Residential electricity prices will rise by 46% over the next five years, but be offset by a new 10% hydro benefit, the McGuinty government says.The province’s fall economic statement says there are two reasons for the growing bills - the move to pricier but cleaner energy like solar and wind and an investment in electricity infrastructure and generation.While absolutely necessary, these investments are increasing electricity costs, the statement says.The government will introduce an Ontario Clean Energy Benefit as of Jan. 1 that will reduce the bills of eligible residental farm and small business consumers by 10% a month for the next five years.

The 10% comes off the entire bill, not just rates, and includes the distribution and harmonized sales tax. Rates will continue to rise.All homeowners, including those who purchased energy price plans, are eligible. The average family would save about $150 a year, the government says.Businesses that use 250,000 kWh a year or less also get the hydro price cut saving about $1,716 a year, and farms would save about $2,052a year Premier Dalton McGuinty said in the Legislature that Ontarians will view this break as good news in economically challenging times.Tory MPP Peter Shurman said the government’s decision is behaving like a guy deeply in debt who spends $50 he finds in a jacket pocket on beer with his buddies.PC Leader Tim Hudak has called for the government to wrap up the debt repayment charge on the hydro bills, and to rethink its Green Energy Act which he argues is social rather than economic policy.NDP MPP Andrea Horwath has been campaigning to get the government to remove the provincial portion of the HST from hydro bills, which adds 8% to the bill.

The fall economic statement puts the size of the provincial deficit this year at $18.7 billion, less than projected in the government’s spring budget.Tory MPP Norm Miller said Thursday that the Liberal government’s economic plan will leave a legacy debt of $20,000 per Ontarian.Miller said Ontario under the Liberals has under performed economically compared to other provinces, and has been shedding well-paying private sector manufacturing jobs by the tens of thousands.McGuinty said that Ontarians understand that the economic difficulties began outside the province with a world-wide recession, and that his government’s stimulus spending has built bridges and roads, schools, court houses and hospitals across the province while creating 300,000 jobs.Mike Schreiner, leader of the Green Party of Ontario, said the government should be offering citizens grants and loans to make their homes more energy efficient.I think the most appropriate long-term solution to rising hydro rates is an aggressive energy efficiency and conservation plan because it saves us money today, tomorrow and 10 years from now,Schreiner said.Otherwise, we’re just going to be creating more debt.

Greek PM says it at last: carbon taxes are just another way to raise revenue

George Papandreou, the Greek prime minister has said that there may need to be new Europe-wide forms of taxation to help pay for the bail-outs that will be needed by the growing number of crashing economies in the euro-zone. His suggestions include carbon dioxide taxes which, he says, could provide important revenues and resouces for funding such a [bail-out] mechanism.I’ve never actually heard a major politician (let alone a national leader) admit this before: what Mr Papandreou is saying is that carbon taxes would have not have the effect of reducing emissions – because if they did, they would be useless as an additional form of revenue. All the hokum that is talked about protecting the planet by taxing carbon use is just a front for the real purpose of such penalties on industry and consumers which is to raise more money for governments to spend (in this case, on trying to remedy their own political follies).

Sexual battery in Mateo County is a felony if the molestation occurs beneath clothing and makes contact with skin and a misdemeanor if the touching occurs outside clothing.The new government mandated hands-on searches are used for passengers who find naked body inappropriate, when something suspicious appears in screening, or randomly. They can take two minutes per passenger and involve sliding of the hands along the length of the body, along thighs and near the groin and breasts, according to the Associated Press.In addition, a district attorney in the county south of San Mateo, Santa Clara, told Wagstaffe his office will also prosecute TSA employees for inappropriate sexual behavior at the San Jose International Airport.Since the new search procedures went into effect, the web has exploded in opposition to naked body scanners and intrusive patdowns. Reports posted by the The Drudge Report, Infowars.com, and Prison Planet.com have gone viral on the internet and forced the mainstream corporate media to cover the issue.

Nationwide outrage against the TSA is not only bringing to light new cases of airport abuse, it’s throwing fresh attention on previous incidents that have been going on for years,Paul Joseph Watson wrote on Wednesday. Watson notes several lawsuits initiated against the TSA, including one connected to a 2008 incident at the Corpus Christi airport where the TSA exposed a young woman’s breasts.Coverage of TSA groping and public outrage has resulted in airports around the country reconsidering the procedures.Earlier today, Orlando Sanford International Airport decided to opt out from TSA screening. Larry Dale, the director of the Sanford Airport Authority in Florida, said he will send a letter requesting to opt out from TSA screening, and instead the airport will choose one of the five approved private screening companies to take over, according to central Florida’s WDBO.The outcry is huge,Texas Republican Sen. A Department of Homeland Security source has told CNN that the TSA is infuriated with the attention the media has given to the nationwide backlash against naked body scanners and aggressive new airport pat down procedures.During an appearance on CNN’s Anderson Cooper, TSA chief John Pistole attempted to downplay CNN’s Homeland Security source who told them that the TSA was angry with the media’s coverage of the issue and also fuming at the portrayal of the don’t touch my junk guy as a folk hero.Pistole also ludicrously claimed that TSA workers were professionals in terms of how they carry out their business,despite a deluge of stories about TSA officials abusing, sexually assaulting and humiliating travelers, including a case currently the subject of a lawsuit where TSA goons pulled down a 21-year-old woman’s blouse before laughing and joking about her exposed breasts.Pistole also parroted Janet Napolitano’s discredited claim that Johns Hopkins University declared the naked radiation scanners to be safe, despite the fact that just three days ago Dr Michael Love, who runs an X-ray lab at the department of biophysics and biophysical chemistry at the Johns Hopkins school of medicine told AFP that statistically someone is going to get skin cancer from these X-rays.As we documented, Big Sis’ USA Today editorial was a tissue of lies from start to finish.

Pistole also lies to Cooper when he claims that people who clear the traditional metal detector are not being subjected to invasive pat downs, in an effort to dismiss the fact that people who refuse the scanner are being punitively punished for their disobedience. As we documented with the case of radio host Owen JJ Stone, who had a TSA agent put his hand inside his pants and touch his backside and genitalia, Stone cleared the metal detector without a problem but was still made to endure a humiliating pat down that amounted to sexual molestation.Pistole points to the example of underwear bomber Umar Farouk Abdulmutallab as the reason why Americans need to submit to groin checks and have their testicles squeezed by goons in uniforms.However, it was the US State Department that allowed Abdulmutallab to board Delta Flight 253 despite the fact that his father warned the US State Department about him a month before, he was on a terror watchlist and was aided through security by a sharp-dressed Indian man.Pistole has indicated that the agency will not back down on radiation body scanners or invasive pat downs despite nationwide outrage and a plethora of lawsuits amidst new cases of travelers being sexually molested and humiliated by TSA goons.Pistole told the Senate Committee on Homeland Security and Governmental Affairs that his inspectors at 453 of the nation’s airports are not going to back down in the face of complaints that techniques are invasive,reports the Washington Post.Pistole said that agency wanted to strike a balance between privacy and security needs,and yet the TSA isn’t interested in striking any kind of balance whatsoever.Groping 3-year-old children, pregnant women and the physically disabled does not represent the risk-based or professional approach that Pistole and Napolitano claim they are enforcing.Amidst the backlash, many are calling for the TSA to be abolished and the current security-theatre to be replaced with something more effective, safer, and more respectful of privacy rights.

As Isaac Yeffet, the former head of security for El Al, told CNN, real terrorists are a giveaway for people professionally trained to spot them. Using human intelligence and rationally-based profiling is a far more successful and Constitutional method of providing airport security. Using minimum-wage low grade morons to feel up toddlers and pregnant women is not.Pistole, Napolitano and the TSA are praying that the resistance withers away, but it is only growing stronger, especially now that local governments are warning TSA workers that they will be prosecuted for groping travelers and with state lawmakers in different areas of the country moving to terminate use of the body scanners entirely.

Europe's Growth Challenges By Dominique Strauss-Kahn, Managing Director, International Monetary Fund Frankfurt, November 19, 2010 As prepared for delivery

Good afternoon. I would like to talk to you about one of the greatest challenges facing European policymakers today—how to ignite and sustain economic growth across the continent.The postwar European model was built upon three pillars—peace, growth, and social cohesion. All three are critically important, and all three feed on each other. Today, Europe has a serious growth problem—a problem magnified by the earthquake of the global financial crisis. Today, with so many European countries under pressure from all sides, these challenges are more urgent than ever. If unaddressed, Europe’s social model could unravel. It is time to renew the founders’ commitment to ever-greater openness and ever-closer integration.

European growth

Europe enjoyed stellar growth in the decades after the war. Growth was then driven by technology catch-up, a stable macroeconomic environment, growing European integration, and a strong banking system. But these gains ground to a halt in the early 1980s.Europe’s living standards have stopped improving for one key reason—citizens are not reaching their full potential. To some extent, this reflects a conscious social choice to work fewer hours. There is nothing problematic here—after all, happiness does not come from income alone. But there is a dark side. Unemployment in Europe is chronically high, and employment participation is persistently low—especially among women, older workers, and the young. A key reason is that labor market institutions tend to reward privileged insiders at the expense of excluded outsiders.Fundamentally, Europe is discarding too many of its people. We must never forget the immense human costs of joblessness—long-lasting income loss, worse health, higher mortality, lower children’s educational attainment, and faltering beliefs in institutions and democracy. We face the very real prospect of a lost generation, distanced from the labor market, and marginalized from society.

Low labor utilization is not the whole story. In southern Europe, in the countries with the greatest competitiveness problems, productivity is also lagging behind. Infrastructure, innovation, and labor skills are not up to par and entry barriers are large in some sectors. Here too, the denial of opportunity is harming the economy.Let’s not forget the financial sector. Over the past decade, the financial sector focused more on sophisticated innovation, and less on being a true driver of economic growth. In Europe, it is difficult for start-ups to obtain funding. Small and medium-sized enterprises—key engines of growth—are the first to be cut off when pressures arise.The global financial crisis brought these problems to a head. The euro area suffered from a deeper recession than elsewhere in the world—even the United States, the epicenter of the crisis—and is slower to bounce back. Inadequate governance in the euro area only made things worse. Close financial integration has brought great benefits, but it means that a problem with banks or sovereigns in one part of the euro area quickly becomes a problem for all. The area’s institutions were simply not up to the task of managing a crisis—even setting up a temporary solution proved to be a drawn-out process. In the end, they did what they needed to do, but the sovereign crisis is not over.

