TOKYO – A magnitude 8.9 earthquake slammed Japan's northeastern coast Friday, unleashing a 13-foot (4-meter) tsunami that swept boats, cars, buildings and tons of debris miles inland. Fires triggered by the quake burned out of control up and down the coast.At least one person was killed and there were reports of several injuries in Tokyo, hundreds of kilometers (miles) away, where buildings shook violently through the main quake and the wave of massive aftershocks that followed.TV footage showed waves of muddy waters sweeping over farmland near the city of Sendai, carrying buildings, some on fire, inland as cars attempted to drive away.This is a rare major quake, and damages could quickly rise by the minute, said Junichi Sawada, an official with Japan's Fire and Disaster Management Agency.Officials were trying to assess damage, injuries and deaths but had no immediate details. Police said at least one person was killed in a house collapse in Ibaraki prefecture, just northeast of Tokyo.

A large fire erupted at the Cosmo oil refinery in Ichihara city in Chiba prefecture near Tokyo and was burning out of control.Public broadcaster NHK showed footage of a large ship being swept away by the tsunami and ramming directly into a breakwater in Kesennuma city in Miyagi prefecture. Similar destruction was seen in dozens of communities along the coast.In various locations along the coast, footage showed massive damage from the tsunami, with cars, boats and even buildings being carried along by waters.The quake struck at 2:46 p.m. and was followed by five powerful aftershocks within about an hour, the strongest measuring 7.1. The U.S. Geological Survey upgraded the strength of the first quake to a magnitude 8.9, while Japan's meteorological agency measured it at 8.4.The meteorological agency issued a tsunami warning for the entire Pacific coast of Japan. NHK was warning those near the coast to get to safer ground.The Pacific Tsunami Warning Center in Hawaii said a tsunami warning was in effect for Japan, Russia, Marcus Island and the Northern Marianas. A tsunami watch has been issued for Guam, Taiwan, the Philippines, Indonesia and the U.S. state of Hawaii.The quake struck at a depth of six miles (10 kilometers), about 80 miles (125 kilometers) off the eastern coast, the agency said. The area is 240 miles (380 kilometers) northeast of Tokyo.In downtown Tokyo, large buildings shook violently and workers poured into the street for safety. NHK said more than 4 million buildings without power in Tokyo and its suburbs.The ceiling in Kudan Kaikan, a large hall in Tokyo, collapsed, injuring an unknown number of people, NHK said.Osamu Akiya, 46, was working in Tokyo at his office in a trading company when the quake hit.It sent bookshelves and computers crashing to the floor, and cracks appeared in the walls.I've been through many earthquakes, but I've never felt anything like this, he said. I don't know if we'll be able to get home tonight.Footage on NHK from their Sendai office showed employees stumbling around and books and papers crashing from desks. It also showed a glass shelter at a bus stop in Tokyo completely smashed by the quake and a weeping woman nearby being comforted by another woman. Several quakes had hit the same region in recent days, including a 7.3 magnitude one on Wednesday.Thirty minutes after the quake, tall buildings were still swaying in Tokyo and mobile phone networks were not working. Japan's Coast Guard has set up a task force and officials are standing by for emergency contingencies, Coast Guard official Yosuke Oi said.I'm afraid we'll soon find out about damages, since the quake was so strong, he said.The tsunami roared over embankments in Sendai city, washing cars, houses and farm equipment inland before reversing directions and carrying them out to sea. HONOLULU – The Pacific Tsunami Warning Center in Hawaii has widened its tsunami warning to include Hawaii and the rest of the Pacific Ocean.The warning was issued Thursday at 9:31 HST p.m. Sirens were sounded shortly afterward in Honolulu alerting people in coastal areas to evacuate.The warning follows a massive earthquake that has struck off the northeastern coast of Japan. The first waves were expected to arrive at 2:55 a.m. HST Friday.The warning also includes Australia, New Zealand, Mexico and Central and South America. The coast of North America is not included in the warning.Tsunami warnings are issued due to the imminent threat of a tsunami.

