The Psychological Prism: There's a lot of talk about Obama's narcissism these days, with everyone from radio giant Rush Limbaugh to Pulitzer-winning columnist (and former psychiatrist) Charles Krauthammer referring frequently to the president's extremely narcissistic behavior.

A few weeks ago I interviewed a top forensic psychiatrist – a medical professional who makes his living evaluating and providing expert testimony regarding the mental condition of people in court cases. He asked me not to disclose his name, but he's well known and has served as an expert witness in thousands of such cases. I asked him,Does Barack Obama have Narcissistic Personality Disorder? Mind you, this was not about whether the president is narcissistic,which everyone already knows. Rather, Narcissistic Personality Disorder is a serious mental illness or personality disorder with a broad and disturbing symptom picture. The forensic psychiatrist's response to my question: Yes, that's a fair assessment, maybe even Malignant Narcissistic Personality Disorder(which crosses over into criminality). We went through a few of the major symptoms, including: 1) a grandiose view of one's achievements (everything with Obama is historic), 2) utter inability to handle criticism (everyone criticizing him or his policies is attacked as a radical or extremist, even Fox News was attacked), and 3) lack of genuine empathy (in his televised speech immediately after the Fort Hood shooting – while the entire nation was reeling in shock – he engaged in small talk and shout-outs for two full minutes before mentioning the worst terror attack on our soil since 9/11.) The Moral-Legal Prism: Obama is a product of Chicago politics, the most corrupt political cesspool in the nation, as a recent study from the University of Illinois at Chicago's political science department once again attests. The blatant healthcare bribes (Louisiana Purchase,Cornhusker Kickback,special deals for unions and other powerful interests ad nauseam) are the tip of the iceberg.Corruption is synonymous with business for the crowd currently in power. How do corrupt politicians think and feel? Imagine you just met someone who was unusually arrogant, greedy and selfish, who considered himself far superior to everyone else, above the need to be truthful, above the law (and willing to break any law he could get away with), who was contemptuous of others and utterly impervious to criticism or self-reflection – and who also harbored an overwhelming urge not only to take your money, but to control you, to exert power over your life! You might understandably conclude that person is mentally deranged or even a criminal. But there's another group of people that think a lot like that: our current crop of leaders in Washington.

Now, regardless of whatever level of validity you ascribe to any or all of these views (they're not mutually exclusive, far from it), we're still left with a haunting question: How can an apparently decent man like Barack Obama – who undoubtedly loves his daughters and probably reads them bedtime stories, has a good sense of humor, and is highly intelligent and likeable – justify lying and deceiving all the time, pretending to care about Republican input, about transparency, about controlling costs, and so on? Further, how can he justify using such dishonest means to force his will on an unwilling American public? In other words, how can he countenance, in effect, date-raping America? What we need to understand is that, between his hate-based ideology (Winston Churchill called socialism the gospel of envy), extreme narcissism and long-internalized political corruption, Obama and others like him, literally drunk on power, live essentially in a state of delusion: Down is up, truth is cruel and impractical, corruption is just conducting business, morality is repression, lying is a creative force. Those on the far left regions where Obama, Nancy Pelosi and Harry Reid dwell regard free-market capitalism as irredeemably evil, exploitive and unjust – and therefore in need of destruction to make way for the creation of something more noble and just. Likewise, they look at influential conservatives not simply as old-fashioned,selfish or religious nuts, but as evil. (Remember, Dick Cheney was Darth Vader and Karl Rove the emperor.) If you think I exaggerate the monumental, self-righteous rage with which the left abhors conservatives, watch MSLSD for 15 minutes. I rest my case. Thus, the left thinks of their constant lying and deceiving the way you and I might regard lying and deceiving were we German undercover operatives in the Nazi army plotting to kill Hitler, as in the true-life Operation Valkyrie. Col. von Stauffenberg and the other courageous patriots in the German army were lying and deceiving all day long. After all, war is deception, and they were operating behind enemy lines, trying to slay a monster and end a terrible war. Their deceptions were indeed noble. That's how Obama and company think of their daily depredations that endanger the very existence of America as a land of liberty and light among the nations. Any way you slice it – psychologically, ideologically, politically, morally – we are talking about people in the grip of dark forces and delusion, hell-bent on leading the rest of us downward, which they see as upward. The fact that they may not be fully conscious of the evil they do may make it easier for us not to hate them. But hate is not what we need, anyway. What we need is to vote every single one of Obama's congressional collaborators out of office this November, and to do it so decisively that even the anointed one's gigantic fortress-life shell of denial is shattered into a million pieces – as the bells of freedom ring once again throughout America.

John Holdren, President Obama's science czar, visited the Soviet Union during the Cold War as vice chairman of a group whose founder was accused of providing vital nuclear information that helped the Soviets build an atom bomb, WND has learned. The original leaders of the group, the Federation of American Scientists, also served on the board of a magazine whose personnel were accused of passing crucial nuclear information to the Soviets. Holdren served on the board of directors of that magazine, the Bulletin of the Atomic Scientists. Just after President Reagan's March 1983 Star Wars speech in which he proposed a missile-defense shield to protect the U.S. home front, a group of Soviet academicians sent a letter to the U.S. scientific community asking about the feasibility of such a shield. The only group that responded directly to the Soviet scientists was the Federation of American Scientists, or FAS, leading to an invitation to visit from Evgeny Velikov, director of the Soviet Kurchatov Institute of Science. Physicist David W. Hafemeister relates in his book, Physics and Nuclear Arms Today, how he was part of the FAS delegation to the USSR along with Holdren, who at the time was a professor at the University of California at Berkeley. The FAS has long petitioned for nuclear disarmament. Scientist Leo Szilard, a member of the Manhattan Project, was a principal founder of the FAS. Szilard also was accused of providing vital information to the Soviets that helped them build an atomic bomb. In 1994, Pavel Sudoplatov, a former major-general in Soviet intelligence, named Szilard as a key source of crucial atomic information to the Soviet Union.

The most vital information for developing the first Soviet atomic bomb came from scientists engaged in the Manhattan Project to build the American atomic bomb – Robert Oppenheimer, Enrico Fermi and Leo Szilard, wrote Sudoplatov. Founders of the FAS also were board members of the Bulletin of Atomic Scientists, a journal that argued for the U.S. to hand its nuclear weapons to an international organization. It began publishing regularly in 1945. Szilard founded the Bulletin along with Oppenheimer, who was long accused of spying for the Soviets and passing along vital nuclear secrets. WND found other FAS founders that served on the Bulletin board, including nuclear physicists Eugene Rubinowitch, Hans Bethe and V. F. Weisskopf

Sudoplatov wrote the Soviet Union received reports on the progress of the Manhattan Project from Oppenheimer and his friends in oral form, through comments and asides, and from documents transferred through clandestine methods with their full knowledge that the information they were sharing would be passed on.Indeed, Oppenheimer was accused in Senate hearings of bringing communists into the Manhattan Project. He brought his brother Frank and three former graduate students into the project, all of whom, according to Senate hearings, were well known to him to be members of the Communist Party or closely associated with activities of the Communist Party.
Oppenheimer admitted he knew by August 1943 that two of the scientists working under him were Communist Party members. Three of five scientists under Oppenheimer's direct supervision were accused of leaking secret information about the atomic bomb to the Soviets. On Oct. 25, 1945, Oppenheimer met with President Truman at the White House, urging him to surrender the U.S. nuclear monopoly to international control. Truman was outraged, reportedly telling Secretary of State Dean Acheson, I don't want to see that son-of-a-b*tch in this office ever again.

