At least nine dead after tornado on southern Texas border APR 25,07

WASHINGTON (AFP) - A tornado ripped across the US-Mexico border, killing at least nine people and injuring dozens more, local authorities and media said on Wednesday. Six people were killed in the small Texas town of Eagle Pass, officials said. Three others were killed in Mexico a few miles (kilometers) away, television station KDFW in Dallas reported.

The tornado struck Eagle Pass, at about 6:00 pm (2200 GMT) on Tuesday evening, destroying some 20 homes, an elementary school and a sewage treatment plant, local television stations reported.We have six confirmed fatalities, a spokeswoman for the mayor, Chad Foster, told AFP. Some 81 people were treated for injuries at a local hospital, including four who suffered critical injuries, the mayor's office said.State authorities deployed National Guard units to help with search and clean-up efforts, local media reported.

The mayor's office said three shelters had been opened for those who lost their homes.The same storm system that produced the tornado also had caused flash flooding elsewhere in Texas, with television footage showing people wading through waist-deep water after being rescued from flooded cars or homes.Numerous flights were delayed or cancelled in and out of Dallas-Fort Worth International Airport due to the storm.

Severe thunderstorms are likely through the lower Mississippi and Tennessee Valleys, with high winds, hail and even tornadoes possible.Widely scattered showers and thunderstorms are expected along a front stretching from the mid-Mississippi and Ohio Valleys to the northern Mid-Atlantic region and southern New England.Light rain and high mountain snow is expected in the Northwest, and rain is expected in the northern Rockies and Plains.

Germany sends letter to salvage EU constitution

German chancellor Angela Merkel has indicated Berlin is going to leave as much of the EU constitution intact as possible making only the minimum changes needed to get sceptical nations such as the UK, Poland and the Czech Republic on board.

British media over the weekend gave details of a leaked letter by Mrs Merkel in which she says Every effort will have to be made to restrict change to what is absolutely necessary to reach an overall agreement and to ensure ratification by all member states.The letter, quoted in The Times, shows the pragmatic line that Berlin is taking in an effort to get reluctant nations on board but also to make sure that the 18 countries that have already largely ratified the document are catered for.For its part, the German government has denied reports of a letter from Mrs Merkel. There is no such letter from the chancellor to her counterparts, deputy government spokesman Thomas Steg said on Saturday, according to Spiegel Online.But it has not denied asking 12 crucial questions of national governments, with a summit fast approaching in June where member states will be asked to lay their cards on the political table and agree a timetable and a basic frame of reference for the treaty.

The 12 questions attempt to put together some of the suggestions that member states have made for altering the constitution, which was rejected by French and Dutch voters two years ago. Some of the questions include purely cosmetic changes such as altering the name of the proposed EU foreign minister the Czech government recently brought this issue up as well as dropping the symbols of the EU the flag, hymn and logo something which the Dutch are in favour of.

Berlin also asks if enlargement criteria should be included in a future treaty and if there should be a reference to the social dimension of Europe France strongly supports this as well as whether countries should be able to opt in or out of future provisions of the treaty.This model has been used in previous treaties with Denmark being granted an opt out from the single currency, defence policy, EU citizenship and justice and home affairs after it rejected the Maastricht treaty in 1992.The chancellor's questions, reported in the Swedish website Europaportalen, also ask whether to replace the full text of the Charter of Fundamental Rights by a short cross reference having the same legal value.Taking up an important suggestion by UK prime minister Tony Blair, question number two indirectly asks whether the constitution could be presented as a document that is amending the 2001 Nice Treaty.

How do you assess in that case the proposal made by some Member States that the consolidated approach of part 1 of the Constitutional Treaty is preserved, with the necessary presentational changes resulting from the return to the classical method of treaty changes? asks the chancellor.

The German leader has upped the tempo around the constitution and is due to meet EU leaders bilaterally over the coming weeks to see if she can smooth out as many of the difficulties as possible before the June summit.Under Berlin's timetable, there will be a short intergovernmental conference in the second half of this year, with ratification by member states planned in 2008 and the whole exercise wrapped up by the European elections in mid 2009.

NATO, EU Working Harder To Coordinate Efforts

Dialogue and cooperation between NATO and the European Union appear to be on the mend, several years after tension flared over the U.S.-led invasion of Iraq in 2003.NATO and the union are working more tightly than ever — for example, to orchestrate a peaceful transition of Kosovo to independence and to coordinate military and civil security reforms in Afghanistan. Just as important, the uneasy rhetorical competition about who should do what regarding security policy in Europe is subsiding. Accommodation and a flexible division of security tasks are now the operative concepts.

The EU needs a partnership, a strategic partnership, with NATO, and it is very important to accept the challenge of cooperating with it, German Defense Minister Franz Josef Jung told an audience of German officials here April 10. We must not consider NATO or the U.N. as competitors. They and the EU are complementary to each other and it is obvious we should now work closely together. At the very least, we do not have the financial means to compete with each other.

Though EU sensitivities remain about cozying up too publicly to NATO, the two sides are consulting closely on a wide range of practical matters, albeit behind closed doors. NATO and EU military planners are carefully synchronizing the timing of the drawdown of EU peacekeeping troops in Bosnia-Herzegovina with contingency planning in nearby Kosovo, in case of security problems linked to Kosovo’s imminent detachment from Serbia. Alliance and union experts meet regularly on civil reconstruction efforts in Afghanistan, where an EU civil security mission soon will be established to train and reform the country’s police sector. The two blocs also coordinate logistics assistance to African Union forces in Darfur, Sudan, and may be asked to do the same in Somalia.Finally, NATO military planners are working more closely with EU counterparts than in the past to avoid duplication or competing claims on rapid-reaction capabilities as the union creates its 1,500-strong rapid-reaction battle groups. Two of the battle groups are close to operational readiness and another 13 will be created in the coming years.

Jung is not alone in pushing for a change of stance in EU-NATO relations. NATO Secretary-General Jaap De Hoop Scheffer has repeatedly called on the union to establish healthier consultations with the alliance. EU officialdom has not formally echoed de Hoop Scheffer’s appeal, but there is a growing recognition in its military and security policy circles that institutional competition with NATO will do more harm than good.Avoiding competition between the EU battle groups and the NATO Response Force is a good example. We are not going to duplicate the NATO Response Force, French Gen. Henri Bentégeat, EU Military Committee chairman, told reporters here in March during an EU-flagged naval exercise. He is widely seen as supporting closer coordination with NATO.Lt. Gen. David Leakey, head of the union’s Military Staff, the operational and planning wing that reports to the committee, holds a similar view: Look at all the EU member states that are double-hatted; it’s not as if each side [NATO and the EU] doesn’t know what the other is doing, he said, referring to European security and military personnel who shuttle between the two organizations. We talk to NATO and we coordinate planning.

One potentially sharp disturbance to EU-NATO relations, however, is the U.S. offer to extend its missile defense shield across Europe by setting up radar tracking and interceptor sites in Poland and the Czech Republic. Both are NATO and EU members.Washington’s discussion of the subject with capitals outside the framework of NATO or the union has upset member states in both organizations.

EU leaders are nervous about public opposition to missile deployment in Eastern Europe as well as Russian hostility to the U.S. system, while alliance politicians want debate on missile defense in Europe placed within a NATO context, not bilaterally between Washington and selected partners.If Washington is going to build a missile shield across Europe, it needs to be discussed within NATO, and you cannot leave Russia out of the talks, Jung said.E-mail: btigner@defensenews.com.

Israel rules out major Gaza offensive By STEVE WEIZMAN, Associated Press Writer APR 25,07

JERUSALEM - Prime Minister Ehud Olmert on Wednesday authorized the army to carry out limited operations against militants in the Gaza Strip, but ruled out a large-scale ground offensive in response to a new round of Hamas rocket attacks, Israeli officials said.

The decision was made at an emergency meeting that Olmert held with senior security officials following the fresh rocket fire. The violence has threatened to unravel a five-month cease-fire.Two meeting participants said Olmert agreed to allow the army to carry out pinpoint operations to halt the rocket fire, but decided against a widespread offensive, essentially continuing current Israeli policy in Gaza. There have been growing calls in military circles for tougher action in Gaza.

The participants spoke on condition of anonymity because they were not authorized to discuss the matter with the media.On Tuesday, the Islamic militant group said its members fired 41 rockets and 54 mortar shells in response to Israeli raids.The Israeli military said it could confirm the launching of only six rockets and eight shells. Just two rockets reached Israel, causing no casualties or injuries, the
army said.The head of an Egyptian security delegation in Gaza, Maj. Gen. Burhan Hamad, called a meeting of all Palestinian factions Wednesday morning, urging them to maintain the calm to avert any possible Israeli invasion of Gaza.He condemned the rocket barrages, as well as the Israeli raids earlier in the week that killed nine Palestinians, most of them militants. Egypt frequently acts as a mediator between Israel and Palestinian militants.

Hamas is a partner in the Palestinian coalition government, whose platform calls for a long-term truce with Israel.Israeli media, citing military officials, said the rocket bombardment apparently had been intended to create a diversion in order to capture an Israeli soldier near the Gaza border. The military refused to comment on the reports.Hamas-linked militants have been holding a 20-year-old Israeli corporal, Gilad Shalit, captive since capturing him in a cross-border raid last June.Olmert and Palestinian President Mahmoud Abbas announced the Gaza truce in late November, declaring an end to Palestinian rocket fire and Israeli attacks, including airstrikes at Gaza militants and invasions of towns in northern Gaza.Israel has stopped most of military activity but kept Gaza in a stranglehold by frequently closing its vital border crossings, citing security threats. While Hamas rocket squads stayed on the sidelines, other groups, like Islamic Jihad, have kept up fire of homemade rockets almost daily at Israeli towns and villages just outside Gaza.Tuesday's rocket barrage, coinciding with Israeli Independence Day, was the first sign Hamas was backing away from the truce.The cease-fire has been over for a long time, and Israel is responsible for that, Hamas spokesman Abu Obeida, told the Voice of Palestine radio station.

