Trichet Says Euro Debt Resolution Work in Progress

Well it is a work in progress of course and we are calling on all partners to do the job, Trichet told Reuters Insider television at the World Economic Forum in Davos.
They all have to be ahead of the curve in terms of proving to investors, savers, their own households and entrepreneurs that they are doing the job.Trichet repeated his call for the euro zone's rescue fund to be extended and made more flexible and said that could include allowing it to buy government bonds.That is part of the overall flexibility, he said.I don't want to dictate measures to governments.After a rocky start to the year, smooth debt auctions in countries like Portugal, Spain and Italy, and promises by euro zone leaders to unveil a new anti-crisis package at a March 24-25 summit have halted the contagion that led some experts to question last year whether the euro would survive.Trichet said he had nothing to add to the last ECB statement he delivered on inflation after the ECB left rates at a record low 1.0 percent earlier this month.A Reuters poll of 82 economists, published on Wednesday, produced a median forecast for the first ECB rate rise in the final three months of this year or early next.Euro zone inflation exceeded the European Central Bank's two percent target for the first time in two years last month.

Halftime: Trichet Comments Make Trader More Bullish on US

This afternoon investors all over the world were glued to CNBC, as Mario Bartiromo spoke with European Central Bank President Jean-Claude Trichet in an exclusive interview.And immediately following the conversation the Fast traders believed some of those comments made by Trichet will be market moving in the days and week ahead.
But according to trader Steve Cortes –they’ll be bullish for the US- not Europe.
That may sound counter-intuitive but he felt the most important thing Trichet said had to do with inflation. Our doctrine is to do whatever is necessary to deliver price stability in the medium run, Trichet said.And he added, by continuing to have a solid anchoring of inflation expectations we are paving the way for sustainable growth and job creation. On top of that he said in the long-term the present level of interest rates was a problem.Cortes takes all that to mean keeping the inflation genie in the bottle is priority one for the ECB. And down the road that translates into a stronger euro [EUR=X 1.3681 -0.0004 (-0.03%) ] and higher rates - at least in some form.

Problem is, according to Cortes, a stronger euro and rising rates are about the last two things Europe needs right now.He argues a stronger euro could prevent Europe from exporting their way to prosperity. And he reminds the desk that in Spain unemployment is 20%. Among youth it's 40%. If you raise rates in that kind of environment I think it will be (catastrophic); even the end of the euro.In fact, to Cortes the Trichet comments serve as a reminder that I favor the US over Europe.
Trader Brian Kelly sees the trade a little differently. If you’re unemployed, higher prices make it worse,he says. If the central bank is trying to rein in prices – it’s better for you, at least in the short run.

Debt Restructuring Will Save the Euro

Participants will arrive at the World Economic Forum in Davos with Swiss francs in their wallets – but their minds will be on the euro and its future. At least for this year, the European Monetary Union will remain united – in letter, if not in spirit – and no country is likely to renege on its debt obligations, analysts told CNBC.com. But debt restructuring is certainly on the horizon for later, they said.
This year I don't expect a default, Gudrun Egger, an euro zone analyst at Erste Bank told CNBC.com by telephone from Vienna. The assumption is that neither for the weaker nor for the stronger countries a break-up would be an advantage.If weaker countries decide to leave the euro zone to regain competitiveness by setting their own monetary policy, their debt would still be in euros and it would actually increase, while if stronger countries leave, their new currency would appreciate, stifling exports, Egger said.Yields on the debt of periphery euro zone countries – Greece, Ireland, Spain and Portugal – have been rising as investors speculated that one of them, at least, will default because it will not be able to reduce high levels of debt and bulging budget deficits in time.In May last year, the European Union, together with the International Monetary Fund, saved Greece with a bailout package totaling 110 billion euros ($147.4 billion).Eager to calm the markets, EU officials swiftly created the European Financial Stability Facility (EFSF), which will be able to provide up to 440 billion euros in aid to euro zone countries in difficulty.

Blame Game

But the establishment of the fund was not enough for nervy investors, who continued to sell the debt of the four countries – dubbed PIGS (Portugal, Italy, Greece, Spain) by market watchers – and in November 2010 the EU and the IMF had to come to the rescue again, this time helping Ireland with an 85-billion-euros bailout package.Debate about who is to blame for the crisis and who is going to pick up the tab is vociferous as the increasing problem pits poorer and richer members of the euro zone against each other.Slovakia, the poorest, announced last year that it was not going to take part in the Greek bailout and recently its finance minister said Greece would do better to restructure its bonds. Germany, the EU's growth engine, is against issuing a common Eurobond to consolidate euro-zone debt and scoffed at proposals of greater fiscal consolidation, for fear it will end up paying for less competitive countries. It also opposes boosting the EFSF.On Monday, French Economy Minister Christine Lagarde told CNBC France was still opposing the common Eurobond idea, which, she said, would mean putting the cart before the horses as it would dilute the strength of some members of the euro zone.In these conditions, it will be nearly impossible for EU policy makers to come up with a solution that will satisfy the markets, Stefan Schneider, euro zone analyst at Deutsche Bank, told CNBC.com.

