Germany speaks out in favour of European army

German foreign minister Guido Westerwelle has said Berlin supports the long term goal of creating a European army, which will bolster the EU's role as a global player.Speaking on Saturday (6 February) at the Munich Security Conference, an annual gathering for high-level discussions on security and defence, Mr Westerwelle said the EU's new institutional rules, the Lisbon Treaty, are not the end but, rather, the beginning for common security and defence policy.The long term goal is the establishment of a European army under full parliamentary control, he said, noting that the German government wants to advance along this path.Mr Westerwelle, who is just a few months into the job as Germany's top diplomat as part of a ruling Christian Democrat and liberal coalition, suggested that moving further on common security and defence will be the motor for greater European integration.With a nod to Nato, the military alliance which competes with the EU in terms of overlapping members and available resources, he said: This is not intended to replace other security structures. More Europe is not a strategy directed against anyone. No one has any reason to fear Europe, but everyone should be able to depend on Europe.

Under EU rules, member states with certain military capacities and the political will to move in this direction can club together to move forward on common defence.
In recent years, the need for an EU army has often been floated in political discussions - politicians in France, the UK and Poland have also spoken favourably of the idea.However, until now it is has always come up against a mix of factors, including a lack of political will, a lack of real military power - except in France and the UK - the complexities of having several neutral member states, the overlap with Nato, and a reluctance to put money into defence coffers, this last compounded by the current economic crisis.Acknowledging the effects of the economic crisis, Mr Westerwelle said member states keen on moving towards creating a common defence policy must pool resources, set priorities and distribute responsibility - even in times of ever scarcer means.Within the EU's 27 member states, France and the UK have the greatest defence means. Their co-operation and willingness is seen as essential for any possible development of EU military defence.In a Strategic Defence Review published last week, Britain called for enhanced military action between itself and France.The return of France to Nato's integrated military structures offers an opportunity for even greater co-operation with a key partner across a range of defence activity, said the paper.Analysts suggest that the pressure on defence budgets caused by the economic downturn may spur further defence sharing among EU member states.

Jewish-Arab Center Prof: No Such Thing as Palestinian Refugees

(IsraelNN.com) Prof. Nitza Nachmias of the Jewish-Arab Center in Haifa University says that if it wasn’t for UNRWA and its half-billion dollar annual budget, the Palestinian refugee problem would have been solved long ago.In essence, she told Arutz Sheva’s Shimon Cohen on Sunday, there’s no such thing as Palestinian refugees. If people would stop calling the places in which they live refugee camps, then they would see that these places are just like villages and towns anywhere else, and the inhabitants are totally rehabilitated… Refugee camps are like the maabarot [in which Israel housed its hundreds of thousands of new immigrants from North Africa and elsewhere] in Refugee camps are a fiction, and most of those who claim to be refugees have already been integrated into other countries. the 1950’s or the camps now in Haiti – not the villages with streets and stone houses in what is known as Palestinian refugee camps of today.

They are rehabilitated better than refugees who are not supported by UNRWA, Nachmias said.Practically, factually and legally, there is no such thing as Palestinian refugees.… Refugee camps are a fiction, and most of those who claim to be refugees have already been integrated into other countries.Prof. Nachmias, a senior researcher at the Jewish-Arab Center who also teaches in Asheklon College and the University of Maryland, feels that Israel has taken the wrong approach in dealing with this issue: We can’t simply push it off to the final status talks and say, We don’t accept the demand for the right-of-return because it will destroy the Jewish character of our state; what do they care about our Jewish character? If they deserve to be here, then it’s tough luck on us! Rather, Israel should take a pro-active approach, basing itself on international law and precedents, and declare that the Palestinian refugee issue no longer exists. They are no longer refugees!

Rules for Palestinians are Different?
According to international law, Nachmias explains,a refugee is an individual or family that was forced to run away – but this definition does not extend to children [of the original refugees], a community or a group. The only exception to this rule is the Palestinians, for whom the international laws are apparently different.If it wasn’t for UNRWA, Nachmias indicates, the issue of Palestinian refugees would have gone away a long time ago: UNRWA is [no longer] a welfare agency, but rather an international employment agency for the Palestinians. UNRWA has 30,000 Palestinian employees, with 100 international experts at the helm. It is the biggest employer of Palestinians, and has an annual budget of a half-billion dollars. I discovered documents of pension funds of over a billion dollars a year, managed by brokers in Switzerland. All this for what is defined as a welfare agency whose mandate is renewed every three years.

Send UNRWA Out
Israel must nullify the status of Palestinian refugee camps; there is no other place where the UN controls territory. We must send the UNRWA out and transfer the control of these places to the Palestinian Authority, and then when the status of each individual resident there is reviewed, we will see that none of them match the legal definition of a refugee, but is rather an established citizen.Only in Lebanon are there refugees who are not allowed to work in certain professions; they are a small fraction of the total.Despite the UNRWA’s power and well-oiled financial network, the world will support Israel in this case because it will also remove the onus of the refugees, and also because Israel can show, if it makes the effort, that it is rooted in international law.

