THE 613 COMMANDMENTS OF JUDAISM 1-113

THE MANDATORY COMMANDMENTS.

The Jew is required to 1-believe that God exists and to

2-acknowledge His unity; to

5 And he shall take of the congregation of the children of Israel two kids of the goats for a sin offering, and one ram for a burnt offering.
6 And Aaron shall offer his bullock of the sin offering, which is for himself, and make an atonement for himself, and for his house.
7 And he shall take the two goats, and present them before the LORD at the door of the tabernacle of the congregation.
8 And Aaron shall cast lots upon the two goats; one lot for the LORD, and the other lot for the scapegoat.
9 And Aaron shall bring the goat upon which the LORD's lot fell, and offer him for a sin offering.
10 But the goat, on which the lot fell to be the scapegoat, shall be presented alive before the LORD, to make an atonement with him, and to let him go for a scapegoat into the wilderness.
11 And Aaron shall bring the bullock of the sin offering, which is for himself, and shall make an atonement for himself, and for his house, and shall kill the bullock of the sin offering which is for himself:
12 And he shall take a censer full of burning coals of fire from off the altar before the LORD, and his hands full of sweet incense beaten small, and bring it within the vail:
13 And he shall put the incense upon the fire before the LORD, that the cloud of the incense may cover the mercy seat that is upon the testimony, that he die not:
14 And he shall take of the blood of the bullock, and sprinkle it with his finger upon the mercy seat eastward; and before the mercy seat shall he sprinkle of the blood with his finger seven times.
15 Then shall he kill the goat of the sin offering, that is for the people, and bring his blood within the vail, and do with that blood as he did with the blood of the bullock, and sprinkle it upon the mercy seat, and before the mercy seat:
16 And he shall make an atonement for the holy place, because of the uncleanness of the children of Israel, and because of their transgressions in all their sins: and so shall he do for the tabernacle of the congregation, that remaineth among them in the midst of their uncleanness.
17 And there shall be no man in the tabernacle of the congregation when he goeth in to make an atonement in the holy place, until he come out, and have made an atonement for himself, and for his household, and for all the congregation of Israel.
18 And he shall go out unto the altar that is before the LORD, and make an atonement for it; and shall take of the blood of the bullock, and of the blood of the goat, and put it upon the horns of the altar round about.
19 And he shall sprinkle of the blood upon it with his finger seven times, and cleanse it, and hallow it from the uncleanness of the children of Israel.
20 And when he hath made an end of reconciling the holy place, and the tabernacle of the congregation, and the altar, he shall bring the live goat:
21 And Aaron shall lay both his hands upon the head of the live goat, and confess over him all the iniquities of the children of Israel, and all their transgressions in all their sins, putting them upon the head of the goat, and shall send him away by the hand of a fit man into the wilderness:
22 And the goat shall bear upon him all their iniquities unto a land not inhabited: and he shall let go the goat in the wilderness.
23 And Aaron shall come into the tabernacle of the congregation, and shall put off the linen garments, which he put on when he went into the holy place, and shall leave them there:
24 And he shall wash his flesh with water in the holy place, and put on his garments, and come forth, and offer his burnt offering, and the burnt offering of the people, and make an atonement for himself, and for the people.
25 And the fat of the sin offering shall he burn upon the altar.
26 And he that let go the goat for the scapegoat shall wash his clothes, and bathe his flesh in water, and afterward come into the camp.
27 And the bullock for the sin offering, and the goat for the sin offering, whose blood was brought in to make atonement in the holy place, shall one carry forth without the camp; and they shall burn in the fire their skins, and their flesh, and their dung.
28 And he that burneth them shall wash his clothes, and bathe his flesh in water, and afterward he shall come into the camp.
29 And this shall be a statute for ever unto you: that in the seventh month, on the tenth day of the month, ye shall afflict your souls, and do no work at all, whether it be one of your own country, or a stranger that sojourneth among you:
30 For on that day shall the priest make an atonement for you, to cleanse you, that ye may be clean from all your sins before the LORD.
31 It shall be a sabbath of rest unto you, and ye shall afflict your souls, by a statute for ever.
32 And the priest, whom he shall anoint, and whom he shall consecrate to minister in the priest's office in his father's stead, shall make the atonement, and shall put on the linen clothes, even the holy garments:
33 And he shall make an atonement for the holy sanctuary, and he shall make an atonement for the tabernacle of the congregation, and for the altar, and he shall make an atonement for the priests, and for all the people of the congregation.
34 And this shall be an everlasting statute unto you, to make an atonement for the children of Israel for all their sins once a year. And he did as the LORD commanded Moses.

1 And if his oblation be a sacrifice of peace offering, if he offer it of the herd; whether it be a male or female, he shall offer it without blemish before the LORD.

