Small towns suffer big losses as rivers rise By ALLEN G. BREED, AP National Writer JUNE 19,08

OAKVILLE, Iowa - Neighbors helped neighbors push back the floodwaters seething toward tiny towns along the Mississippi River Tuesday as President Bush began his first tour of the damage. Bush was in Europe when the flooding began, but expressed deep concern. He arrived in Cedar Rapids Tuesday with FEMA Administrator R. David Paulison to begin examining the damage, and also planned to visit Iowa City.In the state's neighbors, Illinois and Missouri, volunteers joined sandbagging operations in the frantic effort to contain the Mississippi. Forecasters predicted near-record crests from Quincy, Ill., to Winfield, Mo.There's one thing about Midwesterners, said Don Giltner, mayor of Louisiana, Mo., a picturesque river town north of St. Louis where 40 square blocks were under water Wednesday, three days before the Mississippi's expected crest. We're resilient as hell. We're all worn out. We've put in a lot of long days.Storms and flooding across six states this month have killed 24 people, injured 148 and caused more than $1.5 billion in estimated damage in Iowa alone — a figure that's likely to increase as river levels climb in Missouri and Illinois.

Even before the Iowa River used the town of Oakville as a shortcut to the Mississippi, there wasn't much here: a post office, a convenience store, a tavern and a little restaurant.The largest employer was a pork-and-grain producer called TriOak Foods. The company's towering grain elevator was the tallest structure for miles around.Then the floodwaters that soaked Des Moines and Iowa City began inundating the region's small communities — most with skylines that consist only of a water tower and maybe a couple of church steeples.As the rivers rise, these modest towns survive because neighbors look after each other, and the people reinforcing the levees are business owners, farmers and fellow church members who have lived there for years.My house is past help. So we're trying to save everybody else's, said Bethany Frank as she helped fill sandbags in a church parking lot in Oakville. Her home on the outskirts of town was flooded up to the roof.Federal officials predicted as many as 30 more levees could overflow this week, leaving industrial and agricultural areas vulnerable but sparing major residential centers. So far this week, 20 levees have overflowed.At least 10 have been topped in Illinois and Missouri in recent days, including two south of tiny Gulfport, Ill., that threatened to swamp 30,000 acres of farmland near the evacuated town of Meyer, Ill.A 280-mile stretch of the Mississippi River between Fulton, Ill., and Winfield, Mo., is expected to remain closed for at least 10 more days because of flooding. As many as 10 tows — each with as many as 15 barges — were believed stuck on the upper Mississippi River.Residents in and around Winfield were urged to evacuate their homes after another levee breach Wednesday night.

We are urging, my God, people to get out of homes and businesses east of Highway 79, said Cpl. Andy Binder with the Lincoln County Sheriff's Department. Get out and get to higher ground.Missouri Gov. Matt Blunt sent 600 members of the National Guard to the northeastern part of the state, plus 100 more to the St. Louis area to help towns farther downstream. In Illinois, 1,100 Illinois National Guard troops have been sent to help flooded communities.

My property is right on this street. I've got a lot to lose, said Tony Dye, whose home in Canton, Mo., stands beneath the levee and well below the river's expected crest Thursday at nearly 14 feet above flood stage.The levee protecting Canton appeared to be holding Thursday morning after floodwaters dropped dramatically overnight. Forecasters had predicted a flood stage of 27.7 feet — just below the record height — but before sunrise water levels had dropped well below the top of sandbag walls built by volunteers atop the levee. The river at Hannibal, Mo., the hometown of Mark Twain, is expected to crest Friday at or near the 31.8-foot high-water mark of 1993 — the second so-called 500-year flood in 15 years. Parts of town are under several feet of water, though government buyouts after the 1993 flood left only a few scattered homes and businesses in the flood plain. Downtown, though, is protected by a levee built to withstand a crest of 34 feet. Levee breaches to the north eased pressure on some levees downstream. The river level dropped more than 3 feet in Canton and more than 2 feet in Quincy, Ill., and Hannibal, Mo., on Thursday after a levee breach at Meyer, Ill. However, the National Weather Service predicts all three towns will still see crests on Friday that are just short of record levels reached in 1993. In Iowa, parts of downtown Burlington remained flooded Wednesday, but sandbagging efforts had stopped and officials said they were confident levees would hold. The Great River Bridge at Burlington was still closed because of high water. In Cedar Rapids, officials allowed more people into damaged homes and businesses. Residents were being urged to conserve water because the water system had only half its normal supply. Outside the population hubs, some fear entire communities may be lost forever, possibly wiping off the map names such as Columbus Junction, Fredonia, Palo and New Hartford. About 70 percent of Iowa towns have populations of less than 1,000. A little more than half of those places have fewer than 500 inhabitants.

Oakville sits at the bottom of a hairpin turn the Iowa River makes on its course to the Mississippi. When it became clear the levee would fail, trucking company owners Trina and Ward Gabeline scrambled to help friends save whatever they could. They gathered about three dozen truck trailers and dropped them off at houses so families could load them with furniture and heirlooms. Then the company retrieved them and carried the cargo to higher ground. We didn't do it expecting to get paid, Trina Gabeline said, her eyes bloodshot from crying. We did it to help the people. Because these things that are in these trailers, that's the only thing these people have left right now.Meanwhile, Gabeline's three brothers helped shore up levees. One was filling trucks with sand, another hauled the sand to bagging stations and a third used an all-terrain vehicle to take finished sandbags to the flood walls. The day of the flood, local excavating company owner Jon Fye braved the strong currents to rescue a grain elevator worker who became trapped at the TriOak plant. When river levels had stabilized, he went back with Gabeline to inspect the damage. Fye steered the small boat gingerly around submerged cars and past a picturesque Victorian house where an American flag hung limply from the porch into muddy waters that reeked of diesel fuel and hog waste. Gabeline stared at house after house flooded to the eaves and ticked off the names of the families who had lived there: Hayes, Yotters, Kronfeldts, Beedings, Reids, Browns. There's numerous Kuntzes and Lanzes along here.Fye said people in many small towns have already learned to live without comforts city folks take for granted. The small town suffers with no grocery stores anymore, hardly any gas stations, said Fye, who lives in the even smaller nearby town of Sperry. Fye said wealthier farmers should bounce back from the disaster fairly quickly. But for many friends and neighbors already living on the edge, the floods could spell doom. For some it's a bad year, a terrible year, he said as he cleared corn stalks from the propeller of his boat. But for some, it's the end. JOHANNESBURG (AFP) - At least four people have died and more than one thousand have been displaced following flooding in South Africa's eastern KwaZulu-Natal province, a local government spokesman said Thursday.We have four fatalities that have occured as a result of this. We know that about three other people are missing, Mike Mabuyakulu said on SABC radio.In addition we have got quite a very huge damage to infrastructure.Officials had been making efforts to move people out of affected areas to safety as well as providing relief, he added.

Rains kill seven, displace over two million in India Wed Jun 18, 1:34 PM ET

KOLKATA (AFP) - Flash floods triggered by two days of heavy rain in eastern India killed seven more people and displaced more than two million, officials said Wednesday. At least five deaths were reported in two districts as raging rivers collapsed thousands of huts, uprooted trees and damaged roads, Asim Sengupta, finance minister of West Bengal state, told AFP.The minister said 1.6 million people had been made homeless.Nearly a million people were cut off in the neighbouring eastern coastal state of Orissa, where two people drowned, disaster management minister Manmohan Samal said.Four rivers were overflowing in Orissa, where medical teams were being sent to affected areas and air force helicopters were due to drop food packets.In West Bengal, soldiers had been called to rescue tens of thousands of people marooned in flooded villages.

Schools and colleges in the affected districts were ordered shut to house displaced people.In neighbouring Assam, six people have drowned since Saturday, while in the remote northeastern state of Arunachal Pradesh 19 people died over the weekend due to mudslides triggered by a heavy downpour.More than 350,000 people had taken shelter in government camps in Assam to escape from rising waters, the government said earlier this week, before flood waters started receding on Wednesday.Every year the monsoon causes the Brahmaputra river to flood, submerging paddy fields, washing away villages, drowning livestock and killing people in Assam, a remote state of 26million people.In 2004, at least 200 people died and more than 12 million were displaced in the floods.Weather officials have predicted more rains in the next 24 hours in West Bengal and Orissa.

FENGKOU, China (Reuters) - China has posted hundreds of police and rescue officials to shore up dams threatening to burst under torrential rain that has already flooded 9,000 square miles of crops and homes. The rain and floods, concentrated in the southern industrial hub of Guangdong, have killed at least 171 people and left 52 missing since the start of the annual flood season and forecasters have warned of more downpours in coming days.More than 750 government officials and police had been sent to conduct rescue work for six reservoirs in danger of bursting in southern Guangxi region, Xinhua news agency said.Some 3,000 people had already been evacuated downstream from a reservoir with a capacity of 1.8 million cubic meters, the agency said.More than 1.66 million people have been evacuated across nine provinces and regions in southern China since major flooding started 11 days ago.Families were perched on the roofs of homes flooded up to the first-floor ceiling, enduring the latest in a series of disasters in Beijing's Olympic year after record snowstorms in January and February and the devastating May 12 earthquake.

Rain-triggered floods have toppled 134,000 houses, damaged or destroyed 2.32 million hectares (9,000 square miles) of crops and caused economic losses of 27.7 billion yuan ($4 billion).China's meteorological bureau forecast storms in western Guangdong and southern Guangxi and warned authorities to halt outdoor work and guard against damaged electric cables.Be on guard for disasters including mountain flooding, landslides and mudslides, the National Meteorological Bureau said on its website.Water levels in the swollen Xijiang and Beijiang rivers in Guangdong were subsiding slowly, but rain forecast over the next three days would provide renewed risk of flooding, Xinhua said.Heavy rains forecast for neighboring Fujian province could also cause geological disasters.

John McCain has toured flood-damaged southeastern Iowa, walking past half-submerged buildings, washed-out roads and thousands of sandbags filled hurriedly in a vain attempt to hold back the water. The Republican presidential candidate said, I know I speak for all of America. We'll do everything necessary to try to rebuild the lives of residents of Columbus Junction.The town of 1,900 is at the confluence of the Cedar and Iowa Rivers, and experienced record flooding several days ago.National Guard vehicles and troops blocked access to washed-out roads in town, where the municipal water system was shut down to prevent contamination and is yet to reopen.McCain praised volunteers who helped prevent worse damage.

CEDAR RAPIDS, Iowa - Carrying the painful lessons of Hurricane Katrina, President Bush said on a tour of Midwest flooding on Thursday that he is listening to small-town concerns and understands the exhaustion of rescuers. Obviously, to the extent we can help immediately, we will help, Bush said during a briefing from local and federal officials at a cinderblock emergency operations center set up here at a local community college.Noting that several hundred federal emergency workers are fanning across Iowa, he added: That ought to help the people in the smaller communities know that somebody is there to listen to them.

