LONDON - British officials on Monday confirmed an outbreak of bird flu in turkeys on a farm in eastern England.The department said the turkeys had tested positive for the H5 subtype of the disease. It was not yet known whether it was the H5N1 strain, which has killed dozens of people around the world.The Department for Environment, Food and Rural Affairs said a two-mile protection zone and a six-mile surveillance zone had been set up around a farm in Diss, about 100 miles northeast of London, and all 5,000 turkeys, geese and ducks on the premises would be slaughtered.

Within these zones bird movements will be restricted and all birds must be housed or otherwise isolated from contact with wild birds, DEFRA said, adding that the European Union had been informed.In February, an outbreak of H5N1 bird flu on a poultry farm in the same part of England led to the slaughter of almost 160,000 turkeys.No definitive source was found for that outbreak, which matched a strain that had earlier infected geese in southern Hungary.It appears to have been detected quite early, Britain's deputy chief veterinary officer Fred Landeg told British Broadcasting Corp. television, discussing the most recent outbreak. Share Drought conditions are so bad in Georgia that the governor has called for Georgians to join in a prayer vigil on the steps of the state capitol, in the hopes that the heavens will unleash the rain. Should The Governor Pray For Rain?Gov. Sonny Perdue has tried several ways to ease the crisis caused by the region's historic drought — from lawsuits to new laws restricting water use — but the water is still running out, and it just won't rain.
His office says Perdue will join local ministers, looking to the skies and begging to the almighty for relief. But some Georgians, such as atheist Ed Buckner, are not impressed. He and other protesters plan to demonstrate at today's service. We've got a real problem. Let's try to do something real about it and instead of grandstanding, said Buckner, who is a member of the Atlanta Freethought Society. It is also an absurd, foolish thing to do, and it makes the state of Georgia and Georgians like myself look dumb, Buckner added. This summer Alabama Gov. Bob Riley tried something similar, asking residents to pray for rain for an entire week. It didn't rain then, and it hasn't rained much since.


Prayers and Science

Since the dawn of time, people have prayed for rain in some form — from the tribes of Africa to American Indians. And where prayer fails, science sometimes pulls through. In China, they're seeding the clouds to force rain — a tool the government hopes will be useful leading up to the Beijing Olympics to help cut down on pollution. At high elevations, the chemicals attract moisture and freeze, and then melt on their way to ground, producing rain. It actually works. Apparently, none of those counties are in the state of Georgia.

With oil closing at $96.20 a barrel on Friday and the United States importing as much as 12 million barrels of oil daily, Americans are now paying other countries some $1.15 billion per day for continued dependence upon foreign oil. On a yearly basis, that amounts to some $421 billion for foreign crude. By comparison, oil was averaging $24 a barrel in Jan. 2001 when President George Bush was inaugurated for his first term. At that time, there was an outflow of only $288 billion per year for foreign oil. With Turkey threatening to invade Iraq to attack Kurdish insurgents and with Pakistan currently under martial law with the prospect of a presidential election in January still shaky, we're on the verge of oil topping $100 per barrel.

Should Israel or the Bush administration decide to launch a pre-emptive strike on Iran, oil could easily skyrocket to more than $125 a barrel overnight. Rapidly rising oil prices are putting great pressure on the U.S. dollar, as sending overseas more dollars to buy foreign oil aggravates an already negative balance of payments situation. Put simply, 1988 marked the United States' transition from being a net world creditor to a net world debtor.
Rapidly rising oil prices threaten to intensify our expanding current account trade balance, measured as a percentage of Gross Domestic Product. All this adds pressure to a rapidly devaluating dollar that ended Friday at a new low of 75.39 on the U.S. Dollar Index. On Friday, the dollar also closed at $1.467 against the euro, continuing a string of continued dollar lows against the euro. Moreover, rising oil prices are driving a dramatic shift of wealth, with U.S. dollars flowing overseas to oil producing countries, including dedicated enemies of the United States.

According to the Energy Information Administration of the U.S. Department of Energy, or EIA, America's five top suppliers of oil, Canada (1.95 million barrels of oil imported to the U.S. daily in August), Saudi Arabia (1.47 million barrels), Mexico (1.38 million barrels), Nigeria (1.18 million barrels) and Venezuela (1.14 million barrels) are each receiving over $90 million from the United States each day, as long as oil remains over $90 per barrel. The dramatic oil price increases of recent months have resulted in oil windfall profits to countries which are sometimes less than certain friends of the United States. In the 1980s, President Reagan was able to pressure the fall in the Soviet Union, in part by working with oil producing countries including Saudi Arabia to increase world oil supplies and push the price of oil down to under $14 a barrel in 1989, thereby squeezing Russia's oil exporting revenue. Today, Russia, with oil exports of 6.57 million of oil a day in 2006, is not far behind, with over $600 million a day in oil revenue at current prices. Iran, the United Arab Emirates and Venezuela import over 2 million barrels of oil a day, realizing over $180 million. Iran uses much of its oil windfall profits to support Islamic radicals and terrorists, including Hezbollah in Lebanon and Hamas in the Gaza, both sworn enemies of Israel. Dubai, rapidly becoming the Singapore of the Middle East, has accumulated more than $100 billion sovereign funds available for international investment. Venezuela's windfall oil profits provide a strong economic base from which Hugo Chavez continues to rail against the United States in South America and around the world. A Standard Charter bank study estimates that sovereign wealth funds, largely held by the OPEC oil producing countries, could grow from their current value of $2.2 trillion to $13.4 trillion, largely fueled by windfall price increases in their oil exporting revenue.

Saudi Arabia, the world's largest oil exporter, exported over 8.65 million barrels of oil a day in 2006, meaning that today the kingdom leads the world at realizing more than $832 million a day in oil-import revenue at today's prices. According to the most recent figures from the EIA, the United States in August imported an average of 10,284 million barrels of oil per day. The EIA also reports U.S. oil consumption has exceeded 20 million barrels of oil a day, at an average of 20,588 million barrels of oil a day in 2006. In recent years, the EIA reports estimate the U.S. is approaching importing approximately 60 percent of the oil we consume, as much as 12 million barrels of the 20 million barrels Americans use every day, in rounded numbers analyzing U.S. oil imports and consumption over the past 3 years.

