PORT-AU-PRINCE (AFP) - Helicopters rescued survivors from rooftops in the flooded Haitian city of Gonaives as Tropical Storm Hanna claimed at least 61 lives, the third major storm to hammer Haiti in as many weeks. Hanna left scenes of devastation with hundreds of homes destroyed amid desperate rescue efforts as forecasters warned the storm could strengthen into a hurricane before it heads to the southeastern US coastline.As two more storm systems churned in the Atlantic, the flooding in Haiti revived memories of lethal Tropical Storm Jeanne in 2004, when about 3,000 people were killed, mostly in the northern city.Something must be done quickly, said Germain Michelet, a priest who took refuge from the flooding on the second floor of the archbishop's office in Gonaives.I don't know how much longer we will remain alive, he told AFP. If we are forced to go through another night under these conditions, there will not be many survivors.The UN peacekeeping mission in Haiti (MINUSTAH) carried out numerous helicopter missions in Gonaives to rescue those stranded by the high water.We have managed to recover two dozen people who were trapped on rooftops, MINUSTAH spokeswoman Sophie Boutaud de la Combe told AFP, adding that nine injured people were flown to the capital for treatment.The Gonaives hospital was also flooded, a doctor told local radio. The patients are grouped in one room, the unnamed doctor said. He added: The situation is critical.Haiti is especially prone to flooding and landslides due to widespread deforestation on its section of the island of Hispaniola, which it shares with the Dominican Republic.

Tens of thousands of people in both countries were forced to take refuge due to the driving rain and flooding, though there were no casualties reported in the Dominican Republic.Hanna struck Haiti one week after it was hit by Hurricane Gustav, which killed 77 people. Two weeks ago, Tropical Storm Fay sparked flooding in Haiti that left about 40 people dead.As Hanna churned, the government of the Bahamas downgraded its hurricane watch to a tropical storm warning, while the US embassy in Nassau announced it would be closed Thursday and Friday.The National Hurricane Center in Miami called Hanna tenacious and said it would regain hurricane status in a day or two but it could occur earlier.Hanna could strike the US coasts of the Carolinas or move very close to the area in coming days, the NHC said in its latest advisory.A hurricane watch will likely be required for a portion of the southeastern United States coast early Thursday.On its forecast track, Hanna's center should be moving through or just east of the central and northwestern Bahamas over the next 24 to 36 hours, it said.As the northwest Bahamas prepared for Hanna, hurricane shelters opened on Grand Bahama Island.We want to advise the public to take all of the necessary precautions so that they can be safe, said Bahamas Minister of Housing Kenneth Russell. The center's extended forecast showed Hanna heading west then turning north and making landfall Sunday around South or North Carolina, on the US central Atlantic coastline.Two other storms were moving across the Atlantic. Ike strengthened to a Category Four hurricane by early Thursday, hours after it developed from tropical storm to hurricane status. And Tropical Storm Josephine, in the eastern Atlantic 605 kilometers (375 miles) west of the southernmost Cape Verde islands, was expected to weaken as it moved west-northwest Thursday.

Hurricane Ike, a still-more dangerous Category 4 storm, was advancing from the east.Hanna was forecast to pass east of the Atlantic archipelago before striking along the coast of North or South Carolina by Friday night, but the U.S. National Hurricane Center in Miami said Hanna's sprawling bands of outer winds are likely to hit far sooner. Forecasters said it could curve northeastward after hitting U.S. coast and run up the seaboard past New York with tropical-storm-force winds.No major damage or injuries have yet been reported in the Bahamas.Most certainly I am relieved. The other two were Bertha and Gustav, which was blamed for 112 deaths in the Caribbean, including 76 in Haiti.Josephine, too, grew stronger early Thursday after weakening on Wednesday. Only a few dozen of the Bahamas' roughly 700 islands are inhabited, but they are near sea level and have little natural protection. In the south, Hanna knocked out electricity in Mayaguana Island and forced the closure of some small airports including those in Long Island and Acklins Island. The storm has drenched the Turks and Caicos and Puerto Rico but wreaked the most havoc in storm-weary Haiti, where it flooded the western city of Gonaives.

PORT-AU-PRINCE (Reuters) - Hurricane Ike strengthened rapidly into an fiercely dangerous Category 4 hurricane in the open Atlantic on Wednesday and Tropical Storm Hanna intensified to a lesser degree as it swirled over the Bahamas toward the southeast U.S. Coast. Ike posed no immediate threat to land but strengthened explosively, growing in the space of a few hours from a tropical storm to an intense Category 4 hurricane on the five-step Saffir-Simpson intensity scale.Ike had top sustained winds near 145 mph (230 kph) as it swept across the open waters of the west-central Atlantic 550 miles (885 km) northeast of the Leeward Islands, the U.S. National Hurricane Center said. It was moving west-northwest near 17 mph (28 kph).It was forecast to head for the southern Bahamas early next week but it was too early to tell whether it would threaten land, the forecasters said.It was also too soon to say whether Ike would threaten U.S. oil and natural gas producers in the Gulf of Mexico.The hurricane center's Web site, with updates and graphics, is at http://www.nhc.noaa.gov/index.shtml.

Hanna's torrential rains had already submerged parts of Haiti, stranding residents on rooftops and prompting President Rene Preval to warn of an extraordinary catastrophe to rival a storm that killed more than 3,000 people in the flood-prone Caribbean country four years ago.Hanna was forecast to move over the central and northern Bahamas on Thursday, strengthening back into a hurricane with winds of at least 74 mph (119 kph) before hitting the U.S. coast near the North Carolina-Virginia border on Saturday.The government of the Bahamas had ended a hurricane warning for the northwestern part of the islands, meaning a tropical storm warning was now in effect for all of the Bahamas and for the Turks and Caicos Islands, the hurricane center said.

TENACIOUS CYCLONE

Hanna has been a tenacious tropical cyclone that is forecast to regain hurricane force in a day or two but possibly sooner, it said. A hurricane watch may be required for a portion of the southeastern United States coast early Thursday, the center said.Tropical Storm Josephine also marched across the Atlantic on a westward course behind Ike but it had begun to weaken.The burst of storm activity follows Hurricane Gustav, which slammed into Louisiana near New Orleans on Monday after a course that also took it through Haiti, where it killed more than 75 people.The U.S. government has forecast 14 to 18 tropical storms will form during the six-month season that began on June 1, more than the historical average of 10. Josephine was already the 10th of the year, forming before the statistical peak of the season on September 10.The record-busting 2005 season, which included deadly Hurricane Katrina, had 28 storms.In Haiti, officials were still counting the scores of people killed by Gustav when Hanna struck the impoverished nation on Monday night.

Authorities said Hanna caused flooding and mudslides that killed at least 61 people across Haiti, including 22 in the low-lying port of Gonaives. The death toll was expected to rise as floodwaters receded and rescuers reached remote areas.We are in a really catastrophic situation, said Preval, who planned to hold emergency talks with representatives of international donor countries to appeal for aid. It is believed that compared to Jeanne, Hanna could cause even more damage, he said, referring to a storm that sent floodwaters and mud cascading into Gonaives and other parts of Haiti's north and northwest in September 2004, killing more than 3,000 people. Gonaives residents were still stranded on their rooftops two days after the floodwaters rose and the government did not know the fate of those who had been in hospitals and prisons. There are a lot of people on rooftops and there are prisoners that we cannot guard, Preval said. Hanna had hovered off Haiti's coast since Monday, drowning crops in a desperately poor nation already struggling with food shortages. It also triggered widespread flooding in the neighboring Dominican Republic. The Miami-based hurricane center said it was too early to say where Ike might go, after it churns through the Caribbean, but the storm has drawn the attention of energy companies running the 4,000 offshore platforms in the Gulf of Mexico that provide the United States with a quarter of its crude oil and 15 percent of its natural gas.

By late Wednesday, Josephine was swirling over the far eastern Atlantic about 465 miles west of the Cape Verde Islands. It was moving west but had begun to weaken, with top sustained winds dropping to 60 mph (95 kph). Only some 10,000 people are believed to have remained in New Orleans, a city of 300,000, when Gustav slammed the Gulf coast Monday, amid fears of a repeat of the catastrophic flooding that came with Hurricane Katrina in 2005.What a difference a day makes, 24 little hours, Mayor Ray Nagin said late Wednesday, playfully quoting a line from a classic popular song. The picture today is much better than it was yesterday.Nagin said that President George W. Bush, who visited Louisiana on Wednesday, assured him that Washington is committed to a multi-billion-dollar program to rebuild New Orleans and bolster the levee system that protects it.We are going to restart and accelerate rebuilding at a level you haven't seen, Nagin said.Nagin allowed residents to begin returning to the city Wednesday, voiding a mandatory evacuation order and lifting police roadblocks more than 12 hours earlier than planned.On Bourbon Street, in the city's famed French Quarter, Jessica Hunter bared her breasts for beads -- a tradition common during the famous New Orleans Mardi Gras festivities.The hurricanes are in here, Hunter chimed from a door to the 'B Street Nightclub.' To be back -- that is the feeling you need.But those returning found less than ideal conditions: local utility companies said that more than a million homes and business were without power, and most gasoline stations -- both in the city and across the state -- were empty.

Pat Dubendorfer returned to find his home in New Orleans Parish looted.Thieves had ripped a 130 centimeter (52-inch) flat-screen television from his living room wall, and took off with a half-dozen guns from a bedroom closet, leaving only a small-caliber rifle.Honest to God I thought they were still in the house, Dubendorfer said, recounting his arrival home some 30 minutes earlier.First thing I did was grab the gun, chamber it and walk through my house. At least they left ammunition.The thieves were gone, and took with them a heavy air conditioning compressor that had been on a platform abutting Dubendorfer's home.Some of those returning are prepared to capitalize from the massive influx of residents back home.Renie Jack Wen at Sam's Super Meat Market crammed meat and ice into a giant cooler in his family market in a New Orleans suburb, hoping it wouldn't spoil. He then teamed with his wife Yan Li and their son, Qiushi, to strip away sheets of plywood they had screwed over the store windows to shield it from Gustav's wrath. They are coming back, Wen said as he labored in the heat. They will need food.Bush has declared the region a major disaster zone, making federal funding available for storm-related home repairs and additional rebuilding assistance. Oil rigs in the Gulf appear to have survived without serious damage, according to initial surveys, as oil workers prepared to return. Nevertheless, the president also announced the government was releasing 250,000 barrels of oil from its strategic petroleum reserve, after the region's refineries saw their production curtailed by the storm. Bush praised emergency workers for a much better coordinated response than was seen after Katrina, and for rushing aid to remote areas, as well as New Orleans and Baton Rouge.

NAIROBI (Reuters) - A huge hailstorm turned parts of central Kenya white, thrilling residents most of whom had never experienced such conditions, officials said on Wednesday. Hailstorms are usual in some parts of Kenya, which straddles the equator, but the ferocity of the storm in Busara, 255 km (158 miles) northwest of the capital was unprecedented.Excited villagers pelted each other with snowballs while some ate pieces of the icy sheet that formed over an entire hillside.We thought a big white sheet had been spread, so we decided to come and see for ourselves. We thought that it was Jesus who had come back, one villager told reporters.Kenya's Meteorological Department said Tuesday's storm was caused by the convergence of cold air currents from the Indian Ocean and warm air currents from the Congo.The hailstones falling on the ground joined together to form expansive sheets of ice or snow flakes occupying a large area, 30 acres, a statement by the meteorologists said.More than 12 hours after the storm, the forested hillside was still white despite the hot tropical sun.

