East China braces for fierce typhoon SEPT 18,07

SHANGHAI, China - China's commercial center of Shanghai was evacuating 200,000 people on Tuesday ahead of the expected arrival of Typhoon Wipha, potentially the most destructive storm to hit the city in a decade, local media reported. Whipping up waves up to 36 feet high, Wipha was moving northwest across the sea north of Taiwan and was forecast to make landfall south of Shanghai early Wednesday, weather reports said.The typhoon is very likely to develop into the worst one in recent years. We are still observing it. It's hard to say at this moment, said a man who answered the phone at the city's meteorological bureau. As is common with Chinese officials, the man identified himself only by his surname, Fu.At 9 a.m. (9 p.m. EDT) Tuesday, Wipha's center was located about 137 miles east of Taiwan's capital, Taipei, according to the Hong Kong Observatory's Web site.Shanghai and the coastal provinces of Zhejiang and Fujian to the south issued typhoon warnings requiring all vessels to return to shore or change course to avoid the storm, the official Xinhua News Agency said.State-run newspapers reported that some 200,000 people living in coastal or low-lying rural areas of Shanghai were being evacuated as a precaution, although the city was only experiencing intermittent showers early Tuesday.A worker was killed and another seriously injured Tuesday when scaffolding collapsed at a highway construction site in Taipei, Taiwan's Disaster Relief Center reported.

Schools, offices and the stock market in northern Taiwan were ordered closed as a precaution and flights from Taiwan to Japan, South Korea and a few other Asian countries were canceled, officials said.The storm was upgraded from a tropical storm on Monday afternoon. Wipha is a woman's name in Thai.The deadliest storm to hit the China coast in recent years was Typhoon Winnie in 1997, which killed 236 people. Typhoon Rananim, with winds of more than 100 mph, was the strongest typhoon to hit the Chinese mainland since 1956, killing nearly 200 people.

NAIROBI (Reuters) - Fears mounted on Monday that downpours which have killed dozens in Africa, uprooted hundreds of thousands and devastated crops could continue past the end of the rainy season and hit areas that have so far escaped floods. Our estimates show the floods are likely to worsen or remain at the same level up to October or early November, said U.N. World Food Programme Uganda representative Tasema Negash.Experts say the rising waters may hit as yet unaffected areas in the coming days, such as Uganda's central regions.We are calling on the international community to come to their rescue before it is too late," said Musa Ecweru, minister for disaster preparedness in Uganda, where 300,000 people have already been affected and at least nine killed.Scores have died in more than a dozen countries often ravaged by droughts, but now inundated by torrential downpours destroying settlements and sweeping away crops and livestock -- cornerstones of Africa's developing economies.Across the continent, uprooted communities shelter in abandoned schools, churches and under plastic sheeting.Schoolboys carrying books above their heads wade through flooded fields, while villagers stand on the muddy wreckage of homes searching for missing family.Across east Africa, more than 90 people have now died from floods and the waterborne diseases that have followed -- at least 63 in Ethiopia alone.In west Africa, the U.N. humanitarian agency OCHA says floods have affected half a million people. We need medicines because we expect outbreaks of diarrhea and cholera, Ben Brown, regional co-coordinator of Ghana's National Disaster Management Organization, told Reuters.Northern Ghana has been particularly badly hit, and the authorities there have appealed for international help to feed, clothe and house tens of thousands uprooted by rising waters that have killed at least 18.Malaria may be expected because we have stagnant waters and mosquitoes will breed, Brown said. Last week in neighboring Togo, where at least 20 people have died since last month, the authorities delayed the start of the new academic year for a month after 46 schools were damaged.And in already impoverished Mali and Niger, swarms of crop-eating locusts are now feared, OCHA said. CAPE CORAL, Fla. - As many as 150 homes were damaged by a powerful tornado that swept off the Gulf of Mexico and plowed into this southwest Florida city, officials said Monday. One person suffered minor injuries from flying debris. Thunderstorms that spawned the tornado hit Cape Coral around 6:30 p.m. Sunday.Water was pouring in through the windows, it soaked everything, said Jessica Gibson, whose apartment building roof was partly torn off.Daniel Noah at the National Weather Service said the tornado started as a water spout over Fort Myers Beach and moved north into Cape Coral. He estimated the winds speeds were between 90 and 110 mph.One minor injury from flying debris was reported after the tornado, which damaged dozens of houses, apartments and other buildings, city spokeswoman Connie Barron said. Cape Coral's chief inspector, Bill Selvia, told the News-Press of Fort Myers on Monday that the final damage estimate could be in the millions of dollars.At the Silver Sands Resort, the tornado toppled a tiki bar and tore the roof off two units, owner Tom Groves said.It threw all the chairs into the pool — just made a general mess, Groves said.

Cooler weather aids fight against SoCal wildfires

(AP) — Firefighters kept an eye on the winds Monday as they made progress in surrounding two wildfires that have chewed through more than 16,000 acres of dry brush in San Bernardino and San Diego counties.Cooler temperatures and light winds overnight helped prevent the spread of the Butler 2 fire, which has charred 15,433 acres — or more than 24 square miles — in the San Bernardino National Forest.About 340 residents of the Fawnskin area remained evacuated but another 1,200 who voluntarily left their homes in Green Valley Lake had returned, officials said.

Actress Shirley Jones and her husband, producer Marty Ingels, evacuated their 17-acre hilltop estate in the town of Fawnskin.Jones said flames could be seen just a few hundred yards from their property.It's all up to God and the shifting winds, she said in a prepared statement. This is a real nailbiter.Extra firefighters were on duty to protect structures and prevent flames from pushing into Fawnskin. The fire, which burned several outbuildings at a campground, was 12% contained.Despite the progress, crews were concerned about the winds, which were expected to blow from the west at up to 15 mph.The weather is a concern today because if we get any winds from the west, it could push the fire into Fawnskin, said Robin Prince, fire information officer with the U.S. Forest Service.Stretches of highways 18 and 38 remained closed. Six schools in the Bear Valley Unified School District canceled classes as a precaution, affecting 3,200 students.In eastern San Diego County, a wildfire northeast of Julian had burned 850 acres and was 70% surrounded. The Angel Fire, which authorities said was started by an illegal campfire, was expected to be fully contained by Wednesday.The blaze led to the evacuation of about 400 people from the nearby subdivision of Whispering Pines. Residents in the southern part of the subdivision were allowed back in their homes.One vacation home was destroyed and five outbuildings were damaged.

LINCOLN, Neb. - The defendant in a state senator's lawsuit is accused of causing untold death and horror and threatening to cause more still. He can be sued in Douglas County, the legislator claims, because He's everywhere. State Sen. Ernie Chambers sued God last week. Angered by another lawsuit he considers frivolous, Chambers says he's trying to make the point that anybody can file a lawsuit against anybody.Chambers says in his lawsuit that God has made terroristic threats against the senator and his constituents, inspired fear and caused widespread death, destruction and terrorization of millions upon millions of the Earth's inhabitants.

The Omaha senator, who skips morning prayers during the legislative session and often criticizes Christians, also says God has caused fearsome floods ... horrendous hurricanes, terrifying tornadoes.He's seeking a permanent injunction against the Almighty.Chambers said the lawsuit was triggered by a federal suit filed against a judge who recently barred words such as rape and victim from a sexual assault trial.
The accuser in the criminal case, Tory Bowen, sued Lancaster District Judge Jeffre Cheuvront, claiming that he violated her free speech rights.Chambers said Bowen's lawsuit is inappropriate because the Nebraska Supreme Court has already considered the case and federal courts follow the decisions of state supreme courts on state matters.This lawsuit having been filed and being of such questionable merit creates a circumstance where my lawsuit is appropriately filed, Chambers said. People might call it frivolous but if they read it they'll see there are very serious issues I have raised.U.S. District Judge Richard Kopf, in an order last week, expressed doubts about whether Bowen's lawsuit has any legal basis whatsoever and said sanctions may be imposed against Bowen and her attorneys if they fail to show cause for the lawsuit.The Associated Press usually does not identify accusers in sex-assault cases, but Bowen has allowed her name to be used publicly because of the issue over the judge's language restrictions.Cheuvront declared a mistrial in the sexual assault trial in July, saying pretrial publicity made it impossible to gather enough impartial jurors.

