President Obama’s ominous claim that America can absorb a terror attack will have many fearing that staging some kind of false flag event will be the only way the government can overturn the massive resistance to big government that has grown exponentially since Obama took office.During an interview with journalist Bob Woodward, the president said, We can absorb a terrorist attack. We’ll do everything we can to prevent it, but even a 9/11, even the biggest attack ever . . . we absorbed it and we are stronger.However, the only thing that was made stronger by 9/11 was the federal government’s power to harass, shake down and spy on the American people, as was exemplified yet again recently when Pennsylvania’s Office of Homeland Security was caught conducting surveillance on peaceful protest groups with the aid of an Israeli security company who listed Second Amendment groups amongst others as terrorists.Given how both Bush and Clinton before him exploited terror attacks on U.S. soil to boost their flagging political agendas, we should be wary of Obama and his masters making good use of their own October surprise to counter record low approval figures for Congress on the eve of the midterm elections.Talk show hosts such as Michael Savage have long been warning of a Reichstag fire-like event would be concocted to reinvigorate support behind Obama and given that his advisors include such ruthless individuals as Rahm Emanuel, the knife wielding son of a former Israeli terrorist who was involved in bombing hotels, marketplaces as well as massacres, we would be naive to put anything past these people.

Indeed, it was only two months ago that former Clinton advisor Robert Shapiro wrote in the Financial Times that the only thing that could save Obama’s tenuous grip on power was a terror attack on the scale of Oklahoma City or 9/11.The bottom line here is that Americans don’t believe in President Obama’s leadership, said Shapiro, adding, He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.Shapiro was clearly communicating the necessity for a terror attack to be launched in order to give Obama the opportunity to unite the country around his agenda in the name of fighting terrorists, just as President Bush did in the aftermath of 9/11 when his approval ratings shot up from around 50% to well above 80%.Similarly, Bill Clinton was able to extinguish an anti-incumbent rebellion which was brewing in the mid 1990’s by exploiting the OKC bombing to demonize his political enemies as right-wing extremists. As Jack Cashill points out, Clinton descended on Oklahoma City with an approval rating in the low 40s and left town with a rating well above 50 and the Republican revolution buried in the rubble.Only by exploiting a domestic terror attack which can be blamed on right-wing radicals, or by rallying the country round another war in the middle east, can Obama hope to reverse the tide of anti-incumbency candidates that threaten to drastically dilute the power monopoly of establishment candidates from both major political parties in Washington.Shapiro is by no means the first to point out that terror attacks on U.S. soil and indeed anywhere in the world serve only to benefit those in positions of power.

During the latter years of the Bush presidency, Secretary of Defense Donald Rumsfeld mused with Pentagon top brass that shrinking Capitol Hill support for expanding the war on terror could be corrected with the aid of another terror attack.Lt.-Col. Doug Delaney, chair of the war studies program at the Royal Military College in Kingston, Ontario, told the Toronto Star in July 2007 that The key to bolstering Western resolve is another terrorist attack like 9/11 or the London transit bombings of two years ago.The same sentiment was also explicitly expressed in a 2005 GOP memo, which yearned for new attacks that would validate the President’s war on terror and restore his image as a leader of the American people.In June 2007, the chairman of the Arkansas Republican Party Dennis Milligan said that there needed to be more attacks on American soil for President Bush to regain popular approval.The Obama administration has proven itself to be alarmingly adept at lying about every issue under the sun, so why should we believe any different when it comes to the terror threat to America? Using terror or the threat of terror as a political tool has been a routine ploy in recent years, and was acknowledged by former Homeland Security chief Tom Ridge when he admitted he was forced to issue fake terror alerts shortly before elections to influence the outcome.Threatening terror has also been a tactic of some of Obama’s biggest supporters in the Democratic party, people like former Senator Gary Hart, who in 2007 wrote a thinly veiled threat to Iranian leaders pointing out that the U.S. has been involved in numerous staged provocations over the years to achieve political agendas, mentioning specifically the Gulf of Tonkin incident and the sinking of the Maine.Given the documented history of staged false flag events being used to manipulate both domestic and geopolitical affairs, added to the numerous threats of such provocations from several highly respected political operatives, it would be foolish to rule out the notion that the Obama administration could turn to such desperate measures in a last gasp effort to salvage power and demonize its growing legions of political adversaries.

EUOBSERVER / BRUSSELS - MEPs have backed a package of EU legislative proposals on financial supervision, the final approval needed for the 27-member bloc to set up a new system of financial watchdogs, designed to guard against a repeat of the recent financial crisis. Sitting in plenary in Strasbourg on Wednesday (22 September), the euro deputies passed the new legislation by a large majority after months of political wrangling with member states, primarily the UK, which proved less keen on the new EU-level bodies due to fears they could impinge on national sovereignty.

This is a historic watershed moment, Belgian finance minister Didier Reynders said before the vote. As holders of the EU's rotating presidency, Belgian officials have been conducting difficult talks with representatives of the European Parliament over the past few months in a bid to narrow their differences. Following proposals from the European Commission, member states reached a political agreement last December, but MEPs were quick to voice their opposition, brandishing the deal as overly watered-down and riddled with vetoes.Wednesday's vote on a compromise text means three new European Supervisory Authorities (ESAs) will start work in January next year, co-ordinating national supervisors in the areas of banking, pensions and financial markets. Part of their role will be to improve the flow of information between national regulators, after the financial crisis in 2008 exposed the vulnerability of national financial systems to the collapse of large cross-border firms.Europe will now have a supervisory model that is adapted to its needs. You have to remember that half the banks in Europe come from other states, said EU financial services commissioner Michel Barnier.A European Systemic Risk Board will monitor for the build-up of risks in the EU financial system as a whole, and will issue 'recommendations' whenever it detects a threat such as a housing or stock market bubble.Its will be headed by the European Central Bank chief for the first five years, after which arrangements will be reviewed.

Implications

Under the final deal, the ESAs will get powers to settle disputes among national financial supervisors if they fail to agree on a cross border issue, such as the Fortis bank collapse in 2008 which saw arguing between the Netherlands and Belgium delay the rescue operations.They will also be able to impose temporary bans on risky financial products and activities, as well as propose the setting up of new Europe-wide technical standards in the different areas. If national supervisors fail to act, then the new bodies in theory can also impose decisions directly on financial institutions in extreme cases, although it remains to be seen how this will work. The new regulators must be responsible, cautioned centre-left MEP Peter Skinner who championed strong powers for the pensions authority and steered the legislation through parliament.In general however, MEPs did not win the power for the authorities to directly supervise banks and other financial players, leaving that task to national regulators, although a review after three years could see the ESAs' powers grow. Parliament's call for all three authorities to be located in Frankfurt close to the European Central Bank was also shelved in the final compromise. Instead, the European Banking Authority (EBA) will be based in London, and a European Securities and Markets Authority (ESMA) in Paris, with only the European Insurance and Occupational Pensions Authority (EIOPA) set up in Frankfurt.