In northeastern Japan, the area around a nuclear power plant was evacuated after the reactor's cooling system failed.Police said 200 to 300 bodies were found in the northeastern coastal city of Sendai, the city in Miyagi prefecture, or state, closest to the epicenter. Another 137 were confirmed killed, with 531 people missing. Police also said 627 people were injured.The magnitude-8.9 offshore quake unleashed a 23-foot (seven-meter) tsunami and was followed for hours by more than 50 aftershocks, many of them of more than magnitude 6.0.Dozens of cities and villages along a 1,300-mile (2,100-kilometer) stretch of coastline were shaken by violent tremors that reached as far away as Tokyo, hundreds of miles (kilometers) from the epicenter. HONOLULU – Tsunami waves swamped Hawaii beaches and brushed the U.S. western coast Friday but didn't immediately cause major damage after devastating Japan and sparking evacuations throughout the Pacific.Kauai was the first of the Hawaiian islands hit by the tsunami, which was caused by an earthquake in Japan, the Pacific Tsunami Warning Center said. Water rushed ashore in Honolulu, covering the beach in Waikiki and surging over a break wall in the world-famous resort but stopping short of the area's high-rise hotels.Waves about 7 feet high were recorded on Maui, and 3 feet in Oahu and Kauai. Officials warned that the waves would continue and could become larger, and a scientist at the tsunami warning center said there was likely some damage to mooring facilities and piers.We called this right. This evacuation was necessary, said geophysicist Gerard Fryer in Hawaii.There's absolutely no question, this was the right thing to do.Fryer said high water reached Port Orford, Ore., around 11:30 a.m. PST Friday. Evacuations were ordered and beaches closed all along the coast, and fishermen in Crescent City, Calif., fired up their crab boats and left the harbor to ride out an expected swell. A tsunami in 1964 killed 11 people in Crescent City.In Hawaii, roadways and beaches were empty as the tsunami struck. As sirens sounded throughout the night, most residents cleared out from the coasts and low-lying areas.I'm waiting to see if I'll be working and if I can get to work, said Sabrina Skiles, who spent the night at her husband's office in downtown Kahului in Maui. Latin American governments ordered islanders and coastal residents to head for higher ground. First affected would be Chile's Easter Island, in the remote South Pacific, about 2,175 miles west of the capital of Santiago, where people planned to evacuate the only town. Ecuador's President Rafael Correa declared a state of emergency and ordered people on the Galapagos Islands and the coast of the mainland to seek higher ground.The tsunami warning was issued Friday at 3:31 a.m. EST. Sirens were sounded about 30 minutes later in Honolulu alerting people in coastal areas to evacuate. About 70 percent of Hawaii's 1.4 million population resides in Honolulu, and as many as 100,000 tourists are in the city on any given day.On Friday, the Honolulu International Airport remained open but seven or eight jets bound for Hawaii have turned around, including some originating from Japan, the state Department of Transportation said. All harbors are closed and vessels were ordered to leave the harbor.Honolulu's Department of Emergency Management has created refuge areas at community centers and schools, and authorities on Kauai island have opened 11 schools to serve as shelters for those who have left tsunami inundation zones. A small 4.5-magnitude earthquake struck the Big Island just before 5 a.m. EST, but there were no reports of damages and the quakes weren't likely related, a geophysicist with the United States Geological Survey said.Dennis Fujimoto said early Friday that the mood is calm but concerned on the island of Kauai while people readying for the tsunami.Long lines formed at gas stations and people went to Wal-Mart to stock up on supplies.You got people walking out of there with wagonloads of water, he said.The worst big wave to strike the U.S. was a 1946 tsunami caused by a magnitude of 8.1 earthquake near Unimak Islands, Alaska, that killed 165 people, mostly in Hawaii. In 1960, a magnitude 9.5 earthquake in southern Chile caused a tsunami that killed at least 1,716 people, including 61 people in Hilo. It also destroyed most of that city's downtown. On the U.S. mainland, a 1964 tsunami from a 9.2 magnitude earthquake in Prince William Sound, Alaska, struck Washington State, Oregon and California. It killed 128 people, including 11 in Crescent City, Calif.

TOKYO – Japan's massive earthquake caused a power outage that disabled a nuclear reactor's cooling system, triggering evacuation orders for about 3,000 residents as the government declared its first-ever state of emergency at a nuclear plant.Japan's nuclear safety agency said pressure inside one of six boiling water reactors at the Fukushima Daiichi plant had risen to 1.5 times the level considered normal. To reduce the pressure, slightly radioactive vapor may be released. The agency said the radioactive element in the vapor would not affect the environment or human health.

After the quake triggered a power outage, a backup generator also failed and the cooling system was unable to supply water to cool the 460-megawatt No. 1 reactor, though at least one backup cooling system is being used. The reactor core remains hot even after a shutdown.The agency said plant workers are scrambling to restore cooling water supply at the plant but there is no prospect for immediate success.
Chief Cabinet Secretary Yukio Edano said the 40-year-old plant was not leaking radiation. The plant is in Onahama city, about 170 miles (270 kilometers) northeast of Tokyo.If the outage in the cooling system persists, eventually radiation could leak out into the environment, and, in the worst case, could cause a reactor meltdown, a nuclear safety agency official said on condition of anonymity, citing sensitivity of the issue.Another official at the nuclear safety agency, Yuji Kakizaki, said that plant workers were cooling the reactor with a secondary cooling system, which is not as effective as the regular cooling method.Kakizaki said officials have confirmed that the emergency cooling system — the last-ditch cooling measure to prevent the reactor from the meltdown — is intact and could kick in if needed.That's as a last resort, and we have not reached that stage yet, Kakizaki added.Japan's nuclear safety agency said the evacuation, ordered by the local government of Fukushima, affects at least 2,800 people. TOKYO – Japan declared states of emergency for five nuclear reactors at two power plants after the units lost cooling ability in the aftermath of Friday's powerful earthquake. Thousands of residents were evacuated as workers struggled to get the reactors under control to prevent meltdowns.Operators at the Fukushima Daiichi plant's Unit 1 scrambled ferociously to tamp down heat and pressure inside the reactor after the 8.9 magnitude quake and the tsunami that followed cut off electricity to the site and disabled emergency generators, knocking out the main cooling system.Some 3,000 people within two miles (three kilometers) of the plant were urged to leave their homes, but the evacuation zone was more than tripled to 6.2 miles (10 kilometers) after authorities detected eight times the normal radiation levels outside the facility and 1,000 times normal inside Unit 1's control room.

The government declared a state of emergency at the Daiichi unit — the first at a nuclear plant in Japan's history. But hours later, the Tokyo Electric Power Co., which operates the six-reactor Daiichi site in northeastern Japan, announced that it had lost cooling ability at a second reactor there and three units at its nearby Fukushima Daini site.The government quickly declared states of emergency for those units, too. Nearly 14,000 people living near the two power plants were ordered to evacuate.Japan's nuclear safety agency said the situation was most dire at Fukushima Daiichi's Unit 1, where pressure had risen to twice what is consider the normal level. The International Atomic Energy Agency said in a statement that diesel generators that normally would have kept cooling systems running at Fukushima Daiichi had been disabled by tsunami flooding.Officials at the Daiichi facility began venting radioactive vapors from the unit to relieve pressure inside the reactor case. The loss of electricity had delayed that effort for several hours.
Plant workers there labored to cool down the reactor core, but there was no prospect for immediate success. They were temporarily cooling the reactor with a secondary system, but it wasn't working as well as the primary one, according to Yuji Kakizaki, an official at the Japanese nuclear safety agency.Even once a reactor is shut down, radioactive byproducts give off heat that can ultimately produce volatile hydrogen gas, melt radioactive fuel, or even breach the containment building in a full meltdown belching radioactivity into the surroundings, according to technical and government authorities.

