The newborn taken from an Epsom couple last week by state social workers was sent to the hospital yesterday but is fine, officials said last night.Parents Johnathon Irish and Stephanie Taylor had a supervised visit with their daughter and a state social worker yesterday at a Strafford County administration building and during the visit there was some concern about the possibility of some blood that was seen in a diaper, said Capt. Joseph DiGregorio of the Strafford County Sheriff's Office.As a precautionary measure, DiGregorio said, the sheriff's office decided to have the baby examined at Exeter Hospital.But there was no indication of any abuse, he said. Zero. Nothing. The baby was back in foster care last night, DiGregorio said.The state cited concerns over a history of domestic violence between Irish and Taylor to support its seizure of the baby. Court documents also mention Irish's affiliation with anti-totalitarian group the Oath Keepers. Several websites and blogs reported yesterday that the child, Baby Cheyenne, had been taken to the hospital to be treated for sexual abuse, generating outrage among the couple's supporters.But the baby is absolutely fine,said Maggie Bishop, the director of the state Division for Children, Youth, and Families. The baby is healthy, safe, and absolutely fine.

Silver crosses Rs 37,000-level, gold rallies to all-time high

MUMBAI: Both the precious metals, silver and gold, rallied to an all-time high during the early trade on the bullion market here on Thursday on hectic stockists buying amid speculative support triggered by rise in the global market. Silver prices (.999 fineness) rallied by Rs 940 per kilo to resume at Rs 37,130 from the overnight closing level of Rs 36,190. Standard gold (99.5 purity) shot up by 185 per ten grams to Rs 19,880 from Rs 19,695 previously. Pure gold (99.9 purity) also hardened by Rs 180 per ten grams to Rs 19,975 from Rs 19,795 yesterday. Gold futures ran with the bulls yesterday in New York markets to settle at their 16th record high in five weeks, as a spurting US dollar and expected Federal Reserve intervention in the economy drove demand.Gold for December delivery closed up USD 23.80 to 1,370.50 an ounce on the Comex division of the New York Mercantile Exchange. Silver for December delivery settled up 78 cents to USD 23.93 an ounce.

Americans have no knowledge that the US private controlled central bank, the Federal Reserve Bank, creates money out of thin air, is the chief cause of inflation in America, and the creator of various financial bubbles in stock market and real estate. The reason that Americans are ignorant of the current dollar and economic crisis is that the US controlled media has not reported on it. The US media is controlled by five or six major corporations; Disney owns ABC, CBS is owned by Viacom, GE owns NBC. In short, the truth is suppressed and kept from the American masses. This is the chief cause of the mind control of 99.0% of Americans.Although many world authorities, such as the IMF (International Monetary Authority) and World Bank, said the dollar will be devalued. this has not been reported in the US media.

Effects of US Dollar decline

Formerly economic adviser to President Clinton Robert Reich said in Canada recently that the US dollar will collapse, which was not reported in the news. The devaluation of the U.S. dollar means a decline in the purchasing power of the dollar, which leads to a decline in living standards. For example, if the US dollar declines 40% and you had a million US dollars, the million dollars will only buy $600,000.00 worth of goods and services. You would have lost $400,000.00 in purchasing power. Any type of investment in dollars, such as saving accounts, saving bonds, annuities, pensions, etc., will suffer from this decline. In the coming decline of the dollar it will impoverish almost 50% of the white middle class and the other 40% will barely survive. Now between 5 -10% of Americans will prosper from this decline of the dollar because they have the knowledge of how to protect their assets.

The US dollar is the world trading currency, which means all goods and services are priced in U.S. dollars. With a U.S. dollar devaluation, the impact on international trade is tremendous. Any countries trading with the US will Immediately raise their prices in anticipation of this devaluation. All commodities, such as oil, coffee, chromium, copper, iron, etc., are setting record prices due to the dollar decline and anticipation of the US dollar devaluation. No one wants to hold a currency that is declining in value.

Dollar is reserve currency

Since no currency is fully backed by gold or silver, the US dollar is the world reserve currency. This decision was the result of the Bretton Wood agreement signed after World War II and means that the various nations' central banks, which create money for the countries, must have their currency backed by the US dollar. In short, these central banks must hold US dollars and Treasury instruments.In other words, for over the last 50+ years the US dollar has served the same purpose as gold & silver in backing the currency. This arrangement is good as long as the dollar holds its value.The dollar is a fait currency. Meaning, it has no precious metals backing it and is accepted by faith. The only currency that has maintained intrinsic value for the last 5,000 years is gold and silver.Central banks will hold these dollars only up to certain point, If dollars were to decline drastically, they will be forced to sell them for they are losing value and their currency has no backing. So they will sell dollars, causing a further decline in the dollar and buy the next strongest currencies.

What causes dollar devaluation?

Now the problem arises when the US dollar begins to fall in value, as the result of the Federal Reserve Bank printing too many dollars to cover budget deficits, causing inflation, a decline in purchasing power.Budget deficits, spending more than tax revenue collected, and trade deficits, buying more imports than you can sell exports, are two of the primary reasons for the US dollar decline today. Now under Bush Jr.'s administration, the budget deficit is close to half-trillion dollars and the trade deficit is close to half-trillion dollars. So, the sum of these two deficits are one trillion dollars. Neither party has addressed these deficits which will get worse and this is beginning to cause a crisis in faith in dollars It is the Asian countries, mainly Japan and China, that are supplying the US with between 1.5 - 2.0 billion per day for exports to keep the US economy going wit out these funds that the economy would crash.

What will people and nations do in the US dollar devaluation crisis?

Real money has been gold and silver for the last 5,000 years. As the US dollar declines in value, people, investors and nations will flee to the strongest currencies, such as the Swiss Franc and Euro. Central banks and people also began to buy gold and silver as a hedge against the decline of the dollar. Gold and silver rise dramatically in price as the demand increased and everyone sell dollars. Smart money have already made the move into gold and silver. Billionaires have already began to protect their assets from the coming dollar devaluation by buying gold and silver.Warren Buffet, the richest American according to Forbes magazine, owns 20% of the world silver supply. He states that he lost faith in American dollars.Gates of Microsoft owns 10-20% of Pan American Silver mine and Billionare George Soros also has holdings in gold and silver mines.It is the average American that is totally ignorant of what is happening with the American dollar. BANFF, Alta. - The US dollar is fast reaching a point at which foreign investors will abandon it and send it into a freefall, says Bill Clinton's former economic adviser.Robert Reich told the Global Business Forum in Banff that record high budget and trade deficits, personal debt and a foreign policy that is alienating traditional allies, has the already slumping US dollar headed for collapse. The US already requires a daily infusion of $1.2 billion in foreign investment just to keep the greenback's decline under control, he said.The mainstream view is that the budget deficit (currently $422 billion).. is going to get larger,: said Reich, who is an informal adviser to presidential hopeful John Kerry. Simultaneously, the mainstream view is that there is no reason to believe that the trade deficit (approximately $600 billion) is going to shrink anytime soon.In fact, I see the dollar continuing to decline and I see at some point a tipping point where East Asian banks that have been trying to prop up the dollar, maintaining their exports (to the US), because at some point it becomes a lousy investment.Reich said global investors are already conducting significant amounts of business in Euros, not US dollars.The reason for Reich's speech to the audience of approximately 200 business leaders, mostly Canadians, was to explain why free trade has suddenly been revived as a great economic evil in the US.In painting a black outlook for the US economy, Reich suggested the worst is yet to come, especially if President George W. Bush and the Republican party's agenda of tax less and spend more is re-elected in November.My upbeat message is that we don't have to have it like we have it,said Reich, who insisted Bush is not entirely to blame, but bears considerable responsibility for the economic straits facing the US.

Deficits matter,he said.If you embark on a unilateral foreign policy and the rest of the world is upset with you, that has a boomerang effect on your global businesses. It can't help but (have an effect). So not only does fiscal policy matter, but your foreign policy cannot be completely divorced from your national economic policy.
Reich said regardless of who is the next leader, significant measures are going to be needed to control the budget deficit and to begin rebuilding the economy so that real manufacturing wages, which have been largely stagnant in the US since the Reagan era in the 1980s, begin to grow.He also said that while the US is unlikely to retreat from global trade, it is also unlikely to aggressively pursue more open trade for the time being. That's because US workers are suffering and are looking for something to blame, like outsourcing, he said, and politicians are being forced to play along.A lot of people are very, very willing to blame other countries for the loss of American jobs or the stresses on American wages, said Reich. This blame is ill-founded.Nevertheless, in political terms, people talk about jobs being lost in the United States to China... or to India... or elsewhere.Reich also tried to quiet fears among Canadians that Kerry is anti-free trade, saying only that Kerry wants to remove certain tax incentives that encourage companies to move a portion of their manufacturing offshore so that they can legally shelter money from income taxes. WORLD ECONOMY: IMF warns about growing US debt

We have become accustomed to the International Monetary Fund warning Third World governments about their foreign debt levels. The IMF doing the same to the world's richest and most powerful government, however, is a bit unusual.On January 7, Charles Collyns, deputy director of the IMF's Western Hemisphere Department, released a paper that warned that the US budget had gone from surplus in 2000 to a forecast US$400 billion deficit this year.The US could soon have a net foreign debt equal to 40% of its gross domestic product — an unprecedented level of debt for a large industrialised country. This was a significant risk to the global financial system, the paper concluded, in what was the second warning from the IMF in less than six months.While US Federal Reserve chairperson Alan Greenspan said in Berlin on January 13 that there was for the moment, little evidence of stress in funding US current account deficits, at least one US Federal Reserve governor, Donald Kohn, has echoed the IMF warning.I spoke to Marxist historian Humphrey McQueen, author of The Essence of Capitalism and a member of the Socialist Alliance.