TORONTO - A chunk of ice shelf nearly the size of Manhattan has broken away from Ellesmere Island in Canada's northern Arctic, another dramatic indication of how warmer temperatures are changing the polar frontier, scientists said Wednesday.

Derek Mueller, an Arctic ice shelf specialist at Trent University in Ontario, told The Associated Press that the 4,500-year-old Markham Ice Shelf separated in early August and the 19-square-mile shelf is now adrift in the Arctic Ocean.The Markham Ice Shelf was a big surprise because it suddenly disappeared. We went under cloud for a bit during our research and when the weather cleared up, all of a sudden there was no more ice shelf. It was a shocking event that underscores the rapidity of changes taking place in the Arctic, said Mueller.Mueller also said that two large sections of ice detached from the Serson Ice Shelf, shrinking that ice feature by 47 square miles — or 60 percent — and that the Ward Hunt Ice Shelf has also continued to break up, losing an additional eight square miles.Mueller reported last month that seven square miles of the 170-square-mile and 130-feet-thick Ward Hunt shelf had broken off.This comes on the heels of unusual cracks in a northern Greenland glacier, rapid melting of a southern Greenland glacier, and a near record loss for Arctic sea ice this summer. And earlier this year a 160-square mile chunk of an Antarctic ice shelf disintegrated.Reduced sea ice conditions and unusually high air temperatures have facilitated the ice shelf losses this summer, said Luke Copland, director of the Laboratory for Cryospheric Research at the University of Ottawa. And extensive new cracks across remaining parts of the largest remaining ice shelf, the Ward Hunt, mean that it will continue to disintegrate in the coming years.

Formed by accumulating snow and freezing meltwater, ice shelves are large platforms of thick, ancient sea ice that float on the ocean's surface but are connected to land.Ellesmere Island was once entirely ringed by a single enormous ice shelf that broke up in the early 1900s. All that is left today are the four much smaller shelves that together cover little more than 299 square miles.Martin Jeffries of the U.S. National Science Foundation and University of Alaska Fairbanks said in a statement Tuesday that the summer's ice shelf loss is equivalent to over three times the area of Manhattan, totaling 82 square miles — losses that have reduced Arctic Ocean ice cover to its second-biggest retreat since satellite measurements began 30 years ago.These changes are irreversible under the present climate and indicate that the environmental conditions that have kept these ice shelves in balance for thousands of years are no longer present, said Mueller.During the last century, when ice shelves would break off, thick sea ice would eventually reform in their place.

But today, warmer temperatures and a changing climate means there's no hope for regrowth. A scary scenario, said Mueller.The loss of these ice shelves means that rare ecosystems that depend on them are on the brink of extinction, said Warwick Vincent, director of Laval University's Centre for Northern Studies and a researcher in the program ArcticNet.The Markham Ice Shelf had half the biomass for the entire Canadian Arctic Ice Shelf ecosystem as a habitat for cold, tolerant microbial life; algae that sit on top of the ice shelf and photosynthesis like plants would. Now that it's disappeared, we're looking at ecosystems on the verge of extinction,' said Mueller.Along with decimating ecosystems, drifting ice shelves and warmer temperatures that will cause further melting ice pose a hazard to populated shipping routes in the Arctic region — a phenomenon that Canada's Prime Minister Stephen Harper seems to welcome.Harper announced last week that he plans to expand exploration of the region's known oil and mineral deposits, a possibility that has become more evident as a result of melting sea ice. It is the burning of oil and other fossil fuels that scientists say is the chief cause of manmade warming and melting ice.Harper also said Canada would toughen reporting requirements for ships entering its waters in the Far North, where some of those territorial claims are disputed by the United States and other countries.

JERUSALEM – Some neighborhoods in Jerusalem could become the capital of a future Palestinian state as part of an agreement with the Palestinian Authority, Israeli Defense Minister Ehud Barak said in an interview today with Al Jazeeera.We can find a formula under which certain neighborhoods, heavily-populated Arab neighborhoods, could become, in a peace agreement, part of the Palestinian capital that, of course, will include also the neighboring villages around Jerusalem, Barak said when asked whether he envisioned the future division of Jerusalem.Barak is a senior member of Prime Minister Ehud Olmert's coalition government, which has been conducting nearly daily negotiations with the PA aimed at creating a Palestinian state, at least on paper, before President Bush leaves office in January.Olmert repeatedly has denied Jerusalem is being discussed, but Israeli and Palestinian sources intimately familiar with the current talks tell WND Jerusalem is being negotiated, with Palestinian officials claiming the talks are in advance stages.Last week, the prime minister told WND Jerusalem eventually will be on the negotiating table, explaining a mechanism has been created to deal with the issue of Jerusalem.Of all the final status core issues, the issue of Jerusalem is probably the most difficult, and unlike some of the other issues, we have yet to start negotiating the future of Jerusalem. Therefore, in order to not let the process fall victim to its weakest link, we have the establishment of an agreed-upon mechanism that would continue to deal with Jerusalem. That mechanism was created in such a way that it would address the concern of both sides, said Olmert's spokesman, Mark Regev, in response to a query.

Regev would not detail which mechanism purportedly had been created to discuss Jerusalem or when such discussions may take place.Regev commented amid Israeli news media reports last week stating Olmert presented PA President Mahmoud Abbas with a plan for international parties to contribute proposals on how both sides should negotiate the status of Jerusalem. Olmert and Abbas met for a round of advanced talks last week.According to Palestinian sources directly involved in the negotiations, the reference to international proposals is specific to a U.S. plan – first reported last month by WND – that has been floated amongst the parties to deal with dividing Jerusalem in five years.According to informed Israeli and Palestinian sources, officials from the State Department this year presented both negotiating sides with several proposals for consideration regarding the future status of Jerusalem. It was unclear whether the U.S. proposals were accepted.One U.S. plan for Jerusalem obtained by WND was divided into timed phases, and among other things called for Israel eventually to consider forfeiting parts of the Temple Mount, Judaism's holiest site.According to the first stage of the U.S. proposal, Israel initially would give the PA some municipal and security sovereignty over key Arab neighborhoods in eastern Jerusalem. The PA would be allowed to open some official institutions in Jerusalem, could elect a mayor for the Palestinian side of the city and would deploy some kind of so-called basic security force to maintain law and order. The specifics of the force were not detailed in the plan.The initial stage also calls for the PA to operate Jerusalem municipal institutions, such as offices to oversee trash collection and maintenance of roads.After five years, if both sides keep specific commitments called for in a larger principal agreement, according to the U.S. plan, the PA would be given full sovereignty over agreed-upon eastern Jerusalem neighborhoods and discussions would be held regarding an arrangement for the Temple Mount. The plan doesn't specify which parts of the Temple Mount could be forfeited to the Palestinians or whether an international force may be involved.

The PA also could deploy official security forces in Jerusalem separate from a non-defined basic force after the five-year period and also could open major governmental institutions, such as a president's office, and offices for the finance and foreign ministries.The U.S. plan leaves Israel and the PA to negotiate which Jerusalem neighborhoods would become Palestinian.According to top diplomatic sources, Secretary of State Condoleezza Rice, who visited the region two weeks ago, pressed Israel to sign a document by the end of the year that would include Jerusalem by offering the Palestinians a state in Israel's capital city as well as in the West Bank and Gaza Strip.The Israeli team rather would conclude an agreement on paper by the end of the year that would give the Palestinians a state in the West Bank, Gaza and some Israeli territory, leaving conclusions on Jerusalem for a later date, the informed diplomatic sources told WND.The sources said the Palestinian team has been pushing to conclude a deal by January on all core issues, including Jerusalem, and has been petitioning the U.S. to pressure Israel into signing an agreement on paper that offers the Palestinians eastern Jerusalem.Rice, the sources said, has asked Israeli leaders to bend to what the U.S. refers to as a compromise position, concluding an Israeli-Palestinian agreement by the end of the year that guarantees sections of Jerusalem to the Palestinians. Here are two: Protect Russians wherever they are and attend to privileged interests in Moscow's areas of influence. Is this Cold War II? It's more like a throwback to the 19th century, when great powers carved up the world like a pot roast. That was an era in which Czarist Russia expanded into the Caucasus, Central Asia, and across Siberia. When America told Europe hands off in Latin America. When Europe's monarchies sliced up colonies in Africa and Asia.That era is over, or so the world thought. It's been replaced by an imperfect but vastly preferable system of global institutions, international law, and treaties on human rights – fought for in two world wars. So Russia's neighbors quake to hear this kind of retrotalk backed up by Moscow's chilling display of force in Georgia.One of Moscow's flimsy excuses for the invasion was to protect Russian citizens. It had been doling out Russian passports to residents of South Ossetia and Abkhazia – Georgia's breakaway provinces which Russia last week illegally recognized as independent. International law doesn't give one country extraterritorial rights to protect its citizens in another country. (The US used the protect argument when it invaded Grenada in 1983.) Treatment of minorities is a concern for the resident country, or the global community.

Funny thing; another of Mr. Medvedev's foreign-policy principles is to abide by international law – a 21st-century way of doing things.But while nobody's been looking, Russia has reportedly handed out passports to ethnic Russians in the Crimea, which is part of independent Ukraine and where Russia has a naval base. Will that become a pretext for annexation? Where does it stop? What about the millions of Russian speakers in the Baltics or neighboring Kazakhstan? (Don't worry, Brooklyn, your Russians are presumably out of range.)Yes, Russia has its 25 million brothers and sisters stranded, as Medvedev puts it, in the former states of the Soviet Union. And it has its privileged interests, especially oil and gas in Central Asia. As if to drive home the point, Russian Prime Minister Vladimir Putin this week closed a deal with Uzbekistan to build a pipeline carrying gas destined for Europe – via Russia of course.Clearly, Russia is living another of its principles – making sure the world is not just a unipolar one run by the US. But it's failing miserably at its fifth rule, to not isolate itself.It stands alone in its recognition of Georgia's provinces. Tellingly, when Russia, China, and the countries of Central Asia gathered at a summit last week, none of them endorsed Moscow's actions in Georgia or recognized South Ossetia and Abkhazia as independent.And while the European Union couldn't unite this week on whether to sanction Russia, it at least agreed to condemn Russia's behavior, send aid to Georgia, and postpone partnership talks with Moscow. It still has other options.Ostracization appears to be having some effect, as Russia's rich elite – seeing isolation negatively affect their investments – begins to break with the political leadership.In his principles, Medvedev is trying to straddle two different centuries. It's a long stretch and may well prove too uncomfortable.

TBILISI, Georgia - Demonstrating Washington's support for war-ravaged Georgia, U.S. Vice President Dick Cheney condemned Russia for what he called an illegitimate, unilateral attempt to redraw this U.S. ally's borders by force. Speaking during a closely watched trip to this strategic South Caucasus nation, Cheney also said the United States was fully committed to Georgian efforts to join NATO.Georgia will be in our alliance, Cheney told reporters while standing alongside Georgian President Mikhail Saakashvili.One of the U.S. administration's most hawkish figures and a longtime critic of Russia, Cheney was visiting Georgia and two other ex-Soviet republics — Azerbaijan and Ukraine — that are nervous about Moscow's intentions.