Afterward, Bush was taking an aerial tour of some of the damage from flooding that has forced tens of thousands of people to flee their homes across six states. On his first tour of the Midwest since heavy rains sent rivers surging over their banks, he was then also visiting Iowa City. In all, he was to be in the flood zone for less than three hours.Bush was in Europe when the severe weather hit last week, but he made a point to try to show his deep concern while overseas. His Iowa trip came just two days after he returned from abroad.Cedar Rapids, Iowa's second-largest city, has endured its worst flooding ever. The town was submerged in a dirty lake by the Cedar River, which crested almost 20 feet above flood stage. Now, though the floodwaters have receded, trash is everywhere and businesses and families are trying to determine what can be salvaged.In Iowa City, a college town about 30 miles to the southeast, the damage was more limited when the Iowa River topped its banks. At least 16 buildings at the University of Iowa were affected and hundreds of homes took on water.Across the region, heavy rains have washed out millions of acres of prime farm and grazing lands, raising the likelihood that already soaring food prices could go even higher.At the briefing, Bush, his shirtsleeves rolled up, saw before and after pictures of the town. The post-flood shots showed most buildings covered by water.The president told local officials he came just to listen to what you've got on your mind and to show that the federal government is concerned about small towns as much as it is about big cities.Looking across the room of local officials and military personnel, who have taken part in grueling search-and-rescue efforts, he said: You're exhausted and I understand that.

FEMA Administrator R. David Paulison, accompanying Bush on Air Force One, praised the great coordination between federal, state and local leaders. Bush also was accompanied by two Democratic lawmakers from Iowa, Sen. Tom Harkin and Rep. Dave Loebsack.The sluggish federal response when Katrina devastated the Gulf Coast was judged woefully inadequate and brought heavy criticism of Bush and FEMA.But Paulison said FEMA was working better this time with other partners — the Army Corps of Engineers and even Wal-Mart — to distribute supplies. He said more than 3.3 million liters of water, 200,000 ready-to-eat meals and 4,000 rolls of plastic sheeting have been distributed. The agency also is placing stocks of sandbags and other supplies in states or towns where flooding hasn't hit yet or material has not been requested, just to be ready.Another lesson learned from Katrina, he said.He said 28,000 people have registered for federal assistance. The average response time at FEMA's 24-hour call line is 12 seconds — compared to response times that sometimes took hours during Katrina, he said.Now a housing task is being formed in every state. Housing is the next big challenge.At least 24people have been killed in the recent flooding and tornadoes, the majority in Iowa. At least 35,000 people have been forced out of their homes.Paulison said Bush wanted to go to disaster sites himself to ask the state and local officials what they need, to make sure they're getting it — even to make sure that his federal team is giving him the right information. It gives him a good visual of what's going on, Paulison said. When we get back to the plane, I get 40 questions.Sen. John McCain of Arizona, the presumed Republican nominee for president, was also visiting Iowa Thursday in a tour separate from Bush's. His opponent, Democratic Sen. WASHINGTON - A cyclone wrecks coastal Myanmar, spawning outbreaks of malaria, cholera and dengue fever. Flooding inundates Iowa, raising an array of public health concerns. As these disasters draw attention to weather hazards, which many fear could be exacerbated by climate change, scientists are working to be able to better predict health dangers as they forecast the weather.Everything is connected in our Earth system, Conrad C. Lautenbacher, head of the National Oceanic and Atmospheric Administration, said at a panel on Changing Climate: Changing Health Patterns.The key is bringing all types of data together — health, weather, human behavior, disasters and others — it's science without borders, Lautenbacher said.He said 73 countries and more than 50 international organizations are currently participating in the Global Earth Observation System of Systems and more are expected to join.It's a full court press to observe what's going on on the Earth, he said. When it comes to health and disasters we can't afford to be wrong a lot of the time. We have got to get ahead of it.Dr. Georges Benjamin, executive director of the American Public Health Association, noted that we have these very modern technologies that are very good at sensing atmosphere and earth surfaces, and you can put them in computers and model some of these weather events ... and we're pretty good at it right now.But imagine for a moment, that not only that we measure that stuff, that we then actively and aggressively do something about it to mitigate the effects to people, to the environment, to planets, to plants.Take a disease like cholera, Lautenbacher said, noting that research has shown that outbreaks in India vary with the temperature of the Bay of Bengal. Satellites cam measure that temperature.In addition, climate researchers are now doing forecasts of the Pacific Ocean phenomenon known as El Nino, which affects temperatures in the bay, so that might also be used to forecast cholera.

Barbara Hatcher, secretary-general of the World Federation of Public Health Associations, likened the research to the work of Dr. John Snow, the 19th century English physician who first tracked down a source of cholera in London, using a map of victims' homes and where they got their water.Lautenbacher noted that changes in vegetation and moisture can help forecast outbreaks of malaria, showing a vegetation map of Africa based on satellite data.But it isn't just weather data that must be worked into the system, he added, researchers must also use information on population changes, transportation, migration, epidemiology and social and behavioral factors.Robert W. Corell of the Heinz Center for Science, Economics and the Environment said he had been asked to investigate an outbreak of anaphylactic shock in Alaska.He traced it to stings from a type of bee that hibernates in wet soil, which had never lived there before but had moved north as the climate became milder and wetter.In another case, he said, diarrhea-causing giardia has appeared in parts or northern Norway, where moderating climate has allowed beavers — which can spread the germ — to move into territory once exclusive to reindeer.Dr. Bryan McNally of Emory University School of Medicine, suggested requiring hospitals, as part of being accredited, to set up plans to work with local weather and warning forecasters.Traditionally hospitals have sought to ride out storms, but that didn't work out well when hurricane Katrina inundated New Orleans. Having a relationship with a warning forecaster would allow a hospital to prepare for arrival of floods, hurricanes, tornadoes or whatever the local hazard is, he explained. They could work out plans in advance if they needed to evacuate, and hospitals nearby would have plans to take in the patients as well as to deal with the newly injured. Predicting the arrival of flooding should be more than just protecting property, it could include warnings about the spread of disease such as schistosomiasis, also known as snail fever, said Joshua P. Rosenthal of the National Institutes of Health. Such warnings should also include the spread of things like fuel and toxic pollutants, he said.

Factors to be considered should include land use patterns, urbanization, agriculture, poverty, economic infrastructure and wastewater treatment facilities. It's important ... that we build climate into these other types of long-term analyses rather than trying to separate it out, he said. What we do know is it's probably going to hit the most vulnerable populations the hardest: The poor, children, the elderly, those in low- and middle-income countries with weak infrastructure, degraded ecological environments, poor health-delivery systems, he said.

Palestinian PM wants truce extended to West Bank by Ezzedine Said JUNE 19,08

RAMALLAH, West Bank (AFP) - Palestinian prime minister Salam Fayyad called on Israel on Thursday to halt military operations in the occupied West Bank following the coming into force of a truce in and around Gaza. All those Israeli military operations in areas under our control must cease, said Fayyad, whose government's writ has been limited to the West Bank since the Islamist Hamas movement's seizure of Gaza in June last year.The Western-backed premier said the Israeli security presence in the occupied territory undermines our efforts, the credibility of our efforts, the morale of our troops, and it undermines our credibility politically.He nonetheless welcomed the Egyptian-brokered truce in and around Gaza which Israel has said will trigger a gradual easy of its blockade of the Hamas-controlled territory from Sunday if it holds.It is a very important step as it should allow an improvement of living conditions in the Gaza Strip and an easing of the suffering of the population, Fayyad told AFP.This truce boosts our position in calling for a reopening of the crossing points into Gaza and this is very important. This truce must be given every chance to succeed, he said.The Gaza truce, which Hamas has said will last for an initial six months, does not extend to the West Bank where Israel says its military operations are essential to preventing attacks inside the Jewish state.Fayyad's government was named by Palestinian president Mahmud Abbas after Hamas seized Gaza, replacing a national unity government led by senior Hamas official Ismail Haniya.Fayyad also expressed concern over the lack of progress in negotiations between Israel and the Palestinian leadership that were revived to great fanfare in the United States last November after a seven-year gap.I'm especially alarmed by the fact that there has been a substantial, dramatic increase in terms of the settlement activity, he said.

In recent months, Israel has announced plans to build hundreds more homes for Jewish settlers in the West Bank.Fayyad said this could undermine chances of reaching an internationally backed two-state solution, in which a viable Palestinian state would coexist with Israel.The premier, who travels to Berlin for an international conference on Palestinian security next week, said he would issue a call for international support for his efforts to bolster the Palestinian police force and justice system in the West Bank.We are looking for help, both technical and financial, in our effort to build up our capacity in that important sphere. I view security as the most basic function that any responsible state should provide for its citizens, he said.Under the so-called roadmap peace plan drafted by the international community five years ago which Israel and the Palestinians accepted as the basis of their renewed peace efforts, Israel is supposed to freeze settlement activity while the Palestinians take steps to boost security.To that end, the Palestinians have already deployed security personnel in the city of Nablus and other formerly restive areas of the northern West Bank.

Pope prays for Middle East peace JUNE 19,08

VATICAN CITY (AFP) - Pope Benedict XVI called Thursday on leaders across the Middle East to work for peace, saying that he is praying ardently for the ability to visit the Holy Land in person. In a clear reference to the fragile truce in the Gaza Strip, which began at 0300 GMT, the pope was speaking after meeting with international Roman and Eastern Catholic leaders, including representatives from the region.I am launching an appeal to national leaders so that the Middle East, and in particular the Land of Jesus, Lebanon and Iraq, can offer themselves peace and social stability, respecting fundamental human rights, including that of a genuine religious freedom, he said.I am praying ardently that I will be able to visit them in person, just as I am praying that certain signs of peace, which I welcome with great confidence, will come to full fruition, he added.Peace is the only way to tackle the serious problem of displaced persons and refugees, to put an end to the flight in particular of Christians, which so wounds the Eastern churches.The pontiff said he had followed with gratitude and relief recent developments in Lebanon.The country finally elected a president and a prime minister last month government after a long stand-off and clashes between rival factions threatened to drag the country into civil war, but remains without a government.Once again, I express the wish that Lebanon will find the courage to fulfil its vocation as an example to the Middle East and the world at large of peaceful and constructive co-existence between men, he added.

• The truce takes effect at 6 a.m. Thursday (11 p.m. EDT Wednesday).

• All Gaza-Israel violence stops. After three days, Israel eases its blockade on Gaza, allowing more vital supplies in.

• A week later, Israel further eases restrictions at cargo crossings.

• In the final stage, talks are conducted about opening the Rafah crossing between Gaza and Egypt and a prisoner exchange to free Cpl. Gilad Schalit, held by Hamas-affiliated groups for two years.

PEACE DEAL CUT BY SYRIA JUNE 17,08

While media attention has been focused on the Palestinian track where no progress has been made and no real pressure applied, serious work has been going on with Syria. You will recall that the Iraq Study Group under Baker recommended in November ’06, that the US should engage Syria and Iran about Iraq without preconditions. While Bash and Rice rejected the recommendations publicly, they went about following them.The Annapolis Conference held one year later was part of that new dialogue. Syria was induced to attend because, there was added to the agenda, under the title Comprehensive Peace, the Syrian tract and the Lebanon tract. Syria left empty handed and began plotting moves to get satisfaction. In late January, Hezbollah started challenging the Siniora government in Lebanon. This culminated in a mini civil war followed by the Doha Compromise in the last week of May, which strengthened Hezbollah and installed General Sulieman as President. He is known as a Syrian ally.

