Elijah being raptured to heaven.

2 KINGS 2:1,11-12
1 And it came to pass, when the LORD would take up Elijah into heaven by a whirlwind, that Elijah went with Elisha from Gilgal.
11 And it came to pass, as they still went on, and talked, that, behold, there appeared a chariot of fire, and horses of fire, and parted them both asunder; and Elijah went up by a whirlwind into heaven.
12 And Elisha saw it, and he cried, My father, my father, the chariot of Israel, and the horsemen thereof. And he saw him no more: and he took hold of his own clothes, and rent them in two pieces.

The Bible says that Elijah will come to preach in Israel. So we must look at the scripture that says this. Well Malachi 4:5-6 says Elijah will come before the great wrath of the Lord, and since the great and terrible day of the Lord is the last 3 1/2 years of the seven year tribulation, Elijah has to return before the future 7 year treaty is signed.Or just after the treaty is signed.

Matthew 17:10-11
10 And his disciples asked him, saying, Why then say the scribes that Elias must first come?
11 And Jesus answered and said unto them, Elias truly shall first come, and restore all things.

Malachi 4:5-6
5 Behold, I will send you Elijah the prophet before the coming of the great and dreadful day of the LORD:

Moses died and God hid his body.

EUOBSERVER / BRUSSELS - French President Nicolas Sarkozy has called a Middle East summit in Paris and criticised Barack Obama's and Catherine Ashton's handling of the peace process so far.Speaking at a press conference with Palestinian President Mahmoud Abbas at the Elysee palace on Monday (26 September), the French leader invited Mr Abbas, Israeli premier Benjamin Netanyahu and Egyptian President Hosni Mubarak to come to the French capital in late October. He said the Paris summit will prepare for a larger meeting of the EU-sponsored multilateral club, the Union for the Mediterranean, in November and noted that US domination of the process has yielded no results so far.There is a problem of method ... Nothing will be solved without the strong engagement of the Americans. This is my belief as you perfectly well know. I've always thought his. But does this strong engagement, which we need, have to be exclusive? This question has been asked for the past 10 years, since Camp David. If an exclusive engagement was enough, why is there no peace? he said.We don't want to be spectators who just watch as time goes by,he added.It is not viable to continue like this - and President Abbas agrees with me - for Europe to finance everything but to stay outside the political process. These things must go together. I am profoundly European and I want Europe to take back ownership of important political dossiers such as this.The EU is the largest aid donor to the Palestinian authorities. Sarkozy Tries to Take Over for Obama in Mideast Talks

Flamboyant French President Nicolas Sarkozy met with Palestinian Authority Chairman Mahmoud Abbas in Paris on Monday and announced he will ask to host a new summit with the PA, Israel and Egypt next month. Prime Minister Binyamin Netanyahu has said he would be willing to talk with Abbas at any time.With Abbas placing the diplomatic process on hold following Prime Minister Netanyahu’s refusal to extend the 10-month building freeze on Jewish homes in Judea and Samaria, Sarkozy used stronger language than U.S. President Barack Obama to oppose renewed construction for Jews.Instead of saying that renewed building is harmful to American efforts advance discussions for a New Arab country headed by the PA, Sarkozy stated. The settlements must stop. Israel has a moratorium for 10 months and it should be extended for 3 to 4 months more to give peace a chance.Israel leaders have pointed out several times that Abbas' originally demanded a building freeze and then refused to resume direct talks after the Israeli government conceded to American pressures and instituted the unprecedented moratorium. The PA argued that the building freeze was not comprehensive enough.Although Abbas said he would refuse to resume talks if the freeze were not extended, he has reacted more diplomatically and placed the ball in the court of the Arab League, which is to meet next week to discuss their next move. We will not have any quick reactions,Abbas said after meeting with Sarkozy.A summit hosted by Sarkozy would take the momentum away from the Obama administration, which has failed to bridge the gaps between the PA and Israel.

He told reporters that American involvement is necessary but is not enough. Nothing will be resolved without strong American backing,he said. But does the strong commitment that's needed have to be exclusive? That's been the question for 10 years, since Camp David. If such an exclusive commitment was enough, we'd know it.

EUOBSERVER / BRUSSELS – The EU commission and MEPs have requested clarifications from Washington on reported plans to expand an anti-terrorism programme targeting financial transactions - a move that would render void the long-debated Swift agreement enacted in August.We urgently seek clarifications from the US if these plans are an infringemet of the Swift agreement and the EU commission promised to demand further information on it, Dutch Liberal MEP Sophie in't Veld told this website on Monday evening (27 September) after a closed-door meeting with commission officials.Earlier that day, the Washington Post reported that the Obama administration was looking into expanding existing anti-terrorism programs targetting bank transfers to the extent that a long-debated agreement with the EU, dubbed the Swift agreement, would no longer be valid.Under current rules, US officials can request European data relevant to a specific terrorist investigation from the Society for Worldwide Interbank Financial Telecommunication (Swift). The request needs to be approved by the EU's police co-operation unit, Europol, and has to meet certain requirements. But if the new plans go into effect, the Washington Post said: transactions between European and US banks would be captured regardless of whether there is a substantiated need.Responding to the news, Ms in't Veld said: We are all getting a bit tired of being taken by surprise all the time. The US is our friend and ally, so we shouldn't be treated this way.Set up in the aftermath of the terrorist attacks on New York and Washington in 2001, the Terorrism Finance Tracking Program was initially a covert operation, tapping Swift data without the Europeans knowing about it. It was only when the story broke, in 2006, that Washington engaged in basic negotiations with the EU, while keeping the programme up and running.