The perception of the market is so wavered … I can't imagine a solution where the market will say yes, that's credible, this is it,Schneider said.Part of the problem is the fact that the EFSF, the European Union's emergency fund, is only a fraction of what it should be, Willem Buiter, a former member of the Bank of England's Monetary Policy Committee and currently an analyst with Citigroup, wrote in a recent research report.To deter runs on sovereign debt or self-validating refusals to roll over maturing debt, there is a need for a safety net big enough to satisfy any conceivable sovereign liquidity need and this, for the euro zone, should be around 2 trillion euros, according to Buiter.The size of the financial envelope of the EFSF represents underwhelming force and far too small a bazooka to deter denial of market access to even the smallest sovereign borrowers, he wrote.

Orderly Restructuring

A break-up of the euro zone is highly unlikely, according to Buiter, but its likelihood could increase without the right reforms, which include debt restructuring.He imagined four scenarios for the euro-zone's break-up: Greece being the only country to leave, Greece and other weaker members leaving, Germany and other strong countries exiting and a collective decision to dissolve the EMU altogether.However, analysts agree that policy makers will do everything in their power to save the monetary union.The euro zone will survive, Schneider said. In the spring of this year we'll see a stability mechanism that will foresee an institution of debt restructuring.Orderly restructuring of debt is crucial to the survival of the single currency and it will have to take place, Buiter wrote.Despite the recent drama, we believe we have only seen the opening and second act (of the debt crisis), with the rest of the plot still evolving,he wrote.In Buiter's opinion, Ireland, with its too big to save banks, is insolvent just like Greece with its spiraling debt, while Portugal is quietly insolvent at the current levels of interest rates and with its anemic growth.To prevent disorderly, involuntary defaults, European policymakers will have to set up a clear way for restructuring sovereign debt once a new, permanent European Stability Mechanism is put in place when the EFSF expires in mid-2013, he wrote.EU finance ministers refused, in a recent meeting, to commit to increasing the EFSF and for the moment all countries – even Greece – deny that debt restructuring will take place, although murmurs have started to appear.

Don't Touch the Banks?

Policymakers are taking into consideration all kinds of solutions to come up with the cash needed. One recent proposal suggested imposing a one-off tax on banks to fund the European Stability Mechanism.But, as some analysts point out, this could actually exacerbate the problem since European banks are so exposed to the sovereign debt.The proposal … would be counterproductive, Schneider said. Banks also need to be recapitalized. If you weaken the banking system, there will be spillover effects.
The European Central Bank's credibility, already hit hard, is likely to suffer further as it will keep its central role in fighting the crisis.With EU leaders unwilling to take action to cure the sovereign solvency issues, the burden to maintain stability within the euro zone rests entirely on the ECB's shoulders, Peter Vanden Houte, chief euro zone economist at ING, said.Because of this, despite signs of rising inflationary pressures, it is very unlikely that the ECB will be raising the rates in 2011, Vanden Houte added.What happens in Spain, the biggest of the euro zone periphery countries, is now crucial. Spain is, according to some analysts, the most solid and if it manages to make it through the market turmoil without a bailout, the crisis will likely be contained.Spain doesn't have such a competitiveness problem, doesn't have such a huge public debt problem, Schneider said. If there is a need to recapitalize banks, they could cope with that internally.
Politicians hope to draw the line in the sand before Spain,he added.

CNBC's Davos 2011: Downside of Globalization Tests Economic Cooperation

Political and business leaders invited to the World Economic Forum's annual meeting in Davos this week will sift through the blessings and curses of global interdependence that not only brought the world’s economies to a collective low three years ago but also provide the only realistic return to prosperity.Economic growth has resumed in much of the world, but recovery has been slight and fragile.

The world is no position to face major, new shocks, concluded the World Economic Forum’s annual risk survey. The financial crisis has reduced global economic resilience, while increasing geo-political tension and heightened social concerns suggest that both governments and societies are less able than ever to cope with global challenges.The report, meant to set the table for Davos’ attendees, set an ominous tone underscored by WEF founder Klaus Schwab.We should not look to old-world recipes, since unfettered capitalism and state-directed collectivism have both been bankrupted as guiding ideologies, he sais in a recent media briefing. Our only way out is the stakeholder concept. The pursuit of our own interests can only be substantially realized by incorporating the interests of all those with whom we have a mutually dependent relationship.

Two Sides Of Globalization

Over the past 50 years, the global exchange of information, goods, services, capital, technology, ideas and people has fostered a rise in standards of living throughout much of the world. Yet, as the editors of a new book, The Dark Side of Globalization, point out, The growth in transnational flows has not been matched by an equivalent growth in global governance mechanisms to regulate them.Jorge Heine & Ramesh Thakur, two political science professors from the University of Waterloo, Ontario, write, The notion that endless liberalization, deregulation and relaxation of capital and all border controls (except labor) will assure perpetual self-sustaining growth and prosperity has proven to be delusional.The new year finds the European Union still mired in its first major test—stronger members like Germany and France propping up debt-heavy ones like Greece, Ireland and Portugal.The EU has a monetary union but not a fiscal or regulatory union, says Jamie Metzl, executive vice president of the Asia Society. That puts pressure on countries like Germany that have to bear enormous responsibility for the well-being of the whole union. It’s going to cause enormous problems since there are such diverse regulatory environments.