Much to my surprise, the US backed the agreement and Israel used that as an occasion to announce peace talks with Syria under the auspices of Turkey. Evidently informal talks had been going on for some time. The timing of the announcement may have had more to do with Doha than with Talanski.Just three weeks later Israel is conceding the Shebaa Farms. This can only signal a final deal with Syria is in the offing.On Sunday two French emissaries visited Damascus with the offer of Shebaa farms. The next day, Condi Rice departed from her stated mission of moving the Palestinian tract forward to go to Beirut to cement the deal. Finally the EU announced an upgrading of ties to Israel with a perfunctory nod to the peace process.

The French are hoping to have both Syrian President Assad and PM Olmert attend their Conference of Mediterranean States on July 13 at which time the two would meet. Finally, without interminable negations for the release of Goldwasser and Regev, as is the case with Shalit, we hear that the two are expected to be released within weeks.All these events are connected and suggest that a deal has been cut for he return of the Golan and final peace with Lebanon and Syria. It may be that the real reason for the lull with Hamas is to enable these events to play out. As I suggested in another article another reason for accepting the lull may be the belief that a future worse conflict can be avoided.Bush gave a telling interview in Paris a few days ago in which he said.When you go to the Middle East and you sit in my seat and listen, yes, there’s concern about the Palestinian state. But the dialogue has shifted dramatically from solve the Palestinian state and you’ve solved the problems in the Middle East to, now, solve the Iranian issue and you solve the problems in the Middle East.And so it has.

The US strategy is to first get Syria sorted away and then work on Iran with the full cooperation of the EU.If all this comes to pass as I have suggested, a peace deal will be forced on Israel, and the PA the terms of which may already have been agreed to between Israel and the US. Just today Condi Rice is interfering in negotiations between Israel and the PA by siding with the division of Jerusalem. So much for allowing the parties to negotiate final status issues.Ted Belman

The U.S. is Neither Best Friend Nor Honest Broker
JuNE 19, 2008...U.S. Secretary of State Condoleeza Rice is at it again. Last week she scolded the Israeli government for having the audacity to authorize the construction of housing units in Jerusalem .According to Ms. Rice, Israel building homes for Jews in Jerusalem - The Eternal Capital of the Jewish People - provokes the palestinians and undermines the so-called peace process.Manhigut Yehudit officials reject the entire peace process, as no Jew has the right to give away any of our divinely-given Land of Israel . Additionally, it is clear to see that after 15 years of this so-called peace, the only things that Israel has received from it are thousands of dead Jews and the loss of the belief in the justness of our cause by many Israelis and Jews worldwide.

The United States claims to be Israel 's best friend, and it also claims to be an honest broker in the peace process. Rice's statement highlights the dichotomy between the two opposing positions that America has claimed vis-à-vis Israel . If the US was Israel 's best friend, Rice would not publicly call for Israel not to build homes in a city which even the US Congress has recognized as the Eternal Capital of Israel. Rice seemingly thus tries to fit America into its position as honest broker. However, by repeatedly demanding that Israel make concession after concession to enemies that have not lived up to any of their agreed-upon obligations throughout the entire peace process, it becomes clear that the United States is not an honest broker for peace either. With the queen set to approve the so-called EU Amendment Bill by pronouncing the Norman French formula La Reine le veult over the document today, the treaty will become British law around 10:00 local time, ahead of the EU meeting this afternoon. Another endorsement of the treaty proves that it is still a living document, European Commission president Jose Manuel Barroso said. The treaty of Lisbon has now been approved by 19 member states.The Lords' vote saw four protesters forcefully ejected from the public gallery after shouting slogans such as It's a democracy and The Irish voted No. A recent YouGov poll showed just 14 percent support for ratification in the UK.Conservative eurosceptic peers and MPs also laid into the treaty during the day's debates in the lower and upper houses.This is not a treaty that Britain wanted or needed, Conservative Party leader David Cameron said, the BBC reports. It's a treaty you were so ashamed of you had to sign it in a room all on your own, he added, in reference to prime minister Gordon Brown's notorious late arrival at the treaty signing ceremony in Lisbon last year.

Just as we have respect for the Irish, we should have respect for the other countries that are processing the treaty and ratifying the treaty as well, Mr Brown said. British foreign minister David Miliband warned the UK would be in limbo in Europe if ratification stopped. Two legal challenges remain to the treaty, with Conservative MP Bill Cash calling on the High Court to rule whether the treaty is incapable of ratification, and millionaire Stuart Wheeler awaiting a High Court decision on whether Britain should have called a referendum.

Mr Barroso said the October summit under the French EU presidency - which will kick in next month - is the proper time to re-visit the thorny topic. In addition, he once again said that ratification of the new EU treaty should continue.The decision of the Irish people must be respected, the commission president said referring to the shock No vote one week ago. But he added that the right of other member states to reach their own position on the treaty should also be respected.Over dinner with his counterparts from the 26 other member states this evening, Mr Cowen is to present his government's detailed analysis of the situation that led to the rejection of the treaty. But he stressed that it is far too early to put forward proposals I fully accept we will be working intensively to find what ways forward could be available to Ireland.However, one potential exit strategy currently being floated – to maintain one commissioner for each member state in the future – was shot down by Mr Barroso.He said it would be extremely difficult to achieve any change of the Lisbon Treaty.Under the Lisbon Treaty, the number of commissioners would be reduced to 18 in 2014 with equal rotation between member states for the commissioner-less periods.The potential loss of an Irish commissioner featured in Ireland's debate before the treaty referendum.

EUOBSERVER / STRASBOURG - Supporters and opponents of the Lisbon Treaty in the European Parliament have crossed rhetorical swords in a debate over the consequences of Ireland's No to the document, with several Irish MEPs saying their country alone cannot decide for the whole bloc.After the Irish rejection featured in several diverse discussions throughout this week's plenary session in Strasbourg, the assembly held a debate dedicated exclusively to the issue on Wednesday (18 June).With all eyes on the EU leaders' summit in Brussels on Thursday, Janez Lenarcic, secretary of state for European affairs for Slovenia, currently chairing the 27-strong bloc, told MEPs that the continued ratification of the treaty looks likely to be supported by all participants at the top-level meeting. The presidency has held talks with countries which have not yet ratified the treaty, and it is quite encouraging to see that those countries are ready to continue the ratification process, said Mr Lenarcic.The same approach was advocated by the European Commission President Jose Manuel Barroso, who argued that the energy the EU had put in to drawing up its internal reform cannot go to waste.I do not think that we can rush into a premature decision about the next step. We need to take the time to find a real consensus and see what is possible for Ireland. But equally we should not take too long, said Mr Barroso.

EU nationalism?

But the idea of a possible re-run of the vote - with some deputies suggesting it should be before the June 2009 elections to the EU assembly - met with strong opposition from critics of the treaty.

You ignore the voters, you are destroying democracy, and you have shown that you will stop at nothing, said Nigel Farage, head of the UK Independence Party, accusing mainstream politicians of creating a new phenomenon he termed EU nationalism, which he went on to characterise as the most dangerous political phenomenon to have swept Europe since 1945.His statement was applauded by several eurosceptic deputies, wearing green T-shirts and holding posters urging their colleagues to Respect the Irish vote.But their staged protest sparked anger, particularly among some Irish MEPs. Centre-right deputy Avril Doyle commented that support from Britons over respecting the Irish vote was rather late.How things could have been different if only our British colleagues had come to this conclusion a century ago.Brian Crowley, an Irish MEP from the rightist UEN group argued that while Ireland's vote should be respected, we must also respect the wish of other countries if they want to move forward in the EU integration. It is not up to us to dictate to anybody, he noted. Some other Irish parliamentarians criticised foreign campaigners from the No camp for distributing lies among the Irish voters, including that the Lisbon Treaty would introduce euthanasia or weaken the ban on abortion in the prevailingly Catholic country.

Pro-Europeans have lost passion

Head of the Socialists, German MEP Martin Schultz, said that the events in Ireland show that pro-Europeans have fallen behind in showing support for the EU project.Anti-Europe camp has got a soul, he said, adding that what used to be passion for Europe at the earlier stages of EU integration has now emigrated to the other camp.Mr Barroso blamed national governments for tending to treat Europe and EU institutions as convenient scapegoats for negative developments, which he said leaves fertile grounds for populist policies.But he defended Irish commissioner Charlie McCreevy who had been criticised by Mr Schulz for widely proclaiming that he had not read the Lisbon treaty.Mr Barroso said that while he viewed his colleague's comments on his lack of knowledge of Lisbon Treaty as not particularly fortunate, Mr McCreevy should not be singled out for criticism.It would not be a good way to foster a good dialogue with our Irish friends, said Mr Barroso, pointing out that the document was backed by Mr McCreevy's constituency in Ireland, where he personally went to promote it.

The European Parliament has approved stringent new laws for dealing with clandestine immigrants – a move that has come under forceful criticism from the United Nations, human rights advocates and developing countries.The parliamentary assent is the last stage in the passage of common rules on migration, making it possible to detain irregular migrants for up to 18 months.The rules, or return directive will not cover asylum-seekers, but all those who overstay their visa period will be affected.It will be up to EU member states' governments to decide whether to deport the immigrants or regularise them. But in most cases they will be given two options – to return home voluntarily or face deportation.Those who refuse to go voluntarily could be forcefully removed and banned from coming back to EU territory for five years.In addition, the same individuals could be detained for up to 18 months in some circumstances – a time-limit which exceeds that of most EU states.

A total of 367 members of the European Parliament voted in favor of the bill and 206 MEPs opposed it, while 109 members abstained.

UN convention

The United Nations however has attacked the new laws as not providing sufficient protection for the vulnerable.The UN high commissioner for human rights, Louise Arbour said at a press conference in Geneva on Wednesday (18 June) there lay in the new rules a difficulty in advancing the fundamental principles of the protection of individuals' rights who are in a very vulnerable situation, according to a report from AFP.Ms Arbour would have preferred that the EU instead ratify the UN convention on rights for migrant workers.Leading human rights NGO Amnesty International has also attacked the law, saying it was deeply disappointed with the EU.The directive does not guarantee the return of irregular migrants in safety and dignity, said the group in a statement. On the contrary, an excessive period of detention of up to 1.5 years as well as an EU-wide re-entry ban for those forcibly returned, risks lowering existing standards...and sets an extremely bad example to other regions in the world.Amnesty International is worried that there were insufficient guarantees for unaccompanied minors within the legislation, and that there was little mention of judicial oversight of the recourse to detention.Ahead of the vote, the group's secretary-general, Irene Khan said: I want to remind European governments that just because some persons do not have documents, it does not mean they do not have rights.

