FAST IN ISRAEL TODAY

Minor Fasts DEC 19,07

There are five minor fasts on the Jewish calendar. With one exception, these fasts were instituted by the Sages to commemorate some national tragedy. The minor fasts (that is, all fasts except Yom Kippur and Tisha b'Av) last from dawn to nightfall, and one is permitted to eat breakfast if one arises before sunrise for the purpose of doing so. There is a great deal of leniency in the minor fasts for people who have medical conditions or other difficulties fasting. The date of the fast is moved to Sunday if the specified date falls on Shabbat. Three of these five fasts commemorate events leading to the downfall of the first commonwealth and the destruction of the first Temple, which is commemorated by the major fast of Tisha B'Av.

Following is a list of minor fasts required by Jewish law, their dates, and the events they commemorate:

The Fast of Tevet, Tevet 10, is the beginning of the siege of Jerusalem. It has also been proclaimed a memorial day for the six million Jews who died in the Holocaust.

The Tenth of Tevet
Yom Ha-Kaddish HaKlali


In the State of Israel, Kaddish (the Jewish prayer for the deceased) is recited on this day for people whose date or place of death is unknown. Consequently, many rabbis have designated it as a day of remembrance for the Holocaust.

Historic Significance

And it was in the ninth year of his reign, in the tenth month, in the tenth (day) of the month, that Nebuchadnetzar, King of Babylon came, he and all his hosts, upon Yerushalayim, and he encamped upon it and built forts around it. And the city came under siege till the eleventh year of King Tzidkiyahu. On the ninth of the month famine was intense in the city, the people had no bread, and the city was breached. (Second Melachim 25).

We see then, that the tenth of Tevet - on which the siege of Yerushalayim began, was the beginning of the whole chain of calamities which finally ended with the destruction of the Beit Hamikdash.

The Purpose of Fasting

The essential significance of the fast of the Tenth of Tevet, as well as that of the other fast days, is not primarily the grief and mourning which they evoke. Their aim is rather to awaken the hearts towards repentance; to recall to us, both the evil deeds of our fathers, and our own evil deeds, which caused anguish to befall both them and us and thereby to cause us to return towards the good. As it is said (Vayikra 26): 'And they shall confess their transgressions and the transgressions of their fathers. (Rambam: Hilchot Ta'anit Chapter 5).

The aim of fasting, therefore, is to subjugate our evil inclination by restriction of pleasure; to open our hearts and stir us to repentance and good deeds through which the gates of Divine mercy might be opened for us.(Chayei Adam; Klal 33)

Therefore, each person is obligated to examine his deeds and to repent during these days. As it is written of the people of Nineveh: And the Lord saw their actions (Yonah 3), upon which the Rabbis say: It is not said, He saw their sackcloth and fasting, but rather their actions (Ta'anit 22). We see hence that the purpose of fasting is repentance. (same as above)

Therefore, the people, who fast but engage in pointless activities, grasp what is of secondary importance and miss what is essential. Nevertheless, repentance alone without fasting is also insufficient, because there is a positive commandment of Rabbinic origin to fast on this day. (same as above)

The Observance of the Fast

The fast begins, as do all the public fasts with the exception of Tisha B'Av and Yom Kippur, at alot haShachar, dawn.

These four public fasts: Asarah B'Tevet, Tzom Gedaliah, Shiva Asar B'Tammuz, and Ta'anit Esther, are also alike in that there do not apply any additional physical constraints, such as the prohibition of washing or of wearing leather shoes, etc.

One who is in the category of being ill-even-without-danger, or who is a pregnant or nursing woman, for whom fasting might be difficult, and all children, are exempt from fasting.

All those who are exempt from fasting should not, in any case, eat publicly or indulge in purely pleasurable forms of consumption (such as eating black-'n-whites), but should eat only that which is necessary for good nutrition.

If a public fast falls on Shabbat, it is delayed until after Shabbat since fasting is not permitted on Shabbat. The one exception is Yom Kippur, which, based on a verse in the Torah, is observed even if it falls on Shabbat. The Geonim also write that the same was once true of the tenth of Tevet, since it is written of the tenth of Tevet: On this very day (YechezkeI 2). In our calendar calculation, however, the tenth of Tevet can never fall on Shabbat.

If a public fast occurs on Erev Shabbat, we fast the entire day till the conclusion of the fast, even though it means entering Shabbat while fasting. Neither Avinu Malkeinu nor Tachanun are recited at Mincha. The fast continues until after the completion of Maariv for Shabbat (after the appearance of the stars). One should not eat or drink anything until after Kiddush.

Nowadays our calendar calculation is such that the only public fast which can fall on Erev Shabbat is the tenth of Tevet.

HALIFAX - Parts of the Maritimes were paralyzed Monday after a blast of wintry weather forced the closure of schools, made driving treacherous and left thousands of people in the dark. The massive storm, which also heaved near-record amounts of snow on Southern Ontario and Quebec, lashed Newfoundland and Labrador on Monday, where up to 25 centimetres of snow was predicted. Even after the snow, wind and rain subsided in the Maritimes, the wintry blast continued to cause trouble for electricity customers, especially in New Brunswick and Nova Scotia. About 3,900 homes and businesses remained without power in New Brunswick by late-morning, mostly in the Moncton and Shediac areas. The province's electric utility said strong winds in the Moncton area were hampering restoration efforts. We restore some customers only to have the wind come along and cause an outage again, NB Power spokeswoman Heather MacLean said in a statement. Nova Scotia Power said it hoped to restore power to about 4,500 customers by Monday afternoon, the vast majority of whom were in Cape Breton and Pictou County. Higher wind gusts were in coastal areas, and that pretty much lines up with where the damage is, said NS Power spokeswoman Margaret Murphy, adding that crews were mostly able to work through the night and restore outages as they occurred.

Schools were also closed in many parts of Nova Scotia and New Brunswick as drivers struggled to deal with the messy mixture of heavy snow and rain. The storm continued to create travel headaches, with whiteouts in some areas and icy roads in others.
Treacherous travel may have played a part in a fatal car crash on slippery roads in Nova Scotia. Police say a 16-year-old boy who was a passenger in one vehicle died at the scene Sunday afternoon on Highway 101 in the Kentville area. The 17-year-old boy who was driving was taken to hospital with serious injuries. Meanwhile, dozens of flights in and out of Halifax's airport had been cancelled since Sunday, stranding thousands of passengers, with disruptions expected to continue well into Monday. The storm hit the Maritime region around midday Sunday, after the heavy weather battered Ontario and Quebec. Darin Borgel, a meteorologist with Environment Canada, said the storm system hit the Maritimes pretty much as predicted. Most people were pretty adequately warned, Borgel said from Dartmouth, N.S. This storm got a lot of attention as it went through Ontario and Quebec ... so I think most people were expecting some pretty nasty conditions here.Across the Maritime provinces, snowfall amounts of between 10 and 20 centimetres were reported before the snow changed over to rain in many places. In northern New Brunswick, however, there was no changeover to rain, meaning a total of 30 centimetres of snow or more by day's end Monday. Wind gusts up to 100 kilometres per hour were typical in the region, although one gust of 165 km/h was reported near Cheticamp in western Cape Breton.

DETROIT - A blend of snow, sleet and freezing rain cut visibility and iced over highways from the Great Lakes to New England on the weekend, dumping up to 45 centimetres of snow and stranding air and road travellers. School districts across the region - including Michigan's largest, in Detroit - cancelled Monday classes. Slippery roads were blamed for four weekend deaths in Indiana, two in Michigan and one each in Wisconsin and Pennsylvania. AAA Michigan said it helped more than 3,000 motorists Sunday. Most had spun out, got stuck or couldn't start their vehicles, spokeswoman Nancy Cain said. The northern New York state community of Peru received 45 centimetres of snow, whipped up by high winds, the U.S. National Weather Service said. In Michigan, Ann Arbor reported 27 centimetres, while parts of Indiana got up to 36 centimetres of snow. It's winter, said Ann Arbor resident Linda Thelen, 53, as she and her husband dug out their home. I expect a couple of these each year.In Rhode Island, a U.S. Airways Express Flight from Philadelphia carrying 31 passengers and three crew members slid off the runway when it landed at T.F. Green Airport, which got nearly 20 centimetres of snow. No injuries were reported, but the airport had to close its runways for about 2 1/2 hours.

The storm cancelled hundreds of flights at airports in Chicago and about 300 flights at Boston's busy Logan International Airport. Flights were also cancelled at airports in Portland, Maine; Buffalo, N.Y.; and Manchester, N.H. Few major problems - though plenty of delays - were reported at airports in Philadelphia and the New York area, which had braced for plenty of snow but got mostly sleet and rain. Every available plow truck was at work in Vermont, said Reggie Brown, highway department dispatcher in Montpelier. Everybody's out and running, he said. Braving the elements Sunday in New York were fans of teen singer Hannah Montana, whose concert in Rochester drew Jolene Horton and her eight-year-old daughter, Paxtyn Brown. They spent five hours on the road from Schuyler County in the Finger Lakes. "Normally it would have taken 2 1/2 hours, but we wouldn't have missed it for the world, Horton said. The storm also didn't keep fans away from the New England Patriots-New York Jets game at Foxborough, Mass., but they had to shovel off their seats in the stadium. A video of a fire roaring in a fireplace was shown on the scoreboards. The weekend storm came less than a week after an ice storm in the Midwest and Northeast that was blamed for at least 38 deaths, mostly in traffic accidents. Up to a million homes and businesses lost power in parts of Oklahoma, Kansas and Missouri. On Monday, Oklahoma utilities said just more than 126,000 customers were still waiting for electricity, most in the Oklahoma City and Tulsa areas.

Among those waiting for service to be restored, Choctaw resident Beverly Smith said her trailer had been without power for seven consecutive days as of Sunday. We don't have anywhere to go, said Smith, who lives with her 15-year-old son. We're out of money. Christmas is nine days away, and I have no hope of giving my family a Christmas all.

Fla. storm overturns cars, damages jail Sun Dec 16, 10:12 AM ET

LAND O' LAKES, Fla. - An apparent tornado demolished a jail building and overturned vehicles early Sunday in central Florida, authorities said. No injuries were reported. The storm was reported about 5:15 a.m. in Pasco County, the National Weather Service said.One of two minimum-security annex buildings at the Pasco County Jail in Land O' Lakes was destroyed, sheriff's spokesman Doug Tobin said. The approximately 125 female inmates it housed had been evacuated moments earlier to the main jail.A few seconds after shutting the door is when that structure basically collapsed, Tobin said.The destroyed building was a temporary structure used to ease overcrowding and designed to withstand winds up to 110 miles per hour, according to a county Web site.

A second annex, housing about 100 male inmates, did not sustain any serious damage, Tobin said. The roof was damaged on the main prison building, which holds about 950 inmates.Pasco County is north of Tampa Bay on Florida's Gulf Coast.

