Globalism, Think Tanks, and The New World Order

While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. Photo: Grant Neufeld.If there is anyone out there who still reads Newsweek you might be particularly interested in picking up a copy of the October 4, 2010 edition. While the cover story focuses on Sarah Palin and Republican women, one of the more interesting features stories is written by Joel Kotkin entitled, The New World Order. In this article, Kotkin argues that Tribal Ties – Race, Ethnicity, and Religion – Are Becoming More Important Than Borders.The first page of the article, contains a color-coded map denoting new regions of the world not defined by contemporary governmental borders but those designated by region, race, and culture.The rest of the article is devoted to a breakdown of the reasoning behind the new borders of which there are 19 new regional governments, 4 city states (London, Paris, Singapore, and Tel Aviv) and 6 Stand-Alone countries (Brazil, France, Greater India, Japan, South Korea, and Switzerland.)

Although attacked as a conspiracy theory for years in the mainstream media, Newsweek’s article places the United States in league with Canada as part of the North American Alliance, suggesting that The U.S. and Canada are joined at the hip in terms of their economies, demographics, and culture.Mexico, however, is not included in this new version of the North American Union as it is lumped in to the Liberalistas region alongside Chile, Colombia, Costa Rica, and Peru. Laughably, the author claims that these states are standard-bearers of democracy and capitalism in Latin America and that their economies are “trying to join the ranks of the fast-growing economies. Of course, anyone with any sense of what goes on beyond their own borders (however temporary they may be) knows that Mexico is not a standard-bearer of anything beyond absolute chaos and poverty.Not surprisingly, Joel Kotkin, the writer of The New World Order, is an adjunct fellow at the Legatum Institute, an international think-tank that researches and advocates for an expansive understanding of global prosperity.(Legatum) It’s website states:The Legatum Institute is unique in its philosophical commitment to human dignity, liberty, and prosperity, its market principles and business approach to addressing global challenges, its integrated understanding of development, governance, and national security, and its willingness to test and implement its findings through real world programs. It forms an intellectual hub for the Legatum group of companies, learning from them and nurturing and protecting the core purposes of the organisation. It is a ‘think tank with teeth’ that contends for good ideas that deliver great consequences.

Couching its goals in flowery language of peace, prosperity, and freedom, the Legatum Institute is nonetheless a globalist organization. Indeed, the Legatum Institute is part of a larger organization called the Legatum Group, which is described by the Guardian as a private global investment organization focused on investing in the international capital markets and the promotion of sustainable development.The Guardian also compiled a list of the Big 10 of think-tanks, and Legatum Institute was solidly among them at position number six.While the mainstream media continues to claim that anyone who believes in a North American Union or plans for a One World Government is a delusional conspiracy theorist, it continues to push the agenda of both. Although doublespeak in the media is nothing new, it is quite significant that so many outlets have begun to mention the erasure of borders and the blending of nations. There can be no doubt that it is time for the American people to wake up and realize that these plans exist and that they are moving forward at a rapid pace.

US approval of arms pact with Russia looking shaky By DESMOND BUTLER, Associated Press NOV 10,10

WASHINGTON – Senate approval of President Barack Obama's nuclear arms treaty with Russia, which once looked close to a sure thing, is now in jeopardy.The administration is scrambling to get enough Republican support in the Senate to ratify the New START treaty before the Democrats' majority shrinks by six in January. But Republicans have little incentive to give Obama a big political boost after leaving him reeling from their strong gains in last week's congressional elections.A failure to win passage could trip up one of the administration's top foreign policy goals: improving relations with Russia. The treaty, signed in April by Obama and Russian President Dmitry Medvedev, has been the most tangible sign of success, and failure to get it ratified could be viewed as a rebuke in Moscow. It also would leave Obama's push for even greater restrictions on the world's nuclear arsenal in doubt.Some Republicans have argued that the treaty would limit U.S. missile defense options and does not provide adequate procedures to verify that Russia is living up to its terms. Advocates dispute both charges.The Obama administration is worried that ratification could slip out of reach if a vote were to be delayed. Ellen Tauscher, the undersecretary of state for arms control, said this week that the lame-duck session Congress will convene before most newly elected senators take their seats in January could be the administration's last shot.Our last opportunity to do it coming forward is in the lame duck, she said. I think that, frankly, because of the way the numbers are working, it's the best opportunity to do it.Republicans will gain one vote part of the way through the lame-duck session because they won a special election for Obama's former seat in Illinois. That will increase the GOP's Senate numbers temporarily to 42 in the 100-member chamber.Since the election, senior administration officials, including Vice President Joe Biden and Secretary of State Hillary Rodham Clinton, have been pressing the case for ratification with Republican lawmakers. A long list of retired generals and senior statesmen from both parties have expressed support, arguing that that the treaty should be beyond politics.

But its best shot seems to lie in a political deal with one key Republican senator.
Republican Jon Kyl has wielded the most sway in his party on the issue. He has been negotiating with the administration for months and pinning support for the treaty to a boost in funding to modernize the U.S. stockpile of nuclear weapons. A number of his Republican colleagues have said they will follow his lead on the treaty. His approval could push support beyond the 67 votes the administration needs for ratification, although many Republicans still are likely to oppose it.The administration has countered Kyl by warning that the lame-duck session also will be his last chance to get the money he is seeking for the nuclear stockpile because Democrats will not support him next year should the treaty fail.The treaty would reduce the limit on strategic warheads to 1,550 for each country from the current ceiling of 2,200. It also would set up new procedures to allow both countries to inspect each other's arsenals to verify compliance.Treaty advocates have been warning that the United States has not had nuclear inspectors in Russia since December, when a previous treaty expired. They say Republicans who have opposed the treaty are endangering national security by delaying the inspectors' return.Arlen Jameson, a retired Air Force general and former deputy chief of the Strategic Air Command, says a long delay in returning U.S. inspectors could force the U.S. military and intelligence agencies to find other ways to monitor Russian nuclear forces. He said that would involve costly monitoring by satellites that would shift scarce intelligence resources from operations in Iraq and Afghanistan.The needs for overhead monitoring is already under great stress, he said. The expense will not be transparent because it will be not made publicly available, but it will be enormous.

WASHINGTON – The Pentagon said Tuesday it did not know what created a vapor trail that crossed the skies off the Southern California coast and resembled a missile launch.Video posted on the CBS News website shows an object flying through the evening sky Monday that left a large contrail, or vapor trail. A news helicopter owned by KCBS, a CBS affiliate in Los Angeles, shot the video.Pentagon officials were stumped by the event. Nobody within the Department of Defense that we've reached out to has been able to explain what this contrail is, where it came from, Pentagon spokesman Col. Dave Lapan said.While the vapor cloud captured on video resembled that created by a rocket in flight, military officials said they didn't know of any launches in the area.One expert called it an optical illusion. It's an airplane that is heading toward the camera and the contrail is illuminated by the setting sun, said John Pike, director of the U.S.-based security analyst group globalsecurity.org.The North American Aerospace Defense Command, or NORAD, issued a statement jointly with the U.S. Northern Command, or NORTHCOM, saying no Department of Defense entities reported a missile launch — scheduled or inadvertent — at the time of the contrail, and no foreign military missile launch was detected.

NORAD said it determined there was no threat to the U.S. homeland.The Federal Aviation Administration ran radar replays from Monday afternoon and they did not reveal any fast-moving, unidentified targets, the statement said. No pilots reported unusual sightings to the FAA.NORTHCOM is the U.S. defense command and NORAD is a U.S.-Canadian organization charged with protecting the U.S. from the threat of missiles or hostile aircraft.Pike said the object could not have been a rocket because it appeared to alter its course.The local station chopped up the video and so it's hard to watch it continuously, Pike said. But at one place you can see it has changed course — rockets don't do that.Pike said he didn't understand why the military had not recognized the contrail of an aircraft. The Air Force must ... understand how contrails are formed, he said. EU has big ambitions for Danube region, but no extra funding

EUOBSERVER / BRUSSELS – Based on the model of the Baltic Sea Strategy, the EU is about to launch a new macro-regional policy for the 10 countries along the Danube river, but without committing any fresh money for the scheme.I believe that in a few years, this initiative will improve mobility, biodiversity, water quality, flood protection, research and innovation and security, European Commission chief Jose Manuel Barroso said Monday (8 November) in Bucharest at a summit dedicated to the EU's new Danube Strategy.Mr Barroso said that the policy document, which will be presented by the commission in a month's time, will help countries along the river to better co-ordinate the use of existing EU funding, amounting to €95 billion for the period 2007-2013. This can also be complemented by grants and loans from the European Investment Bank and the European Bank for Reconstruction and Development, he added.Yet unlike the Baltic Sea Strategy, which only applies to EU countries, this document will also include non-EU states in the 3,000 km-long river basin: Serbia, Croatia, Moldova and Ukraine – a move which Mr Barroso labelled as an opportunity to create closer and more direct links with the EU, to have direct contacts, to co-operate and prepare their future together.Facilitating naval traffic, cleaning up the highly polluted river and improving regional links through bridges, highways and better train connections are some of the projects likely to be included in the strategy.