In a sense, the wheels of cooperation move too slowly. Repairing the financial sector is taking too long, in part because policymakers are not paying enough attention to the pan-European dimension. The common European vision also seems lacking when it comes to fiscal governance, internal imbalances or labor reform. Europe needs a holistic growth strategy, where every country benefits from the efforts of others.As the post-crisis world takes shape, Europe risks being left even further behind, especially as the dynamic regions of the world are bolting out of the stables.

A reform agenda

Europe must break the shackles of low growth, and stop settling for second best. This is the only way to save the social model and fulfill the common European destiny. It has done better before, and it must do better again.We need movement on many different fronts. The first step will be to address two urgent problems. Fixing the financial sector must surely come first. Banks must have sufficient capital to support growth, once investment opportunities reappear in earnest, without incurring excessive risks. The Basel III agreement is a landmark in this respect. However, policymakers must also have the ability to deal decisively with problem banks, and must forge ahead with better supervision and better crisis resolution procedures. Here European financial integration, which has brought so many benefits, also presents special challenges.In the long run, the financial sector must do more to nurture growth—especially by supporting small businesses. Right now, these businesses rely too much on banks for financing, and venture capital markets could do a lot more to meet their needs.Since the recovery remains weak, policymakers must initially take steps that support demand where it is possible. More generally, credible medium-term fiscal consolidation is crucial, with the pace tailored to country circumstances. Different countries face different challenges, but in all cases, job creation must be a priority. Growth without jobs is growth without value.

To provide momentum for labor market reform, I see benefit in launching a Single Labor Market initiative at the European level—a sequel to the Single Market initiative that harmonized goods markets. The euro area cannot achieve its true potential with a bewildering patchwork of segmented labor markets. These barriers exacerbate the diverging economic fortunes that threaten the euro area today. It is time to create a level playing field for European workers, especially in the area of labor taxation, social benefits systems and portability, and employment protection legislation.To complement these efforts, and to stay on the frontline of innovation, Europe needs to devote more resources to research and education. The euro area lags behind the United States both for publically- and privately-funded research and development. A more radical approach would be to transfer the research and university budget to the EU level.In the longer term, let us also not forget that growth in Europe, and especially the euro area, needs to become more balanced. Just like we worry about global imbalances, we should worry about imbalances within the euro area. It is simply not true that surpluses are good and deficits are bad. For growth to be sustainable, current account deficits in some European countries will need to shrink, and, in parallel, in other countries—such as here in Germany—growth will need to become more domestically driven.Long-term growth would also get a boost from a less restrictive approach to immigration. Europe seems to be fighting a losing demographic battle, with the labor force projected to decline significantly in coming decades. It makes sense to rely on immigration to address skills shortages, as has been done in North America. This could also make the social model more sustainable. However attractive it might seem from a near-term political perspective, Europe cannot solve its problems by bolting its doors.

A center-driven agenda

How can such a comprehensive reform agenda be best achieved? There is no single grand solution, but challenges on this scale can only be solved in a collaborative manner. Just look at the lessons of recent European history. When the agenda is driven by the center, things happen. Think of the single market program, or of monetary union. But when the agenda is left with the nations, things stall. Think about labor and service market reforms, especially through the Lisbon agenda.Peer pressure has not served Europe very well. It’s time to change course. The center must seize the initiative in all areas key to reaching the common destiny of the union, especially in financial, economic and social policy. Countries must be willing to cede more authority to the center. Mechanisms must be redesigned to give them the incentives to reform.Progress is being made on a number of fronts, but we are still some distance away from an effectively functioning economic union—the missing E in EMU! Many issues revolve around budgets. The most ambitious solution—extensively discussed in the academic literature—would be to create a centralized fiscal authority, with political independence comparable to that of the ECB. The authority would set each member’s fiscal stance and allocate resources from the central budget to best hit the dual targets of stability and growth.Such a leap toward European political integration appears unlikely in the foreseeable future, but we should exploit other ways of moving in this direction. There are at least two ways.

One is to shift the main responsibility for enforcement of fiscal discipline and key structural reforms away from the Council. This would minimize the risk of narrow national interests interfering with effective implementation of the common rules. Within the existing institutional context, the Commission—as the guardian of Europe’s treaties—could play such a role. A separate, independent, institution could work as well.Finally, it would make sense to increase the size of centrally-allocated budgetary resources. This means going beyond the current EU budget, strictly limited by the Treaty, to a system that uses more transparent EU-wide instruments—such as a European VAT, or carbon taxation and pricing.


Conclusion

Let me conclude this morning by taking you back where I started. After a calamitous half century, the people who rebuilt Europe were determined do to things differently, to set sail on a new course of cooperation and integration. In doing so, they banished the specter of conflict from the continent, something that had seemed impossible. As Robert Schuman, one of the founders of the European Union, said in 1949, We are carrying out a great experiment, the fulfillment of the same recurrent dream that for ten centuries has revisited the peoples of Europe—creating between them an organization putting an end to war, and guaranteeing an eternal peace.And with this peace came rising growth and prosperity, and a degree of social cohesion that is the envy of the world. These gains are now under threat from low growth, poor employment prospects, and growing economic divergences. These fault lines have been around for a while, but the earthquake of the global financial crisis ripped them wide open.The only answer is more cooperation, and greater integration. Now is the time to fortify the economic foundations of the union. None of this will be easy. But was the single market easy when first proposed? Was the single currency easy to design and implement? Europe has faced these kinds of challenges before, and overcame them. It can do so again. It’s time to finish the job, to finally realize the common destiny of Europe.Thank you.

In a report published today by the Committee on Payment and Settlement Systems (CPSS), central bankers examine developments in the clearing industry's market structure, their drivers and the implications for financial stability. The report, Market structure developments in the clearing industry: implications for financial stability, first provides a broad overview of the clearing industry in CPSS countries, covering both traditional markets and OTC derivatives markets. Market structures can be classified in two dimensions: vertical versus horizontal structures, and integrated versus fragmented structures.

Second, the report assesses how far these developments have given rise to new risks. It further outlines practical issues that regulators and overseers may wish to consider, either as part of their oversight role or in the context of their broader financial stability remit. Furthermore, the report examines to what extent changes in market structure or ownership might affect the expansion of central clearing services. Finally, the effect of ownership on CCPs' incentives to manage counterparty risk is considered.The report shows that different types of market structure have developed over the last decade. Specific market structures may create specific risks and amplify interdependencies between systems and markets. These warrant careful consideration by both market participants and the authorities. However, there is no evidence that the industry is settling on one particular structure. Nor is evidence found to suggest that one market structure is superior to another, either in terms of CCP risk management or in terms of wider systemic risk. In fact, many risks occur in several types of structures.Nevertheless, central banks, regulators and overseers may usefully pay attention to specific risks that are more likely to occur in some market structures than in others. These include incentives to weaken the robustness of CCP risk controls that may in turn reduce the CCP's ability to manage a member default. Although some of the risks considered in the report have yet to materialise, CCPs and their regulators or overseers face significant future challenges, in particular as market structures in many countries continue to evolve. Hence, public authorities will need to continue applying rigorous and consistent oversight. For each type of market structure, the report provides a checklist of questions that central banks, regulators and overseers could use to that end.The clearing industry's structure also has a bearing on how far central clearing will be used in different market segments, and hence on the resilience of the financial system as a whole. In fact, the broader risk-mitigating benefits of central clearing may be diluted if changes in market structure affect access to CCPs, raise the cost of central clearing or hamper the process of creating new CCP services.

The working group was chaired by Anne Wetherilt of the Bank of England.As the central clearing industry has experienced a large number of changes during the last decade that have profoundly affected both its own market structure and its role in the broader financial infrastructure, the working group was commissioned by the CPSS to investigate these developments in the clearing industry, their drivers and the implications for financial stability. The working group was also asked to assess whether different market structures give rise to new risks that may affect CCP robustness and to outline some practical thoughts for central banks, regulators and overseers with an interest in the stability of CCPs.

Macro-prudential oversight and the future European Systemic Risk Board

Ladies and Gentlemen,

It is a pleasure for me to participate in the European Banking Congress.

We are meeting at a very important time for Europe’s financial system, of which so many senior representatives are assembled here. This is also a very important time for the European economy and for the governance of the euro area.Looking at the current situation, we have to be very clear as to what the issues are and where the solutions lie.As its name suggests, Economic and Monetary Union has two attributes: one is Economic and one is Monetary.The Monetary attribute refers to the ECB, its mandate and its independence. I will come to this in a moment. The Economic attribute comprises the fiscal regime enshrined in the Stability and Growth Pact; the national frameworks of economic policy; and the system of mutual surveillance.

The developments we are currently witnessing in Europe’s economy have to do with its Economic functions. They have essentially three origins: unsound fiscal policies in a number of member states; inappropriate macroeconomic policies in a number of member states; and overall an inadequate system of surveillance by all member states. This is the triangle that provides the perimeter of the current situation.
There is a solution to these three elements, and this consists in: first, ensuring sound fiscal policies in each and every member state; second, setting responsible macroeconomic policies; and, third, designing and adhering to a far more effective system of surveillance.The ECB stands alongside the citizens of Europe. We understand their concerns about the governance of the euro area because, just like them, we are focused on the medium term.That is why we call for a very ambitious reform of euro area governance – a reform that will address the root causes of the current situation and make it simply impossible to happen again.I also have good news. This good news is that all the efforts to strengthen the economic attribute of our union will be supported by a monetary policy that will ensure price stability or, as you say in German, Geldwertstabilität.

As I mentioned, the Monetary attribute of EMU refers to the ECB, its mandate and its independence. By now, after almost 12 years, we also have a track record. As you know, the most important issue for a currency is to keep its value. There is one single measure for this, which is the average inflation rate over a medium or long-term horizon. This is how we measure price stability. I will be very precise. The average annual inflation rate in the euro area since the inception of the euro almost 12 years ago has been 1.97%. The European Central Bank has therefore been fulfilling its mandate, which is to keep inflation below, but close to, 2% over the medium term.With all the challenges we have faced since 1999 – the cash changeover, the oil price spikes, the internet bubble, the turbulences in the aftermath of 11th September and, of course, the global financial crisis – maintaining price stability is a notable achievement.What is more, looking ahead, inflation projections and inflation expectations are well anchored in line with price stability.