PARIS (AFP) - International donors pledged 7.4 billion dollars to the Palestinians Monday at a conference described by US Secretary of State Condoleezza Rice as the last hope to save their government from bankruptcy. Palestinian prime minister Salam Fayyad had formally asked donors meeting in Paris for 5.6 billion dollars by 2010 to help fulfil his plan to develop a viable economy for a future state.The real winner is the Palestinian state, French Foreign Minister Bernard Kouchner told AFP as he announced that a total of 7.4 billion dollars (5.15 billion euros) had been promised.The pledges were made at a one-day conference convened to agree a package of aid to stabilise the Palestinian economy and shore up the peace process with Israel -- jumpstarted in the US city of Annapolis last month.

We see this conference as an important vote of confidence on the part of the international community, Fayyad said as the conference wrapped up.But Islamist group Hamas, which seized control of the Gaza Strip in June and was not invited to Paris or the Annapolis meeting, labelled it a dangerous conspiracy aimed at dividing the Palestinians.We support all forms of aid, financial or otherwise, to the Palestinian people. But the Paris conference is coating poison with honey and is a dangerous conspiracy, Hamas spokesman Fawzi Barhum said in a statement released in Gaza.Some humanitarian groups questioned the benefit of such a massive aid package.In London, the development charity Oxfam warned donors were pouring cash into a leaking bucket, arguing that aid efforts already in place were being seriously hampered by Israeli restrictions on movement.The challenge is to fix the leak, not pour faster... Pledges quickly came pouring in with Rice announcing a US donation of 555 million dollars for 2008, including 150 million dollars for budget support.The Palestinian Authority is experiencing a serious budgetary crisis. This conference is literally the government's last hope to avoid bankruptcy, Rice said.The European Commission pledged to donate 650 million dollars in aid for 2008 alone while Britain and Saudi Arabia announced three-year aid packages of 490 million dollars and at least 500 million dollars respectively.
Opening the conference earlier, French President Nicolas Sarkozy pledged 300 million dollars over three years. Germany promised 200 million dollars by 2010 and Sweden offered 300 million dollars in 2007 and 2008.Some 3.4 billion dollars of Monday's pledges was to go to the Palestinians in 2008, the first year of Fayyad's three-year recovery plan, a final statement at the end of the conference said. This support will be essential for accompanying the political process launched in Annapolis at the end of November, the statement added. As the conference kicked off, Abbas urged Israel -- represented by Foreign Minister Tzipi Livni -- to freeze all settlement activity in the Palestinian territories to allow the newly-relaunched peace drive to gain a foothold.

I expect a complete halt of all settlement activities without exception, Abbas said, also calling for the dismantling of 127 wildcat settlements, the lifting of military checkpoints, a halt to construction of the separation barrier and prisoner releases.
Around 70 countries, as well as all the major international organisations, were attending the Conference of Donors for a Palestinian State, a month after Israel and the Palestinians relaunched negotiations frozen for seven years. The takeover of the Gaza Strip by Hamas, which won a majority in 2006 parliamentary elections, effectively split the Palestinian territories in half. Hamas -- pledged to Israel's destruction and shunned by the West -- rules in Gaza, while the Western-backed Abbas controls the West Bank.

Israel, Vatican agree to pick up negotiating pace

Jerusalem, Dec. 14, 2007 (CWNews.com) - Israeli and Vatican negotiators promised to accelerate their talks, aimed at finalizing an economic accord, during a meeting in Jerusalem this week. The two sides concluded their latest round of talks on December 13, issuing a statement that said the negotiations had been marked by cordiality, mutual understanding, and good will. The next talks were scheduled for May 2008, to take place in Rome.

Israel and the Holy See have not yet concluded the economic agreement called for by their original agreement struck in 1993, which led to Vatican recognition of Israel. Church spokesmen have indicated a mounting interest in finalizing the long-delayed pact.

I hereby determine that it is necessary to protect the national security interests of the United States to suspend for a period of six months the embassy move mandated in a 1995 law, Bush said Wednesday in a memorandum to Condoleezza Rice, the U.S. secretary of state. My administration remains committed to beginning the process of moving our embassy to Jerusalem.Bush and his predecessor, President Clinton, have routinely exercised their prerogative to delay the move, citing the difficulties such an action would impose on Israeli-Palestinian peacemaking.

Hamas has asked Iran to allow the organization to escalate its altercations with Israel, carry out more suicide attacks and if need be – threaten kidnapped IDF soldier Gilad Shalit with execution, Kuwait's Al-Jarida newspaper reported Friday. The report, citing senior Hamas officials, Hamas politburo chief Khaled Mashaal recently met with a senior Iranian intelligence official, who accompanied Iranian President Mahmoud Ahmadinejad on his visit to Qatar last week.

The two reportedly discussed Hamas' retaliation to a possible large-scale IDF operation in Gaza, which may leave Hamas debilitated. Mashaal, said the report, told the Iranians Hamas will need their political support, as well as Iran and Syria's go-ahead to carry out a series of major attacks on Israel. Al-Jarida further reported that Mashaal told the Iranians Hamas wants to kidnap more Israeli soldiers, as well as threaten Gilad Shalit's well-being in order to stir Israeli public opinion, pressure Prime Minister Ehud Olmert and hinder the Israeli-Palestinian peace process.

Baby Jesus was not born in a Bethlehem stable but above the carpenter shop owned his father Joseph in Nazareth, according to an unusual nativity scene being prepared by the Vatican. The unconventional depiction that Pope Benedict XVI will see in Saint Peter's Square this Christmas, is supposed reflect a return to the story of the nativity as told by Matthew, according to a Vatican spokesman. In Matthew's Gospel, Joseph's role in events is given greater emphasis. He learns of the impending birth of Jesus in a dream and is told by angel to take Mary to his house in preparation. Both Gospels state however, that Jesus was finally born in Bethlehem near, Jerusalem. And the Vatican says moving Christ's crib is really a way of reflecting the experience of ordinary people.

According Luke's well known version of the nativity, when Mary was due to give birth, she and her husband Joseph travelled 100 miles south from their house in Nazareth to Joseph's ancestral home, Bethlehem, in order to register in a census ordered by Emperor Augustus. Having found no place for themselves in the inn, they lodged in stable where animals were kept. It was here that Mary gave birth to Jesus. An alternative nativity scene is also being prepared in the nearby church of Santa Anna, inside the Leonine Wall. In this scene Jesus's birth is set in the ruins of a Roman aqueduct. It will be a strong representation of the impact poverty had in the time of the Nativity, said parish priest Padre Silvestrini who was responsible for the design.

Israel: US Report on Iran May Spark War

JERUSALEM (AP) — Israel's public security minister warned Saturday that a U.S. intelligence report that said Iran is no longer developing nuclear arms could lead to a regional war that would threaten the Jewish state.In his remarks — Israel's harshest criticism yet of the U.S. report — Avi Dichter said the assessment also cast doubt on American intelligence in general, including information about Palestinian security forces' crackdown on militant groups. The Palestinian action is required as part of a U.S.-backed renewal of peace talks with Israel this month.Dichter cautioned that a refusal to recognize Iran's intentions to build weapons of mass destruction could lead to armed conflict in the Middle East.He compared the possibility of such fighting to a surprise attack on Israel in 1973 by its Arab neighbors, which came to be known in Israel for the Yom Kippur Jewish holy day on which it began.

The American misconception concerning Iran's nuclear weapons is liable to lead to a regional Yom Kippur where Israel will be among the countries that are threatened, Dichter said in a speech in a suburb south of Tel Aviv, according to his spokesman, Mati Gil. Something went wrong in the American blueprint for analyzing the severity of the Iranian nuclear threat.Dichter didn't elaborate on the potential scenario but seemed to imply that a world that let its guard down regarding Iran would be more vulnerable to attack by the Islamic regime.Israeli Prime Minister Ehud Olmert had disputed the U.S. intelligence assessment this month, saying that Iran continues its efforts to obtain components necessary to produce nuclear weapons. Africa: EU is Using Bully Tactics to Push Through EPAs

We succumbed, lamented a diplomat from Namibia. We signed on the 12th of December. The pressure was too much. The private sector felt that they would be disproportionately affected. In terms of markets, they would be losing access for beef, grapes, fish and fish products.The political and economic strength of the European Commission (EC) is in itself a threat and a pressure in the negotiations, he explained on condition of anonymity to IPS.When negotiating with a stronger partner, you end up only being on the receiving end. Bully tactics are used with the threat 'you either sign or you don't have the market', he said.Up to the last moment, Namibia's government had tried to resist the pressures from both their own private sector and the EU. Until late last week, trade minister Immanuel Ngatjizeko had categorically stated that the demands the EPA placed on Namibia were not acceptable.

He insisted that the EPA should be helping with regional integration and not to disintegrate the region.We made a lot of mistakes, the diplomat told IPS. There was no proper coordination amongst the African, Caribbean and Pacific (ACP) countries. The EC has successfully fragmented the ACP, not only in terms of regions, but also within regions.The Southern African Development Community (SADC) consists of 15 countries. While we used to get EU development aid for the region as a whole, now only seven SADC countries (those party to the SADC EPA) will get development aid that is related to the EPAs. This will have ramifications.The intra-SADC free trade area is also supposed to be formalized by 2008. How this will play out, with some countries being signatories to the EPAs while a country such as Angola chose not to sign the EPA, remains to be seen.The Namibian diplomat was quick to add that whilst the country had signed the interim EPA on December 12, it had done so with explicit reservations on certain clauses. If these concerns are not satisfactorily addressed in the next phase of negotiations, then we can say that we are not in a position to ratify the final agreement and opt out. But in the meantime, we need to do other things, such as finding alternative markets.

The problem is that Namibia, Lesotho, Botswana, Swaziland and South Africa have a common customs union -- the Southern African Customs Union (SACU), established in 1910. Lesotho, Botswana and Swaziland have signed the SADC EPA which contains clauses that Namibia is not comfortable with.One of these clauses restricts local content requirements in the manufacturing sector. In order to support local industries, Namibia does not want to abolish any legislation that requires investors to use locally produced inputs. Another clause deals with the freezing of export taxes. The EC does not want ACP countries to put in place export taxes. Namibia, however, wants the freedom to use export taxes to discourage the export of raw materials and to encourage local industries to add value to their products before export.The EC has asked SADC countries to provide it with the same level of market access SADC gives to other significant trade partners. SADC is currently negotiating free trade agreements with India and with the MERCOSUR. MERCOSUR is the Southern Common Market trade area which includes Brazil, Paraguay, Argentina and Uruguay.If more favourable terms of market access are provided in these and other future trade agreements, the same level of liberalization will have to be extended to the European Union (EU).The SADC EPA also states that goods entering any one of the SADC EPA signatories should be allowed to move freely to the other signatory countries. However, SADC has yet to formalize its own regional customs union. There are still issues to be sorted out internally.