On a visit to Rome, Abbas called on Israel to exercise the necessary self-control and said the truce violation is an exceptional act which will not last.Palestinian Prime Minister Ismail Haniyeh of Hamas appeared to defend the attack.We made great efforts at keeping the truce and there was a positive Palestinian position, but unfortunately this position was met by expanding (Israeli) aggression and escalating it against the Palestinian people, he said. Haniyeh's spokesman, Ghazi Hamad, also blamed Israel, but said the Palestinian government affirms the importance of maintaining the truce and protecting it.Peretz told Israel Radio late Tuesday that the Hamas claim of responsibility for the rockets attack was a very serious matter, and we will have to deal with it.Also Wednesday, the army ended a general closure of the West Bank and Gaza Strip. The closure, put in place on Sunday for Israeli Memorial Day and Independence Day, had barred virtually all Palestinians from entering Israel. Thousands of Palestinians enter Israel each day for work, medical care and family visits.

Scientists discover super-Earth planet Wed Apr 25, 6:35 AM ET

PARIS (AFP) - Astronomers reported on Wednesday they had discovered a super-Earth more than 20 light years away that is the most intriguing world found so far in the search for extraterrestrial life.

About five times the mass of Earth, the planet orbits a cool, dim red dwarf star located in the constellation of Libra, the team from the European Southern Observatory (ESO) said in a press release.The star, Gliese 581, has already been identified as hosting a planet similar in size to Neptune, the frigid gas giant on the edge of our own Solar System.The new planet is 14 times closer to Gliese 581 than the Earth is to the Sun. But because Gliese 581 is so cool, the planet is not scorched by solar radiation. It zips around the star at express speed, making just 13 days to complete an orbit.

We have estimated that the mean temperature of this super-Earth lies between 0 and 40 degrees Celsius (32 and 104 degrees Fahrenheit), and water would thus be liquid, said lead researcher Stephane Udry of Switzerland's Geneva University.Moreover, its radius should be only 1.5 times the Earth's radius, and models predict that the planet should be either rocky like our Earth or covered with oceans.Liquid water is critical to life as we know it, said Xavier Delfosse, a team member from France's Grenoble University.Because of its temperature and relative proximity, this planet will most probably be a very important target of the future space missions dedicated to the search for extra terrestrial life.He added: On the treasure map of the Universe, one would be tempted to mark this planet with an X.

In 1995, two astronomers, also at Geneva, spotted the first extrasolar planet, a term for a planet orbiting a star other than our own. Since then, 227 such planets have been spotted, according to the Extrasolar Planets Encyclopaedia (http://exoplanet.eu/).Gliese 581 is among the 100 closest stars to us. Its red dwarf monicker comes from the fact that it is only one-third of the mass of the Sun.

Because such stars emit far less heat, they offer a far greater chance of having planets in the so-called Goldilocks zone where liquid water and thus the potential for life can exist.The search for extrasolar planets has thrown up very few potential home-from-homes.The finds are typically uninhabitable, gassy giant planets, rather than small rocky ones. Or they orbit so close to their star that their atmosphere is stripped away by solar radiation or, alternatively, at such a distance that they are ice balls.

Two years ago, the same ESO team found a Neptune-sized planet around Gliese 581, and their observations that time gave them a hint that a smaller planet, closer to Earth in size, might also encircle the star.Not only did they find the super-Earth, they also found indications of another planet, eight times the size of Earth, that completes an orbit in 84 days a discovery that makes Gliese 581 quite a remarkable system, ESO said.The discovery is being reported in the journal Astronomy and Astrophysics.It came thanks to a highly sensitive instrument at ESO's facility at Silla, Chile. The detection technique works by measuring the so-called radial velocity of the star. A planet orbiting around a star produces changes in the star's position relative to Earth. This causes a measurable wobble in the starlight, from which the orbiting object and its size can be inferred. Even though Gliese 581 offers such promise, it would be impossible for mankind to reach it or even send an unmanned scout probe using current technology. Chemical rockets generate only a fraction of the light speed needed to get there within a human timescale.

EU commissioner backs Royal in French election

EUOBSERVER / BRUSSELS - Although Brussels is formally keeping quiet on who it would like to see win the French elections, certain individual commissioners have been less discreet.Margot Wallstrom, the EU communications commissioner, has made an all-out plug for socialist candidate Segolene Royal in her blog.In an entry posted on Monday, the day after presidential elections that saw Ms Royal go through to the second round run-off on 6 May against Nicolas Sarkozy, the commissioner wrote that she cheered the achievements of her fellow socialist politician.Continuing her blog in French, Ms Wallstrom says that maybe more than anything else, I was so happy to see that a woman will take part in the second round of the presidential elections.

Noting that there are women ministers in several governments, particularly in Finland, she emphasizes that this is the first time a woman has made it through to the second round in France.

It's historic and I wanted, as a woman involved in politics, to pay homage to Segolene Royal and wish her good luck for what comes.A spokesperson said her comments were personal but they reflect the increasing trend towards politicisation of the European Commission.Dutch commissioner Neelie Kroes sparked criticism in 2005 when just days before the elections, she openly supported Angela Merkel to become chancellor of Germany.In addition, blogs also raise the question of where the line is drawn between the personal and the public. Last year, Ms Wallstrom's comments in her blog in support of scrapping the European Parliament's seat in Strasbourg were widely reported as news.

Not above a little politics

In previous years, the commission and its commissioners often ex-politicians themselves tended to keep a distance between Brussels and national politics, hovering somewhat above the domestic fray.

The treaty itself says that commissioners should be impartial and work for the European cause, stipulating they must be completely independent in the performance of their duties in the general interest of the European community. But as the European Union has evolved, the commission has sought to rebrand itself as more of a political entity. This is partially as a reaction to its own commissioners, some of whom have found the corridors of power in the commission stultifying when compared to the cut and thrust of domestic politics.At the moment, Louis Michel, the EU's commissioner for development, is on unpaid leave because he is taking part in Belgium's federal elections.

During the last commission Italian prime minister Romano Prodi actively campaigned in the general elections in Italy while still head of the Brussels executive and Greek commissioner Anna Diamantopoulou also took a leave of absence for domestic elections and then resigned after winning a seat.

The commission says this is part and parcel of the job, that its commissioners are politicians and that they do not exist in a vacuum.Its revised code of conduct for commissioners allows them to be active members of political parties or trade unions. If they are to play an active role in an election campaign they have to withdraw from the work of the commission for the duration of the campaign.

Connecting with citizens

Some also say, including Mr Michel himself, that it is part of reconnecting with Europe's citizens.But critics argue the practice undermines both the commission and the portfolio concerned. For their part, MEPs in the development committee have asked for a legal opinion on Mr Michel's electioneering, saying it violates the EU's treaty.He is expected to be called before the MEPs at the beginning of next month to justify why he should be able to remain as commissioner when running in the 10 June
elections.

Sadr calls for demonstration By BASSEM MROUE, Associated Press Writer APR 25,07

BAGHDAD - Radical Shiite cleric Muqtada al-Sadr strongly condemned construction of a wall around a Sunni neighborhood in Baghdad, calling for demonstrations against the plan as a sign of the evil will of American occupiers.The remarks, in a statement read by an aide, were the first by the anti-American cleric since the U.S. military announced last week that it was building a three-mile long 12-foot high concrete wall in Azamiyah, a Sunni stronghold that has been targeted by mortar and rocket attacks by Shiite militiamen.Many Sunnis also protested the plan, saying they felt like they were being herded into a prison. Protesters in Azamiyah carried banners Monday with slogans such as No to the sectarian wall and Azamiyah children want to see Baghdad without walls.In the statement, al-Sadr said the protests showed that Iraqis reject the sectarian, racist and unjust wall that seeks to divide Sunnis and Shiites.I am confident that such honorable voices will bring down the wall, he said.

Al-Sadr, whose Mahdi Army militia was blamed for much of the sectarian killing of Sunnis, has been trying to make overtures to the Sunni minority and draw a difference between ordinary Sunnis and extremists who target Shiites.This wall shows the evil will of the occupier and its sectarian and terrorist projects against our people, al-Sadr said in the statement. We the people of Iraq will defend Azamiyah and other neighborhoods that you (Americans) want to segregate from us.

We will stand hand in hand with you (Sunnis) to demonstrate and protect our holy land.The U.S. and Iraqi military said they plan to construct barriers in other neighborhoods too to protect people from sectarian death squads.A leading Sunni Muslim group accused the Shiite-led government of turning a blind eye to sectarian death squads allegedly run by the Mahdi Army.The return of the militias and death squads to target Sunni areas, the attempts to chain these areas with walls to make them soft targets for militias, and the arrest campaigns against Sunnis, especially mosque imams, are all part of a plan to empty Baghdad of Sunnis, the Conference for the People of Iraq said in a statement.The group, which is led by prominent Sunni politician Adnan al-Dulaimi, called on the government to stop what it called sectarian projects that target Sunnis, warning our patience is running out.

On Sunday, Prime Minister Nouri al-Maliki said he would not allow a separation wall, but then he said that the subject would be discussed. He said he would not rule out all barriers, such as barbed wire.

Following al-Maliki's comments, the new American ambassador to Iraq, Ryan Crocker, defended the barrier plan, saying it was an effort to protect the Sunni community from surrounding Shiite areas, not to segregate it. Crocker said security measures were implemented in coordination with the Iraqi government.Obviously, we will respect the wishes of the government and the prime minister, he said, although he did not say construction would halt.Iraq's chief military spokesman indicated that some type of barrier would go up, saying al-Maliki was responding to exaggerated reports about the wall.

An aide to al-Sadr, Sheik Salah al-Obaidi, told reporters in the holy Shiite city of Najaf that they plan two demonstrations in eastern and western Baghdad to condemn the wall. He did not give a date for the demonstrations but said that if the security situation permits, al-Sadr's followers will be happy to join demonstrators in Azamiyah.The U.S. military has said that al-Sadr is currently in neighboring Iran, a claim that his aides denied in the past week saying he is in Iraq.Al-Obaidi said al-Sadr's disappearance is for security reasons and ... it is not necessary to know where he is. Sayyed Muqtada is with the people and feels their suffering.The Mahdi Army, that launched two uprising against U.S. troops in 2004, has been one of the main targets of a security plan in Baghdad launched two months ago. Last week, al-Sadr ordered his six Cabinet ministers to leave the government after al-Maliki refused to put a timetable for foreign troops withdrawal.