The trip signaled to Moscow that the United States will continue cultivating close ties with Georgia and its neighbors even after Russia showed it was willing to use military force against countries along its border.America will do its duty to work with the governments of Georgia and our other friends and allies to protect our common interests and to uphold our values, Cheney said in the joint appearance with Saakashvili.Russia's actions have cast grave doubts on Russia's intentions and on its reliability as an international partner, he added.Since the war in Georgia last month, Russia has boldly asserted it has what President Dmitry Medvedev called privileged interests in its sphere of influence, which includes the former Soviet states in the South Caucasus.The United States is at Georgia's side, Cheney said, as you work to overcome an invasion of your sovereign territory and an illegitimate, unilateral attempt to change your country's borders by force, that has been universally condemned by the free world.On the eve of his arrival, the White House announced a $1 billion commitment to help the small but strategically located nation recover from its war with Russia.Cheney also thanked Georgia for sending troops to Iraq. We respect you, Cheney told the Georgian president.A day earlier, Cheney visited Azerbaijan, where a million-barrel-a-day pipeline runs from the Caspian Sea shores into Georgia and on into Turkey. The pipeline is the only direct route for Europe-bound Caspian oil to bypass Russia. Caspian oil also goes to Georgian ports by another pipeline and by rail. Because of Cheney's itinerary, we see this as a very clear sign that alternative energy routes and sources will be secured, Georgian national security council head Alexander Lomaia told The Associated Press. The massive U.S. aid package was to be a major highlight of Cheney's meetings in Tbilisi, but he will likely leave unanswered the question of potential U.S. aid to rebuild Georgia's military. Military aid from the United States and some Western European countries was key to transforming the Georgian army and navy from their ragged post-Soviet condition into a credible fighting force. Yet routed by Russian forces, the Georgian military will need more Western aid to rebuild if the country is to join NATO. Angry Russian officials have repeatedly said U.S. military aid was instrumental in emboldening Georgia to try to retake South Ossetia by force on Aug. 7. The attack sparked five days of fighting and resulted in Russian forces driving into South Ossetia and on into Georgia. New U.S. military aid to Georgia would further aggravate relations between Washington and Moscow, which are already at a post-Cold War low. Russia has also condemned the U.S. use of warships to deliver aid as a form of gunboat diplomacy. The flagship of the U.S. 6th Fleet in the Mediterranean, the USS Mount Whitney, arrived in the Black Sea on Wednesday with a cargo of aid. After spending several hours in Georgia, Cheney flew to Kiev, where he was expected to express support for Ukraine's efforts to join NATO and integrate with the West. Washington - When Secretary of State Condoleezza Rice visits Libya Friday for a sit-down with the once-reviled leader Muammar Qaddafi, it will symbolize both how far US-Libya relations have come and, from the Bush administration perspective, the potential for pariah states to come in from the cold. As Secretary Rice and Colonel Qaddafi discuss economic ties, regional issues, and oil, the United States will be hoping that Iran and North Korea, in particular, are taking note. Instead of confronting the US and the international community with a nuclear weapons program, US officials say, Libya is reaping the economic and diplomatic benefits of having renounced its terrorist avocation and weapons-of-mass-destruction ambitions in 2003.

State Department officials buttress their characterization of Rice's visit as historic by pointing out that the last high-ranking US official to visit Tripoli was Richard Nixon – in 1957, when he was vice president.But not everyone sees Rice's stop in Libya in such glowing terms. Some of the families of victims of terrorist acts carried out by the Qaddafi regime are not satisfied with reparation settlements. Qaddafi himself this week appeared to play down any game-changing turn in US-Libya relations, saying he did not view the US with either friendship or enmity.And the demonstration effect of Libya's return to the international community following its renunciation of its nuclear and other weapons programs could also be open to debate.It's doubtful the Libya example will mean much to Iran, in large part because Iran is in a better position as it faces down the international community than Libya was, says James Phillips, senior research fellow for Middle Eastern affairs at the Heritage Foundation in Washington.Oil-producer Iran is in a stronger position economically than Libya was because of today's high energy prices, Mr. Phillips says. The economic impact of international sanctions was higher for Libya because the US and Europe were more united in imposing them than is the case with Iran, he adds. Then there's the fact that Iran is in a better position [than Libya was] in the United Nations Security Council because of the positions of China and Russia, and it adds up to a very different scenario, he says.US officials acknowledge that Iran has shown little interest in following the Libya example in its dispute with the international community. But they say that does not negate the importance of highlighting – through Rice's trip – the turn of events involving Libya.Whether some of these other regimes will wake up and smell the hummus and see they are goofing up as far as their relations with the international community are concerned, that remains to be seen, says David Welch, assistant secretary of State for Near East affairs. So far, the record of Iran's decisions is not inspiring.

But he adds that Rice is especially keen on demonstrating that even sworn enemies who have inflicted pain on Americans can reap dividends by conclusively changing their ways. We think it's important to show that if you do the right thing, even if late, the situation can be corrected to your advantage, Mr. Welch says.One issue still outstanding has been finalization of a claims settlement agreement that will include final payouts to the families of victims of damages caused by both countries (the US bombed Libya in 1986). The agreement will close the door on any future claims against Libya for past actions, something the families of some victims do not support.Rice had hoped the agreement, which includes a substantial pot of money for final reparations, would be fully funded by the Libyans by the time of her trip. State Department officials say they are assured by Libyan officials that the money will be deposited soon.The apparent delay has led to some criticism of Rice for keeping to her schedule to visit Libya, but others still see dividends. We think the secretary's visit can advance this [issue], too, says Welch of the State Department.

The claims-settlement issue is just one complication that suggests how difficult and extended the repairing of relations with a former enemy can be. Some analysts of Libya's turnaround say the decades that have lapsed since Libya first showed signs of renouncing its involvement in terrorism suggest that time may not be on the US side in its conflict with Iran – especially with Western intelligence agencies estimating that Iran could develop a nuclear bomb within the term of the next US president.But it may yet be possible to make a serious offer to Iran that could lead to a Qaddafi-like transition, says Randall Newnham, an associate professor of international affairs at Pennsylvania State University in Reading, who has studied the Libya case.Libya for years thought the biggest threat it faced was from the West, but then Anwar Sadat was assassinated [in Egypt], and suddenly it realized that maybe its biggest threat came from Islamic extremists, Mr. Newnham says. From that point on, it made sense for Qaddafi to cooperate with the rest of the world against Al Qaeda. Iran has its own trouble with the Al Qaeda brand of Islamic extremism, he notes.

WASHINGTON - The tropics seem to be going crazy what with the remnants of Gustav, the new threat from Hanna, a strengthening Ike and newcomer Josephine. Get used to it. Hurricane experts say all the weather ingredients, which normally fluctuate, are set on boil for the formation of storms. And it's going to stay that way for a while, they said.Four named storms at the same time is a bit odd, but not unprecedented, meteorologists said. In 1995 five named storms lived simultaneously. And in 1998 there were four hurricanes at the same. But wait and see what happens next.Give us time, this is only Tuesday, said meteorologist Dennis Feltgren, spokesman for an all-too-busy hurricane center in Miami.The peak of hurricane season isn't until Sept. 10 and this season already has 10 named storms, which is the long-term average for an entire season.Normally in an active season, there are bunches of hurricanes and lulls. It just doesn't seem like there's been bunches of lulls. I sure hope we're not talking (hurricanes) Christmas Eve, said meteorology professor Hugh Willoughby at Florida International University.Two hurricane prognosticators — including William Gray, who pioneered the field of storm season forecasts — predicted Tuesday that this month would be almost twice as busy as an average September. They forecast five named storms, four of them hurricanes and two of them major.These latest predictions cover only September and are not a revision of the season-long forecast, which called for a total of nine Atlantic hurricanes through November.

The wind and water conditions that led to the September update will likely continue for the next month or so, said Phil Klotzbach of Colorado State University, co-author of the new report. But if history is any guide, those conditions should change sometime in October, he said.Wind shear — wind coming from a different direction at high altitude — often weakens a hurricane or at least puts the lid on some developing storms. But at the moment, the only wind shear in the entire Atlantic hurricane region is around Hanna, Feltgren said. So a major factor keeping other storms from forming or strengthening is absent, he said.Waves of clouds and thunderstorms this time of year head westward from northern Africa every couple days. Some become tropical storms and hurricanes and others just die down. Gustav, Hanna, Ike and Josephine all started as those waves. What's different right now is that all those waves from Africa head right into a brew of air and water conditions ideal for strengthening, Klotzbach.First, in the deep tropics, certain winds are blowing from the west and in the subtropics they are coming from the east, creating a propensity for spinning in between — which is the main hurricane development region — Klotzbach said. The current spin factor is among the top 20 percent in history, he said.Add to that the fact that water temperatures are slightly warmer than normal, Klotzbach and Feltgren said. Warm water serves as fuel for storms.And finally, Klotzbach factored into his forecast how the season has already been so far this year: Extremely busy. That means the atmosphere is unstable, which is good for storm development. He said the atmospheric pressure in the hurricane formation area is among the lowest it has ever been and storms are giant low pressure systems.

So Klotzbach advises to keep watching those waves coming off Africa: There may be one today or tomorrow. SAINT-MARC, Haiti - Far-reaching Tropical Storm Hanna drenched flood-plagued Haiti on Wednesday, adding to the miseries of a country that has lost more than 100 lives to mudslides and flooding since mid-August. The storm that had been drifting south and east finally swung to the north on Wednesday. It was expected to sweep across the Bahamas and then start climbing along the U.S. coastline by the weekend, according to the U.S. National Hurricane Center in Miami — with a 20 percent chance it could bring tropical storm force winds to New York City.Haitian authorities on Wednesday reported four more deaths caused by Hanna, raising the toll to 25.

Floodwaters swamped a hospital in the Les Cayes area, forcing nurses to move patients to higher floors. At least 5,000 people in Les Cayes remained in shelters, said Jean-Renand Valiere, a coordinator for the civil protection department.High water still prevented U.N. soldiers from reaching the western city of Gonaives, where the rise of muddy water drove people to seek refuge on rooftops Tuesday as wind gusts drove horizontal sheets of rain.They are screaming for help, said Iris Norsil, 20, who managed to escape the city.Water rose so much overnight near Gonaives that a bridge people crossed on Tuesday night was under water on Wednesday.

A convoy carrying Prime Minister Michele Pierre-Louis had to abandon efforts to reach Gonaives when one of the cars was nearly swept away, said Julian Frantz, a Haitian police officer with the group.The situation is as bad as it can be, said Vadre Louis, a U.N. official in Gonaives. The wind is ripping up trees. Houses are flooded with water. Cars can't drive on the street. You can't rescue anyone, wherever they may be.Haiti already had suffered scores of deaths due to flooding cause by Tropical Storm Fay and Hurricane Gustav in late August.Hanna was centered about 75 miles (125 kilometers) southwest of Grand Turk Island on Wednesday morning, with maximum sustained winds of near 60 mph (95 kph), the hurricane center said. Tropical storm force winds extended out as far as 290 miles (465 kilometers) in some areas — mostly to the north.It was moving north at about 6 mph (9 kph) but it was expected to cut through or near the central and northeastern Bahamas over the next couple of days. It could regain hurricane force by Thursday or Friday.Rain and wind were picking up in the Bahamas, where officials told residents they would shut down the water system Wednesday night.Even though we're not feeling the full effects of the storm, it is rough out there, said Chrystal Glinton, a spokeswoman for the National Emergency Management Agency. Persons have been warned to stay indoors. That's what they're doing. Waiting.Haiti is particularly vulnerable to devastating floods because of its steep hillsides that have been deforested to plant crops or make charcoal.Meanwhile, Tropical Storm Ike was cruising northwestward across the Atlantic with top winds near 70 mph (110 kph) and projected to near the Bahamas by Sunday as a hurricane, though the hurricane center cautioned that it is too early to determine what, if any land areas might be directly affected by Ike.Following behind was Tropical Storm Josephine, which grew stronger, with top winds near 65 mph (100 kph).And in the Pacific, Tropical Storm Karina weakened to a tropical depression Tuesday night and was expected to further weaken over the next few days.