In contrast to countries which have caved in and signed the interim EPAs, Senegal in West Africa remains steadfastly opposed to the EPAs. An expert from Senegal, who declined to be named, commented on President Abdoulaye Wade's firm stance taken at the Africa-EU Summit in Lisbon earlier this week.He was simply reflecting the national position. The private sector, civil society, parliament and the opposition are all opposed to the EPAs. To have an EPA right now will create a lot of problems for our economy. It will open our markets to products from the EU, some of which are subsidized, said the Senegalese trade expert.
Senegal is a least developed country. The industry and agricultural sectors are not ready to compete with the EU on a level playing field. In the next phase of EPA negotiations, we would also have to bring in investment, competition and government procurement, issues which have been rejected at the WTO (World Trade Organisation).So the EPAs are WTO-plus. On the other side, in development cooperation, we are not sure that what is on the table can offset any negative liberalization impact, said the expert.He also underscored the problems the EPA poses for the West African region, in particular the West African Economic and Monetary Union (WAMU / UMOA). The monetary union consists of eight members -- Senegal, Benin, Burkina Faso, Cote d'Ivoire, Mali, Niger, Togo and Guinea-Bissau.Of these, Cote d'Ivoire is the only country which has signed the interim EPA in an attempt to safeguard its banana exports to the EU. The country is the main economic powerhouse within WAMU, accounting for 40 percent of the union's gross domestic product.

According to the Senegalese expert, Cote d'Ivoire's signing of the interim EPA will definitely have an impact on WAMU. Given the high level of economic integration in that region, EU products flowing into Cote d'Ivoire can easily find their way into the other WAMU countries.I don't think they (the EU) did an impact assessment on regional integration, he said.He also underscored the tensions the EPA negotiations have created for the WTO negotiations. They have put the LDCs (least developed countries) in a very bad position in the WTO. Since the 2005 Hong Kong ministerial meeting, LDCs have asked for duty-free and quota-free market access to all developed countries.Under the EPA, the duty-free and quota-free market access is reciprocal. Now other countries will say, 'You have given this to the EU, now you will also have to give me something in return', he said.So there are many unanswered questions and a lot of uncertainty, he concluded.Kenya has also signed an EPA, together with others from the East African Community. A trade diplomat from Nairobi, alluding to the threats the EPAs pose for Africa, summed the position up in the following way: They say love is blind. This must be real love because we are going along without knowing where we are going.

Kenyan civil society groups are working hard to make the EPAs a major issue in Kenya's national elections taking place later this month.According to Ezekiel Mpapale of the Initiatives for Community and Enterprise Development, One of the things we are doing is to make sure that Dr Mukhisa Kituyi (the current trade and industry minister) is not re-elected. We think he has betrayed us Kenyans.

GAZA CITY, Gaza Strip - Palestinians flooded the streets of the Gaza Strip Saturday in the biggest show of support for Hamas since the Islamic militants seized the territory in June. Leader Ismail Haniyeh vowed in speeches on the 20th anniversary of the movement's founding that Hamas will not compromise its hardline views despite growing isolation, poverty and popular support for the rival West Bank government of President Mahmoud Abbas.Since Hamas wrested control from Abbas' Fatah forces, Gaza's 1.5 million residents have been virtually cut off from the outside world, with Israel and Egypt refusing to fully reopen crossings with the coastal territory. Unemployment has risen to about 50 percent, forcing poverty up to 75 percent, Palestinian officials say.The message from you today is that Hamas and these masses will not yield before the sanctions, Haniyeh told the cheering onlookers who waved green Islamic flags at the rally in Gaza City.

The crowd shouted in response, To you we come, Haniyeh!

Haniyeh lambasted the renewal of peace talks between Israel and Abbas' administration in the United States last month, warning they will not bring about a cessation of Israeli settlement construction on disputed land or yield any other Israeli concessions.As for the fruits of the other track, the track of negotiations, normalization and bargaining, all can see that it is the consolidating of settlements ... injustice and oppression for the Palestinian people, Haniyeh said. It is bitter fruits.The Hamas leader warned Abbas against conceding in peace talks on the Palestinian demand that refugees who fled past wars with Israel and their descendants be allowed to return to their homes. Their fate is a key sticking point in the talks that are meant to iron out a final peace agreement.There is no such thing as a just solution to the right of return, Haniyeh said. It is the right of every refugee ... to return to the land.The throngs of Hamas supporters gathered in a sandy lot and along nearby streets. There appeared to be several thousand more people than attended a rally by backers of Hamas' rival, Fatah, who gathered on the same spot in November in what was seen as a major challenge to Hamas. That rally, which an Associated Press reporter estimated at more than 250,000 people, ended in mayhem with Hamas police opening fire and protesters hurling rocks or running for cover. Seven civilians were killed and dozens were wounded in the violence between Palestinian factions.

This is the real referendum on the popularity of resistance, the people converging behind Hamas, said Zayed Herzallah, a 28-year old merchant, who brought a van full of young relatives Saturday. Hamas today, after 20 years and after thousands of martyrs, is graduating the fourth generation (of supporters).Large pictures of Hamas leaders, both in Gaza and in exile, were draped across the speakers' podium. A black banner hanging from a nearby building read, in Arabic, English and French: We will not recognize Israel.
In the crowd were dozens of members of the Hamas military wing, among them armed men carrying replicas of homemade Qassam rockets. Some 50 female members of the military wing also marched, dressed in long robes and sporting military-style ammunition vests. Some covered their faces with veils, others with ski masks.In an anniversary message to Hamas TV, the group's top leader in exile, Khaled Mashaal, said Hamas will not abandon violence.This is our real choice, our trump card, which causes the enemy to succumb to us, he said.He said Abbas does not have the mandate to negotiate with Israel.Our people are able to launch a third and fourth uprising until the dawn of victory arrives, he warned.After the Hamas takeover, Abbas set up a moderate government in the West Bank, winning strong international support and opening the way to the resumption of peace talks with Israel last week.

In his speech, Haniyeh rejected Abbas' conditions for negotiations between the rival movements, including that Hamas give up its power in Gaza. Hamas was founded in Gaza in December 1987, after the outbreak of the first Palestinian uprising against Israeli occupation. It is an offshoot of the Muslim Brotherhood, which was founded in Egypt and is seen as the mother of all fundamentalist factions in the Arab Sunni world. Abbas' government was hoping on Monday at an international conference in Paris to receive pledges toward its goal of raising $5.6 billion over three years to bolster its economy. The United States said Friday it will pledge about $500 million. Donors warned that unless Israel eases physical and administrative obstacles, the money may go to waste.

And while the discussions on the quasi-Constitution were the main issue of the December 14 summit in Brussels, President Jose Barroso was acting to capitalise on the signature of the new Treaty and secure a new appointment as Commission president in 2009. Mr. Barroso has been able to maintain a pretty good equilibrium in Euro-American relations and this is one of his major assets in his present mandate.

The chances for Mr. Barroso to get the job are substantial after the Spanish and the Italians refused to consider former British prime minister Tony Blair for the position. The basic arguments of those who align with Spain and Italy are the facts that Britain had not approved the Constitutional Treaty, does not participate in the Eurozone and has not signed the Schenghen agreement. Furthermore, they consider Mr. Blair’s dependence on Washington excessive and claim that dragging the United Kingdom into the Iraq war was a major political mistake that also reflects on Europe. Alternatively to Mr. Barroso’s reappointment, Germany, Italy and Belgium are considering for the position of President of the European Commission or to one of the best qualified for the new position of Foreign Minister of the EU the Prime Minister of Luxembourg Jean Claude Junker.

For the position of Foreign Minister, the case of former Italian Prime Minister Massimo Dalema is also being discussed and Italy is emphasising his role in the Lebanon and Afghanistan crises, but both the UK and USA along with their followers are contrary to such a possibility, for his particular relations with Hezbollah. Candidates for the position of the Foreign Minister are also considered to be German Socialist Frank Walter-Steinmeier, the Conservatives Swedish Carl Bildt and the Austrian Ursula Plassnik. A strong candidate for the position of Foreign Minister, however, remains the present High Representative Javier Solana, an all-color Spanish politician with a meteoric career who enjoys the full support of the Spanish Prime Minister Rodriguez Zappatero, other Socialist governments as well as the British and Americans. Mr. Solana, began his career from the extra-Parliamentary Spanish communists, where he was leading street demonstrations against the US Torejon military base. He became Foreign Minister of Spain with the Socialists, subsequently was appointed Secretary General of NATO responsible after bombing Serbia with Depleted Uranium Ordinance for becoming after Council’s High Representative. A high political position in the European making will be reserved by Germany to the President of the European Parliament Hans Didriech Poetering who in 2009 it is highly likely to be replaced in the two-and-a-half year rotation by the rising Socialist star Mr. Martin Schulz.

In the European Parliament, the European People’s Party, after the addition of the Romanians and the enrollment of the British MEP Saj Karim who left the declining ALDE group to join EPP, emerge stronger. In 2009, the Tories EPP is likely to suffer a major loss with the British Tories under Mr. David Cameron planning to withdraw from EPP and form their own group. This is a logical development given the ultra Eurosceptical stance of the Tories under Mr. Cameron, which are vertically opposite to that of the European People’s Party. EPP was crucial in the selection of Mr. Barroso to President of the Commission in 2004, an appointment which was the result of a compromise thanks to the efforts of EPP President Wilfried Martens and Greek Prime Minister Costas Karamanlis who made the mediations for the compromise.
Greece, despite its endemic problems, as a result of 20 years of socialist mal administration, is taking major steps in sustaining European policies, in particular Greece’s enhanced relations with Russia in matters of energy and pipelines, which are crucial for Europe. The bottom line is, in 2007, The EU-27 proved more active and more involved in world affairs in all serious issues starting with, but not limited to, climate change, and strengthened its relations and presence in Africa, China and Latin America, proving a world player. The most important political changes in Europe during 2007 were the election of Mr. Nicolas Sarkozy to the French presidency with the redefinition of Franco-German relations, the French opening to the United States and the new French business approach to world markets, which reflects Europe’s performance in matters of international trade.

The fallout from The Sarkozy election came at the just-concluded European Summit marking the finale of The Portuguese Presidency in Brussels where the leaders decided to put up a face-saving agreement with the launch of Reflection Group, headed by Spain’s former premier Felipe Gonzalez, with Latvia’s former president Vaira Vike-Freiberga and Nokia chairman Jorma Ollila as his deputies. According to reliable sources, the two deputies were inducted to get a consensus and avoid collapse of talks, thus weakening the very purpose for which the group was launched.
Putting Turkish membership onto the agenda without naming Turkey is the sticking point in the mandate for the group to take into account likely developments within and outside Europe and examine in particular how the stability and prosperity of both the Union and of the wider region might best be served.

Livni to try to prevent Quartet condemnation of East Jerusalem construction By Barak Ravid, Haaretz Correspondent

Foreign Minister Tzipi Livni will try in the coming days to avoid Quartet condemnation of Israel over its decision to build new homes in a controversial East Jerusalem neighborhood. The so-called Quartet of Middle East negotiators ? the United States, European Union, Russia, and the United Nations ? are expected to meet at the foreign minister level on the sidelines of Monday's conference of Palestinian Authority donor states in Paris, France.