New Madrid Fault: Earthquakes in Kentucky

Just when we think life is under control, Mother Nature surprises us with something new or unusual. Emerging issues such as methicillin-resistant Staphylococcus aureus infections in horses, ivermectin-resistant parasites, and the ever-present threat of foreign animal disease pathogens entering the United States via insects or migrating birds pose never-ending challenges to researchers, in both veterinary and human medicine. After first being recognized in the 1960s, equine neurologic herpesvirus disease was diagnosed sporadically. It did not occur as recognized outbreaks of disease, as has been experienced recently. A mere one-point mutation in the DNA of the virus changes it from a typica herpesvirus respiratory or abortion clinical presentation to one that neurologically affects healthy adult horses. While it is an amazing feat of scientific discovery to have determined this mutation, researchers have significant work ahead in seeking effective prevention and treatment for this devastating disease. Earthquake Preparations While no one can accurately predict a major earthquake, here are some simple procedures that any farm owner can take to mitigate damage on the farm, most of which also apply to standard preparedness for other disasters.

Have a personal and family disaster preparedness plan in place. For help, go to

Maintain building structures and foundations in proper repair. Bolt all shelving and cabinets solidly to wall studs, not plasterboard Keep heavy objects on low shelves. Ensure that all cabinets have a locking mechanism to prevent opening during movement. Store chemicals (disinfectants, insecticides, etc.) on low shelves in a closed, sturdy cabinet. Carefully consider storage of any flammable liquids or chemicals to help prevent spillage. Never store ammonia and bleach together, as toxic gases are produced when these chemicals are mixed. Hang heavy objects (shelving, televisions, bookcases, etc.) away from areas where people sit. Use straps to secure water heaters to wall studs or supports.

Secure all overhead lighting fixtures. Know where and how to turn off all utilities to buildings. Have all animals properly identified in case they get loose. Keep temporary fencing materials on hand for repair of downed fences. Consider purchasing earthquake insurance. Remember that human safety always comes first.

Natural surprises can also appear in the forms of deeply buried faults in the earth's geography, such as the New Madrid Fault. It is likely not known by a majority of veterinarians and equine owners that this fault is in the middle of the American heartland along the central Mississippi River Valley from northeastern Arkansas to southern Illinois. Because of the difference in geography between California and the Mississippi River Valley, an earthquake at the New Madrid Fault of 6.0+ on the Richter Scale would be much more devastating than in California. Why are earthquakes discussed in this issue of the Equine Disease Quarterly? Imagine that all bridges crossing the Mississippi River from St. Louis to Memphis were so structurally damaged that they were closed for weeks to months, even years. The
impact on commerce, travel, and infrastructure would be enormous, including that to horse farms and all ancillary businesses. A major New Madrid Fault earthquake could impact a significant portion of the United States, making the hurricanes of 2005 seem like a warm-up exercise in disastermanagement.

Preparation for unexpected events as well as predicted blizzards, tornadoes, flooding, etc., is critical to the horse economy. While this discussion may sound like the plot of a made-for-TV movie, the reality is that the New Madrid Fault is real, and earthquakes cannot be predicted like some other major natural disasters.
Preparing for common natural disasters can go a long way toward preparing for a rare, but significant, disaster, whether it be an earthquake, an overturned tanker or railway car carrying hazardous materials, or a barn fire. Likewise, having a biosecurity plan in place for that unexpected disease outbreak of fetal losses, respiratory or diarrheic disease or, in the worst case, diseases of undetermined etiology and transmission, can make response time much faster and less costly than having to plan and implement at the same time. Preparing for the worst with an emergency family and animal plan can make the anticipated, predictable disasters more manageable. Mother Nature almost always has the last word. Chile to evacuate fjord hit by waves By EDUARDO GALLARDO, Associated Press Writer Mon Apr 23, 6:14 PM ET

SANTIAGO, Chile - The government said Monday it will evacuate residents and businesses from the banks of a fjord in southern Chile where 10 people were swept away by 26-foot waves following a powerful earthquake. At least three people died when they were engulfed by the massive waves, which were triggered by a 6.2-magnitude quake that sent avalanches of rock crashing into the water at the base of Aysen Fjord. Rescuers were searching Monday for the other seven people.Experts warned that the fjord is unsafe because of continuing seismic activity in the area. There have been hundreds of quakes in the region since Jan. 22, most too weak to be felt. But Saturday's quake opened cracks in the ground and rattled residents.

Seismologist Oscar Aranda, who is investigating the quakes for the government, recommended that people not remain at the base of the fjord.Only a few people actually live along the fjord, a narrow inlet of water surrounded by rocky cliffs, but more than 120 people work there in the salmon industry.

Interior Minister Belisario Velasco said the government is in discussions with salmon industry executives to arrange for operations to be transferred elsewhere.President Michelle Bachelet on Sunday visited Puerto Aysen, a city close to the fjord about 1,700 miles south of the Chilean capital of Santiago, where she was met by hundreds of angry residents who claim the government is not paying attention to their needs.

Flood waters ravaging rural roads

As the threat of flooding subsides in parts of Saskatchewan, a new problem has arisen washed-out rural roads.Up to two-thirds of the roads in some rural communities in the northeast grainbelt are impossible to travel on, residents say.It's leaving people like Wilfred Quill, his wife and three children stranded. Last week, flood waters forced them to leave their home near the Yellowquill First Nation.

Now, they don't know when they will be able to return.The culvert's washed out and we can't get in, he said Monday. We've just been staying around my auntie's place there, my boy's place, back and forth.Quill thinks it may be two or three weeks before road crews can get out and even do some temporary repairs.It's a scenario that's being repeated throughout the northeast.

Richard Niezgoda, a councillor with the rural municipality of Kelvington, said at least half the roads in the area are washed out and one of them goes by his farm.Makes things difficult, he said. Likewise with our school bus, we haven't had a bus here since last Thursday or Wednesday.In a neighbouring area, farmer Ted Cawkwell narrowly escaped injury yesterday when a road caved in while he was driving over it.As we were crossing the culvert, the front end of my truck went across then the back end broke through, he said. When we stopped there was a two-foot hole behind us in the road.

According to Cawkwell, two-thirds of the roads in the area are washed out, but municipal officials won't be able to repair them until the water subsides.

EU agrees rapid reaction anti-immigration units

EUOBSERVER / BRUSSELS - In an effort to cut the numbers of illegal migrants arriving to Europe by sea, EU interior ministers have given the green light to setting up a rapidly deployable force of border guards which would assist countries facing an immigration emergency.

It is the best ever example of European solidarity, EU home affairs commissioner Franco Frattini said after the deal on the so-called rapid border intervention teams was struck on Friday (20 April). The rapid border intervention teams – operational under the EU's external borders agency, Frontex - are foreseen as a pool of some 450 national experts, made available at short notice of up to five working days to any member state whose borders are under urgent and exceptional strain by illegal migration. Under the deal, all 27 capitals will be required to contribute to the EU teams.

The prime goal is to combat illegal immigration in the Mediterranean and Atlantic coastal area, after last year saw an unprecedented amount of Africans taking the perilous trip, crammed together in small fishing boats, in search of a better life in Europe.More than 31,000 illegal immigrants reached Spanish territory in 2006 - six times more than in 2005 – while Italy and Malta were also heavily targeted.

Thousands are feared to have been lost at sea.The idea of special EU teams already received the backing from the European Parliament's committee on civil liberties, justice and home affairs on 11 April. The parliament is expected to give its final blessing during this week's plenary session in Strasbourg.

In addition, Frontex is to set in motion a permanent coast patrols network for the EU's southern sea borders amid fears that favourable weather could make 2007 another record year in terms of sea-borne migration. The patrols will begin work in late May to define and monitor flashpoint areas for illegal attempts to enter Europe. We have succeeded in making another important step to protect the common external sea frontiers in the south, German interior minister Wolfgang Schauble said in response to the announcement, adding this mechanism is a vital measure to counter illegal migration at the external sea borders jointly and in a coordinated manner.According to EU commissioner Frattini, Frontex - created in 2005 to co-ordinate EU border security – now has at its disposal over 20 air planes, almost 30 helicopters and far more than 100 vessels as well as a variety of other equipment.

The European Union and the United States have approved a plan to bolster the transatlantic economic partnership, to be signed at the next EU-U.S. summit, Der Spiegel magazine reported.

In its edition to be published Monday, the German magazine said the accord had been agreed by German Chancellor Angela Merkel, as holder of the EU presidency, U.S. President George W. Bush and European Commission president Jose Manuel Barroso. They had agreed to extensive economic collaboration between the EU and United States, it wrote, of the draft accord which is due to be signed in Washington at the end of the month. According to Der Spiegel, the plan notably says, We are aiming for a transatlantic market without barriers.The partnership includes common norms and standards for industrial companies and financial service providers. Balance sheet directives would be recognized on both sides of the Atlantic in 2008, it said.

That would also be the case for admission procedures in the pharmaceutical and chemical industries, as well as for the cosmetics sector and automobile parts, it added. And it foresees the creation of a forum on energy technologies to formulate recommendations. Both the American administration and the European Commission are also each expected to create a post to deal with transatlantic trade issues. Questioned by AFP, a German government spokesman said he was unable to deny or confirm the Spiegel article. However, he said, We are confident that Mrs. Merkel, Mr. Barroso and Mr. Bush will adopt an ambitious accord to deepen economic transatlantic relations during the American-European summit.Bush is due to host the annual summit between the United States and the European Union on April 30.

Israel at 59 - Facing Unpleasant Facts in the Middle East

The world is now well into the post-Oslo. post-911 era, in which the delusions and denials of reality that were the foundations of the Middle East peace process are at last being acknowledged for what they were. For those returning to the planet Earth from Fantasyland in the Oslo parallel universe, it behooves them and us all to bear in mind some of the unpleasant facts of life about the Middle East.

1. The Arab world has never come to terms with Israel’s existence within ANY set of borders whatsoever and is still seeking the annihilation of Israel and its population.

2. ANY Palestinian state, regardless of who rules it, will produce escalated violence, terror and warfare in the Middle East, and neither stability nor peaceful relations. ANY Palestinian state will seek warfare with Israel and not solutions to the economic and social problems of its citizens.