Our political leadership has abandoned the goal of furthering the Jewish people in the Jewish state, and is working for the goal of building a Palestinian state.A dozen Jewish organizations have united to hold a summit calling for Jewish sovereignty over all of the Land of Israel, meeting on the same day as the Annapolis summit. The title: Sovereignty for the Jewish Nation Over the State of the Land of Israel.Spokesperson Susie Dym explained, What is happening in Israel, and consequently among passive Jewish leaders elsewhere, is that our political leadership has abandoned the goal of furthering the Jewish people in the Jewish state, and has gone towards the goal of building a Palestinian state and advancing the Palestinians' interests. The situation has become absurd, in that our government is working towards the antithesis of what it should be.

Recognizing that the Jewish Nation does not have a representative body, the formative statement begins, and greatly fearing that the government in Israel is undermining the fundamental interests of Jewish existence (based on its declarations and actions in anticipation of the Annapolis summit), we - many right-wing movements and organizations - have united together to convene a counter-summit. Our goal is to emphasize what we stand 'for,' not against.Our door is open to all those who want to further the interests of the Jewish people, Dym said. The founding session of the New Jewish Congress will be held on the 17th day of Kislev, Nov. 27, in Jerusalem - the day on or after the scheduled Annapolis summit. BETHLEHEM, West Bank (AFP) - Behind the wheel of his four-by-four in Bethlehem, retired Scotland Yard counter-terrorism expert Colin Smith twiddles his thumbs as he and five European advisers sit and wait. The Palestinian police forgot they were coming. Smith's mission is to advise, train and equip local police so they can impose order on West Bank chaos, laying the groundwork for a Palestinian state that Israel says is conditional on security.This is a good example of why the Palestinian police need our advice, jokes Jose Vericat, press officer for the multi-million-dollar mission codenamed EUPOL COPPS.They need equipment and resources. We're trying to work from bottom up and from top down. But we want to actually do something, not just create plans, says Smith, optimistic that in 18 months there will be a marked improvement.

The 19,000 Palestinian Authority policemen are motivated, skilled and capable. But they are also frustrated, disappointed and sometimes confused, he says.Fifty million euros (73 million dollars) would be a good start for training courses, vehicles and computers, Smith adds.But to create detention centres, prisons and infrastructure such as forensic labs would skyrocket the cost to 650 million euros. European countries have committed just 10 million euros so far.Iraq, where he was Britain's chief adviser on rebuilding the police after the 2003 US-led invasion, was a disaster. But Smith believes the Palestinians have a real chance if there is political stability.An audit in July revealed a staggering lack of equipment. Less than half of 70 West Bank police stations have patrol cars. There were only 40 pairs of handcuffs and 130 computers -- 110 of them more than two years out of date.There is no IT system. Stations need to be rebuilt. There are not enough holding cells. The police headquarters in Jenin, a governorate of 269,300 residents, has one incoming phone and fax line.

The second Palestinian uprising, after the last US-sponsored Middle East peace talks broke down in 2000, had a devastating effect. Israeli raids destroyed police stations and investment and resources dwindled.The 2006 landslide election win by the radical Islamist movement Hamas, which the West considers a terrorist organisation, put EU reform projects on ice.Only since President Mahmud Abbas broke with Hamas and set up a government headed by former World Bank employee Salam Fayyad in the West Bank in June has the EU mission got off the ground.The 7,000 police in the territory are now subject to a multi-million euro programme manned by 25 international police officers and a local staff of five geared towards radically improving law and order.In the Gaza Strip, however, 12,000 officers are paid to sit at home, their police stations and equipment impounded by the Hamas regime.

We're here now to embed with the Palestinian police. This is to develop a Palestinian police force, not Scotland Yard, says Smith, who spent 15 years in Northern Ireland in police intelligence and counter-terrorism.His energetic chief of staff, Tony Shaw, also ex-Scotland Yard, has enjoyed a second career using his expertise on overseas missions in troublespots such as Sudan and the Balkans.

Unemployment and isolation breed both crime and discontent. Abu Ghaith looks pensive as he listens to Smith say that two Czech and Finnish officers will be sent to Bethlehem as part of plans to create a good department that would stand up anywhere in the world.The most important things we need are cars and computers. What we have is not up to date and I bought my own laptop from my own salary, says Abu Ghaith. He blames Israel for the shortcomings, a point underlined by the roar of F-16 warplanes overhead as he and Smith sip their Arabic coffee. Israeli raids cause problems for our work day and night. How can we provide security if we don't control all the land? asks Abu Ghaith. Israel fears the police have been infiltrated by militants who must be expunged if the Palestinian Authority is serious about imposing security in exchange for Israel withdrawing from West Bank towns.

MOSCOW (Reuters) - A severe storm broke a small Russian oil tanker in two off the Ukrainian port of Kerch on Sunday, spilling up to 2,000 tonnes of fuel oil in what a Russian official said was an environmental disaster.The same storm in the Black Sea and Azov Sea also sank four freighters, three carrying sulphur and one with a cargo of scrap metal. The heavy seas also cracked the hull of another oil tanker, but the ship was afloat and not leaking.The sunken tanker, Volganeft-139, had traveled from the Russian port of Azov and was anchored outside Kerch in Ukraine's eastern Crimea to ride out the weather, when high waves broke its back at around 8:45 p.m. EST on Sunday, media reported.The 1978-built tanker, designed primarily for inland and coastal service, was carrying 4,000 tonnes of fuel oil in total when it was hit by the storm, which has knocked out electricity supplies to much of Crimea.

This problem may take a few years to solve. Fuel oil is a heavy substance and it is now sinking to the seabed, Oleg Mitvol, deputy head of Russia's environment agency Rosprirodnadzor told state-run Vesti-24 television channel.This is a very serious environmental disaster.Environment agency Rosprirodnadzor said some 2,000 tonnes of fuel oil had spilt, but Emergencies Ministry spokesman Viktor Beltsov told Reuters not more than 1,200 tonnes had leaked.The tanker's 13 crew members drifted for hours in waves up to 6 meters high aboard the ship's stern before beaching safely a few miles from the bow section, the emergencies ministry said. The crew were safe, it added.The likely effects of the spill were not immediately clear. A spill over 700 tonnes is considered large, but the biggest ones run into the tens or even hundreds of thousands.The polluted area is at the heart of the migration route from central Siberia into the Black Sea of red-throated and black-throated Siberian divers.The peak of the migration season is right now, Kees Camphuysen, a marine ornithologist at the Royal Netherlands Institute for Sea Research, told Reuters by telephone.

Thad Allen, the commandant of the Coast Guard on Sunday night.Twenty wildlife teams are expected to search the bay Monday for birds sickened by the an estimated 58,000 gallons of heavy-duty bunker oil that oozed into the water after the collision, said a Department of Fish and Games official.