According to information obtained by the Foreign Ministry, the Palestinians are pushing for the Quartet to issue a statement condemnation of Israel's decision to build some 300 new homes in Har Homa. Senior Israeli officials held contacts Thursday and Friday with representatives of the Quartet members, in an attempt to calm concerns and reduce the international criticism of Israel.
Livni met Thursday with the new UN special envoy to the Middle East, Robert Serry, who according to diplomatic sources expressed concern over the planned construction.

Serry warned the construction could hamper negotiations. Livni for her part sought to clarify that the construction is legal, and that the approval does not represent a change in the government's policy on settlement construction. Israeli officials also met with U.S. Assistant Secretary of State David Walsh, in which Walsh briefed the officials on his meeting with Palestinian President Mahmoud Abbas. Walsh said the Palestinians maintain it is difficult for them to conduct negotiations while Israel continues construction in the West Bank. Walsh said the Bush administration is interested to know whether Israel intends to approve any further tenders. The Israeli officials said they understand that this bothers the Palestinians, but the political echelon was not involved in the tender in any way.The donor state conference will seek to raise billions of dollars for PA institutions. Jerusalem sources said Israel wants to preserve the conference as a mechanism to push the political process forward. We want the conference to focus on the positive momentum and not negative issues, said one source. These are crises that have happened and will happen and they should not bring negotiations to a halt each time.

MY COMMENT TO THE STORY

Well in my take on Bible Prophecy it says the 3RD TEMPLE has to be rebuilt before the final 7 year treaty of Daniels 70TH WEEK (Dan 9:24-27). In Daniel 9:26 it says the Romans (THE EU) will make this final treaty not the (U.S.A). In Daniel 9:27 it has to be a 7 year contract and the European Union has to Guarentee Israels security. (Daniel 8;23-25, Daniel 11;36-39). So I believe the EU will take control of the Peace process Bring Nato troops into Israel to Guarentee their security. I believe the Vatican will be given control of the Holy sites since the VATICAN and the EU will be working in unison in the MIDEAST. I believe in the final status talks ISRAEL will be able to rebuild their 3RD TEMPLE by the dome of the Spirits (all kinds of room their) and it will not destroy the dome of the rock. THE EU will then some time in the very near future sign the 7 yr treaty to usher in the 70TH WEEK of Daniel 9:24 and the final 7 years before the MESSIAH comes to the Mount of Olives. Zech 14:4.

70 Nations at Day-Long Conference for Palestinian Stateby Hillel Fendel DEC 16,07

(IsraelNN.com) Representatives of some 70 nations and another 20 international delegations will convene in Paris on Monday in a one-day Conference of Donors for a Palestinian State. The goal is to raise hundreds of millions of dollars, or more, on behalf of a Palestinian state adjoining, crowding - and threatening - the State of Israel. The event is being held as a continuation of sorts of last month's Annapolis Summit, at which Israel and the Palestinian Authority agreed to begin final-status talks. The agreement flew in the face of the U.S.-sponsored Road Map plan, which specified that the PA must stop anti-Israel terrorism from within the areas under its control before final-status talks could begin.Among the international representatives taking part in the Monday conference in Paris are UN Secretary General Ban Ki-moon, US Secretary of State Condoleezza Rice, Russian Foreign Minister Sergei Lavrov, and Israel's Foreign Minister Tzipi Livni. Quartet Middle East peace envoy Tony Blair, who recently stepped down as Britain's Prime Minister, will co-chair the event. Participating organizations include the European Commission, the Arab League, the International Monetary Fund, the World Bank and European and Arab financial funds. All 27 members of the European Union will be represented, as will be Middle East countries, the Group of Eight industrialized nations, Brazil, China, India and Norway.

Houses for Arabs - But Not for Jews

PA chairman Mahmud Abbas, who also heads the Fatah terrorist organization, is seeking $5.6 billion dollars over the coming three years for various needs of a state-in-the-making. Among them are thousands of Arab housing units to be built throughout Judea and Samaria - to which Israel has already reportedly agreed.

At the same time, Israel has imposed a ban - under American pressure - on Jewish construction in these areas.The PA is asking for money for development projects for education, health, business, and more. Some 30-40% of the projects are to be in Hamas-controlled Gaza, with guarantees to ensure that the funds do not reach Hamas. Such guarantees have been only partially effective in the past. Analysts expect a common thread to run through many of the speeches at the conference: Pressure and demands upon Israel to remove security checkpoints in Judea and Samaria. This, despite the fact that they actually aid the PA in fulfilling its commitment to fight terrorism; Israeli soldiers frequently detect would-be terrorists who attempt to smuggle weapons or explosives into Israel via the checkpoints.

The Dangers of a Palestinian State

Though it is the position of world opinion, the Bush Administration and Prime Minister Olmert's government that a Palestinian state is necessary, many analysts feel otherwise. Objections include military, religious and political considerations. Even Shimon Peres, in his book, Tomorrow is Now, resounding opposed a Palestinian state, writing, During a war, the borders of the Palestinian state will serve as an ideal springboard for mobile forces to immediately breach Israeli defenses towards the infrastructure vital to Israel's existence, to limit the freedom of action of the Israeli Air Force in Israeli skies, and to shed the population's blood through masses of artillery positions proximity to the border. In the absence of defensible borders, Israel will be annihilated in a war.Yitzchak Rabin wrote in his memoirs, Palestine will rise upon the ruins of the State of Israel.Shmuel Katz, co-founder of the Herut Party with Menachem Begin and an MK of the First Knesset, wrote, If the Arabs were given a state in a part of Palestine, they would surely accept it as the next of the 'phases' for attaining the rest of the country – which they have been forecasting for years. It would inevitably make a serious contribution to the grievous weakening of Israel, strategically and politically. It is illusory in the extreme – and shockingly misleading – to suggest that it will bring peace.

Russian Mediterranean Naval Build-Up Challenges NATO Sixth Fleet Domination David Eshel

This week witnessed a great thrust by Russia to demonstrate its military strength, when Russian President Vladimir Putin alarmed Europe by finally declaring Russia's official rejection of the Conventional Armed Forces in Europe Treaty (CFE), (the treaty entered into force on July 17, 1992 limiting the number of combat elements that Russia could deploy along its borders with Europe). Immediately following this declaration, Russian Defense Minister Anatoly Serdyukov announced sending a sortie of six Russian warships to the Mediterranean, led by the Admiral Kuznetsov aircraft carrier. Other vessels escorting the carrier as part of the task force are Admiral Levchenko and Admiral Chabanenko anti-submarine ships, and the Sergei Osipov and Nikolai Chiker support ships. The group is expected to be joined by the flagship Moskva a guided missile cruiser and four additional ships as it arrives in the Mediterranean.

This will be the first prolonged stay of a Russian carrier to the eastern Mediterranean in waters dominated with regular patrolled by the US Sixth Fleet and in vicinity of Israel’s shores. On its decks Admiral Kuznetsov carries 47 warplanes (mostly Su-33) and 10 helicopters. The Russian Black Sea Fleet contingent, which has already set out for its new mission from Sevastopol, will rely on the naval facilities at Syria’s Tartous port. Its presence for several months will be a complication for the Israel navy’s operations opposite the Lebanese and Syrian coasts, especially if the Russians could be joined at Tartous by Iranian extended Kilo class submarines armed with the Russian-made Sizzler Klub-S (3M54) missile, as some unofficial Israeli sources reported. The Rusian Kuznetsov carrier group will conduct three tactical exercises, including real and simulated launch of missiles, said Serdyukov, adding 11 port visits are expected to be made. Sending such powerful Russian warships onto the Mediterranean, for any amount of time, is no small matter. With the Mediterranean having been a NATO lake for the past 15 years, since the demise of the Soviet Union, the simple presence of a naval Russian force will require reviewed strategy and tactics of many of western and Israeli navies.

But making matters even more complicated for NATO, the Kremlin has also decided to send a sortie of warships to the northeastern Atlantic. No less that eleven vessels from the Northern Fleet have set sail on a range of voyages that will cover much of the globe. Extending to more than 12,000 miles they are scheduled to enter ports of six countries in 71 days.

In the latest twist to worsening East-West relations, NATO submarines and surface ships, which may include Royal Navy vessels, are already engaged in trying to gather information on the new Amur stealth class boat, being secretly tested by the Russian Navy in the Baltic. Adding to this greater-than-normal scrutiny effort is in part, a response to Russia's recent decision to resume long-range bomber flights close, or even penetrating into NATO airspace, which has revived memories of Cold War confrontation between the two blocs. In fact, twice during last summer, Russian Tu-95 Bear nuclear bombers have been spotted heading towards British airspace off Scotland, prompting the RAF to send fast reaction interceptors to head them off.
The prospect of Russia reactivating its cold war naval bases in Syria's Tartus and Latakia ports, could have a most dramatic strategic impact. High-profile air defense missiles and surveillance systems deployment around any Russian-manned installations in Syrian ports, might also shift the military balance to Israel's disadvantage, or even threaten a clash between Israel and Russian forces, as happened during the later stages of the so-called War of Attrition in 1970, along the Suez Canal.

The Russian Black Sea fleet's 720th Logistics Support Point at Tartus has been in disuse since 1991, when the Soviet Union imploded. Yet it remains the only Russian military base outside the post-Soviet Commonwealth of Independent States territory. Last year Russia reportedly dredged Tartus and began building a new dock at Latakia. The Syrian ports are invaluable for the Russian navy as an alternative naval base, provided that their security could be assured, by a viable air defense barrier - The Moskva with 64 SN-A-6 missiles on board (navalized S-300) will be able to provide such capability

Israeli analysts believe that the present and rather unprecedented Russian strategic decision - sending such an impressive naval sortie into the eastern Mediterranean - could have resulted from Israel's still mysterious foray into Syrian air defense, during the air strike on an alleged nuclear development or weapon assembly site. According to Aviation Week - who interviewed the retired Brigadier General Pinchas Burchris, director general of Israel's Ministry of Defense, before the Israeli fighter aircraft ingress, a main Syrian radar site was struck with a combination of electronic attack and precision weapons, causing complete black-out of the entire Syrian air defense system which relied exclusively on Russian produced and installed equipment. Aviation Week claims this event may have been one of the first examples of offensive and defensive network attacks that included higher-level, non-tactical network penetrations.

No precise information, nor confirmation of the AW&ST report was released by Israeli official authorities, but the very fact that non-stealth jet fighters managed to enter unscathed into the highly sophisticated Russian supplied air defense barrier, built painstakingly during decades, since the 1973 Yom Kippur War, speaks for itself. It certainly must have caused Moscow considerable embarrassment, over the lack of performance of their latest sophisticated air defense systems sold for hard cash to Mid Eastern Muslim nations. But not embarrassment alone, painful as it was, could have triggered Moscow to such a rapid reaction. The Russian navy is under growing pressure from Ukraine to withdraw the Black Sea Fleet from its traditional deployment at Sevastopol by 2017. Some recent incidents has sharpened this into, sofar minor, clashes with local elements, but the warnings are out in clear: get out - you are no longer wanted here!