Push Vs. Pull

As French President Nicolas Sarkozy observed: We can't share the same currency and have different economic strategies.China, India and other emerging countries struggle to restrain inflation that is driving up the cost of goods and labor in ways that threaten their reputations as low-cost havens. In November, China posted a 5.1-percent annual gain in its consumer price index, the largest in more than two years. Defensive measures brought it down to 4.6 percent in December.The United States and China accuse each other of engaging in currency wars that threaten to undermine the cooperation needed for global recovery.And while engineering its own economic recovery, the U.S. continues to increase its deficit while largely ignoring calls to cut spending.The bond crises we’ve seen in Greece and Ireland may not be unique to them, says Metzl, a National Security Council staffer in the Clinton Administration. If the U.S. continues to amass debt like we have, we’ll have a bond crisis here. It may not be the same, but it won’t be entirely different.

The current global order is built around the notion that some countries will be consumers and some will be producers, said Armagan Gezici, a Turkish-born economics professor at Keene State College in New Hampshire.This order is fed by an increasingly fragile global financial order, she says. Countries that can still export and generate exports revenues seem to emerge as strong ones, while the economies of the others have been struggling. The latter group now includes the U.S. and the U.K., which have not been known as the weak countries in the world.Such countries should accept that they cannot go on living on debt forever, adds Gezici, especially if the debt creation is completely left into unregulated hands of a global financial industry. Finance capital is a too dangerous of a beast to be the engine of long-term, stable growth.The Davos risk survey refers to the threat of a new economic crisis, which could arise from the tension between the increasing power and wealth of emerging economies and the high levels of debt in the west.

Teamwork Emerges

Despite continued economic turmoil, various frameworks for global governance continue to grapple with its causes, as evidence of global teamwork emerges.In recent weeks, Japan pledged to buy 20 percent of the EU bonds that will be issued soon to support Ireland. Also this month, China agreed to buy debt from Spain, the EU’s fourth-largest economy, after agreeing last year to buy bonds issued by Greece.
Earlier this month, banking regulators representing 27 of the world’s largest economies agreed to raise worldwide capital requirements whenever a country declares its economy is overheated.Members of The Basel Committee on Banking Supervision voted to require banks within the country to hold extra capital to protect against potential losses, and other countries with exposure to the bubble country would follow suit.This is very significant, because it takes the regulatory community into protecting the health of the entire system rather than just individual banks, said Paul Tucker, deputy governor of the Bank of England. They’ve crossed a Rubicon, says Barbara Matthews, a U.S.-based regulatory consultant. Up until now the Basel committee has been about making banks safe. They are now implementing a tool kit that blurs the line between regulation and economic policy.

G-20 Steps Up, Falls Down

In 2009, the so-called G-20, which is made up of countries that represent 85 percent of the world’s economies, agreed in at its meeting in Pittsburgh to become the new permanent council for international economic cooperation, replacing the smaller G8.
At the outset of the global financial crisis, measures taken appeared ad hoc or temporary, says Gezici. But the decision at the Pittsburgh Summit in September 2009 to institutionalize the Group of 20 reflects a marked shift in the locus of leadership.The G-20 adopted a proposal from President Obama that outlined a process for economic cooperation to help ensure that worldwide recovery is sustained. It’s the first time such a large number of countries agreed to work together on each others’ economies, regulatory reforms and future growth. But the group’s subsequent meeting last November in Korea stalled, failing to capitalize on earlier progress as members disagreed on how to best foster global growth.Korea showed that the G20 goal of strong, sustainable and balanced growth is nothing but a mantra with few follow-through policies, says Gezici. The underlying problem is that it is impossible to force nations to agree when they have irreconcilable differences over their global economics analysis and policy prescriptions.Davos founder Schwab said this year, the G20 will have to demonstrate that it can address not only the necessary financial reforms but also questions of global governance, the reform of the global monetary system and the scarcity and fair distribution of natural resources.An individual nation’s economic troubles now ripple across world markets in hours, even minutes yet global solutions remain elusive and nearly impossible to implement. We are entering uncharted waters, says Metzl.American debt is a big challenge, as is the overheating of the Chinese economy and the growing debt crisis in the European Union. We have lived in a U.S.-led, rules-based economy for some seven decades, and something new is now emerging. Abercrombie Admits Failure To Discover Obama Birth Certificate

Veteran reporter Mike Evans has described in a radio interview how Hawaii Governor and close friend Neil Abercrombie was shocked at his failure to discover Obama’s birth certificate after using his power to search hospital records, an outcome that could seriously impact President Obama’s re-election campaign.Evans’ revelations contradict official claims that Abercrombie abandoned his search for birth records relating to Obama because of privacy laws that bar him from disclosing an individual’s birth documentation without the person’s consent.The birth certificate issue has rocketed back into the public limelight in recent weeks as a result of World Net Daily and specifically New York Times best selling author Jerome Corsi’s continuing investigation into the controversy, reports that have been afforded ample coverage by the hugely popular Drudge Report website.On Monday, Corsi reported how, Former Hawaii elections clerk Tim Adams has now signed an affidavit swearing he was told by his supervisors in Hawaii that no long-form, hospital-generated birth certificate existed for Barack Obama Jr. in Hawaii and that neither Queens Medical Center nor Kapi’olani Medical Center in Honolulu had any record of Obama having been born in their medical facilities.