Some 814,000 Entergy customers still without power Wed Sep 3, 8:40 AM ET

NEW YORK (Reuters) - More than 814,000 customers in Entergy Corp's service area in Louisiana, Arkansas and Mississippi remained without power Wednesday morning after Hurricane Gustav caused massive damage to the company's transmission system after making landfall in Louisiana Monday morning. Gustav cut power to almost 1.4 million homes and businesses in Louisiana and Mississippi on September 1-2, shut more than a dozen oil refineries and numerous oil and natural gas pipelines and other energy facilities.Entergy could not say when it would restore service to customers, noting Gustav was the second worst storm in the company's 95-year history and full restoration could take several weeks especially in the hardest hit areas in Louisiana.At the peak Tuesday morning, about 850,000 Entergy customers were without power primarily in Louisiana and Mississippi. The only larger number of outages Entergy customers have suffered in the past was when Hurricane Katrina knocked out service to 1.1 million in 2005.Elsewhere in Louisiana, Cleco Corp, of Pineville, Louisiana, said it still had about 173,000 customers without power down from over 240,000 on Sept. 2.Damage to Entergy's transmission system included 191 transmission lines and 210 substations out of service.The New Orleans and Baton Rouge area is essentially an island, no longer connected to the state's power grid, Entergy said, noting it could take workers several days to restore the lines and reattach the region to the rest of the system.The 400 MW Waterford 1 natural gas/oil-fired unit, the 1,804 MW gas/oil-fired Nine Mile Point station and the 1,204 MW gas/oil-fired Little Gypsy station were supplying all of the power to New Orleans and Baton Rouge.

Entergy shut the 967 MW River Bend nuclear power station in Louisiana Monday afternoon due to the loss of demand caused by extensive outages in the region.Before the storm hit, Entergy shut the 1,152 MW Waterford 3 nuclear power reactor in Louisiana Sunday night in anticipation of the heavy winds forecast.Both nuclear reactors remained shut Wednesday morning.One MW powers about 500 homes in Entergy's service territory.Entergy, of New Orleans, owns and operates about 30,000 MW of generating capacity, markets energy commodities, and transmits and distributes power to 2.7 million customers in Arkansas, Louisiana, Mississippi and Texas.(Reporting by Scott DiSavino; Editing by John Picinich)

WASHINGTON - President Bush is keeping hands-on in the aftermath of Hurricane Gustav, in contrast with his administration's slower response to the more devastating Hurricane Katrina three years ago. Bush left the White House Wednesday for a briefing at an emergency operations center in Baton Rouge, La., two days checking on command centers in Texas as the storm unfolded.We are thankful that the damage in New Orleans and across the Gulf Coast was less than many had feared, Bush said on the eve of his return to the area.I commend the governors of Alabama, Louisiana, Mississippi and Texas for their sure-handed response and seamless coordination with the federal government, Bush said Tuesday via satellite to the Republican National Convention in St. Paul, Minn. I thank all of the wonderful volunteers who stepped forward to help their brothers and sisters in need.He urged Gulf Coast residents to wait for local officials to give them a green light to return to their homes.We know that there is still risk even after the storm has passed, he said. So I ask citizens across the region to listen closely to local officials and follow their instructions before returning to their homes.

The storm that struck the U.S. on Monday largely spared New Orleans and Louisiana, but neighborhoods remained without power and community water and sewage systems were not all working. Bush, who visited two Texas emergency command centers on Monday as Gustav lashed the coast, has declared a major disaster exists in Louisiana, where Gov. Bobby Jindal claims the state is at halftime in the Gustav ordeal.The first of the 2 million people who fled Gustav began to trickle home Tuesday from shelters, many grumbling about the wait for the all-clear. Some evacuees, particularly in Texas, on the far fringes of the storm's path, suggested authorities overreacted in demanding they leave their homes.Emergency officials, however, strongly defended the decision to evacuate coastal areas, saying it is better to be safe than sorry. That lesson was driven home by Katrina, which killed 1,600 people in 2005, compared with nine deaths attributed so far to Gustav.Officials noted that New Orleans' levees held, and Gustav struck only a glancing blow. But when trees fell on homes, power lines went down and roads were washed out, there were few people around to get hurt. And there was significant damage: Early insurance industry estimates put the expected damage to covered properties at anywhere from $2 billion to $10 billion. That's high, but well short of Katrina's $41 billion.More tests of the nation's hurricane preparedness may already be cued. Three storms were lining up in the open Atlantic Ocean, with Tropical Storm Hanna leading the way. Hanna has plenty of time to strengthen into a hurricane before possibly striking Florida and Georgia later in the week.

SAHARSA, India (AFP) - Flood-hit northern India is in dire need of international aid on the level of that seen after the 2004 Asian tsunami, a state official said Wednesday. A large swathe of the already desperately poor state of Bihar is likely to remain under water for several months, leaving authorities coping with millions of people who have lost everything, officials and aid workers said.We will definitely need the support of international organisations and agencies, the same as after the tsunami (in 2004) or the Gujarat earthquake in 2001, said Bihar disasters minister Nitish Mishra.It is not possible for just the government to have a complete rehabilitation policy on its own. Whatever more is available, we need it.The flooding started on August 18, when a river burst through defences upstream in Nepal and changed course to cut across a large rural area in Bihar state.The UN has said at least a million people are homeless, although the aid group Save the Children said the figure could be five times higher.Half a million have fled This is six times the number of people that were made homeless by the cyclone in Myanmar four months ago and 7.5 times the number of people in India that were made homeless after the tsunami in 2004, the agency said.The reported death toll is not high, but the number of people affected by this flooding is on an unimaginable scale.Officials said work to fix the flood walls and divert the Kosi river back to its normal course cannot begin before the rainy season ends in October, and is unlikely to be completed before early next year.About 600,000 people have been plucked from the flood plains. Many more have waded out themselves, but 350,000 more still need to be saved from roofs or isolated high ground and brought to safety, they say.However aid workers said that in some areas the currents were still too strong, and that much of the food being dropped by air had landed in water.All the wells and water sources are gone. We foresee a scarcity of water, milk, food. Crops have been destroyed. Land will not be fit for cultivation for six to seven months after the waters recede, said S.P. Singh, Red Cross chief in Bihar.

Who are they ? Our political leaders of course. What is it they never seem to learn
? Firstly, to fly in the face of YHVH when it comes to Abortion, Homosexuality and Israel. Obviously they have absolutely no idea that the Creator of the Universe can be a Consuming Fire when HE needs to be. One day the men and women who make and change the laws of our countries will have to stand before YHVH and face judgement and eternal damnation for the abominations that they voted in. And for the righteousness and prayer to God that they voted out. Unless they repent and begin to walk the other way, they will be found guilty of the charge that the opening verse declares.Woe to those who bear the responsibility for the murder of unborn babies, and today they even kill babies as they are being born. The politicians who have opened wide the doors to abortion and the medical personal who carry it out are guilty of the mass murder of innocent human beings. I believe that God will take an extremely dim view of the guilty ones and they will be no excuses.There are only a few things that YHVH calls an abomination and homosexuality is one of them. Sick people who see themselves as Christians, manipulate and lie about the scriptures to try to convince themselves, and those who desire to practice that filthy abomination, that the Bible condones homosexuality. That is a full 80 degrees from the truth. Both the Hebrew scriptures and the New Testament clearly define it as a sin punishable by death. Physical death under the Old Covenant and eternal spiritual condemnation under the New Covenant.

And when it comes to Israel, the politicians and even many in the Church are ignorant of or do not understand Genesis 12:3. YHVH says that He will bless those who bless Israel and He will curse or destroy those who curse or take Israel lightly. Pressure is once again being applied to Israel by the US government. As the departure of Ehud Olmert, Israel's most inept and corrupt prime minister draws near, ( mid September hopefully ) and US President George W Bush's 2nd term comes to its natural end, the focus is once again on forcing through a peace treaty before
the two above mentioned leaders leave office.President Bush sent Condalesa Rice back to Israel this past Monday and Tuesday. She came to apply intense pressure on the Israeli government to stop settlement expansion and to push through the plans for a Palestinian State on the land the YHVH gave to the Jewish descendants of Abraham,
Isaac & Jacob as an eternal inheritance ( see Psalm 105 verses 6 - 11 ) Somehow Bush and Rice who both claim to be true Christians must never have read Psalm 105 or Genesis 15:18 - 21. And it must be that they don't take the Word of YHVH
seriously when He says that He will destroy those who come against Israel and the Jewish people. If I was them I would be shaking in my boots ! Our leaders will pay the price in the long term, but because of their power and wealth they may escape the immediate consequences of their actions, while the citizens of their countries
may pay a very high price as the retribution of YHVH begin to strike their nations. In light of the fact that it seems to be the USA that is applying the most pressure on Israel to give up land that rightfully belongs to the Jewish people, not to mention the redivision of Jerusalem, the dwelling place of God on Earth, a
catastrophe of great magnitude is highly likely to strike the United States.

The message of this comment is ......... it is a foolish and dangerous act to oppose the God of Israel - be it in respect to Abortion, Homosexuality or the apple of His eye - His land and His people - ISRAEL WHEN WILL THEY EVER LEARN ?

(Washington, D.C., September 1, 2008) -- Senators Barack Obama and Joe Biden got a 10 point bounce coming out of their impressively orchestrated convention. They had been down two points going in; they were ahead by eight on Friday. But McCain's stunning choice of Alaska Governor Sarah Palin has dramatically changed the equation. According to a new poll out Sunday morning by John Zogby, McCain and Palin had a two point lead over Obama/Biden, 47% to 45%. A new CNN poll released Monday morning has Obama/Biden at 49% vs. McCain/Palin at 48%. That's a dead heat - again. But the momentum is now McCain's going into a very challenging week. A Republican convention. A hurricane moving towards the Gulf coast. An economy that's rebounding (up 3.3% last quarter). The Russian Bear reemerging. And the possiblity of a major war in the Middle East this fall. I have to say that I am very impressed with Governor Palin and moved by her story. I love her family, love the fact her son signed up for the Army last 9/11 and is headed for Iraq this fall, love that she's a pro-life conservative, love the major reforms she has already accomplished in Alaska, love that she took on and defeated corrupt Republicans, love that she cancelled the bridge to nowhere, love that she's given huge oil revenue rebates to the working families of Alaska, love her expertise on oil and gas issues and her ability to get passed a $40 billion pipeline to bring Alaskan natural gas through Canada to the lower 48. Wow. This is good stuff. The media is loathe to say it, but the truth is she has done more in her 13 years in elected office that Obama has with his 100-plus present votes in the Illinois Legislature and his paper-thin record in the Senate.