The Cosco Busan was departing Oakland for South Korea in dense fog when it hit a tower supporting the western suspension span of the Bay Bridge, the Coast Guard said. After the accident, the ship moored near Treasure Island, which the bridge crosses. Iran's President Mahmoud Ahmadinejad may want to see Israel wiped off the map and its Jews sent to Europe or Alaska, but an archaeological discovery announced this week marks an event recorded in the Bible when his country – Persia, at the time – literally helped put the Jewish people back on the map in their capital city of Jerusalem. Dr. Eilat Mazar, one of Israel's top archaeologists, ended her presentation Wednesday to the 13th Annual Conference of the Ingeborg Rennert Center for Jerusalem Studies on New Studies on Jerusalem, with a surprise announcement. She had discovered remnants of the fifth century B.C. wall built by Nehemiah, the account recorded in the Old Testament book of the same name. According to the biblical account, Nehemiah served as cupbearer for the Persian King Artaxerxes in the city of Susa. The Persians had conquered the Babylonian empire that had destroyed Jerusalem in 586 B.C. and taken most of the inhabitants of Judah into captivity in what is now modern Iraq.

The account reads:

In the month of Nisan, in the twentieth year of King Artaxerxes, when wine was before him, I took up the wine and gave it to the king. Now I had not been sad in his presence. And the king said to me, Why is your face sad, seeing you are not sick? This is nothing but sadness of the heart.Then I was very much afraid. I said to the king, Let the king live forever! Why should not my face be sad, when the city, the place of my fathers' graves, lies in ruins, and its gates have been destroyed by fire? Then the king said to me, What are you requesting? So I prayed to the God of heaven. And I said to the king, If it pleases the king, and if your servant has found favor in your sight, that you send me to Judah, to the city of my fathers' graves, that I may rebuild it.
Nehemiah's rebuilding of the city began with its walls, a project that was resisted by hostile neighbors who had occupied the area around Jerusalem in the Jews' absence. But when Sanballat and Tobiah and the Arabs and the Ammonites and the Ashdodites heard that the repairing of the walls of Jerusalem was going forward and that the breaches were beginning to be closed, they were very angry. And they all plotted together to come and fight against Jerusalem and to cause confusion in it. And we prayed to our God and set a guard as a protection against them day and night. With tools in one hand and weapons in the other, Nehemiah's workmen toiled dawn to dusk, completing the wall in a record 52 days.

Archaeological evidence for Nehemiah's project has been lacking. Jerusalem has been rebuilt, destroyed and rebuilt in the almost 2,500 years since. Mazar, who is perhaps best known for her recent excavation that many believe has revealed the palace of King David, was working on an emergency project to shore up remains of a tower long believed to date from the Hasmonean period, 142-37 B.C., that was in danger of collapsing. According to an account of the conference in The Trumpet, Mazar said, Under the tower, we found the bones of two large dogs – and under those bones a rich assemblage of pottery and finds from the Persian period. No later finds from that period were found under the tower.Had the tower been built during the Hasmonean dynasty, the Persian-era artifacts would represent an unexplained chronological gap of several hundred years. The tower, said Mazar, had to have been built much earlier than previously thought and the pottery data placed it at the time the Bible says Nehemiah was building it. Todd Bolen, of BiblePlaces.com, noted that excavations in the Philistine city of Ashkelon during the same Persian era, found 800 dog burials like those uncovered by Mazar. Nehemiah described 10 gates in the wall around Jerusalem as well as several towers designed to protect the entrances to the city, among them the Tower of the Hundred, the Tower of Hananel, the Tower of the Ovens, and an unnamed tower projecting from the upper house of the king at the court of the guard in the vicinity of Mazar's most recent dig. WND reported Mazar's confirmation that what appeared to be chopped-up carved stone, unearthed by recent trenching on the Temple Mount by the holy site's Islamic custodians, were indeed antiquities with attributes of the Second Temple-era during the ministry of Jesus.

Mazar has urged Christians to help save the holy site.

JERUSALEM (AFP) - An Israeli deputy prime minister said on Saturday after a US visit that all options are on the table to halt Iran's nuclear drive , which Israel considers a threat to its existence. The strategy for now is one of sanctions, of a united front of nations in that context, and the strategy of declaring without any doubt that all options are on the table, Deputy Prime Minister Shaul Mofaz told public radio.Israel and the United States accuse Iran of pursuing atomic weapons under the guise of a peaceful nuclear energy programme, charges Tehran has repeatedly denied.I think like others that the option of using military force is the last resort, Mofaz said.But it's clear that the opportunity for a negotiated solution is diminishing if by the diplomatic path we should not succeed to stop the advancement of the Iranian nuclear programme, he added.Israel and the United States agreed to appoint two working committees to hone a joint strategy against Iran's nuclear ambitions, public radio reported on Friday, following the talks which Mofaz held in Washington this week.
Israel -- the region's sole if undeclared nuclear power -- has been pressing the UN Security Council for tougher sanctions ahead of a new and widely anticipated report by the International Atomic Energy Agency.

An early morning attack by four gunmen who stormed and reached the emergency-response control room of a secured nuclear facility in South Africa has left one of the plant's operational officers hospitalized and officials with the country's nuclear agency threatening a newspaper with charges of violating national security laws for publishing an account of the intrusion. The attack at the Pelindaba nuclear facility took place early Thursday morning, reported the Pretoria News. According to Anton Gerber, an emergency services operational officer working for the Nuclear Energy Corporation of South Africa, he was in the control room with his fiancée Ria Meiring, who is also the control room supervisor, when he heard a loud bang and saw the men coming into the facility's eastern block. Gerber pushed Meiring beneath a desk for safety and attempted to stop the intruders from entering the electronically sealed control room. Two forced their way through the door and ran straight for the control panel. I did not know what they were going to do. I just kept on hitting them even when one of them attacked me with a screwdriver, Gerber said from his hospital bed. I knew that if I stopped they would attack Ria or do something to the panel. I could not let anything like that happen.