Despite plans for the intentional release of radioactivity, Chief Cabinet Secretary Yukio Edano said the 40-year-old plant was not leaking radiation.With evacuation in place and the ocean-bound wind, we can ensure the safety, Edano said at a televised news conference early Saturday.It was unclear if the elevation of radioactivity around the reactor was known at the time he spoke.The outside measurement of radiation at Daiichi was far below the allowed limit for a year, other officials said, reporting that it would take 70 days standing at the gate to reach the yearly limit.Dr. Irwin Redlener, a pediatrician who runs a disaster preparedness institute at Columbia University, said the reported level of radiation outside the plant would not pose an immediate danger, though it could lift the rate of thyroid cancer in a population over time.However, he called the reported level inside the plant extraordinarily high, raising a concern about acute health effects. I would personally absolutely not want to be inside, he said.While the condition of the reactor cores was of utmost concern, Tokyo Electric Power Co. also warned of power shortages and an extremely challenging situation in power supply for a while.The Daiichi site is located in Onahama city, about 170 miles (270 kilometers) northeast of Tokyo. The 460-megawatt Unit 1 began operating in 1971 and is the oldest at the site. It is a boiling water reactor that drives the turbine with radioactive water, unlike pressurized water reactors usually found in the United States. Japanese regulators decided in February to allow it to run another 10 years.The temperature inside the reactor wasn't reported, but Japanese regulators said it wasn't dropping as quickly as they wanted.

Kakizaki, the safety agency official, said the emergency cooling system is intact and could kick in as a last line of defense. That's as a last resort, and we have not reached that stage yet, he added. It wasn't clear if they were generators or batteries.It also was not immediately clear how closely the reactor had moved toward dangerous pressure or temperature levels. If temperatures were to keep rising to more than 2,000 degrees Fahrenheit, it could set off a chemical reaction that begins to embrittle the metallic zirconium that sheathes the radioactive uranium fuel.That reaction releases hydrogen, which can explode when cooling water finally floods back into the reactor. That was also concern for a time during the 1979 Three Mile Island accident in Pennsylvania.

If the reactor temperature keeps reaches around 4,000 degrees, the fuel could melt outright, and the reactor could slump right into the bottom of the containment building in a partial meltdown. Then the crucial question would be whether the building would stay intact.The last line of defense is that containment — and that's got to hold, Gundersen said. If it doesn't, the radioactive load inside the reactor can pour out into the surroundings.The plant is just south of the Miyagi prefecture, which was the region hardest hit by the quake. A fire broke out at another nuclear plant in that area in a turbine building at one of the Onagawa power reactors. Smoke poured from the building, but the fire was put out. Turbine buildings of such boiling water reactors, though separate from the reactor, do contain radioactive water, but at much lower levels than inside the reactor. A water leak was reported in another Onagawa reactor.No radioactive releases were reported in any of the other affected plants.As Japan is one of the most seismically active nations in the world, it has strict sets of regulations designed to limit the impact of quakes on nuclear power plants. Will March 19 Supermoon Trigger Natural Disasters?

On March 19, the moon will swing around Earth more closely than it has in the past 18 years, lighting up the night sky from just 221,567 miles (356,577 kilometers) away. On top of that, it will be full. And one astrologer believes it could inflict massive damage on the planet.Richard Nolle, a noted astrologer who runs the website astropro.com, has famously termed the upcoming full moon at lunar perigee (the closest approach during its orbit) an extreme supermoon.When the moon goes super-extreme, Nolle says, chaos will ensue: Huge storms, earthquakes, volcanoes and other natural disasters can be expected to wreak havoc on Earth. (It should be noted that astrology is not a real science, but merely makes connections between astronomical and mystical events.)But do we really need to start stocking survival shelters in preparation for the supermoon? [Photos: Our Changing Moon]The question is not actually so crazy. In fact scientists have studied related scenarios for decades. Even under normal conditions, the moon is close enough to Earth to make its weighty presence felt: It causes the ebb and flow of the ocean tides.The moon's gravity can even cause small but measureable ebbs and flows in the continents, called land tides or solid Earth tides, too. The tides are greatest during full and new moons, when the sun and moon are aligned either on the same or opposite sides of the Earth.

According to John Vidale, a seismologist at the University of Washington in Seattle and director of the Pacific Northwest Seismic Network, particularly dramatic land and ocean tides do trigger earthquakes. Both the moon and sun do stress the Earth a tiny bit, and when we look hard we can see a very small increase in tectonic activity when they're aligned, Vidale told Life's Little Mysteries, a sister site to SPACE.com.At times of full and new moons, you see a less-than-1-percent increase in earthquake activity, and a slightly higher response in volcanoes.The effect of tides on seismic activity is greatest in subduction zones such as the Pacific Northwest, where one tectonic plate is sliding under another. William Wilcock, another seismologist at the University of Washington, explained: When you have a low tide, there's less water, so the pressure on the seafloor is smaller. That pressure is clamping the fault together, so when it's not there, it makes it easier for the fault to slip.According to Wilcock, earthquake activity in subduction zones at low tides is 10 percent higher than at other times of the day, but he hasn't observed any correlations between earthquake activity and especially low tides at new and full moons. Vidale has observed only a very small correlation.What about during a lunar perigee? Can we expect more earthquakes and volcanic eruptions on March 19, when the full moon will be so close? The moon's gravitational pull at lunarperigee, the scientists say, is not different enough from its pull at other times to significantly change the height of the tides and thus the likelihood of natural disasters. A lot of studies have been done on this kind of thing by USGS scientists and others, John Bellini, a geophysicist at the U.S. Geological Survey, told Life's Little Mysteries. They haven't found anything significant at all.Vidale concurred. Practically speaking, you'll never see any effect of lunar perigee, he said. It's somewhere between It has no effect' and 'It's so small you don't see any effect.The bottom line is, the upcoming supermoon won't cause a preponderance of earthquakes, although the idea isn't a crazy one.Earthquakes don't respond as much to the tides as you'd think they would. There should actually be more of an effect, said Vidale.