What is going on?

This is not a qualitatively new situation, but for the IMF to say it, puts a whole new force in the market that is so much driven by the animal spirits of those who decide where to invest.The recovery of the US stock markets last year convinced these investors that everything was all right, even though there was the jobless recovery (in fact, people were losing jobs in the US while all this was happening).
But as Paul Krugman and some other commentators have been saying for some time, these twin deficits [fiscal and current-account] can't be managed, even by the world's largest superpower. There's no reason, he said, why the US currency couldn't go the way of Argentina's.There is a battle going on in the US ruling class between the old eastern seaboard establishment — the old money power — and the wild catters from Texas and the western seaboard. So this is as much a brawl inside the US establishment as it is external concerns about the US economy. We saw the same divide open up over Iraq and Bush's tax cuts.The IMF wasn't pointing to something new in the US economy, rather it is the IMF finally coming out to say We can't trust you to fix this.It is interesting that in 1967 the Wall Street Journal ran an editorial that said Let's get out of Vietnam or we are going to ruin our dominance of the world economy. That was coming from a similar line of conflict within the US ruling class.Isn't there a basis for the Texas wild-cat faction to be confident that the rest of the world cannot afford not to keep lending more money to the US, because the global economy now depends on the 4.5% of the world's population that consume nearly half of the world's resources?

Certainly they've been saying that. There was a German economist who recently argued that the Japanese and German capitalists keep throwing their money at them because they had a model that told them that it was in their medium to long-term interests to lose money as the US$ keeps going down. That argument came out in November and it cheered up the Americans that everything will be all right and it won't stop. That might take a bit of a beating.The division in the US ruling class is not just between east- and west-coast capitalists, as there is a split in the East coast between the manufacturers and the financiers, whose interests are more represented by the IMF.

What are the risks to the global economy from the US twin deficits?

Some are worried that the declining US dollar, partly brought into effect to make the US more competitive, will frighten off the people who are putting their money into the US currency. If you own US$100 at the beginning of the year and it is now worth $66, then you have lost a third and begin to think about getting out of US dollars.Traditionally, the flight to gold is a sign that things are going bad. But there are also some other intermediate options. You can move into US bonds or into other currencies (and this is why the Australian dollar is going up).Meanwhile, the appreciating currencies in Australia and Europe are being used to restructure workplaces. Capitalists are beginning to say, Great now we can push through with the industrial relations reform that the government failed to complete! because what this means is that unions are going to have to give up their demands for better wages and working conditions.So, for Australian firms that are cashed up, this situation can be used against their workers as a kind of lock out.The European Central Bank has been saying that the over-valued euro is not a bad thing because they want to be used to smash through the German social security and wage systems. So they will be trying to help manage an orderly devaluation of the US dollar.There is a lot of discussion in Australia about tariff but most people don't realise that the exchange rate is now having a far greater impact than any remaining tariffs. The 30% appreciation in the Australian dollar over the last year alone has meant that there are no remaining effective tariffs in place.

[Australian Manufacturing Workers Union national secretary] Doug Cameron doesn't seem to have caught on. The Productivity Commission knows what is happening and they are quite happily encouraging the bosses to offer useless carrots to the unions in the automobile industry by holding out keeping some minimal and ineffective tariffs in return for more labour market reform.The IMF paper was not arguing against devaluation of the US dollar but warning about the risks of a disorderly devaluation.
What they are worried about is that sharp growth of the US debt will panic somebody into starting a sell-off of US dollars. Alternatively, this could put more pressure on China to revalue its currency and this will have negative flow-on effects through East Asia, hitting the Japanese and Taiwanese economies, for example.The trip wire could be anything. You never know these days, when some sort of scandal like Parmalat or some new concealed loss in a big US corporation, is going to emerge and reverberate somewhere else.It may show up in the stock market first, but it is not really a stock market crisis. High-profile investor Warren Buffet makes the point that the stock market is a voting machine not a weighing machine. Investors vote by taking money out or putting it into stocks. But this is further distorted by tax systems which encourage people to keep their money in even at a risk of it being lost.The IMF paper expressed alarm at the rapidity with which President George Bush's administration had built up its deficit, urged that projected tax cuts be reconsidered and that social security entitlements be further tightened.The IMF is saying, We really don't trust this administration to look after our system properly. There are too many people in there who just think they can take out of the system — by giving tax cuts to their own kind, and so on — and you then get a situation which perpetuates the problem.For the group of people who put up their money for the Bush election campaign, if they are getting their billions in return, they are not thinking of the whole system. The illogic of market theory is that if you are looking after yourself, you are supposed to be looking after everybody. That is not how it truly works, but they don't see it that way.So the IMF rescue is saying to the Bush administration, this is a serious problem, you have got to work out a solution to fix it over the next 10 years.What is to stop the Bush administration saying to the IMF, This is your problem — not mine — if I go down!? This is what the Bush administration is probably going to say. Wall Street sags as foreclosure mess hits bank shares

NEW YORK (Reuters) – Bank shares led the Dow and the S&P 500 lower on Thursday, reflecting investors' fears of how a nationwide probe into the mortgage industry's foreclosure practices might affect earnings.JPMorgan Chase & Co (JPM.N) and Bank of America (BAC.N) ranked as the two heaviest weights on the Dow, while Bank of America alone was the S&P 500's fifth-biggest percentage decliner. An S&P index of financial services shares (.GSPF) slid 2.3 percent.But the U.S. dollar's slide limited stocks' losses.New claims for jobless benefits unexpectedly rose 13,000 in the latest week. Though this data was yet another reminder that the labor market remains weak, it reinforced the view that the Federal Reserve will pump more money into the sluggish economy in another round of quantitative easing.The KBW bank index (.BKX) tumbled 3.6 percent on increasing worries that a joint investigation into home foreclosure procedures by attorneys general from all 50 U.S. states would cause uncertainty and threaten the recovery of the fragile housing market.Today is really about banks and the jobless claims on one hand, and the dollar on the other, said Jeffrey Friedman, senior market strategist at Lind-Waldock in Chicago.The foreclosure issue will weigh on us until we see a bottoming in the housing market, and right now, we don't know what kind of financial obligations are possible for banks.Every component of the KBW bank index was in negative territory. Bank of America Corp (BAC.N) lost 5.8 percent to $12.52. JPMorgan Chase & Co (JPM.N) slid 3.1 percent to $38.62.

The Dow Jones industrial average (.DJI) dropped 36.32 points, or 0.33 percent, to 11,059.76. The Standard & Poor's 500 Index (.SPX) shed 6.89 points, or 0.58 percent, at 1,171.21. The Nasdaq Composite Index (.IXIC) slipped 10.06 points, or 0.41 percent, at 2,431.17.The stock market benefited as the dollar fell to a 2010 low against a basket of major currencies (.DXY) after Singapore expanded its currency trading band, driving the Singapore dollar to a record high. The prospect of additional Fed stimulus has created an inverse correlation between the dollar and stocks, with a drop in the greenback sparking a move into equities.After an 11.7 percent rise in the benchmark S&P 500 since September 1, short-term momentum indicators have begun to show overbought conditions.The rally has also brought out some broad bearish bets in the options market. Trading in index ETFs was above normal Wednesday, with about 3.88 million puts and 2.90 million calls changing hands across all products.Google Inc (GOOG.O) shares slipped 0.5 percent to $540.47 and helped pressure the Nasdaq as investors await the release of Google's earnings after the closing bell. Traders in Google options looked they were pricing in a potential post-earnings move of just over 4 percent in the stock's price, which is down from the average swing of 6 percent over the past four quarters. But a bright spot was provided by Yahoo Inc (YHOO.O), up 3.4 at $15.77 after a source said that several private equity firms had approached Internet and media companies, including News Corp (NWSA.O) and AOL Inc (AOL.N), to gauge their interest in buying the company.

OPEC keeps its oil output targets unchanged

VIENNA – OPEC oil ministers on Thursday left production targets unchanged despite what they say is oversupply, signaling both satisfaction with crude prices in the $80s and determination to send a message of stability to energy-dependent nations emerging from recession.A senior OPEC official also confirmed that the organization was studying a consultant's report that warns of possible substantial losses in earning power for members by 2050 as the world goes green and reduces dependence on fossil-based fuels.The report was prepared for OPEC as part of its long-term strategy, approved Thursday. It says the gross domestic product of OPEC members could fall between 27 percent and 44 percent in 40 years as nations enact laws to counter climate change.Asked about the report, first published by the Italian financial daily Il Sole 24 Ore, Saudi prince Abdulaziz Bin Salman Bin Abdulaziz Al Saud, who chaired the group that drew up the strategy, confirmed that the forecast losses were within that vicinity.OPEC's 12 oil ministers were not expected to make any changes in production levels even before the closed meeting began. The ministers, said Saudi oil minister Ali Naimi, are are happy with the market the way it is.Naimi also said the meeting had agreed that Iran will hold the rotating OPEC presidency next year, with Iranian oil minister Masoud Mir-Kazemi taking over from his Ecuadorian counterpart on Jan. 1.The decision is sure to rattle Western nations at odds with Tehran over its refusal to stop activities that could produce both nuclear fuel and atomic arms. Still, it is unlikely to change policies of OPEC, which is dominated by Saudi Arabia, the group's biggest producer and a U.S. ally.