Israel Cracks Down on Anti-Zionist Foreigners in Samaria

(IsraelNN.com) The IDF cracked down on the Palestinian Authority’s sheltering foreign anti-Israel protestors and entered Ramallah on Sunday to arrest two women accused of being involved in illegal riots that interfered with Israeli security operations.The PA charged Israel with violating agreements giving it self-rule. However, the same agreements allow Israel to act when its security is endangered. The IDF explained that the two women, Arianda Jove Marti of Spain and Bridgette Chappell of Australia, have been involved in riots protesting the separation barrier.

The women, both of them in their 20s, are activists of the pro-Arab International Solidarity Movement (ISM) and were officially charged by the IDF with remaining illegally in Israel, where one of them entered on a temporary tourist visa and the other on a fake visa. The ISM admitted that the visas were not valid but charged that the women did not break any law.An ISM activist said that about a dozen soldiers arrested the two women early Sunday morning as part of an intensive campaign to prevent a spread of violent demonstrations that have resulted in dozens of injuries to soldiers as well as Arab and foreign protestors, many of them anarchists.Last month, Israel deported a Czech woman who also was arrested in Ramallah.

WASHINGTON (AFP) – Hundreds of emergency crews battled Monday to clear snow-clogged roads and restore power to thousands of homes across the US east coast before a new storm hits.But despite their best efforts, the US capital remained largely paralyzed, with the federal government announcing it will remain closed for at least one more day and scores of schools and local businesses remaining shut down.An early morning freeze on Sunday, which had turned partially cleared highways into icy skating rinks, gave way to warmer temperatures helping the big melt to get under way, but officials warned travel was still hazardous.This is really challenging for us, and will continue to be a challenge for most of the week, said Laura Southard from the Virginia emergency management center, noting that another storm is due to hit the mid-Atlantic region late Tuesday.With record snowfall of more than three feet (a meter) in many places after a monster blizzard swept across Virginia, Maryland and the US federal capital city, bulldozers were having to move in.This snow is so deep and so heavy that the traditional snow plows can't shovel in some areas. So bulldozers are physically having to lift it up and away, Southard told AFP.

The record snowfall for a storm dubbed Snowmageddon was registered in a small town of Colesville, central Maryland, which was blanketed by 40 inches (101 centimeters), the National Weather Center said.Virginia police had turned out to more than 4,370 calls, with most being traffic crashes or stranded cars. It is believed only three people died as a result of the storm.Progress is being made, but it's going to take a couple more days at least, but even then we can't make any promises, Southard added.Hundreds of thousands of people spent a chilly night with candles and hunkered under blankets without power, although crews working round-the-clock did manage to restore electricity to many homes.But by late Sunday more than 100,000 customers remained without power in the metropolitan area.Many residents across the region were beginning to try to dig out cars, and clear paths, while officials warned not to let children play in the huge piles left by snow plows in case drivers failed to spot them.In another sign that life was beginning to get back to normal after the nation's capital was crippled by the monster storm, some stores and coffee shops were beginning to gradually reopen after a rare shutdown.Reagan domestic airport was still closed Sunday, and there was little likelihood of flights out of the international airports at Baltimore, or Dulles, bogged down by a record 32.4 inches (82 centimeters) of snow.Schools were to remain closed on Monday and Tuesday across most of the region as were local government offices across a swath of northern Virginia and Maryland, at least on Monday.

With more snow expected Tuesday, stranded travelers and those struggling with no electricity wondered when they'd escape the icy, gray mess.You've got a whole city held captive here, Gwen Dawkins, who was trying to get to Detroit, said as she waited at Washington's Reagan National Airport, where all flights had been canceled after 18 inches of snow was recorded by Sunday.Crews plowing streets and homeowners shoveling their walkways faced the possibility of another storm adding to the work. The National Weather Service issued a storm watch for the Washington area Tuesday, saying there was potential for another 5 inches or more of snow. Forecasters expect highs in the low- to mid-30s for the next few days, though sunshine on Monday should help melt some of the snow, said weather service meteorologist Bryan Jackson.The sight of cross-country skiers cascading down monument steps and flying snowballs has since given way to images of people hunched over snow shovels or huddled next to fireplaces.John and Nicole Ibrahim and their 2-year-old son, Joshua, have been without power at their suburban Washington home in Silver Spring, Md., since overnight Friday. In Mount Lebanon, a suburb south of Pittsburgh, Robb and Meredith Hartlage were again trying to clear the sidewalk in front of their house. We did a couple hours yesterday. I would say about four hours mixed with sledding,said Robb Hartlage, 40, who said he's not too old to play in the snow. He acknowledged, however, that the shoveling was hard work. I made some old man noises when I got out of bed,he said.

SRINAGAR, India – A massive avalanche hit an Indian army training center at a ski resort town in Indian-controlled Kashmir on Monday, killing at least six soldiers and trapping nearly 60 others.Rescue operations were under way at Gulmarg, a ski resort about 30 miles (50 kilometers) northwest of Srinagar, the main city in Indian Kashmir, said Col. Vineet Sood, an Indian army spokesman in Srinagar.Sood said the avalanche hit a training center at the army's High Altitude Warfare School at about 11 a.m. and swept away soldiers during a training session. He said it was the worst to hit an army camp in the area in many years.We have activated all resources to rescue the buried soldiers, he said.Farooq Ahmed, a top police officer in Kashmir, said casualties could rise and joint rescue teams of police, army and tourism officials had reached the spot where the avalanche struck.G.M. Dar, a local tourist official in the area, told The Associated Press that nearly 200 foreign tourists and an equal number of local tourists skiing in Gulmarg were safe. He said the avalanche hit the army center, located on a high slope, about two miles (three kilometers) from the main town.Frequent rain and heavy snowfall often trigger avalanches and landslides in Kashmir, blocking roads and cutting off tourist resorts like Gulmarg. Gulmarg is also close to the Line of Control, a highly militarized cease-fire line dividing the Himalayan region of Kashmir between India and Pakistan.

