Statement Summary


NICOLAS SARKOZY, President of France, speaking on behalf of the European Union, said that in the midst of so many difficulties, the global community had a political and moral responsibility. States must remember that they were gathered here today because, following one of the most terrible tragedies humankind had endured, men of goodwill had been determined to ensure that no one could say that when faced with misfortune, there is nothing we can do.We have a duty to act, not to endure, he said, adding that the world was beginning to gauge the tragic consequences of having waited too long. The international community could wait no longer to achieve peace, end tragedy in Darfur, and fight terrorism. To avert the food crisis and prepare for the post-oil world, fight global warming and allow everyone access to water and energy, he said: We can wait no longer.The twenty-first century could not be governed with twentieth century institutions, he said, stressing that enlarging the Security Council and the Group of Eight were not just matters of fairness, but also the necessary condition for acting responsibly. He specifically called for an enlarged G-8 that might include China, India, Mexico, South Africa and Brazil. We must not endure this world, we must build it. Let us learn to manage the most acute crises together that no one can resolve alone.

Turning to the world financial situation, he called for the leaders of countries directly concerned to meet before year’s end to examine the lessons of the most serious global financial crisis since the 1930s. It was necessary to rebuild together a regulated capitalism in which whole sections of financial activity were not left to the judgement of market operators, and in which banks did their jobs, which was to finance economic development rather than engage in speculation. In our globalized world, the fate of each is linked to that of all,he said.He went on to say that Europe wanted to set an example by acting to bring about peace, as it did so for Georgia. Europe did not want a war of civilizations, a war of religion or a cold war. Europe wants peace and peace is always possible when one truly wants it,” he said. Europe wanted links with Russia and to be Russia’s partner and he proposed building a continent-wide common economic space that would unite Russia and Europe. But Europe was also telling Russia with the same sincerity that it could not compromise on the principle of State sovereignty and independence, their territorial integrity, or respect for international law.Turning to Iran, he said Europe respected that country’s right to nuclear energy, but it would not accept a nuclear-armed Iran that would endanger the peace and stability of an entire region. It would not tolerate Iran calling for the destruction of the State of Israel.He said Europe would continue to stand by Afghanistan’s side, but would not permit a Taliban allied with Al-Qaida to again take a people hostage and turn an entire country into a terrorist base. Europe was committed to the co-development of Africa, and believed Africa had a place among the permanent members of the Security Council, he added.He said it was more than democracy that brought delegations to the Assembly; it was a respect for the dignity of one and all as we are, with the diversity of opinions, sensitivities, cultures and beliefs. GEORGE W. BUSH, President of the United States, recalled that 63 years ago, world leaders had gathered in San Francisco to complete the United Nations Charter, and agree on a historic pledge to restore the faith and fundamental human rights of the world’s peoples. That noble pledge had endured trying hours, and still guided work today.At the same time, such ideals were being challenged by the global movement of terrorism, by those who showed contempt for all who respect life, he said. Terrorists rejected the Bible, the Koran, the Torah, and any standard of any conscience of morality. They impaired the justice and human rights that had given birth to the United Nations. Sovereign States had a responsibility to solve problems before they crossed borders; an obligation to respect rights and respond to their people’s needs.Multilateral organizations also had responsibilities, he continued. While there had been successes and setbacks, a clear lesson had emerged: the United Nations and other multilateral organizations were needed more urgently than ever. To be successful, the United Nations must be resolute. States must cooperate more closely to keep terrorist attacks from happening, and actively challenge the actions of tyranny and despair.The United Nations must continually confront terrorism, a mission that required clarity of vision, he said. Terrorists sought to impose their will on as many as possible, and bringing them to justice was the best way to protect people. No cause could justify the deliberate taking of life. Security Council resolutions said that terrorism was unlawful, and the Secretary-General earlier this month had stated that terror could never be justified. The Group of Eight (G-8) had declared that all terrorist acts were criminal, while the Organization of the Islamic Conference (OIC) recently spoke out against terrorist bombings.

Like slavery, terrorism had no place in the modern world, he said, and nations were turning that idea into action, conducting joint operations and freezing finances. Such efforts had spared citizens from devastating blows. For seven years, Afghanistan and Iraq had transformed from regimes that sponsored terror into those that combated it. Some nations, including Syria and Iran, continued to sponsor terror. To think that the threat had receded would be wrong. The United Nations must be resolute in the fight against terror, and remain vigilant against its proliferation. In that context, he cited Security Council resolution 1540 (2004).

States must also confront the ideology of terrorists, who envisioned a world in which women were oppressed and dissent was crushed, he said. The Assembly must present an alternative that advanced the vision of freedom and the highest ideals. Doing so would serve security interests. When citizens chose their leaders, they were less likely to look to radical ideologies.Further, the United Nations must challenge tyranny as vigorously as it challenged terror, he said. From the voting booths of Afghanistan and the Orange Revolution in Ukraine, to the Rose Revolution in Georgia, people had chosen to demand their liberty. The truth was that when given a choice, people choose freedom. States had supported newly free societies through the United Nations Democracy Fund, and he urged the Assembly delegations to stand with them.The United Nations was an active civilian presence in Afghanistan, with experts facilitating humanitarian aid and protecting human rights, he said. In Iraq, the fight had been difficult, but life had improved dramatically thanks to the determination of Iraqis. He called on States to stand united for people in such areas as Lebanon, the Palestinian Territories and Georgia, where the Russian invasion was a violation of the United Nations Charter.The United States had worked with the European Union and North Atlantic Treaty Organization (NATO) to provide humanitarian relief in Georgia. He thanked Georgia, Ukraine, Iraq and other brave young democracies for their inspiring example. Freedom was a noble goal worthy of the United Nations and it should enjoy the support of all Members. Many had answered the call to help those in need, working to alleviate homelessness. Such goals advanced security interests, as terrorists found fertile ground in nations that were trapped in despair. In the shadow of hopelessness, radicalism thrived, he said, and overcoming that hopelessness required addressing poverty, disease and ignorance.