67-the meal offering. Should the * Sanhedrin err in a decision its members

1 And when any will offer a meat offering unto the LORD, his offering shall be of fine flour; and he shall pour oil upon it, and put frankincense thereon:

When in doubt as to whether one has transgressed such a prohibition a

20 And whosoever lieth carnally with a woman, that is a bondmaid, betrothed to an husband, and not at all redeemed, nor freedom given her; she shall be scourged; they shall not be put to death, because she was not free.

1 And if a soul sin, and hear the voice of swearing, and is a witness, whether he hath seen or known of it; if he do not utter it, then he shall bear his iniquity.
2 Or if a soul touch any unclean thing, whether it be a carcass of an unclean beast, or a carcass of unclean cattle, or the carcass of unclean creeping things, and if it be hidden from him; he also shall be unclean, and guilty.
3 Or if he touch the uncleanness of man, whatsoever uncleanness it be that a man shall be defiled withal, and it be hid from him; when he knoweth of it, then he shall be guilty.
4 Or if a soul swear, pronouncing with his lips to do evil, or to do good, whatsoever it be that a man shall pronounce with an oath, and it be hid from him; when he knoweth of it, then he shall be guilty in one of these.
5 And it shall be, when he shall be guilty in one of these things, that he shall confess that he hath sinned in that thing:
6 And he shall bring his trespass offering unto the LORD for his sin which he hath sinned, a female from the flock, a lamb or a kid of the goats, for a sin offering; and the priest shall make an atonement for him concerning his sin.
7 And if he be not able to bring a lamb, then he shall bring for his trespass, which he hath committed, two turtledoves, or two young pigeons, unto the LORD; one for a sin offering, and the other for a burnt offering.
8 And he shall bring them unto the priest, who shall offer that which is for the sin offering first, and wring off his head from his neck, but shall not divide it asunder:
9 And he shall sprinkle of the blood of the sin offering upon the side of the altar; and the rest of the blood shall be wrung out at the bottom of the altar: it is a sin offering.
10 And he shall offer the second for a burnt offering, according to the manner: and the priest shall make an atonement for him for his sin which he hath sinned, and it shall be forgiven him.
11 But if he be not able to bring two turtledoves, or two young pigeons, then he that sinned shall bring for his offering the tenth part of an ephah of fine flour for a sin offering; he shall put no oil upon it, neither shall he put any frankincense thereon: for it is a sin offering.

73-confess one's sins before God and repent for them. A

SAN DIEGO - On the fourth day of a vicious firestorm, exhausted firefighters and weary residents looked forward Wednesday to a break — an expected slackening of the fierce wind that has fanned the state's explosive wildland blazes. Forecasters said the Santa Ana wind whipping across Southern California will begin to weaken late Wednesday afternoon, followed by cooling sea breezes. The 16 wind-fed wildfires have destroyed nearly 1,300 homes and forced a half-million people to flee.The shift could allow for a greater aerial assault and help firefighters beat back the most destructive blazes, said Homeland Security Secretary Michael Chertoff during a tour of an evacuation center at Qualcomm Stadium in San Diego.If the weather cooperates, maybe we can turn the tide, he said.Crews were anticipating an injection of additional firefighters and equipment from other states, mostly throughout the West. Frustration over the firefighting effort began to emerge Tuesday when a fire official said not enough had been done to protect homes.

Orange County Fire Chief Chip Prather told reporters that firefighters' lives were threatened because too few crews were on the ground. He said a quick deployment of aircraft could have corralled a massive blaze near Irvine.It is an absolute fact: Had we had more air resources, we would have been able to control this fire, he said.The fires have burned 410,000 acres, or about 640 square miles, causing at least $100 million in damage. Twenty-one firefighters and at least 24 others have been injured. Sarkozy Mediterranean summit bid OCT 24,07

Speaking on a visit to Morocco, Nicolas Sarkozy invited heads of state and government to meet in France in 2008. He said the proposed grouping would be different from the European Union, but that the European Commission could ensure they complement one another. Past efforts to bring together Mediterranean countries have failed. NATO-Israel ties will deepen with peace

Israeli NATO cooperation would be better if there were progress in the Middle East peace process, the organization's Deputy Secretary General Ambassador Claudio Bisogniero said on Monday night. Still, he said, the Israeli-Palestinian conflict did not limit that relationship, which has grown stronger in the last year. NATO and Israel are doing a lot together. There are excellent opportunities for us to deepen that cooperation further, said Bisogniero. He spoke to an audience of diplomats at a dinner hosted by the IDC Herzliya as part of the Second Annual NATO-Israel Symposium. We in NATO have always made clear - and will continue to underline - that the unresolved Israeli-Palestinian conflict should not be used as an alibi to preclude closer relations, said Bisogniero, who became deputy secretary general only this month.