Using its new powers, acquired when the Lisbon Treaty came into force, the European Parliament in February struck down the interim agreement, interrupting the data flow for half a year. A final agreement was subsequently negotiated by the EU commission, with extra privacy and oversight provisions, and came into force on 1 August.We see so many data transfers - passenger name records (PNR), Swift data, credit card information connected to the travel fee - that we are wondering where all this ends, the Dutch MEP said.Ms in't Veld is responsible for drafting the Parliament's position on the so-called PNR agreement, which, like the Swift programme, was put into place after the 2001 terrorist attacks and which requires all airlines who fly to or over the US to deliver personal data on their passengers to the American authorities. The PNR agreement was already struck down once by the European Court of Justice for having the wrong legal basis and the current version is pending approval by the EU legislature.A compromise solution designed to discourage the parliament form using its nuclear option veto is currently being prepared by the EU commission with extra data protection provisions in place. The EU executive earlier this month presented its guiding principles for new negotiations with Washington, to be approved by interior ministers in October. The talks could start by the end of this year.I am not blaming the US for asking us for so much data. They test where the limits are and unless the EU draws some lines, they will take as much as they can, Ms in't Veld said.

Belgian minister for agriculture Sabine Laruelle, whose country currently holds the EU's rotating presidency, acknowledged the considerable opposition after she met with EU counterparts in Brussels on Monday (27 September).I don't think we can expect a compromise over the next couple of months, she told journalists at a new conference. Diplomatic Tide Turns Against Abbas as He Freezes Talks

If Israel does not comply, Abbas said he will turn to the Arab League to consider the next step.

Emanuel once was allegedly called a self-hating Jew by Prime Minister Binyamin Netanyahu, who denied the report.Sources said that Emanuel, whose father was an underground fighter against the British Mandate before Israel was re-established as a country in 1948, has arguably landed President Obama in hot water for pushing policies that squeezed the Israeli coalition led by Prime Minister Binyamin Netanyahu.Emanuel is expected to announce on Friday whether he will run for mayor of Chicago, in President Obama’s home state. Regardless of his decision, reports have been floating for months that he has caused problems for the president, particularly among Jewish donors.To say I don’t sleep easily with the current administration’s relationship to Israel would be an understatement,billionaire Israeli native and Obama supporter Chaim Saban said earlier this year. He added that when he expressed his views to the White House, Emanuel said his own views were more hawkish than 50 percent of Israelis. The figure is highly doubtful considering the makeup of Israel's Knesset and poll results, and reflects the insularity of President Obama’s appointments.

LA bakes in record heatwave

Ulises Ruiz told the Televisa television network that the early morning landslide in the town Santa Maria de Tlahuitoltepec buried 100 to 300 houses and speculated that 500 to 1,000 people could be dead.Donato Vargas, an official in Santa Maria de Tlahuitoltepec reached by a satellite telephone, said 500 people were missing and that 300 homes were buried.We were all sleeping and all I heard was a loud noise and when I left the house I saw that the hill had fallen, Vargas said.He said he called the Mexican army and state officials for help.It has been difficult informing authorities because the road are very bad and there isn't a good signal for our phone, Vargas said shortly before the call dropped.Ruiz said the landslide followed days of rain in the Sierra de Juarez region.Rescuers were flying in from Mexico City and emergency personnel have been sent to the town about 50 miles (80 kilometers) east of Oaxaca city and 130 miles (220 kilometers) from Mexico City.There has been lots of rain, rivers have overflowed and we're having a hard time reaching the area because there are landslides on the roads, he said.Luis Marin, an official with Oaxaca state's civil protection department, said rescue crews had yet to reach the area.

On Wednesday, EU Monetary Affairs Commissioner Olli Rehn plans to issue a proposal for member states to be punished early for spending their way into trouble.Germany has led the push for tougher rules to prevent a repeat of the debt crisis that started in Greece and then rippled across Europe.That forced governments and the International Monetary Fund to put together a euro750 billion ($1 trillion) safety net for indebted governments, euro440 billion of that from European countries. LONDON (AFP) – The world is in the grip of a currency war, with leading nations using devaluation to solve economic problems, Brazilian Finance Minister Guido Mantega has warned in remarks reported from Sao Paulo.We're in the midst of an international currency war, a general weakening of currency, he said in remarks reported by the Financial Times newspaper.This threatens us because it takes away our competitiveness.Japan, South Korea and Taiwan have intervened recently to pull down the value of their currencies, the newspaper noted, and the dollar has fallen by about 25 percent so far this year against the Brazilian real. Such a fall increases the price of Brazilian exports on the US market.The remarks are set against a background of increasing tension notably between the United States and China over the value of the yuan.The United States has complained for years that China has held down artificially the value of its currency, preventing it from rising to reflect the strength of China's foreign exchange earnings from exporting, notably to the US market.This came to a head at the end of last week while the UN General Assembly meeting was being held when China's Premier Wen Jiabao told a business forum in New York that voiced fears of social unrest if Beijing bowed to US pressure.

WASHINGTON (Reuters) – The Senate is unlikely to vote on legislation to pressure China to raise the value of its currency until after the November 2 congressional elections, a Democratic senator said on Tuesday.Senator Sherrod Brown told reporters he saw strong bipartisan support for currency legislation the House of Representatives is to vote on this week. However, it is unlikely the Senate will vote on the bill before lawmakers recess in coming days to go home to campaign, he said.Many members of Congress believe China deliberately undervalues its currency by as much as 25 percent to 40 percent to give its companies an unfair price advantage.