Describing his country’s launch of the Millennium Challenge Account, he urged adopting a model of partnership, not paternalism, and highlighted work to combat HIV/AIDS, notably in sub-Saharan Africa. Among the most powerful engines of prosperity were trade and investment, and many countries had conducted Free Trade Agreements. It would be most effective to tear down barriers at the global level, and reach a successful Doha agreement as soon as possible.We must open our economies, and stand firm against isolation, he said, ideas that were being tested today by turbulence in the United States financial sector. In recent weeks, the United States had taken bold steps to prevent economic disruption, and had promoted stability by preventing the disorderly failure of companies. Last week it announced actions to address the root causes of financial instability, including by purchasing assets. Congress was working to pass legislation to approve that strategy, and he was confident it would act in the urgent time frame.To have maximum impact, he called on multilateral institutions to work towards measurable goals, and be accountable for their actions. The world needed a confident United Nations. Among other things, he called for corruption to be corrected, the Human Rights Council to be immediately reviewed, stronger efforts to help the people of Burma, who lived under repression, and the Security Council to ensure that the Sudan addressed violence in Darfur.The United Nations is an organization of extraordinary potential and could affirm the promise of its founding, he said. Recalling the words of former United States President Harry S. Truman, he said success would be possible through an unshakable unity of determination. New York, September 23, 2008

In the Name of God the Compassionate, the Merciful (MAHUDI IRANS MESSIAH)

All praise be to Allah, the Lord of the universe, and peace and blessing be upon our Master and Prophet, Mohammad, and his pure household, and his noble companions.Oh God, hasten the arrival of Imam Al-Mahdi and grant him good health and victory and make us his followers and those who attest to his rightfulness.

Mr. President,

Excellencies,

I am grateful to the Almighty for granting me another opportunity to be present in this world Assembly.

In the last three years, I have talked to you about great hopes in the bright future of human society, and some solutions for achieving sustainable peace and expanding love, compassion, and cooperation. I have also talked about unjust systems governing the world; pressures exerted by some powers seeking to trample the rights of other nations, oppression imposed on the majority of the global community, especially on the people of Iraq, Palestine, Lebanon, Africa, Latin America, and Asia; about challenges we are faced with, such as efforts to shatter the sanctity of families, destroy cultures, humiliate lofty values, neglect commitments, expand the shadow of threats, as well as about the arms race and the unfairness and inability of the systems governing world affairs in reforming the status quo.

With the occurrence of various new developments, the debility of existing mechanisms has been revealed even more. However, at the same time, an encouraging trend, which has originated in the thoughts and beliefs of peoples, has blossomed and become stronger. Posed against the despairs caused by the new developments, this trend has ignited the ray of hope for a brilliant, desirable and beautiful future in the hearts of men.

Ladies and Gentlemen,

Dear Colleagues,

Today I would like to talk to you about the main reasons behind the conditions ruling the world and the means to tackle them. Of course, you are already aware of what I am talking about, but I think it is necessary to remind ourselves.

It seems that the roots of problems lie in the way one views and perceives the world and humankind, as well as in the important issues of freedom, obeisance to God, and justice. The world, humankind, freedom and obeisance to God, and justice, have been of utmost importance to humans throughout history.

1. The World:

God Almighty purposefully created the world. This world is the bedrock for the evolution and growth of a creature called man, and the laws governing the world and all other creatures are at the service of man's quest for loftiness. The world should provide the needed opportunities for the fulfillment of the purpose behind man's creation. No phenomenon, creature, or indeed anything has been created in vain. Together they all pave the ground for the flourishing of mankind in a complex and purposeful system, and they are, each, one of the signs of God Almighty. All are His creations and He is the sole creator and ruler of the world. All existence including power, knowledge and wealth come from Him.

2. Humankind:

God created the world for humans and humans for Himself. He created humans from mud and in the soil, but He did not want them to remain in the soil and with animal instincts. He kindled the light of guidance in their souls and asked them to rise from the soil to the heavens and to Him with the help of wisdom, prophets and perfect men.

The world will ultimately disappear, but God has created man for eternity and has made them a manifestation of Himself. Creativity, mercifulness, kindness, knowledge, wisdom, zeal, concealment of sins, splendor, justice, bounteousness, generosity, greatness, love, glory, dignity, forgiveness, insight, kingship and all other goodness and beauty are attributes of God.

God has not created humans for aggression, bloodshed, rancor, selfishness and destruction. He made humans His vicegerents on earth and has asked them to, on the one hand, make earth prosper by using their God-given potentials and to prepare the ground for the growth of divine attributes in all humans, and to provide all with a life full of beauty, amity, freedom, justice and goodness; and on the other hand in pursuance of this path, to prepare for a prosperous, everlasting life endowed by God's mercy.

God has obligated humans to live divinely and socially, for it is only through social life and interactions with others that divine attributes may emerge.

3. Obeisance to God:

God Almighty has tied their perfection and true freedom of humans to their devotion and obedience to Himself. True freedom and obedience to God are in balance and in fact are two sides of the same coin.

Obeisance to God means confessing to monotheism and obeying His commands, and to be free from ungodly worship.

Obeisance to God means the acceptance of the absolute truth, the absolute light, and the absolute beauty.