In a radio interview with KQRS-FM, reporter Mike Evans explained how he had been a close friend of Abercrombie’s for decades since he first met him when Abercrombie was a taxi driver in Honolulu. Evans said that the Governor would often talk about how he was a friend of Barack Obama’s Kenyan father and how he remembered Barack Obama as a little kid in Hawaii whom he referred to as Barry.Evans said he spoke to Abercrombie’s office who told him that Abercrombie had used his power as Governor to search records from all the hospitals where babies were being delivered at the time of Obama’s birth and that, There is no Barack Obama birth certificate in Hawaii – absolutely no proof at all that he was born in Hawaii, said Evans, pointing out that Abercrombie purposefully conducted the investigation to try and quash claims that Obama was not born in the United States.Now he admits publicly that there is no birth certificate, said Evans of Abercrombie.Evans said that he asked Abercrombie what his first memory was of Barack Obama as a child and that Abercrombie told him he recalled seeing Obama playing in the T-Ball league when he was 5 or 6 years old.

What about before that, asked Evans, to which Abercrombie responded,I don’t really remember much before that,a retort described by Evans as very odd. Canada urged not to wait for U.S. on climate plan

VANCOUVER (Reuters) – Canada should push ahead on its own with climate-change policies that would a price on carbon emissions, and not wait for the United States to act, a federal panel urged the government on Tuesday.Harmonizing the two closely tied countries' rules for cutting greenhouse gas emissions is a reasonable idea, but Ottawa should develop its own rules first because U.S. climate-change policies are currently caught up in political uncertainty, the panel said.The National Round Table on the Environment and the Economy recommends Canada take a gradual approach to harmonization with the United States so it can meet its targets for cutting emissions and address future economic concerns.This phased in approach would ensure we are ready and prepared to harmonize effectively and advantageously if the U.S. is ready to move, the government-appointed advisory panel wrote in a report.The agency's recommendation contrasts with the Conservative government's arguments that Canada's efforts to curb greenhouse gas emissions must be done in tandem with the United States, by far the country's largest trading partner.The Conservative government, with roots in energy-rich Alberta, has complained the economy would be damaged if it does not work with Washington on curbing industrial emissions just as it does now on auto emissions.The report cautioned that attempting to just harmonize the two counties' targets for greenhouse gases would result in significantly higher carbon prices in Canada than in the United States.

JERUSALEM – Archaeologists have cleared out a 2,000-year-old tunnel running under the walls of Jerusalem's Old City and plugged up over the generations by accumulated debris, the Israel Antiquities Authority said Tuesday.Archaeologists believe the tunnel served to drain rainwater near the Second Temple, the center of Jewish faith destroyed in A.D. 70. It runs near — but not underneath — the sacred and politically explosive enclosure known to Jews as the Temple Mount and to Muslims as the Noble Sanctuary, home to the Al-Aqsa mosque.Archaeology and politics in Jerusalem are entangled, and there was criticism of the new excavation Tuesday from both Palestinians and dovish Israelis.The tunnel runs almost 2,000 feet (600 meters) from inside the Old City to the nearby Palestinian neighborhood of Silwan, where an Israeli settler group, the Elad Association, both funds archaeological digs and moves in Jewish families, angering Palestinians. The group, which works closely with arms of the Israeli government and the Jerusalem municipality, aims to prevent any division of Jerusalem in a future peace deal.

EU pulls raw materials paper amid squabbling over commodity speculation

EUOBSERVER / BRUSSELS - The European Commission has decided to delay the publication of a policy paper on raw materials and commodity markets at the eleventh hour after senior officials flagged up a number of areas likely to run into member-state opposition, primarily from France. On Tuesday (25 January) a spokesman for the EU executive said the delay was unlikely to exceed one week, with other individuals insisting the decision was taken before critical comments were made by French President Nicolas Sarkozy a day earlier.Having recently taken over the presidency of the Group of Twenty major economies (G20), Paris has set itself the task of breaking what it perceives as a strong link between commodity speculation and price fluctuations of products such as wheat and oil, with suggestions the commission may be less convinced of the connection causing alarm.I will recommend a date for the publication of a study showing that speculation does not result in global price rises of raw materials: 1 April, Mr Sarkozy said ironically on Monday when questioned by a journalist over the commission's imminent document.Later, French agriculture minister Bruno Le Maire said he found it hard to believe the commission's final draft of the paper - originally scheduled to be published this Wednesday - would deny the link between speculation and commodity prices. If that was the case it would mean that we don't live in the same world,he said.

Since then, EU officials have been at pains to stress that they do believe there is a link between the two issues, arguing however that its exact nature is unclear. We have to refine our analysis to understand properly the reasons why markets fluctuate, said spokesman Olivier Bailly on Tuesday. Is it demand led, is that why prices go up? Is it the weight of certain investments or speculation? We have doubts, we have queries, but we have no evidence.Rises in global food prices in 2008 caused riots in a number of countries including Haiti and parts of Asia, while more recent unrest in parts of northern Africa has also been attributed to concerns over food prices.Faced with presidential elections in May 2012, analysts say Mr Sarkozy has pinpointed the issue as a potential vote winner, hoping to use a successful G20 presidency this year as a springboard for re-election.Other EU member states and international institutions are more cautious however, with one study by the IMF earlier this month suggesting rising demand from emerging nations such as China and India was a key determinant in setting commodity prices.Privately, EU officials admit that, while Mr Sarkozy was probably quoted a line from an old draft of the commission's communication, the current document still needs further screening to make it more politically acceptable, especially after a decision to merge two separate papers on raw materials and commodity markets was taken only one week ago.