Thursday's agreement extended the overall output target of the 11 OPEC countries under quotas of just under 25 million barrels of crude a day — a figure set in December 2008.Back then, OPEC announced the last of a series of cuts aimed at bringing its output down by 4.2 million barrels per day — a move that helped engineer a rebound in crude prices, which had collapsed to the low $30s from a mid-2008 high of almost $150 per barrel.But OPEC nations overproduce, meaning that those 11 nations actually put out about 27 million barrels a day — about 2 million over the target they agreed to maintain Thursday. And with the inclusion of Iraq, which is not bound by quotas as it rebuilds, total daily output is around 29 million barrels.OPEC Secretary General Abdalla El-Badri acknowledged that quota compliance — now at an average of 61 percent — was a problem, telling reporters: We still need to work hard to improve that compliance.But he suggested that — as long as overproduction was not denting prices — there was no need to push nations selling more than their allocated quote to curb their output.I think that what we are doing at this time is perfect, he said.Jason Schenker, the head of Austin, Texas-based Prestige Economics, said the decision would do little to change oil market patterns.

It's not going to have much of an impact right now, and I don't think a significant increase in compliance is likely, he said.Ministers in the Organization of the Petroleum Exporting Countries, which produces about 40 percent of the world's crude, already suggested ahead of Thursday's meeting that they were comfortable with current prices, which have hovered around $75-$85 per barrel in recent months.Of course we would always like to see it higher, Iraqi oil minister Hussain al-Shahristani said Thursday. But not too high — that ... will hinder the world's economic growth.While they are content with present prices, OPEC members are concerned about the weak dollar because they sell for dollars and lose every time the U.S. currency falls. Crude's price, however, has been driven upward in recent days by investors fleeing the dollar into commodities, including oil. The higher cost roughly balances the currency's weakness, thereby weakening any rationale to drive prices higher by reducing production.Benchmark crude was trading about $83 a barrel Thursday, pushed higher in part by the U.S. dollar's slide.The price at this time if things stay the same is comfortable for us, said El-Badri, the OPEC secretary general.Schenker predicted that OPEC could soon ask more for its crude, saying the weaker dollar is going to send prices higher.

Newly obtained 9/11 eyewitness footage that NIST fought tooth and nail to keep secret contains what appears to be the sound of explosions coming from the vicinity of WTC 7 after the collapse of the twin towers, offering yet more startling evidence that the building, which was not hit by a plane yet collapsed demolition style, was deliberately imploded.The clip was released by NIST (National Institute of Standards and Technology) as part of a 3 terabyte package of video and photo data in response to a lawsuit brought by the International Center for 9/11 Studies. As we highlighted in our previous report, almost every single video studied as part of the release thus far contains damning evidence of controlled demolition on both the twin towers and WTC 7.The fact that NIST dragged their feet for so long in an attempt to block the release of these highly incriminating videos clearly indicates that they were part of an attempted cover-up. In addition, the fact that some of the videos appear to have been edited in an effort to hide evidence of controlled demolition is another smoking gun.The latest video is from eyewitness Richard Peskin, who filmed ground zero from a high rise building that appears to be about a dozen blocks down the street from Building 7. The first portion of the footage is filmed immediately after the collapse of the second tower of the World Trade Center. At about 10 seconds into the clip, two clear explosions can be heard.The clip then cuts to a later time and the cameraman states, …explosion or something because there’s a lot of police activity and sirens and more smoke rising from the ground – new smoke – so there was some kind of additional explosion but I don’t know what it was….maybe it was a federal building or something like that,as the camera pans across a shot of WTC 7.

At around 11am – around half an hour after the collapse of the north tower of the World Trade Center and an hour after the collapse of the south tower, Peskin states, I still hear continuing explosions, I don’t know what it is, as small explosions can be heard in the background.At 1:49 in the clip, a louder rumbling explosion can clearly be heard coming from the direction of WTC 7 – That’s another explosion, says Peskin.The clip was contained in the NIST folder named Richard Peskin and is a combination of footage from the files Peskin 25.avi, Peskin 28.avi, Peskin 29.avi, and Peskin 30.avi.The fact that NIST tried to sit on the footage for months even after a FOIA request and that it took a lawsuit filed by the International Center for 9/11 Studies to obtain the clip clearly indicates that the organization wanted to keep the sound of explosions coming from the vicinity of WTC 7 out of the public record. The footage is filmed from a significant distance away from the scene and shows no detail of anything that could be considered sensitive. The only remarkable thing about the video is the fact that it contains the sound of secondary explosions, something NIST has continually denied was a contributory factor to the collapse of either the twin towers or WTC 7.In another clip released as part of the same lawsuit, a loud, low-frequency boom can be heard just before the east penthouse of WTC 7 falls. Once the support columns that held up the penthouse are taken out, the rest of the building falls almost within its own footprint.

However, in subsequent clips released by NIST, where the camera is located nearer to the building, the collapse of the penthouse is clearly edited out of the footage.
Several clips from the Cumulus database show signs of editing. In the two video clips below, the collapse of the penthouse of World Trade Center 7 is cut out of the video. These videos happen to have been filmed from close to WTC 7, and have a high quality soundtrack that would have picked up explosion sounds from the charges that severed the columns supporting the penthouse, especially the explosion heard in the last video clip presented, comments the International Center for 9/11 Studies.

Former NYPD officer Craig Bartmer was in the immediate vicinity of Building 7 before its collapse at approximately 5:20pm.I walked around it (Building 7). I saw a hole. I think I know an explosion when I hear it… Yeah it had some damage to it, but nothing like what they’re saying… Nothing to account for what we saw… I am shocked at the story we’ve heard about it to be quite honest.Other EMTs and first responders were also told that Building 7 was to be deliberately demolished, including Emergency Medical Technician Indira Singh - another whistleblower.After midday on 9/11 we had to evacuate that because they told us Building 7 was coming down. If you had been there, not being able to see very much just flames everywhere and smoke – it is entirely possible – I do believe that they brought Building 7 down because I heard that they were going to bring it down because it was unstable because of the collateral damage, said Singh.Asked who told her that the building was to be brought down, Singh responded, The fire department. There’s a building, about to blow up…The fact that WTC complex leaseholder Larry Silverstein was considering blowing up Building 7 is now admitted. Washington D.C. prosecutor Jeffrey Scott Shapiro, who was at ground zero on 9/11 working as a journalist, reported earlier this year that Silverstein was on the phone to his insurance carrier attempting to convince them that the building should be brought down via controlled demolition.Writing for Fox News, Jeffrey Scott Shapiro states, I was working as a journalist for Gannett News at Ground Zero that day, and I remember very clearly what I saw and heard.Shortly before the building collapsed, several NYPD officers and Con-Edison workers told me that Larry Silverstein, the property developer of One World Financial Center was on the phone with his insurance carrier to see if they would authorize the controlled demolition of the building – since its foundation was already unstable and expected to fall.In February of 2002 Silverstein Properties won $861 million from Industrial Risk Insurers to rebuild on the site of WTC 7. Silverstein Properties’ estimated investment in WTC 7 was $386 million. This building’s collapse alone resulted in a payout of nearly $500 million, based on the contention that it was an unforeseen accidental event.A controlled demolition would have minimized the damage caused by the building’s imminent collapse and potentially save lives. Many law enforcement personnel, firefighters and other journalists were aware of this possible option. There was no secret. There was no conspiracy, writes Shapiro.However, obviously aware of how it would impact his insurance claim, Larry Silverstein has consistently denied that there was ever a plan to intentionally demolish Building 7.In June 2005, Silverstein told New York Post journalist Sam Smith that his infamous pull it comment, which has been cited as proof that Silverstein planned to take down the building with explosives, meant something else.

In January 2006, Silverstein’s spokesperson Dara McQuillan told the U.S. State Department that the pull it comment meant to withdraw firefighters from the building (despite the fact that there were no firefighters inside WTC 7). There was no mention whatsoever of any plan to demolish the building before it fell.

Shapiro’s faux pas unwittingly let the cat out of the bag on the fact that Silverstein was aggressively pushing for the building to be intentionally demolished, a claim that he has always vociferously denied, presumably to safeguard against putting in doubt the massive insurance payout he received on the basis that the collapse was accidental.How much more evidence do we need to conclude that Building 7 – which was not hit by a plane and suffered limited fires across just a handful of floors – could not have simply crumbled into its own footprint within seven seconds without the aid of additional explosives? Of course, if authorities were ever forced to admit that WTC 7 was deliberately demolished it would then tarnish the credibility of the entire 9/11 official story, which is why NIST has engaged in an obvious cover-up to firstly withhold and then edit some of the footage in an attempt to hide the self-evident fact that Building 7 was a controlled demolition.