The Kiev Post noted that the Black Sea fleet's lease on its Sevastopol base is hostage to Ukraine's volatile relations with Moscow - which will expire in 2017, necessitating a renegotiation or withdrawal. The Russian Black Sea Fleet base already boosted security at its navigational facilities, amid a dispute with Ukraine authorities, over a lighthouse, linked to the fleet in the Crimean city of Yalta. The Russian move came after Ukraine threatened to take over all the navigational facilities of the Black Sea Fleet. The dispute emerged when the staff of a Ukrainian state company seized the lighthouse and denied Russian servicemen access to the lighthouse.

All this would render the Syrian ports invaluable for an alternative naval base, provided that their security could be assured, by a viable air defense barrier, safeguarding them from any future Israeli, or US attack, or even surveillance activities. Bolstering such an air defense can be enhanced by the long-term presence in off-shore deployment of high-profile warships, mounting sophisticated airpower (Su-33 fighters) and air defense armament, such as the Admiral Kuznetsov's 3K95 Kinzhal missile system, the navalized version of the TOR and the Slava class Moskva's SA-N-6 Grumble navalized version of the S-300 (SA-10).

Another aspect of the new Russian Med deployment is intelligence. Israeli electronic warfare experts warn that the presence of a strong Russian naval force, most likely based in the Syrian port of Tartus, would represent a significant strengthening of Russian intelligence gathering capabilities in the region. The Russian navy is considered to have high-quality electronic equipment capable of observing new weapons systems and intercepting communications, which could become high-value assets to Syria and Iran. Russian intelligence maintained constant presence for several decades in international waters, where listening ships, camouflaged as fishing boats were positioned continuously off the Israeli coast, gathering electronic and communications. This activity continued at least through the 1990s.

Whatever the latest Russian foray might signal, one thing is clear, the Mediterranean will soon become a new 'Cold War' type contest between Western and Russian navies, which will heat up substantially once the new Russian fourth generation Project 955 Borey class submarines, armed with Bulava missiles also enter into the fray.

New England digs out after record snowfall Fri Dec 14, 10:58 AM ET

BOSTON (Reuters) - New England dug out on Friday from a record-setting storm that dumped 10 inches of snow on Boston, more than the city typically sees in the entire month of December. Thursday's storm hit hours before the afternoon commute, snarling roadways and leaving some travelers -- many of whom left their offices early only to face the storm's full force on the road -- stranded for hours during their trips home. Others had to abandon their cars or sleep in them after running out of fuel, local media reported.More than 400 flights were canceled at Boston Logan International Airport.The National Weather Service said the region could expect another blast over the weekend, when a second storm is expected to drop 6 inches of snow and sleet starting on Saturday evening.

It is a powerful Northeaster, said Charlie Foley, a meteorologist at the National Weather Service in Taunton, Massachusetts. The difference in this storm is that it is going to occur during the overnight hours and on the weekend, so we wouldn't expect it to have the impact that this thing yesterday did.Thursday's snowfall set a new one-day record for December 13, and was more than the 7.8inches that typically falls during the entire month of December.
Foley said temperatures were expected to reach 40 degrees Fahrenheit (4 C) on Friday, warm enough to melt some of the snow.
Logan Airport had returned to normal operations by Friday, with about 41 outbound flights canceled, said spokesman Phil Orlandella.
The airlines will have to play catch up for a couple of days, Orlandella said. It's not a madhouse here, things are moving pretty well.He said airport management did not yet know how their operations would be affected by the coming weekend storm.(Editing by Eric Beech)

GENEVA (Reuters) - The United Nations food agency appealed on Friday for $4 million to help tens of thousands of people forced to flee their homes in the Dominican Republic after Tropical Storm Olga unleashed flash floods. The death toll from the storm, the second to hit in just over a month, reached at least 19, mostly drownings, Dominican officials said on Thursday.We need $4 million to help victims over the next six months, Christiane Berthiaume, spokeswoman of the U.N.'s World Food Programme (WFP), told a news briefing in Geneva. The WFP would issue details of the appeal later in the day, she said.Some 37,000 people had fled their homes in the Dominican Republic, which shares the Caribbean island Hispaniola with Haiti, Berthiaume said.Olga killed three more people in Cuba, Puerto Rico and Jamaica, according to a statement issued by the U.N. Ice-storm power outages still nearly 400,000 DEC 14,07

HOUSTON (Reuters) - Utilities in the U.S. Central Plains said nearly 400,000 customers remained without power on Friday due to ice storms this week. Electric companies reported that more than 800,000 of the 1.2 million customers who lost power during ice storms this week have had power restored.As restoration efforts entered a fifth day, more than 389,000 customers remained without electric service.In Oklahoma, the hardest-hit state, OGE Energy Corp's Oklahoma Gas & Electric unit outages were falling toward 100,000 on Friday, but forecasts calling for another round of freezing weather may slow work by repair crews, said spokesman Gil Broyles.As much as four to eight inches of snow is expected to fall in northwestern Oklahoma beginning Friday afternoon, Broyles said.Snow should be less damaging to trees and power lines than freezing rain so may not increase the outage total but will make restoration efforts tougher, he said.We hope the weather won't make us take a step backward, but it may make moving forward more difficult, Broyles said.OG&E said the storm was the worst in the company's history, leaving more than 300,000 customers without power at its peak.

American Electric Power Co Inc's Public Service Co of Oklahoma said about 148,000 customers were still without power late Thursday, down from over 250,000 earlier in the week.PSO estimated it could take up to 10 days to restore power to all customers.The storm entered Oklahoma early Sunday, bringing freezing rain that accumulated as ice on trees and overhead power lines. David's Comment: The Plot Thickens

The Annapolis Summit is now three weeks behind us, but the lies, manipulations and plotting to bring about the demise of Israel continue. Several key events have taken place over the last few days, that those who love for and care about Israel, need to be aware of. and pray into. Lets take a look at what the people intent on Israel's destruction are up to .........

1/ Iran's Nuclear program In the USA, until recently Israel's closest ally, the NIE (National Intelligence Estimate) report that was released last week claims that intelligence concerning Iran's program to produce a nuclear bomb. After all of the recent claims and warnings by the US government, they now claim that Iran ceased their efforts to produce Nuclear weapons 4 years ago. Intelligence experts in Israel and the UK are in total shock at the US turn around and continue to stand by their information that points to Iran racing to achieve nuclear status. Israeli jornalist Yossi Klein Halevi, wrote in his article, An Insult to Intelligence: in The New Republic: The sense of betrayal within the Israeli security system is deep. After all, Israel's great achievement in its struggle against Iran was in convincing the international community that the nuclear threat was real; now that victory has been undone--not by Russia or the European Union, but by Israel's closest ally.

2/ Permits for New Housing in Jerusalem Establishing a Jewish presence in the land of our forefathers has been the dream of the Zionists for the last 100 years. At the same time it has been the dread of those who abhor the thought of the Jewish people living in the land that was promised to Abraham and hsi descendants. One of the standard demands of every peace treaty forced upon Israel is the cessation of the construction of new homes. The Annapolis peace initiative is no different. Last week the Jerusalem City Council authorised construction permits for 300 new dwellings in the Jewish neighborhood of Har Homa on the outskirts of Jerusalem. This area is not located in disputed territory, but Condalessa Rice is not happy about the decision and is questioning Israel's right to expand the Har Homa neighborhood. We read in Ezekiel 36 7 37 that it is the will of the Lord that all the Jews return to the land their ancestors once dwelt in, Judea and Samaria ( the West Bank) being the heart of the land in question. So who do these politicians think they are denying the Jewish people the right to live on their own land ?

3/ Confiscating the Settlers Guns The other issue in the news is that the Israeli police are in the process of confiscating the guns that West Bank settlers have always been permitted to carry for self-defense against being attacked by the so called Palestinians. One doesnt have to be a brain surgeon to figure out why the government is trying to disarm the settlers. Israel's defacto leaders, George Bush and Condalessa Rice have deemed that there will be a Palestinian State by the end of 2008. For that to become a reality (which we will continue to pray will not happen), Israel will need to evacuate more than 100,000 Jewish residents. The West Bank settlers will not be as docile as the Gaza settlers were, and the last thing the government wants is gunfire fights between armed Jewish settlers and Jewish IDF soldiers. It is obvious that this drive to take their weapons now is one of the first preparations for the US designed and demanded ethnic cleansing of Judea and Samaria.

4/ Russian Immigrants Being Lured Back In a bizarre turn of events... after so much effort over 30 years by Israeli and Western Jewish and Christian politicians, lobby groups and aid organizations, about 100,00 CIS emmigrants who went to Israel have returned back to the former Soviet Union! And Putin is overtly soliticing more with economic incentives (for those who are highly educated). Well, I guess Pharaoh also realized he couldn't run his country very well after his best workers all took off! But Putin knows that the carrot of money works better than the rod of forceful coercion... Yet he may meet the same end if he interferes with God's prophetic plan!

All four of the above issues are about hindering the restoration of Israel.

The Plot is Definately Thickening !

Lets pray that these schemes and conspiracies will become obvious to the Jewish people and that they will not allow themselves to be manipulated out of their God-given inheritance. Lets also pray that the George Bush and Rice will come under conviction of the God they claim to believe in, and will cease from this dangerous folly that endangers both Israel and the nations that conspire against her.

The Lord bless you as you bless Israel by standing in defense of her right to exist on the land given to the Jewish people by the God of Israel . Lets pray that Israel will turn back to their God. Do not be silent, but share this with your fellow Christians, share it with your pastors, and with anyone you have a chance to speak to. BRUSSELS — Gathering in a 16th-century monastery in Lisbon, European Union leaders signed a new treaty on Thursday that changes the way the 27-member bloc is run. Those changes include the creation of a permanent post of European Union president to represent Europe on the world stage.The treaty replaces the failed attempt to create a European constitution, which foundered after French and Dutch voters rejected it in referendums two years ago.
The post of president, with a term of two and a half years, will replace the unwieldy system by which European Union leaders and nations rotate holding the presidency every six months. The new treaty also alters the way decisions are made in the union. More decisions will be made by majority vote instead of by unanimous agreement, a threshold that critics said had hindered the union’s reaction to some major issues. In a sign of the lingering schisms between countries, and the ambivalence that some governments feel toward the process of European integration, the British prime minister, Gordon Brown, missed the signing ceremony. It was widely perceived as a snub to Britain’s neighbors.Blaming a scheduling clash, Mr. Brown — alone among the leaders — arrived late and signed the treaty alone. The European Union is deeply unpopular among some sections of the British public, as it is in several other European countries, and Britain’s popular press is skeptical about the benefits of European integration and the surrender of national sovereignty.