3. The only reason Arafat and the PLO ever wanted control of the West Bank and Gaza Strip was to use them as bases for attacks on Israel. This is the only real use to which they will be put by any future Palestinian state.

4. There is no alternative that will stop the bloodshed and war in the Middle East other than the adoption by Israel of an unambiguous policy of R&D, that is, of Re-Occupation and Denazification of the West Bank and Gaza Strip. Every other alternative proposal for stabilization and pacification is delusional.

5. Denazification of the West Bank and Gaza Strip must be based partly on the programs of Denazification imposed on Germany and Japan by the Allies after World War II, but in part must be different. Such Denazification policies will have to stay in place for decades. There is no other way by which Israel can prevent the daily massacre of its civilians by Palestinian terrorists.

6. The bulk of Palestinians have lived outside Israeli occupation for years, and their liberation from Israeli occupation only produced Nazification, terrorism, mass murders, and violence. Their pacification requires re-imposing of open-ended martial rule upon them by Israel.

7. The instability of the Middle East is not caused by Israeli occupation of Palestinian lands but by PLO occupation of Israeli lands.

8. There was never in history an Arab Palestinian state. There is no justification whatsoever for one now (other than perhaps in Jordan).

9. The Palestinians have no legitimate claim to the right to set up their own state. It is doubtful whether they ever did have such a right, but - even if they once did - they forfeited it thanks to decades of terrorism, savagery, mass murders and barbarism.

10. Palestinians are Arabs. The Arabs already rule 22 states. There is no reason why they should be entitled to a 23rd state, and creation of a 23rd Arab state, Palestine, in the West Bank and Gaza will escalate Middle East violence and world terrorism.

11. The Palestinians are not and never were a nation. They are not even a tribe. They are a branch of Arabs with only minor and secondary cultural differences that distinguish them from Syrians, Lebanese or Jordanians.

12. The Middle East conflict cannot be resolved through endless exhibitions of niceness and restraint by Israel. Israeli niceness, restraint, and goodwill gestures are interpreted by the Arab world as weakness and as signs that the Jews, like Paul McCartney’s Band, are on the run.

13. The Palestinians are not mistreated by Israel, but ARE poorly treated by the Palestinian Authority. The treatment of Arabs by Israel is a thousand times better than the treatment of Arabs by Arab countries.

14. The only Arabs in the Middle East with any semblance of civil rights are those who live under Israeli rule.

15. If the intifada uprising were in fact a product of oppression and mistreatment of Arabs by a government, then Israel should be the only country in the Middle East that does NOT have an intifada.

16. Oslo has radicalized and Sudetenized most Israeli Arabs, who now identify with and openly support Arab parties and politicians who call openly for terror violence against Jews and the destruction of Israel.

17. There exists no set of concessions by Israel that would result in the Arab states coming to terms with Israel’s existence.

18. There are no Arab democracies and no support for democracy among significant minorities within the Arab world.

19. Israeli assassination of Palestinian terrorists is in fact a substitute for retaliation in kind against the Palestinians for bombings of Israeli children and other civilians. The alternative to such assassinations is bombings of Palestinian civilians.

20. Israeli settlements are the mine canaries of the Arab world. There is no reason why Jewish civilians should not be free to live in peace within Arab countries truly seeking peace with Israel, just as Arabs live at peace within Israel and within the United States. The attitude of the Arab world in general and of the Palestinian Authority in particular towards such settlements is indicative of their attitudes
towards Israel and Jews in general. If the Palestinians are NOT seeking peace with the Jews, and indeed they are not, then the real problem is that Israel has built too few settlements in the West Bank and Gaza Strip.

21. Israel is the only country in the Middle East that does NOT deal with Islamist terror through wholesale massacres of the people in whose midst the terrorists operate.

22. There is an inverse relationship between the material comfort of Arabs living under Israeli rule and political moderation. The better off they are in a material sense, the more violent and radical they are. More generally, Arab radicalism and terror are positively correlated with comfort and education and wealth. Bin Laden and his people are filthy rich. There have been no undernourished Palestinian suicide bombers. Many have been college students.

23. Palestinians endorse terrorism and violence against Jews by near-universal majorities.

24. Israeli Arabs endorse terror and violence against Jews by large majorities. They also support bin Laden and the Hizbollah.

25. There are no visible Palestinian public figures who oppose violence, terror and Islamist fascism. There are no Palestinian moderate leaders, only a few Palestinian fascists who speak English well and elegantly, like Hanan Ashrawi.

26. There is not and never has been a Palestinian peace movement nor a Syrian peace movement.

27. Syria has no legitimate claim to the Golan Heights. Its claim to the Golan is far less legitimate than German’s claim to Alsace and Lorraine.

28. The PLO, and not just the Hamas, is itself very much a manifestation of Islamist fascism and was founded by Islamist fundamentalists. Its head, Abu Mazen, is no more moderate than the heads of the Hamas and Islamic Jihad.

29. Asking Arafat to arrest the terrorists is a bit like asking Osama bin Laden to arrest those responsible for the September 11 attacks on the US or asking Hitler to take steps against those who invaded Poland. It is all part of the Oslo era of mass delusion and make-pretend.

30. Peace cannot be achieved through pretending that war does not exist.

31. The Israeli Left is responsible for the bloodshed in Israel. The Israeli Left rescued the PLO from oblivion in the early 1990s, armed it, and allowed it to become entrenched in the suburbs of Tel Aviv and Jerusalem. The Israeli Left is as wacky as is the pro-Taliban, pro-Saddam campus Left in the United States. It is today as anti-Israel as the US far Left is anti-American.

32. Ehud Olmert and his crew have yet to detach themselves from the pipe dreams and denials of reality imposed on the country by the Israeli Left, those that produced the Oslo debacle. They continue to insist they favor creation of a Palestinian state.

33. The only peaceful terrorist is a dead terrorist.

34. Israel cannot restore the credibility of its military prowess through signaling, but rather only through using that prowess and putting its military might to actual use.

35. Unilateral withdrawal by Israel produces massive terrorist aggression. Anyone nursing doubts should contemplate what Israel’s 2000 withdrawal from Southern Lebanon produced in the summer of 2006. GAZA CITY, Gaza Strip - Hamas militants fired a barrage of rockets and mortar shells toward Israel on its independence day Tuesday, and said they considered it the end of a five-month truce with Israel.

Palestinian Prime Minister Ismail Haniyeh, whose Hamas-led government negotiated the cease-fire with its militant wing, blamed Israel: We made great efforts at keeping the truce and there was a positive Palestinian position, but unfortunately this position was met by expanding the aggression and escalating it against the Palestinian people, he said. It's not a Palestinian problem, it is an Israeli problem.Nine Palestinians were killed in fighting with Israel over the weekend, most of them militants, but also two civilians.The barrage, which came on Israel's 59th independence day, did not cause any damage or injury, but it marked the first time Hamas acknowledged firing shells toward Israel since agreeing to a cease-fire along the Gaza-Israel border in November. Hamas is tightly organized, and Israel says attacks from Gaza have the tacit approval from the militant group's political leaders.Israel Radio, citing military officials, said the rocket attack appeared to be an unsuccessful attempt to create a diversion in order to capture an Israeli soldier posted at the Gaza border.

In June, Hamas-allied militants had tunneled from Gaza into Israel and seized an Israeli soldier, Cpl. Gilad Shalit, who is still being held.In Israel, Prime Minister Ehud Olmert and his defense minister discussed a possible response. More security consultations were planned for Wednesday, government officials said.The Israeli military has warned of a Hamas arms buildup in Gaza, and has readied contingency plans for a large-scale invasion of the territory. However, Olmert said earlier this month that the time is not ripe for a major ground campaign.

Hamas had held back attacks on Israel for months, especially during power-sharing talks with the Fatah movement of moderate President Mahmoud Abbas. A spokesman for the Islamic group's armed wing said the group considered the truce over.The cease-fire has been over for a long time, and Israel is responsible for that, the spokesman, Abu Obeida, told the Voice of Palestine radio station.

The protesters briefly left Abu Sharkh's body in the plenum, pushing aside guards and demanding the killers be bought to justice.Abu Sharkh was shot in the head on Sunday, and his body dumped in a nearby park. Two other Palestinians were killed in internal fighting on the same day.In a growing problem for Gaza, Palestinian smugglers and clansmen settle differences with guns, and bands of self-styled vigilantes have killed suspected pimps, prostitutes, drug dealers, owners of music shops, internet cafes, pool halls — activities which could divert people from worship — and women suspected of sexual misconduct. VATICAN CITY (Reuters) - The Vatican's second-highest ranking doctrinal official on Monday forcefully branded homosexual marriage an evil and denounced abortion and euthanasia as forms of terrorism with a human face.The attack by Archbishop Angelo Amato, secretary of the Congregation for the Doctrine of the Faith, was the latest in a string of speeches made by either Pope Benedict or other Vatican officials as Italy considers giving more rights to gays.In an address to chaplains, Amato said newspapers and television bulletins often seemed like a perverse film about evil. He denounced evils that remain almost invisible because the media presented them as expression of human progress.

He listed these as abortion clinics, which he called slaughterhouses of human beings, euthanasia, and parliaments of so-called civilized nations where laws contrary to the nature of the human being are being promulgated, such as the approval of marriage between people of the same sex ...

Amato spoke at a time when the Vatican and Italy's powerful Roman Catholic Church are at loggerheads over plans for a highly controversial law that would give unmarried heterosexual and homosexual couples some form of legal recognition.The Church and Catholic politicians, even some in Prime Minister Romano Prodi's centre-left coalition, see the proposed law as a Trojan Horse and say it could lead to gay marriages.Amato, who is said to be very close to Pope Benedict, criticized the media's coverage of ethical issues.

After denouncing abominable terrorism such as that carried out by suicide bombers, he condemned what he called terrorism with a human face, and accused the media of manipulating language to hide the tragic reality of the facts.For example, abortion is called voluntary interruption of pregnancy and not the killing of a defenseless human being, an abortion clinic is given a harmless, even attractive, name: centre for reproductive health and euthanasia is blandly called death with dignity, he said in his address.