Directive is shameful, say third world leaders

Criticism has also come from some of the developing countries from where migrants launch their sometimes perilous journey to what they hope will be a better life in Europe.Ecuadoran president Rafael Correa on Wednesday called the directive shameful, while his Latin American counterpart, Bolivian president Evo Morales, described the new laws as draconian.The directive is not a return directive, but a directive of shamefulness, it is truly a shame what Europe has done, Mr Correa said.Writing in the UK's Guardian newspaper on Monday, Mr Morales described the directive as hypocritical, draconian and undiplomatic.In an open letter to the European Parliament issued on Wednesday, the Bolivian attacked what he called concentration camps for detainees.How can we accept without reacting for [detainees] to be concentrated in camps our compatriots and Latin American brothers without documents, of which the great majority have been working and integrating for years? he asked in the letter.On what side is the duty of humanitarian action? Where is the freedom of movement, and protection against arbitrary imprisonment?

Russia launches US commercial satellites Thu Jun 19, 7:19 AM ET

MOSCOW - Russia successfully launched six U.S. communications satellites into orbit Thursday, officials said. The Kosmos-3M booster rocket blasted off from the Kapustin Yar launchpad in southern Russia carrying the satellites, owned by ORBCOMM Inc., into orbit, said Vadim Koval, a spokesman for Russia's Strategic Missile Forces, which conducted the launch.ORBCOMM said in a statement that the launch will enhance its satellite network performance, providing faster message delivery for the company's customers.It said the satellites are equipped with Automatic Identification System (AIS) payloads to receive and report transmissions from AIS-equipped ships. ORBCOMM said it intends to market this AIS data to U.S. and international coast guards and government agencies, as well as to companies whose businesses require such ship tracking and other navigational activities.

The Fort Lee, N.J.-based company said the satellites represent the first stage of ORBCOMM's multiyear satellite upgrade plan and will make ORBCOMM the only satellite company providing worldwide commercial AIS data services.

(Washington, D.C., June 18, 2008) -- With the clock running on his presidency -- and the possibility of a new American president dramatically reducing U.S. military forces in the Middle East come next year -- President Bush is taking no chances. He seems determined to do everything he possibly can to crush al-Qaeda and the Taliban, protect the American people from future terrorist attacks, ensure the security and stability in Afghanistan, and safeguard the embattled government of President Hamid Karzai, the first democratically elected Afghan leader in history. So with the surge dramatically boosting security in Iraq, he has directed U.S. military officials to launch a new surge,this time in Afghanistan.

Over the last few weeks, I've been hearing a lot of chatter from friends and acquaintances in military units and diplomatic positions around the country and around the world who are being readied to head into Afghanistan soon. While the Pentagon is being tight-lipped about specifics, one recent report suggested as many as 7,000 American troops could be headed to the Afghan theater in the next few months. That would represent a dramatic 21% increase from current troop levels, and a stunning 65% increase from spring 2007.

Over the past year, the Pentagon has added more than 8,000 troops to U.S. forces deployed in the country. In April 2007, there were 24,310 U.S. military personnel on the ground. As of April 1, 2008, according to the Department of Defense (DOD), the United States had 33,000 military personnel deployed in Afghanistan, reports the Congressional Research Service. Of these, 25,200 were active component personnel and 7,800 were National Guard and Reserves....These totals do not include 23,000 military support personnel in Kuwait, or naval personnel aboard ships patrolling through the Persian Gulf.

I think that no matter who is elected president, they will want to be successful in Afghanistan, Defense Secretary Robert Gates said recently.

The timing of a new allied offensive in Afghanistan is critical. In recent months, President Karzai has insisted privately to U.S. and NATO officials that more troops were needed to deal with a resurgence of terrorist activity in the country. Then on Friday, Taliban forces pulled off a daring prison break, allowing scores of incredibly dangerous militants -- including numerous would-be suicide bombers -- to escape into the mountains. Under cover of darkness, nearly all of an estimated 1,150 prisoners, including some 400 Taliban inmates, fled from the jail, two officials in the southern city of Kandahar told Reuters on condition of anonymity. The horrifying incident just underscored the need for stepped up allied operations in the country.

In London on Monday, President Bush thanked British Prime Minister Gordon Brown for agreeing to send more British troops to augment the NATO forces deployed in Afghanistan. Britain's new deployment of about 230 engineers, logistical staff and military trainers to Afghanistan will boost the number of British forces in the country to more than 8,000, most based in Helmand province in the south, reports the Associated Press. NATO is said to be planning to send upwards of 2,000 total troops soon.

Evidence of the renewed White House focus on securing and rebuilding Afghanistan could be seen in last week's trip by First Lady Laura Bush. When the Taliban were driven from power in 2001, they left Afghans to build a society from nothing. But working in partnership with the United States and other nations, the Afghan people have made amazing progress, noted the First Lady in a June 12th op-ed in the Wall Street Journal. Since the fall of the Taliban, Afghanistan's infant-mortality rate has been reduced by almost 25%. Its per capita GDP has increased by 70%. In 2001, only 8% of Afghans had access to basic health care. Today, that number is 85%. In 2001, fewer than a million Afghan children were in school - all of them boys. Today, more than six million Afghan children are in school - about a third of them are girls. On my trip, I saw how these developments are offering Afghans new hope. Yet many hurdles still lie ahead - and my trip was a reminder of those, too. The new schools and roads I visited stood in the shadow of Bamiyan's sandstone cliffs - where two hollow caves are all that remains of Afghanistan's ancient Buddhas, blown up by the Taliban in 2001. Those scars in the cliffsides are a reminder of the danger lurking in the Afghan hills. It's a danger we read about on the front pages, as the Taliban and al Qaeda step up their campaign of suicide bombings and violence. And it is a danger that threatens to erase the progress that Afghans have made. This morning, President Hamid Karzai will present his government's five-year plan for securing that progress. The Afghan National Development Strategy defines how the government will work to improve education and health care, and to address the nation's overwhelming poverty and lack of basic infrastructure. The plan also addresses energy and agriculture needs. Right now, only 12% of Afghans have access to electricity. And an agricultural crisis threatens starvation. Mr. Karzai has urged farmers to grow wheat instead of poppy, so that they and their neighbors will not go hungry. The national strategy is a solid plan to address Afghanistan's many challenges, and it is clear that Afghanistan will also need solid support from its international partners. At today's conference, the United States will pledge $10.2 billion toward the nation's development efforts. This comes on top of the $5.9 billion we committed in 2006 at the donor conference in London. And it means that our commitment of humanitarian, development, and security assistance since 2001 now totals more than $26 billion.

On a related note: Senator Barack Obama -- who has been hammered for the past three weeks by Sen. John McCain for being more willing to sit down and negotiate with foreign despots like Iran's Mahmoud Ahmadinejad and North Korea's Kim Jong Il than U.S. military commanders like General Petraeus -- announced Monday that he will visit Iraq and Afghanistan before the November elections. Sen. Obama has not been to Iraq in more than two years and has not seen any of the results of the surge there for himself.

2.) Stock one bomb shelter in northern Israel with food, water, a first aid kit, other emergency supplies and a secure storage locker. Barzilai is the only hospital and trauma center serving the 500,000 Israelis living near the Gaza border and facing a nearly constant barrage of rockets, missiles and mortars. Levee breaks as Midwest flood damage mounts By Nick Carey

QUINCY, Illinois (Reuters) - Hundreds of volunteers on the surging Mississippi River piled sandbags atop strained levees on Tuesday as the worst Midwest flooding in 15 years delivered a blow to the U.S. economy and world food prices. A levee broke in Gulfport, Illinois, sending muddy waters from the most important U.S. waterway cascading into nearby farmland and a few homes. No one was injured but authorities closed the bridge across the river to Burlington, Iowa.Corn and soybean prices stayed near record levels as millions of acres of cropland have been lost or damaged in the world's largest grain exporter. Meat prices also soared, in line with the costs for feeding cattle, hogs and chickens.We've faced some pressure this year, but there could be greater pressure next year on food inflation when protein prices start to increase, said Bill Lapp, a food industry consultant and former chief economist at Conagra Inc.U.S. President George W. Bush promised aid to the stricken region, where billions of dollars in farm and business losses in the heart of the U.S. grain belt looked set to increase inflation pressures on prices for food, fuel and other goods.

I, unfortunately, have been to too many disasters as president, Bush said after a briefing on the flooding.But Sen. Robert Byrd, a West Virginia Democrat, said little had been done to prevent flooding and Bush had learned nothing from Hurricane Katrina and other disasters.President Bush has asserted that investing in America's needs is somehow wasteful and his budget, which does not add one thin dime for a boost in levee funding, reflects this sentiment Byrd said.In Quincy, most of which sits on a bluff overlooking the river, officials organized a major effort to gird against what was expected to be a record crest later this week. Across the river in 1993, a sabotaged levee triggered massive flooding.We have quite a wall of water coming our way, Mayor John Spring said. Flooding is all part of life along the river ... but this time we are better prepared for it.Roger Sutter, who was in charge of sandbagging and levee building, said the sandbags and levee work done should provide around a foot and a half (half a meter) of protection above the level the river is predicted to crest.Hundreds of National Guard troops, prison inmates and volunteers participated in the sandbagging efforts that have been repeated across the Midwest -- often without success.What we have to do now is keep an eye on it and make sure we don't have any breaches, Sutter added.

FINANCIAL LOSSES MOUNT, COMMERCE DISRUPTED

Comparisons have been made to the major 1993 flooding that caused more than $20 billion in damage and 48 deaths in the Midwest. This month's flooding has caused few deaths, with Iowa hardest hit. But the damage has yet to be toted up.Corn prices at the Chicago Board of Trade soared above $8 a bushel for the first time on Monday and stayed near there on Tuesday in fears Midwest farmers will not be able to grow anything on as many as 5 million acres.It's the uncertainty. We don't know how many acres we have, we don't know what the yields are going to be on the acres, said Roy Huckabay, grain analyst with The Linn Group.The closing of the mid-Mississippi River to barge traffic is costing carriers $1 million or more per day. In 1993, there were months of delays, said Larry Daily, president of Alter Barge Line Inc in Bettendorf, Iowa. "This time, it's going to be shut down two weeks if we don't get any more rain -- longer if it rains again.The Mississippi River is the main channel for grain flowing from Midwest farms to export terminals at the Gulf of Mexico. It shipped 68 million tonnes of farm goods in 2006. The problems add up to more food inflation for not just U.S. consumers, but also dozens of countries that buy U.S. grain. The United States exports 54 percent of the world's corn, 36 percent of soybeans and 23 percent of wheat. Fortunately for residents, the weather was cooperating, with only a slight chance for thunderstorms in southeast Iowa on Wednesday and few scattered showers forecast through the weekend for most flooded areas of the Midwest. Thousands of residents of Cedar Rapids, Iowa, were barred from their flooded homes even as the waters receded there with the drier weather. GUANGZHOU, China - Floodwaters began receding Tuesday in parts of southern China after killing at least 63 people, swamping 2.5 million acres of farmland and causing billions of dollars in damage, the government said. But heavy rain forecast for the next few days in central China had officials worrying about flooding on the Yellow River, the country's second-longest waterway, which flows through some of the most populous and poorest provinces.