Magazine used for Soviet propaganda

Oppenheimer and Szilard were stripped of their work in the Manhattan Project, but they continued to use the Bulletin to petition for the U.S. to surrender its nuclear arsenal to international control. According to Sudoplatov, this kind of work was for the benefit of the Soviets. [Soviet politician and security chief Lavrentiy] Beria said we should think how to use Oppenheimer, Szilard and others around them in the peace campaign against nuclear armament. Disarmament and the inability to impose nuclear blackmail would deprive the United States of its advantage, wrote Sudoplatov. Sudoplatov said his spymasters knew the lobby efforts of the Bulletin editors would be a crucial factor in establishing the new world order after the war, and we took advantage of this.Another Bulletin founding sponsor, Edward U. Condon, was mentioned by FBI director J. Edgar Hoover in a May 1947 letter as having contact with an alleged spy who had passed information to the Soviets from 1941 to 1944.

Holdren worked alongside communist sympathizers

The New Zeal blog first reported Holdren worked on the Bulletin in 1984. At the time, communist and socialist sympathizers still occupied the magazine's masthead. The Bulletin's board of directors in 1984, New Zeal reported, included: Board chairman Aaron Adler, who also served on the board of the Chicago Center for U.S./USSR Relations and Exchanges, alongside Larry McGurty of the Communist Party USA. Adler was also a member of what New Zeal labels a Communist Party front, the Chicago Committee to Defend the Bill of Rights. He was also involved in a committee to celebrate the 100th birthday of Communist Party member Paul Robeson.Bernard Weissbourd, a former Manhattan Project scientist who later served on the transition oversight committee for incoming Chicago Mayor Harold Washington, who was active in Communist Party fronts. Weissbourds' son, Robert M. Weissbourd, later served as chairman of the Obama for America Campaign Urban and Metropolitan Policy Committee and on the Obama Transition Housing and Urban Development Agency Review Team in 2008. Ruth Adams, Bulletin editor, who served in the 1960s on the Advisory Committee of the Hyde Park Community Peace Center. Other Center members included lifelong communist front activist Robert Havighurst, communist activist and radical Trotskyist Sydney Lens and Quentin Young, an avowed communist who has advised Obama on health care.

Surrender to planetary regime

Holdren, meanwhile, has been a longtime climate-change alarmist who has advocated ideas such as enforcing limits to world population growth. Holdren's name was in the e-mails hacked from the Climatic Research Unit at East Anglia University in the U.K., which show that some climate researchers declined to share their data with fellow scientists, conspired to rig data and sought to keep researchers with dissenting views from publishing in leading scientific journals. FrontPageMag.com noted Holdren has endorsed surrender of sovereignty to a comprehensive Planetary Regime that would control all the world's resources, direct global redistribution of wealth, oversee the de-development of the West, control a world army and taxation regime, and enforce world population limits. Holdren collaborated with conspiracy theorist Paul Ehrlich, author of The Population Bomb in which it was proclaimed: The battle to feed all of humanity is over. In the 1970s, the world will undergo famines – hundreds of millions of people are going to starve to death.WND previously reported Holdren also predicted 1 billion people will die in carbon-dioxide-induced famines in a coming new ice age by 2020. Holdren based his prediction on a theory that human emissions of carbon dioxide would produce a climate catastrophe causing global cooling, with a consequent reduction in agricultural production resulting in widespread disaster. But Holdren also argued global warming might cancel global cooling. In their 1970s textbook Ecoscience: Population, Resources and Environment, last revised in 1977, Holdren and co-authors Paul and Anne Ehrlich argued on page 687 that a man-made warming trend might cancel out a natural cooling trend.With research by Brenda J. WASHINGTON – A California man killed in a shootout with Pentagon police drove cross-country and arrived outside the military headquarters armed with two semiautomatic weapons, authorities said Friday. Internet postings linked to the lone shooting suspect reflect long-held anti-government anger.John Patrick Bedell, 36, pulled a handgun at a Pentagon entrance, shot two police officers and was mortally wounded in an exchange of gunfire, authorities said. The two officers were hospitalized briefly with minor injuries.A blog connected to Bedell via the social networking site LinkedIn outlines his growing distrust of the federal government. It gives credence to the idea that a criminal enterprise run out of the government could have staged the Sept. 11, 2001, terrorist attacks.It was one of several conspiracy-laden Internet postings linked to Bedell to surface since Thursday night's shooting.

Authorities said Bedell, of Hollister, Calif., had previous run-ins with the law. They found no known connection to terrorist groups or ideologies, investigators said.
The attack outside the massive Defense Department headquarters appeared to be a case of a single individual who had issues,Richard Keevill, chief of Pentagon police, said Friday.Bedell died Thursday night from head wounds. Officials said the two wounded guards were officers Jeffery Amos and Marvin Carraway, both of whom returned fire. They said a third guard they did not name also fired.Reached by telephone, Amos declined to answer any questions about the shooting but said he was doing OK.I'm fine and my family is fine, he told The Associated Press.I just thank the Lord that he shielded me when all of this took place.Bedell drove across country, including a stop at a motel in Reno, Nevada, law enforcement officials said.It was not immediately clear how long he stayed there, or if it was anything more than a stopover on his way to a violent end.Hints of a deep-seated mistrust of government emerged in Internet postings linked to Bedell. A blog connected to his LinkedIn profile contained a two-part treatise on big government, including its vulnerability to being controlled by a criminal organization.This organization, like so many murderous governments throughout history, would see the sacrifice of thousands of its citizens, in an event such as the September 11 attacks, as a small cost in order to perpetuate its barbaric control, the blog post read.Keevill described Bedell as very well-educated and well-dressed, wearing a suit that blended with commuters when he showed up at the Pentagon's subway entrance about 6:40 p.m. But he was concealing two 9 millimeter semiautomatic weapons and many magazines of ammunition, Keevill said.

When Bedell seemed to reach into his pocket for worker identification, he was instead reaching for a gun, Keevill said.He just reached in his pocket, pulled out a gun and started shooting at point-blank range, Keevill said.He walked up very cool. He had no real emotion on his face.Although the gunfire near the subway exit in Arlington, Va., lasted less than a minute, Keevill said, numerous shots were fired.
There was more ammunition in Bedell's car, which authorities found in a nearby mall parking garage. He came here from California, Keevill said.We were able to identify certain locations that he spent that last several weeks making his way from the West coast to the East coast.Keevill said he did not know what motivated the shooting:I have no idea what his intentions were.On a Wikipedia page linked to Bedell, a user by the name JPatrickBedell revealed ill feelings toward the government and the armed forces and made reference to another conspiracy theory. JPatrickBedell wrote that he was determined to see that justice is served in the death of Marine Col. James Sabow, who was found dead in the backyard of his California home in 1991. The death was ruled a suicide but the case has long been the source of theories of a cover up. Sabow's family has maintained that he was murdered because he was about to expose covert military operations in Central America involving drug smuggling. That posting can be linked to Bedell through court documents matching the shooter's birth date but Keevill said Friday that authorities had not made a final determination that the shooter was the same Bedell. On the Internet posting, user JPatrickBedell wrote the Sabow case was a step toward establishing the truth of events such as the September 11 demolitions.

That same posting railed against the government's enforcement of marijuana laws and included links to the author's 2006 court case in Orange County, Calif., involving allegations of cultivating marijuana and resisting a police officer. The assault at the very threshold of the Pentagon — the U.S. capital's ground zero on Sept. 11, 2001 — came four months after a deadly attack on the Army's Fort Hood, Texas, post allegedly by a U.S. Army psychiatrist with radical Islamic leanings. Hatred of the government motivated a man in Texas last month to fly a small plane into a building housing Internal Revenue Service offices, killing an IRS employee and himself. The shooting resembled one in January in which a gunman walked up to the security entrance of a Las Vegas courthouse and opened fire with a shotgun, killing one officer and wounding another before being gunned down in return fire. The subway station in Arlington is immediately adjacent to the Pentagon building, a five-sided northern Virginia colossus across the Potomac River from Washington. Since a redesign following the 2001 terrorist attack on the Pentagon, riders take a long escalator ride to the surface from the underground station, then pass through a security check outside the doors of the building, where further security awaits.