For politicians in the crisis-struck region, finding the necessary co-funding and keeping the political commitment alive will be the main challenges for this policy to succeed.It is not easy, after a financial and economic crisis, to find the necessary resources for major infrastructure projects, said Romanian President Traian Basescu as he was hosting the Danube event.The former sea captain saw the development of naval transport as the most important economic dimension of the Danube river, stressing that this area is under-used. With the Danube forming a natural border between Romania and Bulgaria over a stretch of 470 km, Mr Basescu pointed out that there is one single bridge connecting the two countries, with a second one having been under construction for decades. We want to develop tourism, trade and to make life more dynamic on the two river banks. Two more bridges are planned, as well as a new power plant on the Danube, he said.Both neighbours are so far the biggest laggards when it comes to absorbtion of EU structural funds, the largest chunk of the community budget designed to help poorer regions catch up with the rest of the EU. Still, the country would like to see EU funds committed directly to the Danube strategy, similar to regions around the Baltic Sea. We are being realistic and we know that EU rules cannot change until 2014. But from 2014 on, we'll have to be very active, along with other strategies, such as the one for the Baltic Sea, Romanian environment minister Laszlo Borbely said, as quoted by Evenimentul Zilei newspaper.In a 2001 documentary, This is it, Romanian filmmaker Thomas Ciulei portrayed the extreme living conditions of people stuck in the less touristy part of the Danube Delta – a natural reservation home to pelicans and other rare birds. EU President issues stark warning against nationalism

EUOBSERVER / BRUSSELS - EU Council President Herman Van Rompuy has issued a stark warning against growing nationalism, populism and anti-democratic forces across the EU, suggesting that the threat to peace in Europe remains a key issue.We have together to fight the danger of a new euro-scepticism, he said in a speech in Berlin on Tuesday night (9 November).This is no longer the monopoly of a few countries. In every member state, there are people who believe their country can survive alone in the globalised world, he continued.It is more than an illusion: it is a lie! The president was speaking in the German capital on the Schicksalstag, or fateful day, the anniversary of five pivotal events in the nation's history: the fall of the Berlin Wall in 1989 and the fall of the monarchy in 1918, but also the Beer Hall Putsch in 1923, Kristallnacht in 1938 and the execution of a leader of the 1848 revolutions in the German states.Quoting wartime US president Franklin Roosevelt, he said that the biggest enemy of Europe today is fear, and that this ultimately could lead to war.Fear leads to egoism, egoism leads to nationalism, and nationalism leads to war, he said. Today's nationalism is often not a positive feeling of pride of one's own identity, but a negative feeling of apprehension of the others. Fear of 'enemies' within our borders and beyond our borders.It is a feeling all over Europe, not of a majority, but everywhere present.In a wide-ranging speech, alighting on a range of aspects of the current state of the European Union, he cheered the day when the nations of the former Yugoslavia will join.

To those who say that war is so far away in our past that peace cannot be a key issue in Europe anymore, that it does not appeal to the younger generations, I answer: just go out there [to the western Balkans] and ask the people there! And ask the young ones too! Beyond the EU's economic and political structures, he said that Europe needed to look to its heritage, in particular, the values and virtues of Ancient Greece.To keep such European virtues alive, to transmit their age-old qualities to our children and grandchildren, that will be one of the great challenges for the future, he said. We have to be a union of values but also a union of civic virtues.He also touched on the current economic crisis, cheering the recent decision of European leaders to move towards common economic governance.One cannot maintain a monetary unity without an economic union, he said, and went on to salute the courage of EU leaders in imposing austerity measures over the top of popular opposition.I, for one, have really been impressed over the last year by the political courage of our governments. All are taking deeply unpopular measures to reform the economy and their budgets, moreover, at a time of rising populism. Some heads of government do this while being confronted with opposition in parliament, with protest in the streets, with strikes on the workplace - or all of this together - and fully knowing they run a big risk of electoral defeat.And yet they push ahead. If this is not political courage, what is? He also went on to criticise the European Commission's proposals for EU taxes. In October, the EU executive proposed a list of potential EU fund-raising mechanisms in an attempt to reduce the direct contributions national governments make to fund the workings of the bloc.

I do not think that redesigning the way the EU get its revenue is a top priority, he said, adding that the imposition of EU taxation would fall on some countries harder than others and that this would be unfair.The current system reflects as a rule the member states' capacity to pay. Contributions are based on the gross national income and thus seen as fair ... I am personally open to new ideas, but since most alternative sources of income would risk to hit member states unequally, this would weaken the fairness of the current system, its built-in solidarity.He did not however close the door completely on the idea. So let's be prudent, but let's discuss it,he said.

Gold Sets New Record as QE2 Devalues Fiat Currencies

Gold is a safe haven in times of inflation.Last night gold hit a new record in response to the Federal Reserve’s QE2 madness and word by the World Bank it wants an international gold standard. Gold soared from Monday’s finish of $1,390.00 to $1,391.00. It opened at $1,405.50 to $1,406.50 an ounce.The corporate media is abuzz today with news that since the Fed announced its intention to print hundreds of billions of dollars in funny money and spend it on Treasury bonds in a supposed attempt to kick-start the economy, investors have flocked to the precious metals market for shelter. Traders are buying up gold as the Federal Reserve’s $600bn stimulus deal last Wednesday was seen by many as liable to aggravate inflation. Gold is considered a safe haven in times of inflation, reports the Telegraph today.

The price was also nudged higher on speculation that members of the G20 to be held in in Seoul, South Korea, will discuss currency markets.The World Bank statement by Robert Zoellick of the World Bank indicates that the internationalists believe that fiat currencies need some backing in gold to restore confidence, especially as the U.S. dollar’s status as the world’s reserve currency erodes.Gold is an international currency phenomenon. Around the world, people are turning disdainful of their own currencies and everyone else’s. So, where do they turn? They turn to the gold market, Dennis Gartman, a hedge fund manager and publisher of the Gartman Letter, told Reuters.Kitco News reports that gold’s remarkable showing has prompted new trading momentum. There’s a rush to be hedged against inflation as many key commodities also were making highs, George Gero, vice president, Global Futures, RBC Capital Markets, told Kitco. The U.S. Federal Reserve's decision last week to spend another $600 billion buying government bonds has drawn reproaches from four continents and intensified the G20 debate over how best to bolster the recovery and avoid another financial crisis.

Critics charge that the Fed ignored global repercussions -- namely a weaker dollar and a flood of cheap cash that could find its way into emerging markets -- and violated the cooperative spirit the G20 has worked hard to preserve.The criticism has made it harder for Washington to press China to allow its yuan currency to rise faster, a central issue in the global rebalancing effort.Underlining that, a Chinese official who has been helping draft the G20 communique said the leaders should not discuss the yuan or any other currency specifically. SEOUL (AFP) – Bad blood between the world's 20 biggest rich and emerging nations has spilled over ahead of summit talks starting Thursday on an ill-tempered drive to rebalance the lopsided global economy.Preparatory negotiations for the two-day summit in Seoul grew heated as deputy finance ministers battled over how to redress growth imbalances arising from China's dramatic expansion and America's deficit woes.

Each country was sticking to its original position, Kim Yoon-Kyung, spokesman for South Korea's Group of 20 presidential committee, told reporters after the deputy ministers met for 14 hours on Tuesday.Voices were raised, Kim said. They wouldn't compromise. They actually had to keep the door open because the debate was so heated and we were lacking oxygen.The deputies were meeting anew Wednesday to thrash out the summit communique that will be adopted by leaders including the US and Chinese presidents on Friday.At best, South Korean officials suggested, the G20 may settle for a watered-down deal to task the International Monetary Fund with crafting guidelines to trim the yawning imbalances in world trade.The United States and Europe have long accused China of keeping the yuan grossly undervalued to boost exports.Washington has itself attracted widespread and stinging criticism after the Federal Reserve decided to pump an extra 600 billion dollars into the fragile US economy.Critics including top Chinese officials say this amounts to an effective dollar devaluation, and has the potential to trigger a 1930s-style trade war if other countries respond in kind.We have to be particularly wary of protectionist sentiments, Indian Prime Minister Manmohan Singh, who paid host to US President Barack Obama this week, said in a statement before leaving for Seoul.There are developmental imbalances within and between countries, and rebalancing of the world economy is a major challenge, he said, stressing it was in fast-growing India's best interest to keep trade open.Emerging economies worry that much of the new US money will flood their financial markets in search of higher returns, driving their currencies still higher against the dollar and Chinese yuan to the detriment of their exports.

