2. All programs on Discovery Health-TLC must stop encouraging the birth of any more parasitic humaninfants and the false heroics behind those actions. Lee scared the living daylights out of some Discovery Channel employees, the IMF & World Bank take hostage entire nations.In its 1984 World Development Report, the World Bank threatens nations who are slow in implementing the Bank’s population policies with drastic steps, less compatible with individual choice and freedom.The report, literally saturated with dehumanizing proposals, is devoted entirely to the World Bank’s long-term strategies in regards to population control:(…) economic policy and performance in the next decade will matter for population growth in the developing countries for several decades beyond; population policy and change in the rest of this century will set the terms for the whole of development strategy in the next.To illustrate how serious the World Bank is in achieving the overall strategy objectives on population control, the report does not shy away from outright threats:Population policy has a long lead time; other development policies must adapt in the meantime. Inaction today forecloses options tomorrow, in overall development strategy and in future population policy. Worst of all, inaction today could mean that more drastic steps, less compatible with individual choice and freedom, will seem necessary tomorrow to slow population growth.

In the Foreword, then President of the World Bank and 1985 Bilderberg attendee, A.W. Clausen stated:(…) although the direct costs of The World Bank programs to reduce population growth are not large, a greater commitment by the international community is sorely needed to assist developing countries in the great challenge of slowing population growth.(…) governments can use incentives and disincentives to signal their policy on family size, the report continues. Through incentives, society as a whole compensates those couples willing to forgo the private benefits of an additional child, helping to close the gap between private and social gains to high fertility.To give an adequate illustration of the World Bank’s preference for all-out government control over the people, and their intent on meddling in people’s personal decisions, the following quote will suffice (page 107):By taxing and spending in ways that provide couples with specific incentives and disincentives to limit their fertility, government policy can also affect fertility in the short run. Government can offer rewards for women who defer pregnancy; it can compensate people who undergo sterilization for loss of work and travel costs; and it can provide insurance and old-age security schemes for parents who restrict the size of their families. Each of these public policies works through signals which influence individual and family decisions- when to marry, whether to use contraception, how long to send children to school, and life expectancy, and whether and how much family members work.Under the header Incentives and disincentives (page 121), the World Bank proposes several more examples of government interference in the affairs of free humanity:

To complement family planning services and social programs that help to reduce fertility, governments may want to consider financial and other incentives and disincentives as additional ways of encouraging parents to have fewer children. The report uses the example of China to make clear such measures can be highly successful if governments would only be willing to implement them:With the possible exception of China, efforts to raise the age at marriage by persuasion and edict have not been particularly successful.In China the birth rate at the end of 1982 was estimated to be nineteen per 1,000 people, down from forty in the 1960s. The current figure, based on birth registrations rather than on a census, may slightly understate the actual birth rate; but it would still be well below current rates in South Asia, Africa, and most of Latin America.On page 124, the World Bank report further marvels at the Chinese government’s accomplishments:China has the most comprehensive set of incentives and disincentives, designed (most recently) to promote the one-child family. Since the early 1970s women undergoing various types of fertility-related operations have been entitled to paid leave: in urban areas fourteen days for induced abortion; ten days for tubal ligation; two to three days for insertion or removal of an IUD; and in the case of postnatal sterilization, seven extra days over the normal fifty-six of paid maternity leave.Bizarrely, the report even goes so far as to suggest introducing sterilization vans and camps:Male and female sterilization and IUDs can be made more readily available through mobile facilities (such as sterilization vans in Thailand) or periodic camps (such as vasectomy and tubectomy-camps in India and IUD safaris in Indonesia).Making clear that the overall World Bank population reduction strategy must be implemented in a country-specific manner, the report states:The specific policy agenda for each country depends on its political culture, on the nature of the problem it faces, and on what it has already accomplished.What does have to be global, according to the World Bank, is continuing urbanization: people nicely locked up in massive townships. Living in small towns does less to reduce fertility than does living in larger cities. That many of these changes take time to have an effect only underlines the need to begin them now. At the same time, other measures that complement and speed socioeconomic change can hasten a decline in fertility.This report is completely in step with the strategies outlined by the UN, the Rockefeller Foundation, Ford Foundation, World Health Organization and IMF as they move to depopulate the earth in a consorted global effort. The pretexts for fertility reduction given throughout the report are sustainable development and poverty reduction. The truth is, so states the World Bank itself, to introduce and further develop policy measures to increase people’s welfare as well as (and as a means) to reduce fertility.