Although farms were submerged in the South, swollen rivers largely spared the tens of thousands of factories in the Pearl River Delta in Guangdong province — a huge producer of computers, shoes, toys and a wide range of other products for the global market.In many cities in hard-hit Guangdong, people began the arduous task of cleaning the watery brown muck from their homes and shops. Local television showed employees in Huizhou in south-central Guangdong using brooms to push the mud out of the bank where they worked. Health officials wearing surgical masks walked through the streets spraying disinfectant.At least 1.66 million people were evacuated from their homes, the Ministry of Civil Affairs said. Some said they realized it was time to move from flood-prone areas but they couldn't afford a new home.One middle-aged farmer, who wasn't named, told Hong Kong's TVB he was afraid his brick house was ready to collapse in the district of Sanshui, about an hour's drive west of Guangzhou.There's nothing I can do even if I'm afraid, he said. If I had money, I'd immediately buy a flat and move. What can I do without money?

Rising vegetable prices were another problem in the wake of the flood. Even before rivers began rising earlier this week, shoppers were complaining about inflation. Now the latest disaster was expected to drive up prices even higher.Long worried that inflation could spark social unrest, the central government ordered inspectors Tuesday to be alert to price gouging at markets and to immediately report offenders.In Jiangxi province to the north, waterlogged hillsides gave way, covering houses and roads and flipping a tanker trailer on its side, state broadcaster CCTV said. The report gave no word of casualties in the area.One of the biggest concerns for the government was the potential for a new round of flooding on the Yellow River, often called China's Sorrow because of its long history of shifting or spilling over its banks and causing massive disasters.The Meteorological Administration warned that flood prevention efforts were entering a crucial phase because heavy rain in the next few days would raise the threat of flooding on the Yellow River, the state-run China Daily reported on its front page. Provinces on the lower and middle parts of the river, including Shanxi, Shaanxi, Henan and Shandong were most at danger.We must keep a sharp mind about the seriousness of the devastating floods and the challenging relief work, said Vice Premier Hui Liangyu in comments posted on the Web site of the state flood prevention headquarters.

But the flooding in the South hasn't been as severe as in 2005 when at least 536 people died nationwide. In 1998, flooding during China's summer season killed 4,150.Still, the disaster took a big toll on a country still reeling from last month's monster earthquake in Sichuan province that killed nearly 70,000. The southern region — which usually enjoys moderate weather — was also ravaged by freakish blizzards that wiped out crops and paralyzed transport systems in February.Chinese state media has given relatively little attention to the floods, instead keeping the focus firmly on Sichuan quake relief.In a sign the dual disasters were straining resources, flood evacuees in Guangxi were forced to shelter in old, worn-out tents because the regional disaster relief bureau had shipped all its newer ones to Sichuan, according to the Web site of the Communist Party's official People's Daily.The death toll for the latest round of flooding was 63 and 13 people were missing, the Civil Affairs Ministry said on its Web site. The hardest-hit provinces were Anhui, Hubei, Jiangxi, Zhejiang, Hunan, Guangdong, Guangxi, Guizhou and Yunnan. About 2.5 million acres of farmland were swamped by the flood, the ministry said. At least 1.66million people were evacuated, and 67,000 homes collapsed, the ministry said. The economic loss was valued at $2.1 billion, the ministry said. GULFPORT, Ill. - The rising Mississippi River interrupted travel on two bridges between Iowa and Illinois and threatened thousands of acres of farmland Tuesday. People stacked millions of sandbags near 27 levees the federal government said were in danger of overflowing. The river blew a massive hole in a levee near the farming community of Gulfport at about 5 a.m., covering at least 5,000 acres of farmland by late Tuesday morning, Henderson County Chief Deputy Donald Seitz said.The whole town will be under water, Seitz said, calling the levee break very devastating for the small agricultural community near the Illinois-Iowa line. More than 10,000acres could eventually flood, he said.The break forced the closure of the Great River Bridge that connects Gulfport to Burlington, Iowa, via U.S. Highway 34. Two people who were working on the levee were rescued by boat, said Henderson County Sheriff Mark Lumbeck.

Three other people were lifted by helicopter from a rooftop, and seven others climbed onto a 4-wheeler and sped down a railroad track as the levee gave way, Lumbeck said.The town of about 200 remains dry but was evacuated because of concerns about a second levee to the north where seepage was discovered, Lumbeck said. Two residents in the town refused to leave and stayed behind, the sheriff said.The Illinois governor's office originally reported more than a dozen people had to be rescued by helicopter. But Patti Thompson, a spokeswoman with the Illinois Emergency Management Agency, later said the number could not be confirmed and to rely on local officials' accounts.About 20 miles down the river from Gulfport, the BNSF Railway Co. swing span bridge was closed early Tuesday to car traffic at Fort Madison, Iowa, near the Iowa-Illinois line, Lee County emergency management director Steve Cirinna said. The bridge hadn't closed to trains, BNSF Railway Co. spokesman Steve Forsberg said.Near the Gulfport, 83-year-old Lois Russell watched the floodwaters that surrounded her home about a mile away. She said she evacuated her home because of flooding in 1965 and again in 1993, and returned each time — but that she wouldn't return again.It was a good placed to raise my seven kids, she said, crying. I know I haven't lost anything that feels important because I have a big family.The federal government predicted that 27 levees could potentially overflow along the river if the weather forecast is on the mark and a massive sandbagging effort fails to raise the level of the levees, according to a map obtained Monday by The Associated Press.

Officials placed millions of sandbags on top of the levees in Illinois, Iowa and Missouri to prevent overflowing. There was no way to predict whether these levees will break, said Ron Fournier, a spokesman with the Army Corps of Engineers in Iowa.Amtrak service was disrupted between Burlington and St. Paul, Minn., because of the flooding. The disruptions affected the California Zephyr, Southwest Chief and Amtrak Empire Builder routes.A sandbagging operation at the Oakville Apostolic Church was moved south to the outskirts of Burlington after floodwaters streamed across Iowa Highway 99.The church is now an island, said Carly Wagenbach, who was shuttling food to levee workers.Officials were concerned about spot spots in a levee that protects a drainage area south of Oakville.It's outrageous, said Steve Poggemiller. We're hanging on by a thread — or a sandbag.Jeff Campbell, a farmer carrying sandbags on his 4-wheeler, said he spotted hogs swimming away from a flooded hog operation near Oakville. They were climbing a levee, poking holes in the plastic that covered it, he said. One tired pig was lying at the bottom of the levee like a pink sandbag, Campbell said. Donna Dubberke, a meteorologist with the National Weather Service in Davenport, Iowa, said the river level would gradually begin to rise again once the flooded areas fill up, but that crest projections could be lowered by several inches. At Burlington, the crest forecast was lowered to 25.8 feet, down from the earlier projection of 26.1 feet. That was welcome news to volunteers fighting to save a levee north of Burlington. Nobody knows how close it was, said Brian Wiegand, 48, of Oakville. It was by a whisker.

Two more deaths were reported Monday in Iowa, bringing the state's death toll to five. On Tuesday, there were signs that much of Iowa was starting to return to normalcy: Interstate 80 reopened near Iowa City for the first time in days, with Interstate 380 to the north scheduled to reopen early Tuesday. On the University of Iowa campus, officials began to take stock of the damage. In Cedar Rapids, where 24,000 people were evacuated when floodwater covered about 1,300 city blocks, more people were being allowed to return to their homes Tuesday. The water has continued to recede, so we've moved those barricades in and there's now a large section of the city where residents are allowed to go back in, said Dave Koch, a city spokesman. On Monday, broken gas lines, sink holes and structural problems caused officials to stop taking residents into homes, said Dave Koch, a city spokesman. Officials hoped to allow residents in soon. Where floodwaters remained, they were a noxious brew of sewage, farm chemicals and fuel. LeRoy Lippert, chairman of emergency management and homeland security in nearby Des Moines County, warned people to avoid drinking floodwaters. Mixed in are pesticides, herbicides and fertilizer from Iowa's vast stretches of farmland. The American Red Cross said Monday its disaster relief fund has been completely spent, and the agency is borrowing money to help flood victims throughout the Midwest. The damages are very extreme, said Don Roose, president of US Commodities, a research and brokerage firm based near the Iowa capital of Des Moines.With 83 of the state's 99 counties declared a disaster area, Iowa, the leading US corn and soybean producing state, is the most hard-hit of nine central states pounded by days of heavy rains.The deluge and a subsequent series of tornadoes and storms have stymied planting this year, forcing farmers to wait to plant or to replant fields that are flooded.According to the Iowa Department of Agriculture, the wet weather as of last week had either prevented planting or drowned out nine percent of the state's corn crop and 20percent of soybean crop.That represents between 400,000 to 600,000 hectares (1.0 and 1.5 million acres) of corn and about 800,000 hectares (two million acres) of soybeans.Iowa Governor Chet Culver estimated crop damage at one billion dollars.At this time of year, Roose said, planting should have been completed by now. He said the delay could cost crop-yield productivity.The calendar is working against farmers, said David Miller, director of research and commodity services at the Iowa Farm Bureau.In the northern part of the state, we probably are really close to a stage where it makes no sense to plant corn because it will not mature before frost, Miller said.In the southern parts of the state, we can probably go until June 25 ... but typically it takes about seven to 10 days for the ground to dry adequately to be planted.More than a third of Miller's already planted farm in the Des Moines region is currently under water.For soybeans, planting can continue until early July. The later we go the more probability that frost or summer problems damage those crops and yield definitely will be affected, he said.

Miller predicted the final tally of up to 20 percent of Iowa grain crops lost to floods.Roose called that forecast severe, and said he saw a more modest loss of probably close to 10 percent. When the waters recede, farmers will try to plant crops but it will be late.

Investors in the Chicago commodity futures market already have priced in a smaller harvest.Since early June, the price of a bushel (25 kilograms) of corn has climbed more than 1.50 dollars to a record high of seven dollars. Soybean futures have seen a similar surge and are trading at more than 15 dollars.

WASHINGTON (Reuters) - European researchers said on Monday they discovered a batch of three super-Earths orbiting a nearby star, and two other solar systems with small planets as well. They said their findings, presented at a conference in France, suggest that Earth-like planets may be very common.Does every single star harbor planets and, if yes, how many? asked Michel Mayor of Switzerland's Geneva Observatory. We may not yet know the answer but we are making huge progress towards it, Mayor said in a statement.The trio of planets orbit a star slightly less massive than our Sun, 42 light-years away towards the southern Doradus and Pictor constellations. A light-year is the distance light can travel in one year at a speed of 186,000 miles a second, or about 6 trillion miles.The planets are bigger than Earth -- one is 4.2 times the mass, one is 6.7 times and the third is 9.4 times.They orbit their star at extremely rapid speeds -- one whizzing around in just four days, compared with Earth's 365 days, one taking 10 days and the slowest taking 20 days.Mayor and colleagues used the High Accuracy Radial velocity Planet Searcher or HARPS, a telescope at La Silla observatory in Chile, to find the planets.More than 270 so-called exoplanets have been found. Most are giants, resembling Jupiter or Saturn. Smaller planets closer to the size of Earth are far more difficult to spot.