BANGKOK – World markets were mostly lower Wednesday as leaders of the world's major economies converged on Asia for back-to-back summits and Chinese shares faded amid fears of new measures to cool bank lending.Nearly all European indexes were lower following mixed trading in Asia while futures pointed to modest gains on Wall Street. Oil headed toward $87 a barrel again after setting a two-year high the previous day.Meetings of world leaders in South Korea on Thursday and Friday and in Japan on the weekend provided the background to trading.Tensions over currencies and trade gaps are simmering ahead of the Group of 20 and APEC summits as America's move to flood its sluggish economy with $600 billion of cash and weaken the dollar triggers alarm in export-reliant nations from China to Germany.China's trade surplus surging to its second-highest level this year in October underscored the challenges of reforming a world economic order that has for decades centered on the U.S. buying exports from the rest of the world and running huge trade deficits while other nations accumulate vast surpluses.In early European trading, France's CAC-40 was off 0.6 percent at 3,921.66 and Britain's FTSE 100 slipped 0.2 percent to 5,861.97. SINGAPORE (Reuters) – The U.S. dollar rose marginally on Wednesday to hit its highest levels since late October against a basket of major currencies as the euro extended its losses over worries about euro zone sovereign debt.Leading European shares (.FTEU3) fell 0.4 percent in early trade, in step with main Asian markets and Wall Street, after touching 2-year highs in the previous session, while gold and silver inched up again after pulling back from record highs reached on Tuesday.The dollar's strength boosted exporters in Japan, helping to push the Nikkei average up to a four-month high, but stock markets in Hong Kong and China fell after China raised bank reserve requirements. The move by China's central bank fueled worries authorities there may further try to cool the growth on which the world economy depends.The dollar gained as U.S. Treasury bond yields rose, with the impact of the currency move felt across asset classes. The dollar index (.DXY) rose as high as 77.88, a level it last touched in late October.The dollar has gained some traction, said Mitul Kotecha, global head of FX strategy at Credit Agricole CIB in Hong Kong. It seems like a credible bounce back. I don't see it going too far but it shows you how short the market was.The market will look closely at an auction for long-dated Treasury bonds later on Wednesday, which could give clues to the greenback's direction, traders said.The euro fell around 1 percent to $1.3775, with concerns about the cost of protection against Irish and Portuguese government debt continuing to weigh on sentiment.Currency tensions are high on the agenda at this week's G20 summit of advanced and developing economies.

The MSCI index of Asian shares outside of Japan (.MIAPJ0000PUS) fell 0.7 percent.However, the dollar boosted Japan's Nikkei average (.N225) as exporters were among the chief beneficiaries of the currency's rise. The Nikkei firmed 1.4 percent to close at 9,830.5 after trading earlier as high as 9,842, its highest level since June.Japanese banks also pushed the Nikkei higher on hopes they would not be the main focus of global regulators because of their domestic focus. Mizuho Financial Group (8411.T) soared 7.6 percent.Japan's stock market has struggled to break decisively through 9,800 point level, but traders said a clear move beyond resistance at 9,807 may signal the start of a more sustained rally.The July peak had formed resistance for the Nikkei, and if it manages to end the day above the level, more gains will clearly be in order, said Koichi Nosaka, a market analyst at Securities Japan, Inc.

The firmer dollar weighed on dollar-denominated commodities.

Gold traded around $1,400 per ounce, a slight uptick after losing $30 from the record high of $1,424.10 on Tuesday.Spot silver, which hit a record of $30 per ounce on Tuesday, also partially recovered from a selloff, trading around $27.50 per ounce.

YOKOHAMA, Japan – Intensifying friction over currencies and trade are confronting leaders of major economies as they converge on Asia for back-to-back summits aimed at safeguarding the still fragile global recovery.President Barack Obama and other top leaders were heading to Seoul, South Korea, for a two-day Group of 20 summit with the ambitious agenda of remaking the world economy to help ensure stable growth and prevent a repeat of the financial meltdown in 2008.But that gathering, and a weekend summit of Pacific Rim leaders in the Japanese port city of Yokohama, are taking place as these nations struggle to reconcile conflicting strategies for achieving those aims.G-20 officials — whose countries comprise 85 percent of all economic activity — earlier agreed not to use their currencies as trade weapons. But tensions reignited last week when the U.S. Federal Reserve announced a $600 billion bond buying plan that angered many trading partners.Obama, wrapping up a brief visit to Indonesia after touring India, defended the Fed's move as a way to speed up the narrowing of huge gaps in trade and investment by engineering a weaker U.S. dollar — thus putting pressure on countries with large trade and foreign exchange surpluses.

Other countries complain it may flush cash into their markets in search of higher returns, pushing their currency values higher, squeezing their exporters and inflating bubbles in stocks or other assets that could destabilize their financial systems.The G-20, established in 1999, first convened a leaders summit two years ago and it has since taken on a global leadership role, supplanting the Group of Seven advanced nations as countries like China and India have become economic and political giants in their own right.The goal is to craft a new global economic order to replace one centered on the U.S. running huge trade deficits while countries such as China, Germany and Japan accumulate vast surpluses. One U.S. proposal under debate would set guidelines for when surpluses and deficits in trade or investment may become potentially destabilizing.China announced Wednesday that its trade surplus surged to its second-highest level this year in October, adding to pressure on Beijing over its currency, which the U.S. and other trading partners say is kept artificially weak, making its exports more competitive overseas.Underlining the tensions, a senior Chinese official warned that U.S. lawmakers shouldn't interfere in the spat over Chinese currency policy that U.S. critics say costs American jobs.

If either side chooses a confrontational approach, I think everybody will come out as losers, said Vice Foreign Minister Cui Tiankai, who urged the G-20 not to make China's currency a focus of the meeting. The U.S. House of Representatives passed legislation in September to allow Washington to sanction governments that manipulate their currency for trade advantage.Apart from currency issues and trade gaps, the G-20 leaders are expected to endorse beefing up supervision of large banks and other financial institutions and to voice support for giving developing countries a bigger say in the International Monetary Fund.In Yokohama, trade and foreign ministers of the Asia-Pacific Economic Cooperation forum were mulling how to move toward establishing a Pacific-wide free trade zone that would encompass more than half the world's economic output.We are quite committed to that. APEC is expected to move toward creating a massive trade zone, encompassing 44 percent of global trade, that would include all of its members, according to a draft of the final statement obtained by The Associated Press. Such a regionwide arrangement, dubbed the Free Trade Area of the Asia-Pacific, might help to untangle a slew of bilateral and regional agreements, and by lowering trade barriers could boost growth. A building block of that plan is a U.S.-backed free trade agreement called the Trans-Pacific Partnership. It now includes only four small economies — Brunei, Chile, New Zealand and Singapore — but the U.S., Australia, Malaysia, Vietnam and Peru are in talks to join them. Though such moves could hurt farmers accustomed to protective high tariffs in countries like South Korea and Japan, Tokyo is supporting such initiatives as a way to re-energize its own sluggish economy. In many ways, Japan has fallen behind the wave of freer economy, Japanese Prime Minister Naoto Kan said Tuesday. Tribal ties—race, ethnicity, and religion—are becoming more important than borders.

For centuries we have used maps to delineate borders that have been defined by politics. But it may be time to chuck many of our notions about how humanity organizes itself. Across the world a resurgence of tribal ties is creating more complex global alliances. Where once diplomacy defined borders, now history, race, ethnicity, religion, and culture are dividing humanity into dynamic new groupings.

Broad concepts—green, socialist, or market-capitalist ideology—may animate cosmopolitan elites, but they generally do not motivate most people. Instead, the tribe is valued far more than any universal ideology. As the great Arab historian Ibn Khaldun observed: Only Tribes held together by a group feeling can survive in a desert.Although tribal connections are as old as history, political upheaval and globalization are magnifying their impact. The world’s new contours began to emerge with the end of the Cold War. Maps designating separate blocs aligned to the United States or the Soviet Union were suddenly irrelevant. More recently, the notion of a united Third World has been supplanted by the rise of China and India. And newer concepts like the BRIC nations (Brazil, Russia, India, and China) are undermined by the fact that these countries have vastly different histories and cultures.The borders of this new world will remain protean, subject to change over time. Some places do not fit easily into wide categories—take that peculiar place called France—so we’ve defined them as Stand-Alones. And there are the successors to the great city-states of the Renaissance—places like London and Singapore. What unites them all are ties defined by affinity, not geography.

1. New Hansa
Denmark, Finland, Germany, Netherlands, Norway, Sweden

In the 13th century, an alliance of Northern European towns called the Hanseatic League created what historian Fernand Braudel called a “common civilization created by trading.” Today’s expanded list of Hansa states share Germanic cultural roots, and they have found their niche by selling high-value goods to developed nations, as well as to burgeoning markets in Russia, China, and India. Widely admired for their generous welfare systems, most of these countries have liberalized their economies in recent years. They account for six of the top eight countries on the Legatum Prosperity Index and boast some of the world’s highest savings rates (25 percent or more), as well as impressive levels of employment, education, and technological innovation.

2. The Border Areas
Belgium, Czech Republic, Estonia, Hungary, Iceland, Ireland, Latvia, Lithuania, Poland, Romania, Slovakia, U.K.

These countries are seeking to find their place in the new tribal world. Many of them, including Romania and Belgium, are a cultural mishmash. They can be volatile; Ireland has gone from being a Celtic tiger to a financial basket case. In the past, these states were often overrun by the armies of powerful neighbors; in the future, they may be fighting for their autonomy against competing zones of influence.

3. Olive Republics
Bulgaria, Croatia, Greece, Italy, Kosovo, Macedonia, Montenegro, Portugal, Slovenia, Spain

With roots in Greek and Roman antiquity, these lands of olives and wine lag behind their Nordic counterparts in virtually every category: poverty rates are almost twice as high, labor participation is 10 to 20 percent lower. Almost all the Olive Republics—led by Greece, Spain, and Portugal—have huge government debt compared with most Hansa countries. They also have among the lowest birthrates: Italy is vying with Japan to be the country with the world’s oldest population.

4. City-States
London

It’s a center for finance and media, but London may be best understood as a world-class city in a second-rate country.

Paris

Accounts for nearly 25 percent of France’s GDP and is home to many of its global companies. It’s not as important as London, but there will always be a market for this most beautiful of cities.

Singapore

In a world increasingly shaped by Asia, its location between the Pacific and Indian oceans may be the best on the planet. With one of the world’s great ports, and high levels of income and education, it is a great urban success story.