Out of all the Middle East countries that participate as Israel does in NATO's Mediterranean Dialogue, Israel occupies a special place and has been the most active participant, said Bisogniero.
In her speech to the IDC on Monday night, Foreign Minister Tzipi Livni said she would like to see the ties upgraded and added that, Israel seeks a formal partnership relationship with NATO.In spite of a feeling among Israelis that NATO has not focused enough on the threat of a nuclear Iran, Bisogniero assured the audience that his organization was indeed worried. A nuclear-armed Iran would deal a major blow to the international non-proliferation regime and could also produce a domino effect throughout the Middle East, as other states may feel compelled to develop nuclear technology as well, said Bisogniero. He added, We must not underestimate the risk that terrorist groups may gain access to such weapons of mass destruction.He said that NATO had to be prepared to tackle these problems. We cannot afford to wait for these challenges to come to us. That may mean sending our forces far away from our traditional European borders. Still, sources in NATO have said there were no plans yet to send the organization's troops to the Middle East.

On a separate note, Livni in her speech at the IDC took the opportunity to address issues relating to the upcoming Annapolis conference in the US regarding the Israeli-Palestinian conflict.
To help that process, she said, The Arab and Muslim world must adopt any decision that the Palestinians accept, and not dictate the results.She added that they should participate unconditionally at the Annapolis conference. Livni also called on other Arab states to take steps to normalize relations with Israel rather than wait until the end of the conflict. Even as she spoke of the common bond between Israel and the moderate Fatah Palestinian leadership, she expressed skepticism about its enforcement abilities. There is no disputing the fact that there is a gap between the will of the pragmatic Palestinian leaders and their ability to execute, said Livni.

Save Jerusalem Emergency Coalition Forms

(IsraelNN.com) An unprecedented coalition of American Jewish groups has formed on short notice to ensure that united Jerusalem remains Jewish.Among the member organizations are the National Council of Young Israel, the Orthodox Union, the Rabbinical Council of America, Emunah Women of America, AFSI, Hineni, AJOP (Outreach), NCSY, Poalei Agudath Israel of America, ZOA, and more. More organizations are set to join in the coming days.The formation of the coalition marks the first time since the establishment of the State of Israel that a significant group of American Jewish organizations has united in opposition to Israeli government policy; many of the member organizations are among Israel’s most loyal and active supporters.The new coalition's founder, Rabbi Pesach Lerner, the Executive Vice President of the National Council of Young Israel, is concluding a six-day whirlwind trip to Israel during which he coordinated the group's activities with pro-Jerusalem forces here.I met with several Knesset Members, Rabbi Lerner told Arutz-7, as well as Rabbi Ovadiah Yosef, Rabbi Yosef Efrati - a top confidante of Rav Elyashiv, Rabbi Simcha Kook, Natan Sharansky, and Mayor Uri Lupoliansky. I also met with Tzafrir Ronen, Elyakim HaEtzni, the Rabbi of the Western Wall- Rabbi Shmuel Rabinovitch, Mina Fenton, Nir Barkat, and more. They either don't know about it [gov't plans to divide Jerusalem], or think it won't happen.

Olmert Hints that United Jerusalem is Expendable

The official impetus for the coalition's founding were statements by Israeli government leaders, including Prime Minister Ehud Olmert, that Jerusalem could be negotiable in the upcoming Middle East summit in Annapolis. The message has still not been received by many Jews, Rabbi Lerner said, that the door has been opened to giving away parts of Jerusalem, including the Temple Mount, Judaism’s holiest and most revered site... Our coalition means that Jewish leaders around the world are coalescing around a simple bottom-line position: World Jewry opposes Israeli negotiations which would include any discussion of ceding sovereignty over part or all of Jerusalem.Some of Jerusalem's holy sites and/or surrounding neighborhoods are in danger of being transferred to Arab sovereignty.The Coalition will increase awareness of both the sanctity of Jerusalem and the political machinations currently at play regarding it, and promote political and public action to keep Jerusalem off the negotiating table. The official name of the group is The Coordinating Council for Jerusalem’s Future.

Ronen's Alliance

Tzafrir Ronen of northern Israel, one of those with whom Rabbi Lerner met, is one of the founders of a similar group in Israel. A small group of us convened a few weeks ago, Ronen said, just when Olmert's friend Deputy Prime Minister Chaim Ramon started this whole insanity about giving up Jerusalem. We realized that we had to do something immediately. Our group consists of many organizations here in Israel - the Nahalal Forum, Nir Barkat's group, the Land of Israel Loyalists, all eight groups of Homesh First, and more. We have been working together with Rabbi Lerner, and we will continue to do so. There is a lot that we have to do.It must be made clear, Ronen says, that while Olmert is being investigated for all sorts of financial crimes - his real crime, and the one for which he must be toppled, is that of wanting to give away the Land of Israel and Jerusalem. Throughout our 2,000 years of exile, if any rabbi had ever hinted at giving up a part of the Land of Israel, he would have been out on the street in a minute.