EU to define positions ahead of Nagoya and Cancun

EUOBSERVER / BRUSSELS - European Union environment ministers meeting in Luxembourg on Thursday (14 October) are set to agree the bloc's main negotiating positions ahead of two key international conferences on biodiversity and climate change in the coming weeks. MEPs last week urged the EU to play a leading role at the UN conference on biodiversity - due to start in Nagoya, Japan in a few days time - voicing their concern at an apparent lack of urgency among nations to protect habitats and species, estimated to be disappearing at up to 1000 times the normal rate. But the issue is gradually climbing up the political agenda. One study entitled the 'Economics of Ecosystems and Biodiversity' has estimated that the annual cost caused by the loss of ecosystem services - such as the provision of fresh water and control of disease - is roughly €50 billion. In comparison, OECD countries donated roughly €3 billion in 2008 towards projects to protect biodiversity. Officials preparing the environment ministers' meeting said the EU had three broad goals for the two-week gathering in Japan (18-29 October) - cumbersomely known as the Convention on Biological Diversity's (CBD) 10th Conference of the Parties (COP 10).

These include the definition of a new strategic plan to protect the world's biodiversity after earlier targets to significantly reduce the rate of biodiversity loss by 2010 were missed. A current draft of the strategy contains 20 new targets for 2020, such as halving the loss and degradation of forests and other natural habitats, and ensuring that agriculture and aquaculture are sustainably managed.The EU is among those also keen to agree a protocol on access to genetic resources and benefit-sharing at Nagoya, facilitating the future development of pharmaceuticals from certain plant species, for example. Today most of the reserves of biodiversity are in developing countries,said one official in Brussels working on the EU position. We want to ensure that everyone has access to these, but also that developing states are compensated.The issue threatens to be one of the friction points at the Japanese meeting, with poorer countries worried that the language of the legally-binding deal currently on the table is not strong enough to guarantee them financial compensation.Another tough topic is the question of funding for poorer states to help them prevent biodiversity loss, with a lack of money for conservation projects identified by the CBD as a key reason why governments have failed to meet their 2010 targets.The issue frequently plays second fiddle to climate change funding, with cash-strapped European government's reluctant to hand over more under the current economic environment. At a UN conference in New York recently, European Commission President Jose Manuel Barroso said EU funding to help fight climate change could also be used to prevent biodiversity loss. But centre-left MEP Jo Leinen, chair of the European Parliament's environment committee, warned against the dangers of this method of Thursday.Recycling of funds is of no use to developing countries, he said.

Environment ministers are also set to discuss the possibility of moving beyond the EU's current pledge to cut greenhouse gas emissions by 20 percent on 1990 levels over the next decade and agree a negotiating position for the upcoming UN climate talks in Cancun, Mexico. The final position will be rubber stamped by EU leaders meeting for a summit later this month, with the EU now adopting what climate action commissioner Conny Hedegaard describes as a 'step-wise' approach to securing a global deal on curbing carbon emissions after being sidelined by the US and China at a conference in Copenhagen last December.With the likelihood of securing a single legally-binding deal looking distinctly slim, the EU environment ministers are also set to discuss whether the EU should sign up to a second commitment period under the current global agreement on CO2 emissions - the Kyoto Protocol - due to expire in 2012. As ratified signatories to the protocol, Europe and other developed powers are bound to a second commitment period, but in the last two years, they have tried to wriggle out of the undertaking.

MEPs to oversee details of Ashton spending

EUOBSERVER / BRUSSELS - The European Parliament has won the right to look into the nitty gritty of spending in foreign delegations in the EU's new diplomatic service amid mild alarm over rising costs.The provisional agreement was put together at an informal meeting between MEPs, EU officials and member states on Monday (11 October) and represents an easing of tensions between the assembly and Catherine Ashton's office after a dispute over diplomatic appointments last week.The financial regulations deal means that ambassadors in Ms Ashton's European External Action Service (EEAS) will in future give parliament a detailed picture of all staff in place in the delegations" covering all pay-grades and locally-hired agents. Ambassadors will also provide annexes on effectiveness of internal management and control systems put in place in their delegation.The ambassadors will take personal responsibility for making sure that European Commission funds channeled through their offices are spent correctly. The commission's internal auditing department will also audit EEAS funds and commission panels will be empowered to call on Ms Ashton to take disciplinary action against EU diplomats who misspend funds. MEPs had on top of this asked for oversight of Ms Ashton's future part in spending the European Development Fund (EDF), a €3-billion-a-year aid pot paid into by member states. But the proposal was kicked forward as a possibility for the 2014 to 2020 budget period only.An EU parliament official told EUobserver that the house aims to make sure the number of highly-paid staff in Ms Ashton's service does not quietly balloon in the coming years. We want to know how many people each delegation employs at which grade, so that we can say: Hold on, why do you suddenly need these new AD12 posts here? the contact said. Ms Ashton in September put the cat among the pigeons when she announced plans to hire 118 extra staff for the EEAS, 43 of whom are to be at the AD12 or higher grade earning at least €10,000 a month.

Her proposal envisages spending an extra €34.4 million a year on the EEAS compared to the existing cost of the EU foreign policy machine situated in the commission and the EU Council.The proposal noted that the EEAS will in 2011 consist of 3,720 people - 1,643 fully-fledged staff and 2,077 seconded diplomats from member states and locally-hired helpers. Precisely €3.27 million of the additional spending will cover security measures for the EEAS' new headquarters in Brussels, namely heavy technological platforms, secure meeting facilities and secure communications rooms.
Relations between Ms Ashton and MEPs turned sour last week when she cancelled a public hearing in the foreign affairs committee by her new envoy to Japan. The budgets committee later froze the funds needed for 18 new EEAS posts and the legal affairs committee put off a vote on introducing a quota-type system for EEAS staff from new member states.A parliamentary source said Ms Ashton and the foreign affairs committee are working on a compromise that parts of EEAS ambassador hearings will be in public and part in private.The parliament is due to formalise its position on EEAS budget and staff rules at its plenary session in Starsbourg next week.

Oettinger backtracks on oil drilling ban

EUOBSERVER / BRUSSELS - The European Commission appears to have backtracked on earlier plans for a compulsory moratorium on deepwater oil drilling inside the EU, with new proposals set to call for a voluntary ban at member state discretion.The executive's energy commissioner, Guenther Oettinger, is scheduled to announce the review of Europe's drilling activities on Wednesday (13 October), calling on national governments to voluntarily suspend drilling in very deep waters and environmentally sensitive areas like the Arctic.A more forceful draft circulating last week simply called on member states to implement the ban however, attracting the ire of British MEPs who feared such a move would cost jobs. The EU's biggest oil reserves are found in the North Sea off Scotland, with MEPs from the region instrumental in watering down a parliamentary declaration last week that ultimately opposed a compulsory ban, while at the same calling for tighter security restrictions in the sector.That warning appears to have been taken on-board, with Wednesday's final draft set to give member states the means, under EU law, to impose a ban if they choose, according to Reuters.Green MEPs welcomed the proposals to strengthen EU rules but were disappointed by the commission's softened stance on a drilling ban, arguing that Europe is not prepared to deal with a spill on the scale of the Deepwater Horizon accident in the Gulf of Mexico earlier this year.The only responsible course of action is to freeze dangerous deep sea drilling activities and we regret that the commission has backtracked on proposals in earlier drafts, said Belgian Green MEP Bart Staes.

As well as the voluntary ban, Mr Oettinger is expected to call for an overhaul of the EU's licensing and the liability regimes to make sure that oil companies have the necessary financial means to pay for the cleanup after a potential spill in the future.A formal legislative proposal in this area - such as a review of the EU's directive on environmental liability - may follow early next year, but will need the support of the European Parliament and all 27 member states.Energy experts have meanwhile warned that any delay in future drilling projects could push up the price of oil.Speaking at an oil conference in London on Tuesday, Nobuo Tanaka, the head of the International Energy Agency, said about one third of global oil production comes from offshore projects, with this figure set to rise to roughly one half by 2015.On the same day, Washington announced the end of its moratorium on deepwater oil drilling after imposing new rules intended to prevent a similar disaster to the Deepwater Horizon accident happening again.Eleven workers died and roughly 200 million gallons of oil flowed into the Gulf after the BP-leased oil rig exploded in April, causing huge environmental damage in the area.

American investor Warren Buffett, one of the world’s wealthiest people, says he would like to invest more in Israel.We are always interested in more investments in Israel. We will be happy to acquire a large and independent company in Israel, or some small companies - what I call mergers into the existing framework and I think we will do both, said Buffett said in a video interview screened on Tuesday at the Ministry of Trade, Industry and Labor social economic conference at Airport City.

More than four years ago, Buffett’s company Berkshire Hathaway Inc. acquired 80% of Israeli company Iscar Ltd. for $4 billion. Iscar Metalworking Companies (IMC) is an industry leader in the metal cutting tools business, owned by Stef Wertheimer family with operations worldwide. Buffett later said that purchasing Iscar was a dream investment.Now, Buffett is enthusiastic about possibly investing more in Israel. Our company CTB, which deals in agricultural equipment, bought two small companies in Israel that succeeded well and we have a company TTI that I think did a small acquisition in Israel, he said. I loved the place. I spent some days there three years ago and enjoyed it very much, I managed to see almost all the country and I received a wonderful welcome from everyone.He added that he believes that Israel has a sustainable advantage in the global competitive market place. If you are looking for brains - stop in Israel, there is no need to go further. If you go to the Middle East to look for oil then skip Israel. In my opinion, Israel as a state has proven that it has an exceptional amount of brains and energy and in my eyes it works.