Tel Aviv

While much of nationalist-religious Israel is a heavily guarded borderland, Tel Aviv is a secular city with a burgeoning economy. It accounts for the majority of Israel’s high-tech exports; its per capita income is estimated to be 50 percent above the national average, and four of Israel’s nine billionaires live in the city or its suburbs.

5. North American Alliance
Canada, United States

These two countries are joined at the hip in terms of their economies, demographics, and culture, with each easily being the other’s largest trade partner. Many pundits see this vast region in the grip of inexorable decline. They’re wrong, at least for now. North America boasts many world-class cities, led by New York; the world’s largest high-tech economy; the most agricultural production; and four times as much fresh water per capita as either Europe or Asia.

6. Liberalistas
Chile, Colombia, Costa Rica, Mexico, Peru

These countries are the standard--bearers of democracy and capitalism in Latin America. Still suffering low household income and high poverty rates, they are trying to join the ranks of the fast-growing economies, such as China’s. But the notion of breaking with the U.S.—the traditionally dominant economic force in the region—would seem improbable for some of them, notably Mexico, with its close geographic and ethnic ties. Yet the future of these economies is uncertain; will they become more state--oriented or pursue economic liberalism?

7. Bolivarian Republics
Argentina, Bolivia, Cuba, Ecuador, Nicaragua, Venezuela

Led by Venezuela’s Hugo Chávez, large parts of Latin America are swinging back toward dictatorship and following the pattern of Peronism, with its historical antipathy toward America and capitalism. The Chávez-influenced states are largely poor; the percentage of people living in poverty is more than 60 percent in Bolivia. With their anti-gringo mindset, mineral wealth, and energy reserves, they are tempting targets for rising powers like China and Russia.

8. Stand-Alones
Brazil

South America’s largest economy, Brazil straddles the ground between the Bolivarians and the liberal republics of the region. Its resources, including offshore oil, and industrial prowess make it a second-tier superpower (after North America, Greater India, and the Middle Kingdom). But huge social problems, notably crime and poverty, fester. Brazil recently has edged away from its embrace of North America and sought out new allies, notably China and Iran.

France

France remains an advanced, cultured place that tries to resist Anglo-American culture and the shrinking relevance of the EU. No longer a great power, it is more consequential than an Olive Republic but not as strong as the Hansa.

Greater India

India has one of the world’s fastest-growing economies, but its household income remains roughly a third less than that of China. At least a quarter of its 1.3 billion people live in poverty, and its growing megacities, notably Mumbai and Kolkata, are home to some of the world’s largest slums. But it’s also forging ahead in everything from auto manufacturing to software production.

Japan

With its financial resources and engineering savvy, Japan remains a world power. But it has been replaced by China as the world’s No. 2 economy. In part because of its resistance to immigration, by 2050 upwards of 35 percent of the population could be over 60. At the same time, its technological edge is being eroded by South Korea, China, India, and the U.S.

South Korea

South Korea has become a true technological power. Forty years ago its per capita income was roughly comparable to that of Ghana; today it is 15 times larger, and Korean median household income is roughly the same as Japan’s. It has bounced back brilliantly from the global recession but must be careful to avoid being sucked into the engines of an expanding China.

Switzerland

It’s essentially a city-state connected to the world not by sea lanes but by wire transfers and airplanes. It enjoys prosperity, ample water supplies, and an excellent business climate.

9. Russian Empire
Armenia, Belarus, Moldova, Russian Federation, Ukraine

Russia has enormous natural resources, considerable scientific-technological capacity, and a powerful military. As China waxes, Russia is trying to assert itself in Ukraine, Georgia, and Central Asia. Like the old tsarist version, the new Russian empire relies on the strong ties of the Russian Slavic identity, an ethnic group that accounts for roughly four fifths of its 140 million people. It is a middling country in terms of household income—roughly half of Italy’s—and also faces a rapidly aging population.

10. The Wild East
Afghanistan, Azerbaijan, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan

This part of the world will remain a center of contention between competing regions, including China, India, Turkey, Russia, and North America.

11. Iranistan
Bahrain, Gaza Strip, Iran, Iraq, Lebanon, Syria

With oil reserves, relatively high levels of education, and an economy roughly the size of Turkey’s, Iran should be a rising superpower. But its full influence has been curbed by its extremist ideology, which conflicts not only with Western countries but also with Greater Arabia. A poorly managed economy has turned the region into a net importer of consumer goods, high-tech equipment, food, and even refined petroleum.

12. Greater Arabia
Egypt, Jordan, Kuwait, Palestinian Territories, Saudi Arabia, United Arab Emirates, Yemen

This region’s oil resources make it a key political and financial player. But there’s a huge gap between the Persian Gulf states like Saudi Arabia and the United Arab Emirates and the more impoverished states. Abu Dhabi has a per capita income of roughly $40,000, while Yemen suffers along with as little as 5 percent of that number. A powerful cultural bond—religion and race—ties this area together but makes relations with the rest of the world problematic.

13. The New Ottomans
Turkey, Turkmenistan, Uzbekistan

Turkey epitomizes the current reversion to tribe, focusing less on Europe than on its eastern front. Although ties to the EU remain its economic linchpin, the country has shifted economic and foreign policy toward its old Ottoman holdings in the Mideast and ethnic brethren in Central Asia. Trade with both Russia and China is also on the rise.

14. South African Empire
Botswana, Lesotho, Namibia, South Africa, Swaziland, Zimbabwe

South Africa’s economy is by far the largest and most diversified in Africa. It has good infrastructure, mineral resources, fertile land, and a strong industrial base. Per capita income of $10,000 makes it relatively wealthy by African standards. It has strong cultural ties with its neighbors, Lesotho, Botswana, and Namibia, which are also primarily Christian.

15. Sub-Saharan Africa
Angola, Cameroon, Central African Republic, Congo-Kinshasa, Ethiopia, Ghana, Kenya, Liberia, Malawi, Mali, Mozambique, Nigeria, Senegal, Sierra Leone, Sudan, Tanzania, Togo, Uganda, Zambia

Mostly former British or French colonies, these countries are divided between Muslim and Christian, French and English speakers, and lack cultural cohesion. A combination of natural resources and poverty rates of 70 or 80 percent all but assure that cash-rich players like China, India, and North America will seek to exploit the region.

16. Maghrebian Belt
Algeria, Libya, Mauritania, Morocco, Tunisia

In this region, spanning the African coast of the Mediterranean, there are glimmers of progress in relatively affluent countries like Libya and Tunisia. But they sit amid great concentrations of poverty.

17. Middle Kingdom
China, Hong Kong, Taiwan

China may not, as the IMF recently predicted, pass the U.S. in GDP within a decade or so, but it’s undoubtedly the world’s emerging superpower. Its ethnic solidarity and sense of historical superiority remain remarkable. Han Chinese account for more than 90 percent of the population and constitute the world’s single largest racial-cultural group. This national cultural cohesion, many foreign companies are learning, makes penetrating this huge market even more difficult. China’s growing need for resources can be seen in its economic expansion in Africa, the Bolivarian Republics, and the Wild East. Its problems, however, are legion: a deeply authoritarian regime, a growing gulf between rich and poor, and environmental degradation. Its population is rapidly aging, which looms as a major problem over the next 30 years.

18. The Rubber Belt
Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Vietnam

These countries are rich in minerals, fresh water, rubber, and a variety of foodstuffs but suffer varying degrees of political instability. All are trying to industrialize and diversify their economies. Apart from Malaysia, household incomes remain relatively low, but these states could emerge as the next high-growth region.

19. Lucky Countries
Australia, New Zealand

Household incomes are similar to those in North America, although these economies are far less diversified. Immigration and a common Anglo-Saxon heritage tie them culturally to North America and the United Kingdom. But location and commodity-based economies mean China and perhaps India are likely to be dominant trading partners in the future.

IMF GOVERNANCE REFORM - IMF Board Approves Far-Reaching Governance Reforms

The IMF’s Executive Board has approved far-reaching reforms of the way the IMF is run, a week before the Leaders of the Group of Twenty (G-20) industrialized and emerging market economies are due to meet in Seoul, Korea, to discuss how best to strengthen the global recovery.Taken together, it’s a big shift in quotas and accordingly in voting power. It’s a very important increase in the voice and representation of the emerging market and developing countries ... it is a historical reform of the IMF, Strauss-Kahn told journalists at a press conference immediately following the Board’s decision.It means we now have the top 10 shareholders that really represent the top 10 countries in the world, namely the United States, Japan, the four main European countries, and the four BRICs. The ranking of the countries is now really the ranking they have in the global economy,” he said.

More voting power to dynamic emerging markets and developing countries

The core of the reforms will be a doubling of IMF quotas that will produce a shift of 6 percent of quota shares to the dynamic emerging market and developing countries. One-half of the shift comes from advanced economies, mostly European advanced economies, but the United States also played a part. One third comes from oil producers, countries like Saudi Arabia for instance. So altogether, 80 percent of the shift comes from advanced countries and oil producers, Strauss-Kahn said. Only 20 percent comes from other emerging countries, he added. The bottom line is that 110 countries out of 187 will see their quota share increased or maintained. When you look at who those 110 are, you have 102 which are emerging or developing countries. That gives a clear picture of what has happened,he said.

The 10 largest members of the Fund will now consist of the United States, Japan, the four largest European economies (France, Germany, Italy, and the United Kingdom) and Brazil, China, India, and the Russian Federation (the BRICs; see box).