The claim over Kashmir has caused two wars between the archrivals since they became independent from Britain in 1947. Hundreds of thousands of soldiers are posted along either side of the Line of Control.Incessant snowfall and rain were hampering the rescue operations, Sood said.Last year in April, an avalanche hit an Indian army post in a separate region close to the de-facto border with Pakistan, killing seven soldiers and wounding at least eight others.

Strong earthquake hits off southern Japan coast

TOKYO – A strong earthquake shook several small islands off Japan's southern coast on Sunday, rattling buildings over 100 miles (160 kilometers) away in Taiwan and causing officials to temporarily issue a tsunami warning.There were no immediate reports of damage or casualties.Japan's Meteorological Agency said the earthquake hit at 3:10 p.m. (0610 GMT; 2:10 a.m. EDT) and registered magnitude 6.6. The U.S. Geological Survey measured it at 6.4.Japanese officials immediately issued a warning for a tsunami about 1.6 feet (50 centimeters) high, but removed the warning about an hour later.The quake was also felt in Taiwan, about 155 miles (250 kilometers) to the east, where residents in Taipei could feel buildings shake.The quake hit 69 miles (110 kilometers) off the southern coast of Miyakojima island, in southern Japan, at a depth of six miles (10 kilometers), the Meteorological Agency said.The small island is about 1,120 miles (1,800 kilometers) southwest of Tokyo.Japan is one of the world's most earthquake-prone countries. In 1995, a magnitude-7.2 quake in the western port city of Kobe killed 6,400 people.

Aceh reconstruction offers hope for Haiti by Jerome Rivet – Sat Feb 6, 10:35 pm ET

JAKARTA (AFP) – Despite the desolation wrought by last month's earthquake, Haiti can salvage hope for the future by looking at how the Indonesian province of Aceh rebuilt after the equally devastating 2004 tsunami.From the flattened streets of the capital Port-au-Prince to the death toll of around 200,000, the situation in Haiti bears many similarities to the horrors experienced by Aceh after its quake-triggered catastrophe.The people of Aceh will also recognise the outpouring of international sympathy and aid, and will remember how, like the Haitians now, they wondered whether it would be enough to get their land back on its feet again.More than five years later, it is difficult to imagine that the Acehnese capital Banda Aceh once resembled the shattered ruins of a town razed by war.Many Acehnese even say their lives are better now than before the tsunami, which was launched by a massive undersea quake and slammed into the deeply Islamic province on the northern tip of Sumatra island.Nothing is perfect but the houses, schools and roads are new and in good condition. Services are also better, said Khairani Arifin, the head of an association for women in Banda Aceh.Perhaps the most significant consequence was a peace pact between the central government in Jakarta and Acehnese separatist rebels, signed in the aftermath of the cataclysm as both sides focused on reconstruction.

Despite its chaotic beginnings, when the local authorities were overwhelmed by the influx of foreign aid workers, the reconstruction of Aceh can be considered a success likely to serve as a model for future disasters of that scale, said Iskandar, who helped coordinate the reconstruction effort.Aid agencies and donors such as the World Bank also learned lessons that will be vital to the rehabilitation of Port-au-Prince, not least the need to sustain and fund the aid effort over the long term.More than 6.7 billion dollars was poured into the rebuilding of Aceh over five years, funding among other things 140,000 new homes, 1,759 schools, 363 bridges and 13 airports.Rod Volway, of Mercy Corps, an NGO still operating in Aceh after most others have completed their missions and gone home, said coordination is one of the conditions of success.A report released Wednesday by the World Bank, comparing the Aceh response to the current plight of Haiti, pinpointed three key lessons from the Aceh experience: the importance of local leadership; empowering survivors to engage in community-based reconstruction; and coordinating global aid.

And of course, speed.

Speed in a post-disaster situation is as important as planning, and to some extent even as important as quality, Wolfgang Fengler, a World Bank specialist who helped Aceh's shattered government respond to the tsunami, said in the report.Don't get hung up on detailed planning exercises. Help the government come up with a reconstruction strategy, but don't make it too long an exercise or a detailed one. Make it a living document.Local coordination and leadership in Aceh was provided by the Aceh-Nias Reconstruction and Rehabilitation Agency (BBR), which was set up quickly by the Jakarta government to oversee local and international aid work.The BBR wrapped up its operations last year with a deserved sense of pride, even if it sometimes found itself in conflict with international agencies and was accused of being soft on corruption, which is endemic to Indonesia.In the absence of an effective government, as is the case in Haiti, international bodies like the World Bank will have to help keep track of where the money is coming from and how it is being spent, analysts said. If you have the thousands of projects that Haiti will have, you need to have somebody who tracks them and makes sense of them. Keeping track of them is not through an IT system, it's through people who know how to deal with data, Fengler said. And that is very important because as you go forward, the government and partners will take many big decisions, especially on where to allocate the money and how to channel it. You need some basis to make these big decisions, and credible data proved crucial in the case of Aceh.Another crucial part of the puzzle is to provide livelihoods as fast as possible to the survivors, aid experts said. Victims can become development workers, aid recipients can turn into community facilitators and displaced people can rebuild their own future,World Bank vice president Pamela Cox said last month.