Investigators at the Pelindaba plant believe the attackers gained access to the building by using a ladder belonging to the facility's fire department to scale a wall, then forced open a window by pulling out several louvers. The facility is meant to be safe. There are security guards, electric fences and security control points. These things are not meant to happen, Gerber said.
During the struggle, Gerber was shot in the chest by one of the attackers, the bullet narrowly missing his heart and spine but hitting his lung and breaking a rib. A NESCA spokeswoman confirmed the attack but would not say how the intruders gained entry to one of the country's most secure sites or whether anything was taken in the attack. NESCA, she said, was conducting its own internal investigation and would publicize its findings after police finished their work. Prior to publication, Pretoria News was contacted by a man identifying himself as a legal adviser to NESCA who warned the paper would be violating South Africa's National Keypoints Act and said the agency might obtain a court order to prevent publication. A police spokesman told Pretoria News there had been no arrests in the attack. Reports make no mention of terrorism as a possible motive. A case of armed robbery and attempted murder are being investigated, the spokesman said. The attack came a day after authorities arrested two men in connection with the murder of the general manager of NESCA during a carjacking earlier this year.

PINING FOR ARAFAT

Though Arafat failed to deliver them a state in territory occupied by Israel in a 1967 Middle East war, many Palestinians miss the charisma, cunning and street clout with which he cobbled together a national consensus among rival factions.Arafat died in a French hospital on November 11, 2004 after being shunned by Israel and the United States as an obstacle to peace. Palestinian Authority accepts US mechanism to implement road map Posted : Sat, 10 Nov 2007 08:50:03 GMT DPA

Ramallah - The Palestinian Authority (PA) has accepted a US mechanism to implement the road map peace plan and the first phase is supposed to start immediately, chief negotiator Ahmed Qurei said on Saturday. The so-called Mideast Quartet - the US, the EU, the UN and Russia - was supposed to follow up the applying of the plan since it was finalized in 2003 but Israel refused to stick to its obligations. We have accepted the American offer which stipulates that the US administration be the judge, Qurei told Ramallah-based al-Ayyam daily. It would be the first time the US has taken this role. According to Qurei, a three-way Palestinian, Israeli and US committee is being formed to be responsible for supporting the plan's implementation. In exchange for statehood, the road map plan requires the PA to make constitutional reforms and abandon violence. Israel is also required to stop settlement activities in the West Bank. Reports say that acting Palestinian Premier Salam Fayyad, who was appointed after the Islamic Hamas movement took over the Gaza Strip in June, would represent the PA at the trilateral committee while Israeli Defence Minister Ehud Barak would represent Israel.

US President George W Bush has called for an international peace conference as part of efforts to revive the Israeli-Palestinian peace process. It is expected late this month in Annapolis, Maryland. Qurei described the current talks with Israel as serious but hard, focusing on all issues, mainly a timetabled mechanism for the negotiations that will follow the Annapolis meetings.

US, EU to reduce trade barriers

The United States and the European Union said on Friday that they had made progress in reducing regulatory barriers to trade.Among other issues, financial regulators on both sides of the Atlantic were nearing an agreement for mutual recognition of accounting standards. The move would remove requirements for companies operating in both markets to produce two sets of accounting records.The progress was made in talks of the Transatlantic Economic Council launched by German Chancellor Angela Merkel and US President George W. Bush in April. EU Industry Commissioner Guenter Verheugen and Allan Hubbard, chief of the White House National Economic Council, who chair the forum for the EU and US to discuss strategic economic issues, said they were optimistic it would help significantly boost trans-Atlantic trade over time.

But Hubbard said that the United States remained frustrated by a poultry matter. We were able to accomplish just about everything we set out to accomplish in this first six months except for one item which has to do with the ability of American producers of chickens to export those chickens to Europe, he said. It is an extraordinary frustration to America.On biofuels, the two sides were more successful, reaching a preliminary agreement on compatibility of regulatory standards.Business people told us today that they believe that non-tarriff barriers cost businesses on both sides of the Atlantic three per cent of (the economies), Verheugen said.Annual EU-US trade totals ($909.3 billion) and accounts for 40 per cent of world trade. Two-way investments provide 14 million jobs, according to EU data.

He then spoke for five minutes about the Middle East peace process and the challenges of global leadership.French President Nicolas Sarkozy recently suggested the job of EU president - a key element of the planned constitution - would be a smart move for Blair.Diplomatic and political convention means that no one has formally declared themselves for the EU presidency, a job which looks set to be in place for June 2009.But jockeying for position has begun. Candidates include former Polish President, Aleksander Kwasniewski, Irish leader Bertie Ahern and Danish PM Anders Fogh Rasmussen.

Blair arrived in Singapore on Friday from China, where he was accused of gold digging and money sucking by local media after charging NZ$654,000 for a single speech. It is thought he might have earned as much as NZ$2.7 million from several speeches during his Asia tour.But Singapore University dean Professor Kishore Mahbubani said Blair was not paid for his campus speech.In a country where protesting is illegal and the ruling party holds 97 per cent of the seats in Parliament, several people were impressed by Blair's openness. HEADLAND NEAR ROZENBURG, Netherlands (Reuters) - The Netherlands and Britain closed sea defense barriers, airlifted hundreds of North Sea oil rig workers and evacuated thousands of people as wind-driven storm swells coincided with high tides. The Dutch coast and the east of England were hit in the early hours of Friday, but no major flooding was reported and North Sea oil production was starting up again.The surge did not breach the storm barrier near Rotterdam, although Europe's biggest port, which is a major transit point for oil and other commodities, was expected to stay shut to shipping until the evening despite the tides receding.About 60 ships will be affected as result of the barrier, built in the 1990s, being closed for the first time.
The oil and gas workers were airlifted from North Sea platforms after forecasters predicted 20-metre (66 foot) waves in the open sea and strong winds. At least nine platforms producing several hundred thousands barrels of oil equivalent per day (boepd) were shut down.

StatoilHydro, the biggest operator in the Norwegian part of the North Sea, said on Friday that production had been hit less than feared and fields were restarting.In the Netherlands, some sea defenses were being reopened while in Britain police said flood defenses had been breached in Great Yarmouth in eastern England, but there was no danger to homes. A few surfers in wet suits tried to catch a wave as the sun rose.

Further surges were expected south along the coast towards Kent, in the south east, and London, but they would not coincide with high tide. The Thames barrier protecting the capital was closed on Thursday.Dutch officials reported minimal flooding after water levels peaked at 3.16 meters above mean sea level on the south coast. Floods in 1953, that killed over 2,000 people, peaked at 3.85 meters in the Netherlands and 3.28 meters in Britain.Dutch forecasters predicted continuing storms along the coast with wind gusts of more than 100 km per hour (62 mph).A spokesman for Britain's Environment Agency said Friday's tides peaked at 2.75 meters above normal compared with fears they would reach 3 meters.