Mr. Brown’s absence from the ceremony enraged supporters of the European Union. It’s a complete and absolute scandal, said Andrew Duff, a pro-European Liberal Democrat member of the European Parliament. Likely contenders for the new presidency include Tony Blair, the former British prime minister; Prime Minister Anders Fogh Rasmussen of Denmark; Prime Minister Jean-Claude Juncker of Luxembourg; and a former Polish president, Aleksander Kwasniewski.

Photograph: Michael Regan/Action Images .The Fifa president Sepp Blatter believes that the European Union's Lisbon Treaty will allow the game's governing body to cap foreign players in domestic leagues.The agreement, which was signed by all 27 nations that comprise the EU in the Portuguese capital yesterday, replaces Europe's ill-fated constitution and will abolish many national vetoes, especially in areas of justice and criminal affairs. It will also reduce the size of the European commission, give the EU a sitting president and foreign policy chief, and eventually change the voting clout of EU countries to reflect their size.Along with a growing number of high-profile coaches and administrators, Blatter has long waged a battle against clubs who fill their starting line-ups with players from overseas and the Fifa president believes the new treaty will see sporting associations become exempt from the employment laws that give workers freedom of movement across the continent. That would allow Fifa to proceed with plans which will see teams forced to field at least six home-grown players at all times.

You have people like Sir Alex Ferguson and Roy Keane, the coach of Sunderland, and Franz Beckenbauer and [Johan] Cruyff and [Uefa president Michel] Platini all working in the right direction and we are working for the identity of football, said Blatter. They have accepted a new treaty in Europe and they discussed the specificity of sport and its statutes are guaranteed. We don't want to fight any laws or authority but we want football to exist as a good family.Blatter stressed the national identity of a club is lost if overseas-born players dominate and that England's failure to qualify for Euro 2008 had given the issue a higher profile. We have to maintain, if not the local idea of a club then at least the national identity of a club, he said. It does not look good if you have a club in a country and there are no national players on the team.Blatter claimed recent events in England had led to a sea change in opinion. This matter has been brought up by the Fifa president two or three years ago, but it has started now, he said. Why? Because something has happened in the motherland of football, England.They have not qualified for Euro 2008 and some have said that there are too many foreign players in the league. This discussion is going on in the Fifa strategic committee. We will have a look at some of these items and, at the next Fifa congress in Sydney, we will come out with a proposal that six plus five can be, will be and must be accepted by the Fifa congress.

European Union leaders hold end-of-year summit in Brussels

Brussels, Dec 14: European Union (EU) leaders arrived in Brussels Friday for a summit expected to focus on latest developments in Kosovo and on longer term issues such as globalisation and the shape of the bloc in 20 years' time.The traditional end-of-year meeting comes just a day after prime ministers and heads of state gathered in Lisbon to sign a landmark treaty designed to improve the European Union's decision-making process.Diplomats say Thursday's signing ceremony officially ended months of discussions and years of navel-gazing by EU leaders, allowing them to move on to deal with real issues.Real issues on the agenda of Friday's meeting include plans by Kosovo, a predominantly ethnic-Albanian province, to declare independence from Serbia.Some EU countries, divided Cyprus in particular, strongly oppose recognizing an independent Kosovo for fear that it might encourage other ethnic minorities to do the same.

EU leaders were not expected to reach unanimity on how to react to Kosovo's secessionist plans Friday, but were nevertheless expected to conclude that the province constitutes a sui generis case that would not set a precedent.Prime ministers and heads of state were also expected to discuss the EU's planned Galileo satellite navigation system as well as broader issues such as migration, climate change and the recent turmoil on the international financial markets.But perhaps the most potentially divisive discussion Friday's agenda concerns the creation of a so-called reflection group, an independent think tank of high-profile Europeans proposed by French President Nicolas Sarkozy to discuss the challenges that the Union will face between 2020 and 2030.

EU leaders to hail benefits of globalisation

Now that the EU's six-year long institutional impasse has ended, the 27-nation bloc is turning its attention to the outside challenge of globalisation – something that is to be highlighted by a fresh declaration at today's EU summit, suggesting the phenomenon should become a source of opportunity rather than a threat. Globalisation is increasingly shaping our lives by fostering the exchange of people, goods, services and ideas and by offering new opportunities to citizens and business, states the opening paragraph of the EU declaration on globalisation, seen by EUobserver. The paper continues by saying that greater trade flows and economic growth have increased prosperity, transforming the lifestyles of Europe's citizens and lifting millions worldwide out of poverty.

The idea to have a specific declaration on the economic benefits of globalised economies is mainly attributed to UK prime minister Gordon Brown, who once described properly-managed globalisation as a force for good. The union has always promoted free trade and openness as a means to foster growth, employment and development for itself and its trading partners and intends to continue taking the lead in this domain, the text says, clearly reflecting the liberal economic philosophy pursued by London. The declaration has also been welcomed in some of the countries that joined the EU club in 2004, with one diplomat from a new member state telling EUobserver that we felt that the effects of globalisation had sometime been wrongly attributed to EU enlargement. Globalisation will not disappear and therefore, the EU should take an advantage of it, the diplomat added. Nevertheless, the declaration takes into account some concerns about the phenomenon, expressed mainly in Paris. The European Union will press for increasingly open markets which should lead to reciprocal benefits (...) Our partners must also demonstrate openness, on the basis of internationally agreed rules, in particular as concerns fair competition and the protection of intellectual property rights, the paper states. The wording is a clear response to France's aim to protect home-grown industries from cheap imports as well as to its push for the so-called principle of reciprocity, meaning trading partners should open their markets as much as the EU does.

Let's not be naive, we must demand a reciprocity, president Nicolas Sarkozy said in October, when the issue was debated by EU leaders for the first time. He complained about the environmental and social requirements placed upon EU businesses, but not followed by their non-European competitors. We have to remind others there are rights as well as obligations, he said, singling out Russia and China.In general, the declaration - to be adopted later on Friday (14 December) - is widely seen as a bargain between the UK and France, as Mr Sarkozy needed London's approval for his own idea to set up a reflection group designed to sketch the best political recipe for how to deal with Europe's future major challenges.

BRUSSELS (Reuters) - European Union leaders on Friday named former Spanish Prime Minister Felipe Gonzalez, a past critic of Turkey's EU membership bid, to head a reflection group to study the long-term future of the 27-nation bloc.The panel was the brainchild of French President Nicolas Sarkozy, a vehement opponent of Turkish accession, who first called in August for the EU to create a group of wise people to consider Europe's final borders.The mandate has since been changed to look at the future of Europe in 2020-2030, focusing mostly on the economic challenges of globalization.In this new European dream, the question of borders is bound to be posed, not simply first of all the question of Turkey but should Europe set borders or not, the French leader told a news conference after an EU summit.Sarkozy may have scored a point by stealth with the choice of Gonzalez, a socialist who ran Spain from 1982 to 1996 and voiced skepticism three years ago about incorporating the large, poor, mostly Muslim country into the EU.

Spanish newspapers quoted the ex-premier in May 2004 as telling a Universal Forum of Cultures in Barcelona there were limits to the enlargement of Europe, which should stop at the borders of Turkey because of social and cultural differences.Asked about those comments, Gonzalez's spokesman Joaquin Tagar told Reuters in Madrid on Friday: He was just expressing a theoretical opinion, not taking a definite position on the matter. He was just pointing out the difference between European and Turkish culture.Pressed to say what Gonzalez's position on Turkey's candidacy was now, he said: What he has been saying in recent times is that if the European Union has a commitment to Turkey, it should honor it.

WHERE DOES EUROPE END?

In Ankara, a Turkish Foreign Ministry official said: The mandate of the wise men group was very important for us and apparently Turkey was excluded. So with regard to Turkey's EU process, it's not very important for us who chairs the group.The reflection group, which will number no more than nine members, is mandated to look at the stability and prosperity of the Union and of the wider region.The formulation deliberately left open whether Turkey would be part of the Union or the wider region in 2020-2030.The panel will also look at issues such as energy, climate change and justice matters. It is due to report its findings to EU leaders in June 2010.Former Latvian president Vaira Vike-Freiberga and Jorma Ollila, the chairman of mobile phone giant Nokia, were named as the two vice-chairs of the panel.Spanish Prime Minister Jose Luis Rodriguez Zapatero voiced delight at the choice of his political mentor for the key chairman role, and said it had not been ruled out that the group could discuss the EU's borders.

Here are some of the main points of the European Union's new Treaty of Lisbon: It incorporates the key reforms in the constitution but it discards the name.The Charter of Fundamental Rights becomes legally binding - in all the member states except Britain and Poland, which negotiated exemptions.There is also a provision that if a million citizens petition the European Commission, it will propose legislation in the field concerned.

A new foreign policy chief with EU staff will give the bloc a greater say on the world stage. The High Representative will answer to EU governments and be a vice-president of the European Commission, with power over the EU external aid budget. A NATO-style mutual defence clause in case one of the member states is attacked is another of the foreign policy features.Voting at the member state level will be based on a double majority system, from 2017. A decision, to pass, will need 55 percent of the countries' support.At the moment this means 15 of them.These have to represent 65 percent of the EU's population. The Ioannina decisional delay provision especially important for Poland - in lieu of greater voting weight - becomes valid at this time.

The redistribution of seats in the European Parliament has been adjusted under a reform agreed in the assembly. This reshuffle for an enlarged EU reflects population changes. The treaty raises the total number of seats to 750 but it does not count the parliament's president.Like the constitution, the treaty aims to streamline the number of members in the EU executive college, or European Commission. It says the number of commissioners will be reduced from 27 to 15 by the year 2014. Its head will be named according to the results of European elections, this needing endorsement by a parliamentary vote.

The EU leaders will choose a president of the European Council for a 2-1/2 year renewable term.This does away with the current six-month rotating presidency - today assumed by a country. In the future an individual will chair the agenda and summits.Also left out is the flag commonly associated with the EU, formerly the European Communities, which adopted the banner in the 1980s. The Lisbon Treaty also makes no mention of the anthem symbol, Ode to Joy.

Kasicky: EU and NATO Have Found Ways to Finance Joint Operations

Bratislava, December 12 (TASR-SLOVAKIA) - Mechanisms have already been found within NATO and EU to finance the deployment of units of individual member countries in joint operations, Slovak Defence Minister Frantisek Kasicky said after the Government session on Wednesday.According to him, in the case of the EU this concerns the so-called Athena project. At every ministerial meeting, we're pushing for this project valid for 2007-2008 to continue also in 2009, because our first contribution to the EU Battle Groups will only be in 2009, said Kasicky.As for NATO, Kasicky said that a Slovak initiative has also added impetus to the development of the Rapid Reaction Forces project.Kasicky added that the latest meeting of EU defence ministers in the Netherlands decided that a specific project for financing military units will be submitted at the next meeting.msm/df/tb

FIIA: no wartime help for Finland without NATO Only temporary damage to Finnish-Russian relations from joining alliance

According to an assessment issued on Tuesday by the Finnish Institute of International Affairs (FIIA), Finland should join NATO only if it is ready to defend other member states of the alliance against an attack. If Finland's political decision-makers and its citizens do not feel that an attack on Istanbul, Washington, or Tallinn would be so significant that Finland should immediately offer its help, possibly also in the form of sending military units, Finland should not become a member of NATO, the report states. According to the writers, in such a case, Finns should not expect other countries to come to their aid if Finland is attacked. The FIIA text gives a cautiously NATO-positive background analysis of the development of NATO and its links with Finland.