NEW YORK - Wall Street fell moderately Monday as investors anxiously awaited the Federal Reserve's impending decision on interest rates. The market is betting on a rate cut from the Fed when the central bank meets Tuesday, but investors are not completely sure what it will do and what it will say in its accompanying economic statement. Furthermore, with the major brokerages' third-quarter results yet to be released, investors are uncertain about how badly the summer's stock downturn, souring home loans, and credit squeeze hit the banking industry.Adding to the uneasiness, Northern Rock PLC, Britain's fifth-largest mortgage lender, saw its stock plunge and customers withdraw billions of dollars after it issued a profit warning Friday and requested emergency funds from the Bank of England. That gave U.S. investors an added impetus to pare their stock holdings, particularly in the financial sector.Talk from former Fed Chairman Alan Greenspan of the possibility of a recession amid high inflationary pressures also elevated Wall Street's jitters, as did job cuts at Merrill Lynch & Co.'s First Franklin Financial Corp.It's possible the Fed won't go through with a rate cut at all if it believes the economy is still growing moderately and that inflation remains a threat, but most investors expect the Fed to cut the bench mark federal funds rate, now at 5.25 percent, by at least a quarter-point. And because negative economic data have trickled in over the last couple weeks — such as a decrease of 4,000 jobs in August and weaker-than-expected retail sales — some anticipate a half-point rate cut.

A quarter-point is going to be disappointing. It's already priced in, said Ryan Detrick, senior technical strategist at Schaeffer's Investment Research. But the Fed probably won't want to lower rates by more than that, he said, and the central bank may not indicate in its statement that more reductions are in the offing.The big issue is gold and oil have been spiking higher, which people could argue is inflationary, but economic data has been weak. The Fed's in a tough place. Higher interest rates prevent costs from rising; lower rates fuel growth but also tend to accelerate inflation.

The Dow Jones industrial average fell 39.10, or 0.29 percent, to 13,403.42.

Broader stock indicators showed somewhat steeper losses. The Standard & Poor's 500 index fell 7.60, or 0.51 percent, to 1,476.65, and the Nasdaq composite index lost 20.52, or 0.79 percent, to 2,581.66. The Russell 2000 index, which tracks small company stocks, fell 7.68, or 0.98 percent, to 775.81.Bonds rose modestly, pushing the yield on the 10-year Treasury note down to 4.47 percent from 4.48 percent late Friday.Volume on the New York Stock Exchange was among the lightest of any day this year, indicating that many market participants were staying on the sidelines ahead of the Fed's decision. Consolidated volume totaled 2.47 billion shares compared with 2.65 billion traded Friday.

Declining issues outnumbered advancers by more than 2 to 1 on the NYSE.

Last week, stocks saw sizable gains, due largely to high expectations of a rate cut. The Dow ended up 2.51 percent, the Standard & Poor's 500 index rose 2.11 percent, and the Nasdaq composite index rose 1.42 percent. The Dow is just 4 percent below its all-time high of 14,000.41, reached in July before fears escalated about bad home loans and excessive leveraged debt.

The prospect of a recession has been keeping the markets volatile.

Greenspan said in an interview with NBC before the markets opened Monday that the risk of a recession is higher than it was at the beginning of the year, but not by much.Meanwhile, U.S. Treasury Secretary Henry Paulson said in Paris that regulators should not rush to impose new rules on the market because of the recent tightening in credit.There's tremendous growth going on in many parts of our world economy, and that's driving a lot of business here in the U.S., said Rob Lutts, chief investment officer of Cabot Money Management, noting that the markets are focused on the U.S. housing market right now. I'm not going to say let's not worry, but let's put it in perspective.

The dollar was mixed against other major currencies while gold jumped.

Crude oil prices rose $1.47 to settle at a record $80.57 per barrel on the New York Mercantile Exchange. Crude closed over $80 for the first time last week; oil futures also set a trading record Monday, moving as high as $80.70. In Europe, Britain's FTSE 100 fell 1.69 percent, Germany's DAX index fell 0.24 percent, and France's CAC-40 fell 1.80 percent. Japanese markets were closed Monday for a holiday. China's volatile Shanghai Composite Index rose 2.1 percent to a record, but most Asian stocks fell. Hong Kong's Hang Seng Index declined 1.20 percent. Later in the week the major investment banks — Bear Stearns Cos., Lehman Brothers, Morgan Stanley and Goldman Sachs Group Inc. — release their fiscal third-quarter results. On Monday, Bear Stearns fell $1.81 to $115.38; Lehman fell 88 cents to $58.62; Morgan Stanley fell $1.20 to $64.91; and Goldman fell $2.98 to $187.61. Merrill fell $1.80, or 2.4 percent, to $72.85, after saying it was eliminating an undisclosed number of jobs.

WASHINGTON (AFP) - US Secretary of State Condoleezza Rice heads to Jerusalem on Wednesday planning to capitalize on signs of life in Israeli-Palestinian dialogue to accelerate a Middle East peace conference. US President George W. Bush has called for the international conference, expected to be held in November, to jump-start Israeli-Palestinian peace talks.Although November is fast-approaching, the chief US diplomat has remained reticent on her goals for her sixth visit to the Middle East of this year.The previous trips raised expectations of a breakthrough that were never realized, and this time the State Department is being coy about whether Rice will hold a three-way meeting with Israeli Prime Minister Ehud Olmert and embattled Palestinian president Mahmud Abbas.This time around, I think we will focus on having parallel meetings, Assistant Secretary for Near Eastern Affairs David Welch said Monday, while not ruling out a broader meeting with the main players.Israeli and Palestinian sources said Rice was due to meet Olmert on Wednesday, and Abbas on Thursday.Chief Palestinian negotiator Saeb Erakat told AFP: We are attaching great importance to this visit.

President Abbas stresses that the roadmap and the Arab peace initiative are the framework (for the peace summit), and wants all the parties concerned to take part, he added.Olmert and Abbas have both reaffirmed their commitment to a two-state solution to the Middle East conflict, on the lines of the roadmap to peace envisaged by a quartet of diplomatic players including the United States.Washington is keen on getting Saudi Arabia -- its most influential ally in the Arab world -- to participate in the planning international gathering.Saudi Arabia does not recognize Israel, so having representatives of both sides in the same room would be a diplomatic coup for Rice.Riyadh has revived a plan first floated in 2002 for Arab states to recognize Israel, in return for the Jewish state returning all territories seized in the 1967 Six-Day War.Ahead of the Rice trip, a senior Israeli government official said that both sides would work very intensely in the coming weeks to try to reach an understanding, preferably before the summit.

But Abbas last week denied media reports that he and Olmert had been drafting an accord of principles ahead of the US-sponsored peace conference.According to an alleged copy of the Hebrew-language document, published on the Palestinian Maan news agency's website, a demilitarized Palestinian state would be created within 1967 borders, with Jerusalem as capital.In Washington, Welch said the US government had been encouraged by the appointment last week by Abbas and Olmert of negotiating teams ahead of the planned peace conference.This is a very important moment and we think we can make some progress here, he said, previewing Rice's visit to the region.
I think for the first time here for quite some time, I do feel there is an opportunity, with a little hard work... we can get in a way that looks a little bit better, the State Department official said. The peace process appears to have perked up since the Western-shunned Hamas movement took control of Gaza, leaving Abbas's fractured government based in the West Bank. The glue for a revived partnership is the understanding that the alternative is Hamas, which threatens Israelis and Palestinians alike, commented David Makovsky of the Washington Institute for Near East Policy. But writing in Newsday, he warned that unrealistically high expectations for the November meeting could tragically trample whatever moves the parties do make.