ATHENS (Reuters) – Greek unions pledged on Monday to fight austerity measures with a public sector strike this week, the first test of the government's commitment to cut deficits and a ballooning public debt which has shaken the euro.Wednesday's planned 24-hour strike comes as Prime Minister George Papandreou puts the finishing touches to details of a deficit-reduction plan, endorsed by the European Commission last week to pull Greece's finances back from the brink.His socialist government has promised to tighten one of Europe's leakiest tax systems and freeze public sector wages in a bid to slash Greece's deficit from 12.7 percent in 2009 to below the EU's 3 percent ceiling by 2012.The emergency tax reform and wages bills are expected to be unveiled this week and become law by the end of the month, but details revealed have angered Greece's powerful unions.We are fighting so that the working people don't get to pay for the crisis, public sector union ADEDY said in a statement ahead of a news conference to outline their demands. ATHENS, Greece – Greek officials put the final touches Monday on an overhaul of the country's ineffective tax system — part of their urgent effort to fix a debt crisis that has shaken the entire eurozone.The center-left government, elected in October, has pledged to fight endemic tax evasion and increase taxes on the rich, as well as taxes on fuel, cigarettes and alcohol.Finance Minister George Papaconstantinou says a new tax bill to be presented this week will expand the top 40 percent tax bracket to incomes below the current euro75,000 ($102,000) threshold. In an interview in Ta Nea newspaper, Papaconstantinou also insisted that middle- and low-income earners would pay less tax.Greece's budget deficit reached 12.7 percent of annual economic output last year — four times over the EU limit — while the national debt was more than 113 percent of GDP. EU officials have put intense pressure on Greek to get back within the deficit limits. EU approves Swedish guarantee for loan to Saab

BRUSSELS (AFP) – The EU's competition watchdog on Monday approved Swedish plans to act as guarantor for an European Investment Bank (EIB) to automaker Saab.The European Commission ruled that 83 percent of the 400-million-euro (600-million-dollar) loan was in line with temporary EU rules on state aid measures, drawn up to help companies through the economic and financial crisis.The remaining 17 percent will be provided on market conditions and therefore does not constitute state aid, the commission stated.The state guarantee will contribute to the implementation of Saab's business plan without giving rise to any undue distortions of competition, said EU Competition Commissioner Neelie Kroes.In particular, Saab will pay an adequate remuneration for the guarantee and provide sufficient securities in case the guarantee would be drawn.Sweden announced last month that it will guarantee the loan following a decision by US automaker General Motors to sell Saab to Dutch luxury sports car maker Spyker.

As part of the agreement, Spyker will form a new company, Saab Spyker Automobiles, that will carry the Saab nameplate forward.GM officials said the deal called for Spyker to pay 74 million dollars in cash and allow GM to retain redeemable preferred shares worth an estimated 326 million dollars.The Swedish loan is to help Saab produce less polluting and more eco-friendly cars.

Iran launches production lines for unmanned planes By NASSER KARIMI, Associated Press Writer – FEB 8,10

TEHRAN, Iran – Iran has launched two production lines to build unmanned aircraft with surveillance and attack capabilities, the defense minister announced Monday.It also announced that Iran would soon deploy a missile air defense system more powerful than the advanced Russian S-300 system Tehran has ordered from Moscow in 2007 but has yet to receive.The state television quoted Defense Minister Gen. Ahmad Vahidi as saying the unmanned aircraft would be able to carry out surveillance as well as offensive tasks with high precision and a long range.The two types of aircraft, or drones, are named Ra'd (thunder) and Nazir (herald), with the former possessing offensive capabilities.Iran announced two years ago it had built an unmanned aircraft, but details were only revealed last year when Vahidi said it has a range of more than 600 miles (1,000 kilometers), long enough to reach Israel. It was not clear whether Ra'd or Nazir has such a range.Iran frequently makes announcements about the strides being made by its military industries, however, it is virtually impossible to independently determine the actual capabilities or combat worthiness of the weapons Iran is producing.

Iran began a military self-sufficiency program in 1992, under which it produces a large range of weapons, including tanks, medium range missiles, jet fighters and torpedoes.Meanwhile, a senior air force commander, Gen. Heshmatollah Kasiri, told the official IRNA news agency Monday that Iran would soon deploy an air defense system with capabilities matching, or superior to, those of the Russian S-300 system.