Obeisance to God means abandoning selfishness and animal instincts, power-seeking and aggression, surrendering to righteousness, justice, love, and perfection.

And in this way, humans can achieve their true freedom and flourish, they can grow and manifest divine attributes, have affection for others, stand up for justice, and fear no power or threat, and defend the oppressed. In such an environment, one's freedom will not impinge on any others'. Contention and conflict are characteristic of materialistic freedom and animal instinct. The essence of all divine religions and obeisance to God and true freedom is disassociating from oppressors and instead obeying and worshiping God, for:

- God is omniscient and knows all that is revealed or kept secret, and He is kind and merciful.

- All creatures are humble before Him and resign to His will.

- God is alive and is the Creator of the universe and all life.

- God loves His creatures and desires nothing but goodness, blessings, and perfection for them, and is against bullying, injustice, selfishness and domination.

4. Justice:

Justice is the foundation of the creation of humankind and the whole universe. Justice is tantamount to placing every phenomenon in its own place, and providing humans with opportunities to actualize all their divine capabilities. Without it, the order of the universe will collapse and the opportunity for perfection will fade away. Without justice, it would be impossible for human society to taste real peace, beauty, joy and happiness. Justice is the main pillar of social life and without it, social life cannot continue or grow.

Humans need to know God in order to realize a prosperous society in this world as well as to strive for a beautiful eternal life, and to this end they first have to know themselves and strive for loftiness in themselves and their societies. However:

- as long as the world is construed as closed, limited and aimless,

- as long as eternal life is considered imaginary and illusory and afterlife and the Judgment Day as well as reward and punishment are thought of as fictional and unreal,

- as long as morals and commitment to them are called backwardness, and immorality, lies, deceit and selfishness are considered desirable, and humans are limited to a materialistic life in this world,

- as long as attempts are made to replace obedience to God and following His prophets and true freedom with servitude to materialistic tendencies and animal instincts and servitude to oppressing human beings, and contention reaches its pinnacle,

- as long as the aggressors, because of their financial, political and propaganda powers, not only escape punishment but even claim righteousness,

- and as long wars are started and nations are enslaved in order to win votes in elections, not only will the problems of the global community remain unsolved, but they will be increasingly exacerbated.

Friends and Colleagues,

Let's look at the situation of the world today:

Iraq was attacked under the false pretext of uncovering weapons of mass destruction and overthrowing a dictator. The dictator is toppled and WMDs are not uncovered. A democratic government is established by the votes of the people but, after 6 years, the occupiers are still there. They insist on imposing colonial agreements on the people of Iraq by keeping them under Chapter 7 of the UN Charter. Millions of people have been killed or displaced, and the occupiers, without a sense of shame, are still seeking to solidify their position in the political geography of the region and to dominate oil resources.

They have no respect for the people of Iraq and disregard any dignity, rights or status for them. The UN is not capable enough to solve the problems and to remove aggression, occupation and imposition.

In Palestine, 60 years of carnage and invasion is still ongoing at the hands of some criminal and occupying Zionists. They have forged a regime through collecting people from various parts of the world and bringing them to other people's land by displacing, detaining, and killing the true owners of that land. With advance notice, they invade, assassinate, and maintain food and medicine blockades, while some hegemonic and bullying powers support them. The Security Council cannot do anything and sometimes, under pressure from a few bullying powers, even paves the way for supporting these Zionist murderers. It is natural that some UN resolutions that have addressed the plight of the Palestinian people have been relegated to the archives unnoticed.

In Afghanistan, production of narcotics has multiplied since the presence of NATO forces. Domestic conflicts continue. Terrorism is spreading. And innocent people are bombarded on a daily basis in streets, markets, schools and wedding ceremonies. The people of Afghanistan are the victims of the willingness of NATO member states to dominate the regions surrounding India, China, and South Asia. The Security Council cannot do anything about it because some of these NATO members also happen to be the major decision makers in the Security Council.

In Africa, efforts are made to reestablish the relationships of the colonial era. By starting civil wars in large countries including Sudan, disintegration of those countries is planned in order to serve the interests of some corrupt powers. In case there is a national resistance, the leaders of the resistance are put under pressure by legal mechanisms created by the very same powers.

In Latin America, people find their security, national interests and cultures to be seriously endangered by the menacing shadow of alien domineering governments, and even by the embassies of some empires.

The lives, properties and rights of the people of Georgia and Ossetia and Abkhazia are victims of the tendencies and provocations of NATO and certain western powers, and the underhanded actions of the Zionists.

The never-ending arms race and the proliferation and stockpiling of nuclear and other weapons of mass destruction and the threats to use them, and the establishment of missile defense systems, have made the situation unstable.

With regard to Iran's peaceful nuclear program, despite the inalienable right of all nations including the Iranian nation, in producing nuclear fuel for peaceful purposes, and despite such facts as the transparency of all Iranian activities and our country's full cooperation with the inspectors of the IAEA and the Agency's repeated confirmation of the fact that Iran's activities are peaceful, a few bullying powers have sought to put hurdles in the way of the peaceful nuclear activities of the Iranian nation by exerting political and economic pressures against Iran, and also through threatening and pressuring the IAEA. These are the same powers that produce new generations of lethal nuclear arms and possess stockpiles of nuclear weapons that no international organization is monitoring; and, the tragedies of Hiroshima and Nagasaki were perpetrated by one of them.

Indeed, they are not against weapons, but they oppose other nations' progress, and tend to monopolize technologies and to use those monopolies in order to impose their will on other nations. But it is very natural that the great Iranian people, with their trust in God, and with determination and steadfastness and with the support of its friends, will resist the bullying and has defended and will continue to defend its rights. The Iranian nation is for dialogue. But it has not accepted and will not accept illegal demands. The time has come for the IAEA to present a clear report to the international community on its monitoring of the disarmament of these nuclear powers and their nuclear activities, and for a disarmament committee to be established by independent states to monitor the disarmament of these nuclear powers.