Most natural disasters have nothing to do with the moon at all. The Earth has a lot of pent up energy, and it releases it anytime the buildup gets too great. Ontario Hydro used Agent Orange to clear power line corridors across the province, through city backyards and thick rural brush.Hydro's own records, obtained by the Star, boast that in one 12-year period, the power company dropped enough chemicals in Ontario to cover a 30-metre-wide swath travelling four-fifths the distance around the world.The Ontario Hydro revelation moves health concerns over the toxin closer to highly populated areas of the province, with spraying on hundreds of thousands of kilometres of hydro corridors looping through parks and farmers' fields.For months at a time, summer students and salaried Hydro labourers would fan out across Ontario with metal knapsacks filled with poisonous chemicals strapped to their backs. The company also loaded hundreds of gallons of herbicides onto all-terrain vehicles, helicopters, army trucks, swamp tractors and even horses to help workers access every nook and cranny, according to the Star's ongoing investigation.Every power line in Ontario was sprayed, said Sidney Rodger, a former Hydro supervisor who worked in eastern Ontario from 1958 to 1968.All this spraying was done in urban and rural areas with no regard for creeks and streams or residents and wildlife.The Toronto Star interviewed former Hydro employees, including summer students and senior managers, who were assured the chemicals were harmless. The illnesses they've been dealing with the past few decades tell a different story.The men came forward after a Star investigation published last week revealed that the most widely used chemical in the Vietnam War was also employed at large by Ontario's Department of Lands and Forests to strip massive plots of Crown land during the 1950s, 60s and 70s.

A Hydro One spokeswoman confirmed the utility also used Agent Orange across Ontario from 1950 to 1979.Daniele Gauvin said anyone with concerns can contact Hydro One, a company created in 1998 to replace Ontario Hydro. Gauvin said people are welcome to call the corporate switchboard.Meanwhile, government officials are probing the effects of Agent Orange use by provincial ministries in northern Ontario and along roadsides across the province.Spraying can be a bitter pill to the public, states an Ontario Hydro training document from 1962. It advised spraying supervisors to practise courtesy, care and common sense.To convince farmers to allow Hydro spray crews onto their pastures, some supervisors would dip a cup into the chemical tank and take a swig.We were just young, single guys making big money, said Orval Newton, 64, who earned $2.06 an hour as a labourer power-spraying trees and brush beneath high-voltage lines from Parry Sound to Toronto in 1967.Bread cost 25 cents a loaf at the time and regular gasoline was 41.9 cents a gallon.We had no protection, he said. The drift would come back into your face. You'd finish the day with your clothes soaked.Four years ago, Newton was diagnosed with Parkinson's disease, one of more than 50 medical conditions the U.S. Department of Veterans Affairs associates with exposure to Agent Orange.George Hambley, 62, spent three summers spraying near Kirkland Lake during the early 1970s.A massive tractor carrying hundreds of gallons of chemicals rolled through the brush. Attached to the chemical tank were three high-pressure hoses usually carried by seasonal workers like him.The guy on the middle hose got it bad, he said. Sometimes we'd start to gag because the spray was so thick.

A few years after he finished with Hydro, still in his 20s, Hambley started to lose feeling in his toes. Year by year, the numbness spread to his legs and hands. His official diagnosis is neuropathy, a disorder the U.S. Department of Veterans Affairs also associates with exposure to Agent Orange.When Hambley was in his 30s, thick, red patches of skin with flaky, silver-white scales started to appear; they now cover 75 per cent of his body.On hot days, and with the blessing of our foreman, we would spray each other with this safe concoction, recalls Bryan Ostrowski, 69, who worked with the chemicals as a teenager in northern Ontario.We would spray upwards beneath the trees, he said.We did this day in and day out.He was 15 his first year.
Ostrowski started developing heart problems in his 20s. He had his first bypass at 41and now has a stent. Polyps riddled his nasal cavities. The polyps were removed in his 30s.Richard Monk, 58, recalls members of his spray gang in Parry Sound complaining about the noxious chemicals shortly after he started working for Ontario Hydro in 1975. His crew used many, many chemicals, including an equal-parts cocktail of the herbicides 2,4-D and 2,4,5-T mixed in diesel fuel — Agent Orange.There were times we couldn't open our eyes in the morning, he said, because the toxins seemed to glue them shut. We had to walk down the cabin feeling the walls to find a basin to bathe them.The company responded to these complaints, he said, by conducting a study of workers' urine and monitoring the air with some kind of breathing apparatus.

Monk, who retired from the company as a superintendent for northern Ontario after 34 years of service, said he supplied urine samples for two weeks.We never got the results.In 2000, at the age of 48, Monk was diagnosed with bladder cancer.Hydro One could not provide the Star with the results of the urine study. A spokesperson said Ontario Hydro's records are archived with Ontario Power Generation. Hydro One pointed the Star to a different study, based on a questionnaire, that concluded forestry workers who were routinely exposed to poisonous herbicides were no more likely to die of cancer than men in the general population, though it did show a significant increase in suicide.The study tracked 1,222 Hydro employees who worked for six months or more between 1950 and 1982 and who were routinely exposed to herbicides. The report is based on two questionnaires workers were asked to fill out.