On November 9-10, 1938, Jews in Germany endured two nights of terror. It was Kristallnacht the night of broken glass. With the encouragement of the German government, Nazis and their supporters attacked Jews and destroyed synagogues and Jewish-owned homes and businesses. German Jews had suffered under oppressive laws for years. But Kristallnacht was a turning point the beginning in earnest of the Holocaust that ultimately led to the slaughter of millions of European Jews.The Holocaust was a uniquely horrible chapter in human history. But, as we mark this somber anniversary of Kristallnacht, it is important to note that the hatred of Jews that ultimately resulted in the Holocaust is not a thing of the past. I long for the time when I can say that Jews were no longer in danger simply for being Jews. But, sadly, that time is not now. Across the globe, there appears to be a rise in violence against Jews, hateful anti-Semitic rhetoric, and vandalism against Jewish property. Here are just a few of the most recent incidents:

Last week, in what officials described as arson, a Jewish school in Kiev, Ukraine, burned to the ground. The vandals who perpetrated this act had earlier hurled a rock through the window of the school with a note attached that read Death to Jews.In a recent radio address, Alexander Lukashenko, president of the former Soviet republic of Belarus, complained that Jewish residents of the city of Bobruisk turned the city into a pig sty. Twelve years earlier, he spoke admiringly of the Nazi regime that ruled Germany during World War II, saying that the country attained its peak under Hitler.In Wellington, New Zealand, a Jewish cemetery was desecrated for the third time in as many years. Vandals painted anti-Semitic slogans such as Hitler RIP and Terror state Israel burn across gravestones. The Jewish community in suburban Melbourne, Australia, is on alert after two attacks by baseball bat-wielding thugs against Jewish teenagers. While vacationing in Greece last month, a young man from Tel Aviv was beaten by a group of youngsters shouting anti-Semitic slurs.

The incidents above and there have been many more like them in recent months show why those of us who love Israel and are committed to supporting the Jewish people must always be vigilant. What has been called the longest and deepest hatred of human history is not just a historic relic. Tragically, it is alive and well around the globe.Rescuing Jewish people from anti-Semitic oppression is one of the urgent goals of The Fellowship’s On Wings of Eagles program. France, Spain and Italy back European Union blue card

09 Nov 2007 bbj.huThe European Commission’s recent proposal for a blue card to attract highly skilled talent from outside the European Union has garnered some unlikely supporters.France, Italy and Spain, the southern EU states most affected by illegal immigration, are backing the plan. We need to have integrated (EU) policies, not only in fighting illegal immigration but also ... to channel in an orderly fashion immigrants who come to work on the EU territory, said Spanish Secretary of State for Migration, Maria Consuelo Rumi Ibanez.France’s ambassador to the EU also praised the blue card as a move forward in attracting highly skilled migrants to the 27-member bloc. Italy also supports the plan. However, Austria kept the proposal at arms length, with Interior Minister Gunter Platter stating that his nation should exercise due caution not to produce unwished for further migratory flows. He said that each EU nations should be responsible in determining the amount of immigration into their countries and that preference should be given to EU workers. Finland Immigration Minister Astrid Thors wondered how a scheme could work which - as one of its main features - allows a highly skilled migrant to move from one EU nation to another, when each EU state wants to control the amount of migration over its borders. Franco Frattini of the European Commission stated that highly skilled migrants only accounted for 0.9% of the EU labor force, compared with 9.9% in Australia and 3.5% in the United States.

The blue card, inspired by the US green card, would require a qualified highly skilled migrant to have a job offer for at least one year, a salary three times the local minimum wage, and health insurance. It would be valid for an renewable period of two years. After two years, a blue card holder could move to another EU state. (workpermit.com)

None dare call it conspiracy

Crude oil prices hit an all-time high this week, closing above $98 a barrel for the first time in history. According to the AAA, many drivers in my home state of California are already paying more than $4 a gallon for regular unleaded gas. And in one town south of Big Sur, unleaded gas topped $5 a gallon. The U.S. dollar is at an all-time low, even when compared against the hapless Canadian loonie. Five years ago, a loonie was worth 60 cents. Today, it's worth $1.12 and climbing. Yesterday, WorldNetDaily reported that the Chinese are considering abandoning the U.S. dollar as their national reserve currency. WND quoted Craig Smith's assessment of the consequences of such a move by Beijing on our economy: If that were to happen, all bets are off, and we will be in a depression that makes 1929 look like child's play, or we will experience Weimar Republic inflation as the dollar makes extreme moves toward devaluations.

On Tuesday, the U.S. national debt topped $9 trillion for the first time in history, according to the U.S. Treasury Department's daily accounting of the national debt. Nine trillion dollars! The number is so staggeringly high that it exceeds our ability to comprehend it in monetary units. Million, billion, trillion – in financial terms, for most of us, it means a lot of money, really a lot of money, but that is about as specific a picture as most ordinary people can grasp. Let's put all these illions into perspective. A million seconds is roughly 12 days, whereas a billion seconds is approximately 32 years. We understand dollars. And we understand time. So it would take 12 days to pay back a million dollars at a dollar a second. But if you started right now, you'd pay back a BILLION dollars, at a dollar a second, in the year 2039. A trillion seconds is roughly 32 thousand years. At a dollar a second, you'd pay back a TRILLION dollars in the year 34007. The U.S. debt stands at $9 trillion. If my calculator is working, then at a dollar a second, the U.S. could be debt- free in the year 290007. The point of that little exercise was two-fold. The first was to clarify the sheer volume of the debt; the second was to demonstrate the possibility that anybody in government really believes we can ever pay it off. Each U.S. citizen's share of the national debt works out, according to the National Debt clock, to $29,947.50. That means the average American family of five owes, collectively, $149,737.50.

It also means that unless the average American family of five has a net worth of at least $149,737,50 in assets excluding liabilities (they don't), America is already bankrupt. Over the past few years, there has been growing public concern about the emerging Security and Prosperity Partnership plan that some say is really a deceptive roadmap to a coming North American Union and a new, unified currency tentatively called the amero.The feds steadfastly deny such a plan exists, even as it opens the borders to Mexican truck traffic, widens the I-35 corridor from Mexico to Canada and, counterintuitively, refuses to tighten the borders with either Mexico or Canada, despite both logic and widespread public demand. All of these things have brought me to believe that powerful forces outside of our government – like the shadowy international Money Trust members of the Bilderberg Group – made a decision to force the formation of the North American Union along with the amero. There decisions have been instituted in the past via the Trilateral Commission, which is the dba for the nefarious Conference on Foreign Relations. Destroying the American dollar could force the crisis that would force the creation of the North American Union. To quote the title of a book of the 1960s era, None Dare Call It Conspiracy.Ordinary Americans may not fully grasp just how dire the true economic picture is, but you can bet our leaders do. Yet from the White House to the Federal Reserve, nobody seems particularly eager to address the issue, preferring instead to talk about the budget, as if the budget WERE the debt, rather than merely a measure of our ability to keep up with our payments on the debt. It is almost as if they already have a Plan B in reserve, ready and waiting to be triumphantly introduced – just in the nick of time. I wonder what it might be?