The theories of development that are in line with the hegemonic system and not in accordance with the true needs of humankind and human societies, have turned into repetitive and bland tools for assimilation of economies, expanding hegemonic domination, destroying the environment and destroying the social solidarity of nations. There is no end in sight to this. Poverty, hunger and deprivation are hurting more than one billion of the world's population and have dashed their hopes for a decent life.

The dignity, integrity and rights of the American and European people are being played with by a small but deceitful number of people called Zionists. Although they are a miniscule minority, they have been dominating an important portion of the financial and monetary centers as well as the political decision-making centers of some European countries and the US in a deceitful, complex and furtive manner. It is deeply disastrous to witness that some presidential or premiere nominees in some big countries have to visit these people, take part in their gatherings, swear their allegiance and commitment to their interests in order to attain financial or media support.

This means that the great people of America and various nations of Europe need to obey the demands and wishes of a small number of acquisitive and invasive people. These nations are spending their dignity and resources on the crimes and occupations and the threats of the Zionist network against their will.

Friends and Colleagues,

All these are due to the manner in which the immoral and the powerful view the world, humankind, freedom, obeisance to God, and justice.

The thoughts and deeds of those who think they are superior to others and consider others as second-class and inferior; who intend to remain out of the divine circle, to be the absolute slaves of their materialistic and selfish desires, who intend to expand their aggressive and domineering natures, constitute the roots of today's problems in human societies. They are the great hindrances to the actualization of material and spiritual prosperity and to security, peace and brotherhood among nations. I explicitly state that the Iranian people and the overwhelming majority of peoples and governments are against those deeds and perspectives of the world- domineering powers. Establishment of justice requires people who have achieved moderation and justice inside themselves, and have restrained their domineering attitudes and actualized their attributes of self-sacrifice and are at the service of humanity. The complete and full-scale manifestation of such characteristics can happen only under the rule of the righteous and perfect human being who is obedient to God and who is promised by the divine Prophets.

Dear Colleagues,

Of course with the grace of God Almighty a hopeful trend is flourishing in the heart and soul of human societies. The universal eagerness for justice, purity, and love for others, monotheism and the quest for perfection is clearly and increasingly on the rise. A universal resistance against the acquisitiveness, aggression and selfishness of the bullying powers is being formed. Today, the bullying powers' thoughts, practices and strategies are rejected by nations and governments, and all are seeking to establish new human relations based on justice with a view to attain prosperity, perfection, security, and sustainable welfare. This is the very auspicious phenomenon that all the traditions of creation and the ruling laws of the universe emphasize and support.

Today, the Zionist regime is on a definite slope to collapse, and there is no way for it to get out of the cesspool created by itself and its supporters. The Islamic Republic of Iran, while fully respecting the resistance of the oppressed people of Palestine and expressing its all-out support for it, submits its humane solution based on a free referendum in Palestine for determining and establishing the type of state in the entire Palestinian lands to the distinguished Secretary General of the UN.

American empire in the world is reaching the end of its road, and its next rulers must limit their interference to their own borders. Today, the thought of hegemony quickly becomes a demerit.

And now a few words with the expansionist governments ruling global relations:

Be aware that living with obedience to God and carrying out His orders, compassion for people and striving for the fulfillment of justice is to your advantage too. I invite you to return to the path of God, the Prophets and to the path of the people of the world and to the truth and justice.

The only route to salvation is a divine straight path. Otherwise, God's hand of power will emerge from the sleeve of oppressed nations and will make your life difficult, and will put an end to your hegemony.

Let's love the people of the world and respect their rights. Rectify past behavior. This will benefit you and the human community. The Iranian people are prepared, along with other nations, to help you be rescued from your current situation and to establish peace and prosperity.

My Friends,

Fortuitously, opportunities are accessible. With the grace of God Almighty, the existing pillars of the oppressive system are crumbling. Great developments in favor of humankind as well as its true and real rights are on the way. A golden and brilliant future is awaiting mankind.

A global community filled with justice, friendship, brotherhood and welfare is at hand, as I have elaborated. A community which will tread the path of beauty and love under the rule of the righteous and perfect human being, the One promised by all divine prophets and the One who is the true lover of humanity. A community that will be devoid of any fear, despair and privation. Such a community will soon be ours. The community promised by the great divine Prophets Noah, Abraham, Moses, Jesus Christ and Mohammad (PBUH) is about to materialize.

Let us, hand in hand, expand the thought of resistance against evil and the minority of those who are ill-wishers. Let's support goodness and the majority of people who are good and the embodiment of absolute good that is the Imam of Time, The Promised One who will come accompanied by Jesus Christ, and accordingly design and implement the just and humanistic mechanisms for regulating the constructive relationships between nations and governments.

Oh great Almighty, deliver the savior of nations and put an end to the sufferings of mankind and bring forth justice, beauty, and love.

22 And it shall come to pass, that ye shall divide it by lot for an inheritance unto you, and to the strangers that sojourn among you, which shall beget children among you: and they shall be unto you as born in the country among the children of Israel; they shall have inheritance with you among the tribes of Israel.
23 And it shall come to pass, that in what tribe the stranger sojourneth, there shall ye give him his inheritance, saith the Lord GOD.