[Must-read interview by CNBC's Maria Bartiromo with Gov. Palin: Drilling in Alaska is going to be a matter of life and death. Up here in Alaska, we're bursting with billions of barrels of oil that are warehoused underground. We have to pump [this oil] and feed our hungry markets instead of relying on the foreign sources of energy….I think some in Congress have misconceptions about what ANWR [Arctic National Wildlife Refuge] is all about and what Alaska is all about. When you talk about ANWR and the area that needs to be unlocked so that we can explore more and develop these billions of barrels of oil, it's a swath of land that's about 2,000 acres in size-and that's out of a 20 million-acre plain that has been set aside. So 2,000 acres, that's like a postage stamp on a football field. It's about the footprint-size of LAX [airport]. And I think a lot of people have assumed that it's some mountainous, green valley-an area so extremely pristine that wildlife would be adversely affected; land, water, air would be adversely affected if those 2,000 acres were allowed to be tapped. And that is not true. We have very, very stringent oversight up here in Alaska with our resource development. We would even ramp up that oversight to a greater degree if people would understand the importance of unlocking that swath of land and let the development begin….Just that swath of land in that refuge alone is estimated to hold about 11 billion barrels of oil and 9 trillion cubic feet of natural gas. And those are just the areas that have been explored. That's about a year and a half worth of U.S. oil consumption and many months of natural gas. It's about a trillion dollars worth of energy. And that's-again-just that sliver of ANWR. So when we hear, Well, maybe there isn't enough, or Well, it's too late to drill now anyway, we should have done this five, 10 years ago, hey, I can't argue that. I say yeah, we should have done that years ago. But better to start that drilling today than wait and continue relying on foreign sources of energy. We are a nation at war and in many [ways] the reasons for war are fights over energy sources, which is nonsensical when you consider that domestically we have the supplies ready to go.] That said, it remains to be seen whether Governor Palin is ready to be Commander in Chief and the leader of the Free World if something happens to McCain. I want to believe she is, but count me from Missouri on this one - from the show me state. The Governor is really going to have to prove herself in the days and weeks ahead by what she says and how she says it. How well does she understand the Putin threat and how to handle a resurgent Russia? How well does she understand the threat of Radical Islam and how to handle Iran, Pakistan, Iraq and Afghanistan? How well does she understand the rise of China, India and Brazil as global game-changers and what they mean to U.S. security and the global economy? These are the defining foreign policy issues of our time. Sens. Obama and Biden have demonstrated dismal judgment on each of them. This gives the Governor an opening to prove that she has better instincts and the right judgment. I am not one who believes that people from small town America and governors from states with small populations don't get it and can't get it. I don't believe that Americans from Washington, D.C. necessarily understand the country and the world better than those from Arizona and Alaska. To the contrary, as someone who grew up in a small town in upstate New York and has now lived in the D.C. area for nearly two decades, I'm highly skeptical of inside the Beltway elitism.. So bring it on, Governor Palin. Show us what you've got. I want to believe. Many Americans do.

One more thing: Sen. McCain and Governor Palin have a real opportunity to prove themselves to be different kinds of leaders with how they handle this hurricane about to hit the Gulf Coast. I'm praying the natural disaster does not hit, or the damage is minimal. But if it hits hard, I'd love to see the Governor mobilize the Alaskan National Guard to fly in relief supplies to help those devastated. I'd love to see her work with governors throughout the South to mobilize volunteers to help. This could be the Governor's best possible introduction to the American people - show us you can lead effectively in a crisis, not just issue a press release or give a glitzy speech like your political rivals. Palin is not to be underestimated, says John Zogby. Her real strength is that she is authentic, a real mom, an outdoors person, a small town mayor….She is also a reformer. A very important demographic in this election is going to be the politically independent woman, 15% of whom in our latest survey are undecided. In the final analysis, this election will be about Obama vs. McCain. Obama has staked out ground as the new JFK - a new generation, literally and figuratively, a new face of America to the world, a man who can cross lines and work with both sides. But McCain is the modern day Harry Truman - with lots of DC experience, he knows what is wrong and dysfunctional with Washington and how to fix it, and he has chosen a running mate who is about as far away from Washington as he could find.

A MESSAGE OF HOPE FROM DR. JACK VAN IMPE What Is the Adversary's Role in our sufferings? SEPT 03,08

When affliction, suffering, or trouble strikes, it is not unusual for those afflicted, or for family members and friends, to suggest that the devil is to blame. We want to affix blame, if not on the devil, then on God or maybe on the one who is suffering. Surely there is a cause, a reason for all this.We've briefly examined events in the lives of Adam and Eve, Job, and the apostle Paul, and we have, in fact, seen that the devil did have his hand in bringing suffering and trouble into their lives. Remember Paul's comment that his thorn in the flesh was the messenger of Satan to buffet him (see 2 Corinthians 12:7)? One man, a failed-suicide, expressed the belief that the devil was responsible for his giving in to the urge to do away with himself. He said he felt like a pawn in a chess game going on between God and the devil. He felt he was being manipulated by both sides. This man's life was spared when a friend came to him before the overdosed medicine could do its deadly work. God, in His mercy, affected that rescue. There is much in Scripture which teaches that God's sovereign will in the affairs of men and nations will be accomplished. Here are just a few examples:A man's heart deviseth his way: but the Lord directeth his steps (Proverbs 16:9). We . . . being predestinated according to the purpose of him who worketh all things after the counsel of his own will (Ephesians 1:11).

The devil is an adversary, and his many schemes to disturb the Christian's peace and bring unhappiness and suffering upon mankind have been with us since the Fall. However, we must recognize the clear teaching of the Bible that God both orders and controls all things. Satan does not always win. We are told in 1 Corinthians 15:26 that, The last enemy that shall be destroyed is death.Satan won a real victory in his temptation of Adam and Eve. They fell into his trap just as many people still do today in so many different ways. Yet, we Christians must recognize that Isaiah 25:8 is also in the Bible when we are confronted with this final blow of the enemy. It is a strong promise that provides sure footing for those who are trusting in God's sovereignty:He [the Lord] will swallow up death in victory; and the Lord God will wipe away tears from off all faces; and the rebuke of his people shall he take away from off all the earth: for the Lord hath spoken it.Death is an enemy. Suffering and affliction often precede this enemy. This is all a part of the strategic battle plan between Satan and God, but the final victory for the Christian is God's. His solution to the thorns in the flesh and to death is to usher us into His presence in His own good time. And when that moment comes, the prophet Isaiah wrote, And it shall be said in that day, Lo, this is our God; we have waited for him, and he will save us: this is the Lord; we have waited for him, we will be glad and rejoice in his salvation (Isaiah 25:9).

Those Unfathomable Secret Things

I do not pretend to understand why God didn't stamp out the devil in the Garden of Eden nor why in God's sovereignty some of the choicest saints, it appears, suffer so greatly. I know of a 65-year-old single woman, an unclaimed blessing; who worked hard and supported herself all her life. She was never a burden to others. She finally decided to retire and was looking forward to moving into a small new apartment. It has a balcony so I can raise geraniums and other plants; she told me. Then suddenly, she was struck down with horrible stroke, which left her totally paralyzed on one side from her face down to her feet. Now she suffers alone in a convalescent center, unable to walk, talk well, or care for herself. I do not understand that.Nor do I understand why the enemy death should rob Mary Dorr of the love and presence of her bright and promising young college-age son. His death came shortly after the tragic death of her husband who died while flying his private plane. It was only through the Lord's intervention that Mary's other son, who was with his father when he died, was able to bring that plane safely in for a landing. A year or so after this, Mary went through the death experience again when this second son died in his sleep at home.When we hear about things like this, we often say, It just doesn't make sense. From our vantage point, many of these things do not seem to have any rhyme or reason. But I like what Barbara Johnson told Rexella, These are heartache situations, but God doesn't always promise a quick end to heartache situations: Then she called attention to Deuteronomy 29:29, The secret things belong unto the Lord our God . . . .Barbara added, No, we don't understand these secret situations - why God allows a beautiful 20year-old Christian boy to go off the deep end and get involved in a homosexual lifestyle (or some other problem), bringing such sorrow and heartache to his family and to others. But through it all, I can tell you, God has used it to mold and shape us and to bring a depth of trusting Him into our lives unlike anything we ever experienced before. Through sorrow there can come joy and peace. It comes as you relinquish yourself and the secret situation causing you such heartache into the hands of God, and then God releases you so that you can reach out in loving care to others who need help . . . .

Barbara and others who have known deep suffering are testimonies to God's grace. I have heard them say they are glad that God has thrown a veil, as it were, across their way so that they haven't known what the immediate future held. We may not know the future, but we can know the One who holds the future in His hands and simply take life a step at a time. We can walk moment-by-moment with the One who controls our steps as well as our stops.I've heard people say, When I get to heaven, I'm going to ask the Lord . . . . Then they will name the event that has brought such heartache to them or to others. But in the next breath I've heard many of those same people admit, Still, I know that when I get to heaven all that has happened here won't matter there because all the pain, the sorrow, and the tears will be done. And how biblical that is. The Bible assures us that God shall wipe away all tears from their eyes; and there shall be no more death, neither sorrow, nor crying, neither shall there be any more pain: for the former things are passed away (Revelation 21:4).The apostle Paul talked of the mortal putting on immortality, and then shall be brought to pass the saying that is written, Death is swallowed up in victory. O death, where is thy sting? O grave, where is thy victory? The sting of death is sin; and the strength of sin is the law. But thanks be to God, which giveth us the victory through our Lord Jesus Christ (1 Corinthians 15:54-57). Paul is saying that God continues daily to give us this victory.

Doing Battle With the Prince of This World

Satan, as the prince of this world (see John 12:31; Revelation 12:9), has a certain degree of power which he wields, especially against Christians. After all, why should the devil go after people in the world when he already has them in his sway? The Christians are his enemies.The apostle Paul writes of the battle of the heavenlies and the work of the prince of the power of the air, the spirit that now worketh in the children of disobedience (Ephesians 2:2).Satan's camouflaged attacks come in many forms. We are warned that they will come:Be sober, be vigilant; because your adversary the devil, as a roaring lion, walketh about, seeking whom he may devour (1 Peter 5:8).

But we are also told:

Whom resist steadfast in the faith, knowing that the same afflictions are accomplished in your brethren that are in the world (1 Peter 5:9).

And we are promised:

But the God of all grace, who hath called us unto his eternal glory by Christ Jesus, after that ye have suffered a while, make you perfect, stablish, strengthen, settle you (1 Peter 5:10).In Hebrews 11 we have what is often referred to as The Roll Call of Faith." There we have a definition of faith: Now faith is the substance [assurance] of things hoped for, the evidence of things not seen (v. 1). What does faith do? It gives substance to our hope.These heroes and heroines of the faith demonstrated their faith in spite of suffering, affliction, pain, problems, and not being able to understand the Whys? of their particularly difficult circumstances. We are the recipients of the lessons their faithfulness teaches. After naming many of the Old Testament people, almost breathlessly, it seems, the writer says, And what shall I more say? for the time would fail me to tell of. . . Then he names others (see verse 32) and goes on to say:Who through faith subdued kingdoms, wrought righteousness, obtained promises, stopped the mouths of lions, quenched the violence of fire, escaped the edge of the sword, out of weakness were made strong, waxed valiant in fight, turned to flight the armies of the aliens. Women received their dead raised to life again: and others were tortured, not accepting deliverance; that they might obtain a better resurrection: And others had trial of cruel mockings and scourgings, yea, moreover of bonds and imprisonment: They were stoned, they were sawn asunder, were tempted, were slain with the sword: they wandered about in sheepskins and goatskins; being destitute, afflicted, tormented; (Of whom the world was not worthy:) they wandered in deserts, and in mountains, and in dens and caves of the earth (vv. 33-38).But the writer doesn't stop with that catalog of horrors. He goes on to remind us that these all, having obtained a good report through faith went on to their eternal reward. He speaks of them as being so great a cloud of witnesses and urges that we lay aside every weight, and the sin which doth so easily beset us, and . . . run with patience the race that is set before us (Hebrews, 12:1).