Lerner's Meetings

Asked to summarize his many meetings with Israeli leaders and public figures over the past few days, Rabbi Lerner said, My goals were to collect information and find out what's going on; to hear what they really think about what the government's intentions are and how we can stop any plans to give up Jerusalem; to share with them what we're doing, and receive their direction and advice; and encourage them, via our actions, to increase their own efforts... We now have two-way communication, the process has begun, they know that US Jewry is waking up and beginning to move.We plan to encourage citizens all over the US to visit with or speak to their Congressmen and tell them that the division of Jerusalem is something that they just cannot accept. Leading rabbis will make trips to the White House and get this message across as well. We will present our position both as Jews and as Americans.Could it be imagined that Israel would tell Jordan, Give up Amman and then we'll give you peace? It is untenable for a supposed peace partner to threaten that if we don't give up our capital, they will renew their war upon us; we are already hearing that if the summit fails, terrorism and violence will be renewed against Israel with a vengeance. How can this be called peace talks?... We believe that if lots of people start showing up at their Congressman's office, things will begin to take off.

Shas and Jerusalem

In my meeting with the Rishon LeTzion Rabbi Ovadiah Yosef, the spiritual leader of the Shas party, he was very encouraging, and told us that we should pressure the White House in every we can, Rabbi Lerner said. Currently a member of the coalition, the Shas party itself is being pressured within Israel's nationalist camp - and perhaps soon, if the new coalition is successful, also among its supporters in New York - to quit the government immediately and prevent Jerusalem from even being placed on the negotiating table.

More than 300,000 people have fled their homes in the county, said San Diego Mayor Jerry Sanders, adding the number there was expected to grow as more communities were put on standby to leave as the fires burned a path toward the sea — through populated communites.The increase in San Diego losses included 500 homes destroyed in Fallbrook, said Holly Crawford with the County of San Diego Office of Emergency Services.Across Southern California, more than 1,200 buildings have been destroyed. The state Office of Emergency Services did not have an overall estimate of evacuations Tuesday morning — but the numbers were expected to grow.As dawn broke on the third day of the fires, the toll mounted as authorities issued new evacuations in San Diego County. One of those, on the La Jolla Indian Reservation in San Diego County, spread to 400 acres and was racing up the side of Palomar Mountain.

LOS ANGELES (AFP) - More than 300,000 people were evacuated across California on Tuesday as wildfires raged across the state, prompting President George W. Bush to declare an emergency. Wind-driven infernos that erupted on Sunday have so far destroyed an estimated 700 houses and businesses and scorched 260,000 acres (1,000 square kilometers), making the fire one of the worst in California's history.One person has died and more than 20 people have been injured in the 14 or so fires that have erupted since Sunday.An estimated 300,000 people have been forced to flee their homes while an additional 200,000 people have been advised to evacuate, according to reports.The destruction has prompted Governor Arnold Schwarzenegger to deploy National Guard soldiers to help support around 6,000 firefighters who are tackling the flames.Bush late Monday declared an emergency in California and ordered federal aid be directed to the fire-stricken region.

Many parts of the state, including Los Angeles, have experienced record low rainfalls and record-high temperatures this year, leaving vast swathes of parched countryside at the mercy of fires.
The flames are being propelled by a seasonal weather system known as Santa Ana winds. Authorities recorded powerful gusts of between 60 and 100 miles (97 and 160 kilometers) per hour on Monday. The wind is not forecast to diminish until Wednesday.Local news reported that two big-rig trucks had been knocked over by powerful gusts in mountain passes near the town of Lake Arrowhead.It's a tragic time for California, said Schwarzenegger after touring charred remains of buildings in the celebrity enclave of Malibu on Monday.The fires are so vast that several could be seen from space and smoke was so thick in the area that weather radars mistook it for rain clouds.The White House announced Tuesday that Federal Emergency Management Agency (FEMA) is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency in southern California.

The Bush administration was heavily criticized after Hurricane Katrina struck the US gulf coast in 2005 for FEMA's slow response and poor coordination with state officials.Several thousand personnel backed up by 316 fire engines, 19 air tankers, 15 bulldozers and eight helicopters battled the myriad infernos throughout the night.These fires that are sweeping through Southern California are a perfect storm, said Los Angeles County supervisor Zev Yaroslavsky.The fire department and law enforcement personnel have been stressed almost beyond the point of reason because there are so many fires going.The winds are erratic and unpredictable. There is no telling where the fires will move and when.Los Angeles County Fire Chief Michael Freeman said he hoped to get help from Northern California, Arizona and Nevada firefighters to help his exhausted crews. We've been talking about the drought and the Santa Ana (winds), and with very low humidity it is a design for disaster, he said.