Wednesday, a gun wielding, bomb toting, eco-terrorist-who claimed to have been awakened by Al Gore’s Oscar winning film, An Inconvenient Truth-was shot and killed by police after holding several people hostage inside the Discovery Channel headquarters in Maryland.Sadly, it’s not the first incident of someone going berserk after taking in Gore’s work.This time it was Jason Jay Lee. In a manifesto posted online, Lee stated, Focus must be given on how people can live without giving birth to more filthy human children since those new additions continue pollution. He also declared we must Find solutions for global warming, automotive pollution, international trade, factory pollution, and… the destruction of the planet! Lee’s rant sounds similar to other eco-screeds that surfaced in the Nineties. One uttered, the “assault on the earth is breathtaking, and the horrific consequences are occurring so quickly as to defy our capacity to recognize them, comprehend their global implications, and organize an appropriate and timely response. Isolated pockets of resistance fighters who have experienced this juggernaut at first hand have begun to fight back in inspiring but, in the final analysis, woefully inadequate ways.Still another warned, One of the effects of the intrusion of industrial society has been that over much of the world traditional controls on population have been thrown out of balance. Hence the population explosion, with all that it implies…No one knows what will happen as a result of ozone depletion, the greenhouse effect and other environmental problems that cannot yet be foreseen.

The first eco-screed noted above was written by Al Gore in his book, Earth In The Balance. The latter was typed in a 120-square foot Montana shack by Ted Kaczynski, a.k.a. the Unabomber. Also found in Kaczynski’s hovel, a copy of Earth In The Balance.Kaczynski apparently was quite taken by Al Gore’s missive. His copy of Earth In The Balance was dog-eared, underlined, marked and well worn. He obviously saw himself as some sort of resistance fighters.Kaczynski terrorized the nation for 17 years, killing three people and wounding 22 with his mail-bombs. But it could have been much worse. He managed to sneak a bomb onto American Airlines Flight 444 from Chicago to Washington D.C. It exploded but only caused a small fire; otherwise the Boeing 747 passenger jet might have fallen out of the sky on Nov. 15, 1979, killing all onboard. From his cabin in the Montana woods, the reclusive mathematician anonymously sent out bomb after bomb, followed by letter after letter haranguing victims who had survived his attacks and taunting the media.Kaczynski was finally arrested in 1996, convicted, and sentenced to life in prison.As I prove in my book, Climategate, Al Gore’s writings, films, slideshows, and speeches are filled with deception. And the scam he spews is scary stuff-so scary that many who believe it to be gospel are often compelled to take action. For some the action entails buying a hybrid vehicle they don’t need or can’t afford. For others, like singer Sheryl Crow, it means using one square of toilet paper at a time-to reduce thy carbon footprint.

For others like Jason Jay Lee it resulted in something unthinkable.But it’s not just the wild actions some employ in responding to Gore’s continual message that the earth has a fever and it’s mankind’s fault. It’s the way innocent children are reacting to Gore’s lies.I can’t begin to count the number of people who have contacted me regarding how their children have been frightened to the core by Gore’s film. I have a stack of communiqués from parents describing the nightmares their kids have experienced regarding floods, hurricanes, sea-level rise, polar bears drowning-all caused by cars, air-conditioning and fireplaces, and all supported with junk science, clever writing, and slick Hollywood graphics.Al Gore is spewing poison. OKLAHOMA CITY — As we noted here at Oklahoma Watchdog a week or so ago, the pharmacy chain Walgreens has been aggressively pushing this season’s combined seasonal/H1N1 flu vaccine. This, after 2009′s swine-flu scare that resulted in tons of vaccine that was left to rot in warehouses, resulting in lost revenue for vaccine manufacturers and others who profit off of health-related scaremongering.There are reports in countries like India where deaths have been reported following swine-flu vaccines. Photo: Andres Rueda .And while reading USA Today this morning I couldn’t help but notice the full-page Walgreens ad on 7A where a mom says she is arming herself for the ones she loves, saying, I got a flu shot for my daughter. That last part was underlined in the ad.And now we see there is a strong effort afoot to make vaccine mandatory for health workers. As a Los Angeles Times story reported today that hospital chains are increasingly forcing employees to get vaccines or lose their job. The State of New York is working on a plan to make state health workers get the jab.

Notes the LAT: “Most studies suggest that healthcare workers should be vaccinated to help stop the spread of flu. But surveys show a sizable portion of people who work in hospitals, clinics and doctor’s offices don’t want to get an annual flu shot. According to a Rand Corp survey issued last year, 39% of healthcare professionals said they would not get a flu vaccine, even with the threat of pandemic flu.What the story fails to explain is why these health workers are refusing to get the vaccines.

Could it be that these health workers and increasing numbers of people are educating themselves about the ingredients of these vaccines and deciding they don’t want these nasties in their bodies, ranging from viruses to squalene to mercury? Investors were briefly panicked yesterday when the Yahoo Finance website indicated that gold had soared to over $3400 dollars an ounce, an instant jump of 175 per cent. Possible reasons for the shocking spike ranged from a simple mistake to a secret signal being communicated to insiders as to where the commodity was really heading.Just after 11am eastern time, the Yahoo Finance website gold graph indicated that the precious metal had jumped from $1235.60 an ounce to a whopping $3401.50 an ounce in the space of minutes. The commodity then quickly returned to its previous level almost immediately.The only event that could precede such a massive and instantaneous jump in gold would have to be something on the scale of a nuclear war or a sudden and total collapse of the U.S. dollar.Since the apparent glitch was only registered on the Yahoo website, many have attributed it to an in-house error. But that didn’t stop financial forums raging with speculation as to whether the snafu wasn’t some kind of hidden message being put out to insiders as to when gold will really hit such a level.This is one of those secret messages to traders in the know that tell the brokers when gold will be at a certain level, claimed a Kitco forum member.Indeed, numerous investment analysts speculated last year that gold was heading towards the $3500 range as a result of a deflationary collapse of the U.S. economy.