Gay rights group have criticized the Pope and Catholic Church officials in the past over such comments, accusing them of interfering in Italy's domestic affairs.Groups opposed to gay marriage and recognition of unmarried couples are planning a national rally in Rome next month.Italy's Roman Catholic Church, set up on diocesan and parish levels, has the organizational machinery to mobilize hundreds of thousands of people. A huge turnout, which is expected, could be a major embarrassment for Prodi's government.

Hamas Launches Independence Day Rocket Attack on Israel

(IsraelNN.com) Kassam rockets fired by Hamas terrorists slammed into the western Negev in the early morning light of Israel's Independence Day, in a faint echo of the Arab attacks on the nascent state in 1948. In a statement issued from Gaza City, the Izz a-Din al-Kassam Brigades, said it had fired up to 30 rockets and 50 mortar shells at Israel. The terror group said the attack was a reaction to the continued Zionist crimes against our people in the West Bank and Gaza Strip.Izz a-Din al-Kassam is a military unit in the Palestinian Authority’s ruling Hamas faction. An IDF spokesman dismissed the claim, and told Arutz-7 that only two rockets actually reached Israeli territory north of Gaza out of a total of six rockets that were launched. Eight mortar shells also reached the western Negev, according to the army spokesman, although more were launched. The specific number of mortar shells fired at Israel was unavailable.

No injuries or damage were reported in the attacks, said the spokesman. Residents in an unidentified community in southern Israel reported some damage, according to Ynet. IDF helicopters returned fire, shooting at the open areas in which the launch sites were identified, but hit no one. That was not the intent, said the army spokesman, who added the primary goal of the IDF response was deterrence. He declined further comment. Tuesday morning’s attack was the first by a Hamas terrorist group in five months and could signal the end of the limited ceasefire with the Palestinian Authority that began last year. The November 26th agreement called for Israel to withdraw its forces and PA terrorist groups to halt the rocket attacks on western Negev communities. Israel stuck to its promise, but more than 200 missiles have been fired at Israel from Gaza since the supposed ceasefire went into
effect.

SANTIAGO, Chile - An earthquake in remote southern Chile shook free a landslide of rocks, sending them smashing into a narrow fjord and causing massive 25-foot waves that swept away 10 beachgoers. Three bodies were recovered Sunday. Rescuers were searching the cold Pacific waters for the other missing people from the beach after the 6.2 magnitude quake the day before, authorities said.Oscar Catalan, the mayor of the nearby town of Puerto Aysen, saw six people at the shore pulled away by the current, according to the Chilean newspaper El Mercurio.A correspondent for television network Chilevision, Orlando Adriazola, also reported seeing a man and his young daughter dragged into the water by a large wave.

He said he was at the beach to install an antenna for his station.The government's Emergency Bureau said three bodies were found washed up on beaches in the fjord on Sunday. The victims were identified as Ernesto Contreras, 65; his wife, ElsaPoblete, 54, and their 2-year-old grandson Genaro Linay, the agency said.

The bureau said there was no tsunami after the earthquake. The waves were apparently created when several landslides from neighboring hills crashed into the sea at the bottom of the narrow fjord, causing the water level to rise steeply, said Juan Cayupi, a volcanologist investigating the incident for the government.The inlet is surrounded by high hills, parts of which are covered with a dense forest.

At some points, the land drops off into rocky cliffs that fall vertically into the water.There were some boats in the area and waves destroyed them, said Cayupi, who was also at the beach at the time of the quake and spoke to The Associated Press by telephone. The boat we arrived in was thrown on top of a tree, partly destroyed. Television footage showed roaring, white-capped waves in the ocean following the quake. Large trees on the coast were uprooted and dragged into the water.The Emergency Bureau said rescue patrols including military and police personnel started searching for the missing people early Sunday. Helicopters scanned the surf from the air. Police Maj. Claudio Escobar said the search would continue until everybody has been found.

Meanwhile, President Michele Bachelet arrived Sunday and was met by protests from angry residents who say the government has been slow to offer assistance following several months of seismic activity in the region.After touring the area, Bachelet said the government would reinforce the region's health services with more doctors and ambulances, as well as a helicopter and a power generator in case of a new emergency.The quake hit early Saturday afternoon, sending many people into the streets in panic in Puerto Aysen and nearby Puerto Chacabuco, which have a combined population of 35,000. The quake was centered about 35 miles northwest of the city of Coihaique, the U.S. Geological Survey reported.There was no major damage to buildings, but scores of panicked people sought treatment at hospitals for nervous conditions, regional Gov. Viviana Betancourt said.

Saturday's quake was the strongest of hundreds of quakes that have been felt in the area since Jan. 22. Authorities believe the seismic activity is related to the formation of a new undersea volcano.On Sunday, a moderate earthquake shook Santiago in central Chile, with no immediate reports of damages or injuries. The 5.2-magnitude quake was centered about 80 miles northwest of Santiago, USGS said.

Communities declare state of emergency By CP


SASKATOON -- With floodwaters rising in lakes and rivers in many areas east and north of Saskatoon, four more communities and rural areas have declared states of emergency, provincial government officials said yesterday. Fifteen communities around the province are in emergency situations, which give them more powers to restrict access to roads and to take action to preserve roads and bridges, said Colin King, a spokesman for the provincial government's Public Safety Department. It also sends a message that this is a very serious situation, he said.

The community of Watson, the Rural Municipality of Lakeside, and the Rural Municipality of Porcupine east of Saskatoon are among the latest communities to declare states of emergency. The Rural Municipality of Torch River northeast of Saskatoon has also joined the list. Eight other communities who haven't declared states of emergency, but who have had some localized flooding, are also being watched closely, King said. More than 600 people evacuated Friday from the Red Earth First Nation about 270 km northeast of Saskatoon huddled in hotels in Saskatoon and Prince Albert and in a community centre in Saskatoon, where they bedded down on cots and were served food and hot coffee. Cabin owners in east-central and northwestern areas of Saskatchewan have also been told to get their valuables out as lake levels in those areas rise. Forty-eight cabins on Waldsea Lake have had some water damage.

In 1948, the State of Israel declared its independence, in a ceremony led by David Ben-Gurion in Tel Aviv. The first act of the new government was to remove British restrictions on Jewish immigration. The Declaration of Independence granted full civil rights to Arab citizens of Israel, and called for peace and cooperation with neighboring Arab countries. The following day, the armies of five Arab nations attacked Israel. Despite decades of hardship, terror and wars, Israel has become a world leader in research and agriculture and most of all, the center of spiritual inspiration for the Jewish world.

ISRAEL CELEBRATES 1948 MIRACLE NATION

Tonight sirens will sound across Israel calling the nation to a moment of collective reflection and sorrow for Yom HaZikaron, Israel’s Memorial Day, When the country was established, Israel’s leaders were determined to link Yom HaZikaron to Yom HaAtzmaut, as the sun sets on Yom HaZikaron, Yom HaAtzmaut begins, and slowly, Israelis begin their Independence Day celebrations.

I love counting the Omer. This simple ritual that helps us count from Pesach to Shavuot– from freedom to responsibility – grounds me in those intervening weeks, reminding me that while Pesach and Shavuot are peak moments in our calendar, each and every day, each and every effort, counts. I am struck that the Omer count is the umbrella under which so much else takes place: ordinary days a-plenty, but also most of Pesach, Yom HaShoah, Yom HaZikaron and Yom HaAtzmaut.

Throughout these days in which we celebrate freedom, mourn our people’s greatest tragedy, remember fallen soldiers and celebrate the independence of the State of Israel, we are also counting, night after night, day after day. As we count, we can imagine the Shoah’s victims counting the days to deportation or barely imaginable freedom; the families of fallen Israeli soldiers counting the minutes after hearing the news of their loved one’s death; the Israelis of 1948 counting the seconds until they heard the good news of independence.

As we move toward Yom HaZikaron and Yom HaAtzmaut this year, we have so much sorrow to count: The numbers injured and killed in last year’s war with Lebanon; the young women harmed in what became the Israeli presidential sex scandal; victims of official corruption; victims of rockets and bombs. And as we count, we can’t ignore the mounting suffering of Palestinians having their homes demolished, watching their olive groves – and livelihoods – uprooted by the route of the security barrier, experiencing lengthy checkpoint waits, struggling with growing poverty, and more. How will we find hope or joy as we count to this year’s Yom HaAtzmaut? Significantly, at Yom HaAtzmaut, many greet friends and family with the words moadim l’simkhah (happy season), the greeting traditionally giving during the intermediate days of Pesach and Sukkot. Expressed at YomHaAtzmaut, it seems to imply that this day – despite much joy – is no full festival, whose appropriate greeting would be hag sameach (happy holiday). Further, the traditional response to this Yom HaAtzmaut greeting is l’geulah shleimah (to a complete redemption) – surely the joy of Yom HaAtzmaut cannot be complete until the hoped-for geulah shleimah has arrived.

Can it arrive when so much is so wrong in the state we love so well? How many changes would have to take place to bring about that time of true redemption, a time when the dual observances of Yom HaAtzmaut and al Nakba (the Palestinian Catastrophe are blended into a harmonious end, a joint tale of two independent and secure states? How many days and nights would we have to count to move from this isolated happy, not-quite-a-festival season, to that longed-for complete redemption? I suggest we let the Omer counting serve as a reminder and a model: Even in our most desperate moments, we must not forget that there is still hope, that there are many who continue to make the enormous effort that peace requires. Perhaps we should begin on Yom HaAtzmaut this year, the 5th of Iyar, counting not measures of grain as with the Omer, but efforts toward redemptive peace. We can begin by counting from the first day of Iyar, Rosh Hodesh and count – along with our Omer — to the 5th day, Yom HaAtzmaut:

Count one for the first round of talks between Israeli Prime Minister Ehud Olmert and Palestinian Authority President Mahmoud Abbas with a second round already planned during the second half of May with Secretary of State Condoleeza Rice.

Count two for H Res. 143 introduced by Congressional Rep. Susan Davis (D- CA), calling on President Bush to appoint a special envoy for Middle East peace in order to return Israelis and Palestinians to the negotiating table.Count three for the the Arab League’s unanimous endorsement of the Saudi Arabian peace initiative at their March meeting, which proposes a general Arab peace agreement with Israel in exchange for a two-state solution to the Israeli-Palestinian conflict. Just this week, Israeli Prime Minister Olmert said: I'm ready to accept the Saudi initiative as a basis for discussions with the Palestinians, together with theSaudis.