The House bill deals with that issue by directing the Commerce Department to treat undervalued currencies as an export subsidy.That opens the door for U.S. companies to seek countervailing duties to offset China's currency advantage. However, companies must prove they have been injured, or are threatened with serious injury, by competing imports from China to win the relief.I think a majority of senators, including some number of Republicans, understand that China is gaming the currency system and that causes an imbalance trade that we need to fix, Brown, a Senate Banking Committee member, told reporters.The House bill, unlike many other pieces of legislation, is a short, readable bill, that is easy to comprehend, Brown said. Petrobras becomes third biggest oil firm

SAO PAULO (AFP) – Brazil's state-run Petrobras became the world's third-biggest oil firm by market capitalization Monday as it completed a record share issue expected to bring in around 70 billion dollars.After selling the stock on the New York stock exchange from last Friday, in the form of American Depository Receipts, the company began also selling the shares Monday on the Sao Paulo stock exchange.Those shares rose 1.93 percent to 30.23 reals by the end of trading -- higher than the 29.65 reals the new shares were priced at for trading, showing strong demand.The offering has made Petrobras the third largest oil company in the world after US-based ExxonMobil and PetroChina.Brokers, though, said a long-term uncertainty, a negative pressure lingered over the shares because of doubts over investors' returns.The government's increase in its stake in Petrobras, from 40 percent to 48 percent, also generated concerns.The degree of government intervention in decisions during the whole (capitalization) process was too high for a publicly listed company, said Miriam Leitao, an economic columnist for the newspaper O Globo.She noted that Petrobras had lost a quarter of its value over this year because of that preoccupation.Small investors are in the hands of the government, Fabio Knczuk, an economics professor at the University of Sao Paulo, told AFP.

Petrobras is to use the proceeds from the share sale to explore the offshore oil fields, which are so big they could make Brazil a major exporter.The company wants to boost capital expenditure over the next five years to 224 billion dollars to exploit the fresh reserves.Petrobras estimates the so-called subsalt fields could more than triple its existing proven oil reserves of 14 billion barrels.

GUDINCHIN, Nigeria – After water nearly overtook his village in northern Nigeria, Ali Gudinchin jumped into the rushing flood with a knife, cutting away ears of corn from stalks barely rising above the muddy surface.He ended up with only three sacks worth of food, compared to the 50-odd bags of grains and vegetables he typically grows during the arid region's brief fertile season.The insects were biting me as I cut, said Gudinchin, a 50-year-old man who uses his village's name as his surname, which is customary.It was pain in addition to the pain of losing the crop.Flood waters that rushed through his home in rural Jigawa state now cover about 34 square miles (55 square kilometers) of farmland there. As the bright sun begins to slowly dry the fields, all the farmers have are ruined stalks and dying plants — the latest strain on food in a region where other nearby countries face serious shortages.The floods have come at the worst possible time — just before harvest — when it is too late for farmers to replant their fields of millet, sorghum and cowpea, according to the Food and Agriculture Organization of the United Nations.In northern Nigeria, unusually heavy seasonal rains sent water surging through overflowing rivers. A dam failed in the northern state of Sokoto, flooding out rural pasturelands there and killing about 40 people, according to local media reports.

In Jigawa, local officials blame the inundation on officials opening two dams at reservoirs in neighboring Kano state. Typically, the water released yearly from the dams flows into farm fields across the region known as the Sahel, a band of semi-arid land stretching across Africa south of the Sahara. The waters irrigated the crops of Jigawa, a state home to more than 4 million people.This time, a huge wave of water from the reservoirs raced through already saturated stream and creek beds, quickly topping over Jigawa state's simple earthen levees, said Umar Kyari, a spokesman for Gov. Sule Lamido.About 2 million people — about half of the state's population — have been displaced or affected by the flooding that began two weeks ago, he said.The village of Gudinchin — home to a few hundred people once surrounded by fields of tomatoes, corn, rice and millet — is now cut off from the rest of Jigawa, an island in the midst of murky, fast-moving water ripe with unprocessed sewage. Besides swimming, the only way across comes from two, low-riding wooden canoes donated by the government.There, the dirt-walled granary quickly became a pile of muddy debris when the waters rushed in one night. Villagers used its walls to build an earthen levee against the rushing water. The millet able to be eaten can now be lifted up in only two handfuls.Garba Gudinchin, 55, said he and others live in fear that their dam won't hold long enough to allow the sun to burn away the remaining water. But beyond that, nearly all the village's crops now sit in ruin.I cannot tell you the figure because it is big, he said in the local Hausa language.

Nigeria, Africa's most populous country, relies on the crop from its northern states to feed the mouths of those in its oil-rich and commerce-driven south.Kyari, the governor's spokesman, warned the loss of crops would drive up food prices in the country, where most earn less than $1 a day. Kyari also estimates state ranchers lost millions of dollars worth of cattle in the flooding.The nation's farmers also supply other West African nations with their crops, countries already facing droughts and food shortages.In neighboring Niger, international aid experts warn the country faces the worst hunger crisis in its history following a prolonged drought and poor growing season last year. One of the poorest countries in Africa, Niger now has more than 7 million people — almost 50 percent of the population — suffering from a lack of food, officials say.Gautam Chatterjee, head of mission in Nigeria for Medecins Sans Frontieres, also known as Doctors without Borders, said the flooding could affect the region for the next two to three months. In the longer term, this means an increase in food insecurity and an increase in malnutrition, especially for children under 5, Chatterjee said. For now, villagers in Gudinchin who lost their homes, like Mohammed Auwal, live with their neighbors. Flood waters washed away his home and those of his immediate family. SEOUL, South Korea – Kim Jong Il made his mysterious youngest son a four-star general in a promotion seen Tuesday as the first step toward his ascent as the next leader of North Korea — extending the family dynasty in the reclusive totalitarian country to a third generation.The announcement was published in state media hours before a historic Workers' Party meeting where the 68-year-old Kim, who apparently is in deteriorating health, was expected to bestow a party title on his son, Kim Jong Un, who is in his 20s.The North Korean capital of Pyongyang was decorated with banners and placards celebrating the country's biggest political gathering in 30 years. It was at a similar meeting in 1980 where state media revealed that Kim Jong Il was in line to succeed his father, Kim Il Sung, the country's founder who died in 1994.At Tuesday's meeting, Kim Jong Il was re-elected to the party's top position of general secretary. State media gave no further details on what was discussed or decided. Footage shot by broadcaster APTN showed buses carrying party delegates leaving Pyongyang, a sign the meeting may have ended.