DUBAI, United Arab Emirates – The imam leading plans for an Islamic center near the site of the Sept. 11 attacks in New York said Tuesday that the fight is over more than a piece of real estate and could shape the future of Muslim relations in America.The dispute has expanded beyond a piece of real estate and expanded to Islam in America and what it means for America, Imam Feisal Abdul Rauf told a group that included professors and policy researchers in Dubai.Rauf suggested that the fierce challenges to the planned mosque and community center in lower Manhattan could leave many Muslim questioning their place in American political and civic life.But he avoided questions over whether an alternative site is possible. Instead, he repeatedly stressed the need to embrace the religious and political freedoms in the United States.I am happy to be American, Rauf told about 200 people at the Dubai School of Government think tank.It was his last scheduled public appearance during a 15-day State Department-funded trip to the Gulf that was intended to promote religious tolerance. He is scheduled to return to the United States later this week.

He said he became closer to Islam after moving to America, where he had the choice to either follow the faith or drift away.Like many of our fellow Muslims, we found our faith in America, he said.During his Middle East trip, Rauf has generally sidestepped questions over the backlash to the Islamic center location about two blocks from the former site of the World Trade Center towers.But in an interview published Monday in the Abu Dhabi-based newspaper The National, he linked the protests to the U.S. elections in November. Peter King, a Republican who is the ranking minority leader of the Homeland Security Committee, said on Tuesday that he disagreed with the mayor. He said the question of who is financially supporting the project is fundamental to assessing the plan's backers. A number of terror plots have emanated from mosques, he said, citing the 1993 bombing of the World Trade Center as one example. Arrests of conspirators in the attack that killed six people and injured more than a thousand led FBI to a Brooklyn mosque, where core members of those involved in the 1993 plot worshipped and where Sheik Omar Abdel-Rahman led prayers. Abdel-Rahman was later convicted in the bombing. King said he would call for churches or synagogues to undergo the same kind of scrutiny of their finances if there was evidence that terrorist plots were originating from them. Developers of the planned Islamic center have pledged to hire security consultants to review potential contributors. A spokesman for the developers didn't immediately respond to an e-mailed request for comment Tuesday.

It is common for the finances of religious groups to come under scrutiny either by the Internal Revenue Service, law enforcement or government agencies that protect consumers against fraud. Religious nonprofits operate under a complex system of IRS rules on compensation, spending and governance. The IRS can revoke the nonprofit status of any group found to be violating the regulations. Muslim charities have come under especially intense scrutiny under U.S. counterterrorism efforts. Federal prosecutors have brought cases against several American-based Muslim nonprofits, and in a separate case last year, seized U.S. mosques whose property is owned by a foundation federal officials say is secretly controlled by the Iranian government.

European economic mood improves further

Businesses and consumers confidence in economy in both the eurozone and the whole EU continued to improve during August, most significantly in the UK and Germany, a monthly survey published by the European Commission Monday shows.The Commission's overall Economic Sentiment Indicator (ESI) measuring executive and consumer sentiment rose to its 101.8 in the euro area during August, up from 101.1 in July, exceeding economists' forecast for an increase to 101.6. The indicator rose to 102.7 in the EU, up from 102.1 during the previous month.August's improvement in overall eurozone sentiment is encouraging and suggests that the region as a whole may be relatively well placed to withstand the slowdown in the United States and China, Martin van Vliet, an economist at ING Bank NV, was quoted as saying by the Wall Street Journal.The UK registered the most significant gain (+1.5), followed by Germany (+1.1). On the other hand, sentiment deteriorated in Italy (-0.9), Poland (-0.9) and even more so in the Netherlands (-2.1).Confidence among consumers, which improved by 3 points in both the eurozone and the EU27 was influenced by "widely-felt optimism" about the general economic situation, as well as by easing of unemployment fears, the Commission wrote in the report.Confidence indicator in services decreased by 1 point in the EU and improved by 1 point in the euro area. Sentiment in the retail sector gained 1 point in the EU and remained unchanged in the eurozone, while indicator in construction remained unchanged in both regions.

Although the improving confidence in the European economy was confirmed last week by a survey measuring economic activity across the private sector and also by the rise of the EU's GDP in the second quarter, the European Central Bank remains sceptical about its sustainability.The ECB is expected this week to extend emergency support for eurozone banks until early next year, the Financial Times reported Monday. The possible threat to European economy in coming months might be weakness of the US economy and lurking crisis of public finances in some member states.According to Bloomberg News, ECB President Jean-Claude Trichet said earlier this month that the second half of 2010 will probably be much less buoyant than the three months through June, when the euro-area economy expanded 1 percent, the fastest in four years.