He did not elaborate, but the S-300 missiles are capable of shooting down aircraft, cruise missiles and ballistic missile warheads at ranges of over 90 miles (145 kilometers) and at altitudes of about 90,000 feet.Gen. Kasiri said Iran produces its entire air defense needs domestically, but still criticized Russia for not delivering the S-300 missiles for unacceptable reasons.Russia signed a 2007 contract to sell the S-300 missile system to Iran, but they have not been delivered yet. The delay has not been explained, but Israel and the United States have strongly objected to the deal.The S-300 missiles would significantly boost Iran's air defense capability at a time when Israel says it will not rule out taking military action against Iran's nuclear sites. TEHRAN, Iran – Iran's president on Sunday ordered his atomic agency to significantly enrich the country's stockpile of uranium, angering Western nations who want to the Islamic republic to halt its nuclear program.Mahmoud Ahmadinejad maintained, however, that Iran was also still willing to follow a U.N. plan to export its uranium abroad for further enrichment. Refining uranium produces nuclear fuel for a power plant but if carried out far enough can create material for a weapon.The mixed messages from Tehran have infuriated the U.S. and its European allies, who claim Iran is only stalling for time as it attempts to build a nuclear weapon. U.S. Defense Secretary Robert Gates called for the international community to pressure Iran into abandoning its nuclear program.German Defense Minister Karl-Theodor zu Guttenberg said: Today's statement shows that farce is being played out just like we have seen in the past, that the outstretched hand of the international community has not only not been taken but pushed back.The U.N.'s nuclear watchdog has been working on a compromise to defuse international tensions over Iran's nuclear program. In October, the U.N. proposed that Tehran export its low-enriched uranium to Russia and France, who would return it a year later as enriched fuel rods that could be used to power Iran's research reactor but couldn't be further refined to make weapons-grade material.By announcing that Iran would enrich the fuel on its own, Ahmadinejad appeared to reject the U.N. Iran wants to enrich its stockpile of uranium to 20 percent, up from 3.5 percent, to power a research reactor to produce medical isotopes. TEHRAN (AFP) – Iran's all powerful supreme leader Ayatollah Ali Khamenei said on Monday that the 31st anniversary of the Islamic revolution would be a punch to the world's arrogant powers that would stun them.The Iranian nation, with its unity and God's grace, will punch the arrogance (Western powers) on the 22nd of Bahman (February 11) in a way that will leave them stunned, Khamenei, who is also Iran's commander-in-chief, told a gathering of air force personnel.The country's top cleric was delivering a speech to mark the occasion when 31 years ago the Iranian airforce gave its support to the revolutionary leader Ayatollah Ruhollah Khomeini, a key event which led to the toppling of the US-backed shah on February 11, 1979.This year's anniversary is expected to become a flashpoint between security forces and supporters of opposition leaders Mir Hossein Mousavi and Mehdi Karroubi, who have triggered one of the worst crises facing the Islamic republic since it was founded.

Syria would back Lebanon if Israel attacks: Assad

DAMASCUS (AFP) – Syria will support Lebanon in the event of any attack from Israel, President Bashar al-Assad told the speaker of Beirut's parliament on on Sunday, the official SANA news agency reported.Syria will stand alongside the government and people of Lebanon against any possible Israeli aggression launched on Lebanon, the agency quoted Assad as saying to Nabih Berri in Damascus.Assad and Berri discussed repeated Israeli threats on countries in the region and Israeli extremism which can kill chances for peace and bring war to the region, SANA said.Israeli officials have warned repeatedly in recent weeks that any attack by Lebanon's Syrian-backed Hezbollah Shiite movement will spark a tough response.Syria and Israel have also been locked in a bitter war of words for several days.Foreign Minister Walid Muallem warned on Wednesday that war against his country would become a wider conflict. It would be the first major arms deal between Russia and a NATO member.French President Nicolas Sarkozy approved the sale of one Mistral assault ship after months of discussions, but then Russian naval officials submitted a request for three more, said Jacques de Lajugie, head of international development at the French arms agency DGA.We are in the process of examining this new request, de Lajugie said at a news conference, predicting a decision in the coming weeks. He said the new request came not at the political level but from the general staff of the Russian Navy.Among outstanding questions in the deal are where the Mistral would be built, de Lajugie said. No details about price were released.Possessing a Mistral, which can carry 16 helicopters, would significantly increase the Russian military's capability to mount quick offensives. France sent a Mistral, which weighs 23,700 tons (21,500 metric tons) and is 980 feet (299 meters) long, to visit St. Petersburg last year in a clear sign of interest in a potential sale.NATO members and Russia have had some small, country-to-country technology deals in the past but this would be the first sale of a major piece of equipment by a NATO nation to Moscow.

Tainted milk powder still on sale in China: report by Dan Martin – FEB 8,10

BEIJING (AFP) – China is hunting for nearly 100 tonnes of tainted milk powder that was supposed to have been destroyed after a 2008 scandal over the deaths of six babies, state media said on Monday.Dairy products containing the industrial chemical melamine have been turning up again in stores in China, more than a year after the authorities had declared the threat from tainted milk over.Two dairy firms in the northern Ningxia region were closed down Saturday for selling contaminated milk powder, and candies made with powder were found in the northeastern province of Jilin, the China Daily said.Melamine is used in the manufacture of plastics, fertilisers and adhesives and can cause kidney stones and other urinary problems if ingested.Police in Ningxia found that a company outside the region gave one of the dairy firms around 170 tonnes of tainted milk powder left over from the 2008 scandal as debt payment in July last year, the report said.The firm involved -- the Ningxia Tiantian Dairy company -- then repackaged nearly all of the powder and sold it to five factories in northern and southern China, the report added.Only 72 tonnes of powder have been recovered and authorities are tracking down the rest.It was unclear whether the dairy firm knew the product was contaminated.As a small company, the Tiantian dairy company doesn't have a machine to test melamine, Zhao Shunming, secretary general of the Ningxia Dairy Industry Association, was quoted as saying.