In San Diego, many evacuees were sent to Qualcomm Stadium, home of the San Diego Chargers' American football team. By early Tuesday, several thousand weary evacuees were huddled inside the stadium.
One woman, Nancy Canfield, said she was relieved to have escaped with her family, including her grandchildren. I'm just thankful we all got out, we're all safe. I don't care about anything else.In Malibu, residents were struggling to come to terms with damage inflicted by the blaze. Thousands of buildings have been evacuated, including the homes of Titanic director James Cameron and Grease movie star Olivia Newton-John. TMZ.com reported that the exclusive Promises rehabilitation center, which has hosted stars Britney Spears and Lindsay Lohan, was being evacuated. The causes of the different fires raging throughout the state varied, with a fallen power line believed to be the cause of the blaze in Malibu and arson blamed for a fire in Orange County that torched 15,000 acres (6,070 ha).

First names floated for top new EU jobs

EUOBSERVER / BRUSSELS – Although the ink on the new EU treaty deal is barely dry, several names are already being floated as possible candidates for the European Union's first-ever president – among them Tony Blair, former UK prime minister.He [Tony Blair] is a very remarkable man, the most pro-European of all Britons. It would be quite a smart move to consider him, French president Nicolas Sarkozy said on Friday (19 October), triggering speculations about who could be given a high-profile job after the new Lisbon Treaty enters into force, set for mid-2009. A similar message came from UK prime minister Gordon Brown, who said Mr Blair would be a great candidate for any significant international job. However, he added it was premature to debate the list of possible candidates before the treaty is ratified. Although the job comes with no executive powers, the new president of the European Council - a body representing EU governments - is expected to be a top politician. The first president is also expected to set the job description for future presidents. The post is a two and a half year term, but it can be held twice. The system replaces the current situation where the post rotates among member states every six months. But despite his high-profile career, giving an EU post to Mr Blair would probably cause some strong controversy.

Critics continue to point to his support of the US-led invasion of Iraq in 2003 - something that caused a deep rift in the EU. Others question his commitment to the European project, given the fact that London does not participate in some key common policies. A spokesperson for former UK leader told British media that Mr Blair - who is now the quartet's envoy to the Middle East - was focusing on his current role. Luxembourg's prime minister Jean-Claude Juncker, Danish prime minister Anders Fogh Rasmussen and Poland's former president Aleksander Kwasniewski have also been tipped for the top job.

Foreign affairs representative

Meanwhile, European Commission president Jose Manuel Barroso - reportedly eyeing a second term from 2009 - has welcomed prospects of a permanent EU president, saying it will bring more stability and continuity.It is better for the commission president to have relation with the president on permanent, well-known basis than to establish relations every six month, Mr Barroso said despite his recently expressed concern that the EU president post will shift power away from EU institutions towards member states. Similarly, Mr Barroso praised the newly created post of EU foreign affairs representative, combining the two current jobs of EU foreign policy chief Javier Solana and EU external affairs commissioner Benita Ferrero-Waldner. A great part of our work in the commission is spent on articulation [...] to the council, Mr Barroso said on the position, which is expected to improve the European Union's profile on international scene and - perhaps - finally give the world a single phone number to call in Europe.Unlike the EU president, the appointment of the foreign affairs chief to set to be controlled by the European Parliament as the politician in question will also be a vice-president of the European Commission.
Sweden's foreign minister Carl Bildt has been cited as a possible candidate for the post.

EU vows to shape globalisation

EUOBSERVER / BRUSSELS – Having finally put six years of institutional wrangling behind it with last week's agreement on a new treaty, the 27-nation EU says it is now confident to face outside challenges.In December, EU leaders are expected to adopt a declaration, which should underline the bloc's change of priorities – moving from institutional matters towards issues such as globalisation and climate change. We have agreed that we should rule out further institutional change for years ahead, UK prime minister Gordon Brown said on Friday (19 October) – something he said he personally hoped would be the case for at least a decade.

The union now has less than two months to agree a list of new priorities linked to globalisation and subsequently move on to agreeing the best political recipe for how to deal with the phenomenon. According to the European Commission, the EU should avoid being a passive spectator, but rather shape globalisation. In practice, it is promoting the so-called principle of reciprocity - meaning trading partners should open their markets as much as the EU does.We should be open, but not naive. We should not close our doors, rather we should encourage others to open theirs, commission president Jose Manuel Barroso said, suggesting that openness is a two-way street and that third countries should offer comparable levels of openness to EU exporters and investors.
In addition, foreign companies wishing to do business in EU territory should not be allowed to by-pass the rules applied in the union's internal market.

Speaking at the EU summit Friday (19 October), French president Nicolas Sarkozy proved to be the strongest advocate of such a principle.Let's not be naive, we must demand a reciprocity, he said, complaining about the severe environmental and social requirements placed upon EU businesses, but not followed by their non-European competitors. We have to remind others there are rights as well as obligations, Mr Sarkozy added, singling out Russia and China.