In the introduction to the report, FIIA director Raimo Väyrynen writes that the ten experts who took part in the project had sharply differing views of Finnish foreign policy when they began their work. The text, edited by FIIA researcher Charly Salonius-Pasternak, assesses the enlargement of NATO, its new tasks, the role of the United States in NATO, and the alliance's interaction with other systems. FIIA does not see that NATO is getting any alternatives as a defence alliance. The common European defence will continue to be organised exclusively through national solutions, as well as NATO, the assessment concludes. Decisions on NATO will have to be made in Finland and elsewhere on the basis of inadequate information, because NATO is changing. According to the report, Finnish membership in the alliance would probably cause only temporary damage to relations between Finland and Russia.
FIIA has worked on its report at the same time that another assessment is being produced at the Ministry for Foreign Affairs.
The Foreign Ministry report is to come out next week, once it has been presented to the foreign affairs committee of the President and government.

Minister of Defence Jyri Häkämies (Nat. Coalition Party) feels that when discussing the NATO issue, the implications of the security guarantees of the European Union should be known.
These matters need to be examined alongside each other, and not separately, Häkämies says. In his view, it would be especially important, when pondering NATO membership, to know what the large EU countries feel about the EU security guarantees. Foreign Ministry official Teija Tiilikainen is currently drafting a report on EU security guarantees, which is expected to be ready in March.
Defence Minister Häkämies feels that the first question in the NATO debate is if Finland needs security guarantees in case of a military attack. If we want security guarantees, we need to know how the EU will implement them. If the EU plans to implement security guarantees through NATO, it would be a significant piece of information in the NATO debate, Häkämies says.

Russia to complete Iran's atom plant

Iran's nuclear programme has reached a crucial milestone after Russia and Teheran agreed a timetable for completing a long-delayed reactor.The two countries have agreed to activate the Bushehr nuclear power station, which Russian technicians have been building on Iran's Gulf coast.This facility, forming the centrepiece of Iran's atomic energy programme, is being used as a cover for Teheran's covert effort to build nuclear weapons, according to Western governments.America has repeatedly urged the Kremlin to stop building Bushehr - and Russia has often dragged its feet on completing the project.But Moscow appears to have changed its mind and decided to press ahead. We have resolved all the problems with the Iranians, said Sergei Shmatko, the president of the state-controlled nuclear energy company, Atomstroiexport, which is constructing Bushehr.Sergei Lavrov, the Russian foreign minister, said that Bushehr would comply with all International Atomic Energy Agency safeguards. These are designed to ensure its use for civilian purposes only.

CAIRO, Egypt - Al-Qaida's deputy leader denounced last month's Mideast peace conference in Annapolis, Md., as a betrayal of Palestinians in a new audio message posted Friday on an Islamic militant Web site, It was the first reaction by the terrorist network to the Mideast conference, sponsored by President Bush and attended by key Arab countries, including Saudi Arabia, Syria and Egypt, as well as Palestinian and Israeli leaders.The conference relaunched Palestinian-Israeli peace talks after a seven year hiatus — a key breakthrough in the region's core conflict.The Annapolis meeting was held to turn Palestine into a Jewish state, the voice, purported to be that of Ayman al-Zawahri, said the 20-minute posting that carried a still photo of the white-turbaned militant against a backdrop of a photograph from the conference.

The czar of Washington invited 16 Arab countries ... to sit in one room, at one table with the Israelis, al-Zawahri said, adding that the conference witnessed the betrayal deals to sell Palestine.The authenticity of the posting could not be independently confirmed, but the voice was recognizable as that of al-Zawahri. It was posted by al-Qaida's media arm, Al-Sahab, on a site where it usually releases its messages.The site also had a banner advertising an upcoming interview of al-Zawahri by Al-Sahab, with a picture of him in a white traditional Arab robe and white turban, seated before a bookshelf. Such advertisements are usually posted up to 72 hours before the message is released.Al-Zawahri mainly addressed Arabs, urging them to condemn the Annapolis conference and label Mahmoud Abbas as the traitor, adding that the Palestinian brother-president sold you out in Annapolis and in its aftermath.It's time now, he said, for the Muslims to extent hands to other jihad brothers a likely reference to militants beyond the Middle East.

(IsraelNN.com) According to a document brought out of mothballs seven years after it was signed, Defense Minister Ehud Barak – then Prime Minister of Israel – agreed to transfer the Temple Mount in Jerusalem, Judaism's holiest site, to Arab sovereignty.

The document entitled The Status of the Diplomatic Process with the Palestinians - Points to Update the Incoming Prime Minister outlined the many points of disagreement between Israel and the Palestine Liberation Organization (PLO), but noted significant agreement on at least three core issues. The talks at Camp David and Taba in 2000 and 2001 resulted in agreements on the issues of borders, refugees and Jerusalem, according to a 26-page document obtained by the Ha'aretz news service.Signed by Gilad Sher, bureau chief to then-Prime Minister Ehud Barak, the document included plans for an initiated separation in the event that talks would break down. It was the precursor to Israel's plan to withdraw from Gaza, which was carried out in then-Prime Minister Ariel Sharon's 2005 Disengagement operation, and to withdraw from Judea and Samaria which the current government is planning.All aspects of life were to be covered in a plan that was to be carried out over a number of years -- leaving enough time for adjustment and change as conditions warranted, including updated negotiations. The document indicated the cabinet gave its final approval for the plan in October 2000.On December 23, 2000, then-US President Bill Clinton sent a document entitled The Ideas Raised by President Clinton to Israel and the PA.

Those ideas were for Israel to annex 4 to 6% of Judea and Samaria for Jewish settlement, with 94-96% of the region going to a PA state, providing that Israel allow all PLO Arabs free passage through Israel. The Temple Mount would go to the PLO, with the Western Wall, the City of David, the Mount of Olives and other holy sites being given to Israel.According to Ha'aretz, Israel told Clinton that it wanted a special authority to ensure freedom of worship to Jews and Muslims at Jerusalem holy sites. In the Israeli response, Barak stated that the Jewish population of Judea and Samaria would not fit into Clinton's proposed annexed territory. He also stated that Israel should be in charge of securing safe passage to all worshippers at the Tomb of the Patriarchs in Hevron, Joseph's Tomb in Shechem, and Rachel's Tomb in Bethlehem. Barak and Clinton agreed to keep Israel's seven-page response a secret, but Barak sent letters before he left office to Clinton, George W. Bush, Yasser Arafat and Egyptian President Hosni Mubarak saying that Israel was not bound by Clinton's manifesto. Recently Barak, who is now the Defense Minister and Labor party chairman, has said he is advocating a plan to entice Jewish residents of Judea and Samaria to leave their homes in exchange for financial compensation.

JERUSALEM – In spite of longstanding denials by top officials here, the Israeli government in 2000 agreed to relinquish the Temple Mount – Judaism's holiest site – to the Palestinians during U.S.-backed negotiations, according to declassified documents made public today. The information comes as Prime Minister Ehud Olmert earlier this month denied talks started at November's Annapolis summit would lead to Israel giving up its sovereignty over the Temple Mount, while chief Palestinian negotiators tell WND the Jewish state already agreed to forfeit Judaism's holiest site to a coalition of Arab countries. According to declassified Israeli government documents published today by Israel's Haaretz newspaper, during U.S.-led negotiations in 2000 at Camp David, Ehud Barak, then prime minister, agreed sovereignty over the Temple Mount would be either ambiguous or control would be determined based on the bond of each party to the site. The Palestinians would therefore control the upper sections of the Mount, which houses the Al Aqsa Mosque and also is the site of the First and Second Jewish Temples.

The 2000 negotiations fell through after Palestinian President Yasser Arafat rejected an offer of a Palestinian state in the West Bank, Gaza Strip and eastern sections of Jerusalem. Barak at times denied he offered the Temple Mount to the Palestinians, but he also indicated during interviews he was willing to compromise over the site. Haaretz published excerpts from a 26-page document it obtained, signed by Barak's negotiator Gilad Sher and said to be summaries of Israeli-Palestinian negotiations. The document was titled The Status of the Diplomatic Process with the Palestinians Points to Update the Incoming Prime Minister. Sher also wrote in his book published after the 2000 negotiations, titled Beyond Reach, that President Bill Clinton floated a plan that called for the Temple Mount to become Palestinian sovereign territory, while the Western Wall below and its complex would fall under Israeli sovereignty.

Barak was said to have initially rejected that plan, but according to participants at the negotiations summit, he was ultimately willing to forfeit the Temple Mount. The 26-page document published by Haaretz also said Barak was willing to give up most of the West Bank and split Jerusalem into two capitals, one called Jerusalem and another Al-Quds. Negotiations would have seen Arab sections of Jerusalem being turned over to the Palestinians. The release of the document follow's last month's Annapolis summit at which Olmert committed to aim at creating a Palestinian state before the end of next year, handing strategic territory to Palestinian Authority President Mahmoud Abbas. In a briefing to reporters upon returning to Israel from Annapolis, Olmert claimed Israel's sovereignty over the Temple Mount is not up for discussion. He said negotiations started at this week's Annapolis summit had no bearing on the situation on the Temple Mount. But a chief Palestinian negotiator, speaking to WND on condition of anonymity, said Olmert's denials were false.What Olmert said (regarding the Mount) is absolutely false. I think he's not yet ready to tell the Israeli public and is waiting for the right time, and he fears his coalition with religious extremists will fall apart if he announces it now, said the negotiator. Olmert's maintains a government coalition with the religious Shas party and Russian Yisroel Beiteinu party, but if those two bolt, the prime minister could create a new coalition with leftist parties.

The chief Palestinian negotiator said that in the months leading up to Annapolis, the Palestinian team was surprised by Olmert's willingness to give up the Mount. We had intense debates on many topics, which remain open and unsettled, but the Harem Al-Sharif (Temple Mount) is not a sticking point. The Israelis didn't argue with us. We were pleasantly surprised Olmert didn't debate about giving the lower section of the [Mount] either, which was a sticking point in the past.According to the negotiator, Olmert agreed to evacuate the Mount but not to turn it over to the Palestinians alone. The negotiator said both sides agreed, the Temple Mount would be given to joint Egypt, Jordan and Palestinian Authority control. He said the Israeli government felt an umbrella group of several Arab countries controlling the holy site instead of only the PA would help ease Israeli domestic opposition to giving up the Temple Mount, since Egypt and Jordan are considered by Israeli policy to be moderate countries. The Palestinian negotiator pointed out Israeli prime ministers previously denied withdrawal plans only to later carry them out. Former Prime Minister Ariel Sharon, elected on a platform against evacuating territory, denied for his first year in office he would retreat from the Gaza Strip, but in 2005 he carried out a Gaza withdrawal.