Such a machine can cost up to one million yuan (about 145,000 dollars)... But their repacking of the products is illegal, he added.The Ministry of Health, the State Food and Drug Administration, and China's food safety watchdog all declined immediate comment when contacted by AFP.A string of reports have said leftover milk powder had resurfaced and was being distributed more widely than thought, raising new doubts about China's food safety monitoring systems.At least six babies died and another 300,000 fell ill in 2008 after consuming dairy products with melamine, which the authorities said was added to give the appearance of a higher protein content.

The scandal prompted China to order a massive recall of milk powder, hitting many dairy firms that had bought products they thought were safe.A total of 21 people have reportedly been convicted over the 2008 scare. Two have been executed and others given jail sentences ranging from two years to life.Wang Huaibao, former deputy head of the Dairy Association of China, said the re-emergence of the problem pointed to lax government oversight and the desperation of milk firms caught up in the scandal.It has already been a year and a half since the melamine incident, showing that the safety consciousness of government agencies remains lacking, Wang told AFP.The government has dispatched inspectors to 16 provinces to check if tainted products have slipped on to the market, state media reported last month.

Police have arrested at least three people in the new crackdown. Flaws in the previous system led to the current chaos, Zhao was quoted saying. What if companies with tainted milk also hold back their stocks for this round of checkups and re-use them later, just like what's happening now?

25 And ye shall serve the LORD your God, and he shall bless thy bread, and thy water; and I will take sickness away from the midst of thee.
26 There shall nothing cast their young, nor be barren, in thy land: the number of thy days I will fulfil.
27 I will send my fear before thee, and will destroy all the people to whom thou shalt come, and I will make all thine enemies turn their backs unto thee.
28 And I will send hornets before thee, which shall drive out the Hivite, the Canaanite, and the Hittite, from before thee.
29 I will not drive them out from before thee in one year; lest the land become desolate, and the beast of the field multiply against thee.
30 By little and little I will drive them out from before thee, until thou be increased, and inherit the land.
31 And I will set thy bounds from the Red sea even unto the sea of the Philistines, and from the desert unto the river: for I will deliver the inhabitants of the land into your hand; and thou shalt drive them out before thee.
32 Thou shalt make no covenant with them, nor with their gods.
33 They shall not dwell in thy land, lest they make thee sin against me: for if thou serve their gods, it will surely be a snare unto thee.

EXODUS 24:1-18
1 And he said unto Moses, Come up unto the LORD, thou, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel; and worship ye afar off.
2 And Moses alone shall come near the LORD: but they shall not come nigh; neither shall the people go up with him.
3 And Moses came and told the people all the words of the LORD, and all the judgments: and all the people answered with one voice, and said, All the words which the LORD hath said will we do.
4 And Moses wrote all the words of the LORD, and rose up early in the morning, and builded an altar under the hill, and twelve pillars, according to the twelve tribes of Israel.
5 And he sent young men of the children of Israel, which offered burnt offerings, and sacrificed peace offerings of oxen unto the LORD.
6 And Moses took half of the blood, and put it in basons; and half of the blood he sprinkled on the altar.
7 And he took the book of the covenant, and read in the audience of the people: and they said, All that the LORD hath said will we do, and be obedient.
8 And Moses took the blood, and sprinkled it on the people, and said, Behold the blood of the covenant, which the LORD hath made with you concerning all these words.
9 Then went up Moses, and Aaron, Nadab, and Abihu, and seventy of the elders of Israel:
10 And they saw the God of Israel: and there was under his feet as it were a paved work of a sapphire stone, and as it were the body of heaven in his clearness.
11 And upon the nobles of the children of Israel he laid not his hand: also they saw God, and did eat and drink.
12 And the LORD said unto Moses, Come up to me into the mount, and be there: and I will give thee tables of stone, and a law, and commandments which I have written; that thou mayest teach them.
13 And Moses rose up, and his minister Joshua: and Moses went up into the mount of God.
14 And he said unto the elders, Tarry ye here for us, until we come again unto you: and, behold, Aaron and Hur are with you: if any man have any matters to do, let him come unto them.
15 And Moses went up into the mount, and a cloud covered the mount.
16 And the glory of the LORD abode upon mount Sinai, and the cloud covered it six days: and the seventh day he called unto Moses out of the midst of the cloud.
17 And the sight of the glory of the LORD was like devouring fire on the top of the mount in the eyes of the children of Israel.
18 And Moses went into the midst of the cloud, and gat him up into the mount: and Moses was in the mount forty days and forty nights.

PROPHETS PORTION

JEREMIAH 33:25-26
25 Thus saith the LORD; If my covenant be not with day and night, and if I have not appointed the ordinances of heaven and earth;
26 Then will I cast away the seed of Jacob, and David my servant, so that I will not take any of his seed to be rulers over the seed of Abraham, Isaac, and Jacob: for I will cause their captivity to return, and have mercy on them.