The moves come at a time of tension on the Korean peninsula.Earlier this year, a South Korean naval warship sank near the maritime border shared by the two Koreas, which have remained in a state of war since their three-year conflict ended in a truce in 1953. Seoul and Washington, which maintains 28,500 troops in South Korea, blame Pyongyang for torpedoing the ship. Pyongyang denies responsibility and has warned that any punishment would mean war.North Korea also remains at odds with international powers over its nuclear program, and was slapped with widespread U.N. sanctions last year after conducting a prohibited long-range rocket test and detonating a nuclear device. Pyongyang is believed to have enough weaponized plutonium to build a half-dozen nuclear bombs.The news of the son's promotion was the North Korean media's first mention of Kim Jong Un, who has remained so well-hidden from the outside world that not even his face or exact age can be confirmed. In Tokyo, Foreign Minister Seiji Maehara said Japan's goal to end Pyongyang's nuclear program remains the same whatever change is made in North Korea's leadership. In Seoul, South Korea's ruling Grand National Party denounced the North's succession process, calling it anachronistic.It's not known what kind of party position Kim Jong Un might be granted. However, the younger Kim may not have the benefit of 20 years of training like his father.Kim Jong Il, said to have diabetes and a kidney ailment, reportedly had a stroke in August 2008, sparking fears about instability and a possible power struggle in the nuclear-armed country if he were to die without anointing a successor.Kim has two other sons but the youngest is said to be his favorite.However, with Kim Jong Un still politically inexperienced, Kim Jong Il may tap his sister to oversee an eventually transfer of power, experts say. The key here is bloodline, Ha Tae-keung, chief of Open Radio for North Korea, a Seoul-based radio station specializing in North Korean affairs, told reporters in Seoul. Canada vows to protect recovery but end stimulus

MONTREAL (Reuters) – Canada's government said on Monday it would take action as needed to protect the shaky economic recovery, but resisted pressure to prolong stimulus spending as its focus turns to tackling its budget deficit.Finance Minister Jim Flaherty said the Conservative federal government has committed 98 percent of the $22 billion it had planned for the second year of its C$48 billion economic stimulus package, which was aimed at softening the blow of the recession that ended late last year.But as the recovery loses steam and economists predict a slight economic contraction in July, the first monthly contraction in almost a year, the minority government of Prime Minister Stephen Harper has come under pressure to keep the stimulus tap running beyond the March 2011 end of the program.Flaherty said the Canadian economy has recovered all the jobs lost during the recession and output has also returned to pre-recession levels. But he conceded it is a very uncertain time for the global economy.That's why the next few months are so critical for our country as this government continues our efforts to create jobs, to boost investment and to make our nation even more competitive .... he told reporters in Montreal.In the short term, the government is focused on finishing the job of implementing the economic action plan. We will also continue to monitor economic development closely and will take action as necessary to protect the economic recovery, he told reporters in Montreal.

Flaherty noted signs the private sector would soon replace the government in stimulating growth.We've seen this year some increases in the investment in machinery and equipment by Canadian business, which is quite encouraging in terms of future private-sector demand, he said.Canada's economy has fared better than that of the United States and some other major economies due to strong consumer spending and a robust housing market.The Bank of Canada became the first central bank in the Group of Seven advanced economies to raise interest rates following the global financial crisis and has now hiked rates three times since June. In contrast, the U.S. Federal Reserve is considering possibly taking further action to boost the economy there.In its report on Monday on the status of the stimulus funds, Ottawa said it has committed federal money to 23,000 projects. It said work on 97 percent of them has begun or has been completed.

OPPOSITION ATTACKS

But the main opposition party, the Liberals, kept up their attacks on Harper's economic management on Monday. They keep talking about the fact that Canada has replaced jobs. That's great ... But the reality is that the jobs that came back are more temporary, and part time and more insecure than the jobs we lost, said Liberal Party leader Michael Ignatieff.Harper needs the support of at least one of the three opposition parties to stay in power. Polls show his Conservatives have a slight lead over his rivals in popular support, not enough to win a majority.Flaherty did show some wiggle room on a Liberal demand that the government show more flexibility on its March 2011 cut-off date for finishing municipal infrastructure projects so that municipalities can get federal cash for them.Municipal and provincial governments are expected to have contributed C$7 billion to the stimulus program in each of its two years, but they could get hit with an additional C$500 million bill if projects are not finished on time, the Parliamentary Budget Officer has estimated.Flaherty said the government would be fair and reasonable about funding for projects that are nearly completed.Ottawa expects its 2009-10 budget deficit to be just over C$50 billion, or about 3.5 percent of gross domestic product. It aims to reduce the deficit to a marginal 0.1 percent of GDP by 2015, a feat the International Monetary Fund says it can achieve and which would give Canada the best fiscal standing in the G7.Ottawa will provide new growth and budget forecasts in its annual autumn fiscal update, which is usually presented to Parliament in late October. Surveillance satellite in orbit after Calif launch

VANDENBERG AIR FORCE BASE, Calif. – A new Space Based Surveillance satellite is orbiting Earth after a successful launch from Vandenberg Air Force Base on the central California coast.Diana Bell — a spokeswoman for the satellite's builder Boeing — said Sunday it was a picture-perfect launch on a beautiful Saturday night for the Minotaur 4 rocket carrying the satellite.Ball says the launch team was able to see the satellite for a long stretch on the warm, clear night.A pair of Los Angeles television stations said they received several calls from viewers asking about the fireball they'd seen in the sky.The satellite was designed to detect and monitor debris and space objects that could be a threat to national security and communications. It will be operated from Schriever Air Force Base, Colo.