Quota and governance reforms: key facts
• All BRIC countries will be top 10 IMF shareholders
• More than 6 percent shift in quota share to dynamic emerging market and developing countries
• Voice of poorest countries maintained by preserving their voting shares.

So who pays for the shift?

• The bulk of the shift—about 80 per cent—comes from a reduction in the shares of advanced economies and some oil producers
• 110 countries will gain or maintain quota share, of which 102 are emerging market and developing countries.

Once reforms in place, rebalancing to be mirrored in IMF’s Executive Board

• Advanced European economies will hold two fewer seats
• All Executive Directors will be elected.

In addition, the voice of the poorest developing nations within the IMF will be maintained by preserving their voting shares. We needed to do this while maintaining the quotas of the poorest countries because when you organize something that is more in line with the economic weight of countries, there is always a risk that the small countries, the poor countries, will almost disappear in the process. So we had given ourselves this constraint that the poorest countries should be protected, and they have been,Strauss-Kahn said.

A more legitimate and democratic Board

Once all the reforms are in place, this rebalancing will be mirrored in the IMF Executive Board. There will be two fewer seats for advanced European countries. They have agreed to do it, agreed to the metric to do it, and the timetable. When this will be completed, there will be two more emerging countries in the Board which will just reflect the change in quotas, Strauss-Kahn said. As part of the agreement, all Executive Directors will also be elected. The Executive Board endorsed a timeline that calls for the quota increase and realignments to take effect by the IMF-World Bank Annual Meetings in October 2012, and Executive Board reforms to be implemented no later than the subsequent Board election, which is scheduled in late 2012.It was also agreed that the composition of the Board will be reviewed every eight years, starting when the quota reform takes effect. The composition was last changed in 1992, when the Board was expanded from 20 to 24 members to accommodate the influx of new member countries following the fall of the Soviet Union.

Doubling of quotas

Member countries’ quotas, the IMF’s principal source of financial resources, will double under the 14th General Review of Quotas to SDR 476.8 billion (about $755.7 billion at current exchange rates) from SDR 238.4 billion agreed under the 2008 quota and voice reform. As part of the agreement, the New Arrangements to Borrow (NAB), a backstop arrangement between the IMF and a group of IMF members to provide additional lending resources to the Fund, will be rolled back.The Board also agreed that a new formula for calculating quotas should be decided by January 2013, and that the next quota review should be completed by January 2014, two years ahead of schedule.The Board of Governors, the IMF’s highest decision-making body, must ratify the new agreement by an 85 percent majority of votes cast before it comes into effect.

WASHINGTON – The Pentagon Tuesday said it was trying to determine if a missile was launched Monday off the coast of Southern California and who might have launched it.

Spokesmen for the Navy, Air Force, Defense Department and North American Aerospace Defense Command said they were looking into a video posted on the CBS News website that appears to show a rocket or some other object shooting up into the sky and leaving a large contrail over the Pacific Ocean.The video was shot by a KCBS helicopter, the station said Tuesday.Nobody within the Department of Defense that we've reached out to has been able to explain what this contrail is, where it came from, Pentagon spokesman Col. Dave Lapan said. So far, we've come up empty with any explanation.Lapan said officials are talking to the Air Force, Navy and NORAD as well as civilian authorities who control and monitor air space.Right now, all indications are that there was not (Department of Defense) involvement in this, Lapan said, adding that some object might have been launched by a private company.

World Bank chief surprises with gold proposal

LONDON/WASHINGTON (Reuters) – The world's largest economies should consider gold as an indicator to help set foreign exchange rates, the head of the World Bank said on Monday in a proposal that threw open the acrimonious currency debate days before a summit of G20 nations.Writing in the Financial Times, World Bank President Robert Zoellick called for a new monetary system to replace the floating rates adopted in 1971 known as Bretton Woods II.In typical Zoellick style, the proposal before the G20 leaders' summit in Seoul is aimed at fueling a broader debate on currencies that goes beyond competitive devaluation wars.The price of gold powered to an all-time high above $1,400 an ounce on Monday, despite a bounce in the U.S. dollar, on concern about a weakening trend in the dollar, after the U.S. Federal Reserve last week resumed buying Treasury bonds to inflate its money supply.The former U.S. trade representative, who served in several Republican administrations including Treasury, said the new system is likely to need to involve the dollar, the euro, the yen, the pound and (a Chinese yuan) that moves toward internationalization and then an open capital account.The system should also consider employing gold as an international reference point of market expectations about inflation, deflation and future currency values, he added.Zoellick did not spell out in detail how this system might work, but said it would help to rebuild the confidence of financial markets and the general public in the global monetary system after the financial crisis.However, policymakers appeared cool to the idea, while many analysts said they doubted it would be implemented given practical difficulties.European Central Bank President Jean-Claude Trichet said central bankers from around the world did not discuss returning to a gold standard at a meeting of the Bank for International Settlements in Switzerland on Monday.

In my memory such an idea was mentioned a long time ago by Jim Baker when he was a (U.S.) Secretary of Treasury in the 1980s. I have no particular comment, Trichet told a news conference.A German government official, speaking on condition of anonymity, said Zoellick was correct in worrying that currency values were becoming too vulnerable to the whims of governments.The diagnosis that Zoellick is making is correct: that monetary policy is becoming overly politicized, the official said. The system, as it is, is not functioning well.But he added that it would not be practical to use modern monetary policy tools in a system that was based on a commodity whose availability is dictated by natural conditions.

SUMMIT ACRIMONY?

That Fed's policy of quantitative easing, or EQ2, has fed acrimony among leading economies in the Group of 20 in the run-up to their summit in Seoul on Thursday and Friday.China and Germany, major exporting nations, have both criticized the Fed's strategy -- effectively printing money -- which is weakening the dollar.Investors are pumping dollars into emerging markets in search of higher yields, and the potentially destabilizing impact of this, along with big current account deficits and surpluses as well as China's reluctance to let the yuan appreciate faster, are set to dominate the G20 debate.France, which takes over the G20 chair after this week's summit, says it plans to work on a new international monetary system to bring greater currency stability. French officials said Zoellick's ideas mirrored initiatives that President Nicolas Sarkozy aimed to promote during France's 12 months in the G20 fron next week.Beijing's central bank chief has suggested an alternative monetary system based on using the International Monetary Fund's Special Drawing Rights, a notional unit of value based on a basket of major currencies, instead of the dollar as the sole global reserve currency.Zoellick was a senior official in the U.S. Treasury at the time of the 1985 Plaza and 1987 Louvre Accords on rebalancing currencies among major industrialized nations. He noted that that phase of currency coordination helped launch the Uruguay Round of world trade liberalization negotiations. While his opinion article in the Financial Times did not represent either U.S. or World Bank policy, it may reflect a greater openness in Washington than in the last two decades to some form of international currency cooperation.The dollar is losing its relevance especially with the emergence of Asia economies, so a more neutral benchmark may be required. On the even of the G20 Summit, World Bank Chief Robert Zoellick has what will be a much-talked-about op-ed in the FT regarding the topic du jour: the currency war.In it he lays out multiple ideas including a specific plan for yuan appreciation, an end to unilateral currency interventions, a focus on growth via supply-side-bottlenecks (i.e. structural adjustment), and perhaps most surprisingly: gold.

He writes:The system should also consider employing gold as an international reference point of market expectations about inflation, deflation and future currency values. Although textbooks may view gold as the old money, markets are using gold as an alternative monetary asset today.He doesn't go much further down the road on this idea, and it doesn't sound like a truly hard gold standard, but rather that the world would respect gold as the ultimate arbiter of a currency's value, as a measure of who is failing to keep their currency stable.Should be an exciting G20.

LONDON (AFP) – Gold soared past the 1,400-dollar per ounce mark for the first time on Monday in a buoyant market boosted by speculative investors.The spot price of gold rose to 1,403.88 dollars at 1720 GMT before reaching a new all-time high of 1,407.20 dollars at 1730 GMT.Gold was driven up by the Federal Reserve's decision last week to carry out a 600-billion-dollar monetary stimulus measure aimed at reviving the US economy, a move seen in some circles as liable to aggravate inflation.The resurfacing of inflationary concerns in the medium term has boosted interest in the precious metals and the strength in the dollar was sidelined, said Suki Cooper, an analyst at Barclays Capital.

Gold is seen as a safe haven in times of inflation.

Poland rejects Italy's invitation to join EU vanguard group

EUOBSERVER / BRUSSELS - Italy and Poland have conducted a piquant conversation in the pages of the Financial Times about the merits of creating an EU steering group made up of the Union's biggest countries.Italian foreign minister Franco Frattini told the international daily on Thursday (4 November) that France, Germany, Italy, Poland, Spain and the UK should set up a vanguard or consultative group which could also involve smaller countries on a case-by-case basis.He noted that interior ministers from the group of six already meet regularly.He presented the idea as an antidote to bilateral deal-making, such as last week's Franco-German pact to push through an amendment to the EU Treaty on the subject of financial discipline: Pre-cooked decisions put on the table to be taken or left by others is not acceptable for other countries like Italy and other big players ... We can have consultations but not pre-cooked decisions taken by Paris or Berlin.The idea was rejected by Polish foreign minister Radek Sikorski in an interview with the same paper on Sunday.