None can be imaged directly at such distances but can be spotted indirectly using radio waves or, in the case of HARPS, spectrographic measurements. As a planet orbits, it makes the star wobble very slightly and this can be measured.With the advent of much more precise instruments such as the HARPS spectrograph ... we can now discover smaller planets, with masses between 2 and 10 times the Earth's mass, said Stephane Udry, who also worked on the study.The team also said they found a planet 7.5 times the mass of Earth orbiting the star HD 181433 in 9.5 days. NEW YORK - Stocks tumbled Tuesday as a troubling reading on wholesale inflation underscored the drag of high energy prices on the economy. The Dow Jones industrial average fell more than 100 points. Tuesday's economic data illustrated how the steep run-up in energy costs this year is affecting businesses. The Labor Department said its index of producer prices jumped 1.4 percent in May — the largest increase since November.The core producer price index, which strips out often volatile food and energy prices, rose by a mild 0.2 percent. But Wall Street remains concerned that companies are having to swallow ballooning costs — and may soon be forced to pass them on to already strapped customers. Although crude dipped to about $134 a barrel Tuesday on the New York Mercantile Exchange, it remains near record levels.Subodh Kumar, global investment strategist at Subodh Kumar & Assoc. in Toronto, said inflation concerns are weighing on stocks as investors try to readjust their models to factor in the effects of energy prices staying high. The price of oil has doubled in the past year, prompting some investors to call it a bubble, but others say a pullback in prices would only lessen — not eliminate — the pricing pressure.The market and bonds are recalibrating themselves lower because of inflation, Kumar said.

Meanwhile, Goldman Sachs — despite posting a tamer-than-expected 11 percent decline in quarterly profit — aggravated jitters by releasing a downbeat report on the broader banking industry. The report estimated that credit losses from deterioration in the mortgage and lending markets will not peak until early 2009, and that U.S. banks, having already raised about $120 billion in capital, will need to raise an additional $65 billion.We're back in the mode where people are guessing how many more billions of financial institution write-offs there are going to be. ... The Dow fell 108.78, or 0.89 percent, to 12,160.30.

European defence remains a French priority, says Sarkozy

French president Nicolas Sarkozy has reaffirmed his intention to make European defence a major theme during his country's six-month stint at running the European Union, beginning in less that two week's time.In a key address before French military brass on Tuesday (17 June), Mr Sarkozy said building European defence is our priority and that whatever the future of the Treaty of Lisbon he would not change his mind.Last week Irish voters rejected the Lisbon Treaty, a new set of institutional rules for the bloc that makes some significant changes in the defence area. These includes an article on the progressive framing of a common union defence policy, an article on mutual assistance and the possibility for permanent structured co-operation between countries that are politically willing and military capable.The French president also renewed calls for a modern, flexible European force of 60,000 soldiers that could be deployed anywhere in the world for up to a year.

Rapid Reaction Force

EU member states in 1999 committed themselves to achieving a Rapid Reaction Force of this size, deployable within 60 days. The goal was meant to be realised in 2003 but has suffered from flagging enthusiasm, lack of resources and duplication problems with NATO.

Mr Sarkozy said he wants to make defence and security policy an example of a concrete Europe, of a Europe that responds to the needs of its citizens.I very much hope that the French presidency of the European Union (…) will be the first step in a veritable relaunch of European defence for the coming years, he said, according to AP.But he noted that national armies would remain so as they cannot be integrated into a supranational army.Mr Sarkozy also said that the Europe's vocation is to embody an ideal of peace and liberty.I am of the conviction that it is France's vocation to carry this ideal of peace and liberty. It is Europe's ideal to embody it in the current world. For Europe, whatever its institutional ups and downs, has overcome its divisions, its historic confrontations, to create, with an ever closer union, a unique model of cooperation between our nations.

Rejoining NATO

The French president also restated France's wish to rejoin NATO's integrated military command, which it left in 1966 and announced a streamlining of the French army.The country's defence white book recommends the cutting of 54,000 military posts from the current 330,000 within the next six years, making its smaller and more mobile.France is to spend €377 billion from 2009 to 2020 on defence including €200 billion on new equipment, said Mr Sarkozy, with an increase in the military budget foreseen from 2012. The announcements are part of the first overhaul of French defence in 14years. In the run-up to the Irish referendum on the Lisbon Treaty some of the discussion had focussed on whether Ireland's traditional neutrality would be eroded.The anti-treaty side claimed that publication of the French defence paper had been delayed until after the referendum in case it gave weight to these neutrality fears - a claim given credence in French newspapers but denied by the Elysee Palace.

The commissioner admitted a lack of knowledge of details of the treaty in an interview with the EUobserver, saying he had only read most of a summary of the document.I would predict that there won't be 250 people in the whole of the 4.2 million population of Ireland that have read the treaties cover-to-cover. I further predict that there is not 10 percent of that 250 that will understand every section and subsection, he said.But is there anything different about that? said the commissioner, adding: Does anyone read the finance act? referring to the lengthy documents he drew up when he was finance minister in Ireland.Mr Schultz said he was particularly disappointed by such remarks, as well as by Mr McCreevy's visit to the States four days before the vote. EU mulls Lisbon Treaty sweeteners for Ireland

EUOBSERVER / BRUSSELS - As EU foreign ministers try to breathe life back into the Lisbon Treaty, the charter of institutional reforms rejected by Irish voters last week, Dublin is likely to be offered stronger guarantees in the sensitive areas of taxation, defence and family policies. According to the Financial Times, explanatory protocols should explicitly state that the document does not affect Ireland's ability to set its own tax rates, the country's neutrality status or its abortion policy. Although the Lisbon Treaty does not undermine Irish powers in these three areas, they all featured prominently in the pre-referendum debate, with the No camp citing them as reasons to not support the document. A similar solution was found in 2002 after Irish voters ditched the current Nice Treaty a year before. Another solution being floated involves a legal assurance that Ireland will never lose its seat at the European Commission table, the Irish Times reports. The Lisbon Treaty enables EU leaders to put the reduction of the size of the commission on ice. Either scenario is expected to be agreed at the first top-level meeting of EU leaders under the French EU presidency in October.

The best is to find common ground with the Irish, Luxembourg's prime minister, Jean-Claude Juncker, was cited as saying by the FT. He added that the second best option would involve enhanced co-operation in which Ireland would not take part and would not block the others.

The EU is not in a crisis, ministers say

But EU foreign ministers, kicking off a week of emergency talks on Monday (16 June), fell short of spelling out an official fix to the situation. In order to understand this referendum well, we need to take some time to reflect upon it, some time for analysis, for consultations and for studying of this problem, Dimitrij Rupel, speaking on behalf of the Slovene EU presidency, said after the meeting. The Slovene foreign minister was quick to add that the European Union is not in a crisis and that the Lisbon Treaty is still alive.I am convinced that sooner or later these reforms will see the light of day, Mr Rupel said, but stopped short of outlining a concrete way out of the deadlock. How we will find a solution on the next step is another question.Irish foreign minister Micheal Martin, for his part, also stressed that it was far too early to start coming up with solutions. The thorny question is to be the main topic on the agenda when EU leaders meet in Brussels at the end of the week (19-20 June). But whether it wants to confront the issue or not, the EU is likely to find itself under pressure to deal with practical consequences of the treaty rejection.

Irish No will not put brakes on EU enlargement

Aside from the size of the next European Commission - now capped by the current EU rules - a question mark hangs over the 27-nation bloc's capacity to absorb new members. The Nice Treaty is tailored to no more than 27 member states. When asked about the prospects of EU hopefuls' accession to the EU, Mr Rupel excluded any changes to the process. The outcome of the Irish referendum in no way changes enlargement policy...The EU unanimously decided to invited the countries of the Western Balkans to take membership so there is no doubt about that, the minister said, but added: How we will carry that out that is another question.Minister Rupel's line was quickly backed by EU enlargement commissioner Olli Rehn. The union cannot take time out from [its] consolidated and carefully managed accession policy.But not all politicians are singing from the same hymn sheet, with Germany's Angela Merkel spelling out some stark realities on her visit to Gdansk, Poland on Monday.We need this treaty in order to think about further EU enlargement, she said, Polish daily Rzeczpospolita reports. Speaking during a visit to the Czech Republic, French president Nicolas Sarkozy said: In order to open up to the Balkans, to Croatia, we need the treaty of Lisbon.

Ms Merkel and Mr Tusk in Gdansk reiterated last week's call for the ratification process to continue, with the chancellor saying I am sure we will develop a solution for Ireland.But Polish media say German diplomats aired worries that the Irish No could spark fresh ratification problems in the UK, the Czech Republic and Poland, where the president, eurosceptic Lech Kaczynski, has yet to sign the text.

Poland's Eastern Partnership set for summit approval

German chancellor Angela Merkel has backed Poland's plan to enhance EU relations with five eastern European states, putting the Eastern Partnership scheme on track for formal agreement at this week's EU summit. I received unequivocal backing for this from the chancellor, Polish prime minister Donald Tusk said, after getting similar endorsements from the leaders of Hungary, the Czech Republic and Slovakia earlier the same day.The Eastern Partnership will be a new multilateral forum between the EU and Ukraine, Moldova, Georgia, Azerbaijan and Armenia, forging closer economic and political links and leading to visa-free travel deals.It has no official tie-in to EU enlargement policy, but Polish foreign minister Radoslaw Sikorski recently explained the partnership would make future accession natural once EU enlargement fatigue passes.We have been working for years with chancellor Merkel for a membership perspective for Ukraine, Mr Tusk added in Gdansk.Poland sees the Eastern Partnership as a diplomatic triumph after two years out in the cold in Brussels under the eurosceptic Kaczynski twins. Bosnia signs EU pre-accession deal

Bosnia and Herzegovina – which has two autonomous regions, the Muslim-Croat federation of Bosnia and Herzegovina, and the Serb-inhabited Republika Srpska – was 13 years ago just emerging from the bloody war that followed the disintegration of the former Yugoslavia in 1992 – 1995.But the signing of the SAA now opens the door for the country to join the rest of Europe and leave the past behind, Bosnia's prime minister Nikola Spiric said.The EU however added a cautious note with Mr Rehn underlining that there is still much work to do to implement the agreement and before thinking about full membership of the 27-nation bloc.For his part, Mr Lajcak also stressed that the road to EU membership could be long and would depend primarily on Bosnia's efforts.

The European Union has just offered Bosnia its European perspective. We have entered the process but it's up to Bosnia and Herzegovina how long the process will take and when [it] will be able to be rewarded with membership in the European Union, he said according to Reuters.Before joining the EU, Sarajevo has been asked, among other things, to increase its political stability, strengthen its institutions, as well as to improve its judicial system and the fight against corruption.Bosnia is the last country from the Western Balkan region, except for Kosovo, to sign an SAA after the adoption of a controversial police reform by the Bosnian parliament in April – set as a condition by Brussels – cleared the way for this to happen.The document was not signed in April as initially planned because of technical issues concerning the translation of the lengthy document into the EU's 23, as well as Bosnia's three, official languages.