It is almost tiresome, but yet another writing by White House science czar John P. Holdren has surfaced- this time questioning the right of a potential human to live and grow in the womb of an actual woman. One could fill a medium-sized library with the writings by this Malthusian monster, denouncing humans and their right to live under the sun.Holdren believes that children during the early years after birth cannot yet be considered human beings.In 1972, John P. Holdren and his old buddy Paul Ehrlich wrote an article in The Canadian Nurse. The article is entitled Abortion and Morality. The subtitle reads as follows: Has a potential human the right to live inside an actual woman without her consent? The article goes on to list the well-known arguments for abortion, such as If abortion is needed by individuals and by society, is medically safe, and is not patently immoral, it is difficult to be sure exactly what is accomplished in subjecting the procedure to restrictive government scrutiny, Holdren and Ehrich say. Infants, the two continue, are entitled to due process and equal protection under the Fouteenth Amendment to the (US) Constitution, but fetuses are not. Because of this distinction, the relaxation of abortion laws could scarcely imperil the rights of infants or of elderly and otherwise dependant people. (…) Repeal of abortion laws is long overdue. These were not some isolated comment by two overzealous eco-fascists. In the 1973 publication Human Ecology: Problems and Solutions, Holdren and the Ehrlichs wrote quite candidly about their basic view on life, providing us with yet another peek at the decaying undergrowth out of which the Ecoscience document has emerged- proposing among other things a planetary regime to assume command of matters of life and death.

In chapter 8 of the Human Ecology-document, page 235, Holdren gives us his definition of human life:The fetus, Holdren writes, given the opportunity to develop properly before birth, and given the essential early socializing experiences and sufficient nourishing food during the crucial early years after birth, will ultimately develop into a human being.In other words, Holdren not only argues, as he did in 1972, that the unborn may not be considered human- he believes that children during the early years after birth, cannot yet be considered human beings. Given this presumption by Obama’s science adviser, it may not come as a surprise that he does not shy away from coercive abortion policies or other such measures to scale back the population. After all, if an infant cannot be construed as a human being, as Holdren argues, God-given rights do not apply to them nor does constitutional protection- and therefore they can be deemed as completely at the government’s mercy.

Strong earthquake hits eastern Indonesia AP SEPT 26,10

A strong offshore earthquake on Sunday has shaken parts of eastern Indonesia. However, the Indonesian meteorological and geophysics agency says no tsunami warning was issued after the quake, and there were no immediate reports of damage or injuries.The U.S. Geological Survey says the quake measured magnitude 6.0 and struck at a depth of 8.7 kilometres northwest of Dobo, about 3,000 kilometres east of Jakarta.

GUATEMALA CITY (Reuters) – Tropical Depression Matthew churned over Guatemala on Saturday, soaking already waterlogged sugar and coffee farms, and the government warned that mudslides could occur in the coming days.Guatemalan President Alvaro Colom told people to stay home and urged communities in mountains and near rivers to take shelter inland as fast-moving Matthew looked set to slow and hang over Guatemala and Mexico's Yucatan Peninsula.The storm lost force as it came in from the Gulf of Honduras and its maximum sustained winds decreased to near 35 mph late on Saturday. The U.S. National Hurricane Center said the danger had not yet passed.We must emphasize that despite the expected weakening of Matthew, torrential rains will continue over most of Central America during the next several days,the center said.

Although it was expected to weaken, Matthew still had the potential to bring 6 to 10 inches to Guatemala and southern Mexico and as much as 15 inches to some areas. The storm was moving west-northwest and could become almost stationary by Sunday night.
The hurricane center warned Matthew's rains could set off mudslides and flash floods.
Matthew is seen dying out over the Mexican states of Tabasco and Chiapas and looked less likely to reach oil-producing areas of the southern Gulf of Mexico, but Mexican President Felipe Calderon said in his Twitter feed that his government was on alert.

Coffee and sugar farmers face rain on already clogged fields from this year's active hurricane season that has already battered the region. Growers worry rain from Matthew could delay the start of coffee and sugar harvests.A lot of ground is already saturated and it could result in landslides, Guatemala's emergency services agency, CONRED, said in a statement.We expect that in some places there could be flooding and rivers overflowing,said Eddy Morales, director of the country's meteorological institute.High winds and heavy rain soaked Honduran tourist resorts along the Caribbean coast and hundreds of people spent the night in Honduran government-run shelters but were relieved the fast-moving storm left towns unscathed.

The storm looked really dangerous and the rains were heavy, but in the end it passed without doing much,said Juan Angel Delgado, a retired resident of the tourist town of Tela.Matthew hit Nicaragua's Atlantic coast on Friday afternoon, powered along the Honduran coast before hitting Belize and Guatemala on Saturday.Sugar losses might be serious because cane fields are still flooded from earlier rains. LAGOS, Nigeria – Nigerian authorities opened the gates at two swollen dams in the country's rain-soaked north, sending a flood into a neighboring state that has displaced 2 million people, officials said Friday.Water from the Challawa and Tiga dams has swept through rural Jigawa state, bordering the nation of Niger, said Umar Kyari, a spokesman for the state governor. Kyari said the rising waters have affected about 5,000 villages in the typically arid region approaching the Sahara Desert.They released water indiscriminately, Kyari said.It wasn't immediately clear whether residents received a warning or if anyone was injured or went missing in the flooding. Officials typically open dams seasonally in the region, but it appears far more water flowed out than residents expected.Jigawa is home to 4 million people, so half of the state's population has been displaced by the flooding.Nigeria, an oil-rich nation of 150 million in West Africa, has strong seasonal rains that wash through the country. However, this year has seen particularly strong rains in the north that already have broken a dam and flowed over levees in another northern state.Local officials had begun putting displaced families in rural schoolhouses and other government buildings out of the reach of the floodwaters, Jigawa state information commissioner Aminu Mohammed said. However, Mohammed said the water had reached the border with neighboring Yobe state.The flood has washed away all the farms and houses, Mohammed said.