The Star asked a leading U.S. epidemiologist who has studied the effects of Agent Orange on military veterans to review the report.No one should derive comfort or reassurance of safety from the Ontario study, said Dr. Joel Michalek, the lead scientist in a prominent U.S. study that tracked the health of about 1,000 military veterans who participated in Operation Ranch Hand — a series of Air Force missions that sprayed defoliants over 1.4 million hectares of South Vietnam.Among epidemiology studies, this particular study offers the weakest form of evidence, with no control group and no measurement of the dioxin contaminant in people who comprised the cohort, said Michalek from San Antonio, where he is vice-chair of the epidemiology department at the University of Texas Health Science Center. David McCarty spent two summers in the early 1960s spraying power lines for Ontario Hydro near his hometown of New Liskeard, Ont. He was 17 years old his first year. I needed a goddamn job, he said. In those days, my dad was a guard at the jail. He made $5 an hour. I was making $11 an hour in the bush. Sometimes, I think it was shut-up money.

He's 64 years old. He's had two heart attacks, the first at age 37. He's been treated for mouth and skin cancer. Doctors twice extracted melanomas from his nose. He was not part of the Ontario study, he said.I've been talking with a girl from the WSIB (Workplace Safety and Insurance Board). She wanted me to put in a claim, he said. My doctor says nobody is going to tell you this is connected.McCarty sprayed power lines from Abitibi Canyon to Sudbury. When we'd come back the next day, you could tell where we left off because the leaves would be brown and curling, he said.

After a day spent in the thick chemical fog, the workers rarely bathed.If you cleaned up at night, you'd get eaten alive by blackflies, he said. You would wash the palm of your hands and your mouth and that's it! We stunk like hell.Tom Plaunt was 19 during his first summer of spraying. For him, it was a sort of initiation into manhood.That's where I learned to smoke cigarettes, drink beer and swear like a trooper,said Plaunt, 66, a retired university music professor in Montreal. He worked on Hydro's spray crews west of Shining Tree, Ont., for two summers in the 1960s.
Still, he can't help but wonder if the wart-like growths that began covering his body shortly after his work with Ontario Hydro are connected to the chemicals he sprayed.The chemical mixture would stick to his skin for days, he said.The men working with this stuff would lose a layer of skin a week, said Rodger, 75, who left Hydro to become a teacher.Many of the men he worked with developed white blotches on their hands and faces. As for his own health, Rodger said he's feeling fine. His youngest son, though, was born with an extra finger, which doctors removed at birth.

650 calls flood Agent Orange hotlines Published On Mon Mar 7 The Canadian Press

Close to 650 calls have flooded provincial hotlines in the wake of recent revelations that Agent Orange was used in Ontario for more than three decades.The government says 292 calls have come in to its Agent Orange information line, while another 354 calls have been logged by the Workplace Safety Insurance Board.The hotlines were set up after the government confirmed about two weeks ago that a chemical mixture linked to certain types of cancer was used during the 1950s, 60s and 70s.The governing Liberals have launched an internal probe on the use of the toxic herbicide, which was sprayed along Ontario highways, in transmission corridors and on Crown land.They’ve also promised to create an independent panel that will investigate the province’s use of 2,4,5-T — a dioxin-laced component of Agent Orange that was approved for use in Canada until 1985.Natural Resources Minister Linda Jeffrey says she’ll likely name the head of an independent panel later this week.

Opposition says smart hydro meters cost consumers more

TORONTO — There's no doubt the Ontario government's $1-billion smart meter program for electricity is costing consumers more instead of saving them money, the opposition parties charged Monday. About 4.5 million smart meters have been installed in homes and small businesses to switch them to time-of-use pricing for electricity and away from the old, two-tiered system based only on total usage. Data from utilities in Bowmanville and Toronto show most customers with smart meters are paying more, while only a small number are seeing decreases, said NDP Leader Andrea Horwath.There's more people paying more than there are saving, said Horwath.Here we have a system that's costing us $1 billion and people aren't getting the benefit in cost savings and they're not getting the benefit in conservation. It's a complete failure.Toronto Hydro figures show 80 per cent of customers had increases averaging $1.50 a month, while 20 per cent had decreases averaging $3.70 a month.

Figures from Bowmanville, east of Toronto, show 57 per cent of residential customers paid more for electricity than they would have paid on the old two-tiered pricing system.The giant transmission utility Hydro One, which is also a local distribution company for about one million customers, also found 57 per cent of customers were paying more with smart meters.The figures are preliminary, cautioned Energy Minister Brad Duguid, because no one has been using smart meters for a full year yet.On average, consumers are saving modestly, and I would use the word modestly, said Duguid.But there are more that would be paying a little bit more and there are less that would be paying significantly less, if you know what I mean. It's a little complicated.Progressive Conservative Leader Tim Hudak literally laughed out loud when asked if smart meters were saving anyone money.I don't think anybody actually believes the premier or his energy minister when they say that these smart meter tax machines are saving anybody money, said Hudak.Everybody I talk to (says) their bills are going through the roof, and the smart meters are making them worse.Hudak has promised a Conservative government would allow people to revert to two-tiered pricing and away from time-of-use so they aren't forced to do dishes and laundry late at night.