Ashton justifies low intake from new EU countries

EUOBSERVER / BRUSSELS - New EU countries did poorly in the recent intake of senior diplomats for the European External Action Service (EEAS) because their candidates frequently applied for the same posts, EEAS chief Catherine Ashton has said.One problem this time round is that newer Member States were competing against each other for few posts in [sic] neigbourhood region (nearly two thirds of applicants from newer member states concentrated on just 5 posts), the British baroness wrote in a letter to Polish centre-right deputy Jacek Saryusz-Wolski on Wednesday (22 September).She added that relatively few women applied because of: the requirement for unbroken professional experience (which does not reflect the often non-linear career patterns of female applicants).Out of 68 shortlisted candidates for the 29 jobs, 11 were from new EU countries and 14 were women. Four candidates from new countries and seven women got through. It is unclear how many candidates from either category were knocked out at the shortlisting stage.

Ms Ashton said her letter is designed to set out the facts - rather than the myths and noted that the appointments add up to a 40-percent-plus jump in the number of eastern Europeans and women in senior overseas jobs.The application process for a further 80 high-level EEAS postings closed on 10 September. Another 20-or-so senior administrative jobs in the service are also up for grabs. Former Communist and former Soviet EU countries believe that France, Germany, the UK and other older members of the EU club divide up the best posts between them in back room deals. The ex-Iron Curtain states are also keen to get people into post-Soviet-region postings because they believe they are better qualified to handle them. The current EU envoy to Russia, a Spaniard, and the ambassador to Ukraine, a Portuguese, speak little-or-no Russian or Ukrainian.Former colonial powers know better the situation in Latin America or in the Middle East. Eastern European diplomats know better the situation in the post-Soviet area. That's the reality, Mr Saryusz-Wolski, a rapporteur on the EEAS for the parliament's foreign affairs committee, said.He dismissed the Ashton percentages as a statistical trick.An increase on the basis of small numbers always looks very high. The division of the 29 posts does not correct the geographic or gender imbalance [in the EEAS],he said.The foreign affairs committee on Monday postponed until 29 September its formal opinion on how to amend the EU's staff regulations in order to include the EEAS. It aims to meet with MEPs from the legal affairs committee on 28 September in order to press them to include provisions on geographic and gender balance in the letter of the law on EEAS personnel.Parliament expects to finalise its views on EEAS staff and budget rules at its October plenary. The service is due to start work on 1 December.

EU citizens no longer see benefits of internal market, Barnier says

EUOBSERVER / BRUSSELS – The EU needs to revert to the principles of a social market economy as its citizens no longer feel served by the single market, EU internal market commissioner Michel Barnier has said.Speaking to a group of journalists on Monday (20 September), the centre-right French politician pleaded for finding the means for reconciliation between citizens and the European economic project. And to re-find the initial objective [of the European Community] which was very much a social market economy.Barnier:He indicated citizens no longer realise that the internal market, long considered among the EU's most cherished achievements, improves their lives.The current economic climate with member states on the defensive amid rising unemployment and citizen unrest has made his job more difficult. The internal market remains vulnerable to the increase in populistic and nationalistic tendencies,he said.The commissioner has two major initiatives in the pipeline to safeguard the heart of the European project – the relaunch of the Single Market next month, a major undertaking containing between 30 and 40 new proposals, as well as a proposal on making sanctions for market abuse heavier.A former foreign and farm minister, Mr Barnier is also being closely watched for how he deals with regulating financial services where the current laissez-faire culture is seen as having led to the global economic crisis.Having secured on Wednesday (22 September) what critics say is too weak an agreement on financial oversight in order to prevent such a crisis happening again, the commissioner has a raft of other proposals in the offing including on regulating short selling; improving transparency in the derivatives market; strengthening sanctions for violations of financial services laws and forcing banks to put aside more capital reserves.

He remains attached to the idea of a European ratings agency - ratings agencies analyse the risks facing companies and bonds issuers and were blamed for failing to anticipate the financial crisis - and says that the idea of the tax on financial transactions is one of the major questions ahead of him and his colleagues. Financial services, argues the commissioner, must be put back at the service of the real economy.The drive to regulate risks being undermined not only by national capitals, particularly London, home to the EU's most important financial centre, but also a creeping complacency about the crisis being over.The financial crisis is like the environmental crisis, people have very short memories. It is our responsibility as politicians to remind people and to fully learn the lessons of the crisis and not let people forget those lessons, the commissioner said. This includes banks who - though I stress not all of them - say to us that now it is business as usual.With the European Commission having come under fire in the past from both the European Parliament and some member states for reacting too slowly to the economic crisis, Mr Barnier says he believes the executive is now doing what is expected of [it].I believe very strongly in the commission's sole right to propose legislation [and] that we must use it in a proactive way and not in a defensive way. And that it is something I try to do in my own area.Comparing his current mandate to his time as regional commissioner in 1999-2004, Mr Barnier noted that one of the biggest differences is the increase in the number of member states, from 15 to 27, and the greater powers and diversity of the European Parliament. This makes getting agreement on issues a much more time-consuming affair, he said.

Van Rompuy defends economic taskforce against critics

EUOBSERVER / BRUSSELS – EU council president Herman Van Rompuy on Wednesday (22 September) defended the working speed of his taskforce set up to look at legal ways to strengthen economic co-ordination among member states in order to avoid another sovereign debt crisis.Although some have claimed that our work on this is slow, we have in fact covered an enormous amount of ground in a very short time, Mr Van Rompuy told MEPs during a hearing on the outcome of last week's summit.He added that in his view, progress on updating rules on economic governance was happening very quickly when compared to the negotiations establishing the 1997 Stability and Growth Pact, which laid down the ground rules for the eurozone. In the run-up to the summit, several EU diplomats cast doubts that Mr Van Rompuy's taskforce would make any headway in the coming months. Van Rompuy has probably already achieved what he expected to achieve in terms of the European semester,one source said, referring to the new six-month budget review period agreed by finance ministers two weeks ago. But the former Belgian prime minister insisted that his report, due on 27 September and likely to be adopted by EU leaders on 28-29 October, will draw the final right lessons of the crisis.He admitted however that there are divergences among member states over the scope of sanctions for deficit laggards – the sticking point over how to make economic governance work. As economic talks at last week's summit were completely overshadowed by the Roma row between France and the EU commission, Mr Van Rompuy stressed that such council gatherings should not be seen as summits, but as routine meetings of an EU institution.