10 And for them, even for the priests, shall be this holy oblation; toward the north five and twenty thousand in length, and toward the west ten thousand in breadth, and toward the east ten thousand in breadth, and toward the south five and twenty thousand in length: and the sanctuary of the LORD shall be in the midst thereof.
11 It shall be for the priests that are sanctified of the sons of Zadok; which have kept my charge, which went not astray when the children of Israel went astray, as the Levites went astray.
12 And this oblation of the land that is offered shall be unto them a thing most holy by the border of the Levites.
13 And over against the border of the priests the Levites shall have five and twenty thousand in length, and ten thousand in breadth: all the length shall be five and twenty thousand, and the breadth ten thousand.
14 And they shall not sell of it, neither exchange, nor alienate the firstfruits of the land: for it is holy unto the LORD.
15 And the five thousand, that are left in the breadth over against the five and twenty thousand, shall be a profane place for the city, for dwelling, and for suburbs: and the city shall be in the midst thereof.
16 And these shall be the measures thereof; the north side four thousand and five hundred, and the south side four thousand and five hundred, and on the east side four thousand and five hundred, and the west side four thousand and five hundred.
17 And the suburbs of the city shall be toward the north two hundred and fifty, and toward the south two hundred and fifty, and toward the east two hundred and fifty, and toward the west two hundred and fifty.
18 And the residue in length over against the oblation of the holy portion shall be ten thousand eastward, and ten thousand westward: and it shall be over against the oblation of the holy portion; and the increase thereof shall be for food unto them that serve the city.
19 And they that serve the city shall serve it out of all the tribes of Israel.
20 All the oblation shall be five and twenty thousand by five and twenty thousand: ye shall offer the holy oblation foursquare, with the possession of the city.
21 And the residue shall be for the prince, on the one side and on the other of the holy oblation, and of the possession of the city, over against the five and twenty thousand of the oblation toward the east border, and westward over against the five and twenty thousand toward the west border, over against the portions for the prince: and it shall be the holy oblation; and the sanctuary of the house shall be in the midst thereof.
22 Moreover from the possession of the Levites, and from the possession of the city, being in the midst of that which is the prince's, between the border of Judah and the border of Benjamin, shall be for the prince.
23 As for the rest of the tribes, from the east side unto the west side, Benjamin shall have a portion.
24 And by the border of Benjamin, from the east side unto the west side, Simeon shall have a portion.
25 And by the border of Simeon, from the east side unto the west side, Issachar a portion.
26 And by the border of Issachar, from the east side unto the west side, Zebulun a portion.
27 And by the border of Zebulun, from the east side unto the west side, Gad a portion.
28 And by the border of Gad, at the south side southward, the border shall be even from Tamar unto the waters of strife in Kadesh, and to the river toward the great sea.
29 This is the land which ye shall divide by lot unto the tribes of Israel for inheritance, and these are their portions, saith the Lord GOD.
30 And these are the goings out of the city on the north side, four thousand and five hundred measures.
31 And the gates of the city shall be after the names of the tribes of Israel: three gates northward; one gate of Reuben, one gate of Judah, one gate of Levi.
32 And at the east side four thousand and five hundred: and three gates; and one gate of Joseph, one gate of Benjamin, one gate of Dan.
33 And at the south side four thousand and five hundred measures: and three gates; one gate of Simeon, one gate of Issachar, one gate of Zebulun.

HONG KONG (Reuters) - A typhoon was gathering strength in the South China Sea on Tuesday and heading toward Hong Kong after killing three people in the northern Philippines and trapping 13 people in a gold mine. The Hong Kong Observatory raised its strong warning wind signal number 3 with Typhoon Hagupit edging west-northwest at about 30 kph toward the south China coast.The observatory will consider the need for the No. 8 gale or storm signal around dusk today, it said.

The highest signal is 10.

Schools and many businesses were closed and officials urged people to stay inside.We are expecting it to continue raining throughout the island and anticipate up to 12 inches in the southeast, Gov. WASHINGTON - Federal Reserve Chairman Ben Bernanke bluntly warned reluctant lawmakers Tuesday they risk a recession with higher unemployment and increased home foreclosures unless they act on the Bush administration's $700 billion plan to bail out the financial industry. Despite the warning, influential lawmakers in both parties demanded changes in the White House-backed proposal, and conservative Republicans recoiled at the prospect of federal intervention into private capital markets.Six weeks before the elections, both major party presidential contenders also insisted on alterations in the administration's prescription for the worst financial crisis in decades.Bernanke's remarks about the risk of recession came in response to a question from Sen. No need to regulate hedge funds, commission says

The issues relating to the current turmoil are different, Mr McCreevy told parliamentarians gathered for a plenary session in Brussels on Monday (22 September).

He underlined that several recent market initiatives indicate that the need to remain vigilant is understood by the sector.Our role should be to monitor closely these and other developments in the market and be ready to respond if and when necessary, he said.The commissioner acknowledged the need to take measures in the face of the current crisis, which he said would eventually transform the financial sector.No one is out of the woods yet. There are difficult trading conditions ahead. The downturn in economies will have its effects, he said.However, he insisted that the investment funds should not be blamed for the turmoil and that one should rather focus on better monitoring of international banks.It has turned out that it was the regulated sector that had been allowed to run amok with little understood securitisation vehicles, the commissioner stressed, referring to the banking sector.

Criticism from the left

Voluntary codes of conduct are useless, added her Spanish colleague Manuel Medina Ortega.MEPs are later this week set to adopt a report by Poul Nyrup Rasmussen, president of the European Socialists, calling for the commission to prepare legislative proposals strengthening the control over all relevant financial market participants, including hedge funds and private equity.