JEREMIAH 34:8-22
8 This is the word that came unto Jeremiah from the LORD, after that the king Zedekiah had made a covenant with all the people which were at Jerusalem, to proclaim liberty unto them;
9 That every man should let his manservant, and every man his maidservant, being an Hebrew or an Hebrewess, go free; that none should serve himself of them, to wit, of a Jew his brother.
10 Now when all the princes, and all the people, which had entered into the covenant, heard that every one should let his manservant, and every one his maidservant, go free, that none should serve themselves of them any more, then they obeyed, and let them go.
11 But afterward they turned, and caused the servants and the handmaids, whom they had let go free, to return, and brought them into subjection for servants and for handmaids.
12 Therefore the word of the LORD came to Jeremiah from the LORD, saying,
13 Thus saith the LORD, the God of Israel; I made a covenant with your fathers in the day that I brought them forth out of the land of Egypt, out of the house of bondmen, saying,
14 At the end of seven years let ye go every man his brother an Hebrew, which hath been sold unto thee; and when he hath served thee six years, thou shalt let him go free from thee: but your fathers hearkened not unto me, neither inclined their ear.
15 And ye were now turned, and had done right in my sight, in proclaiming liberty every man to his neighbour; and ye had made a covenant before me in the house which is called by my name:
16 But ye turned and polluted my name, and caused every man his servant, and every man his handmaid, whom ye had set at liberty at their pleasure, to return, and brought them into subjection, to be unto you for servants and for handmaids.
17 Therefore thus saith the LORD; Ye have not hearkened unto me, in proclaiming liberty, every one to his brother, and every man to his neighbour: behold, I proclaim a liberty for you, saith the LORD, to the sword, to the pestilence, and to the famine; and I will make you to be removed into all the kingdoms of the earth.
18 And I will give the men that have transgressed my covenant, which have not performed the words of the covenant which they had made before me, when they cut the calf in twain, and passed between the parts thereof,
19 The princes of Judah, and the princes of Jerusalem, the eunuchs, and the priests, and all the people of the land, which passed between the parts of the calf;
20 I will even give them into the hand of their enemies, and into the hand of them that seek their life: and their dead bodies shall be for meat unto the fowls of the heaven, and to the beasts of the earth.
21 And Zedekiah king of Judah and his princes will I give into the hand of their enemies, and into the hand of them that seek their life, and into the hand of the king of Babylon’s army, which are gone up from you.
22 Behold, I will command, saith the LORD, and cause them to return to this city; and they shall fight against it, and take it, and burn it with fire: and I will make the cities of Judah a desolation without an inhabitant.

MATTHEW 5:38-42
38 Ye have heard that it hath been said, An eye for an eye, and a tooth for a tooth:
39 But I say unto you, That ye resist not evil: but whosoever shall smite thee on thy right cheek, turn to him the other also.
40 And if any man will sue thee at the law, and take away thy coat, let him have thy cloke also.
41 And whosoever shall compel thee to go a mile, go with him twain.
42 Give to him that asketh thee, and from him that would borrow of thee turn not thou away.

MATTHEW 15:1-20
1 Then came to Jesus scribes and Pharisees, which were of Jerusalem, saying,
2 Why do thy disciples transgress the tradition of the elders? for they wash not their hands when they eat bread.
3 But he answered and said unto them, Why do ye also transgress the commandment of God by your tradition?
4 For God commanded, saying, Honour thy father and mother: and, He that curseth father or mother, let him die the death.
5 But ye say, Whosoever shall say to his father or his mother, It is a gift, by whatsoever thou mightest be profited by me;
6 And honour not his father or his mother, he shall be free. Thus have ye made the commandment of God of none effect by your tradition.
7 Ye hypocrites, well did Esaias prophesy of you, saying,
8 This people draweth nigh unto me with their mouth, and honoureth me with their lips; but their heart is far from me.
9 But in vain they do worship me, teaching for doctrines the commandments of men.
10 And he called the multitude, and said unto them, Hear, and understand:
11 Not that which goeth into the mouth defileth a man; but that which cometh out of the mouth, this defileth a man.
12 Then came his disciples, and said unto him, Knowest thou that the Pharisees were offended, after they heard this saying?
13 But he answered and said, Every plant, which my heavenly Father hath not planted, shall be rooted up.
14 Let them alone: they be blind leaders of the blind. And if the blind lead the blind, both shall fall into the ditch.
15 Then answered Peter and said unto him, Declare unto us this parable.
16 And Jesus said, Are ye also yet without understanding?
17 Do not ye yet understand, that whatsoever entereth in at the mouth goeth into the belly, and is cast out into the draught?
18 But those things which proceed out of the mouth come forth from the heart; and they defile the man.
19 For out of the heart proceed evil thoughts, murders, adulteries, fornications, thefts, false witness, blasphemies:
20 These are the things which defile a man: but to eat with unwashen hands defileth not a man.