Senate Panel Probes 6 Top Televangelists
Sen. Charles Grassley Asks Ministries To Turn Over Financial Records Within One Month Nov. 6, 2007


Senator Charles Grassley, the ranking Republican on the Senate Finance Committee, has asked six televangelist ministries to provide, by Dec. 6th, financial statements and records for an investigation into possible impropriety. (AP)(CBS) This story was written and reported by Laura Strickler of the CBS News Investigative Unit. CBS News has learned Sen. Charles Grassley of Iowa, the ranking Republican on the Senate Finance Committee, is investigating six prominent televangelist ministries for possible financial misconduct. Letters were sent Monday to the ministries demanding that financial statements and records be turned over to the committee by December 6th. According to Grassley's office, the Iowa Republican is trying to determine whether or not these ministries are improperly using their tax-exempt status as churches to shield lavish lifestyles. The six ministries identified as being under investigation by the committee are led by: Paula White, Joyce Meyer, Creflo Dollar, Eddie Long, Kenneth Copeland and Benny Hinn. Three of the six - Benny Hinn, Kenneth Copeland and Creflo Dollar - also sit on the Board of Regents for the Oral Roberts University.

A spokesperson for Joyce Meyer Ministries provided CBS News with an IRS letter to the ministry dated October 10, 2007, that stated: We determined that you continue to qualify as an organization exempt from Federal income tax. The letter could not be independently verified in time for this story. The ministry also pointed to audited financial statements for the last three years that are posted on the organization's Web site. In a statement, Benny Hinn's spokesperson, Ronn Torossian, said the ministry is in the process of determining the best course of action in response to the Senate investigation. World Healing Center Church complies with the laws that govern church and non-profit organizations and will continue to do so, Torossian wrote. Eddie Long's New Birth Ministries says he has received the request for information from the U.S. Senate and plans to fully comply. New Birth Ministries has several safeguards put in place to ensure all transactions are in compliance with laws applicable to churches.In a statement to CBS News, Creflo Dollar called his ministry an open book and said he would comply with any valid request from Grassley. But he noted that the inquiry raised questions that could affect the privacy of every community church in America.Paula White is also expressing concern about precedents that could be set by turning over the requested information. We take our financial responsibilities to our partners very seriously and to the best of our knowledge we comply with all tax laws. Our audited financial statements appear on our website, said White, in a statement. However, we are concerned about the possible precedent and ramifications of this request. We will be reviewing the request and its implications in detail over the coming weeks as we prepare our response.Because they have tax status as churches, the ministries do not have to file IRS 990 forms like other non-profit organizations - leaving much financial information largely behind closed doors.

The letters sent Monday were the culmination of a long investigation fueled in part by complaints from Ole Anthony, a crusader against religious fraud who operates the Dallas-based Trinity Foundation, which describes itself as a watchdog monitoring religious media, fraud and abuse. We've been working with them for two years, Anthony told CBS News. We have furnished them with enough information to fill a small Volkswagen.Anthony said after twenty years of working with media organizations to expose televangelists, he saw little reform. He says that's why he turned to another tactic, going straight to Grassley. He is confident that Grassley's inquiry will be different, What we hope is that this will lead to reform in religious nonprofits.The structure of many televangelist organizations - in which the leadership is often concentrated in one person or one family - has itself been the target of criticism. Churches like these are ruled as a dictatorship, says Rod Pitzer, who directs research at Ministry Watch in North Carolina, which provides advice for donors to Christian organizations. Pitzer welcomes the Senate committee investigation. Tony Blair will covert to Catholic faith within weeks

Tony Blair is preparing to convert to Roman Catholicism within weeks, it emerged last night. The news prompted demands from followers of the faith for the former prime minister to renounce his previous support for abortion. Mr Blair's long-expected switch to the faith of his wife and four children is expected to come at a Mass in the private chapel of Cardinal Cormac Murphy- O'Connor, the leader of Roman Catholics in England and Wales. The Catholic newspaper The Tablet says the service of conversion will take place this month. Mr Blair has regularly attended Catholic services in recent years, both with his family and alone. He has also visited Pope Benedict XVI and his predecessor John Paul II.

The Tablet said Mr Blair has received instruction from two priests, RAF chaplain John Walsh and Father Mark O'Toole, the cardinal's secretary. A candidate for reception into the Catholic Church is usually received by their parish priest. The cardinal's involvement, as Archbishop of Westminster, would suggest Mr Blair's process of conversion began while he was in Downing Street. Mr Blair's spokesman did not deny the report, saying: This is the same old speculation, but a friend said it was not without substance. News of the imminent move drew calls from leading Catholics for Mr Blair to renounce his backing in Parliament for abortion up to 24 weeks. Tory MP Ann Widdecombe, who converted to Catholicism over her opposition to women priests in the Church of England, said: I hope we will get a public statement repudiating his votes on abortion. Indeed, the Church will require it. The Church requires that we say at the point of reception that everything the Church teaches is revealed truth. There's no hedging.

Mr Blair has taken a very public stand on the matter of abortion, and the Church stand being very publicly different, we are entitled to know what he now thinks. Without that, it cannot possibly be a serious move.As premier, Mr Blair clashed frequently with Catholic leaders over his liberal attitudes to gay rights and other issues.

• Roman Polanski is to make the film version of The Ghost, a novel about a disgraced former premier which author Robert Harris admits was inspired by Mr Blair. Mr Harris was once a trusted friend of Mr Blair, but they fell out over the invasion of Iraq.