Buffett believes that a country’s success is dependent on government and business working together in cooperation. Sometimes this may be a strange partnership, but [government and business] are part of the same family. That does not mean that the two brothers always get on well with each other. But they have a common goal. No state will succeed if it does not cultivate a climate in which businesses thrive, and businesses will not flourish in a country where the government is not stable, progressive and has a vision.I see the same situation in the U.S. as in Israel, added Buffett. I think it is important that businesses and governments to understand each other. They will disagree, but ultimately the government will not prosper without business, and businesses will not thrive if the government is not adequate... Thomas made headlines in June for her statements that Jews do not belong in the Land of Israel. The statements were made in an impromptu interview with Rabbi David Nessenoff.At the time Thomas, a veteran White House correspondent and then-reporter for Hearst newspapers, expressed regret for her remarks. They do not reflect my heartfelt belief that peace will come to the Middle East only when all parties recognize the need for mutual respect and tolerance, she said.While Thomas' remarks were widely condemned, she later received a lifetime achievement award from the Council on American-Islamic Relations (CAIR).

US Grants $1M to Abraham Fund Co-Existence Project

The U.S. federal government has granted nearly a million dollars to the Abraham Fund to support a three-year Arab-Israeli co-existence project.The initiative, announced Tuesday, will be funded through the State Department’s U.S. Agency for International Development (USAID) conflict mitigation and reconciliation program.The Abraham Fund, founded in 1989, is a multi-million dollar foundation focused on promoting co-existence between Israel’s Jewish and Arab populations.Approximately 1,600 Arab and Jewish students are expected to participate in the activities under the organization’s Language as a Cultural Bridge Initiative, which begins at the elementary school level. At present, more than 15,000 students in 220 schools across the country learn Arabic as a required subject. Under the program, Israel’s public schools would mandate the teaching of Arabic culture and language, just as Arab students are currently required to learn Hebrew as part of their own public school curriculum.In addition, the program will sponsor cultural events throughout the year that bring together Jewish and Arab Israeli children. Arab students will attend Hebrew-language enrichment classes and participate in Jewish cultural seminars, and Jewish students will do the same, learning conversational Arabic and attending Arabic cultural activities.According to the Abraham Fund’s website, the seeds of the program were actually launched more than five years ago by the Ministry of Education in the cities of Haifa and Karmiel.In 2004, the organization conducted a comprehensive mapping of Arabic language instruction in Jewish schools and subsequently developed a special curriculum to combine the instruction of conversational Arabic language together with Arabic culture. Barkat: Just Say No to Splitting Jerusalem

Jerusalem Mayor Nir Barkat addressed a crowd in Atlanta on Monday at the annual Jewish National Fund Conference. Barkat discussed the Palestinian Authority's demand that Israel hand over all parts of the city that were under Jordanian control between 1948 and 1967 to become the capital of a new Arab state.Barkat offered a straightforward solution: We just have to say a simple No about Jerusalem to the Palestinians and move on,he said.PA Chairman Mahmoud Abbas demands control over all formerly Jordanian parts of Israel's capital city, including the Old City and other historically Jewish areas. The city has been unified for decades, since it was annexed following the Six Day War of 1967.Jerusalem must remain the united, undivided capital of Israel, Barkat told his audience.Barkat's speech took place on the second day of the JNF event. The JNF works to develop Israeli land and infrastructure. Its Atlanta conference focused on core issues challenging Israel, and insights into opportunities to affect change,according to organizers.

Earlier this year Barkat released an outline of his vision for Jerusalem's future. The vision I have for the city is to return Jerusalem to the role it played two and three thousand years ago as a world center - a destination for pilgrims and believers throughout the world,the mayor wrote. He addressed Arab demands to divide the city in his manifesto, saying, Jerusalem must stay united. There is not one example in the world of a divided city that ever worked.Arab journalist Khaled Abu Toameh recently wrote a piece revealing that much of Jerusalem's Arab population prefers Israeli rule to that of the PA. It is only fair to ask the Arabs living in Jerusalem what they want before talking about splitting the city, Toameh said.
Approximately 200,000 Arabs live in the northern, eastern, and southern neighborhoods of Jerusalem demanded by the PA. More than 180,000 Israeli Jews live in those areas as well.(IsraelNationalNews.com)

Clock Ticking Away against Obama’s One Year Peace Objective

The Obama administration is sticking to its hope that the Palestinian Authority and Israel can reach a peace agreement in one year, although both sides in the past week have ignored the clock and drifted out of the time zone.Reporters in Washington have increasingly questioned the feasibility of U.S. President Barack Obama’s goal, set by him and his administration on September 1, when he brought Prime Minister Binyamin Netanyahu and PA Chairman Mahmoud Abbas together for the first official face-to-face talks in nearly two years in a high-profile ceremony.Since then, Abbas has refused to enter talks without the pre-condition that Prime Minister Netanyahu extend the same building freeze that was established last year to satisfy his pre-condition for direct talks. With one month left in the 10-month freeze, he finally agreed to talks and began calling on Israel to extend it while refusing Israel’s demand that he recognize the country as a Jewish state.After U.S. State Department spokesman Philip Crowley reiterated the one-year goal in a press conference last week, one reporter asked, No, no, wait. I just want to make sure I have something clear. You said in response to a question a little while ago that your hope remains that you can – that if you can get through this deadlock, you can still get some kind of an agreement in 12 months, a year. But you – is it still 12 months or is it now 11? We’ve already had a month of this, so are you giving yourself an extra month here already? Amid laughter from his colleagues, the journalist added, Has it already been extended? It was really a 13-month process and not a year? Crowley, caught off balance for a couple of seconds, regained his posture and replied,It’s a fair question. At the start of these direct negotiations, it was our view and it remains our view that we can be successful in 12 months. If we get into next year successfully, whether it’s 12 months and one day, 12 months and one week, but it would – on the clock that was started here in Washington in late August, we are now one month into that process.

The spokesman tried to change the subject, but another reporter cut him off and asked, again amid laughter, Is it accurate to say that you’re still trying to get over the current hurdle in negotiations by getting an extension of the moratorium? And if that is still the plan, what does it say about the prospects for reaching an agreement within 12 or 13 months if the Israelis aren’t willing to make that gesture and you are not willing to – or you’re not able to break the deadlock? Crowley fell back on the Obama administration’s repeated optimism that if we’re able to encourage successfully the parties to remain in the direct negotiations, that gives the process a boost. That demonstrates that both of them are willing to take the difficult political steps and stay committed to the process. So that is our goal.
Journalist Jackson Diehl wrote in the Washington Post Monday,Is it possible that Netanyahu and Abbas can agree on the borders of a Palestinian state in less than 60 days and end the settlement debate? No. But then, what will happen when the next deadline arrives? Discussion will be forced on yet another timetable… Yet in the Obama administration, the timetable is becoming an end in itself. It reflects a president who is fixed on disposing of foreign policy problems -- and not so much on solving them.Other pundits have charged that the president wants a peace act, regardless of whether there is peace.The Netanyahu government is far from optimistic. Foreign Minister Avigdor Lieberman stated last month that it will take decades before the Palestinian Authority can reach a peace agreement with Israel.

Another senior Cabinet member, Minister of Strategic Affairs Moshe Ya'alon of the Likud party, said Tuesday, There is no chance in the coming years for a peace agreement with the Palestinians.In the eyes of the Palestinians, the occupation started in 48 and not in 67. It is not only Hamas that thinks this way, but also [Palestinian Authority President Mahmoud Abbas]. JERUSALEM – An Israeli Cabinet minister said Tuesday that top officials doubt a peace deal with the Palestinians can be reached soon even though the prime minister has committed to try to reach an agreement within a year.The Israeli-Palestinian peace talks, which resumed last month after a breakdown of nearly two years, have already run aground over Israel's refusal to renew a moratorium on West Bank settlement construction.I don't know a single minister in the septet who thinks it's possible to reach a deal in the foreseeable future, said Deputy Prime Minister Moshe Yaalon.Yaalon was referring to the seven-member decision-making body in Prime Minister Benjamin Netanyahu's Cabinet.Yaalon, speaking to Army Radio, accused the Palestinians of being intransigent and of carrying out repeated violence and incitement since 1993, when the two sides signed their first, interim peace accord.

He claimed the Palestinians have refused to declare an end to their conflict with Israel, even under a peace deal, suggesting that further demands for territorial concessions could follow.However, an official in the prime minister's office disputed Yaalon's take on the matter, noting that Netanyahu, who leads the septet, had reiterated his goal of reaching peace within one year during a parliamentary speech on Monday.He believes firmly that if both sides show creativity and flexibility and are ready to take tough decisions, then peace is possible. But it has to be a two-way street. It can't just be the Palestinians making demands and Israel making concessions,said the official. He spoke on condition of anonymity because he was not authorized to respond to another minister's public comments.The Palestinians say Israel has not lived up to its commitment under an internationally backed 2003 peace blueprint that, among other things, called for an all-out settlement freeze.A pan-Arab peace initiative offered in 2002, which the Palestinians endorsed, calls for an end to the conflict if Israel withdraws from all territory Israel occupied in the 1967 Mideast war. WASHINGTON (Reuters) – Federal Reserve officials believed in September the struggling recovery might soon need more help, and they discussed several ways to provide support, including the possible adoption of a price-level target.Policy-makers had a sense that (more) accommodation may be appropriate before long, the central bank said on Tuesday.In minutes of the its last policy-setting session held September 21, the Fed said officials discussed several approaches to aiding the economy but focused on buying additional longer-term Treasury securities and ways to nudge the public into expecting higher levels of inflation in the future.On Wall Street, stocks trimmed their losses, with both the Dow Jones industrial average (.DJI) and the Standard & Poor's 500 Index (.SPX) briefly turning higher after the FOMC's minutes came out.To help shift inflation expectations, policy-makers debated providing more detailed information about what rates of inflation they would prefer, or the possibility of making clear they would tolerate a higher level of inflation on a temporary basis, a policy approach known as price-level targeting.They also discussed the possibility of targeting a path for GDP growth.The Fed has kept overnight interest rates near zero since December 2008 and has bought about $1.7 trillion in mortgage-linked securities and longer-term government debt to lower other borrowing costs to help the economy recover from the worst recession since the 1930s.