Reports suggest that decision followed a request from France, prompting German concern the issue of commodity markets could detract attention from the need to devise a suitable EU strategy on securing access to raw materials.As Europe's main manufacturer, Germany has been alarmed by recent restrictions on certain raw materials, in particular a decision by Beijing to limit exports of rare earth minerals, used in many electrical goods such as mobile phones.The new delay doesn't make a whole lot of sense, Green MEP Reinhard Butikofer told this website by telephone on Tuesday. Commission President Jose Manuel Barroso is trying to pay a favour to Sarkozy and that is not the way to run the EU institution, added the German euro deputy who sits on the European Parliament's powerful industry committee.People who have seen the commission's latest draft say earlier language on using WTO pressure to secure access to raw materials has been replaced with the need for greater EU co-operation with producer counties such as the Democratic Republic of Congo (DRC).By co-operation the paper means helping to provide infrastructure, granting access to key technologies and advice on good governance, said Mr Butikofer.The document is also set to stress the need for transparency in the mining industry, with NGOs citing the struggle to secure control over valuable mineral deposits in eastern DRC as a primary reason behind the conflict in the region.

French G20 leadership to focus on commodity prices

EUOBSERVER / BRUSSELS – French President Nicolas Sarkozy has said that tackling instability in global commodity markets will be a key aim of France's presidency of the Group of 20 major economies.Outlining France's G20 priorities at a press conference in Paris on Monday (24 January), Mr Sarkozy appeared to back away from earlier calls to change the Bretton Woods system of global monetary order however, seen as a response to recent US resistance in this area.If we don't do anything we run the risk of food riots in the poorest countries and a very unfavourable effect on global economic growth, the French centre-right leader told diplomats and journalists.The day there are food riots, what country at the G20 table will say this does not concern them? I don't see a single one, he added.A report by the UN's Food and Agriculture Association (FAO) earlier this month said global food prices hit an all-time record in December, surpassing the levels seen during the 2007-08 crisis that caused riots in Haiti and parts of Asia.Unrest over food prices has also resulted in protests in Algeria and other parts of northern Africa this year, with France among EU member states that blame speculators for the rise in commodity prices. Economists are split on the subject.

The European Commission last month called for greater transparency in commodity trading, and is reportedly set to include a separate chapter on the subject in a paper on raw materials to be published this Wednesday.Originally intended to focus on securing EU access to raw materials such as rubber, minerals and metals, Paris is thought to have succeeded in persuading the commission to include a section on commodities at the last minute, despite German fears this will detract from the document's main message.France has also used the debate over food security to argue against a radical overhaul of the EU's common agricultural policy post 2013, with CAP reform among the topics under discussion by EU farm ministers in Brussels on Monday.A group of 22 EU member states, led by France, signed a declaration in late 2009, insisting that an ambitious, continent-wide agricultural policy is essential to secure Europe's food independence.But some analysts argue that food security is a weak argument for a EU farm policy based on subsides, currently valued at roughly €55billion a year.We are already producing far more food than we need and there are huge gains in productivity still to be made, Valentin Zahrnt, a CAP expert with the European Centre for International Political Economy, a Brussels-based think-tank, told this website.EU families currently spend roughly 12 percent of their income on food. EUOBSERVER / BRUSSELS - Bulgaria and Romania's delayed entry into the border-free Schengen area highlights the dishonest and club-like atmosphere of EU decision-making by member states, MEPs argue, calling for more EU institutions to be involved in the process.Speaking to MEPs on Tuesday (25 January) on behalf of the six-month rotating EU presidency, Hungarian interior minister Sandor Pinter said his country fully supports the enlargement of the border-free zone to include Bulgaria and Romania, but stressed that all technical criteria have to be met.And reports show that Bulgaria is not yet fully ready when it comes to securing the land border to Turkey, he added.But the technical issue only emerged after France and Germany in December wrote a joint letter opposing the two countries' accession due to corruption and organised crime - a situation which is being monitored by the European Commission.I am not sure what the impact of that letter will be, but 100 percent unanimity is needed in the Council [of Ministers], Mr Pinter explained.

MEPs dealing with justice and home affairs however point to the lack of transparency and politicking by member states when deciding on which country can join.With access to documents still being restricted for the European Parliament, whose role remains purely consultative on the Schengen enlargement issue despite beefed up powers in police matters, MEPs say the moment has come to reform the whole system. We'll begin the discussions about the new Schengen evaluation system where parliament will have co-decision. For the moment we are only consulted, but we don't even have access to the reports drafted by national experts, Portuguese centre-right MEP Carlos Coelho told this website.Despite common visa and border security standards being part of EU law, the Lisbon Treaty still left it up to member states alone to decide when a new country is ready to join the Schengen area.Initially an inter-governmental treaty signed in 1985 by France, West Germany and the Benelux states, Schengen was gradually expanded and included in the EU treaties, with only Ireland and Great Britain opting out. Non-EU members Switzerland, Iceland and Norway are also part of Schengen, but they do not have a vote on new countries coming in.