Backing the US initiative

Meanwhile, the European Commission, as well as the Group of Seven industrialised nations – G7, welcomed the most recent measures taken by the US to counter the credit crisis, including a $700-billion rescue plan aiming to buy back bad debt from US banks and financial institutions.The announcement of the initiative was very positive but we need to know the details, EU economic and monetary affairs commissioner Joaquin Almunia told reporters during a visit to Bratislava, AFP reports.It is up to [EU] governments to consider if they can follow this initiative. From the German government's point of view, a measure such as the one that the US has drawn up is not necessary at the moment, because the situation is not the same, a spokesperson for the chancellor was quoted as saying by the Associated Press.Ms Merkel would also like the 15 October EU summit in Brussels to tackle global finance issues in the wake of the crisis, Polish news agency PAP reports.

UNITED NATIONS - Iran's president blamed U.S. military interventions around the world in part for the collapse of global financial markets and said the campaign against his country's nuclear program was solely due to the Bush administration and a couple of their European friends.President Mahmoud Ahmadinejad's interviews, ahead of his speech to the United Nations on Tuesday, came after the head of the International Atomic Energy Agency warned that he could not determine whether Iran is hiding some nuclear activities.Last year, thousands rallied at the United Nations to protest Ahmadinejad's speech. When Ahmadinejad was ushered to the podium of the General Assembly to speak, the U.S. delegation walked out, leaving only a low-ranking note-taker to listen to his speech.In an interview with the Los Angeles Times, Ahmadinejad said the collapse of global financial markets was due in large part to U.S. military interventions abroad.Problems do not arise suddenly, he said. The U.S. government has made a series of mistakes in the past few decades. The imposition on the U.S. economy of the years of heavy military engagement and involvement around the world ... the war in Iraq, for example. NEW YORK (Reuters) - As financial workers suffer through tumultuous times on Wall Street, some are turning to an old source of solace: religion.Religious leaders said attendance was up at lunchtime meetings in New York's financial district last week, with many more people in business attire than usual.That is hardly surprising, said Reverend Mark Bozzuti-Jones of Trinity Church Wall Street, given that people don't know if their employers will survive from one day to the next.The economic financial crisis is a reminder that we cannot put our faith in riches, that we cannot put our faith in money, Bozzuti-Jones said in his sermon at lunchtime on Friday, which he devoted to coping with the financial crisis.A handful of men in suits and ties and women in business attire were among dozens of people at the Episcopal church, which was hit by debris from the World Trade Center collapse on September 11, 2001.The church, which normally attracts tourists and a few financial workers, experienced an upturn in visitors this week, Bozzuti-Jones said. In the past few days he had requests for help to pay rent from those who had lost their jobs.People are just sitting there, praying or crying and definitely exhausted. There has definitely been an increase in the number of people who have come in, he said in his office after the service.The church was putting on special workshops and seminars over the next few weeks including Coping with stress in an uncertain time and Navigating career transitions.Just a few blocks away, St. Peter's Church has seen a slight uptick in attendance among people in suits, said Father Peter Madigan. St. Peter's, a Catholic church, displays a cross found in the rubble of September 11.

In the past couple of days there was high anxiety and trepidation, Madigan said. The situation we are faced with today by economic standards is very much unknown, uncharted territory and faith helps us deal with those situations.The Wall Street Synagogue is opening its doors nightly starting this week to accommodate Wall Street people. But rather than a rush of people last week, Rabbi Meyer Hager said he has noticed a change in his regular worshippers.I can see it on the faces of certain people who come here who are regular people -- some work for AIG and other large banking houses -- I can see the expression of strained concern, he said.He noted that the synagogue was founded in 1929, the year of the Wall Street crash.A mosque located in the financial district about a mile from Wall Street did not return a call seeking comment.Lou Janicek, who works as a financial adviser on Wall Street, said he had not considered attending a religious service, but said Wall Street would benefit if people applied the same morals they learned in church to the workplace.

New experiments in genetic engineering could open the doors for the return of fearsome giants described in the Bible – the offspring of human women and fallen angels – warns author Thomas Horn in his best-selling book, Nephilim Stargates: The Year 2012 and the Return of the Watchers.In the Book of Genesis, beings of great stature called giants appear, which some biblical scholars believe came into existence after powerful angels known as Watchers' descended to earth and used women (or their biological matter) to construct bodies of flesh, which they used to extend themselves into the material world.The Apocryphal books of Enoch, 2 Esdras, Genesis Aprocryphon and Jasher support the Genesis story, adding that the sin of the angels grew to include genetic modification of animals as well as humans. The Book of Jasher, mentioned in the Bible in Joshua 10:13 and 2 Samuel 1:18, says, After the fallen angels went into the daughters of men, the sons of men taught the mixture of animals of one species with the other, in order to provoke the Lord (4:18).

This clear reference to the Genesis 6 record illustrates that animals were included in whatever cross-species experiments were being conducted, and that this activity resulted in judgment from God, explains Horn. The Book of Enoch also supports this species-crossing report, saying that the fallen angels who merged with women also sinned 'against birds, and beasts, and reptiles, and fish' (7:5,6). The Old Testament contains associated reference to genetic mutations, which developed among humans following this activity, including unusual size, physical strength, six fingers, six toes, animal appetite for blood and even lion-like features among men (2Sam 21:20; 23:20).Now, in Nephilim Stargates: The Year 2012 and the Return of the Watchers, he asks, What if, by corrupting the species barrier in which each creature was to recreate after its own kind, Watchers (or demons) had successfully mingled human-animal DNA, creating something new, a construct that God had not made, manipulating genetic material and crossing the species barrier, which God had forbade, resulting in a body they could incarnate within? Horn believes the fact that these powerful angels blended species in this way is vital to understanding how they were able to leave their plane of existence, and to enter ours, activity that the New Testament writers Peter and Jude say led to the judgment of God (see 2 Pet. 2:4; Jude 6).The reason these beings had to blend species in order to create a suitable body into which they could extend themselves, he says, is because every creature as it existed at that time had its beginning in God. All life extended back to the Creator's divine order. God spoke living organisms into existence, something the angels could not do, setting the various species in motion and then commanding that each kind would reproduce after its own kind.Horn continues: This would have been problematic for the Watchers who wanted to leave their estate and to enter our three dimensional reality in bodily form. But they could no more displace the innate spirit of any of the creatures God had made than can an exorcist cast a person's innate spirit out of them. These rebel angels wanted to do more than possess humans, they wanted incarnation, and the divine order was keeping them from becoming embodied.Horn hypothesizes that, through genetic engineering, they created blended beings, not entirely human or animal – creatures that neither humans nor animal spirits would indwell, for they were neither man nor beast. This provided bodies into which they could extend themselves, just as is described in numerous ancient texts.