Still the writer is not finished. We are told how we can do this:

Looking unto Jesus the author and finisher of our faith; who for the joy that was set before him endured the cross, despising the shame, and is set down at the right hand of the throne of God. For consider him that endured such contradiction of sinners against himself, lest ye be wearied and faint in your minds (vv. 2, 3).

Satan's planned afflictions are designed specifically to wear us down, to weary us, to exhaust us, to make us lose heart, and to turn against God. All too often we are tempted to murmur, complain, and criticize - and in these ways to give up on the Lord. Oh, how much we need to learn that WE CAN BE OVERCOMERS through the blood of the Lamb (see Revelation 12:11). The wedges Satan attempts to put between us and the Father are real, and they are designed to make us stop loving and trusting God. Satan, you see, is attacking God indirectly through His children. At such times we must shout boldly for any and all to hear, Thanks be to God who giveth the victory through the Lord Jesus Christ! That is the only way to do battle with this enemy of our souls.

That day is coming, dear one... The day we shall see Christ as He is. At that final moment of earth’s history for us, will He find us blazing bright with His message of love and hope? I think of the maple trees across the street from our house. One autumn season, what a glorious display of red, yellow, brown and purple we were treated to when those leaves began to turn! When the evening sun came shining through the leaf-covered boughs, each tree seemed to be on fire.When I was home, I enjoyed looking over at those glorious maples. I was a little sad when the last leaves fell and only skeleton-like arms were left silhouetted against the winter sky.

I waited for spring and new leaves on those trees, but the new buds never sprouted. I was shocked to see my neighbor cutting down the lifeless limbs and dead trunks.

How could trees that had been so beautiful just last fall be dead in spring? Someone explained to me what had happened: the trees sense when they are in their last season, and they pour all their remaining strength into one last spectacular display --

They go out in a blaze of glory!

Like nature, the Bible is full of examples of this final blaze of glory. Think of Samson, whose entire existence was reduced to turning a grind stone for the Philistines, in his eternally dark, blind state.Yet when he was brought into the Philistine coliseum to entertain them, the Bible says:And Samson took hold of the two middle pillars upon which the house stood, and on which it was borne up, of the one with his right hand, and of the other with his left. And Samson said, Let me die with the Philistines. And he bowed himself with all his might; and the house fell upon the lords, and upon all the people that were therein. So the dead which he slew at his death were more than they which he slew in his life (Judges 16:29-30).

At the wedding in Cana of Galilee, Jesus turned water into wine when the bridegroom ran out of wine. And his guests declared: Every man at the beginning doth set forth good wine; and when men have well drunk, then that which is worse: but thou hast kept the good wine until now (John 2:10).Job had a full, rich life until tragedy struck him. Then he went through some of the most trying times ever endured by a human being, but he stayed true to God, and it was said of him, So the Lord blessed the latter end of Job more than his beginning (Job 42:12).There is a tremendous lesson for all of us in this. Without a doubt, we are living in the last season of this old world. All the prophetic signs tell us time will soon wind down. In the short time left to us, we as Christians should be like the maple tree and prepare to end this final season in a blaze of glory! Think of it! We're in the last harvest of souls this world will ever see before Jesus comes. Say not ye, There are yet four months, and then cometh harvest? behold, I say unto you, Lift up your eyes, and look on the fields; for they are white already to harvest (John 4:35).Knowing the season, we must expend every resource and every bit of strength at our disposal to light up the world with the reflected glory of our Savior. Let us shine our brightest today... Show our truest colors now. There will not be another season.Wife and mother, this may be the last month or week... or day you will spend with your family. Pour out your love on your husband and children. Husband and father, this may be your last opportunity to make your home a glorious place to live, full of joy and love and excitement. Do it now! India Violence a Sign of Christianophobia, Says Archbishop By Anne Thomas

The international community must demonstrate the same commitment to wiping out growing Christianophobia as to tackling anti-Semitism or Islamophobia, the Vatican’s foreign minister said on Friday. Archbishop Dominique Mamberti was speaking as Hindu mobs continue to go on the rampage against Christians in India’s Orissa state in retaliation for the killing of a Hindu leader, despite the Indian government saying that Maoists are most likely responsible for the murder. At least 13 people have been killed in the violence and hundreds of Christian churches and homes have been burned down. Mamberti said religious freedom is fundamental to upholding human dignity. In order to promote this dignity in an integral way, so-called Christianophobia should be combated as decisively as Islamophobia and anti-Semitism, he said. More than 3,000 people, mainly Christians, have fled from their homes to government-run relief camps or surrounding forests. Gospel for Asia President K.P. Yohannan said that at least 12 members of Gospel for Asia-related churches had been killed in the violence, although the exact death toll remains unconfirmed. He called the violence unprecedented in his 30 years of ministry in south Asia. I have never seen persecution so bad in my life and I have seen a lot of opposition to the Gospel over the years, said Yohannan. Orissa has a long history of persecution against Christians. The current outbreak of violence follows a wave of attacks on Christians by Hindu radicals in Orissa last Christmas. In 1999, Australian missionary Graham Staines and his two sons were brutally murdered by anti-Christian militants.

Christians in other parts of the world, particularly the Middle East, face intense persecution. Earlier this year, churches were bombed in Mosul while the Chaldean Archbishop of Mosul was abducted and found dead two weeks later. Christians in Iraq believe that the attacks were part of an ongoing campaign by Islamic extremists to drive Christians out of the country. Last month, the Pope appealed to Iraqi Prime Minister Nuri-al-Maliki to do more to protect Iraq’s dwindling Christian population.

JERUSALEM – Prime Minister Ehud Olmert is lying to the world. He has repeatedly denied he is negotiating ceding territory in Jerusalem to the Palestinians, but I can confirm with absolute confidence Olmert's government is currently discussing the division of Jerusalem as part of talks aimed at creating a Palestinian state, at least on paper, by the end of the year.But most Israelis and Americans, including the influential U.S. Jewish community, are in the dark about the Jerusalem negotiations, allowing the Israeli government to continue the virtual chopping up of Israel's capital city without any major protest or distraction.Olmert's plan seems to be to wait until the last minute, until just before signing a binding document that will be guaranteed by a letter from the U.S. president, to announce Jerusalem is being negotiated.The U.S. government, by the way, is heavily involved in the Jerusalem negotiation process, offering the Israeli and Palestinian teams staged proposals on how to split the holy city and pressing Israel to include pledges to evacuate parts of Jerusalem in a document expected to be released before January outlining a Palestinian state.Olmert is tactfully dancing around admitting he's negotiating Jerusalem in part because of commitments to his governing coalition partner, the ultra-Orthodox Shas Party, which has claimed it would bolt Olmert's plurality government if Jerusalem is discussed during the intense, almost daily Israeli-Palestinian meetings that were initiated at last-November's U.S.-sponsored Annapolis conference.A minor problem for Olmert is that his official Kadima Party platform calls for Jerusalem to remain united.

According to informed sources, Jerusalem talks are being held under secretive conditions, with a small number of Israelis and Palestinians on each negotiating team. The Israeli team is led by Olmert and Foreign Minister Tzippy Livni, a front-runner for this month's leadership primary in Olmert's Kadima Party.Olmert has pledged to resign after a new Kadima leader is installed, but he could stay on as prime minister if the new Kadima leader fails to form a stable government coalition, precipitating new general elections in 90 days and giving Olmert some more time in power. Indeed, Olmert has told Palestinian negotiators he expects to remain in office beyond September to conclude an agreement.Olmert likely figures he can deny Jerusalem is being negotiated up until it is time for a Palestinian state document to be issued, and by then it will be difficult to stop. And Israelis, Palestinians and Americans are working overtime to ensure that document comes soon.Some members of Olmert's Kadima Party are well aware Olmert and Livni are ceding parts of Jerusalem during negotiations.Just last week, senior Kadima member and Transportation Minister Shaul Mofaz accused Livni of dividing Jerusalem, stating he heard that Livni had made concessions on Jerusalem during talks with the Palestinians. But Mofaz's statements didn't really penetrate.Until the past few days, Olmert steadfastly denied Jerusalem is even up for future negotiation. But the prime minister's office finally allowed Olmert's spokesman, Mark Regev, at least to concede Jerusalem will one day be on the negotiating table, explaining a mechanism has been created to deal with the issue of Jerusalem.Of all the final status core issues, the issue of Jerusalem is probably the most difficult, and unlike some of the other issues, we have yet to start negotiating the future of Jerusalem. Therefore, in order to not let the process fall victim to its weakest link, we have the establishment of an agreed upon mechanism that would continue to deal with Jerusalem. That mechanism was created in such a way that it would address the concern of both sides, Regev told me in response to a query.Regev would not detail which mechanism had purportedly been created to discuss Jerusalem or when such discussions may take place.Regev commented amid Israeli news media reports last week stating Olmert presented Palestinian Authority President Mahmoud Abbas with a plan for international parties to contribute proposals on how both sides should negotiate the status of Jerusalem. Olmert and Abbas met for a round of advanced talks last week.The Israeli media reports, though, are weeks too late.Senior Israeli and Palestinian diplomatic sources confirmed to me both sides are well along negotiating Jerusalem with input from the international community and with Palestinian officials claiming the talks are in advance stages.

One Palestinian negotiator described as crazy the intensity and frequency of Israeli-Palestinian talks in recent weeks, saying both sides have been meeting on a daily basis, usually at the highest levels.The negotiator said the two teams are closer than ever on coming to an agreement on the status of Jerusalem.This claim was verified by other diplomatic sources involved in the negotiations.The Palestinian negotiator said Jerusalem would be divided along the framework of the 2000 U.S.-brokered Camp David accords. He said the general philosophy for dividing Jerusalem would be Arab for Arab and Jew for Jew, meaning that most Arab-majority eastern sections of Jerusalem would be granted to the Palestinian Authority while Israel would retain Western, Jewish-majority sections.Israel recaptured eastern Jerusalem, including the Temple Mount – Judaism's holiest site – during the 1967 Six Day War. The Palestinians have claimed eastern Jerusalem as a future capital. About 244,000 Arabs live in Jerusalem, mostly in eastern neighborhoods. Jerusalem has an estimated total population of 724,000, the majority Jewish.A number of Arab-majority eastern Jerusalem neighborhoods widely regarded as slated for a Palestinian state include large numbers of Arabs who live on Jewish-owned land illegally. The Jewish National Fund, a U.S.-based nonprofit, owns hundred of acres of eastern Jerusalem land in which tens of thousands of Arabs illegally constructed homes the past few decades. Arabs are now the majority on the Jewish-owned land in question.According to top diplomatic sources, Secretary of State Condoleezza Rice, who visited the region last week, pressed Israel to sign a document by the end of the year that would include Jerusalem by offering the Palestinians a state in Israel's capital city as well as in the West Bank and Gaza Strip.The Israeli team would rather conclude an agreement on paper by the end of the year that would give the Palestinians a state in the West Bank, Gaza and some Israeli territory, leaving conclusions on Jerusalem for a later date, the informed diplomatic sources said.The sources said the Palestinian team has been pushing to conclude a deal by January on all core issues, including Jerusalem, and has been petitioning the U.S. to pressure Israel into signing an agreement on paper that offers the Palestinians eastern Jerusalem.Rice, the sources said, has asked Israeli leaders to bend to what the U.S. refers to as a compromise position, concluding an Israeli-Palestinian agreement by the end of the year that guarantees sections of Jerusalem to the Palestinians. But Israel would not be required to withdraw from Jerusalem for a period of one to five years.America, meanwhile, has provided the Israelis and Palestinians with a specific plan to split Jerusalem.