Israel bars Jews, Christians from praying on Mount

The Temple Mount is the holiest site in Judaism. Muslims say it is their third holiest site. The First Jewish Temple was built by King Solomon in the 10th century B.C. It was destroyed by the Babylonians in 586 B.C. The Second Temple was rebuilt in 515 B.C. after Jerusalem was freed from Babylonian captivity. That temple was destroyed by the Roman Empire in A.D. 70. Each temple stood for a period of about four centuries. The Jewish Temple was the center of religious Jewish worship. It housed the Holy of Holies, which contained the Ark of the Covenant and was said to be the area upon which God's presence dwelt. The Al Aqsa Mosque now sits on the site. The Temple served as the primary location for the offering of sacrifices and was the main gathering place in Israel during Jewish holidays. The Temple Mount compound has remained a focal point for Jewish services over the millennia. Prayers for a return to Jerusalem have been uttered by Jews since the Second Temple was destroyed, according to Jewish tradition. Jews worldwide pray facing toward the Western Wall, a portion of an outer courtyard of the Temple left intact. The Al Aqsa Mosque was constructed around A.D. 709 to serve as a shrine near another shrine, the Dome of the Rock, which was built by an Islamic caliph. Al Aqsa was meant to mark where Muslims came to believe Muhammad, the founder of Islam, ascended to heaven. Jerusalem is not mentioned in the Quran. Islamic tradition states Muhammad took a journey in a single night from a sacred mosque – believed to be in Mecca in southern Saudi Arabia – to the farthest mosque and from a rock there ascended to heaven. The farthest mosque later became associated with the Al Aqsa Mosque in Jerusalem. Currently under Israeli control, Jews and Christians are barred from praying on the Mount.

The Temple Mount was opened to the general public until September 2000, when the Palestinians started their intifada by throwing stones at Jewish worshipers after then-candidate for prime minister Ariel Sharon visited the area. Following the onset of violence, the new Sharon government closed the Mount to non-Muslims, using checkpoints to control all pedestrian traffic for fear of further clashes with the Palestinians. The Temple Mount was reopened to non-Muslims in August 2003. It still is open but only Sundays through Thursdays, 7:30 a.m. to 10 a.m. and 12:30 p.m. to 1:30 p.m., and not on any Christian, Jewish or Muslim holidays or other days considered sensitive by the Waqf. During open days, Jews and Christian are allowed to ascend the Mount, usually through organized tours and only if they conform first to a strict set of guidelines, which includes demands that they not pray or bring any holy objects to the site. Visitors are banned from entering any of the mosques without direct Waqf permission. Rules are enforced by Waqf agents, who watch tours closely and alert nearby Israeli police to any breaking of their guidelines.

NEW YORK - Stocks sold off Friday after a jump in consumer inflation raised concerns about how much freedom the Federal Reserve has to continue cutting interest rates. The Dow Jones industrial average gave up more than 100 points. The Labor Department said the consumer price index rose 0.8 percent in November amid a spike in gasoline prices. The report also found large increases in the cost of clothing, airline tickets and prescription drugs.The report raises questions about the Fed's options for priming the economy. The Fed this week lowered interest rates and announced a plan to align with other key central banks and offer loans to pressed lenders around the world. But while it wants to stimulate the U.S. economy and make lending easier among banks wary of faltering debt, the Fed also has to keep a watchful eye on inflation.Robert Dye, senior economist at PNC Financial Services Group, said the economic readings this week painted a mixed picture for investors, spurring some of the market's volatility.

Israel is still the go-to state for all things defense-related, according to recent statistics and reports.Israel became the world's fourth largest arms exporter in 2007, after signing contracts worth $4.3 billion, according to the Defense Ministry. According to Ministry Director Pinchas Buchris, only the U.S.A., Russia and France export more arms than the tiny Middle Eastern country. Great Britain exported fewer arms than Israel in 2007.
Israel's main exports in the defense field are radar systems, anti-tank missiles and Unmanned Aerial Vehicles, and its major clients are India, Turkey, the U.S.A. and other western countries.

New law to regulate exports

A new law which will go into effect in January will regulate arms exports, and it will be enforced by a new agency – the Defense Export Department. The maximum punishments for violations of the rules governing defense exports will be 5 years in jail and fines could reach NIS 10 million.The Defense Ministry handles 30,000 applications for brokering permits a year, 5,000 applications for export licenses, and a further 70,000 applications for license renewals.The law is intended to place Israel's arms exports under the kind of limitations that other exporting countries have placed on themselves. It will make it illegal for an Israeli abroad to sell weapons from one foreign country to another in violation of an embargo. The law will also define which weapons are forbidden for export and will make it more difficult to qualify for an export license.

Israel is no newcomer to the club of top defense exporters, and was actually listed in third place by Jane's Defense Weekly as recently as 2003. Israel hosts OSCE Med bunch DEC 14,07

A grouping of Israel and six Arab nations aimed at promoting regional tolerance will meet in Tel Aviv. The meeting of the Mediterranean Partners of the Organization for Security and Cooperation in Europe will take place next Tuesday and Wednesday. The grouping, which comprises Tunisia, Algeria, Morocco, Jordan, Egypt and Mauritania, is an outgrowth off the OSCE's Combating Intolerance and Discrimination and Promoting Mutual Respect and Understanding, an initiative launched in 2003 to combat the perceived recent growth of anti-Semitism and other forms of intolerance in Europe. Israel has diplomatic relations with Egypt, Jordan and Mauritania and limited trade and exchanges with Morocco, Algeria and Tunisia. The meeting comes as the United States is nudging Arab nations to improve ties with Israel in the wake of renewed Israeli-Palestinian peace talks. Members of the OSCE, a 55-nation grouping of European and North American nations promoting security in Europe, will also send delegates.

Among those representing the United States will be Rep. Alcee Hastings (D-Fla.), the chairman of the congressional Helsinki Commission, which monitors human rights. Over the past year, in my travel to the region and in meetings that I have held with representatives of our Mediterranean Partners, I have continued to urge that the annual OSCE Mediterranean Conference be held in Israel, Hastings said in a statement. I am quite pleased that it will be taking place there this year.Hastings plans to meet Prime Minister Ehud Olmert while in Israel.

The EU favours the text. But the United States is adamant specific figures should not be included. The UN says it wants a mandate that sets up talks for a new climate deal beyond 2012. With the US and Europe showing no signs of compromise, this meeting is expected to continue until Saturday.Australian Prime Minister Kevin Rudd says a final Bali mandate must be agreed on at the meeting.Australia is waiting for the findings of an economics report before it declares its policy on interim targets.

But Mr Rudd says countries must agree on a Bali road map that sets up a new international climate deal when the Kyoto Protocol expires.I'd be very concerned if negotiations meant that we had any states indicating they would walk away from the process, he said.What I have instructed our negotiators to do is to spare no effort in trying to bridge the gap between developed countries and between developed and developing countries to make sure we have a robust mandate going forward.

Geminid Meteor Shower peaks this week

This month the red planet Mars moves westward across the Gemini Twins and by month's end is crossing the boundary of eastern Taurus. On the evening of Dec. 23 the full Moon rises very close, within one degree, of Mars as viewed by most observers. However, from the far northern latitudes of Canada and Alaska the Moon will be seen to occult, or pass in front of Mars. As the image shows, on that evening Mars will not only be close to the Moon, but Mars will also be within about two-degrees of the open star cluster, M-35. Unfortunately having a full Moon near something like M-35 means that M-35 will not be visible as its relatively dimmer light is lost in the glare from the Moon. Wait a couple of nights and go out before the Moon rises to look for M-35. It will be only a degree or two further to the east from Mars. Both are still close enough to be seen in the field of view of binoculars.

Geminid Meteor Shower

During December the other good annual meteor shower reaches its peak on Friday, December 14. While the peak is on Dec. 13 and 14, the actual meteor shower event lasts nearly two weeks, from Dec. 6 through Dec. 19. The meteors will radiate outward in all directions from the radiant which is located quite close to the star Castor. The Gemini Twins rise at about 7 p.m. and so the radiant for the meteor shower may be observed throughout the night. The constellation will still be high above the southwestern horizon at the peak time. Despite a crescent Moon rising at about 2a.m. local time the light from the waning crescent Moon will not interfere with observing meteors. The Geminids are as exciting as their summer counterpart, the Perseids, often producing a high rate of visible meteors. A meteor shower occurs as the earth, moving along its orbital path, passes through clouds of debris left behind by comets. The Geminids are unique in that they are associated with an Apollo Asteroid, 3200 Phaethon. An Apollo Asteroid is one whose orbit crosses the earth's orbit.
Rising over the eastern horizon in the early evening hours during December are the stars of the constellation Auriga, the Charioteer. Appearing as a five-sided pentagon-shape with the brilliant star Capella in the upper right corner, and the other four stars Hassaleh, Elnath, Theta and Mekalinan. It is an easy star pattern to recognize and within its boundaries are three deep-sky objects discovered by Charles Messier that can be seen under dark skies with binoculars. These are the open star clusters, M36, M37 and M38.

Each of these open star clusters shines at magnitudes that flirt with the limit of naked-eye visibility. M36, 4100 light years distant has an apparent magnitude of 6.5; M37, at a distance of 4400 light years, has an apparent magnitude of 6.0, and M38, at 4200 light years, is the faintest of the trio with an apparent magnitude of 7.0 .The brightness of all three also competes with the glow of the Milky Way in their background. While this may take away from some of their brightness, having the Milky Way to view objects against is certainly a pleasure, as this computer-generated image above illustrates. The darker the skies the better is definitely the rule here. These three star clusters are close enough together that they fit within the field of view of most binoculars.

Planetary Guide

Mercury is steadily moving eastward toward the Sun and superior conjunction on Dec. 17. It might be possible to view Mercury for the first few days this month but it will be low above the southeastern horizon shortly before sunrise. Venus starts the month about four degrees east, to the right, of the bluish star Spica. Using Spica as a reference point the daily movement of this inner, and relatively faster moving planet becomes obvious. By month's end Venus will have nearly made it to the reddish star Antares in Scorpius. Mars is very visible within the stars of the Gemini Twins. This month Mars is closest to the Earth on Dec. 19. The red planet reaches opposition on Dec. 24, and is well into its retrograde loop as it moves westward into Taurus. Jupiter is too close to the sun and will be in conjunction with the sun by Dec. 23. Watch for the giant planet to reappear in the morning skies next month. Saturn rises around midnight local time and is visible over the southern horizon around sunrise.