I don't think the premier should be dictating to families to have all the kids showered, fed and ready for school by 7 a.m. when the higher rates kick in, said Hudak.We're going to unplug the mandatory smart meters and give families a choice.
Going backwards and unplugging the smart meters is not an option, said Duguid.We're moving toward time-of-use so that we can help Ontario consumers manage their energy costs and understand that there are different costs to energy, to the system, depending on when you use energy,he said.It's very important ... that consumers are fully aware of the costs of energy, on-peak and off-peak.Horwath called the smart meters cruel and unusual punishment, but said the NDP hasn't yet decided if it would go as far as Hudak and agree to let consumers opt out and return to the old pricing plan.We definitely think it's a program that is not going to get the results we need to get, said Horwath.We'd like to see much more investment in conservation.Duguid insisted the smart meters would result in big savings over time, and said they were needed to upgrade Ontario's power system to deal with everything from electric cars to smart appliances.That $1 billion will accrue $1.6 billion in savings over 15 years,Duguid told the legislature. You have to invest in modernizing our energy system if you're going to get access to those savings.

Nato moving warships and planes closer to Libya

EUOBSERVER / BRUSSELS - Nato defence ministers have agreed to reposition warships and airplanes currently deployed in the Mediterranean closer to the Libyan coast and to further explore the possibility of establishing a no-fly zone. Today we have taken two decisions: to increase the presence of Nato maritime assets in the central Mediterranean ... and to continue planning for a no-fly zone in case Nato were to receive a clear UN mandate, Nato chief Anders Fogh Rasmussen said during a press conference at the end of a meeting in Brussels on Thursday (10 March) dedicated to the Libyan crisis.The repositioning of warships comes a few days after the military alliance increased its air surveillance missions on Libya from 10 to 24 hours a day.

This will improve Nato awareness, which is vital in these circumstances, including a better monitoring of the UN arms embargo, the former Danish Prime Minister explained.
Mr Rasmussen also responded to an AFP report saying that France is calling for Nato powers to strike three Gaddafi military hubs.The French ideas were not discussed at all,he said, while sitting at the same table as the French defence minister. We don't look for an intervention in Libya, we need a clear legal basis for any action.
Other ministers at the meeting confirmed that the French colleague kept silent about the airstrike plans which, according to AFP, French President Nicholas Sarkozy plans to present on Friday to fellow EU leaders during a special summit on the Libyan crisis.There was no such proposal [at the Nato meeting]. Maybe it was something for media consumption,Czech defence minister Alexander Vondra told this website.US defence minister Robert Gates, speaking to reporters after the event, said that planning continues for a no-fly zone.A number of ministers made it very clear that we want to put ourselves in a position to assist the UN, the African Union or the Arab League. It's essential that Nato is responsive in this endeavour rather than taking initiative on its own, he added.Earlier this week, Mr Gates told Congress that a no-fly zone entails airstrikes and requires a UN mandate.

Nato's reluctance to go in with the big guns - as one diplomat put it - is also a reflection of wariness among some of its members, notably Turkey, to support any military action in Libya.Turkish Prime Minister Recep Tayyip Erdogan last week said that Nato has no business being there and his defence minister on Thursday tried to downplay plans for a no-fly zone.Mr Rasmussen was wary of labelling the situation in Libya as a civil war but did warn of the consequences of a prolonged conflict.Speaking instead of an armed upheaval, he said Nato was particulary concerned of the risk of division within the country and the risk of seeing a failed state that could be a breeding ground for terrorism.

EUOBSERVER / BRUSSELS - French President Nicolas Sarkozy's surprise decision to formally recognise Libyan rebels in Benghazi as the legitimate government of Libya caused dismay at a meeting of EU foreign ministers in Brussels on Thursday (10 March).German foreign minister Guido Westerwelle in an unusually candid press briefing said he was sitting next to French foreign minister Alain Juppe in the EU capital when the news broke, complaining that he had not been pre-notified and that Mr Sarkozy appears to have acted on a whim.He added that the French position is not the German position or the European position.Berlin believes the Sarkozy move is a public relations stunt following recent revelations that his prime minister and former foreign minister took gifts from dictators in Egypt and Tunisia shortly before the revolutions.It also believes the move is linked to the 2012 presidential elections in France, with the latest polls indicating that Mr Sarkozy will not make the second round.

Italy as well distanced itself from the French position. Foreign minister Franco Frattini told press that the UN and EU should send new fact-finding missions to Benghazi before making any decisions.Belgian foreign minister Steven Vanackere said there is a difference between engagement and recognition. Swedish FM Carl Bildt tweeted: Sweden recognizes states - not regimes. And most other EU countries are the same. Somewhat unclear on what France does.A spokesman for EU foreign affairs chief Catherine Ashton noted that there was a near consensus in the room that the EU must make its decision on the Benghazi-based National Libyan Council in concert with the UN and the Arab League.He added that most EU countries want to keep talking to moderate members of the Gaddafi regime to keep alive the chance of a negotiated solution.For his part, France's Mr Juppe tried to backpedal on the Sarkozy move. He said the news was misreported - that Sarkozy had only said it [the National Libyan Council] is a legitimate interlocutor and that we must explore the option of recognition. But he [Juppe] didn't say this officially. It was more in the corridors,an EU source noted.

As the ministers were leaving the building, the French national news agency AFP reported that Paris is keen to go even further.The agency quoted an unnamed French official as saying Mr Sarkozy will at a special summit on Libya on Friday recommend to fellow EU leaders to strike three Gaddafi targets: a military airport in Sirte, another one in Sebha and a Gaddafi command centre in Bab al-Azizia.EU leaders in their declaration on Friday are set to tell Gaddafi that he must step down and to agree that any military action must have a UN Security Council mandate and the political blessing of the Arab League and the African Union.The Gaddafi regime is finished. This is clear, Italy's Mr Frattini said. All the ministers said that the Gaddafi regime is over but nobody knows how to translate that statement into action ... I don't think he will leave just because we tell him to.Representing the former colonial power in Libya, which has in recent years transferred billions of euros of cash and hundreds of millions of euros of arms to Tripoli, Mr Frattini added that: Italy has a special responsibility [to help solve the crisis] because of its historic relationship with the Libyan people.Italian delegates on Thursday circulated a three-part masterplan for the conflict.On the diplomatic side, Italy wants EU leaders to declare support for the political aspirations of the Benghazi rebels and to press Gaddafi to start a dialogue of reconciliation ... based on the pre-condition that he will step down. If this fails, it wants the EU to close its embassies in Tripoli and to swiftly impose the asset-freeze on Gaddafi's EU-lodged billions.