Mideast religious leaders say they vital to peace

WASHINGTON, Nov 7 (Reuters) - In an unusual joint appearance, senior Israeli and Palestinian religious leaders said on Wednesday they were not a roadblock to peace in the Middle East but a vital part of the process.Dressed in traditional religious garb, the chief rabbis of Israel sat alongside Muslim leaders and Christian patriarchs and said they had agreed on steps to help resolve the conflict.It is our responsibility to find the right way to live together in peace rather than to fight and kill one another, the leaders, who make up the Council of Religious Institutions of the Holy Land, said in a joint statement.The leaders said they had agreed that each religious community should respect other faiths' holy sites. They said they wanted to set up a hot line of rapid communication among the groups to deal with issues of protection and access to holy sites to avoid clashes.They also said they wanted to demonstrate through their relations that differences could be addressed through dialogue, not violence.This opportunity and this interfaith dialogue can really much help in moving the peace process forward, said Salah Zuhayka, assistant secretary of the Palestinian Ministry of Religious Affairs.

While they had not reached any agreement on the status of Jerusalem, the council agreed to seek a common vision for this city which all of us regard as holy.The statement was issued during a gathering of the council in Washington, where they were also meeting with U.S. lawmakers.Cardinal Theodore McCarrick, the former Roman Catholic archbishop of Washington, said the united front should help in the quest for peace.This gathering here today is really proof that it is important for political leaders to recognize and to take comfort in the fact that the religious leaders are on their side in working for peace, McCarrick told a news conference.The meeting of religious leaders comes weeks before a Middle East conference with Israelis and Palestinians was expected to take place in Annapolis, Maryland.We are not a problem. We are part of the solution, said Latin Patriarch Michel Sabbah, the Catholic Church's leader in the Holy Land.We are here to say no political solution can work without the religious dimension. To ignore it is a guarantee that it will fail, said Rabbi David Rosen of the American Jewish Committee, who spoke on behalf of the chief rabbis of Israel.

Rabbis slam Jerusalem share plan

The prospect of Israel returning parts of Jerusalem to Arab control has sparked widespread dismay in the Orthodox world. Israel’s Deputy Premier, Haim Ramon, recently suggested that the ceding of all-Arab neighbourhoods in the city to the Palestinian Authority could be on the agenda of the forthcoming Annapolis peace talks. But Orthodox rabbis have been lining up to condemn the very thought of compromise over the city, whose sanctity to the Jewish people they consider of such transcendent value that it brooks no argument.Around 100 strictly Orthodox rabbis recited special prayers in the Old City’s Ramban synagogue last month in order to rescind what the influential Charedi leader Rabbi Yosef Shalom Eliyashiv bewailed as the dreadful decree. Pikuach Nefesh, a rabbinic organisation claiming 1,200 members in Israel and abroad, has also bid them to speak out against Ramon’s proposals. Rabbi Yakov Yosef, of Jerusalem, urging others to join a call for the minister to resign, accused him of attempting to steal from the people of Israel the remnants of our Holy Temple.Rabbi Yosef Gorelitsky, who chairs Pikuach Nefesh, also weighed in: In addition to the desecration of the Temple Mount, [Ramon’s] plan will lead directly –– Heaven forfend –– to the spilling of Jewish blood throughout the land. Does anyone have any doubt that every centimetre handed over to the Palestinians will become the base for yet more terror?

Rabbi David Druckman, Chief Rabbi of Kiryat Motskin, near Haifa, hoped the government will wake up and change the direction of the horrendous path upon which it is marching, and take a firm stand regarding the borders of the Holy Land; this is the only way to receive God’s promised blessing of peace.Eli Yishai, head of Shas, the Sephardi Orthodox party, and a member of Israel’s ruling coalition, was adamant that Jerusalem is not for negotiation… He who begins by relinquishing Shu’afat, and Anata [Arab neighbourhoods in East Jerusalem] will end up with a foreign rule over Rehavia [a particularly plush district in West Jerusalem].
Rabbi Daniel Sperber, a British-born professor at Bar Ilan University, and a resident of the Old City, emphasised the consequences of previous concessions by Israeli governments. The Oslo Accords of 1993 led to the second intifada, and the withdrawal from Gush Katif has encouraged the endless rocket attacks from Gaza, he argued: Why would a withdrawal from part of Jerusalem be any different?

Protests have also come from beyond Israel. The leaders of America’s mainstream Orthodox organisation, the Orthodox Union, told Israel’s Prime Minister Ehud Olmert in a letter that they were mandated to undertake all efforts that are necessary to secure and maintain Yerushalayim as the eternal and undivided capital of the State of Israel.One of the few Orthodox rabbis who could be said to support Mr Ramon’s suggestions is fellow MK Rabbi Michael Melchior (Labour-Meimad), a former Minister for Diaspora Affairs. But even he has reservations about the Deputy Prime Minister’s plans for the Old City and the Temple Mount.His proposals mostly repeat those accepted by the government in 2001, Rabbi Melchior said. These divide East Jerusalem between Israel and the PA, and place the holy sites under the aegis of the appropriate religious authority, with no national flags in sight. I see no reason why not to continue to accept this now. Obviously there has to be a creative solution for the Old City, a special type of jurisprudence to govern it.But other rabbis strike a more ominous note. Rabbi Shimon Naftalis, a Lubavitcher, who professes little faith in politicians, says: They say one thing today, and another tomorrow. They talk and talk but in the end they give everything away. This is even more true of Likud. Ramon in Kadima is basically a Likudnik. I’m very pessimistic. The Satmarer Rebbe [the late Rabbi Yoel Teitenbaum] predicted that the secular Zionist state would fall apart in this manner. I think the Arabs have already won and it’s only a question of time before the state disappears.

2,000 year old tunnel discovered in Jerusalem

Technology is taking the world into the future at warp speed and yet the past will not be left behind. Recently, the Associated Press reported that archaeologists, under the auspices of the Israel Antiquities Authority, discovered a tunnel while looking for ancient Jerusalem's main road. In the Israeli newspaper Haaretz, Nadav Shragai quoted archaeologists Roni Reich and Eli Shukrun as confirming that this was the tunnel that Flavius Josephus, eyewitness to the city's siege, occupation, and destruction, had recorded as a place of refuge for the Jewish people.After three years of fierce and courageous resistance, the city of Jerusalem fell to the Roman armies, who in turn leveled the city to its foundations. This included tearing down the center of Jewish life, the Temple.In the Bible, Jesus had prophesied that this destruction would take place approximately 40 years prior to its occurrence.

The year was 70 A.D. and the Romans enslaved or slaughtered many of the Jewish inhabitants. Some escaped into a water drainage tunnel under the city's main road where they hid before fleeing through the city's southern gate.Pottery shards and coins, dating from the Second Temple period, which coincided with the period of the city's destruction, were found in the tunnel.The 70 meter section that was unearthed is located between the Temple Mount and the Pool of Siloam. It is believed that the tunnel connects to another major tunnel in the Western wall area and reaches down to the Kidron River. The tunnel passes through the Jewish Quarter of the Old City and the western part of the City of David.Important simply on its existence, the tunnel attests to the intelligence, ingenuity, and long-standing presence of the Jewish people in the land of Israel and in Jerusalem in particular.

