both sides of the pipeline to protect it, with parts of the wall encroaching on land several Bedouin tribes claim as their own.But that theory was dismissed by Mohamed Mostafa, a government official. The company relies on Bedouin to protect the line, Mostafa was quoted by Arab media as saying, and he appealed to the tribes to ensure the safety of the pipeline which generates much-needed income for Egypt, adding that to his knowledge, the Bedouin were properly compensated for the loss of the land they claimed.Meanwhile, a news scandal has broken out in the Arab world as a result of the explosion – over allegations that Qatar has promised to make up to Israel the gas that is no longer flowing from Sinai. Numerous Arabic websites, quoting what they called informed sources who said that Qatar made the commitment to increase gas shipments to Israel, based on a deal in which Qatar has sold gas for several years already. There was no comment from Qatari government officials on the reports.(IsraelNationalNews.com)

US Students in Egypt Flee to Israel’s Haifa University
by Tzvi Ben Gedalyahu FEB 8,11

Israel never seemed safer for five students from a South Carolina university who feared for their lives in the riots in Egypt.Until just a few days ago, I never thought I'd find myself in Israel. Now I am happy to be in a safe and friendly place like this, said student Rachael Borowy, of Elon University.Ironically, Elon and Haifa universities recently signed a student exchange agreement, but when the street revolution broke out, Elon officials urgently asked Haifa’s International School to bail them out days after they had begun their semester at the American University in Cairo.Haifa University hastily prepared dormitory rooms in the student dormitory to welcome the new students this past Sunday before they begin their new semester in Israel later this month. Our families were most worried of all and they urged us to get out of Egypt as quickly as possible, said Kate Donovan. At first there were options like Lebanon or Jordan, but when they heard that Israel was an option they preferred we come here. Once they knew we were on our way here, they were much calmer.Student Jonathan Ordog pointed out that although “the American University in Egypt is located on an island on the Nile, it wasn't long before we started hearing gunshots and smelling the tear gas. A representative from the international program of the university in Cairo took us to his home on the shore of the Red Sea and from there we set out on our way to Israel.Regardless of what happens in Egypt, the students (pictured) are staying put in Haifa, where they will complete their new semester.Until it begins, they are getting acquainted with the campus and touring the Haifa area, from the western Galilee hills to the Mediterranean Sea.(Israel NationalNews.com)