Four Jews Murdered in Arab Terror Attack Near Hevron

Palestinian terrorists murdered four Jewish civilians in a shooting attack at the Bani Naim junction just south of Hevron Tuesday evening. Emergency service paramedics could do nothing to save the victims whose bodies were riddled with bullets. The terrorists reportedly made sure their victims were dead by shooting them from close range after the initial fusillade.The victims are a husband and wife, parents of six, and two passengers. Their names were cleared for publication Tuesday night by local police:
•Yitzhak and Talya Imes
•Kochava Even Chaim
•Avishai Shindler
The four were all citizens of Beit Haggai.

Yitzhak and Talya Imes were the parents of six children, the eldest one being 24 years old and the youngest one being a year and a half old. Talya Imes was nine months pregnant when she was killed by the terrorists.Kochava Even Chaim was a teacher in Efrat. She left behind her husband and an 8 year-old daughter.Avishai Shindler had only recently moved to Beit Hagai with his wife.The funerals of all four victims will take place beginning at 11:00am on Wednesday.One of the victims had a license for a gun that was suspended shortly before the attack. Itamar Ben-Gvir and Baruch Marzel said at the scene that serious soul-searching must be done in order to find out how it is that Jews are deprived of the basic right to defend themselves.Hamas took credit for the terror attack, while PA Prime Minister Salam Fayyad condemned the attack and said that it is against Arab interests. Fayyad added that the PA will act to prevent additional acts of terror.IDF Chief of Staff Gabi Ashkenazi arrived on the scene of the attack along with Head of Central Command Major General Avi Mizrahi and Judea and Samaria Commander Brig.-Gen. Nitzan Alon. The three performed an evaluation of the situation.Ashkenazi said: There is no doubt that this is a very difficult event. First, we express our condolences to the victims' families and to Beit Hagai. We are working in several directions since the event occurred and will continue to act until we capture the terrorists. IDF along with other security agencies continue to operate until we capture the murderers who were responsible for this incident.

The terror attack is typical of Arab resistance attacks that intentionally target civilian victims. A survey carried out by a PA organization in early August found that among the Arab public in the Palestinian Authority, over 55% view violence as either essential or desirable, nearly 31% see it as either acceptable or tolerable, and only 13.7% say it is unacceptable.The attack was probably timed to coincide with and affect the direct talks between Israel and the PA in Washington, D.C., that are to begin Thursday. Moroccan security forces have captured an 11-member terrorist cell headed by a Gaza-based Palestinian Authority Arab aligned with the aims of the international al-Qaeda terrorist group.Yahya al-Hindi, a former member of the Islamic Jihad terror organization who is responsible for having built a global jihad network in Gaza that functions as a regional exporter of terrorism is also known as Abu Kathada al-Shami. His 11-man jihad team included Moroccans from Casablanca, Azilal (in the Atlas Mountains) and Oujda (in the eastern part of the country).In 2006, al-Hindi’s group -- named The Unity of Allah and Jihad in the Land of Ribat -- took responsibility for multiple rocket attacks fired at Jewish communities in the western Negev. According to the Meir Amit Intelligence and Terrorism Information Center (ITIC), the land of the ribat – frontier in Arabic – is the term for the outskirts of Muslim territory where battles are fought with the infidels to defend Islamic lands. The term is used to refer to Palestine which is considered occupied (by Israel).Arabic media reported that al-Hindi traveled the following year to Afghanistan for training with al-Qaeda terrorist operatives and others at Taliban camps who taught him how to prepare explosive devices and a variety of military techniques. He spent the next three years staying in touch with the group via jihadist internet web sites.

This past May, al-Hindi traveled to Morocco hunting for a site in which he could organize and train his terrorist network – but entered the country under the pretext of preparing to marry a young Moroccan woman. Former US Ambassador to the United Nations, John Bolton, was asked in an interview whether he would consider a run for the US presidency – and did not reject the idea.

[I]t is a very great honor that anybody would even think of asking, Bolton told the interviewer at the Daily Caller. I’m obviously not a politician. I’ve never run for any federal elective office at all and, you know, it is something that would obviously require a great deal of effort, he said.What I do think, though, and what concerns me, is the lack of focus generally in the national debate about national security issues. Now, I understand the economy is in a ditch and people are concerned about it, but our adversaries overseas are not going to wait for us to get our economic house in order.When asked if this meant he would consider running, Bolton did not give a clear answer but seemed to hint that such a bid would at least place national security issues at the top of the public agenda.In the sense that I want to make sure that not only in the Republican Party, but in the body politic as a whole, people are aware of threats that remain to the United States, he said. You know, as somebody who writes op-eds and appears on the television, I appreciate as well as anybody that…there is a limit to what that accomplishes. Whereas, some governor from some state in the middle of the country announces for president they get enormous coverage even if their views are utterly uninformed on major issues.