Count four for Syrian peace overtures, diplomatic indication that the Syrians themselves are willing to take the first step toward peace with Israel.

And finally, count five for Brit Tzedek, which celebrates its fifth anniversary this month. Five years of hard work and dedicated hearts have made an enormous impact on the Jewish American scene. In 2002, those of us who would seek peace with the Palestinians felt isolated and silenced, but in no small part due to the efforts of Brit Tzedek, we now know that we are part of a growing group of Jewish Americans who have understood that to be pro-peace is to truly be pro-Israel. Congratulations to Brit Tzedek, and to all of us who are involved. Yeshar koah!

Surely we can all think of more signs of hope, and keep this count going.
How should we count?

Begin by reading or singing Psalm 122:6-7 in English or Hebrew:

Pray for the well-being of Jerusalem;
May those who love you be at peace.
May there be peace within your walls,
Equanimity within your enclosures.

Add this prayer, adapted from The Book of Blessings, by Marcia Falk:

Then say, This is the first (second, third...) night of the count toward geulah shleimah, complete redemption in Israel. May redemption bud in my (our) hands. To make that last phrase real, make a donation to and/or volunteer your time for an organization working for peace.

Suggestions for Yom HaZikaron and Yom HaAtzmaut:

Light a yarhtzeit candle (long-burning candle in a glass used for mourning) and hold a minute of silence in honor of Yom HaZikaron at gatherings of friends, family or Brit Tzedek members. End with something celebratory, perhaps sharing memories of positive attachments to Israel.Make a call to the Parents' Circle - Families Forum Peace Hotline and/or share the hotline information with friends and family. Given that this group is made up of individuals who have lost loved ones in the conflict and have chosen to channel their grief into the pursuit of reconciliation and tolerance, rather than to look for a path of revenge and further bloodshed, it is an appropriate way to mark Yom HaZikaron. Hold a ceremony between Yom HaZikaron and Yom HaAtzmaut. You might choose to excerpt one or two poems or readings or use the entire ceremony written by Brit Tzedek Rabbinic Cabinet member Rabbi Rebecca Lillian. Be sure to edit the materials to reflect that this year is the 59th anniversary of Israel's independence.Participate in community celebrations of Yom HaAtzmaut, including your local Walk for Israel, wearing Brit Tzedek buttons and t-shirts. Show your community that you stand with them in support of Israel, even though you may have an alternative vision of what it means to be pro-Israel. Gather together with a hevruta (study partner) or better yet, a group of people, to discuss Israel's Declaration of Independence. Use this time as an opportunity to connect with the ideals of the founders of Israel, to share what those ideals mean to you, and to recommit to fulfilling the dream by supporting efforts in Israel that move it toward justice and peace.

Rabbis for Human Rights in Israel has created Masechet Haatzma'ut, a Talmudic style commentary on the Declaration of Independence, which can be used to guide such discussions. Independence Day at Homesh

Thousands of Israelis are planning to return to the site of the former northern Samaria community of Homesh on Tuesday to celebrate Israel Independence Day. They plan to climb to the hilltop in the early afternoon, hold a holiday picnic lunch, and then attend a ceremony before leaving the site.

Homesh, established in 1978, grew to be a small-sized village numbering dozens of Jewish families until the Sharon government destroyed it in the Disengagement Plan in 2005. The site of the community remains under Israeli military control, however, and the former residents have vowed to return. Under the banner Homesh First, they hope to make Homesh the first of the destroyed communities to be rebuilt. Permission to celebrate the holiday on the ruins of the destroyed community has not been granted by Defense Minister Amir Peretz. Peretz's orders, however, did not stop Homesh organizers from plastering every bus stop and bulletin board in the region with posters calling for the masses to join the Independence Day march. The Defense Minister has ordered police and soldiers to block the thousands of people who plan to attend.

IDF officials have acknowledged, however, that it will be difficult to completely stop the march since the area around the site is wide open and cannot be isolated. But the IDF is planning to make it hard for Homesh supporters to reach the site. Roadblocks will be placed along the approach routes at Kedummim and Einav, many miles away from Homesh.

The Homesh organizers, led by the former residents, said in response that they are continuing with the event as planned and are prepared to circumvent the roadblocks by foot and traverse great distances to reach their homes. The event organizers further said that gatherings will be held at the two roadblocks in the event that masses of supporters are unable to get through them. OC Central Command Major-General Yair Naveh initially allowed the march last Thursday. He also said the army would provide security for the marchers if they agreed to cooperate with security personnel and leave at the end of the day. Permission was revoked without explanation the next day in a meeting between Defense Minister Peretz and IDF Chief of Staff Gabi Ashkenazi, however. Boaz Haetzni, one of the organizers of the Independence Day march to Homesh reiterated the activists determination to reach the destroyed community. We never asked for permission to go to Homesh, just as one does not ask for permission to go to Ashdod. he said.

Haetzni pointed out that thousands of people also managed to reach Homesh during the last two marches despite efforts by Defense Minister Peretz to stop them. We did not ask for permission [in previous events at Homesh] on Chanukah or Pesach, and it is a matter of principle with us that we ask no one for permission to go to Homesh.In the march just before Pesach, the IDF and police removed hundreds of protesters after they spent several days at the site, but the activists showed only passive resistance, and there was no violence. More than 10,000 people who support restoring a Jewish presence in northern Samaria are expected to flood the road to Homesh on Independence Day.

The secular public relates to it as a secular nationalist holiday, much as the Fourth of July in the United States, while the hareidi-religious sector largely ignores it - given the overly non-religious nature of the way it was founded and operates. The national-religious camp, however, relates to Independence Day as a religious holiday, one on which thanks must be given to G-d for extricating the Jewish People from many of the curses of Exile and fulfilling His oft-repeated promise to return them to the Promised Land. In accordance with this position, Israel's Chief Rabbinate ruled that special prayers, especially the Hallel prayer of praise and thanksgiving, must be recited on this day.

Many also celebrate by eating a festive meal, singing and dancing, wearing special Sabbath clothes, and discussing the various aspects of the Divine Providence evident in the creation of the State of Israel. Often the question is asked, however, in various ways and forms, how the current overtly-secular State of Israel jibes with the Biblical prophecies of a return to the land together with a revival of Torah and spirituality. For many, the questions have taken on particular acuteness in light of the destruction of 25 flourishing Jewish communities in Gush Katif and northern Shomron by Israel's own government. The Independence Day evening prayer service concludes with these words: May it be Thy will that just as we have merited the beginning of the Redemption, we shall also merit to hear the Shofar of our righteous Messiah...These words place the unyielding question in bold relief: Can we ever get this wagon out of the mud? How do we continue to the final destination? In response, Rabbi Uri Cohen, head of the Merkaz Tzvatim (Meretz) Beit Medrash and Teachers Seminar in Mevaseret Zion, says that the current State must not be under-estimated nor over-estimated:We must not make light of the country that we have; it has value even as it is. In other countries, the nation is a collection of individuals banded together for common interests; the state is a tool by which to attain them. But for the People of Israel, the situation is totally different.

As Rabbi Yehuda HaLevy writes in The Kuzari, the People of Israel are one soul in separate bodies - only when we are a community are we in our true and original composition. Accordingly, our State is not merely a tool, but rather the foundation of G-d's throne in the world (Rav A. I. Kook), a sanctification of G-d's Name the likes of which has not been since the day we were exiled from our Land (see Ezekiel 36,22). Maimonides ruled that one of the reasons for the Chanukah holiday is that rule over the Land returned to Jewish hands for some 200 years. Just like individuals, however, the State can sin and not fulfill its functions, such as settling the Land or building the Temple. But just as with individuals, this does not detract at all from the very value of the State or of the Commandments. Let us not ask: Is this really the State for which we suffered so greatly throughout the Exile? For the Redemption comes in stages, and not all at once. Just as in Egypt - first came the end of the bondage, then came the Exodus, and only much later did the Kingdom of David arise and the construction of the Holy Temple. This took more than 400 years!

In our Amidah prayer, too, first we ask for our freedom, then for the Ingathering of the Exiles, and only at the end do we mention the Holy Temple and the return of the Divine Presence. We must therefore be excited anew all the time at the great kindness G-d has wrought for us by enabling the establishment of this State - and at one and the same time, continue to anticipate with our thoughts, beliefs and actions for the completion of this process... Rabbi Daniel Shilo, the rabbi of Kedumim, says it is imperative for us to understand our objectives: Many people think that the justification for the existence of the State is only to serve as a safe haven and refuge for the Jews, following centuries of persecution. According to this, the State of Israel is nothing more than the largest and most efficient refugee camp in the world. If this is its only goal, even that won't be attained...

We know that G-d said, through His prophets, that He will bring them to My Holy Mountain - and not just to an earthly place of refuge. It is incumbent upon us, as Maimonides teaches in his Laws of Repentance, to repent not only from our evil acts, but also from our mistakenly small-minded conceptions of exalted concepts.

Rather, we must understand that the State is the way in which we fulfill the commandment of Settling the Land of Israel - that which is considered equal to all the other commandments put together... In the end, as our Sages have taught, G-d will bring about [a situation in which] Israel will repent and be returned to the right path - namely, to the right conception of our place in this Land. As the Prophet Ezekiel said, The destroyed cities will be full of flocks of people and they will know that I am G-d' - first they will be full of people, and only afterwards will they know G-d. The words of the Prophets are not just the heralding of good news, but also a demand upon us to work to have them fulfilled. Fortunate is one who works with G-d to do this.

Rabbi Yehuda Kroizer, the rabbi of Mitzpeh Yericho, says we have forgotten some of the basics, and reminds us to keep our eyes on the ball, no matter how far off it is:The birth of the Nation of Israel was accompanied by the obligatory triple bonds of Nation-Torah-Land...