The results of this genetic modification were the giants known as Nephilim, he says.

Given what is happening in science today, Horn wonders if modern biotechnology may be about to repeat the science of Watchers, and, worse, provide a pathway for the return of the Nephilim.Today, molecular biologists classify the functions of genes within native species but are unsure in many cases how a gene's coding might react from one species to another. In recombinant DNA technology, a transgenic organism is created when the genetic structure of one specie is altered by the transfer of a gene or genes from another. This could change not only the genetic structure of the modified animal and its offspring, but its adaptive development, sensory modalities, disease propensity, personality and behavior traits among other things.Such transgenic tinkering already exists in many parts of the world including the United States, Britain and Australia, where animal eggs are being used to create hybrid human embryos from which stem cell lines can be produced for medical research. A team at Newcastle and Durham universities in the UK recently announced plans to create hybrid rabbit and human embryos, as well as other chimera embryos mixing human and cow genes. The same researchers have already managed to reanimate tissue from dead human cells in another breakthrough which was heralded as a way of overcoming ethical dilemmas over using living embryos for medical research. In the United States, similar studies led Irv Weissman, director of Stanford University's Institute of Cancer/Stem Cell Biology and Medicine in California to create mice with partly human brains, causing some ethicists to raise the issue of humanized animals in the future that could become self aware as a result of genetic modification. President Bush in his Jan. 31, 2006, State of the Union Address, called for legislation to prohibit … creating human-animal hybrids, and buying, selling, or patenting human embryos.Not everybody shares these concerns. A radical, international, intellectual, and cultural movement known as Transhumanism supports the use of new sciences including genetic modification to enhance human mental and physical abilities and aptitudes so that human beings will eventually be transformed into beings with such greatly expanded abilities as to merit the label posthuman.

Dr. James Hughes, executive director of the Institute for Ethics and Emerging Technologies, is a transhumanist who teaches at Trinity College in Hartford, Conn.. In leading laboratories, academic and industrial, new creators are confidently amassing their powers and quietly honing their skills, while on the street their evangelists are zealously prophesying a posthuman future. For anyone who cares about preserving our humanity, the time has come for paying attention.But imagine the staggering implications of such science if dead Nephilim tissue was discovered with intact DNA and a government or rogue agency somewhere was willing to clone or mingle the extracted organisms to make Homo-nephilim, says Horn. If one accepts the biblical story of giants as real, such discovery could actually be made someday, or perhaps already has been and was covered up. The technology to resurrect the extinct species may already exist, and cloning methods are being studied now for use with bringing back Tasmanian Tigers, Wooly Mammoths and other extinct creatures.Is the world on the verge of bringing back demonic giants? JERUSALEM – There were multiple irregularities in Israel's Kadima party primary elections last week in which Foreign Minister Tzipi Livni was said to have been victorious by a slim margin, according to an internal Kadima investigation obtained by WND.We cannot know who won this election. We need a new election, Kadima Knesset Member Ze'ev Elkin told WND.Following Livni's purported victory – by just 431 votes – ceremonial Israeli President Shimon Peres is expected to formally ask Livni to form a stable governing coalition. That means that if she can recruit enough political parties to maintain a plurality of the Knesset's 120 seats, she would finish out Prime Minister Ehud Olmert's term in office, becoming prime minister in his place until new elections are held as scheduled late next year.But a Kadima probe has found a number of problems, including possible illegalities, with last week's election, prompting Elkin to petition Kadima's internal court to hold off appointing Livni as head of the party until a new election can be held.According to the final tally, Livni won the Kadima primary election with 43.1 percent of the vote, or 16,936registered Kadima members. Transportation Minister Shaul Mofaz came in a very close second with 42 percent, or 16,505 votes.Among the voting problems discovered by Kadima:

According to election committee protocols, 39,872 people cast votes but only 39,615 votes were actually counted, meaning 257 ballots may be missing. In one polling station in the city of Rahat, the entire station's ballots were disqualified after a man tore up the contents of a voting box and scattered hundreds of envelopes that were inside. The ballot box reportedly contained 430 votes, one vote shy of the margin of Livni's win. There were 70 polling stations in which ballots were unaccounted for. In 10 polling stations, the number of votes cast was more than the number of Kadima members who were slated to take part in the election in the given station. In a decision Elkin says was not coordinated with the other candidates, Kadima election committee chairman Dan Arbel granted Livni a requested extension of 30 minutes voting time at Kadima polling stations around the country.
The Kadima probe estimates the extra 30 minutes was key for Livni, because it allowed many Muslim voters to take part in the elections following a feast that ended the day of Ramadan fasting. Livni, who has been leading negotiations with the Palestinian Authority aimed at creating a Palestinian state before January, trounced Mofaz among Muslim and Arab voters in many villages.The Kadima probe concluded voters casting ballots in the last 30 minutes may have been influenced by the Israeli news media, which during the last 45 minutes of the vote wrongly announced that exit data showed Livni beat Mofaz by a wide margin of 10 percent.In the last 45 minutes, people who went to vote likely knew from Israeli radio or television that Livni won, so supporters of Mofaz may have decided there was no reason to vote for him, Elkin told WND.Elkin, who is a confident of Mofaz, said if the Kadima court rejected his petition for new elections, he would take the case to the Israeli public court system. Elkin pointed out there is precedent for reelections in Israeli parties. In 2001 in the Labor party primaries, then-Defense Minister Benjamin Ben-Eliezer won a court case that contested the outcome of party primaries which claimed Knesset Speaker Avraham Burg won by 1,088 votes – more votes than Livni's 431.