The Schengen evaluation mechanism is inadequate. The problem is the lack of honesty in the process and the false pretence that Schengen and corruption monitoring are completely separate. There is also the hidden political agenda of France, who is angry with Romania about the Roma situation last year, British Liberal Democrat MEP Sarah Ludford told EUobserver.We should get beyond this club atmosphere in the Council and have systematic monitoring for all countries, even after they are in - so as to avoid situations like in Greece, she added, in reference to the 200-or-so border guards sent from other EU countries to help out their Greek colleagues in securing the Turkish land border where most irregular migrants enter the EU.Mr Coehlo also noted that member states are very tough on candidates, but very lazy about members of their own club.And this is no good in respect to security issues. The same rules have to apply to old and new member states alike,the Portuguese politician stressed.

MEP calls for impact assessment of EU counter-terrorism policies

EUOBSERVER / BRUSSELS - Costly high-tech surveillance and data gathering programmes put in place all over the EU for counter-terrorism purposes have never been thoroughly evaluated in terms of effectiveness and proportionality, one leading MEP has said, just as in neighbouring Russia, an alleged suicide bomber has claimed dozens of lives in Moscow's international airport.Russian officials on Monday (24 January) were quick in labelling the deadly blast at the Domodedovo airport as the work of terrorists, with Russian President Dmitry Medvedev vowing to track down the culprits and ordering increased security in all airports.According to local media, more than 30 people have died and over 100 were injured when an almighty explosion rocked the baggage claim area in the arrivals hall.With Russia's limited parliamentary scrutiny, counter-terrorism measures such as the war on Chechnya mostly rely on Europe's watchdogs and the human rights court for some justice to be made.But inside the EU itself, ever since the attacks on the US in 2001, counter-terrorism measures have been progressively beefed up with virtually no real impact assessments done as to the financial costs and the toll on civil liberties that they entail.

The European Parliament has been constantly calling for a thorough evaluation of EU counter-terrorism measures. Why is it that in other areas, such as transport or regional policy, it is normal to evaluate results of the policy, but in counter-terrorism everything remains secret? Dutch Liberal MEP Sophie in't Veld told this website. Ms in't Veld is drafting the parliament's position on this matter, with a first discussion due Tuesday.An evaluation carried out by the European Commission in July 2010 was labelled as extremely modest by the Dutch politician because no results were included in the document.As a result, MEPs are likely to call for the establishment of an independent panel of experts ranging from the security world to budget and civil liberties NGOs, so as to look into the overall cost of counter-terrorism.It is not only state budgets that are affected, considerable costs and administrative burdens are also put on airlines, banks, telecommunication companies - who all have legal requirements to comply with in terms of counter-terrorism policies. What we want to know is if all this is really necessary,she explains.

So far, no programme was been put in place after 2001 - such as video surveillance, data storage of phone and email records of all customers, not just criminal suspects - was ever rolled back or deemed as too intrusive or useless by the governments. But with several successful or foiled attacks ever since, more scanning, screening and data mining programs were introduced, some of which were extended beyond fighting terrorism.In its analysis, the European Commission speaks of €745 million set aside to support policies to counter terrorism and organised crime, but the real figures if the private sector and national governments are taken into account rises much higher than that. Under EU's research programme, for instance, €1.4 billion are earmarked solely for security research.It is fair that security firms try to make a profit out of it, but we should be informed and aware of how the taxpayer's money is spent,Ms in't Veld says.

Ireland Jumps on Bandwagon to Give PA Embassy Status

Ireland on Tuesday and granted the Palestinian Authority embassy status, but unlike Latin American countries, it did not recognize the PA as a country. Israel says it regrets the action but is not surprised.PA Chairman Mahmoud Abbas claimed that as many as 10 other European countries will follow suit. His international diplomatic war on Israel, which began when he took office after Yasser Arafat died, has paid off so far. Several Latin American countries this past month have recognized the PA as a country based on the 1949 Armistice Lines. Peru added its name to the growing list this week.Israel expresses its regret over the step taken by Ireland, but is not surprised by it considering the many years of biased policy relating to the conflict, the government stated.Sweden, Finland and Denmark are expected to follow Ireland's move, and France, Germany and Belgium also might upgrade their PA missions to the embassy level.

Israel is trying to convince the international community that the upgrading of relations will damage the chances for a mutual agreement between the Arab world and Israel. Israeli efforts are focused on Britain, which also may grant the PA embassy status.Deputy Foreign Minister Danny Ayalon said the actions by Peru and Ireland are largely meaningless on the ground and destructive for negotiations they do contribute to the bubble of expectation that is growing amongst the Palestinian leadership... We all know that bubbles eventually burst and it is negligent to contribute to this unsustainable policy.Every free gift the Palestinians receive from the international community contributes to their recalcitrance and maximalist strategy. We can see an obvious connection to the recent spate of recognition and a hardening of the Palestinian position.Abbas’ diplomatic campaign is aimed at giving him enough international support to bypass talks with Israel, which by most accounts have moved beyond the realm of possibility. He stated as far back as two years ago that at the appropriate time, he will turn to the pro-Arab United Nations to recognize the PA as a country with the all of the land restored to Israel in the Six-Day War in 1967.PA leaders, including Abbas, recently have warned that failure to meet PA demands and establish it as a state might ignite renewed violence.Former PA legal advisor Amjad Atllah wrote on the Foreign Policy website this week that the leaks of diplomatic cables, along with the demonstration in Tunisia and other countries, shows that change can come without the United States.This means there may be more exhibitions of people power with unpredictable consequences, he wrote.