EU strengthens Israel ties despite Palestine objections

The European Union is to boost its ties with Israel, despite objections from the Palestinian Authority and other Arab governments over continued illegal settlement building in the West Bank and Jerusalem. Mr Rupel said the EU and Israel were elevating our relations to a new level of more intense, more fruitful, more influential cooperation, according to AFP.EU foreign ministers made the decision at their annual bilateral meeting with the Jewish state, the EU-Israel Association Council, which took place on Monday (16 June) in Luxembourg.As a result, Israel has won three key advances: increased diplomatic co-operation with the 27-state bloc, participation in European agencies and the establishment of a working group to investigate the country's integration into the European single market.The advance in relations comes without reference to complaints from the Palestinian Authority that no such moves should be made so long as Israel continues allow the construction of settlements in the occupied territories, an activity which is a violation of international law.Last week, Palestinian Prime Minister Salaam Fayad lobbied EU capitals to not expand relations with Israel unless settlement construction in the West Bank and east Jerusalem were halted. Other Arab governments made similar appeals, in particular Egypt.

In a letter to the 27 member states, the prime minister wrote that no new ties should be established until after Israel implements all of its commitments, especially those related to halting all settlement activities and other violations of human rights in Palestine.Additionally, some EU national diplomats have been worried that such an agreement endangers the success of the first meeting of the Union for the Mediterranean – the proposed grouping that is intended to strengthen relations with all of Europe's southern neighbours.Israel has been invited to the meeting – to take place next month in Paris – alongside North African nations, Turkey, the Palestinian territories, Lebanon and Syria.

JERUSALEM - The Gaza Strip's ruling Hamas militant group said Tuesday it has reached a cease-fire with Israel meant to halt a cycle of deadly Palestinian rocket attacks that rained hundreds of rockets on Israel in the past year and Israeli reprisals that have killed hundreds of Palestinians. The accord, set to go into effect at 6 a.m. Thursday (11 p.m. EDT Wednesday), has the bigger aim of ending Israel's yearlong economic blockade of Gaza and bringing home a captive Israeli soldier.But the phased approach is prone to pitfalls, and past truces have quickly broken down. Israel cautiously promised a new reality if the rocket fire ends.

The announcement capped months of Egyptian-brokered negotiations that have been repeatedly marred by violence. The deal was first announced in Cairo by Egypt's state-run news agency and quickly confirmed by Hamas. However, Hamas said it would respond to any Israeli attacks.Underscoring the fragile situation, Israeli aircraft attacked three targets in southern Gaza, killing six Palestinian militants, Gaza medical officials said. In response, Palestinian militants fired seven rockets into Israel, the Israeli military said.Still, after months of fighting, both sides seemed interested in a period of calm.Israel wants to halt the incessant rocket and mortar attacks on its southern communities that have killed seven Israelis over the past year. An Egyptian official told The Associated Press that after three days, Israel would begin to open Gaza's border crossings to let more supplies into the area. In a final phase, the official said, Israel would consider approval of the reopening of Gaza's Rafah border crossing with Egypt. He said the idea is for the truce to last six months. The Rafah crossing, the main gateway for Gaza's 1.4 million people to travel abroad, has been sealed since the Hamas takeover of Gaza. The closure has prevented people from traveling for medical care, studies and family visits. In January, Hamas blew up the border wall between Egypt and Gaza, allowing people to move in and out of Egypt for nearly two weeks before it was resealed. A Hamas official said the issues of Rafah and Schalit would be linked, and he expected talks to begin within days. Israeli defense officials said they expected negotiations on Schalit to begin Sunday. Many obstacles threaten the latest deal.

Israel is suspicious of Hamas' motives since the group has said it wants to use the lull to rearm. And negotiations on Schalit are sure to be complicated. Israel has balked at Hamas demands that it release hundreds of Palestinian prisoners, including people convicted in the deaths of Israelis, in exchange for him. There is also the constant threat of an outbreak in violence, as Tuesday's fighting demonstrated. Gaza's landscape includes Islamic Jihad and other tiny armed groups that sometimes act independently of Hamas.

For now, Hamas appears to be relying on calls for Palestinian unity to maintain the truce. It made sure to include Islamic Jihad in the consultations with Egypt. On Tuesday, Islamic Jihad said it would honor the agreement as long as Israel didn't attack. An improvement in living conditions in Gaza could also strengthen the calm. Gaza is suffering from dire shortages of fuel, cement and other basic goods. If residents feel relief, it is likely to build public support for the quiet. Iranian-backed Gaza militants have been bombarding southern Israel with rockets and mortars for seven years. The rate of fire increased after Israel pulled its troops and settlers out of Gaza in 2005 and was stepped up further last year after Hamas wrested power from forces loyal to Abbas. The Internet is the last true unregulated outpost of freedom of speech but moves are afoot to stifle, suffocate, control and eventually pull the plug on the world wide web as we know it. These threats are not hidden nor are they hard to deduce and yet a significant number of Internet users remain naive as to their scope.

Despite many questioning the authenticity of a report that claimed ISP's had resolved to restrict the Internet to a TV-like subscription model http://prisonplanet.com/articles/june2008/061108_kill_internet.htm where users will be forced to pay to visit selected corporate websites by 2012, while others will be blocked, the march towards regulation of the web is clear and documented.

We have been warning about the plan to let the old Internet die and replace it with a restricted and controlled Internet 2 for years. In 2006, we published an article about how the RIAA were attempting to broaden intellectual property distinctions to a point whereby merely linking to external content is judged as copyright infringement.At the time, the article was met with a mixed response. Many were aware of the imminent dangers that threaten to change the face of the Internet but others were more hostile to the supposition that the world wide web could be devastated by landmark copyright case rulings as well as plans to develop Internet 2.Some accused us of yellow journalism and scaremongering yet the warning that the Elektra vs. Barker case http://recordingindustryvspeople.blogspot.com/ could criminalize the very mechanism that characterizes the Internet was not concocted by Alex Jones or Paul Joseph Watson, it was a statement made by the very lawyer fighting the case, Ray Beckerman.It was a danger also reported on by one of the UK's biggest technology news websites, the Inquirer, which also highlighted the frightening development in an article entitled, RIAA wants the Internet shut down.The RIAA's argument was that defendant Tenise Barker downloaded music files and made them available for distribution by placing them in a shared folder. Though Barker paid for the files and downloaded them legally, and the files were not copied by anyone, the RIAA's motion states that simply making the files available constitutes copyright infringement.As Beckerman points out, the entire Internet is nothing more than a giant network of hyperlinks making files available to other people. If we link to CNN.com, we are making the file that constitutes the CNN homepage available to other users. We don't own the copyright to any of CNN's material therefore if the RIAA's argument is accepted, by simply making that CNN file available from our website, even if no one clicks on the link, we are committing a breach of copyright.

At no point in our article did we suggest that the ruling definitely would shut down the Internet, we highlighted the fact that hundreds of transnational corporations like Amazon.com who solely rely on Internet trade would scream bloody murder. But what the ruling would grease the skids for is the move towards a strictly regulated Internet whereby government permission would be required to run a website and that website would be subject to censoring and deletion if it violated any terms of use.This wouldn't be much of a problem to giant transnational corporations, because their websites would remain accessible for everyone. Yet for thousands of political websites and blogs, the plug could be effectively pulled.

Sources from inside the 2008 Bilderberg meeting have leaked the details of what elitists were discussing in Chantilly Virginia last week and the talking points were ominous - a plan to microchip Americans under the pretext of fighting terrorist groups which will be identified as blonde haired, blue eyed westerners. Veteran Bilderberg sleuth Jim Tucker relies on sources who regularly attend Bilderberg as aides and assistants but who are not Bilderberg members themselves. The information they provided this year is bone-chilling for those who have tracked the development of the plan to make the general public consider implanted microchips as a convenience as routine as credit cards. Under the heading of resisting terrorism there were points made about how the terrorist organizations are recruiting people who do not look like terrorists - blonde, blue eyed boys - they're searching hard for those types to become the new mad bombers, said Tucker. As we have documented, the blue eyed blonde haired Al-Qaeda line is a familiar talking point that has been pushed on Fox News and within other Neo-Con circles in an attempt to turn the anti-terror apparatus around to target dissidents, protesters and the American people in general.

Ominously, Tucker's source also told him that Bilderberg were discussing the microchipping of humans on a mass scale, which would be introduced under the pretext of fighting terrorism whereby the good guys would be allowed to travel freely from airports so long as their microchip could be scanned and the information stored in a database. Tucker said the idea was also sold on the basis that it would help hospital staff treat a patient in an emergency situation because a scan of the chip would provide instantaneous access to health details. Tucker underscored that Bilderberg were talking about subdermally implanted chips and not merely RFID chips contained in clothing. The discussion took place in a main conference hall and was part of the agenda, not an off-hand remark in the hotel bar. Such a bizarre concept may seem unbelievable to some, but over the last ten years there have been dozens of examples of people accepting implanted chips for a variety of different reasons. In 2004, Mexico's attorney general and 160 of his office staff were implanted with tracker chips to control access to to secure areas of their headquarters. The Baja Beach Club in Barcelona and other nightclubs around the world are already offering implantable chips to customers who want to pay for drinks with the wave of a hand and also get access to VIP areas of the club lounge.

Bilderberg skeptical of attack on Iran

Tucker's source told him that Secretary of Defense Robert Gates did attend Bilderberg despite him not appearing on the official list.

Tucker said that his sources told him Gates was in attendance to present his case for war with Iran, but that the majority of Bilderberg members were against an attack at this time. The Europeans were generally opposed to an invasion of Iran - Gates made the regular war propaganda drill about how Iran is a nuclear threat to everybody, said Tucker, adding that European Bilderbergers made snide comments about where such nuclear weapons actually were being kept and at one point joking that they were possibly in Saddam Hussein's tomb. Despite Bilderberg opposition, Tucker said that the administration was still considering an attack before Bush leaves office in January. At least 90 per cent of the Europeans oppose a war, probably closer to 100 per cent, said Tucker, adding, most of the Americans were passive and deferential to the Secretary of Defense and Condoleezza Rice's pitch in so far as Iran is concerned. Tucker said that most Americans present at the meeting were opposed to attacking Iran but dare not be as visible and loud in their opposition as the Europeans.

Energy and oil prices

One of the Bilderberg boys raised this question - should we put a lid on the rise in oil prices, are we reaching the point of diminishing returns, said Tucker, adding that Bilderberg noted how Americans were trading in their SUV's in record numbers for small and more fuel efficient cars and using more public transport to combat high gas prices. Tucker's source said that Bilderberg were predicting $5 for a gallon of gas by the end of this summer and oil over $150 dollars a barrel, but that this was a ceiling and oil prices would probably begin to decline thereafter because they thought the acceleration had happened too quickly. As we previously reported, Bilderberg called for oil prices to soar in 2005 when oil was a mere $40 a barrel. During the conference in Germany, Henry Kissinger told his fellow attendees that the elite had resolved to ensure that oil prices would double over the course of the next 12-24 months, which is exactly what happened. During their 2006 meeting in Ottawa Canada, Bilderberg agreed to push for $105 a barrel before the end of 2008. With that target having been smashed months ago, the acceleration towards $150 is outstripping even Bilderberg's goal, which is why the elitists expressed a desire to cool prices at least in the short term. Just two days after he left Bilderberg, Fed Chairman Ben Bernanke, George W. Bush and others expressed support for a strong dollar and Bernanke hinted that interest rates could rise, which immediately caused oil prices to drop in line with Bilderberg's consensus.