Livni's team countered Elkin's petition by pointing out Mofaz already conceded the election.Elkin might not have enough time to affect the appointment of Livni. In what would be the speediest round in Israeli history of presidential consultation in forming a government, Peres last night already tasked Livni to form a new government.

If Livni goes on to lead the country, she will hardly have a mandate, as she was elected not by the majority of the Israeli public, but in internal party elections in which less than 0.5 percent of Israelis took part. More than 10 times that number vote in Israel's version of American Idol.Did 15,000 Arabs determine Israel's new leader.Assuming the Kadima election results are upheld, the question becomes who voted in the Kadima primary, in which registered party members who are regular citizens took part.About 14,000 of Kadima's 74,000 registered voters are not Jewish, according to polling data, including 6,900 registered Arab Druze and 4,600 Muslim Arabs. The rest are largely Bedouin tribe members.Poll stations reported that non-Jewish Kadima voters evidenced the highest turnout. BEIJING - China's agriculture minister acknowledged Tuesday that the country's milk-gathering system was out of control and led to abuses that put contaminated dairy products in stores across Asia, sickening some 54,000 babies and killing four. At least six Asian countries banned or curbed imports of Chinese dairy products, and the World Health Organization warned of possible smuggling of melamine-tainted infant formula across borders. The European Union told customs authorities to keep a closer eye on food imports from China.Melamine, used to make plastics and fertilizer, has been found in infant formula and other milk products from 22 Chinese dairy companies. Suppliers trying to cut costs are believed to have added it to watered-down milk because its high nitrogen content masks the resulting protein deficiency.Since the discovery of tainted milk was made public, China's government has scrambled to respond. Recent days have seen a number of arrests and forced resignations of officials.Chinese state television reported that the company at the center of the scandal, Sanlu Group Co., received complaints about tainted formula beginning last December and waited eight months to tell the local government, which then waited another month before informing higher authorities.Agriculture Minister Sun Zhengcai told a meeting with the health and public security ministries that the industrial chemical melamine was likely added at stations that collect milk from small individual dairy farmers.Since milk stations began only in recent years, the country now has no specific method of supervising them, or clear-cut supervision department. The purchasing process of raw milk is basically out of control, Sun said, according to a summary of his comments posted Tuesday on his ministry's Web site.

We must crack down on them with the greatest determination and the toughest measures, Sun said in the meeting held late Monday.A group of 316 Chinese milk producers and retailers issued a joint statement promising to keep the dairy industry clean, state broadcaster China Central Television reported late Tuesday.

Among other things, producers promised to reject sub-standard raw materials, strictly inspect production, and take responsibility for product quality. Retailers also promised closer inspections.Sanlu had no comment Tuesday about the allegations on state television.CCTV reported Monday night that an investigation by the State Council, China's Cabinet, found that Sanlu had been receiving complaints about its infant formula as early as December 2007. The dairy company discovered melamine in its milk powder in June but did not report it to city officials until Aug. 2, it said.During these eight months, the company did not inform the government and did not take proper measures, therefore making the situation worse, CCTV said.The Shijiazhuang city government then failed to report the case to the Hebei provincial government until Sept. 9, CCTV said. Sanlu products were recalled from stores two days later and Shijiazhuang's top Communist Party official fired.Anthony Hazzard, the Western Pacific director of the World Health Organization, said 82 percent of the children made sick by the formula were 2 years old or younger.The sick included 12,892 babies in hospitals, 39,965 who have received outpatient treatment, and an additional 1,579 patients discharged from hospitals, he said, citing China's Ministry of Health.Hazzard said countries had been advised to focus particularly on smuggled formula by the International Food Safety Authorities (INFOSAN), a network of 167 countries organized by the WHO and the Food and Agriculture Organization.

The resignation of Li Changjiang, who headed the General Administration of Quality Supervision, Inspection and Quarantine since 2001, comes a year after he and the government promised to overhaul the system in response to a series of product safety scares. Four Hong Kong children have been reported with kidney stones. European Commission spokeswoman Nina Papadoulaki said the EU's 27 member states do not import baby formula or other dairy products from China. But she said national customs authorities across the EU were asked last week to step up checks on imports of composite products, such as bread or chocolate, to ensure they contain no traces of contaminated milk. One of China's biggest milk producers, China Mengniu Dairy Co., saw its stock price plummet slightly more than 60 percent in Hong Kong trading Tuesday after its products were found tainted with the industrial chemical melamine. Mengniu, China's No. 1 dairy producer in total volume, said only a small portion of its products were contaminated and blamed the contamination on the illegal acts of some irresponsible milk collection centers and raw milk dealers.The board wishes to sincerely apologize for the incident and any inconvenience caused to the public, the company said in a statement to the Hong Kong stock exchange.