The launch of the ESRB
My main topic for today is macroprudential oversight and the new body that the European Council and the European Parliament have decided to create: the European Systemic Risk Board or ESRB. The legislation has been finalised yesterday and the ESRB will soon become reality.I am honoured to speak to you today not only as president of the ECB but also in my future role as Chair of the ESRB.The new European body will be part of the new European System of Financial Supervision and it will be located here in Frankfurt. The city can therefore be proud to host three European authorities: the ECB, the European Insurance and Occupational Pensions Authority (EIOPA) and the ESRB.The function of the ESRB will be to provide macro-prudential oversight of the European Union’s financial system. It will bring together the governors of the national central banks, the new European Supervisory Agencies (ESAs), the European Commission and the national supervisory authorities of all 27 member states.The establishment of the ESRB was first recommended in February 2009 in the report of a high-level group chaired by Jacques de Larosière. The new institution is backed by a remarkably strong consensus between the European Commission, the European Council and the European Parliament. In the Parliament, the legislation underpinning the establishment of the ESRB was approved with an overwhelmingly large majority of 80%. This gives a strong backing to the ESRB and its mission.The ECB will contribute to establishing the ESRB as a credible and effective body. Concretely, the ECB will host the Secretariat of the ESRB, thereby making it operational and providing analytical, statistical, logistical and administrative support.

But whilst the ESRB Secretariat will be located at the ECB, the ESRB will be a separate body, distinct from the ECB. The establishment of the ESRB will not affect the mandate and the functioning of the ECB’s statutory role in monetary policy. The establishment of the ESRB will be a landmark event in how Europe deals preventively with systemic risk. It forms part of wider developments across the globe, including in the US with the newly created Financial Stability Oversight Council (FSOC). Very much like the ESRB, this council is a collaborative body bringing together the relevant US authorities with the aim of identifying systemic risk and responding to threats. We will aim for close cooperation with the FSOC and other authorities for macro-prudential oversight.

The case for macro-prudential oversight
So what exactly is macro-prudential oversight? In many respects, it is the missing link between the different approaches of a central bank – which has such an important stake in stability at a macro level – and a financial supervisor – concerned with the financial soundness of individual market participants.The de Larosière report argued pointedly that before the crisis, supervisory arrangements, whilst concentrating on the supervision of individual firms, were placing too little emphasis on the stability of the financial system as whole. Indeed, until the late 1990s, the dominant view in policy circles was that if individual institutions were financially sound, the financial system as a whole would also be necessarily sound.

We now know that relying only on micro-prudential supervision to ensure financial stability suffers from the fallacy of composition. What is true for a part, or even for all parts, is not necessarily true for the whole.Amongst other elements of systemic risk, inter-linkages between institutions, correlated and concentrated exposures to risk, as well as herding behaviour may contribute to a destructive dynamic between institutions, markets and infrastructures. This would ultimately threaten the stability of the whole system.

Putting macro-prudential oversight into practice
Putting macro-prudential oversight into practice raises two questions: who should be charged with macro-prudential oversight and how it should be performed? Let me start with the question of who. In most countries central banks play an important role in financial stability. Because of their monetary policy function, central banks have an in-depth knowledge of the financial system. They are independent anchors for monetary stability. They also have a clear interest in financial stability because of its beneficial impact on the macroeconomic environment. And, last but not least, central banks are the ultimate source of liquidity.For all these reasons, central banks often have an explicit mandate in the area of financial stability. But typically this mandate is formulated in very general terms, and it would have been written before growing recognition of the key role of macro-prudential oversight.

Financial stability is not and cannot be exclusively an issue for central banks, namely the ECB and the European System of Central Banks. It must be shared with micro-prudential supervisors. They have a key role, because stable institutions are an essential and necessary condition for achieving financial stability. This is also the reason why the ESRB and the ESAs will form together a European System of Financial Supervision (ESFS).So in the analysis of systemic risk, the three ESAs will also have an important role to play, both on their own and within the ESRB. In collaboration with the ESRB, they will develop a set of indicators to identify and measure systemic risk. On their own, they will further draw up guidelines and recommendations for individual financial institutions to take account of the systemic risk they pose. And they will need to ensure that they have the capacity to respond effectively to emerging systemic risks.On the question of how to do macro-prudential oversight, the main tools that the ESRB will have at its disposal are warnings and recommendations. As we know, the strength of the so-called soft law can be quite significant, notwithstanding the lack of direct enforcement power. When risks have been identified and appear to be large, the ESRB will issue precise risk warnings. When appropriate, it will complement warnings with recommendations for remedial action and indications of the risks of inaction. We assume that the addressees will give careful consideration to the measures the ESRB will propose.I am confident that the ESRB will quickly develop its credibility through its work, its warnings and its recommendations. Its authority will draw on the quality of its analysis and its deep understanding of the functioning of the financial sector.

Implications for the financial industry
I have described the rationale for macro-prudential oversight and the practicalities of establishing the ESRB. What are the implications for the financial industry? The national supervisory authorities will remain the direct interface for financial firms on micro- as well as macro-prudential issues. As mentioned in the EU regulation, the ESRB’s warnings and recommendations will be directed – I quote from the Regulation – to the Union as a whole, or to one or more member states, or to one or more of the ESAs or to one or more national supervisory authorities. Recommendations can be also directed to the European Commission, in the area of the elaboration of new EU legislation. Nowhere do the legal texts mention that the ESRB will address individual firms in its warnings and recommendations. But the industry also has to be aware that with the ESRB and the overall European System of Financial Supervision we will be in a different environment. Following deliberations by the ESRB, competent authorities may decide to utilise the tools that are designed to counter the build-up of risk in the financial system. Their tools, as you know, include possible capital add-ons, countercyclical capital buffers or maximum loan to value ratios.One of the first tasks of the ESRB could be to review existing instruments and those that are being created at the global and the European levels. More generally, micro-prudential instruments that are well known in the banking sector, would be calibrated and used with a macro-prudential orientation.I want to refer here to the concrete example of counter-cyclical capital buffers. In July, the Basel Committee on Banking Supervision released its proposal for countercyclical capital buffers. The aim of such buffers is to make banks build up capital when system-wide risk is increasing following excessive credit growth. The buffers can then be drawn on when risks materialise and credit losses occur. The case of counter-cyclical buffers is particularly interesting, first because it is one of the tools with a clear macro-prudential orientation and second, because the ESRB and the European Banking Authority (EBA) could join forces for implementing the framework in Europe. This is suggested by the European Commission in its recent consultation paper on the potential role of the ESRB and the EBA in defining policies and standards that national authorities should follow.

Concluding remarks
Let me conclude. I see three reasons to expect relevant changes with the start of macro-prudential oversight in Europe. The first and most important reason is that better supervision should contribute to a more stable financial system. This is as much to the advantage of all players in the industry as it is to everyone in the wider economy.Second, integrating a macro-prudential perspective should lead to better regulation. In essence, systemic risk is the outcome of the actions of individual market players for the system as a whole. Regulation, which traditionally focuses on individual market players, can be improved by taking account of this potentially disastrous side-effect. Initiatives such as the counter-cyclical buffers and possible capital surcharges or other equivalent measures for systemically important financial institutions fall into this category.The third reason for welcoming the ESRB is that macro-prudential supervision could improve financial firms’ own risk analysis. I trust that it will provide an incentive to internalise the system-wide dimension in the industry’s own risk models and stress-testing.

Ladies and gentlemen, less than two years after the publication of the de Larosière report, Europe will have its own macro-prudential authority up and running. This is a remarkable achievement. We are now moving from designing the framework to implementing it. We have to make the enhanced resilience of the financial system our highest priority.I thank you for your attention.

IMF Managing Director Strauss-Kahn Calls for Broad Reforms in Europe to Revive Growth Press Release No. 10/446 November 19, 2010

Managing Director Dominique Strauss-Kahn of the International Monetary Fund (IMF) today called on Europe to implement far-reaching reforms in a collaborative effort to restore dynamic and long-lasting economic growth and safeguard the European social model.Europe must break the shackles of low growth, and stop settling for second best, Mr. Strauss-Kahn said in a speech at the European Banking Congress in Frankfurt.This is the only way to save the social model and fulfill the common European destiny. Europe has done better before, and it must do better again.Mr. Strauss-Kahn outlined a number of areas for action, ranging from fixing the financial sector—which he said must surely come first—to a single labor market initiative and rebalancing growth within Europe. More fundamentally, only a collaborative approach driven by the center can forge the reforms that are needed to secure stability, create jobs, and ensure long-term growth, Mr. Strauss-Kahn said. When the agenda is left with Member States, things stall. It’s time to change course. The center must seize the initiative in all areas key to reaching the common destiny of the union, especially in financial, economic and social policy. Countries must be willing to cede more authority to the center. Mechanisms must be redesigned to give them the incentives to reform,he said.The only answer is more cooperation, and greater integration, Mr. Strauss-Kahn said. Ultimately, we need to preserve the achievements of Europe. Now is the time to fortify the economic foundations of the union.

Interview with Dominique Strauss-Kahn IMF DIRECTOR by Stern

Stern: Mr. Strauss-Kahn, actually we could simply conduct this interview in German ...

Strauss-Kahn: (In fluent German)... it was so long ago. As a child I used to speak German at home with my nanny.

Stern: So you discuss the world situation with Mrs. Merkel in German?

Strauss-Kahn: Don’t worry, we get along quite well in English.

Stern: Three years ago, when you took over as the Managing Director of the International Monetary Fund, nobody wanted to hear much about the IMF. Yet today you are considered one of the most powerful men in the world - feels good, doesn’t it?

Strauss-Kahn: That's not quite fair. We've been carrying out our task for more than 60 years. Naturally, the crisis moved us more into the focus of attention.

Stern: People seem to regard the IMF and its Managing Director as having benefited from the crisis. Your war chest is now almost $900 billion, more than three times compared to before the financial crisis. And you are involved everywhere, even in Europe, where you are rescuing Greece – and soon probably Ireland as well.

Strauss-Kahn: Yes, we’re currently in the headlines now and then. Yes, our assistance programs and our financial support helped millions of people keep their jobs. Millions of people have been spared the fate of poverty. That was our biggest achievement. And as to fame – it's like the situation with a doctor. When you're healthy you don't need him. When you're sick, you cannot wait for him to come. The global economy was very sick, and it still is.

Stern: What lessons did the world learn? Did it listen to the doctor and his diagnosis?

Strauss-Kahn: At first it did. Everybody was scared stiff then, nobody wanted to be the black sheep or make a blunder. So everybody pulled together, looking for common interests. And the most important lesson learned is cooperation.

Stern: But we don’t see much left now. The times when heads of state made a pledge to cooperate are already gone.