Officials with the agency in charge of the dams in neighboring Kano state could not be immediately reached for comment Friday night.Jigawa state sits about 870 miles (1,400 kilometers) from Lagos in Nigeria's Muslim north.Mohammed said the flooding has grown progressively worse since August, reaching its height Friday. He said more than 34 square miles (88 square kilometers) of farmland have been washed away by the flooding, as well as millions of dollars worth of cattle.The commissioner said the state has yet to receive significant aid from the federal government.Typically, the water released yearly from the dams flows into farm fields across the region known as the Sahel, a band of semiarid land stretching across Africa south of the Sahara. There, farmers use the water in the region's brief fertile season to grow corn, rice and a variety of vegetables. However, rains this year have been unusually strong, putting pressure on the reservoirs and dams in the area.In Nigeria's northwest state of Sokoto, floodwater topped levees and a dam failed during recent flooding, spilling water into surrounding villages. FAMAGUSTA, Cyprus – A boat carrying Jewish activists from Israel, Germany, the U.S. and Britain set sail on Sunday for Gaza, hoping to breach Israel's naval blockade there.Richard Kuper, an organizer with the U.K. group Jews for Justice for Palestinians, said one goal is to show that not all Jews support Israeli policies toward Palestinians.Kuper said the boat, which set sail from northern Cyprus flying a British flag, won't resist if Israeli authorities try to stop it.Boat passenger Rami Elhanan, an Israeli whose daughter Smadar was killed in a suicide bombing at a shopping mall in Jerusalem in 1997, said it was his moral duty to act in support of Palestinians in Gaza because reconciliation was the surest path to peace.Those 1.5 million people in Gaza are victims exactly as I am, Elhanan, 60, said in an interview.Organizer Alison Prager said from the boat before it left Cyprus that although many Jews have been on previous blockade-busting trips to Gaza, this was the first time Jewish groups have banded together to send a boat of their own.

In Jerusalem, Israeli Foreign Ministry spokesman Andy David called the latest protest boat a provocative joke that isn't funny.It's unfortunate that there are all kids of organizations involved in provocations that contribute nothing and certainly don't contribute to any kind of agreement, David said.Hamas, the Islamic militant group that seized control of the coastal strip of Gaza three years ago, had no immediate comment.The trip came nearly four months after Israeli commandos boarded a flotilla of Gaza-bound ships, including the Mavi Marmara, killing nine activists.

The voyage also came as Israelis, Palestinians and U.S. mediators sought a compromise that would allow Mideast talks to continue after an Israeli settlement slowdown expires at midnight.Israel maintains a strict naval blockade on Gaza Strip that bars ships from entering the coastal territory. The Irene boat planned to deliver children's toys, medical equipment, outboard motors for fishing boats and books to Gaza residents.Kuper said the voyage is a symbolic statement intended to show that not all Jews support Israeli policies toward Palestinians and to underscore what he called Israel's illegal, unnecessary and inhumane blockade of Gaza. JERUSALEM – With a midnight deadline looming, Israel's prime minister on Sunday called on West Bank settlers to show restraint following the end of a government-ordered construction slowdown.The deadlock over Jewish settlements appeared to be going down to the last minute, though there were small signs from the Israeli and Palestinian sides that a deal would be reached.Israeli Prime Minister Benjamin Netanyahu has said he will not extend the slowdown on construction he imposed exactly 10 months ago. The Palestinians, opposed to all settlements built on territories they claim for a future state, have said they will quit negotiations if Israel resumes building.Seeking to lower the tensions, Netanyahu issued a statement calling on settler groups to show restraint and responsibility today and in the future — just as they showed restraint and responsibility during all 10 months of the new construction suspension. Netanyahu also instructed his Cabinet ministers not to speak to the media.Settler leaders rejected Netanyahu's call, however, and vowed to proceed with a symbolic groundbreaking ceremony later in the day at Revava, a settlement deep inside the West Bank, marking the end of the construction restrictions.

BEIJING – Chinese authorities say five people have been sickened with pneumonic plague in Tibet and that the deadly disease has killed one of them.The Tibetan regional health department says the cases were reported in Laduo, a village in Lang county in the remote region.The department said in a statement Sunday that the first case was found Sept. 23 and that the patient died of a severe lung infection. The remaining four people have been quarantined.The disease can kill in as few as 24 hours if left untreated.Last year, an outbreak of the disease in a farming town in Qinghai province killed three people and sickened nine, prompting authorities to seal off the community of 10,000 people for more than a week.

Worried parents have bombarded the maker of Similac with phone calls and peppered Facebook and Twitter pages over fears about insects in the top-selling baby formula after millions of cans were recalled.But the company said Thursday it's unlikely any of the formula already sold is tainted, and doctors offered more reassurance: Even if babies drink bug-tainted formula, the chance for serious harm is slim.There's no reason for parents to panic, said Dr. Joseph Gigante, an associate professor of pediatrics at Vanderbilt Children's Hospital in Nashville, Tenn. Symptoms might include a mild upset stomach, but he says that should last only a few days.Still, parents like Stephanie Roseman of Farmington Hills, Mich., are upset. Her 3-month-old son seemed like he had a stomach ache this week after drinking formula from one of Abbott's recalled lots. So Roseman's switching to a rival formula.He was definitely fussy, and he's not a fussy kid at all, said Roseman, 33. I wish they were a little more careful screening what's going into the formula.North Chicago, Ill.-based Abbott voluntarily recalled 5 million cans and plastic containers of Similac powdered formula only as a precaution after small common beetles were found at its Sturgis, Mich., manufacturing plant, said company spokeswoman Kelly Morrison.