Academic handbook could form basis for EU civil code

EUOBSERVER / BRUSSELS - Academic researchers are finalising a big European Commission-funded legal handbook containing the core principles of EU member states' private law.EU officials say the catalogue, to be presented to the commission in December, could in future form the basis for a full-blown European civil code.More than 150 law researchers from across Europe are drawing up a so-called 'Draft Common Frame of Reference' which will consist of legal articles related to the exchange of goods and services - for example on leasing, damage, the right to withdraw from contracts and unjustified enrichment.The articles will seek to describe what is the common core of European private law (in this case, mainly contract law), the bulk of which is currently covered by the 27 EU member states' national private law systems.Private law is deeply rooted in national legal traditions which are often centuries-old, such as the UK's common law or France's Code Civil introduced by Napoleon. Any possible EU interference in the area of private law is therefore seen as highly sensitive.

One of the leading researchers involved in the project, Osnabrück university professor Christian von Bar, told EUobserver that with the Common Frame of Reference we would have a common basis of private law, with common legal terms.Currently, words like intention or damage can have extremely different meanings in different member states' legal systems. At least with the Common Frame of Reference we would have a set of model rules covering the common core of our private law systems, he added.

Commission is cautious

The document will in an initial paperback edition count between 300 and 350 pages, but a second, full version - to be finalized by 2009 – is likely to contain no less than 3,000 pages, including not only law articles but also comments plus extensive footnotes.
Mr Von Bar stresses that at the moment, the draft framework remains a purely academic exercise which has no legal or political status in the EU. We as academic researchers are developing the technique - but it fully depends on a political decision of the European Commission, the [EU] Council and the European Parliament if in the end, the Common Frame of Reference will be adopted as an EU instrument, he said. The commission - which has funded the project to the tune of €4.3 million through its research budget – publicly takes an extremely cautious line on the issue. It says it sees the Common Frame of Reference merely as a tool box for updating existing and preparing new EU private law in the consumer-and business areas, for which it will select carefully the parts of the draft it needs. The scope is not a large scale harmonisation of private law or a European civil code, The EU executive stated in a report in July this year.The commission's low-key approach to the project reflects member states' deep unease with even a small attempt by Brussels to harmonise their private law systems or - seen as even worse - to create an EU civil code.

MEPs have less taboos

But the European Parliament has less taboos about the similarities between the planned Common Frame of Reference - draft articles of which can already be found online - and a European Civil Code. A parliament resolution adopted in March 2006 said Even though the Commission denies that this is its objective, it is clear that many of the researchers and stakeholders working on the project believe that the ultimate long-term outcome will be a European code of obligations or even a full-blown European Civil Code.In any event the project is by far the most important initiative under way in the civil law field, it added. German Christian Democrat MEP Klaus-Heiner Lehne said The draft Common Frame of Reference indeed comes down to a European Civil Code. But as this is a pure academic piece of work it is up to the responsible political bodies to decide how to further proceed.Diana Wallis, UK liberal MEP, said At the moment, this is an exercise by academics. Will it ever form the basis of a Civil Code? I have no crystal ball. Perhaps in very many years. Currently the political climate is not ripe, but perhaps at some point it will be.In my own country the word code sounds very foreign, said Ms Wallis who in an earlier speech remarked Napoleon is immediately seen to be approaching the white cliffs of Dover! She added that the current EU treaties as well as the new Reform Treaty offer no legal basis for a European civil code.

What kind of EU code?

If ever adopted in the future, an EU civil code could be based on the Common Frame of Reference blueprint. It would harmonise member states' contract law, as well as other legal areas which do not strictly fall under contract law such as tort law. It is however not expected to include the most sensitive parts of national civil law systems - notably family law and inheritance law. A European civil code could replace domestic civil law codes or - what is more likely - exist alongside national systems as an optional scheme. Consumers and businesses could in that case choose to be protected by EU civil law when operating in another member state, in order to avoid the bureaucracy and legal uncertainty of foreign contract rules.This could take the form of a European blue button' for internet purchases, Mr Lehne said. Christians bring Iranian Jews to Israel

JERUSALEM (AP) — Evangelical Christians in the U.S. have helped convince dozens of Iranian Jews to move to Israel in recent months, offering cash incentives and claiming that Iran's tiny Jewish community is in grave danger.The International Fellowship of Christians and Jews, a charity that funnels millions of dollars in evangelical donations to Israel every year, is promising $10,000 to every Iranian Jew who comes to Israel, said the group's director, Rabbi Yechiel Eckstein.The project is another example of the alliance between the Jewish state and evangelical American Christians, many of whom see the existence of Israel and the return of Jews to the Holy Land as a realization of biblical prophesy that will culminate with Christ's Second Coming.But an Iran expert said the money would not be enough to draw Iranian Jews, who generally do not perceive themselves to be in great danger in the Islamic republic.About 25,000 Jews are left in Iran — an overwhelmingly Muslim nation of 65 million — the remnants of a community with origins dating to biblical times. Most Iranian Jews left for Israel or the U.S. over the last 50 years.