Israel gets US aid for anti-missile system Thu Nov 8, 10:24 AM ET

JERUSALEM (AFP) - The United States has given Israel 155 million dollars to develop an advanced missile interception system, Defence Minister Ehud Barak's office said in a statement on Thursday. The money, which Congress approved on Wednesday, will help advance the development of a multi-layered anti-missile system that Barak presented to his US counterpart Robert Gates in Washington last month, the statement said.The system, dubbed David's Sling, is intended to counter projectiles ranging from rudimentary rockets of the sort frequently used by Gaza militants to long-range missiles like those in the arsenal of Israel's arch foe Iran.Israel has already successfully tested and deployed its Arrow anti-missile system, jointly developed with the United States, which is said to be able to deflect most missile strikes against the Jewish state.Widely seen as the region's sole if undeclared nuclear power, Israel considers Iran its chief enemy after repeated statements from President Mahmoud Ahmadinejad that the Jewish state should be wiped off the map.

PA Document Demands 6-Month Max on Final Status Talks

(IsraelNN.com) The Palestinian Authority is demanding a ceiling of six months on final status talks to take place following the Middle East summit to be held in Annapolis.According to PA sources quoted by Haaretz, a document prepared recently by the PA insists that the guarantee be written into the joint statement with Israel to be signed at the summit.U.S. Secretary of State Condoleezza Rice already informed PA Chairman Mahmoud Abbas (Abu Mazen) that America will veto the demand.

Support for European Union expansion is under new threat

EVEN by the standards of Brussels, where rhetoric and reality lead separate lives, this week has been jarring. The highlight, on November 6th, was the unveiling by the European Commission of its annual reports on the countries next in line for European Union membership. Over the years, the commission has tried to make the accession process as technocratic as possible, in the hope that procedural momentum can carry it over political potholes. As usual, this year's reports had a deadpan tone, mixing nicely understated criticism (in Croatia, the concept of conflict of interest is little understood) with slightly alarming praise (complaints about torture in Turkey are down, Albania has a handy new law aimed at instigators of blood feuds).An accompanying strategy paper was more stirring, reminding national governments why it is important to keep the door open. EU expansion has made Europe more democratic and stable, reunited a once-divided continent and injected competitiveness into a block only patchily prepared for globalisation. But then came the jarring moment, as breaking news intruded.

Even as enlargement bosses were making the case for offering EU citizenship to millions of Turks, as well as Croats and other Balkan inhabitants in the medium to long term, other officials were dealing with events in Italy, where the government has passed a decree to permit the expulsion of EU immigrants deemed a threat to public order. Commission officials confirmed that an EU citizen's freedom to travel can be trumped in this way, as long as expulsions do not target whole ethnic groups or nationalities. Even that proviso looked threadbare when grim-faced Italian police, backed by bulldozers, swept through shanty towns full of Romanians. Giuliano Amato, Italy's interior minister, said that the EU's rules on free movement were inadequate in the face of the arrival of 500,000 Romanians.Enlargement already conjures up scary images for many: factories being moved east in search of low-cost labour, cheap workers (Polish plumbers) moving west, gripes about new members being too pro-American and too quick to provoke Russia. If it comes to be associated with uncontrolled migration, that will have serious consequences.In a 2006 opinion poll, for example, British voters narrowly backed the entry of Turkey by 42-39%, even though this prospect gives others the vapours (81% of Austrians were against, said the same poll). British ministers have long led the camp making the strategic case for Turkey's admission (often in vain, as many in Brussels assume that British enthusiasm is just a ploy to widen the club to the point of irrelevance, following the principle that one can also kill a cat with cream). Yet even in Britain the ground may be shifting, as the press fills with shrill stories about new migrants from central and eastern Europe. For years, Neil O'Brien, director of a Eurosceptic campaign outfit, Open Europe, has asked British focus groups what the words European Union bring to mind. In the past, the reply has usually been red tape and gravy trains. But his most recent focus group offered a new word: immigration.

One does not, in any case, have to be an opponent of enlargement to feel uneasy about the countries now waiting in line. Turkey and the remaining Balkan candidates are hard cases: that is why they are still in the queue. The easy bits of the ex-communist world—fast-growing countries run by former dissidents or suave businessmen, their capitals filled with gems of Hanseatic or Habsburg architecture—joined the club in 2004. There is also a belief that, to quote a diplomat, Romania and Bulgaria came in too soon, and have been sliding away from reforms ever since. Admittedly, there have been problems absorbing new countries in the past—Greece and Portugal, for instance. But the process is more demanding now that the EU does so much. In the old days, new members were pressed to catch up economically and open their markets in exchange for dollops of aid. Now they must aim for membership of the single currency (Slovenia already uses the euro) and the border-free Schengen area (set to expand next month). The police and courts in all EU members are under closer scrutiny, thanks to the push for mutual recognition of each others' court judgments, and such new wheezes as the Europe-wide arrest warrant.

The grand bargain

The strategy for Turkey and the Balkans has so far meant avoiding two bad options: either letting new countries in too soon, or pushing entry so far off that they give up on reforms and turn their backs on Europe. This strategy has been pursued by means of a grand bargain: the EU gets to impose tough, painful conditions for entry, in return for being believed when it says that eventual membership is the destination. Alas, too many national governments have been muddling both messages.Thus France's president, Nicolas Sarkozy, has said that Turkey should never join the EU, and indeed hinted that any further enlargement is by no means inevitable (although a committee on French constitutional reform chaired by a former prime minister, Edouard Balladur, recently recommended scrapping a provision dreamt up by Mr Sarkozy's predecessor, Jacques Chirac, to put any EU enlargement after Croatia to French voters). On the other hand, there have also been mixed messages about the entry conditions. Croatia is not really ready to join, says one official (organised crime remains a big concern). But it will probably get the nod by 2010 or so, thanks to its friends in the Habsburg club of countries formerly in the Austro-Hungarian empire.The EU gets into its worst pickles when the gap between rhetoric and reality becomes too wide. Over enlargement, that moment may be near. The grand bargain with applicants is wobbling, and the pact of trust with EU citizens is in bad shape. Political leaders need to give this closer attention. Or it will not only be Brussels that is jarred by breaking news.