I would be wary of any formal division of countries into categories. We have enough such distinctions already and they make life difficult. Those members that would not participate would feel excluded and resentful, Mr Sikorski said.The Frattini gambit comes in the context of Italy's weakening position in the EU.The verbal gaffes and alleged sexual antics of Italian PM Silvio Berlusconi have made Rome into a bit of a laughing stock in EU capitals. The Italian leader is also facing sovereign debt problems and has attracted European Commission criticism over his handling of a rubbish-collection crisis. In a sign of Rome's ineffective diplomacy, the recent intake of top personnel for the European External Action Service did not include any Italians. EUOBSERVER / BRUSSELS – The European Parliament is ready to back down on its 2011 EU budget increase demands, but governments are being dishonest by simply delaying payments to which they have already committed for next year, a key MEP has warned.
With less than one week left for the European Parliament and member states to agree on the 2011 EU budget, euro-deputies' demand for a 6.19 percent increase compared to last year is unlikely to materialise, Polish centre-right MEP Sidonia Jedrzejewska told journalists on Monday (8 November) in Brussels.A group of 12 member states led by Britain 10 days ago published a joint letter saying they would not agree to an increase above 2.9 percent compared to 2010, at a time when most governments are being forced to pass painful budget cuts at home.But Ms Jedrzejewska, who is responsible for drafting the Parliament's position on this matter, says that if the Parliament agreed to the 2.9 percent figure, more money would have to be added in ammended budgets throughout the course of next year.It's not an honest proposal and people who wrote the letter know it will be more in the end. They are just postponing payments, she said.This tactic – already seen this year with no less than 10 amending budgets – increases the lack of transparency of EU accounts, which only leads to more lack of understanding from EU citizens, she argued.On one hand member states are asking us to cut payments for 2011, but on the other they are demanding supplements for 2010, Ms Jedrzejewska said.

Listing the extra expenditures already agreed for next year, she mentioned: compensations for banana producers agreed by EU member states and the World Trade Organisation, which would be worth €80 million; the France-based nuclear fusion project (ITER) project, for which international funding to the tune of €1.5 billion still has to be found; and the new EU diplomatic service which will need at least €34million extra funds in 2011. Not included in the draft budget is the humanitarian aid to Pakistan, for which the European Commission has not tabled a figure yet, or extra aid for the Palestinian territories, amounting to some €100 million.Ms Jedrzejewska also said that the European Commission had underestimated the needs within the cohesion policy for this year, with an extra €1.2 billion having to be added from other budget lines. Implementation speeded up in second half of 2010 and it's very probable that this trend continues, as it is the normal half-way through the multi-annual budget cycle. Obviously, in the first years you have hardly any invoices, but then they start coming and they have to be paid for, she explained.

One trick to come to a reasonable agreement with member states, in the Polish politician's view, is to agree on the basis of the highest figure available for the 2010 budget. They won't move on the 2.9 percent. But the question is, 2.9 percent of what? she said, in reference to the successive amendments which increased the total 2010 budget.According to the latest figures published by the EU Parliament, the total 2010 budget was of €122.9 billion in actual payments and €141.4 billion in future payments (commitments). The Parliament requested an actual budget of €130.5 billion and €143 billion in virtual money for 2011, while the EU Council wants to approve only €126.5 billion in payments and €141.77 in commitments.Most of the money comes from national coffers, with only a quarter coming from own resources such as VAT and import duties levied on products coming from countries outside the EU.

Leading MEPs such as Parliament chief Jerzy Buzek have pressed for a linkage between their accord on the 2011 budget and assurances that the future multi-annual EU budget from 2013 on will be increased. But Ms Jedrzejewska was sceptical that the tactic of all or nothing will work. If we reject the budget the situation will be worse than if we accept the council proposal, she said. In case the EU institutions don't agree on the next year's budget, a temporary one will be adopted based on the amounts of 2010.The 35-year old politician criticised the generals of this House who think that every opportunity should be used to strengthen the EU institutions.We should not risk the 2011 budget. If we forget pragmatism and only think of the ambitions, programs will be damaged and several-year contracts put at risk. I find the ambitions of the Parliament in relation to the multi-annual budget fully justified, but when you take a hostage, you have to make sure the hostage survives, she said.

Wishful thinking

The British government, which is spearheading demands to cap the EU budget increase to 2.9 percent, has meanwhile strongly rejected the suggestion that it would agree to supplement spending in 2011.It is untrue to suggest we're acting dishonestly, a spokesperson for the UK government told this website. This is not about postponing payments and we're not privately planning to agree to further increases to the 2011 budget through amending budgets next year. That's wishful thinking on behalf of MEPs. Any future amending budgets should be about re-prioritising expenditure within these limits, not increasing them,he added.

Israel moves ahead with new east Jerusalem housing

JERUSALEM – The Israeli government is moving ahead with plans to build nearly 1,300 new apartments in disputed east Jerusalem, an official said Monday, a step that could complicate Prime Minister Benjamin Netanyahu's meetings with American officials in the United States.Israel's Interior Ministry said the decision to seek public comment on the building plans was merely a procedural step, and that actual construction was likely years away. Nonetheless, it cast a shadow over Netanyahu's visit — in which he is speaking to American officials on how to revive peace talks that have stalled over Israeli settlement policies.With the announcement, Israel risked setting off another run-in with Vice President Joe Biden, who met with Netanyahu in New Orleans on Sunday. Israel infuriated Biden early this year by announcing construction plans in east Jerusalem while the vice president was visiting. There was no immediate U.S. reaction to Monday's announcement.The U.S., along with the rest of the international community, opposes Israeli settlement construction in the West Bank and east Jerusalem — captured territories claimed by the Palestinians.Washington is already frustrated over Netanyahu's refusal to renew curbs on settlement construction in the West Bank that expired in September. The Palestinians say they will walk away from peace talks, relaunched just two months ago, if the building restrictions aren't renewed.

IAF Strike Halted Twice So as not to Hurt Civilians

Two F-16A jets from the First Jet squadron that operates from IAF Base Ramat David attacked two terrorist tunnels in Gaza Friday, but the mission was put on hold twice out of concern for civilian lives.The tunnels were in Rafiah and Khan Younes and are believed to have served terrorists. Both tunnels were situated in the midst of residential areas. The two pilots – both reservists – identified accurate hits on target and secondary explosions. The IAF jets returned safely to base.The attack was mounted in retaliation for terrorists' firing of a short range Kassam rocket Saturday morning at an area within the Sdot Negev local authority's jurisdiction. That rocket was fired by a terror group named the Salah a-Din Brigades, which said it was a retaliation for the IDF's killing of a member of the group earlier in the week.Lt.-Col. A., the squadron's commander, told the IAF website: In the course of the attack we identified uninvolved passersby. We had to stop everything twice. We simply stop [in such situations], wait until the passersby move on, and go back into action. But in the end everything went smoothly and that was the aim.Since we had gone on a well organized and planned mission, there was no problem hitting the target in an accurate way,Lt.-Col. A. explained. Officials: Hurricane killed at least 20 in Haiti

PORT-AU-PRINCE (AFP) – Struggling to rebuild in the grips of a cholera epidemic, quake-hit Haiti suffered further misery at the weekend as Hurricane Tomas claimed at least 20 lives, officials said Monday.The storm, which had already killed 14 people as it ravaged towns on the Caribbean resort island of Saint Lucia, barreled north into Haiti on Friday packing winds up to 85 miles (135 kilometers) per hour.There were chaotic scenes as the storm approached and thousands of displaced people living in flimsy tents and under tarpaulin sheets in cramped refugee camps around Port-au-Prince scrambled onto buses to evacuate.In the end the capital was spared the brunt of the storm, but Tomas submerged coastal towns like Leogane in floodwaters and triggered dangerous mudslides inland.Worst hit was the southwestern department of Grand'Anse. Nearly 900 Haitian homes were destroyed and another 5,000 damaged as the huge storm skirted past and headed north to Cuba and the Turks and Caicos Islands.