One U.S. plan for Jerusalem was divided into timed phases, and among other things called for Israel eventually to consider forfeiting parts of the Temple Mount, Judaism's holiest site.According to the first stage of the U.S. proposal, Israel would initially give the PA some municipal and security sovereignty over key Arab neighborhoods in eastern Jerusalem. The PA would be allowed to open some official institutions in Jerusalem, could elect a mayor for the Palestinian side of the city and would deploy some kind of so-called basic security force to maintain law and order. The specifics of the force were not detailed in the plan.The initial stage also calls for the PA to operate Jerusalem municipal institutions, such as offices to oversee trash collection and maintenance of roads.After five years, if both sides keep specific commitments called for in a larger principal agreement, according to the U.S. plan, the PA would be given full sovereignty over agreed upon eastern Jerusalem neighborhoods and discussions would be held regarding an arrangement for the Temple Mount. The plan doesn't specify which parts of the Temple Mount could be forfeited to the Palestinians or whether an international force may be involved.

The PA also could deploy official security forces in Jerusalem separate from a non-defined basic force after the five-year period and could also open major governmental institutions, such as a president's office, and offices for the finance and foreign ministries.The U.S. plan leaves Israel and the PA to negotiate which Jerusalem neighborhoods would become Palestinian.It was unclear whether the U.S. proposals were accepted, but what is clear is that Jerusalem is on the chopping block. When this becomes mainstream knowledge, when it will be almost too late for protest, don't say I didn't warn you.

JERUSALEM (Reuters) - Support among Palestinians for a binational state with Israel will grow should U.S.-brokered talks on creating an independent Palestine fail, a Palestinian think tank forecast in a new report released on Wednesday. Israel has long rejected the idea of becoming a binational country, in which Jews would lose their majority. Palestinian President Mahmoud Abbas has said he remains committed to a two-state solution despite slow-moving negotiations.A 50-page document, formulated by the Palestine Strategy Studies Group (PSSG) and titled Palestinian Strategic Options to End the Israeli Occupation, noted Palestinian frustration over Jewish settlement expansion in the occupied West Bank.If the current negotiations fail, Palestinians will be driven to replace the 1988 (two-state solution) offer (by the Palestine Liberation Organization) by a new strategy, not just rhetorically but in reality, the report said.The negotiated two-state outcome will then be definitely cancelled, it added.The PSSG is made up of 30 Palestinian intellectuals and professionals from the West Bank, the Gaza Strip and the diaspora. The study was funded by the European Union.The document has sparked a debate within the Palestinian society on the next steps to be taken should negotiators fail to meet Washington's goal of achieving at least a framework peace deal by the end of the year.Palestinian negotiators have said that Israeli proposals fall short of Palestinian aspirations for a viable state on lands Israel captured during the 1967 Middle East war.Abbas plans to meet U.S. President George W. Bush on September 26 on the sidelines of the U.N. General Assembly session in New York, Palestinian Information Minister Riyad al-Malki said on Wednesday.

We must be prepared with options and scenarios, Palestinian writer Hani al-Masri, a member of the PSSG, told Reuters.The document lists a number of options, including a binational state. It doesn't say the two-state solution must be ruled out but it says that the two-state solution is being eradicated by settlements and Israeli facts on the ground, Masri said, referring to the Jewish enclaves on occupied land.

The Palestinian leadership has also started debating options if no deal is reached.

Senior Abbas aide Yasser Abed Rabbo said one possibility under discussion was a unilateral declaration of independence.The idea caused an international uproar in 1999 when then-Palestinian leader Yasser Arafat threatened to declare statehood in the West Bank and Gaza Strip.The entire Palestinian discourse must change. Our aim is to end the occupation and not have a process without peace, Fatah official Mohammad Ishtayeh, a member of the PSSG, told Reuters.Another PSSG member, Samir Abu Eisheh, a former cabinet minister close to the Islamist Hamas group that controls the Gaza Strip, said options included placing that territory and the West Bank under international trustreeship.

JERUSALEM (Reuters) - Israeli archaeologists unveiled on Wednesday a 2,100-year-old Jerusalem perimeter wall -- along with beer bottles left behind by 19th century researchers who first discovered the stone defences. The wall, on Mount Zion at the southern edge of Jerusalem's Old City, dates back to the Second Jewish Temple, which was destroyed by the Romans in AD 70.Yehiel Zelinger, who headed the excavation for the Israel Antiquities Authority, said the location of the wall indicated that Jerusalem had expanded to the south at the time, reaching its largest size in biblical times.The 3.2-metre (10.5-foot)-high wall was not supported by any mortar or other bonding material and formed part of a 6 km (3.5-mile)-long fortification around the city, he said.The present wall around Jerusalem's Old City is 4 km (2.5 miles) in circumference.The ancient wall on Mount Zion had disappeared from view by the time a similar stone barrier, also uncovered in the dig, was built at the site during the Byzantine period more than 250 years later. NEW YORK - Wall Street fluctuated Wednesday, with investors relieved about falling commodities prices but still unsettled about the uncertainty surrounding the economy. The Commerce Department gave the market modest comfort when it said orders for manufactured products rose by 1.3 percent in July. The figure was higher than the 0.8 percent predicted by economists polled by Thomson Financial/IFR; the department also upwardly revised its June reading to an increase of 2.1 percent.

However, the reading was shrugged off by many traders as outdated. And with automakers expected to release sluggish August sales data later in the session and the Labor Department expected to report another drop in U.S. payrolls on Friday, trading was marked by caution.A massive pullback in commodities since earlier in the summer has helped alleviate some of the market's inflation worries. Oil slid below $108 a barrel Wednesday as the dollar strengthened and Hurricane Gustav appeared to leave oil installations in the Gulf of Mexico largely undamaged.But as recent patterns in the market have shown, Wall Street remains skittish. On Tuesday, stocks gave up a huge early advance only to close lower, as investors' enthusiasm about oil's selloff dissipated and gave way to concerns about the economy.All the data in the last two weeks has actually been very good, said Joseph V. MEPs urge Russia to abide by international law

EUOBSERVER / BRUSSELS - The European Parliament condemned Russia's actions against Georgia on Wednesday (3 September), reminding Moscow it needs to abide by international law and respect the sovereignty and national integrity of its neighbouring country.The resolution, adopted with 549 votes in favor and 68 against, firmly condemns the unacceptable and disproportionate military action by Russia, underlining that there is no legitimate reason for Russia to invade Georgia, occupy parts of it and threaten to override the government of a democratic country.Schulz - the socialist group wanted to see criticism of Georgia as well (Photo: European Parliament)Since Russia's deep incursion in Georgia and recognition of the two breakaway provinces is contrary to international law, the MEPs urge the EU and NATO to use all available means to persuade the Russian government to abide by international law, which is the necessary condition for playing a responsible role in the international community.The European Parliament reminds Russia of its responsibility as a UN veto power for a global order of peace and calls on EU memmber states and the European Commission to review their policy towards Russia, should Moscow not withdraw its troops to their positions prior to 7 August.The commission should also propose a visa facilitation and readmission agreement at least equivalent to those for Russia, say the MEPs, calling on EU member states to review the issuing of visas for economic activities based in South Ossetia and Abkhazia.

Socialist criticism of Georgia

In an oral intervention during the vote, Socialist leader Martin Schulz deplored the fact that his group was not able to introduce a central element of their own resolution which also blames Georgia for starting the conflict and criticizes Georgian president Mikhail Saakashvili's aggressive stance.Booed in plenum by a large number of the MEPs, Schulz replied that those who are yelling now show that they want to sharpen the conflicts, not to reduce them. The PES voted in favor of the final resolution, because it supports the EU speaking on one voice in the matter, Schulz explained.A softer criticism towards Georgia can be found in the resolution's paragraph concerning cluster bombs, where MEPs call on both Moscow and Tbilisi to provide full information concerning the areas where their armies dropped cluster bombs so that an immediate start can be made on de-mining operations and in order to prevent further casualties among innocent civilians.Both Georgia and Russia are also being urged to lend support and fully cooperate with the Office of the Prosecutor of the International Criminal Court regarding its investigation into the attacks on civilians which took place during the conflict.An independent international investigation also needs to be carried out urgently in order to establish the facts and bring greater clarity to certain allegation, the parliament demands.

Georgia vital for energy security

Georgia's importance as an alternative energy route for the EU's attempt to reduce its dependency on Russia is also highlighted in the resolution, which calls on the commission to offer Tbilisi all necessary assistance to in order to effectively protect its energy infrastructure.The document mentions the existing Baku-Tbilisi-Ceyhan oil pipeline and calls for strong EU commitment in pursuing the [future] Nabucco pipeline project, recognized as an EU priority project that would cross Georgia's territory.In this regard, the MEPs highlight that the Lisbon Treaty would provide for a special EU energy security policy, along with the creation of an energy High Representative and a solidarity clause among member states.

Financial sanctions for Russia

The parliament's budgetary affairs committee on Tuesday also called for freezing the aid sent to Russia, as a punitive measure against its actions in Georgia.A freeze on these sums would be a legitimate political measure, to put pressure on Russia to pull out of Georgia, said German conservative MEP Reimer Boege, who heads the committee, as quoted by AFP.The idea is circulating among the eurodeputies involved in budgetary affairs to freeze some €60.5 million euros ($87.9 million) destined for Russia under the neighbourhood policy and to attach conditions to deblocking [the money], Polish MEP Janusz Lewandowski, vice-president of the parliament's budget committee, added.The proposal to freeze the funding to Russia will go to a vote at the parliament's budget committee next month as part of the EU's overall 2009 budget plans, which must then be approved by both the parliament and member states.

Baltic states need NATO help, US says

NATO should show Russia it would defend the Baltic states - Estonia, Latvia and Lithuania - in the event of attack, the US has said, as Russia's recent invasion of Georgia continues to send ripples through European security arrangements.They are feeling a little rattled by seeing Russia use military force to invade a sovereign, small neighbouring country. We will have to make sure ... that the Article 5 commitment is realisable not just as a political matter but as a military matter too, Mr Volker added. NATO being credible is what's important.Estonia, Latvia and Lithuania are EU and NATO members. But while the EU does not offer any hard security guarantee, Article 5 of the NATO treaty says that an armed attack against one or more [members] shall be considered an attack against them all.Like Georgia, the three former Soviet republics gained independence in the early 1990s and have become vocal critics of the new Russia. Latvia and Estonia also have large ethnic-Russian minorities: one of Russia's reasons for its assault on Georgia last month was to allegedly protect Russian passport-holders.

Temperature rising

Russia's action in the South Caucasus has also raised the temperature in EU- and NATO-aspirant Moldova, where Russophone rebels in the Transniestria region held military parades on Tuesday and called on Moscow to triple the number of Russian soldiers in the territory.Transniestria broke away from Moldova in 1992 and houses 1,300 Russian troops, which Moscow says are needed to guard a huge, Cold War-era arms dump.A few days after the Georgia incursion, Russian President Dmitry Medvedev urged Moldova to accept a plan that would give Russia the right to garrison soldiers in Transniestria indefinitely and hand the Kremlin-influenced Transniestria authorities sweeping powers in a re-unified Moldova. We request that Russia remove its ammunition and withdraw its troops from Transniestria because they have no mandate for their presence in the territory, Czech Prime Minister Mirek Topolanek said after meeting the Moldovan prime minister in Prague on Tuesday, AP reports.The truth is that after the conflict in [Georgia], we are worried about its implications in solving other frozen conflicts, he added, with the EU's special envoy to Moldova, Kalman Mizsei, in Moldova and Transniestria this week to calm tensions.