Still, Iran's Jewish community is the largest in the Middle East outside Israel, and Iranian Jews have some legal protections. But Israel and Iran are staunch enemies and do not have diplomatic relations. Eckstein argued that calls by Iranian President Mahmoud Ahmadinejad for Israel's elimination, coupled with Iran's alleged nuclear weapons program, represent danger.Is this not similar to the situation in Nazi Germany in the late '30s, where they (Jews) also felt they could weather the storm? he asked. Instead, 6 million were killed in the Holocaust, which Ahmadinejad has called a myth.Eckstein said his group has helped bring 82 Jews to Israel from Iran since the project began this year, and hopes to bring 60 more by year's end.The charity, based in Jerusalem and Chicago, has raised $1.4 million for the project, Eckstein said. The IFCJ initially offered $5,000 per immigrant, but doubled the amount when response was lower than expected, he said. Immigrants also receive government aid upon arriving in Israel.One of the recent arrivals, a 31-year-old widow with three children, said she was not in danger in Iran but was concerned for her children's future.

At the end of the day, this is the place for the Jewish people, she said, referring to Israel. She is living in the southern port city of Ashdod. Though she claimed to have felt safe in her hometown of Isfahan, she asked that her name be withheld to protect family remaining in Iran.The grant from the IFCJ was what enabled her to come to Israel, she said. Most Jews in Iran have heard about the grant through word-of-mouth and Israel Radio's broadcasts in Farsi, she said.Iranian government officials would not comment on the new project.Iran's Jewish community is technically protected by the Islamic Republic's constitution, and has one representative in a 290-seat parliament.In a speech at Columbia University in New York last month, the Iranian president insisted that Iranians are friends of the Jewish people. There are many Jews in Iran living peacefully with security.Nonetheless, the Jewish community has led an uneasy existence under Iran's Islamic government.In 2000, Iranian authorities arrested 10 Jews, convicted them of spying for Israel and sentenced them to prison terms ranging from four to 13 years. An appeals court later reduced their sentences under international pressure and eventually freed them.Generally, Jews are free to practice Judaism inside Iran, said Meir Javedanfar, an Israeli analyst whose family emigrated from Iran in the 1980s. Iranian Jews, however, are increasingly concerned about the intensity of attacks on Israel by the Iranian press, which they view as bordering on anti-Semitism, he said.

Such attacks have not led to a mass exodus from Iran, because the majority of Iranians are hospitable to the Jews and most Jews in Iran are economically comfortable, Javedanfar said. However, he noted, the level of concern has increased because of Ahmadinejad's statements.This is not the first time evangelical Christians have taken part in bringing people to Israel. Eckstein's charity also played a role in funding the immigration to Israel of 7,000 members of the Bnei Menashe, a group in India claiming descent from one of the Biblical lost tribes of the Jews.The charity's evangelical donors, who tend to have hardline political views, see encouraging Jewish immigration as a way of strengthening the country in the face of Arab threats.The IFCJ is one of the most prominent examples of Israel's alliance with evangelical Christians, who have become among the country's most generous donors and most enthusiastic political supporters.The ties have been welcomed by many Israelis but criticized by others.Some Israelis believe the country should not align itself with a group seen as an extreme element of American society, while others have charged that the evangelicals' goal is ultimately to convert Jews to Christianity, a charge the evangelicals deny.The Associated Press.

LEADERS of the world's main religions kicked off an annual interfaith peace summit in Naples today with calls for a global organisation uniting their faiths.Orthodox Patriarch Bartholomew I, Archbishop of Canterbury Rowan Williams, Israel's chief rabbi Yona Metzger and the imam of the United Arab Emirates, Ibrahim Ezzeddin, were among those attending the gathering. Civilisations don't dialogue directly, but through those who carry their traditions and cultural values. So we should not speak of a dialogue of civilisations, but a culture of dialogue, Bartholomew told the opening. In a similar vein, Rabbi Metzger proposed a United Nations of Religions that would embrace the heads of religious communities that have a profound influence on their congregations. If we sit down together around one table ... surely we could arrive at effective solutions, he said.