Strauss-Kahn: Why are you so pessimistic?

Stern: The U.S. Federal Reserve, for example, just announced that it's going to print $600 billion to boost the American economy. We are at risk of being inundated with cheap dollars, and the rest of the world is hopping mad.

Strauss-Kahn: It's not that easy. The U.S. economy still accounts for about a quarter of the world's gross domestic product after all. When America is doing badly, the rest of the world is really doing badly. The economy is in such a state that we have to take all conceivable measures to boost demand in the United States.

Stern: But all those dollars are pushing the U.S. currency down artificially. This way other currencies become more expensive, including the euro. That's bad for exports. Are we now facing a currency war?

Strauss-Kahn: I don't like the expression…currency war.

Stern: You could put it another way: the Brazilian Finance Minister complained that it's like throwing money from a helicopter. His colleague Wolfgang Schäuble thinks the United States have been living on credit for too long. And Chancellor Merkel read President Obama the riot act.

Strauss-Kahn: The truth is that many countries use currencies as a political weapon. That's a real danger, as it threatens the recovery of the global economy.

Stern: Does the rest of the world have to pay for the fact that the United States have been living on credit for so many years?

Strauss-Kahn: That’s right. But the United States were the dominant economy for decades. They also used the dollar as a political instrument. We all know the expression, the dollar is our currency and your problem.

Stern: Nixon’s Treasury Secretary John Connally made that statement when he tried to get other countries to share the cost of the Vietnam War.

Strauss-Kahn: Yes, and that has not changed in the past three years of the crisis. The United States have a dominant position, still.

Stern: And can thus use the money-printing press as the ultimate weapon?

Strauss-Kahn: Well, after all, even in the crisis, which as we know started in the United States, the dollar has remained strong. Why? Apparently the dollar still is the most important reserve currency, and the currency people trust in the end. We would be better off, of course, if we developed a system with several reserve currencies: the euro, the yen, perhaps even the Chinese yuan or the IMF’s Special Drawing Rights...

Stern:... which are considered the IMF's currency...

Strauss-Kahn: Such a system would be better. But reality looks rather different.

Stern: The economy in Germany is booming. People even start talking about an economic miracle. Is the major crisis over now?

Strauss-Kahn: Although some politicians want to declare an early end to the crisis, my answer is no. A clear No. The economic recovery is unfolding very unevenly. It's going well in Asia and South America, and surprisingly well even in Africa. The problems are in the United States, and in Europe. Germany may be doing well for the moment. But Germany is not going to achieve a high economic growth rate if other EU countries are doing poorly. More than 75 percent of German exports go to other countries in the euro zone. The German economy depends on the purchasing power of people in other EU countries. And as long as the economic recovery there is dragging, you can be sure the German economic miracle will not last all that long. Europe has to recover as a whole. And so far I don't see such a recovery for the coming year.

Stern: Is Ireland at the brink of bankruptcy?

Strauss-Kahn: Ireland is in a difficult situation. Of course we are always ready to help any member country looking for assistance by the IMF. But there are still a lot of other unresolved problems. The great crisis began in the U.S. financial sector, as we all know. Why? Because there were too few rules, but above all, because of lacking supervision. Many new regulations have been issued in the meantime. But enforcement is still poor. We are still miles away from the goal. Unfortunately the political will to persevere here is dwindling now.

Stern: But the G-20 leaders are constantly telling us they want to keep a tighter rein on the banks and tame Wall Street.

Strauss-Kahn: That's exactly what was promised. The fact is that this is not just an economic or a financial problem. Indeed, it's a potential threat to democracy. For the next crisis is sure to come. And then, when the banks have to be bailed out again, will the citizens, the taxpayers, be ready to fork over the money once more? I have my doubts.

Stern: Why should they? The banks are making fat profits again, paying out billions in bonuses to their employees.

Strauss-Kahn: Yes, and that’s the problem. This way another crisis may happen any time. The system is still far too unstable.

Stern: Banks are dealing mainly in other people's debts, in fact with some €120 trillion. Should the financial sector shrink and be made smaller?

Strauss-Kahn: I share that view. Because of the crisis trillions have been written off already. But overall the finance sector – banks, hedge funds and so on – should be doing much more to serve the real economy and not just exist for its own sake. What we need is a kind of reinsurance against crises. Banks should pay a tax, and the proceeds should go to a fund...

Stern:... yet all attempts in that direction have been utter failures. And we heard Josef Ackermann, the President of the IIF and CEO of Deutsche Bank, just a few days ago, warning politicians against heaping further burdens on the banks.

Strauss-Kahn: With all due respect for Mr. Ackermann, I can well imagine that, as an affected party, he is not crying out for more taxes and more supervision. Nevertheless, we do need such a contribution, a tax.

Stern: How should this work around the world?

Strauss-Kahn: The financial sector has to make a fair and substantial contribution toward the cost of crises. This levy could be a contribution to financial stability based on banks’ balance sheets, and there could also be a financial activities tax.

Stern: Last week's G-20 Summit showed how the world is at loggerheads once again. The talk is about protectionism and a clash of the giants, the United States versus China.

Strauss-Kahn: The G-20 discuss the tricky issues, which is a good thing. On the other hand the fear of the crisis is fading, cooperation has become more difficult. This reminds me of the early days of the European Union - countries understanding that they need to cooperate for the common good, but worrying about their own immediate interests when it comes to putting this into practice.

Stern: Criticism does not only focus on the United States but on China as well. Experts say the Chinese currency is undervalued by 30 percent and kept artificially low. So cheap Chinese goods are swamping the world without any competition.

Strauss-Kahn: We have been warning for some years that China cannot base its growth on exports alone. There are limits to how far that model can work. You have to promote the domestic economy. China is now trying to boost internal consumption through massive economic stimulus programs. I am sure the Chinese leadership understands that something has to change. But it takes time. It’s about the exchange rate, but not exclusively about the exchange rate.

Stern: At the same time you are warning against a new colonialism, a colonialism of the emerging countries, imposed mainly on Africa. Whom do you have in mind here, if not China?

Strauss-Kahn: There is a danger of domination by new powers which can create unfair trade advantages for themselves by their sheer size. China can no longer hide behind its status as an emerging country. China must change its growth strategy. But that's true for the United States and Europe, too, where we must say goodbye to the traditional growth model.

Stern: So your criticism applies to Germany as a leading world exporter as well. U.S. Treasury Secretary Timothy Geithner is calling for limits on trade surpluses, and he was sent packing by Mrs. Merkel and the German government.

Strauss-Kahn: But the principle is right. Trade balances should be evened out somewhat – that is something Mrs. Merkel and Mr. Schäuble could think about.

Stern: Why? The German economic model has been considered a success for decades.

Strauss-Kahn: Of course. And no one is reproaching the Germans for that. But you can't just defend your own surpluses while condemning others' deficits. Business as usual – that doesn't work anymore.

Stern: What do you see, then, as a new growth model for Germany, for example, or for Europe?

Strauss-Kahn: Europe needs strong, dynamic growth. Europe must break the shackles of slow growth, and stop settling for second best. We need a comprehensive change across all areas and in every country. This is the only way to save the social model. Europe must return to success.

Stern: What role should the IMF and its Managing Director play?

Strauss-Kahn: The IMF could commit itself to monitor the implementation of the G-20 resolutions. Otherwise, the same thing will happen as always – commissions are set up with weighty titles in the hope of problems vanishing.

Stern: The IMF is regarded as an early warning system, one that nobody listens to until it is too late.

Strauss-Kahn: Yes, everybody wants an alarm bell. Chancellor Merkel, President Obama, or President Hu Jintao, they're all the same in that regard. But when the alarm goes off in front of your own door, then woe to you! You'd rather shut your ears. Or you'll try to muzzle us. But our greatest strength is still that we tell the unvarnished truth, no matter to whom. That was the idea of the IMF, from the very beginning. And for that, the IMF needs more teeth.

Stern: You mean, more money still?

Strauss-Kahn: Not necessarily more money. We need to have the clear mandate to carry out the research and analysis that may expose developments, practices, and policies that some members may not want to hear in public.

Stern: For many people, your influence already goes too far. Take the participation in the rescue package for Greece, for example. In Europe, the IMF is now playing a bigger role than many would like to see, just to mention the head of Deutsche Bundesbank.

Strauss-Kahn: We know this is not appreciated by everyone in Germany. But there is no such thing as a homemade solution for a global crisis.

Stern: Speaking of the unvarnished truth: you are deemed one of the most popular politicians in France. And we must ask you the same question everyone is asking you: are you going to run against Sarkozy in the next presidential election?

Strauss-Kahn: And I will tell you what I tell everyone: I'm going to see my term as IMF Managing Director through to the end. And the term ends in 2012.

Jurors in New York City on Wednesday convicted Ahmed Ghailani of conspiracy to blow up government buildings in the al Qaeda attacks on two U.S. embassies in 1998, but they acquitted him on more than 280 other charges. He is the only person transferred from Guantanamo Bay for trial since the U.S. began filling the military prison in Cuba eight years ago. In some ways, the conviction was a vindication for an administration that believes the judicial system established by the Constitution has proved itself capable of handling terrorism cases. Predictions of new terrorist attacks and huge police expenses surrounding the trial never materialized. Ghailani now faces 20 years to life in prison, longer than three of the four sentences handed down by military tribunals at Guantanamo Bay.But CBS News national security consultant Juan Zarate, a former official in the Bush administration's anti-terror efforts, called this a very mixed result.The verdict Demonstrates the complications trying to bring high-level al Qaeda figures from Guantanamo into the civil system, Zarate said on CBS' The Early Show Thursday.It also demonstrates the contradictions trying to hold somebody accountable in the criminal system, even if we are going to hold them in custody, regardless of the verdict. … I think this starts to close the debate on the use of civilian trials for high-level Guantanamo detainees and will certainly color the debate how to handle Khalid Sheikh Mohammed.Zarate's comment highlights an irony that frustrates defenders of the rule of law. As the New York Times' Charlie Savage reported Thursday, Critics of the Obama administration's strategy on detainees said the verdict proved that civilian courts could not be trusted to handle the prosecution of al Qaeda terrorists.