In terms of multilateral action, it wants the UN to send a fact-finding mission to Libya to collect evidence of atrocities which can be used to prosecute Gaddafi in The Hague and to justify a UN mandate for military action.On the military side, it wants EU or EU and Nato warships to blockade Gaddafi seaports to make sure no illegal weapons get in and to act as a deterrent to further violence. EU states to discuss reasons for national GMO bans

EUOBSERVER / BRUSSELS - EU environment ministers meeting in Brussels on Monday (14 March) will discuss a list of possible reasons why individual member states could opt to ban the cultivation of genetically-modified crops in future. Public morals, public order and cultural policy are among the options listed in a European Commission working document, seen by this website. The paper builds on a commission proposal last July to partially renationalise decisions over GMO cultivation, after years of deadlock in the area.Under the proposal, the EU would continue to approve GMO cultivation along environmental and human health lines, after which member states could then opt to ban a particular crop, based on a different set of criteria.The plan has met with considerable opposition however, with France and Germany concerned that it could result in the fragmentation of the EU's internal market, as well as run into trouble with the World Trade Organisation. Nowhere was the truth of the great Torah sage’s vision more evident than at Emunah [the National Religious Women’s Organization} Israel’s unique celebration of International Women’s Day this past Tuesday, with the first ever Day of Dance-- for Women Only.The first class performances at the event, by women, of women and for women showed that the state of Israel has enabled not only the Jews but also the spirit of the Jewish people to come out of exile.Actually, the idea of celebrating a Women’s Day has its origins in communist countries, where it was part of an attempt to downgrade family loyalty. The first to make it a national holiday was none other than Vladimi Ilyich Lenin.That may be the reason that it is generally a day for women and their organizations to complain about what is wrong with women’s lives. A perusal of the Israeli mainstream media on Tuesday bore out that fact, with most articles replete with criticism, pessimism and demands.Not at Emunah. At the auditorium in Kibbutz Tzora near Beit Shemesh, over 800 women of all ages made the day a showcase for the opportunities that religious women have in the Jewish state and the once unheard of possibility of developing their talents in fields such as the dance.

And what talents! At the morning session, after a Torah lecture on dance in Biblical sources—for today’s religious Zionist woman learns Torah—there were six parallel dance groups, expressing ideas such as faith, emotions, longings for G-d, finding the inner self and six participatory dance workshops ranging from jazz to Ethiopian hip-hop to flamenco.. The workshops were filled to capacity and the joy was palpable.The early afternoon was dedicated to performances by women’s dance groups. I, a former New Yorker who frequented the best in music, dance and art, was astonished by the international level and perfect technique of the classical ballet group Divertissement, led by former Bolshoi dancer Nadia Timfeyba. The Barefoot Dance Group, an original dance trio from the Judean religious-secular town of Tekoa, and the Noga group from the Dance Department at Orot Teacher’s College in Elkana, Samaria, were top rate examples of modern dance.All the dancers were dressed modestly, including the ballerina soloist in Swan Lake, a fact which seemed as natural as it was beautiful. Some were married with head coverings, some had babies close by. The sound of babies cooing that accompanied the performances managed to seem natural as well. It was special to be with women only at the Day of Dance, to be part of an exclusive club whose members feel good about themselves, who have the commonality of pride in accomplishment, in what women can do and want to do.And one of the main things that women want to do at Emunah is to build a Jewish home, not because they have to but because they want to. That made it fitting that Emunah’s woman of the year was Dr. Chana Katan, a respected obs-gynm, author of medical-halakhic papers with her rabbi husband, and the mother of 13 children who said that her family comes first without any references to egalitarianism. Emunah College for Women in Jerusalem was established 30 years ago with the aim of offering religious women career opportunities in fields where there were no religious schools extant. The college offered Plastic Arts and Fine Arts, Drama and other fields which are full of halakhic pitfalls, making the schools for those subjects that existed before the college opened its doors unsuitable for religious young women.Teaching Fine Arts in an observant all women’s framework eliminated many of the problems. Ongoing queries to rabbinic authorities solved others. Studying the arts and planning theatre performances for women only became a reality. So did national awards and prizes for excellence. Audiences that filled the halls led to other performing groups. The creativity and talent had been there, just waiting.And then came the turn of the dance. Thirteen years ago, Orot Teacher’s College in Elkana, opened an academic course of study in dance for religious young women. They came in droves and danced. Talia Perlstein, who organized Emunah's Day of Dance with the help of the Orot College, heads the Department. Qaddafi Loyalists Bomb Oil Refinery at Sidra

For the first time, Libyan dictator Muammar Qaddafi's government forces bombed a major oil facility on Thursday afternoon. Loyalist fighter pilots struck the oil refinery at Sidra, about six miles west of the town of Ras Lanuf.Qaddafi loyalists also appeared to have recaptured the western town of Bin Jawad 30 miles from the strategic port, and the town of Zawiyah, 25 miles west of Tripoli.At least one oil tank was set afire at the Sidra oil export terminal. The pipeline delivering crude oil from southern fields to the port was also damaged in the air strike according to rebels who spoke with reporters, but there was no independent confirmation.It was the first time Libya's oil industry has been seriously affected by the month-long civil war. At least four rebels were killed in the attack, according to a doctor at Ras Lanuf Hospital.Government loyalists used Katyusha Grad missiles, mortars and air strikes in their efforts to retake the two petrochemical complexes located alongside the town.Libyan soldiers and secret police beat and threatened a team of three British Broadcasting Corporation (BBC) journalists while they were on their way to cover events in Zawiyah.The news team was held for 21 hours and tortured with a mock execution while repeatedly being threatened with death. Opposition Leader Tzipi Livni Derides PM's Housing Solution