US sees explosion of extremist groups, militias: report

WASHINGTON (AFP) – The US has seen an explosion in the number of extremist groups and armed militias which advocate radical anti-government doctrines and conspiracy theories, a recent report has found.The number of active Patriot groups nearly tripled last year to 512 from 149 in 2008, according to the Southern Poverty Law Center, which tracks the activities of hate groups.Some 127 of those groups were paramilitary militias, up from 42 a year earlier.We saw a real explosion in militias and the larger anti-government patriot movement, said Mark Potok, who directs the group's Intelligence Report.This is a movement that sees the government as the primary enemy and is completely eaten up with all kinds of conspiracy theories, Potok said in a video accompanying the report published Tuesday.They really believe the government is part of an evil scheme to do in Americans.The Patriot movement last rose to national prominence in the mid 1990's following the death of 76 Branch Davidians during an FBI raid on their Waco Texas ranch. A significant amount of violence was linked to the movement, most notably the Oklahoma City bombing that left 168 people dead.

But the groups had largely disappeared from public view after apocalyptic warnings about a Y2K collapse of computing systems and society at large on January 1, 2000 proved unfounded.Potok traces the recent rise in patriot groups to anger over racial changes in the population - most notably the election of the first black president - rising public debt, the bank bailout and an array of initiatives by President Barack Obama's administration that are seen as socialist or fascist.The economy being in shambles, and so many people unemployed has left a lot of people hurting, frustrated, angry and looking for a reason why they are in the place they are in, Potok said.There's a great deal of anger and frustration and that is being channeled sometimes by conspiracy theories or by scapegoating certain groups into this kind of rage we are seeing all across the country.The concern, Potok said, is that so many people appear ready to take action and so many mainstream politicians and pundits are adopting anti-government stances.There has also been a sharp increase in the amount cross-pollination between different sectors of the radical right, Potok said, as racist rants infuse the Patriot movement and anti-government ideas are adopted by anti-immigrant groups.The number of Nativist,anti-immigrant vigilante groups also grew sharply from 173 in 2008 to 309 in 2009.The total number of hate groups in the United States climbed to a new high of 932 in 2009, the report found. CONCEPCION, Chile (Reuters) – A series of strong aftershocks rattled south-central Chile on Friday, panicking residents nearly a week after one of the most powerful earthquakes on record rocked the area and killed hundreds of people.The government of outgoing President Michelle Bachelet, already facing criticism for its slow response to the quake, said it was revising faulty death toll figures after authorities mistakenly tallied scores of missing who later turned up alive.Many people who survived Saturday's 8.8-magnitude quake were killed hours later by a massive tsunami, outraging Chileans who say there was no warning the waves were coming.The Chilean navy has acknowledged there was a breakdown in its tsunami-alert system, and on Friday it fired the head of the agency in charge of issuing catastrophe warnings.In the ravaged city of Concepcion, the country's second largest, some people ran out of their houses or jumped out of the vehicles they have been sleeping in since their homes were destroyed as seven intense tremors shook the area on Friday.

The strongest of the aftershocks was a magnitude 6.6.

Some chunks of buildings that were already in bad condition fell, but nothing significant, the top government official in quake-hit Bio Bio region told local radio.Saturday's quake, and a series of giant waves that followed, destroyed hundreds of thousands of homes, wrecked bridges and roads, and cracked modern buildings in half in the capital, Santiago. It also wreaked havoc on some of Chile's famous wineries and briefly shut down some of the world's richest copper mines.The navy said there was no risk of tsunamis from the new aftershocks and people did not stray too far into the streets of Concepcion since the army had imposed a curfew until mid-day to control sporadic looting.It was terrible, said a frightened elderly man outside his house.The three aftershocks that we just felt were very strong, I don't know when this is going to end.The government said on Thursday the death toll, previously reported as 802, was unclear due to confusion over who was missing. Officials said they had identified 279 victims but were not sure how many bodies were unidentified.Chile's two major newspapers said on Friday the government had revised down its calculation of fatalities in the hard-hit Maule region to 316 from a previous 587.

GOVERNMENT CRITICIZED

The confusion over the death toll prompted harsh criticism of Chile's National Emergency Office, known as Onemi, which President-elect Sebastian Pinera has pledged to overhaul.In a blog posted on the daily El Mercurio website, the former head of Onemi, Alberto Maturana, called the agency's handling of the disaster a comedy of errors.The agency has no validity in public opinion, when it is supposed to be the most credible, he was quoted as saying.The doubts over the death toll are likely to persist, partly because an undetermined number of victims were washed out to sea in the ensuing tsunamis and some bodies may never be recovered.The number of disappeared is very difficult to determine, said Patricio Bustos, a government forensics specialist in Talca, a city in central Chile that was hit hard by the quake. It can take a very long time.The government was already under fire for being slow to send aid to the region, for underestimating damages at first, and for failing to properly alert coastal towns to a tsunami. In Concepcion, looting was mostly under control as hundreds of troops patrolled the streets and handed out food and water. Long lines formed at one of the few grocery stores finally opened to customers. In Dichato, a small town just north of Concepcion, two large ships that were washed aground by the tsunami sat in a field 2 km (1.2 miles) from the coastline. United Nations Secretary-General Ban Ki-moon is expected to tour Concepcion and other badly hit towns on Friday. He is also scheduled to meet with Bachelet and Pinera, who will take office on March 11 in a swearing-in ceremony that will be toned down because of the earthquake. Chile's biggest copper mines were mostly spared by the quake but its top two oil refineries were hit hard and are still offline, forcing the country to boost fuel imports. The government has shied away from quantifying the damage, which according to one estimate could reach $30 billion, or about 15 percent of the gross domestic product of the world's leading copper producer. Finance Minister Andres Velasco said on Friday the quake will weigh heavily on the economy in the coming months but predicted the rebuilding effort would help drive a robust recovery in the long term, echoing a pledge from the incoming government. We are not only going to rebuild what was destroyed, we are going to rebuild it with better technology and with better procedures, the silver-haired Pinera said on Friday, adding that his government plans to revamp Chile's catastrophe-alert system in hopes of limiting the death toll from future quakes.