In China, German minister warns of global trade war

BEIJING (AFP) – German Economy Minister Rainer Bruederle cautioned upon arriving in China Tuesday that a global trade war was brewing, amid wide differences between key trading nations on currency policy.The danger of a trade war has appeared on the horizon, Bruederle told reporters travelling with him on his two-day trip to China, which was to take in Beijing and Shanghai.The danger is that complaints about currency undervaluing lead to retaliatory measures, which could eventually turn into a trade war, the minister said, without specifying a particular country.Beijing has come under increasing pressure from its trading partners in the United States and Europe to allow the yuan to appreciate faster. Critics say the unit could be undervalued by as much as 40 percent.The US House of Representatives last month passed a bill that would expand the Commerce Department's powers to slap tariffs on China for currency manipulation, rather than just outright subsidies.The legislation must still go through the Senate and eventually be signed by President Barack Obama to pass into law.Bruederle said while China was unlikely to ever have a completely flexible exchange rate, a bit more flexibility would be desirable.The spectre of a global currency war dominated the annual meeting of the International Monetary Fund in Washington over the weekend, but no agreements were reached.We must not allow the situation to get out of hand, or turn our backs on free trade, Bruederle said, adding that he saw himself as an ambassador, perhaps even a missionary, for the fight against protectionism.

Bruederle said his talks with Commerce Minister Chen Deming and Zhang Ping, the head of the country's top economic planning agency, the National Development and Reform Commission, focused on management of liquid assets.China has the world's largest foreign exchange reserves, which surged to a record 2.454 trillion dollars at the end of June, according to the central bank.Trade between China and Germany, the world's top two exporting nations, has grown rapidly -- to 91 billion dollars last year, up from 41 billion dollars in 2001, according to Chinese data.However, in the past few years the trade balance has tipped decisively in China's favour, with Chinese exports to Germany totalling 55 billion dollars last year, while trade in the other direction amounted to 36 billion dollars.Bruederle will stand in for ailing German Finance Minister Wolfgang Schaeuble at the upcoming Group of 20 summit in South Korea, where he said he hoped the world's major economies would come up with reasonable solutions.After his visit to China, which will includes a stop at the World Expo in Shanghai on Wednesday, Bruederle will head to Japan.

Belgian firm planning surprise twist in Nabucco story

EUOBSERVER / BRUSSELS - A little-known Belgian businessman says his company is poised to clinch a Compressed Natural Gas (CNG) deal with Turkmenistan in November in a potential setback for the EU's Nabucco and Russia's South Stream pipeline projects.Not many people in EU circles have heard of Koen Minne, a softly-spoken 40-year-old Belgian lawyer who is the CEO of the Brussels-based engineering firm Enex and who holds the post of Honorary Consul of Turkmenistan to Belgium and the EU.
Speaking in an interview with EUobserver in Brussels on Monday (11 October), Mr Minne said that Enex and a consortium of unnamed EU energy companies is getting ready to pitch its final offer to Ashgabat next month: I believe that we will have an agreement in November. If everything goes according to schedule, I think we will be ready to have a proposal to take to the Turkmen side.The Enex CEO is in a good position to know Ashgabat's intentions. He speaks regularly on the phone to Turkmenistan's deputy prime minister Yagshigeldy Kakayev and foreign minister Rashid Meredov. This year alone he has had seven face-to-face meetings with President Gurbanguly Berdymukhammedov. His company has in recent years brokered €430 million of foreign energy investments in the country.The CNG project envisages taking between 3 and 4 billion cubic metres (bcm) a year of Turkmen gas by ship across the Caspian Sea to Azerbaijan and pumping it through the existing Baku-Tbilisi-Erzurum gas pipeline to Turkey. It is still unclear who will build the pipeline link from Erzurum to the EU market and whether Turkmenistan will participate in the Enex-led transit consortium or simply sell gas at its border. But Mr Minne plans to make the first shipments in 2013 or 2014.If the CNG link is built Ashgabat is unlikely to go along with EU or Russian plans to build new pipelines to Turkmenistan. It is of course not the intention from the Turkmen side to have Turkmen gas competing with other Turkmen gas ... I don't believe Turkmenistan would sign a policy to feed South Stream or Nabucco,Mr Minne said.His contacts with Moscow indicate that it is happy for him to go ahead despite the implications. I did not receive any sign from the Russian side that they would object to this ... the final conclusion is that this is something that no country should feel threatened by, he said.

Some EU diplomats who think Mr Minne could be a Russian stooge trying to disrupt Nabucco. He denies this. European Commission chief Jose Manuel Barroso is planning to travel to the Caspian Sea region in late November or early December to promote Nabucco.EU gas diplomacy has faltered in recent months, however. Turkmenistan declined to come to a minister-level meeting in Brussels on 1 October citing agenda problems and it is fed up with what it sees as EU foot-dragging on the scheme.Turkmenistan is really eager to export gas to Europe and if a pipeline was a realistic option I would give it my full support,Mr Minne said. If they [the EU] are really convinced about this pipeline, I advise them to go in and make a take-or-pay proposal to the Turkmen side. If they would say to Azerbaijan: Give me all the possible permits to construct this pipeline.To Turkmenistan: Give me all the possible permits. Then I take responsibility as Europe to build this pipeline. It will be finished within two years and I already guarantee to take 10 or 20 or 30 bcm on a take-or-pay agreement.' This would show the confidence they have in this project looking ahead to the next 10 or 20 years.A take-or-pay agreement would oblige EU companies to pay for set volumes of gas in future even if EU demand goes down.

Dogfight over EU budget could end in crisis, says MEP

EUOBSERVER / BRUSSELS - EU institutions have two months to reach an agreement on next year's EU budget if the bloc is to avoid a new crisis, a senior MEP has warned.
Speaking to reporters of Tuesday (12 October), centre-right MEP Alain Lamassoure added that finding a mechanism to enable Brussels to raise its own funding could no longer be ignored.The two issues have become increasingly linked after MEPs in the European Parliament's budgets committee last week proposed a package of amendments to the EU's draft 2011 budget, published by the commission earlier this year. Among the new lines inserted by the euro deputies in the draft document was a demand for member states to open negotiations on new own resources, adding that this element is a full part of the overall agreement on the 2011 budget.With several member states directly opposed to the idea of a self-funding EU, the battle looks set to escalate next week when negotiators from the two sides meet.I am hopeful that that each institution will have the heart to reach a consensual agreement. If not we will be in crisis,said Mr Lamassoure, a former French minister for European affairs and current chair the European Parliament's budgets committee.EU financing arguments have precipitated major European crises in the past, including the 1965 'empty chair' policy adopted by French President Charles de Gaulle in response to a commission proposal to raise its own resources to pay for the common agricultural policy.This time round, Mr Lamassoure and other MEPs are seeking to frame the issue of own resources as way to reduce national contributions to the EU budget at a time of European austerity.As both governments and national parliaments would have to approve any change is this direction, Mr Lamassoure says he is open to any revenue-raising ideas that could garner the support of this double unanimity.

Outdated and hugely fragmented, the EU's energy grid should be replaced by a Single European Energy Network, says a draft copy of the commission's communication on Energy Infrastructure Priorities seen by EUobserver.European energy infrastructure is aging and at the same time facing new challenges in terms of security of supply, market integration and the need to up-take an ever increasing share of electricity from low carbon energy sources,says the document, due to be published next month.Energy demand and import dependence on fossil fuels will continue to grow over the coming years, making Europe's energy equation even more difficult,it continues.Investments to ensure Europe meets its growing energy and climate change needs - including new infrastructure for electricity, gas, oil and carbon capture and storage (CCS) - could amount to as much as €1 trillion.Full integration of the Baltic States into the EU energy market, together with the integration of offshore wind and ocean energy production capacities in the North Seas, are among the identified tasks to be carried out.Likewise, the diversification of Europe's gas supply through new supply routes - including a Southern Corridor - is also highlighted as a top priority, as is the integration of solar photovoltaic and thermodynamic energy production in southern Europe and Mediterranean neighbour countries with central Europe.

However, not all of the necessary investments will be taken up by the market, in particular not as rapidly as is needed to achieve the EU's energy and climate goals set for 2020,warns the document, citing the need for co-ordinated pubic intervention.The EU should be equipped to be able to effectively – and not only in words – back certain projects by guaranteeing their feasibility... To implement the priority projects identified in this communication, public support of up to [15 bn euro] is needed,says the draft.Once agreement is reached on roughly seven projects of European interest, the communication suggests the commission would then come forward with legislative proposals to prevent delays occurring at the local level.