Hurricane Earl could sideswipe East Coast

MIAMI (Reuters) – Powerful Hurricane Earl churned toward the eastern U.S. seaboard on Tuesday and looked to sideswipe the densely populated coast from North Carolina to New England, the U.S. National Hurricane Center said.Forecasters expected the main core of the Category 4 hurricane to stay offshore as Earl moved parallel to the coast during the upcoming Labor Day holiday weekend that traditionally marks the end of summer.A hurricane watch was issued for most of the North Carolina coastline as officials warned any westward deviation from the forecast track could prompt coastal evacuations or even bring the storm ashore.A small error of 100 miles in the wrong direction could be a huge impact difference, National Hurricane Center Director Bill Read told a conference call with journalists.Even a minor shift back to the west could bring impacts to portions of the coastline from the mid-Atlantic northwards.

The hurricane watch, issued by the Miami-based hurricane center, alerts residents that hurricane conditions -- sustained winds of 74 mph -- are possible within 48 hours. It covered the North Carolina coastline up from Surf City to the state's border with Virginia, including the Pamlico and Albemarle Sounds.Earl, the second major hurricane of the 2010 Atlantic season, was moving west-northwest in the open Atlantic on Tuesday, keeping well east of the Turks and Caicos Islands.At 8 p.m., it was centered about 835 miles south-southeast of Cape Hatteras, North Carolina.Earl was forecast to clip the barrier islands of North Carolina's Outer Banks on Thursday night and bring drenching rain, rough seas, pounding surf and gusting wind to the Atlantic Coast from North Carolina to New England and Atlantic Canada.Evacuations were ordered, or expected, for Wednesday for the most vulnerable spots on the Outer Banks, including the Cape Lookout National Seashore and Ocracoke Island, which has about 800 year-round residents and is accessible only by boat. It is one of the barrier islands where the pirate Blackbeard once roamed.Earl had top sustained winds of 135 miles per hour, making it a Category 4 storm on the five-step Saffir-Simpson intensity scale. SOME UNCERTAINTY OVER FINAL PATH

It was too early to predict how close the hurricane would come to New York when it churned offshore east of the city during the weekend.We're just telling everybody to keep their eyes on the track and just keep checking back, hurricane center meteorologist Barry Baxter said.The hurricane center said Earl's forecast track in the coming days shifted slightly to the west, which could bring its outer fringes closer to the U.S. coast.U.S. and Canadian East Coast oil refiners said they were monitoring Earl but that it was too early to begin to take any precautionary measures.Hurricane Earl posed no threat to major U.S. oil and gas installations in the Gulf of Mexico.Tropical storm warnings and watches were in effect for the Turks and Caicos, where flights were suspended, and for the sparsely populated southeast Bahamas. On Monday, Earl battered the northeastern Caribbean islands and Puerto Rico, downing power lines, blowing off roofs, toppling trees and causing some flooding. With sustained winds of 40 mph, Fiona was just barely a tropical storm and the much more powerful Earl was hindering Fiona's development. Earl churned up the seas and brought cold water to the surface, starving Fiona of the warm water needed for rapid strengthening. The storms were far apart but Fiona was moving much faster. If Fiona closes the gap, high-level winds spiraling from the top of Earl could shear off and weaken Fiona, the hurricane center's Baxter said. If it gets really close, Earl could actually chew it up and just kind of kill it, he said. Elsewhere in the Atlantic, a broad area of low pressure about 525 miles southwest of the Cape Verde Islands in the eastern Atlantic had only a 20 percent chance of becoming a tropical cyclone within 48 hours, the hurricane center said. Early computer models showed that system moving mostly west in the Atlantic but toward South America.

RALEIGH, N.C. – Federal officials urged U.S. residents to prepare for possible evacuations and islanders in the Turks and Caicos braced for high winds Tuesday as powerful Hurricane Earl howled over open seas toward the East Coast of the U.S.The Category 4 hurricane, with winds of 135 mph (215 kilometers), was expected to remain over the open ocean before turning north and running parallel to the U.S. coast, potentially reaching the North Carolina coastal region by late Thursday or early Friday. It was projected then to curve back out to sea, perhaps swiping New England or far-eastern Canada.We can't totally rule out a very close approach to either of the Cape Hatteras areas or Cape Cod and southern New England as the storm progresses further,said Bill Read, director of the U.S. National Hurricane Center in Miami.