Bachelet, whose popularity is being tested by the disaster, said the new government will need to tap international lenders for money to rebuild. Ratings agency Standard and Poor's said the quake would have no immediate effect on Chile's credit quality, meaning it will likely have little trouble getting any loans. CONCEPCION, Chile – The most powerful aftershock in six days sent terrified Chileans fleeing into quake-shattered streets and forced doctors to evacuate some patients from a major hospital on Friday as the nation struggled to comprehend the scope of the disaster that hit it.People raced into the streets in pajamas as a magnitude-6.0 aftershock struck Concepcion shortly before dawn.A magnitude-6.6 shock at 8:47 a.m. (6:47 a.m. EST; 1147 GMT) then rattled buildings for nearly a minute.It was the strongest aftershock since a magnitude-6.9 jolt shortly after Saturday's historic quake and it sent office chairs spilling from upper floor of an already-damaged 22-story building.Fear of additional damage led officials to evacuate some patients from the regional hospital in downtown Concepcion.They sent us all home, said 47-year-old Aaron Valenzuela, who hobbled through the street because four toes had been amputated due to an injury he suffered in Saturday's big quake.Dr. Patricia Correa, who was overseeing the hospital's emergency ward, said her part of the five-story building is on the point of collapsing. The walls cracked.As a daily curfew meant to halt looting expired at noon, people flooded into the streets of Concepcion and formed lines about 100 long behind an intermittently functioning automatic teller machine, for a rare open pharmacy and at a corner store.A sign at the shop announced it was out of flour, water, candles, rice, cheese, eggs and diapers, though jam, sugar, coffee and onions remained.U.N. Office for Partnerships, said private donations have begun to arrive, among them $1 million from Wal-Mart and $500,000 from Hewlett Packard.President Michelle Bachelet, meanwhile, met with her successor, Sebastian Pinera, and they promised to try to avoid letting the March 11 hand-over of power interrupt aid efforts.The new government will have an immense challenge, Bachelet said.Officials were still struggling to determine the human toll of the magnitude-8.8 quake, as well as the damage to roads, ports and buildings such as hospitals.Disaster officials announced they had double-counted at least 271 missing as dead in the hardest-hit part of the country — an error that would drop the official death toll to about 540 if there were no other mistakes.But Interior Department officials said that from now on, they would release only the number of dead who had been identified: 279 as of Friday. The government also said Friday it had removed Cmdr. Mariano Rojas as head of the Navy's oceanographic service over its failure to issue a tsunami warning for the Pacific immediately after Saturday's quake. Port captains in several towns issued their own warnings, but a national alert never came, and some say that failure led to deaths. The tsunami is believed responsible for much of the deaths and damage. Bachelet says it will take three years to rebuild the region wracked by the earthquake and tsunami, and that task is all too clear to the people trying to clean up the ruins of their towns. In the tourist town of Dichato, a few kilometers (miles) north up the coast from Concepcion, the quake and tsunami killed at least 19 people and smashed neat wooden houses and small hotels into huge piles of splinters. The town of 4,000 people stank Thursday of decomposing fish and a fishing boat marooned far inland was full of rotting octopus. Bachelet's government had made a difference in the town before the quake, building 130 neat mustard-yellow duplexes in a public housing project that opened in September and providing 60 million pesos — $120,000 — to restore the facades of businesses along main street, said Mabel Gomez, president of the local chamber of commerce. But as they rooted through the ruins, Dichato's residents said they are pinning their hopes for renewal on the next president, a conservative billionaire.

Pinera, who takes office March 11, named new governors for the six hardest-hit regions and told them to get to work even before his inauguration. His immediate priorities: Find the missing; ensure law and order; restore utilities; and tend to the injured. Pinera also stepped up his criticism of Bachelet's administration on Thursday, knocking the lack of coordination and the weaknesses that this tragedy has uncovered with brutal eloquence.Critics said Bachelet initially was reluctant to summon the military to stop looting and deliver aid, given the armed forces' brutal repression of the Chilean left in the past, especially during the 1973-1990 dictatorship of Gen. Augusto Pinochet. Top military officers had complained they couldn't deploy troops to quash looting or deliver aid until Bachelet finally declared a state of emergency more than 24 hours after the temblor. The magnitude-8.8 quake — one of the strongest on record — and the tsunami that followed ravaged a 700-kilometer (435-mile) stretch of Chile's Pacific coast. In the coastal town of Constitucion, firefighters were looking for bodies of people swept away by the tsunami as they camped on Isla Orrego, an island in the mouth of the Maure River that flows through the city. Constitucion suffered perhaps the greatest loss of life in the disaster, in part because many people had come for carnival celebrations and were caught in huge waves that reached the central plaza.

There were about 200 people in tents who disappeared on Isla Orrego, Fire Chief Miguel Reyes told The Associated Press. An AP Television News crew witnessed several bodies being recovered, including that of a baby girl washed up on the beach.

TAIPEI (AFP) – A powerful quake jolted southern Taiwan on Thursday, sending panicked residents fleeing from shaking buildings, toppling farm houses and derailing a carriage on a high-speed train.Initial reports said at least 12 people had been injured in the 6.4-magnitude quake which the US Geological Survey said struck about 70 kilometres (about 40 miles) from the island's second-largest city Kaohsiung.It was felt as far north as the capital Taipei, several hundred kilometres away.The epicentre was in a sparsely inhabited mountainous area in Jiahsian township in Kaohsiung county, an area still recovering from a massive typhoon that triggered floods and mudslides in August, killing about 700 people.It felt like the buildings were going to collapse, said Chen Pei-chi, a teacher in Shiaolin Elementary School in a village close to the epicentre.I tried to get out, but my legs failed me because I was so frightened. Many children were screaming while they were running out of the classrooms.It was the biggest earthquake to hit the Kaohsiung area in recent years, the weather bureau reported, and followed massive killer quakes in Chile on Saturday and Haiti in January.The bureau said the initial quake at 8:18 am (0018 GMT) was followed up by at least 15 aftershocks.Local television showed footage of collapsed farm houses in Kaohsiung county as well as cracked walls and falling ceiling panels in buildings in the nearby Chiayi area.

The quake derailed a carriage in a train on the high-speed rail connecting the north and the south of the island, leaving passengers stranded for two hours, media reports said, but there were no casualties.A fire broke in a textile factory in Tainan county, north of the epicentre, with one worker slightly hurt during the evacuation, Central News Agency said. Television footage showed thick black smoke billowing from the building.Most of the 12 people injured were hit by falling objects, but none was in a serious condition, the fire service said.The building was shaking violently and I was really scared. It felt just like a typhoon lashing out, said Chang Shu-yuan, a resident of Kaohsiung city, which has a population of about 1.5 million.No tsunami warning was issued from the quake, which the USGS said struck at a depth of 35 kilometres (22 miles).In the city of Nantou, water and power lines were cut, and a group of about 10 people were trapped in an elevator, the television said.President Ma Ying-jeou was scheduled to inspect relief measures in Tainan later Thursday, while the defence ministry said it has dispatched at least 10 helicopters to survey quake-hit areas to assess the extent of the damage.The quake also caused buildings to shake in Southern Taiwan Science Park, one of the nerve centres of the island's high-tech export machine.Manufacturing at the companies in the park was interrupted as workers were evacuated to safety, said park spokesman Wu Men-feng.

Taiwan is regularly hit by earthquakes as the island lies near the junction of two tectonic plates. In September 1999, a 7.6-magnitude quake killed around 2,400 people in the deadliest natural disaster in the island's history. Most modern buildings in Taiwan are built to withstand earthquakes, but the island's sophisticated infrastructure is nevertheless vulnerable to the forces of nature. An earthquake off Taiwan in December 2006 hit an undersea cable, causing days of disruption to Internet and telephone connections in large parts of East Asia. In August last year, Typhoon Morakot dumped more than three metres (120 inches) of rain on the south, triggering floods and mudslides which swamped houses and buildings, ripped up roads and smashed bridges. Taiwan is still rebuilding and relocating villages devastated by the typhoon, the deadliest to hit the island in half a century. Most of the roughly 700 people killed or still listed as missing in the typhoon were from Kaohsiung county.

TALCAHUANO, Chile – The tsunami that hit this coastal city sent 50-ton fishing boats crashing onto land and demolished its port — wiping out the $40 million in business that courses through the local economy from the annual anchovy and sardine catch.
Less than 100 miles (160 kilometers) away, Chile's economy took another beating as the mammoth quake downed bridges and opened up vast crevices on the nation's only north-south highway, paralyzing the export lifeline for the nation's renowned farm-raised salmon industry.And Chile's telecommunications system was still so badly out of whack Tuesday — four days after the quake — that local and foreign investors who own vineyards that carpet the hardest-hit areas couldn't reach winery employees by phone or Internet to discuss the upcoming harvest.You have to get grapes from the vineyards to the winery, and I don't know the condition of the roads around the winery, said Mark Osmun, spokesman for California's Jackson Family Wines, owner of the Vina Calina winery in the devastated Talca region about 65 miles (105 kilometers) from the quake's epicenter.Chile's horrendously destructive 8.8-magnitude quake doesn't have a price tag on it yet, though President Michelle Bachelet mentioned a $30 billion estimate when she met Tuesday with U.S. Secretary of State Hillary Clinton, who delivered 25 satellite phones as a down payment on disaster assistance.But the quake has already forced tens of thousands into unemployment with no end in sight in the nation's south-southwest area and will almost certainly mean higher salmon prices at U.S. supermarkets. It also translates into higher wine production costs for an industry already hurt by the declining value of the U.S. dollar.Chile's copper industry, which supplies a third of the world's copper, wasn't badly affected because it lies north of Santiago.