JERUSALEM (Reuters) - The Western-backed government of Palestinian President Mahmoud Abbas estimates that it will need at least $1.62 billion in donor assistance per year to close its soaring budget gap, the World Bank said. In a bleak report to donors obtained by Reuters on Tuesday, the international lending agency said local revenues were not enough to sustain the government's wage bill and that there was little chance of improvement as long as Israel refused to lift restrictions on Palestinian travel and trade.The World Bank said 94 percent of the foreign aid needed by the Palestinian Authority would be used to cover recurring expenditures, including salaries, utility bills and social payments, leaving little money to fund development.The World Bank report was prepared for next week's meeting of the Ad Hoc Liaison Committee, a major Palestinian donors' group. The meeting, which will lay the groundwork for a donors' conference in December, is part of a U.S.-led effort to bolster Abbas and the government he appointed in the occupied West Bank following Hamas's takeover of the Gaza Strip in June.

Western diplomats said Abbas's government, led by Prime Minister Salam Fayyad, would be able to cover this year's budget gap by using foreign aid and frozen tax revenues recently released by Israel.But the diplomats questioned Fayyad's ability to cover a fiscal hole estimated at $1.6 billion per year in the absence of a political breakthrough that will revive the Palestinian economy and bring in larger amounts of Arab aid.It's huge and we don't see how the Palestinian Authority can finance it, said one diplomat who monitors its funds.

Bush is expected to convene a conference on Palestinian statehood in November but it is unclear what will result from it.In April, Fayyad estimated that the Palestinian Authority would need at least $1.3 billion in international aid in 2007. Fayyad was serving at the time as finance minister of a unity government between Hamas and Abbas's secular Fatah faction.While foreign aid and tax funds started flowing again to the Palestinian Authority after the unity government ended in June, Western sanctions remain in place against the Islamist Hamas in the Gaza Strip, where economic conditions have deteriorated.Despite some initial steps by Fayyad to rein in spending, the World Bank said the government wage bill would exceed total revenues even after taking into account Israel's decision in June to hand over frozen tax funds.Fayyad's government has sought to reduce payroll by not paying workers hired by the Hamas-led government, but the World Bank said the prime minister may find it politically challenging to reduce the work force any further.It is unclear how Fayyad will be able to cover the government's energy and infrastructure needs long-term.

In Hamas-controlled Gaza, the economic crisis is more acute. Gaza's main border crossings have been closed to all but humanitarian supplies, prompting the suspension of up to 90 percent of the coastal territory's industrial operations.
The impacts of these closures will become more difficult to reverse, said the World Bank. It estimated that unemployment could reach the unprecedented level of 44 percent.Despite the embargo, Israeli, Palestinian and Western officials say Hamas has been able to bring in tenq of millions of dollars to fund its military and social programs.

Iran criticizes French war warning SEPT 18,07

TEHRAN, Iran - Iranian media lashed out at France on Monday for raising the rhetoric in the standoff over Tehran's nuclear program, a day after the French foreign minister said the world should be prepared for war if Iran obtains nuclear weapons.
French President Nicolas Sarkozy and his administration have taken a tougher line against Iran's controversial nuclear program than his predecessor, Jacques Chirac, who left the Elysee presidential palace in May.The occupants of the Elysee have become translators of the White House policies in Europe and have adopted a tone that is even harder, even more inflammatory and more illogical than that of Washington, Iran's state-run IRNA news agency wrote in an editorial Monday posted on its Web site.The U.S. and many of its allies, including France, have been pressuring Iran to suspend its controversial nuclear program, which they believe is cover for weapons development — a charge Iran denies. President Bush has refused to take military action off the table if Iran does not comply.

On Sunday, French Foreign Minister Bernard Kouchner warned that war could break out if Iran obtains nuclear weapons and said European leaders were considering their own economic sanctions against the Islamic country.Kouchner, speaking on RTL radio, said that if such a bomb is made ... we must prepare ourselves for the worst, specifying that could mean a war.French Prime Minister Francois Fillon sought to play down Kouchner's comments on Monday, saying everything must be done to avoid war.France's role is to lead the way to a peaceful solution, he said.Italian Foreign Minister Massimo D'Alema also attempted to shift attention from Kouchner's remark, saying on the sidelines of a peace conference in Turin that before talking about war, we have to give political and diplomatic initiatives necessary time.IRNA also accused the French government of trying to derail a recent agreement between Iran and the International Atomic Energy Agency, the U.N. nuclear watchdog, to answer outstanding questions about Tehran's nuclear activities.While the issue of Iran's nuclear case is close to being resolved, thanks to the measures taken by Iran and the IAEA, the extremism of the French leaders is creating an obstacle in this path, the editorial said.The U.S. and its Western allies suspect that Iran is using the pact to deflect attention from its continued defiance of a U.N. WASHINGTON - Every effort should be made to stop Iran from obtaining nuclear weapons, but failing that, the world could live with a nuclear-armed regime in Tehran, a recently retired commander of U.S. forces in the Middle East said Monday.
John Abizaid, the retired Army general who headed Central Command for nearly four years, said he was confident that if Iran gained nuclear arms, the United States could deter it from using them.Iran is not a suicide nation, he said. I mean, they may have some people in charge that don't appear to be rational, but I doubt that the Iranians intend to attack us with a nuclear weapon.The Iranians are aware, he said, that the United States has a far superior military capability.I believe that we have the power to deter Iran, should it become nuclear, he said, referring to the theory that Iran would not risk a catastrophic retaliatory strike by using a nuclear weapon against the United States.

There are ways to live with a nuclear Iran, Abizaid said in remarks at the Center for Strategic and International Studies, a think tank. Let's face it, we lived with a nuclear Soviet Union, we've lived with a nuclear China, and we're living with (other) nuclear powers as well.He stressed that he was expressing his personal opinion and that none of his remarks were based on his previous experience with U.S. contingency plans for potential military action against Iran.Abizaid stressed the dangers of allowing more and more nations to build a nuclear arsenal. And while he said it is likely that Iran will make a technological breakthrough to obtain a nuclear bomb, it's not inevitable.Iran says its nuclear program is strictly for energy resources, not to build weapons.Abizaid suggested military action to pre-empt Iran's nuclear ambitions might not be the wisest course.War, in the state-to-state sense, in that part of the region would be devastating for everybody, and we should avoid it — in my mind — to every extent that we can, he said. On the other hand, we can't allow the Iranians to continue to push in ways that are injurious to our vital interests.He suggested that many in Iran — perhaps even some in the Tehran government — are open to cooperating with the West. The thrust of his remarks was a call for patience in dealing with Iran, which President Bush early in his first term labeled one of the axis of evil nations, along with North Korea and Iraq.

He said there is a basis for hope that Iran, over time, will move away from its current anti-Western stance.

Abizaid's comments appeared to represent a more accommodating and hopeful stance toward Iran than prevails in the White House, which speaks frequently of the threat posed by Iran's nuclear ambitions. The administration says it seeks a diplomatic solution to complaints about Iran's alleged support for terrorism and its nuclear program, amid persistent rumors of preparations for a U.S. military strike.Abizaid expressed confidence that the United States and the world community can manage the Iran problem.I believe the United States, with our great military power, can contain Iran — that the United States can deliver clear messages to the Iranians that makes it clear to them that while they may develop one or two nuclear weapons they'll never be able to compete with us in our true military might and power, he said.