As our Sages (Sifrei Ekev 42) taught, The entire fulfillment of the Torah is only in the Land of Israel; we fulfill it outside the Land only so that it not be forgotten while we are in Exile.The secular Zionist movement strengthened the link between the Nation and its Land, but harmed the bond between these two and the Torah. Over the years of the State's existence, we, the religious public, have downplayed our demand to link the State and Jewish Law, and 'this is why this trouble has come upon us. The time has therefore come to demand and act to establish a Jewish Torah state in the Land of Israel. It must be based on these principles:

The boundaries must be those promised to Abraham at the Covenant of the Pieces... Non-Jews living here will be given two choices - to either leave, with the help of a special emigration office that will be established, or to accept upon themselves the Seven Noahide Laws before a Jewish Legal Court, thus acquiring for themselves rights of residency and work, but not political rights. A King will head the State, and the Sanhedrin will head the legal framework. The State's laws will be those of the Torah, and the police will be enjoined to enforce them. The State must build the Holy Temple, thus reviving full Divine service and restoring Israel to its proper place as a light unto the nations (see Isaiah 2,3).

The Redemption will not fall from the sky [Rabbi Kroizer concludes], and it is dependent upon us. We must believe that it is within our power to bring about and implement the revolutionary change. We must remember that the path is likely to be long and difficult; it is not incumbent upon us to complete it, but neither may we neglect it for a moment. Even if some aspects are not possible to carry out at present, it is important that the goals be clear. May G-d grant blessing to our actions and enable us to see quickly the complete Redemption of Israel.

Commemoration of Yom HaZikaron, Israel's Memorial Day for its fallen soldiers and terrorism victims, began at 8:00 Sunday evening with a country-wide siren and minute of silence. The opening ceremony took place at the Western Wall, with the participation of Chief Rabbis Amar and Metzger.

A second siren will be sounded Monday morning, at 11 AM, once again bringing all activity to a standstill and marking the beginning of memorial ceremonies at the 43 military cemeteries around the country. A Knesset Member or government official will speak at each ceremony. A special ceremony will also be held in memory of Jews murdered by terrorists and anti-Semites around the world. Some 200 such Jews will be remembered at Monday's ceremony at Mt. Herzl in Jerusalem. The event is being organized by the Jewish Agency, the World Zionist Organization, the Jewish National Fund, and the UJC of North America. A monument with the names of the victims will be unveiled.

The names of all Israel's fallen soldiers and terrorist victims will be broadcast on Israel's public television channel Sunday evening and Monday, one after the other, for 4-5 seconds each. The somber day comes to an end Monday with the onset of Israel's 59th Independence Day. Both Memorial Day and Independence Day are commemorated one day later than usual this year, by order of the Chief Rabbinate, in order to prevent the Sabbath desecration that would have resulted from having Memorial Day begin on Saturday night.The number of soldiers and security personnel who have fallen since November 29, 1947, when the United Nations accepted the partition thus mandating the creation of a Jewish State, is 20,526. The struggle to re-create a Jewish homeland, beginning in the year 1860, when Jews began to move outside Jerusalem's Old City walls, claimed an additional close to 1,500 victims. The 1948 War of Independence was Israel's costliest war, with more than 6,000 dead, one percent of the Jewish population at the time, and 15,000 wounded. The war consisted of 39 separate operations, fought from the borders of Lebanon to the Sinai Peninsula and Eilat, and was fought for about a year, until 1949.

Then followed seven years of relative quiet - during which there were 1,339 cases of armed clashes with Egyptian armed forces, 435 cases of incursion from Egyptian-controlled territory, and 172 cases of sabotage perpetrated by Egyptian military units and fedayeen [terrorists] in Israel, in which 101 Israelis were killed, as Israeli Ambassador to the UN Abba Eban explained to the Security Council on October 30, 1956. Eban gave these statistics the day after Israel began the Sinai Campaign - its military response to Egypt's violation of international agreements by sealing off the Israeli port of Eilat, effectively stopping Israel's sea trade with much of Africa and the Far East. A total of 231 Israeli soldiers died in the fighting. In March 1957, after receiving international guarantees that Israel's vitalwaterways would remain open, Israel withdrew from the Sinai and Gaza yet the Egyptians still
refused to open the Suez Canal to Israeli shipping.

The Six-Day War broke out on June 5, 1967. Along with the stunning victories, over 770 Israelis were killed. Then began the period of the War of Attrition, which claimed 424 soldiers and more than 100 civilians. A ceasefire was declared on August 8, 1970. Egypt and Syria attacked Israel on Yom Kippur, 1973. The IDF ultimately emerged victorious, but a total of 2,688 soldiers were killed. In June 1982, in response to continued terrorist attacks and Katyusha shellings from across the Lebanese border, as well as an assassination attempt upon Israel's late Ambassador to Great Britain Shlomo Argov, Israel attacked the terrorists in Lebanon in what was known as Operation Peace for Galilee.

Close to 460 soldiers were killed between June and December 1982, and another 760 in daily ambushes against Israeli forces over the next two and a half years. Between December 1987, when the first Arab intifada broke out, and the signing of the Oslo Accords in late 1993, 90 Israelis were murdered.Between the Oslo signing and the beginning of what became known as the Oslo War in September, 2000, 251 Israelis were murdered by terrorists. Another 1,287 have been felled by Palestinian Authority terrorists and gunmen since September 2000.

Memorial Day Messages

In the year 2000, then-Prime Minister Ehud Barak wrote to the bereaved families,
We visit today the rows of graves that extend to infinity... we still refuse to believe and we refuse to be consoled. Because there is no consolation. Heavy, maybe too heavy, is the price we bear for our independence and building the 52 years of the State of Israel.The late Rabbi Shlomo Goren, the first Chief Rabbi of the Israel Defense Forces and the man who was responsible for setting the date of Memorial Day, explained the day's significance differently: We view the warriors who fall in battle as those who sprout forth life. The life of a nation grew out of this blood... This day must be more than mourning: We must remember, we must grieve, but it must be a day of mourning, majesty, and vision.

Interestingly, Barak himself took a similar tone when he spoke at the Mt. Herzl ceremony in 2000, saying,...their deaths are the precious price of freedom and our re-establishment. It is my hope that a strong and secure State of Israel will be, with the help of G-d, the consolation of the bereaved families.Rabbi Goren explained in a 1974 speech, how he came to set Memorial Day just before Independence Day:

The merit of doing this fell in my lot.. We first thought of setting Memorial Day on Lag BaOmer, the day that historically symbolizes the Bar Kokhba war, and that which is still celebrated by Jewish children as the day of Jewish strength. In this way, we thought that we could combine the heroism of our early ancestors with that of our own children in this generation. But doubts crept in. Would we not cause harm to the general significance, shrouded in mystery as it is, of that historic day? One of the Fast Days, or during the Three Weeks in which we remember the destruction of Jerusalem and the Holy Temples, was then proposed. But we could not accept the fact that the Memorial Day for the Fallen Soldiers would be solely a day of mourning. It was felt that this day must be more than that.

We must remember, we must grieve, but not only that - it must [also] be a day of... majesty and vision. We realized, therefore, that we could not assign this day to any existing holiday. But the first Independence Day was rapidly approaching, and so we did what we did - without announcing it formally and without setting any specific format for the day. I went to Voice of Israel studios on the day before Independence Day and read aloud the Chief of Staffs Daily Military Order [including an announcement of remembering the fallen soldiers], which he wrote according to my request. And so I became the narrator and the one who set Memorial Day on what became its date.

Beilin Proposes Law to Remove Jews from Hebron

(IsraelNN.com) MK Yossi Beilin (Meretz) has proposed legislation to forcibly evict Jews living in Hebron from their homes. The purpose of the legislation, Beilin said, was to improve the security, political, and economic situation for Israel in its relationship with the occupied territories.The danger to the settlers in Hebron, as well as to the Palestinian population, have made securing the area an impossible challenge for the state, Beilin claimed. In order to protect the settlers, they must be removed, he said.

MOSCOW - Former President Boris Yeltsin, who engineered the final collapse of the Soviet Union and pushed Russia to embrace democracy and a market economy, has died, a Kremlin official said Monday. He was 76.

Kremlin spokesman Alexander Smirnov confirmed Yeltsin's death, but gave no cause or further information. The Interfax news agency cited an unidentified medical source as saying he had died of heart failure.Although Yeltsin pushed Russia to embrace democracy and a market economy, many of its citizens will remember him mostly for presiding over the country's steep decline.He was a contradictory figure, rocketing to popularity in the Communist era on pledges to fight corruption — but proving unable, or unwilling, to prevent the looting of state industry as it moved into private hands during his nine years as Russia's first freely elected president.He steadfastly defended freedom of the press, but was a master at manipulating the media.

He amassed as much power as possible in his office — then gave it all up in a dramatic New Year's address at the end of 1999.Yeltsin's greatest moments came in bursts. He stood atop a tank to resist an attempted coup in August 1991, and spearheaded the peaceful end of the Soviet state on Dec. 25 of that year. Ill with heart problems, and facing possible defeat by a Communist challenger in his 1996
re-election bid, he marshaled his energy and sprinted through the final weeks of the campaign. The challenge transformed the shaky convalescent into the spry, dancing candidate.But Yeltsin was an inconsistent reformer who never took much interest in the mundane tasks of day-to-day government and nearly always blamed Russia's myriad problems on subordinates.Yeltsin damaged his democratic credentials by using force to solve political disputes, though he claimed his actions were necessary to keep the country together.He sent tanks and troops in October 1993 to flush armed, hard-line supporters out of a hostile Russian parliament after they had sparked violence in the streets of Moscow. And in December 1994, Yeltsin launched a war against separatists in the southern republic of Chechnya.

Tens of thousands of people were killed in the Chechnya conflict, and a defeated and humiliated Russian army withdrew at the end of 1996. The war solved nothing — and Russian troops resumed fighting in the breakaway region in fall 1999.In the final years of his leadership, Yeltsin was dogged by health problems and often seemed out of touch. He retreated regularly to his country residence outside Moscow and stayed away from the Kremlin for days, even weeks at a time. As the country lurched from crisis to crisis, its leader appeared increasingly absent.Yet Yeltsin had made a stunning debut as Russian president. He introduced many basics of democracy, guaranteeing the rights to free speech, private property and multiparty elections, and opening the borders to trade and travel.