Similarly, the large ships that fish Chile's rich waters far out to sea rode out the tsunami and can deliver their catches to ports unaffected by the earthquake.But an estimated 1,000 boats that stick closer to shore were destroyed, said Gonzalo Olea, a spokesman for Chile's National Confederation of Small Fishermen. Some boats ended up kilometers (miles) inland.The quake hit just as the three- to four-month fishing season was starting for 760 small-scale fishermen in Talacahuano, said Nelson Estrada, president of their union representing fishermen who now wander around with nothing to do, their jeans stained by black mud that the tsunami left behind.The season has been killed, Estrada said from the wrecked port reeking of putrid fish.

The region where they ply the waters nets 4 percent of the world's annual catch of seafood, some 2 million metric tons, said Hector Bacigalupo, general manager of Chile's National Fishing Association. At least 90 percent — including hake, mackerel and shellfish — goes to the United States, Australia and Africa.Many fishermen also lost their homes, an eerie replay of Louisiana's shrimpers who were devastated by Hurricane Katrina and haven't fully recovered five years later.Even Chilean fishermen whose boats survived intact may find it hard to work because it will take months or more to repair unloading piers and replace equipment that looters stole from fish-processing plants.Now the boats are paralyzed because there's no way to unload, said Carlos Rivas, a boat captain in Hualpen.Some went out to sea anyway in the quake's aftermath, buoying their boats in bays after returning and rowing to shore to give their catch free to hungry survivors in a zone that is home to a large proportion of the earthquake's death toll.Chile's salmon industry that raises fish in pens and competes heavily with Norway and Canada was spared from major damage because it lies hundreds of kilometers (miles) south of Talcahuano. But the sector's transportation chain was thrown into crisis when the tremor hit before dawn Saturday.

On maps, Chile looks like a slender chili pepper with the north-south Pan American Highway sandwiched between the Pacific Ocean and the Andes Mountains. Fresh salmon must be driven in refrigerated trucks for 900 kilometers (560 miles) along the now damaged road to the airport in Santiago to be loaded onto cargo planes flying to the U.S. and elsewhere.

The airport, meanwhile, hasn't reopened to commercial flights.

Some Chilean salmon suppliers are trying to set up a trucking route to Buenos Aires, Argentina, said Kimberly Gorton, president of Boston-based seafood distributor Slade Gorton & Company Inc. But that route is twice as long, and trucks would have to navigate high mountain passes. Still, no one knows how long it will take to repair all the damaged bridges and highway pavement on Chile's highway. Clearly what's going to happen is a reduction in supply is going to cause an increase in prices, Gorton said.It's sad because Chile is so dependent on its fishing industry for exports.Some of Chile's oldest and most famous wine-growing regions lie in the heart of area slammed by the earthquake. Concha y Toro, Chile's biggest winemaker, announced a one-week shutdown of operations in the area to carry out thorough inspections. Osmun, the Jackson Family Wines spokesman, said the only news he had from the Vina Calina winery came Sunday via text message: All employees and their relatives were OK, 2,000 liters of wine was lost when a barrel or bottles broke, and there was minor damage to the winery itself. Chilean wine promoters are confident the industry will recover. FARGO, N.D. – The National Weather Service says there's a high risk for major flooding along North Dakota's Red River in the same area where residents held off record high waters last year.The flood outlook released Friday shows a 90 percent chance for major flooding in Fargo because snow there is heavily packed and the soil is saturated.Across the country residents in the nation's midsection are preparing for rising waters this spring where rivers such as the Red, the Mississippi and the Missouri flow through populated areas.Weather service spokesman Greg Gust says the forecast calls for less than normal precipitation for eastern North Dakota in the next two weeks, calling that a glimmer of a sunshine in an otherwise gloomy flood outlook.

Persistent heavy rains since early in the week have flooded more than 30 villages in the country's east, leading to the displacement of more than 20,000 people, said Joel Aguma, the police commander for eastern Uganda.Villagers have headed to higher ground and are waiting for assistance from aid groups and the government, he said.
Rains on Monday triggered massive landslides that buried three villages in the Bududa region, burying what officials believe to be several hundred people. Rescuers have recovered 92 bodies so far but were unable to continue searching Thursday because of the rain, said Kevin Nabutuwa of the Uganda Red Cross.Thousands of people have been displaced by floods. We are advising them to relocate to high, dry areas as we mobilize for assistance,said Dorothy Florence Hyuha, a member of parliament from eastern Uganda.An official from the Ministry of Disaster Preparedness said a rescue team has been sent to affected areas.The landslides late Monday and Tuesday buried a village hospital where more than 50 students had taken refuge. All are believed to have died. The landslides wiped out whole villages, burying homes, the school and a church.

NASA Launches New High-Tech Weather Satellite

NASA launched the newest in a series of high-tech weather satellites Thursday that will help forecasters predict sunshine and showers alike.The Geostationary Operational Environmental Satellite-P (GOES-P) spacecraft lifted off atop a United Launch Alliance Delta 4 rocket at 6:57 p.m. EST (2357 GMT) from Space Launch Complex 37 at the Cape Canaveral Air Force Station, Fla.Once it's checked out and settled into the correct orbit around Earth, GOES-P will be turned over to the National Oceanic and Atmospheric Administration (NOAA), which will use it alongside similar satellites to build extensive weather maps to predict meteorological conditions around the planet.This satellite is absolutely critical to accurate hurricane forecasting and warnings, Bart Hagemeyer, the meteorologist in charge of the NOAA National Weather Service forecast office in Melbourne, Fla., said before the satellite’s launch. We really couldn’t do our job without it and I'm just glad to see we've got another GOES going up.The nearly $500 million GOES-P was initially slated to launch Tuesday, but bad weather and technical glitches delayed the space shot. High winds and last-minute alarm (ultimately a false alarm) threatened to delay the flight even more Thursday night, but were cleared in time to make the satellite’s one-hour launch window.GOES-P will join a long line of previous GOES satellites that were first launched in 1975 to monitor and help predict the weather. GOES-P will initially serve as a backup for the GOES-N and GOES-O satellites currently in orbit.

It's a great day for NASA and NOAA, as this last launch completes the spacecraft in the GOES N-P series, said Andre Dress, NASA’s GOES deputy project manager at NASA's Goddard Space Flight Center in Greenbelt, Md., after the launch.It means the hard work and dedication from this team during the past 12-plus years all has been worth it. Our review of the spacecraft and launch vehicle data shows that GOES-P is in a nominal transfer orbit with all spacecraft systems functioning properly.The brand-new satellite will eventually take over for its older siblings once one of them fails or runs out of fuel.This completes the latest satellite in the GOES series to provide continuous weather monitoring for more than 50 percent of the planet, said Charlie Maloney, GOES N-P program manager at Boeing Space and Intelligence Systems in El Segundo, Calif., which built the spacecraft. It's fully anticipated that it will last greater than 15 years.Besides creating weather maps, GOES-P will also monitor weather on the sun to help predict how solar flares could affect Earth, and will measure ocean and land temperatures and aid in search-and-rescue operations.It's all about saving lives and property. Laws to Reform Marriage, Conversion

(IsraelNN.com) The Yisrael Beiteinu (Israel Our Home) party is preparing two laws that, if passed, would have a significant impact on marriage and conversion among Israelis with no religious affiliation. One would create a civil marriage option, while the other would ease the conversion process by city rabbis to perform conversions.The conversion law will face an initial vote next week. It seeks to cut the bureaucracy that currently faces would-be converts by allowing converts the freedom to work with a city rabbi of their choice. In addition, the law would prevent conversions performed by the Israeli Rabbinate from being overturned retroactively.This law, when it passes, will make the entire country one region for purposes of conversion,the party explained.City and regional rabbis will be able to perform and register conversions, and even to marry two partners, one of whom is a convert, with no connection to their place of residence.The marriage bill will be presented in two stages, with the first stage facing a vote next week. The bill would allow non-Jews who are not affiliated with any other religion to marry in civil ceremonies.