I have come to ask a question, a simple question, one that has been forgotten in all the talk about peace in Israel.

Who does this Land belong to?

We have an answer and it is the only answer. Let us say it out loud, let the whole world hear it. Let no one, not even us, have any doubt about it:This land is my land, it’s your land it’s our land.It’s the land of our fathers, it is the land for our children.

This is the simple truth we are being asked to forget and ignore. But we won't forget it, we won't betray our land. We say today and every day: If I forget thee Jerusalem let my right hand be paralyzed….There is a reason why this land is called the promised land. And do you know why? Because it is promised to our fathers and it is promised to our children.How can we give it away? We do not have the right to give it away.G-d said to our father Abraham over and over again: this is your land, I have given it to you. How can we forget this? It is reported that President Truman, the first U.S. President to recognize and support the State of Israel, often cited the verse in Deuteronomy (1:8) Behold, I have given the land before you, go in and take possession of the land which the Lord has sworn unto your fathers through Abraham, through Isaac and through Jacob.

Truman remembered, many Christian preachers remember, dare we be the ones to forget? We created the World Committee for the Land of Israel just to spread that simple truth that the land of Israel belongs to the Jewish people and we will not part with it. This is our land and we will not barter it away. Period.The rebirth of Israel in its land is an event hard to understand. The world has never seen something like it. The story of our return is without parallel. Jews never left Israel voluntarily and they returned when they could. We never abandoned the land entirely either, there were Jews throughout history in the land. It is a miracle and as with all miracles we need to believe it to see it.

Let us be clear: the Jews have returned to our land.

We did not come as conquerors. We displaced no one. The return was mandated by the nations of the world. although they have since many times rescinded and diminished their assurance, the return has been legal and moral.The land was a desert before the Jews returned. Churchill once remarked that the land belonged to the Jews because the Arabs destroyed the land, whereas Jews create the land.This is a love story between a people and its land like no other. No other nation ever created a State in the land, and the Jews never created a national homeland outside of it. The land once flowing with milk and honey, when the Jews parted, refused to give its fruits. The beautiful land became a wasteland. Waiting for her children.We are the children of the land and the land smiled upon us when we returned. Would anyone desert their mother? Can we think of leaving the land voluntarily in the hands of strangers?

This is our land, and we will not betray her.

The story of Gush Katif proves this. The land the Arabs called “accursed,” as soon as the Jews came, began to yield the most beautiful fruits, flowers and plants. The tiny portion of land in Gaza yielded at one time most of the agricultural exports of Israel. Yet, when the Jews left, the land became useless again. Even the insects participated. The vegetables that had been once famously bug-free, began to develop bugs. The thriving businesses of Gush Katif languished in the hands of the Arabs. Even the same managers who had worked under the Jews and had all the expertise to make it go, could not do it. Why? The land did not cooperate.

The land was loyal to the Jews, are we going to be faithful to the land? There is a new campaign in the Jewish people, a dangerous and inexplicable dementia. It is called land for peace it was tried in Oslo, it was tried in Wye, it was tried in Taba, and nothing worked. Things are getting worse. When time after time a problem is not resolved, is it not reasonable to suspect that it may be irresolvable? At least in the manner it is planned? Yet there is a campaign afoot involving all major Jewish organizations to give the land away. When we give away Judea and Samaria we are giving away the core of our land, the holy places where our history evolved. We are giving up only Judea? What would Jews be called if we give up Judea? And those intruders who will occupy Judea, would they not have the right to be called Judeans as well? When we give up the land, we give up our history, we give our identity and we give up our soul.

We have come to stop this madness. To say to them:

We are tired of expulsions, we are tired of pogroms, we are tired of suicide bombers and indiscriminate murder in the streets. We are not going to speak of the rights of others, we are going to speak of our legitimate and inalienable rights. We will not endanger our people with foolish dreams that have been tried and discredited over and over again.There is a spirit of feebleness among us. Our leaders have lost the way. They know that there is no hope for a peaceful Arab state in the land of Israel. But they insist because they have forgotten the essential: this land belongs to us. They failed and yet they keep trying without remorse and without shame.

To them we tell them: enough. Enough Oslos, enough Wyes, enough lifting of roadblocks, enough risking the lives of our innocent people, enough of Sderot, enough! In our long history we witnessed the destruction of Jewish communities before. But this time is worse, much worse. This time we want to help the destruction along.
After Hitler, we vowed never again but today our leaders, our Rabbis, our major Jewish organizations are saying over and ever again.

We need to rise and tell them NO!

The current government in Israel with the aid of weak-minded Jewish leaders in the Diaspora has embarked upon a program that may signal the destruction of the State of Israel. With a blend of haste and submissiveness, with deceit and self-deception, the present leadership of the Jewish people has succeeded where its most bitter foes have failed. They are endangering the accomplishments of the Zionist enterprise that were attained with a sacrifice and dedication unparalleled in history. Our leaders are plagued with an irresponsible shortsightedness and are rushing headlong into accords with partners they know are deceitful.We protest. The World Committee for the Land of Israel has come to object and refuse these plans of the demented and the pathetic.We need to repudiate any plan that involves betraying our land. We must oppose any program that puts our population within the range of the kassam. We have to stand against any suggestion that places our children at risk. We did not return to Israel to relive the tragedy of Poland and Germany. If our leaders are tired, let them step aside. If they feel exhausted and drained, let them make room for a new generation that remembers the dream of Abraham and has the courage to fight in our defense.This is not to say that we do not want peace. We should be zealous in the pursuit of peace, but we should be no less fierce in the defense of our land.We extend our hand in peace towards all our neighbors. our hands contain no rancor, nor hatred nor war. But they also contain no land. We offer peace, a real genuine peace. Nevertheless, our peace is not the peace of beggars. It does not give away our cherished land. What other nation in the world gives away its land? We will not give away our land no matter who counsels it or who profits from this betrayal!

Our first father Abraham had to undergo ten trials. The last of which was to bury his dear wife Sara. The trial was that although G-d had promised him the entire land of Israel, he did not have even a place in which to bury Sarah. Yet, he, the owner of the entire land, did not complain. He had no land now but he still kept the hope. It is ironic that our father Abraham, when he did not have the land, kept the hope and we who possess the land are thinking of giving it away.The World committee for the Land of Israel calls upon the Jews of the world to rally around our beautiful mother, the land of Israel. When established Jewish organizations are pathetically accepting and even calling for the establishment of an Arab state in the land of Israel-- it is time for us to say no!

If they have been brainwashed or worse, we will not allow to being brainwashed. The giving away of land to create another Arab state, this one in the land of Israel is wrong. It was wrong when the Arabs wanted it, it was wrong when Jesse Jackson suggested it, it was wrong when our enemies suggest it and it is still wrong!

David's Comment: Turmoil Ahead ! - What in the World is Going On ?
Revelation 6:12-17 I looked when He opened the sixth seal, and behold, there was a great earthquake; and the sun became black as sackcloth of hair, and the moon became like blood. The last few weeks have been like no other period of time - at least in recent history ! A massive storm and flood in Burma, a major earthquake in China, daily spiralling gasoline prices that must be one of the key factors in the also spiralling food prices, resulting in shortages of rice and other staple foods in many countries. Then there is the US Dollar which has lost more than 25% of its value over the last 12 months. What in the world is going on ?

Surely we are witnessing end time events beginning to take place on Planet Earth. Can you recall two major natural disasters that took more than 50,000 lives each, occurring back to back ? Looks to me exactly like the scenario Yeshua described in Matthew 24.

If we look at the food crisis, we see rice has risen by more than 50% in a few weeks. Here in Israel, most food items have risen about 40% at the supermarket. From all reports this is a world wide trend, and it seems more likely than not, to continue. And shortages of bread and rice begin to look like the devastating famine of Revelation chapter 6.

From information I have received the food shortages and price hikes are partially caused by bad weather destroying rice crops, and also by the fact that farmers are using fields that previously grew wheat to grow sugar cane for the production of bio-synthetic fuels. Which brings us to the oil supply and prices.

A great deal of the blame for the rise of oil from $70 a barrel 12 months ago, to almost double at $135, lies at the feet
of the Middle East oil producing countries - members of OPEC. Their production costs have not risen, and yet the price of a barrel of oil rises by the day, if not by the hour. After the Six Day War of 1967, a barrel of oil cost just over $3 cents. Then after the 1973 Yom Kippur War, and the Arab Oil Embargo the price rose to $10 a barrel. And it has been rising ever since, reaching today's staggering price of $135 - and still rising.

What do the already filthy rich oil producing Muslim Arab countries do with all the money ? They were already so rich they dont know what to do with all of their oil dollars, apart from indulging themselves with huge palaces, private jets, and stables of exotic cars. They even order their cars covered with gold and diamonds instead of paint, in a futile attempt to burn up some of the fortune paid by the west for their oil. Now that they are earning twice as much per barrel as they were last year, the mind boggles as to the figures involved. The average combined Middle East output is a mind-blowing 30 million barrels a day - multiply that by $135 - that is more than 4000 million dollars a day. Not all of that is profit of course, but the mind boggles at the money pouring into Muslim hands !

The real issue is that the Western World is dependent on Muslim Arab oil. Oil based plastic is a huge part of our lives today and everything that moves, including food, depends on the oil. Saudi Arabia, Iran and Iran are holding the world over a barrel - literally ! Unless they halt the price rise and drop oil back down to a realistic price, our lives will be seriously affected. But then that is exactly what the Bible prophecies will happen at the end of this age. The Western World may well be at the threshold of its demise. All of the other great empires fell - what makes ours any different ?

Many would blame Israel for the way the Muslim Arab world treats the Western nations. Israel is not to blame, but the conflict over the land of Israel is a major part of the cause. The Muslim Arabs realise that their oil gives them power to manipulate the West, particularly the oil desparate USA. Saudi Arabia is no friend of the West and yet the US administration does all it can to keep the Saudis happy.

Turning back to Israel, Bush and Rice continue to push the Israeli government into dividing God's land. Israeli PM Omert is very close to being removed from office due to corruption charges against him. An election may well see right wing Benjamin Netanyahu return to the PM office. That will throw a spanner in the US peace plan - hopefully. That will cause an increase of tension in the Middle East. An imminent and necessary military campaign in Gaza to stop the daily rocket attacks on southern Israel

Unless the situation changes ( highly unlikely ) expect to see much more turmoil in the weeks and months ahead. And then there is nature, which of course is controlled by God. According to Revelation 6:12-17 the Heavens and the Earth will soon be seriously shaken. Are we ready for that shaking when it begins ? Now is the time to prepare. The writing is on the wall. To quote Messianic leader Joel Chernoff Failing to prepare is preparation to fail. Its time to press in to the Lord brothers and sisters.

To close on a positive note, lets remember when we see these things coming to pass we ought to be looking up, because our redemption is drawing near - Messiah Yeshua is at the door - HALLELU YAH !!!

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. Lets also pray for that breakthrough to the Muslims, and please remember to pray for our son Jordan, and all of his fellow soldiers in the IDF.