He described Iran's government as reckless, with ambitions to dominate the Middle East.We need to press the international community as hard as we possibly can, and the Iranians, to cease and desist on the development of a nuclear weapon and we should not preclude any option that we may have to deal with it, he said. He then added his remark about finding ways to live with a nuclear-armed Iran. Abizaid made his remarks in response to questions from his audience after delivering remarks about the major strategic challenges in the Middle East and Central Asia — the region in which he commanded U.S. forces from July 2003 until February 2007, when he was replaced by Adm. William Fallon. The U.S. cut diplomatic relations with Iran shortly after the 1979 storming of the U.S. Embassy in Tehran. Although both nations have made public and private attempts to improve relations, the Bush administration labeled Iran part of an axis of evil, and Iranian leaders still refer to the United States as the Great Satan.

WASHINGTON - China and Russia are spying on the United States nearly as much as they did during the Cold War, according to the top U.S. intelligence official. Mike McConnell, the director of national intelligence, says in testimony prepared for a Tuesday congressional hearing that a law passed last month expanding the U.S. government's eavesdropping power is needed to protect not just against terrorists but also against more traditional potential adversaries, such as those two Cold War foes.China and Russia's foreign intelligence services are among the most aggressive in collecting against sensitive and protected U.S. systems, facilities and development projects, and their efforts are approaching Cold War levels, McConnell says in his testimony. Foreign intelligence information concerning the plans, activities and intentions of foreign powers and their agents is critical to protect the nation and preserve our security.The new law will also enable the intelligence agencies to identify sleeper cells of terrorists in the United States, according to McConnell's statement to the House Judiciary Committee.

Congress last month hastily adopted the Protect America Act just before it went on summer vacation, propelled by McConnell's warnings of a need to close a dangerous gap in U.S. intelligence law.Some lawmakers are now having second thoughts as the complicated law — intended to make it easier for the government to intercept foreign calls and e-mails — has come under attack by civil liberties and privacy advocates who contend it gives the government broader powers than intended.The Protect America Act allows the government to listen in, without a court order, on all communications conducted by a person reasonably believed to be outside the United States, even if an American is on one end of the conversation.Such surveillance was generally prohibited under the original Foreign Intelligence Surveillance Act and it is one of the more controversial aspects of the new law.But McConnell's prepared testimony says one of the most important new powers granted by the law is the possibility of obtaining a call or e-mail from a foreign terrorist outside the United States to a previously unknown 'sleeper' or coconspirator inside the United States.While some Democrats are angling to roll back what they consider the excesses of the new law, McConnell and Assistant Attorney General Kenneth Wainstein are pushing Congress to make even more changes to FISA.Among the changes they seek is a new definition for electronic surveillance. The legal definition includes not just which technologies are used to conduct the surveillance, but also whom is targeted, what communications are collected, where the target is and where the eavesdropping takes place. The definition is critical because it limits the government's power. FISA generally requires court orders for any activity deemed to be electronic surveillance.

LAS VEGAS - An apparent audiotape of O.J. Simpson's standoff with men he accused of stealing his memorabilia begins with the ex-NFL star demanding, Don't let nobody out of here.Think you can steal my s--- and sell it? the voice identified as Simpson's said.Simpson was arrested Sunday and booked on charges connected with what police described as a robbery at a Las Vegas hotel. In the audiotape released Monday by the celebrity news Web site TMZ.com, a man believed to be Simpson is heard shouting questions while other men yell orders to the people in the room.The recording was made by Thomas Riccio, co-owner of the auction house Universal Rarities, according to TMZ. Simpson has said Riccio called him several weeks ago to tell him collectors were selling some of his items.Riccio did not immediately return a call for comment Monday, but he told TMZ he believed Simpson was planning to confront Alfred Beardsley, who was allegedly planning to auction off the memorabilia.Another collector in the hotel room, Bruce Fromong, said the meeting was set up as if the men were customers, but when they arrived, it was clear something else was going on.

The door burst open and they came in almost commando style, O.J. Simpson and some of his people, I guess you would call it, with guns drawn, Fromong told ABC's "Good Morning America Monday. O.J. at that time was saying, I want my stuff. I want my stuff.The thing in my mind as soon as I saw him, I'm thinking, O.J., how can you be this dumb? You're in enough trouble.Fromong said Simpson later left him a voice mail message telling him some of Fromong's things were mixed up with his and asking how he could give them back.It's like a bad dream, Beardsley said. I'm sad that O.J. is in custody.Simpson has said he was accompanied by men he met at a wedding cocktail party, and that they took the collectibles.It was merely a confrontation with no guns, Simpson said. He said autographed sports collectibles, his Hall of Fame certificate, a photograph with former FBI director J. Edgar Hoover and video from his first wedding were all his, and that they were stolen from him and were about to be fenced by unethical collectors.The items likely belonged to Simpson at one point, Fromong said, but these were things that belonged to him a long time ago.

Police said they weren't sure who now owned the memorabilia.

Whether or not the property belonged to Mr. Simpson or not is still in debate, Lt. Clint Nichols said Sunday. Having said that, the manner in which this property was taken, we have a responsibility to look into that, irregardless of who the property belonged to.After being whisked away in handcuffs, Simpson was booked Sunday night on two counts of robbery with a deadly weapon, two counts of assault with a deadly weapon, and conspiracy to commit a crime and burglary with a firearm, police said.

The district attorney said he expected Simpson to ultimately be charged with seven felonies and one gross misdemeanor. If convicted, Simpson could face up to 30 years in prison on each robbery count.A judge ordered Simpson held without bail. Las Vegas court information officer Michael Sommermeyer said Simpson's arraignment was set for Wednesday, with a bail hearing to be held after that. Simpson attorney Yale Galanter said Monday he hoped to get Simpson released before then. Mr. Simpson is not guilty of these charges, Galanter said. He declined to say whether he had met with police and prosecutors. We believe it is an extremely defensible case based on conflicting witness statements, flip-flopping by witnesses and witnesses making deals with the government to flip, Galanter said Sunday. Beardsley blamed the incident on Riccio, who he claims told Simpson that his property was in the room in Las Vegas. If they don't charge Riccio I will be very upset. That guy lied to O.J. and got him all pumped up, he said. Simpson, 60, told the AP that he didn't call the police to help reclaim the items because he has found the police unresponsive to him ever since his ex-wife Nicole Brown Simpson and her friend Ron Goldman were killed in 1994. Simpson was acquitted of murder charges but found liable in a wrongful death civil trial.

The police, since my trouble, have not worked out for me, Simpson said.

Police said they had no information to indicate Simpson was armed during the hotel confrontation last week. Fromong also said Simpson was unarmed: Never at any time was I ever, did I feel threatened by O.J., he said. Police seized two firearms believed to involved in the robbery along with sports memorabilia, mostly signed by Simpson. They also said they recovered collectible baseballs and Joe Montana cleats at private residences early Sunday after serving three search warrants. Walter Alexander, 46, of Mesa, Ariz., was arrested Saturday night on two counts of robbery with a deadly weapon, two counts of assault with a deadly weapon, conspiracy to commit robbery and burglary with a deadly weapon. Alexander, who was described as one of Simpson's golfing buddies, was released without bail Saturday night. Robert Dennis Rentzer, a Los Angeles lawyer representing Alexander, said he was able to arrange his client's release but wasn't familiar with the allegations. Police are seeking four other men: Las Vegas residents Clarence Stewart, 53, and Michael McClinton, 49; Tom Scotto, of unknown age and hometown, and another man who was not identified.