CAIRO (Reuters) – Thousands of Egyptians demanded an end to President Hosni Mubarak's 30-year rule and three people were killed in unprecedented countrywide protests on Tuesday inspired by the revolt that brought down Tunisia's president.Down, down, Hosni Mubarak, chanted protesters in Cairo, where police fired teargas and used water cannon, and protesters hurled bottles and rocks at them.Two protesters in the city of Suez, east of Cairo, died as a result of rubber bullets, security and medical sources said. State television said one security officer died in central Cairo because of a blow to the head from a stone that was thrown.Some protesters were beaten hard by police with sticks. Others, in a rare show of nerve against a huge national security operation, chased police down side streets. Reuters TV footage showed one policeman joining the demonstrators.In Alexandria protesters flipped over a police vehicle and tore down a picture of Mubarak, 82, and one of his son, Gamal, who many Egyptians believe is being groomed for office when his father stands down. Both deny this.Protesters in Cairo who responded to calls by web activists for action cried: Gamal, tell your father Egyptians hate you.Analyst Nabil Abdel-Fattah said: What is happening today is a major warning to the system. It is both an extension of pent-up frustrations and continued protests. What is also new is that there are new generations who are using new tools.The protest could gather momentum unless the state swiftly addressed the demand for reform, he said.

Sites such as Facebook and Twitter have been key tools for activists in galvanizing protesters. Harvard University's Herdict web monitoring service reported that Egyptians said the Twitter website was blocked on all Internet Service Providers.
Egyptians have the same complaints that drove Tunisians onto the streets: surging food prices, poverty, unemployment and authoritarian rule that smothers public protests quickly and often brutally. Tunisia, Tunisia, protesters shouted.Tunisia's new government, formed after President Zine al-Abidine Ben Ali fled, has struggled to assert itself against protests that continued on Tuesday demanding a purge of former regime loyalists from the cabinet.The United States, a close ally of Egypt and major aid donor, called for restraint from all sides to avoid violence.Our assessment is that the Egyptian government is stable and is looking for ways to respond to the legitimate needs and interests of the Egyptian people, U.S. Secretary of State Hillary Clinton told reporters in Washington.The protests in Cairo and other cities may have drawn 20,000 people or more, based on witnesses. An Interior Ministry statement said more than 10,000 gathered in one central square in Cairo alone, but did not give an overall number.But it is hard to estimate because protests were so spread out and state media gave only cursory mention of the events.

DAY OF WRATH

Egyptian protests usually draw only a few hundred people. The large numbers and the fact that protests across several cities were coordinated in a way not seen before gave Tuesday's events a force unprecedented since Mubarak took office in 1981.With most formal opposition groups fractured and toothless, web activists led the calls for Tuesday's demonstrations, billed as a Day of Wrath against poverty and repression.By drawing demonstrators in such numbers, online activists have shown their calls for political change can reach a broad audience. Until now most of the rage has stayed on the Internet.As night fell, police and protesters in Cairo's central Tahrir square mingled and some shared food. Some protesters showed no sign of quitting for the night.Messages on Twitter and Facebook read earlier: Tahrir protesters are not going home. They need food and blankets. Roads are closed, so if you live nearby, please help.

Others called for more protests in the days ahead.Demonstrations took place in Ismailia and Suez, both cities east of Cairo, and in other Nile Delta cities like Mansoura and Tanta. Protesters also gathered in north Sinai.We are gathered here to demand our rights. We can't live. Everything is expensive and there is unemployment. We want prices to go down. This government is the reason for our suffering, said Ibrahim, 33, in Mahalla el Kubra, the site of 2008 riots over subsidised bread shortages and price rises.

In Ismailia, protesters chanted: Where are you, freedom? In Alexandria they shouted: Revolution, revolution, like a volcano against Mubarak the coward.Medical and security sources said dozens were injured. A security source said 15 people were detained in Cairo. A group of lawyers said some 85 were detained across Egypt. Another source said two police officers were injured in Suez when rocks were hurled. Witnesses saw protesters dragged off by police.The Interior Ministry said in a statement that despite the provocative approach of some demonstrators they were allowed to organize peaceful protests. It blamed the banned opposition Muslim Brotherhood for provoking some rioting.The Brotherhood, seen as having Egypt's biggest grassroots network, had not made an explicit call to join the protest in the days leading up to it. But some members joined in.The Interior Ministry earlier said it would deal firmly with anyone breaking the law and said demonstrators could face arrest. But Interior Minister Habib al-Adli had told a state newspaper he welcomed stationary protests for short periods.We have orders not to clash with them (protesters), one security officer was heard to say, speaking on a mobile phone earlier in the demonstration in Cairo before scuffles began.Analysts had expected the authorities to show a more tolerant attitude for fear of provoking the kind of anger that drove Tunisians into weeks of unrest before the president fled.Ben Ali sought refuge in Saudi Arabia, and some of the Cairo protesters chanted: Oh Mubarak, Saudi Arabia awaits you.One Twitter entry urged police to join the people's side.

Huge Jordanian Generators Sighted on Temple Mount

Huge electricity generators donated by the government of Jordan were brought into the Temple Mount Tuesday. A group led by Likud's Moshe Feiglin documented the entry of the generators into the Mount.Sources in the Jerusalem Municipality's Supervision Department told the Temple Heritage Fund that the municipality had not given permission to bring in the generators and that they were informed of the matter by Avi Roif, Commander of the Old City Police. The municipality sources were said to be outraged at Roif for allowing the generators' entry despite his not not being authorized to do so.It is not clear to what use the generators will be put. The Wakf has in the past conducted unauthorized digging and construction activity on the Mount, apparently in order to obliterateany archaeological vestiges of Jewish presence there. The heavy generators themselves might damage the holy site and they might be used to illuminate and provide energy for projects about which Israel has not been informed.