Criticised by leftist and Green MEPs that he appears to be in a parallel galaxy for presenting the summit as a success, Mr Van Rompuy said he prefers to stick to facts rather than be seduced by perceptions.He defended his stance that EU leaders should meet as often as possible under his chairmanship, because it gives to the member states a sense of ownership and participation in the Union and reinforces their commitment to its success.That is why I am investing time and energy in maintaining regular contacts with the presidents of other institutions, not least the President of the European Commission, the rotating council presidency, the Central Bank, the Euro Group and of course yourself Mr President [of the European Parliament].With all his good intentions of making the EU work, last week's summit was however marred by fighting over the extent to which the commission should be allowed to defend EU law.

Speaking in the plenary, Socialist leader Martin Schulz highlighted the problem of applying EU policies only when it fits my policies back home - something he said that both centre-right and centre-left governments indulged in.This institutional danger puts Europe as a whole at risk. We need the community method and it is the task of the European Parliament to get this through,he said.

Two States and Two Statements instead of Two Peoples

Palestinian Authority Prime Minister Salam Fayyad stalked out of a meeting with Deputy Foreign Minister Danny Ayalon in New York Tuesday evening after refusing to add the words two peoples to the phrase two states. His refusal emphasized the PA's determination not to acknowledge that Israel is a Jewish State.The spat caused the cancellation of a scheduled press conference at the United Nations Ad Hoc Liaison Committee meeting. In a summary statement that was being prepared, Ayalon pointed out to Fayyad that the phrase two states, meaning Israel and the Palestinian Authority, was not followed by the usual term two peoples.Fayyad answered by simply walking out abruptly. The Palestinian Authority won’t even agree on words, let alone actions,Ayalon commented on Voice of Israel government radio Wednesday morning. Israel has done more to try to establish a Palestinian Authority state than they have done.

He said that the PA will be to blame if it walks out on the American-initiated talks because of Prime Minister Binyamin Netanyahu’s plans to resume building Jewish homes in Judea and Samaria after the 10-month freeze expires next Monday.For nine and a half months, what did they say—it [the freeze] is not serious so we won’t talk, Ayalon added. Abbas Backs Off Threat to Quit Talks over Building Issue

Abbas told American Jewish leaders Tuesday night,I cannot say that I will leave the negotiations if Israel resumes building homes for Jews in Judea and Samaria.He added that it would be difficult for me to resume talks if the 10-month building freezes is not extended, but his softer language was the first time he has backed off from his threat to walk out if his demands are not met. Editor of the Hebrew newspaper Makor Rishon, Uri Elitzur, predicted this in an interview with INN news on Tuesday, but saw it as part of a master plan that would soon make the PA state a fait accompli.The United States and the European Union have put intense pressure on Prime Minister Binyamin Netanyahu to extend the moratorium. U.S. Secretary of State Hillary Clinton suggested that it be extended for three months, by which time the Palestinian Authority and Israel would be required to draw up final borders.There are those who claim that this would allow Israel to continue to build in communities that are to remain part of the country in any agreement, but Prime Minister Netanyahu rejected that limiting idea. He explained that the freeze was imposed to meet Abbas' condition for talks and not for any other purpose, but that he then continued to refuse to sit down at the same table with Israel for months anyway.Abbas spoke with approximately 60 American Jewish leaders for the second time this year, despite criticism from many leaders after the first meeting that he was trying to use them to fortify his position at Israel’s expense. The meeting was sponsored by the S. Daniel Abraham Center for Middle East Peace.

The PA leader argued that he did not boycott talks for the past 10 months, during which time U.S. Middle East envoy George Mitchell tried arrange proximity talks that the United States was to mediate. They did not get off the ground until less than two months ago and lasted for only one or two meetings that were bogged down with the building freeze demand.Now, when we are starting real negotiations, now he [Netanyahu] refuses to give us two, three, four months, to give the opportunity for negotiations to tackle final status issues,Abbas said.Why? We cannot miss this opportunity.Abbas also indicated the possibility he would soften his position against agreeing to call Israel a Jewish State. One Jewish leader asked him what he would do if Israel changed its official name to The Jewish State of Israel,Abbas answered, Of course, we have to accept it.There was no report on any reference to the status of Jerusalem, the most contentious final status issue, but Abbas hinted that he would not insist on the Arab world’s demand that Israel allow the immigration of several million foreign Arabs who claim Israel as their home through ancestry.(IsraelNationalNews.com)

Russia Shelves Plan to Sell S-300 Missiles to Iran

Russia announced another about-face in its plans to sell Iran S-300 missiles but left the door open for a change in policy, depending on how Iran responds to international demands for United Nations inspection of its nuclear facilities.A decision has been made not to supply S-300s to Iran. They are definitely subject to the sanctions, [and] time will show. It will depend on Iran's behavior, Russian Chief of General Staff Nikolai Makarov told reporters Wednesday.Russia issued a similar announcement last June but then agreed to go through with delivery of the missile system.There has been an instruction from the leadership to stop the shipment, and we are obeying it, he said.The contract for the sale of the missiles to the Islamic Republic was signed more than two years ago. The S-300 anti-aircraft missiles system can down airplanes and missiles from a range of up to 90 miles (150 kilometers).The United States and Israel have opposed the sale. However, Russia's change in policy, due to the United Nations sanctions, does not affect its agreement to follow through with the sale of the Yakhont anti-ship missile to Syria, which Israel and the United States fear will fall into the hands of the Hizbullah terrorist army in Lebanon.(IsraelNationalNews.com)