Currently, all Israeli citizens who wish to marry must do so through a representative of a religious faith. The situation poses a problem for those who are not Jewish according to Jewish law, but who do not identify with any other faith. Hundreds of thousands of Israeli citizens, most of them immigrants from the former Soviet Union, have no religious affiliation.MK David Rotem suggested that the law would be used as a first step toward allowing all of Israel's citizens to wed in civil marriage ceremonies if they choose to do so. Yisrael Beiteinu will not ignore its promises to its voters, and will continue to try to pass a law allowing for civil marriages on a broader scale. Yisrael Beiteinu believes that we should work in stages, by breaking down one barrier, then continuing onward.The religious parties are expected to oppose the change, as it will allow Jews to marry through civil marriage, thus turning marriage according to Jewish law into a process that will need investigation of both sides, not only to be sure they are indeed Jewish but to see that they can be wed according to Jewish law. There are certain prohibitions in Jewish law that make the descendants of some non halakhic (Jewish legal) marriages irrevocabley unable to marry Jews halakhically.

(IsraelNN.com) Senior Jerusalem city official Yakir Segev, who holds the city's eastern Jerusalem portfolio, said in an interview with Arutz Sheva's Hebrew-language news service that the government is often uncooperative when it comes to planned projects in the eastern part of the city. Jerusalem Mayor Nir Barkat aims to truly unify the capital by making the neighborhoods restored to the city in the 1967 Six Day War a full part of the city, Segev said. But officials in the Finance Ministry apparently feel that there's no purpose in investing in those areas.We're trying to get funding for projects in the eastern part of the city, but Finance Ministry officials are holding back. There's a sense that some of them just don't care, because they think there's no point in investing in eastern Jerusalem, because we are not going to stay there in any case,Segev explained.The approach of waiting for the city's status to be decided in negotiations is mistaken, Segev said. Jerusalem's political future has been on the table for fifteen years already. If you build roads [in eastern Jerusalem] you not only improve the quality of life, you also send a message that you're the sovereign power.

The Netanyahu government's official policy is that the entire city of Jerusalem is under full Israeli sovereignty, and will remain under Israeli sovereignty. In July of last year, Netanyahu announced that Jerusalem is not up for debate, and that Jews are free to build in any part of the city.On Tuesday, Netanyahu asked Barkat to delay a building project in King's Garden in the city in order to allow more time to reach understandings with Arabs in the area. While Jerusalem city officials plan to allow many illegally-built Arab structures in the historic King's Garden park area to remain standing, there are plans to relocated several of the buildings. The planned relocation has angered the Palestinian Authority and local Islamic groups.

Segev said the Jerusalem municipality would honor Netanyahu's request for a delay, but that the city is determined to complete the King's Garden project. The project is good for the city's Arab population as well as the Jewish population, he said, and could have been completed with cooperation from the city's Arab residents if extremist Islamic groups had not intervened.

In the past, the passage of Israeli warships southward through the canal, from the Mediterranean Sea to the Red Sea, has been interpreted as preparation for a possible attack against Iran.The IDF spokesman said in response to IsraelNationalNews's inquiry regarding the reports that the IDF does not usually comment on military movements.Two Israeli warships passed through the Suez Canal on July 14 last year in what was seen as an unusual show of cooperation between Egypt and Israel. The Hanit and the Eilat, both Sa’ar-5 class Navy torpedo boats, traveled from the Mediterranean to the Red Sea, allegedly to beef up Israel’s military presence there.One week earlier, an Israel Navy Dolphin-class submarine also traveled through the Suez Canal from the Mediterranean to the Red Sea and back, escorted by Egyptian navy vessels. It was the first such drill for the German-made secret vessel, defense sources said.Israeli navy vessels usually travel around the Horn of Africa in order to reach the Red Sea. The voyages in July were seen as a message from Israel and Egypt to Iran, which continues its nuclear program and threats against Israel in spite of United Nations sanctions.

Bush, Mike McConnell, who writes in an op-ed that the web should be re-engineered in order that it can be completely controlled and managed by U.S. intelligence.Last week McConnell testified to Congress that the country was in the midst of a cyberwar that it was losing. He believes that a coming cyberattack will cause more economic damage to the U.S. than the 9/11 attacks.With this in mind mind McConnell penned a piece carried by the Washington Post, in which he urged that financial transactions, power grids, air and ground transportation, telecommunications, and water-filtration systems were all under imminent threat from cyber terrorist attacks.McConnell called for a return to a Cold War mentality of deterrence, writing that the U.S. should make it clear that any cyber attack would be met with immediate and unequivocal retaliation.We need to develop an early-warning system to monitor cyberspace, identify intrusions and locate the source of attacks with a trail of evidence that can support diplomatic, military and legal options — and we must be able to do this in milliseconds. he wrote.More specifically, we need to re-engineer the internet to make attribution, geolocation, intelligence analysis and impact assessment — who did it, from where, why and what was the result — more manageable, McConnell added.McConnell’s comments prompted Wired to hit back, labeling him the biggest threat to the open internet, and commenting that cyberwar hype is being used as a pretext to destroy the freedom of the web:He’s talking about changing the internet to make everything anyone does on the net traceable and geo-located, Ryan Singel writes,so the National Security Agency can pinpoint users and their computers for retaliation if the U.S. government doesn’t like what’s written in an e-mail, what search terms were used, what movies were downloaded.As Singel points out, McConnell now works for defense contractor Booz Allen Hamilton, a subsidiary of the Carlyle Group – the global private equity investment firm that enjoyed business links with the Bin Laden family prior to 9/11.

Singel even suggests that a false flag cyber attack could be just around the corner, in order to provide the perfect pretext for a complete take over of the net:Now the question is: Which of these events can be turned into a Gulf of Tonkin-like fakery that can create enough fear to let the military and the government turn the open internet into a controlled, surveillance-friendly net. he writes.Such musings echo warnings from experts such as Lawrence Lessig, a respected Law Professor from Stanford University, who stated in August 2008 that There’s going to be an i-9/11 event which will act as a catalyst for a radical reworking of the law pertaining to the internet.Lessig noted that former government Counter Terrorism Czar Richard Clarke had told him personally that there was already in existence a cyber equivalent of the Patriot Act, an i-Patriot Act if you will, and that the Justice Department is waiting for a cyber terrorism event in order to implement its provisions.The U.S. military also has some $30 Billion invested in it’s own mastering the internet projects.In 2009 the Cybersecurity Act was introduced, proposing to allow the federal government to tap into any digital aspect of every citizen’s information without a warrant. Fast forward to the present, and the bill looming in the Senate legislates for handing the president emergency powers over the internet in the event of a cyber attack or other national emergency.Earlier this week, the Obama administration lifted the veil on a highly-secretive set of policies it says are designed to defend the U.S. from cyber attacks. The core program revolves around a Cyber Shield that would allow the Department of Homeland Security to dig into all internet communications.DHS’s top cybersecurity official has revealed to CNET that the department may eventually extend its Einstein technology, originally created for federal networks, to non-government infrastructure. It has emerged that the NSA is intimately involved with the program.All of these moves in the U.S. are being mirrored in the Australia, the U.K. and the rest of Europe.Meanwhile, if you’re wondering where the funding for such programs is going to come from, Microsoft executive Scott Charney has a suggestion for you:You could say it’s a public safety issue and do it with general taxation, Charney noted at security conference in San Francisco earlier this week. That’s right, a tax on the internet to go with total restriction and NSA monitoring.If we do not act now to educate more people about the ongoing attack on the free and open internet, and how we can act to protect it by blocking restrictive legislation and programs, we may soon find ourselves referring to a post i-9/11 society.