Earl delivered a glancing blow to several small Caribbean islands on Monday, tearing roofs off of homes and cutting electricity to people in Anguilla, Antigua, and St. Maarten. But there were no reports of death or injury.In Providenciales in the Turks and Caicos, a British territory, Benson Capron was among several fishermen tying their boats to trees lining a beach.I hear it is going to pass, but I will not take any chances, Capron said. Today I will not go out to fish.Forecasters said it was too early to say what effect Earl would have in the U.S., but warned it could at least kick up dangerous rip currents. A surfer died in Florida and a Maryland swimmer had been missing since Saturday in waves spawned by former Hurricane Danielle, which weakened to a tropical storm Monday far out in the north Atlantic.Craig Fugate, administrator of the Federal Emergency Management Agency, said evacuations may be necessary along the eastern seaboard later this week if the storm does not veer away from the coast as expected.Today is the day to make sure you have your plan completed and your supplies in place, Fugate said.The storm's center passed just north of the British Virgin Islands on Monday afternoon. TANAH KARO, Indonesia – Thousands of villagers returned to their homes along the ash-covered slopes of an Indonesian volcano that exploded after four centuries of dormancy, even though officials warned they could be putting their lives at risk.

Some said Tuesday they could no longer bear to stay in cramped emergency shelters, while others wanted to get back to their farms.The first eruption of Mount Sinabung — which caught many scientists off guard — over the weekend was followed by a second, more powerful blast Monday that spewed soot and debris more than a mile (several kilometers) into the air, leaving the region on high alert.Several domestic flights in North Sumatra province had to be diverted because of poor visibility, and two people died, though it remained unclear Tuesday if the volcano was to blame.Of the 30,000 people who have been evacuated to refugee shelters, mosques and churches, more than 6,000 have packed up their belongings and headed home, said Yeni Hariani Sembiring of the Tanah Karo district information center.Some piled into the backs of pickup trucks. Others drove their motorcycles or walked up the side of the mountain, which continued to send plumes of white smoke gushing into the air, but with lower intensity than in recent days.We don't know if it's safe or not, said Johnson Siagian, who works at a local monitoring post, looking up at the crater, which by late afternoon was shrouded in fog. But if they insist on going home, there's not much we can do.Mount Sinabung last erupted in 1600 and government vulcanologists acknowledged they had made no efforts before the mountain started rumbling last week to sample gases or look out for rising magma or other signs of seismic activity.

With 129 live volcanoes to worry about in Indonesia — prone to eruptions and earthquakes because of its location within the so-called Ring of Fire — it had been considered low priority.But Lee Siebert, director of the Global Volcanism Program at the Smithsonian Institution, said it was no surprise Sinabung would erupt after 400 years of being quiet. That's not very long by geological standards, he said, noting that a volcano that has erupted within the past 10,000 years can be considered active.Because of its location along the Sumatra fault line — the meeting point of the Eurasian and Pacific tectonic plates that have pushed against each other for millions of years — Sinabung has the potential to be very destructive, others noted.

WASHINGTON (Reuters) – The outlook for the U.S. economy would have to deteriorate appreciably to spur fresh support from the Federal Reserve, according to minutes of the central bank's last policy meeting released on Tuesday.The August 10 meeting was held against a darkening economic backdrop, and the Fed, in a significant policy shift, decided to reinvest maturing mortgage-related securities in government debt so its support for the stumbling recovery did not fade.The minutes showed this shift would be a precursor to a return to outright asset purchases only if downbeat signs on the economy continued to mount.Several policy makers believed they would need to consider steps ... to provide additional policy stimulus if the outlook were to weaken appreciably further, the minutes said.The minutes reflected an unusually wide range of views at the Fed for the outlook for the recovery and for inflation, and how the central bank should manage monetary policy.

Fed staff told policy makers that mortgage prepayments would likely shave $340 billion off mortgage-backed securities, or MBS, held in the Fed's $2 trillion portfolio by the end of 2011 absent action. An additional $55 billion in agency securities were expected to mature over the same time frame.While the minutes showed the current preference was to buy Treasury debt with the proceeds, officials left the door open to other options.While reinvesting in Treasury securities was seen as preferable given current market conditions, reinvesting in MBS might become desirable if conditions were to change,the minutes said.Even so, some officials worried the move might be send an inappropriate signal that the Fed was on the cusp of launching another massive securities shopping expedition.The Fed stopped buying MBS and mortgage-agency debt at the end of March after it had accumulated about $1.4 trillion worth. It also bought $300 billion in longer-term Treasury securities as part of a program to spur recovery.The minutes ... characterize the decision as more of a tactical decision to keep the balance sheet at its current level as opposed to a decision to provide additional stimulus, Barclays Capital economist Michael Gapen said in a note to clients. The hurdle for additional stimulus measures is higher than the August ... statement seemed to imply, he said, referring to the central bank's initial policy announcement.The Fed began buying mortgage-linked debt and longer-term U.S. Treasury securities as a way to drive down a range of interest rates and lift the economy after it had chopped overnight borrowing costs to near zero in December 2008.U.S. Treasury debt prices on Tuesday held gains as the minutes underscored investors' concerns the recovery is faltering. The comments weighed on stocks, which closed up marginally, with some analysts saying the minutes suggested the bar for further Fed easing was high.

DIVERGENCE OF VIEWS

The minutes were laced with expressions of concern that the U.S. recovery might be losing momentum even as overseas economies were proving more resilient than expected.