Israel Hurtles Headlong into Sukkot

With Yom Kippur behind us, the Jewish world is hurtling headfirst into the joyous holiday of Sukkot – and this week, Jews in Israel and the diaspora are working overtime to build their sukkot and purchase their arba minim (four species) set - the etrog (citron), lulav (palm branch) hadas (myrtle), and arava (willow) that are used throughout the holiday.Fortunately, they aren't alone; there's a whole tribe of Sukkot support staff out there, working hard to ensure that everyone has an opportunity to celebrate the holiday properly. Arba minim sets are available in every community, either home-delivered or at special arba minim markets around the country, the biggest being outside the Machane Yehuda market in Jerusalem.The sukkot themselves, the thatch-roofed structures made out of wood or special cloth wrapped around a metal frame, are available in hardware stores, shopping centers and outside nearly every supermarket in the country. And, of course, decorations to hang on the walls or from the roof of your sukkah – pictures of famous rabbis or holy places, strings of light in every color of the rainbow, or even objets d'art – are available nearly everywhere.Noam Kampler, who has been in the arba minim business for six years, said that this year, as opposed to most others, most Israelis will be using better-quality Israeli-grown lulavim in the synagogue – instead of the lower-quality palm branches usually imported from Egypt.For whatever reason, lulavim from Egypt are expensive this year, and the Israeli growers were prepared, making sure they cut the palm branches early this year, according to Kempler. As a result, he says, some 80-90 percent of lulavim available are made in Israel,as opposed to the 20 percent or so that constituted the market's home-grown palm branches in previous years.

In another piece of good news, Kampler says that this summer's hot weather did not affect supplies of sensitive hadassim or etrogim. There were rumors of shortages among the wholesalers, like there are every year, but they turned out to be false, he says, adding that there is plenty of stock available, with prices remaining the same as they were last year – NIS 60 to 100 ($16-$$27), depending on quality.Far from being restricted to religiously observant Israelis, Sukkot is enthusiastically celebrated by secular Jews as well. Over the past few years, sukkah structures sold in Israel have been completely retooled, and today anyone can put one up with a minimum of fuss.Light, easily assembled poles, art-deco fabrics, easy to attach schach (the sukkah's bamboo roof) and attractive, lightweight decorations put an ultra-modern twist on an ancient commandment, Rabbi Cohen says.

BRUSSELS (AFP) – European leaders will dangle a genuine willingness to give up votes in the IMF and other global powerbases if China shows responsibility on currency moves, a senior EU diplomat said Tuesday.An October 6 summit between the European Union and China, following broader meetings of leaders from 46 European and Asian nations including Russia and Australia for the first time, will see EU leaders pressed on re-balancing controls over the global economy.But while ruling out any wholesale transfer of voting power in the International Monetary Fund, Europe will commit to move in that direction with the diplomat insisting: Do not underestimate the readiness of the European side to be constructive.The eighth Asia-Europe meeting (ASEM) on October 4-5 comes just before the IMF annual meeting addresses the issue and one month before G20 leaders attempt to settle a rift over lop-sided representation at a summit in South Korea.The IMF board, which has a statutory 20 seats, currently holds 24 members, but the extra four would have to be cut back if no diplomatic deal on representation is agreed before its new, two-year board is selected by November 1.Europe currently corners nine seats, and recognises even US pressure to share out more clout among fast-growing developing economies.

As the pressure mounts, European nations will argue that with increased representation, comes increased responsibilities, amid pressure on Beijing to let its exchange rate appreciate.China said Tuesday that US pressure on Beijing to boost the value of the yuan was unwise and shortsighted, after US President Barack Obama criticised the country's exchange rate policy.The Obama administration maintains that Beijing is keeping its currency artificially low against the dollar to make its exports more competitive, and is showing increasing signs of frustration over the long-running row.Jiang however reiterated that yuan appreciation alone would not help reduce the huge US trade deficit with China.Beijing pledged in June to loosen its grip on the yuan, which had been effectively pegged at about 6.8 to the dollar since mid-2008. Since then, the currency has gained about 1.9 percent against the greenback.All those issues are tied together... on the European side, there is a genuine willingness to move towards re-balancing, said the European diplomat, who requested anonymity.Currency markets were relatively quiet before a much-anticipated meeting of the US Federal Reserve later Tuesday.

Provincial police say Highway 141 is closed in both directions at Old Parry Sound Road and near Skeleton Lake Road 2. Widespread flooding closed schools and forced families into shelters, but forecasters said the lingering showers shouldn't be as severe.The worst is over, National Weather Service meteorologist Matt Grantham said.Corpus Christi police found the body of Kelechi Kinsley Nwogu, 36, who authorities said had dialed 911 on Monday after driving into Oso Creek, which had swelled to record levels after three days of relentless rain. The call got dropped before the driver was found.Earlier this month, flooding caused by remnants of Tropical Storm Hermine killed at least eight people, including seven in Texas. Gov. Rick Perry on Tuesday requested a disaster declaration for 13 counties hit hardest by Hermine, saying the storm caused more than $2.9 million in damage.Drenching storms that began Saturday caused problems up and down the Texas coast. Pressure from heavy rains on an aging sewer system in Corpus Christi led to more than 100,000 gallons of raw sewage overflowing from a manhole, while emergency teams went door-to-door in some neighborhoods near the Mexico border that were under 2 to 3 feet of water.

LA PAZ, Mexico (AFP) – A new tropical storm compounded Mexico's misery Tuesday, drenching the Baja peninsula as the country tallied its dead and struggled to care for one million people affected by Hurricane Karl and historic flooding.Pacific Tropical Storm Georgette drenched the resort town of Cabo San Lucas at Baja California's southern tip, lashing the region with sustained winds of 65 kilometers (40 miles) per hour.We have already evacuated around 1,000 families from areas vulnerable to flooding and storm surges, said Jose Gajon, director of Civil Defense for Baja California Sur state.Across the country to the east, the toll from the powerful hurricane which struck last Friday, mainly in Veracruz state along the Gulf of Mexico coast, rose to 22 dead as emergency crews searched many of the hundreds of towns and villages inundated by heavy rains and flooding and struggled to reach more remote communities.Among the fatalities were seven passengers on a bus that was buried when a hillside bloated by heavy rains gave way early Tuesday, near the central town of Villa Guerrero some 60 kilometers (37 miles) from Mexico City, according to the town's mayor, Tito Maya de la Cruz.Another 20 people were missing in the tragedy, he said, amid fears the death toll would rise as Civil Defense rescue teams had spent hours digging through thick mud and debris in an effort to find missing people.