According to an urgent Temple Heritage Fund e-mail message, generators of this size are capable of supplying electricity to tens of thousands of homes. The Fund quoted municipality sources as surmising that the generators might be intended for use in the event that Muslims want to remain up on the Temple Mount for a long period of time. This could occur to prevent an imagined takeover by the Jews, with Muslims gaining pr points in the process.The Arabs may be planning a rebellion or a large-scale operation, the Fund's email added. However, it is also possible that the Wakf would like to use an alternate source of energy other than Israel's Electric company.
There has been tension for other reasons around the Temple Mount in the past few days after news was leaked that Israel had cleared out an ancient tunnel that led from where the Davidson Visitors' Center currently stands, next to the Kotel Plaza, and the City of David.(IsraelNationalNews.com)

Peres to Rabbi Ovadia Yosef: You Strengthen the Jewish Nation

Rabbi Ovadia Yosef visited President Shimon Peres on Thursday in a shiva call, the visit made to mourners who have lost a family member. Peres' wife Sonia passed away on Thursday.He was accompanied by Ministers Eli Yishai and Ariel Attias, both members of Shas.Rabbi Yosef, a leading figure in the realm of Jewish law and spiritual head of the Shas party, praised the late Mrs. Peres. Sonia was a modest woman who spent her life engaged in kindness, giving quietly behind the scenes to those in need, he said.Peres praised Rabbi Yosef over his recent ruling that IDF conversions are valid. The conversions had been cast into doubt due to concerns that soldiers were allowed to convert even if they did not plan to abide by Jewish law (halacha).

Your greatness in Torah allowed you to make this important ruling, which strengthens and unifies the Jewish people, Peres told Rabbi Yosef. The rabbi told Peres that his goal had been to maintain Jewish unity within the framework of halacha.Several leading rabbis in the Litvak (Lithuanian) branch of the hareidi-religious world, among them Rabbi Yosef Shalom Elyashiv, remain opposed to the IDF conversions.

Israel's new top spy: Iran bomb possible in 2 years

JERUSALEM (Reuters) – Sanctions have not held up Iran's nuclear program and it could produce bombs within two years, Israel's new top spy said on Tuesday, staking out a conservative timeline in the face of rosier U.S. assessments.The remarks by Major-General Aviv Kochavi, chief of military intelligence, also appeared aimed at asserting authority over the rival Israeli espionage agency Mossad, whose departing chief said this month Iran might not have nuclear arms before 2015.The sanctions have had an impact on the Iranian economy, but they have had no impact on Iran's nuclear program, Kochavi said in his first briefing to an Israeli parliamentary defense panel, according to its spokesman.The question is not when Iran will have a bomb but rather how much time until the Supreme Leader decides to escalate uranium enrichment, Kochavi said, referring to a currently low-purity project that Iran says is for peaceful energy needs.Based on their infrastructure and the technical know-how and uranium they have, within a year or two after he makes that decision, they will have nuclear weapons.Western officials tend to see potential Iranian military nuclear capability at mid-decade -- whether due to Tehran's policies, foreign sabotage or U.S.-led sanctions biting into key funds and supplies.The most recent analysis is that the sanctions have been working. They have made it much more difficult for Iran to pursue its nuclear ambition, U.S. Secretary of State Hillary Clinton said on January 10.A senior U.S. Treasury official, Stuart Levey, told Reuters on January 12 that sanctions had significantly discouraged investment in Iran's energy sector.

MIFFED AT MOSSAD

The American remarks followed a briefing to reporters to mark the retirement of Mossad director Meir Dagan, in which he said Iran will not achieve a nuclear bomb before 2015, if that, because of its domestic ferment and foreign pressure.Though military intelligence has traditionally enjoyed precedence over the Mossad in setting Israel's strategic assessments, ex-general Dagan's words resonated widely given his acclaimed eight-year tenure and reputation for hawkishness.Political sources said Israeli Prime Minister Benjamin Netanyahu was upset at Dagan's public pronouncement, which some analysts said might have undermined Washington's drive to spearhead greater diplomatic pressure on Tehran.In what seemed to be an effort to make amends, the former spymaster has since said Iran could bolt forward with its uranium enrichment, cutting the timeline to a bomb.An Israeli official who attended Kochavi's briefing and who is familiar with intelligence affairs voiced belief that the general had Dagan in mind when he spoke.This is a new head of military intelligence, so he's making very clear what the national estimate is, despite what we heard recently from the Mossad, the official said.

A career infantryman, Kochavi assumed his current post last month. His predecessor, Amos Yadlin, has been reticent about the Dagan flap, not least as the Mossad chief had counseled against Israel attacking Iran preemptively. Yadlin was among the eight F-16 pilots who bombed Iraq's atomic reactor in 1981 -- a precedent Israelis cite in making veiled threats against Iran.According to Kochavi, the first Iranian bomb, if built, would be a crude device with limited means of deployment.A nuclear warhead that could be mounted on a long-range missile could still take (Iran) several years to develop," Kochavi said, according to the parliamentary spokesman.