Opposition leader Tzipi Livni (Kadima) launched a rhetorical fusillade at Prime Minister Benyamin Netanyahu's remark today that Israel's housing crisis requires a metaphorical super-tanker as a solution. Netanyahu's supertanker consists of the establishment of committees responsible for cutting through red tape and fast-tracking approval for construction of new housing units. It can take years of wading through Israeli bureaucracy to obtain construction permits.Responding to the Prime Minister's proposal, Livni said, with all due respect to cosmic supertankers, it won't solve the housing problem in Israel. This program is not a cure-all. The middle class cannot continue to feel that it carries other sectors of society who should share the same burdens on its back.Echoing Livni's sentiments, student union members in Jerusalem said of the plan that It undermines the principle of equality, which can have far-reaching effects. This group, the middle class, is collapsing into poverty, and inflation is burning the middle class' money on fuel, bread and water.

Referring to the ongoing social worker's strike, Livni said, The government thinks it can outsource [social services, ed] and shirks responsibility. It is not possible to privatize this responsibility and transfer it to other organizations in order to continue paying lower wages to employees in those organizations. The result is that employees don't receive decent wages for their amazing contribution to society. Livni was referring to the practice of using workers from manpower companies or privately run organizations to avoid paying government salaries and perks.She criticized the practice of holding negotiations with employees, primarily social workers, while saying that those employed by the government will be paid more, but that those who work in outsourced organizations will not be paid benefits because it's not the government... it is!! Livni is not the only member of the opposition to criticize Netanyahu's construction plan. MK Yaakov Katz (National Union) said, Bibi is not super, and his plan is not a tanker. POMPTON LAKES, N.J. – Residents in the Northeast and parts of the Midwest nervously watched rising waterways Thursday as heavy rain swelled creeks and rivers, damaged houses, detoured commuters and forced amusement park workers to pack up equipment.
In Pompton Lakes, N.J., a pelting rain fell on Liri Zekirovski and a friend as they removed water-damaged furniture and flooring from Zekirovski's father-in-law's house next to the Pompton River.It was the second time the area had been waterlogged in less than a week. In a small playground across the street, remnants of Sunday night's flooding could be seen in a bicycle rack that was nearly covered in mud.It's getting ridiculous. It's like every time it rains this is going to happen, Zekirovski said as he pointed to a water line on the front of the house about 2 1/2 feet high. It seems like we're putting in a new kitchen every six months. It might be better just to eat outside.Flood watches were in effect across much of New Jersey, Pennsylvania, Ohio and New York.The National Weather Service issued a flood warning for the Delaware River from north of Philadelphia through southern New Jersey, where moderate coastal flooding was predicted. The Mid-Atlantic was also gearing up for rain-related problems. People in the path of tsunamis may get a few more precious minutes of warning time, thanks to a newly developed tool.The system looks at the earthquakes on the seafloor that cause the massive and often deadly waves.Using this system, we could in the future warn local populations, thus minimizing the death toll from tsunamis, said Andrew Newman of Georgia Tech’s School of Earth and Atmospheric Science.According to the scientists who developed it, the system, known as RTerg, could help predict the approach of tsunamis and reduce the death toll by giving local residents valuable time to move to safer ground.The researchers behind RTerg say they used its algorithms to identify an October 2010 earthquake in the Indian Ocean as a rare and destructive tsunami earthquake. The 7.8 magnitude quake generated waves up to 56 feet (17 meters) high, and killed as many as 430 people on the Indonesian island of Sumatra.Here's how the new system works. Usually within four minutes, RTerg gets a notification from one of the tsunami warning centers around the Pacific region that an earthquake has occurred. This notice gives the system the quake's location, depth and approximate magnitude.

If the earthquake is determined to be of magnitude 6.5 or higher, it takes about a minute to request and receive data from around 150 seismic stations around the world. Once the system collects these data, it uses its algorithm to run through every second of the rupture and determine the incremental growth of energy and ascertain whether the quake was a tsunami earthquake.The Sumatran event was the first tsunami quake that occurred when RTerg was online in real time. With that quake, the system identified the event as a potential tsunami earthquake after 8.5 minutes, and sent a notification out shortly thereafter.For most tsunami earthquakes, inundation of the coastal environment doesn't occur until about 30 to 40 minutes after the quake. So we'll have about 20 to 30 minutes to get our information to an automatic warning system, or to the authorities, Newman said. This gives us a tangible amount of time to get people out of the way.Currently, Newman and his team are working to test and implement a technique for RTerg that could shave another minute or more from the warning time. BALI, Indonesia – A powerful earthquake off Indonesia rattled the popular resort island of Bali early Friday, but there were no immediate reports of damage or injuries, officials said.The U.S. Geological Survey said the 6.5-magnitude quake struck at 1:08 a.m. (1708 GMT Thursday) and was centered 315 miles (510 kilometers) beneath the ocean floor.It hit waters 160 miles (260 kilometers) northeast of Bali.
Beni Hendrawanto, of the country's geological and meteorology department, said it could be felt in the main city of Denpasar but there were no initial reports of damage or injuries.Indonesia is located on the Pacific Ring of Fire, an arc of volcanos and fault lines encircling the Pacific Basin.