At least 12 people died from Karl-related flooding or landslides in Veracruz, where authorities said half a million people have been affected, including 40,000 who remained in emergency shelters Tuesday.Nearly half the state is under water, Veracruz Governor Fidel Herrera told reporters a day after President Felipe Calderon toured hard-hit regions of the state and called for tightened security to clamp down on looting.But Herrera reiterated his call for solidarity between the half million in Veracruz and an equal number in the country's south and east who have been displaced or affected in varying degrees by weeks of rain and flooding.I have no doubt that in the next seven days Veracruz will dry out, and together we will push to rebuild, he said.Major flooding earlier this month across Mexico left 25 people dead. Authorities described this year's wet season as the worst on record.And just four days after Karl's wrath, Tropical Storm Georgette was pummeling the Pacific coast.Earlier in the day authorities halted all maritime traffic in the area amid forecasts of four-meter (13-foot) swells.The US National Hurricane Center (NHC) said it forecast Georgette would move out over the Gulf of California Tuesday night and maintain its strength before churning ashore in mainland Mexico sometime Wednesday afternoon or evening.The storm was expected to dump 10-15 centimeters (four-six inches) of rain, with up to 25 centimeters (10 inches) possible in isolated areas.

These rainfall amounts may produce life-threatening flash floods and mud slides, the NHC said in a bulletin.Back in Veracruz, several of Mexico's most historic structures had been inundated, including dozens of buildings in La Antigua, the first town founded by the Spanish in eastern Mexico.They include the ruins of the house of Hernan Cortes, named on behalf of the famed 16th Century Spanish conquistador, which was under 1.5 meters (five feet) of water after the hurricane barreled ashore nearby. Once all the water recedes, the damage to the ruins will be assessed,local historian Wenceslao Garcia told AFP.Some parts of the historic town were still under half a meter (1.7 feet) of water on Tuesday, and locals said they felt cut off from the outside world after the hurricane.My family lost everything, said 42-year-old Fernando Montes, who was using a machete to cut up a fallen tree.

Hurricane Igor hits Canada with heavy rains

JOHN'S, Newfoundland – Hurricane Igor pelted Canada's Atlantic coast province of Newfoundland with heavy rain Tuesday, flooding communities, washing out roads and stranding some residents in their homes.The Canadian Hurricane Centre said Igor had transformed into a post-tropical storm, which has a different structure from a hurricane but still packs the same punch. The storm battered Newfoundland, on Canada's eastern coast.In the Pacific, a mild tropical storm formed and was expected to cross the Mexican resort area of Baja California.The Canadian Hurricane Centre said the change in Igor's classification does not reflect a downgrade in the storm's intensity because winds have strengthened as the storm draws energy from another weather system to the west.Normally the cool North Atlantic chills out these hurricanes, but this one came up with a vengeance and met another low pressure system and the combined wallop of the wind and the water has been quite devastating, Newfoundland Premier Danny Williams said in an interview with The Associated Press.

Williams said it caused tens of millions of dollars in damages and said it's the hardest they've been hit in recent memory. He said 14 communities have declared a state of emergency and said 27 communities are isolated as a result of washouts and road damages. He said the damage is significant.There are a lot of homes that are nearly completely submerged. Barns and structures have been washed away, completely out to sea, Williams said.He said he would visit some of the affected communities Wednesday.Royal Canadian Mounted Police Sgt. Boyd Merrill said they were investigating a report of a missing 80-year old man who was reportedly washed into the sea on Tuesday morning on Random Island when a driveway collapsed from underneath him due to heavy water flow. Merrill said police and the coast guard have not been able to access the island.This is not your normal heavy rainfall flooding. It's having a major impact, said Chris Fogarty, of the Canadian Hurricane Centre. He said more than 200 millimeters (8 inches) of rain have fallen in some regions.

Marystown Mayor Sam Synard said the storm was overwhelming his community's capacity to cope.We've never seen such a violent storm before, he said.We've lost sections of our main roads, completely washed out to sea.Keith Rodway, a member of the Clarenville town council, said parts of his town had to be evacuated.In the Pacific, a mild tropical storm formed and was expected to cross the Mexican resort area of Baja California later in the day. Wayne Edgecombe said heavy rains that flooded a key bridge in southern Newfoundland have left the Burin Peninsula's 20,000 residents cut off from the rest of the province. A 21-year-old man died while surfing in the storm-churned waves off Surf City, North Carolina, where he was pulled from the water Sunday afternoon. Last week, high surf kicked up by Igor swept two people out to sea in the Caribbean — one in Puerto Rico and another in the U.S. Virgin Islands. Across Los Cabos — a string of Mexican resort towns at the tip of Baja California — boat owners scrambled to tie down yachts, while restaurant workers hauled in chairs and tables ahead of Georgette's arrival. EUOBSERVER / BRUSSELS - MEPs in the foreign affairs committee are to ask the EU's new ambassadors to China, Georgia, Japan, Lebanon and Pakistan and the EU Special Representative (EUSR) to Sudan to come in for hearings to check if they are up to scratch.The committee drew up the list at a meeting in Strasbourg on Monday (20 September) and aims to carry out the interviews in public sessions next month. More names can be added, especially if information comes to light casting doubt on the eligibility of other nominees.German centre-right deputy Elmar Brok said the group of six was chosen due to the importance of the countries rather than any worries about individual candidates.We will check for knowledge of the dossier. A civil servant does not need to have a political vision, he told EUobserver. MEPs do not have the legal power to block nominations. But if one of the interviewees performs badly it will create pressure for EU foreign relations chief Catherine Ashton to reconsider the posting. We did not want to have a system like in the United States, where Congress can block appointments and it takes a year and a half to get anything done, Mr Brok said.Ms Ashton on 15 September published a list of 29 nominees for heads of delegation and deputy heads of delegation in the European External Action Service (EEAS). She appointed the new EUSR to Sudan on 11 August. The new ambassador to China, German diplomat Markus Ederer, who is currently the head of policy planning in the German foreign ministry, is seen as a very strong choice. The new envoy to Georgia, former Bulgarian prime minister Philip Dimitrov, is also seen as a heavy-hitter because of his previous high office.The envoy to Japan, Austrian diplomat Hans Dietmar Schweisgut, should have a good grasp of EU policy as he is currently Austria's ambassador to the EU.

The other three people to face the MEPs' grilling will be: Dutch EU official Angelina Eichhorst (the new ambassador to Lebanon), who is today the head of the Political, Economic and Trade section in the European Commission delegation to Syria; Swedish EU official Lars-Gunnar Wigemark (Pakistan), the current head of the commission's Security Policy unit; and British diplomat Rosalind Marsden (Sudan EUSR), the previous UK ambassador to Sudan.Ms Ashton will in the coming weeks also name new people to head her missions to Belarus, Brazil and Iraq.MEPs won the right to cross-examine her nominees in return for giving the green light to the EEAS' new budget and staff regulations in a political deal in July.The deal does not cover her choices for top EEAS administrative jobs, such as secretary general and two deputy secretary generals. But Mr Brok said parliament might call in the new top bureaucrats as well.It's not in the agreement. But we will try to see if we can make some of them come in, he said.