Simpson, a Heisman Trophy winner and actor, lives near Miami and has been a tabloid staple since his ex-wife and Goldman were killed. Goldman's father, Fred Goldman, welcomed the possibility that Simpson could go to prison. How wonderful, he told CBS's The Early Show Monday. A lot of years too late, however. I would have much preferred him found guilty of Ron and Nicole's death and then put either to death or in jail then. But frankly to see him ultimately or potentially go to jail — that's great.Simpson's arrest came just days after the Goldman family published a book that Simpson had written under the title If I Did It about how he would have committed the killings of his ex-wife and Goldman had he actually done it. After a deal for Simpson to publish it fell through, a federal bankruptcy judge awarded the book's rights to the Goldman family, who retitled it If I Did It: The Confessions of the Killer. KAMPALA, Uganda - Torrential downpours and flash floods across Africa have submerged whole towns and washed away bridges, farms and schools. This summer's rains have killed at least 150 people, displaced hundreds of thousands and prompted the U.N. to warn Saturday of a rising risk of disease outbreaks. In eastern Uganda, nine people have been reported killed and 150,000 have been made homeless since early August. Another 400,000 — mainly subsistence farmers — have lost their livelihoods after their fields were flooded or roads washed away and the rains are forecast to worsen in the next month.The problem is getting worse by the hour, said Uganda's Minister for Relief and Disaster Preparedness Musa Ecweru, who spent Saturday viewing the affected areas by plane. Access to some communities is almost impossible. We will need boats and helicopters to deliver emergency interventions, he added.In some places, the water is the same color as the earth so when you look at it you think it is a field then you realize it's water, Ecweru said.On the other side of the continent, Ghana in west Africa has also been heavily hit. Three regions in the north, the country's traditional breadbasket, have been declared an official disaster zone after whole towns and villages were submerged. Torrential rains between July and August killed at least 18 persons and displaced a quarter of a million, Information Minister Oboshie-Sai Cofie said Saturday.

It is a humanitarian disaster. People have nowhere to go. Some of them are just hanging out there waiting for help to come at a point, Cofie said. The Ghanian government had received considerable aid, she said.More than a million people across at least 17 countries have been affected, said Elisabeth Byrs of the United Nations Office for the Coordination of Humanitarian Affairs. People need clean water after their normal sources were contaminated, and emergency food and shelter after fields and houses were washed away.The rains are set to continue and we are really concerned about the situation, because a lot of people are homeless and infectious diseases could emerge, Byrs said by phone from Geneva.It is difficult to say how much rain has fallen; few African countries have meteorological services, and those that do only offer forecasting, lacking the staff and infrastructure to track weather in remote areas.Governments say tens of thousands need aid in Kenya and Ethiopia, which was devastated by flooding last year as well.In Sudan, refugees who had just returned at the end of a brutal civil war had to flee their homes again through waist-high waters in what the government called the worst floods in living memory. So far, 119 people have died and tens of thousands been made homeless since the flooding began in mid-June, but the figure may be higher as much of its vast swampland is inaccessible except by air.In the tiny west African nation of Togo, 20 people are dead and 66,000 displaced after a deluge washed away 100 bridges and seven dams in the last week. The waters also destroyed 46 schools and some college buildings, forcing authorities to postpone the start of the school year.French military helicopters from the peacekeeping mission in nearby Ivory Coast, which has also been affected, have been deployed to help airlift government-provided food and medical supplies to the needy.

In Burkina Faso, Amade Belem, who heads the country's national emergency management agency, said maize and millet farms were ruined.Our main concern is rehousing the population. We need food and medical supplies because it goes without saying that the conditions in which these people are living, there will be no shortage of disease, Belem said.Five of the country's 13 regions have been affected and local media say the floods are the worst here since 1954.In the oil giant of Nigeria, 68 people have died and 50,000 are affected, according to the Red Cross. Even the desert nations of Niger, Mali and Mauritania have been hit.

In some parts of Africa, officials say deforestation has exacerbated the problem.

Charles Ngiratware, the mayor of western Nyabihu district in Rwanda, said nearby Gishwati forest used to hold in far more floodwater and flash floods were not common. It was about 52,000 acres in 1981, but pressure to clear land for farming means it was only about 1,500 hectares by 2002. The reason the rains devastated this district is because of the deforestation of Gishwati natural forest, he said. Fifteen people, mainly women and children, have drowned after flash floods in his district this week. The hidden content in ancient works could be illuminated by a light source 10 billion times brighter than the Sun. The technique employs Britain's new facility, the Diamond synchrotron, and could be used on works such as the Dead Sea Scrolls or musical scores by Bach. Intense light beams will enable scientists to uncover the text in scrolls and books without having to open - and potentially damage - them.
The research was presented at the British Association science festival. Iron gall ink, which is made from oak apples, has been in use from the 12th Century, but causes parchment to deteriorate rendering precious documents unreadable. There are some parts of the Dead Sea scrolls which have not been unrolled

Both paper and parchment - thinly stretched skins from cows, sheep or goats - contain collagen, which reacts with iron ink to become gelatine. When dry, gelatine is very brittle; but as soon as it gets wet, it turns into jelly, destroying some documents if they are disturbed.

Unrolling the scroll

Now, scientists from the University of Cardiff have developed a technique that uses a powerful X-ray source to create a three-dimensional image of an iron-inked document. The team then applies a computer algorithm to separate the image into the different layers of parchment, in effect using the program to unroll the scroll.

Diamond opens for business

Professor Tim Wess, who led the research, said: We've folded up a real piece of parchment and then done a process of X-ray tomography on it. We've been able to recover the structure where we can see the words that are written inside the document.The team now plans to use the Diamond synchrotron's powerful X-ray source to penetrate many layers of parchment. The synchrotron, which covers the area of five football pitches, generates light beams that can probe matter down to the molecular and atomic scale. Professor Wess explained: The letters have got iron in them, so you shine a band of X-rays through, and you end up with an absorption image, rather like your bones would absorb on an X-ray. This is something we can take forward with Diamond, to try to unravel the secrets inside documents that we're too scared to try to open, or that are beyond the point of conservation."

Wish list

The National Archives has donated some 18th Century fire-damaged scrolls that have never been unrolled, due to their condition. But the team also has a wish-list of works that they plan to probe. Professor Wess said: There are some parts of the Dead Sea Scrolls which have not been unrolled.Reading books without opening them was a goal of the project, added Professor Wess. The technique works best with rolled parchment. The flat nature, as well as the thickness of books, presents a challenge.
He said: I know of books which have been damaged by iron gall ink corrosion where the conservators are actually afraid to open the book because of all the letters. You really end up with a stencil rather than the lettering.

Conserving works

Another target of the project is to image documents before they become too damaged, to monitor levels of gelatine. The team can then advise on the most appropriate conservation methods, depending on the state of the parchment. Using modern technology to reveal secrets of the past is a rewarding task. Professor Wess said: If you can bring together a £260m ($527m) synchrotron, and the cutting edge science from that, the provenance and the depth of history that you can access when you see these things is actually a revelatory moment.

David's Comment: The Relevance of the Feasts of the Lord

Leviticus 23:2 Speak to the children of Israel, and say to them: The feasts of the LORD, which you shall proclaim to be holy convocations, these are My feasts. (NKJ)

The Biblical Feasts are often called the Jewish Feasts , but they are not Jewish Feasts, they are God's Feasts. They were given to the Jews to celebrate and I believe our calling to be a light and blessing to the nations means that we are to teach the nations about the feasts, as they are the perfect tool to teach about the nature and character of YHVH and His Anointed One, Yeshua. One of the primary purposes of the annual Feast cycles was to teach the children about God in a family and fun environment. For we who are living at the end of this age, the Feast cycle also gives a prophetic view of the redemption plans and purposes of God for Israel, ( the Church included) and the world.There are 7 Feasts of the Lord. Just in case anyone is thinking that these Feasts are only relevant to the previous Covenant with the Jewish people, so far 4 of the 7 Feasts have been perfectly fulfilled in the New Covenant, on exactly the same date. This gives us a strong indication that the final 3 will also be fulfilled in the same manner. Therefore the Feasts should be of great interest to those who love the Lord and are anxiously awaiting the re-establishment of God's Kingdom here upon the Earth in the City of the King, Jerusalem. The true Church is grafted in to be a fully legitimate part of Israel, therefore it is totally rational for the Church to follow the Feasts of the God of Israel.