The bugs are a common warehouse beetle that were found near a production line late last week. Abbott immediately stopped production and then tested containers of formula from that line. Morrison said 99.8 percent of product was not contaminated.
Chances are really, really remote that beetle parts made it into formula that was sold to consumers, but the products were recalled just in case they might contain beetle parts or larvae, Morrison told The Associated Press.Similac is the top-selling infant formula in the United States. Abbott's nutritional products, including adult brands like Ensure, had worldwide sales of $5.3 billion last year.

Morrison said Abbott expects to lose $100 million in connection with the recall.
Recalled products include certain lots of Similac Advance LCP with iron powder, Go and Grow milk powder and Isomil Advance Powder. Morrison stressed that liquid formula is not involved.Affected products were sent throughout the United States, and to Bermuda, Guam, Puerto Rico and 17 other countries in the Caribbean region including Jamaica and Haiti.The company set up a website, http://www.similac.com/recall, and consumer hot line at (800) 986-8850 where consumers can check to see if they have products with the affected lot numbers. Abbott said those products should be returned to the company for a full refund.

Delivering anything less than the highest quality formula ... is unacceptable to is, Morrison said.We will do whatever is necessary to maintain the trust of parents.That includes setting up new online and telephone access for parents to find out which lots were recalled. But after a rash of recent recalls, from eggs to baby Tylenol she used to give her son, she said she's starting to think no products are safe. Many hospitals use powdered Similac in newborn nurseries for mothers who don't breast-feed, including Harvard's Brigham and Women's, where affected containers were removed Wednesday night.The good news is that most likely this won't cause any harm to anybody, even if there was contamination,said Dr. Robert Insoft, director of that hospital's newborn intensive care unit.Parents concerned if their children show digestive symptoms after drinking affected formula should contact their doctors, he said.Abbott was consulting with the U.S. Food and Drug Administration, which is investigating.

In addition to formula, the Michigan production site, 140 miles east of Chicago, processes condensed skim milk, according to the state Department of Agriculture, which said it found no problems during the last inspection in July. The plant has received good marks the last few years, according to documents released under the Freedom of Information Act. TRENTON, N.J. – Amgen Inc. is recalling some lots of its blockbuster Epogen and Procrit anemia treatments because the injected drugs may contain glass flakes that could cause blood clots, swelling of veins, immune system reactions and other problems.The Thousand Oaks, Calif., biotechnology company says the flakes are barely visible in most cases, and they have fielded no complaints or reports about problems that can be directly tied to them. Patients experiencing problems should contact their doctor.Amgen says the flakes are caused by the interaction of the drug with glass vials over the product's shelf life.The affected lot numbers and expiration dates can be found on websites for the products, and patients can call 1-800-77-AMGEN to ask questions. Patients harmed by the recalled products, or their doctors, should notify the Food and Drug Administration and either Amgen or Johnson & Johnson's Centocor subsidiary.This is not the first recall this year over a liquid medicine containing glass particles.Baxter International announced a recall on May 17 for its genetically engineered Hylenex, a solution for rehydrating sick children. Procrit also treats it for cancer patients on chemotherapy and some HIV-infected patients.

Amgen makes both products at plants in Puerto Rico. It has long had a deal under which Johnson & Johnson sells Procrit in the U.S. The drugs work by stimulating production of oxygen-carrying red blood cells, which reduces anemia and can decrease the need for blood transfusions.Sales of the products have declined somewhat in recent years because of restrictions by the U.S. Centers for Medicare and Medicaid Services over concerns that higher doses of the drugs can be dangerous. ATLANTA – One in five sexually active gay and bisexual men has the AIDS virus, and nearly half of those don't know they are infected, a federal study of 21 U.S. cities shows.Experts said the findings are similar to earlier research, but the study released Thursday is the largest to look at gay and bisexual U.S. men at high risk for HIV. More than 8,000 men were tested and interviewed, and 44 percent of those who had the virus didn't know they had it.Overall, less than half of 1 percent of Americans have the AIDS virus, according to a calculation by the Kaiser Family Foundation, a research and policy organization in Washington, D.C.But gay and bisexual men continue to be infected at much higher rates, said Jennifer Kates, Kaiser's director of global health and HIV policy.We don't have a generalized epidemic in the United States. We have a concentrated epidemic among certain populations, she said.That's why a new national AIDS strategy, unveiled by the White House in July, is emphasizing more of a government focus on men who have sex with men and others at the highest risk of getting infected, Kates said.The Centers for Disease Control and Prevention recommends HIV testing at least once a year for all men who have sex with men and are sexually active, but research indicates more than half don't get tested.

An earlier study in just five cities in 2004-05 found similar results.The new study, conducted in 2008, included 16 additional cities. Turkish PM does not rule out IMF-backed fiscal reform

ISTANBUL (Reuters) – Turkish Prime Minister Tayyip Erdogan said on Saturday he did not completely rule out an International Monetary Fund-backed fiscal reform bill that reins in the public spending.Erdogan, however, told a news conference that the reform's adoption has been postponed for now as it would create problems over new investments by the public sector.Turkey has postponed the fiscal rule legislation, which is designed to reduce the budget deficit and debt-to-GDP ratio, in a move dashing investor expectations that it would be introduced in time for the 2011 budget.Rating agencies have warned that the delay may result in deficit reduction plans being diluted.We are not completely ignoring the fiscal rule, but the fiscal rule almost operates like a domestic IMF. We have postponed its adoption and it could be passed later, Erdogan said.Turkey's markets initially fell in early August when government ministers announced postponement of the reform bill because this could signal loose spending ahead of parliamentary elections in mid-2011,The markets later recouped their losses after budget data continued to show high tax revenues as the economy recovers strongly from last year's recession and voters approved a European Union-backed package overhauling the constitution.