EU sued over lack of transparency

EUOBSERVER / BRUSSELS - A group of environmental lawyers are suing the EU over alleged attempts to restrict access to information and a lack of transparency in the bloc's biofuels policy. On Monday (20 September) ClientEarth filed a lawsuit against the European Commission in the EU's General Court in Luxembourg, charging the executive body with having failed to release documents containing previously undisclosed information on the negative climate impacts of widespread biofuels use.
The case, taken jointly with Transport and Environment, the European Environmental Bureau and BirdLife International, focuses on a controversial study of biofuel use which the four groups claim was manipulated by the commission. In April the International Food Policy Research Group (IFPRI) published the study which suggested that EU biofuel policy would reduce carbon emissions. But it later was claimed that the research was based on flawed assumptions, inserted at the request of the commission's energy department.Climate Earth said it decided to take the case on Monday after repeated calls to see emails relating to the changes were ignored.The commission is running an opaque operation, said Tim Grabiel, a lawyer at ClientEarth. Citizens are being denied the right to participate in decisions that affect flagship climate policies and will not only affect their lives but those of future generations as well.In March the four environmental groups took a similar case against the commission for failing to release certain documents, with the bloc's biofuels policy coming under increased scrutiny in recent years.

The EU requires at least 10 percent of energy for road and rail transport in 2020 to come from renewable sources, with biofuels originally being hailed as a key strategy to reduce the use of fossil fuels, largely blamed for climate change.A growing number of question marks have been raised, however. A recent World Bank report said that EU and US biofuels policies have resulted in a rush for land in Africa and other developing regions, taking over areas that had previously been used for food production.Other studies note that the desire to grow fuel crops has contributed to deforestation.Second generation biofuels using waste straw and forestry offcuts are seen as a solution to these problems and are said to be nearing commercialisation, but it may still be several years before they are rolled out across the globe.

Wider lack of EU transparency

In a separate case on Monday, ClientEarth also decided to sue the Council of Ministers (the EU institution representing member states) over an alleged failure to release documents.The issue relates to EU plans to review its access-to-documents law which dates back to 2002. The commission put forward plans to review the law in 2008 which ClientEarth says will restrict citizens' access to certain EU documents.
The case against the council relates to its refusal to hand over an internal legal opinion on the review.Anais Berthier, environmental justice lawyer at ClientEarth, said:The fact that we have to sue for lack of transparency during its review of EU transparency rules speaks volumes about the EU's commitment to an open society.If the commission's proposals are allowed to progress unchallenged the ramifications for freedom of information will be far-reaching.

EU squeezes China and Korea summits into one day

EUOBSERVER / BRUSSELS - The EU has waxed lyrical this month about stepping up relations with its strategic partners, but holding a bilateral summit with China on the same day as a similar meeting with South Korea is a poor start, say experts. EU officials confirmed on Tuesday (21 September) that a meeting between Commission President Jose Manuel Barroso, European Council President Herman Van Rompuy and Chinese Premier Wen Jiabao during the afternoon of 6 October will be preceded earlier in the day by an EU-South Korea summit.The move has raised eyebrows considering that EU High Representative Cathy Ashton reportedly spent roughly 17 hours during her recent trip to China just to prepare for the upcoming summit with Dai Bingguo, Beijing's most senior foreign policy official.Amongst the weighty issues to be discussed are the G20 leaders' meeting in November and efforts to secure a successful environmental deal in Cancun later this year. There's a method to PA chief Mahmoud Abbas' ongoing refusal to negotiate seriously with Israel, journalist Uri Elitzur told Israelnationalnews in an interview – and unfortunately, his plan has a relatively good plan of succeeding.Elitzur laid out the plot in the weekend edition of Hebrew newspaper Mekor Rishon, of which he is one of the editors, last Friday. The PA's insistence that it will walk out of the talks if Israel ends the building freeze in Judea and Samaria he says,is a political gambit for something Abbas and company are far more interested in: An Israeli agreement on the borders of a Palestinian state before resolving other sensitive issues, such as security, Jerusalem, and PA demands that descendants of Arabs who abandoned Israel in 1948 be allowed to return to their former homes.The strategy is apparent to anyone who bothers to look, Elitzur says.Prime Minister Binyamin Netanyahu knows that the talks are a game, Abbas knows the talks are a game, and both are playing well.The game, in this case, is to pass the blame for failure of the talks to the other party. U.S. President Barack Obama knows it's a game, too, Elitzur says – and he also knows how far he can push Israel. Obama knows that an American president is not a Caesar who can do whatever he wants, and there is a limit to the pressure the White House can impose on Israel. And if he does well in the November elections, he could make life unpleasant for Israel if we don't go along with the plan, by doing things like abstaining from Security Council votes against us, and so on.In fact, in recent statements, Obama hinted at just such plan, saying in a press conference last week that ultimately, the way to solve these problems is for the two sides to agree what’s going to be Israel, what’s going to be the state of Palestine. And if you can get that agreement, then you can start constructing anything that the people of Israel see fit in undisputed areas.

The PA plan has the potential to change the public discussion on what would constitute a resolution of the Mideast conflict.Right now, the world hears us talk about a comprehensive agreement, security, two states for two peoples, and so on, Elitzur says. But if Abbas has his way, the settlements will be the only issue on the table – because we will have agreed that they are the only issue on the table. The fact that Netanyahu is likely to offer less of Judea and Samaria for a Palestinian state than either Livni or Olmert were – about 90% (although, says Elitzur, the rest will be made up with territory currently part of the State of Israel), is a sacrifice Abbas is willing to make in order to be able to declare an independent Palestine without having to hew to any of Israel's conditions.So will he get away with it? So far, Netanyahu seems to be avoiding this trap, but he is not immune to pressure.It would make things much easier for Obama, too; instead of pressuring Israel to compromise on dozens of issues, he would have only one issue to persuade – or pressure – Netanyahu to accept. Palestinian Authority Chairman Mahmoud Abbas is furious at Israel for killing a Hamas terrorist in the city of Tulkarm, where the PA is responsible for security.