As a massive clean-up was launched, civil defense officials counted the cost of Haiti's latest disaster, saying at least 20 people had been killed and 6,000 families made homeless.Much of Haiti's population of just under 10 million people live in precarious conditions, vulnerable to natural disasters. Mountainsides have been stripped of trees to be used as fuel, increasing the risk of landslides.We are going to have more victims because of the floods and mudslides, but we cannot yet reach the communities most affected, civil defense official Philippe Joseph told AFP on Sunday.Tomas was the first hurricane to batter the country since the January earthquake that killed 250,000 people and left more than a million homeless -- many of them forced to live since in squalid tent cities.Haiti's post-quake misery had already been compounded on October 21 when health authorities announced the nation's first cholera outbreak in decades.Although easily treated, the water-borne bacterial disease has a short incubation period, sometimes just a few hours, and causes acute diarrhea that can quickly lead to severe dehydration and death.Haiti's health ministry raised the cholera toll to 544 on Monday -- a rise of more than 40 in just 48 hours -- and said almost 8,000 people were now being treated for the disease in hospital.Authorities fear the epidemic could be exacerbated by the effects of Hurricane Tomas. The big fear is that the disease could infiltrate the Port-au-Prince camps where people bathe, wash and cook right next to each other, spreading like wildfire in the cramped and unsanitary conditions.Aid groups are also worried about the more remote areas where people cannot reach clinics or hospitals. Some rural areas were completely cut off by Tomas as the heavy rains washed away roads.Outside of the larger population centers, it is critical that smaller, dispersed communities are able to access treatment, said Kate Alberti, an epidemiologist working for Doctors Without Borders (MSF).We are very concerned about the spread of the epidemic in rural areas, where transport to existing health structures is difficult. Treatment centers need to be established and existing ones further supported in order to ensure rapid access to treatment.The source of the cholera outbreak is still unclear, although MINUSTAH, the UN peacekeeping force is probing claims its septic tanks leaked into the Artibonite and contaminated it with fecal bacteria. The World Health Organization (WHO) has warned the outbreak is far from over and Haiti should prepare for the disease to hit its capital and the teeming tent cities.All this comes against the backdrop of extreme political uncertainty in post-quake Haiti with the country's 4.5 million eligible voters set to go to the polls on November 28 to choose a successor to Preval.Anger is growing at the slow pace of recovery. WASHINGTON – Scientists say they have for the first time tracked how certain nontoxic elements of oil from the BP spill quickly became dinner for plankton, entering the food web in the Gulf of Mexico.The new study sheds light on two key questions about the aftermath of the 172 million-gallon spill in April: What happened to the oil that once covered the water's surface and will it work its way into the diets of Gulf marine life? Everybody is making a huge deal of where did the oil go, said chief study author William Monty Graham, a plankton expert at the Dauphin Island Sea Lab in Alabama. It just became food.The study didn't specifically track the toxic components of the oil that has people worried. It focused on the way the basic element carbon moved through the beginnings of the all-important food web. Graham said the eye-opening speed of how the oil components moved through the ecosystem may affect the overall health of the Gulf.Michael Crosby of the Mote Marine Laboratory in Florida didn't take part in the study but said what fascinated him was that the carbon zipped through the food web faster than scientists expected. That in itself isn't alarming, but if the nontoxic part of the oil is moving so rapidly through the food web, Crosby asks: What has happened to the toxic compounds of the released oil? Graham said it was too hard to study the toxins in tiny plankton, which are plant and animal life, usually microscopic. So he had to go with an indicator that's easier to track: the ratio of different types of carbon in microbes and plankton around and even under the BP oil slick. That important ratio jumped 20 percent, showing oil in the food web.

By late September the carbon ratios in microscopic life had returned to normal, Graham said.Graham emphasized that the results of his research don't mean the plankton, the fish that feed on it or the people who eat Gulf seafood are at any risk. What he found, he said, is merely a biomarker that shows the movement of spill-related carbon through the food chain. Much of the plankton he studied was swimming around and doing great and in equal or higher numbers than before the spill, he said.
Graham's study, released Monday, is published in Environmental Research Letters. It was mostly funded by the National Science Foundation, with additional money from the state of Alabama and BP's Gulf Research Initiative, which distributed money through the Northern Gulf Institute in Mississippi.For Graham it's noteworthy how voracious the oil-munching bacteria were: The microbes came to the rescue. After they snacked on the surface oil, other microscopic sea life ate the microbes and were, in turn, chomped on by zooplankton, tiny animals.Larry McKinney, director of a Gulf research institute at Texas A&M University in Corpus Christi, said the study confirms what scientists had expected. The big question is will it affect eggs and larvae and next year's production of shrimp, crabs and fish, McKinney said.

Netanyahu says Iran must fear military strike

JERUSALEM – Israel's prime minister told U.S. Vice President Joe Biden that Iran must be made to fear a military strike against its nuclear program, Israeli media reported Monday — a departure from the Israeli leader's previous emphasis on using diplomacy to curb Tehran's nuclear ambitions.Prime Minister Benjamin Netanyahu, meeting with Biden in New Orleans on Sunday, said that although sanctions have hurt Iran, Tehran will be determined to produce nuclear weapons unless it thinks a military strike is a real option, the media reported, citing unidentified Israeli officials.Netanyahu's call for a credible military threat drew a swift response from the U.S. Defense Secretary Robert Gates, who said international sanctions were biting more deeply than the Iranians anticipated.I disagree that only a credible military threat can get Iran to take the actions that it needs to, Gates said in Australia on Monday. At this point we continue to believe that the political and economic approach that we are taking is in fact having an impact on Iran.Israel, like the West, disputes Iran's claims that its nuclear program is designed to produce energy, not bombs. UNITED NATIONS – The U.N. nuclear chief says he still can't confirm that all aspects of Iran's nuclear program are peaceful, and he is expressing serious concern about North Korea's refusal to allow the return of nuclear inspectors.Yukiya Amano, the head of the International Atomic Energy Agency, called on Iran to fully implement all resolutions of the IAEA board of governors and the U.N. Security Council.The resolutions include demands for Iran to suspend uranium enrichment and start negotiations on its nuclear program to ease global concerns that it is seeking to make atomic weapons.In his first annual report to the General Assembly on Monday, Amano also called for concerted efforts to resume six-party talks on dismantling North Korea's nuclear program.

Vt. nuke plant closes after radioactive water leak

MONTPELIER, Vt. – Technicians at the Vermont Yankee nuclear plant began work Monday morning to fix a pipe that leaked radioactive water and forced the plant to shut down.The technicians had to wait 13 hours for the plant to cool down before they could get into the area where the leak was spotted on Sunday by routine surveillance.

Now that they're inside the technicians are checking to see what the repair options are and how long the plant will be offline, plant spokesman Larry Smith. said Monday.
The nuclear reactor was taken out of service at 7 p.m. Sunday.Smith said the leak of about 60 drops a minute was spotted earlier Sunday during routine surveillance. It was coming from a 2-foot-wide pipe that was part of the circulation system involving the reactor, he said. The water was being collected by a sump pump and cycled back through the system, he said.The cause of the leak was not immediately known. The Nuclear Regulatory Commission said the public was not in any danger.It was the second shutdown within an hour at a plant owned by New Orleans-based Entergy Corp.A transformer exploded at a nuclear power plant north of New York City, forcing an emergency shutdown of one of its reactors. No one was injured and no radioactive materials leaked.Entergy spokesman Jim Steets said the affected reactor, Indian Point 2, would remain offline until investigators could determine the cause of the explosion.NRC spokesman Neil Sheehan called the two shutdowns complete coincidence.

Sheehan said agency inspectors were overseeing the shutdown at the Vermont Yankee plant in Vernon. He said the water would have low levels of radioactivity, such as tritium and other isotopes, as part of the usual plant operation.The levels are so low, they really wouldn't be harmful to anybody, Sheehan said Sunday. There is no immediate health or safety concern as far as this leakage. Any leakage would be captured by the plant system so there's no exposure to the public.The outage at the 38-year-old Vermont plant was not expected to cause any shortage of power in New England, which has a surplus of electricity. The plant provides electricity to the region's power grid.It was the first unplanned shutdown at the plant since May, when a problem developed in the electrical switchyard where the plant connects to the grid. The leak also came three days after Entergy announced it hopes to sell Vermont Yankee, which it bought from a group of New England utilities in 2002.Vermont Yankee has been hampered by problems this year.In January, officials announced that tritium, a radioactive isotope of hydrogen that has been linked to cancer when ingested in large amounts, had turned up in a test well on Vermont Yankee's property on the banks of the Connecticut River in Vernon. Later, other radioactive substances were found to have leaked into groundwater and soil surrounding the plant.Also in January, legislators learned that Vermont Yankee personnel had misled them and state regulators by saying Vermont Yankee did not have the type of underground piping that would leak tritium.In February, the state Senate voted to kill a bill to allow regulators to issue a new state license for Vermont Yankee to operate after 2012, when the plant's current state and federal licenses expire. Lawmakers could revisit the issue in their session next year. Even with last week's announced plan to sell the plant, Democrat Sen. Peter Shumlin, who appears likely to be named by the Legislature as the state's new governor, said he would continue to oppose a license extension for Vermont Yankee.

Wall Street asks patience on U.S. rules, crisis recovery

NEW YORK (Reuters) – The captains of Wall Street on Monday pleaded for patience and moderation as the U.S. government implements the most sweeping reforms of the financial system since the 1930s.Two years after a financial crisis of their own making that tipped the U.S. economy into a deep recession, the nation's top financiers met at a conference of Wall Street's lead lobbying group where they vowed to help shape parts of the reforms still being hammered out.Morgan Stanley Chief Executive James Gorman expressed concern at the annual meeting of the Securities Industry and Financial Markets Association (SIFMA) about anti-Wall Street rhetoric of the past year, which he said polarized lawmakers and diminished public confidence in the markets.Days after an election that handed Republicans control of the U.S. House of Representatives, Gorman appealed to the public, angry about Wall Street's role in the crisis, to give markets more time to recover.The financial system nearly shut down. It's only two years on. You need a little bit of patience to rebuild, to accumulate the capital you need, he said.SIFMA President Tim Ryan said the group wants to help flesh out the Volcker rule on risky bank trading, among many other provisions, of the reforms approved in July.SIFMA represents hundreds of securities firms, banks and asset managers, including Morgan Stanley, JPMorgan Chase, Goldman Sachs and Bank of America.