Construction of energy infrastructure – both for generation and transmission – is becoming increasingly difficult as it conflicts with other public policy objectives such as protection of landscapes and/or the environment, spatial planning, public health and safety, tourism and other forms of local economic development,says the document.To prevent this, priority projects should come under new rules - easing their passage to completion.The European priority projects should benefit from preferential treatment in order to ensure their timely implementation, either by applying the fastest possible procedure at national level or by defining a new harmonised procedure,says the draft text.The preferred option would be a declaration of European interest regime that would trigger simplified procedures, reduced numbers of competent authorities in charge of approving permit applications at local, regional and national level and maximum timeframes for each step in the procedure,it continues, a move that could potentially anger environmental groups amongst others.

Rocks at MKs Who Toured City of David

Arabs hurled rocks Tuesday at a vehicle carrying six Knesset Members on a tour of the City of David area late Tuesday morning. No one was hurt, but the vehicle sustained damage.The MKs, members of the Knesset State Control committee, had come to the ancient neighborhood see for themselves the site of recent Arab violence. Among the MKs who were in the targeted the vehicle were Yoel Hasson (Kadima), Yariv Levin (Likud) and Aryeh Eldad (National Union).The legislators met at the disputed Beit Yehonatan house in the Silwan area, and their car was attacked as they were leaving the neighborhood before police escorted them out of danger. The identity of the attackers is not yet known and police are still looking for them.Arab residents of the City of David and Shiloach have been attacking Jews on a nearly daily basis recently and receive cooperation from leftist activists and journalists.Also touring the City of David was Public Security Minister Yitzchak Aharonovitch, who said,We will stop the stone-throwing with covert and overt forces, and we will bring back the quiet,even if it means arresting children and their parents.

Brit Paper Makes Israel Look Bad for Easing Gaza Closure

The British newspaper Independent has found a way to make Israel look bad for easing its blockade on Gaza. In its Sunday edition, the newspaper features the story of a Gaza garment manufacturer, Hasan Abu Dan, who suffered from the closure imposed on Gaza – but says he is now even worse off with the closure partially lifted.Israel eased the blockade after the intense world pressure that followed the killing of nine terrorists on board the Gaza-bound ship Mavi Marmara on May 31. Ironically, the Independent was among the news outlets that pressured Israel to ease the closure at that time.Abu Dan's firm used to export 90 percent of its finished goods to the Israeli clothing market. This ended in 2007, when Hamas took over control of Gaza after a bloody struggle with Fatah, its rival terror group. Israel closed the main cargo crossing, Karni, and Abu Dan could no longer import raw materials through it, or export finished clothes to Israel.In June 2010, in the aftermath of the Mavi Marmara raid, Israel agreed to allow imports to Gaza of most goods except those deemed security risks.Following this easing, the increased imports to Gaza were still less than 40 percent of pre-closure levels, the Independent explained, but previously banned consumer goods now flowed into Gaza. Moreover, some unbanned raw materials including cloth for the imploded garment industry slowly began to move into the Strip, allowing some production to restart – albeit at a fraction of pre-2007 levels.

Yet for the large manufacturers like Abu Dan, the easing of the embargo had a perverse effect,the report says. With the ban on exports still in force, the family was now hard pressed even to sell to the local market, because of its flooding by cheap clothing, often Chinese-made, coming through Israel.They talk about easing the embargo, but that means allowing in finished goods which we cannot compete with. Believe me, things are worse for us now than before it happened,Abu Dan told the newspaper.Amr Hamad, Gaza director of the Palestinian Federation of Industries, told the newspaper that while sectors like plastics have seen a marked improvement, the net effect of the easing of the blockade has been neutral for industry. He explained: We are a small piece of one economic entity, one that has always planned on working with a stronger economy, that of Israel.The article winds up with quotes from a radical leftist Israeli group, Gisha, which accuses Israel's government of having devised a policy of economic warfare,and from Abu Dan, who says that Israel wants to destroy the infrastructure of Gaza's economy.Interestingly, it was the Independent itself, on June 6, that ran a leading editorial calling on Israel to lift its closure of Gaza.The idea that a people will respond constructively to ever harsher treatment is not supported by many historical examples,it wrote, and the only hope in the Middle East is that Israelis can be brought to see that the blockade is isolating the people of Gaza and helping the extremists.The latest turn for the worse for Gaza residents is one of a long string of events since the first Intifada in the 1980s, which resulted in a strong and growing economy sinking into depression as Jewish employers could no longer employ Arabs because of constant terrorist attacks. Jews also were frightened away from shopping in Gaza markets.

After the Israeli government expelled 9,000 Jews from the Gaza region in 2005, more Gaza workers were thrown out of work. Israel and numerous other countries invested in infrastructures that were to turn Gaza into the Singapore of the Middle East, but the Arabs chose another course. The barbaric terror onslaught known as the Oslo War, also known as the Second Intifada, left thousands of Gaza construction workers without work in Israel.The Hamas overthrow of the Fatah government nearly four years ago tightened the terrorist organization's grip on the local economy as Israel clamped down on the flow of goods to prevent the smuggling of advanced weapons into Gaza. MIAMI (AFP) – Hurricane Paula bore down Tuesday on the Gulf Coast of Mexico and Central America, a flood-hit region already saturated by torrential rains during an unusually active storm season.At 8:00 am (1200 GMT) the category one hurricane was located 190 miles (310 kilometers) southeast of Cozumel, Mexico, with maximum sustained winds of 75 miles (120 kilometers) per hour, according to the Miami-based National Hurricane Center.The NHC said Paula was moving northwest toward Mexico's Yucatan peninsula at 10 miles (17 km) per hour, and was expected to strengthen slightly over the next day or two.A hurricane warning was in effect from Punta Gruesa to northernmost Cabo Catoche, near the tourist haven of Cancun. A tropical storm warning, meanwhile, was issued by Honduras from Limon to the Nicaraguan border.

Paula raised the troubling prospect of renewed flooding in already waterlogged Central America and Mexico, after weeks of devastation from recent heavy rains that sparked deadly mudslides.The hurricane was expected to dump another three to six inches (7.5 to 15 centimeters) of rain on parts of Nicaragua and Honduras and Mexico's Yucatan Peninsula.Isolated maximum amounts of 10 inches (25 centimeters) are possible. In areas of mountainous terrain these rains could cause life-threatening flash floods and mudslides,the hurricane center said in a bulletin.

HANOI, Vietnam – China worked to calm nerves Tuesday among Asian neighbors jittery over its recent attempts to assert greater control over disputed waters, while its rival Washington stressed its national interest in keeping those seas free for commerce.U.S. Defense Secretary Robert Gates said the U.S. has a stake in the growing number of disputes about ownership of Asian island chains and ship routes through waters China claims.We have a national interest in freedom of navigation, in unimpeded economic development and commerce and in respect for international law, Gates told a regional security forum of defense ministers in the Vietnamese capital.

The message was strong and the audience unmistakable, but Gates avoided a direct confrontation with China. He never mentioned the country by name during a brief address to the group of security ministers, which included a top Chinese general.
Several Asian countries have expressed concern over increasingly aggressive maritime moves by the Communist giant, including its response to a ship collision last month off disputed islands in the East China Sea that plunged relations between China and Japan to a five-year low. Relations have since improved, but both countries continue to claim sovereignty over the territory, known as Senkaku in Japan and Diaoyu in China.China tried to ease tensions Tuesday by reassuring its neighbors that it wants to work together.China pursues a defense policy that is defensive in nature. China's defense development is not aimed to challenge or threaten anyone, but to ensure its security and promote international and regional peace and stability, Chinese Gen. Liang Guanglie said in a speech to his counterparts. Security of a country relies not only on self-defense capabilities, but also on mutual trust with others.Defense ministers from the 10-member Association of Southeast Asian Nations, along with their counterparts from the United States, China, Russia, Japan, Australia, New Zealand, India and South Korea attended the meeting Tuesday in Vietnam's capital.

China considers the U.S. position on maritime navigation and security to be outside meddling in Asian affairs. Beijing was irate when U.S. Secretary of State Hillary Rodham Clinton used similar language in July.The United States has always exercised our rights and supported the rights of others to transit through, and operate in, international waters, Gates said. This will not change, nor will our commitment to engage in activities and exercises together with our allies and partners.Gates was referring, in part, to China's claim to control water far off its coastline that the United States considers open water under international law. He also was reaffirming U.S. support for Southeast Asian nations that feel threatened by China and want U.S. backing even as they try to maintain cordial relations with their much larger Asian neighbor.Among the disputed island chains are the Spratly and Paracel island chains in the South China Sea — claimed by China and several of its Southeast Asian neighbors, including Vietnam — and the East China Sea islands that both Tokyo and Beijing claim.The United States is worried that territorial disputes over islands in the South China Sea could imperil strategic international shipping lanes, and analysts have warned that China's newly aggressive moves to claim the areas could ignite a shooting war.Gates' goal in Vietnam was twofold: to make the point about the limits of Chinese control and to patch up damaged U.S. military ties with that country.The event takes place in the backdrop of a regional and international situation which has seen rapid and complicated developments, Vietnamese Prime Minister Nguyen Tan Dung said. Iran blames EU's Ashton for nuclear talks deadlock

TEHRAN (AFP) – Iran on Tuesday blamed European Union Foreign Affairs chief Catherine Ashton for the deadlock over nuclear talks with world powers, urging her to be more active in pursuing the dialogue.Basically, it seems that the volume of Ms. Ashton's activity is lower, foreign ministry spokesman Ramin Mehmanparast told reporters, targeting Ashton for the stalemate in talks over Tehran's controversial nuclear programme.Ashton represents the six world powers -- the United States, Britain, China, France, Russia and Germany -- in negotiations with Iran.Dialogue between Iran and the six powers has been stalled since October 2009, when the two groups last met in Geneva.The negotiations aim to address international suspicions that Iran is seeking to develop atomic weapons under the guise of a civilian nuclear programme, a charge Tehran vehemently denies.On Saturday, Iranian Foreign Minister Manouchehr Mottaki said Tehran considered late October or early November as an appropriate time for a resumption of the talks but a spokesman for Ashton said no date had been set.