But if a partial acquittal is proof that courts cannot be trusted, then the critics are proposing a system where the outcome - conviction on all counts and a harsh sentence - is predetermined and the trial is meaningless. The system worked here, Mason Clutter, the counsel of the Rule of Law Program at the Constitution Project, told the Times. I don't think we judge success based on the number of convictions that were received. I think we judge success based on fair prosecutions consistent with the Constitution and the rule of law.Clutter said that the result left Ghalani with little recourse for appeal and did not entail the extravagant cost or need to disclose classified information often cited by opponents of civilian trials. Despite the acquittals, which included murder counts for each of the 224 people killed in the bombings, the Justice Department said it was pleased Ghailani faces up to life in prison and said it would seek that sentence.But senior officials, speaking on condition of anonymity to discuss private discussions, conceded that the one-count conviction, combined with big electoral wins for Republicans this month, will make it harder to close the prison.The administration had hoped for an overwhelming conviction to help ease congressional opposition to Obama's long-stymied plan for moving the detainees to U.S. soil. The administration must notify Congress before any transfer, and Republicans have said they would block such efforts. They couldn't come close to getting that done when the Democrats were in charge,said Rep. Peter King, a New York Republican who is expected to be the next chairman of the House Homeland Security Committee.There's no way they're going to get it now that Republicans are in charge.King called the verdict a tragic wake-up call to the Obama Administration.

Former Italian President Francesco Cossiga has offered a solution to the Italian government in dealing with widespread demonstrations by students and teachers over a cut in state funding of education - use agent provocateurs to start riots and then have the police beat the s--- out of the protesters.Cossiga, former Italian President, Prime Minister, Minister of the Interior, and one of the founders of the Operation GLADIO covert intelligence unit, encouraged Silvio Berlusconi and current Minister of the Interior Robert Maroni to do what I did when I was Minister of the Interior,namely infiltrate what so far have been relatively peaceful demonstrations, radicalize them, start riots, then engender public support for a heavy-handed police response.

Cossiga's full statement translated reads as follows.Maroni should do what I did when I was Minister of the Interior. University students? Let them do what they want. Withdraw the police from streets and universities, infiltrate the movement with provoking agents ready for anything [agenti provocatori is the Italian term] and let them devastate shops, put fire to the cars and put cities to the sword for ten days.Then, strengthen by people's support, the sound of the sirens from ambulances will have to overwhelm that from the police and carabinieri [italian military police]. Law enforcement officers should pitilessly beat the shit out of protesters and send them all to the hospital. They should not arrest them since the courts would free them immediately, but they should beat them savagely, and they should beat savagely as well those teachers that incites them: not old professors, just the young school teachers.Cossiga is essentially describing the problem-reaction-solution dialectic that he exploited when he was in government. Under the banner of Operation GLADIO, which was unveiled after parliamentary investigations in Italy, Switzerland and Belgium, NATO sponsored secret armies committed acts of violence and terrorism and blamed the attacks on left-wing political movements, allowing far-right governments to seize power in numerous European countries.

An educated guess is that 75% of terrorist attacks we hear of were staged, never happened or were done by radical groups that were first infiltrated, then controlled and eventually financed and supplied by intelligence agencies. Intelligence agencies are, in actuality, the biggest terrorist organizations in the world. The CIA has blown up more buses, airplanes and markets than any almost anyone else. The Mossad may be number one, followed by, well, everyone, the RAW, ISI, MI-6, IRA and dozens of others.Either directly or through idiots, clones (operatives using false identity to look like terrorists) or through simply doing it themselves, these groups promote national policy by destabilizing nations, swinging elections or defaming religious, national or political groups by staging attacks and using the press to place the blame. The popular video game Call of Duty Modern Warfare 2 even has a terrorist attack on a transportation center in Moscow built into it, a “false flag” attack. Today, the real thing happened.

Investigations by the Italian parliament reported the following about Stefano delle Ciaie.

A neo-fascist group tied to extremist Masonic lodges in Italy had formed a political action cell called P2. Though none of this was reported in the US, this group, tied directly to NATO intelligence services was linked to terrorist acts throughout Europe and even in South America. The report reads as follows:In December 1985 magistrates in Bologna issued 16 arrest warrants, including at least three to P-2 members, accusing members of the Italian intelligence service SISMI of first planning and then covering up the Bologna bombing. One of these 16 was P-2’s leader Licio Gelli, who had spent most of the post-war years in Argentina. A small group of anarchists, penetrated by delle Chiaie’s man Mario Merlino, were blamed at first for the Piazza Fontana bombing, even though Sismi knew within six days that delle Chiaie was responsible, and Merlino had planted the bomb.

THE BUZZ WORDS OF MURDER

We now use terms like Low Intensity Conflict and Surrogacy Warfare to describe terrorism operated by governments against either foreign governments or, more often, their own people. Most false flag attacks are used to influence elections or to push through Patriot Act and FISA type legislation or to justify acts like the invasion of Iraq. Control of both the press and any potential investigation makes such operations a mainstream effort of national policy, so commonplace that those who work in intelligence or at the highest levels of law enforcement automatically write off major terrorism incidents as staged.In Vietnam, Operation Phoenix was terrorism, meant to kill civilian communists including doctors, nurses, teachers and even religious leaders. We ran similar programs in Central America for years, killing thousands, nuns, reporters, union leaders and moderate politicians we were afraid would eventually join with communists. It was a horrible embarrassment to the CIA that the communist dictatorship in Nicaragua was voted out of office in an open election they sponsored. We had been running death squads throughout that country from our bases on Honduras for years.Similar operations have been staged all over the world, from Chile to Korea to Indonesia, the Philippines and the United States. Half the bombings during the 60s and 70s were planned or influenced by informants or agent provocateurs as described by Cossiga. The massive infiltration of the militia movements of the 80s and 90s brings the Oklahoma City bombing into question.

EVERY DAY, ALL OVER THE WORLD

If a train or bus blows up in London, it is best to look at who is visiting, what political party is going to gain or what scandal needs to be pushed off the front page. In India, the Mumbai attacks, blamed on Pakistan, did nothing for Pakistan. Who gained? Israel gained as did India, gained massively. When a school is blown up in Pakistan and blamed on the Taliban, Pakistan doesn’t believe the Taliban had anything to do with it. When Iran is attacked from Balochistan, it knows nobody in Balochistan planned the attack.Yes, there are real terrorists, people without hope who are pushed to extremism through exploitation, often by religious fanatics or hucksters. For every Maddrassa in Pakistan, there is a church in the US, perhaps ten, advocating beliefs that can lead nowhere but to violence.

BREEDING TERRORISM AT HOME

Radicals within the United States have always been a serious problem. A good analytical tool is the simple public poll. It reveals how gullible a population is and how easy they would be to fool. The primary groundwork for terrorism is control of the press and the molding of public opinion. With foreign governments with highly suspect intelligence agencies infiltrating the press, as they have in the United States, there is little doubt that providing cover for false flag terrorism is in the cards.

RECENT HARRIS POLL REVEALS THE FOLLOWING BELIEFS BY ONE AMERICAN PARTY DEEMED RIGHT OF CENTER:

* 67 percent of Republicans (and 40 percent of Americans overall) believe that Obama is a socialist
* 45 percent of Republicans (25 percent overall) agree with the Birthers in their belief that Obama was not born in the United States and so is not eligible to be president
* 38 percent of Republicans (20 percent overall) say that Obama is doing many of the things that Hitler did
* 57 percent of Republicans believe President Obama is a Muslim
* 24 percent of Republicans believe President Obama may be the AntiChrist

And it gets worse:

* 57% of Republicans either believe or are not sure that health care reform is a diabolical government plot to create death panels
* 91% of conservative Republicans call Obama a socialist, Marxist, communist, or fascist
* 72% of Republicans either think or haven’t made up their minds about whether Obama was born in the USA. 42% are solid birthers
* 80% of Republicans support extending the Patriot Act
* 67% of Republicans oppose the choice of a public health insurance option (only 40% of all Americans oppose)
* 70% of Republicans oppose a woman’s right to chose having an abortion
* 60% of Republicans oppose making it easier for workers to organize
* 60% of Republicans are creationists
* Only 6% of scientists are Republican
* 68% of Republicans are not at all concerned about Climate Change
* Only 23% of Republicans believe in natural evolution
* Only 38% of Republicans support funding embryonic stem cell research

HOW HARD CAN IT BE TO BLAME THE EASTER BUNNY FOR 9/11 WITH FOLKS LIKE THIS AROUND?
The basic rule is simply this, if terrorists suffer as a result of an attack, bring down massive retaliation, if new laws are passed or a public is aroused, then we are probably dealing with a false flag attack, not a genuine terrorist act. Sword Play: Attacking Civilians to Justify Greater Security

You had to attack civilians, the people, women, children, innocent people, unknown people far removed from any political game. The reason was quite simple: to force ... the public to turn to the state to ask for greater security.This was the essence of Operation Gladio, a decades-long covert campaign of terrorism and deceit directed by the intelligence services of the West -- against their own populations. Hundreds of innocent people were killed or maimed in terrorist attacks -- on train stations, supermarkets, cafes and offices -- which were then blamed on "leftist subversives" or other political opponents. The purpose, as stated above in sworn testimony by Gladio agent Vincenzo Vinciguerra, was to demonize designated enemies and frighten the public into supporting ever-increasing powers for government leaders -- and their elitist cronies.First revealed by Italian Prime Minister Giulio Andreotti in 1991, Gladio (from the Latin for sword) is still protected to this day by its founding patrons, the CIA and MI6. Yet parliamentary investigations in Italy, Switzerland and Belgium have shaken out a few fragments of the truth over the years. These have been gathered in a new book, NATO's Secret Armies: Operation Gladio and Terrorism in Western Europe, by Daniele Ganser, as Lila Rajiva reports on CommonDreams.org.

Originally set up as a network of clandestine cells to be activated behind the lines in the event of a Soviet invasion of Western Europe, Gladio quickly expanded into a tool for political repression and manipulation, directed by NATO and Washington. Using right-wing militias, underworld figures, government provocateurs and secret military units, Gladio not only carried out widespread terrorism, assassinations and electoral subversion in democratic states such as Italy, France and West Germany, but also bolstered fascist tyrannies in Spain and Portugal, abetted the military coup in Greece and aided Turkey's repression of the Kurds.Among the smoking guns unearthed by Ganser is a Pentagon document, Field Manual FM 30-31B, which details the methodology for launching terrorist attacks in nations that do not react with sufficient effectiveness against communist subversion. Ironically, the manual states that the most dangerous moment comes when leftist groups renounce the use of force and embrace the democratic process. It is then that U.S. army intelligence must have the means of launching special operations which will convince Host Country Governments and public opinion of the reality of the insurgent danger. Naturally, these peace-throttling special operations must remain strictly secret,the document warns.