Most (officials) saw the incoming data as indicating that the economy was operating farther below its potential than they had thought, that the pace of recovery had slowed in recent months, and that growth would be more modest during the second half of 2010 than they had anticipated, the minutes said.However, some of the 17 officials on the policy-setting panel said recent data, while weak, was consistent with their forecasts. Others said it was too soon to conclude the outlook for growth had clearly softened.Officials were similarly divided on the inflation outlook. Many said underlying inflation would be below preferred levels for some time, and a number judged that the risk of further disinflation had increased, although the minutes said the risk of a potentially crippling deflation were small. A few said keeping interests rates at an exceptionally low level might be creating conditions for a future price surge. The vote at the end of meeting was 9-1, with Kansas City Federal Reserve Bank President Thomas Hoenig dissenting. Fed Chairman Ben Bernanke said on Friday that additional securities purchases were among the tools the Fed could deploy to stimulate the economy if it stumbled badly, and that those purchases could be effective. While Bernanke said officials opted to reinvest in Treasuries in part because they prefer a portfolio made up mostly of government securities, the Fed would consider other options if conditions warranted. NEW YORK – The 10 banks that received the most bailout aid during the financial crisis spent over $16 million on lobbying efforts in the first half of 2010, as the debate over financial regulatory reform reached its height.Disclosure reports show that the banks that got the most government help in late 2008 and early 2009 also invested the most to influence members of Congress, the White House, the Federal Reserve, Treasury Department and a long list of federal agencies as new rules were enacted governing Wall Street and the nation's financial system.I'm not shocked that they spent that much money because I saw them every day, said Ed Mierzwinski, consumer program director at U.S. Public Interest Research Group, who said more than 2,000 lobbyists worked on the financial reform bill.The sweeping law signed by President Barack Obama in July topped 2,300 pages, and outlined broad rules for issues ranging from derivatives trading to the fees merchants are charged for processing credit and debit card transactions. It also covered the creation of a consumer financial protection bureau. Banks are continuing efforts to try to shape many of the new rules that are still being finalized.The $16.32 million spent in the first half of 2010 was 26 percent higher than the combined $12.94 million they spent in the first half of 2009.In prior years, the spending crept up at a much slower pace: 2009's total was about 2 percent higher than the nearly $12.7 million spent in the first half of 2008. And that was only 3.7 percent above the $12.25 million spent in the first half of 2007.Leading the pack this year was JPMorgan Chase & Co., which spent $1.52 million on lobbying in the second quarter, on top of $1.51 million in the first quarter of 2010, for a total of $3.03 million, according to disclosure reports filed with the House of Representatives clerk's office.Citigroup Inc., the largest bank recipient of government funds during the crisis in late 2008 and early 2009, was second. The New York-based bank spend $1.47 million on lobbyists in the second quarter, after spending $1.31 million in the first quarter for a total of $2.78 million.

And Wall Street titan Goldman Sachs Group Inc. was third, with $1.58 million spent in the second quarter, on top of $1.19 million in the first quarter of 2010.All three banks declined to comment on their lobbying spending, which went toward hiring advocates to discuss the legislation with lawmakers and regulators. Lobbying figures do not include any campaign contributions that banks or their employees might also have made.Mierzwinski said the big win for consumers was the financial protection bureau, which banks tried to remove from the law. The financial industry was in a weakened position during the debate, however, because of public anger over the economy's collapse and publicity over issues like Wall Street bonuses. Nevertheless, banks were rewarded for their efforts, he said. They did manage to make changes.Bank of America Corp. and Wells Fargo & Co. both also spent more than $2 million in the first half of the year. Spending far less were PNC Bank, US Bancorp, Capital One Financial Corp. and Regions Financial Corp. The American Bankers Association, the main trade group for the industry, also lobbied heavily, spending $4.2 million in the first half of 2010.Consumer advocacy groups had their own lobbyists working the Capitol's halls during the finance reform debate as well, but their spending was dwarfed by the banks — a total of $792,000 in the first half of the year for four of the top organizations. The Center for Responsible Lending topped the list, with $335,000 spent in the first six months of the year. U.S. PIRG tallied $227,000. The Consumers Union listed $150,000 and The Consumer Federation of America spent $80,000.

Melanie Sloan, executive director of Citizens for Responsibility and Ethics in Washington, said the heavy spending in part reflects the number of people needed to discuss issues with 535 members of Congress. One sentence in a law regulating the financial markets can have a big impact on a company's profit, she noted, and the industry made sure they had experts on hand to discuss every aspect with lawmakers.
We're talking billions, Sloan said.So the lobbying money is the most effective money you'll spend.It's not that I don't think that many would have preferred a different outcome, she added.But I doubt that any of those banks didn't think it was worth it to have those lobbyists.