Ibrahim Ezzedin, too, advocated a formal structure linking world religions, saying: This important grouping of God-fearing people cannot and should not limit itself to processions, conferences and seminars.We need to form a permanent and authorised executive machinery for ... executing any decisions we may make, he added.
The Muslim leader however spoke harshly of unjustified provocations in places such as Iraq and Afghanistan and ... unfair dealings in Palestine that have prompted some Muslim individuals and groups (to go) astray and wrong themselves by violent actions.
He added: We are dismayed by the behaviour of some great powers who continue to act aggressively against other countries, by means of military occupation under fabricated pretexts ... forced regime changes and blunt interference in other countries affairs.The Sant Egidio summits are meant to carry on the spirit of Assisi and were launched 21 years ago by John Paul II in the birthplace of Saint Francis. The first summit, dubbed a World Day of Prayer for Peace, was attended by the Dalai Lama, Mother Teresa and other religious leaders. The Pope, then Cardinal Joseph Ratzinger, stayed away, reportedly out of concern that it put all religions on an equal footing. Thus the timing of his pastoral visit to Naples has been billed as a happy coincidence by Sant'Egidio, a lay Catholic organisation that has mediated in several world conflicts.

A world without violence

The theme of this year's peace summit is A World Without Violence: Faiths and Cultures in Dialogue, with topics to include AIDS, immigration, the plight of Africa and the quest for peace in the Middle East. The Sant'Egidio community is the bridge in this search for common points and continues to work for dialogue in all parts of the world to build peace, said the Reverend Gijun Sugitani, the supreme adviser of Tendai Buddhism in Japan. Earlier today, the Pope celebrated an open-air mass as rain fell on pilgrims huddled under umbrellas in Naples main square. Lamenting the sad phenomenon of violence in the impoverished city, the pontiff said: It's not only a matter of the deplorable number of crimes of the Camorra (mafia), but also the fact that violence tends unfortunately to become a widespread mentality, insinuating itself into the fabric of society.

Naples Event Seen as Aid in Warding Off Civilization Clash
Says Coexistence Is Only Solution for Globalized World


ROME, OCT. 22, 2007 (Zenit.org).- The interreligious event under way in Naples is the type of meeting that may help the world avoid the clash of civilizations, says the founder of the Catholic lay group that is co-sponsoring the encounter.Andrea Riccardi described in this way the 21st International Encounter of Peoples and Religions, organized by the Sant'Egidio Community and the Archdiocese of Naples. Benedict XVI inaugurated the event Sunday.

Riccardi told ZENIT that Samuel Huntington's book on the feared clash of civilizations is something to be taken very seriously.It has impressed me that the book sold well in the Arab world, the founder said. And it has even gained approval in certain fundamentalist environments, because perhaps it says that which many want to hear: Our situation is this clash? What happened on Sept. 11 is proof that Huntington was right? I believe that we are within a framework of difficulties, but within this framework, we have the responsibility of finding a model or bringing ourselves out of this situation, and this model -- I believe -- is a civilization of coexistence.

This is the theme of Riccardi's book Convivir (Coexisting), published in Spanish by RBA Libros.Riccardi explained: There are different civilizations, there are diverse religions, there is not a universal civilization, because with globalization, Western civilization has not become universal civilization.On the contrary -- I speak in the book about just this -- identities rise up from the past in the face of this process of globalization. Precisely because we are before the phenomenon of globalization, we are all naked and want to clothe ourselves with our colored clothing.And therefore, identities exist, civilizations exist, cultures exist, nations exist, religions don't die.

Surviving

Riccardi noted that secularization has not overcome the desire for religiosity.There is a great demand for religion coming from all parts, including in Europe, he said. Thus, the problem is not to destroy identity, but to live together.I believe that secularism is a model of coexistence in a handful of countries: France, Spain, Italy, Portugal and a few more. It is an interesting and important model, but I am convinced that the most intelligent thing that European countries can do is not divide themselves between secularists and believers, because I believe our countries need 'ressourcement' -- to use the French word -- to go back to the origins, to the headwaters of their religious discourses.In my opinion, it is silly to divide ourselves regarding the religious question. It is necessary to understand that a religious life is one of the important components of our identity. Naturally, it is not the only one.The answer to possible conflicts of identity, Riccardi says, is in the civilization of coexistence, that is, the capacity of people from different worlds to live together and to merge.

Talking

This coexistence, he suggested, is supported with dialogue, which should not be understand as a loss of one's own identity.Dialogue without identity does not exist, Riccardi said. Therefore, dialogue demands a great identity, and dialoguing is not in itself an identity. If you and I dialogue, it is because you represent something for me, and I for you.Each one has many identities. I am Catholic and I define myself as such, but within me, there is a lay heritage; in my Christian being, there is an implicit Jewish tradition; there is the experience of contact with a socialist-lay culture, and so on.Some of us choose what we want to be, but in this identity, purity is a myth, a dangerous myth sometimes. The myth which is invented by the fundamentalists is dangerous, and fundamentalism is a great simplification.For this reason, Riccardi affirmed that he rejects relativism, the denial of the existence of truth.Relativism conceives of a world without history, a world that has not taken tradition into account, from where we come, the Sant'Egidio Community founder affirmed. This is, for me, the gist of the question. The delusion of European modernity consists in failing to take into account tradition. I believe that we should take into account tradition, and therefore, relativism is frequently a discourse constructed in a laboratory.