Abbas told the Bethlehem-based Ma'an news agency in an interview that he demanded that Israel stop operating in PA cities where the PA is supposed to eliminate the terrorist infrastructure. He did not say whether the PA knew of the location of the terrorist, who was identified as Iyad Abu-Shalabiya, 38, a Hamas member and former senior commander.He had served time in prison in Israel for security offenses, and was on the IDF's wanted list.American-trained PA troops, who officially are called policemen but underwent army training under the supervision of American army officers, generally have dealt with crime, traffic violations and misdemeanors. They have entered the field of security more frequently in the past several weeks to arrest Arabs who are active in Hamas and are against the rival Fatah party, headed by Abbas.Prime Minister Binyamin Netanyahu has insisted that Israeli forces be present in the Jordan Valley if an agreement is reached for the establishment of a new Arab state headed by the PA. WASHINGTON (Reuters) – The Federal Reserve on Tuesday inched closer to fresh steps to bolster a sluggish U.S. recovery, saying it stood ready to provide more support for the economy and expressing stronger concerns about low inflation.The U.S. central bank's policy-setting panel opened the door wider to pumping hundreds of billions of new dollars into the economy, although it made no policy shift at the end of a one-day meeting, keeping overnight interest rates near zero.The committee ... is prepared to provide additional accommodation if needed to support the economic recovery and to return inflation, over time, to levels consistent with its mandate, it said in a statement.After its last meeting on August 10, the Federal Open Market Committee had simply said it would employ its policy tools as necessary.

FURTHER CURRENCY PRESSURE

The Fed's easy money policies and the prospect of further easing have driven up the value of currencies in other countries, including Japan and Brazil, as investors moved out of the dollar in search of higher returns -- a move that accelerated on Tuesday.Japan intervened last week to weaken the yen, which had surged to a 15-year high against the dollar, and emerging markets are seeking ways to control huge capital inflows.The painful U.S. recession ended in June 2009, but the recovery has lost momentum this year with growth tapering to an anemic 1.6 percent annualized rate in the second quarter.Other economic data over the summer also proved surprisingly weak, prompting analysts to cut their growth forecasts for the second half of the year. UNITED NATIONS – Iran's president on Tuesday predicted the defeat of capitalism and blamed global big business for the suffering of millions, but Germany's chancellor said market economies were key to lifting the world's least developed countries out of poverty.The clash of visions at the U.N. anti-poverty summit drew a line under the stark differences on easing the misery of the one billion people living on less than $1.25 a day.More than 140 presidents, prime ministers and kings are attending the three-day summit which started Monday to assess and spur on achievement of U.N. targets set by world leaders in 2000. The plan called for an intensive global campaign to ease poverty, disease and inequalities between rich and poor by 2015.

Iranian President Mahmoud Ahmadinejad, however, never mentioned the Millennium Development Goals in his speech to the 192-member General Assembly.Instead, he took aim at capitalism and called for the overhaul of undemocratic and unjust global decision-making bodies, which are dominated by the United States and other Western powers. Whether Germany can still claim to be a development leader is now questionable, she said in an unusually blunt assessment of a government leader's address.U.N. Secretary-General Ban Ki-moon has said the world is on track to cut extreme poverty by half, the No. 1 goal, though some critics say it's mainly because of the big strides in China and India. Many recent reports show that the world's poorest countries, especially in sub-Saharan Africa, have made little progress in eradicating poverty.And in Africa, Asia and Latin America there also has been a lack of progress in meeting other key goals: reducing mother and child deaths, increasing the number of people with access to basic sanitation, and promoting women's equality. JERUSALEM – Israeli archaeologists have excavated a lavish, private theater box in a 400-seat facility at King Herod's winter palace in the Judean desert, the team's head said Tuesday.Ehud Netzer of Jerusalem's Hebrew University said the room provides further evidence of King Herod's famed taste for extravagance.Herod commissioned Roman artists to decorate the theater walls with elaborate paintings and plaster moldings around 15 B.C., Netzer said. Its upper portions feature paintings of windows overlooking a river and a seascape with a large sailboat.This is the first time this painting style has been found in Israel, Netzer said.Herod was the Jewish proxy ruler of the Holy Land under Roman occupation from 37 to 4 B.C. He is known for his extensive building throughout the area.The team first excavated the site — sitting atop a man-made hill 2,230 feet high — in 2007. Netzer described the site as a kind of country club, with a pool, baths and gardens fed by pools and aqueducts.But archaeological evidence shows the theater's life was short-lived, Netzer said. Builders deliberately destroyed it to preserve the conic shape of the man-made hill.After Herod's death in the 1st century B.C., the complex became a stronghold for Jewish rebels fighting Roman occupation, and the palace site suffered significant battle damage before it was destroyed by Roman soldiers in A.D. 71, a year after they razed the Second Temple in Jerusalem.

UNITED NATIONS – The Quartet of Mideast peacemakers shepherding the newly started direct Israeli-Palestinian negotiations called on Israel to extend its settlement freeze past Sunday, while cautioning both sides to refrain from provocative actions and inflammatory rhetoric.Senior diplomats from the Quartet — the U.S., the European Union, the United Nations and Russia — met on the sidelines of the United Nations anti-poverty meeting to discuss a way forward in the negotiations, which have made little visible progress since they resumed earlier this month and are at risk of collapse.They renewed a vow to help finally achieve peace in the Middle East.George Mitchell, the Obama administration's envoy for Middle East peace, met Tuesday with Israeli and Palestinian officials, including one three-way session with each side's top negotiators, according to U.S. State Department spokesman P.J. Crowley. But there was no sign that either side was ready to commit to a new round of direct talks.In a statement issued after its meeting, the Quartet said that the commendable Israeli settlement moratorium instituted last November has had a positive impact and urged its continuation.It encouraged both sides to continue negotiating in a constructive manner and urged the international community to support their efforts.

Earlier, the Quartet abruptly canceled a press conference that was to have included Mitchell, Russian Foreign Minister Sergey Lavrov, European Union foreign policy chief Catherine Ashton, U.N. Secretary-General Ban Ki-moon and former British Prime Minister Tony Blair.A senior European official who declined to be identified said the meeting with the press was canceled because other participants were insisting on U.S. Secretary of State Hillary Rodham Clinton's presence among them. Crowley said Clinton had never intended to attend the news conference, and that the U.S. had decided that Mitchell would speak for the Obama administration. He declined to comment on whether other delegations had tried to persuade her to go. Iran's Revolutionary Guard gets new missile

TEHRAN, Iran – Iran's defense minister says the country's powerful Revolutionary Guard has received its first batch of new missiles with enhanced guidance systems to hit ground targets.Gen. Ahmad Vahidi says the Defense Ministry supplied the Guard with the upgraded surface-to-surface Fateh-110 missile, which was successfully test-fired last month. The weapon was developed by Iran's Aerospace Industries Organization.Iran has been pushing to upgrade its missile arsenal, which is already capable of hitting Israel and other parts of the region.Vahidi says Iran will further develop the Fateh-110. He gave no details of the missile's capabilities but earlier versions had ranges of up to 120 miles (193 kilometers).Vahidi's remarks were published Tuesday on the website of state TV.