Though full of bluster, he revealed more of his personal life and private doubts than any previous Russian leader had.The debilitating bouts of depression, the grave second thoughts, the insomnia and headaches in the middle of the night, the tears and despair ... the hurt from people close to me who did not support me at the last minute, who didn't hold up, who deceived me — I have had to bear all of this, he wrote in his 1994 memoir, The Struggle for Russia.Yeltsin pushed through free-market reforms, creating a private sector and allowing foreign investment. In foreign policy, he assured independence for Russia's Soviet-era satellites, oversaw troop and arms reductions, and developed warm relations with Western leaders.That was the democratic Yeltsin, who in August 1991 rallied tens of thousands of Russians to face down a hard-line Soviet coup attempt. Throughout his nearly decade-long leadership, he remained Russia's strongest bulwark against Communism.

But there was another Yeltsin.

He was hesitant to act against crime and corruption — beginning in his own administration — while they sapped public faith and stunted democracy. His government's wrenching economic reforms impoverished millions of Russians poor people whose wages and pensions Yeltsin's government often went months without paying. In the course of the Yeltsin era, per capita income fell about 75 percent, and the nation's population fell by more than 2 million, due largely to the steep decline in public health. Yeltsin was a master of Kremlin intrigues, and preferred the chess game of politics to the detail work of solving economic and social problems. He played top advisers off against each other, and never let any of them accumulate much power, lest they challenge him. He fired the entire government four times in 1998 and 1999. The economy sank into a deep recession in summer 1998, but Yeltsin rarely commented on the troubles and never offered a plan to combat them. He was quick to act if anyone threatened his hold on power, standing fast even when his traditional allies called on him to step down. He easily faced down an impeachment attempt by the Communist-dominated lower chamber of parliament in May 1999.

In foreign affairs, he struggled to preserve a role for his former superpower. He called for a multipolar world as a way to counterbalance what Russia perceived as excessive U.S. global clout, and in spring 1999 he sent Russian troops rushing to Kosovo ahead of NATO peacekeepers to underline that Moscow would not be elbowed out of European affairs. He wrangled with the West in disputes over NATO expansion and Russia's relatively warm relations with Iran and Iraq. But as Russia's political and economic might withered, Yeltsin had little to offer other nations.

As firefighters from across Georgia try to contain the wildfire people living around the state can see smoke coming from Waycross. 911 dispatchers in Macon have gotten calls from as far away as North Georgia from people wondering why the sky is hazy.Neal Edmondson with the Georgia Forestry Commission says the smoke is visible from as far away as Chattanooga, Tennessee.

Edmondson expects us to have smoky skies for about two more days.He doesn't want anyone to get alarmed if they see hazy smoke in their area because it's probably not a neighborhood fire, but fires from hundreds of miles away.Southeast Georgia wildfires have been burning thousands of acres since Monday. Winds from this fire are carrying smoke as far south as Daytona, Florida. Now northerly winds are shooting smoke through all of Georgia.

As you can see, it looks real hazy all over Macon.District 21 Fire Chief J.L. Pinkney says the smoky atmosphere won't cause any safety problems in Central Georgia, but those with health problems might want to be careful.

Any type of health problems such as asthma and things of this nature, I would advise them to stay inside because it could affect them and cause an asthma attack. Winds are moving in a clockwise motion around the high pressure, and that's how smoke from South Georgia is ending up in Central Georgia skies, all the way to Chattanooga, Tennessee.

Smoke on an incident, on a fire, its hot of course, and the hot rises up in the atmosphere and as it travels along through the atmosphere it begins to cool down and when it cools it drops back down, so that's why we're seeing smoke this far up.Georgia Forestry Commission dispatchers continue to answer calls and let people know the smoke isn't a fire here, but winds carrying smoke from a much larger fire.

It smells like a woods fire. Not being facetious, but it really does, that's what it smells like.The Georgia Forestry Commission is not issuing burn permits right now.That's because they've sent so many resources and firefighters to South Georgia, if another fire broke out here, they may not have the resources they need to put it out.Right now firefighters have the wildfires about 30% contained, but they hope to have the fire fully contained by April 27th.

PARIS - Conservative Nicolas Sarkozy holds an advantage over his Socialist rival Segolene Royal after the two advanced to the second round of France's presidential election, narrowing the vote to a choice between the tough-talking former interior minister or the first woman with a chance of becoming the country's leader. Royal and Sarkozy planned rallies Monday night with an eye on voters who deserted the left and right in favor of farmer's son and lawmaker Francois Bayrou, who placed third on Sunday in one of the big surprises of the campaign.The winner's task will be tough: France is a troubled nation, still haunted by the riots by young blacks and Arabs in poor neighborhoods in 2005.Decades of high unemployment, increasing competition from economies like China's, and a sense that France is losing influence in the world made the campaign a passionate one.Sarkozy would relax labor laws and cut taxes to invigorate the sluggish economy, while Royal would increase government spending and preserve the country's generous worker protections.Royal, too, champions change but says it must not be brutal.

I extend my hand to all those women and men who think, as I do, that it is not only possible but urgent to abandon a system that no longer works, she said.With 18.5 percent of the vote, Bayrou won the support of voters who could hold the key to victory for Sarkozy or Royal when the French elect a new president in two weeks. Bayrou's centrist Union for French Democracy has traditionally voted with the right in parliament and has often had ministers in conservative governments. But Bayrou the candidate drew leftists as well as conservatives to his camp, both Sarkozy and Royal need those votes back.The door is naturally open, Sarkozy's top lieutenant, Brice Hortefeux, said Monday on France-Inter radio, adding that he felt Sarkozy best embodies the values of the center. But he said that Sarkozy and his governing party, the Union for a Popular Movement, would appeal directly to voters, not to Bayrou's political apparatus.

With nearly all votes counted, Sarkozy had 31.1 percent, followed by Royal with 25.8 percent and Bayrou. Turnout was 84.6 percent — the highest in more than 40 years and just shy of the record set in 1965.Royal is the first woman to get this close to the helm of this major European economic, military and diplomatic power. Sarkozy would be likely to push his anxious nation toward painful change.Either way, France will get its first president with no memory of World War II to replace the 74-year-old Jacques Chirac, who is stepping down after 12 years.Sunday's first round of voting shut out 10 other hopefuls, from Trotskyists to far-right leader Jean-Marie Le Pen. Le Pen had hoped to repeat his shockingly strong showing of 2002 but instead finished a weak fourth with 10.5 percent.

Both Sarkozy, a Hungarian immigrant's son, and Royal, a military officer's daughter who beat Socialist heavyweights to win her party's nomination, are in their 50s.The runoff offers a clear choice between two very different paths, Royal said.

Sarkozy told cheering supporters Sunday night that by choosing him and Royal, voters clearly marked their wish to go to the very end of the debate between two ideas of the nation, two programs for society, two value systems, two concepts of politics.Despite his lead, the former interior minister faces a powerful Anything But Sarkozy push by those who call him too arrogant and explosive to run a nuclear-armed nation. He once called young delinquents scum, a remark that outraged the residents of poor neighborhoods and has dogged him politically. Royal, a lawmaker and feminist who says she makes political decisions based on what she would do for her children, shot to popularity by promising to run France differently. But she has stumbled on foreign policy. In one gaffe, she praised the Chinese during a trip to Beijing for their swift justice system.

Many voters question whether she is presidential enough to run France. Sarkozy should be able to count on votes from the far right, whose champion Le Pen suffered his second-worst showing in five presidential elections. Royal's score was the highest for a Socialist since Mitterrand in 1988. But closing the gap with Sarkozy could be a struggle in round two. Candidates to her left together scored about 11 percent. They immediately swung behind her after their elimination, but their votes alone will not be enough to put Royal in power. Turnout was 83.77 percent — just shy of 1965's 84.8 percent first-round record, set in 1965. That year, modern France held its first direct presidential election, with World War II Gen. Israel Prepared For Compromises, Concessions For Peace - PM APR 23,07

JERUSALEM (AP)--Prime Minister Ehud Olmert said Monday Israel is prepared to make far-reaching compromises and very painful concessions to achieve peace with its neighbors.Speaking at a ceremony marking Israel's Memorial Day, Olmert said the country owed its fallen soldiers to continue the vital effort to achieve the peace we long for and to seriously consider every diplomatic initiative.The 22-country Arab League recently renewed a five-year-old Saudi initiative offering Israel peace with the Arab world in return for giving up all of the territories it captured in the 1967 Mideast war. The plan also calls for a solution for Palestinian refugees and their millions of descendants.Israel objects to a full withdrawal to the pre-1967 lines and has ruled out any return of refugees to former homes inside Israel. Nonetheless, Olmert has welcomed the Saudi plan as a basis for negotiations.

We will respect those of our neighbors who desire peace with us, Olmert said at a second ceremony Monday for Israeli civilians killed in Arab attacks. Israel would discuss diplomatic agreements and the future of the ties between us with goodwill and readiness to make painful concessions, he said.But referring to militants targeting Israelis, Olmert vowed Israel will never cease to pursue them and strike at them until they are destroyed.Olmert recently started a dialogue with the moderate Palestinian president, Mahmoud Abbas, in hopes of jump-starting stalled peace efforts. At the same time, Israel has been pushing forward with its war against Palestinian militants.Nine Palestinians were killed in fighting with Israel over the weekend. Most of the dead were militants, but Palestinians said at least
two civilians, including a 17-year-old girl, were killed.The upswing in violence drew calls from Palestinian moderates for Abbas to cut off contacts with Olmert, while the Islamic militant group Hamas, which sits in a coalition government with Abbas' Fatah movement, called for renewed attacks against Israelis.

In continuing violence, Palestinian militants fired a rocket into southern Israel Monday. On Saturday, a homemade rocket hit a home in the southern Israeli town of Sderot. No one was injured in the attacks.

In his Memorial Day speeches, Olmert also mentioned possible prisoner swap deals for the release of an Israeli soldier held by Hamas-linked militants in Gaza and for two others held by Hezbollah guerrillas in Lebanon.Olmert said his government wouldn't repeat mistakes made in the past by releasing prisoners who then carried out more attacks against Israelis.But Olmert said there would be no escape in the end from making a difficult decision on trading prisoners for the captured Israeli troops.In Lebanon, a top Hezbollah official Sunday said U.N.-mediated negotiations on a prisoner swap are going on in a serious manner, but so far there have been no results.