Indeed, it would not do for the families of the 85 people ripped apart by the Aug. 2, 1980 bombing of the Bologna train station to know that their loved ones had been murdered by men inside Italian state institutions and ... men linked to the structures of United States intelligence,as the Italian Senate concluded after its investigation in 2000.The Bologna atrocity is an example of what Gladio's masters called the strategy of tension -- fomenting fear to keep populations in thrall to strong leaders who will protect the nation from the ever-present terrorist threat. And as Rajiva notes, this strategy wasn't limited to Western Europe. It was applied, with gruesome effectiveness, in Central America by the Reagan and Bush administrations. During the 1980s, right-wing death squads, guerrilla armies and state security forces -- armed, trained and supplied by the United States -- murdered tens of thousands of people throughout the region, often acting with particular savagery at those times when peaceful solutions to the conflicts seemed about to take hold.Last month, it was widely reported that the Pentagon is considering a similar program in Iraq. What was not reported, however -- except in the Iraqi press -- is that at least one pro-occupation death squad is already in operation. Just days after the Pentagon plans were revealed, a new militant group, Saraya Iraqna, began offering big wads of American cash for insurgent scalps -- up to $50,000, the Iraqi paper Al Ittihad reports. Our activity will not be selective, the group promised. In other words, anyone they consider an enemy of the state will be fair game.

Strangely enough, just as it appears that the Pentagon is establishing Gladio-style operations in Iraq, there has been a sudden rash of terrorist attacks on outrageously provocative civilian targets, such as hospitals and schools, the Guardian reports. Coming just after national elections in which the majority faction supported slates calling for a speedy end to the American occupation, the shift toward high-profile civilian slaughter has underscored the urgent need for U.S. forces to remain on the scene indefinitely, to provide security against the ever-present terrorist threat. Meanwhile, the Bushists continue constructing their long-sought permanent bases in Iraq: citadels to protect the oil that incoming Iraqi officials are promising to sell off to American corporations -- and launching pads for new forays in geopolitical domination.Perhaps it's just a coincidence. But the U.S. elite's history of directing and fomenting terrorist attacks against friendly populations is so extensive -- indeed, so ingrained and accepted -- that it calls into question the origin of every terrorist act that roils the world. With each fresh atrocity, we're forced to ask: Was it the work of genuine terrorists or a black op by intelligence agencies -- or both? While not infallible, the ancient Latin question is still the best guide to penetrating the bloody murk of modern terrorism: Cui bono? Who benefits? Whose powers and policies are enhanced by the attack? For it is indisputable that the strategy of tension means power and profit for those who claim to possess the key to security. And from the halls of the Kremlin to the banks of the Potomac, this cynical strategy is the ruling ideology of our times.

NATO’s secret armies linked to terrorism?

At a time when experts are debating whether NATO is suited to deal with the global war on terror, new research suggests that the alliance’s own secret history has links to terrorism.ISN Editor’s Note:This report written by Daniele Ganser is based on excerpts from his newly released book, NATO’s Secret Armies. Operation Gladio and Terrorism in Western Europe, released this week by Frank Cass in London.The book describes NATO’s clandestine operations during the Cold War. The research was prompted by a story that made world headlines in 1990 but quickly disappeared, ensuring that even today, NATO’s secret armies remain just that - secret.Until now, a full investigation of NATO’s secret armies had not been carried out - a task that Ganser has taken on single-handedly and quite successfully.

In Italy, on 3 August 1990, then-prime minister Giulio Andreotti confirmed the existence of a secret army code-named Gladio - the Latin word for sword - within the state. His testimony before the Senate subcommittee investigating terrorism in Italy sent shockwaves through the Italian parliament and the public, as speculation arose that the secret army had possibly manipulated Italian politics through acts of terrorism.Andreotti revealed that the secret Gladio army had been hidden within the Defense Ministry as a subsection of the military secret service, SISMI. General Vito Miceli, a former director of the Italian military secret service, could hardly believe that Andreotti had lifted the secret, and protested:I have gone to prison because I did not want to reveal the existence of this super secret organization. And now Andreotti comes along and tells it to parliament! According to a document compiled by the Italian military secret service in 1959, the secret armies had a two-fold strategic purpose: firstly, to operate as a so-called stay-behind group in the case of a Soviet invasion and to carry out a guerrilla war in occupied territories; secondly, to carry out domestic operations in case of emergency situations.

The military secret services’ perceptions of what constituted an emergency was well defined in Cold War Italy and focused on the increasing strength of the Italian Communist and the Socialist parties, both of which were tasked with weakening NATO from within. Felice Casson, an Italian judge who during his investigations into right-wing terrorism had first discovered the secret Gladio army and had forced Andreotti to take a stand, found that the secret army had linked up with right-wing terrorists in order to confront emergency situations. The terrorists, supplied by the secret army, carried out bomb attacks in public places, blamed them on the Italian left, and were thereafter protected from prosecution by the military secret service. No comment from NATO or the CIA

How strongly NATO and US intelligence backed and supported the use of terror in Italy in order to discredit the political left during the Cold War remains subject of ongoing research. General Gerardo Serravalle, who had commanded the Italian Gladio secret army from 1971 to 1974, confirmed that the secret army could pass from a defensive, post-invasion logic, to one of attack, of civil war.The Italian Senate chose to be more explicit and concluded in its investigation in 2000: Those massacres, those bombs, those military actions had been organized or promoted or supported by men inside Italian state institutions and, as has been discovered more recently, by men linked to the structures of United States intelligence. Ever since the discovery of the secret NATO armies in 1990, research into stay-behind armies has progressed only very slowly, due to very limited access to primary documents and the refusal of both NATO and the CIA to comment. On 5 November 1990, a NATO spokesman told an inquisitive press: NATO has never contemplated guerrilla war or clandestine operations.The next day, NATO officials admitted that the previous day’s denial had been false, adding that the alliance would not comment on matters of military secrecy. On 7 November, NATO’s highest military official in Europe, Supreme Allied Commander Europe (SACEUR) US General John Galvin, together with NATO’s highest civilian official, Secretary-General Manfred Wörner, briefed NATO ambassadors behind closed doors. Since this is a secret organization, I wouldn't expect too many questions to be answered, reasoned a senior NATO diplomat, who wished to remain unnamed. If there were any links to terrorist organizations, that sort of information would be buried very deep indeed. Former CIA director William Colby confirmed in his memoirs that setting up the secret armies in Western Europe had been a major program for the CIA. The project started after World War II in total secrecy, and access to information was limited to the smallest possible coterie of the most reliable people, in Washington, in NATO and in the countries concerned. Yet when in Italy in 1990 former CIA director Admiral Stansfield Turner was questioned on television on Gladio, he strictly refused to answer any questions on the sensitive issue, and as the interviewer insisted with respect for the terror victims, Stansfield angrily ripped off his microphone and shouted: I said, no questions about Gladio!, whereafter the interview was over.

Protest from the EU

If there had been a Soviet invasion, the secret anti-communist soldiers would have operated behind enemy lines, strengthening and setting up local resistance movements in enemy-held territory, evacuating shot down pilots, and sabotaging the supply lines and production centers of occupation forces. Upon discovery of the secret armies, the European Parliament responded with harsh criticism, suspecting it to have been involved in manipulation and terror operations. This Europe will have no future, Italian representative Falqui opened the debate, if it is not founded on truth, on the full transparency of its institutions in regard to the dark plots against democracy that have turned upside down the history, even in recent times, of many European states.Falqui insisted that there will be no future, ladies and gentlemen, if we do not remove the idea of having lived in a kind of double state - one open and democratic, the other clandestine and reactionary. That is why we want to know what and how many Gladio networks there have been in recent years in the Member States of the European Community.The majority of EU parliamentarians followed Falqui, and in a special resolution on 22 November 1990 made it clear that the EU “protests vigorously at the assumption by certain US military personnel at SHAPE and in NATO of the right to encourage the establishment in Europe of a clandestine intelligence and operation network, calling for a a full investigation into the nature, structure, aims, and all other aspects of these clandestine organizations or any splinter groups, their use for illegal interference in the internal political affairs of the countries concerned, and the problem of terrorism in Europe.

Secret armies across Western Europe

Only the parliaments in Italy, Switzerland, and Belgium had formed a special commission to investigate the national secret army, and after months or even years of research, presented a public report. Voting by mail or internet in Brockton a couple of weeks ago, just didn't cut it -- according to outgoing Mayor Charlie Bagnato.Bagnato tells a story on what he calls live election ballots with PIN numbers being discarded on the post office floor.
He says these are votes anyone could have used because of PIN numbers.

Bagnato says many people toss unwanted flyers on the floor because there's no blue box and he suspects many mistakened the mail-in ballot for junk mail.He says post office staff assured him that they cleared away the discarded live votes but he can't be sure all of them were picked up.In additon, Bagnato says there were 600 people in Walkerton who are eligible voters,that did not get PIN numbers. Recent publicity concerning the case of their long-missing daughter, Lisa Maas, led Ken and June Reimer to update an ad they first took out 19 years ago asking for help solving her disappearance.The almost full-page advertisement ran in Saturday's edition of The Sun Times. Under a heading that says Missing 22 years are four pictures of Maas -- three of them from her childhood -- a short tribute to our daughter and a request for information and a copy of a poem Maas wrote on Jan. 9, 1981.I took the ad out in 1991. When this new information came up and the OPP started their investigation and digging in Owen Sound (in late October) I talked it over with the OPP . . . They would like to have more people come forward with any information they might have and we discussed ways in which to maybe initiate some memory in people and so I suggested I put this ad back in, only changing it from three years to 22 years, Ken Reimer said Tuesday.Based on a tip called in to Crime Stoppers, the OPP used ground-penetrating radar to study a property just north of the former Russel Bros. factory site on Oct. 13. They returned on Oct. 28 to dig and were back at the property again Tuesday.Ken Reimer said he is in touch all the time with Paul Johnson and Ian Maule, the OPP detectives who inherited the Maas case.

They feel they can solve it so this is the reason they're continuing their work,he said.The passage of time hasn't made the loss of his daughter any easier to bear, Reimer said.It never gets easier. Oderbein was charged with Theft Over $5,000. It is alleged she stole a vehicle from Edmonton International Airport. After appearing in court she was released from custody on $1,000 bail.