WASHINGTON – BP's lead investigator into the Gulf of Mexico oil spill has told an independent panel of experts that the company's internal probe has limitations.Mark Bly, head of safety and operations for BP PLC, says a lack of physical evidence and interviews with employees from other companies limited BP's study.Bly is appearing before a National Academy of Engineering committee on Sunday. The April disaster killed 11 people and released 172 million gallons of oil.BP's study said eight separate failures led to the oil rig accident. The report said BP and other companies were mainly responsible.But the conclusions were made without examining the drilling rig or a key piece of equipment, the blowout preventer.

Roaring fire hits Sao Paulo slum

SAO PAULO – A fire has raged through a Brazilian slum, destroying more than 300 homes.Residents of the Real Parque neighborhood in Sao Paulo were frantically using buckets of water in an attempt to douse the flames that burned through their houses —many little more than shacks. Firefighters arrived around noon Friday and it took three hours to control the blaze.Fire officials say nobody died and only 10 people were hurt.A cause has not been found.Fires in Sao Paulo's packed slums are common and are often caused by failures of power lines that are haphazardly strung throughout the areas as residents illegally tap into the energy grid to get free power.

Ethiopians want more from sacred Nile waters

GISH ABAY, Ethiopia (AFP) – Here in the shadow of Mount Gish, the spring water that forms the Blue Nile is believed to have healing powers, but Ethiopians say that is the only benefit they get from the mighty river.These waters are sacred, they perform miracles for the sick, Berhanu Melak, an elderly farmer, told AFP as he filled a metal trough with water for the throngs of white-cloaked men and women who have been queuing since the early hours in this town 400 kilometres (250 miles) north of Addis Ababa.The sparkling stream in Gish Abay spills first into Lake Tana then makes its way towards Sudan as the Blue Nile. There, the river joins the White Nile in Khartoum before draining into Egypt's Mediterranean coast, spanning in all nearly 6,000 kilometres.But look around you, there is nothing here. The big river doesn't feed us, Berhanu says, his voice almost drowned out by the nearby bathers.

It is a sentiment that has echoed for centuries in Ethiopia: while the land where the Nile originates is constantly ravaged by drought, downstream countries get the full benefit of its water.In the Amhara region where 85 percent of the Nile's flow stems from, some 850,000 people are dependent on food aid, according to the UN.
Crops only grow here when it rains -- in sharp contrast to the situation downstream in Egypt, where vast commercial farms and even lush golf courses flank the river.In an attempt to change this state of affairs, Ethiopia, Kenya, Rwanda, Tanzania and Uganda, all upstream -- and poorer -- countries, signed a new pact this year which they say will ensure equitable use.Under the treaty, Addis Ababa intends to tap its water resources to build dams and export power to neighboring countries, while also setting up irrigation projects to curb famine.But Egypt and Sudan, both almost completely dependent on the Nile, say upstream projects would drastically reduce the river's flow and have refused to give up a drop of water.They have said the issue is a matter of their national security ... same goes for us, Ethiopia's water resources minister Asfaw Dingamo told AFP.

For a long time we have applied for loans in order to be able to utilise our resources, only to be turned down because of Egyptian and Sudanese objections, he added.Ethiopia has now decided to self fund its projects, claiming they will not harm the interests of other countries.Our stretch of the Nile has the potential to generate 10,000 megawatts and 1.1 million hectares (2.7 million acres) for irrigation. Our current usage on power is only 0.45 percent of the Nile's flow, said Fekahmed Negash, an expert at the ministry.Even if we were able to develop all that land, we would be using only 10 percent of the flow. Our plan at the moment is six percent in 50 years time.I don't think the downstream (countries) are justified. A legal framework ... is usually what any downstream riparian in a transboundary basin would dream about, Ana Cascao, project manager at the Stockholm International Water Institute, told AFP.The downstream riparians do not have this perception because they already have bilateral legal agreements that allocate the Nile's waters, she added.At the heart of the dispute is a 1929 agreement between Cairo and colonial Britain which gave Egypt veto power over upstream projects. Another deal between Egypt and Sudan in 1959 allowed Egypt 55.5 billion cubic metres of water each year --87 percent of the Nile's flow -- and Sudan 18.5 billion cubic metres.Cairo's inflexibility, coupled with past attempted invasions to take control of the source, rankles with locals here.They (Egypt) have always been our enemies. They do a lot of things to harm my country,said Frew Terefe, a 20-year old university student from Gish Abay.Officials here also accuse Egypt of supporting insurgent groups to foment instability, while at times the two countries have seemed on the verge of conflict on the issue.If Egypt were to plan to stop Ethiopia from utilising Nile waters it would have to occupy Ethiopia and no country on earth has done that in the past, Prime Minister Meles Zenawi told reporters a few years back.

Experts nowadays prefer to highlight the mutual benefit the new treaty can ensure.
The ideal scenario is one whereby the Nile Basin will be not only a hydrological unit, but also a political and economic unit wherein, by cooperating, the countries will be able to invest and implement projects that will benefit all countries, Cascao says.Mekuanint Nigussie, a 22-year old student from Gish Abay, has similar views.There is always room for cooperation. We don't want them to starve while we build our country.

Climate activists close down world's largest coal port

SYDNEY (Reuters) – Australian climate change activists Sunday closed down operations at the world's largest coal port after entering its three terminals and attaching themselves to loaders, the terminal operator and the protesters said.The action by climate change group Rising Tide in Newcastle stopped operations at all three terminals operated by Port Waratah Coal Services, which normally run continuously, a company spokesman said.Asked if all operations at the facility had been halted due to the action, a company spokesman told Reuters: Yes, that is correct. All operations have temporarily stopped.Rising Tide said about 50 people in total were involved in the protest, some entering before dawn Sunday morning, abseiling down machinery and attaching themselves to loaders. Others demonstrated with banners.

Spokeswoman Annika Dean said nine protesters attached themselves to infrastructure, calling it an emergency action to highlight climate change, which she blamed for recent fires in Russia and floods in Pakistan.We have stopped all operations in the coal port, Dean said.These weather events are consistent with the scientific predictions for climate change.