The first 3 Feasts of the year are in March / April - Passover, Unleavened Bread and First Fruits (crucifiction and resurrection.) Fifty days later follows Shavuot (Pentecost) and at this time of the year is Trumpets ( the Rapture) , Yom Kippur (Atonement) and Tabernacles (the Millenium reign.) We have just celebrated the Feast of Trumpets. A growing number of commentators believe that the Rapture will occur on a future Feast of Trumpets. (1 Thess 4:16) Next Saturday we celebrate Yom Kippur ( Day of Atonement) then the final feast of the year, Succot or Feast of Tabernacles which is a prophetic picture of the Millenium when Yeshua will reign and rule over the entire Earth from Jerusalem.We are seeing an ever increasing number of Christians being moved by the Holy Spirit to celebrate the true Sabbath on Saturday and the Biblical Feasts. I am sure that if you ask any of them if it is burdensome to do so, they will all tell you the exact opposite. It is liberating and joyful to be set free from the world's calendar to follow the Feasts of the Lord.

As I have just written above, it is wonderful to celebrate the Lord's Feasts and to be excitedly expectant of the imminent re-establishment of the Kingdom of YHVH in Jerusalem, but the nation where this is about to take place is under serious attack by the Muslim world, the secular news media, and much of the professing but demonically deceived church. The UN, EU and the George Bush government are also working overtime to abort God's plans for Israel. As early as November another peace summit will be held in an attempt to cut Israel into pieces ands give it to the mythical Palestinian people. Such an outcome can only result in the destruction of the nation of Israel and will prevent the return of the Lord and His Kingdom. By all means enjoy this season of the Fall Feasts, but PLEASE, PLEASE, PLEASE pray and intercede as never before for the Lord to move His hand and destroy those who conspire against Him & His Anointed One. We urge you to pray the following from Psalm 83

13 O my God, make them like the whirling dust, like the chaff before the wind!
14 As the fire burns the woods, and as the flame sets the mountains on fire,
15 So pursue them with Your tempest, and frighten them with Your storm.

EU ministers call for more efficient securities trade

PORTO, Portugal (Reuters) - European Union finance ministers are set to give their backing on Saturday to dismantling barriers to cheaper cross-border securities trading for investors in the 27-nation bloc.As European securities markets integrate, the importance of competitive, efficient and safe pan-European post-trading arrangements is becoming more and more critical, EU Internal Market Commissioner Charlie McCreevy was due to tell ministers, according to documents obtained by Reuters.Clearing and settlement forms the basic plumbing of securities markets, ensuring that following a trade the ownership and safekeeping of a stock or bond is smoothly exchanged for cash.The EU wants a seamless single financial market so that investors have more choice by being able to buy and sell securities from other EU states just as cheaply as they would for a purely domestic transaction.

Ministers meeting in the northern Portuguese city of Porto were expected to give new impetus to push ahead on several fronts to make securities trading more efficient and reap the benefits from financial integration, such as stronger growth.Europe has a patchwork of clearing and settlement services, making it expensive when it comes to buying and selling securities cross-border as several operators become involved in the chain with each charging a fee.Several initiatives are underway to streamline these services and ministers want a more coherent approach.McCreevy has allowed the industry to sign a voluntary code of conduct to improve competition in the sector, but has warned if it fails to cut costs he will order a mandatory shake up.

The European Central Bank also stunned the industry last year when it announced a plan to build a system to settle stock and bond trades in the euro zone, known as Target 2 Securities.The project moves onto the turf of private operators such as Euroclear, but McCreevy signalled support for the ECB's plan.The Commission will continue to work with the ECB to develop the project further in close cooperation with all concerned parties, McCreevy was set to tell ministers.

Ministers were also due to agree to other initiatives.

One is to revive a set of standards drafted by the ECB and national market regulators to improve supervision of the sector. Some of the standards are bitterly contested by banks who say they are already supervised as banks.Another is to take steps to dismantle public barriers to cross-border clearing and settlement, such as differing tax and legal regimes. A group of experts will likely propose next month to make the collection of withholding taxes and transaction taxes more efficient, the document prepared for McCreevy said.

VANCOUVER, Canada (AFP) - Human security and technologies from cell phones to weather forecasts are more at risk than ever from anti-satellite weapons and space junk, said a research report released Friday. An anti-satellite test by China in January, and increased US opposition to restrictions on space weapons, were cited as two main global threats by Space Security 2007, the fourth annual report by the Space Security Index.The dismantling of the space sanctuary for communications satellites, and weather satellites, and those other divides on which the modern economy depends so greatly, thereby making it impossible to utilize those devices, would be negative to every single person in the world, said report co-author Thomas Graham.You wouldn't be able to have cell phones, Blackberries, pagers, the kind of television you have now, Graham told AFP in a telephone interview from Virginia, warning that 30 nations now have the ability to shoot down satellites. If we don't keep space as a sanctuary ... once an arms race begins in space all those satellites become very vulnerable.The Space Security Index aims to present a policy-neutral statement of the facts as to the status of space security, said Graham, a former ambassador, US arms-control negotiator and special representative for arms control under former US president Bill Clinton.

The new report warned that international tensions over space are rising, but while it is in all nations' self-interest to safeguard use of the space environment ... there is a widening impasse on how to do this.It focused on the United States's small and controversial program for space-based ballistic missile defense and proto-technologies that may form the basis for future space-based weapons, and Earth-based weapons programs.There is growing tension between the US and China over the security of outer space, largely driven by mistrust and suspicions over weapons programs, said co-author Ray Williamson of Secure World Foundation in the news release.The report said China's test created 1500 pieces of trackable debris in heavily used orbits - one of the worst manmade debris-creating events in history - but debris caused by routine space operations is also a problem.Even a small piece of metal, traveling at 7.5 kilometers per second, can destroy a spacecraft worth billions of dollars, said William Marshall of the NASA Ames Research Center, an advisor to the space index.The number of objects in Earth orbit have increased steadily; today there are an estimated 35 million pieces of space debris, said the report, noting that 90 percent of 13,000 orbiting objects large enough to damage or destroy a spacecraft are space debris.

The Episcopal Church is on the verge of a mass exodus if it doesn't repent of its approval of homosexual relationships, warn the leaders of three dioceses that signaled their intent this week to leave the 2 million-member denomination. The dioceses of Fort Worth, Pittsburgh and Quincy, Ill., have stated that if they don't receive assurances by Sept. 30 that the House of Bishops will reject the consecration of bishops living in a same-sex relationship and same-sex blessings, they are prepared to cut themselves off from the Episcopal Church in the USA. The Episcopal Church is a member of the worldwide Anglican Communion, which, led by bishops in Africa and Asia, largely has maintained traditional doctrines. The Episcopal Church now faces potentially large numbers of departures that would make what has happened until now look like the calm before a storm,"said Ralph Webb, director of Anglican Action for the Institute on Religion and Democracy, a non-profit group seeking renewal in mainline denominations.

Noting a trend that has developed over more than three decades, Webb said the denomination has moved so far away from Scripture, Christian tradition and reason that many faithful Christians feel that they can no longer stay within the Episcopal Church and be faithful.The Episcopal Church so far has downplayed the impact of the thousands of Anglicans who have left the denomination, he said.Initially, denominational leaders such as Presiding Bishop Katharine Jefferts Schori claimed the numbers of people leaving were so small they weren't newsworthy, Webb pointed out. Then, as more and more parishioners left, they revised their claim to emphasize parishes instead of people, he said. They have ignored the loss of congregations with some of the largest numbers of parishioners in the denomination.The outcome of the House of Bishops fall meeting, Sept. 19-25, will make the difference between whether thousands of Episcopalians stay within the denomination or leave it, said Webb.