EUOBSERVER / BRUSSELS - Ireland's fiscal sovereignty was hanging by a thread late on Tuesday evening (16 November) as eurozone finance ministers announced that EU and IMF overseers were to head to Dublin to supervise preparations for a fresh round of cuts for the next four years to ensure that they are as deep as necessary.Dublin appeared to stand up to massive pressure from the European Central Bank and other countries that use the euro, particularly Spain and Portugal, to sign up to a bail-out, with Taoiseach Brian Cowen announcing to the Dail, the country's parliament, that the debt-addled country will not apply for assistance.Eurogroup head Jean-Claude Juncker and European Commission economy chief Olli Rehn told reporters following a meeting of eurozone finance ministers that they were ready to step in to bail out Ireland if necessary, but only if the country chose to apply for the funds.

We confirm that we will take determined and co-ordinated action to safeguard the financial stability of the euro area, if needed, and that we have the means available to do so, they said in a statement.However, pressed to name a schedule and the scope of any bail-out that might be under discussion, Mr Rehn simply said it was premature to answer such questions.Earlier in the afternoon, the Wall Street Journal reported that finance ministers were in fact looking at a dual package of between €45 and €50 billion to bail out Irish banks and a broader sum of €80 to €100 billion to shore up the country's public finances, quoting unnamed sources. One contact close to the discussions told EUobserver they could neither confirm nor deny the report, while another said the numbers in the Wall Street Journal article are not a figment of anyone's imagination.In such a situation, reported the WSJ, the IMF would chip in about half the aid that the EU and the UK together would provide.The non-eurozone UK is reportedly under pressure to contribute to any deal, given the heavy exposure of British banks in Ireland, particularly RBS, although Prime Minister David Cameron has recently voiced support for the idea of bilateral financial support for its one-time colony. Shares in UK financial institutions have slid over the past week as a result of the tumult.

The drafting of a new four-year austerity budget, which looks to ratchet up the level of cuts - bringing the total level up to €20.6 billion since the end of 2008, or 13 percent of GDP - has for all intents and purposes been removed from the province of the nation's elected representatives and passed over to a troika of officials who will head to the Irish capital on Thursday to take a magnifying glass to the document.Mr Juncker said that the Irish government will engage in a short and focussed consultation with the European Commission, the ECB and the IMF in order to determine the best way to provide any necessary support to address market risks, especially as regard the banking sector, in the context of the four year budgetary plan and the upcoming budget.The four-year plan is scheduled to be presented early next week and next year's budget is expected to be unveiled on 7 December.Mr Rehn said that talks between Ireland and the commission-ECB-IMF troika that have been taking place since the weekend will now intensify and move to Dublin.He also added that the mission will be conducting technical tasks focussed on the restructuring of the banking sector and thus intensifying preparations for a [bail-out] programme in case such a programme is requested and deemed necessary by euro area states.Klaus Regling, the head of the European Financial Stabilisation Facility, the €440 billion fund that could be called upon to provide a portion of any bail-out, said that they would be ready to go within days and raise funds [from international investors] in five to eight working days.Meanwhile in Ireland, opposition politicians began to call on Taoiseach Cowen to resign.Enda Kenny, leader of the centre-right opposition party Fine Gael lamented that Ireland could become a fiscal protectorate of the troika.This is a democracy and people died on the street for it. EUOBSERVER / BRUSSELS - The Bulgarian deputy prime minister, who is also the country's finance minister, appears to have let the cat out of the bag on the date of an Irish bailout, telling Bulgarian reporters on Wednesday (17 November) that despite Irish insistence to the contrary, he expects a package will be cobbled together some time next week.I expect a bailout decision to be taken within a week, Simeon Djankov said at a small briefing following a meeting of EU finance ministers, after reporters asked about the European Commission, European Central Bank and the International Monetary Fund's upcoming mission to Dublin. Bulgaria is not in the eurozone, but the broader meeting of the EU's 27 finance ministers on Wednesday morning was almost completely about this subject,he said.

Secret inspectors

Meanwhile, details on the composition of the EU-IMF troika team, who in effect, through their mission to oversee Irish austerity and budget plans will maintain a degree of authority over the elected government of Ireland, are being kept secret. The European Commission, the IMF and the ECB will not release the names or backgrounds of those involved or even the number of officials in the team other than to say, according to EU economy spokesman Amadeu Tardio: There will be more than two but fewer than 10 people going.These people do not do press conferences. They do not need to speak to the press. They are simply the best placed experts to receive information from authorities and discuss with them the preparations of an eventual programme.Those involved will be different officials from those in the inspection team that regularly visits Greece to see whether the government is keeping to its agreement with the troika in imposing the demanded austerity measures. The Irish team will come from the Irish desks in the three institutions to ensure that they aren't starting from scratch.They are people who deal with the Irish economy on a daily basis. Different people, but the same sort of daily experience as the people who are dealing with the Greeks,continued Mr Tardio.These people do not need to have a public profile. They are quite anonymous, he said. They are inspectors, but the decisions are not taken by them, but those who hold political responsibility such as the commissioner.They simply report back to their headquarters in Brussels, Washington and Frankfurt.Esther Miltenia, a spokeswoman for the European Central Bank said: We are not giving details of who is participating in the trip. Green jobs could help EU influence US on climate, experts say

EUOBSERVER / WASHINGTON – Europe's main chance of forcing tougher environmental standards in a reluctant US lies in greater competition over green jobs, say Washington insiders.What I believe will really alter the US environmental approach is when people see that change can result in positive economic growth, the World Bank's top environmental advisor, Stephen Lintner, told EUobserver on Tuesday (16 November).Based at the bank's headquarters in Washington, Mr Lintner is well aware of the hard sell that greater environmental regulation represents for the Democrat administration of US President Barack Obama. For his part, Daniel Weiss of the American Progress Center, a think-tank based in the US capital, said that Republican victory in the Congressional mid-term elections and the ushering in of a new wave of climate change sceptics has only made things tougher.Asked whether a unilateral EU move to cut greenhouse gas emissions by 30 percent will bring pressure to bear on the north American state, infamous for its high oil consumption and refusal to sign the Kyoto Protocol, Mr Weiss' clear answer was No.A larger European green technology industry would do,he added, arguing that growth in Spanish and German exports in this area is likely to have a strong influence on their trans-Atlantic neighbour, currently suffering from 10 percent unemployment. US people do feel they are losing out in the jobs front and in many cases they are.

Emission targets and growth in the solar panel and wind energy sectors, for example, are not unrelated. A group including some of Europe's top businesses recently pressed the EU to go beyond its current pledge to cut emissions by 20 percent over the next decade, compared to 1990 levels. A communication from the European Commission in May made the case for a 30 percent cut, and the recently launched 2020 growth strategy also makes strong reference to green growth.At the same time, the Brussels-based executive body has been attacked for not going further, including this week ahead of Wednesday's (17 November) publication of EU energy infrastructure proposals.While welcoming many of the document's suggestions, environmental NGO Greenpeace said the commission needed to be more forthright in its advocacy of renewable energies. In a separate but related issue, member states have also come under fire ahead of a meeting of EU finance ministers on Wednesday where discussion will turn to Europe's pledge to provide fast-track financing to developing states to fight climate change.
By signing up the Copenhagen Accord last December, the EU pledged to provide €7.2 billion to poorer states between 2010 and 2012 in order to tackle global warming. A leaked draft of the finance ministers' annual report to be presented at the UN climate talks later this month suggests the bloc has made progress in this area, but development NGO Oxfam has raised doubts over whether the money is really new. Poor countries deserve to know whether EU cash for climate action is really new and fresh, or whether it is just being re-packaged from past aid promises,said Elise Ford, head of Oxfam's EU office.

WASHINGTON (Reuters) – Federal Reserve officials said on Wednesday the U.S. central bank is likely to follow through on its entire $600 billion bond buying program based on an anticipated weak economic recovery.As the forecast looks right now it looks like we'll be purchasing at this pace through the end of the second quarter to add up to $600 billion, St. Louis Federal Reserve Bank President James Bullard told reporters on the sidelines of a conference.The Fed announced a second round of extensive long-term bond buying in November to fire up tepid growth. The program has come under fire at home and abroad from critics who say the Fed is devaluing the dollar at the expense of trading partners, sowing the seeds of inflation and poaching on the turf of fiscal authorities.Fed Chairman Ben Bernanke on Wednesday took defense of the bank's actions to Capitol Hill, where he briefed skeptical lawmakers on the merits of the plan.Data showing muted inflation for October is a concern and justifies the Fed's actions to stimulate the economy, Bullard said. The 12-month rise in the underlying consumer price index was a record low 0.6 percent last month, the government said earlier in the day.

That's a low number and continues the disinflation trend that we've seen in 2010, said Bullard, who will be a voter for one more scheduled meeting of the Fed's policy-setting panel this year. IDF Hits Second Army of Islam Leader in Gaza

One terrorist was killed on Wednesday night when a car exploded in central Gaza City. The IDF later confirmed that its troops were responsible for the targeted killing.Four people were wounded in the explosion. One was said to be in critical condition.Gaza Arabs identified the deceased terrorist as Islam Yassin. The critically wounded man was said to be Yassin's brother.Yassin was a member of the Army of Islam, one of the Salafi groups that has been increasingly gaining power in Gaza. Members of the Army of Islam have previously clashed with the ruling Hamas terrorist group.The Army of Islam supports the creation of a worldwide Islamic caliphate, and has criticized Hamas as overly liberal because it has not fully instituted Islamic law (Sharia) in Gaza.

Two weeks ago the IDF assassinated Army of Islam terrorist Mohammed Jamal a-Nahmnam. He was killed by a car bomb near the Hamas police station in Gaza City. After the assassination IDF officials explained that A-Nahmnam had been plotting attacks against Israelis and Americans in Sinai.IDF spokespeople said Wednesday that Yassin was A-Nahmnam's right-hand man, and was involved in a plot to kidnap Israelis.

Group: Israel, Army Radio Won't Air PSA Against Missionaries

For years, missionary groups have targeted young Israelis attending music festivals and other youth-oriented events, like major concerts. Several times a year – during the summer months and school vacations surrounding holidays – young Israelis are treated to various gatherings, music events, nature happenings, and the like. These events usually entail the participation of thousands of teenagers and college students, who leave home for several days and camp out in national parks and beaches.And the attendees at these events are considered a perfect target for missionaries out to corral Jews for their cults. With the spirit of freedom and lightheadedness that prevails at the events, along with a lack of parental sanction, the likelihood that a youth will fall prey to the tactics of the missionaries is ever greater.One of the groups active in preventing missionaries from spreading their message at such events is Yad L'achim, which sends out volunteers to intercept and intercede in exchanges between seasoned religious recruiters and naïve students. While the program has been successful, the organization says, it would be much better if attendees – and their parents – were aware of the dangers before they attend the festivals, enabling them to prepare accordingly. In order to help with this effort, the organization prepared several radio advertisements that would run before major festivals, warning those planning to attend of the dangers – and how they could protect themselves.