Turkish initiative

The EU has in the light of Georgia also given its green light to EU candidate and NATO member Turkey to pursue its Caucasian Stability and Co-operation Platform an EU official told EUobserver.The initiative aims to foster better relations between Turkey, Russia, Azerbaijan, Georgia and Armenia, with the European Commission hoping that Turkey's weight as a regional player could help end the Nagorno-Karabakh conflict between Armenia and Azerbaijan.Take note, [Turkish president] Gul is to visit Armenia this month. I think it's the first visit at such a high level since the genocide, the EU official said. If they can get the Armenians to pull back their forces out of Azerbaijan proper, that would be a big step.Russian-backed Armenian forces have occupied Azerbijan's Nagorno-Karabakh region since 1994, making it harder for the pro-Western regime in Baku to ship oil and gas to the EU via the South Caucasus, bypassing Russia. But Turkish-Armenian relations have stayed all-but-frozen since the Turkish killing of 1.5 million Armenians in 1915.

Black Sea riposte

Meanwhile, Russia has suggested it plans to send counter-signals of its own to NATO after US warships brought aid to Georgia via Black Sea ports following the cessation of Russia-Georgia hostilities last month.Why is it necessary to deliver humanitarian aid on military vessels ... and on ships that are armed with modern missile systems? BUSHEHR, Iran, Sept. 3 (UPI) -- Russian nuclear experts are in Iran monitoring construction of the Middle East nation's first nuclear power plant.Leonid Reznikov, director of Atomstroiexport, the Russian company building the power plant in Bushehr, is accompanied by his deputy and a delegation of experts for the three-day visit that winds up Wednesday, the Fars News Agency reported.The Russian delegation is meeting with a team of Iranian experts headed by Ahmad Fayaz Bakhsh, deputy director of Iran's Atomic Energy Organization.Konstantin Beschetnov, a member of Russia's Parliament, said while he is certain the Bushehr facility will be completed successfully it is too early to say when that will be.This project is so unique that it is too early to announce a completion date. As with any business project it has experienced a number of complications, RIA Novosti quoted Beschetnov as saying.

However, the heads of the nuclear energy agencies for both nations have said it will be operational by the end of the year. Russia's one-dominant navy is being returned to power, and it already has been successful in taking over Georgia's Black Sea port of Poti, according to a report from Joseph Farah's G2 Bulletin.Officials say the navy is being refurbished and expanded and will be used to respond to what Russians perceive as growing threats to their security interests.We are already building practically as many ships as we did in Soviet times, First Deputy Prime Minister Sergei Ivanov said during a recent visit to Severodvinsk. The problem now is not lack of money, but how to optimize production so that the navy can get new ships three, not five, years after laying them down.The nation's economy has improved because of the rise in the price of oil, so there has been a significant increase in defense spending to include more ships under construction as well as a plan to refit some older ships.Moscow already has in place a recently approved rearmament program that runs through 2015. Now for the first time in Soviet and Russian history, development of the navy will almost equal the increase in strategic nuclear forces. The program covering the period until 2015 is expected to replace 45 percent of the navy inventory.Russia intends to bolster its four fleets and one flotilla of the Black Sea Fleet based in Sevastopol, Ukraine; the Russian Northern Fleet headquartered at Severomorsk, Russia; the Pacific Fleet headquartered in Vladivostok, Russia; the Baltic Fleet headquartered in Kaliningrad, Russia; and the Caspian Flotilla headquartered in Astrakhan, Russia. The improvements are to be used to guard Russia's interests.We'll do all we can to build up our presence where Russia has strategic interests, Russian Navy Commander Admiral Vladimir Vysotsky recently said.With greater Black Sea access, Russia will have more opportunity to use the ports as bases from which to project power into the Mediterranean and then on to the Atlantic.

Iran plans air force games in Ramadan: commander Tue Sep 2, 7:25 AM ET

TEHRAN (Reuters) - The Iranian air force will hold wargames during the Muslim fasting month of Ramadan, which began in Iran on Tuesday, a military commander said.
The exercises will be held amid ongoing speculation about a possible U.S. or Israeli strike on Iran's nuclear facilities, which the West and Israel say are part of a clandestine bid to build nuclear weapons despite Tehran's denials.Large wargames of the armed forces' air force will be held in the blessed month of Ramadan, said Iran's armed forces commander-in-chief, Brigadier-General Ataollah Salehi, Fars News Agency reported.The start of Ramadan can differ from country to country because it is based on the lunar calendar.Alongside the regular army, Iran has a Revolutionary Guards force viewed as guardians of the Islamic ruling system. The Guards have a separate command and their own air, sea and land units but often work with the regular military.Salehi was speaking at a ceremony for the armed forces' new air force chief, Brigadier-General Hassah Shah-Safi.We have had leaps in the field of air defense and aviation in the past two years ... We hope to show to the public a number of locally manufactured warplanes in the current year, Salehi said, IRNA news agency reported. Iran's year ends in March.Iran is estimated to have 280 combat aircraft, including Russian-made MiG 29 aircrafts, although only 80 percent or less may be operational, military analysts say.Reports have frequently emerged in the international press about possible U.S. or Israeli plans to strike Iran. Iran has dismissed them but has also said it would respond by attacking U.S. interests and Israel if any such assault was made.

Asked about a recent report in a Dutch newspaper about an imminent U.S. strike on Iran, a Foreign Ministry spokesman told a news conference on Monday it was conjecture: We are not taking this seriously.The spokesman also denied reports, based on comments from Israeli defense sources, that Iran had bought Russia's advanced S-300 anti-aircraft missile system and would get it this year.According to IRNA, when Salehi was asked about the negative propaganda about reports Iran had bought the S-300, he said:A long range air defense capability is needed by all countries of the region. All countries of the region are feeling threats from outside the region. He did not elaborate.There have been conflicting reports about whether Iran was buying the S-300 system. Defence Minister Mostafa Mohammad Najjar said last year Russia had agreed to deliver the missiles to Iran under a signed contract. Russia denied such plans.Iran, the world's fourth largest oil producer, insists its nuclear program is aimed at generating electricity not making bombs. OPINION Georgia Splits the Kremlin By Andrei Piontkovsky SEPT 03,08

The Georgia crisis revealed a new strategic force in the Kremlin that opposes both Prime Minister Vladimir Putin and President Dmitry Medvedev. We still cannot name its players, but we are aware of its interests and impact on events in the same way that astronomers discern a new but invisible planet by recording its impact on known and visible objects in space.One after another, loyal Kremlin pundits have appeared on television and radio to denounce provokers, whom they dare not name, for planning the incursion of Russian troops all the way to Tbilisi and the establishment there of a pro-Russian government.The line in the sand that U.S. President George W. Bush drew on the night of Aug. 11, warning against Russian air strikes on Tbilisi’s airport and shortly thereafter sending Secretary of State Condoleezza Rice to visit Tbilisi, provoked a split in the Kremlin. The split divides those who are and are not concerned about the fate of Russian elites’ vast personal holdings in the West.

I call these camps Russia’s global and national kleptocrats. Both sides firmly agree that there is nothing that the “weakened and cowardly West” can do to restrain Russia, a nuclear and petroleum superpower, beyond financial retribution against those Russian rulers with vast assets abroad.But the national kleptocrats seem to believe that they can live without overseas assets, or without educating their children and maintaining residences in the West. Instead, they are content to own properties in elite areas around Moscow and in Sochi.Both Putin and Medvedev (and their television propagandists) currently reflect the views and goals of the global kleptocrats. Neither leader wants to capture Tbilisi. Putin, of course, would have been glad to see Georgian President Mikheil Saakashvili, his sworn enemy, put in a cage. But other, more down-to-earth considerations are more important to him.That said, Putin is keeping his options open to join the national plutocrats, in case their position dramatically strengthens. If he crosses over to their side, he could even become their leader and triumphantly return to the throne that he formally abandoned only recently.While no one yet knows the national plutocrats’ names, I believe that they are new, influential players in or associated with the Kremlin, and that they have now become bold enough to challenge both Putin and Medvedev. Russia’s military chiefs, for whom it is psychologically difficult to be ordered by politicians to abruptly end a large-scale and successful military operation, are their natural allies. I cannot predict who will win this growing confrontation. But even if the global kleptocrats sustain their more “moderate” position on Georgia, theirs could be a Pyrrhic victory. Every day and every hour, by means of their own propaganda, these globally minded kleptocrats, are setting the path to power for the nationalists.

In order to justify their authoritarian rule and camouflage from the Russian public their massive theft of the country’s resources, the global kleptocrats have already convinced ordinary Russians that they are surrounded by ruthless enemies who are trying to dismember and destroy Russia. Now it is becoming increasingly difficult for them to explain why their wives and children are buying palaces in the capitals of countries that are supposedly Russia’s sworn enemies.By contrast, the national kleptocrats’ position is more consistent. They are not constrained by huge assets in the hated West. It would not be difficult for them to convince ordinary Russians, who have already been primed by today’s xenophobic propaganda, that Tbilisi, Sevastopol, Astana, and Tallinn belong to Russia and should be taken by force. Putin once said that the greatest geopolitical catastrophe of the twentieth century was the fall of the Soviet Union. Report: North Korea reassembling nuclear facility SEPT 03,08

TOKYO - North Korea has begun to reassemble its main nuclear facility, citing a delayed removal from a U.S. list of terror sponsors, Japanese media and Fox News reported Wednesday. Japan's public broadcaster NHK and Kyodo News agency said North Korea started putting its Yongbyon facility back together Tuesday. The reports cited unidentified officials related to the disarmament talks.North Korea last week said it had stopped disabling its nuclear reactor and threatened to restore the plutonium-producing facility, citing Washington's failure to remove it from the list of terror sponsors.In response, Washington repeated its demand that North Korea must first agree to a plan to verify an accounting of nuclear programs it submitted in June, if it wants to be taken off the list.Kyodo said the reassembling started at the Yongbyon facility on Tuesday.Fox News carried a similar report from Washington, quoting an unidentified U.S. official as saying that the North has been threatening the move for some time and it is considered as a way for it to express anger and to put further pressure on us.Fox News also said the official said the reassembling is seen as a symbolic gesture because the facility has been largely taken apart.

South Korean and U.S. officials have said that it would take at least a year for the North to restart the facilities after they are completely disabled.Despite the move, NHK said, North Korea was still allowing access to experts from U.S. and International Atomic Energy Agency.State Department spokesman Sean McCormack told reporters Tuesday that the U.S. was talking to North Korean officials to look for solutions" to move forward international nuclear disarmament negotiations.A Japanese Foreign Ministry official said the media reports could not be confirmed immediately, though officials were aware of them. The official spoke on condition of anonymity, citing department policy.The South Korean Foreign Ministry said in a statement Wednesday that it was trying to verify the contents of the Fox News report.The ministry said it was concerned that the North's possible launch of work to restore the nuclear facilities in Yongbyon could cause serious damage to disarmament efforts. It urged North Korea to resume work to disable the complex.North Korea began disabling its nuclear plant in Yongbyon, north of Pyongyang, in November, but the communist country slowed the work to protest a delay in the provision of promised aid from its negotiating partners.Disarmament efforts reported major progress in June after the North submitted its long-delayed nuclear declaration and destroyed its nuclear cooling tower in a show of its commitment to denuclearization.

The U.S. then announced it would delist the North from the terrorism blacklist, a coveted goal of the North's cash-strapped communist regime.