Saying he is convinced the Bush administration has a master plan to erase all borders and to have a super-government in North America, James P. Hoffa, general president of the International Brotherhood of Teamsters, celebrated the Senate's 75-23 vote Tuesday night to block the Department of Transportation's Mexican truck demonstration project. In an exclusive interview with WND, Hoffa argued that the Bush administration push to allow Mexican trucks into the U.S. is symptomatic of a larger administration plan advanced by multi-national corporations to create a European Union-style regional super-government in North America. Congress has now spoken out and said Mexican trucks cannot come into the United States until they meet our standards, Hoffa told WND. He noted the Senate seconded the House's overwhelming 411-3 vote to pass the Safe Roads Act of 2007, a bill also targeted to block the Mexican truck project. We're very excited about the Senate vote, Hoffa told WND. We worked very hard on it. We thought we already had this Mexican truck demonstration project stopped three times before this year, and every time the administration comes right back trying to press this idea of opening the borders to unsafe Mexican trucks.WND asked Hoffa if he thought Bush would carry out his threat to veto the Department of Transportation funding bill in order to kill the amendment de-funding the truck project. I just cannot imagine President Bush vetoing a whole major transportation bill, Hoffa answered. This is only one amendment to this tremendous bill which includes needed funds to repair highway infrastructure and prevent more bridges like the one in Minneapolis on Interstate 35W from collapsing.

Everybody who's looked at this knows that the Mexican trucks do not meet our standards, Hoffa argued. Mexico doesn't have drug testing, they don't have mandatory physicals, they don't have the written test, they don't have the proficiency in English, they don't have a reliable national database. For us to lower our standards for Mexico is ridiculous, he continued. The Federal Motor Carrier Safety Administration did not demonstrate to the American people or to Congress that we could ensure that allowing Mexican trucks into the U.S. would be safe. It was going to endanger people, it was going to endanger national security, and it was going to endanger good jobs.Why did Hoffa think the Bush administration was so insistent on pressing forward with the Mexican truck demonstration project?

President Bush has been determined to jam through this Mexican truck demonstration project because of big business pressure and pressure from President Calderon in Mexico, he answered directly. Big business wants cheap trucking so they can make more money. Unfortunately, you get what you pay for, Hoffa continued. Just look at all the problems we have had with China – toothpaste with anti-freeze in it, bad dog food, lead paint on the toys for our children. You have to have standards here, Hoffa insisted. We have standards in America. The American trucker has to be careful. He can't get a ticket for drunk driving, even in his own private car. He has to be drug tested. Now they're saying we should waive all these standards and not apply them to the Mexican trucker and the Mexican trucking company? Hoffa asked. It doesn't make sense. But if you want the real answer, Hoffa explained, it's about money, and it's about the pressure of these big companies wanting to get this Mexican truck deal done now, because they realize that Bush is a lame duck and they figure that if they don't get this done now, they're not going to get this done with a Democratic president in the White House.As WND reported, at the recent Security and Prosperity Partnership of North America third summit held in Montebello, Quebec, Bush and Canadian Prime Minister Stephen Harper ridiculed the idea that SPP might result in the creation of a North American Union or NAFTA Superhighways.

Hoffa disagreed.

I think those things are real and the Mexican truck demonstration project is just one piece in that larger puzzle, Hoffa continued. The Bush administration figures that once the Mexican trucks get started, the rest will be easy. I think that the whole plan of this Mexican truck demonstration project is part of a larger overall plan, Hoffa contended. The goal to basically erase that border so Mexican trucks can run across that border, unload trucks with no security, no supervision, and have them run all the way through from some port on the Pacific Ocean down in Mexico to Kansas City, Detroit and then to Montreal. I am convinced that the plan to create a North American Union is what is going on, Hoffa asserted. I am convinced big business wants that. Big business hates any types of standards. They don't want to have a minimum wage, they don't want to have safety protections, they don't want to have product inspections, they don't want environmental protection. Big business doesn't want to have anything slowing down commerce coming across the borders, he said. And to do that, they have to erase all standards and they have to have one type of a North American government that would be over Canada, Mexico and the United States. I believe there is such a plan, he insisted. I believe the Mexican truck demonstration project is part of it. I have seen enough to know that this is going on right now.As WND has reported, Alan S. Blinder, a Princeton University economist who was former Federal Reserve Board vice chairman, told the Wall Street Journal in an interview reported March 28 the U.S. was at risk of 40 million jobs being shipped out of the country to outsourcing in the next decade or two. The Journal reported 40 million jobs lost would be more than double the total of U.S. workers employed in manufacturing today. Blinder was a top adviser to President Clinton whose free trade views led him to strongly recommend the passage of NAFTA, the North American Free Trade Agreement.

Hoffa was asked about Blinder's prediction.

Look at the way India is opening up, he answered. I recently made a trip to China. Unless we stop this with legislation and tariffs and duties on foreign goods, you are not going to have any jobs in this country except flipping hamburgers at McDonalds. We've got to stop this now, he continued. Nothing is inevitable. The problem is that there is an agenda of these globalists and these free traders to ship every good job out of America. Any good job that pays good money, they can find somebody else to do it in India or China or in Hong Kong or wherever. We've got to say enough is enough. What about our children? he asked. Where are our children going to work? What is the future of this country if there are no good jobs here?

Hoffa then turned to national security concerns he has about outsourcing.

We are now at the point where we are farming out technology, we're farming out the manufacturing of airplanes, Hoffa argued. We're outsourcing some of our biggest secrets, like the technology of the modern airplane, the 787 being built by Boeing. We're giving that technology over to Japan where they are going to make the wing.
This is a very big erosion of our national security, he continued. We're making the best ideas here in America, we come up with the ideas for the technology, but the manufacturing happens in a plant in some other country, and we just allow them to take our ideas.Hoffa returned to the Senate amendment to block the truck project.
Today is a victory to keep unsafe trucks from coming in from Mexico, he asserted, but there is a bigger agenda here. America could lose 40 million jobs and our children are not going to have any place to work. American technology and manufacturing and American know-how are being outsourced all over the world because foreigners will do it cheaper. Bush won't speak openly about the Security and Prosperity Partnership because he doesn't want anybody to know anything about it, Hoffa emphasized. If the American people knew openly about the plan to build superhighway toll roads with foreign money or the plan to create a North American common market and regional government, we would rally to stop it. The Bush administration hasn't even openly consulted Congress about SPP.Hoffa ended the interview by stressing the Teamsters Union resolve to continue fighting against free trade agreements that are not fair trade agreements.We've fought NAFTA, he reflected. These trade bills are all the same. They end up with these massive trade deficits and why is that? Because it gives countries like Mexico and China access to our markets, but we don't get access to their markets on the same terms. The trade bills should not be one-way deals that only advantage the multi-national corporations. Fair trade deals should also open up foreign markets so we can (sell) American products on an equal basis.

GAZA CITY, Gaza strip - Israeli tanks crossed into the northern Gaza Strip in an operation to rout out rocket launchers Saturday, and Palestinian officials said a 17-year-old was wounded in an exchange of fire. The army said tanks crossed more than 250 yards into northern Gaza and responded with gunfire after they were shot at, including with RPGs. The militant group Islamic Jihad said it fired two RPGs at the troops. The soldiers detained nine Palestinians for questioning, the army said.