Wary investors turned to gold Tuesday, sending the price to its highest level in two months, despite slightly more optimistic economic news.Gold for December delivery rose $11.10 to settle at $1,250.30 an ounce as it headed toward its record high settlement of $1,258.30 an ounce, which was set earlier this year.Silver also gained as concerns lingered about the economy even after new reports showed improving consumer confidence and home sales. Separately, the Standard & Poor's/Case-Shiller 20-city home price index rose 1 percent in June from May and 4.2 percent from a year ago. In grains trading, December corn dropped 2.25 cents to settle at $4.3925 a bushel after hitting $4.45 earlier in the day; December wheat retreated 18.75 cents to at $6.8575 a bushel while November soybeans fell 12.5 cents to $10.10 a bushel.

Palestinian kills 4 Israelis on eve of peace talks By MARK LAVIE, Associated Press Writer - AUG 31,10

JERUSALEM – Palestinian gunmen opened fire Tuesday on an Israeli car in the West Bank and killed four passengers on the eve of a new round of Mideast peace talks in Washington. The Islamic militant group Hamas claimed responsibility.Assailants firing from a passing car riddled the vehicle with bullets as it traveled near Hebron — a volatile city that has been a flash point of violence in the past. Some 500 ultranationalist Jewish settlers live in heavily fortified enclaves in the city amid more than 100,000 Palestinians.One of the victims was pregnant, said police spokesman Micky Rosenfeld. Israel's national rescue service said the victims were two men and two women, and Israeli media said everyone in the car was killed.Video broadcast live on Israel TV late Tuesday showed a white Subaru station wagon standing at an angle at the side of a road, its windows shot out and its doors dotted with bullet holes. The car was flanked by army and police vehicles and dozens of soldiers.

The attackers fled and Israeli forces set up roadblocks and carried out searches to try to catch them.About 3,000 people joined a rally in Gaza to celebrate the attack. Hamas military wing spokesman Abu Obeida was among them and told The Associated Press: The Qassam Brigades announces its full responsibility for the heroic operation in Hebron.Upon arriving in Washington for this week's talks, Israeli Prime Minister Benjamin Netanyahu condemned the attack and said terror will not determine Israel's borders or the future of the settlements. Borders and the fate of Jewish settlements on land Palestinians want for a future state are key issues in the negotiations.President Barack Obama hopes to forge a peace agreement within one year.

The White House on Tuesday condemned the attack and press secretary Robert Gibbs called for the perpetrators to be brought to justice. He said the attack, coming on the eve of a new round of talks, shows how far the enemies of peace will go to try to block progress.Palestinian President Mahmoud Abbas was already in Washington meeting with U.S. Secretary of State Hillary Rodham Clinton when the attack took place.Palestinian Prime Minister Salam Fayyad's office issued a statement charging the attack was aimed at undermining his government's effort to build international support for the Palestinian position and ending the (Israeli) occupation.Hamas, a fierce rival of the Western-backed Palestinian president, expelled Abbas' forces from Gaza in 2007 and took over the territory. Abbas has been trying to limit the Islamic militants' reach in the West Bank, jailing activists and even cracking down on mosque preachers.Hamas, responsible for dozens of suicide bombings in Israel, is considered a terrorist group by the U.S., Israel and European Union.Asked about the shooting, State Department spokesman P.J. U.N. envoy Robert Serry issued a statement condemning the attack and urging all parties not to allow the enemies of peace to affect the negotiations about to be launched.There is widespread opposition to the resumption of the peace talks among Palestinians. Hamas opposes any contact with Israel and has harshly criticized Abbas for agreeing to resume the negotiations. Opposition to resuming talks is also coming from within the Palestine Liberation Organization, an umbrella group headed by Abbas. Some Fatah activists threaten to try to depose him if he makes concessions, and several hard-line PLO groups plan a demonstration in the West Bank administrative capital of Ramallah on Wednesday to protest resumption of negotiations. Netanyahu also faces some domestic opposition from elements of his hard-line coalition of religious and nationalist parties. He has said that protecting Israel's security interests will be his top priority in the talks. Heading into a meeting with Clinton, Netanyahu said in the statement he would tell her, This criminal murder proves again the need to stand firmly on Israel's stringent security demands, and there will be no compromise on them.The attack disrupted a relative lull in the West Bank. The last fatal attack occurred in June, when Palestinians opened fire on a police vehicle near Hebron and killed one officer.

It was the deadliest Palestinian attack against Israelis since March 2008, when a lone assailant gunned down eight students in a Jerusalem rabbinical seminary. A previous U.S. launching of Israeli-Palestinian peace talks was also accompanied by deadly violence. Palestinian gunmen shot and killed an Israeli in the West Bank before then-President George W. Bush convened Israeli and Palestinian leaders for a summit in Annapolis, Maryland, in November 2007. The gunmen said the attack was an act of protest against the Annapolis conference.Talking to reporters on his plane heading for Washington, Abbas called for decisive American involvement in the talks. He said that if the two sides reach a deadlock, the Obama administration should present bridging proposals to bridge the gap between the two positions.In one major challenge to the first direct talks between the sides in two years, Abbas warned it would be difficult to continue negotiating if Israel fails to extend a 10-month curb on West Bank settlement construction that ends in late September.