Fed's Bullard says asset purchases have normal effect

NEW YORK (Reuters) – A top U.S. Federal Reserve official on Monday hit back at critics who argue that the central bank's asset purchase program won't work, saying it should be as effective as traditional monetary policy.James Bullard, president of the St. Louis Federal Reserve Bank, said the likely benefits of the Fed's decision last week to buy an additional $600 billion of Treasury bonds by mid-2011 outweighed the costs.Bullard said that the U.S. recovery has slowed, putting it in a disinflationary trend that must be addressed to avoid following the same path as Japan, which has been battling deflation for years.While asset purchases are sometimes viewed as unconventional, the financial market effects have been entirely conventional, said Bullard, who has a vote on Fed policy this year.Real interest rates declined, inflation expectations rose, the dollar fell and equity prices rose as a result of the Fed's action, he said, according to slides from a presentation prepared for delivery in New York.He said while it is more difficult to weed out the impact on the broader economy, this is a typical problem for monetary policy.Most likely, the real effects will be just as conventional as the financial market effects, he said.It takes 6 to 12 months for an easing of monetary policy to affect output, consumption and investment, he said.Bullard said it was important that the Fed defend its implicit inflation target from the low side as we would from the high side.The Fed's implicit inflation target is around 1.7 percent to 2 percent.

Bullard said worries that the Fed's policy could create high inflation down the road were legitimate and important, but the disinflationary trend is worrisome right now.
With interest rates already near zero, further disinflation would mean higher real interest rates -- or a tightening of monetary policy even as the recovery slows.
Bullard said concerns that the Fed is monetizing, or inflating away the U.S. deficit were misplaced, as the Fed has often said it will return its balance sheet to normal over time.He said it was absolutely imperative that Congress and the administration tackle U.S. budget problems in the long run.Europe has given the U.S. an important wake-up call on how devastating it can be to leave long-run structural deficit problems unaddressed, he said.(Editing by Padraic Cassidy)

NEW DELHI (Reuters) – President Barack Obama defended the Federal Reserve's policy of printing dollars on Monday after China and Russia stepped up criticism ahead of this week's Group of 20 meeting.The G20 summit has been pitched as a chance for leaders of the countries that account for 85 percent of world output to prevent a currency row escalating into a rush to protectionism that could imperil the global recovery.But there is little sign of consensus.The summit has been overshadowed by disagreements over the U.S. Federal Reserve's quantitative easing (QE) policy under which it will print money to buy $600 billion of government bonds, a move that could depress the dollar and cause a potentially destabilizing flow of money into emerging economies.I will say that the Fed's mandate, my mandate, is to grow our economy. And that's not just good for the United States, that's good for the world as a whole, Obama said during a trip to India.And the worst thing that could happen to the world economy, not just ours, is if we end up being stuck with no growth or very limited growth, he said.European Central Bank President Jean-Claude Trichet said all participants at a meeting of the world's central bankers in Basel, Switzerland had insisted they were not pursuing weak currency policies.We're attached to avoiding excessive volatility. CHINA, RUSSIA ATTACK FED MOVE

Washington has frequently criticized China, saying it deliberately undervalues its currency to boost exports.China says the United States, via the Fed, is engaged in the same thing that it stands accused of, and some emerging nations have already acted to curb their currencies' rise.Resentment abroad stems from worry that Fed pump-priming will hasten the U.S. dollar's slide and cause their currencies to shoot up in value, setting the stage for asset bubbles and making a future burst of inflation more likely.As a major reserve currency issuer, for the United States to launch a second round of quantitative easing at this time, we feel that it did not recognize its responsibility to stabilize global markets and did not think about the impact of excessive liquidity on emerging markets, Chinese Finance Vice Minister Zhu Guangyao said on Monday.The Fed's quantitative easing policy was unveiled last week to jeers from emerging market powerhouses from Latin America to Asia. Russia renewed its assault on Monday.Russia's president will insist .... that such actions are taken with preliminary consultations with other members of the global economy, said Arkady Dvorkovich, a Russian official who is preparing the country's position in Seoul.Bank of Japan Deputy Governor Hirohide Yamaguchi said on Monday that it too was ready to boost its asset-buying scheme if it saw clear signs of a downturn. Worth 5 trillion yen ($62 billion), it is so far just a tenth the size of the Fed's.

India is Obama's first stop in a 10-day trip to Asia that will include Indonesia and Japan. He will arrive in Seoul for the November 11-12 summit weakened by a crushing congressional election defeat for his Democratic Party and under fire from all sides. Germany described U.S. economic policy as clueless last week. The U.S. has already all but dropped its centerpiece proposal for the G20 -- a measure that would cap current account balances at 4 percent of gross domestic product, something economists said was clearly aimed at China.At the weekend, U.S. Treasury Secretary Timothy Geithner backed away from the numerical target that had been rejected by China, Germany, Japan and others in a sign that global financial power had slipped from U.S. hands.On Monday, he was putting on a brave face, saying China was supportive of the G20's framework for rebalancing the global economy, and that he expected broad consensus on it at the summit.The risk of a negative outcome in Seoul appears to be increasing, or at the very least, an agreement that merely papers over the huge gaps and allows countries to pursue their own economic policies whether it be intervening in currency markets like South Korea and Japan or printing dollars.

DUBLIN – Shares in Ireland's banks fell to record lows Monday and borrowing costs were near euro-era highs as the government prepared to discuss its fiscal survival plans with top European Union officials.Although Ireland is not at immediate risk of bankruptcy, investors are shunning government and bank debt out of fear that the country is at growing risk of requiring a bailout by the EU and International Monetary Fund, like Greece received in May.The battered shares of Allied Irish Banks, Bank of Ireland and Irish Life & Permanent all have been dropping on the Irish Stock Exchange since Finance Minister Brian Lenihan last week announced plans to slash euro6 billion ($8.35 billion) from its 2011 deficit, double his previous target. His goal is to reduce the 2011 deficit to 9.5 percent of GDP from its projected 2010 rate of 32 percent, a modern European record.Allied Irish was down 3 percent to euro0.26, Bank of Ireland 13 percent to euro0.37, and Irish Life & Permanent 16 percent to euro0.88. The first two banks have received billions in state aid because of their dud loans to bankrupt construction tycoons, while Irish Life & Permanent has received no bailout help but is most exposed to Ireland's depressed market for residential property.Olli Rehn, European Commissioner for financial affairs, is meeting Lenihan in Dublin on Monday night and will then meet opposition politicians and business and labor union leaders Tuesday.

Many analysts are questioning whether Ireland's deepening austerity efforts will be sufficient to persuade foreign banks to buy Irish government and bank bonds again at reasonable rates. If not, Ireland will face a growing risk of default in 2011 that can be relieved only by taking emergency aid from Europe's Financial Stability Fund.
The government in September withdrew temporarily from the bond market, arguing that investors were demanding punitive interest rates. Lenihan expressed hopes that investors' confidence in Ireland would grow before the government needs to re-enter the market in early 2011. The country says it has sufficient funds to pay its bills through April and also could tap its pension reserve fund.So far the approach has failed as the interest rates, or yields, on Irish 10-year treasuries has reached a series of highs in recent weeks reflecting investors' growing belief that Ireland is running out of time to avoid a default or bailout.As the traditional owners of Irish treasuries — chiefly banks in Britain, Germany, the United States and France — seek to dump them because of their falling value and increased perceived risk, new sellers can be attracted only by offering higher yields.Irish 10-year bonds were trading Monday at average yields of 7.75 percent — just off the euro-era high of 7.82 percent reached last week — and at a 5.3 percent spread versus equivalent German bonds.

North Korea's heir apparently rises again

SEOUL (Reuters) – The death of a North Korean military official and the naming of leader-in-waiting Kim Jong-un to the funeral preparation committee was jumped on by South Korean media on Monday as showing he had risen to second-in-command.In the opaque world of North Korea, experts are forced to dissect and analyze every snippet of information -- sometimes reading between the lines, or words -- in search of the truth.South Korean media concluded that by being named immediately after leader Kim Jong-il to the funeral committee by the North's state-run news agency KCNA, the leader's third son had been elevated to the second highest position in the secretive state.The young Kim, known only to be in his mid to late 20s, was identified as heir apparent in September when appointed to senior political and military posts in the isolated state.Then, he was named sixth after his father and other officials in a list of dignitaries participating at the ruling Workers' Party conference.The latest sequence -- placing Kim ahead of the cabinet premier, the chief of general staff and the defense minister -- is the clearest signal yet that he is officially in line to take over from his ailing 68-year-old father, the South's Yonhap news agency reported.The Chosun Ilbo daily quoted a North Korean source as saying the heir apparent had probably already been promoted to the posts left vacant by the late Jo Myong-rok, or will assume them as soon as the mourning period ends.KCNA reported that Jo, the first vice-chairman of the North's National Defence Commission and a close Kim confidant, died on Saturday of chronic heart disease at the age of 82.Jo, whose health has been in decline since 2006, is best remembered for his visit to the United States in 2000 when he met then President Bill Clinton. Israeli scholar completes translation of Talmud

JERUSALEM – After 45 years of 16-hour work days, an Israeli scholar has finally completed his life's work — a translation of the entire Talmud, one of Judaism's most important texts, to an extent that has never been done before.Rabbi Adin Steinsaltz began his translation and commentary on the Talmud in 1965. This week he is publishing the last book of his 46-volume series.Steinsaltz has written some 60 books on subjects such as zoology to theology, but his translation of the Talmud from Aramaic to Hebrew is his crowning achievement.It gives modern Jews a glimpse into the often obscure texts of the detailed rabbinical commentaries on biblical laws that obligate observant Jews.In a radio interview Monday, Steinsaltz said his motto is: Let my people know.