NEW YORK – Stocks rose Friday after the government's employment report showed fewer jobs were cut in February than expected.The Labor Department's monthly report is closely watched by investors and is seen as the most important measure of the economy's health.The better-than-expected jobs report helped push oil and other commodities higher. That helped energy and material companies like ExxonMobil Corp. and Chevron Corp.Apple Inc. got a big boost as well after the company said its much-anticipated iPad table computer will hit store shelves on April 3.Employers cut 36,000 jobs last month, better than the 50,000 cuts forecast by economists polled by Thomson Reuters. The unemployment rate held steady at 9.7 percent. Economists were expecting it to rise to 9.8 percent.Friday's gains, which followed a late-day rally on Thursday, suggests that investors are optimistic the U.S. economy is improving. Though employers aren't yet adding full-time staff, jobs growth is fundamental to a recovery because it puts money in more workers pockets, allowing them to increase spending.We haven't won the game yet, said James Meyer, chief investment officer at Tower Bridge Advisors.We're just getting back to neutral. You can't get from negative to positive without crossing zero.In afternoon trading, the Dow Jones industrial average rose 85.63, or 0.8 percent, to 10,529.77. SOFIA (AFP) – A stolen disk of Swiss banking data bought by Germany last week revealed that Bulgarian tax evaders held about 200 million euros in Swiss banks, Bulgaria's revenue agency chief said Friday.We had information that Bulgarian citizens held about 200 million euros (272 million dollars) in banks in Liechtenstein and Switzerland in 2007 and 2008, Krasimir Stefanov told national radio from Berlin.Our meetings with the authorities here (in Germany) confirmed this data, he added.Stefanov arrived in the German capital Friday to consult the stolen disc containing the names of 1,500 Swiss account holders who may have defrauded their country's tax authorities.Germany had agreed to share the data with Bulgaria, Stefanov said, adding that on his return he would consult the Bulgarian finance ministry on further steps to be taken against tax cheats.Revenue agency sources cited by newspaper reports on Friday said about a dozen alleged tax fraudsters had already asked if they could voluntarily turn themselves in.Stefanov told the radio the government had yet to decide whether it would allow these people to pay their taxes and avoid other sanctions, which include as much as eight years in jail for large-scale evaders.

It previously forecast a gap of C$55.9 billion.But the government said that is partly because its two-year, C$47.2 billion economic stimulus package was slow to get started, so more spending will be pushed into 2010-11.It now forecasts a 2010-11 deficit of C$49.2 billion, up from C$45.3 billion predicted earlier and expects that to narrow to C$1.8 billion by 2014-15.Finance Minister Jim Flaherty said the budget would be in surplus the following year, provided all went according to plan.This is a tough budget, he told a news conference.Some very difficult decisions have been made.Canada's Conservative government has only a minority of seats in Parliament and needs the support of at least one opposition party to pass this budget and stay in power.There isn't enough in the way of surprises, nor any major shift here, that would set the stage for their budget not getting passed, but we'll have to wait and see, said Derek Burleton, economist at TD Securities.

As part of its plan to balance the budget, the government will also shave C$17.6 billion from its expenses over the five years to 2015, a small percentage of the C$238 billion it will spend this year alone.It had widely telegraphed plans to limit the rate of growth in federal spending, but put more flesh on those plans in projections that analysts said were credible but tough, provided the economy keeps recovering at a healthy clip.To me their initial steps are fairly impressive (and) show they can impose very real restraint. Ottawa is walking a tightrope in this budget.

On the one hand, the government must show Canadians, still shell-shocked from the worst recession in decades, that it is supporting economic recovery and creating jobs.But it must also address widespread concerns that the budget deficit will become a longer-term, structural problem and must recognize the possibility that economic problems elsewhere will undermine its own upbeat forecasts.Canada, with strong, well-capitalized banks, was hit less severely than most other industrialized nations during the world recession, and stimulus spending rose less steeply than elsewhere.In an announcement that was slightly more aggressive than expected, the government said it planned to limit annual spending growth to about 2.5 percent - less than half the average annual increase of the previous decade.They are trying to stay true to their commitment in not taking the tax route to reducing that deficit and to balancing it over the medium term, said Paul Ferley, assistant chief economist at RBC.Their projections on program expenditure will put the deficit on a downward trajectory, but 2.5 percent is tight. The government said tougher enforcement of tax laws and other smaller spending cuts also help shrink the budget gap. The government is under heavy political pressure to balance the books. Canada, in sharp contrast to other rich industrialized nations, ran a budget surplus before the world economy melted down, and there is little political appetite for long-term deficits. The government said Canada's deficit will peak at about 3.5 percent of GDP and total net debt - which includes provincial debt as well as public pension assets - as a proportion of GDP is projected to remain the lowest in the G7 at about 29 percent in 2014. We need an Icesave solution as soon as possible, Prime Minister Johanna Sigurdardottir said at a press conference, ahead of Saturday's plebiscite on the banking deal.I strongly call on Britain and Holland to find a satisfactory agreement, she said.Her remarks came as Icelandic negotiators returned from talks on a new agreement with their Dutch and British counterparts in London, with Iceland's finance ministry raising prospects of more talks next week.We want to continue the negotiations but we have no confirmation from the British and the Dutch, Finance Minister Steingrimur Sigfusson told reporters.Polls indicate Iceland's voters will resoundingly reject the referendum on the current agreement to repay Britain and the Netherlands some 3.9 billion euros (5.3 billion dollars) for money they paid to 340,000 people hit by the October 2008 collapse of Icesave online bank.Parliament passed a bill to this effect late December, but President Olafur Ragnar Grimsson refused to sign it into law because of public opposition. In the talks with Britain and Netherlands, Iceland has already rejected a more favourable deal than the one Icelanders are being asked to vote on. DAMASCUS, Syria – More than 250 silver coins dating back to the time of Alexander the Great were unearthed in northern Syria, a Syrian archaeologist said Thursday.
Youssef Kanjo, the head of archaeological excavations in the ancient city of Aleppo, said the coins were discovered two weeks ago in northern Syria when a local man was digging the foundations of his new home.The man handed the coins, that were found in a bonze box, to authorities, Kanjo said in a telephone interview with The Associated Press.The coins date from the Hellenic period, which ranges from 4th to the 1st centuries B.C. after Macedonian warrior-king Alexander the Great spread Greek culture into Middle East and beyond with his conquests.Kanjo added that the box contained two groups of coins, 137 tetra drachmas (four drachmas) and 115 single drachma coins.One side of the tetra drachma coins depicts Alexander the Great, while the other side shows the Greek god Zeus sitting on a throne with an eagle perched on his extended arm.Some of the coins bear the inscription King Alexander in Greek, while others say Alexander or carry the name of King Philip, most likely referring to his father.After Alexander the Great's conquests, many of the successor kingdoms in the Middle East adopted drachmas as their currency.The discovery is extremely important and would be added to our archaeological treasures that date back to the Hellenic era,Kanjo said.

LONDON (AFP) – Iran is building a new rocket launch site a short distance from an existing complex in the north of the country, and seems to be working with North Korea, information group IHS Jane's said Friday.Construction visible from satellite imagery of the new site, near the city of Semnan east of Tehran, seems to suggest that Tehran has been collaborating with Pyongyang, said the London-based defence intelligence group.Iran unveiled the Simorgh space-launch vehicle (SLV) on February 3, but had not yet publicly revealed the location of the rocket?s launch complex, it reported.But Jane's said it had observed a new launch pad four kilometres (6.5 miles) northeast of the existing Semnan site on a satellite image dated February 6, which it said could ultimately launch Tehran?s next-generation Simorgh rocket.The site includes a gantry tower which is 13 metres (43 feet) wide, approximately 18-20 metres tall and has a cliff-side flame bucket nearly as high as the tower itself.It appears midway towards completion,it said, adding that the launch pad could easily accommodate the 27-metre (89 foot) Simorgh if the gantry were to be extended by an additional 10 metres (33 feet).