When it starts it has no limits, the New York Times reported.Do you think anyone will attack Iran to begin with? he said, according to Atlantic magazine's website. I really don't think so. The Zionist regime is a very small entity on the map, even to the point that it doesn't really factor into our equation.The UN Security Council has imposed four rounds of sanctions against Iran over its nuclear program. The United States and its allies have called for stringent application of the measures and Washington-Tehran relations have become increasingly fraught.The western powers accuse Iran of trying to develop a nuclear bomb. Nigeria lead contamination may affect 18,000 people: UN

GENEVA (AFP) – More than 200 children are thought to have died in Nigeria following massive lead contamination that has affected an estimated 18,000 people because of illicit gold mining, the UN said Tuesday.Five experts equipped with a mobile laboratory have arrived in the country to help health authorities pin down the extent of the contamination and tackle it, the UN's Organisation for the Coordination of Humanitarian Affairs said.From the latest figures we have, more than 200 children reportedly died from this poisoning, OCHA spokeswoman Elisabeth Byrs told journalists as the UN body warned of acute massive lead poisoning.Byrs told AFP that an estimated 18,000 people were affected in the villages around the gold mining area in northern Zamfara state, around Bukkuyum and Anka.It's a developing problem. Seven villages were affected but we don't know the full extent, she added.Proper sampling from the mobile laboratory is urgently needed to determine the scope and magnitude of the crisis and to assist in developing a rigorous response, according to an OCHA briefing note.

The poisoning was triggered by makeshift processing of lead-rich ore to extract gold, with crushed rock often taken into homes and communities, while the residue is discarded haphazardly in the soil.Nigerian health authorities first noticed excess mortality in the area in March and brought in international help weeks later, but the extent of the poisoning and contamination appears to have grown.The OCHA said soil also appeared to be heavily contaminated by mercury and copper, and was likely to need a massive clean up.The problem is that the rainy season will cause even greater contamination, Byrs said.In June the US Centers for Disease Control and Prevention, which was called in by Nigeria to help, described the scope of the lead poisoning as unprecedented.Symptoms of lead poisoning normally build up over long periods as the heavy metal accumulates in the human body, producing abdominal pain, nervous disorders affecting growth and ultimately leading to kidney failure.Children are the most vulnerable.

China launches first cross-border air strike drill

BEIJING – China has launched its first-ever cross-border simulated air strike as part of joint drills with Russia, Kazakhstan and other Central Asian States, state media reported Tuesday.Six Chinese planes, including four bombers and two fighter jets, crossed from China into Kazakhstan as part of the mock mission, Xinhua News Agency said.The exercise also included support from early warning aircraft and in-flight refueling, showcasing China's efforts to build a credible air deterrent able to strike over long distances, Xinhua said.The mission was part of increasingly sophisticated annual regional security drills that this year include 5,000 troops from China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan. The reports did not say when the mission was carried out.China's armed forces have intensified training in recent years with the goal of mastering new cutting-edge weapons technologies and integrating the operations of land, air and sea units.Long a poor cousin to China's vast land army, the air force has vaulted up the technological ladder with the addition of latest generation Russian and domestically produced aircraft.Xinhua identified the planes that took part in the cross-border flight as J-10 fighters produced domestically but powered by Russian engines, and Hong-6 bombers, an updated version of a Russian design from the 1950s that carry two land-attack cruise missiles under their wings.

SEOUL, South Korea – North Korea's ruling communist party has finally set a date for its biggest convention in decades, an apparent indication that the regime may be ready to give the aging leader's son a key position that will pave the way for his succession.Delegates to the ruling Workers' Party will meet in Pyongyang on Sept. 28 to select their supreme leadership body, the official Korean Central News Agency said Tuesday.The conference will be the party's first major gathering since the landmark 1980 congress where then 38-year-old Kim Jong Il made his own political debut with an appearance that confirmed he was in line to succeed his father, North Korea founder Kim Il Sung, as his nation's leader.Kim Jong Il took control of North Korea when his father died of heart failure in 1994 in what was communism's first hereditary transfer of power. Now 68 and reportedly in poor health two years after suffering a stroke, Kim is believed to be prepping his third and youngest son, Kim Jong Un, for a similar father-to-son power transition.But as with most things related to the so-called Hermit Kingdom nothing has been officially confirmed by North Korean officials. The regime is so secretive that outside observers often are left to read between the lines of vague state media dispatches and analyze satellite photos to divine what's going on.Analysts say Kim Jong Un may quietly be appointed to top party posts at next week's convention in a key step in the succession process that will not be announced in state media.I believe North Korea has decided to give the successor an official title but not to make it public to the outside world because publicizing the appointment could make Kim Jong Il a lame-duck leader, said Yang Moo-jin, a professor at the Seoul-based University of North Korean Studies.

Tuesday's state media report gave no explanation for why the much-anticipated convention, initially set for early September, had been delayed.Analysts say internal debate among the party elite over whether to publicize Kim Jong Un's political appointment to the outside world, as well as concern about recent devastation from flooding and a deadly typhoon, likely prompted the regime to postpone the nation's biggest political meeting in 30 years.Discussion over what economic reform the regime should announce during the party conference may also have contributed to the delay, said Kim Yong-hyun of Dongguk University.Little is known about Kim Jong Un, said to be in his late 20s and schooled in Switzerland. Carter made a rare trip to Pyongyang last month to secure the release of an imprisoned American but didn't meet Kim, who was in China at the time.Next week, delegates are expected to elect new party leaders to fill spots left vacant for years. It's not clear which party position Kim Jong Un might take in what would be his first known official job. Yang said he's likely to be elected organizational secretary, the No. 2 party job that his father won in 1973 in his path toward becoming the leader. Kim Yong-hyun of Dongguk University said, however, the son was likely to take a working-level post since he is still so young.Keen attention is also focused on Kim Jong Il's only sister, Kim Kyong Hui, who in the past two years has been a frequent companion to the leader on field trips to army bases and factories. She currently serves as the political party's department chief for light industry.Her husband, Jang Song Thaek, has also been rising in stature.