Mrs. Ashton is still ready to talk to Iran and is hopeful that this will be possible,spokesman Darren Ennis told AFP in response to Mottaki's remarks.Mehmanparast directly blamed Ashton for the stalemate.If she is really eager for negotiations, she should be more active, he insisted, adding that her predecessor Javier Solana was more active.We have announced our readiness for negotiations. But the other side ... is not really following up, or is not serious about resuming the dialogue, he said.Iranian President Mahmoud Ahmadinejad had declared a unilateral ban on talks until the middle of September after the Islamic republic was hit with new sanctions by UN Security Council on June 9.Iranian officials have regularly insisted that during any talks Tehran will reiterate that its nuclear rights be recognised.

However, web giants like Google, Yahoo! and Microsoft have slammed the initiative as setting a precedent for censorship, while cyber-activists have hit government websites with a targeted hacking campaign.My fundamental outlook is this: it is unlawful for me as an adult to go to a cinema and watch certain sorts of content, it's unlawful and we believe it to be wrong, Gillard said in a press club address.

The government is preparing to seize the private 401(k) pensions of millions of Americans while enforcing an additional 5 per cent payroll tax as part of a new bailout program that will empower the Social Security Administration to redistribute pension funds in a frightening example of big government gone wild.Public pension plans have been so aggressively looted already by the government that cities and counties face a $574 billion funding gap, according to a CNBC report.That black hole is set to be filled by a new proposal that will fairly distribute taxpayer-funded pensions to everyone, by confiscating the private wealth of millions of Americans. Its proponents express staggering arrogance in thinking that they can just steal money people have worked for decades to accrue as if it’s their own.Not only would the government confiscate 401(k) pensions, it would also impose a mandatory 5 per cent payroll tax payable by everyone, according to a hearing chaired last week by Sen. Tom Harkin (D-Iowa), Chairman of the Health, Education, Labor and Pensions (HELP) Committee.This would, of course, be a sister government ponzi scheme working in tandem with Social Security, the primary purpose being to give big government politicians additional taxpayer funds to raid to pay for their out-of-control spending, writes Connie Hair.

The hearing was a platform for advocates of Guaranteed Retirement Accounts (GRAs), a program authored by Teresa Ghilarducci, professor of economic policy analysis at the New School for Social Research in New York. Back in November 2008, Ghilarducci testified to Congress that 401(k)s and IRAs should be confiscated and converted into universal Guaranteed Retirement Accounts (GRAs) managed by the Social Security Administration.You don’t hold hearings on something you don’t intend to do, points out the Market Ticker blog. In addition, workers could bequeath only half of their account balances to their heirs, unlike full balances from existing 401(k) and IRA accounts.During a Seattle radio interview in October 2008, Ghilarducci explained the motive behind the plan, stating, I’m just rearranging the tax breaks that are available now for 401(k)s and spreading – spreading the wealth (emphasis mine).However, as we painfully learned in the immediate aftermath of the original $700 million dollar bailout, which was originally sold on the basis that it would be used to pay off bad debt, governments that propose spreading the wealth under socialist-style financial reforms almost always collect the wealth under the pretext of being the saviors before greedily hoarding it all for themselves.

The GRA program is being pushed by the Economic Policy Institute, an organization housed on the third floor of the building occupied by the George Soros-funded Center for American Progress. The Center for American Progress is a think tank headed by Bill Clinton’s former chief of staff John D. Podesta, who was also head of Barack Obama’s presidential transition team after the 2008 election.In preparing to seize private pensions, the United States is going the same way as Argentinean government, which in 2008 nationalized the country’s private pension plans, known as AFJPs, confiscating the wealth of millions.We have no doubt that here the right to private property is being violated. Not just for us but for society and the world, this is a clear confiscation,said opposition Radical Party’s Ernesto Sanz at the time.How will Americans react to having not only their wealth but their nest egg for future generations brazenly confiscated by the government in one fell swoop? If this doesn’t prompt widespread rioting and civil disobedience in America on behalf of the besieged middle class then nothing will.Don’t be under any illusions, if you don’t have a private pension and think this won’t affect you – think again. Once the pretext has been created that the state can simply confiscate privately earned wealth, they can then come after anything, your gold, your home, your kids and eventually your very freedom. Once the vampire of big government gets a taste for blood, the teeth will only sink in further, and America’s resemblance to third world tyrannies will rapidly accelerate.

French Workers Threaten General Strike in Response to Austerity

In France, workers and students may soon revisit May, 1968. French president Nicolas Sarkozy and the French unions are locking horns over pension reforms. Workers and students are expected to take to the streets in an escalation of industrial action against government plans to raise the official retirement age to 62, with walkouts bringing disruption to France’s transport network, schools and oil refineries, the Guardian reported on Monday. The announcement that secondary school and college pupils will join the demonstrations against Sarkozy, whose popularity is at a record low, raises the specter of May 1968, when a series of student strikes led to rioting and nearly brought down the government.A demo held at the Paris Bastille on October 2. Can you imagine Americans holding such demonstrations in reaction to the bankster financial crisis? Not only did the general strike of 1968 nearly bring down the government, it almost brought the French economy to a virtual standstill. Groups involved in the strike were generally Luddite in character — they rejected the technocratic state and consumerism — and embraced a leftist ideology that made the French Communist Party look like part of the establishment. Eleven million French workers, roughly two-thirds of the nation’s workforce, went out on strike and forced president de Gaulle to dissolve the National Assembly and take temporary refuge at an air force base in Germany.The national strike was betrayed by Confédération Générale du Travail (the General Confederation of Labor), one of five major French confederations of trade unions. During elections in June of 1968, the Gaullist party emerged even stronger than before the strike.More than 40 years ago, French students revolted against capitalism. They were betrayed by socialist trade unions controlled by the French establishment. The events of May, 1968, were a response to conflicts between students and authorities at the University of Paris at Nanterre. It was not a reaction to economic conditions like the strike that threatens to paralyze France once again.

The French government wants to raise the retirement age to 62 and impose other measures unacceptable to labor unions and students. Sarkozy’s office says he will not back down on measures he believes will help his re-election for a second term in 2012, according to the Guardian. In Le Parisien newspaper the former Socialist prime minister Michel Rocard said there is a danger to the country and Jean-Claude Mailly of the Force Ouvrière (Workers’ Force) union told French radio only a large demonstration will force Sarkozy and the government to back down.Granted, the French socialists and trade unions primarily want to preserve the bankrupt wealth redistribution system in their country and do not oppose the financial system responsible for the coming austerity measures.The engineered bankster financial meltdown has forced governments across Europe to ready austerity measures.In Ireland, a proposed austerity package includes public-sector pay cuts of up to 20%, plus reductions in child benefit, tax rises, and nurses, teachers, and police officers being laid off.Portugal’s sovereign-debt risk has resulted in the country taking money from the EU’s €750bn (£640bn) fund for stabilizing euro.Spain has slashed €15bn from spending this year and next to reduce deficit by more than 4% of GDP, resulting in cuts to civil service pay, pensions, investment and child benefits.

In June, strikes hit Germany over budget cuts.Eastern Europe is a basket case. Hungary relies on the globalist loan sharks (the IMF and World Bank) while things in Latvia are so dire the government has shut down hospitals and schools as a condition of the effort to service its debt, in other words dance to the tune of the globalist bankers.Latvia is the textbook example of the damage banksters are capable of inflicting. In the period of two years, the country went dramatically from boom to bust, from the highest growth rates in the EU to the deepest recession. Not to worry, though. Earlier this month, talk of austerity resulted in a fresh wave of protests from Greece to Bulgaria, Macedonia, and Romania. Greek public sector workers walked out of their jobs protesting against EU and IMF prescribed austerity measures. Civil servants in Greece were the target of the latest demands by the international banksters. The austerity measures have hit civil servants particularly hard, with wages cut by an average of 15 per cent, in addition to tax hikes and a pension freeze agreed to help restore the country’s finances in return for a 110 billion euro ($154bn) EU/IMF bailout,Al Jazeera reported.Bankster imposed austerity measures will come soon to America. Americans are not taking to the streets only because nobody has told us that is what is being planned,Ellen Brown wrote in March of this year. The American people, who are already suffering massive unemployment and cutbacks in government services, will have to sacrifice more and pay the piper more, just as in those debt-strapped countries forced into austerity measures by the IMF.

Brown correctly identifies the culprits behind the plan to destroy the middle class and reduce America to yet another third world hell-hole — the international bankers. She quotes Carroll Quigley, Bill Clinton’s mentor at Georgetown University:[T]he powers of financial capitalism had another far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent private meetings and conferences.RT reports on the differences between American and European workers and their response to the bankster engineered economic implosion (see video below).