And it added: The development of the Semnan facility and the Simorgh SLV both demonstrate the likelihood of collaboration with North Korea in Iran?s missile programme.The platforms seen on the new gantry tower resemble those seen on the gantry tower at North Korea?s new launch pad at Tongchang. A drainage pit 170 metres directly in front of the pad also mirrors one at Pyongyang?s new west-coast launch site.Similarly, the first stage of the Simorgh strongly resembles the North Korean Unha-2, with four clustered engines and nearly the same dimensions.The respected information group concluded that Iran appears to be forging ahead with developing its missile and rocket capabilities despite US-led diplomatic pressure including threats of new UN sanctions.Given these investments in its missile infrastructure, and despite the United States attempting to garner support for further sanctions against Iran for its nuclear programme, Tehran appears determined to continue developing its missile and rocket capabilities in the foreseeable future,it said.

UNITED NATIONS (AFP) – Western nations pitched new sanctions against Iran in the Security Council Thursday amid signs that several members are reluctant to back a fourth round of punitive measures to deter Tehran's nuclear ambitions.New sanctions would show that the international community is united behind a diplomatic resolution to Iran's nuclear issue, and stave off any pre-emptive moves by others to resolve this issue by other means, Britain's UN envoy Mark Lyall Grant told the 15-member council.He stressed that the proposed new UN sanctions should be smart and effective and should target areas with an impact on the regime's policy calculations.They should show the regime the extent to which the costs of their nuclear program outweigh any dubious benefits, Lyall Grant added.At the same time, we should reaffirm our willingness to continue to engage with Iran.Iran, which maintains that its nuclear program is solely for electricity generation, has ignored three rounds of Security Council sanctions and refuses to halt uranium enrichment, which the West sees as a cover to build nuclear weapons.US Ambassador to the UN Susan Rice also urged the council to consider further measures to hold the government of Iran accountable but stressed that a fourth Security Council sanctions resolution was not being circulated in the council at this time.We are not at the present circulating a draft text (on sanctions) to council colleagues here in New York, she told reporters.

US sees critical role for Japan on Iran

MOSCOW (Reuters) – Ukraine's new president Viktor Yanukovich soothed Moscow Friday by suggesting he would reverse key policies of his pro-Western predecessor, but won no public promise that Russia will lower Kiev's onerous gas bills.Making a state visit to Moscow a week after his inauguration, Yanukovich said his five-year presidency is a chance to open a new page in ties between the Slavic neighbors after half a decade of increasing acrimony.Russian President Dmitry Medvedev said both leaders would do everything to put ties back on track.We are talking not about the development of relations but about their rebirth, he said.Yanukovich suggested he would let Russia's Black Sea Fleet remain at its base in the Crimean peninsula port of Sevastopol after the current lease expires in 2017. Former President Viktor Yushchenko had stressed he wanted Russia out by the deadline.Yanukovich also said he would scrap orders Yushchenko signed which elevated two World War II-era nationalists reviled by Russia to the status of Heroes of Ukraine.The decrees angered Ukraine's former imperial master Russia and increased its distaste for Yushchenko, who pushed his nation toward NATO and sought to shed Moscow's influence.

Despite Friday's warm talk, there were fewer signs of solidarity on the economic issues that will continue to dominate relations between energy giant Russia and Ukraine, a key export route for Russian oil and gas headed for Europe.

POISONED CHALICE

Russian Prime Minister Vladimir Putin forged a long-term gas deal in 2009 with Yanukovich's election rival, former Prime Minister Yulia Tymoshenko, removing preferential price treatment for Ukraine and bringing rates paid in line with the market.Many analysts believe Kiev's desperate public finances mean Yanukovich must push for change in the long-term gas deal.He's inherited the proverbial poisoned chalice in the economy and will need to do deals with both Russia and the EU, said Chris Weafer, chief strategist at investment bank Uralsib.But neither Medvedev nor Putin discussed the gas pricing with Yanukovich, Russian officials said. They suggested it would be addressed once Yanukovich forms a government in Ukraine.

Yanukovich's first foreign destination as president was Brussels, where he assured the European Union Monday that Ukraine will be a reliable gas transit route.Europe, which gets a fifth of its gas needs from Russia via Ukraine, is hoping warmer Moscow-Kiev ties will prevent repeats of price disputes which have led to supply cuts to Europe.The Kremlin Thursday said Ukraine should not seek to revise gas contracts. But Russian daily Kommersant reported on Friday that Ukraine will offer Moscow a one-third stake in the management of its gas pipelines in exchange for deep price cuts.

Ukraine's acting prime minister and Yanukovich rival Oleksander Turchinov, said giving Moscow any control over the pipelines would be a betrayal of national interests.Yanukovich has pleased Russia by making clear he opposes Ukraine joining NATO. But analysts have said Yanukovich would have to offer Moscow bigger incentives, such as a deal for the Black Sea Fleet to stay on, to win lower gas prices. Yanukovich may also seek to convince Russia not to proceed with Nord Stream or South Stream, pipelines that would bypass Ukraine in delivering gas to Europe and cut Kiev's revenues. At the Kremlin, Medvedev and Yanukovich signed a declaration vowing to boost economic ties in every way possible.But an exchange between and Yanukovich and Putin underscored the limits. Hundreds taken ill aboard cruise ship near Brazil

RIO DE JANEIRO (AFP) – Brazilian authorities reportedly placed an international cruise ship under isolation at a tourist resort when nearly 200 passengers came down with gastrointestinal illness.The National Health Surveillance Agency, Anvisa, ordered all 1,987 passengers and 765 crew to remain aboard the Vision of the Seas anchored at Buzios while teams of doctors treat the 195 passengers suffering vomiting and diarrhoea and determine the cause of their illness, Brazil's G1 website reported.The ship, operated by Royal Caribbean International, had departed the port of Santos on Monday for a four-day tour including scheduled stops in Buzios and Ilhabela.In January 2009 on a cruise bound for Buenos Aires, 464 people took ill as the ship sailed between Brazil's northern city Salvador and Rio de Janeiro.

China hopes N. Korea talks can resume by mid-year

BEIJING (AFP) – A senior Chinese diplomat said Friday he hopes stalled North Korea nuclear disarmament talks could resume by the end of June, but admitted he was not sure the parties would meet the target.International efforts have mounted in recent weeks to coax North Korea back to the on-off six-party talks which have been on ice since Pyongyang stormed out 11 months ago.Utmost efforts will be made to restore the six-party talks in the first half of the year, China's envoy for Korean affairs Wu Dawei said on the sidelines of the country's annual parliamentary meetings.The six-party talks mechanism still has vitality, the state Xinhua news agency quoted Wu as saying.Wu had told the China Daily on Thursday that while he was optimistic, it was difficult to say whether the timetable would be realised.

He attributed the deadlock to a lack of trust between the parties.China is the communist North's sole major ally and host of the talks which began in 2003. The forum brings together the two Koreas, China, Japan, Russia and the United States.The North has set two conditions for returning to dialogue: the lifting of UN sanctions and a US commitment to discuss a formal peace treaty on the Korean peninsula.
Washington, Seoul and Tokyo say the North must first return to the negotiating table and show it is serious about giving up its nuclear drive.The United States said this week it was considering whether to issue a visa for North Korea's top nuclear negotiator, who is believed to be seeking talks to break the deadlock.Wu said he had recently met with the negotiators from the other five nations involved in the talks, and put forth China's proposals for how to get everyone back to the table.