MARK 7:1-23
1 Then came together unto him the Pharisees, and certain of the scribes, which came from Jerusalem.
2 And when they saw some of his disciples eat bread with defiled, that is to say, with unwashen, hands, they found fault.
3 For the Pharisees, and all the Jews, except they wash their hands oft, eat not, holding the tradition of the elders.
4 And when they come from the market, except they wash, they eat not. And many other things there be, which they have received to hold, as the washing of cups, and pots, brasen vessels, and of tables.
5 Then the Pharisees and scribes asked him, Why walk not thy disciples according to the tradition of the elders, but eat bread with unwashen hands?
6 He answered and said unto them, Well hath Esaias prophesied of you hypocrites, as it is written, This people honoureth me with their lips, but their heart is far from me.
7 Howbeit in vain do they worship me, teaching for doctrines the commandments of men.
8 For laying aside the commandment of God, ye hold the tradition of men, as the washing of pots and cups: and many other such like things ye do.
9 And he said unto them, Full well ye reject the commandment of God, that ye may keep your own tradition.
10 For Moses said, Honour thy father and thy mother; and, Whoso curseth father or mother, let him die the death:
11 But ye say, If a man shall say to his father or mother, It is Corban, that is to say, a gift, by whatsoever thou mightest be profited by me; he shall be free.
12 And ye suffer him no more to do ought for his father or his mother;
13 Making the word of God of none effect through your tradition, which ye have delivered: and many such like things do ye.
14 And when he had called all the people unto him, he said unto them, Hearken unto me every one of you, and understand:
15 There is nothing from without a man, that entering into him can defile him: but the things which come out of him, those are they that defile the man.
16 If any man have ears to hear, let him hear.
17 And when he was entered into the house from the people, his disciples asked him concerning the parable.
18 And he saith unto them, Are ye so without understanding also? Do ye not perceive, that whatsoever thing from without entereth into the man, it cannot defile him;
19 Because it entereth not into his heart, but into the belly, and goeth out into the draught, purging all meats?
20 And he said, That which cometh out of the man, that defileth the man.
21 For from within, out of the heart of men, proceed evil thoughts, adulteries, fornications, murders,
22 Thefts, covetousness, wickedness, deceit, lasciviousness, an evil eye, blasphemy, pride, foolishness:
23 All these evil things come from within, and defile the man.

ACTS 23:1-11
1 And Paul, earnestly beholding the council, said, Men and brethren, I have lived in all good conscience before God until this day.
2 And the high priest Ananias commanded them that stood by him to smite him on the mouth.
3 Then said Paul unto him, God shall smite thee, thou whited wall: for sittest thou to judge me after the law, and commandest me to be smitten contrary to the law?
4 And they that stood by said, Revilest thou God’s high priest?
5 Then said Paul, I wist not, brethren, that he was the high priest: for it is written, Thou shalt not speak evil of the ruler of thy people.
6 But when Paul perceived that the one part were Sadducees, and the other Pharisees, he cried out in the council, Men and brethren, I am a Pharisee, the son of a Pharisee: of the hope and resurrection of the dead I am called in question.
7 And when he had so said, there arose a dissension between the Pharisees and the Sadducees: and the multitude was divided.
8 For the Sadducees say that there is no resurrection, neither angel, nor spirit: but the Pharisees confess both.
9 And there arose a great cry: and the scribes that were of the Pharisees’ part arose, and strove, saying, We find no evil in this man: but if a spirit or an angel hath spoken to him, let us not fight against God.
10 And when there arose a great dissension, the chief captain, fearing lest Paul should have been pulled in pieces of them, commanded the soldiers to go down, and to take him by force from among them, and to bring him into the castle.
11 And the night following the Lord stood by him, and said, Be of good cheer, Paul: for as thou hast testified of me in Jerusalem, so must thou bear witness also at Rome.

HEBREWS 9:15-22
15 And for this cause he is the mediator of the new testament, that by means of death, for the redemption of the transgressions that were under the first testament, they which are called might receive the promise of eternal inheritance.
16 For where a testament is, there must also of necessity be the death of the testator.
17 For a testament is of force after men are dead: otherwise it is of no strength at all while the testator liveth.
18 Whereupon neither the first testament was dedicated without blood.
19 For when Moses had spoken every precept to all the people according to the law, he took the blood of calves and of goats, with water, and scarlet wool, and hyssop, and sprinkled both the book, and all the people,
20 Saying, This is the blood of the testament which God hath enjoined unto you.
21 Moreover he sprinkled with blood both the tabernacle, and all the vessels of the ministry.
22 And almost all things are by the law purged with blood; and without shedding of blood is no remission.

HEBREWS 10:28-39
28 He that despised Moses’ law died without mercy under two or three witnesses:
29 Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?
30 For we know him that hath said, Vengeance belongeth unto me, I will recompense, saith the Lord. And again, The Lord shall judge his people.
31 It is a fearful thing to fall into the hands of the living God.
32 But call to remembrance the former days, in which, after ye were illuminated, ye endured a great fight of afflictions;
33 Partly, whilst ye were made a gazingstock both by reproaches and afflictions; and partly, whilst ye became companions of them that were so used.
34 For ye had compassion of me in my bonds, and took joyfully the spoiling of your goods, knowing in yourselves that ye have in heaven a better and an enduring substance.
35 Cast not away therefore your confidence, which hath great recompence of reward.
36 For ye have need of patience, that, after ye have done the will of God, ye might receive the promise.
37 For yet a little while, and he that shall come will come, and will not tarry.
38 Now the just shall live by faith: but if any man draw back, my soul shall have no pleasure in him.
39 But we are not of them who draw back unto perdition; but of them that believe to the saving of the soul.