However, as of now, those ads will not be played, at least on the radio stations belonging to the Israel Broadcasting Authority and the IDF. An Israeli Radio official called up Yad L'achim to inform them that their ad was being rejected, while an official of Army Radio wrote to the group that its radio stations could not run ads that may damage the religious sentiments of different groups.Attorneys for Yad L'avchim have filed suit demanding that the stations run the ads – if not as public service announcements, then as fully paid ads. In a letter to the court, Yad L'achim attorneys said that a public service announcement or paid ad warning Jews not to fall prey to missionaries would not violate the religious feelings of anyone in Israel. It is the radio stations' social and legal obligation to broadcast the ads. There is, in fact, no more suitable message for Jews in a Jewish state than to tell them to remain strong in their identities and reject anti-Semitic missionary activity,the letter said.The letter conclude by saying that if the radio stations' management do not change their minds, Yad L'achim will file a discrimination claim with the High Court. Cornwall floods trap people in cars and homes

Torrential rain and gale-force winds battered parts of Cornwall overnight into Wednesday, causing serious flooding and sparking a massive rescue operation.Many residents became trapped in their homes as parts of the county were cut off by deep waters.Devon and Cornwall Police advised people not to travel, as many roads remained closed and a landslide prompted the suspension of a railway line between Liskeard and Lostwithiel. While the heavy rainfall had subsided by Wednesday afternoon, river levels were rising, sparking fresh concern in Lostwithiel, Launceston, Liskeard and Bude. Lostwithiel remained impassable, as did Mevagissey, where emergency services were evacuating 100 properties.While the weather is improving the rising river levels pose a serious danger to the public, said Chief Superintendent Chris Boarland, police commander for Cornwall.People should avoid travelling throughout the county and must never try to cross flooded roads.

Several schools were closed, as was the popular ecological tourist attraction the Eden Project.Temporarily closed today due to flooding in the St Austell area, read a message on the centre's Twitter page. Coastguard helicopters flew over the area late Tuesday to monitor the emergency but were called off in the morning. No casualties have been reported.Meanwhile volunteers from the Royal National Lifeboat Institution, who assisted in rescue operations during floods in Cockermouth last year, were heading to the area.

WASHINGTON – The head of the Transportation Security Administration is acknowledging that the new pat-downs are more invasive than what travelers were used to in the past.TSA administrator John Pistole says he has received the new pat-down, as has his boss, Homeland Security Secretary Janet Napolitano.Some travelers complain that the new inspections target sensitive body areas. Pistole says he understands those privacy concerns, but says the government must provide the best possible security for air travelers.Pistole was testifying before a Senate committee about TSA policies and procedures. The hearing was scheduled before the recent outrage about airport security pat-downs.

BEIJING – China's government announced food subsidies for poor families Wednesday as it tries to cool a double-digit surge in prices that communist leaders worry might stir unrest.The Cabinet promised to ease shortages of vegetables and grain that helped push up food prices by more than 10 percent in October. It promised more supplies of diesel to end fuel shortages that have disrupted trucking and industry.

The Cabinet said it was not ordering direct price controls but said they could be imposed if necessary. The statement gave no details of the subsidies or how the government would try to increase food supplies.Inflation is politically volatile in China, where poor families spend up to half their incomes on food. Rising incomes have helped to offset price hikes, but inflation erodes gains that help support the ruling Communist Party's claim to power.Inflation is one of the biggest political issues today, said Robert Broadfoot, managing director of the Political and Economic Risk Consultancy in Hong Kong. I think you're going to see isolated demonstrations over living costs.The jump in food prices, which has been blamed on summer storms that damaged crops, pushed inflation to a 25-month high of 4.4 percent in October — well above the government's 3 percent target.Surging food prices are not confined to China with agriculture in other countries also hurt by unpredictable weather from drought to storms and floods.The U.N. Food and Agriculture Organization on Wednesday said global prices of most commodities are up sharply from last year and further spikes are likely unless production of major food crops rises.The international community must remain vigilant against further supply shocks in 2011, the FAO said in its Food Outlook report.The Chinese announcement said Beijing will release stockpiles of grain, cooking oil and sugar to increase supplies in the market. It promised more money to subsidize school meals for poor children and said local authorities were ordered to increase supplies of vegetables.

The announcement came after China's stock market closed but the benchmark Shanghai index lost 2 percent Wednesday after state media cited Premier Wen Jiabao as saying Beijing was preparing steps to combat inflation. Investors worry that economic controls might slow China's declining growth further and hurt company profits.
Investors are panicked about moves in monetary tightening due to Wen's comments, so they would rather sell than wait for the change,said Liu Kan, a market analyst for Guoyuan Securities in Shanghai.McDonald's Corp. raised prices of hamburgers, drinks and other items by 0.5 to 1 yuan (7 to 15 cents) due to higher costs, the official Xinhua News Agency said. In a written response to questions, the company cited rise of commodity cost but gave no details.The jump in food costs came as Beijing is trying to steer China's rapid growth to a more manageable level and restore normal conditions following its stimulus-fueled rebound from the global crisis. Banks were ordered last week to increase reserves to curb loan growth.A report by a government think tank this month suggested inflation might be even higher than reported because official data fail to fully account for costs of services and housing.The economy also faces strains from diesel shortages triggered by government conservation efforts. Authorities have imposed rolling blackouts on factories to meet energy-saving goals, prompting thousands to buy their own diesel-powered generators, which boosted demand at a time when industry analysts say China's major state-owned oil companies are withholding supplies in anticipation of a rise in the government-set price. Analysts have warned that stimulus money and a flood of bank lending coursing through the economy might add to pressure for prices to rise in other sectors. On Tuesday, a Commerce Ministry spokesman said the government is releasing stockpiles of pork and sugar to increase supplies in the market and curb price rises. Some analysts say food price inflation has passed its peak and should decline but Chinese media say the cost of some basic goods is still rising strongly.The price of sugar rose 1 percent in the first week of November over a week earlier, meat and eggs by 0.8 percent and cooking oil by 0.5 percent, according to Xinhua. Israel pullout stirs fear in Lebanon border hamlet

GHAJAR, Golan Heights – Israel agreed Wednesday to pull its troops from the northern half of a village that straddles the border with Lebanon, defusing a long-standing political dispute but frightening villagers who don't want their community divided.

Prime Minister Benjamin Netanyahu's office said senior government ministers had approved the withdrawal from northern Ghajar in principle. Within the next few weeks, Israeli diplomats are to work out a detailed agreement with the U.N. peacekeeping force that patrols the border zone in southern Lebanon.The centerpiece of that deal would be a plan to keep Lebanese Hezbollah militants, who warred with Israel in 2006, out of the village. Israel took control of northern Ghajar during that war.Israeli officials said the village would not be divided after the withdrawal, but that did not allay residents' fears of being left stranded in Lebanon, if not by Israel then by the U.N. peacekeepers.People are scared it will separate children from their families and brothers from brothers and from our land, said Najib Khatib, a village spokesman.How can they come today and divide a small village like this? We hope that this decision won't be carried out.The village of Ghajar, flanked by rolling green plains, is virtually inaccessible to all but its residents. Only military roads lead to the village of concrete, boxy homes. Israeli soldiers man a checkpoint at the village entrance and search all vehicles.The village is home to 2,200 people and lies in a strategic corner where the boundaries of Syria, Israel and Lebanon are in dispute. More than 1,500 residents live in the northern half.

Israel captured all of Ghajar from Syria in 1967 when it took the Golan Heights. After the Israeli military ended an 18-year occupation of southern Lebanon in 2000, U.N. surveyors split Ghajar between Lebanon and the Israeli-controlled Golan, but Israel reoccupied the northern half four years ago.Under the truce that ended the fighting, Israel agreed to withdraw, but it wanted to clinch an arrangement that would keep the Iranian-backed Hezbollah from entering the village.Villagers are members of Islam's Alawite sect, whose followers include many members of Syria's ruling elite. Virtually all residents have taken Israeli citizenship, further complicating the village's future.Residents said they were upset that they had not been consulted by the government and learned of the decision through the media.

Several hundred villagers protested Israel's decision, claiming they were Syrian and so should not be made to live in Lebanon. They held English-language signs that read, Our village and our land and our farms are Syrian. Some displayed old Syrian ID cards and documents from before 1967.Israeli Foreign Ministry spokesman Yigal Palmor said Israel had no intention of dividing the village and that residents would continue to have free movement throughout Ghajar and in and out of Israel, as they do now.We hope to maintain and preserve their daily lives without any changes, Palmor said.

Such assurances were of little comfort to 44-year-old Tawfik Khatib.I shouldn't have to need an ID card to pass through my own village to see my sister, he said.We don't mind which side we end up on but we want the whole village and our land to be on the same side.Palmor estimated it would take about a month to work out arrangements with UNIFIL, the U.N. peacekeeping force in southern Lebanon, with the pullout taking place shortly after.Palmor said Israel was confident UNIFIL could provide adequate security arrangements, despite Israeli concerns that the force has failed to contain Hezbollah. Hezbollah fired some 4,000 rockets into Israel during the 34-day war in 2006. Israel believes the group has restocked its arsenal with more powerful weapons.Hezbollah is the strongest armed force in Lebanon, and as a member of the government, wields heavy influence over official decision-making.Palmor said there was no special significance to the timing of Wednesday's decision. He said it came after years of efforts to find a way to withdraw and was in response to calls from the international community to carry out cease-fire obligations.UNIFIL spokesman Neeraj Singh said the force was still waiting for formal notification from the Israelis to get more details, including a proposed pullout date.

This is a long-standing matter and our position is very clear that Israel is obliged to withdraw from northern Ghajar, he said. He said the peacekeepers have been actively engaged with Israel and Lebanon, and that to advance the withdrawal, the U.N. force had presented some ideas.The Lebanese army is not part of the pullout plan. Instead, it will rely on U.N. peacekeepers to maintain security along the northern border of the village.Israel had hoped to reach a three-way deal that would also include the Lebanese government. But Foreign Minster Avigdor Lieberman said recently that Hezbollah was blocking an agreement so the militant group could claim to have forced Israel to leave.Aron Heller contributed to this report from Jerusalem.