Palestinian health officials said the teenager was seriously injured in a gunfire exchange in the town of Beit Hanoun. Residents said the youth was not known as a militant.Israeli Prime Minister Ehud Olmert's government has been under pressure to respond to recent Palestinian rocket attacks on southern Israel.Foreign Minister Tzipi Livni said the government was considering several ways to retaliate, including nonmilitary action. She did not elaborate, but there have been calls for Israel to cut off the supply of electricity, fuel and water to the Gaza Strip.Olmert's Cabinet was slated to discuss the matter at a meeting Sunday. But the Cabinet would not vote, as had been planned, on the proposed release of Palestinian prisoners that was meant to be a gesture to the moderate Palestinian President Mahmoud Abbas, Olmert's office said.Olmert had offered the release, reportedly of about 100 prisoners, during a meeting between the leaders last week as part of Israeli efforts to bolster Abbas of the moderate Fatah movement in facing its rival, Hamas, after the Islamic group took over the Gaza Strip in June.

On Friday, hundreds of Hamas security forces trained for a possible Israeli incursion into Gaza, firing automatic rifles and shoulder-held grenade launchers in their first extensive exercise since overrunning the coastal territory.Since confiscating weapons from Fatah during the takeover, Hamas forces are better equipped than during previous Israeli incursions, said senior Hamas official Nizar Rayyan. He said Hamas would kidnap Israel soldiers if they launched an incursion.
Livni said Israeli action would not necessarily constitute collective punishment. She also cautioned that Israelis should not expect that the government will be able to stop the rocket fire completely.I think there are a series of actions other than military actions that Israel can take, Livni told Army Radio.

JERUSALEM (Reuters) - Israeli Prime Minister Ehud Olmert delayed a plan to release from prison scores of members of Palestinian President Mahmoud Abbas's secular Fatah movement, Israeli officials said on Saturday. Officials said Olmert had planned to ask the cabinet on Sunday to release more prisoners, but the item was removed from the agenda amid fears it would not garner enough support. Plans to release more prisoners have already been delayed once.It's not coming up tomorrow. It's been put off because there is no agreed upon list, one government official said, asking not to be named.Israeli government spokesman David Baker said he did not have the agenda for Sunday's cabinet meeting.Olmert told Abbas at a meeting on Monday he would ask his cabinet to approve the prisoner release as a goodwill gesture for the Ramadan fast month, which began this week, Palestinian officials said. Israel had been expected to free around 100 Fatah prisoners.Israel has already freed more than 250 prisoners, mostly Fatah members, as part of a plan to bolster Abbas against Islamist rival Hamas, which seized control of Gaza in June.It is unclear whether Olmert has enough support to push through the plan after a series of rocket attacks on Israel from Gaza in recent weeks rekindled calls within the Jewish state for tougher action against militants to curb the salvoes.

The officials said any prisoners to be released would have no blood on their hands and at least one year left on their sentences. They would be released on condition they signed a document promising not to be involved in violence.Olmert is engaged in talks with Western-backed Abbas to prepare for a U.S.-sponsored Middle East peace conference expected in November.The issue of releasing prisoners is highly emotive for Palestinians, who see their some 11,000 brethren held in Israeli jails as fighters for freedom from Israeli occupation in the West Bank.

EUOBSERVER / COMMENT - On 25th July 1789, with reports of disturbances in Paris still filtering their way around London, Sir John Riggs Miller rose in the House of Commons. He was a distinguished Parliamentarian with a long interest in weights and measures and he craved the indulgence of the House in order to propose a Committee whose job it might be to establish one general standard of weights and measures…..
Echoes of this proposal found their way across the Channel. The following year Sir John found a letter from Talleyrand, then President of the French National Assembly, amongst his correspondence.Sir, it read, I understand that you have submitted for the consideration of the British Parliament, a valuable plan for the equalization of measures: I have felt it my duty to make a like proposition to our National Assembly. It appears to me worthy of the present epoch that the two Nations should unite in their endeavour to establish an invariable measure.…….Too long have Great Britain and France been at variance with each other, for empty honour or for guilty interests. It is time that two free Nations should unite their exertions for the promotion of a discovery that must be useful to mankind.Suffice it to say that while full of ideas, Britain was no more responsive then to European initiatives than it is now and did not exactly leap to embrace Talleyrand's proposal, though there were, as always, mitigating circumstances.

Mr Verheugen's announcement this week therefore, to the effect that Britain and Ireland may continue, with the blessing of the European Commission, to make use of a variety of previously condemned Imperial measures, is merely the latest chapter in a saga stretching back over 200 years. The industry commissioner's reprieve for the pint and the pound has a history, as indeed do most matters connected with Europe.
Indeed, apart from technological issues, many problems faced by the European Union today - international relations, the stability of governments, the future of benighted provinces, the personal relations of statesmen, treaties - are much the same as they were in Talleyrand's time two hundred years ago, and call for similar skills.He himself was a diplomatist - possibly the most skilful diplomatist there has ever been - and it is something of a pity that we do not have, on hand, someone of the same rank to press into the service of Portuguese Presidency between now and the turn of the year. For in a few short months, broadly coinciding with the deluges and conflagrations of the summer, the Union has moved from plain sailing into some decidedly choppy seas. Cumulating diplomatic problems, both minor and major, threaten us with crisis.Even the minor ones are serious enough. What - in so far as anything can be done - are we to do about Belgium, which is without an effective government and in danger of splitting apart? Or, for that matter, Poland, which seems unable to return a stable government and whose elections next month may result in even further turmoil? How should the Union face its important summit with Africa when the Europeans will not sit down with Mr Mugabe and the Africans will not sit down without him?

But these are minor headaches when set against the major problems - such as the final status of Kosovo.

The UN administered province is threatening to make a unilateral declaration of independence before the year is out if the powers that be do not declare it independent first. If Pristina declares independence in defiance of the UN, the United States is likely to recognise the new regime. The EU would however be badly split: Britain, France and Germany would probably follow the US line, but other states, including Spain, Slovakia and Greece support Serbia to whom Kosovo legally belongs until the UN decides otherwise. Russia, of course, supports its Serbia ally as, historically, it always has done. How to bring the UN, Russia, the United States, Serbia, Kosovo and 27 European member states to agreement is the conundrum; the words 'rock' and 'hard place' suggest themselves. And as is usual in these cases the outcome will have precious little effect on the price of eggs in Pristina market, but could nevertheless drive dangerously deep wedges between all the parties. On its first real European test, Europe's Common Foreign and Security Policy is looking, neither common, nor secure, nor much of a policy.The second problem is the (constitutional) Reform Treaty that lawyers are now busy drafting from the outline proposals agreed by the European Council in June. I always doubted that member states would be content merely to sign off whatever legal document might emerge and moves to tweak the drafting are becoming evident. It is by no means certain that Portugal will be able to deliver an agreed text when the European Council meets in October.Meanwhile calls for ratification referenda continue and while no state is yet committed to a discretionary referendum, Dutch and Danish governments are both considering the matter. Should either conclude that a referendum would be desirable then it would be extremely hard for Britain to hold a no referendum necessary line. Again the consequences for European unity are most serious.On top of this come reports of a rift between the German Chancellor and the French President. The Franco-German axis, so long the Union's spinal column is in danger of osteoporosis; the bones brittle. Germany's understated European leadership is being threatened by the new French Napoleon, full of 100 day vigour. Mrs Merkel's feathers are reportedly ruffled. A little less zeal might have been Talleyrand's counsel.

Just at a time, therefore, when Europe's leaders need to present a common and united front there are widespread signs of fission and friction. It is time to close ranks. Faced with this cumulation of difficulties, this sea of troubles, the European enterprise is in danger of a serious setback. Which, returning to our history is what happened, in a way, to Talleyrand's initiative for a Franco-British system of weights and measures. Encouraged by Sir John's parliamentary actions, his next step was to get the National Assembly to advise the King to write to Britain's George III. However, the letter appears never to have been sent. This was, after all, 1791; and not surprisingly Louis XVI had other things on his mind.The author is editor of EuropaWorld.
